    Easter — The majority Orthodox Christians along the Greek-Catholics in Romania started the Bright Week on Monday, following Sunday’s Resurrection of the Lord Jesus. The Monday of the Bright Week is also called White Monday and is said to be the day when the Gates of Heaven and forgiveness open. This week everything is under the sign of light, the symbol of Christs Resurrection. The usual greeting has been replaced since Sunday with a greeting-confession “Christ is Risen! He is Risen Indeed!” which expresses faith in the Resurrection. The Resurrection of Christ is the greatest celebration in the Christian world, being celebrated for three days.



    Cereals — Poland’s and Hungary’s decision to temporarily ban Ukrainian grain imports, accused of destabilizing agricultural markets, is “unacceptable”, the European Commission said, while adding that it is “considering” a second aid package for farmers in the affected countries. Meanwhile, the Slovakian government also approved the establishment of a ban on imports of some agricultural products from Ukraine. In May 2022 the EU suspended for a year the customs duties on all imports from Ukraine and allowed it to export its grain stocks after the closure of maritime routes as a result of the war launched by Russia. The neighboring European states have seen increased arrivals of corn, wheat or sunflowers from Ukraine, which led to the filling of granaries due to logistical problems and to the fall of local prices. The situation has generated protests by farmers and led to the resignation of the Polish Agriculture Minister. On March 20, Brussels offered to draw 56.3 million Euros from the EUs agricultural crisis reserve to support affected farmers in Poland, Romania and Bulgaria. But at the end of March, five countries (Poland, Slovakia, Hungary, Romania and Bulgaria) requested additional aid to support farmers who have suffered losses.



    Speed – The traffic police from all over Europe are carrying out, by the end of the week, a large-scale operation to verify compliance with the legal speed and to prevent accidents caused by excessive speed. As part of the European action called “Speed”, the Romanian traffic policemen will carry out, on Friday, a control operation in which they will focus on detecting those who exceed the legal speed. All the traffic surveillance and speed measurement equipment of the police will be used. The General Police Inspectorate in Bucharest announces that in Romania, since the beginning of the year, exceeding the legal speed has caused almost 200 serious road accidents, resulting in over 80 deaths and approximately 150 seriously injured people. Moreover, speeding caused almost 20% of all serious accidents at the national level, according to the data presented by the General Police Inspectorate.



    Education – The Romanian Parliament will resume these days the debates on the new education laws, which bring changes to the higher and pre-university education systems. Some of the changes refer to establishing a high school entrance examination, separate from the National Assessment, and to the introduction of an additional test, different from the subjects studied for the Baccalaureate exam. At the debates held so far in the specialized committees, the representatives of students, parents and teachers have criticized these changes, as well as the absence of clear provisions for combating violence in schools. The law package should be adopted by the beginning of next month at the latest by the Chamber of Deputies, as a first body notified.



    Motion – On Tuesday, the Romanian Chamber of Deputies debates the simple motion initiated by opposition MPs against the Agriculture Minister, considered responsible for the fact that Romania did not obtain sufficient European funds to support the farmers affected by the imports from Ukraine. The Agriculture Minister Petre Daea was convinced that the European funds for compensating the losses suffered by farmers would be supplemented. The 10 million Euros initially allocated were doubled by a contribution from the state budget. The money will be given strictly to those farmers who had grains in stock on February 1, and not to merchants, the minister said. (LS)

    in heats, in the 50m backstroke event at the World Swimming championships in
    Budapest. At the ongoing edition of the world championships, Glinta came in 8th,
    being placed at the bottom of the table in the 100m backstroke final. Glinta clocked
    53 seconds 63 tenths of a second.


    The Romanian tennis player Simona Halep has advanced to the semifinals
    of the Bad Homburg tournament. Halep defeated US opponent Amanda Anisimova, 6-2,
    6-1. In the semifinals, Halep is pitted against Romanian-born Canadian
    challenger Bianca Andreescu.


    In Celje, Slovenia. In a Group E
    fixture as part of the Under-20 World Women’s Handball, Romania takes on Lithuania.
    In its debut game, Romania defeated Angola, 26-23. In the other Group E match,
    The Czech Republic takes on Angola. On Saturday, the last group stage matches
    are scheduled, as Romania takes on the Czech Republic and Angola faces
    Lithuania.


    63 competitors take the start in Harghita
    Hill Climb Challenge, the hill climb speed racing national championship on
    Saturday. The route to be taken is the road to Harghita Spa resort. It is 3. 682 kilometres long, that is 318 meters shorter than last year’s rally. The
    winner will cash a cheque worth 500 Euro and will be awarded the King of the
    Hill title.

    Romanian women’s national team on Friday takes on the similar team of Republic
    of Moldova. Romanian team’s away fixture counts towards Group G as part of the
    World Cup 2023 preliminaries. Italy is at the top of the table, with 21 points.
    With 13 points, Romania is 3rd-palced. Moldova is at the bottom of the
    table, with 0 points on its record sheet.


    In the Under-19 European championship’s Group
    A on Friday, Romania takes on Slovakia. Both teams have 0 points on their record
    sheet. The first two teams in descending order are France and Italy, with 6
    points each.


    Romanian League One teams are preparing
    for the new competition season. In Slovenia, UTA Arad will play a friendly game
    against Bulgarian squad Marita Plovdiv. Also in Slovenia, title holders CFR
    Cluj play Serbia’s Partizan Belgrade, while in Austria, Sepsi Sfantu Gheorghe
    face Poland’s Legia Warsaw.

    5G strategy and policies

    A document concerning the implementation of the 5G strategy adopted in August by the Government, will soon be submitted to the Supreme Defence Council, the Romanian Communications Minister Alexandru Petrescu announced. He was invited by the National Liberal Party to a Question Time session in Parliament.



    The Liberals, backed by the other opposition parties, accused the Government of a lack of transparency with respect to how the 5G strategy for mobile communications will be implemented. The Liberal Deputy Sorin Dan Moldovan emphasised that failure to implement this strategy would lead to Romania losing a chance to create new jobs and to secure substantial economic gains:



    Sorin Dan Moldovan: “The Government delays with no excuse transposing the memorandum signed by Romania and the US with respect to the 5G technology. Another problem for the Government is the calendar for 5G frequency band bid, which was supposed to be launched in late September. There are also problems with the state budget. The government estimated 2 billion lei will come from this bid, but if the bid is not held this year after all, the consequence is that the state budget loses this 425 million euros.



    In response, the Communications Minister said the document regarding the 5G strategy was subject to public debate prior to being adopted, and that it had been drawn up in keeping with the suggestions of the National Communications Administration and Regulatory Authority (ANCOM), of telecoms companies and of public administration experts and academia:



    Alexandru Petrescu: “The 5G strategy has been the foundation, the stepping stone on which all the subsequent steps in implementing the 5G technology are based. It is only based on this strategy that a bid can be launched, and there are many other elements in this document which concern the national 5G coverage, first in urban areas alongside the main national roads, up until 2025 when we will have complete national coverage.



    In turn, the Social Democrat Dinu Socotar said the Communications Minister is heading a sector in which Romania is a European leader:



    Dinu Socotar: “Romania is acknowledged as a leader in Europe in terms of the internet speed provided to users. At the same time, the fact that we are the only EU member country where all the 3 telecoms giants operate, is tale telling of the development of the telecoms industry in our country.



    The 5G technology offers data transfer speeds for mobile telecommunications 10 times higher than at present.

    GAC Bucharest is hosting today an informal meeting of the General Affairs Council (GAC), organised by the Romanian presidency of the Council of the EU. Taking part are the EU ministers for European affairs, the first vice-president of the European Commission, Frans Timmermans, and the European Commissioner for Budget, Gunther Oettinger. The informal meeting will include talks on the 2021-2027 multiannual financial framework and on the future of the EU, with an emphasis on the priorities that should guide the activity of the European bloc in the coming 5 years, ahead of Unions new strategic agenda. As for the financial framework, the goal of the Romanian presidency of the Council of the EU is to carry on talks at a dynamic pace, in order to ensure that a political agreement on this topic is reached this autumn.




    ECOFIN The Romanian Finance Minister, Eugen Teodorovici, is chairing today the 3rd meeting of the Economic and Financial Affairs Council (ECOFIN) in Brussels. The agenda includes topics like the Directive on alcohol excises, one on the general regime of excise duties, and the taxation of digital services. On Monday the Romanian official took part in an enlarged Eurogrup meeting and chaired the high-level talks on Macroeconomic Dialogue. According to the ECOFIN home page, the main topics were an information by the European Commission on the main findings of the 2nd enhanced surveillance mission to Greece, a thematic discussion on economic growth and employment, the housing markets and Latvias updated draft budget plan.




    BUDGET The 2019 state budget bill, sent by President Klaus Iohannis back to Parliament, might be subject to a new vote on Wednesday, in a joint meeting of the 2 chambers of Parliament. Meanwhile, Klaus Iohannis has signed into law the social security budget bill, so that pensioners may not be affected by what he called the incompetence of the Social Democratic Party. According to the President, the main ruling party in Romania is the only one to blame for the fact that the country does not have a state budget law yet, because the Government was supposed to send the bill to Parliament in November 2018, instead of 3 months later.




    PLANE CRASH The President of Romania Klaus Iohannis has today sent a condolence message to his Ethiopian counterpart, Sahle-Work Zewde, following the tragic plane crash of March 10. Also, given that over 20 UN staff died in the disaster, the Romanian official also addressed a condolence message to the UN Secretary General, Antonio Guterres. The UN flag was flown at half-mast in New York today, and the Security Council personnel in the city, as well as at the Geneva headquarters, observed a minutes silence. A Boeing 737 MAX 8 operated by Ethiopian Airlines and heading for Nairobi (Kenya) from Addis Ababa (Ethiopia) went down on Sunday, killing all the 157 people from 30 countries who were on board. This was a new blow for Boeing, after a similar accident in October 2018, off the Indonesian coast, involving the same aircraft model. The planes were new and both crashed just minutes into the flight.




    AFRICA Deputy PM Ana Birchall was on a working visit to African countries between March 4 and 11, to further the Governments efforts to revitalise relations with sub-Saharan African countries. On March 11, the Romanian official represented the presidency of the Council of the EU at the EU – Angola ministerial meeting held in Luanda. Between March 7 and 9, Ana Birchall made a working visit to Namibia, to promote bilateral relations and inaugurate the Romanian honorary consulate in Windhoek. On March 4-6 Ana Birchall was in South Africa, to promote Romanias candidacy to a non-permanent seat in the UN Security Council.




    INTERNET Romania ranked 5th in the world in 2018, in terms of internet connection speed, after Singapore, Sweden, Denmark and Norway, but apart from benefits this also entails cyber-security risks. The statement was made on Tuesday by the former deputy director of the National Cyberint Centre in the Romanian Intelligence Service, Gabriel Mazilu, in a specialised forum. He mentioned that 2019 is an important year for Romania in the field of cyber-security, with the endorsement of Law 362/2018, transposing the EUs NIS (Networking Information Security) Directive. According to a survey made in 9 countries, including Romania, and released in mid-February, 40% of citizens are worried about a cyber-attack on the country. The highest concern level was reported in Spain, 47%, and Italy (39%).




    BREXIT The British PM Theresa May has asked for Parliament support for the Brexit agreement in a vote scheduled for today. On Monday in Strasbourg she announced a last-minute compromise with the head of the European Commission, Jean Claude Juncker, designed to assure the British MPs that the UK will not remain tied to the single market indefinitely. This is the second vote on the Brexit deal in the British Parliament, and president Juncker warned that there will not be a third. Britain is set to leave the European Union on March 29.




    TENNIS The Romanian Simona Halep, number 2 in the world, is playing today against the Czech Marketa Vondrousova (61 WTA) in the round of last 16 of the Indian Wells tournament (USA). If she wins and in case the Japanese Naomi Osaka (1 WTA) stumbles, Simona could regain world tennis leadership. The Romanian player won the Indian Wells in 2015. In the mens doubles, Horia Tecău of Romania and Jean-Julien Rojer of the Netherlands qualified into the quarter-finals after defeating Henri Kontinen (Finland) / John Peers (Australia), 6-3, 7-6. In the next round, Tecău and Rojer will take on Novak Djokovic (Serbia) and Fabio Fognini (Italy).
