    Tax – In Romania, part of the fiscal measures recently adopted by the coalition government will come into force as of August 1. Thus, as of Monday, the excise tax on tobacco will increase, from cigarette packs to the e-cigarette liquid, and the tax on gambling winnings will be augmented. Changes have also been made to the salaries of employees in constructions, agriculture and the food industry, in the sense of lowering the ceiling starting from which exemptions are made. Other changes to the Fiscal Code will be applied from the beginning of next year, one of the sectors targeted being the hospitality industry where the VAT will increase from 5% to 9%. The value added tax will also increase from 9% to 19% for very sweet drinks or free-alcohol beer. Another VAT increase will be for the trading of houses larger than 120 square meters or over 120,000 Euros.



    NATO – A unitary approach to the Eastern Flank is the most efficient way to defend every inch of the NATO territory, and the presence of the American troops in Romania is a real proof of the US commitment to its security, the Prime Minister Nicolae Ciucă said. He participated on Saturday at the Mihail Kogălniceanu Military Base (south-east) in the battle flag presentation ceremony of an American unit additionally deployed in Romania (the 2nd Combat Team Brigade within the 101st Airborne Division). The PM thanked the American soldiers deployed in Romania for their effort and contribution to the security of the country. “Your presence is very welcome. Together we are strong”, Nicolae Ciucă told them. He recalled that, for a better adaptation to the new security paradigm, the Romanian authorities, together with the NATO allies, are in an advanced stage of implementing the multinational battle group led by France, with the participation of troops from Belgium and the Netherlands. In turn, the commander of the 101st Airborne Division, Major General Joseph McGee, said that the mission of the American division is to defend allies and to defend peace. He appreciated the “warm welcome” given by Romania, showing that the Romanians professionalism and combat training is “impressive”.



    Olympiad — The PM Nicolae Ciucă congratulated the Romanian students, teachers and coordinators for the outstanding results obtained in this years International Linguistic Olympiad. The education minister, Sorin Cîmpeanu, has also praised the results of the Romanian team at this competition: one gold medal, one silver and one bronze. “Together with the young people who obtained excellent results in other subjects at the Olympiad, who have recently written success stories, they show that Romanian education is performing well and has a beautiful future. Good luck! We are proud of you” the PM Ciucă wrote in a message posted on the Governments Facebook page. We remind you that, this year, the Romanian students obtained the 3rd place in the world at the International Geography Olympiad and the second place in Europe. In Physics, the Romanian students won four gold and one silver medals, and in Mathematics, with two gold and four silver, the Romanian team ranked 5th in the world, out of 104 participating countries, and 1st in Europe.



    Sighisoara festival — Knight fights, demonstrations about the healing power of fairies, fairs, theater or medieval dances – these are some of the surprises that have been announced for Saturday, the second day of the 28th edition of the Sighişoara Medieval Festival, in central Romania, organized under the High Patronage of Her Majesty Margareta Custodian of the Romanian Crown. The Festival program also includs a painting workshop for children, an archaic music workshop and a horse riding and archery workshop. We recall that Sighişoara is the only inhabited medieval fortress in southeastern Europe.



    Covid – 7,532 new cases of SARS-CoV-2 infection were registered in 24 hours in Romania, almost 1,300 less than the previous day – the Health Ministry announced on Saturday. The infection rate in 14 days, at national level, is 3.09 per thousand inhabitants. All in all, since the start of the pandemic, around 3,060,000 cases of infection have been registered in Romania. On the other hand, the first two deaths of people infected with monkey pox, outside Africa, were announced on Friday by Spain and Brazil, but it is not known if the respective virus has caused the deaths. The two deaths in Brazil and Spain bring to seven the number of deaths reported worldwide since May. The World Health Organization last week declared this disease a global health emergency, after approximately 16,000 cases have already been reported in 75 countries, many of them in Europe.



    Tennis — The Romanian tennis player Ana Bogdan qualified to the final of the WTA tournament in Warsaw, after defeating Katerina Baindl (from Ukraine) on Saturday, 7-5, 7-5. On Sunday, she will be up against the French Caroline Garcia, seed no. 5. The two have never faced each other before in the professional circuit. The Warsaw tournament has total prizes up for grabs worth 250 million dollars. (LS)

    NATO
    Romania has ‘very concrete expectations’ from the NATO summit, says president
    Iohannis who is representing Romania at the event in Madrid, which brings
    together heads of state and government from allied countries. Iohannis has
    pointed out the significant consolidation of the eastern flank, increasing the
    number of troops deployed to the region, declaring the Black Sea an area of
    strategic interest, considering Russia a significant threat for the alliance

    and we are its neighbours, we realize how important the NATO umbrella is for

    Romanian president is expected to reiterate Romania’s full support for NATO’s
    open-door policies including for the accession of Finland and Sweden. Turkey,
    which until Tuesday opposed the accession of the two countries, eventually
    agreed to support their initiative. According to Radio Romania correspondent in
    Madrid, Ukraine’s president Volodymyr Zelenski is to deliver an online speech
    in the summit’s first session.








    VISIT Romanian Prime
    Minister Nicolae Ciuca has received in Bucharest the Secretary General of the
    League of Arab States, Ahmed Aboul Gheit. The meeting was a good opportunity to
    highlight the constant position Romania has in its relations with the Arab
    states and its consistent approach to the Middle East Peace Process, a
    government communique explains. The two officials have tackled the impact of
    Russia’s military aggression in Ukraine and the support offered by Romania and
    partner countries to the refugees. The Romanian Prime Minister reviewed the
    security situation in the region, given the fact that experts believe that
    Russia will be waging a war of attrition in Ukraine. Ahmed Aboul Gheit has
    underlined the efforts of the League of Arab States for finding a peaceful
    solution to the crisis and thanked Romania for its efforts to supply the Arab
    countries with grains.






    COVID-19 The number of Covid-19 infections is again on the rise in Romania
    with nearly 4 thousand infections registered last week at national level, 14
    hundred more than the previous week. The number of patients in need of hospital
    treatment has also increased, from 458 to 638, with 58 people in the ICUs. 13
    fatalities have also been reported, ten of which were unvaccinated people.










    ENERGY Romania can become energy independent and a provider of energy security
    in the region as well as a transport corridor for gas and green energy in the
    Caspian Sea, the country’s Energy Minister Virgil Popescu said. Together with
    Prime Minister Ciuca, he participated on Tuesday in the ceremony occasioned by
    the beginning of gas exploitation at Midia, in the Black Sea operated by the

    MONKEYPOX Romania announced its first case of monkeypox on Monday, a
    26 year old man in Bucharest. Monkeypox cannot be spread easily among humans and
    needs close body contact. The rash, bodily fluids (such as fluid, pus or
    blood from skin lesions) and scabs are particularly infectious. The main way in
    which one can get the disease is through long physical contact with an infected
    person.








    WAR Amnesty
    International has accused Russia of war crimes in Ukraine, claiming that
    hundreds of civilians have been killed in merciless frag bomb attacks against
    the city of Kharkiv, AFP reports. After thorough investigations, this human
    rights NGO claims it found evidence that the Russian forces had used widely-banned cluster ammunition. People
    have been killed in their homes and in the streets, in playgrounds and in
    cemeteries, while queueing for humanitarian aid, or shopping for food and
    medicine, says an Amnesty International’s Senior Crisis Response Advisor.
    While Russia is not a party to either the Convention on Cluster Munitions or the Convention
    on Anti-Personnel Mines

    REFUGEES Roughly
    7,000 Ukrainian citizens entered Romania through its border checkpoints on
    Sunday, June 12th, 26% less than in the previous day, the Border Police General
    Inspectorate has announced. Since the onset of the conflict in Ukraine, roughly
    1.2 million Ukrainian citizens have entered Romania.






    COVID-19 Romania is no longer providing COVID-19 infection reports
    on a daily basis, but weekly. According to Health Minister Alexandru Rafila,
    the reports will be just like in the case of season flu, as the spreading
    degree of the virus is very low at present and on a downward trend. The number
    of people in need of hospital treatment is also going down. The health minister
    said that authorities won’t go back to daily monitoring unless the situation
    worsens. Last week, Romania reported 2,112 new infections with 51 patients in
    ICUs. 21 related fatalities have also been reported for the period between June
    6 and 12.

    OCDE Romania’s Foreign Affairs Minister, Bogdan
    Aurescu, hailed the completion of the roadmap for Romania’s OCDE accession during
    his Thursday’s participation in the Organisation’s Ministerial Council in
    Paris. According to a Foreign Ministry communiqué, Romania’s firm commitment to
    completing the domestic preparations for ensuring the best conditions for unfolding
    the OCDE accession talks has been highlighted by Aurescu in his speech during
    the meeting. Aurescu has also mentioned the main present challenges to the
    objectives assumed at global level concerning the environmental protection, the
    COVID-19 pandemic as well as the illegal war Russia is presently waging on
    Ukraine. The head of the Romanian diplomacy said that the Russian aggression
    has among effects a higher emphasis on the use of fossil fuels, the destruction
    of the environment and marine ecosystems. On the sidelines of the event Aurescu
    held talks with his French counterpart Cathernie Colonna on the bilateral
    relations as well as topical issues at European and international levels with
    emphasis on security and the multiple implications of the Russian invasion in
    Ukraine.






    IMF Prime Minister Nicolae Ciuca on
    Thursday received an IMF delegation currently on an annual assessment mission
    in Romania. On the occasion of celebrating this year 50 years of IMF
    membership, Ciuca thanked the IMF representatives for the technical and
    financial assistance Romania has benefitted in all these years. According to a
    communiqué, Ciuca appreciated the positive IMF assessments and the counseling in
    the field of fiscal policies with a view to curbing deficits and ensuring a
    healthy economic growth against the difficult background caused by the latest
    crises at European and international levels. Ciuca presented the governmental
    measures aimed at providing support for both the economy and the vulnerable
    citizens affected by the latest price hikes. In turn, the IMF representatives
    appreciated the Romanian authorities’ efforts to keep inflation and deficits at
    bay.






    DEFICIT Romania’s trade balance deficit stood at around 10 billion Euros
    in the first four months of this year, by almost 3 billion Euros more than the
    one registered between January 1st and April 30th, 2021, according to data made
    public today by the National Institute of Statistics. In April 2022 exports totaled
    6.886 billion euro and imports 9.711 billion euro.

    The challenges of renewable energy

    The European Union can replace imports of fossil fuels from Russia with renewable energy sources, and Romania and south-eastern Europe have a huge potential in this respect, renewable energy investors say. On Tuesday they attended, in Bucharest, the RESinvest conference, the largest conference of the renewable energy industry in Romania and South-Eastern Europe. The main theme of the event was the development of the production chain of components, equipment, software and associated services for windfarms and photovoltaic parks, a huge opportunity to create a new branch in the Romanian economy. The production of wind turbines and photovoltaic panels can take place in the community states.



    In Romania, the production of components has already begun. Components of wind turbines are already being produced in Brasov, and transformers for wind energy at Electroputere Craiova. Renewable energy investors say this type of energy could lead to lower prices at national and regional level. Investors also say that the development of these sectors will also boost the supply sector, which will lead to the creation of new jobs in constructions, in equipment operation and production. At the conference organized in Bucharest, investors asked for stability and legislative predictability, in order to be able to carry out long-term investments. The Romanian authorities, in their turn, say that there is funding for projects and guarantee legislative stability.



    Prime Minister Nicolae Ciuca: The Romanian Government has initiated economic strategies gauged to the current needs of the energy market. We have allocated funds to stimulate investment in renewable energy, using all available levers and financial mechanisms, such as the National Recovery and Resilience Plan – PNRR and the Modernization Fund. Under the PNRR, we have recently launched state aid guidelines and schemes to stimulate investment in the industrial chain of production, assembly and recycling of batteries, cells and photovoltaic panels. Another financing scheme, which will increase the country’s energy security, is the Modernisation Fund. With the help of these funds, approximately 3,000 MW will be put into operation. The first projects financed through this mechanism have already received funds and are being carried out.



    The president of the European Parliament’s Committee on Energy, Cristian Buşoi, says that measures to simplify bureaucracy are currently being discussed at community level as well, and will be binding on all states. He said that a European Commission initiative, which comes as a measure strongly demanded by the market, will shorten the time for obtaining approvals for the installation of renewable units. Cristian Buşoi said that there are also proposed deadlines: the approval period should not exceed six months for projects to modernize or increase capacities or one year for new units. (LS)

    MEETING The EU and its member states will continue to provide military support
    to Ukraine the EU’s Foreign Policy chief Josep Borrell has announced at the end
    of the Foreign Affairs Council. The ministers have approved another 500 million
    euros for the member countries, which offer military gear and weapons to
    Ukraine. The event, which brought together EU defence ministers, was also
    attended by Romania’s Defence Minister Vasile Dincu. High on the agenda was the
    implementation of the Strategic Compass, (the new common defence policy) with
    emphasis on increasing the effectiveness of the missions and operations run as
    part of the Common Defence and Security Policy. Romania’s Foreign Minister
    Bogdan Aurescu was also in Brussels on Monday to attend a meeting of his EU counterparts.
    Among other things the Romanian official presented measures taken by Romania to
    support Ukraine and said that Bucharest would carry on humanitarian efforts,
    including by providing assistance to the refugees who had come and continue to come
    to this country and by operating the international humanitarian hub in Suceava,
    north-eastern Romania. Aurescu also voiced support for the sixth sanction
    package against Moscow and underlined the need for a stepped-up international
    effort for the creation of a corridor, including at sea, for shipping Ukrainian
    products, mainly cereals to third destinations via Romania.










    GAS Starting gas
    exploitation in the Black Sea represents a major objective in the process of
    becoming independent from Russian gas, Romania’s Prime Minister Nicolae Ciuca
    said on Tuesday during the talks he had with Eric Faillnet, director of the
    Carlyle International Energy Partners, the main shareholder of Black Sea
    Oil&Gas. The new offshore law, initiated at the level of the ruling
    coalition, and to be endorsed shortly, creates a predictable and stable
    framework for investors, Prime Minister Ciuca went on to say adding that it
    offers a ballance between the interests of the state and private entrepreneurs.
    Romania even has the opportunity of becoming a gas exporter in the region.
    Representatives of Black Sea Oil&Gas have announced the project in Midia is
    ready to kick off in June, after the last test are conducted, with a supply
    capacity of one billion cubic meters annually.

    over 251 thousand dollars. The two had defeated Alicia Barnett and Olivia
    Nicholls of Britain. The second-seeded Niculescu and Panova are to be playing next

    UKRAINE Roughly 265 Ukrainian soldiers who were holed up in the bunkers and
    tunnels below Mariupol’s Azovstal steel plant have surrendered to the Russian
    troops and are considered POWs starting Monday, Russia’s Defence Ministry has
    announced. According to Kremlin’s spokesman Dmitry Peskov, the prisoners, some
    of whom are wounded, would be treated in line with international norms. In

    The first measures in the Support for Romania Program, announced on Monday by the leaders of the ruling coalition made up of the PNL (National Liberal Party)-PSD (Social Democratic Party)-UDMR (Democratic Union of Ethnic Hungarians in Romania) have been adopted by the Romanian Parliament. One of the draft laws is aimed at increasing the minimum gross salary to 3,000 lei (600 Euros) in agriculture and the food industry. In these domains, the allowances and facilities are assimilated to the already-existing-ones in the constructions field, and employees will be exempted, until 2028, from the payment of income taxes and of the health insurance contribution.



    Under the second bill adopted by Parliament, the food allowance for hospital patients and for institutionalized elderly people is doubled to 22 lei (a little over 4 Euros). The application of the Support for Romania package of measures for the protection of the citizens and the economy is a priority for the Government, the Liberal Prime Minister Nicolae Ciucă wrote in a social media post. He pointed out that the state aid scheme for stimulating investments, with a major impact on the economy, met the very high expectations of the business environment.



    According to the PM, the benefits will also be significant for the sectors which will receive financing, such as: manufacturing industry, constructions, hospitality industry, information technology and communications, health and social assistance. Nicolae Ciucă announced that the value of the package stands at 17.3 billion lei (about 3.5 billion Euros), of which about half are European funds.



    The current coalition must come up with solutions to the problems of citizens and the economy, Nicolae Ciucă added: “The package has three main objectives: supporting the economy for a healthy economic growth, achieving social cohesion and, of course, solidarity between generations.



    300 million Euros from the package will be used to compensate for the prices increases. The SMEs will receive up to 400,000 Euros per company to stimulate investment, and transport companies will be disbursed a small part of one liter of fuel. Furthermore, farmers will receive money in the form of grants.



    In turn, the PSD leader, Marcel Ciolacu, says that the current coalition has come up with these economic and social measures so as to keep inflation in check and pointed out that the current inflation rate of 10% is an influence from Europe. According to him, the measures will respond to the citizens problems. Another voice from the coalition, the former Liberal leader, Florin Cîţu, expressed his dissatisfaction that the package does not include certain measures which he has repeatedly promoted, including reducing the social insurance contribution by 5 % and postponing the payment of monthly instalments to banks. The opposition also criticizes the measures which they consider populist and claims that there are other forms of support too.     PANDEMIC Several
    European countries are bracing themselves for what could be a new wave of the
    Covid-19 pandemic. In France, Britain, Italy and Austria the number of
    infections has doubled since last week. The new surge of Covid-19 infections is
    due to the Omicron sub-variant BA2, which is more infectious than BA1.
    According to WHO, although more transmissible, BA2 isn’t more dangerous than
    the first sub-variant. Many countries have eased restrictions as research shows
    that Omicron-infected patients are 59% less likely to need hospital care than those
    infected with Delta and this sub-variant is 69% less likely to cause death. The
    number of infections has been on the rise in South Korea, Vietnam and China;
    the latter has announced its first two Covid-related fatalities while the
    country is presently grappling with its worst spate of infections since the
    coronavirus first emerged more than two years ago in its central regions.










    ENERGY Electricity and gas prices will be capped for a year
    starting April, under a new emergency ordinance the government in Bucharest
    passed on Friday. So, household consumers who do not exceed 100 kilowatts per
    month will be paying 0.68 lei per kilowatt, VAT included. For a consumption
    under 300 kilowatts, the fee will be 0.80 lei per kilowatt at the most. Under
    the new law, non-household consumers will be charged up to one Leu per
    kilowatt, Romania’s Prime Minister Nicolae Ciuca says adding that the prices
    for gas will be around 0.31 lei for household consumers and no more than 0.37
    lei per kilowatt for non-household consumers. The measures are meant to offer
    stability to both the citizens and the business environment, at the same time
    being in accordance with the free market rules. The new measures will be
    applied from April 1st this year until March 31st 2023.
    Companies that fail to comply with the aforementioned rules are subject to
    fines and the impact of the new measures has been estimated at 2.9 billion
    Euros by the end of the year.












    COVID-19 3,160 new Covid-19 infections were reported in Romania on Saturday.
    44 related fatalities were also reported and the number of those hospitalized
    has reached 3,120 out of whom 465 in ICUs. The number of infections has been on
    the rise since Romania gave up all the prevention measures on March 9th.








    RUGBY Romania’s national fifteen on Saturday secured a 38-12 win
    against the Netherlands in Amsterdam in the last leg of Rugby Europe
    Championship 2022 and will further play in the qualifiers for World Cup 2023 in
    France.








    UKRAINE Ukrainian president Volodymyr Zelensky on
    Saturday made an appeal to Moscow to resume talks on peace and security in the
    region, because otherwise the consequences for Russia are to be felt by several
    generations, France press reports. Several rounds of peace talks have been
    staged since Russia commenced its onslaught on the neighboring Ukraine on
    February 24th. In another move, Zelensky announced the Ukrainians
    who got relocated because of the war were going to get assistance. He explained
    the ministers of the Ukrainian government are working on a programme of
    providing support to those who had to abandon their homes or flee the war. The
    Russian army carried on its operations in the regions of Luhansk in the east of
    Ukraine, where many people were killed and houses destroyed. Russian war planes
    on Friday destroyed 69 military targets in Ukraine including three S-300
    anti-aircraft defence units, the Russian Defence Ministry has announced.
    According to the US Department of Defence, since the beginning of the invasion,
    Russia has launched over 1,080 missiles against Ukraine. 3.2 million Ukrainians
    have left the country, two thirds of them arriving in Poland, which is just a
    stopover during their exile.








    REFUGEES Six working groups will be set up at government level
    in Bucharest for a better handling of the situation of the Ukrainian refugees
    who may choose to stay in Romania. Four of these are dealing with issues
    related to health, education, access to the labour market and accommodation.
    The other two will deal with those vulnerable, children and young people. The total
    number of Ukrainian refugees who have made it to Romania in the past three
    weeks since the beginning of the conflict has almost reached half a million. However,

    Réunions – Le président roumain, Klaus Iohannis reçoit aujourd’hui à Bucarest son homologue estonien Alar Kari. Aujourd’hui également, le premier ministre espagnol, Pedro Sánchez, doit rencontrer à Bucarest le chef de l’Etat roumain et le premier ministre Nicolae Ciuca. A l’agenda des pourparlers figure la réforme énergétique de l’Union européenne dans le contexte de l’invasion russe de l’Ukraine. Pedro Sanchez demandera également l’appui de la Roumanie dans la mise dans la mise en place de la stratégie espagnole de réforme énergétique de l’UE. L’Espagne propose deux points clairs : découpler le gaz de la formule de calcul des tarifs d’électricité et offrir la possibilité de chaque Etat de plafonner pour une période déterminée et pour des raisons claires le prix de l’électricité que paie le consommateur final. Cette semaine, le premier ministre espagnol fera un véritable tour de force pour visiter plusieurs pays d’Europe. Il rencontrera pas moins de huit homologues, pour évoquer justement le prix de l’énergie.

    Réfugiés – Selon le Haut commissariat de l’ONU pour les réfugiés, depuis le débit de la guerre en Ukraine, plus de trois millions de personnes ont quitté ce pays, dont plus de 450 000 sont entrés en Roumanie. C’est l’exode le plus important enregistré en Europe après la Seconde guerre mondiale et aux réfugiés ayant quitté le pays s’ajoutent des personnes déplacées à l’intérieur de l’Ukraine. La crise humanitaire est aggravée aussi par la poursuite des bombardements qui visent aussi des cibles civiles. Conformément à un communiqué de la police roumaine aux frontières, rendu public ce jeudi, plus de 15 200 ressortissants ukrainiens sont entrés en Roumanie au cours des dernières 24 heures, ce qui constitue une progression de 0,4% par rapport au jour précédent. A l’heure actuelle, les contrôles aux frontières à l’entrée en Roumanie se déroulent conformément à la législation nationale et communautaire, les voies de contrôle étant utilisées à capacité maximale.

    OTAN – A Bruxelles, les ministres de la défense de l’OTAN ont décidé de consolider la position de l’Alliance à long terme, notamment sur l’est, suite à la guerre provoquée par la Russie en Ukraine. Le secrétaire général de l’OTAN, Jens Stoltenberg a averti qu’il ne fallait pas sous-estimer la volonté de la Russie d’utiliser la force. A ne pas oublier non plus le fait que la Russie est toujours une puissance nucléaire, a précisé M Stoltenberg. Il a déclaré que la décision de l’Alliance de ne pas engager ses forces sur le terrain, ni des avions pour assurer une zone d’interdiction aérienne en Ukraine fait l’unanimité parmi ses membres. M Stoltenberg a expliqué que l’OTAN souhaite éviter que la guerre démarrée par Vladimir Poutine ne se propage à l’extérieur de l’Ukraine. Enfin selon Mircea Geoana, adjoint au secrétaire général de l’OTAN, ce nouveau déploiement de l’alliance a pour seul but de dissuader la Russie et ne signifie pas que ce pays va attaquer l’Alliance. Le groupe de combat déployé en Roumanie sera complétement opérationnel prochainement, a également annoncé M Geoana.

    Guerre en Ukraine – En l’absence de tout indice sur une réduction de l’intensité du siège russe sur la ville portuaire de Marioupol, les efforts d’évacuation de civils se poursuivent par le biais de corridors surs. 30 000 habitants de la ville ont déjà fui parmi lesquelles 300 personnes que les autorités de Moscou affirment avoir transporté à bord de bus jusqu’à Rostov, en Russie. Mercredi, un théâtre à Marioupol qui accueillait des centaines de civils a été la cible d’une frappe. Selon l’ONG « Human rights watch », au moins 500 civils se trouvaient à l’intérieur du bâtiment. Selon des images satellitaires, le mot « enfants » était écrit des deux côtes de l’immeuble. Le nombre des victimes est toujours inconnu puisque les bombardements russes ont empêché les équipes de secours d’y intervenir. Le Royaume-Uni, les Etats-Unis, l’Albanie, la France, la Norvège et l’Irlande ont demandé la tenue cet après-midi d’une réunion d’urgence du Conseil de sécurité de l’ONU à cause de la détérioration de la situation humanitaire en Ukraine. Pour sa part, la Russie a demandé de porter à vendredi un autre vote au Conseil de sécurité de l’ONU de son projet de résolution « humanitaire » concernant l’Ukraine. Ce vote pourrait être abandonné par manque d’appui de la part des alliés les plus proches de Moscou – la Chine et l’Inde notent les agences de presse. Mercredi, la Cour internationales de Justice a ordonné à la Russie de suspendre immédiatement ses opérations militaires en Ukraine.

    OMS – L’Organisation mondiale de la Santé s’est dite préoccupée par une nouvelle augmentation des infections au coronavirus dans le monde, dans un contexte de baisse du nombre des tests, d’assouplissement des restrictions et de propagation de l’idée erronée que le sous-variant BA2 aa Omicron, de plus en plus répandu, serait inoffensif. Selon le directeur général de l’organisation, Tedros Ghebreyesus, la semaine dernière, le nombre des nouvelles infections a augmenté de 8 % par rapport à la précédente. La Chine est confrontée à une nouvelle explosion des contaminations, après deux années au cours desquelles leur nombre a été très faible. Israël a annoncé deux cas d’infection avec un variant inconnu. En France, aux Pays-Bas et au Danemark, un type de coronavirus a été détecté qui combine les variants Delta et Omicron. En Roumanie, le Groupe de communication stratégique fait état d’environ 3 900 nouveaux cas en 24 heures et 68 décès, dont 23 antérieurs à la période de référence.


    Tennis – La joueuse roumaine de tennis, Simona Halep tête de série numéro 24 s’est qualifié sans aucun problème aux demi-finales du tournoi WTA 1 000 à Indian Wells aux Etats Unis, après avoir disposé de la croate Petra Martici.     In an attempt to ease the pressure caused by higher energy and gas bills, the government in Bucharest will endorse new support measures to be approved through an emergency ordinance. A decision was needed in this respect because the previous measures to support companies and household consumers, which have been applied from November, are valid only until April 1st.


    According to Energy Minister Virgil Popescu, the measures have already been discussed with representatives of the Romanian Energy Regulatory Authority, as well as with energy providers and distributors.


    Virgil Popescu: “We are waiting for the Regulatory Authority to integrate into the emergency ordinance some issues that are related to regulation fees. After we have completed talks with all the market players we next want this emergency ordinance endorsed so that we may have the new scheme operational starting April 1st.”


    The new government solutions presented on Monday by Prime Minister Nicolae Ciuca include caps and subsidies for the aforementioned utilities. Electricity and gas will be capped for a year, and according to the Prime Minister the measure will offer the business environment and citizens stability in accordance with free market rules


    Nicolae Ciuca: “Household consumers will benefit from a social fee of 0.68 lei per kilowatt, including the VAT for households with a monthly consumption up to 100 kilowatts. Household consumers with a monthly consumption between 100 and 300 kilowatts will have to pay 0.8 lei per kilowatt whereas consumers with an annual consumption up to 12 hundred cubic meters are to pay 0.31 lei per kilowatt”.


    The impact of these measures has been estimated around 3 billion euros by the end of the year. But a survey by the Intelligent Energy Association reminds that Romania is one of the three European countries, which decided to cap prices to support their population. However, the capped price is 1.7 higher than the market price and that makes the aforementioned support measures the least effective in the EU. The new measures are even less significant if we take into account that Romania is the second country in the EU in terms of the negative impact energy bills have upon the family budget – double than the European average in 2022, the survey also shows.

    The ex-soviet
    Romanian-speaking Republic of Moldova has recently asked to be accepted in the
    European Union. The move, considered historic for Chişinău, comes against a
    very complicated regional context: the war in neighboring Ukraine, the crisis
    of the Ukrainian refugees who have made it to the Republic of Moldova as well
    as the presence of Russian troops in the breakaway region of Transdniester,
    which is no longer under the control of the authorities in Chişinău.




    We recall
    that Transdniester de facto came out of Chisinau’s control in 1992 following an
    armed conflict with hundreds of dead, which ceased only after the intervention
    of the Russian troops on the side of the separatists. In 1999, at the OSCE summit
    in Istanbul, Russia, led at that time by president Boris Elţîn, pledged to pull
    out its troops and gear from Transdniester. Five years later, the process was
    stooped in its tracks and the Russian troops are still stationed there.




    Against this
    background, even more complicated by the recent invasion of Ukraine, president
    Maia Sandu on Thursday night signed the Republic of Moldova’s EU accession
    request. The Moldovan leader said the authorities in Chisinau are ready to
    achieve this national objective. ‘We have the chance to ensure a better and
    safer future for the next generations’, Sandu says adding that the Republic
    must have a clear EU roadmap.




    Maia Sandu We are signing the EU accession request for the Republic of Moldova.
    And we are ready to do everything for achieving this fundamental national
    objective. We must take immediate
    actions under the present circumstances and we are clearly seeing the opportunity
    of ensuring a better and safer future for the next generations. Achieving this
    objective is our duty towards the citizens.




    The document signed
    by president Sandu, Prime Minister Natalia Gavriliţă and Parliament Speaker Igor
    Grosu, is to be submitted to Brussels in the following days. Georgia has also
    submitted a similar request after Ukraine on Monday had asked to enter the
    bloc. In its efforts to join the European Union, Moldova relies on support from
    its European partners.




    Bucharest,
    which has been a staunch supporter of the Republic of Moldova’s independence
    and integrity for many years now, is also fully supporting this country in its
    efforts to join the European Union. Romanian
    president Klaus Iohannis has recently said that Romania fully supports
    the EU integration of Ukraine as well as that of the Republic of Moldova and
    Georgia. The place of these EU partners are in the European family and Romania
    will do its best to make this thing possible, Iohannis went on to say. The Republic of Moldova’s request to entry
    into the European Union is a historic move – Romania’s Prime Minister Nicolae
    Ciuca says, giving assurances that Romania will continue to work side by side
    with Chisinau for achieving this goal.
