    UKRAINE – Romanian Prime Minister Nicolae Ciuca has assured his fellow Romanians, in the context of the Ukrainian crisis, that all necessary institutional measures, in keeping with the decisions of the Higher Defence Council, have been taken. He has explained that these steps were taken in coordination with the NATO allies and the EU member states. PM Ciuca called on ministers with attributions in the field to keep monitoring the situation and work co-ordinately and carefully. In another development, the Senate and the Chamber of Deputies in Bucharest will convene in joint session on March 1st, to adopt a political declaration in support of Ukraine’s territorial integrity, sovereignty and independence. On Tuesday, Cristian Chirtes, chairman of the Joint Standing Committee of the Chamber of Deputies and the Senate for the exercise of parliamentary control over the activity of the Romanian Intelligence Service (SRI), said that Romania’s security situation from the perspective of the legal attributions of the Romanian Intelligence Service (SRI) is stable. He also said that, in the context of the Ukrainian crisis, cyber attacks on critical infrastructure, Romanian ministries and agencies, increased.



    SANCTIONS — The United States adopted on Tuesday what American President Joe Biden called a “first tranche” of sanctions, in response to the recognition by Russia of the separatist republics in Ukraine. “We cut off Russias government from Western finance”, Biden said, adding that sanctions also target Russian elites and their family members. The White House leader described the latest events as the beginning of the Russian invasion and announced that an American battalion and several F-35 fighter jets will be deployed this week in the Baltic region and Eastern Europe. He said, however, that he was moving additional troops and equipment to “strengthen” US allies in the Baltic nations on NATOs eastern flank, but made it clear they would not be there to “fight Russia.” The White House has announced that a Biden – Putin summit, a French initiative initially accepted in principle by the two leaders before Russia’s recognition of the separatist republics, was out of the question.



    DECISION – The Bucharest Government is going to pass, in today’s meeting, a decision on the organisation and functioning of the Committee on Monitoring the National Recovery and Resilience Plan (NRRP). The institution in charge with the implementation of reforms and the fulfilment of the objectives assumed under the NRRP is the Ministry of Investment and European Projects, which will monitor the implementation of reforms and investment stipulated in the NRRP with the support of NGOs, trade unions, employers’ associations and the structures of the local public administration.



    INFLATION – The annual inflation rate in the EU increased in January up to 5.6%, from 5.3% in December 2021, according to data made public by the Eurostat on Wednesday. The member state with the highest inflation rates are Lithuania (12.3%), Estonia (11%) and the Czech Republic (8.8%). As compared with the situation in December 2021, the annual inflation rate in the first month of 2022 went down in 8 member states and increased in 19 countries, Romania included, from 6.7% to 7.2%. Romania ranks 11th among the countries with the highest annual inflation rates. The countries with the smallest annual inflation rates are France (3.3%), Portugal (3.4%) and Sweden (3.9%).



    FUEL – The parties forming the ruling coalition in Bucharest have agreed to temporarily cut the fuel excise by 50%. The measure reduces by RON 1 the retail price of petrol and diesel, Finance Minister Adrian Caciu has said. The proposal was supported by the Social Democrats, while their leader, Marcel Ciolacu, said the solution is aimed at preventing prices from going up. In turn, Liberal leader Florin Citu has said that his party agrees, in principle, with any measure that reduces fiscal burden, but has added that, if the retail price of fuel does not go down, somebody will have to take responsibility. The National Liberal Party (PNL), the Social Democratic Party (PSD) and the Democratic Union of Ethnic Hungarians in Romania (UDMR) have also agreed to further subsidise electricity and natural gas bills in the month of April.



    CORONAVIRUS – Romania reported on Wednesday 11,477 new cases of Covid-19 and 119 related deaths, of which 9 from a previous date. Of those nearly 9,000 Covid patients treated in hospital, a little over 1,000 are in intensive care. In terms of vaccination, about 1,000 people had the first shot in 24 hours. The Omicron variant becomes quasi-dominant in Romania, with over 95% of the results indicating infection with this strain of the virus, Health Minister Alexandru Rafila said. In his opinion, in about three weeks the number of infections nation-wide could be small, with hundreds of new daily cases being expected instead of thousands as is the case now. Rafila also said a 6th wave of the pandemic is not to be expected. (EE)

    Local authorities ask for Government’s support

    The representatives of Romanias County Council associations, of the Romanian municipalities, cities and communes have asked for support from the Government to ensure the co-financing of the projects run by the local communities and have also asked for solutions regarding the huge energy bills received by institutions. During a meeting with the Prime Minister, Nicolae Ciucă, the local authorities representatives have expressed their availability to be co-opted in consultations related to the implementation of the National Recovery and Resilience Plan, so that the funding should be adapted to the needs of the communities.



    They have warned that the failure to make the reforms needed to implement the National Recovery and Resilience Plan – PNRR will turn the local communities into victims. During the discussions, the mayor of Cluj-Napoca (northwest), Emil Boc, has proposed that the guidelines for implementing the Plan should be developed together with the local authorities, because they know best the problems of the communities. Moreover, he has pointed out that Romania will lose money from the National Recovery and Resilience Plan – PNRR if it does not make the necessary reforms.



    Emil Boc: Romania risks losing money from the PNRR, if the ministers do not make the reforms required under the PNRR. The collateral victims will be the local administrations. These reforms are not made somewhere outside Romania. They are made by Romania for Romanians. The reforms will make this country much more functional, with benefits for every citizen.



    In turn, the mayor of Cugir (central Romania), Adrian Teban, has pointed out that, soon, smaller cities will no longer have money to pay energy bills, which have doubled and, in some cases, have even tripled.



    Adrian Teban: “In small and medium-sized cities, the pressure on local budgets is very high, with the rising energy prices. Larger municipalities can afford it. But small cities are facing more pressure.



    Regarding the communes’ problems, the local officials have also told the prime minister that in the future they will no longer have money to pay their employees, and the communes will be left without employees. On the other hand, the Government, through the Inter-ministerial Committee Coordinating the National Recovery and Resilience Plan, has promised to take steps to speed up reforms and continue efforts to implement the Plan.



    Romania needs balanced modernization and development, so that the investments available through the National Recovery and Resilience Plan, as well as the other European and national funds, should benefit in a fair and integrated manner all communities and all citizens – the PM said during the meeting. At the same time, he has reviewed the measures taken by the Government to protect the population, the economic sectors and public institutions, such as the schools, hospitals and cultural institutions, from the effects of rising energy prices.     ENERGY The Executive in Bucharest on Wednesday made it
    compulsory to recalculate erroneously issued energy bills by non-compliance
    with mechanisms of capping and subsidies. Suppliers have been given 15 days to
    operate the necessary changes penalty-free, Energy Minister Virgil Popescu has
    announced adding that in order to prevent any possible abuses, for the duration
    of the emergency ordinance, it is illegal to go off the grid. The government
    has approved a memorandum under which Romania will carry on its technical and
    financial assistance to the Romanian-speaking ex-soviet Republic of Moldova in
    order to support the latter’s efforts to join the European Union. This support
    has recently materialized into a non-reimbursable financial aid of 100 million
    euros.










    PROGRAM Authorities in Romania on Wednesday launched the National Program for
    Combating Cancer in an event attended by president Klaus Iohannis who said the
    document has realistic and measurable objectives. According to the Romanian
    official, the program lays emphasis on supporting and granting additional
    funding to medical investigations. In February 2021, the European Commission
    launched the Europe’s Beating Cancer Plan, allotting €4 billion to finance
    cancer prevention, research and treatment programs across the community bloc.
    Meanwhile, the Romanian Parliament set up a special task force charged with
    transposing the Commission’s plan into national law. Right now, part of the
    cancer treatments, lab tests and prevention programs are funded under a
    nationwide program.










    COVID-19 Authorities in Romania on Wednesday reported
    16,610 new Covid-19 infections in addition to 58 related fatalities, of which 2
    were prior to the reference period. Half of Romania’s counties are in the
    so-called ‘red tier’ with a high infection rate. Since the start of the
    pandemic, over 1.9 million Romanians have got infected with the virus and some
    60,000 died. Against the backdrop of an anti-vaccination campaign fuelled by
    part of the media, a number of politicians and other public figures, Romania
    has the second-lowest national vaccination rates at EU level after Bulgaria.










    PLAGIARISM The Carol I National University in Bucharest has launched a process
    examining the observance of quality and academic standards in the case of Prime
    Minister Nicolae Ciucă’s PhD thesis, defended in 2003. The decision follows
    revelations and plagiarism allegations from the media. The Prime Minister has
    denied the allegations, claiming he observed all legal and academic
    requirements. Ciucă is the third head of government facing plagiarism
    allegations after Social-Democrats Victor Ponta and Mihai Tudose. Last month
    Research Minister Florin Roman resigned after facing similar accusations
    regarding his MA thesis.

    ENERGY On February 1st the government in Bucharest is
    expected to endorse new measures aimed at capping electricity and gas prices.
    The aforementioned measures will be promoted through an emergency ordinance to
    be passed the next week at the latest. Romania’s Prime Minister Nicolae Ciuca has
    today held talks with energy suppliers who, according to government sources,
    have agreed with the newly announced measures for subsidizing and capping
    energy prices, pledging to rectify the bills initially issued. The head of the
    Executive on Monday announced that following an agreement of the ruling
    coalition made up of PNL, PSD and UDMR prices in gas and electricity would be
    capped and the consumption limit extended.










    COVID-19 Authorities in Romania have today announced 16,760 new Covid
    infections, double the number of yesterday as well as 70 related fatalities. Bucharest
    has today reached an infection rate of 6.15 cases per thousand and has been in
    the red tier since January 12th. With 8 million people vaccinated
    Romania still is the last but one in an EU ranking. Bulgaria is the country
    with the lowest number of immunized people in the bloc.










    TENNIS 14th-seeded tennis player Simona Halep has qualified for
    the second round of Australian Open, the year’s first Grand Slam tournament
    after a two-set win 6-4, 6-3 against Magdalena Frech of Poland. A former top
    seed, Halep took one hour and 29 minutes to obtain the victory against the
    Polish challenger. Five Romanian women players out of six have qualified for
    the tournament’s second round. They are Simona Halep, Sorana Cirstea, Irina
    Begu, Gabriela Ruse and Jaqueline Cristian. From the Romanian delegation only
    Irina Bara was eliminated in the competition’s first round.








    EUMaltese center-right MEP
    Roberta Metsola was elected president of the European Parliament on Tuesday. Metsola,
    who won 458 votes out of the total 616, had an absolute majority avoiding the
    need for a second round of voting. A member of the European People’s Party,
    Metsola succeeds Italian Social Democrat David Sassoli who died last week at
    the age of 65. Sassoli was a politician and journalist very appreciated in
    Italy, a supporter of the EU, who firmly campaigned for human rights observance
    around the world, this is how Romanian MEP Eugen Tomac has described him. A
    vehement critic of the abuses committed by Russian president Vladimir Putin, in
    2021 Sassoli got interdiction to enter Russia in response to the EU sanctions
    imposed to some Russian officials. Sassoli was also a supporter of the EU
    integration efforts of the ex-soviet, Romanian-speaking republic of Moldova.

    Again, about offsetting energy prices

    The situation in the Romanian energy sector is serious and does not seem to improve in the absence of a firm political intervention. Overlapping the full liberalization of the energy market in 2021, the spikes in electricity and gas prices make victims. On the one hand, among household consumers, especially the vulnerable, who, from one month to the next, receive huge energy bills. On the other hand, companies are also facing problems which, for the same reason, find themselves in a situation to restrict their activity and, consequently, to make a lot of redundancies. One of the most resounding cases, these days, is that of the ALRO Aluminum Plant in Slatina (south), one of the largest in Europe, which has already started closing an electrolysis hall that has been operating for over half a century. The Energy Ministry says that the control over the actors on the energy market is held by the Authority for Energy Regulation (ANRE), an autonomous, independent body, and the National Authority for Consumer Protection.



    The governing coalition made up of the PNL-PSD-UDMR, decided through an emergency decree, subsequently voted in Parliament, to cap energy prices between November 1, 2021 – March 31, 2022, and to provide compensations to the population.



    However, not all market players have complied with the law, according to the energy minister, Virgil Popescu: “Indeed, there are suppliers who have not capped the prices and sent uncompensated bills. Only one large supplier was prepared, so that, by December 15, it issued correct invoices, as stipulated by the law.”



    Consequently, those who have received non-compliant bills do not have to pay them, and the suppliers are obliged to resend correct bills, otherwise, they risk having their operating license lifted. Moreover, the PM Nicolae Ciucă announced further measures to support the population: “As of April 1, household consumers with a monthly consumption of up to 300 kWh will benefit from a new protection scheme, which will include a VAT reduced to 5%, as well as the compensation of the green certificate and of the cogeneration bonus for consumption. We will also draft a natural gas support scheme.”



    According to the prime minister, support measures for SMEs are also being considered, provided that they don’t make redundancies. The Social Democrats welcomed the measures to protect the population against energy price hikes but say that more is needed. Thus, they suggest reducing the VAT not only for energy, but also for natural gas, and not from April 1, but from February 1.



    Almost all products and services have become more expensive in Romania due to the increase in electricity and gas prices, inflation being a matter of concern both for the population and the central bank. For the first part of this year, the inflation level of 7-8% could be exceeded. (LS)

    CORONAVIRUS — Almost 4,000 new infections with Covid-19 have been reported today in Romania, more than double Monday’s figure. Also, 52 related deaths have been reported, of which 5 from a previous date. Health Minister Alexandru Rafila says that the number of infections in this 5th wave of the pandemic is expected to be double the one in the 4th wave, when there were 400,000 confirmed cases. Since the onset of the pandemic, over 1,8 million people in Romania had the infection, and almost 60 thousand died. The country has the second lowest immunization rate in the EU, after Bulgaria. Less than 7.9 million Romanians have been fully vaccinated, which is little over 40% of the eligible population. About 2 million of them have also received the booster jab.



    ENERGY – Romanian PM Nicolae Ciuca today held a working meeting with members of his cabinet and representatives of Transelectrica, Transgaz and Romgaz companies, to assess the stage of preparations for the winter season, from the perspective of the energy sector. According to the Government’s press office, the conclusion of the meeting was that the supply of electricity is ensured for essential services, household consumers and for other categories of consumers. Also, there are enough natural gas stocks to cover the demand.



    COLLECTIVE – The Bucharest Court of Appeal on Monday postponed by two months, until March the 3rd, the final ruling in the case of those guilty of the tragedy of October 30, 2015, in Bucharest, when 65 people died in the fire that broke out during a concert in the Collective Club. In December 2019, the Bucharest Tribunal, the first instance court, gave sentences of up to 13 years in prison and the payment of total damages of over 50 million lei (10 million euros) to the victims’ families.



    TOURISM – Romanian tourists have spent on the occasion of the New Year some 45 million euros on foreign travel destinations and 30 million euros on domestic destinations, according to a report of the National Travel Agencies’ Association. In Romania, the average stay was 2 to 3 nights and the tourists’ favourite destinations were the mountain resorts and the rural areas. The destinations preferred by travellers abroad were Egypt, Dubai, Zanzibar, the Dominican Republic, the Maldives, Sri Lanka, Kenya and Latin America. Around 10 thousand Romanians went on city-breaks to Europe, mostly to cities like Athens, Paris, Prague, Rome or Barcelona.



    TENNIS — Romanian tennis player Sorana Cirstea has today qualified to the second round of Melbourne Summer Set 2 (WTA 250) after an easy win over Russian Varvara Graceva (6-0, 6-0). Also today, in the first round of Melbourne Summer Set 1, Romanian Jaqueline Cristian was defeated by Kaia Kanepi of Estonia, 6-7 (2), 7-6 (7), 6-2. The all Romanian team Simona Halep/Elena Gabriela Ruse lost in the first round of the women’s doubles at the Melbourne Summer Set 2, to the American-Czech pair Bernarda Pera/Katerina Siniakova, who are 2nd seeds, 6-2, 7-6 (2). In women’s singles, Ruse may be up against Simona Halep in the second round, if the latter gets past Australian Destanee Aiava.     The present pandemic this year did not interfere with
    the Christmas holiday of most Romanians as the country is still seeing a low
    number of daily infections and fatalities caused by the novel coronavirus – the
    citizens of Romania were able to peacefully enjoy one of the year’s most awaited
    and beautiful Christian holidays.






    Traditionally, a period of joy and enlightenment,
    Christmas was being celebrated both in the street by groups of carolers heralding
    the birth of Christ and in churches through a series of holy sermons held by
    the clergy.


    Some preferred to spend the holiday at home around the
    Christmas tree with rich dinners, family and friends.






    Numerous ski slopes have opened so the Christmas
    holiday was a good opportunity for winter sports lovers to indulge their
    favourite pastime. Poiana Brasov, a ski resort in the Carpathians proved to be
    one of the most popular tourist destinations these days with almost all its
    accommodation facilities occupied by tourists who enjoyed the resort’s famous snow-covered
    ski slopes.




    Another popular tourist destination these days proved
    to be the region of Bukovina, in north-eastern Romania, where owners of hotels
    and guest houses were able to delight their visitors with a series of shows consisting
    of traditional customs and carols specific to the winter holidays or with hikes
    in a genuine winter wonderland.




    On this occasion like every year, politicians conveyed
    their messages to Romanians, whom they urged to be generous, to not abandon traditions
    or those in need. They also referred to the present medical crisis and the need
    for responsibility in this period.




    In his Christmas address, Romania’s president Klaus Iohannis
    referred to the spirit of this holiday at the end of a difficult year.
    According to the country’s Prime Minister Nicolae Ciuca, the responsibility
    with which the Romanians understand to spend this holiday is maybe the best
    gift offered to others.




    ‘Christmas urges us all to be generous’ Daniel, the
    patriarch of the Romanian Orthodox Church said. In his message, the patriarch
    said that Romanians should think more about the children whose parents have
    left to work abroad.


    Her Majesty Margareta, Custodian of the Crown of
    Romania and her husband, Prince Radu spent the holiday at the royal domain of Savarsin
    in the west of the country, where they prepared and offered 300 packages to those
    in need.




    Like every year, the royal family received carolers dressed
    in traditional clothes. Sighetul Marmatiei in northern Romania these days played
    venue for the 53rd edition of the Festival of Traditional Winter
    Customs, an event, which brought together over 400 carolers, who delighted the
    public, made up of locals and tourists alike with some of the best carols and
    traditional winter customs in Romania. The festival consisted of carols,
    religious pageants, dance shows and mask parades.

    TALKS Romania’s Prime Minister Nicolae Ciuca met NATO’s Secretary
    General Jens Stoltenberg in Brussels on Tuesday. Ciuca gave assurances that
    Romania’s commitment to earmarking 2% of its GDP to defence would continue.
    Bucharest will also get actively and significantly involved in the debates over
    NATO’s strategic concept and its future missions. The present Russian military
    buildup is significant, unprovoked and unjustified and we cannot understand how
    NATO’s and Ukraine’s actions can be considered provocations, the Romanian
    official went on to say. He reiterated Romania’s support for Ukraine’s
    sovereignty and territorial integrity within its internationally recognized
    borders. Also in Brussels on Tuesday, Ciuca met the European Commission
    president Ursula von der Leyen with whom he discussed ways of handling the
    pandemic. The Romanian Prime Minister presented the efforts of economic
    recovery included in the National Plan of Recovery and Resilience, highlighting
    the concern for ensuring fiscal-budgetary stability. Ciuca also reiterated the appeal
    that a quicker decision be made over Romania’s joining the border-free zone,
    Schengen.








    PROTEST The protesters who forced their way into the Parliament’s
    building courtyard in Bucharest on Tuesday resorted to cars that had unlimited
    access to the institution, says a communiqué issued by the Interior Ministry.
    About two thousand people, supporters of the ultranationalist political party
    AUR protested in front of Parliament on Tuesday the authorities’ intention to prevent
    access to the workplace without the green certificate. The unauthorized protest
    was promoted on AUR social networks and the authorities are presently trying to
    identify and sanction the protesters. Part of them became violent and attempted
    to storm the premises. According to the Interior Ministry sources, the police
    made an appeal to calm and the observation of legal rules without resorting to
    violence. About 100 protesters later gathered in front of the government.
    Romania has the second lowest vaccination rate in the EU, almost 40% of the
    total population, data released by the European Centre for Disease Prevention
    and Control shows.










    COMMEMORATION The
    heroes of the anti-communist uprising of December 1989 were commemorated in
    Bucharest on Tuesday. Religious services and military ceremonies were held at
    the Revolution Heroes Cemetery and at the dedicated monuments downtown. Similar
    events are scheduled on Wednesday at the Romanian Revolution Heroes Monument,
    at the Radio Hall and the Romanian Television Corporation. Originating in Timișoara
    (west), on 16th December, the uprising spread across the country,
    culminating with dictator Nicolae Ceauşescu fleeing the capital city on 22nd
    December amid the protests of hundreds of thousands of Romanians. Captured by
    the Army, Ceauşescu and his wife Elena were subject to a summary trial and
    executed in the southern town of Târgovişte. Romania was the only country behind the
    Iron Curtain where the change of regime was accompanied by bloodshed. Over 1,000
    people were killed and some 3,000 wounded.












    BUDGET The draft 2022 state budget and social security budget laws will
    be discussed and voted on in Parliament on Thursday. The budgets of the main
    public institutions were being discussed in Parliament’s specialised committees
    on Tuesday. The government passed the bills on Monday and promised they are
    based on predictability and stability. The budget is based on an estimated
    economic growth rate of 4.6% and a GDP of some 260 billion euro, a predicted
    inflation rate of 6.5% and gross average salaries of 1,200 euros per month,
    with the budget deficit expected to stay within the limits agreed on with the
    European Commission under the excessive deficit procedure, namely 5.84% of GDP.
    The public pension fund will receive 7.32% of GDP. The Liberal
    president Florin Cîţu criticised the fact that only 6.7% of GDP was earmarked
    for investments, instead of 7% as agreed within the ruling coalition. The
    Social Democratic leader Marcel Ciolacu argued however that the budget
    execution is more important than the exact breakdown of expenditure. The leader
    of USR party in opposition, Dacian Cioloş, says the draft budget relies on
    over-estimated revenues and said although public education is a priority for
    President Iohannis, not enough funding has been earmarked for the sector.

    COVID-19 424 new Covid infections have been registered in Romania
    in the past 24 hours, authorities have announced. 36 Covid-related fatalities
    have also been reported, though the number of people interested in getting the
    vaccine is getting lower. Since the vaccine rollout kicked off in Romania a
    year ago, 7.7 million people have been fully vaccinated placing Romania on the
    last but one position in an EU ranking.








    FORM The Digital passenger locator, a
    form, which has to be filled in by travelers coming to Romania, has come into
    effect in this country as well. The document replaces the epidemiological
    statement in use so far at all border checkpoints. The form is available at the
    e-platform plf.gov.ro and the data to be introduced must include IDs, the
    country the visitors come from as well as the last countries they have
    transited in the past two weeks, their address in Romania and a phone number.
    The data is needed in order to establish whether new restrictions are to be
    imposed as well as in the event of an epidemiological investigation, provided
    someone got in contact with an infected person. 18 EU countries are already
    using this locator.










    VISIT Today and
    tomorrow Romania’s Prime Minister Nicolae Ciuca is paying a working visit to
    Brussels, which includes a series of meetings with high EU officials. According
    to a government release, the prime Minister is today having a working dinner
    with the president of the European Council, Charles Michel. The Romanian

    EVENTS 32 years on
    from the anti-communist revolution, the city of Timisoara, in western Romania,
    is today celebrating the day of the victory against communism through a series
    of events dedicated to the most important moment in Romania’s recent history.
    Sirens were sounded for three minutes at noon as a reminder that 32 years ago
    Timisoara became Romania’s first city free of communism. After four days of
    bloody reprisals with hundreds of people killed or wounded, the big factories
    went on strike and 10 thousand people went to the streets of Timisoara, whereas
    the army retired to their barracks. Communist symbols were removed and the
    Romanian Democratic Front, the first illegal political formation was founded.
    From the balcony of the Opera Theatre, Timisoara was declared a city free of
    communism.






    WEATHER A little bit about the weather
    in Romania where the sky is overcast in most of the regions and it is snowing
    in the mountains. There are mixed precipitations in the rest of the territory.
    Glazed frost is expected in some areas while the wind is moderate in most of
    the regions. Blizzards have been reported in the mountains. The highs of the

    Révolution – 32 ans après la Révolution anticommuniste roumaine, la ville de Timisoara, dans l’ouest du pays marque la victoire contre le communisme par une série de manifestations dédiées au moment le plus important de l’histoire récente de la Roumanie. A midi, les sirènes ont sonné pendant trois minutes pour rappeler qu’il y a 32 ans Timisoara devenait la première ville libérée du communisme de Roumanie. Quatre jours après le déclenchement des manifestations contre le régime Ceausescu et les représailles sanglantes qui ont fait des centaines de morts et de blessés, les ouvriers des grandes usines sont entrés en grève et des dizaines de milliers de personnes sont descendues dans les rues de la ville. La foule s’est réuni Place de l’Opéra et l’armée a reçu l’ordre de se retirer dans les casernes. Les symboles communistes ont été retirés et la première formation démocratique de Roumanie a été fondé : le Front démocratique roumain. Depuis le balcon de l’Opéra de la ville, les révolutionnaires ont déclaré Timisoara ville libérée du communisme.

    Formulaire – A partir d’aujourd’hui toutes les personnes qui entrent en Roumanie doivent compléter un formulaire numérique de localisation des voyageurs. Le document remplace la déclaration épidémiologique qui était vérifiée jusqu’ici aux points de passage de la frontière. Le formulaire enligne est disponible sur la plateforme électronique plf.gov.ro. Les voyageurs devraient introduire leurs données d’identification, le pays d’origine et les pays transités au cours des précédentes deux semaines, ainsi que l’adresse en Roumanie et un numéro de téléphone. Les informations sont nécessaires pour décider sur certaines restrictions qui s’imposent, mais aussi pour simplifier une éventuelle enquête épidémiologique en cas de contact avec une personne infectée au coronavirus. 18 Etats de l’UE utilisent déjà ce document.

    Colectiv – La Cour d’appel de Bucarest poursuit aujourd’hui les débats dans le dossier Colectiv, d’après le nom de la discothèque bucarestoise où il y à six ans, un incendie meurtrier a tué une soixantaine de jeunes. Les procureurs ont demandé des peines maximales pour l’ex maire du 4e secteur de la Capitale, Cristian Popescu Piedone, pour les fonctionnaires de la mairie, pour les patrons de la boite de nuit et pour deux pompiers, auxquels se sont ajoutés deux pyrotechniciens et représentants d’une entreprise spécialisée dans les feux d’artifices. La tragédie de Colectiv pourrait se répéter à tout moment et la société est toujours marquée par l’événement du 30 octobre 2015, a déclaré un des procureurs. Il y a deux ans, le Tribunal de Bucarest a condamné les personnes accusées sous accusation actuellement à des peines allant de 3 ans avec sursis et 12 ans et 8 mois de prison ferme.

    Grève – En Roumanie, les syndicats des chemins de fer ont déclenché des protestations spontanées ce matin, mécontents de l’ajournement de l’entrée en vigueur du statut du personnel ferroviaire. Les ouvriers impliqués dans cette protestation sont le personnel technique en charge de l’entretien des locomotives. La loi du statut du personnel ferroviaire devrait augmenter de 30% les salaires des 50 mille cheminots, mais son application a été ajournée par l’actuel gouvernement qui a agi de la même manière que le précédent.

    Covid en Roumanie – 424 nouveaux cas de covid 19 ont été enregistrés durant les dernières 24 heures en Roumanie ont fait savoir les autorités. 36 décès ont également été rapportés, dont huit antérieurs.     Réunion gouvernementale – Le gouvernement de Bucarest se réunit aujourd’hui pour débattre le projet du budget de l’Etat pour l’année 2022. Le premier ministre libéral Nicolae Ciuca souhaite que la proposition législative soit présentée au Parlement cette année pour qu’il soit adopté avant le début de l’année. Le ministère des finances a construit le projet du budget sur une croissance économique de 4,6% et un déficit de 5,8% du PIB, estimé l’année prochaine à quelque 265 milliards d’euros. Le taux moyen d’inflation est de 6,5%. Le gouvernement souhaite consacrer 7% du PIB aux investissements.

    Covid-19 cases have been reported in Romania in the past 24 hours along with 88
    fatalities. People’s interest in getting the vaccine is still low with only 73
    hundred vaccinated with the first dose in the past 24 hours. Since the vaccine
    rollout kicked off in Romania a year ago roughly 7.6 million people have been
    fully vaccinated. Prime Minister Nicolae Ciuca has announced the Executive is
    to approve an emergency ordinance over the digital certificate needed by those
    travelling to Romania. Under this law, starting December 20th, people coming to
    Romania must fill in a digital Covid certificate, which has already been in use
    in 18 other EU members. According to Ciuca, the new variant of SARS-CoV2
    requires fresh protection measures mainly in the context of the upcoming winter
    holidays.










    TALKS The government in Bucharest has
    convened today for talks over a series of measures to benefit children,
    pensioners and disabled people. Among these measures there is an emergency
    ordinance providing for higher child benefits starting January 1st.
    So, benefits for children between 2 and 18 will be around 50 Euros while
    children up to two years and those disabled will benefit from allowances around
    110 Euros. The pension point is to increase up to 320 Euros and the lowest
    pension will be around 200 Euros. The government needs the aforementioned
    ordinances in its attempt to build the next year’s budget, whose draft is to be
    put up for debates on Friday and get government approval on Monday. It will
    further be submitted to the Legislature for debates and endorsement until
    December 23rd.










    SUMMIT Romania’s president Klaus
    Iohannis is attending the sixth Eastern Partnership summit underway in
    Brussels. The event involves the participation of heads of state and government
    from the member countries as well as leaders of the five ex-soviet partner
    countries – the Republic of Moldova, Ukraine, Georgia, Armenia and Azerbaijan. The
    event is expected to foster a joint statement over the strategic outlook for
    the post-2020 period of the Eastern Partnership. The development of durable and
    integrated economies, digitalization and building up equitable societies are some
    of the long-term political objectives of the Eastern Partnership and are being
    accompanied by an ambitious regional plan of economic investment up to 2.3
    billion dollars. Brussels is expected to see the European Council proceedings
    tomorrow. High on the agenda are the Covid-19 pandemic, energy prices,
    migration issues and the EU security with emphasis on the situations at the
    bloc’s borders with Ukraine and Belarus.

    Timisoara, western Romania 32 years ago leading to the demise of the communist
    regime in this country. On December 15 1989 scores of people gathered in the
    city center to defend reformed pastor Laszlo Tokes from being evicted by
    Romania’s political police, the Securitate. The protests grew in intensity on
    December 16 and the communist regime fell a couple of days later. As every
    year, from today until December 20, a series of events like religious services,
    exhibits, concerts and shows are to be carried out all over the country in the
    memory of those who paid the ultimate price for freedom.
