    CELEBRATIONS – Romanians have todays started a four-day mini-holiday occasioned by St. Andrews’ Day, the patron saint of Romania, followed by Romania’s National Day, on December 1st. Most Romanians have chosen local destinations to spend these days off from work, their favourites being the resorts on the Prahova Valley, in the Southern Carpathians, Bukovina, in the north as well as spas and treatment resorts. The average budget allocated for this travels across the country stands at some 170 Euros per person. Romanians spending their mini-holiday abroad will however spend around 320 Euros per person. Celebrated by both the Romanians living in the country and abroad, December 1st, the National Day of Romania, is, as every year, a moment of joy. The highlight of the day is the traditional military parade in Bucharest. The approximately 3,500 Romanian military, accompanied by 50 aircraft and over 300 fighting vehicles will parade in Romania’s capital city. 300 other troops from allied and partner countries will also join the parade.




    VISAS – The Romanian Foreign Ministry recalls that, as of December 1st, Romanian citizens will be able to travel to Canada visa free, for periods of maximum 6 months, for tourist purposes. Those who intend to travel by plane will have to first get an Electronic Travel Authorization — eTA. The others will only have to have a valid passport. The Romanian Foreign Ministry hails the decision made by the Canadian authorities to liberalize the visa regime for the Romanian citizens, the outcome of years of diplomatic cooperation, also with the participation of the European Commission.




    ST. ANDREW’S DAY — Orthodox, Greek Catholic and Roman Catholic believers from all over the world, Romania included, are today celebrating St. Apostle Andrew. He is the first of Jesus Christ’s apostles who preached Christianity in the south of Romania. This way Saint Andrew is also considered the patron saint of the country. Saint Andrew preached in Dobruja and in today’s Ukrainian territory, in Great Scythia, and then in Byzantium. He then went to Greece and preached the Gospel, going up to Patras town where he died a martyr’s death. He was crucified on an X-shaped cross. Over 700 thousand Romanians named after St. Andrew celebrate their name day today.




    WARNING – The United States has urged all countries to sever economic and diplomatic ties with North Korea. Speaking at an emergency meeting of the U.N. Security Council to discuss North Korea’s latest missile launch, U.S. Ambassador to the United Nations, Nikki Haley warned Pyongyang that the regime will be “utterly destroyed” if a standoff over missile tests leads to war. She also said Pyongyang had brought the world closer to war with its latest test of a ballistic missile capable of striking the U.S. mainland. The Romanian Foreign Ministry has firmly condemned North Korea’s new nuclear test, saying it is a new serious threat to regional and international peace and security and a blatant violation of the UN Security Council resolutions.




    BUDGET – Romania’s state budget for next year is built on a 5.5% economic growth rate, down from this year’s 6.1% forecast, reads a Report on the macroeconomic situation and its projection for the 2019-2021 period, made public by the Finance Ministry. The domestic demand will be the engine for economic growth. The document also says that economic activity in all sectors will improve, while the budget deficit will stand at 2.97% of the GDP. The annual average inflation rate considered when drafting the 2018 budget is 3.1% and the exchange rate is 4.55 lei for one euro. Also, a 4.2% increase in the number of employees is expected, at the same time with a decrease in the unemployment rate, which is expected to stand at 3.9% at the end of next year.




    HANDBALL – As of December 1st, Germany will be hosting the World Women’s Handball Championship. Romania is part of Group A, alongside France, Spain, Slovenia, Angola and Paraguay. On December 2nd, in their first match, the Romanian squad will take on the team of Paraguay. At the previous World Championship, in 2015, Romania won bronze. The Romanian team is the only team to have participated in all the 22 editions of the World Championship held so far.

    Brennpunkt Nordkorea: Gelingt der UN eine Deeskalation des Atomkonflikts?

    Im Atomkonflikt mit Nordkorea hat der UN-Sicherheitsrat neue Sanktionen gegen Pjöngjang verhängt. Der Beschluss wurde in Stra‎ßburg von der Hohen Vertreterin der EU in Fragen der Au‎ßen- und Sicherheitspolitik Federica Mogherini begrü‎ßt. Die Ma‎ßnahmen seien kein Selbstzweck, sondern würden den Weg zum Dialog und zu politischen Verhandlungen öffnen. Brüssel nehme für diese Krise keine militärische Antwort in Aussicht, jeder Angriff auf Nordkorea würde sich als nutzlos erweisen und könne nur negative Folgen haben, sagte Mogherini. Im Anschluss lobte die Hohe Vertreterin der EU die einheitliche Position aller EU-Staaten, die ebenfalls Mitglieder des Sicherheitsrates sind und in diesem Konflikt eine einzige Stimme besitzen. Der US-Präsident Donald Trump hält hingegen die UN-Sanktionen gegen Nordkorea nur für einen sehr kleinen Schritt. Das sei keine gro‎ße Sache, sagte Trump im Wei‎ßen Haus und fügte hinzu: Diese Sanktionen sind nichts im Vergleich dazu, was letztlich geschehen wird müssen.“



    Die verschärften Sanktionen gegen Pjöngjang, laut denen die Öllieferungen an das kommunistische Land eingeschränkt und Textilexporte verboten werden sollen, erfolgen nach dem Atomtest Nordkoreas am 3. September. Mitte August hatte Pjöngjang zudem eine Rakete über Japan abgeschossen. Der Militär- und Politikanalyst Iulian Chifu sagte über die Politik des kommunistischen Landes und die mögliche Antwort der internationalen Gemeinschaft:



    Man kann von einem Krieg, eigentlich von einem andauernden Krieg nicht sprechen. Meiner Ansicht nach können wir einen chirurgischen Angriff der USA erwarten, die in einer einzigen Nacht die Kernwaffen- und Raketenkapazität Nordkoreas vernichten können. Sollte es eine Militärantwort seitens Washingtons geben, so könnte sie in dieser Art aussehen. Das könnte im Nachhinein eine Instabilität Nordkoreas hervorrufen. Eine chinesische Invasion in den Norden des Landes wäre auch nicht ausgeschlossen, damit die Situation stabilisiert und eine Pufferzone geschaffen wird. Darüber hinaus rechne ich weder mit einer Angriffsformel noch mit einer Einmischung des Westens. Zweifelsohne wird man sich letztendlich an den Verhandlungstisch setzen. Es ist nicht weniger wahr, dass bei politischen Verhandlungen die entsprechende Situation vor Ort ausschlaggebend sein wird. Ich bin der Meinung, dass Südkorea nach Verhandlungen für eine koreanische Wiedervereinigung bereit sein soll. Südkorea könnte zu jedem Zeitpunkt einen Raketenangriff oder irgendeinen Machtbeweis als zuvorkommenden Angriff erwarten. Ich bin mir dessen sicher, dass die Konfliktparteien jedoch vernünftig handeln werden, damit es zu keiner kriegerischen Auseinandersetzung kommt.“




    Die NATO bezeichnet das nordkoreanische Nuklearprogramm als globale Bedrohung, die eine globale Antwort dringend benötigt“, sagte der Generalsekretär der Organisation, Jens Stoltenberg, in einem Interview mit der BBC. Ob bei einem Angriff auf das US-Au‎ßengebiet Guam die NATO das System der kollektiven Verteidigung aktivieren werde, wollte Stoltenberg vorerst nicht sagen. Auf der strategisch wertvollen Pazifikinsel liegt ein Militärstützpunkt mit zentraler Bedeutung für die NATO. Man kann nicht darüber spekulieren, ob der Artikel 5 des NATO-Vertrags (laut dem ein bewaffneter Angriff gegen einen oder mehrere NATO-Staaten als Angriff gegen alle angesehen wird) umgesetzt wird oder nicht, sollte Nordkorea seine Drohung mit einem Angriff auf die Insel wahrmachen. Das einzige, was ich sagen kann, ist, dass wir uns derzeit völlig darauf konzentrieren, eine friedliche Lösung zu finden und Druck auf Nordkorea auszuüben, damit Pjöngjang sein Atomwaffenprogramm beendet“, sagte im Anschluss Jens Stoltenberg.



    Im andauernden Atomkonflikt bewahren China und Russland einen besonderen Status. Die neuen Sanktionen des Europäischen Rates sind dennoch nicht so drastisch verschärft worden, wie von den USA vorgeschlagen. Die Diskussionen zwischen Washington und Moskau bzw. zwischen Washington und Peking haben den Weg für Kompromisse freigemacht. Nach der Abstimmung über die neuen Sanktionen appellierte China, das sich für die Entnuklearisierung der Halbinsel sowie für Stabilität in der Region einsetzt, erneut zum Dialog. Moskau bekräftigte den Mangel an politischen und diplomatischen Lösungen im Atomkonflikt. Ein Militärkonflikt habe sowohl für Pjöngjang als auch für Südkorea verwüstende Folgen, behaupten einige Kommentatoren, andere sind hingegen der Ansicht, dass der koreanische Führer Kim Jong-un eher eine Atomwaffen-Verteidigung als einen offenen Krieg anstrebt.

    9/11 — United States President Donald Trump joined the nation in a minutes silence on Monday morning, to mark the 16th anniversary of the September 11 attacks which killed nearly 3,000 people when hijackers flew commercial planes into the World Trade Center. Four Romanians were among the victims. Commemorations are under way across much of the US. The names of all the victims killed were read aloud at the 9/11 Memorial Museum while Donald Trump also participated in a special ceremony at the Pentagon. The anniversary came as the country struggles with the widespread destruction caused by hurricanes Harvey and Irma. President Trump drew a parallel between the nation’s response to the terror attacks and natural disasters, saying, “When Americans are in need, Americans pull together.”




    ABU – The 3rd Asia-Pacific – Europe Media Dialogue conference is under way in the Romanian mountain resort of Sinaia. The three-day event, that started on Monday, is organized jointly by Radio Romania and ABU (Asia-Pacific Broadcasting Union), and brings together experts from all over the world in an effort to respond to current challenges in a rapidly changing media landscape. The interim director general of the Romanian Radio Broadcasting Corporation, Georgică Severin, delivered the opening speech on Monday. He underlined the fact that the general topic of the conference is the growing power of the media in a fast changing world, and that accuracy of information is paramount. Also on the first day of the conference, Olya Booyar, Head of Radio at ABU talked about how radio can flourish in the new media age, Fayyaz Sheheryar, Director General of All India Radio talked about ways of reaching the listeners without losing the essence of public broadcasting while Dr. Javad Mottaghi, ABU Secretary General, delivered a speech on how to change the challenge into opportunity.




    SCHOOL – A new school year started in Romania on Monday for some 2.3 million pupils and high-school students. Authorities have prepared several changes, including with regard to the baccalaureate exam, which will start earlier. Also, teachers will be able to check online, from home, the papers of the applicants to the national evaluation and baccalaureate examinations. Many schools in Romania, in particular in the rural areas, have not been able to obtain the necessary licenses and equipment to properly start the new school year, and the 5th grade pupils still do not have textbooks. Attending the festivities at a prestigious high-school in Bucharest, Romanian President Klaus Iohannis stated that the education law must stop being just a puzzle with pieces that keep changing all the time. In his opinion, we cannot speak of an educated Romania in the absence of an education system that is predictable and centred on the student.




    SANCTIONS – German Chancellor Angela Merkel on Monday voiced her support for tougher U.N. sanctions against North Korea in a telephone call with Russian President Vladimir Putin, a German government spokesman said. The two officials agreed that the conflict about North Koreas nuclear armament must be resolved peacefully. Merkel told Putin she supported efforts of the U.N. Security Council to rapidly adopt further sanctions against North Korea to make Pyongyang change its course. The U.N. Security Council is going to vote on a new watered-down sanctions resolution against North Korea that eliminates initial U.S. demands to ban all oil imports to the country and freeze international assets of the government and its leader Kim Jong Un. The new document provides for a “progressive” embargo on oil to Pyongyang and stipulates a ban on textile imports from North Korea, applicable to all the UN member states. Washington has changed the initial draft also with regard to the North-Korean expatriates. The new sanctions proposed by the US come after the nuclear test conducted by North Korea on September 3rd at an unprecedented level. The UN Security Council has already adopted 7 resolutions including sanctions against North Korea, in a bid to convince Pyongyang to negotiate its nuclear and conventional weapons programmes.




    GEORGE ENESCU FESTIVAL – The George Enescu International Classical Music Festival continued in Bucharest on Monday with a performance by the London Philharmonic Players and concerts by the Russian National Orchestra and the Radio Academic Choir. The programme of the George Enescu Festival, which has become one of the most prestigious in Europe, includes 80 concerts and events, with more than three thousand artists attending. Radio Romania is the only media institution in the country that is broadcasting live the festival concerts, through the Radio Romania Music and Radio Romania Culture channels. The festival is held every two years and lasts three weeks.




    TRADE – Romanias trade deficit went up by 33.1% in the first seven months of the year, as compared to the similar period in 2016, to 6.824 billion Euros, reads a communiqué issued by the National Statistics Institute. The value of the intra-EU trade in goods stood at more than 27 billion euros in exports and 32 billion in imports. As for the extra-EU trade, exports stood at some 8.7 billion euros, and imports at 10.3 billion. A major share of the exports is held by the machine and transport equipment industry.

    HEAT WAVE – Romanian meteorologists have extended the code red alert against extreme heat for Sunday as well, but narrowed it from 12 to 2 counties in the south-west, where highs of 40 – 41 degrees Celsius are expected. Meanwhile, nearly 3-quarters of the country remain subject to a code orange alert, with temperatures of up to 39 degrees and lows between 22 and 25 degrees. The heat wave that has hit Romania these days will continue, and the thermal discomfort index will go over 80, to 82-84 units. On the other hand, starting on Sunday thunderstorms and heavy rainfalls are expected in the north-west and the north of the country, particularly in the mountains, and on Monday in the northern half of the country. Weather experts warn that the weather will remain extremely hot next week as well. Two people died because of the extreme heat, and hundreds required medical assistance. First-aid tents have been set up in all major cities. Speed restrictions are in place on the national railway network as well as on the countrys main roads, with heavy-duty vehicle traffic restricted during the afternoon.




    ALERT – Extreme temperatures are also reported across Europe this weekend. Code red alerts are in place in Croatia, Bosnia and Herzegovina, Serbia, Montenegro and Hungary, in most of Slovenia, south of Poland, south of Slovakia, south of Switzerland, in central and south-eastern Italy as well as in the islands of Sicily and Sardinia. High wildfire risks are reported in Portugal, Spain, Italy, France, Albania, Hungary, Serbia, Macedonia, Bulgaria, Greece, Cyprus and Turkey. The Foreign Ministry recommends that areas under alert should be avoided, and says that Romanian diplomatic missions abroad are prepared to provide assistance to those who request it.



    SAXONS – The President of Romania Klaus Iohannis urged the Saxon ethnics attending a meeting in Sibiu on Saturday to pass on to younger generations the traditions and values of the community. The head of state, himself a German ethnic, gave a speech both in Romanian and German and attended a parade of Saxon traditional costumes. The city of Sibiu in central Romania is hosting, until Sunday, the 27th and largest so far meeting of Transylvanian Saxon ethnics, under the motto “Home around the world, heart in Transylvania. For this occasion, thousands of Saxon ethnics currently living in Germany, Austria and the USA returned to their home country. The agenda of the event includes 50 events, from exhibitions and book launches to music and dance performances. The Saxon ethnics, a German population, settled in Transylvania starting in the mid-12th Century.



    HEROES Romania continues to commemorate its WWI heroes through a series of ceremonies held all over the country. The peak of these events organised by the National Defence Ministry and the Vrancea County Council will be on Sunday, when the country marks 100 years since the Battle of Marasesti, a watershed moment for Romania in the Great War. Regarded as one of the most impressive monuments in the country, the Mausoleum in Marasesti was built in the place where, in the summer of 1917, the Romanian soldiers stood their ground against a technically superior and better-trained German army, losing 480 officers and over 21,000 troops.



    CLIMATE – The USA gave written notice to the UN of its intention to pull out of the Paris Agreement on climate change, but will continue to take part in international negotiations, the American State Department announced. Washington will take part in the forthcoming annual UN conference on climate, due in November in Bonn, Germany. On June 1, US President Donald Trump announced the withdrawal of the country from this agreement aimed at containing global warming and signed in 2015 by 195 states. Trump says the deal damages the American economy, but he does not rule out the US rejoining the process after renegotiations or even the signing of a new agreement able to protect the US. Under the Agreement, an official withdrawal notification can only take effect 3 years after the agreement has come into force, that is on November 4, 2016. Donald Trump will therefore be able to pull out from the deal only at the end of 2019, with a one-year notice, AFP reports.

    HEAT WAVE – A quarter of Romanias territory has been placed under code red alert for extreme heat until Saturday night; in 12 counties in western Romania temperatures are expected to soar to 42 degrees Celsius. This is the second code red alert issued this summer, after the one in early July. The rest of the country remains under a code orange alert with temperatures of 39 degrees Celsius. The code red alert will stay in place on Sunday in 2 counties in the south-west, and nearly 3-quarters of the country will remain under a code orange warning. The thermal discomfort index went over 80 and could reach 82-84 units. Over the past two days 2 people died and hundreds required assistance because of the extreme heat. First-aid tents have been set up in all major cities to provide fresh cold water to people. Mobile ambulance and medical services have been placed on high alert and speed restrictions are in place on the national railway network as well as on the countrys main roads with a view to avoiding accidents. The drought Romania is currently facing has severely damaged the corn and sunflower crops. Weather experts say that the heat wave will last until mid-next week, but only in the south, while atmospheric instability will increase, particularly in the mountains and in the north of the country.

The most eagerly awaited of them is a parade of Saxon traditional costumes, an event scheduled for today and in which the President of Romania Klaus Iohannis, himself a German ethnic, is expected to take part. The head of state said this years meeting is an opportunity for the younger generation of Saxons living in Germany to get to know and like more their parents home country. The Saxon ethnics settled in Transylvania starting in the mid-12th Century.

    VISIT – Romanian President Klaus Iohannis has today received the Dresden Medal of St. George of the Semper Opera Ball, at the Romanian Embassy in Berlin. The President has said, upon receiving the medal, that he dedicates it to the Romanian-German friendship. Iohanis has also reiterated Romania’s commitment to the future European project. “Europe means democracy, pluralism, tolerance and diversity. The EU means freedom and responsibility”, the President has concluded. Later today Klaus Iohannis is attending in Berlin a ceremony commemorating the victims of refuge and expulsion hosted by the German History Museum. Iohannis will deliver a speech on this occasion. On Monday, Iohannis held talks with German Chancellor Angela Merkel and his counterpart Frank Walter Steinmeier.




    REFUGEES – A record 65.6 million people worldwide were forcibly displaced from their homes owing to conflict or persecution by the end of 2016, the United Nations announced. According to a report by the UN High Commissioner for Refugees, the record number includes 22.5 million refugees, 40.3 million internally displaced people and 2.8 million asylum seekers. Syrias six-year conflict alone has sent more than 5.5 million people seeking safety in other countries, including 825,000 last year alone, accounting for the worlds largest group of refugees. The report was made public on the occasion of the World Refugee Day, marked today. In Romania, as of 1991 up to present about 27 thousand people applied for a form of protection. Of them almost 5 thousand were granted the status of refugee or subsidiary protection. Since the start of the year 1,700 asylum applications have been submitted. Most asylum seekers come from Syria, Iraq and Pakistan.




    POLITICAL CRISIS – The political crisis in Bucharest continues, a day before the no confidence vote in Parliament. The coalition in power in Romania made up of the Social Democratic Party and the Alliance of Liberals and Democrats tabled a motion of no confidence in their own Government. The motion will be discussed and voted on this Wednesday, and at least 233 votes are required in order for it to pass. According to the ruling coalition leaders Liviu Dragnea and Calin Popescu Tariceanu, the replacement of the executive team was necessary, given the delays in implementing the governing programme. The criticism is dismissed by the Prime Minister, who says 6 months is not enough time to implement large-scale reforms.





    BREXIT – The European Union and the UK on Monday launched Brexit talks, which will last less than two years and which will allow a country to leave the community bloc, for the first time ever. Chief negotiators Michel Barnier and David Davis have set up three working groups, established a meeting timetable, and identified the main priorities during the negotiation process. According to the EU treaties, the two sides have until March 29, 2019, to reach an accord on an array of deeply complex issues, including citizens’ rights, the UK’s financial obligations to the EU, and border and customs controls.




    COURT — The High Court in Bucharest is today setting new court appearance dates in the cases involving the Chamber of Deputies Speaker Liviu Dragnea, former PM Victor Ponta and former deputy PM and interior Minister Gabriel Oprea. The Social Democrat Liviu Dragnea is accused of instigation to abuse of office. Gabriel Oprea is also accused of abuse of office for having used public funds illegally. Also, former PM Victor Ponta is accused of forgery, accessory to tax evasion and money laundering, in a case also involving the former minister of transport, the Social Democrat senator Dan Sova.

    UN – At the UN headquarters in New York, Romanias Foreign Minister Teodor Melescanu deposited Romanias instrument of ratification of the Paris agreement on climate change, reads a communiqué issued by the Romanian Foreign Ministry on Friday. Melescanu has stated that a coordinated implementation of sustainable development and climate change strategies comes in line with Romanias commitments as a member of the EU and UN. In turn, the United Nations Under-Secretary-General for Legal Affairs Miguel de Serpa Soares has stated that Romanias ratifying the Paris Agreement helps maintain the issue on the international agenda. Minister Melescanu is in New York to promote Romanias candidacy for a two-year office of non-permanent member of the UN Security Council. Since it joined NATO in 1995, Romania has held four such terms.



    PARIS AGREEMENT – Climate changes represent a worldwide emergency, and the global solutions proposed by the Paris Agreement mustnt be turned down, according to actress Medeea Marinescu, Ambassador of the Agreement for Romania. Greenpeace International believes that the USs withdrawal from the agreement will turn the US from a climate leader at world level into an isolated society. The Romanian branch of Greenpeace too believes that this decision is one to be condemned, given that the US is one of the worlds biggest polluters. The UN Secretary General Antonio Guterres has termed the decision a major disappointment for the global efforts to reduce greenhouse gas emissions and promote international security. The White House leader has invoked the level of contributions and the effects on the economy, saying that the accord has had negative consequences for the US industry and its workers, placing them at a disadvantage as compared to China, India or other emerging powers. The Paris Agreement, signed by 195 states, is aimed at combating climate change by curbing greenhouse gas emissions and containing the increase in the global average temperature.



    CONGRESS – The opposition Save Romania Union (USR), the third largest political group in Romanias Parliament, has announced its intention to hold a congress to elect its new leader, following the unexpected resignation on Thursday of its founding president Nicusor Dan. The USR vice-president Elek Levente, the head of the USR branch in Cluj, north-western Romania, has become the groups interim president. Nicusor Dan stepped down after the USR National Bureau had decided to oppose new Constitution amendments over redefining the family as the union between a man and a woman. The bill revising the Constitution has already been endorsed by the Chamber of Deputies and if the Senate endorses it too, the Romanians will be called to have their say in a referendum. The aforementioned Constitution amendments have been requested by three million Romanians.



    TALKS – We are having a constructive dialogue at European Commission level to ensure a good preparation for Romanias taking over the EU Council Presidency in 2019, the Romanian Minister Delegate for European Affairs Ana Birchall has stated. The Romanian minister has held talks on the issue with Jean-Eric Paquet, Deputy Secretary General of the European Commission. “Holding the presidency of the EU Council is one of our priorities. Romania has been an EU member for 10 years now and I believe we have grown mature enough to turn a big challenge into an opportunity. Talks with European Commission officials are vital for ensuring a successful mandate at the helm of the EU Council in the first half of 2019”, Minister Birchall has also said.



    MOLDOVA – The Republic of Moldovas values are different from those of the Western countries, and the former Soviet state is now resuming its strategic partnership with Russia, said on Friday the Moldovan President Igor Dodon at the economic forum in Sankt Petersburg. “After eight years of pro-European and clearly anti-Russian policy, following last years presidential elections we have started to remedy this situation” the President added. He also said that his country cannot join the EU as it is today, questioning the benefits of such an integration, given that even Great Britain has decided to leave it. In turn, the Russian President Vladimir Putin stated that Russia and NATO must cooperate in the fight against terror, because, otherwise more attacks will follow. However, Putin has also stated that to him NATO is one of the USs political instruments, also voicing concern over NATO military infrastructure getting closer to the Russian borders.



    NOBLE JUMP – A 50 strong Norwegian contingent has come to Romania to take part in the multinational exercise Noble Jump 2017 at the Cincu shooting range in Brasov Country, central Romania. On Thursday, eight NATO convoys also arrived in Romania, to participate in the exercise. The convoys are made up of some 300 soldiers and 150 battle vehicles and carriers. Noble Jump 2017, which started on May 26th, includes drills that are carried out on Romanian, Green and Bulgarian soil. 4000 Romanian soldiers and military staff from 11 NATO member countries are taking part in the exercise.



    CENTRAL BANK – Romanias foreign currency reserves dropped in May this year by 477 million Euros as compared to April, down to some 35.5 billion, according to date made public by the National Bank of Romania on Friday. As regards its gold reserve, last month it stood at some 104 tons. Against the latest price developments across the world, the value of this reserve is now 3.8 billion Euros. The Central Bank has also announced that over May 24th – June 23rd 2017, the minimum reserve requirement ratio on foreign currency-denominated liabilities will be reduced from 10 to 8%.



    TIFF – Some 200 feature films and short reels will be screened in Cluj Napoca, north-western Romania, at the 16th Transylvania International Film Festival – TIFF 2017, which started on Friday. Over 12 hundred Romanian and foreign guests are attending the screenings, concerts, workshops, debates and launches held during the countrys most important cinema event, which has Radio Romania as its partner. Romanian actress Tora Vasilescu is to be awarded an excellence award at the festival, whose special guest this year is the French film star Alain Delon, on his first visit to Romania.



    TENNIS – The worlds fourth tennis player Simona Halep of Romania will be playing Russian Daria Kasatkina, no. 28 WTA, in the third round of the Grand Slam tournament of Roland Garros on Saturday. Halep has clinched a two-set win against Tatjana Maria of Germany in the second round. Another Romanian in the competition, Sorana Cirstea has conceded defeat to Carla Suarez Navarro of Spain. In the doubles, the Romanian-Dutch pair made up of Horia Tecau and Jean Julien Rojer will be playing in the round of 16 against the winners of the game pitching Tunisian-Italian pair Jaziri/Seppi against Croatian-Spanish pair Dodig/Granollers.

Juni wird Präsident Iohannis mit dem US-Präsidenten, Donald Trump zusammenkommen, meldete die Bukarester Präsidialverwaltung. Der Sprecher des Wei‎ßen Hauses, Sean Spicer, bestätigte offiziell das Treffen und sagte, Präsident Trump warte mit Interesse darauf, über die Vertiefung der Beziehungen zwischen den USA und Rumänien und über die Verstärkung der strategischen Partnerschaft der zwei Staaten zu diskutieren. In einem Facebook-Beitrag präzisierte Präsident Iohannis seinerseits, das Treffen mit Donald Trump werde das feste Engagement Rumäniens als vertrauenswürdiger Partner der Vereinigten Staaten bestätigen. Während seines USA-Besuches wird Präsident Iohannis Ehrengast beim Globalen Forum der bedeutenden Organisation American Jewish Committee; dabei wird Klaus Iohannis die Auszeichnung “Light Unto the Nations” erhalten. Das ist die höchste Auszeichnung des American Jewish Committee, und wird an Staats- und Regierungschefs als Anerkennung für ihren wichtigen internationalen Beitrag bei der Förderung des Friedens, der Sicherheit, der Demokratie und der menschlichen Werte verliehen. Im Rahmen seines USA-Besuches wird Klaus Iohannis auch mit Vertretern der rumänischen Gemeinden in den Vereinigten Staaten zusammentreffen.



    Der rumänische Au‎ßenminister, Teodor Melescanu, hat am Mittwoch das Engagement Rumäniens im Rahmen der Organisation der Vereinten Nationen UNO bekräftigt. Dabei betonte Melescanu den Beitrag Rumäniens bei der Förderung der multilateralen Diplomatie. Teodor Melescanu hält sich bis zum 03. Juni in New York auf, anlä‎ßlich der offizielllen Lancierung der Kampagne zur Förderung der Kandidatur Rumäniens für ein neues Mandat als nichtständiges Mitglied im UN-Sicherheitsrat, in der Zeitspanne 2020-2021. Die Kampagne läuft unter dem Motto Rumänien — ein langfristiges Engagement für Frieden, Justiz und Entwicklung“, hie‎ß es vom Bukarester Au‎ßenministerium. Bei einem Treffen in New York mit dem rumänischen Au‎ßenminister, Teodor Melescanu, sagte der UN-Generalsekretär, Antonio Guterres, Rumänien sei ein Beispiel für gelungene Kooperation mit der UNO. 2006 stellte Rumänien seine Kandidatur für den Platz der Ostgruppe im UN-Sicherheitsrat. Die Wahl findet in Juni 2019 statt. Seit seinem Beitritt zur Organisation der Vereinten Nationen im Jahr 1955 hatte Rumänien vier Mandate als nichtständiges Mitglied des UN-Sicherheitsrates, und zwar 1962, 1976-1977, 1990-1991 und 2004-2005.



    Acht militärische NATO-Konvois, die an der multinationalen militärischen Übung Noble Jump 2017 teilnehmen, sind am Donnerstag in Rumäanien angekommen. Die Konvois bestehen aus etwa 300 Soldaten und mehr als 150 Kampffahrzeugen und Truppentransportern. Am Sonntag werden die Konvois am Schie‎ßplatz Cincu, in der Mitte Rumäniens, ankommen. Die multinationale militärische Übung Noble Jump 2017 hat am 26. Mai begonnen und findet bis zum 16. Juni in Griechenland, Bulgarien und Rumänien statt. An der Übung beteiligen sich insgesamt 4.000 Militärs und 500 technische Mittel aus Rumänien und aus weiteren 11 NATO-Ländern.



    Die Rumänen hatten dieses Jahr zum erstenmal frei am 1. Juni, dem Internationalen Kindertag. Letztes Jahr hatte das Bukarester Parlament den 1. Juni zum gesetzlichen Feiertag erklärt, damit die Eltern den freien Tag mit ihren Kindern verbringen können. In ganz Rumänien fanden Theateraufführungen, Musikkonzerte, Wettbewerbe, Ausstellungen und andere Sonderveranstaltungen für Kinder statt. Der rumänische Ministerpräsident, Sorin Grindeanu, sagte in einer Botschaft zum Internationalen Kindertag, er wünsche sich für die Kinder in Rumänien ein hochwertiges Ausbildungssystem, Ma‎ßnahmen zur Verhinderung des Schulausstiegs und entsprechende Lebensbdingungen, damit die rumänischen Kinder gesund und stolz auf ihr Heimatland aufwachsen. Es gibt kein international einheitliches Datum für den Kindertag, was historisch begründet ist. In über 40 Staaten, wie in China, teilweise in den USA, in vielen mittel- und osteuropäischen Ländern sowie Nachfolgestaaten der Sowjetunion wird am 1. Juni der Internationale Kindertag begangen. In anderen Ländern sind es andere verschiedene Daten. In Deutschland und Österreich wird am 20. September der Weltkindertag ausgerichtet, aber auch der 1. Juni als Internationaler Kindertag gefeiert. Die Vereinten Nationen selbst begehen den Weltkindertag am 20. November als Internationalen Tag der Kinderrechte, dem Jahrestag, an dem die UN-Vollversammlung die Kinderrechtskonvention von 1989 verabschiedete; auch diesem Datum haben sich viele Staaten angeschlossen.

    Der rumänische Staatspräsident, Klaus Iohannis, hat das Dekret zur Promulgierung des Gesetzes zum Festlegen des 14. Mai als nationalen Gedenktag zum Ehren der Märtyrer, die in den kommunistischen Gefängnissen gestorben sind, unterschrieben. In der Begründung des Gesetzes steht, dass in der Nacht vom 14. auf 15. Mai 1948 mehr als 10.000 junge Menschen verhaftet wurden. Anschlie‎ßend wurden sie verhört, verurteilt und in Strafanstalten gebracht. Aus Respekt für die Menschen, die in jenen historischen Zeiten den Mut zum Widerstand hatten, hat das Rumänische Parlament die moralische Pflicht, den 14. Mai zum nationalen Gedenktag für die Märtyrer der kommunistischen Gefängnisse zu erklären, steht im Begründungsschreiben. Das kommunistische Regime Rumäniens, das nach dem Zweiten Weltkrieg an die Macht kam und im Dezember 1989 gestürzt wurde, ist 2006 von den Bukarester Behörden offiziell verurteilt worden.



    Im rumänischen Luftverkehr herrscht langsam wieder Normalbetrieb – die rumänischen Fluglotsen haben ihren am Dienstagmorgen begonnen unbefristeten Generalstreik bereits nach vier Stunden ausgesetzt. Sie fordern einen neuen Tarifvertrag und mehr Personal. Am Montag war eine weitere Verhandlungsrunde mit der Geschäftführung der staatlichen Gesellschaft zur Verwaltung des Luftraums ROMATSA ergebnislos zu Ende gegangen. Verkehrsminister Răzvan Cuc verneinte eine Konkursgefahr bei der ROMATSA und kündigte eine neue Geschäftsstrategie an. Er warf den Streikenden vor, den Pfingsturlaub stören zu wollen. Rund 3000 Flüge überqueren täglich den rumänischen Luftraum; während ihres Streiks sind die Lotsen per Gesetz verpflichtet, nur ein Drittel der Flüge abzufertigen. Am Flughafen Otopeni wurden sechs Flüge von RyanAir gestrichen — darunter der Flug nach Berlin Schönefeld.



    Der parlamentarische Ausschuss für Arbeitsfragen in der Abegordnetenkammer wird seinen Bericht über den Gesetzentwurf zur einheitlichen Entlohnung der staatlichen Bediensteten vorlegen. Am Montag hatte der Ausschuss den Entwurf abschlie‎ßend diskutiert. Die Abgeordnetenkammer ist das Entscheidungsgremium im diesem Verfahren. Arbeitsministerin Lia Olguţa Vasilescu erklärte, dass die in der Eingangskammer verabschiedeten Änderungsanträge den Finanzierungsrahmen von sieben Milliarden Euro sprengen, der für die Lohnerhöhungen vorgesehen ist. Für weitere Erhöhungen stehe sie nicht bereit, sagte sie. Getragen wird das von den Parteien der Regierungskoalition – der sozialdemokratischen Partei sowie der Allianz der europäischen Liberalen und Demokraten – aber auch von dem Ungarnverband UDMR. Die Opposition kritisiert, dass die Auswirkungen auf den Haushalt sowie die Finanzierungsquellen für die Lohnerhöhungen nicht geklärt wurde.



    In Bukarest gehen die Anhörungen des parlamentarischen Untersuchungsausschusses zu den Präsidentenwahlen von 2009 weiter. Zum damaligen Zeitpunkt hatte sich der amtierende Staatschef Traian Băsescu als Kandidat der bürgerlichen Parteien gegen seinen sozialdemokratischen Kontrahenten Mircea Geoană durchgesetzt. Am Montag wurde Geoană zum zweiten Mal angehört. Er sagte dabei, dass ihm zwar Unregelmä‎ßigkeiten bei der Wahl im Ausland gemeldet wurden, dass es aber für eine Partei schwierig sei, über die Richtigkeit des Wahlgangs in den vielen Wahllokalen im Ausland wirksam zu wachen. Die Gründung des Untersuchungsausschüsses wurde infolge der Enthüllungen eines Journalisten beschlossen. Nach seinen Angaben sei der Wahlprozess von 2009 von hohen Staatsbeamten, einschlie‎ßlich einiger Leiter von Gesetzesvollzugsbehörden, beeinflusst worden.



    Die moldauische prowestliche Regierung hat beschlossen, 5 russische Diplomaten auszuweisen. Wer sie sind und welcher der Grund der Ausweisung ist, wurde nicht weiter ausgeführt, so Korrespondenten des rumänischen Rundfunks vor Ort. Russlands Vizeau‎ßenminister Grigori Karasin bezeichnete die Entscheidung als schwere Provokation und Schlag gegen die Akteure, die gegen die Normalisierung der bilateralen Verhältnisse eintreten. Auch der prorussische Staatspräsident Igor Dodon erklärte sich zutiefst empört und warf der Regierung vor, die geopolitischen Spiele der NATO mitzumachen und das Land in eine riskante Situation zu manövrieren. Die bilateralen Beziehungen gelten als angespannt, nachdem die Moldau ein Assoziierungabkommen mit der EU unterschrieben hat und Moskau anschlie‎ßend ein Handelsembargo gegen die Moldau einführte.

    Erstmals seit Beginn des syrischen Bürgerkriegs vor sechs Jahren haben die USA einen Stützpunkt der syrischen Regierungstruppen attackiert, von dem vor wenigen Tagen ein Giftgasangriff gegen Zivilisten geführt wurde. US-Präsident Donald Trump ließ als Vergeltung in der Nacht zum Freitag die Luftwaffenbasis mit Raketen beschießen. Dabei kamen anscheinend neun Menschen ums Leben, der Stützpunkt wurde vollständig zerstört. Russland verurteilte den Einsatz als Angriff auf einen souveränen Staat, während sich der Westen hinter Trump stellte. Als Reaktion auf den Angriff setzte Russland eine mit den USA geschlossene Vereinbarung über die Vermeidung von Zusammenstößen im syrischen Luftraum aus, wie eine Sprecherin des Außenministeriums mitteilte. Die russische Regierung forderte dem Außenministerium zufolge eine Dringlichkeitssitzung des UN-Sicherheitsrats, um über die derzeitige Lage zu beraten. Der UN-Sicherheitsrat hatte sich am Mittwoch mit dem mutmaßlichen Giftgasangriff in Syrien vom Dienstag befasst.NATO-Generalsekretär Jens Stoltenberg sagte, dass Syriens Präsident Bashar al Assad die alleinige Verantwortung für den Angriff trage. Das rumänische Außenministerium erklärte, der US-Luftangriff sei eine entschlossene Reaktion auf den Giftgasangriff und bekräftigte die Solidarität Rumäniens mit seinen Allierten und Partnern.



    In der schwedischen Hauptstadt Stockholm hat mutmaßlich ein Attentäter mit einem Lastwagen mehrere Passanten getötet. Der schwedische Geheimdienst sprach von einem Anschlag, nachdem der Lastwagen kurz vor 15 Uhr vor einem gut besuchten Kaufhaus im Zentrum Stockholms in eine Menschenmenge gefahren war. In der Stadtmitte Stockholms wurden scharfe Sicherheitsmaßnahmen getroffen.



    Die Anzahl der Todesopfer des Terrorangriffs im Zentrum Londons am 22. März ist auf fünf gestiegen. Eine 31jährige rumänische Architektin, die auf der Westminister-Brücke vom Täter angefahren und unter dem Aufprall in die Themse katapultiert wurde, ist ihren Verletzungen erlegen. Das bestätigte am Freitag der rumänische Botschafter in der britischen Hauptstadt. Der Partner der Frau hatte nur leichte Verletzungen davongetragen und wurde schnell aus dem Krankenhaus entlassen.



    Die rumänische Grenzpolizei hat ab Freitag die Kontrolle an sämtlichen Grenzübergangspunkten in beiden Richtungen verschärft. Die Namen und Reisepapiere aller Ein- und Ausreisenden werden in den nationalen und internationalen Datenbanken überprüft. Am 7. April ist eine Änderung an den Schengener Grenzvorschriften in Kraft getreten, die für mehr Sicherheit der EU und ihrer Bürger sorgen soll. Die rumänische Grenzpolizei teilte mit, dass Maßnahmen getroffen wurden, um einen reibungslosen Ablauf der Kontrollen und ein angemessenes Gleichgewicht zwischen der Sicherheit der Reisenden und der Zügigkeit des Grenzverkehrs zu gewährleisten.



    Juristen aus Rumänien, Frankreich, Griechenland, Ungarn, Georgien, Polen und der Türkei haben am Freitag in Bukarest im Rahmen einer internationalen Konferenz über das Verhältnis zwischen politscher Mehrheit und Opposition in einer Demokratie diskutiert. Der Erfahrungsaustausch wurde von der rumänischen Präsidialverwaltung und der Venedig-Kommission mit Unterstützung der Parlamentarischen Versammlung des Europarates organisiert. Am Donnerstag hatte Rumäniens Staatspräsident Klaus Iohannis zum Auftakt der Konferenz erklärt, dass in einer soliden, demokratischen Gesellschaft Mehrheit und Opposition gemeinsam für das öffentliche Interesse handeln müssen. Zum Abschluß der Konferenz hat die Venedig-Kommission einen Bericht mit Leitlinien zum Verhalten der politischen Mehrheit im Umgang mit der Opposition vorgelegt.

    Die rumänische Regierung beabsichtigt, das Gesetz über das einheitliche Entgeltungsschema bis zum Ende des 2. Jahresquartals 2017 zu finalisieren. Dies erklärte der rumänische Ministerpräsident, Sorin Grindeanu, in einem Interview für den öffentlich-rechtlichen Rundfunk. Im öffentlichen Sektor könnten die Gehälter unter 4.000 Lei (umg. etwa 888 Euro) in den nächsten 3 oder 4 Jahren verdoppelt werden, aber alles hängt von den Leistungen der rumänischen Wirtschaft, präzisierte Grindeanu. Ferner sagte der rumänische Ministerpräsident, dass sein Regierungskabinett die jüngsten Änderungsvorschläge des sozialdemokratischen Senators Şerban Nicolae betreffend das Gesetz über die Begnadigung gewisser Kategorien von Gefangenen, in dem Sinne, dass auch wegen Korruption inhaftierte Personen begnadigt werden sollten, nicht unterstützt. Seinerseits erklärte der Vorsitzende der Sozialdemokratischen Partei, Liviu Dragnea, am Dienstag, er sei gegen eine Begnadigung von Korruptionsverbrechen.



    Das BIP Rumäniens ist 2016 um 4,8% gegenüber dem Vorjahr gewachsen, geht aus einem am Dienstag veröffentlichten Bericht des Nationalen Statistikamtes hervor. Laut Schätzungen des Statistikamtes lag das BIP 2016 über 759 Milliarden Lei (umgerechnet rund 169 Milliarden Euro), im Vergleich zu 160 Milliarden Euro im Jahr 2015. Mit zwei Ausnahmen hätten alle Wirtschaftszweige demnach zum Anstieg des BIP beigetragen. Die Landwirtschaft und der Baubereich stagnierten im vergangenen Jahr und das Wachstum beruhe hauptsächlich auf dem Verbrauch, so das Nationale Statistikamt im Anschluß. Die Europäische Kommission hat darüber hinaus für 2017 das Wirtschaftswachstum Rumäniens nach oben revidiert. Brüssel schätzt dass dieses Jahr die Wirtschaft des Landes auf 4,4% wachsen wird, ab 2018 soll sich dennoch der Aufschwung verlangsamen und 3,7% erreichen. Der IWF prognostiziert für dieses Jahr ein Wachstum des BIP Rumäniens auf 3,8%; somit soll Rumänien europaweit das höchste Wirtschaftswachstum verzeichnen. Der Haushaltplan Rumäniens für dieses Jahr stützt sich auf einem Wirtschaftsaaufstieg von 5,2% des BIP.



    Am Dienstag hat eine neue Runde der Gespräche zwischen Vertretern der Polizeigewerkschaften, der Innenministerin Carmen Dan und dem Finanzminister Viorel Ştefan über das Gesetz zur einheitlichen Entlohnung begonnen. Am Vortag gab es Verhandlungen zwischen Gewerkschaftsführern der Polizei und der Arbeitsministerin Lia Olguţa Vasilescu. Die ersteren erklärten, sie seien über den Ausgang der Gespräche nicht zufrieden und drohten mit einer Protestaktion, die Mitte März stattfinden soll. Die Polizeibeamten zeigen somit ihre Unzufriedenheit, dass die Zuschüsse nicht auf dem Mindestlohn von 1.450 Lei (umg. 320 Euro) sondern auf einem Betrag angerechnet werden, der im Monat Dezember eingefroren wurde. Wie Arbeitsministerin Lia Olguţa Vasilescu mitteilte, soll das Gesetz der einheitlichen Entlohnung in Juli fertiggestellt werden, wie es im Regierungsprogramm des Kabinetts der Sozial-Demokratischen Partei und der Allianz der Liberalen und Demokraten vorgesehen ist. Am Dienstag fanden auch Verhandlungen mit Gewerkschaftsvertretern vom Gesundheitswesen statt. Am Donnerstag und Freitag werden Verhandlungen mit Gewerkschaftsvertretern vom Bildungswesen, bzw. vom Kulturwesen stattfinden.



    Die rumänische Europaministerin Ana Birchall hat am Dienstag am Treffen des Rates für Allgemeine Angelegenheiten in Brüssel teilgenommen. Bei dem Treffen wurde ein offizielles Dokument des Rates mit den Schlussfolgerungen zum Fortschrittsbericht des Kooperations- und Überprüfungsmechanismus angenommen. In dem Bericht werden Rumänien beachtliche Fortschritte auf dem Weg zum Erreichen der Ziele des Kooperations- und Überprüfungsmechanismus im Justizbereich eingeräumt. Bei dem Treffen des Rates für Allgemeine Angelegenheiten in Brüssel wurde die Agenda für das Treffen des Europäischen Rates der Staats- und Regierungschefs am 8. und 9. März fertiggestellt.



    Die Generalstaatsanwaltschaft hat am Dienstag die Jahresbilanz für 2016 präsentiert. 2016 habe der Justizbereich selbst unter Bedingungen einer rechtlichen Instabilität, beträchtliche Ergebnisse erzielt, erklärte aus diesem Anlass der Generalstaatsanwalt Augustin Lazăr. So wie in der Verfassung vorgesehen, habe das Justizministerium seine wichtige Mission in der institutionellen Architektur des Rechtsstaates erfüllt. Die Mission der Institution beruhe auf der Nationalen Landesverteidigungsstrategie für den Zeitraum 2015 — 2019, Ein starkes Rumänien in Europa und in der Welt, der Nationalen Antikorruptionsstrategie und der nationalen Strategie der Reformierung des Justizwesens 2015 – 2020, fügte Augustin Lazar hinzu. Zu den Prioritäten, die das Ministerium für dieses Jahr setzt, nannte der Generalstaatsanwalt den Kampf gegen Korruption, Steuerhinterziehung und die Umweltkriminalität. Der Staatschef Klaus Iohannis hob dabei die beachtlichen Fortschritte hervor, die Rumänien im Justizbereich machte. Ferner sagte Klaus Iohannis, er erwarte, dass die Ermittlungsverfahren über die Rumänische Revolution und über die Bergarbeiter-Einsätze in Bukarest zu Ende gebracht werden.



    Das rumänische Außenministerium hat die jüngsten Raketenabschüsse Nordkoreas ins Japanische Meer nachdrücklich verurteilt. Diese Aktion Nordkoreas stelle eine Verletzung der UN-Resolutionen dar, die Nordkorea ausdrücklich die Nutzung ballistischer Raketentechnologie verbieten. Die nordkoreanischen Verantwortlichen hätten somit den Appel der internationalen Gemeinschaft ignoriert, die sie aufgerufen hatte, die Provokationen gegen den Frieden und die Stabilität der Koreanischen Halbinsel einzustellen, steht noch im Communique des rumänischen Außenministeriums. Rumänien richtet einen Appell an Nordkorea, die internationalen Normen einzuhalten und zum Verhandlungstisch zurückzukehren. Nordkorea hat vier Raketen ins Japanische Meer abgefeuert und damit erneut seine Nachbarländer und die USA provoziert. Nach Angaben aus Tokio gingen drei Geschosse am Montag in der japanischen 200-Meilen-Zone nieder. Japans Regierungschef Shinzo Abe sprach von einer neuen Stufe der Bedrohung.



    Mehrere Tennisspielerinnen Rumänien starten beim Turnier Premier Mandatory im US-amerikanischen Indian Wells. Das Turnier ist mit Preisen im Wert von 6,9 Millionen Dollar dotiert. Patricia Tig, Nummer 99 in der Weltrangliste hat sich 6/0, 6/2 gegen die Japanerin Shuko Aoyama durchgesetzt und ist somit in die Endrunde der Qualifikation eingestiegen. Um den Sprung ins Haupttableau zu schaffen, soll die rumänische Spielerin gegen die Amerikanerin Julia Boserup, Nummer 97 in der Weltrangliste gewinnen. Die Rumänin Ana Bogdan, Nummer 124 WTA, schied im Spiel gegen die Japanerin Nao Hibino, Nummer 81 WTA, 6-4, 2-6, 6-7 aus. Zwei Rumäninnen treffen in der ersten Runde des Turniers aufeinander: Sorana Cirstea, die den 66. Platz in der Weltrangliste belegt und Monica Niculescu (Nummer 45 WTA), während die Weltranglistenvierte Simona Halep und Irina Begu (Platz 32 WTA) direkt in der zweiten Runde des Turniers starten.

    In Bukarest wird der Kontrolldienst des Ministerpräsidenten Kontrollen bei der Nationalen Krankenkasse durchführen. Geprüft wird das IT-System für die Krankenversicherungskarten. Die Kontrolle erfolgt nachdem mehrmals Störungen im System gemeldet worden waren. Das nationale System für Krankenversicherungskarten hat über 180 Millionen Euro gekostet und ist am 1. Mai letzten Jahres eingeführt worden. Hausärzte und Apotheker sind laut Gesetz verpflichtet, die Karten zu benutzen. Sie bemängelten allerdings mehrmals, dass das System nicht angemessen funktioniere und sie ihre Tätigkeit nicht unter normalen Bedingungen ausüben könnten.



    Am 25. November wird jährlich der Internationale Tag zur Beseitigung der Gewalt gegen Frauen abgehalten. Aus diesem Anlass hat die UNO am Freitag Regierungen, internationale Behörden und Nichtregierungsorganisationen aufgefordert, Programme abzuwickeln, die das Bewusstsein der Öffentlichkeit gegenüber dem Problem steigern könnten. Laut Statistik fallen ein Drittel der Frauen in Rumänien der häuslichen Gewalt zum Opfer. Rumänische Nichtregierungsorganisationen sagen, dass viele der Opfer nicht wissen, wie sie sich verteidigen können. Zudem gebe es in manchen Landkreisen in Rumänien keine zuständige Fachbehörde.



    SPORT: Der rumänische Fußballmeister Astra Giurgiu hat sich am Donnerstag in der Gruppenphase der Europa League bei Austria Wien mit 2:1 durchgesetzt. Damit steigen die Chancen der Südrumänen auf den Einzug in die Zwischenrunde des Wettbewerbs erheblich. Astra hat nach fünf Spieltagen 7 Punkte gesammelt und belegt den 2. Platz der Gruppe E, hinter Tabellenführer AS Rom und vor Austria Wien und Viktoria Pilsen. Ebenfalls am Donnerstag bezwang der rumänische Vizemeister Steaua Bukarest im Heimspiel die türkische Mannschaft Osmanlispor mit 2:1. Auch Steaua Bukarest bewahrt Chancen, in die Zwischenrunde einzuziehen. Im letzten Gruppenspiel wird Steaua gegen die Spanier von Villareal spielen. Osmanlispor nimmt mit 7 Punkten den 1.     CONSTITUTION – Romanias Constitution is twice celebrated today, as November 25th marks 150 years since the adoption of the 1866 Constitution and 25 years since the adoption of the 1991 Constitution. The Romanian Constitution has been revised several times thoughout its history. The first Constituion, adopted in 1866, stipulated for the first time the indivisible character of the Romanian state, which was officially called Romania. Following was the Constitution passed in 1923, seen as the country’s first democratic Constitution, and the one adopted in 1948, when the communist regime took power and instated a totalitarian regime. The 1991 Constitution marked the country’s return to democracy. Romania is the first European country to have stipulated, in its Constitution, the right of national minorities to be represented in Parliament.





    STRIKE – Lufthansa pilots have cancelled thousands of flights in extended strike action. The airline has already grounded nearly 1,800 flights since the strike began on Wednesday. It had originally been planned as a 24-hour walkout but has been extended three times. Travel plans for more than 300,000 passengers have been disrupted. The strike has also affected flights to and from Bucharest.This is the pilots’ 14th walkout in under three years. The union wants a 3.7 percent pay rise over five years from 2012. Lufthansa has offered 2.5 percent over a six-year period until 2019.



    WARNING – President Recep Tayyip Erdogan has warned Turkey could open its border for refugees to stream into Europe as EU lawmakers vote for a temporary halt to membership talks. MEPs voted in favor of halting long-term membership talks with Ankara at a plenary session in Strasbourg on Thursday amid concerns about the brutal crackdown on political dissidents since the failed coup in July. More than 110,000 people, including soldiers, academics, judges, journalists and Kurdish leaders, have been detained or dismissed over their alleged backing of the July 15 coup attempt. We remind you that in March, Turkey made a landmark deal to stop illegal migration to Europe via its shores.



    UNITED NATIONS – The United Nations International Day for the Elimination of Violence against Women, observed on November 25 every year since 2000, is an occasion for governments, international organizations and non-governmental organizations to raise public awareness of violence against women. In Romania, three in ten women are victims of physical, verbal or psychological violence after the age of 15, according to a study published by the European Union Agency for Fundamental Rights based on data collected in 2014. 14 counties in Romania have no support services or shelters for women faced with domestic violence and in small communities in particular, women don’t know what they can do when subject to aggression.



    HEALTH – In Bucharest, the Prime Minister’s Control Team will make checks at the National Health Insurance House to find out what causes the flaws in the health cards’ system. The move has been triggered by repeated malfunctions in the system this year. The national health card system cost over 180 million euros and has been operational since last May. General practitioners and pharmacists, who are allowed to operate only based on health cards, have argued that the system gets blocked very often, causing huge problems and delays.



    FOOTBALL – Thursday’s Europa League matches brought wins for the two Romanian teams playing in this competition. On home turf, Steaua defeated the Turkish side Osmanlispor 2-1, while Astra Giurgiu secured an away win against Austria Vienna, also 2-1, now having a good chance to advance to the Europa League round of last 32. On the National Arena stadium in Bucharest, Steaua had a bad start against Osmanlispor. However, in the second half of the game, Steaua played a lot better and clearly dominated the game. In the other Group L fixture, FC Zurich drew at home against the Spanish side Villareal 1-all. Ahead of the last round, Osmanlispor are top the group table with 7 points, followed by FC Zurich, Villareal and Steaua, each with 6 points. On December 8 Steaua will travel to Spain for a game against Villareal, while Osmanlipsor take on FC Zurich in Ankara.

    CONTRIBUTION Romania is a major contributor to the new European Border and Coast Guard Agency, the country’s Interior Minister Dragos Tudorache said on Thursday after having participated in the inauguration of this body in Bulgaria. According to Tudorache, the new aency will contribute to the consolidation of the EU borders, assisting the member states in implementing border security and migration management. The Romanian official has announced that by the end of the year, Romania will have contributed 75 border policemen to the agency. According to Tudorache, 400 Romanian policemen, four patrol vessels and ten crews have so far participated in 14 Frontex missions. On this occasion the Romanian Interior Minister held talks with his Bulgarian counterpart Rumiana Basharova about the assistance Bucharest would be granting to Bulgaria in dealing with refugee inflows as well as on the visa waiver for the Romanian and Bulgarian citizens who travel to Canada.



    ENDORSEMENT Portuguese Antonio Guterres 67 on Thursday got endorsement from all the 15 members of the UN Security Council to become the future UN Secretary General. Diplomat and politician Antonio Guterres had headed the UN Refugee Agency until December. After the Security Council vote the candidacy will have to be approved by the members of the UN General Assembly, which boasts representatives from 193 countries and territories. The former Portuguese Prime Minister is to replace South Korean Ban Ki-Moon, whose second term in office is to end on December 31st.



    COOPERATION Romania’s Defence Minister Mihnea Motoc and his Dutch counterpart Jeanine Hennis-Plasschaert signed in Bucharest on Thursday a letter of intention on developing bilateral military cooperation. According to Motoc, the meeting came against the background of stepped up cooperation between allied forces for special operations in cyber defence and the technical-military field. The two officials have also tackled the participation of Dutch troops in the multinational NATO brigade to be stationed in Romania. Germany has announced its participation with chief of staff officers, Bulgaria with 400 soldiers and Poland with nearly 120 soldiers. Attending a Security Forum in Bucharest, the Dutch Defence Minister said that at present Europe is less safer and that additional measures are needed including a consistant rotating NATO presence in the Black Sea.



    TENNIS The world’s fifth tennis player Romanian Simona Halep was eliminated on Thursday by Chinese Shuai Zhang in the eighth finals of the Beijing tournament with total prizes of 5.5 million dollars. It is the second match Halep has lost to the Chinese challenger this season, after the one in Australian Open. In the quarters Zhang will be taking on British Johanna Konta, who comes after a win against Karolina Pliskova of the Czech Republic.

    MIGRATION – Romania is the second-largest contributor, after Germany, to FRONTEX missions, the Interior Minister Ioan-Dragoş Tudorache said at an international summit on “Migration along the Balkan Route held on Saturday in Vienna. In 2016, 365 Romanian border police took part in such missions. Until the end of the year, 14 border police troops will be part of a joint mission to support the Bulgarian authorities, in which EU countries have increased the resources deployed on Bulgarias land borders with Turkey and Serbia. On the sidelines of the meeting in Vienna, Minister Ioan-Dragoş Tudorache discussed with his Serbian counterpart Nebojsa Stefanovic aspects related to the cooperation on the common border with respect to migrant groups and to the need to implement the EU – Serbia readmission agreement. Bucharest reiterated its interest in organising joint Romanian-Serb border patrols as soon as possible. Attending the meeting in Vienna were EU member states and Western Balkan countries affected by the migration crisis over the past year, namely Albania, Bulgaria, Croatia, Germany, Greece, Macedonia, Serbia, Slovenia and Hungary. The German Chancellor Angela Merkel pleaded for stepping up efforts to curb illegal migration.




    PROTESTS – In Romania, penitentiary workers around the country will initiate protests on Monday, the head of a relevant trade union has announced. The demands include the improvement of working conditions, the employment of an adequate number of staff, addressing salary imbalances and the resignation of the Justice Minister, Raluca Pruna, accused of underperformance. The unionists claim the system needs another 8,000 employees.



    RADIRO – The agenda of the International Festival of Radio Orchestras, RadiRo, includes on Sunday a concert by the Norwegian Radio Orchestra, which performs every year in Oslo during the Nobel Peace Prize award ceremony. The orchestra, conducted by Miguel Harth-Bedoya, accompanies the pianist Vadym Kholodenko. RadiRo will come to an end on Saturday, October 1, and the concerts are broadcast live in the European Broadcasting Union and the Asia-Pacific platform of public and private radio broadcasters as well. Currently in its third edition, RadiRo is the only large-scale European event exclusively devoted to radio orchestras, and it is organised by Radio Romania.




    BOSNIA – Bosnian Serbs vote today, in a referendum, on a proposal to keep January 9 as the national holiday, in spite of a ruling by Bosnias Supreme Court. The Court had ruled that the holiday discriminates between Bosnian Muslims and Catholics, which is why it ought to be changed. The BBC mentions that on January 9, 1992 the Serbs decided to create their own state within Bosnia – Republika Srpska – fuelling an ethnic conflict that left nearly 100,000 people dead.




    SYRIA – The UN Security Council convenes today to discuss the military campaign of the Syrian government against the rebel-controlled Aleppo. The UK, France and the US called on Russia to persuade their Syrian allies to give up random bombings. The British Foreign Secretary, Boris Johnson, hinted that last weeks deadly attack on a humanitarian convoy might have been a deliberate action of Russian aircraft, the BBC reports. Russias Foreign Minister, Serghei Lavrov, said that resuming a peace deal in Syria cannot be conditional only on unilateral concessions by his country, but requires a collective effort of all parties.




    TENNIS – The Romanian tennis player Monica Niculescu (55 WTA), was defeated in three sets by Spains Lara Arruabarrena (90 WTA), in the final of the tournament in Seoul on Sunday. In the semi-finals of the competition, Lara Arruabarrena had beat another Romanian player, Patricia Ţig.
