    ENERGY Electricity and gas prices will be capped for a year
    starting April, under a new emergency ordinance the government in Bucharest
    passed on Friday. So, household consumers who do not exceed 100 kilowatts per
    month will be paying 0.68 lei per kilowatt, VAT included. For a consumption
    under 300 kilowatts, the fee will be 0.80 lei per kilowatt at the most. Under
    the new law, non-household consumers will be charged up to one Leu per
    kilowatt, Romania’s Prime Minister Nicolae Ciuca says adding that the prices
    for gas will be around 0.31 lei for household consumers and no more than 0.37
    lei per kilowatt for non-household consumers. The measures are meant to offer
    stability to both the citizens and the business environment, at the same time
    being in accordance with the free market rules. The new measures will be applied from April 1st
    this year until March 31st 2023. Companies that fail to comply with
    the aforementioned rules are subject to fines and the impact of the new
    measures has been estimated at 2.9 billion Euros by the end of the year.








    REFUGEES 11 thousand Ukrainian refugees entered Romania
    on Friday in an attempt to avoid the war in that country. The total number of
    Ukrainian refugees who have made it to Romania in the past three weeks since
    the beginning of the conflict has almost reached half a million. However, very
    few of them applied for asylum and only about 80 thousand have chosen to remain
    in Romania. According to official data, 32 thousand of them are minors and
    accommodation facilities have been occupied 70%. Authorities and civil society
    are making efforts to provide proper accommodation conditions, food, medical
    assistance and education for their children. A lot of companies have come up
    with job offers for the refugees. The European Commission has decided to
    earmark special funds to Romania in an attempt to enable the country to cope
    with the large number of refugees.








    COVID-19 3,160 new Covid-19 infections have been reported in
    Romania on Saturday. 44 related fatalities have also been reported and the number
    of those hospitalized has reached 3,120 out of whom 465 in ICUs. The number of
    infections has been on the rise since Romania gave up all the prevention
    measures on March 9th.








    SPORTS Romania’s national handball side is today playing North
    Macedonia in Bucharest in the preliminaries of the World Championship 2023. In
    the first match in Skopje two days ago, our handballers lost to the hosts
    22-30. The winner on aggregate will be playing the Czech Republic in the next
    stage of the preliminaries. Also on Saturday, Romania’s national fifteen is up
    against the Netherlands in their last game Rugby Europe Championship, the
    second major tournament in Europe after the famous Six Nations. Romania is
    hankering for a win in order to rank third in the preliminaries of World cup
    2023.






    UKRAINE Ukrainian president Volodymyr Zelensky
    has today made an appeal to Moscow to resume talks on peace and security in the
    region, because otherwise the consequences for Russia will be felt by several
    generations, France press reports. Several rounds of peace talks have been
    staged since Russia commenced its onslaught on the neighboring Ukraine on
    February 24th. In another move, Zelensky announced the Ukrainians who
    got relocated because of the war were going to get assistance. He explained the
    ministers of the Ukrainian government are working on a programme of providing
    support to those who had to abandon their homes or flee the war. The Russian
    army carries on its operations in the regions of Luhansk in the east of
    Ukraine, where many people have been killed and houses destroyed. Russian war
    planes on Friday destroyed 69 military targets in Ukraine including three S-300
    anti-aircraft defence units, the Russian Defence Ministry has announced. According
    to the US Department of Defence, since the beginning of the invasion, Russia
    has launched over 1,080 missiles against Ukraine. 3.2 million Ukrainians have
    left the country, two thirds of them arriving in Poland, which is just a
    stopover during their exile.

    Volodymyr Zelensky a lancé samedi un appel à Moscou, estimant qu’il était
    «temps» de discuter de «paix et de sécurité» faute de quoi les conséquences
    pour la Russie se feront ressentir sur plusieurs générations, note AFP.
    Plusieurs séries de négociations russo-ukrainiennes ont eu lieu depuis le début
    de l’invasion russe. Par ailleurs, le leader de Kiev a annoncé que les
    Ukrainiens reloqués en raison de la guerre se verront accorder de l’assistance.
    Et lui d’expliquer que son gouvernement est en train de mettre en place un
    programme de soutien aux personnes ayant fuit le pays ou qui sont restées sans
    logement en raison de la guerre. Sur le terrain, l’armée russe continue ses
    attaques dans la région de Lougansk où les frappes ont feu des morts et
    beaucoup de dégâts. Vendredi soir, l’aviation russe a détruit 69 équipements de
    l’infrastructure militaire ukrainienne, y compris trois systèmes de défense
    anti-aérienne S-300, informe le Ministère russe de la Défense. Depuis le début
    de l’invasion, la Russie a lancé plus de 1080 missiles en Ukraine, apprend-on
    auprès du Département américain de la Défense. Washington affirme que la Russie
    n’a pas encore une position avantageuse dans le ciel ukrainien et du coup, l’on
    assiste à une contestation de l’espace aérien de l’Ukraine.

    COVID-19
    The number of Covid-19
    infections is on the rise in Romania with over four thousand new cases reported
    yesterday and 63 related fatalities. However the number of hospitalized
    patients has been going down to only 32 hundred, out of which 502 in ICUs. No
    anti-Covid restriction has been applied in Romania since March 9th
    and no prevention measures are currently in place. Infections have also been
    reported in other European countries after the restrictions were lifted although
    there is no increase in the number of severe cases or related fatalities.
    However, the World Health Organisation has voiced concern about the rising
    number of infections due to the latest relaxation measures and the widely
    spread idea that the Omicron variant is less severe.

    in Skopje on Thursday night in the second round of the preliminaries for World
    Championships 2023. The second fixture of this play-off is due in Bucharest on
    Saturday and the winner will be up against the Czech Republic in the next stage
    of the preliminaries. On Saturday, Romania’s national fifteen takes on the
    Netherlands in their last game in Rugby Europe Championship, the second
    competition after the famous Six Nations. Romania is hankering for a win in
    order to come third in World Cup preliminaries and secure a place in the
    qualifiers in November.


    WAR Ukraine still holds control over the
    country’s key areas the Russian forces are trying to conquer, Ukrainian
    president Volodymyr Zelensky said after a couple of weeks of Russia’s sustained
    onslaught. Russian rockets have hit an area close to the airport of the city of
    Lviv in the west of the country, local authorities have today announced, quoted
    by Reuters and AFP, adding the airport has not been attacked. No victims have
    been reported but representatives of the US Department of Defence have
    cautioned against Russia’s stepped up attacks against civil targets in Ukraine.
    Moscow will destroy the convoys carrying weapons sent into Ukraine by its
    western partners, Russian Foreign Minister Serghei Lavrov said. In another
    development, NATO Deputy Secretary General Romanian Mircea Geoana said that
    Russia has 75% of its total armed forces blocked in Ukraine and from this point
    of view there is no risk concerning the security of allied countries. Geoana
    added that in spite of an incipient diplomatic dialogue, Russia is likely to carry
    on its onslaught on three strategic directions around Kiev; the conflict will
    go on and so will the number of victims.

    TALKS Romania’s president Klaus Iohannis on
    Thursday said a substantial and balanced consolidation of NATO’s eastern flank
    is urgently needed against the background of the present security situation,
    which he described as ‘particularly concerning’. The Romanian official made the
    statement after the talks he held in Bucharest on Thursday with his Estonian
    counterpart Alar Karis. Iohannis also said he would present these priorities of
    Romania’s at the upcoming NATO summit in Brussels. The Estonian president, who
    had earlier paid a visit to Chisinau, underlined that more actions are needed on
    NATO’s eastern flank, due to Russia’s aggressive behavior. He said the Republic
    of Moldova must be helped in this ‘terrible crisis’. Also on Thursday, Iohannis
    held talks in Bucharest with the Spanish Premier Pedro Sanches. High on the
    agenda were the refugee crisis, the impact of the crisis in Ukraine, mainly
    from the energy point of view and its implications for the region’s security.
    Romania and Spain have convergent opinions over the importance we should attach
    to developing the energy transport infrastructure, the connection between the
    member countries, increasing production and storage capabilities – the head of
    the Romanian state said. In turn the Spanish Prime Minister said the economic
    effects of the war in Ukraine are severe. We’ve all condemned this invasion
    said Sanchez adding the package of sanctions against Russia will continue to
    increase. The Spanish official also met his Romanian counterpart Nicolae Ciuca
    and both appreciated the joint NATO-EU response to the crisis in Ukraine and
    the importance of solidarity with the states dealing first hand with the
    refugee crisis.






    UKRAINE In the absence of any sign that the
    Russian forces would slow down their onslaught against the port-city of
    Mariupol, efforts to evacuate civilians through safe corridors are carried on.
    30 thousand inhabitants have left the city including 300 people, who according
    to Moscow, went by bus over the border in Rostov. A theatre in Mariupol sheltering
    hundreds of civilians was bombed by the Russian forces on Wednesday. After
    speaking before the US Congress yesterday, Ukraine’s president Volodymyr
    Zelensky on Thursday talked before the Bundestag calling on Germany to tear down
    the new wall against freedom created in Europe by Russian president Vladimir
    Putin. France announced it would unblock 300 million euro in aid to Ukraine.
    Paris had already supplied the Ukrainian forces with defensive equipment and
    fuel. And Kiev is benefitting from a massive support from the USA and other
    NATO members. Washington announced one billion dollars in military assistance
    to this country within a week.






    COVID The World Health Organization (WHO) has
    expressed concern over the resurge in the number of coronavirus cases across
    the world, against the backdrop of the relaxation of restrictions and the
    promotion of the false idea that the Omicron strain is harmless. WHO director,
    Tedros Ghebreyesus says last week the number of infections went up 8% globally
    compared to the previous week. China is facing a large number of infections,
    after two years when incidence rates were kept at a minimum. Israel has
    announced two new cases of infection with an unknown variant, whereas France,
    the Netherlands and Denmark reported a type of infection that combines the
    Delta and Omicron strains. According to the latest report of the Group for
    Strategic Communication, Romania reported a little over 4,000 new cases and 63
    related fatalities within the space of 24 hours, of which 27 were prior to the
    reference period.






    NATO In Brussels, NATO Defense Ministers
    decided to extend the term of the Alliance’s consolidated posture, particularly
    on the eastern flank, due to the war in Ukraine. NATO Secretary General Jens
    Stoltenberg warned that Russia’s readiness to use force must not be
    underestimated, nor should the fact that Russia is a nuclear power. The NATO
    official said there is unanimity in the Alliance’s decision not to send forces
    on the ground or to enforce a no-fly zone over Ukraine. Soltenberg explained
    that NATO wants to prevent the war in Ukraine from spreading to the region. In
    turn, NATO Deputy Secretary General, Mircea Geoană, said the Alliance’s new posture does not
    mean the Alliance believes Russia will attack NATO, but is simply a form of
    deterrence. Mircea Geoană explained that the battlegroup created in Romania
    will soon be fully operational.

    around the capital-city Kyiv. The situation is critical in Mariupol, a city
    currently surrounded by heavy equipment, where citizens are virtually trapped
    ant can’t leave the city. The Red Cross has called on both parties to agree on
    an urgent solution to prevent a worst-case scenario and ensure safe passage
    for civilians.






    After Russian
    airstrikes hit a large military base near the western city of Lviv, close to
    the Polish border, killing 35 people and leaving more than 130 in hospital, president
    Volodymyr Zelensky warned NATO in a recent video address that it is only a
    matter of time before Russia attacks NATO members.




    Late on Sunday,
    the WHO issued a press release, stating that the war in Ukraine could
    deteriorate the pandemic context across the globe. Ukraine’s vaccination rate
    is low, and while the infection rate isn’t particularly high, there is a
    considerable risk Ukraine could see more infections and deaths over the coming
    period. According to its report, some 791 thousand infections and 8 thousand
    related fatalities were reported in Ukraine and in surrounding countries over
    March 3-9.

    Aliments — La Roumanie dispose de stocks suffisants d’aliments et de produits non périssables, il y a assez de marchandises dans les entrepôts et les magasins, et les autorités sont en contact permanent avec les détaillants, a déclaré samedi le porte-parole du gouvernement, Dan Cărbunaru. Sa déclaration survient après que de nombreux Roumains aient pris d’assaut les magasins pour se ravitailler en huile, suite à une rumeur que ce produit allait disparaître des rayons. Le ministre de l’Agriculture, Adrian Chesnoiu, a souligné que la Roumanie détenait des stocks suffisants d’huile jusqu’à la nouvelle récolte de tournesol, de manière à ce qu’il n’y ait aucun déséquilibre. Il a transmis aux gens de ne pas tomber victimes de l’hystérie, comme c’est déjà arrivé voici quelques jours, lorsqu’il a été dit que le prix des carburants pourrait exploser, ce qui a conduit à des files interminables dans les stations-service. Et ce après qu’à la fin de la semaine dernière, les gens se soient précipités sur les devises, parce que sur les réseaux sociaux certains avaient présenté la dépréciation de la monnaie nationale comme certaine. Les autorités roumaines attirent de nouveau l’attention que de telles fausses informations ne visent qu’à induire la panique.



    Réfugiés – La Roumanie continue d’apporter son aide aux réfugiés d’Ukraine. Le numéro d’urgence 112 ainsi que le 119, dédié à la protection des enfants, sont désormais tous deux disponibles aussi en langue ukrainienne. Des mesures supplémentaires ont également été prises aux postes-frontières en prévention contre le trafic de personnes. Depuis vendredi, une plateforme en ligne a été mise en place afin de centraliser les offres d’aide proposées en soutien aux réfugiés venus en Roumanie. Cette dernière a été mise sur pied en un temps record grâce à la mobilisation de 600 bénévoles. Par ailleurs, le gouvernement de Bucarest a adopté samedi un projet d’arrêté relatif à l’octroi de gratuités et de facilités pour le transport routier, ferroviaire, naval et aérien des réfugiés d’Ukraine. La Police aux frontières informe que, depuis le début de l’invasion russe en Ukraine, plus de 380 000 citoyens ukrainiens sont entrés en Roumanie ; plus de 304 000 n’ont fait que transiter notre pays.



    Covid — 2 743 nouveaux cas de personnes infectées par le virus SARS-CoV-2 ont été enregistrés au cours des dernières 24 heures en Roumanie, ainsi que 59 décès, dont 12 antérieurs à la période de référence, a déclaré le ministère de la Santé. 3 600 patients atteints du Covid sont actuellement hospitalisés, dont 595 en soins intensifs.



    Visite — Le ministre roumain des Affaires étrangères, Bogdan Aurescu, discutera, dimanche, à Bucarest, avec son homologue israélien, Yair Lapid, de la gestion des effets de l’agression russe sur l’Ukraine. Selon un communiqué du ministère roumain des Affaires étrangères, la visite du responsable israélien a lieu à l’invitation du chef de la diplomatie roumaine. Elle intervient sur la toile de fond de l’aggravation de la crise provoquée par Moscou, mais aussi sur celle d’une très bonne coopération roumano-israélienne en vue de l’évacuation des ressortissants de l’Etat hébreu d’Ukraine via la Roumanie. Israël est un des principaux partenaires de la Roumanie au Proche Orient, et les relations bilatérales, de nature stratégique, se sont constamment développées ces dernières années, note la diplomatie de Bucarest. D’ailleurs, Bogdan Aurescu et Yair Lapid discuteront également du développement des relations bilatérales, notamment politiques, économiques et en matière de sécurité. Les deux responsables évalueront aussi le stade des préparatifs en vue de la 3e Réunion gouvernementale conjointe Roumanie — Israël prévue cette année.



    République de Moldova – Dans un contexte où la crise ukrainienne prend de l’ampleur, l’Allemagne accueillera 2 500 Ukrainiens parmi les 100 000 actuellement réfugiés en République de Moldova, a déclaré la cheffe de la diplomatie allemande, Annalena Baerbock. Elle a ajouté que le gouvernement moldave recevrait une aide de 5 millions d’euros de la part de l’UE, ainsi que 3 millions de la part du gouvernement allemand, une somme qui complètera les 37 millions d’euros déjà promis au pays cette année. Le vice premier ministre et ministre des Affaires étrangères, Nicu Popescu, a souligné quant à lui que les autorités moldaves continueraient à apporter leur aide aux réfugiés ukrainiens. Il a aussi demandé l’aide de l’UE pour soutenir la République de Moldova dans son effort continu pour gérer l’afflux de réfugiés. Vendredi, l’Agence France Presse a annoncé que la France accueillerait elle aussi 2 500 réfugiés actuellement en République de Moldova. Ce petit pays roumanophone qui appartenait autrefois au bloc soviétique a 2,6 millions d’habitants et est l’un des plus pauvres d’Europe.



    Ukraine — Le président français, Emmanuel Macron, et le chancelier allemand, Olaf Scholz, ont demandé samedi, dans une discussion téléphonique, au leader de la Russie, Vladimir Poutine, un cessez-le-feu immédiat en Ukraine et de commencer à rechercher une solution diplomatique au conflit. A son tour, Poutine a accusé les forces ukrainiennes de « violations flagrantes » du droit humanitaire, demandant à la France et à l’Allemagne de faire pression sur Kiev pour qu’il mette fin à ces pratiques. Ce samedi, Moscou a annoncé que l’armée russe pourrait attaquer les livraisons d’armes de l’Occident destinées à l’Ukraine. A son tour, le président ukrainien, Volodymyr Zelensky, a déclaré que toutes négociations avec la Russie devront commencer par un cessez-le-feu et a accusé l’Occident d’implication insuffisante dans les discussions de paix. Dans un nouvel enregistrement, Zelensky a demandé aux mères des soldats russes d’empêcher l’envoi de leurs fils à la guerre en Ukraine. Sur le terrain, les combats se poursuivent dans plusieurs villes, y compris à Kiev, où les forces russes continuent leurs bombardements. L’Ukraine accuse la Russie de préparer un assaut majeur sur la capitale, qu’elle tente d’encercler. L’Ukraine annonce avoir perdu 1 300 militaires depuis le début de la guerre, mais aussi que les envahisseurs avaient subi de lourdes pertes. Selon un nouveau bilan de l’ONU, 579 civils, dont 42 enfants et jeunes, ont perdu la vie depuis le début de l’invasion de l’Ukraine, le 24 février dernier.



    Tennis — L’Américaine Cori Gauff sera l’adversaire de la joueuse de tennis roumaine Simona Halep au 3e tour du tournoi d’Indian Wells. Dans ce même tour, la Russe Anna Kalinskaya rencontrera la Roumaine Sorana Cîrstea.     Ukraine — Au 16ème jour de la guerre en Ukraine, les troupes russes continuent à avancer lentement vers Kiev, tandis que de nouveaux bombardements ont eu lieu à Marioupol. Les frappes aériennes se sont abattues vendredi sur les villes de Dnipro, Lutsk et Ivano-Frankivsk, dans l’ouest du pays. A sont tour, l’Etat major des forces armées ukrainiennes a annoncé que dans la région de Tchernihiv, dans le nord, les troupes russes subissent des pertes sévères. A son tour, le ministre ukrainien de la Défense, Oleksii Reznikov, a affirmé que les forces russes déployées en Ukraine ont tué plus de civils ukrainiens que de combattants. Au Kremlin, le président Vladimir Poutine a déclaré vendredi quil allait autoriser des « volontaires » à aller se battre en Ukraine, et son ministre de la Défense, Sergueï Choïgou, a précisé que 16 000 combattants du Proche-Orient étaient prêts à aider les forces russes dans le Donbass. Lors d’une entrevue à Moscou avec son homologue biélorusse, Aleksandr Loukachenko, Poutine a affirmé avoir constaté certains changements positifs dans les discussions avec Kiev. Le Kremlin n’exclut pas une entrevue entre Vladimir Poutine et Volodymyr Zelensky, mais il faudrait que cette rencontre soit minutieusement préparée pour déboucher sur des résultats, a fait savoir le porte parole de la présidence russe, Dmitri Peskov. Par ailleurs, le leader russe, Vladimir Poutine, rencontre vendredi à Moscou son homologue biélorusse, Aleksandr Loukachenko, pour discuter ensemble de la guerre en Ukraine, mais aussi de la coopération économique dans le contexte des sanctions imposées à la Fédération de Russie. Des pays occidentaux ont durci leurs sanctions contre le Belarus après qu’il eut accueilli sur son territoire des troupes russes. Jeudi, les négociations d’Ankara, entre les chefs des diplomaties russe et ukrainienne, Sergueï Lavrov et Dmitro Kuleba, ont débouché sur un échec. On a juste évoqué la promesse de poursuivre les efforts humanitaires d’évacuation des civils, sans que Moscou prenne un engagement ferme. Les pays du G7 ont annoncé mettre bientôt en place un nouveau paquet de sanctions contre la Russie. Plus d’une centaine de milliers d’Ukrainiens ont fui le pays ces deux derniers jours.

    Le président ukrainien, Volodymyr Zelensky, a remercié la Roumanie pour l’appui accordé à l’Ukraine et pour la contribution significative aux capacités défensives de son pays. Dans un message diffusé sur les réseaux sociaux, il a remercié son homologue de Bucarest, Klaus Iohannis, pour l’appui accordé à l’adhésion de l’Ukraine à l’Union européenne. Nous sentons l’appui politique et défensif de nos partenaires. Hier, le gouvernement roumain a décidé d’envoyer une deuxième tranche d’aides d’une valeur de 3 millions d’euros à l’Ukraine : carburants, gilets pare-balles, casques, munitions et équipements militaires, aliments, eau et médicaments.
