    ELECTIONS In Bucharest, the PM designate Ludovic Orban has talks today with parliamentary party officials, in an attempt to garner support for the organisation of early elections. Snap elections may only be called if 2 Cabinet nominations are rejected by Parliament within 2 months. Orban, whose Liberal Cabinet was recently dismissed under a no-confidence motion, Monday sent to Parliament a list of ministers, with no changes whatsoever from the previous team, and a slightly updated government programme. The main party in Parliament, the Social Democrats, announced they will not take part in the talks with the Liberals. The Social Democratic Party filed a challenge with the Constitutional Court, arguing that the President designating a prime minister who has already been dismissed comes against the will of Parliament. On the other hand, the Social Democrats announced they would not hinder the procedures and announced a meeting of Parliament leaders to set a calendar for the hearings of the ministers designate. The idea of early elections is mainly supported by the National Liberal Party and Save Romania Union. Without a parliamentary majority, the Orban Cabinet has resorted more than once to pushing legislation through by requesting Parliaments confidence. Regular general elections are scheduled for this autumn.




    JUDICIARY The incumbent Justice Minister Cătălin Predoiu today in Bucharest presented European Commission experts with a bill on dismantling the special division investigating magistrate offences as well as the progress of debates on this topic. In its latest Cooperation and Verification Mechanism report the Commission criticised the establishment and the activity of this division, which it said was an instrument of political pressure. The latest report under the Mechanism was released in October 2019, and suggested the extension of verification on the Romanian judiciary, on grounds that in 2019 Romania backslid in terms of the fight against corruption and the independence of the justice system. A team of EC experts are in Bucharest until tomorrow, on an assessment mission. They are also scheduled to have talks today with leaders of the Higher Council of Magistrates and members of the judicial committees in Parliament.




    INFLATION The central bank has lowered Romanias 2020 inflation forecast from 3.1% to 3%, Governor Mugur Isărescu announced on Tuesday. For next year the National Bank expects a 3.2% inflation rate. A number of elements have been taken into account, which might lead to a decrease of the inflation rate from the forecast value. These elements include developments in the Eurozone economy, including geopolitical tensions and weaknesses in emerging markets, a possible escalation of trade conflicts, the completion of Brexit, as well as the accommodating monetary policies of the European Central Bank and the Fed. On the other hand, liberalisation of the electricity and natural gas markets may push inflation higher than expected, as do the problems in the labour market, such as the shortage of labour and the mismatch between demand and supply in this respect.




    112 February 11 is the European 112 Day, to celebrate the introduction of the Europe-wide emergency number 112. In Romania, the national emergency call system, run by the Special Telecommunications Service, was introduced in 2004. Last year STS operators managed over 11 million calls to this number.




    CORONAVIRUS China announced that the novel coronavirus has already killed more than 1,000 people, and the number of cases exceeds 42,000. In the last 24 hours alone, over 100 deaths have been reported, which is the largest number of victims in just one day since the epidemic broke out. Most deaths were reported in the Hubei province. A team of doctors with the World Health Organisation has arrived in China to help in the research. Meanwhile, the WHO organises a 2-day meeting in Geneva, with renowned physicians, public healthcare experts and scientists, in an attempt to encourage a better response of the international community to the new coronavirus outbreak. On opening the meeting, the WHO director general Tedros Adhanom Ghebreyesus said the coronavirus epidemic was a major threat, and called on scientists to work together to develop vaccines or medication to fight the virus. In Romania, several people, including Chinese nationals, are under house monitoring, and the authorities continue to take measures to prepare for possible infection cases. A special unit was set up in Bucharest for the Romanians who return from China and have to be quarantined for 14 days.




    AFGHANISTAN Reconstruction and stabilisation missions in Afghanistan had resulted by the end of 2018 in over 2,200 dead and 2,900 wounded, according to an official American report released on Tuesday with regard to the “human costs of these civilian and humanitarian missions. This is the first report focusing on reconstruction and stabilisation operations alone, including construction of infrastructure, hospitals and schools, military and civilian training, rather than on combat operations against the Taliban or other jihadist groups in the country. The report does not cover attacks on American military bases or on civilian targets either. Romania, which has been taking part in missions in Afghanistan ever since 2002, has lost 30 troops so far. In 2020, Romania has over 700 military deployed to Afghanistan under the Resolute Support mission.

    EU The Romanian foreign minister Bogdan Aurescu is taking part in Brussels today in a special meeting of the Foreign Affairs Council, convened by the vice-president of the European Commission Josep Borrell, the EU high representative for foreign affairs and security policy in the wake of the recent developments in the Middle East. According to a news release issued by the Romanian Foreign Ministry, European officials will exchange opinions and assessments on the situation in Iraq and will identify ways for the EU to contribute to easing the tensions in the region. The developments in Libya will also be tackled.




    ELECTIONS In Bucharest, PM Ludovic Orban announced after todays talks with President Klaus Iohannis, that together they decided to initiate procedures for early parliamentary elections. The PM added that a work group has been put together to handle negotiations with the parliamentary political parties for support in this initiative. Ludovic Orban said that the Social Democratic Party, which has a relative majority in Parliament, hinders the Governments initiatives and that the only solution is to have snap parliamentary elections as close as possible to the local elections scheduled this May. Meanwhile, the Social Democrats are considering a motion of no-confidence.




    UN Romanias representative at the United Nations, Ambassador Ion Jinga, addressed the Security Council as part of a ministerial debate on “Maintenance of international peace and security upholding the UN Charter. The Romanian diplomat mentioned that 2020 marks the 75th anniversary of the UN, which remains the most adequate platform for collectively tackling threats to international peace and security, and that the UN Charter remains the reference document in this respect. He emphasised that the recent developments in the Middle East and North Africa prove once again the responsibility of the international community in facilitating political solutions able to support long-lasting peace. Ambassador Jinga also spoke about Romanias contribution to peacekeeping, proven among other things by its participation in 2019 in 10 UN peacekeeping missions.





    AIR CRASH The USA, Canada and Britain said that information from multiple sources indicates that the Ukrainian aircraft that crashed on Wednesday near Tehran has been taken down by Iranian armed forces. 176 people died. Iran may have accidentally shot down the plane in which 63 Canadian citizens were traveling, among other nationals, Canadas PM Justin Trudeau said. The US president Donald Trump and British PM Boris Johnson confirmed the hypothesis. All parties now ask Iran to initiate a detailed and thorough investigation. The Iranian authorities dismissed the latest intelligence as ridiculous and part of an American psychological manoeuvre. The Ukraine International Airlines flight to Kiev crashed shortly after taking off from the Tehran airport, just hours after Iran had launched ballistic missiles against 2 US military bases in Iraq, with the Iranians subsequently on alert for prospective American retaliation. According to American intelligence, the infrared signature from two suspected missile launches was identified, followed shortly afterwards by the infrared blip from the burning Boeing 737-800. On Thursday Irans Civil Aviation Organisation said the 3-year old plane faced technical problems shortly after take-off.



    HANDBALL Romanias mens handball team plays tonight in Benevento, Italy, against Georgia, in its first match in Group 3 of the qualification phase for the 2021 World Championship in Egypt. On Saturday Romania will play against Kosovo, and on Sunday they will take on the host country. The group winner qualifies into the second qualification phase, scheduled for mid-April. Manager Rares Fortuneanu, who also coaches Saint Raphael, in Frances top handball league, says he is confident Romania can qualify into next years final tournament, the first with 32 teams taking part. In the womens competition, Romania reached the main groups of the World Championship held last month in Japan.

    CANDIDATE The president of the Social Democratic Party, in power in Romania, PM Viorica Dăncilă, is to have talks with the leaders of the Alliance of Liberals and Democrats, also in the ruling coalition, and of Pro Romania, the party headed by the former leftist prime minister Victor Ponta. The negotiations concern the forming of a coalition with a common candidate in the forthcoming presidential election. Viorica Dăncilă has recently said she would like a much broader support platform, including non-parliamentary parties, trade unions and NGOs, for the November election. Next week, the Social Democrats are scheduled to nominate their presidential candidate, who will be validated at a special congress on August 3rd.




    EXPORTS Romanias exports to the other 27 EU member countries went up 4.9% in January – April 2019, as compared to the corresponding period of last year, whereas imports from the Union grew by 7.5%, the National Statistics Institute reports. Romanias top 3 EU export markets were Germany (23.3%), Italy (11.1%) and France (7.4%). As for imports, the 3 largest partners are Germany (19.9%), Italy (9.2%) and Hungary (7.2%). In the first 4 months of the year, Romanias total FOB exports amounted to 23 billion euro, and total imports to 28.1 billion euro, up 8.3% since January – April 2018. The trade deficit was little over 5 billion euro, i.e. 1.3 billion euro more than in the corresponding period of last year.



    UKRAINE With more than half of the votes counted on Monday, the Central Election Committee in Kiev announced that president Volodymyr Zelenskys party, Servant of the People, won 42.47% of the votes in Sundays snap election, whereas the Opposition Platform for Life came second with 12.91%. Third-ranking are ex-president Petro Poroshenkos European Solidarity party and former PM Yulia Timoshenkos Batkivshcina party with around 8% each, followed by the newly formed Voice party founded by rock star Sviatoslav Vakarchuk, with over 6% of the votes. The other 15 parties in the race failed to meet the 5% threshold to get into parliament. Kiev also announced that the turnout was 49.84%, the lowest in the history of independent Ukraine.



    BREXIT The European Commission prepares a huge aid package for Ireland, in order to make up for the economic loss entailed by a no-deal Brexit, Reuters reports, quoting The Times. The EU is ready to ‘spend whatever is necessary to support the Irish government in case of any disruption of trade, a high-ranking source has said. Over the weekend, thousands of anti-Brexit protesters marched in London ahead of the expected announcement of Boris Johnson as the new prime minister. On Tuesday, the Conservative Party in power will announce the winner of the race for Theresa Mays replacement, and the former foreign secretary Boris Johnson is largely viewed as the frontrunner. The Chancellor Philip Hammond, who is against a no-deal Brexit, announced his intention to step down if Boris Johnson becomes the new prime minister. The UK is set to exit the European Union on October 31st.



    MILITARY The 10th ‘Eurasian Partnership MCM Dive’ multinational exercise begins today in Constanta and along the Romanian Black Sea coast. Until Thursday, tens of military divers from Romania, Azerbaijan, Bulgaria, Georgia and the US will take part in explosive device search and identification drills, will conduct open, semi-closed and surface-supplied diving missions and target searches using underwater drones. This is the only annual multinational exercise organised in the west part of the Black Sea, designed to improve the training of NATO divers and of diving units from Peace Partnership member countries.
