    Justice and the rule of law

    Voiceless tension is reported in Bucharest prior to the promised presentation by Justice Minister Tudorel Toader of a report on the activity of the General Prosecutor’s Office, of the National Anticorruption Directorate and of the Directorate for Investigating Organized Crime and Terrorism. Chief prosecutor of the National Anticorruption Directorate, Laura Codruta Kovesi, is in the focus of the media. Some view her as a heroine of the anti-corruption fight, while others, namely politicians in trouble with the law and their media supporters, have turned her into their obsession.



    Her critics say that her resignation or dismissal would be the only honourable solution after her subordinated prosecutors allegedly tried to fabricate evidence against leading figures of the Social-Democratic Party, the main party in the ruling coalition for the past six years. Laura Codruta Kovesi’s defenders say that the politicians who got a sentence for corruption acts in a court of first instance are the most vehement critics.



    Last week, president Klaus Iohannis called them “offenders”, reiterating his trust in the National Anticorruption Directorate and its chief prosecutor. On Tuesday, he said that for a nation aspiring to a dignified future, the law and independence of those in the service of justice were not negotiable or tradeable. That was the message conveyed by the president to the graduates of the National Institute of Magistracy, whom he assured of his “full support” in the fulfillment of their mission.



    President Iohannis went on to say that they took office at a time when the act of justice was publicly questioned by the very persons brought to justice. However, that attempt should not make magistrates break away from the constitutional principles of legality, impartiality and equality — the president concluded. The continuation of the anti-corruption fight and the consolidation of the rule of law in Romania are also a concern of EU officials.



    That is exactly what the president of the European Parliament, Antonio Tajani, told Romanian Prime Minister, Viorica Dancila. He even suggested to Viorica Dancila, who was previously an MEP, that she should come before the European Parliament to present Romania’s projects. The invitation was made after Viorica Dancila had expressed dissatisfaction with the fact that Justice Minister Tudorel Toader had not been allowed to address the European Parliament earlier this month, when he wanted to explain the amendments which the ruling coalition in Romania wanted to make to the justice laws.



    These amendments were criticized by the right wing opposition and civil society that claim that they are designed to stop the anti-corruption fight and subordinate the magistrates. Recently, the president of the European Council, Donald Tusk underscored that “the rule of law and irreversible progress in the fight against corruption, in line with the high expectations of Romanian society, remain crucial in ensuring that all Romanian citizens are able to benefit fully from all the opportunities offered by membership of the Union”.

In allen Regionen des Landes weht ein starker Wind, mit Geschwindigkeiten zw 55 und 70 Km/h, vereinzelt sogar mit 75 bis 85 Km/h. Im Gebrige kann der Wind Geschwindigkeiten von 90 bis 100 Km/h erreichen. Die THT liegen zw 5 und 16 Grad C.



    Radio Rumänien International startet am Sonntag, den 29. Oktober 2017, eine Experimentalsendung in hebräischer Sprache, die sich an die aus Rumänien abstämmigen Juden und deren Nachkommen in Israel richtet. Die Sendung wird jeden Sonntag vom 19 Uhr bis 20 Uhr (rumänische Zeit) auf Kurzwelle und im Internet ausgestrahlt. Die Internetnutzer finden Beiträge in hebräischer Sprache auf der RRI-Internetseite, auf den RRI- Android- und RRI-iOS-Apps, auf dem RRI-Facebookprofil auf Hebräisch, sowie auf Twitter und SoundCloud. Radio Rumänien International hat eine lange Erfahrung mit Sendungen für die Hunderttausenden Juden, die aus Rumänien abstammen — seit 1990 strahlt RRI für die jüdischen Hörer eine Sendung in rumänischer Sprache aus. Die Nachkommen der rumänischen Juden, die in Israel leben, befinden sich schon bei dritten Generation und sprechen vorwiegend Hebräisch. Daher versucht Radio Rumänien International, die Verbindung der jüngeren Generationen mit dem Heimatland ihrer Eltern und Gro‎ßeltern durch eine Sendung in hebräischer Sprache aufrechtzuerhalten.



    Die abgesetzte Regionalregierung Kataloniens samt Präsident Carles Puigdemont erkennen ihre Entmachtung nicht an. Puigdemont hatte zuvor die Katalanen zum “demokratischen Widerstand” gegen die Zwangsverwaltung durch die Zentralregierung in Madrid aufgerufen. In Umfragen bröckelt jedoch die Basis für die Separatisten. Demnach verlieren die Unabhängigkeitsbefürworter ihre Mehrheit, die Gegner einer Loslösung von Spanien liegen vorn. Ministerpräsident Mariano Rajoy hat für seine Katalonien-Politik die oppositionelle Sozialistische Partei, die liberale Ciudadanos-Partei, die die Opposition im katalanischen Regionalparlament anführt und auch die Europäische Union und viele EU-Staats- und Regierungschefs hinter sich. “Niemand wird Katalonien jemals als unabhängiges Land anerkennen. Das Referendum war illegal. Die Rechtsordnung muss wieder hergestellt werden”, bekräftigte der Präsident des Europäischen Parlaments, Antonio Tajani, die Position der EU. Eine EU-Vermittlung zwischen Spanien und Katalonien lehnte er erneut ab. Rumänien unterstützt mit Entschlossenheit die Souveränität und die territoriale Integrität Spaniens und erklärt sich entschlossen und unwiderruflich gegen die einseitige Unabhängigkeitserklärung Kataloniens, steht in einem Communique des rumänischen Au‎ßenministeriums.



    Die rumänische Tennisspielerin Simona Halep hat am Sonntag in Singapore die Trophäe der Weltnummer 1 in der WTA-Rangliste 2017 bekommen. Die 26-jährige Simona Halep bleibt Weltranglistenerste, obwohl sie schon in den Gruppenspielen gescheitert war. Sie klassierte sich mit nur einem Sieg hinter Wozniacki und der überraschenden Garcia. Im Halbfinal setzte sich die Dänin Wozniacki gegen die Tschechin Karolina Pliskova mit 7:6, 6:3 durch und sorgte dafür, dass die Rumänin Simona Halep das Jahr 2017 als Weltnummer 1 abschliesst. Pliskova war die einzige, die Halep in der Weltrangliste mit dem Turniersieg noch hätte von der Spitze verdrängen können.

    Election — Le ministère roumain des AE a salué, jeudi, l’élection du conservateur italien Antonio Tajani aux fonctions de président du Parlement européen. Le chef de la diplomatie de Bucarest, Teodor Melescanu, a estimé que pour Tajani, son expérience de longue durée et son application à soutenir les intérêts européens communs constituent des atouts importants. Le ministre des AE et la ministre déléguée aux Affaires européennes, Ana Birchall, ont exprimé toute la disponibilité de la Roumanie de dialoguer avec le nouveau président du PE. Antonio Tajani (63 ans), candidat du Groupe des Populaires, a été élu pour un mandat de deux ans et demi. Il a été porte-parole de l’ancien premier ministre italien Silvio Berlusconi et commissaire européen à l’Industrie, entre 2010 et 2014.



    Politique — En visite à Washington, le président de la Chambre des députés de Bucarest, Liviu Dragnea, s’est entretenu au sujet des relations roumano-américaines avec Ed Royce, président de la Commission de la Chambre des Représentants en charge des affaires étrangères. Selon un message posté sur les réseaux sociaux, le responsable américain a souligné le sérieux dont la Roumanie a fait preuve lors de plusieurs moments difficiles. A son tour, Liviu Dragnea a reconfirmé l’attachement de la Roumanie au Partenariat stratégique avec les Etats — Unis, ainsi que l’engagement du gouvernement de Bucarest à développer les relations politiques et économiques bilatérales. « La Roumanie restera un pilier de confiance des relations transatlantiques », a encore affirmé le chef de la Chambre des députés de Bucarest, Liviu Dragnea. Il s’est rendu à Washington pour participer à la cérémonie d’investiture de Donald Trump. Liviu Dragnea et le premier ministre roumain Sorin Grindeanu ont été invités à la cérémonie par un vice-président du Comité inaugural.



    FMI — Une délégation du FMI, dirigée par le chef de la mission pour la Roumanie, Reza Baqir, a eu, à Bucarest, une première rencontre avec le ministre des Finances, Viorel Ştefan. Le principal thème discuté a été le budget de l’Etat pour l’année en cours. La mission se poursuit par des discussions techniques au niveau d’experts, y compris à la Banque nationale. La délégation du FMI se trouve pour une semaine à Bucarest, afin de prendre un premier contact avec les membres du nouveau cabinet. La Roumanie n’a pas d’accord en cours avec le FMI.




    Pouvoir d’achat — En Roumanie, le pouvoir d’achat de la population se situe à environ un tiers de la moyenne européenne, constate une récente enquête réalisée dans une centaine de pays par GFK, une compagnie spécialisée dans les études de marché et le comportement des consommateurs. Avec un pouvoir d’achat moyen de 4181 euros, les Roumains continuent d’occuper la 33e place du classement, soit le même niveau qu’en 2015. Ils sont très loin de la moyenne européenne qui tourne autour de 13.670 euros. Les habitants de la capitale ont le plus grand pouvoir d’achat en Roumanie, à savoir près de 6290 euros par personne, soit le double de la moyenne nationale. Cela place les Bucarestois au même niveau que les Polonais (29e place en Europe). En tête du classement européen on retrouve le Liechtenstein, suivi par la Suisse, le Luxembourg, la Norvège, l’Islande et le Danemark.



    Tennis – La joueuse roumaine de tennis Sorana Cîrstea est la seule représentante de la Roumanie à lOpen dAustralie, premier tournoi de Grand Chelem de lannée. Vendredi, au 3e tour de la compétition, elle doit affronter lAméricaine Alison Riske. Antérieurement, Sorana Cîrstea avait dépassé Carla Suarez Navarro, 10e favorite. Par ailleurs, à lépreuve de double, la paire formée par la Roumaine Raluca Olaru et lUkrainienne Olga Savchuk s’est qualifié au second tour, après avoir vaincu Naomi Osaka (Japon) et Monica Puig (Porto Rico). En double messieurs, le duo Horia Tecau (Roumanie) / Jean-Julien Rojer (Pays-Bas) et celui formé du Roumain Florin Mergea et du Britannique Dominic Inglot se sont qualifiés au deuxième tour de la compétition.
