    DRONE According to the Defence Ministry in Bucharest, its surveillance and monitoring systems last night identified an air target which was flying into Romania’s airspace for nearly one kilometer on its way to Ukraine. Authorities immediately conveyed a RO-Alert message to prevent the population in the area and two F-16s belonging to Romania’s Air Force and two Eurofighters jet planes belonging to the Spanish Air force took off. The same sources have also reported a possible impact on the national soil close to the border with Ukraine, but without any material damage. In another development, the president of the neighboring Republic of Moldova, Maia Sandu, said today that two Russian drones violated the air space of her country and exploded on the ground. No citizens were in danger. Sources of the Ukrainian army announced that last night Russia attacked Ukraine with 140 drones.

     

    NATO NATO defence ministers are convening in Brussels for the first time since Republican Donald Trump started his mandate at the White House. High on the agenda is a negotiated solution to the war in Ukraine. Tomorrow the participants will be focusing on how to raise military expenses and the war in Ukraine. NATO Secretary General, Mark Rutte, has called on the allies, which didn’t’ raise their defence budgets over 2% yet, to do that until summer. Rutte has hinted that at the NATO summit this year he will be calling for a 3% raise of the GDP. He has also said the European allies and Canada should raise their support for Ukraine much over what the United States is offering now.

     

    TRADE The expansion of the free-trade zone in the Romanian Black Sea port of Constanta is high on the agenda of the Romanian government today. The Executive wants to give an impetus to the region’s economic development and improve trade exchanges in the region. In another development, the coalition government is expected to make a decision aimed at carrying on the present scheme of capped prices in electricity for household consumers, which is supposed to end in late March and lead to higher invoices. Sources of the ruling coalition say that pensioners with a monthly income of 514 Euros will benefit from financial support in two stages. The Labour Ministry is expected to draw up a draft law in this respect, which is going to be endorsed by the government. We recall that early this year, the Executive decided not to adjust pensions to the inflation rate as envisaged, a move, which has triggered a wave of discontent.

     

    FCSB Romania’s football champions FCSB will take on the Greek champions, PAOK Thessaloniki, in an away match tonight which counts towards the first round of the play-offs for qualifying for the Europa League’s round of sixteen. The return match is due in Bucharest on February 20. PAOK, which is coached by Romanian Razvan Lucescu, and FCSB also met this season in the competition’s main stage, and the Romanians won the match in Thessaloniki 1-0. FCSB ended the main stage in the eleventh place, whereas PAOK in the 22nd. The first eight sides have qualified directly for the eighth finals, while the others ranking from the ninth position to the 24th have joined a double-legged playoff to make it to the round of 16.

    Romanian and US Marines had a joint training session in the Danube Delta

    It is a misty, late September morning in Mahmudia, a locality on the Sfântu Gheorghe arm, one of the Danube Delta’s three arms in Romania. Each year, here, a stage is being carried, of the Marines 307th Regiment’s Heracleea annual exercise. The Marines get ready to board the assault boats, in a bid to carry an amphibious raid on the Caraorman islet.

    In 2024, the exercise has covered almost all of the Danube Delta surface, that including the Razelm-Sinoe lagoon area or the Babadag training range. It has been a dynamic week, an eventful one, with all the set targets being met at the end of the week. The novelty in 2024 is the presence of two teams of observers and planners, one from Italy, as an absolute first, from the San Marco Marine Brigade, and one of the US Marine Corps.

    The deputy of the Haricleea 307 Marines Regiment commander, colonel Claudiu Visan, stated the US team was made of 15 military, retired as well as active, they were assessors here, on the ground, yet they participated in the process of planning of the exercise. The partnership was initiated many years ago, we can quite aptly speak about a true mentoring undertaking because, according to Colonel Visan, the US Marines are arguably the best prepared, professionally, with much experience in various theatres of operation.

    Before boarding the assault boats, lieutenant-colonel Daniel Dieckhaus of the Alpha Advisors company in Washington, DC, specified the reason of their presence in the Danube Delta.
    “Our mission here is to work together with our Romanian partners, to learn from one another and operate together, to get to know our capabilities, in a bid to become an even more deadly force. We have, in Romania, marines who are very motivated, on both sides. The US ones are very happy to be here and I believe so do the Romanian marines, they learn from one another. The assault boats training is a good thing, our boys get acquainted with how to operate them in this specific environment. The Romanian marines know this area very well, I don’t think there is anyone else capable of knowing the Delta better than they do, they know how to run the assault boats and I am happy we can work together.”

    Lieutenant-colonel Daniel Dieckhaus is a native of the state of Pennsylvania, a place in the USA where the geography is different from that of the Danube Delta. He has been to Romania before and is very happy every time he returns to this country. About assessment and advising, he says they are not carried in the classic sense of the concepts:

    “ We are assessors and advisors, but for both sides we work together, this is not an assessment of the Romanian Marines as against the US Marines, we also learn from our partners, we offer pieces of advice, if the case, if there is more than one way of doing things correctly, in terms of specific tactics and techniques, we share that kind of knowledge. By all means, it is a two-way process where everybody stands to gain. “

    Only a couple of dozens of kilometres further north, on the Chilia Arm, the Russian drones continue to violate Romania’s air space. Sometimes, the drones crash on the national territory. We asked lieutenant-colonel Daniel Dieckhaus whether this situation had any impact at all, on the mission he has in Romania.

    “I believe everybody is aware there is an ongoing war at the borders, it is the backdrop against which we take action, considering the emergency and the importance of our mission. We want to make sure that we and the Marines here are prepared. I am sure al those who will be on the water today have that in mind. Anyone can learn something from the war between Ukraine and the Russian Federation, and here I also include the US Marine Corps. One of the reasons why we are doing the exercise today is to practice new tactical manoeuvres and techniques when we’re on water. By all means, the amphibious raid is useful is this lagoon environment of the Danube Delta.”

    Consequences of the War in Ukraine

    The head of the Romanian state, Klaus Iohannis, has summoned the country’s Higher Defence Council, a.k.a CSAT, for next week, on September 19 to be precise. High on the agenda are issues related to the stage and the prospects of the conflict in Ukraine following the illegal and unjustified aggression of the Russian Federation but also related to the opportunities offered by the new geo-political context for strengthening the Strategic Partnership with the Republic of Moldova, an ex-Soviet, Romanian-speaking country.

    In this sense, “the irreversibility of Moldova’s European progress is assured”. The CSAT’s meeting comes after on Saturday night several Russian attack drones violated Romania’s airspace on their way to various targets in Ukraine.

    Two F-16 fighters immediately took off to monitor the drones. According to Romanian defence officials, the drones were not shot down because they were not hostile.  Defence Minister, Angel Tîlvăr, told Radio Romania that if the Romanian territory had been attacked, the threat would have been eliminated right away.

    Angel Tilvar:I can say – and don’t believe I’m telling you something of a high level of confidentiality – we and our allies are seeing in real time what is happening on the national territory. We were actually monitoring the drone since its very entrance into the Romanian airspace, we dispatched two F-16s which followed it. And if the conclusion had been the drone’s intention was to strike we would have taken the measures required in these situations. So, there was no element of a threat that we couldn’t handle. And I am sending this clear message to eliminate all speculations that we weren’t ready for a response.”  

    On Thursday Defence Minister Tîlvăr talked on the phone with his Ukrainian counterpart, Rustem Umerov, and again lashed out at the Russian attacks against Ukraine’s civil port infrastructure on the Danube, close to Romania’s border, and against the civilians in that country. The two also talked about Romania’s efforts to support Ukraine’s armed forces and the effective coordination of the multinational assistance projects Romania is part of, such as the European Training Center for F-16 personnel in Fetesti, south-eastern Romania, where the Ukrainian pilots will be  training to use this type of jet fighter. In turn, Minister Umerov thanked Romania for the support it had given to his country since the first day of the conflict, support consisting of humanitarian and diplomatic actions, in supporting its grain exports and other major fields. He also conveyed a message of gratitude regarding Romania’s decision to donate a Patriot missile system to Ukraine.

    RCA Romania has the most expensive civil liability insurance for car owners, RCA, in the region, roughly 220 Euros, although compensations have dropped by 9% – representatives of the Confederation of Authorized Operators and Transporters, COTAR, say. According to them the average RCA prices in Bulgaria is around 100 Euros, in Hungary 98 Euros and in Poland 120. COTAR representatives are blaming the situation on the Financial Supervisory Authority, whose representatives say the institution cannot intervene on the RCA price, which is based upon statistical data regarding compensations and damages paid in road accidents in the past years and other risk criteria.

     

    STRIKE The Foreign Ministry in Bucharest has issued heads-up for the Romanians traveling to Belgium that a 24-hour strike has been announced on the Charleroi Airport, which is expected to cripple the airport’s operational capabilities. A series of flights are being cancelled and passengers are advised to check online the lists posted by various airlines. According to a communiqué issued by the Foreign Ministry in Bucharest, Romania’s embassy in Brussels has made available a hot line for the Romanian citizens in difficult, special and emergency situations.

     

    HANDBALL The Romanian handball champions, Dinamo Bucharest, are making their debut tonight in the EHF Champions League in a match against the Danish vice-champions Fredericia HK. Dinamo was included in the Champions League’s Group A and it avoided the finalists of the recently ended season, the champion side Barcelona and the team which lost the finals Aalborg Handbold. The Romanian side will be up against Fuchse Berlin, Sporting Lisbon, Paris Saint-Germain Handball as well as Veszprem HC, presently coached by its former headcoach Xavi Pascual. In the women’s contests, Romania is being represented by three sides, which already played their first matches last weekend. The Romanian derby Gloria Bistrita versus CSM Bucharest ended 30-26 to Bistrita, while Rapid Bucharst secured a 32-27 home win against the double European champions Buducnost Podgorica.

     

    LAW Parliament in Bucharest on Wednesday tackled some law amendments aimed at enabling the army to annihilate the suspect drones entering Romania’s territory. The talks involved the participation of MPs and representatives of the Ministry of Defence. Romanian MPs believe that some legislative amendments are needed in order to improve the response capabilities when unauthorized or suspect drones are entering the Romanian airspace. The talks were held after several Russian drones had entered the Romanian airspace in the past year on their way to targets in the neighboring Ukraine.

     

    WEATHER In Romania’s northeastern and eastern regions temperatures are normal for this time of the year, whereas in the rest of the territory the weather is warm. Showers and thunderstorms are expected in most regions in the country’s east and north-east and on isolated areas in the north and center. The highs of the day are expected between 20 and 31 degrees Celsius with a noon reading in Bucharest of 21 degrees and a high of 29 degrees Celsius.

    Drone alerts on the Eastern Flank

    The terror campaign the Russian army is carrying out in Ukraine continued last weekend unabated. According to the Ukrainian Air Forces, Russia launched 67 long-range drones in a large-scale night attack against 11 Ukrainian regions. On their way to targets, these drones are also violating the air space of the countries neighboring Ukraine, as it happened again last nights. One of these Russian drones has crashed close to the town of Rezekne in eastern Latvia, 50 kilometers close to the borders of this NATO country with Belarus and Russia.

    Land troops and air surveillance devices belonging to Romania’s Ministry of National Defence have been deployed to conduct search operations in the regions close to Periprava, in Tulcea County, south-eastern Romania, where parts of the drones the Russians used to bomb Ukraine’s ports on the Danube have allegedly crashed.

    The Bucharest administration has announced that a Russian drone on Saturday night entered Romania’s airspace on its way to Ukrainian targets. In response two F-16 fighters had been ordered to take off to monitor the situation and the General Inspectorate for Emergency situations had issued heads-up in the counties of Tulcea and Constanta, in Romania’s south-east, against the risk of falling debris.

    On Sunday morning the Romanian Ministry of Defence briefed the allied structures over the situation created and conveyed a firm message of condemning these attacks mounted by the Russian Federation against elements of Ukrainian civil infrastructure, which the Romanian side considers ‘unjustified and in severe contradiction with international law’.

    A protest message has also been issued by the Romanian Foreign Ministry. The diplomacy in Bucharest said the radars of Romania’s armed forces had identified a drone, which violated the country’s airspace on its way to an Ukrainian target, and called for the cessation of Russia’s irresponsible escalation of the security situation.

    Romania’s Foreign Ministry has also called for the observance of the rule of law including in the case involving the inviolability of Romania’s airspace and has reiterated its vehement condemnation of these illegal attacks. Since the onset of the Russian invasion of that country in February 2022, Russian troops have launched thousands of missiles and long-range drones against various military and civil objectives causing numerous victims against the population. Following these attacks, a series of Russian drones fell on the Romanian territory mostly in unpopulated areas. In order to fight off such attacks, Romania has joined the countries that are donating to Ukraine some of their surface-to-air Patriot missiles.

    Paris – Romania’s president, Klaus Iohannis, is participating, today, in the inauguration of the House of Romania in Paris, an event organized by the Romanian Embassy in France. Tomorrow, he will attend the Opening Ceremony of the Summer Olympic Games in Paris, as well as the reception offered on this occasion by the French President, Emmanuel Macron. Last week, Iohannis received, at the Cotroceni Palace in Bucharest, the Romanian Olympic team that will compete in the Olympics. He handed the athletes the national flag, which will be carried during the opening ceremony by rowers Ionela and Marius Cozmiuc. The Romanian Olympic team has 106 athletes.

     

    Elections – The Romanian government is meeting today to discuss the organization of the parliamentary and presidential elections in November and December, respectively. The government will also analyze several draft emergency ordinances regarding the field of competition, the Romanian citizenship law and setting the maximum number of posts for the National Institute of Magistracy and the National School of Clerks. On the agenda of talks is also a bill that will bring a series of amendments and additions to the law on the public service of thermal energy supply, and the Interior Ministry is to benefit from a series of donations consisting of equipment, consumables and IT equipment. Also today, the budgets of the Ministries of Research, of the Environment, of the Legislative Council and the General Secretariat of the Government for the National Sports Agency will be supplemented. Last but not least, the Romanian government is to adopt a draft emergency ordinance regarding the implementation of the Start-Up Nation program for stimulating small and medium-sized enterprises, the 2024 edition.

     

    Diplomacy – Bucharest is hosting the Annual Meeting of Romanian Diplomacy. On this occasion, President Klaus Iohannis met, on Wednesday, with the heads of diplomatic missions, the heads of consular offices and the directors of Romanian cultural institutes. Romania, the president said, has become, in the last ten years, a credible, involved and respected regional, European and international actor, a real provider of stability and security. He told the Romanian diplomats that Romania’s major foreign policy objectives remain the consolidation of the role and influence in the EU and NATO and the deepening of the strategic partnership with the US. The second day of the meeting begins with a thematic session dedicated to hybrid threats and how to respond to them, with the participation of the Secretary General of the European External Action Service, Stefano Sannino and Oana Lungescu, Royal United Services Institute (RUSI) expert and former spokesperson for NATO. The debates will continue in a session with an economic theme, attended by guests from the government apparatus and the business environment. On this occasion the opportunities and perspectives regarding the stage of Romania’s accession process to the OECD and current topics on the diplomatic agenda will be addressed, as well as Romania’s economy in the current geopolitical context.

     

    Eurobarometer – More than 72% of the EU citizens believe that the community forum plays an important role in supporting the rule of law in their country, according to a recent Eurobarometer. In Romania, the proportion is 65%. The poll was released on Wednesday at the same time as the Rule of Law in the EU report, and shows that almost 9 out of 10 Europeans think it is important for all member states to respect the Union’s core values, an opinion unchanged from 2019 to present. Compared to 5 years ago, the proportion of those who feel informed about these values ​​has increased, from 43% to 51%. Through these fundamental values, Europeans understand the observance of human rights, the rule of law and democracy. The survey also shows that for 86% of Europeans it is important that the press and civil society organizations can work freely, without any pressure, even if they are critical of the government.

     

    Drone – Remains of a Russian drone were found in the north of Tulcea county, in the southeast of Romania, after the attacks from Tuesday night to Wednesday on the civil and port infrastructure in Ukraine, near the border with Romania, the Defense Ministry (MapN) reported on Thursday. According to MapN, the locations identified as possible areas of incidence are outside inhabited areas, with no infrastructure elements being affected. The Ministry announced that it has intensified the monitoring and surveillance measures of the national airspace. At the same time, MApN has sent a firm message of condemnation of these attacks by Russia on objectives and elements of Ukrainian civil infrastructure, which are unjustified and in serious contradiction with the norms of international law. We remind you that on the last two nights, the residents of the northern part of Tulcea County received RO-ALERT messages, informing them about the possibility of objects falling from the sky on the Romanian territory near the border with Ukraine. Similar incidents, in which fragments of Russia n drones fell on Romanian soil, were reported in the fall of 2023 and this year, in March.

     

    US – The US President Joe Biden said he withdrew from the race for a new term as president because he needs to unite the Democratic Party before the November elections. “I’ve decided the best way forward is to pass the torch to a new generation” he said. Biden said his domestic and foreign policies deserved another term, but American democracy must be saved, a statement that observers interpreted as an allusion to former Republican President Donald Trump’s despotic tendencies. He has said that he is now supporting Vice President Kamala Harris to become the new Democratic candidate in the electoral battle against Trump. In this context, the Democratic Party Committee agreed on a plan to officially nominate Harris as a presidential candidate on August 1, 20 days before the party convention. It is going to nominate its vice-president by August 7. (LS)

    PARLIAMENT This week sees the start of this
    year’s first parliamentary session in Romania, marked by a special election
    context in which Romanian citizens are expected to take part in 4 types of
    elections-for the European Parliament, for the national parliament, as well as
    presidential and local elections. The Senate’s agenda includes, among others,
    emergency orders concerning the farmers and carriers who have been protesting
    across the country. The Chamber of Deputies has a number of bills pending
    endorsement, including legislation concerning drug trafficking and gambling. This
    weekend the justice minister Alina Gorghiu said 3 bills have been submitted to
    Parliament, which are aimed at curbing drug trafficking. They concern the
    set-up of a national drug trafficking register and of regional rehab centres, while
    the so-called 2 Mai Bill eliminates suspended sentences for drug trafficking
    and increases penalties to up to 10 years in prison. Other bills pending
    approval introduce 10-year driving bans for DUI, and healthcare and
    psychological assistance for people found in possession of illegal drugs.


    ECONOMY An International
    Monetary Fund mission headed by Jan Kees Martijn arrives
    in Bucharest today to review the latest economic and financial developments.
    This is a regular consultation based on Romania’s relation with the IMF, and it
    comes 4 months after the previous visit. The IMF expects a budget deficit of 6%
    of GDP and an economic growth rate of 2.3% this year. IMF experts also
    recommend a number of additional reforms, and in the previous assessment visit
    they mentioned the scrapping of the remaining exemptions, privileges and
    loopholes, a more efficient VAT implementation, a reformed property tax system,
    and the use of fiscal policies in order to promote efficient energy and the
    clean energy transition. Romania has no ongoing agreements with the IMF at
    present.


    BRANCUSI Some 100 works were included in the largest
    exhibition in 50 years in Romania devoted to the sculptor Constantin Brâncuși.
    Opened in late September in western Romania as part the Timişoara – European
    Capital of Culture, the exhibition came to an end on Sunday night. Sculptures,
    photographs, arhive documents and footage were on display in Timişoara’s National
    Art Museum. To mark the end of the exhibition, the National Bank of Romania
    launched a commemorative silver coin honouring the sculptor Constantin Brâncuşi.


    PROTESTS The French farmers’ protests have
    reached a new stage today, with major roadways into Paris and other large
    cities to be blocked indefinitely as of today. The main trade union in the sector threatened
    large-scale operations, including a complete obstruction of food supply flows
    to the capital city’s supermarkets, so that the locals may feel the effects of
    the protests. According to Radio Romania’s correspondent in Paris, the plan
    includes the use of tractors to shut down motorways and slow down traffic. Similar
    steps are also planned for France’s second-largest city, Lyon. Farmers protest the
    inadequate payments for their produce, the red tape and the competition coming
    from cheap imports. In a move to address the situation, PM Gabriel Attal admitted
    that a first set of measures, announced on Friday, was insufficient and
    promised new decisions to increase farmer revenues would be made this week.


    MIDDLE EAST Iran denies involvement in
    Sunday’s drone attack on a US military base in north-eastern Jordan, near the
    Syrian and Iraqi borders, in which 3 US troops were killed. The Islamic
    resistance in Iraq claimed responsibility for the attack, and the US president
    Joe Biden said these are groups known to be supported by Iran. Biden warned
    that the US would respond to the attack. These are the first US troops killed
    in the Middle East since the start of the war in Gaza, prompting fears of an
    extended conflict in the region. Meanwhile, Paris hosted a meeting of officials
    from the US, Egypt, Qatar and Israel, aimed at brokering a new ceasefire in Gaza
    and the release of the hostages taken by Hamas. Negotiations will continue this
    week. Violence continues in Gaza, and locals say Israeli air raids and shelling
    have increased in recent days in the region’s north and centre. According to
    the Israeli Army, its troops are involved in heavy fighting in the south, in Khan
    Younis, where they have taken out a number of terrorists. The humanitarian
    crisis is worsening, and UN calls on nations to resume their donations. (AMP)

    Este știut că războaiele accelerează
    descoperirea de noi tehnici și materiale, accelerează cercetarea și
    descoperirile. Desigur, asta se poate face și în timp de pace, dar când nebunia
    distrugerii te amenință mecanismele societății se intensifică și alocarea de
    resurse nu se mai face într-o logică de eficiență sau democratică, se face din
    disperare. La începutul războiului din Ucraina, acum aproape doi ani, la 24
    februarie 2022, dronele erau încă o jucărie pentru copii sau un vis al celor
    care voiau să transporte cât mai eficient produse necesare, de urgență sau bere
    rece în locuri greu accesibile. Pe măsură ce prețul lor nu mai era așa mare, de
    drone s-au interesat cei care vor să surprindă imagini de la mare înălțime, să
    facă în ciuda sateliților atât de prețioși și complicați. Cu drona se filma la
    nunți, se făceau filme de reclamă, dar se și spiona. În acel moment, obiectele
    de zbor fără pilot, mai mari sau mai mici, fuseseră deja folosite în scop
    militar, pentru a da lovituri surprinzătoare. Desigur, erau un fel de avioane,
    mai mici, fără pilot, dar capabile să se vâre în locuri bine păzite.

    Dronele
    civile erau tot apanajul celor cu o telecomandă mică în mână care încercau să
    evite curenți de aer sau păsări nervoase. În primele luni de apărare disperată
    a ucrainenilor, un optimism de-a dreptul copilăresc a generat valul de
    utilizatori de drone care descoperea utilizarea lor în scopuri de informare
    militară. Ridicându-le în aer, vedeau câmpul de luptă, tirurile rușilor în
    ofensivă, dar și masacrele comise de Armata încă Roșie în localitățile ucrainene,
    morții zăcând pe străzi, cu bicicleta pe care circulau alături, casele
    distruse, cadavrele și gropile comune. Peisajul apocaliptic era văzut bine din
    cer. Apoi au pus explozibil pe aceste drone și le-au aruncat asupra tancurilor
    sau tranșeelor rusești.

    După faza ingenuă s-a trecut la cea profesionistă,
    militară, de o mai mare eficiență mortală. Au intrat repede în luptă acele
    avioane de mici dimensiuni și de o formă ciudată, dar bine dotate cu arme, care
    au intrat în etosul de război. E vorba de eroicele Bayraktar, cărora li s-a
    dedicat și un cântec. S-au întâmplat multe în acești doi ani de război în
    Ucraina, omenirea s-a obișnuit cu agresiunea internațională iar memoria nu
    funcționează decât pe termen scurt. Pentru un război local, doi ani este foarte
    mult. Nimeni nu își mai amintește de începutul clasic al acestui război, cu tancuri
    transportate pe șosea, cât mai adânc în teritoriul ucrainean, cu lovituri
    aeriene împotriva antenelor și aerodromurilor ucrainene, cu lupta pentru Kiev,
    cu jafurile și crimele comise, ca în Al Doilea Război Mondial, cu aceeași
    retorică de muzeu a unui lider autoritar care vine tot din vremuri de tristă
    amintire, sovietice.

    Între timp, Rusia a început să folosească și ea dronele,
    dar nu din producția proprie, ci importante din Iran. Această livrare intensă
    de drone iraniene pentru frontul din Ucraina este o expresie a frontului
    internațional ce pare a se fi creat în jurul Rusiei. Rusia pare a fi preluat
    inițitiva în folosirea dronelor, inclusiv în bombardare porturilor ucrainene de
    lângă Delta Dunării, la câteva sute de metri de România, unde, de altfel au și
    căzut resturi din aceste aparate de zbor încărcate de explozibil. Dronele devin
    tot mai eficiente, chiar dacă loviturile de artilerie se vor tot mai lungi și
    precise iar Coreea de Nord oferă Rusiei trenuri nesfârșite de rachete ce vor fi
    aruncate în Ucraina. Utilizarea dronelor pe scară largă, generalizată chiar, va
    continua pentru că Rusia a trecut la poziții de apărare, de înghețarea
    conflictului la acest nivel, trecând la o confruntare de uzură. Se bazează,
    evident, pe resursele nelimitate ca și teritoriul său, și nepăsarea legendară
    față de numărul militarilor săi căzuți pe front. Dacă au și drone, atunci
    războiul poate dura, nu se știe cât.

    Să nu uităm că în Transnistria, teritoriu
    al Republicii Moldova, separatiștii rusofoni au impus cu arma o stare de fapte
    care durează și acum, după mai bine de trei decenii. Modelul este cunoscut și a
    fost aplicat, ca un câmp minat, peste tot în spațiul de dominație revendicat de
    Rusia, care nu corespunde deloc cu granițele sale internațional recunoscute.
    Este metoda pescuitului în ape tulburi, pe care nici zborul dronelor nu îl
    tulbură.

    Alianța Nord-Atlantică a anunţat că agenţia sa de achiziţii va sprijini un grup de ţări membre, între care Germania, Ţările de Jos, România şi Spania, cu un contract de cumpărare a până la 1.000 de rachete de apărare antiaeriană Patriot.

    Achiziţia multinaţională consolidată, în spiritul Iniţiativei europene de scut aerian (ESSI), oferă economii de scară şi sprijină extinderea capacităţii de producţie a noilor rachete GEM-T pentru a satisface cererea în creştere, precizează alianţa militară transatlantică într-un comunicat.


    Contractul, în valoare de 5,5 miliarde de dolari, a fost atribuit companiei COMLOG, un joint-venture între o companie americană și una germană, iar volumul mare al comenzii va sprijini înființarea unei unități de producție pentru rachetele Patriot în Germania. Rachetele Patriot au un cost de aproximativ 4 milioane de dolari bucata, dar contractul acoperă și furnizarea de piese de schimb și întreținerea lor. Agenția NATO de Sprijin şi Achiziţii a declarat că această achiziție are drept scop consolidarea posturii de descurajare a aliaților în contextul în care Rusia își intensifică asaltul aerian asupra Ucrainei.


    Atacurile cu rachete și drone rusești asupra civililor, orașelor și localităților ucrainene arată cât de importantă este apărarea aeriană modernă. Intensificarea producției de muniție este esențială pentru securitatea Ucrainei și pentru a noastră, a declarat secretarul general al NATO, Jens Stoltenberg.


    Alianța Nord-Atlantică oferă Ucrainei doar sprijin non-letal, dar membrii organizației trimit Kievului arme și muniții individual sau colectiv. Statele Unite ale Americii şi Germania au livrat deja rachete Patriot Ucrainei pentru a o ajuta să contracareze atacurile ruseşti asupra oraşelor şi infrastructurilor sale, iar aceste livrări au epuizat parţial stocurile. SUA s-au văzut chiar constrânse să ceară altor ţări, între care şi Japonia, să ajute la refacerea lor. Urmare a acestei solicitări, în a doua jumătate a lunii decembrie, Japonia a relaxat restricţiile privind exportul de arme, pentru prima dată în ultimul deceniu, decizia istorică a autorităţilor nipone permițând vânzarea către Statele Unite a sistemelor de apărare aeriană Patriot. Washingtonul, la rândul său, va putea livra Ucrainei mai multe astfel de sisteme.


    Programul Patriot este în acest moment cel mai scump program de înzestrare al Armatei Române. România are în prezent patru astfel de sisteme, din cele şapte comandate, pentru care va plăti în total aproape patru miliarde de dolari. Ultimele trei vor fi operaționalizate până la finalul acestui an. Rachetele Patriot pot zbura cu 5.000 de kilometri pe oră şi pot lovi drone, elicoptere, avioane, dar şi rachete de croazieră. Armata României, care, începând cu anul 2023 primește 2,5 % din PIB,va avea 200 de astfel de rachete, în valoare de 1 miliard de euro, livrarea urmând să se facă gradual.

    Ministerul Afacerilor Externe de la Bucureşti (MAE) protestează ferm față de incidentul generat de prăbușirea necontrolată a unei drone utilizate în atacul asupra infrastructurii portuare ucrainene. Drona a căzut în noaptea de 13-14 decembrie a.c., într-un perimetru nelocuit, în apropierea localităţii Grindu. Acesta reprezintă o nouă violare a spațiului aerian al României, contrar dreptului internațional, a transmis MAE.

    În acest context, MAE solicită ferm încetarea atacurilor repetate împotriva populației și a infrastructurii civile ucrainene, precum și a escaladării iresponsabile de către Federația Rusă a situației de securitate inclusiv la frontiera dintre România și Ucraina. MAE reiterează condamnarea fermă a acestor atacuri împotriva obiectivelor civile, care încalcă normele de drept internațional umanitar și sunt considerate crime de război.

    Ca urmare a acestui incident, MAE l-a convocat pe șeful misiunii diplomatice a Federației Ruse.

    Potrivit unui comunicat MApN, În această dimineaţă a fost identificat un crater de 1,5 metri adâncime rezultat ca urmare a prăbuşirii necontrolate a unei drone utilizate în atacul asupra infrastructurii portuare ucrainene, într-un perimetru nelocuit aflat la circa 4 kilometri amonte de localitatea Grindu. Au fost luate măsuri de securizare a zonei şi au fost notificate structurile competente pentru ridicarea probelor şi desfăşurarea investigaţiilor, conform procedurilor, se arată în comunicatul de presă al MApN.

    Ministerul Apărării Naţionale condamnă cu fermitate atacurile executate de Federaţia Rusă împotriva unor obiective şi elemente de infrastructură civilă din porturile ucrainene de la Dunăre. Aceste atacuri sunt nejustificate şi în gravă contradicţie cu regulile dreptului internaţional umanitar, se mai specifică în comunicat.

    Este cea de a cincea dronă ale cărei rămăşiţe au fost descoperite, de la începutul lunii septembrie, pe raza judeţului Tulcea, după cele identificate în comunele Ceatalchioi şi Nufăru, precizesză MApN.

    Solidaritate cu Israel


    Parlamentul de la București a adoptat o
    declaraţie de solidaritate cu Israelul şi de condamnare a atacurilor teroriste
    ale organizaţiei Hamas. În document se arată că sunt necesare mecanisme mai eficiente
    care să asigure protecţia libertăţii, democraţiei şi vieţilor omeneşti.

    Parlamentarii au susţinut dreptul acestui stat de a se autoapăra pentru a
    elimina terorismul şi de a lua toate măsurile necesare pentru a-şi proteja
    civilii. În debutul şedinţei comune a Parlamentului, senatorii şi
    deputaţii au păstrat un moment de reculegere în memoria victimelor atacurilor
    teroriste împotriva Israelului.

    Reprezentanţii tuturor grupurilor parlamentare au
    condamnat atacurile teroriste şi şi-au exprimat solidaritatea cu Israel.
    Liderul de grup al senatorilor PSD (la guvernare), Lucian Romaşcanu, a
    subliniat că este absolut dureros că, în acest mileniu, suntem martorii a două
    războaie nedrepte şi odioase, care nu au nicio justificare.

    La rândul său, PNL
    (la guvernare) condamnă cu fermitate atacurile teroriste, este solidar cu
    Israelul şi reiterează susţinerea pentru dreptul suveran al statului Israel la
    autoapărare. USR (în opoziție) a arătat că autorii
    atacului asupra Israelului caută, cu tot dinadinsul, să repete tragediile
    dureroase ale istoriei şi a subliniat că nu există justificare pentru terorism.

    AUR (în opoziție) a condamnat, încă de sâmbătă, atacurile asupra Israelului,
    arăta şi preşedintele acestei formaţiuni, George Simion, care menţiona că
    trebuie reafirmat angajamentul pentru pace şi dialog. Şi UDMR şi-a exprimat
    solidaritatea totală faţă de statul Israel şi poporul evreu.

    Pe de altă parte,
    premierul Marcel Ciolacu a anunțat că statul a repatriat din Israel marea
    majoritate a cetăţenilor români care au cerut acest lucru, în urma agresiunii
    sângeroase a Hamas, fiind vorba de peste 2000 de persoane. El a mulțumit instituţiilor implicate,
    Ministerului de Externe, inclusiv companiei naționale aeriene TAROM.



    Președintele Ucrainei, Volodimir Zelenski, în
    vizită în România


    România şi Ucraina vecină au
    decis să ridice relaţiile bilaterale la nivel de parteneriat strategic, cel mai
    mare grad de colaborare între două state. O declaraţie comună in acest sens a
    fost semnată de preşedinţii Klaus Iohannis şi Volodimir Zelenski, aflat,
    marți, în prima vizită la Bucureşti de la începutul războiului.

    Liderul de la
    Kiev a primit asigurări că România va continua să sprijine Ucraina, inclusiv
    militar, iar un nou coridor pentru transportul cerealelor va fi deschis prin
    Republica Moldova, pe calea ferată. Armata ucraineană ar urma să primească
    sisteme antiaeriene şi de artilerie, a spus preşedintele Zelenski.

    România
    va susţine Ucraina atât timp cât va fi nevoie, a declarat, la rândul său,
    preşedintele Klaus Iohannis, care a precizat că sprijinul acordat ţării vecine
    are o importanţă strategică.

    La Bucureşti, preşedintele Ucrainei a mai
    avut întrevederi cu preşedinţii celor două camere ale Parlamentului, cu
    premierul Marcel Ciolacu şi a depus o coroană de flori la Monumentul Ostaşului
    Necunoscut. El a mai declarat că, în următoarele săptămâni, va fi pregătită o
    întâlnire comună a responsabililor guvernamentali ucraineni şi români.

    Naţionale, Angel Tîlvăr, a explicat, miercuri, în plenul Senatului,
    că expertizele fragmentelor de drone găsite în zona Deltei Dunării sunt
    finalizate, iar raportul a fost înaintat Parchetului General. El a mai spus că
    teritoriul României nu a fost vizat, impactul fiind de natură accidentală, iar
    dronele nu au conţinut explozibil. Aparatele nu au putut fi observate de
    sistemele de avertizare timpurie pentru că zboară la înălţimi foarte mici, a
    precizat ministrul român al Apărării. El a fost chemat
    să dea explicaţii pe această temă în Parlament, la ,,Ora Guvernului, de grupul
    senatorilor USR (in opozitie).

    Dezbaterea ,,Ora
    Guvernului este o procedură care face parte din mecanismul de control
    parlamentar exercitat de Legislativ la adresa Guvernului. Ministrul Angel Tîlvăr a dat asigurări că România, ca ţară membră
    NATO, este protejată, iar cetăţenii săi nu sunt în pericol. El a mai spus că, recent, au fost suplimentate
    sistemele de supraveghere aeriană în Delta Dunării, în apropierea porturilor
    ucrainene atacate de forţele ruse.



    Reuniune CSAT la București


    La București, Consiliul Suprem de Apărare a
    Tării a decis, joi, constituirea unui grup de lucru interinstituţional
    pentru prevenirea şi combaterea eficientă a riscurilor generate de traficul şi
    consumul de droguri. Acesta va fi format din secretari de stat, reprezentanţi ai SRI, procurori
    şi specialişti, sub coordonarea Guvernului. Este pentru prima dată când
    traficul şi consumul de droguri sunt tratate ca riscuri majore la adresa
    siguranţei individuale şi naţionale.

    Pentru
    transpunerea în practică a planului de acţiune, Executivul va adopta o serie de
    măsuri. Printre acestea se numără analizarea cadrului legislativ ce vizează
    traficul şi consumul de droguri şi formularea de propuneri privind modificarea
    şi completarea actelor normative pentru eliminarea lacunelor legislative şi
    limitarea posibilităţilor de interpretare speculativă a prevederilor legale.

    Decizia a fost luată în contextul accidentului care a avut loc în comuna 2 Mai
    în vară, când un tânăr în vârstă de 19 ani, aflat sub influența drogurilor, a
    ucis doi tineri și a rănit alți trei. Corpul de control al ministrului de
    Interne a descoperit, atunci, o serie de nereguli care au dus la producerea
    accidentului. Tot joi, Guvernul a adoptat suplimentarea numărului maxim de posturi
    pentru DIICOT, a anunţat ministrul Justiţiei, Alina Gorghiu. Aceasta a
    precizat că sunt, în total, 50 de posturi, dintre care 25 de procurori
    antidrog.

According to him, the drones could not be observed by the surveillance and early warning systems for objective reasons, related to the low altitude at which they were flying, their uncontrolled movement as well as the shielding generated by the terrain and the port infrastructure of Ukraine. These limitations are specific to any radar system, no matter how powerful it is, explained Tîlvăr. He also recalled that the impact of the drones was non-explosive, as the drones had no active combat equipment. In all the situations reported, there was no material damage or casualties.



    The Minister of Defense also stated that more aerial surveillance systems have been recently installed in the Danube Delta area, near the Ukrainian ports attacked by Russian forces. Minister Angel Tîlvăr:



    “With regard to the maritime and river areas, we are considering measures to secure maritime communication routes for the discovery and neutralization of sea mines, because this is also a matter of concern for the citizens of Romania, as such mines are drifting from the Black Sea basin, within the joint effort of riparian NATO states. At the same time, we maintain the hydrographic and navigation coverage of the Romanian coast and issue notices for navigators, in order to increase maritime security, in the maritime and fluvial areas of interest. We have increased traffic surveillance in the area of ​​sea drilling platforms and, in the Sulina-Sfântu Gheorghe sector, naval research for the discovery and neutralization of drifting sea mines.”



    In the relationship with our allies, who have deployed significant forces in the country, we are considering the review and adaptation of the measures to ensure host-nation support, according to the provisions of the allied plans and the requests of the partners, in accordance with the level of the allied presence on the national territory, stated the Minister of Defense.     The countries neighbouring Russia-invaded Ukraine are
    not safe from the war spill-over. Polish experts have recently concluded that
    the missile that killed 2 people in a farm in southern Poland last November had
    been fired by the Ukrainians. The missile had a range of 75 to 90 km, the media
    in Warsaw report, and at that time
    Russian troops were positioned in a place from where they could not have hit
    the Polish farm.

    with NATO with respect to developments on this border, ever since several drone pieces, most
    likely Russian, were found on Romanian territory, in the Danube Delta.


    The most recent incident took place early
    this week on the Ukrainian banks of the Danube, near Orlovka, where drones fell
    near a Romanian ferry leaving for Isaccea. After
    this new episode, the Army chief of staff organised a video call with
    the local public authorities in the counties of Brăila, Constanţa, Galaţi and
    Tulcea, all of them along the Danube River, in the context of the Russian
    Federation’s attacks on Ukrainian Danube ports.


    According to a news release issued by the
    Defence Ministry, the video call was intended to optimise inter-institutional
    coordination. The agenda included a presentation of the security situation, of
    the Army’s public communication process, steps to prepare the defence of the
    local population, economy and territory, and the responsibilities assigned to
    the various institutions in the national defence system.


    The Russian army frequently targets the
    Danube ports of Izmail and Reni, in the south of Bessarabia, the eastern Romanian territory annexed
    by Stalin’s Soviet Union following an ultimatum in 1940, and incorporated into
    Ukraine, as a successor state, in 1991. These ports are a major gateway for
    Ukrainian grain exports, after in July Russia pulled out of a deal allowing
    grain transit via the Black Sea.


    Reni is some 13 km from the Romanian city
    of Galați, while Izmail is located on the Chilia distributary of the Delta,
    which serves as a border between Romania and Ukraine. Both ports are critical
    for commodity transport on the Danube.


    The Romanian diplomacy firmly asked the
    Russians to cease the repeated attacks against Ukrainian population and
    civilian infrastructure, and to comply with the rules of international law,
    including Romania’s sovereignty over the airspace above its territory,

    Les pays voisins de l’Ukraine, qui est envahie par les
    troupes russes, ne sont pas exemptés d’incidents graves, dans le contexte de la
    guerre. Récemment, les experts polonais ont établi que le missile qui avait tué
    deux personnes dans une ferme au sud de la Pologne en novembre dernier avait
    été lancé par les Ukrainiens.


    « Ce missile a un rayon d’action de 75 à 90
    km » écrit la presse de Varsovie. Qui plus est, « à ce moment-là, les
    positions des (troupes) russes se trouvaient dans un endroit d’où ils ne pouvaient
    pas toucher la ferme polonaise ». L’explosion du missile en Pologne,
    membre de l’OTAN, a alimenté les craintes que la guerre en Ukraine ne dégénère
    en un conflit plus large, suite à l’application de la clause de défense
    mutuelle des Alliés, selon laquelle toute agression contre un état membre est l’équivalent
    d’une attaque contre tous les Alliés.


    De son côté, la Roumanie, qui partage avec l’Ukraine
    presque 650 km de frontière, consulte constamment les Alliés de l’OTAN sur les
    évolutions aux frontières, suite à la découverte, sur le territoire roumain,
    dans le delta du Danube (sud-est), de plusieurs fragments de drone, très
    probablement russes. L’incident le plus récent a eu lieu en début de cette
    semaine. Sur la rive ukrainienne du Danube, à proximité de la localité d’Orlovka,
    des drones sont tombés près d’un bac avec à bord des Roumains qui voyageaient
    vers la localité roumaine d’Isaccea. Suite à ce nouvel épisode, l’Etat-major de
    la Défense a organisé, en visioconférence, une rencontre avec les représentants
    des autorités publiques locales des départements de Brăila, Constanţa, Galaţi et Tulcea, tous riverains du Danube. Le rencontre à eu lieu sur
    toile de fond des attaques de la Fédération de Russie sur les ports du rivage
    ukrainien.


    Selon un communiqué du Ministère roumain de la Défense,
    cette réunion visait à « optimiser la coordination
    interinstitutionnelle ». Egalement à l’agenda des pourparlers – présenter
    la situation de sécurité, le processus de communication publique de l’Armée,
    des sujets visant les manières de préparer la population, l’économie et le
    territoire pour la défense, ainsi que les responsabilités légales des
    institutions du système national de défense.


    Les Russes ciblent fréquemment les ports fluviaux
    d’Izmail et de Reni, dans le sud de la Bessarabie, soit un territoire roumain situé
    à l’est, annexé par l’Union Soviétique de Staline en 1940, suite à un
    ultimatum, et ensuite attaché par l’Ukraine en 1991, en tant qu’Etat successeur.
    Ces ports sont une voie importante pour les exportations ukrainiennes après
    que, en juillet dernier, la Russie s’est retirée de l’accord sur le transit des
    céréales par la mer Noire. Les deux villes sont essentielles pour le transport

    Les représentants de la diplomatie de Bucarest ont exhorté
