    ELECTION CAMPAIGN – The campaign for the European Parliament and local election, both slated for June 9, has started on Friday across the country. The Central Election Bureau has urged candidates to observe the relevant legislation, to preserve a balanced, honest and constructive approach to all communications and to refrain from misrepresenting and manipulating information. Throughout the campaign, all messages and slogans with discriminatory overtones, inciting to hate and intolerance are prohibited, in addition to the use of any means and actions designed to slander or stir religious or ethnic hatred. The head of the Permanent Electoral Authority, Toni Greblă, has in turn recommended candidates to promote their political programs with the observance of regulations in force, urging citizens to trust their vote will be taken into account. Some 900 polling stations will open abroad. People can consult the “Code of best practices on disinformation” and “Guidelines on preventing and combating voter disinformation”, both documents being available online. A similar effort to prevent disinformation and manipulation was launched by the European Commission, which published a video designed to encourage critical thinking and provide practical advice on how to identify and combat such actions.

     

    MAY 10 – Romania is a respected member of NATO and the EU, a status that provides top-level security guarantees and a robust platform for cooperation with international partners that share the same values, with a view to developing and consolidating stability and resilience against contemporary threats, the president of Romania, Klaus Iohannis, said earlier today in a message marking National Independence Day. Three major events in the history of Romania are observed on May 10. In 1866, King Charles I was crowned the first monarch of the freshly created Kingdom of Romania. 11 years later, on May 10, 1877, Romania proclaimed its independence from the Ottoman Empire. On May 10, 1881, Romania officially became a monarchy. Over the course of 1866-1947, May 10 marked Monarchy Day, Independence Day as well as the National Day of Romania. May 10 was declared a national holiday in 2015. Special military ceremonies are today being held in Bucharest and other cities.

     

    MISSILES – The USA have greenlit the sale of Sidewinder Block advanced missile technology to Romania, in a deal worth 70 mln USD. The missile systems will provide advanced air-air capabilities for F-16s owned by the Romanian Air Forces. The procurement is part of a broader and long-term effort to modernize the Romanian Air Forces, a US Embassy press release reads. US Chargé d’Affairs, Michael Dickerson, said the deal is an excellent example of robust security and defense cooperation between Romania and the USA. In turn, Defense Minister Angel Tîlvăr said the access of Romanian Air Forces to state-of-the-art air-air military technology will give a significant boost to the security of Romanian and allied airspace, also increasing interoperability with similar structures of the US Army.

     

    EXERCISE – Some 2,300 paratroopers from France, Germany, Romania, Spain, the USA and the Netherlands are taking part in the Swift Response 24 multinational exercise, hosted by Romania over May 5-24. According to the Defense Ministry, the exercise will comprise one of the biggest airdrops ever held in Europe after WWII and will take place over the course of several days. The main activity in Romania is scheduled to take place on Sunday in Câmpia Turzii. Similar operations will unfold in another five Allied and partner states – Estonia, North Macedonia, the Republic of Moldova, Poland and Sweden. The exercise will test the troops’ response capacity as well as the degree of interoperability of participating structures and their commitment to ensuring collective defense, the Romania Defense Ministry reports.

     

    WRESTLING – Romanian wrestler Alin Alexuc-Ciurariu has qualified to the Paris Olympics after grabbing a series of wins at the pre-Olympic World Wrestling Championship hosted by Istanbul. The Romanian competed in the 130-kg Greek-Roman category. This will be the fourth edition of the Olympic Games for Alexuc-Ciurariu, after the London Olympics of 2012 (16th), Rio Olympics of 2015 (5th) and the Tokyo Olympics of 2020 (12th). Another two Romanian wrestlers are still trying to secure qualification to the Olympic Games – Răzvan Arnăutu and Nicu Ojog. Romania’s delegation includes 13 wrestlers, and its objective is to qualify at least 2 athletes to the Olympic Games. Alin Alexuc-Ciurariu is the second Romania athlete to secure qualification after Andreea Beatrice Ana, who booked her tickets to the Paris Olympics in the 53-kg category at the pre-Olympic tournament hosted by Baku in April. So far, 83 athletes have secured qualification to the 2024 Olympic Games in Paris in 12 Olympic events.

     

    TENNIS – Irina Begu (161 WTA) is today playing Elena Rybakina of Kazakhstan (4 WTA) in the second round of the WTA 1000 tournament in Rome, offering 4.8 mln USD in total prizes. On Thursday, another two Romanian players, Sorana Cîrstea and Jaqueline Cristian, advanced to the third round of the women’s singles. Cîrstea (32 WTA) won 7-5, 6-0 against Brenda Fruhvirtová of Czechia (102 WTA), and will go up against another Czech player, Markéta Vondroušová (7 WTA), who in the second round ousted Ana Bogdan (63 WTA), 6-2, 3-6, 6-4. In turn, Jaqueline Cristian (68 WTA), who reached the main draw as “lucky loser”, knocked out Elina Avanesyan of Russia (72 WTA), 5-7, 6-2, 6-2. In the third round, Cristian will play Coco Gauff (3 WTA) of the USA in their first head-to-head match. (VP)

    BELARUS – The Presidents
    of Romania, Klaus Iohannis, Lithuania, Gitanas Nauseda and Poland, Andrzej Duda
    have voiced their joint readiness to support the people of Belarus in building
    a democratic path for their country. The Presidents have called on the
    international community to join the EU and Member States in a joint effort to
    build a positive agenda for Belarus, in addition to a support package aimed at
    ensuring political, economic and social transition. The three heads of state
    are willing to provide Belarus with their countries’ expertise and know-how to
    help implement political and economic reforms, to build independent
    institutions and to help build a society based on the observance of human
    rights and freedom of speech. The joint statement follows an increase in the
    number of allegations over violations of human rights and election fraud in
    Belarus. In power for 26 years, President Alexander Lukashenko is often labeled
    as Europe’s last dictator.




    MEETING – Foreign Minister Bogdan Aurescu is today attending the
    meeting of EU Foreign Ministers in Bucharest. On the sidelines of the meeting,
    Aurescu is also taking part in a working breakfast hosted by Svetlana Tikhanovskaya,
    the leader of the Belarusian opposition. During the meeting, the EU Foreign
    Ministers and the EU High Representative for Foreign Affairs, Josep Borrell, will
    be reviewing the developments in the Eastern Mediterranean, Lebanon and
    Venezuela, as well as EU-China and EU-Russia relations. High on the agenda is
    also a strategic debate on the EU’s prospective partnerships with states in the
    southern vicinity. The Romanian Foreign Minister will also meet with Miroslav
    Lajcak, the EU special representative for Serbia-Kosovo dialogue.




    COVID-19 – 808 new infections were reported in the last 24 hours in
    Romania, the Group for Strategic Communication announced today. 23 people have
    died, taking the death toll to 4,458. So far over 113,500 cases of COVID-19
    have been reported in Romania. 90,600 patients have recovered. 464 patients are
    in intensive care. The authorities have again called on the population to
    observe health safety measures to prevent the pandemic from spreading. Health
    Minister Nelu
    Tătaru has underlined the importance of vaccination against seasonal flu in
    order to prevent a second pandemic. The Romanian official says the first
    vaccine shots have already arrived and they will be administered to people in
    at-risk categories, including teachers.




    SCHOOLS – The Government is today deciding on the number of days
    schools that are to host polling stations next Sunday will remain closed.
    Ensuring the sanitation of classes will take at least one day, during which
    time pupils will follow classes online. In Bucharest, local authorities decided
    to suspend classes two days before the election as well. In other news, classes
    in over 300 schools are being held exclusively online, and over 4,400 schooling
    units are following the hybrid scenario, whereby half of pupils study from home
    and the other half in school. In some 13,000 schools all pupils are observing
    daily physical class attendance. Candidates in the local election are vying for
    one of the 41 positions of presidents of county councils, 3.200 mayor seats,
    1.300 county councilmen and 40.000 local councilmen positions. Originally
    slated for June, the local election was postponed due to the coronavirus
    pandemic, while the mandates of local officials were extended by another six
    months.




    MARKET – Romania’s
    capital market is as of today rated as an emerging market, after the stocks
    of the top companies listed at the Bucharest Stock Exchange had been monitored
    for three years. The first two companies to be granted an emerging-market index
    will be Transylvania Bank and Nuclearelectrica. The two companies will have to meet
    liquidity criteria over the next three months.




    HANDBALL
    – The Romanian women’s handball club CSM Bucharest on Sunday defeated Team
    Esbjerg of Denmark 30-29 away from home in Champions League Group A. Also in
    Group A, Metz Handball of France defeated SG BBM Bietigheim 36-27. The group leader with 4
    points, CSM will next play Rostov-Don of Russia on September 27 at home. On
    Saturday, the other Romanian team playing in Champions League, SCM Râmnicu
    Vâlcea lost to Odense Handbold of Denmark, 30-21 in Group B. Râmnicu Vâlcea
    will next play CSKA Moscow on September 26.





    TENNIS – Tennis player Simona Halep, world no. 2, is today playing
    in the final of the WTA tournament in Rome, totaling over $2.2 million in prize
    money. On Sunday, in the semi-finals, she defeated Garbine Muguruza of Spain,
    6-3, 4-6, 6-4. In the final, Halep will take on Karolina Pliskova of the Czech
    Republic (4 WTA), who in the semis ousted another Czech player, Marketa
    Vondrousova (19 WTA). Aged 28, Halep will play her third final in Rome. In 2017
    and 2018 she lost the final to Elina Svitolina of Ukraine.

    COVID-19 IN ROMANIA – 1,527 new
    SARS-CoV-2 infections were reported in the last 24 hours in Romania, the Group
    for Strategic Communication has announced. 48 people have died during this
    interval, taking the death toll to 4,360. Overall, 110,217 cases of COVID-19
    have been reported at national level since the start of the pandemic. 88,235
    patients have recovered. 447 people are now in intensive care. 6,599 Romanian
    citizens have tested positive for COVID-19 abroad. 126 of them have died. Most
    of these cases were reported in Germany, Italy and Spain.




    COVID-19 IN THE WORLD – The global number of infections has exceeded 30 million, with an
    alarming contamination rate reported in Europe. Unlike other European states
    introducing regional measures, Israel has today reintroduced nation-wide
    restrictions to prevent the spread of the pandemic. Under an Israeli Government
    decision, only food and drug stores and other key services will remain
    operational. People are allowed to move within 1 km of their homes. The Police
    has set up roadblocks all over the country, as traffic remains limited to
    emergencies only.




    COLECTIV – The Bucharest
    Court of Appeal has today set the appeal ruling in the Colectiv case for
    September 30. The case investigated the fire at the Colectiv nightclub in
    Bucharest, where 64 lost their lives. The then mayor and employees of the
    Bucharest District 4 City Hall, the club owners, two firefighters,
    pyrotechnicians and representatives of a fireworks company were awarded prison
    sentences of up to 13 years in the court of first instance. Issued by the Bucharest
    Tribunal, the rulings were appealed by both the defendants and prosecutors. In
    its motivation, the Tribunal claims the tragedy at the Colectiv nightclub is
    the result of a chain of crimes, while the defendants’ attitude does not
    reside in their lack of judicial education, but in greed, irresponsibility and
    ignorance towards the law.




    RESOLUTION – The European
    Parliament has passed a resolution whereby it no longer recognizes Alexander
    Lukashenko as President of Belarus. Voted by a landslide majority, the
    resolution does not recognize the presidential election of August 9, won by
    Lukashenko with 80% of the vote. Parliament believes the election was rigged, and
    that international standards in the matter were breached. In addition, MEPs
    have called for the introduction of sanctions against Belarus. Member States of
    the Organization for Security and Cooperation in Europe (OSCE) have assigned a
    team of independent experts to investigate possible human rights violations and
    election fraud in Belarus. In power for the last 26 years, Lukashenko is often
    labeled as Europe’s last dictator.




    FOOTBALL – Romanian Cup title
    holders FCSB on Thursday qualified to the Europa League third preliminary round
    after defeating FK TSC Backa Topola 5-4 at the end of the penalty shootout. The
    score was 6-all at the end of regular time, which marked a new record for a
    European inter-club match. Struggling to assemble a first team lineup after
    multiple COVID-19 cases were reported at the club, FCSB was rated
    second-favorite to win. In the third round, FCSB will play Slovan Liberec of
    the Czech Republic at home. Also on Thursday, FC Botosani was knocked out after
    losing nil-1 to KF Skhendija of North Macedonia at home. Eliminated from the
    Champions League preliminary rounds, Romania’s champions CFR Cluj will play
    Djurgaarden of Sweden in the third preliminary round of Europa League. All the
    round’s matches are scheduled for next week and consist of only one leg.




    TENNIS – Romania’s tennis
    player Simona Halep, world no. 2, is today playing Dayan Yastremska of Ukraine
    (29 WTA) in the round of 16 at the WTA tournament in Rome. Another Romanian,
    Irina Begu (77 WTA) was knocked out on Thursday by Britain’s Johanna Konta (13
    WTA). The Romanian pair Simona Halep – Monica Niculescu was knocked out in the
    round of 16 in the doubles, after losing to Shuko Aoyama and Ena Shibahara of
    Japan. Another pair, made up of Raluca Olaru of Romania and Anna-Lena Friedsam
    of Germany, qualified to the quarterfinals. They are today playing Magda
    Linette of Poland and Bernarda Pera of the United States. The competition is
    unfolding without public attendance to prevent COVID-19 infections. Total
    prizes stand at some €1.7 million.

    COVID-19 – Romania reports
    over 107,000 confirmed Covid-19 cases since the start of the pandemic in late
    February. 471 patients are in intensive care, out of nearly 6,900 hospitalized
    across the country. So far the death toll stands at 4,285. Meanwhile, 2 days
    after the start of a new school year, several schools in the country went into
    the so-called red scenario, with all classes held online, after teaching staff
    tested positive for Covid-19. In Romania the green scenario involves in-person
    classes, and the yellow scenario is a blend of online and face-to-face
    teaching. In other news, the Health Ministry announced purchasing double the
    amount of flu vaccines compared to last year. Three million vaccine doses will
    be given for free, especially to people over 65, to chronic patients,
    particularly those with respiratory and heart conditions, to institutionalized
    children and elderly, to healthcare personnel and pregnant women.




    REPORT – The report of the
    Budget and Finance Committees of the Chamber of Deputies and the Senate
    regarding the budget adjustment law has been approved. The report will next be
    submitted to debate and vote in Parliament. Acting on the proposal of the
    Social-Democrats, who are currently holding majority in Parliament, MPs in the
    Committee repealed the article providing for a 14% increase in the pension
    point, which means the law on the public pension system still stands. The
    latter stipulates at 40% increase of pensions starting this autumn. MPs also
    voted for an increase in the base salaries of teaching staff starting this
    year.




    ELECTION – President Klaus Iohannis on
    Wednesday called on Romanians living in the Diaspora to register for postal
    voting for the legislative election, saying there are no guarantees polling
    stations would be opened in all countries. Also on Wednesday, the President
    ratified a law allowing Romanians abroad to vote for the legislation election
    of December over the course of two days. The vote can be extended until
    midnight on the second day, but only for those voters inside the polls.
    Romania’s Foreign Minister has also recommended to all Romanians residing abroad
    to opt for postal voting, the safest and simplest way allowing them to exercise
    their constitutional right to vote in the delicate context generated by the
    COVID-19 pandemic.




    TALKS – Foreign Minister
    Bogdan Aurescu on Wednesday had talks with his counterpart from Cyprus, Nikos Christodoulides. The two
    officials appreciated the level of bilateral relations, expressing an interest
    to boost political and diplomatic dialogue as well as sectorial cooperation.
    Minister Bogdan Aurescu underlined the importance of the Romanian community in
    Cyprus, which represents a bridge between the two countries, hailing
    cooperation at the level of the Diaspora, including a Memorandum of
    Understanding signed in 2018 in this field, which is yielding real benefits.




    FLIGHTS – The Foreign Ministry in
    Bucharest announced that commercial flights to and from Poland will resume
    starting Wednesday. The measure adopted by Warsaw authorities will be in place
    until September 29, as Poland is taking new measures regarding incoming and
    outgoing flights in the context of the COVID-19 pandemic. The Ministry also
    states that people traveling to Poland from another EU Member States, as well
    as from Norway, the Swiss Confederation, the Republic of Iceland and the
    Principality of Lichtenstein are still permitted entry to this state without
    being subject to other restrictions or special measures such as compulsory
    quarantine or self-isolation.




    STATE OF THE
    UNION – European Commission President, Ursula von der Leyen on Wednesday
    delivered her first state of the union address before the European Parliament
    in Brussels. The coronavirus pandemic and the uncertainty it brings is not
    over, and the people of Europe are still suffering. It is a period of profound
    anxiety for millions, von der Leyen pointed out. The European official
    expressed her gratitude towards doctors and nurses and every other worker in
    the front line, who are taking risks so others won’t. Ursula von der Leyen
    announced the Union will create its own biomedical agency for advanced research
    and development, dubbed BARDA. Leyen
    said she would call a global health summit, due to take place next year in
    Italy. President von der Leyen went on to say that the Green Deal will be the
    engine of the EU’s economic recovery, in addition to digitization. The European
    official said the Single Market is key to economic recovery, aiming to replace
    coal with hydrogen, thus helping achieve a climate-neutral economy. Ursula von
    der Leyen also announced the European Commission is proposing to increase the
    2030 target for emission reduction to at least 55%.




    TENNIS – Romanian tennis
    player Simona Halep, world no. 2, on Wednesday got through to the round of 16
    at the WTA tournament in Rome, where she is seeded first. Simona defeated
    Jasmine Paolini of Italy (99 WTA) 6-3, 6-4. Also in the women’s singles, Irina
    Begu (77 WTA) will play Johanna Konta (13 WTA) of Great Britain on Thursday. In
    the women’s doubles, Romanian Raluca Olaru and Anna-Lena Friedsam of Germany
    qualified to the quarterfinals after defeating Miyu Kato of Japan and Sabrina
    Santamari of the Untied States, 6-4, 6-3. Also in the doubles, Simona Halep and
    Monica Niculescu will play Shuko Aoyama and Ena Shibahara of Japan in the round
    of 16. Totaling some €1.7 million dollars, the tournament in Rome is a Premier
    5 competition and is unfolding with the full observance of pandemic-prevention
    measures.
