    Government reshuffle in Bucharest


    Three new ministers proposed by the Social Democratic Party, the senior member of the ruling coalition in Bucharest, were sworn in on Tuesday in the presence of the countrys president Klaus Iohannis. The ministers in question are Paul Stanescu for the development ministry, Felix Stroe for the transport ministry and Marius Nica for the ministry of European funds. They replaced Sevil Shhaideh, Rovana Plumb and Razvan Cuc, who have resigned. Razvan Cuc was blamed for his ministrys lack of results, while Sevil Shhaideh and Rovana Plumb are under investigation by the National Anticorruption Directorate. The anticorruption body says that in 2013, through the concerted action of persons holding public office, part of the Danubes Belina Island and Pavel Branch were illegally transferred from state property to that of the Teleorman county and under the management of the Teleorman County Council before being leased out, again illegally, to a private company a few days later. Prosecutors say the two properties belonging to public domain could not become the property of a county council through a government order but only through law. A minister of the environment and climate change at the time, Rovana Plumb is accused of complicity to abuse of office. Given that she is also a Member of Parliament, her fellow MPs had to vote on Tuesday on a request by the Anticorruption Directorate to have her immunity lifted to allow the start of prosecution. MPs, however, voted against the Directorates request with only 99 yes and 183 no votes.



    Decisions of the Countrys Supreme Defence Council


    The Countrys Supreme Defence Council chaired by president Klaus Iohannis met this week and approved Romanias participation in the European Unions initiative in the area of defence. Bucharest thus intends to take part in ten projects forming part of the PESCO Permanent Structured Cooperation programme, which gives the member states that fulfil advanced criteria in the field of military capabilities and wish to take on additional commitments the possibility to cooperate in a structured way. The issue of common defence was also discussed in Brussels this week at the autumn meeting of the EU Council, where Romania was represented by president Klaus Iohannis. The latter agreed with the EU Council president Donald Tusk that the central Romanian city of Sibiu would host an informal meeting of EU leaders on 9th May 2019, on Europe Day, to discuss the future of the Union after the UKs departure. Romania is to hold the rotating presidency of the EU Council in the first half of 2019.



    Trade Winds, in Bucharest


    Romania has a lot to offer in areas such as agriculture, information technology and industrial production, prime minister Mihai Tudose said on Thursday in Bucharest at the Trade Winds 2017 US trade mission. He mentioned Romania’s sustained economic growth, its partnership with the European Union and NATO and its 20-year long strategic partnership with the United States. The US ambassador to Bucharest Hans Klemm said Romania is Washington’s best ally and friend in the region and pointed out this country needs to ensure a predictable and transparent business environment to attract investors. Europe and the US have common interests and can play an important role at global level, in the field of innovation, job creation, IT, advanced production systems and online trade, Dale Tasharski, Deputy Assistant Secretary for Europe International Trade Administration U.S. Department of Commerce has said. The American official has also said that the US has picked South-eastern Europe for investment, because it has 60 million consumers, a cumulated GDP of 500 billion dollars, a favourable geographic and demographic position, a developing middle class and a strong entrepreneurial class. Last year, trade between Romania and the US stood at 2 billion dollars. Trade Winds is the biggest trade promotion event organised by the US government aimed at bringing together American and foreign businesses. Its tenth edition, which is under way until the 24th of October in South-Eastern Europe, has at its centre the Romanian capital.



    The Romanian minority in Ukraine


    Members of the ethnic Romanian community in Cernauti, western Ukraine, protested on Tuesday in front of the Regional Administration headquarters, and staged what they called the “funerals of the Romanian language. It was their way of protesting against the education law that drastically restricts the national minorities rights to education in their mother tongue. Under this piece of legislation, ethnic minority children can only study in their mother tongue in nursery and primary school, after which education exclusively in the Ukrainian language becomes compulsory. On Wednesday, in a telephone talk with his Ukrainian counterpart Petro Poroshenko, Romanian president Klaus Iohannis strongly expressed his discontent with the new education law in the neighbouring country. Ukraine is home to almost half a million ethnic Romanians. Iohannis called on his Ukrainian counterpart to make sure that his country respects the commitments made before the Romanian side in terms of observing the international norms and standards in the field of minority rights protection.

    Remaniement gouvernemental

    Les trois ministres du cabinet de Bucarest, proposés par les sociaux-démocrates, ont prêté serment mardi, en présence du chef de l’Etat, Klaus Iohannis. Paul Stănescu prendra la tête du ministère du Développement régional, Felix Stroe sera le nouveau titulaire du portefeuille des Transports, tandis que Marius Nica sera le nouveau ministre en charge des Fonds européens. Ils remplacent les ministres démissionnaires Sevil Shhaideh, Rovana Plumb et Răzvan Cuc, qui ont décidé de quitter leurs fonctions pour ne pas affecter l’activité du gouvernement. Răzvan Cuc s’est vu reprocher le manque de résultats à la tête du ministère des Transports. Mmes Shhaideh et Plumb sont poursuivies dans une affaire de corruption. Les procureurs anti-corruption soutiennent qu’en 2013, par l’action concertée de certaines personnes occupant des fonctions publiques, des parties du delta du Danube qui appartenaient à l’Etat ont été illégalement transférées dans la propriété du comté de Teleorman (sud) et placées sous l’administration du Conseil départemental de Teleorman, deux jours plus tard étant louées, toujours illégalement à une compagnie privée. De l’avis des procureurs, les deux sites font partie du domaine public de l’Etat et, par conséquent, leur transfert ne pouvait pas faire l’objet d’un décret gouvernemental, mais uniquement d’une loi approuvée par le Parlement. Rovana Plumb, ancienne ministre de l’Environnement et des changements climatiques, est accusée de complicité d’abus de pouvoir. Puisqu’elle est députée aussi, ses collègues du Parlement ont dû se prononcer mardi sur la demande de la Direction nationale anti-corruption lancer des poursuites pénales à son encontre. 99 des parlementaires ont voté pour la levée de son immunité parlementaire, tandis que 183 ont vote contre.

    Décision du Conseil suprême de défense

    Le Conseil suprême de défense de Roumanie, réuni mardi à Bucarest, sous la direction du chef de l’Etat, Klaus Iohannis, a approuvé la participation du pays à l’initiative de l’UE dans le domaine de la Défense. Selon l’Administration présidentielle, la Roumanie envisage de collaborer à 10 projets du programme PESCO de renforcement de la défense commune des Etats membres de l’Union européenne et de l’industrie européenne de défense. La défense commune a également figuré à l’agenda du Conseil européen de Bruxelles, tenu cette semaine, où la Roumanie a été représentée par le président Klaus Iohannis. Ce dernier a convenu avec le président du Conseil, Donald Tusk, que la ville roumaine de Sibiu accueille, le 9 mai 2019, à l’occasion de la Journée de l’Europe, une réunion informelle des leaders européens, pour discuter de l’avenir de l’Union après le Brexit. Rappelons que la Roumanie assurera la présidence tournante du Conseil de l’UE au premier semestre 2019.

    Trade Winds, à Bucarest

    La Roumanie offre bien des opportunités d’affaires dans des domaines tels l’agriculture, les technologies de l’information et la production industrielle, a déclaré jeudi le premier ministre Mihai Tudose. Il s’exprimait à l’ouverture de la mission commerciale américaine Trade Winds 2017 à Bucarest. Le chef du gouvernement roumain a également parlé de la croissance économique du pays, du partenariat avec l’UE et l’OTAN, des 20 années de partenariat stratégique avec les Etats-Unis. A son tour, l’ambassadeur américain à Bucarest, Hans Klemm, a affirmé que la Roumanie était le meilleur allié et ami des Etats-Unis dans la région. Pour attirer les investisseurs américains, Bucarest doit assurer un milieu d’affaires prédictible et transparent, a-t-il précisé. Par ailleurs, Dale Tasharski, responsable du Département américain du Commerce, a déclaré que l’Europe et les Etats-Unis avaient des intérêts communs et pouvaient jouer un rôle important à l’échelle mondiale dans le domaine de l’innovation, de la création de nouveaux emplois, de l’informatisation, des systèmes avancés de production et du commerce en ligne. Et lui d’ajouter que si Washington a choisi l’Europe du sud-est pour y faire des investissements c’est en raison des atouts de celle-ci: 60 millions de consommateurs, un PIB cumulé se chiffrant à 500 milliards de dollars, la positon géographique et démographique favorables, une classe moyenne en plein essor et un milieu entrepreneurial important. Dale Tasharski a également précisé que les échanges commerciaux roumano-américains se sont montés en 2016 à 2 milliards de dollars. Lancée en 2008, la mission commerciale américaine Trade Winds, qui se tient chaque année dans différents pays ou régions du monde, vise principalement à promouvoir les exportations américaines sur des marchés tiers et à identifier de nouvelles opportunités d’affaires. La 10e édition de Trade Winds a été organisée en Roumanie et dans 4 autres pays de l’Europe du Sud-Est – la Bulgarie, la Croatie, la Grèce et la Serbie.

    La minorité ethnique roumaine d’Ukraine et la loi de ukrainienne de l’éducation

    Les leaders des sociétés culturelles roumaines de la région de Cernăuţi, dans l’ouest de l’Ukraine, ont manifesté mardi devant le siège de l’Administration régionale et organisé ce qu’ils ont appelé « les funérailles de la langue roumaine ». Ils protestaient ainsi contre la nouvelle loi ukrainienne de l’Education, qui limite de manière drastique l’accès des minorités ethniques à l’enseignement en langue maternelle. Selon cet acte normatif, les enfants issus de ces communautés auront droit à l’instruction dans leur langue maternelle uniquement à la maternelle et à l’école primaire.

    Par ailleurs, lors d’un entretien téléphonique avec son homologue ukrainien, Petro Poroshenko, le président roumain, Klaus Iohannis, a fermement exprimé son mécontentement à l’égard de cette loi qui a des effets négatifs sur le droit à l’éducation en langue maternelle des minorités d’Ukraine, y compris de celle roumaine, qui compte un demi-million de personnes. Klaus Iohannis a demandé à son homologue que l’Ukraine de respecter les engagements assumés envers la Roumanie pour ce qui est du respect des normes internationales dans le domaine de la protection des droits des minorités.

    EIB – Romanian Prime Minister Mihai Tudose discussed on Thursday in Bucharest with the Vice-President of the European Investment Bank (EIB), Andrew McDowell. The Romanian PM said that his country appreciates the fruitful collaboration with the European Investment Bank, especially as regards the financing of public investment. The meeting marked 25 years since the institution’s first operation in Romania. The EIB has recently approved 13 billion euros worth of financing and advisory services for Romania.

    EU – The Romanian president Klaus Iohannis is attending the European Council meeting held on Thursday and Friday in Brussels. Talks focus on migration, security and defence, the relations between the European Union and Turkey and the North-Korean situation. A meeting of the EU 27 will also be held to discuss the UKs leaving the Union and evaluate the progress made so far in the negotiation process. According to the presidents office, Klaus Iohannis will emphasise, among others, the need to monitor the flow of migrants on the Eastern Mediterranean route. As to the latest developments related to the North Korean dossier, Klaus Iohannis is expected to say that Romania will support the efforts of the international community to achieve a peaceful solution to the crisis, with the major goal being the complete, verifiable and irreversible denuclearisation of the Korean Peninsula.




    Healthcare – Romania has made some progress in the field of healthcare, said the European commissioner for health and food safety Vytenis Andriukaitis in Bucharest, noting however that the area is facing some big funding problems. He said European funds are a key instrument that can make the system work better. Also on Thursday, a rally was held in central Bucharest to protest against the legislative changes to come into force in January 2018. Trade unions say these changes will lead to a decrease in salary incomes for healthcare and social assistance employees in Romania. The protest actions began in mid September.

    Tennis — Romanian tennis player Irina Begu (WTA’s 57th seed) qualified on Thursday to the semi-finals of the Kremlin Cup in Moscow, worth almost 800 thousand dollars. Begu will be up against Russian Daria Kasatkina, no. 28 WTA for a place in the final.

    Der rumänische Staatpräsident, Klaus Iohannis, beteiligt sich am Donnerstag und Freitag an dem Treffen des Europäischen Rates in Brüssel. Besprochen werden Themen wie Migration, Sicherheit und Verteidigung, die Beziehungen zwischen der EU und der Türkei, und die Nordkorea-Krise. Ferner wird in der Formel EU27 zum Thema Brexit diskutiert – dabei werden die Fortschritte im Verhandlungsprozess untersucht. Laut einem Communique des Präsidialamtes wird Staatspräsident Klaus Iohannis unter anderen über die Monitorisierung der Migrantenflüsse im Mittelmeer sprechen. In Bezug auf Nordkorea wird Iohannis hervorheben, dass Rumänien die Anstrengungen der internationalen Gemeinschaft für eine friedliche Lösung der Krise unterstützt. Hauptzweck sei die komplette atomare Abrüstung der koreanischen Halbinsel.



    Rumäniens Staatschef Klaus Iohannis und Außenminister Teodor Melescanu haben erneut erklärt, Rumänien unterstütze die Souveränität und territoriale Integrität Spaniens. Im Kontext der Lage in Katalonien sei im verfassungsrechtlichen und völkerrechtlichen Rahmen vorzugehen. Die Erklärungen erfolgten bei dem Treffen mit dem spanischen Außenminister Alfonso Maria Dastis Quecedo. Der separatistische Präsident Kataloniens, Carles Puigdemont, informierte am Donnerstag die Regierung in Madrid, Katalonien habe ihre Unabhängigkeit nicht erklärt, könnte es aber tun, wenn die Behörden die von ihm sogenannten Repressionen, also die Suspendierung der Autonomie, fortsetzen. Madrid hat bekanntgegeben, es werde die Demarchen in diese Richtung weiterführen.



    Rumänien hat einige Fortschritte im Bereich Gesundheit gemacht, erklärte am Donnerstag in Bukarest der EU-Kommissar für Gesundheit und Lebensmittelsicherheit Vytenis Andriukaitis. Er fügte aber hinzu, das rumänische Gesundheitswesen habe große Finanzierungsprobleme. Die EU Fördermittel seien ein Schlüsselinstrument, das zur besseren Funktionierung des Systems beitragen könnte, so der EU-Vertreter. Ebenfalls am Donnerstag organisierten die Gewerkschaften vom Gesundheitswesen in Bukarest eine Großkundgebung und einen Protestmarsch gegen die geplanten Gesetzesänderungen im Gesundheitsbereich, die am 1. Januar 2018 in Kraft treten sollten. Laut den protestierenden Gewerkschaftlern würden die Gesetzesänderungen zu einer Senkung der Löhne führen. Die Proteste haben in der zweiten Septemberhälfte begonnen.

Es sei die größte Regierungs-Handelsmission in der Geschichte Südosteuropas, hieß es in einer Pressemitteilung der US-Botschaft in Bukarest. Die Handelsmission Trade Winds 2017 wird in Zusammenarbeit mit der rumänischen Regierung organisiert. Am diesjährigen Event beteiligen sich mehr als 100 amerikanische und 50 rumänische Unternehmen. Drei Tage lang werden Konferenzen und Rundtischgespräche zu Geschäfts- und Handelsthemen, Treffen zwischen Unternehmen und Diskussionen mit US-Handelsbeauftragten aus über 25 europäischen Staaten stattfinden. Neben Rumänien wird Trade Winds 2017 auch in Bulgarien, Kroatien, Griechenland und Serbien veranstaltet.



    Der rumänische Minister für europäische Angelegenheiten, Victor Negrescu, beteiligt sich in Budapest an dem 6. Jahrestreffen der EU-Strategie für die Donauregion. Themen der Gespräche sind unter anderen die Energiesicherheit, die Entwicklung der regionalen Infrastrktur, die Konnektivität und die Zukunft der makroregionalen Projekte nach 2020. Die EU-Strategie für die Donauregion ist ein großangelegtes Projekt, das von Österreich und Rumänien initiiiert und im Jahr 2012 auf EU-Ebene gestartet wurde. Die EU-Strategie soll als EU-Instrument zur Förderung der Zusammenarbeit im Donauraum dienen.

    Danube Region. The minister delegate for
    European affairs Victor Negrescu represents Romania at the 6th
    annual forum of the EU Strategy for the Danube Region hosted by Budapest. Talks
    focus on energy security, the development of regional infrastructure,
    connectivity and the future of macroregional projects after 2020. The EU
    Strategy for the Danube Region is a wide-scale project co-initiated by Romania
    and Austria and officially launched at European level in 2012. It was designed
    as a community instrument for regional cooperation for the states in the Danube
    basin.

    Catalonia. President Klaus Iohannis and foreign
    minister Teodor Melescanu have reiterated Romania’s firm support for Spain’s
    sovereignty and territorial integrity during talks in Bucharest with the
    Spanish foreign minister Alfonso María Dastis Quecedo. Catalonia’s separatist
    leader Carles Puigdemont today told the government in Madrid that his region
    has not declared its independence but that it may do so if the central
    authorities continue what he called their repression, that is if they suspend
    the province’s autonomy.




    Europa League. Romania’s football vice-champions FCSB,
    formerly known as Steaua Bucharest, today face the Israeli side Hapoel Beer
    Sheva in an away match in their third Europa League Group G match. FCSB top the
    group ranking with a maximum of points, 6, followed by the Czech side Viktoria Plzeň and Hapoel Beer Sheva, both with 3
    points. The Swiss side FC Lugano are bottom of the ranking with no points.

    Justice – Le ministre roumain de la Justice, Tudorel Toader, a annoncé avoir finalisé le projet de modification des lois régissant ce domaine. Il a également précisé qu’il rencontrerait le 26 octobre le vice-président de la Commission européenne, Frans Timmermans, pour discuter des solutions prévues dans ce document. Le ministre a sollicité l’avis de la Commission de Venise sur la procédure de nomination des procureurs de haut rang. Tudorel Toader a par ailleurs déclaré que ce serait à la coalition gouvernementale au pouvoir de décider de la modalité de promouvoir le projet mentionné. Celle-ci aura à choisir entre deux variantes: soumettre le texte à l’Exécutif, avant de l’envoyer au Législatif ou bien le considérer comme étant une initiative parlementaire et par conséquent le soumettre au débat du Parlement.

Près d’un demi – million de Roumains vivent dans le pays voisin, notamment dans les territoires de l’Est, annexés par l’URSS en 1940 suite à un ultimatum et repris en 1991 par l’Ukraine en tant qu’Etat successeur. A la fin de la semaine dernière, lors d’une rencontre avec son homologue ukrainien, Pavlo Klimkin, le ministre roumain des Affaires étrangères, Teodor Meleşcanu, a réaffirmé que Bucarest comprenait l’inquiétude et le mécontentement de la communauté roumaine d’Ukraine à l’égard de la nouvelle loi de l’Education.

    Commerce – Coup d’envoi, ce mercredi, du forum d’affaires qui se tient à Bucarest dans le cadre de Trade Winds, la plus ample mission commerciale américaine jamais organisée en Europe du Sud-Est. L’événement, qui en est à sa 10e édition et qui s’achèvera vendredi, est organisé par le Département américain du Commerce, en partenariat avec la Roumanie. Il réunit une centaine de compagnies américaines et une cinquantaine de sociétés roumaines. Trade Winds se déroule aussi dans 4 autres pays de l’Europe du Sud-Est – la Bulgarie, la Croatie, la Grèce et la Serbie.

    Exercice – Plus de 250 militaires roumains et étrangers participent jusqu’au 22 octobre, à l’exercice multinational pour les forces spéciales Carpathian Eagle 2017, qui se déroule à Tîrgu Mureş (centre), sur les polygones de tir de Sîngeorgiu de Mureş, Bogata et sur l’aérodrome de Câmpia Turzii. Y prennent part militaires et moyens de combat terrestre et aérien de plusieurs pays: Albanie, Bulgarie, Grèce, Macédoine, Monténégro, Serbie et Turquie. L’exercice vise à l’entraînement des forces spéciales pour planifier, organiser, coordonner et exécuter une opération spéciale indépendante basée sur un scénario fictif.

    Diplomatie – Le ministre roumain des Affaires étrangères, Teodor Meleşcanu, s’entretient aujourd’hui à Bucarest avec son homologue espagnol, Alfonso María Dastis, sur les problèmes de la communauté roumaine d’Espagne. Les deux officiels doivent également signer la Convention entre la Roumanie et le Royaume d’Espagne sur la prévention de l’évasion fiscale et l’élimination de la double imposition sur le revenu. Vers le milieu de 2016, le volume des échanges commerciaux bilatéraux se chiffrait à plus de 2,3 milliards d’euros et l’on dénombrait 5.600 sociétés commerciales espagnoles implantées en Roumanie.

    Football – Le vice champion de Roumanie de football, FCSB (ancien Steaua Bucarest), rencontrera jeudi en déplacement l’équipe israélienne Hapoel Beer Sheva, pour le troisième match du Groupe G de la Ligue Europa. Avec les six points engrangés jusqu’ici, les sportifs roumains occupent la première place au classement, après les victoires remportées devant les Suisses de Lugano ( 2-1) et les Tchèques de Viktoria Plzeň ( 3-0). Ces deux équipes ont cumulé 3 points chacune. Le club suisse de Lugano arrive en dernière position, avec 0 points.

    GOVT RESHUFFLE – The Presidential Administration Monday announced it received from PM Mihai Tudose the nominations for the new ministers, namely Paul Stănescu for the Development Ministry, Felix Stroe for the Transport Ministry and Marius Nica for the Ministry for European Funds. The nominations were made by the Social Democratic Party, the main party in the ruling coalition in Bucharest. The three are to replace the outgoing ministers Sevil Shhaideh, Rovana Plumb and Răzvan Cuc, who have decided to step down so that the activity of the Government may not be affected. Shhaideh and Plumb are prosecuted for corruption-related offences, while Cuc was criticised for the inadequate performance of his ministry. The junior partner in the ruling coalition, the Alliance of Liberals and Democrats in Romania, has announced the party will not withraw support for Viorel Ilie, the minister in charge with liaising with Parliament, who is probed into for influence peddling.




    SANCTIONS – The EU foreign ministers adopted, in Mondays Foreign Affairs Council meeting in Luxembourg, new sanctions against North Korea in response to Pyongyangs nuclear test in early September. Among other things, the sanctions include bans on oil exports and on all EU investments in DPRK in all sectors, and lowering the remittances that the North Koreans working in the EU may transfer home, from 15,000 euros at present to 5,000 euros. Romania was represented at the meeting by Foreign Minister Teodor Melescanu. The agenda of the talks also included other topics, such as the Iranian nuclear deal and the situation in Turkey.




    DEFENCE – The Romanian Defence Minister, Mihai Fifor, Monday had a meeting with the US Congressmen Steve Russell and Matt Cartwright, who are currently in Bucharest. The talks focused on security at the Black Sea and the development of the strategic partnership between Romania and the US in the defence sector. According to the Romanian Defence Ministry, Mihai Fifor emphasised the importance of a coordinated approach on the entire eastern flank of NATO, and underlying Romanias role as a predictable and solid partner in ensuring Euro-Atlantic stability and security. The participants appreciated the excellent cooperation between the Romanian and American forces in the exercises taking place as part of the Alliance and in the NATO theatres.




    VESSEL – Two Romanians onboard a vessel held in the Libyan port of Tobrouk were repatriated on Monday, the Romanian Foreign Ministry announced. According to the institution, since the case was notified the Romanian Embassy to Tripoli, which has been relocated to Tunis, has made numerous efforts to clarify the situation of the two Romanian citizens, contacting both the local authorities and the ship owner. The Romanian diplomatic mission was also in permanent contact with the commander of the ship and with the Romanian citizens and their families. In order to avoid similar situations in the future, the Foreign Ministry urges the Romanian sailors interested in working on vessels belonging to foreign owners to get thoroughly informed on the status of the respective vessels and to find employers via crewing agencies accredited by the Romanian Naval Authority.





    TRADE WINDS – The largest trade promotion event organized annually by the American Department of Commerce, Trade Winds, will bring to Bucharest between October 18-20 as many as 100 American companies which will get in contact with over 50 Romanian companies. Participating in the event are big American companies such as IBM, Patriot – Raytheon, Kestral, Harris Corporation (space intelligence), SAS Institute (software), Perry Baromedical Corporation (a producer of medical equipment) as well SMEs from the US which are of interest for Romania especially in terms of know-how transfer and innovation. The event will be attended by the Romanian PM and several other ministers. According to a government news release, the initiative of the American Department of Commerce to organize the 10th edition of Trade Winds in Romania and another 4 states in South-eastern Europe, namely Bulgaria, Croatia, Greece and Serbia, proves the importance the US Administration attaches to this region and to Bucharest in particular.




    SPAIN – Catalonias regional president Carles Puigdemont, has announced in a letter to Madrid that his government was seeking a two-month respite, for further talks with Spains central government. PM Mariano Rajoy had given the secessionist authorities of Catalonia until Monday to confirm whether the region had declared its independence from Spain, and until Thursday to abandon its secession plans altogether. Reuters says that without a clear answer on Monday, Madrid may impose direct control on Catalonia. In the octombrie 1 referendum, ruled illegal by the Spanish national court and marred by police violence, nearly 2 million out of Catalonias 5.3 million voters, with 90% of the votes in favour of secession.

    Gouvernement — L’Administration présidentielle de Bucarest a annoncé lundi avoir reçu de la part du premier ministre, Mihai Tudose, les propositions de nouveaux ministres du cabinet: Paul Stănescu au ministère du Développement régional, Felix Stroe aux Transports et Marius Nica aux Fonds européens. Les trois ont été désignés par la direction du Parti social-démocrate, principale formation politique de la coalition au pouvoir à Bucarest. Ils devraient remplacer les ministres démissionnaires Sevil Shhaideh, Rovana Plumb et Răzvan Cuc, qui ont décidé de quitter leurs fonctions pour ne pas affecter l’activité du gouvernement. Mmes Shhaideh et Plumb sont poursuivies dans une affaire de corruption, tandis que Răzvan Cuc s’est vu reprocher le manque de résultats à la tête du ministère des transports. L’Alliance des libéraux et des démocrates, partenaire du Parti social-démocrate au sein de la coalition gouvernementale, a annoncé qu’elle ne retirait pas son appui à son représentant, Viorel Ilie, ministre en charge de la relation avec le Parlement qui a, lui aussi, des démêlés avec la justice dans une affaire de trafic d’influence.



    Justice — La Commission juridique de la Chambre des députés de Bucarest a rejeté lundi la demande de la Direction nationale anti corruption de lancer des poursuites pénales contre Rovana Plumb, membre du Parlement et ministre déléguée aux Fonds européens, qui est concernée par une affaire de corruption. La décision finale sera prise mardi au plénum de la Chambre des députés, ces derniers devant se prononcer par vote secret. Rovana Plumb, ancienne ministre de l’Environnement, est soupçonnée de complicité d’abus de fonctions, aux côtés de Sevil Shhaideh, actuelle vice première ministre et ex secrétaire d’Etat au ministère du Développement régional. Le dossier les concernant a trait au transfert illégal, en 2013, de morceaux de l’île Belina et du bras Pavel, situés dans le lit mineur du Danube, dans l’administration du Conseil départemental de Teleorman (sud de la Roumanie).



    Commerce – Le plus grand événement de promotion commerciale organisé annuellement par le Département américain du Commerce – Trade Winds – réunira du 18 au 20 octobre à Bucarest une centaine de compagnies américaines, qui entreront en contact avec une cinquantaine de sociétés roumaines. Parmi les compagnies américaines présentes à lévénement figurent des marques consacrées, telles IBM, le producteur de missiles Patriot – Raytheon, Kestral, Harris Corporation (space intelligence), le producteur de logiels SAS Institute ou encore le producteur déquipements médicaux Perry Baromedical Corporation.     Défense — Le ministre roumain de la Défense, Mihai Fifor, a eu une entrevue, lundi, à Bucarest, avec Steve Russell et Matt Cartwright, membres du Congrès américain. Les discussions ont porté sur la situation sécuritaire dans la région de la mer Noire, ainsi que sur le développement du partenariat entre la Roumanie et les Etats-Unis dans le domaine de la Défense. Mihai Fifor a souligné l’importance d’une approche unitaire de l’ensemble du flanc oriental de l’OTAN, un accent particulier étant mis sur le rôle de Bucarest en tant qu’allié prédictible et solide quand il s’agit d’assurer la stabilité et la sécurité euro-atlantique. Les discussions ont également mis en exergue l’excellent niveau de la coopération entre les forces armées roumaines et américaines tant sur les théâtres d’opérations que pendant les différents exercices interalliés.



    Diplomatie — Les chef de diplomatie des pays membres de l’UE ont adopté lundi, à Luxembourg, lors de la réunion du Conseil Affaires étrangères, de nouvelles sanctions contre la Corée du Nord, en réponse à son essai nucléaire, début septembre. Ces sanctions prévoient entre autres l’interdiction des exportations de pétrole et de tous les investissements en Corée du Nord pour les entreprises de lUE, ainsi quune réduction des mandats dargent liquide pouvant être envoyés au pays depuis lUE (à 5.000 euros, contre 15.000 actuellement). La Roumanie a été représentée à la réunion par son ministre des Affaires étrangères, Teodor Melescanu. A l’agenda de la réunion ont également figuré des sujets d’actualité, tels l’accord sur le nucléaire iranien et la situation en Turquie.



    Statistiques — En 2016, plus d’un tiers de la population était menacée de pauvreté ou d’exclusion sociale dans trois États membres de l’UE, à savoir la Bulgarie (40,4%), la Roumanie (38,8%) et la Grèce (35,6%). C’est ce que révèlent les données rendues publiques par Eurostat, l’Office statistique de l’UE, à l’occasion de la Journée internationale pour l’éradication de la pauvreté, célébrée le 17 octobre. À l’autre extrémité de l’échelle, les taux les plus faibles de personnes en risque de pauvreté ou d’exclusion sociale ont été enregistrés en République tchèque (13,3%), en Finlande (16,6%), au Danemark (16,7%) et aux Pays-Bas (16,8%), précise Eurostat. Le taux de risque de pauvreté ou d’exclusion sociale a augmenté par rapport à 2008 dans dix États membres, les plus fortes hausses ayant été enregistrées en Grèce, à Chypre, en Espagne et en Suède. À l’inverse, la baisse la plus marquée a été observée en Pologne, en Lettonie et en Roumanie. Cette dernière dénombrait en 2008 plus de 9 millions de personnes exposées au risque de pauvreté et d’exclusion sociale, contre 7,69 millions en 2016.



    Rapatriement — Les deux marins roumains qui se trouvaient à bord d’un navire retenu dans le port libyen de Tobrouk ont été rapatriés, a fait savoir la diplomatie de Bucarest. L’ambassade de Roumanie en Libye, relocalisée à Tunis, a entrepris de nombreuses démarches auprès des autorités locales et de l’armateur, afin de clarifier la situation des deux personnes. Les représentants de la mission diplomatique ont été en contact permanent avec le capitaine du bateau, ainsi qu’avec les deux matelots roumains et leurs proches. Afin d’éviter que de telles situations ne se répètent, le ministère des Affaires étrangères de Roumanie recommande aux navigateurs roumains désireux de travailler sur des navires appartenant à des propriétaires ou armateurs étrangers de s’informer, au préalable, de la situation de ces bateaux et de se faire embaucher par l’intermédiaire d’agences spécialisées, accréditées par l’Autorité navale roumaine.

    Bukarest: Premierminister Mihai Tudose hat am Montag dem Präsidenten Klaus Iohannis die Vorschläge der regierenden Sozialdemokratischen Partei für das Ministerium der regionalen Entwicklung, das Transportministerium und das Ministerium für Europäische Fonds eingereicht. Als Minister für regionale Entwicklung wurde Paul Stănescu nominiert, Felix Stroe ist der Vorschlag der Sozial-Demokraten für das Amt des Transportministers, während das Amt des Ministers für Europäische Fonds von Marius Nica bekleidet werden soll. Die Amtsinhaber Sevil Shhaideh, Rovana Plumb und Răzvan Cuc waren vorige Woche zurückgetreten. Gegen die Ministerin für Regionalentwicklung und Vizepremierministerin, Sevil Shhaideh, sowie gegen die Ministerin für Europäische Fonds, Rovana Plumb, laufen zur Zeit strafrechtliche Ermittlungen in einer Korruptionsaffäre. Dem Transportminister Răzvan Cuc wirft der Regierungschef Erfolglosigkeit vor. Der Juniorpartner in der sozialliberalen Regierung, ALDE, hat bereits angekündigt, er werde dem Minister für die Beziehung zum Parlament, Viorel Ilie, die Unterstützung nicht entziehen.     Luxemburg: Die EU hat im Konflikt um Nordkoreas Atom-und Raketenprogramm weitere Sanktionen gegen das Land beschlossen. Die EU-Au‎ßenminister billigten am Montag in Luxemburg ein vollständiges Verbot für Investitionen sowie einen Ausfuhrstopp für Rohöl und verarbeitete Ölprodukte. Darüber hinaus beschränkten sie Überweisungen nach Nordkorea und entschieden, Arbeitserlaubnisse für nordkoreanische Staatsangehörige in den Mitgliedstaaten nicht mehr zu verlängern. Die Sanktionen ergänzen Strafma‎ßnahmen, die über die UNO verhängt wurden. Nordkoreas Atom- und Raketentests seien eine “eklatante Missachtung” von Resolutionen des UN-Sicherheitsrats, erklärte der EU-Rat der Mitgliedstaaten. Die EU setzte am Montag auch drei weitere Personen und sechs Einrichtungen auf ihre Liste mit Einreise- und Vermögenssperren. Auf ihr finden sich nun insgesamt 41 Personen und zehn Einrichtungen. Die Zahl nordkoreanischer Arbeiter in der EU wird auf mehrere hundert geschätzt. Die Höhe von privaten Überweisungen nach Nordkorea wurde durch den Beschluss nun von 15.000 auf 5000 Euro gesenkt. Es werde vermutet, “dass diese Gelder dazu genutzt werden, das widerrechtliche Nuklearprogramm des Landes und das widerrechtliche Programm des Landes für ballistische Flugkörper zu unterstützen”, erklärte der EU-Rat. Rumänien wurde bei dem Treffen in Luxemburg vom Au‎ßenminister Teodor Melescanu vertreten.



    Madrid: Im Konflikt um die nach Unabhängigkeit strebende Region Katalonien hat die spanische Regierung den Separatisten in Barcelona ein letztes Ultimatum gestellt. Der katalanische Regierungschef Carles Puigdemont habe nun bis Donnerstag um 10.00 Uhr Zeit, die Abspaltungspläne endgültig ad acta zu legen und zur verfassungsmä‎ßigen Ordnung zurückzukehren, erklärte die stellvertretende Ministerpräsidentin Soraya Saénz de Santamaría in Madrid. Die Zentralregierung wies einen Brief Puigdemonts zurück, in dem der Katalane nur ausweichend auf die mit einem ersten Ultimatum verbundene Frage geantwortet hatte, ob er nun vergangene Woche die Unabhängigkeit erklärt habe oder nicht. Madrid hatte ein klares Ja oder ein Nein gefordert. Der spanische Ministerpräsident Mariano Rajoy reagierte enttäuscht. “Ich bedauere, dass Sie sich dazu entschlossen haben, nicht auf die Mahnung vom 11. Oktober zu antworten”, schrieb er in einem Brief an den regionalen Regierungschef. Im Fall einer Abspaltungserklärung droht Madrid mit “harten Ma‎ßnahmen” und der Anwendung von Artikel 155 der spanischen Verfassung. Dieser ermöglicht unter anderem die Entmachtung der Führung jeder der 17 autonomen Gemeinschaften des EU-Landes, wenn diese die Verfassung missachten. Madrid könnte neben anderen Ma‎ßnahmen auch das Regionalparlament auflösen und die Kontrolle über die Regionalbehörden übernehmen.



    Bukarest: Das grö‎ßte Event zur Handelsförderung Trade Winds, das jedes Jahr vom US-amerikanischen Handelsministerium organisiert wird, bringt zwischen dem 18. und dem 20. Oktober mehr als 100 amerikanische Unterehmen nach Bukarest.     Govt reshuffle — The Romanian PM Mihai Tudose is today presenting President Klaus Iohannis with the proposals for new ministers to replace several outgoing ministers. Paul Stănescu was proposed for the Ministry of Development to replace Sevil Shhaideh, Felix Stroe is the proposal for the Transport Ministry replacing outgoing Răzvan Cuc and Marius Nica is the proposal for the Ministry for European Funds to replace Rovana Plumb. Shhaideh and Plumb are being investigated by the National Anti-Corruption Directorate (DNA) in a corruption case while Cuc will be replaced for the bad performance of his ministry. The Alliance of Liberals and Democrats, partners of the Social Democrats in the ruling coalition, announced they would not withdraw their representative, Viorel Ilie, minister for the relation with Parliament, who is also being investigated by the DNA in an influence peddling case.



    Luxembourg — The Romanian Foreign Minister Teodor Melescanu is today participating in Luxembourg in the EU’s Foreign Affairs Council meeting. According to a Foreign Ministry communiqué the agenda of the meeting includes topical issues such as the situation in Iran, the Democratic People’s Republic of Korea and human rights. During a working lunch, the ministers will also tackle the issue of Turkey and the regional situation.



    London — The British PM Theresa May is today meeting in Brussels with the President of the European Commission, Jean-Claude Juncker, several days ahead of a European summit devoted to Brexit. The EU heads of state and government will meet Thursday and Friday to draw the conclusions of the discussions held so far regarding the UK’s leaving the European Union. After the 5th round of talks held last week the European chief negotiator Michel Barnier deplored with concern the deadlock reached in the discussions. Meanwhile, in London, the Foreign Secretary Boris Johnson, on Sunday had an informal meeting with his counterparts from several European states, including the Romanian FM.

    Vienna — Also promising a tough policy against immigration by reducing the number of refugees and workers from the EU’s eastern countries, the Austrian People’s Party and its young leader, Sebastian Kurz (31) won Sunday’s legislative elections, which marks the return of the rightwing to power. According to partial results, the Austrian People’s Party, a conservative party, got around 31% of the votes, followed by the far right Freedom Party with almost 27% and the Social Democratic Party with 26%.

    САНКЦІЇ – Міністри закордонних справ ЄС у понеділок в Люксембурзі прийняли нові
    санкції проти Північної Кореї у відповідь на проведення ядерного випробування на
    початку вересня. Йдеться, зокрема, про заборону експорту нафти, заборону для
    компаній ЄС здійснювати інвестиції в КНДР, а також скорочення максимальної суми
    грошей, яку північнокорейці, які працюють в ЄС мають право переказувати додому з
    15 000 євро до 5000 євро. На зустрічі Румунію представив міністр закордонних
    справ Теодор Мелешкану. Глави зонвішньополітичних відомств 28 карїн ЄС розглянули
    й інші актуальні питання, такі як іранська ядерна угода та ситуація в Туреччині






    ОБОРОНА – Міністр оборони Румунії Міхай Фіфор у Бухаресті
    зустрівся з членами Конгресу США Стівом Расселом та Меттом Картрайтом. Дискусії
    зосередились на ситуації в галузі безпеки в Чорноморському регіоні та на
    розширенні Стратегічного партнерства між Румунією та США в галузі оборони.
    Згідно з Міністерством оборони Румунії Міхай Фіфор наголосив на важливості
    унітарного підходу до всього східного флангу НАТО, наголошуючи на ролі Румунії
    як передбачуваного та надійного союзника у забезпеченні євроатлантичної
    стабільності та безпеки. Була також відзначена надзвичайна співпраця між
    румунськими та американськими військовослужбовцями під час військових навчань
    та в театрах воєнних дій.




    БІДНІСТЬ – Минулого року більше третини населення трьох
    країн ЄС перебувало під загрозою бідності і соціальної ізоляції: Болгарії
    (40,4%), Румунії (38,8%) та Греції (35,6%). Це випливає зі звіту, оприлюдненого
    у понеділок Європейським статистичним бюро – Євростат. Найнижчі рівні цього
    показника були зареєстровані в Чеській Республіці (13,3%), Фінляндії (16,6%),
    Данії (16,7%) та Нідерландах (16,8%). У 28 країнах ЄС, 23,4% населення, тобто
    117,5 млн осіб, перебувало в 2016 році під загрозою бідності та соціальної
    ізоляції, на рівні абсолютно аналогічному тому, що був зафіксований до кризи
    2008 року. У період з 2008 по 2016 роки ризик бідності та соціальної ізоляції
    збільшився у десятьох країнах-членах ЄС, а найбільш зростання спостерігається в
    Греції, на Кіпрі, в Іспанії та Швеції. З протилежного боку найбільше падіння
    цього показника спостерігалося в Польщі та Латвії, а також в Румунії, яка в
    2008 році мала 9,11 мільйонів громадян під загрозою бідності та соціальної
    ізоляції, а в минулому році – 7,69 мільйонів. Дані були опубліковані Євростатом
    з нагоди Міжнародного дня боротьби за ліквідацію злиднів, що відзначається 17
    жовтня.




    БРЕКЗИТ – Прем’єр-міністр Великої Британії Тереза Мей
    зустрічається сьогодні у Брюсселі з Президентом Європейської Комісії
    Жаном-Клодом Юнкером, за кілька днів до європейського саміту, присвяченого
    БРЕКЗИТ-у. Глави держав та урядів ЄС зустрінуться у четвер та п’ятницю для
    обговорення стану та подальшого ходу переговорів щодо виходу Великобританії з
    ЄС. Після п’ятого раунду переговорів минулого тижня головний переговірник ЄС з
    питань Brexit Мішель Барньє висловив жаль з приводу тривожної відсутності
    прогресу в дискусіях. Тим часом в Лондоні міністр закордонних справ Борис Джонсон
    вчора провів неформальне засідання з колегами із кількох європейських країн,
    зокрема з румунським міністром Теодором Мелешкану. Згідно з заявою румунського
    зовнішньополітичного відомства Румунія збереже своє Стратегічне партнерство з
    Великобританією і після виходу з ЄС, у повній послідовності та узгодженості з
    принципом європейської єдності.






    TRADE WINDS – Найбільший захід з просування
    торговельно-економічної співпраці, який щорічно проводиться Міністерством
    торгівлі США – «Trade Winds/Вітри торгівлі», об’єднає в Бухаресті 18-20 жовтня
    близько 100 американських компаній, які підпишуть договори з більш ніж 50
    румунськими підприємствами. Серед американських компаній, які візьмуть участь у
    заходів налічуються, IBM, Raytheon – виробник ракет Patriot, Kestral, Harris
    Corporation (космічна розвідка), SAS Institute (програмне забезпечення), Perry
    Baromedical Corporation (виробник медичного обладнання) та багато малих і
    середніх підприємств США, які представляють особливий інтерес для Румунії,
    особливо в плані передачі ноу-хау та інновацій. У заході візьмуть участь кілька
    міністрів і прем’єр-міністр Міхай Тудосе. Згідно з заявою румунського уряду
    ініціатива Міністерства торгівлі США провести цей захід в Румунії та чотирьох
    інших державах в південно-східної Європи – Болгарії, Хорватії, Греції та Сербії
    – демонструє особливу увагу, яку американська адміністрація приділяє цьому
    регіону і, зокрема, Бухаресту.

    Toate întâlnirile la nivel înalt româno-americane au avut, cel puţin într-un trecut apropiat, acelaşi leitmotiv: ar fi extraordinar dacă relaţiile dintre Bucureşti şi Washinton ar fi la fel de prolifice şi în domeniul economic pe cât sunt în cel politic şi militar, în baza Parteneriatului strategic care leagă cele două ţări. Paşi concreţi în acest sens vor fi făcuţi în curând, Guvernul american, prin Departamentul Comerţului, urmând să organizeze, în perioada 18-20 octombrie, la Bucureşti, Trade Winds – cea mai mare misiune comercială anuală organizată de Executivul SUA, al cărei scop este să pună în legătură companiile americane şi străine, în vederea creării de parteneriate de afaceri.

    La această a 10-a ediţie a Trade Winds vor participa zeci de companii importante din Statele Unite, iar domeniile lor de interes sunt apărare, agricultură, auto, construcţii, energie, tehnologie aerospaţială, de protecţie a mediului şi în domeniul sănătăţii, procesarea alimentelor, ambalare şi echipamente industriale.

    Tot în baza colaborării româno-americane, pe de altă parte, ministerul Economiei şi compania Romarm, prin Uzina Mecanică Bucureşti, au semnat cu General Dynamics un Memorandum de înţelegere şi un Acord de Colaborare. Cele doua părţi se angajează să colaboreze pentru producerea şi livrarea de vehicule blindate Piranha 5 către Ministerul român al Apărării. Sunt stabilite, totodată, acţiunile viitoare ce au drept scop constituirea unei societăţi mixte între Uzina Mecanică Bucureşti şi compania General Dynamics, care să producă vehicule blindate pentru Armata României. În această perspectivă, angajaţi ai Uzinei Mecanice Bucureşti vor fi trimişi la specializare în Elveţia. Cu precizări, ministrul Apărării, Mihai Fifor: Tehnic vorbind, începând cu transportorul cu numărul 31, acestea vor fi produse în Uzina Mecanică Bucureşti, ceea ce ne-am dorit în permanenţă. În prima fază, se trimit oameni de la Uzina Mecanică Bucureşti … din câte am înţeles eu deja sunt selectaţi … vor fi trimişi la uzinele Mowag, în Elveţia, pentru şcolarizare. Primele 30 de transportoare care se realizează acolo, la Mowag, sunt destinate tocmai pregătirii personalului care urmează să preia producţia la Uzina Mecanică Bucureşti.

    Tot Mihai Fifor a precizat că producţia primelor vehicule blindate Piranha 5 la Uzina Mecanică Bucureşti ar putea începe cel mai probabil la sfârşitului anului viitor. Între timp, în domeniul auto civil, la Uzina Ford din Craiova a fost lansată producţia modelului EcoSport. Americanii au anunţat că vor face investiţii de circa 200 de milioane de euro, pentru ca liniile de producţie să fie transformate şi pregătite pentru producţia SUV-ului care, până în prezent, a fost importat, pentru piaţa din Europa, tocmai din India. Din momentul preluării uzinei de la Craiova, în 2008, Ford a investit peste 1 miliard de euro în facilităţile de producţie din România.
