    VISIT The president of Romania Klaus Iohannis, currently
    on an official visit to the United Arab Emirates, Sunday travelled to Masdar
    City, a model of sustainable urban development with solutions centered around
    energy efficiency and environment protection. The Romanian official was presented
    solutions for transport and urban cooling and ventilation, building energy
    generation and optimum usage of natural light in schools and research
    institutions. The solutions tested in Masdar City may be an inspiration for
    other cities increasingly interested in sustainability, including in Romania. Contributions
    to these solutions come, among others, from Romanian researchers as well,
    affiliated to research institutes in Masdar City, the Romanian presidency said
    in a news release. President Iohannis will be in the UAE until Tuesday, at the
    invitation of his counterpart, Sheikh Mohamed bin Zayed Al Nahyan. The main
    goals of the visit include strengthening the political and diplomatic dialogue
    on topics of mutual interest, encouraging bilateral economic relations, which
    are already on a significant positive trend, and attracting investments in the
    Romanian economy through projects in fields like infrastructure, energy,
    climate change, cybersecurity and food security.


    REFUGEES The Romanian Border Police Inspectorate General
    announced that on Saturday as many as 86,342 people entered Romania using
    border checkpoints around the country. Of them, 8,510 were Ukrainian nationals.
    Since February 10, 2022, two weeks before the Russian invasion of their
    country, nearly 3.8 million Ukrainian citizens have entered Romania. Most of them have
    travelled further on to western European countries, but around 100,000 of them
    have chosen to stay in Romania, according to the authorities in Bucharest.


    DIPLOMACY The Romanian diplomacy chief Bogdan Aurescu takes part on
    Monday in the Foreign Affairs Council, a meeting of EU foreign ministers in
    Brussels. He will also attend the joint meeting of EU foreign and defence
    ministers, as well as in a conference of international donors for Turkey and
    Syria, in the aftermath of the February earthquakes. The Foreign Affairs
    Council will focus on Russia’s aggression against Ukraine, the dialogue between
    Belgrade and Pristina, the situation in Tunisia and the latest developments in
    Iran. Bogdan Aurescu will plead for continuing multidimensional support for Ukraine,
    both at EU level and from the member states, with a focus on the quick
    provision of military equipment and training for the Ukrainian army. According
    to the Romanian foreign ministry, Mr. Aurescu will also support a consolidation
    of the sanctions against Russia and a more efficient implementation of current
    restrictions.


    MILITARY Over 3,000 troops from Romania and 12 Allied and partner
    states will take part in the Sea Shield 2023 multinational exercise, the most
    complex event planned and spearheaded by the Romanian Navy this year. Taking
    part in the event between March 20 and April 2 are forces from Albania,
    Bulgaria, France, Georgia, Greece, Poland, Portugal, UK, the Netherlands, the Republic
    of Moldova, Romania, the US and Turkey. The exercise contributes to promoting
    Romania’s interests and initiatives at regional and international level, as
    well as to enhancing inter-operability among the participating countries. Sea
    Shield, a complex concept designed for the training of NATO forces, was
    proposed by Romania at NATO’s summit in Warsaw in 2016, to boost security on
    the Eastern flank.


    HANDBALL Romania’s women’s handball champions, Rapid Bucharest, were
    defeated on Sunday by Slovenia’s Krim Ljubljana, 29-24, in the first leg of the
    playoffs for the Champions’ League quarter-finals. The second leg takes place
    in Bucharest. This is Rapid’s first presence in the Champions’ League, and the
    match against the Slovenian champions is also the team’s first march in European
    competitions with the Danish manager Kim Rasmussen, who replaced Carlos Viver (Spain).
    If they qualify into the quarter-finals, Rapid will be facing Kristiansand (Norway).
    Romania’s vice-champions, CSM Bucharest, have already qualified into the
    quarter-finals, where they will take on the winner of the playoff between the
    French side Brest and the Danish team Esbjerg. (AMP)

    Common defence of the European sky

    The initiative of a joint air defence system has been championed by German Chancellor Olaf Scholz who sees it as “a security gain for all of Europe”. In a speech delivered in Prague in August, he said that such system would be more economical and efficient than national systems. The idea was welcomed especially by East European countries, which are concerned about a possible escalation of the conflict started by the Russian Federation in the neighbouring Ukraine.



    The European Sky Shield Initiative (ESSI) entered a new stage on Thursday, when 14 NATO countries, Romania included, and Finland signed a letter of intent with a view to carrying out this project. The signatory countries plan to first purchase Patriot medium-range defence systems produced by the United States, and then the Arrow 3 system, manufactured by Israel and the US, designed to neutralise longer-range threats such as intercontinental missiles and even satellites. Installing these systems in several countries would provide complete and efficient defence of the European airspace.



    Costs would also be smaller for each participating country, NATO Deputy Secretary General Mircea Geoana said in Brussels: “It aims to enable European allies to procure these much needed capabilities better and faster, and to optimize their costs. It should also bring synergy among allies with similar urgent requirements, covering the full spectrum of the air and missile defence needs. It should promote interoperability and their integration with each other and with NATO’s integrated air and missile defence. It is an important effort to generate more resources and to ensure that the needed capabilities are procured and deployed quickly.”



    The new assets, “fully interoperable and seamlessly integrated within the NATO air and missile defence, would significantly enhance our ability to defend the Alliance from all air and missile threats,” Mircea Geoana explained. The signing of the letter of intent by Romania, alongside Belgium, Bulgaria, the Czech Republic, Estonia, Germany, Hungary, Latvia, Lithuania, the Netherlands, Norway, Slovakia, Slovenia, the United Kingdom and Finland will facilitate further procedures. Any other state may join the European Sky Shield Initiative, as the project takes shape. (EE)

    Tension is mounting along Romania’s neighboring borders


    The build-up of Russian forces
    along Ukrainians borders has been extremely carefully monitored as of late,
    amid fears that Moscow could prepare a sweeping attack, to be launched in January
    next year, most likely. Russia has already strengthened its presence in the
    region with tanks and almost 100,000 military. The military deployment is ongoing,
    and tension is mounting. What we failed to carry through in 2014, we’re now prepared
    to achieve, the White House leader warned his counterpart in Kremlin. The US
    president pointed to the likelihood of Russia invading Ukraine yet again, which
    is quite similar to the invasion that resulted in Russia illegally annexing
    Crimea. As part of a secured video conversation Joe Biden had with Vladimir
    Putin, the US President cautioned that, should Russia invade Ukraine for a second
    time around, the US and the European allies will respond with strong economic
    sanctions. Washington is set to supply Ukraine with more defensive equipment, while the allies’
    position along NATO ‘s eastern flank will be strengthened. On the other side,
    Vladimir Putin stated his army threatened nobody. Putin has also called for guarantees
    to be offered, whereby NATO would not expand to the East, that is to Ukraine. Moscow
    has accused NATO of the swift destruction of Europe’s security architecture, that
    including the anti-missile shield in Romania and Poland. Moscow also accused NATO
    of having deployed its military infrastructure as far as the Russian borders. As
    a guest on a Radio Romania International programme, Professor Alba Popescu of the
    National Defense University gave details on the geo-political context in the
    region.

    In fact,
    the underlying cause is the localization of this region from a geographical
    perspective, the so-called Ponto-Baltic isthmus some of geography specialists
    say it is Europe’s real border. A strip of land between the Baltic Sea’s southern
    coast and the northern coast of the Black Sea, between the Moravian gate-way
    and the Caucasus Mountains, which, from a geopolitical perspective, make a buffer
    area lying between the power which for centuries has been controlling Eurasia’s
    centrality area and which now bears the name of the Russian Federation, and, on
    the other side, the dominant powers of Atlantic Europe. A space which,
    geographically, is dominated by the flatlands which make the Russian
    Federation’s western frontier. Hence the problem, since it is the federation’s
    most vulnerable frontier. Furthermore, it is a space of a tremendous
    geo-strategic value because it is a territory that can turn into a barrier or
    into a gateway capable of facilitating or, on the contrary, stemming the flows
    between Europe and Asia, between the northern and the southern part of the
    continent. So it is a space, which, in geopolitical and geostrategic terms, is
    called a pivotal space, a hub and a nexus, geoeconomically and geopolitically,
    so it is Eurasia’s most valuable space from a geostrategic perspective.


    In Moscow’s terms, if the
    confrontational drift is to be prevented, the imperious condition is that
    of the long-term security guarantees with a mandatory legal value, whereby, for
    the future, any expansion of NATO towards the east is ruled out, as well as the
    deployment along the Russian borders of weaponry capable of threatening Russia’s
    security. Moscow’s stance to that end is closely linked to Russia’s security
    ring. Here is Professor Alba Popescu once again, explaining all that.


    Dr Alba Popescu:

    The security ring is made of
    those state and aquatic massifs surrounding Russia, that terrestrial colossus which
    is ring-shaped, so to speak. The Russians believes that security ring to be a
    space where their influence is exerted by default, it is a space of a vital and
    strategic importance for them. So everything getting
    closer to their frontier is viewed as a direct threat. Therefore, that security
    ring is the red line. The states of the security ring include Ukraine, then
    there are also the trans-Caucasian states, Moldova, Belarus. All those states are part of the security ring. Consequently,
    whenever Russia detects an advancement or an attempt from those states to stray
    away from the Russian influence and place themselves under the Western influence,
    Russia would take action under such circumstances. And, as we have seen it
    before, it was quick to take action to that effect in the 1990s. After the empire
    was dismantled, it orchestrated all those conflicts, which are frozen and
    reactivated periodically, as we could see. We’ve seen that happening in Ukraine
    as well, we also saw it happening in Georgia, in Nagorno-Karabakh…So things are
    developing on a large scale in the region. And all that has to do with Russia’s
    impending objective, a strategic objective, with a by now historical tradition,
    that of dominance in the region, which, as early as Tsar Peter
    the 1st’s reign, has been one of the eastern power’s set targets and which
    today are materialized in the hybrid action the Russian Federation takes in the
    Ponto-Baltic region. In the Pontic region, where we are, and, of course, in the
    Baltic region, where the targets are different, the Baltic States, then there
    are also Poland and Sweden. So that’s what that type of behaviour is about, a
    type of behaviour which has become increasingly aggressive, actually.


    The
    conflict in Ukraine won’t be sorted out, as far as I’m concerned, says Alba
    Popescu. Russia does not have any interest whatsoever, neither to rekindle it, in
    the coming period, or to sort it out, one way or another, with Ukraine having
    to remain in that grey area, alongside the other states. According to NATO, the
    very idea is unacceptable, whereby Russia can have its own sphere of influence,
    says NATO Secretary General Jens Stoltenberg. The very idea of bringing up such an issue
    prompts us to enhance our vigilance, such an idea is unacceptable, the idea
    whereby Russia could have its spheres of influence there. That might mean we must
    effectively admit that Russia can control what its neighbouring states can do, despite the fact that those states are sovereign states, NATO Secretary General Jens Stoltenberg went on to say.

    VISIT The
    president of Romania Klaus Iohannis will be on an official visit to Estonia on
    Wednesday and Thursday, the Presidency announced. Iohannis will have talks with
    his Estonian counterpart, Kersti Kaljulaid, with PM Kaja Kallas, and with the
    Parliament speaker, Jüri Ratas. The agenda focuses on strengthening the
    bilateral relations, including economic and sectoral cooperation, with an
    emphasis on the digital sector, on fighting the COVID-19 pandemic and on
    EU-related topics, such as the EU Recovery Plan, the green transition and the
    digital transition, the EU enlargement process, and developments in the
    Republic of Moldova, Ukraine and Belarus. The officials will also discuss the
    Romanian-Estonian cooperation within NATO, including in terms of security at
    the Black Sea and Baltic Sea, and cooperation as part of the Bucharest 9 and
    the Three Seas initiatives.



    COVID-19 Authorities reported on Tuesday 103 new coronavirus infection cases and
    96 COVID-19 related deaths, most of which however date back to previous months.
    Some 200 patients are in intensive care. Meanwhile, efforts to persuade people
    to get the vaccine are stepped up. Over 4.5 million people have received the
    COVID-19 vaccine since December, and more than 4.2 million have got both doses.



    CORRUPTION The coronavirus pandemic has fuelled corruption among EU citizens, less than half of whom believe the crisis has been transparently managed by the authorities, says a survey made public on Tuesday by Transparency International and quoted by AFP. According to the organisation, healthcare services are particularly affected by corruption. Although only 6% of the interviewees said they offered bribe in exchange for access to healthcare, 29% of them said they used personal connections to gain privileged access. The frequency of bribe in the healthcare sector, as reported by interviewees, is higher in Romania (22%) and Bulgaria (19%), whereas the use of personal connections is higher in the Czech Republic (54%) and Portugal (46%). The authors of the report call on EU governments to step up efforts to guarantee that the on-going pandemic is overcome in a fair and equitable manner. Over 40,000 of the citizens of the 27 EU member states took part in this European corruption barometer conducted in October – December 2020.



    MOTION In Bucharest, the Chamber of Deputies votes today on the simple motion against the minister for investments and EU-funded projects Cristian Ghinea, tabled by the Social Democrats in opposition. The motion signed by 82 Social Democratic Deputies was discussed in Parliament on Monday. The authors argue that minister Ghinea must be dismissed for his “managerial dilettantism, and that the National Resilience and Recovery Plan is a “disaster and “will destroy Romania for the next 5 years. Cristian Ghinea dismissed the motion as a collection of lies, fakes and self-conflicting claims, and says Romanias current EU fund absorption rate is 55%.



    COLECTIV The Bucharest Court of Appeals is trying today and tomorrow the case against the owners of the Colectiv nightclub in Bucharest and the technicians who organised the fireworks that caused the fire that killed 64 people on the night of October 30 2015. On Monday, the Court decided to split the Colectiv case into two, with the former mayor, city hall employees and fire-fighters to be tried this autumn, separately from the club owners. In December 2019, all the defendants received prison sentences and were ordered to pay damages of nearly 50 million euro to the victims of the fire.



    FOOTBALL Romanias football champions CFR Cluj are finding out today their opponents in the Champions League first preliminary round. The draw takes place in Nyon (Switzerland). CFR Cluj will be the only Romanian team in the competition, after in 2021 they won their 4th consecutive football championship and their 7th ever. (tr. A.M. Popescu)

    DRILL Sea Shield 2019, a military drill involving the
    participation of more than two thousand servicemen from six countries, is
    underway in Constanta, Romania’s main Black Sea port. Participants will these
    days be training in order to be able to respond to various types of attacks, coming
    from submarines, battleships or warplanes in the Black Sea. According to
    Vice-admiral Alexandru Mîrşu, the Romanian Navy Chief of Staff, the structure
    coordinating the exercise, the drill’s scenario is a fictional one being by no
    means provocative. NATO has beefed up its presence in the Black Sea from 80 to
    120 days per year and the NATO Mine Countermeasures Group made up of ships from
    the Netherlands, Canada, Turkey, Bulgaria and Romania is proof of the
    Alliance’s commitment to protecting the eastern flank, preventing conflicts and
    keeping peace in the region.












    SPORT As of today until April 14th
    over 600 athletes from 40 countries are attending the European Wrestling
    Championships in Bucharest, a competition where Romania is represented by 30
    athletes. Romania has hosted the aforementioned competition for the second time
    now, after the 1979 edition. Athletes from Romania walked away with five medals
    from the European Championships in 2018: one gold, one silver and three bronze.
    Romanian Elena Andries has won three gold medals, in the jerk, snatch and total
    events of the European Weightlifting Championships in Batumi, Georgia. Cosmina
    Pana and Cristian Marian Luca, also from the Romanian delegation have won two
    bronze medals in the jerk and snatch events of the same competition. 14
    athletes from Romania are participating in the Batumi competition, which offers
    points for qualification for the Tokyo Olympics in 2020.












    VOTE The Senate in Bucharest is today debating the simple motion
    tabled by the opposition National Liberal Party and Save Romania Union against
    Justice Minister Tudorel Toader. The document signatories say the tensions that
    are facing the legal system would be defused by the sacking of the current
    justice minister. Another argument is the latest amendments to the Penal and
    Penal Procedure Codes through emergency ordinance is impacting Romania’s legal
    system running against the recommendations of the European institutions. On March
    20th, the Chamber of Deputies rejected another simple motion
    against the Justice Minister.












    NARCOTICS Several cocaine packages have
    washed up on the Romanian shore in tourist resorts. They are the remnants of a
    transport evaluated to weigh around a ton, carried by a boat that capsized two
    weeks ago around the town of Tulcea. Since then, hundreds of gendarmes and
    police divers assisted by prosecutors have swept 90 km of Romanian coastline.
    The police, continuing the search for suspect material washing up on the beach,
    called on people to announce the authorities when finding such packages without
    tampering with them. The police said that the drugs are highly concentrated and
    dangerous if consumed. Organized crime prosecutors claim that the cocaine
    capture has a market value estimated at 300 million Euro. So far, 131 kilograms
    of drugs have been recovered.












    FILE Romania’s chief prosecutor,
    Augustin Lazar has today announced that the Military Prosecutors’ Department
    has submitted to court the indictment in the file of the anticommunist
    revolution of 1989. The file has over three thousand pages, the prosecutor added
    apologizing for the excessively long inquiry period of nearly 30 years. The
    country’s former leftist president, Ion Iliescu, and Deputy Prime Minister Gelu
    Voican have been placed under criminal investigation in this file for crimes
    against humanity committed upon the demise of the communist regime between
    December 22nd and 31st 1989. The aforementioned persons held
    various official positions in the then FSN council, a body that had executive
    and legislative power at the time. The revolution’s official death toll stays
    at over one thousand dead and three thousand wounded, mostly after the collapse
    of the oppressive dictatorship of Nicolae Ceausescu. Romania was the only
    country in eastern and central Europe which passed from a dictatorship to
    democracy through bloodshed.
