    DEFENSE – Romania’s Defense Minister, Angel
    Tîlvăr, is attending the Foreign Affairs Council meeting in Brussels, in the
    Defense Ministers format. The main point on the agenda is the process of
    developing defense capabilities. Defense Ministers will be briefed regarding
    the latest operational developments, including the EU’s recent military
    assistance mission targeting Ukraine. Talks will also address the overall
    security context affected by the Russian war in Ukraine. Attending will also be
    NATO’s Secretary General, Jens Stoltenberg, and Ukraine’s Defense Minister,
    Oleksy Reznikov, the latter addressing the meeting via videoconference.




    VISIT – Romania’s Foreign Minister,
    Bogdan Aurescu, is today paying an official visit to Budapest, responding to
    the invitation extended by his Hungarian counterpart, Péter Szijjártó. According to the Romanian official, the
    Romanian-Hungarian Chamber of Commerce will be inaugurated next year. Hungary
    is one of Romania’s top trade partners. In the first seven months of the year,
    two-way trade went up by 32% compared to the same period of last year. The two
    officials discussed energy security and increasing the volume of gas transiting
    Romania towards Hungary. The Romanian official recalled that on December 17,
    Bucharest will host the signing of the agreement for the creation of the green
    energy corridor linking Azerbaijan to Central Europe. Bogdan Aurescu’s visit to
    Hungary marks a symbolic moment in bilateral relations between the two states,
    20 years since the signing in Budapest of the Declaration for the Strategic
    Partnership between the Government of Romania and the Government of the
    Republic of Hungary for 21st-century Europe, a fundamental mechanism
    that shaped cooperation between the two countries in the modern era.




    RECESSION – Romania’s Prime Minister,
    Nicolae Ciucă, on Tuesday said
    Romania is in no danger of facing an economic recession. On the contrary, according
    to current data, Romania might report an economic growth of 5% by the end of
    the year. Prime Minister Ciucă said the situation also depends on other
    economies Romania is cooperating with. It is important the Government
    takes measures to protect vulnerable categories of people, as well as to ensure
    the competitiveness of Romanian products, Nicolae Ciucă said. According to a Eurostat report published
    on Tuesday, Romania reported the highest economic growth rate at EU level in
    the third quarter compared to the second one of 2022, 1.3%. Our country also
    had the largest economic growth rate in the third quarter compared to the same
    period of last year, 4.7%.




    FORUM – Parliament is hosting the Salzburg
    Forum today and tomorrow, an event organized by the Interior Ministry. In the
    second half of 2022, Romania took over the presidency of the Forum, a regional
    mechanism for political consultation and multilateral cooperation. Specific
    panels will address hot topics such as managing the effects of the Russian
    aggression in Ukraine. Set up in 2000, the Salzburg Forum brings together
    Interior Ministers from Austria, Bulgaria, the Czech Republic, Croatia, Poland,
    Romania, Slovakia, Slovenia and Hungary.




    COMMEMORATION – Brașov in central Romania is today
    hosting events marking 35 years since the anti-communist uprising of industrial
    workers. Screenings, solemn civil and religious ceremonies will be held on this
    occasion. In a solemn session on Monday, Parliament also commemorated the
    events of November 15, 1987. MPs said the workers displayed courage and
    dignity, arguing that their uprising weakened the communist regime and prepared
    the revolution of 1989.




    G20 – Russia’s aggression in Ukraine
    dominates the G20 summit in Bali, Indonesia, although the issue was not
    formally included on the summit’s agenda. Ukraine’s president, Volodymyr
    Zelensky, earlier today called on G20 leaders to stand together as co-creators
    of peace in order to end Russia’s destructive war. The Ukrainian president
    addressed G20 leaders by videolink. The host country’s president, Joko Widodo,
    also called for putting an end to the war and argued against division in his
    opening address. We should not divide the world into parts. We must not allow
    the world to fall into another Cold War, the Indonesian official said. In
    turn, European Commission president, Ursula von der Leyen, accused Moscow of
    using natural gas as a weapon, preferring to flare it rather than sell it, in
    response to Western sanctions. Representing the Russian Federation is Foreign
    Minister Sergey Lavrov, who today held talks with the leaders of France and
    Germany regarding the conflict in Ukraine, accusing Kyiv of opposing any
    resolution. Minister Lavrov said Ukraine refuses to talk to Moscow and has
    advanced unrealistic peace terms.




    GLOBAL POPULATION – The United Nations has estimated global
    population to reach 8 billion people today, just 11 years after passing the
    7-billion milestone, the BBC reports. World population will reach 9 billion by
    2037, the UN has warned. Eight countries, give of which are in Africa, will
    account for half of this growth. At global level, the number of newborns has
    dropped dramatically. The UN says fertility went down in Europe and in parts of
    Eastern Asia, although not in Western Africa.




    HANDBALL – The Romanian women’s handball team is
    today playing Montenegro in the second game scheduled in Group 2 at the EHF
    European Championship hosted by Slovenia, North Macedonia and Montenegro.
    Tomorrow, Romania will play Germany. Romania needs to win both matches to
    advance to the semi-finals. In the first main group fixture, Romania defeated

    Immunity — Herd immunity against COVID-19 in Romania is around 50%, through vaccination or the development of antibodies following the disease – the president of the National Committee for Coordination of Vaccination Activities, doctor Valeriu Gheorghiţă said on Tuesday. He added that although the number of infections is on the rise, the situation is stable as compared to other European states. In another development, Valeriu Gheorghiţă specified that the authorities’ aim is to increase the number of vaccinated people, especially among the most vulnerable category, but that, at the moment, anti-Covid vaccination should not be mandatory, because the Romanian society is not prepared for this type of approach. Approximately 5 million Romanians, i.e. a quarter of the total population, have been fully vaccinated. More than 300 new cases of Covid 19 were reported on Tuesday in Romania, after processing more than 34,000 tests, this being the largest daily number reported since the end of May. Four deaths have also been announced. The number of hospitalized patients is also increasing, over 660, of whom about 80 are in intensive care.



    Humanitarian action — A Romanian Air Force aircraft transports, on Tuesday, to Egypt, 525,000 doses of Covid-19 vaccine, produced by AstraZeneca, for the management of the pandemic in that country. Romania has received a request for international assistance from the Cairo government through the European Civil Protection Mechanism, thus joining European and international efforts to support Egypt. Similar humanitarian aid would be sent to Albania and Vietnam. Already on Monday, the Romanian Air Force transported to Tunisia approximately 180,000 doses of AstraZeneca vaccine, antigen tests and medical supplies, as well as a 13-strong medical staff team who will provide support to the Tunisian health personnel. In a statement, the Tunisian Embassy in Romania thanked the Romanian state for its action.



    Attack – Romania reiterated its strong condemnation of any acts of aggression that represent violations of the principles and norms of international law and voiced its concern over the negative effects of these actions on regional and international security. This view was shared on Monday at an open debate of the UN Security Council held in video-conference format discussing maritime security as an expression of international cooperation. The Romanian foreign ministry said the attack on the Mercer Street oil tanker is a threat to peace and a blatant violation of international law. The European Union also condemned the attack and called for compliance with the principles and norms of international law. The Romanian foreign ministry recalled that Romanias and Britains permanent representatives at the UN together with Liberias permanent representative (under whose flag the ship was sailing) signed a joint letter to the president of the UN Security Council and the UN Secretary General on the subject of the attack on the Mercer Street tanker, in which a Romanian was also killed. The US presented information that the drone that hit the vessel was an Iranian-made kamikaze drone.



    Climate — The Romanian president Klaus Iohannis promised to get actively involved in the processes aimed at solving the climate crisis following the stark warning issued by a major UN report on the accelerated pace of climate change caused by human action. The report notes that global warming may exceed by 1.5 degrees Celsius the levels recorded at the end of the 19th century by around 2030, ten years earlier than previously estimated. UN experts speak of a genuine red code for humanity and unprecedented disasters, including more heat waves and floods. In response to the UN report, the European Commission said it is not too late to stop this trend provided the countries of the world act immediately and do so together. The US said the world cannot delay ambitious climate action, and the UK said the transition to renewable energy must be made fast, an idea supported by France. Greenpeace insists that it is now up to the worlds governments to take measures and commit to the reduction of greenhouse gas emissions by 2030.



    Police — The Romanian Police on Tuesday launched a road safety campaign entitled “View from the hospital”, in order to reduce the accidents caused as a result of drivers’ failure to observe speed limits on national highways and roads. The policemen presented what is meant by aggressive driving and explained that the dangerous maneuvers for drivers will be defined in the new proposals for the modification of the Traffic Code. The Interior Ministry has proposed, among other things, to double the sanctions for wrong-way driving on highways, i.e. withholding driving licenses for 120 days, as compared to 60 days at present, and license suspension for 60 days for driving in the emergency lane on highways instead of fines, as the rule goes at present. In Romania, excessive speed is the main cause of traffic accidents in the summer season. Statistics show that in summer, many drivers go on holiday with their families and try to reach their destination as soon as possible.



    Senate — The Romanian Senate’s Permanent Bureau on Tuesday summoned a plenary extraordinary session to inform about the adoption by the government, on August 5, during the parliamentary break, of the Emergency Ordinance repealing provisions regarding the disconnection of customers that do not pay their natural gas and thermal energy bills. So far, during the state of alert, conveyance and distribution operators have ensured the continuity of service provision for all subscribers who have not paid their bills. According to the authorities, the number of final customers – domestic and non-domestic – who had not paid their electricity and natural gas bills recorded in the period for which disconnections were postponed, was, at the end of May, over 200 thousand, the amount of outstanding debts standing at almost 250 million lei (about 50 million Euros).     NAVY DAY – August 15, the feast day of the Assumption of the Virgin Mary, was marked across Romania. Special services were held in monasteries and churches in Romania. Over 2,2 million people celebrated their name day. August 15 is also Navy Day in Romania. On this occasion, a grand public show was hosted in Constanta, with over 30 ships and vessels, 12 aircraft and 3,000 military. Attending were President Klaus Iohannis and Defense Minister Adrian Tutuianu. The president said Romania is taking on a more active role as an important and powerful regional player. Consolidating security and maritime defense is a core interest of Romania, Klaus Iohannis also pointed out.



    GAUDEAMUS – The 100th anniversary edition of the Gaudeamus Fair is being held in Mamaia, a major resort on the Black Sea. Representatives of the European Commission in Romania are holding a debate on the future of the European Union. At the event, an exhibition marks the 60th anniversary of the signing the Rome Treaty, the foundation of the Union. The Gaudeamus book fair, organized by Radio Romania, is open until Wednesday. Also this year, the national radio station celebrates 50 years since Radio Holiday started broadcasting for seaside resorts.



    SUMMER UNIVERSITY – In Izvoru Muresului, in the central Romanian county of Harghita, the 15th edition of the summer university for Romanians around the world is underway. On Monday in his opening address Peoples Movement Partys MP Eugen Tomac called for dialogue between all political factions to solve the issue of Romanian communities on the countrys borders, facing a thorough denationalization process. The Romanian official said the state needs to take a more active role to organize actions devoted to the memory and identity of Romanians living in the countrys vicinity. The reunification with the Republic of Moldova as a national objective for 2018 was another topic for the talks. Participants highlighted the fact that our country should make it a point in committing to fulfill this goal. The agenda of the event also includes book launches, discussion panels and folk shows. Attending are young people from at home and the Republic of Moldova, Ukraine, Hungary, Serbia, Bulgaria, Albania and Macedonia. The topic for this years edition is “From the first Unification to the Great Unification: Romania and Romanians Worldwide.



    UN REPORT – A report of the United Nations Court of Human Rights (UNCHR) has called on the United States to end its detention regime applied to potential immigrants and asylum seekers. The document shows that the practice of unlawfully detaining asylum seekers has expanded exponentially and is in breach of international regulations. The measure is often punitive, irrationally long, useless and costly, the report also reads. An annual estimated 350,000 people are detained in the United States, pending immigration procedures. The cost of detention is approximately 2 billion dollars every year. The report was carried out in October 2016 and is the result of 280 interviews conducted in nine prisons in Texas, California and Illinois.



    AVRAM IANCU – Avram Iancu, a 41-year-old librarian who wants to cross the Danube swimming, on Tuesday reached Romania. Iancu wants to cross the rivers entire length within 60 days without a neoprene suit. The man set out on June 20 in Donauschingen, Germany, and is set to reach the end of his journey in Sulina, where the Danube flows into the Black Sea. If successful, Avram Iancu will be the first to swim the Danubes course wearing nothing but his swimming costume and cap. Before him another two swimmers from Slovenia and Canada swam the entire distance although wearing neoprene suits and flippers. In August 2016 Iancu became the first Romanian to cross the English channel wearing only his costume and cap at the end of an 18-hour swim. (Translated by V. Palcu)

    NAVY DAY – August 15, marking the Assumption of the Virgin Mary, is also Navy Day in Romania. Military music, the guard of honor and a navy parade were held on this occasion, along with a joint exercise of the Romanian Naval Forces. Navy Day was also marked in Mangalia, Braila, Galati, Tulcea, Giurgiu, Calarasi, Orsova and in Bucharest.

    FOOTBALL – Romanias vice-champions FCSB is today taking on Sporting Lisbon away from home in the first leg of the Champions League playoffs for the main group phase. The return leg is scheduled for next week in Bucharest. Failure to qualify will nevertheless earn FCSB a place in the Europa League main group phase. The defending champions FC Viitorul is on Thursday playing Red Bull Salzburg of Austria in the first leg of the Europa League playoffs.



    TENNIS – Simona Halep, WTA no. 2 is today playing Taylor Townsend of the US in the second round of the WTA tournament in Cincinnati, United States, totaling 2,5 million dollars in prize money. In the womens doubles, the pair made up of Irina Begu and Raluca Olaru has qualified to the round of 16 after defeating Abigail Spears of the US and Katarina Srebotnik of Slovenia, 3-6, 7-5, 10-6. Also in the round of 16 another Romanian, Monica Niculescu has reached this stage after defeating, together with her teammate, Su-Wei Hsieh of Taiwan, Johanna Konta of Great Britain and Christina McHale of the United States, 6-2, 6-2. In the mens doubles, Horia Tecau of Romania and Jean-Julien Rojer of the Netherlads eased past Jared Donaldson and Stefan Kozlov of the United States, 6-3, 6-4, and moved on to the round of 16.
