CCR – The Constitutional Court of Romania (CCR) meets again today to analyze the request to cancel the first round of last Sunday’s presidential election, made by one of the candidates. On Thursday, during the first examination, the CCR requested the reverification and recounting by Friday at 2 p.m. local time of all the ballots from the first round. The recounting process has started, but the press believes that it is impossible for it to end within the deadline imposed by the Court. The independent candidate on first place after the first round, Călin Georgescu, considered almost unanimously a pro-Russian extremist, criticized the CCR decision and accused the governing parties, the National Liberal Party – PNL and the Social Democratic Party – PSD, of using state institutions for personal interests. The Save Romania Union – USR President (center-right), Elena Lasconi, qualified in the presidential final on second place, also accused the Constitutional Court of playing with national security. The Prime Minister and social-democratic leader Marcel Ciolacu, ranked third after the first round, declared that he did not want to comment on the decision of the Constitutional Court. In turn, the interim president of the PNL, Ilie Bolojan, claims that the Court’s decision comes to cause tensions within the society, generate uncertainty and decrease trust in the state institutions.

CSAT – The Supreme Council of National Defense (CSAT) found the existence of cyber-attacks aimed at altering the fairness of the electoral process in the first round of the presidential election in Romania, held on November 24. According to the Council, hostile state and non-state actors, especially the Russian Federation, have shown a growing interest in influencing the public agenda in Romanian society and social cohesion. CSAT also concluded that one of the presidential candidates, in this case Călin Georgescu (pro-Russian, anti-NATO and EU), would have benefited from massive exposure, due to the preferential treatment he allegedly received from the social media platform TikTok. By not complying with Romanian electoral legislation, TikTok significantly increased Georgescu’s visibility in relation to the other candidates, who were recognized as such by algorithms and whose messages were filtered.

National Day – On Saturday, the general rehearsal for the military parade dedicated to Romania’s National Day, December 1, takes place in Bucharest. About 2,500 soldiers and specialists from the Ministry of National Defense, the Ministry of Internal Affairs, the Romanian Intelligence Service, the Special Telecommunications Service, the Penitentiary Administration and the Romanian Customs Authority, with about 190 pieces of technical equipment and 45 aircraft, will participate in Sunday’s parade. Along with the Romanian soldiers, about 240 foreign soldiers from allied and partner countries will also march in the parade.

Handball – Today, the Romanian women’s national handball team meets the team of the Czech Republic in Debrecen, Hungary, in the debut match at the 2024 European Championship, hosted by three countries, Austria, Hungary and Switzerland, from November 28 to December 15. The Romanian handballers are part of group B, alongside the Czech Republic, Montenegro and Serbia. This is the first continental final tournament with 24 teams at the start, and the first since the retirement of international player Cristina Neagu, who has been designated the player of the world several times. In men’s handball, the champion Dinamo Bucharest was defeated away from home by the Portuguese team Sporting Lisbon, score 34-25, on Thursday evening, in Group A of the Champions League. Dinamo will play the next match, at home, against the French from Paris Saint-Germain, on December 5.

Georgia – The Georgian police intervened in force last night to disperse the thousands of pro-European demonstrators who blocked the center of the capital Tbilisi. People took to the streets after the government announced that it was suspending any negotiations for accession to the European Union until 2028 and that it would refuse, during this period, to receive any more European grants. President Salome Zurabishvili accused the Executive of declaring war on its own people. The ruling party, Georgian Dream, founded by oligarch Bidzina Ivanishvili, who made his fortune in Russia in the 90s, has recently adopted an increasingly hostile discourse towards the European Union and the United States. The group also proposed a series of Russian-inspired laws and was recently accused of rigging legislative elections. Moreover, the European Parliament yesterday adopted a resolution in which it states that the elections were incorrect and requested their rerun – a resolution voted with 444 votes for and only 72 against, supported by the majority of parliamentary groups, except for those of the extreme right. Moreover, the European Parliament requires international supervision, to guarantee their correctness. (LS)

Also on Wednesday, in Bucharest, the Ukrainian Foreign Minister Andrii Sybiha asked Romania to analyze the possibility of shooting down the Russian drones and missiles near the Romanian airspace. The Romanian and American governments have signed a framework partnership in the field of child protection, intended to unfold over a period of five years. The US Ambassador to Bucharest, Kathleen Kavalec, has given assurances that the United States will support Romania in its efforts to develop a victim-centered prevention strategy, to increase protection for children who are victims of trafficking and to improve its investigations. In turn, the Romanian Interior Minister, Cătălin Predoiu, has said that the signing of the partnership is a continuation of other collaborations and shows the determination of the Romanian authorities to combat child abuse in any form. CSAT and Regional Security

Romania is directly interested in having on its own territory industrial capabilities that can ensure the output of modern military equipment to fit its armed forces in times of peace as well as in developing new equipment to contribute to the multiplication of its military capabilities in situations of crises and war – this is one of the conclusion of the country’s Higher Defence Council, also known as CSAT. Summoned on Thursday by the country’s president, Klaus Iohannis, the CSAT members held talks over the plan of fitting the Romanian armed forces with the right type of equipment and technologies for the following 10 years – 2025-2034 after the major changes in the regional security situation prompted by the Russian aggression in Ukraine.

According to the CSAT members, raising budget funds for defence is also going to have an effect over Romania’s field industry, which has the opportunity of initiating a process of transformation, streamlining and adjustment by attracting new, state-of-the-art technologies as well as cooperation with field companies of international repute.

Against the latest developments in Ukraine, the Council also tackled additional measures of deterring and combating security threats to be implemented at national level with support from NATO allies.

Consolidating the strategic partnership with the Romanian-speaking Republic of Moldova was also high on the agenda. Romania again reiterated its support for the European headway made by the small ex-Soviet republic by assisting it in implementing reforms and the required public policies, without neglecting the challenges Chisinau is presently facing against the background of the hybrid threats mounted by the Russian Federation and the war against Ukraine.

These threats and risks are also having, in most of the cases, implications for Romania. And for this reason, the main objective of Bucharest’s foreign policy, concerning the Republic of Moldova, is supporting and ensuring the irreversibility of its European roadmap on the basis of the bilateral Consolidated Partnership, the Presidential Administration has announced. .

Last, but not least, the CSAT members analyzed and approved the National Plan of Implementing the Civil Pact in the field of Common Security Policy and Defence as a new one had been endorsed at EU level.

The pact is aimed at increasing the flexibility and robustness of the civil missions at community level, as well as their reaction speed in the process of handling crises in spite of limited resources.

According to the Presidential Administration, the document will ease the effectiveness of Romania’s involvement in civil missions in the field of Common Security and Defence Policy, and better capitalize on the Romanian expertise in the field.

  • Patriot system for Ukraine

    Patriot system for Ukraine

Romania will donate a Patriot air defense system to Ukraine. The decision was made at the meeting of the Supreme National Defense Council (CSAT) that took place on Thursday in Bucharest. The CSAT members established that the donation of the Patriot system will be made on the condition of continuing negotiations, especially with the American strategic partner, in order to obtain a similar or equivalent system, which should meets the need to ensure the protection of the national airspace. In fact, the idea of donating such a system to neighboring Ukraine emerged last month, following the meeting of President Klaus Iohannis, at the White House, with President Joe Biden. Then, Klaus Iohannis said that Romania was asked to give up such a system.  Now, after the CSAT announcement, the Presidential Administration emphasized, in a statement, that the decision was based on an in-depth technical evaluation by the authorities and that all measures were taken to eliminate the risk of creating vulnerabilities for Romania.

Thus, the National Defense Ministry presented within the Supreme National Defense Council a detailed analysis regarding the situation of the operationalization of the four Patriot systems that the country currently owns, the progress of the endowment program with the other three systems it ordered, as well as the impact generated by a possible transfer of a system, the press release writes. President Volodymyr Zelenski thanked Bucharest for the decision to donate Kyiv a Patriot missile system and said that he appreciated Romania’s firm support for Ukraine. ‘Today’s decision strengthens security not only in Ukraine, but also in our entire region and Europe’ the Ukrainian president wrote in a social network post. In fact, Volodymyr Zelenskiy has requested at least seven batteries, but the countries that own them have not yet decided on handing them over.

Also on Thursday, when Romania made the decision to donate the system, the United States announced that it was temporarily suspending deliveries of Patriot anti-aircraft systems to other countries, and Ukraine will now have priority in receiving them. The White House evoked Kyiv’s persistent requests to receive more Patriot batteries to defend both its frontline troops and infrastructure from Russian attacks. It’s also worth mentioning that Romania’s objectives at the NATO summit in Washington, next month, were also approved within the Supreme National Defense Council in Bucharest. The continuous deterioration of the security situation in Romania’s eastern neighborhood, as a result of the intensification of Russia’s military actions, was also analyzed.

At the CSAT meeting, Klaus Iohannis also announced that he had informed NATO allies, at the end of last week, about the withdrawal of his candidacy for the position of secretary general of the organization. The Romanian president asked the members of the Council to pronounce on the candidacy of the Dutch Prime Minister, Mark Rutte, and they expressed their support for the Dutch official’s candidacy for that position within NATO. CSAT takes measures to strengthen the country’s armed forces

The severe situation in the Black Sea region and the implications for Romania of Russia’s aggression war against the neighbouring Ukraine were high on the agenda of Romania’s Higher Defence Council (CSAT), which convened in Bucharest on Wednesday.

“The war situation in the neighbouring country maintains the risks of incidents that might affect Romania’s territory and citizens as well as the safety of navigation because of the mines adrift in the Black Sea and Russia’s hostile actions”, the CSAT members have explained.

In this context they endorsed a series of measures aimed at strengthening the Romanian armed forces. The CSAT members have also decided the continuation of the diplomatic initiatives so that Moscow may cease its military aggression in Ukraine.

CSAT has also approved the report on the progress registered in the field of defence planning whose main aim is to come in line with operational planning and integration of national priorities, including those, which aren’t part of the present capability package. The presidential administration has explained that Romania’s plans for developing capabilities are being reflected properly in the 2023 Defence Planning Directive as well as in the Romanian Army 2040 programme.

Both documents are being supported by a national political commitment, which allows Romania to achieve the goal of earmarking 2.5% of its GDP to Defence, out of which 2% are for fitting the armed forces with the equipment they need.

The CSAT members have also assessed the activity in the field of cybersecurity and endorsed a series of priority actions that the Cybersecurity Operative Council must focus on this year.

These are meant to contribute to the development of the national cybersecurity system and the consolidation of the prevention and deterrence capabilities. Last, but not least, the members have reviewed the CSAT activity last year and decided to submit their activity report for Parliament approval.

a unei noi reuniuni a Trilateralei România – Republica Moldova – Ucraina.
Statului Major, generalul Daniel Petrescu.

Comisarul
    Thierry Breton a salutat
rândul său, ministrul Economiei, Florin Spătaru, a afirmat că s-a vorbit despre

săptămână a Postului Paștelui.
