    ROȘIA MONTANĂ – Romania has won the legal dispute against the Canadian miner Gabriel Resources, launched in 2015, following a ruling of the Washington-based International Centre for Settlement of Investment Disputes (ICSID), made public on Friday. The Romanian state is thus under no obligation to pay damages to the Canadian mining company, and instead must receive over 7 mln EUR and another 1 mln USD in court fees and other arbitration-related costs. The decision can be appealed over the next four months. Gabriel Resources sought damages worth 6.7 bln USD, invoking huge losses caused by the Romanian authorities’ decision not to start exploitation works at the Roșia Montană gold mine, where the Canadian miner had allegedly invested sizable amounts of money. In 2021, Roșia Montană was included on the UNESCO World Heritage list, which blocked any further attempts at resuming mining operations. The team of Romanian lawyers explained Romania made constant efforts to observe the rights of both investors and of Romanian citizens, arguing the court of arbitration factored in the numerous challenges related to environment protection and other social, cultural and economic challenges facing the mining project, ruling that the Romanian authorities fulfilled their regulation obligations as best as possible in a very difficult context.

     

     

    ELECTIONS – The Government of Romania has adopted an emergency decree on the timetable of the elections in Romania. The document stipulates the joint organization of the local election with the European Parliament election on June 9. The election campaign is set to begin on March 12. Lawmakers say hosting the two ballots on the same date will spell numerous benefits and will boost voter turnout. The president of the Permanent Election Authority, Toni Greblă, says the measure sought to observe the Constitution, the provisions of the Venice Commission and the relevant legislation. The election will occasion the use of a special automated system, administered by the Special Telecommunications Service, to monitor voter turnout and prevent illegal voting. The presidential election will be held in September while the election for the Romanian Parliament will be held in December.

     

     

    TOURISM – In 2023, tourism in the EU exceeded pre-pandemic levels, according to the latest Eurostat report. The number of nights spent in EU tourist accommodation reached 2.9 billion, accounting for a 1.4% increase compared to 2019. Slovakia and Czechia recorded the highest growth in terms of nights spent by international guests, with both countries experiencing an increase of 29% in 2023 compared to 2022. The Netherlands and Romania followed, each with a 23% increase, while Croatia recorded a modest growth of 2%. Eurostat data points to a rebound in tourism nights from spring 2022 onwards. The overall trend for 2023 indicates an increase in total number of nights spent, reaching a record number of nights spent and approaching 3 billion annual nights.

     

     

    PROTEST – Over 5,000 members of the Sanitary Solidarity Trade Federation will be staging a protest in front of the Government, Parliament, Health and Labor Ministries buildings on Monday. Their top demand is the increase of salaries above the rate of inflation. Trade unionists also want a sensible increase in purchasing power and proper pay for hard working conditions. The trade federation says the protests are also targeted against the government’s latest emergency decree on certain salary increases which, federation representatives say, would introduce new inequities while deepening existing ones.     OSCARS – The 96th Oscars Awards Gala will be hosted on Sunday night in Los Angeles. The biographic thriller “Oppenheimer”, written, directed and produced by Christopher Nolan and staring Cilian Murphy in the male lead, has received the most nominations in 13 categories. The film tells the story of physicist J. Robert Oppenheimer and his contribution to the development of the atomic bomb. Yorgos Lanthimos’s “Poor Things”, staring Emma Stone as Bella Baxter, a young woman brought back to life by the brilliant and unorthodox scientist Dr. Godwin Baxter, has received 11 nominations. The western drama “Killers of the Flower Moon”, produced and directed by Martin Scorsese, featuring Leonardo DiCaprio, Robert De Niro and Lily Gladstone in the main leads, is ranked 3rd in terms of nominations, competing in 10 categories. With five nominations, Justine Triet’s “Anatomy of a Fall” hopes to upset all odds after winning the Palme d’Or at Cannes 2023. The nominees for best picture also include Bradley Cooper’s “Maestro”, a chronicle of the life of composer Leonard Berstein, Alexander Payne’s “The Holdovers” as well as Jonathan Glazer’s “The Zone of Interest”, a spine-chilling chronicle of the careless life of a family of Nazis, living the life of their dreams in a villa next to the Auschwitz camp.     COVID-19 IN ROMANIA – Barber
    shops, dental clinics and museums across Romania will reopen on May 15, after
    being shut down due to the coroanvirus pandemic. People will also be able to
    move around the city without a signed declaration. President Klaus Iohannis
    yesterday spoke about these measures, saying the state of emergency will be
    replaced with a state of alert, which will allow the authorities to keep the
    situation in check. Meanwhile the COVID-19 death toll in Romania has reached
    827 people, while the number of confirmed cases now stands at 13,800. 5,500
    people have recovered. Health Minister Nelu Tataru says the pandemic could
    reach its peak at the end of the week. According to the Government’s Group for
    Strategic Communication, some 2,400 Romanian nationals living abroad have
    tested positive for coronavirus, mostly in Italy. Of them 96 have died to the
    virus.




    COVID-19 IN THE WORLD – Italy, the
    first country in the world to impose total quarantine for the entire population
    due to the coronavirus pandemic, has started easing restrictions. For the
    second day in a row, the number of deaths is below 200, while the total number
    of confirmed cases stands at some 100,000. As of today, 4.5 million Italians
    have returned to work. Until May 17, Italians can move around the city only for
    work, health problems, to shop or to visit their relatives, while observing
    social distancing measures. The British Government is also expected to announce
    a gradual lifting of restrictions this week. According to the BBC, the measures
    will include spaced-out working hours for employees, while preserving telework
    where possible over the coming weeks, possibly months. In France, the
    Government’s plans for a gradual return to normal life starting May 11 have
    been met with political criticism. The right-wing Senate has voted against the
    Government’s relaxation plan, although the vote is purely consultative, bearing
    no effect on the implementation of the strategy already approved last week in the
    National Assembly. Over 250,000 people have died worldwide since the beginning
    of the outbreak in December last year in China.


    MEETING – President Klaus Iohannis is today meeting
    with representatives of the business sector to discuss economic recovery
    measures. In yesterday’s press conference, Prime Minister Ludovic Orban
    presented a series of economic measures, which include subsidizing up to 41.5%
    of salaries, representing the income tax and contributions to national schemes.
    Over the coming period the Government
    will launch a support program for large companies, patterned on the SME Invest assistance
    program.






    TOURISM – Arrivals and
    bookings in accommodation units across Romania have dropped by nearly 70% in
    March compared to the same period in 2019, the National Statistics Institute
    reports. The average stay for March was 2 days for Romania tourists and 2.1
    days for foreign tourists. Additionally, compared to March, 2019, the number of
    foreign tourists who entered the country dropped by over 50%, standing at some
    410,000 people, while the number of Romanians who left the country stood at 653,000
    people, a 56% drop.




    GLOBAL RESPONSE – The European
    Commission yesterday organized a video-conference aimed at raising funds to
    support the development of a COVID-19 vaccine. Commission President Ursula von
    der Leyen hailed the exemplary response of the international community. Over
    the course of a few hours some 7.4 billion euros were raised. Madonna, the Bill
    and Melinda Gates Foundation, in addition to heads of state and government and
    international organizations promised to make donations. The European Commission
    will donate 1 billion euros, France and Germany also contributing 500 million
    euros each. The European Investment Bank promised important funds and a large
    plan for investment. China will be donating over 45 million euros, while South
    Africa over a billion. The United States did not take part in the Global
    Response initiative, given its open conflict with the World Health Organization
    and China, who want to develop vaccines of their own. French President Emmanuel
    Macron and King Abdullah of Jordan have warned the development of a universal
    vaccine against COVID-19 is not a competition, but should involve cooperation.

    CHRISTMAS – Orthodox Christians on Thursday, on the
    second day of Christmas, celebrated the Solemnity of Mary, Mother of God. This
    old and important feast day is dedicated to the Virgin Mary, who brought Jesus
    Christ into the world, and was first celebrated 1,500 years ago. Christians in
    Romania have celebrated the Nativity of Jesus Christ this week.




    STATISTICS – Over 2 million foreigners visited
    Romania in the first 9 months of the year, spending some 1.15 billion euros,
    according to the National Statistics Institute. Half of them traveled for
    business, taking part in conferences, congresses, classes, trade fairs and
    exhibitions. Foreign tourists spend 50% of their money on accommodation,
    preferring units that offered included breakfast. Some 18% of the money was
    spent in restaurants and bars, while a little over 30% represented gifts and
    souvenirs. 80% of foreign tourists came to Romania by plane, 11% using their personal
    cars and 7% by bus and coach.




    MIGRANTS – The number of migrants who reached Italy in 2019 was
    half compared to 2018, the Italian Interior Ministry reports. Compared to 2017,
    the number of immigrants dropped by some 90%. Since the start of 2019, some
    11,500 immigrants reached Italy, mostly from Tunisia, Pakistan and the Ivory
    Coast. Italy is offering money and equipment to restore the effectiveness of
    the Libyan Coast Guard, in order to be able to intercept migrants trying to
    reach European shores. The number of arrivals in Italy is going down, yet
    critics argue this was made possible by violating human rights, considering
    immigrants locked in Libyan camps were exposed to severe abuses and torture.
    After the change of Government in Italy in 2018, the then Interior Minister and
    leader of the Lega Nord far-right Party, Matteo Salvini, introduced harsh
    anti-immigration policies. The new center-left Government that took office in
    September, has switched to a milder attitude towards rescue organizations,
    allowing ships saving migrants to dock.




    ACCIDENTS – A total of 44 road traffic accidents
    have occurred in the last couple of days in Romania, killing 19 people and
    gravely wounding another 33 people, the Romanian Police General Inspectorate
    reports. Traffic agents have seized 500 drivers’ licenses and approximately 90
    registration certificates. Although the number of people killed in traffic
    accidents has been on the wane in the last three years, Romania continues to
    rank 1st at EU level with the highest number of road traffic
    victims.




    FLU -The number of people who have the flu is low at present, with only
    isolated cases having been reported, the National Center for the Surveillance
    and Control of Communicable Diseases reports. Physicians warn vaccination
    remains the only effective weapon against the flu virus. The number of Romanians
    who have taken the flu vaccine this year is slightly higher than in 2018, when
    around 150 people died due to complications caused by the flu. A total of 33
    cases of flu virus infections were reported this winter season, with 1 person
    dying to the virus.




    COMMEMORATION – Entire communities in Asia on Thursday
    commemorated the 230,000 victims of the 2004 earthquake and ensuing tsunami in
    the Indian Ocean, marking 15 years since one of the biggest natural disasters,
    Reuters reports. On Christmas morning in 2004, a 9.1 Richter-scale earthquake
    occurred off the coast of Indonesia’s Aceh province, triggering a wave as high
    as 17.4 meters that swept coastal areas in Indonesia, Sri Lanka, India,
    Thailand and another nine countries in the region. In the Aceh Indonesian
    province alone entire villages were wiped off the map, killing some 125,000
    people. More than 25,600 residential, commercial, government and school
    buildings now stand inside the high-risk area, which was almost completely
    wiped out in 2004.




    STRIKE IN PARIS – The strike against the reform of the
    pension system in France continued for the fourth consecutive week in Paris. On
    Christmas Day, surface and underground trains in Paris were canceled or
    delayed. On the second day of Christmas, on Thursday, traffic was disrupted,
    with one in two high-speed trains being cancelled and five subway lines being
    shut down. The Government in Paris, backed by the European Commission, says the
    reform of the pension system is necessary, trying to merge the country’s 42
    pension schemes into one, thus eliminating the regime of special pensions,
    especially those for public transport workers who can enjoy early retirement.
    Unions will stage wide-ranging protest actions on Saturday. Union
    representatives will meet with Government officials on January 7 for the first
    in a series of meetings that will take place before the bill is presented to
    the Council of Ministers on January 22.

    MOLDOVA – President
    Klaus Iohannis has hailed the latest developments in neighboring Moldova that
    should contribute to overcoming the deadlock and help a peaceful power
    transition. On Friday Presidential advisor on matters of foreign policy, Bogdan
    Aurescu, talked to Moldovan Parliament Speaker Zinaida Greceanii and to leaders
    of the ACUM parliamentary bloc, Maia Sandu and Andrei Nastase. Foreign Minister
    Teodor Melescanu in turn met his Ukrainian counterpart, Pavlo Klimkin and
    discussed the peaceful transition of power in Moldova. On Friday, the
    Democratic Party in the Republic of Moldova announced that Prime Minister Pavel
    Filip resigned. Filip stated that the Democratic Party will keep on working for
    the Republic of Moldova, but from a different position. A power duality was set
    up in Moldova last week. Last Saturday, the pro-Russia Socialist Party forged
    an alliance with the ACUM block and set up a new government, headed by Maia
    Sandu. The second day, at the request of the Democratic Party, which until then
    had been negotiating with the Socialists the formation of a majority alliance,
    the Constitutional Court decided to temporarily suspend Igor Dodon from the
    office of president, and the acting PM Pavel Filip was appointed interim president.






    EXERCISE – The Saber
    Guardian 2019 military exercise continues in Romania until June 24. Its main
    goal is to enhance the cohesion, unity and solidarity of the partner and allied
    countries, with a view to ensuring defense against any type of aggression, especially
    by means of rapid mobilization and response, anywhere in Europe. In order to
    render international military training more effective, Saber Guardian is
    correlated with a number of other national and multinational exercises, so the
    total number of participants stands at some 13,500. Attending are 14 allied and
    partner countries: Albania, Bosnia and Herzegovina, Bulgaria, Germany, Great
    Britain, the Republic of Moldova, the Netherlands, Poland, Portugal, Romania,
    Spain, Turkey, Ukraine and the US. 7,600 of the participants are Romanian.
    Saber Guardian was held every year between 2013 – 2017, and was hosted, in
    rotation, by Bulgaria, Romania and Ukraine. The exercise is included in the
    United States Army Europe and designed to improve the integration of multinational
    allied and partner combat forces.






    ECOFIN – During
    its presidency of the Council of the EU, Romania has completed 11 out of the 13
    files on the capital markets union, said on Friday the Romanian Finance
    Minister Eugen Teodorovici. He chaired in Luxembourg the last meeting of the
    Economic and Financial Affairs Council held during the Romanian presidency.
    During Romania’s term, six ECOFIN meetings were held, as well as 66 trialogue
    meetings with the European Parliament, during which 15 legislative files were closed,
    and also 174 working group meetings. The Romanian Presidency has been a
    test for the public administration, which has proven it can face any challenge,
    at the highest level, said Eugen Teodorovici at the end of the meeting in
    Luxembourg.






    PENTECOST – Sunday,
    50 days after Easter, Orthodox and Eastern Catholic Christians around the
    world, including in Romania, will be celebrating the Pentecost, the descent of
    the Holy Spirit upon the Apostles and the birth of the first Christian
    community. The holiday is also known as White Sunday. On this day the 12 apostles
    were filled with the Holy Spirit, and began to speak in languages they had not
    known before. On Pentecost, following Apostle Peter’s address, 3,000 people
    were baptized, coming together into the first Christian community, which was
    the core of the future Christian Church. Some 23,000 police officers,
    firefighters, gendarmes and border police officers are deployed all across the
    country to ensure all related public events unfold safely.








    THEATER – The 26th
    Sibiu International Theater Festival continued on Saturday and will be
    unfolding until June 23. One of this year’s special guests, French Ambassador
    to Bucharest Michele Ramis, attended a conference on the Romania-France culture
    season and the inauguration of a digital platform. This year’s theme is ‘The
    Art of Giving’. The festival includes 540 events in 75 locations, with 3,300
    artists and guests from 73 countries invited. According to the organizers, the
    festival is a celebration of beauty, with events in theater, dance, music,
    film, book launches, circus, and art exhibitions. The Sibiu International
    Theater Festival is the most complex event of its kind in Romania and even
    Europe, and Radio Romania is one of the co-producers.








    TOURISM – Foreign
    tourists to Romania spent some 275 million euros in the first quarter of this
    year, by 35 million euros more than the same period of last year, the National
    Statistics Institute reports. Data shows that a foreign tourist spent on
    average 630 euros during his stay in Romania, compared to 500 euros last year.
    Statistics also reveal that over January-March, some 443,000 tourists visited
    Romania, with conferences, classes, fairs and exhibitions being the main reason
    of visit for 60% of them, whose spending account for 64% of the aforementioned
    sum.

    won’t accept the nominations of Lia Olguta Vasilescu for the position of
    Development Minister and Mihai Draghici for the position of Transport Minister
    saying they are both untimely and unlawful, adding he will present his
    motivation next week. We recall in late November last year Klaus Iohannis
    accepted six nominations as part of a reshuffle of the Dancila Cabinet for the
    portfolios of Defense, Labor, Economy, Culture, Communications and Youth and
    Sports, refusing the nominations for Transport and Regional Development. On
    Thursday Iohannis signed the decrees acknowledging the vacation of the two
    positions.

    country a clear accession perspective. Iurie Leanca went on to say that he is
    relying on support for the reform process and boosting the implementation of
    projects aimed at interconnecting the energy and infrastructure grids of
    Moldova and Romania.

    arrivals, Europe was the most visited continent, with 74.6% of bookings, while 85.7%
    of these tourists visited EU Member States. Most tourists who booked a holiday
    last year came from Germany, Israel, Italy, France and the United States. The
    counties with the largest number of tourist arrivals last year in Romania were
    Constanta, Brasov, Cluj and the capital city Bucharest.




    LAW ENFORCEMENT – The total number of law
    enforcement officers in 2016 stood at 1.6 million at EU level, accounting for
    318 police officers per 100,000 inhabitants, a Eurostat report shows. There are
    major differences however between member states, considering Hungary had 90
    police officers per 100,000 inhabitants in 2015, followed by Finland with 137.
    Romania had 242 police officers per 100,000 inhabitants. At the opposite pole
    are Cyprus with 573, Malta with 505 and Greece with 492.




    BORDERS – Some 188 thousand people, both Romanian and foreign
    nationals, have crossed the country’s borders in the last 24 hours, most of
    them leaving the country, the Romanian Border Police has announced. By
    accessing the online app available at www.politiadefrontiera.ro/traficonline, people can see the
    real-time waiting times and traffic for every border crossing point. The Border
    Police has also signaled 27 irregularities and denied access to 13 foreign
    nationals who failed to fulfill legal requirements for entry into the country.
    Additionally the Police has prevented 15 Romanian citizens to leave the country
    for various offences.




    TENNIS – Romanian tennis player Sorana Cirstea was
    knocked out on Friday in the quarterfinals of the Shenzhen tournament in China,
    totalling 750,000 dollars in prize money. She lost 7-5, 6-1 to Alison Riske of
    the US. This was the third consecutive defeat for Cirstea (84 WTA) in direct
    encoutners with Riske (62 WTA). Also on Friday, another Romanian, Monica
    Niculescu (99 WTA), was ousted by Yafan Wang of China (70 WTA), 6-2, 6-7, 1-6.

    318 police officers per 100,000 inhabitants, a Eurostat report shows. There are
    major differences however between member states, considering Hungary had 90
    police officers per 100,000 inhabitants in 2015, followed by Finland with 137.
    Romania had 242 police officers per 100,000 inhabitants. At the opposite pole
    are Cyprus with 573, Malta with 505 and Greece with 492.




    BORDERS – Some 188 thousand people, both Romanian and foreign
    nationals, have crossed the country’s borders in the last 24 hours, most of
    them leaving the country, the Romanian Border Police has announced. By
    accessing the online app available at www.politiadefrontiera.ro/traficonline, people can see the
    real-time waiting times and traffic for every border crossing point. The Border
    Police has also signaled 27 irregularities and denied access to 13 foreign
    nationals who failed to fulfill legal requirements for entry into the country.
    Additionally the Police has prevented 15 Romanian citizens to leave the country
    for various offences.




    TENNIS – Romanian tennis player Sorana Cirstea was
    knocked out on Friday in the quarterfinals of the Shenzhen tournament in China,
    totalling 750,000 dollars in prize money. She lost 7-5, 6-1 to Alison Riske of
    the US. This was the third consecutive defeat for Cirstea (84 WTA) in direct
    encoutners with Riske (62 WTA). Also on Friday, another Romanian, Monica
    Niculescu (99 WTA), was ousted by Yafan Wang of China (70 WTA), 6-2, 6-7, 1-6.
