    MESSAGE – Despite 1,000 days of terrible warfare, Ukraine stands unbowed, the US Ambassador in Bucharest, Kathleen Kavalec has said today in a statement, marking 1000 days since Russia’s full-scale invasion of Ukraine. She also said that, according to the UN, Russian forces have killed more than 11,000 Ukrainian civilians, including more than 600 children, and continue to engage in shocking war crimes, including torture of civilians and prisoners of war. At the same time, Russian bombs have obliterated schools, hospitals, and treasured sites of Ukrainian history, culture, and memory. According to the American diplomat, Ukraine has shown remarkable courage and resolve in defense of its sovereignty, territorial integrity and independence, helped by the enduring support of its friends and allies around the world. Romania has shown true leadership in support of Ukraine and its citizens and, as strategic partners and NATO allies, the United States and Romania stand together to counter the threats posed by Russia in Ukraine and in Europe, Kathleen Kavalec also said.

     

    RUSSIA – Moscow continued to criticize Joe Biden’s decision to allow Ukraine to use American long-range missiles to attack Russia. Deputy National Security Adviser for the Biden Administration, John Final, emphasized the fact that Russia is waging a war of aggression. However, Joe Biden’s decision was criticized by President-elect Donald Trump’s team members. They accuse Biden of escalating the conflict two months before leaving office. On the other hand, on Monday, Ukraine marked 1,000 days since Russia’s large scale invasion of its territory. The invasion led to the destruction of numerous Ukrainian towns and cities, and 6 million people were forced to flee the country. Thousands of civilians were killed during the bombings. On the battlefield, losses are described by Reuters as catastrophic and estimated at hundreds of thousands of dead and wounded on both sides.

     

    ELECTIONS – These are the last days of the election campaign for the first round of the presidential elections in Romania, scheduled for Sunday, November 24. There are 13 candidates for the position of head of state, nine proposed by political parties and four independents. The head of the Permanent Election Authority, Toni Greblă, says that it is possible that, by late Monday, November 25, the official results of the election be announced. The second round of the presidential elections is scheduled for December 8.

     

    INFLATION – The annual inflation rate in the European Union rose to 2.3% in October, from 2.1% in September, and Romania is, for the eighth month in a row, the country with the highest inflation rate in the community bloc, with an annual price increase of 5%, according to data published on Tuesday by the European Statistical Office (Eurostat). Last month, the lowest annual inflation rates in the EU were recorded in Slovenia (0.0%), Lithuania and Ireland (each 0.1%), while the highest were in Romania (5%), Belgium and Estonia (each 4.5%). The National Bank of Romania has revised upwards, to 4.9%, from 4% previously, the inflation forecast for the end of 2024 and estimates that it will reach 3.5% at the end of 2025, according to data presented on Monday by the Governor of the National Bank of Romania, Mugur Isărescu.

     

    FOOTBALL – The Romanian national football team defeated Cyprus 4-1 on Monday night at home in its last match in Group C2 of the Nations League. The Romanians thus won their fifth victory in the group and advanced to the competition’s League B. Romania still has to wait for UEFA’s decision for the match against Kosovo on Friday in Bucharest, abandoned by the guests with only a few tens of seconds before the end, at a goalless score, when they heard pro-Serbian chants from the host fans. The Kosovo Football Federation denounced what it saw as an “unacceptable and unsafe atmosphere”. The Romanian Football Federation rejected the accusations as unfounded.

    On February 24 the United Nations High Commissioner for Refugees in Romania and the Government of Romania hosted a special event celebrating 1 year of solidarity with Ukraine.

    On this occassion, local and international officials reasserted their full support for Ukraine and the Ukrainian people, condemning Russia’s unprovoked and unwarranted attack on this country.

    Attending the event were Romanian officials, foreign ambassadors and representatives of international organizations.

    Covid-19 RO — Another 450 cases of COVID-19 infection have been reported in Romania, the Strategic Communication Group- SCG announced on Thursday. The total number of contaminations thus reached 27,746. Also on Thursday 20 new deaths from Covid-19 were reported in Romania, taking the total death toll to 1,687. Of the people testing positive for COVID-19, 20,433 have been discharged from hospital. So far, 735,221 tests have been processed at national level, the SCG announced. In the Diaspora, no new case of SARS-CoV-2 infection has been reported in the past 24 hours. 4,795 Romanians from abroad are contaminated, with 115 Romanians having died from COVID-19 infection.



    4th of July — The US Embassy in Bucharest on Thursday organized a reception party on the occasion of the 244th anniversary of Independence Day, first marked on July 4, 1776. US Ambassador Adrian Zuckerman has conveyed a message, especially for Radio Romania, in which he underlined the relationship between the two states that mark 140 years of diplomatic relations this year. He has said that Romania is one of the closest military and economic allies of the US in Europe. The US ambassador has also said it is a great privilege to celebrate Independence Day for the first time in his country of origin together with the Romanian friends and has reiterated that the Romanian people has no better friend than the American people. Ambassador Zuckerman was born and lived in Romania until the age of 10. In turn, the Romanian President Klaus Iohannis has said that Romania will remain strongly committed to supporting a strong trans-Atlantic relation.



    EC — The European Commission has warned Romania that, in a month time, it will be called to answer before the European Court of Justice due to illegal logging. The EC has called on the Romanian authorities to urgently intervene to stop illegal logging in the protected areas. The intervention of the EC is due to the many complaints filed over the past year by environment protection organizations which have drawn attention that the Romanian authorities have failed to protect Europe’s most valuables forests. Environment activists have called on the line minister to restructure the plans for managing the protected areas so as to limit as much as possible illegal logging. In another file, the EC has called on Romania to improve the implementation of EU regulations regarding certification of industrial installations.



    Finance — The Romanian Ministry of Public Finances on Thursday borrowed the equivalent of more than 300 million Euros from banks, through two issuances of government bonds. An additional bid is scheduled for Friday, through which the Romanian state wants to attract another 75 million lei. The money is meant to refinance the public debt and to finance the state budget deficit.



    Handball — Romania’s women’s handball champions SCM Ramnicu Valcea and the vice-champions CSM Bucharest have found out their adversaries in the future edition of the Champions League. Following the drawing of lots in Vienna, CSM Bucharest will play in Group A against the following teams: Metz, Rostov-Don, Vipers, Team Esbjerg, FTC Budapest, SG BBM Bietigheim and Krim Ljubljana. In Group B, SCM Ramnicu Valcea will play against Gyor ETO, Buducnost, Borussia Dortmund, CSKA Moscow, Brest Handball, Odense and Podravka. The competition will start in September. The two 1st ranked teams in the groups will qualify to the quarter finals. The Four Final Tournament is scheduled for May 29-30, 2021 in Budapest. SCM Ramnicu Valcea was accepted directly to the Champions League, and CSM Bucharest received a wild-card. We recall that both Romanians teams were qualified to the quarter finals of this year’s Champions League, but the competition did not take place due to the pandemic.



    Washington — The US on Thursday expressed concern over the conditions in which the referendum on the Russian Constitution unfolded. The referendum was called to allow President Vladimir Putin to remain president until 2036. Washington quotes information according to which the voters were constrained, the power opponents were pressured and the independent observers were restricted. The spokeswoman for the US Department of State Morgan Ortagus underlined that the US was opposed to constitutional changes that favor acting presidents or extend their term in office. According to official results, 77.92% of the Russians validated the revision of the Constitution. Russian opponent Aleksei Navalnîi has labeled the vote ‘an enormous lie’. (tr. L. Simion)

    Trump — Iohannis — The American President Donald Trump expressed regret for having cancelled the meeting with his Romanian counterpart Klaus Iohannis at the June NATO summit hosted by Brussels. Mr. Trump had to cancel all of his bilateral meetings at the June summit due to the prolonged heated debates about the money each member state is allotting to defense. In a letter quoted by news agencies, the White House leader also writes that he hopes to meet the Romanian president again some time soon. This month, the two officials are set to participate in New York in a UN meeting.



    Reaction — The US Embassy in Bucharest announced it shared the concerns of the German diplomatic mission in Romania related to the social network posts of one of the advisors to the PM Viorica Dancila, Darius Valcov, who suggested that the anti-government movement ‘#rezist’ and the Democratic Forum of Germans in Romania are Nazi organizations. ‘We firmly condemn any form of discrimination, defamation and hatred towards the German minority and any other minority in Romania. Such accusations that we have seen lately are ungrounded and unjustifiable’ wrote the representatives of the German Embassy in a post also shared by the American Embassy. Considered an adversary of the leftist government of Romania, president Klaus Iohannis headed the Democratic Forum of Germans in Romania between 2002 and 2013. A former mayor of Slatina, in the south of Romania, and a former Social Democratic senator and minister Valcov was sentenced in February to 8 years in prison in a corruption case. The decision is not definitive and can be appealed.



    Brussels — Romania alongside Bulgaria, Cyprus, Italy, Latvia, Lithuania, Portugal, Slovakia, Spain and Hungary has reported progress in relation to the number of projects selected for EU funding- says the EU Commissioner for Regional Policy, Corina Cretu. According to a communiqué of the EC’s Open Data Portal, the total volume of investments allotted to development projects in the EU countries stands, in the first half of 2018, at more than 300 billion Euros, higher by 42 billion. The EU Commissioner also added that the amount of money allotted for specific projects out of the total cohesion budget for Romania for the period 2014-2020 stands, at present, at 62% as compared to 54% at the end of 2017.



    Football — On Friday evening Romania’s national football team drew 0-0 (nil all) with Montenegro, on home ground, in the southern city of Ploiesti, in its debut match in the newly created UEFA Nations League. Given a sanction imposed by UEFA, the match took place behind closed doors, which is a first for a matched played on home ground by the Romanians. In the same Group 4 of UEFA Nations League C, Lithuania was defeated by Serbia 0-1. On Monday, Romania will be up against Serbia, and in October, also in an away match, the Romanian footballers will play against Lithuania. The results obtained in the Nations League count for the preliminaries of the 2020 European Championship. Also on Friday, Romania’s Under 21 team defeated Portugal 2-1 in an away match in Group 8 of the European Championship preliminaries. After 7 matches, Romania is ranked 2nd in the classification with 15 points. Leading the rankings is Bosnia with 18 points from 8 matches. The first ranking team after the preliminaries will qualify directly to the final tournament and the best 4 out of the 9 2nd-ranked teams will go to the playoffs, to select two teams that will go to the European Championship.



    Swine fever — The Agriculture Ministry officials have submitted to the Presidential Administration a document related to the outbreak and spreading of African swine fever in Romania. The move follows the Romanian President’s statements, as he has recently criticized the government for the way in which it managed this crisis, accusing it of incapacity. The document includes the actions undertaken by the authorities in relation to preventing, fighting and eradicating the African swine fever virus which has so far affected 190 localities in a quarter of Romania’s counties. Over 160 thousand pigs were already culled. Early this week the General Prosecutor’s Office opened a criminal file in relation to the swine fever outbreak, prosecutors investigating possible such crimes as spearing the disease or professional negligence.     SELECTION – The Romanian Justice Ministry is today resuming the procedure of selecting the chief prosecutor of the National Anti-Corruption Directorate, which will last until September 6, when results are made public. Candidates can apply for this position until August 24. A similar procedure conducted in July ended in no result because all four candidacies were rejected by Justice Minister Tudorel Toader. The chief-prosecutor position became vacant last month, when president Klaus Iohannis revoked Laura Codruta Kovesi, thus complying with a Constitutional Court decision.




    REACTION – The Embassy of the United States of America in Romania unequivocally condemns the recent vandalism carried out against the Elie Wiesel House in Sighet. “The statements denigrating Nobel Peace Prize winner Elie Wiesel, President Trump, and other world leaders represent a deplorable anti-Semitic attack and an egregious affront to the victims and survivors of the Holocaust. We call on all to denounce this act and speak up wherever and whenever there is an expression of hatred or prejudice. The Embassy encourages anyone with information about the crime to come forward to assist the Romanian authorities in their investigation,” the Embassy said in a release.






    FESTIVAL – Untold, the biggest electronic music festival in Romania came to an end in the Transylvanian city of Cluj Napoca. The festivals ten different stages featured 250 acts over the course of four days. The main stage was twice as big as last year, measuring 80 metres in length and 31 metres in height. The line-up included acts such as The Chainsmokers, Armin van Buuren, Tiesto, Tujamo and Afrojack. For the first time, the concerts were broadcast live on YouTube. Over 350,000 people attended the festival.





    LABOUR – More than 55% of Romanians plan to work abroad, according to the most recent study conducted internationally by one of the most important Romanian online recruitment companies and the world’s biggest business consultant. Most of Romanians who want to work abroad are aged below 30 and have a university diploma. The countries where they would like to work are Germany, the UK, France, Switzerland, the US, Canada, Austria, Spain, Belgium and Italy. At the same time, Romania is among the top five countries preferred by respondents from Israel, South Korea, Italy, Turkey, Ghana, Nigeria, Egypt, Norway, Greece or Quatar. Among the reasons why they would like to work abroad, Romanians mention a better living standard, political instability in Romania, access to better government and social services and better job opportunities.




    FILM FESTIVAL – Sfantu Gheorghe, a village in the Danube Delta, hosts as of today the 15th edition of the “Anonimul” Independent International Film Festival. Three Faces, the most recent film by the Iranian director Jafar Panahi, that won the award for best script at this year’s edition of the Cannes Film festival, opens the event. As many as 6 Romanian and foreign feature films have been selected in the official competition, as well as 26 shorts. Also presented will be films awarded at international competitions this year, followed by Q&A sessions with the production teams, public debates with film producers, critics and special guests.




    BIDFF – The fourth edition of Bucharest International Dance Film Festival starts today in Romanian’s capital city. This years festival theme is [re] tracing, “paying attention to the leftovers the time has carved through the lives of individuals and communities. Intimate personal stories, different means of archiving collective memories and speculations of a future life, can provide a context of [re] positioning of the one against the many, willingly altering the so called general accepted truth. ” For four days, at the same time with the two competition programmes, the festival will enjoy the presence of two international specialists who will coordinate the dance film development lab. They are Guy Cools and Helena Jonsdottir.




    TENNIS – Romanian tennis player Mihaela Buzarnescu on Sunday won the first WTA title of her career, after defeating Maria Sakkari of Greece 6-1, 6-0 in the finals of the tournament hosted by San Jose, totaling 800 thousand dollars in prize money. Aged 30, Mihaela Buzarnescu now ranks in the WTA top 20. Mihaela Buzarnescu has had an amazing run lately, considering in early 2017 she was ranked 540 in world standings, while nearly a year ago she was ranked 139. Buzarnescu will next compete in the Montreal tournament, that is starting today, and that enjoys the presence of another five Romanians, namely, Simona Halep, Irina Begu, Sorana Carstea, Monica Niculescu and Ana Bogdan.

    Parliament — The Romanian senators and deputies on Thursday started a new parliamentary session. The Social Democratic Party, the main party in the governing coalition, intends to adopt the law on the sovereign fund for development and investments, the administrative code and the pensions law, while its partners from the Alliance of Liberals and Democrats focus on the country’s economic development. The rightwing opposition announced that in the current parliamentary session they intend to block all the initiatives of the ruling coalition meant to change the justice laws.



    Government priority — One of the priorities of the government is the development and extension of the Strategic Partnership between Romania and the US, in more domains including the protection and promotion of human rights and fighting human trafficking, said the PM Viorica Dancila in a message she conveyed at a debate on human trafficking organized by the US Embassy to Bucharest. The interior minister Carmen Dan said that Romania is participating in all the efforts made by such organizations as EUROPOL, INTERPOL, EUROJUST, FRONTEX and SELEC in fighting cross-border crime and curbing the negative effects of human and children trafficking, the fight against human trafficking being one of the Interior Ministry’s priorities. The meeting gathered officials of the Magistracy and of the authorities specialized in fighting human trafficking from the US, Romania and the Republic of Moldova.



    Bilateral talks — The Romanian Foreign Minister Teodor Melescanu is holding talks today in Bucharest with his Polish counterpart Jacek Czaputowicz about the two countries’ strategic partnership, the objectives of the group made up of Romania, Poland and Turkey as well as about issues related to the developments in the EU. Romania and Poland have been strategic partners since October 7, 2009 when they signed a joint declaration on their strategic partnership. At present, this partnership is being applied through a plan of common actions running for the period 2016-2020. As regards European issues, the two countries militate for maintaining the allocation of substantial funds for the Common Agricultural Policy. In terms of bilateral trade exchanges, Poland ranks 9th among the countries to which Romania targeted most of its exports in 2017. In Romania, there are more than one thousand Polish companies registered.



    Chisinau — The Moldovan Foreign Ministry officials condemn the military drills of the Russian troops deployed in the separatist region of Transdniester. In a press release, the Moldovan Foreign Ministry officials labeled these actions as provocative. Chisinau’s concerns were raised by the fact that the drills undertaken by the operative group of Russian troops also include forces of the separatist regime in Tiraspol. According to the Moldovan Foreign Ministry, these military drills represent a direct and brutal threat to the sovereignty and territorial integrity of the Republic of Moldova. According to the Russian Defense Ministry, the exercises are aimed, among other things, at counteracting terrorism and at training the soldiers. The Russian Federation pledged to withdraw its troops and military equipment from the Moldovan territory at the summit in Istanbul held in 1999. So far Russia has only pulled out its heavy artillery.



    Protests — Clerks of the Romanian courts and prosecutor’s offices on Thursday protested against the drop in salaries of the people holding executive and management positions whose seniority exceeds 15 years. According to the president of the Court Clerks Association in Romania, Denisa Dindareanu, the clerks started a work-to-rule protest, which does not stop the activity of courts and prosecutor’s offices. However, she said that a spontaneous protest was likely to occur in the future that would stop of the activity of these institutions. Denisa Dindareanu said that protests were caused by the bad salary grid in force and by the government’s decision to transfer the responsibility of paying social security contributions from employers to employees. The work-to-rule protest has been organized in all Romanian courts and prosecutor’s offices, the protest being attended also by clerks that are not affected by these measures.     Europe
    continues to be the most profitable destination for American investments in the
    long run, and Romania must capitalise on its strengths and strategic
    advantages. This is one of the conclusions of the debate held on Tuesday by the
    American Chamber of Commerce in Romania, attended by the US Ambassador to
    Bucharest, Hans Klemm, who made a very lucid analysis of this country.




    According to the newly appointed ambassador, Romania is
    blessed with considerable resources. With a highly educated, multi-lingual,
    tech savvy population, Romania is well positioned to attract investors, and to
    serve as an investor’s launch pad for the region. Romania is also
    fortunate to have diversified natural resources – energy, agriculture,
    forestry. Lastly, Romania’s strategic location offers great
    potential. At the border of the European Union, it is also at a crossroad
    – North, South, East and West. Realizing that Romania’s location offers
    the promise of increased economic ties with EU aspirant nations and beyond, smart
    investors would seek out a transparent, stable and predictable Romania. Romania therefore should seek, incentivize and secure investments that would
    ultimately benefit its citizens through jobs and access to secure energy.




    Therefore,
    according to the US Ambassador, Romania should keep on making efforts to
    implement those structural reforms that will increase labour market
    participation, reduce regulatory barriers, encourage greater entrepreneurship
    and open sectors to more international competition and investment. These
    reforms, Hans Klemm said, include improvements to the country’s
    infrastructure, a deepening of the technical and administrative capacity of the
    fiscal and public administration, and the privatization of state owned
    enterprises through initial public offerings.




    Moreover,
    the US Ambassador stressed the need for Romania to break the cycle of political
    influence in economic decision-making. As the year 2016 is a double election
    year – local and parliamentary – Romanian politicians are invited to put aside
    short-sighted political concerns and focus on the long term good for the
    country, so that all Romanians reap the benefits. Also, politicians should
    protect and publicly defend those prosecutors that pursue corrupt actors, and
    vocally support an independent judiciary, the US official also said.




    Hans Klemm
    also stressed the fact that Romania’s ongoing anti-corruption efforts are a
    testament to the country’s commitment to democratic values, and to ensuring
    that all citizens can prosper through honest, hard work, rather than nepotism
    or membership in unscrupulous patronage networks. Finally, the US Ambassador
    Hans Klemm stressed the fact that in Romania, a country that has made
    significant contributions to international peace, security is not just a matter
    of military cooperation. Security also encompasses rule of law and sustainable
    economic growth.
