    EU COUNCIL MEETING – Romania’s
    president Klaus Iohannis on Friday is attending the 12th Asia-Europe
    Summit in Brussels. On Wednesday and Thursday, President Iohannis attended the
    European Council meeting. Talks focused on migration, security and the future
    of the Eurozone. According to Radio Romania’s correspondent, EU leaders agreed
    on a set of measures to prevent cyber-attacks and protect EU citizens against
    aggressions of any type. With respect to migration, EU leaders highlighted the
    need to cooperate with transit countries and set clear objectives for Eastern
    Mediterranean, so as to put a stop to the flow of migrants. In his address, the
    president said that preventing and combating radicalization and terrorism
    should remain top concerns for Member States.

    OMBUDSMAN – The Ombudsman on Thursday demanded additional
    information from the Government and the Justice Ministry over the notifications
    regarding the Government emergency decree on the justice laws, filed by the Prosecutor
    General’s Office, the Save Romania Union and National Liberal Party in
    opposition, who claim that several points in the decree go against the
    Constitution. The Ombudsman was requested to challenge the decree at the
    Constitutional Court. The emergency decree stipulates, among other things, that
    prosecutors with the Prosecutor General’s Office, the National Anticorruption
    Directorate and the Directorate for Investigating Organized Crime and Terrorism
    should have a seniority of at least 10 years. Prosecutor General Augustin Lazar
    said the new regulations could result in numerous irregularities in the system,
    while Justice Minister Tudorel Toader said the decree only transposes the
    points of view of the European Commission, the Venice Commission and the
    Superior Council of Magistracy.




    VISIT – Romanian Prime Minister Viorica Dancila on
    Thursday continued her visit to the Arab Emirates. The Romanian official had
    talks with Dr. Sultan Ahmed Al Jaber, State Minister for Economic Affairs and
    Trade, the chairman of the Abu Dhabi National Oil Company. Talks focused on new
    ways of consolidating bilateral relations in terms of economic cooperation and investment.
    On Wednesday, the heads of government in Bucharest and Abu Dhabi adopted a
    joint declaration on the establishment of a strategic economic partnership
    between the governments of Romania and the United Arab Emirates. The document
    underlines the important regional role played by the latter and Romania’s
    membership of the EU, which provides significant opportunities of bilateral
    cooperation in priority sectors for Bucharest, such as trade, investments,
    industry, agriculture, the financial and banking sector, energy, transport and
    infrastructure, the IT sector, education, culture, research and innovation and
    tourism. The declaration also highlights the important role of the Romanian and
    Emirati communities in the respective countries in the economic, social and
    cultural development of the two states. Also on Wednesday, the Romanian prime
    minister visited the Sheikh ZayedMosque,
    after on Tuesday she travelled to Dubai for talks with the ruler of Dubai    , Sheikh Mohammed
    Bin Rashid    AlMaktoum,
    whom she presented with the most recent investment opportunities in Romania.
    Viorica Dancila will next travel to Kuwait, the last leg of a tour that also
    took her to Turkey. She said the purpose of these official visits is to promote
    economic relations.




    AFRICAN SWINE FEVER VIRUS – A delegation of the European Commission
    will carry out an audit in Braila, southeastern Romania, until October 25, to
    see if the authorities have taken the appropriate steps in combating the
    African swine fever, the virus that led to over 200,000 pigs being culled in
    this county. A report will be made public compiling their conclusions on the
    European Commission website. The audit
    follows as Romania has been taking part, since 2015, in a multiannual European
    programme designed to combat the African swine fever, 75% of which is funded by
    the EU. Bucharest pledged to spend the money, along with its own contribution,
    to prevent the spread of this disease. The number of outbreaks has reached
    1,021 in 260 towns in villages in 14 counties, the National Veterinary and Food
    Safety Authority announced on Thursday. According to centralized data, some 107
    boars were reported as infected, while the total number of pigs culled so far
    stands at 350,000.




    REGIONAL DEVELOPMENT – Romania has managed to recover 220 million
    euros accounting for around a quarter of the European funds allocated under the
    Regional Operational Programme, the European Commissioner for Regional Policy
    Corina Cretu told Radio Romania. Thus, some of the 800 million euros available under
    this programme and which Romania was no longer able to spend by the end of the
    year due to a lack of applications, have been redirected to the development of
    small and medium sized enterprises and to purchasing medical equipment and
    ambulances for all counties in Romania. In another development Commissioner
    Cretu attended the 7th edition of the Annual Forum of the EU
    Strategy on the Danube Region (EUSDR), hosted by Sofia. The EU official said
    the Danube Delta boasts huge potential with tourism bringing great economic
    benefits to the entire region. On November 1 Romania will take over the
    presidency of the EUSDR for a year.




    TENNIS – Romanian and world no. one in
    women’s tennis Simona Halep has withdrawn from the WTA Finals held in Singapore
    between the 21st and the 28th of October and which brings
    together the world’s best eight players in 2018. Halep was recently diagnosed
    with a herniated disk injury which also forced her to forfeit the Moscow
    tournament and withdraw in the first round in Beijing. Halep, who won the
    French Open this year, ends the year in the top position regardless of the
    result in Singapore. Playing in the WTA Finals are Caroline Wozniacki of Denmark, Angelique Kerber of Germany, Naomi Osaka
    of Japan, Karolina Pliskova of the Czech Republic, Elina Svitolina of Ukraine, Petra
    Kvitova of the Czech Republic, Sloane Stephens of the United States and Kiki
    Bertens of The Netherlands.

    ARMY DAY – It is essential to ensure the necessary equipment for the Romanian Army, and the funds earmarked to this end must be spent efficiently, President Klaus Iohannis said on Romanian Army Day celebrated on Wednesday. He pointed out that at present Romania looks more confidently towards the future thanks to its NATO and EU membership and to the strength of its partnership with the US, which he described as valuable, efficient and pragmatic. On Romanian Army Day, the national flag was flown at the headquarters of military institutions and on board Romanian vessels, and ceremonies and commemorations were held in all garrisons in the country and in the countries were Romania has accredited military attaches. Special ceremonies were organized in Carei (north-west), the last Romanian town freed from Hungarian occupation in World War II, 73 years ago. According to historians, the Romanian troops deliberately waited for the day of October 25 to launch the final attack, so as to dedicate the victory to King Mihai I on his birthday.




    JUDICIARY – The Romanian Justice Minister Tudorel Toader Wednesday presented the bill modifying the laws on the judiciary to the special committee in Parliament. He emphasised that as far as the appointment of high-ranking prosecutors is concerned, the Ministry expected an opinion from the Venice Commission on this aspect. Minister Toader also announced his proposal to make the judicial inspection corps an autonomous institution, subordinated to neither the Higher Council of Magistrates not to the Justice Ministry, and mentioned that a special law must be endorsed within 6 months, to regulate the status of that institution. Also, in terms of the liability of magistrates, the Justice Minister said judges would be subject to pecuniary liability for errors made in bad faith. The ruling coalition decided last week that the bill modifying the laws on the judiciary should be tabled as a parliamentary initiative rather than a government draft law. Next week the bill will be discussed by the special parliamentary committee, and then it will be send to the Chamber of Deputies. The decision-making body for this law is the Senate.




    KING MIHAI I – King Mihai I of Romania turned 96 on Wednesday, and had a private birthday celebration at his residence in Switzerland. On behalf of Romanias former sovereign, Princess Margareta, Custodian of the Crown, decorated Romanian and foreign personalities and collaborators of the Romanian Royal House, in a ceremony in Bucharest. On Wednesday evening the Romanian Athenaeum hosted the 10th annual concert organised by the charity Princess Margareta of Romania. King Mihai I is suffering from two severe forms of cancer, and last spring he withdrew from public life. In 1947, only 7 years after taking the throne, Mihai I was forced by the communist regime to abdicate and to leave the country. He was only able to return to Romania after the 1989 anti-communist Revolution, and he regained his Romanian citizenship and some of his estate. King Mihai I lobbied for Romanias NATO and EU accession, as a special ambassador.




    OLYMPIAD – The city of Cluj-Napoca, in north-western Romania, will host between July 3rd and 14th next year the International Mathematical Olympiad, the Romanian Education Ministry has announced. Expected to take part in the prestigious competition organized for the 4th time in Romania, are around 600 students from more than 100 countries. The International Mathematical Olympiad was launched by Romania in 1959, and the first editions only involved participants from the former Communist bloc countries. The first Western country took part in the 1969 edition, and since the 1970s the number of Western participants has increased. Romania holds the record as a host country, having organized the 1969, 1979 and 1999 editions. Romania and Bulgaria are the only countries to have taken part in all editions so far, and in an unofficial ranking of nations, Romania comes third.




    TENNIS – The Romanian tennis player Simona Halep, number 1 in the world, was defeated on Wednesday by the Danish player Caroline Wozniacki (6 WTA), 6-0, 6-2, in her second Red Group match in the WTA Finals in Singapore. Wozniacki has secured her spot in the semi-finals, whereas Halep has to win the last match in the group, against Elina Svitolina (Ukraine, 4 WTA), to move on in the competition. In the White Group, the Czech Karolina Pliskova (3 WTA) has 2 wins and has already qualified into the semi-finals.

    DIPLOMACY – The Romanian Foreign Minister, Teodor Melescanu, was received on Monday in Jerusalem by the Israeli President, Reuven Rivlin. The two officials highlighted the excellent bilateral cooperation, consolidated during the 69 years of constant diplomatic relations. The talks focused on diversifying economic and sectoral cooperation, ahead of resuming the third session of Romanian-Israeli inter-governmental talks. Another important topic had to do with fighting anti-Semitism and promoting education in this respect. The agenda also included an exchange of opinions on topical international matters, such as the Middle East peace process, the crisis in Syria, Iraq and the Gulf region, and the prospects of the Iran nuclear deal. As part of his visit to Israel, FM Teodor Melescanu also visited the Yad Vashem Holocaust Memorial in Jerusalem.




    CONFERENCE – The Romanian capital city Bucharest is hosting today and tomorrow the IAA Global Conference, an international technology, marketing and communication forum. The event brings to Bucharest some of the worlds greatest entrepreneurs and inventors, including Steve Wozniak, Apple co-founder alongside with Steve Jobs and the inventor of the first personal computer in the world. Also addressing the hundreds of participants will be speakers from IBM, the Disney studios, Google and the BBC. This years conference is themed Creativity can change the world.




    TOURISM – Around 100 Romanian and foreign journalists, bloggers, vloggers, and instagramers are visiting these days places in Romania that are worth seeing but are not properly promoted, as part of Experience România, the largest Romanian tourism promotion project. The guests come from nearly 20 countries, including Australia, Canada, India, the US, Germany, Italy and Spain. A similar project, run in spring and promoting the capital city Bucharest was followed by millions online and attracted tourists from far away places like Alaska, Argentina and Japan.




    EU – The EU labour ministers reached an agreement in Luxembourg on Monday night on a proposed reform of the posted workers directive. The participants agreed to limit secondments to 12 months, as France had proposed, but to allow for a six-month extension at the request of the company that posts workers. France also had to accept a compromise with respect to the status of workers in the road transport sector, a particularly delicate point in that Spain and Portugal, as well as the Visegrad Group countries (Poland, Hungary, the Czech Republic and Slovakia), were concerned with the negative impact of the reform on their truck drivers.




    TENNIS – The Romanian tennis player Simona Halep, no 1 in the world, is playing on Wednesday against Caroline Wozniacki of Denmark (6 WTA), in the second Red Group match of the WTA Finals in Singapore. In the other match of the day, the French Caroline Garcia (9 WTA) will face the Ukrainian Elina Svitolina (4 WTA). On Monday, Halep beat Garcia, and Wozniacki defeated Svitolina. In the White Group today, the American Venus Williams (5 WTA), the only WTA Finals winner of this years participants, is playing against Jelena Ostapenko of Latvia (7 WTA), while Garbine Muguruza of Spain (2 WTA) takes on the Czech Karolina Pliskova (3 WTA). On Sunday, Muguruza defeated Ostapenko and Pliskova won the match against Williams.

    BILL – Representatives of the Romanian Government and the National Liberal Party (PNL) consider appealing in the Constitutional Court the bill on the elimination of over 100 small non-fiscal charges as of January 1st, including the radio and TV licence fee. The bill, proposed by the Social Democratic Party (PSD) was passed on Tuesday by the Chamber of Deputies, Parliament’s decision-making body in this case. The bill has been passed without an assessment of its impact on next year’s state budget and the MPs have not indicated the source of funding, the bill’s opponents have argued. In their opinion, the elimination of the licence fee by law gravely affects the independence and impartiality of the public broadcasting services. A number of media organisations are calling on president Klaus Iohannis not to sign the bill into law and launch a public debate on the status of public media services.





    ANNIVERSARY – The series of events occasioned by the anniversary of King Mihai I of Romania, who turned 95 on October 25th continues. On this occasion, the King’s eldest daughter, Her Royal Highness Margareta, Custodian of the Romanian Crown, has said that the birthday anniversary of King Mihai takes place in 2016, when it is 150 years since the Romanian Crown served Romania’s history, the nation’s identity and continuity. On Thursday, Princess Margareta and Price Radu will attend the public presentation of the stamp collection entitled “Engines, a royal passion”, by Romfilatelia at Carol I Central University Library in Bucharest. On this occasion the Royal Choir will give a short recital. Mihai I is Romania’s last king and the only surviving head of state from WWII. He ruled the country two times, between 1927 and 1930, and between 1940 and 1947, respectively. Forced to abdicate by the communists , on December 30, 1947, the former monarch lived in exile. After the Anti-communist Revolution of 1989, he returned to his native Romania.




    MILITARY DRILL — A multinational military drill involving 1,300 military is being conducted as of today until November 2nd at the Land forces training centre in Cincu, Brasov county. “SCORPIONS FURY — 16”, that unfolds in three stages, has been coordinated by the NATO Southeast Multinational Division Command. Romania’s land forces participate in the military exercise with around one thousand troops, alongside colleagues from Canada, Germany and the Republic of Moldova.




    RANKING — Romania ranks 36th in the World Bank’s classification “Doing Business 2017”, one place down as against the previous year. Romania advanced in terms of tax payment, but went down in terms of starting a business. Romania is ahead of countries like Hungary, Belgium, Italy and Turkey but comes after countries like New Zealand, which ranks first, Poland, the Czech Republic and Kazakhstan. The World Bank report assesses 190 economies based on 11 criteria such as taking out loans, access to the electricity network and cross border transactions.




    NATO – Romanian Defense Minister Mihnea Motoc is today attending a NATO meeting in Brussels. Motoc will have several meetings with counterparts from NATO countries. The US Ambassador to NATO, Douglas Lute, has said in Brussels that NATO will consolidate its presence in Romania and the neighboring Bulgaria. Ambassador Lute has also said that, for the time being, plans on consolidating the presence of NATO’s air and naval forces in the Black Sea region are still being discussed.




    TENNIS — Romanian tennis player Simona Halep (WTA no. 4) will take on Dominika Cibulkova of Slovakia (WTA no. 8) on Thursday in the Red Group at the WTA finals in Singapore. On Tuesday Halep lost to world’s number one player Angelique Kerber of Germany, 4-6, 2-6. Halep ranks second in her group, after Angelique Kerber. In the White Group, the Czech player Karolina Pliskova (WTA no.5) defeated the Roland Garros defending champion, Spanish Garbine Muguruza (WTA no.6) and Russian Svetlana Kuznetsova (WTA no.9) defeated last year’s winner of the title, Polish Agnieszka Radwanska (WTA no.3). Simona Halep is participating for the third time in the WTA Finals, after in 2014 she met Serena Williams in the finals, and last year failed to go past the group stage.

    Am 25. Oktober wird jedes Jahr der Tag der Rumänischen Armee zelebriert. Die Feierlichkeiten dazu finden am Dienstag landesweit und außerhalb der Landesgrenzen statt. In Rumänien wird der Tag in allen Ortschaften begangen, in denen rumänische Militäreinheiten stationiert oder Militärattachees akkreditiert sind. Anläßlich des Tages der Rumänischen Armee werden Blumenkränze auf den Friedhöfen und an den Denkmälern der rumänischen Helden in Österreich, Bosnien, Bulgarien, Tschechien, Russland, der Republik Moldau und der Ukraine niedergelegt. In der Kriegsgräberstätte Rossoschka nordwestlich von Wolgograd wird im feierlichen Rahmen eine Wiederbestattung der rumänischen Soldaten stattfinden, die in der Schlacht von Stalingrad gefallen sind.



    Ministerpräsident Dacian Cioloş hat am Dienstag die Erarbeitung eines Masterplans zur Vorbereitung auf den rumänischen EU-Vorsitz 2019 angekündigt. Der sogenannte Masterplan für prioritäre Aktivitäten zur technischen und verwaltungstechnischen Vorbereitung der Übernahme der EU-Ratspräsidentschaft durch Rumänien 2019“ sei fast vollendet. In seiner Ansprache bei der Konferenz Start 2019: Rumäniens EU-Ratspräsidentschaft sagte Cioloş noch, dass die Evaluation der Personalressourcen in der öffentlichen Verwaltung begonnen habe. Dadurch sollen gut ausgebildete Mitarbeiter identifiziert werden, die die Eliteeinheit der rumänischen Verwaltung für Europafragen bilden werden. Der Regierungschef betonte, dass einige Tausend Arbeitstreffen der unterschiedlichen Fachausschüsse während des EU-Vorsitzes aufbereitet werden müssten, den Rumänien 2019 innehaben wird. Der Premierminister sagte auch, dass demnächst eine Reihe von Debatten zum Thema veranstaltet würden.



    Der Haushalts- und Finanzausschuss der Bukarester Abgeordnetenkammer hat am Montag den Gesetzentwurf der Sozial-Demokraten zur Aussetzung einiger nicht fiskalischer Steuern positiv begutachtet. Der Haushaltsausschuss beschloss aber, dass die Gebühr für die öffentlich-rechtlichen Rundfunksender weiterhin erhalten bleibt. Zuvor hatten Vertreter der Politik, der Zivilgesellschaft, der öffentlichen Medienanstalten die Meinung geäußert, dass die Aussetzung der Radio-TV-Gebühr die Autonomie und Unabhängigkeit des öffentlich-rechtlichen Rundfunks stark beeinträchtigen würde. Nachdem der Rechtsakt bereits vom Senat verabschiedet wurde, soll am Dienstag in der beschlussfähigen Abgeordnetenkammer eine endgültige Abstimmung dazu stattfinden.



    SPORT/TENNIS: Die Weltranglistenvierte Simona Halep führt in der roten Gruppe der WTA-Finals in Singapur. Sie startete mit einem Erfolg in der Gruppenphase des Turniers zum Abschluss der Saison. Als dritte Favoritin bezwang Halep die US-Amerikanierin Madison Keys mit 6:2 und 6:4. Halep spielt als nächstes am Dienstag gegen die aktuelle Weltranglistenerste Angelique Kerber. Die Deutsche bezwang zum Auftakt die Slowakin Dominika Cibulkova (Nr. 8 der WTA-Liste) in drei Sätzen. In der weißen Gruppe spielen die Polin Agnieszka Radwanska, die Tschechin Karolina Pliskova und die Spanierin Garbine Muguruza. Halep ist zum dritten Mal in Folge beim abschließenden Saisonhöhepunkt in Singapur dabei. Sie hatte 2014 das Endspiel erreicht und war 2015 in der Gruppenphase ausgeschieden.

    ARMY DAY – Marked every year on October 25, the Romanian Army Day is being observed this year both at home and abroad. On Tuesday events will be held in all towns and villages hosting military units, in countries where defense attaches are accredited and in military bases and theatres of operations where Romanian military are deployed. Floral tributes will be paid at the cemeteries and monuments devoted to Romanian heroes in Austria, Bosnia Herzegovina, Bulgaria, the Czech Republic, Russia, the Republic of Moldova and Ukraine. A memorial service for the re-burial of the Romanian military killed in the battle of Stalingrad will be held at the Rossoshka Military Memorial in the Volgograd region.



    PRESIDENCY – The Romanian Prime Minister Dacian Cioloş announced on Monday that the government almost finalized the master plan including the priority administrative and technical actions to be taken in the run up to Romanias taking over the presidency of the Council of the European Union in 2019. Attending, in Bucharest, the conference “Start 2019: Romania at the presidency of the Council of the EU, Prime Minister Cioloş added that the Government started assessing the human resources in the public administration in order to identify well-trained people that will make up the elite body of the Romanian administration to deal with European issues. He underlined that during Romanias presidency several thousand working group meetings will have to be managed as well as various specialized experts committees within the Council of the EU. The prime minister also announced that a number of debates on this topic would be launched in the coming period.



    CETA – Belgian Prime Minister Charles Michel said his country couldnt reach a consensus for the signing of the Comprehensive Economic Trade Agreement between the European Union and Canada. The EU had given Belgium an ultimatum to take a domestic decision on this matter by Monday evening, after the Wallonia region expressed discontent with certain provisions in the document. Romania and Bulgaria had blocked the agreement for a while, demanding the lifting of Canadian visas for their citizens as a prerequisite to signing the agreement. The Canadian side reached an agreement with Bucharest authorities for the gradual lifting of visas as of next year. With Belgium vetoing the CETA agreement, President Iohannis said Romania would continue negotiations with Canada, irrespective of the fate of the agreement. Romania and Bulgaria are the only EU member states whose citizens still require a visa to travel to Canada presently.



    RADIO AND TV LICENCE FEE – The budget and finance committee in the Chamber of Deputies gave its positive opinion on a draft law spearheaded by the Social-Democrats, allowing for the elimination of some non-fiscal fees. The Committee established, however, that the radio and tv licence fee, originally included in the draft law, would not be eliminated. Previously representatives of the political class, civil society and public media institutions said that eliminating the fee would seriously affect the autonomy and independence of the public radio and television. Already passed by the Senate, the law will be voted on Tuesday by the Chamber of Deputies, the decision-making body in this case.



    TENNIS – Romanian tennis player Simona Halep (4 WTA) is leader in the Red Group at the WTA finals in Singapore. On Tuesday, Halep will take on Angelique Kerber of Germany in the eighth direct encounter with this player. In the other fixture in the Red Group, Madison Keys will play Domonika Cibulkova. The White Group includes Agnieszka Radwanska of Poland, Svetlanta Kuznetsova of Russia, Karoline Pliskova of the Czech Republic and Garbine Muguruza of Spain. This is Haleps third participation in the WTA Finals, after in 2014 she played the final against Serena Williams of the US and last year was knocked out in the group phase.

    Das Innenministerium will die Zwischenfälle beim Marsch für die Vereinigung mit der Moldau vom Samstag untersuchen. Innenminister Dragos Tudorache forderte am Sonntag einen einschlägigen Bericht von der Rumänischen Gendarmerie. Fünf Marschteilnehmer waren gestern in der Bukarester Innenstadt von den Gendarmen festgenommen worden. Zahlreiche Teilnehmer waren aus der benachbarten Moldau für den Marsch der Vereinigung eingereist. Sie vertreten die Ansicht, dass die Vereinigung Rumäniens mit der Moldau im aktuellen geopolitischen Kontext die einzige Lösung ist. Die rumänischstämmigen Bürger in der ex-sowjetischen Republik liefen sonst Gefahr, einer russischen Aggression wie der in der Ukraine zum Opfer zu fallen. Die zum ersten Mal 2012 in Bukarest organisierten Märsche für Bessarabien sind bereits zur Tradition geworden. Der 200. Jahrestag der ersten Annexion der Provinz durch das russische Zarenreich hatte als Anlass gedient. Auf einem Teil des historischen Bessarabien, das nach dem Ersten Weltkrieg Rumänien einverleibt und 1940 von der UdSSR erneut annektiert wurde, ist die aktuelle Moldaurepublik gegründet worden.



    Der Spielfilm ‘Sieranevada’ des rumänischen Regisseurs Cristi Puiu ist beim Filmfestival in Chicago mit zwei der Hauptpreise ausgezeichnet worden, meldet die Internetseite des Wettbewerbs. Puius Werk gewann den Goldenen Hugo für den besten abendfüllenden Film sowie den Silbernen Hugo für den besten Regisseur. Auch Cristian Mungiu bekam die Silberne Plakette für das Drehbuch zu seinem Spielfilm “Bacaulaurat sowie den Silbernen Hugo für den besten Schauspieler in einer Hauptrolle, Adrian Titieni. Das Filmfestival in Chicago findet in diesem Jahr zum 52. Mal statt.



    SPORT: Die Damen des rumänischen Handballmeisters CSM Bukarest sind am Samstagabend in der Champions League beim dänischen Verein FC Midtjylland mit 21:24 unterlegen. Mit dem selben Ergebnis hatte der CSM die Auftaktpartie der Gruppenphase zu Hause gegen Rostow am Don aus Russland gewonnen. Der Gruppe gehören ferner die Ungarinnen aus Györ an, auf die Bukarest am kommenden Samstag in der eigenen Halle treffen wird. Die beiden Mannschaften standen sich auch im letzten Endspiel der Champions League gegenüber, das die Rumäninnen in Budapest nach Penalty-Würfen für sich entschieden.


    Und noch eine Meldung vom Tennis: Die Weltranglistenfünfte Simona Halep ist mit einem Erfolg in die Gruppenphase der WTA-Finals in Singapur gestartet. Die dritte Favoritin des Turniers bezwang die US-Amerikanerin Madison Keys mit 6:2 und 6:4. Halep spielt in der roten Gruppe ferner gegen die aktuelle Weltranglistenerste Angelique Kerber aus Deutschland und die Slowakin Dominika Cibulkova (nr. 8 der WTA-Liste).     Rumänien wird seine Verhandlungen mit Kanada über die Aufhebung der Visumspflicht unabhängig von der Zukunft des CETA-Abkommens weiterführen. Das erklärte der rumänische Präsident Klaus Iohannis am Ende des Europäischen Rates in Brüssel. Dabei sagte er auch, es gebe keinen konkreten Fahrplan für die Visaverhandlungen. Angesichts des drohenden Scheiterns der CETA-Verhandlungen wollte EU-Parlamentspräsident Martin Schulz am Samstag noch einmal zwischen Kanada und der Wallonie vermitteln. Schulz kündigte auf Twitter an, zunächst die kanadische Handelsministerin Chrysta Freeland zu treffen und eineinhalb Stunden später den wallonischen Regierungschef Paul Magnette. Die Gespräche dürften nicht auf der Zielgeraden abgebrochen werden, schrieb Schulz. Kanada sei bereit, die Uhr anzuhalten, bis die EU ihre internen Probleme gelöst habe, sagte Schulz dem ARD-Studio in Brüssel. Demnach verschob Handelsministerin Freeland ihren geplanten Rückflug bis nach dem Gespräch mit dem Parlamentspräsidenten. Am Freitag hatte Freeland nach zähen Verhandlungen erklärt, sie sehe derzeit keine Chance mehr für das Abkommen. Eigentlich soll CETA am kommenden Donnerstag unterzeichnet werden. Doch weil die Wallonie der belgischen Regierung die Zustimmung versagt, steht das Abkommen auf der Kippe. Es kann nur dann verabschiedet werden, wenn alle 28-EU-Staaten zustimmen (dw).



    Rumäniens Ministerpräsident Dacian Cioloş hat den Einsatz rumänischer Militärs in Sarajewo und Pristina gewürdigt. Er habe nur lobende Worte über die professionelle Tätigkeit der rumänischen Soldaten gehört, sagte der Regierungschef. Cioloş und Verteidigungsminister Mihnea Motoc hatten am Freitag einen Besuch in Bosnien und Kosovo unternommen. In Sarajewo diskutierten die Beiden mit den Kommandanten der NATO- und EU-Missionen und trafen rumänische Teilnehmer an den Missionen auf dem Westbalkan. Die Region, in der sie sich befänden, habe eine strategische Bedeutung für Rumänien, sagte der Ministerpräsident den anwesenden Militärs. Rumänien nimmt derzeit mit 40 Einsatzkräften an der EUFOR-Mission in Bosnien teil, an der weitere 20 Staaten beteiligt sind, darunter 15 EU-Mitglieder. In Pristina sagte der Regierungschef, die Anzahl der rumänischen Militärs werde für die KFOR-Mission aufgestockt. Allerdings soll die Truppenstärke vom vergangenen Jahr nicht mehr erreicht werden. Die KFOR-Mission findet unter der NATO-Flagge statt, Rumänien entsendet derzeit 56 Militärs.



    Die rumänische Grenzpolizei hat am Freitag mehrere Gruppen von illegalen Migranten gefasst. An der Westgrenze zu Serbien wurden sieben pakistanische Staatsbürger bei der illegalen Einreise nach Rumänien festgenommen. An der nordöstlichen Grenze zur Ukraine hatten sechs Afghaner versucht, nach Rumänien zu gelangen. Alle Einwanderer gaben Westeuropa als Endstation ihrer Reise an.

    CETA – Romania will carry on negotiations with Canada on lifting visa requirements for Romanians, irrespective of the decisions on the EU – Canada free trade agreement. President Klaus Iohannis said, at the end of the European Council meeting in Brussels, that talks on this topic would follow their appointed course and that there was no deadline for completing them. Negotiations on the EU-Canada Comprehensive Economic and Trade Agreement (CETA) have been resumed in Brussels today, after last night they were suspended because of the opposition of the Belgian region of Wallonia, which is against a number of provisions in the text. Romania has pinned its hopes on CETA, on which the lifting of visa requirements for its citizens depended. More specifically, Bucharest had reached a deal with Ottawa to allow visa-free entry for its citizens as of December next year, in exchange for Romania giving up its objections to CETA. In fact, President Klaus Iohannis had announced yesterday morning that an agreement had been reached on a gradual elimination of visas. Because of Wallonias veto, the EU-Canada trade agreement is currently suspended, and so is the issue of visa requirements for Romanians.




    OFFICIAL VISIT – The PM of Romania, Dacian Cioloş, says he has only heard praises for the professionalism of the Romanian troops taking part in missions in Sarajevo and Pristina. Dacian Cioloş and the Defence Minister, Mihnea Motoc, were on an official visit to Bosnia and Herzegovina and Kosovo yesterday. In Sarajevo, the two had talks with the commanders of the NATO and EU missions and meetings with the Romanian military taking part in missions in the Western Balkans. PM Cioloş said the region had great strategic importance for Romania, which is interested in ensuring an improvement of the local situation. Romania has 40 troops deployed as part of the EUFOR mission in Bosnia, alongside 20 other countries, including 15 EU member states. In Pristina, the head of the Romanian government announced that in 2017 the number of Romanian troops participating in the KFOR mission in Kosovo would increase, although it would not reach its past levels. At present 56 Romanians take part in NATOs KFOR mission.




    ILLEGAL MIGRANTS – Small groups of illegal migrants were found yesterday on Romanias western and north-eastern borders. In the west, 7 Pakistani citizens were caught trying to illegally cross into Romania from Serbia. In the north-east, 6 Afghans attempted the illegal crossing of Romanias Ukrainian border. They said they were planning to reach a western European country.




    NATO – The Black Sea region is a geostrategic region where threats for NATO and for its eastern and southern partners overlap, including migration, terror groups and trafficking, said Gen. Nicolae Ciucă, Chief of general Staff of the Romanian Army. He represented Romania at the Strategic Military Partner Conference organised in Bucharest by NATOs Allied Command Transformation. Attending were representatives of 70 NATO member and partner countries. Columbia and Nigeria took part for the first time in talks in this context. The Strategic Military Partner Conference convenes every year and is the main NATO forum discussing the transformations and future challenges for the Alliance and its partners. The main topic of this years talks was the prospective enlargement of partnerships with the North-Atlantic Alliance.




    TENNIS – The WTA Finals kick off tomorrow in Singapore. The tournament has 7 million US dollars in prize money. The Romanian Simona Halep, seed no 3 in this competition, yesterday found out her opponents in the group stage. She will play in the Red Group against top seed and world no 1 Angelique Kerber (Germany), Madison Keys (SUA) and Dominika Cibulkova (Slovakia). The White Group includes Polands Agnieszka Radwanska, Karolina Pliskova (Czech Republic), Garbine Muguruza (Spain), with the last spot in this group to be filled by either Russian Svetlana Kuznetsova or Britians Johanna Konta. Simona Halep takes part for the third time in the WTA Finals, after having played the 2014 finals against Serena Williams, and leaving the competition last year in the group stage. The tournament in Singapore is due to end on October 30. Also today, the Romanian player Monica Niculescu (no 51 in the world) takes on Petra Kvitova, of the Czech Republic, in the Luxembourg final, in a tournament with 250,000 US dollars in total prize money.

    Members of the European Parliament on Tuesday voted through new rules that will scrap mobile roaming charges in the 28 EU countries as of June 15, 2017. Users will instead pay the same rate for calls, texts and data that they pay back home. Before that happens though, roaming charges will be capped at 0.05 euros per minute for outgoing calls, 0.02 euros for texts, and 0.05 euros for each megabyte of data as of April 30, 2016. A cap for incoming calls will be confirmed at a later date. Andrus Ansip, European Commission vice-president in charge of the digital single market, hailed the MEPs decision to scrap roaming charges, calling it an “historic achievement.”




    Romanian president Klaus Iohannis green lighted on Tuesday the prosecutors’ request to start criminal proceedings against three former officials involved in the miners’ riots in June 1990. They are former prime minister Petre Roman, former deputy prime minister Gelu Voican Voiculescu and former defence minister, Victor Atanasie Stanculescu, all of them charged with crimes against humanity. Last Wednesday, prosecutors also indicted the former head of state Ion Iliescu and the former chief of the Romanian Intelligence Service, Virgil Magureanu. Prosecutors hope to bring justice in this case, the most serious event to have ever occurred in Romania after the anti-communist revolution of December 1989.




    Romanian President Klaus Iohannis and Prime Minister Victor Ponta met on Tuesday at the Cotroceni Palace to discuss ways to handle the wave of refugees in the Western Balkans, Romania’s official stand as to the migrant crisis and the stage of preparations for receiving the migrants. According to a release by the Presidency, the two officials also discussed about strengthening cooperation among the states in the region.




    The main opposition party in Romania, the National Liberal Party, tabled on Tuesday a simple motion with the Senate against the deputy prime minister and interior minister, Gabriel Oprea, one week after the tragic accident that killed a policeman that was part of his official motorcade. The document entitled “Gabriel Oprea dismissed for contempt, arrogance, abuse and disdain in exercising his public function” is signed by 49 Liberal and non-affiliated deputies. They ask for the resignation of the interior minister because of the way in which the Interior Ministry has managed the situation. On Monday the Romanian President called on Gabriel Oprea to resign following the flawed manner in which the ministry communicated on the issue. Oprea said he would not resign.





    Romanian Foreign Minister Bogdan Aurescu on Tuesday received the Ambassador of the Republic of India to Romania, Riva Ganguly Das, on a presentation visit. The two officials discussed about the Romanian-Indian ties, which have been consolidated over the past few years at a political and diplomatic level as well as at an economic level. Minister Aurescu and Ambassador Riva Ganguly Das also tackled aspects of the excellent bilateral cooperation within the United Nations.




    Romanian Simona Halep, no. 2 in the world, was defeated by Maria Sharapova, seed no. 4, at the WTA Finals in Singapore. The Russian withstood a Halep fightback to win 6-4 6-4 and move top of the Red Group. In her debut game on Sunday, Halep outperformed Italian Flavia Pennetta in two sets 6-0, 6-3, while Sharapova obtained a three-set win against Agnieszka Radwanska of Poland.

    Im Halbfinale der US-Open im September hatte Simona Halep der Italienerin nichts entgegen zu setzen. Die spätere Turniersiegerin Pennetta gab in jener Partie lediglich vier Spiele ab. Und überhaupt hatte die Rumänin in bislang fünf Begegnungen mit der 33-Jährigen nur einmal die Oberhand behalten. Doch am Sonntagnachmittag sollten die Fans im 12.000 Zuschauer fassenden Singapore Indoor Stadium eine Kehrtwende erleben. Nach nur 70 Minuten ging die 24-Jährige aus Constanța mit 6:0 und 6:3 als Siegerin vom Platz.




    Halep klebte von Anfang an an der Grundlinie und beherrschte diese, während Pennetta im ersten Durchgang bemüht war, die Bälle im Inneren des Feldes anzunehmen – jedoch ohne Erfolg. Dass die Taktik der Rumänin aufging, war auch an der Reaktion von Pennettas Trainer zu sehen: Während einer Pause forderte er die Italienerin auf, einen Meter gutzumachen. Doch Haleps aggressive Schläge drängten die US-Open-Siegerin immer wieder zurück, auch weil die Weltranglistenzweite längere Ballwechsel vermied und sich sofort in die Returns warf. Bereits im Vorfeld der Partie hatte der Twitter-Dienst der WTA, der WTA-Insider, über ein spezifisches Training von Halep berichtet, bei dem es darum ging, die Punkte mit aggressiven Schlägen weit vor der Grundlinie zu entscheiden.




    Das Tennisblog trezecizero.ro verweist auch auf einen weiteren taktischen Aspekt. Halep habe versucht, überwiegend Druck auf Pennettas Vorhand auszuüben, mit der sie zwar gefährlicher, jedoch auch weniger konstant schlägt. Bei der letzten Begegnung zwischen den beiden in New York hatte die Italienerin mit ihrer Rückhand, insbesondere mit Cross-Schlägen, erheblichen Schaden angerichtet. Am Sonntag war es anders, Halep gewann so gut wie alle Rückhand-Duelle aufgrund extremer Winkel und überraschender Beschleunigungen.




    Nicht zuletzt hatte die Rumänin, die eine Achillessehnenblessur offenbar komplett auskuriert hat, eine andere Einstellung als in New York. Bereits im ersten Satz kämpfte sie um jeden Punkt, auch bei verlorenen Punkten war ihr anzumerken, dass sie ihr Bestes geben wollte. Vor allem den zweiten Durchgang, der durchaus ausgeglichen war, sollte Halep dank ihrer Attitüde erfolgreich beenden. Pennetta hatte gleich im ersten Spiel zwei Break-Bälle in Folge, die aber von Simona abgewehrt wurden. Die Italienerin hatte sich indes bei eigenem Aufschlag gesteigert und konnte bis zum 3:4 jeweils mühelos die eigenen Service-Spiele durchbringen. Doch hier holte Halep im vierten Anlauf das match-entscheidende Break.




    Nach dem verwandelten Matchball einige Minuten später strahlte die Weltranglistenzweite. Sie sei sich der Bedeutung des Spiels bewusst gewesen, so eine überglückliche Halep im anschließenden Interview auf dem Platz.




    Jedes Spiel hier ist wie ein Grand-Slam-Finale. Ich habe im US-Open-Halbfinale gegen Flavia gespielt, es war also ein recht hartes Match, ich wusste, dass sie sehr gutes Tennis spielen kann. Ich hatte auch meinen Spaß an der Partie, ich habe gute Erinnerungen an das Turnier vom letzten Jahr. Deshalb habe ich im ersten Satz auf höchstem Niveau gespielt, das heißt schnell und intelligent-aggressiv.




    Nach dem erlösenden Sieg gegen Pennetta steht Halep schon die nächste Feuerprobe bevor: Am Dienstag trifft sie auf die wieder genesene Maria Scharapowa, die sie bislang bei fünf Versuchen noch nie hatte bezwingen können. Bei ihrem Auftakt in der Roten Gruppe hatte die Russin in einem Drei-Stunden-Krimi die Polin Agnjeska Radwanska überwinden können.

    Sie erwarte eine viel konzentriertere Williams in Endspiel, hatte Rumäniens Tennisstar Simona Halep vor dem Finale am Sonntag gesagt. Und sie sollte Recht behalten.



    Allerdings zeichnete sich von Anfang an kein hochklassiges Spiel ab, beide blieben unter ihrer möglichen Bestleistung. Vor allem Williams begann nervös, was angesichts der bitteren 0:6 2:6-Pleite gegen Halep in der Gruppenphase verständlich war. Die Weltranglistenerste aus den USA musste in ihrem ersten Aufschlagsspiel einen Breakball der Rumänin abwehren, ihr zweites Aufschlagsspiel gab sie ab und lag bereits mit 1:2 hinten.



    Doch hier merkte man auch der 23-Jährigen aus Constanța am Schwarzen Meer die Anspannung an: Sie verpasste bei eigenem Aufschlag die Chance zum 3:1 und wurde von nun an langsam zurückgedrängt. Beide Spielerinnen waren um Rhythmus bemüht, Williams schien nach dem Spielgewinn zum 4:2 aus ihrer Sicht allmählich die Kontrolle zu übernehmen. Die Amerikanerin lie‎ß jedoch mit zwei Doppelfehlern in Folge ihre Opponentin noch einmal herankommen.



    Das sollte allerdings auch der letzte Spielgewinn für Halep in diesem Endspiel sein: Mehrere unerzwungene Fehler der Rumänin, gepaart mit soliden Aufschlägen von Williams, brachten der US-Open-Siegerin zunächst einmal den ersten Satz. Danach verbesserte sich die 18-malige Grand-Slam-Gewinnerin zusehends und lie‎ß einer ratlosen Halep kaum eine Chance im zweiten Satz. Williams attackierte konstant den schwächer gewordenen Aufschlag der diesjährigen French-Open-Finalistin und sah beim 5:0 bereits als sichere Siegerin aus. Und so war es auch, nach einem ersten vergegeben Matchball verwertete sie den zweiten und riss die Arme in die Höhe. Zum dritten Mal in Folge und insgesamt zum fünften Mal gewann Serena Williams die WTA-Finals der acht besten Tennisspielerinnen der Welt.



    Das Auftreten von Halep in Singapur entfachte bei Tennis-Experten in aller Welt und vor allem in Rumänien eine hitzige Debatte um die Ethik im Tennis. Schlie‎ßlich hätte die Rumänin Williams bereits zuvor aus dem Wettbewerb werfen können, hätte sie im letzten Gruppenspiel beide Sätze gegen die Serbin Ana Ivanovic verloren. Stattdessen kämpfte Halep um den Sieg, verlor zwar die Begegnung in drei Sätzen, was aber schlie‎ßlich Williams und nicht Ivanovic den zweiten Gruppenplatz und den Halbfinaleinzug einbrachte. Hat sich Simona jetzt aufgrund ihres Fair-Plays den Respekt der weltweiten Tennis-Gemeinschaft gesichert? Oder hätte sie noch mehr Respekt verdient, wenn Williams nach der Gruppenphase ausgeschieden wäre und Halep das Turnier gewonnen hätte?



    Solche Fragen sind schwer zu beantworten. Sicher ist allerdings, dass die Rumänin sich jetzt mit einem Preisgeld in Höhe von 971.000 US-Dollar sowie 690 Weltranglistenpunkten trösten darf. Au‎ßerdem löste Halep am Montag dank ihrer Finalteilnahme in Singapur die Tschechin Petra Kvitova auf Platz drei der Weltrangliste ab.

    BUKAREST: Ministerpräsident Victor Ponta hat in einem Fernsehinterview für den öffentlich-rechtlichen Sender die Bedeutung der Landwirtschaft für Rumänien hervorgehoben. Die Landwirtschaft sei auch 2014, neben der Energie, einer der Wachstumsmotoren für die rumänische Wirtschaft gewesen. Er sei ein gro‎ßer Befürworter der Bioerzeugnisse, allerdings hätten die Hersteller dieser Branche ein gro‎ßes Problem, erklärte der Regierungschef noch. Ihre Produkte würden nicht einzeln verpackt, sondern in gro‎ßen Mengen verkauft, deren Etiketten nicht auf den Ursprung der Ware verweisen. Die Regierung und das Au‎ßenministerium wollen die Unterstützung für die Bio-Landwirte und den Verarbeitungsbetrieben der Branche erhöhen, so Ponta abschlie‎ßend.



    BUKAREST: Patriarch Teophilos III. von Jerusalem hat am zweiten Tag seines Rumänien-Besuchs, gemeinsam mit dem Patriarchen der Rumänisch-Orthodoxen Kirche, Daniel, die Messe zum Tag des Heiligen Demetrios geleitet. Am Samstag war der Patriarch von Jerusalem von Präsident Traian Băsescu mit dem Nationalen Orden Stern von Rumänien“ der Stufe Gro‎ßkreuz“ ausgezeichnet worden. Die Verleihung gelte als Zeichen der Wertschätzung für den Beitrag des Patriarchen zum Schutz orthodoxer Werte, zur Wiederherstellung der kirchlichen Kommunion und der Stärkung der Beziehungen zur Rumänisch-Orthodoxen Kirche. Der Besuch von Teophilos III. endet am Montag.



    BUKAREST: In der Nacht zum Sonntag sind in Rumänien die Uhren auf Winterzeit umgestellt worden. Die osteuropäische Sommerzeit endete um 4 Uhr, die Uhren wurden um eine Stunde auf 3 Uhr zurückgedreht. Damit wird gewisserma‎ßen die im Frühjahr mit der Umstellung auf Sommerzeit eingesparte“ Stunde im Herbst zurückgegeben”. Die künstliche Sommerzeit ist mit dem Ziel einer längeren Nutzung des natürlichen Tageslichts und der Reduzierung des Energiekonsums geschaffen worden. In der Nacht zum Sonntag stellten neben Rumänien auch weitere 70 Länder der Welt ihren Uhren um. Die Ma‎ßnahme war zum ersten Mal in Europa während des ersten Weltkriegs 1916 zur Anwendung gekommen und von Rumänien 1931 eingeführt worden.

Die Weltranglistenerste Serena Williams revanchierte sich für die bittere Niederlage in der Gruppenphase und entschied das Endspiel in Singapur mit 6:3 und 6:0 deutlich für sich. Nach nur 69 Minuten verwandelte die US-Open-Siegerin ihren zweiten Matchball und riss die Arme in die Höhe. Durch ihren insgesamt fünften Triumph beim Saisonfinale zog Williams mit Steffi Graf gleich. Rekordhalterin ist Martina Navratilova mit acht Erfolgen. Halep, die in der Gruppenphase Williams mit einem 6:0 und 6:2 düpiert hatte, darf sich nun mit einem Preisgeld in Höhe von 971.000 US-Dollar sowie 690 Weltranglistenpunkten trösten. Damit ist bereits sicher, dass die Rumänin ab Montag Petra Kvitova von der dritten Ranglistenposition verdrängen wird.

    SINGAPUR: Rumäniens Tennisprofi Simona Halep hat das Endspiel der WTA-Finals erreicht. In der Vorschlussrunde bezwang sie nach starker Leistung die Polin Agnieska Radwanska mit 6:2 und 6:2 nach nur 68 Minuten. Im Endspiel trifft sie auf die Weltranglistenerste Serena Williams, die in das Halbfinal-Krimi gegen die Dänin Caroline Wozniacki im Tiebreak des dritten Satzes für sich entscheiden konnte. Halep hatte Williams in der Gruppenphase beim 6:0 und 6:2 eine der bittersten Niederlagen ihrer Karriere zugefügt. Für die 23-jährige Rumänin ist die Endspielteilnahme bei der Saisonfinals der acht besten Tennisdamen der Welt, nach dem Finale von Roland Garros im Mai, der bislang grö‎ßte Erfolg. Bislang hatten sich mit Virginia Ruzici und Irina Spîrlea lediglich zwei Rumäninnen für die WTA-Finals qualifiziert.



    BRÜSSEL: Die EU wird Rumänien im Hinblick auf das Erreichen der Emissionsziele unterstützen. Das werde allerdings nicht die Erhöhung der Energiepreise nach sich ziehen, erklärte der rumänische Präsident Traian Băsescu nach Ende des Europäischen Rates in Brüssel. Die EU-Staaten hatten sich zuvor auf ihre Klimaziele für das Jahr 2030 verständigt. Bis dahin solle der Aussto‎ß von klimaschädlichen Treibhausgasen um mindestens 40 Prozent verringert werden, wie EU-Ratspräsident Herman Van Rompuy auf dem EU-Gipfel in Brüssel mitteilte. Der Anteil der erneuerbaren Energien solle auf mindestens 27 Prozent gesteigert und Einsparungen im Verbrauch um ebenfalls mindestens 27 Prozent erreicht werden. Vergleichsjahr für die beschlossenen Ziele ist das Jahr 1990. Ferner kündigte der neue Kommissionspräsident Jean-Claude Juncker an, noch vor Weihnachten ein 300 Milliarden Euro schweres Investitionspaket zur Ankurbelung der Konjunktur auf den Weg bringen zu wollen.



    BUKAREST: Am 25. Oktober ist in Rumänien der Tag der Rumänischen Armee begangen worden. Wie jedes Jahr fanden dazu in Bukarest, den Stützpunkten landeweit und an den Kriegsschauplätzen im Ausland religiöse Gottesdienste und militärische Zeremonien statt. Präsident Traian Băsescu und Ministerpräsident Victor Ponta nahmen am Samstag gemeinsam mit mehreren Regierungsmitgliedern an den Veranstaltungen zum Armeetag im nordwestrumänischen Carei teil. Dort war am 25. Oktober 1944 der letzte rumänische Landstrich von den ungarischen und deutschen Besatzungsmächten befreit worden. Der Staatschef ehrte dabei die über 800.000 bei der Ausübung ihrer Pflicht gefallenen, verwundeten oder verschwundeten Miltärs aus Rumänien. Er bezog sich einschlie‎ßlich auf die Soldaten im Unabhängigkeits- und im Ersten Weltkrieg. Băsescu bedankte sich bei den Armeevertretern ferner für ihre Missionen im Irak, Afghanistan, dem Balkan, dem Kosovo und Arika. Der 25. Oktober ist zudem auch der Geburtstag des Ex-Königs von Rumänien, Mihai I., der an diesem Samstag 93 Jahre alt wurde. Ministerpräsident Victor Ponta bezeichnete Mihai in einer Glückwunsch-Botschaft als moralischen Bezugspunkt, an dem sich die rumänische Gesellschaft mit Respekt und Wertschätzung orientiere. König Mihai I. von Rumänien ist der letzte noch lebende Staatschef aus der Zeit des Zweiten Weltkriegs.



    BUKAREST: In Kürze werden die Uhren auf Winterzeit umgestellt. In der Nacht zum Sonntag endet in Rumänien um 4 Uhr die osteuropäische Sommerzeit, die Uhren werden um eine Stunde auf 3 Uhr zurückgedreht. Damit wird gewisserma‎ßen die im Frühjahr mit der Umstellung auf Sommerzeit eingesparte“ Stunde im Herbst zurückgegeben”. Die künstliche Sommerzeit ist mit dem Ziel einer längeren Nutzung des natürlichen Tageslichts und der Reduzierung des Energiekonsums geschaffen worden. Der Übergang zur Winterzeit wird den Fahrplan der Züge nicht beeinträchtigen — die Züge werden während der Umstellung in den vorgesehenen Bahnhöfen für eine Stunde stillstehen und danach gemä‎ß der Winterzeit ihre Fahrt fortsetzen. Am Sonntag stellen neben Rumänien auch weitere 70 Länder der Welt ihren Uhren um. Die Ma‎ßnahme war zum ersten Mal in Europa während des ersten Weltkriegs 1916 zur Anwendung gekommen und von Rumänien 1931 eingeführt worden.

    Im dritten Spiel der roten Gruppe entschied Halep den ersten Satz nach bereits 20 Minuten für sich. Williams leistete sich dabei ungewöhnlich viele unnötige Fehler, insgesamt 18. Auch der zweite Satz begann gut für die 23-Jährige aus Constanţa: Sie ging mit 2:0 in Führung, ehe die US-Amerikanerin nach 38 Minuten das erste Spiel überhaupt gewinnen konnte. Halep stellte im Gegenzug mit dem Gewinn der drei folgenden Spiele die Weichen auf einen fast unwahrscheinlich deutlichen Sieg. Dabei wehrte sie auch einen der wenigen Break-Bälle von Williams ab. Nach einer Stunde und fünf Minuten war es dann beim Stande von 5:2 aus ihrer Sicht so weit: Die French-Open Finalistin aus Rumänien verwertete ihren ersten Matchball zum ersten Sieg über Williams.



    Am Montag hatte Halep im ersten Gruppenspiel die Kanadierin Eugenie Bouchard mit 6:2,6:3 bezwungen. Am Freitag trifft sie auf die Serbin Ana Ivanovic, der Einzug ins Halbfinale der Turniers der besten acht Tennisspielerinnen der Welt ist allerdings fast so gut wie sicher.
