    Earth Hour 2016 in Rumänien

    Die Stunde der Erde (Earth Hour), die grö‎ßte Umweltaktion aller Zeiten, hat dieses Jahr am 19. März zwischen 20.30 und 21.30 stattgefunden. Eine Stunde lang wurde die Beleuchtung der repräsentativsten Gebäude der Welt ausgeschaltet. Rumänien hat sich auch dieses Jahr der Aktion angeschlossen, an der über 7.000 Städte aus mehr als 160 Ländern teilgenommen haben, um zu zeigen, dass die Verantwortungsträger mehr Entschlossenheit und konkrete Aktionen für die Lösung der Umweltprobleme aufbringen müssen. Mehr zu diesem Thema von Magor Csibi, Direktor bei WWF-Rumänien:



    Diese Aktion hat den Zweck, uns alle auf die Wirkung des modernen Lebens auf die Umwelt aufmerksam zu machen. Im Grunde genommen wird unser Leben von der Wirtschaft dominiert — sie bestimmt die Politik und alles, was uns umgibt. Daher versuchen wir, mit der Stunde der Erde zu zeigen, dass die Wirtschaft, die Politik, die Gesellschaft eine gesunde Umwelt brauchen, um weiterhin zu bestehen. Alles begann 2007 in einer Stadt — Sydney. Mehr als 2,2 Millionen australische Haushalte nahmen am 31. März 2007 an der ersten Earth Hour teil und schalteten bei sich zu Hause für eine Stunde das Licht aus, um ein Zeichen für mehr Klimaschutz zu setzen. Ein Jahr später erreichte Earth Hour 370 Städte in 35 Ländern verteilt über 18 Zeitzonen. In den vergangenen Jahren schrieb die Earth Hour Geschichte und wurde zur grö‎ßten weltweiten Umweltschutzaktion, die es je gab. Earth Hour ist eine globale Gemeinschaftsaktion, die nachwirkt: Die Aktion motiviert weltweit Millionen Menschen dazu, umweltfreundlicher zu leben und zu handeln — weit über die sechzig Minuten hinaus. Eine Stunde das Licht zu löschen, das ist für den Einzelnen keine gro‎ße Herausforderung. Wenn es weltweit aber etwa 2 Milliarden tun, wenn immer mehr Menschen bei der WWF Earth Hour mitmachen, wird es zu einem kraftvollen Signal gegen den Klimawandel.“




    Seit 2009 nimmt auch Rumänien an der Stunde der Erde“ teil. In den letzten 7 Jahren beteiligten sich mehr als 40 rumänische Städte aktiv an der Earth Hour“; hunderttausende Rumänen haben am letzten März-Samstag eine Stunde lang das Licht ausgeschaltet. Auch dieses Jahr lautete die Botschaft der Earth-Hour-Gemeinschaft in Rumänien Schenke der Natur etwas von deiner Energie“. Magor Csibi dazu:



    Berühmte Baudenkmäler wie die Chinesische Mauer, der Eiffelturm oder die Freiheitsstatue versanken ins Dunkel. In Rumänien gingen die Lichter im Parlamentspalast, im Schloss Peleş und im Schloss Bran aus. Dieses Jahr organisierten wir mehrere Radfahreraktionen, um zu zeigen, dass man in den Städten auch umweltfreundlich fahren kann. In Bukarest zum Beispiel fand eine sehr gro‎ße Radfahreraktion statt, an der viele Prominente teilgenommen haben. Es war ein Signal dafür, dass unsere Städte auch anders gedacht werden könnten, damit wir in einer gesünderen, menschenfreundlicheren Umwelt leben können. Der Bukarester Parlamentspalast, das zweitgrö‎ßte Gebäude der Welt, das in nur einer Stunde so viel Strom wie eine Stadt mit 20.000 Einwohnern verbraucht, macht seine Lichter nicht nur für die Stunde der Erde aus — die Beleuchtung des Parlamentspalastes in Bukarest wird jeden Abend ausgeschaltet.“

    CONTRIBUTION — Romania will contribute 60 border police officers, 10 experts in the field of asylum procedures, 6 utility cars, two maritime border patrol ships and other logistics equipment to the European effort of managing the migration flows from Greece. According to a press release issued by the Romanian Interior Ministry, all the capabilities will be operated in the international mission in Greece starting next week. A task force to coordinate this international effort has been set up in Athens, at the Greek Defence Ministry. Bucharest’s decision to support this effort was taken after the European Council meeting in Brussels of March 17-18, where president Klaus Iohannis represented Romania. On the sidelines of the meeting, EU leaders adopted a series of additional measures in the context of the implementation of the EU Agreement with Turkey to solve the refugee crisis.



    PALM SUNDAY — Catholic and Protestant Christians worldwide on Sunday celebrated Palm Sunday, the entering of Jesus Christ in Jerusalem, the last Sunday before Easter. A march was held in Bucharest to mark this event, led by Archbishop Ioan Robu. A similar procession was staged in Iasi, northern Romania. Roman-Catholics in Romania celebrate Easter on March 27, while Orthodox and Greek-Catholic Christians will celebrate Easter on May 1.



    HANDBALL — The Romanian women’s handball team on Saturday qualified to the Rio Olympics after Montenegro defeated the host country Denmark at the pre-Olympic tournament in Aarhus, Denmark. Romania outperformed Uruguay 36-19, after defeating Denmark in the first match 32-25. With two wins in two days, Romania and Montenegro have secured qualification to the Rio Olympics ahead of the last match in the tournament scheduled on Sunday. We recall that Romania grabbed bronze at the World Handball Championships in 2015.



    AWARD — Romanian poet Ana Blandiana on Saturday was designated the European Poet of Freedom, in recognition of her volume “My A4 Homeland”. The award was bestowed in Gdansk, Poland. Every two years Gdansk hosts the literary contest “The European Poet of Freedom”. In 2016 7 European countries enrolled in the competition: Romania, Portugal, Denmark, Hungary, Russia, Italy and Macedonia. The purpose of the event is to highlight and promote poetry volumes approaching one of the fundamental values of contemporary society: freedom.



    VISIT — US President Barack Obama is as of Sunday on a historic two-day visit to Cuba, a country seen until recently as hostile to the USA, Reuters reports. This is the first visit of a US president to this country in the last 88 years. In December 2014, President Obama and his counterpart from Cuba, Raul Castro, agreed to resume diplomatic relations, frozen since 1959 when the Cuban Revolution ousted the pro-American Government in Havana. Important security forces have been deployed to ensure the security of this visit. Since December last year the US and Cuba have resumed diplomatic relations, signed trade agreements in the field of telecommunications and air travel and have extended cooperation to the fields of law enforcement and environment protection. Major divergences still divide the two countries, especially the 54-year-long embargo the US imposed on Cuba. President Obama has called on the US Congress to lift the embargo, a proposal dismissed by Republican leaders.



    FRANCOPHONIE — The World Day of La Francophonie was celebrated on March 20 in all the 77 member states of the International Organization of La Francophonie, OIF. Romania joined the OIF in 1991 as an observer state and has been a member with full rights since 1993. Romania’s contribution to francophone initiatives and the modernization of OIF, as well as holding the rotating presidency of several OIF structures, have turned Romania into a lighthouse state for the francophone integration of Central and East European states.



    AGREEMENT — Authorities in Athens on Sunday announced they could not implement the agreement with Turkey on the return of illegal immigrants to Turkey. Singed on Friday in Brussels, the documents provides for the immediate return of all immigrants arrived in Greece back to Turkey unless they file an asylum application or their immigration motivation statements are rejected. The announcement has been criticized in several European states, where thousands of people on Saturday protested in solidarity with the immigrants.



    ATTACK — The author of the suicide bomb attack in Istanbul on Saturday has been identified as Mehmet Ozturk, a Turkish national born in 1992, linked with the Islamic State terrorist organization. The announcement came from Turkish Interior Minister Efkan Ala, who said Turkey would review all the security measures at all levels. 5 people were killed in Saturday’s attack, another 36 people are injured, of whom a third are foreign nationals. This is the fourth terrorist attack in Turkey this year, a week within a bloody terrorist attack in Ankara, claimed by the PKK Kurdish party, which killed 37 people.

    EARTH HOUR — 42 cities in Romania on Saturday observed the Earth Hour, a global initiative involving public and private institutions and citizens across the world. For one hour Romanians turned off their powered devices and took part in events devoted to environment protection. Romania joined over 7,000 cities in over 160 countries in an effort to raise the awareness of decision-makers with respect to serious climate issues affecting our planet, including global warming, pollution and high-energy consumption. In Bucharest and other cities Earth Hour was marked by bicycle, rollerblades and chariot tours. People used lanterns and flashlights as alternative light sources. Earth Hour has been observed in Romania since 2009 and since 2007 at global level.

    42 towns and cities from
    Romania join global Earth Hour celebrations today. Earth Hour is the world’s
    largest environmental event where people switch off their lights for one hour
    in a symbolic gesture to raise awareness of climate change. The government
    building, as well as the headquarters of ministries and public institutions in
    Bucharest will also go dark for one hour. More than 7,000 towns and cities from
    160 different countries around the world are taking part in Earth Hour this
    year. The event has been celebrated in Romania since 2009, two years after it
    started in Australia.




    A passenger jet operated by the FlyDubai budget airline
    crashed on Friday night in the southern Russian city of Rostov-on-Don, killing
    all 55 passengers and 7 crew on board, the Russian authorities have announced.
    The Boeing 737 aircraft coming from Dubai missed the runaway during its second
    attempt to land amid high winds, rain and poor visibility.




    At
    least four people were killed and 36 others wounded today in a bomb attack in
    central Istanbul. 12 foreign nations are among the wounded, according to the
    Turkish health ministry. The attack targeted the biggest pedestrian and
    shopping area on the city’s European side. Last Sunday, an attack in Ankara
    claimed by a Kurdish militant group killed 37 people.




    The former president of Romania Traian Basescu
    confirmed on Friday that both he and his wife had applied for citizenship of
    the Republic of Moldova, an ex-Soviet state with a majority Romanian-speaking
    population. During his term in office, he said repeatedly that he would apply
    for the Moldovan passport when his term was over out of love and respect for
    the country and its people. His application is still being processed before
    being approved by the Moldovan president Nicolae Timofti. Although the legal
    deadline for a response to the application is one year, Traian Basescu’s
    request may be processed sooner, given his special status, the Moldovan
    president’s senior PR advisor Ana Samson told Radio Chisinau.


    Andrei Marius Gag of Romania today won
    the silver medal in the Shot Put at the World Indoor Championship in Portland,
    the United States, the first medal for Romania in an indoor event in the last
    12 years. Another Romanian athlete, Tiberiu Useriu today won the 6633 Arctic
    Ultra race. He covered 566 km of ice road in one week, battling temperatures of
    even minus 62 degrees Celsius. 12 competitors from around the world took part
    in the race this year, including three Romanians. Since 2007, the race has
    taken place in Canada in the Polar Circle area and is billed as the toughest
    foot race in the world.






    Romania’s rugby team face
    Georgia today in Tbilisi in a match that will decide the winner of the European
    Nations Cup. Romania have won all their four matches so far, against Portugal,
    Spain, Russia and Germany. Last autumn, Romania, who are coached by Lynn
    Howells, took part in the Rugby World Cup hosted by England, where they beat
    Canada and lost to France, Ireland and Italy in the group stage.

    The Romanian women’s handball today face Uruguay in
    their second match at the Olympic qualification tournament in the Danish city
    of Aarhus. Romania are one step closer to the Olympic Games in Rio following
    their Friday win against host country Denmark. A bronze medallist at the World
    Handball Championships last year, Romania face Montenegro on Sunday in their
    final match. The two best-ranked teams out of the group’s four will qualify for
    the Rio Games in August.

    The leaders of the 28
    EU member states on Friday reached a crucial deal with Turkey over the migrant
    crisis, said the president of the European Council Donald Tusk. Under
    the scheme, all refugees and migrants arriving in Greece from Sunday will be
    returned to Turkey if their asylum application is rejected. Romania’s president
    Klaus Iohannis, who attended the talks in Brussels, has hailed the agreement and has expressed confidence that it will significantly reduce and even halt the flow
    of illegal migrants. He said the decisions taken on Friday do not contain
    additional migrant quotas for Romania.

    The Belgian police have confirmed the arrest
    of Salah Abdeslam, a key suspect in last November’s terrorist attacks in Paris, in which 130 people were killed. Abdeslam was arrested during an anti-terrorism
    raid in a Brussels district. Investigators confirmed that the man killed in a
    police operation on Tuesday in Brussels was also linked to the Paris attacks.
    11 persons have so far been charged in Belgium in connection with these
    attacks.

    The
    Romanian state might lose the preemptive rights for the purchase of Constantin
    Brancusi’s sculpture The Wisdom of the Earth if it fails to provide all of the
    11 million euros within 14 days, as agreed, the current owners of the sculpture
    have warned. Culture Minister Vlad Alexandrescu said on Thursday that the
    government would contribute 5 million euros, while the rest of the sum would be
    covered by public donations. Created in 1907, The Wisdom of the Earth was
    seized by the communist regime in 1957 and exhibited at the Museum of Art of
    Romania. In 2012, the sculpture was returned to the heirs of its original
    owner.




    The Romanian government will
    join public institutions and organisations across the world celebrating Earth
    Hour on Saturday. Lights will go out between 8.30 and 9.30 pm at the government
    headquarters, as well as in other public institutions. 42 towns and cities
    across Romania are taking part in this global event. Earth Hour was first
    celebrated nine years ago in Australia to warn about climate change. Since
    then, thousands of cities and communities around the world have joined the
    initiative.




    The products of a Romanian dairy
    factory believed to be contaminated with the E.coli bacteria have been
    withdrawn from the market, both in Romania and abroad, the head of the Romanian
    food safety agency Andrei Butaru said on Friday. The agriculture minister Achim Irimescu said the contamination
    was an accident and that all Romanian diary producers comply with the EU
    regulations in the field. These statements were made several days after Italian
    authorities issued an alert over a possible E.coli link to Romanian dairy
    products as a Romanian child living in Italy was hospitalised. In the last two
    months, three children from Arges county have died and many others were
    in hospital with serious digestive problems.






    Laura Codruta Kovesi, the chief prosecutor of
    the National Anticorruption Directorate told the public radio station that no form of technical surveillance was used in more than half of the cases prosecuted last
    year. She said the emergency order adopted by the government following a
    decision of the Constitution Court banning the use of phone tapping in criminal
    investigations was in line with the rule of law. Under the new government
    order, phone tapping will be conducted by the prosecutor’s offices, while
    the Romanian Intelligence Service is only authorised to carry out such
    surveillance in cases involving national security and terrorism.

    Târgovişte – die Burg der 33 Fürsten

    Unsere heutige Reise führt uns in den Süden Rumäniens, in die Burg der 33 Fürsten — Târgovişte. Der Fürstenhof (Curtea Domnească) in Târgovişte ist ein architektonisches Ensemble, gebildet aus mehreren Denkmälern. Es ist eines der wichtigsten Architekturwerke in der historischen Region der Walachei. In Wirklichkeit ist es ein Freilichtmuseum, in dem sie die Ruinen der ehemaligen Burg besichtigen können. Die Aufteilung der Zimmer kann heute noch an den alten Mauern erkannt werden. Im Laufe der Zeit wurde die Burg mehrmals restauriert und konsolidiert, so dass derzeit die Besucher mehr davon haben können. Die Fürsten, die sich in der Burg niederlie‎ßen, werden direkt am Eingang vorgestellt. Insgesamt waren es 33 — daher auch die Bezeichnung Die Burg der 33 Fürsten“. Ein 27 m hoher Turm — Turnul Chindiei — ist das Symbol der Stadt. Der Turm bietet eine herrliche Aussicht über die Stadt und über die Berge.



    Sie können im Nachhinein die gro‎ße fürstliche Kirche (Biserica Domnească) besuchen. Sie wurde im 16. Jahrhundert erbaut und ist sehr gut erhalten. Sie ist zu 90% im gleichen Zustand wie im Mittelalter. Auch das Kunstmuseum ist einen Besuch wert. Es liegt in unmittelbarer Nähe zum Fürstenhof und wurde 2009 eröffnet. Das Kunstmuseum beherbergt eine bedeutende Kunstsammlung, mit Werken aus dem Mittelalter bis hin zur Moderne.



    Alina Dumbravă, Beraterin für Kulturveranstaltungen bei der Stadtverwaltung Târgovişte, schlägt uns vor, das Veranstaltungskalender zu konsultieren, bevor wir einen Besuch in der Region planen:



    Târgovişte war die Fürstenburg der Walachei. Während 350 Jahre regelten 33 Fürsten die Angelegenheiten der Walachei von hier aus. Die historischen Denkmäler sind mit Sicherheit sehenswürdig. Doch darüber hinaus ist Târgovişte eine sehr lebendige Stadt. Wir fördern derzeit 11 Veranstaltungen, die von der Stadtverwaltung im Jahr 2016 organisiert werden. Es gibt auch bewährte Events, wie z.B. das Schlagerfestival Crizantema de Aur (Die goldene Chrysanteme). Wir organisieren das Musikfestival alljährlich seit 49 Jahren — das ist einmalig für Rumänien. Ein weiteres Festival, das wir allerdings seit wenigen Jahren organisieren, verwandelt sich allmählich zum Wahrzeichen der Stadt Târgovişte. Ich beziehe mich auf das Dracula-Festival. Vlad Ţepeş ist immer noch präsent in Târgovişte. Dazu organisieren wir Theaterfestivals für Erwachsene sowie für Kinder. Das Babel-Festival brachte dieses Jahr nicht mehr und nicht weniger als 28 Länder zusammen. Wir organisieren auch Veranstaltungen, bei denen die klassische Musik im Mittelpunkt steht, z.B. den Europäischen Klassik-Frühling. Es ist ein besonderer Anlass für die klassische Musik in Târgovişte. Das Symphonische Orchester Muntenia gibt ein Konzert im Hof der Fürstenburg, in einem besonderen Ambiente. Wie alle anderen Städte auf dieser Welt machen wir auch die Lichter zu, anlässlich der Umweltschutzaktion Earth Hour. In diesem Zusammenhang dachten wir uns eine Aktivität aus, die mit gro‎ßer Freude jedes Jahr erwartet wird. Am 28. März 2016 stellt die Stadtverwaltung der Stadt Târgovişte den Bürgern Lampions zur Verfügung. 2016 Lampions, die wir alle anzünden. Anlässlich der Festtage der Fürstenburg organisieren wir Folklorefestivals, Handwerkermessen, verschiedene Aufführungen und Konzerte. Târgovişte ist ein Ort, wo sich alle zu Hause fühlen.“




    In der Umgebung gibt es viele Unterkunftsmöglichkeiten in Pensionen oder Hotels, mit unterschiedlichem Komfortgrad. Das Angebot wird durch die zahlreichen Kneipen, Klubs und Restaurants ergänzt. Und die leckeren Speisen werden immer von einem köstlichen Wein begleitet.

In den vergangenen Jahren schrieb Earth Hour Geschichte und wurde zur grö‎ßten weltweiten Umweltschutzaktion, die es je gab. Earth Hour 2015: Weltweit gegen den Klimawandel.



    Eine Stunde das Licht zu löschen, das ist für den Einzelnen keine gro‎ße Herausforderung. Wenn es weltweit aber Millionen tun, wenn immer mehr Menschen bei der WWF Earth Hour mitmachen, wird es zu einem kraftvollen Zeichen gegen den Klimawandel.



    Jeweils um 20:30 Uhr Ortszeit gingen auch dieses Jahr bei der neunten WWF Earth Hour überall auf der Welt die Lichter aus. Von den Malediven bis nach Madagaskar, auf allen Kontinenten, in 7000 Städten in fast allen Ländern der Erde. Berühmte Baudenkmäler wie die Christus-Statue in Rio oder der Eifelturm versanken im Dunkeln, auch 40 UNESCO Weltkulturerbestätten wie die Akropolis in Athen oder das Edinburgh Castle in Schottland. Und die Menschen gingen auf die Stra‎ßen, um ein Zeichen gegen den Klimawandel zu setzen, nachhaltige Klimapolitik zu fordern, um für ihre Klimaschutzprojekte zu werben. Es waren 2015 so viele wie nie zuvor.



    Die Teilnehmerzahler der Earth Hour bricht jedes Jahr neue Rekorde. Jedes gelöschte Licht, jede gesammelte Unterschrift, jedes gestartete Projekt gibt uns neue Zuversicht, dass wir den Klimawandel stoppen können“, sagte Sudhanshu Sarronwala, der Vorsitzende von Earth Hour Global.



    Hunderttausende Rumänen beteiligten sich auch dieses Jahr an der WWF Earth Hour am Samstag, den 28. März. Darüber hinaus wurden aber an diesem Abend auch Rennwettbewerbe, Konzerte und Umweltaktionen veranstaltet, und viele Leute waren mit dem Fahrrad unterwegs oder gingen einfach spazieren. Der Bukarester Parlamentspalast, das zweitgrö‎ßte Gebäude der Welt, das in nur einer Stunde so viel Strom wie eine Stadt mit 20.000 Einwohnern verbraucht, blieb auch 60 Minuten ohne Beleuchtung.     Unsere Botschaft lautet: »Schenke der Natur etwas von deiner Energie!« Es ist uns sehr wichtig, von Earth Hour zu sprechen, und auch darüber, was wir für den Schutz unserer Umwelt noch tun können. Dieses Jahr haben wir unsere Botschaft etwas erweitert, wir sagten: »Schenke der Natur etwas von deiner Energie, weil wir über Umweltfragen und -probleme immer öfter diskutieren sollten.« Wir spüren immer mehr Druck, wir machen uns immer mehr Sorgen um unsere Umwelt. Wenn wir kreativ sind, können wir unsere Energie gemeinsam nutzen, nationale und internationale Aktionen organisieren und schnellere, stärkere positive Änderungen bewirken. Jede Stadt, jedes Unternehmen, jeder Verein kann sich der Earth Hour anschlie‎ßen; wir wollen, dass man sich mehr für unseren Planeten einsetzt, wir brauchen die Unterstützung der einfachen, normalen Leute, denn sie haben die Kraft, unsere Gesellschaft zu ändern.“

    BUKAREST – In Bukarest und mehreren rumänischen Gro‎ßstädten haben am Freitag Menschen gegen die geltenden Immunitätsvorschriften für die rumänischen Abgeordneten und Senatoren protestiert. Hintergrund war, dass der sozialdemokratische Senator Dan Sova, dem Amtsmissbrauch vorgeworfen wird, seine Immunität behalten durfte, nachdem seine Parlamentskollegen den Antrag der Staatsanwälte auf Zustimmung für seine Untersuchungshaft abgewiesen hatten. Das rumänische Verfassungsgericht wird sich am 8. April mit zwei Klagen zu dieser Abstimmung im Senat beschäftigen. Staatspräsident Klaus Johannis hatte das Gericht mit einer so genannten Klage zur Feststellung eines Konflikts zwischen der legislativen und der richterlichen Gewalt angerufen. Durch das Ergebnis der Abstimmung sei die Rechtspflege behindert worden, so das Argument des Präsidialamtes. Ein weiteres Verfahren vor dem Verfassunsggericht wurde von der Liberalen Partei als stärkste Oppositionskraft angestrebt.




    BERLIN – Andreas Lubitz, der Copilot, der den Germanwings-Airbus in den französischen Alpen zum Absturz brachte, habe nach Berichten der BILD-Zeitung einer früheren Freundin zu verstehen gegeben, er werde einst gro‎ße Bekanntheit erlangen. Er habe ihr gesagt, eines Tages etwas tun zu wollen, was das ganze System verändert, so dass alle seinen Namen kennen und in Erinnerung behalten werden. Lubitz war am Absturztag nach Angaben der Staatsanwaltschaft Düsseldorf krankgeschrieben. Er habe seinem Arbeitgeber wahrscheinlich die Erkrankung verheimlicht, so die Ermittler. Eine schwere psychische Erkrankung wird inzwischen als Ursache für das Verhalten von Lubitz immer wahrscheinlicher. Mittlerweile haben einige Fluggesellschaften erste Konsequenzen aus dem Absturz mit 150 Toten gezogen und schreiben künftig die Anwesenheit von mindestens zwei Personen im Cockpit vor.




    BUKAREST — Der letzte Sonntag im März dauert auch in Rumänien nur 23 Stunden — es herrscht offiziell Sommerzeit, auch wenn das nasskalte Wetter mit Tiefsttemperaturen von 6 Grad nicht gerade mitspielt. Die Differenz zwischen der rumänischen Uhrzeit und der UTC beträgt ab Sonntag demnach drei Stunden. Die Tradition der Uhrenumstellung am letzten Märzsonntag bzw. am letzten Oktobersonntag geht auf 1979 zurück. Wie überall, sehen die Menschen auch in Rumänien der Sommerzeit mit gemischten Gefühlen entgegen – am Abend ist es für längere Zeit hell, Frühaufsteher müssen dafür länger auf das Tageslicht warten. Übrigens Licht – auch in Rumänien sind viele Menschen am Samstagabend dem Aufruf gefolgt, den Strom auszuschalten und so gemeinsam mit der restlichen Welt die diesjährige Ausgabe der so genannten Earth Hour zu feiern. In über 40 rumänischen Städten ging bei den Behörden buchstäblich das Licht aus, die Bürger beteiligten sich an Konzerten oder an Spaziergängen und Fahrradausflügen zum Anlass.



    BUKAREST – Die rumänische Fu‎ßball-Nationalmannschaft spielt am Sonntag in Ploiesti in der Gruppe F der EM-Qualifikation gegen die Underdogs von den Färöer Inseln. Alles scheint auf einen Sieg der Rumänen hinzudeuten — die Nationalelf schlug bereits in dieser Gruppe Griechenland 1-0, Finnland 2-0 und Nordirland 2-0. Gegen Ungarn spielte sie unentschieden. Rumänien führt die Tabelle der Gruppe F mit 10 Punkten an, gefolgt von Nordirland mit 9 Punkten, Ungarn mit 7 Punkten, Finnland mit 4 Punkten, den Färöer Inseln mit 3 Punkten und Griechenland mit nur 1 Punkt. Generell scheint die Nationalmannschaft Rumäniens Aufwind zu haben — im Ranking der FIFA liegt sie auf Platz 15, so gut wie seit 2008 nicht mehr.

    Une heure durant, habitations, établissements en tout genre et unités de production plongent dans le noir, car les lumières y sont volontairement éteintes.



    Ce mouvement, qui ne cesse de gagner des adeptes, est non seulement bénéfique pour lenvironnement, mais il contribue à sensibiliser les gens sur les problèmes actuels de la société, à promouvoir lesprit de solidarité dans laccomplissement dun but commun. La Roumanie marque cet événement depuis 2009. Il y a deux ans, la branche roumaine de lorganisation écologiste WWF, le Fonds mondial pour la nature, a lancé, pour lédition 2014, la compétition intitulée « La Capitale Earth Hour », appelant toutes les municipalités à travers le pays à rivaliser de projets environnementaux.



    Voici les explications de Magor Csibi, directeur de WWF Roumanie : « Le concours sest poursuivi cette année. Notre rôle consiste à regarder de plus près les villes qui ont organisé les événements les plus spectaculaires, qui se sont investies dans la promotion de cette Heure de la Terre, qui ont le plus oeuvré à en faire passer le message. Dans quelques jours seulement, les Roumains pourront voter et désigner la capitale roumaine Earth Hour 2014. Les villes de Roumanie qui se sont par le passé adjugé ce titre ont été Bistriţa et Timişoara. Nous allons voir quelle sera la prochaine capitale parmi les 13 villes inscrites dans la compétition cette année. Lannée dernière, le format de la compétition a été quelque peu différent, vu que les municipalités ont dû sinscrire et déposer les dossiers. Cette année, nimporte qui peut déposer un dossier au nom dune ville, par exemple des ONGs, des municipalités. Si en 2013, nous avons fait connaître le gagnant avant lévénement proprement-dit, cette fois-ci nous allons le faire après. »



    En 2014, le WWF România a également lancé un concours national, sous le titre « Energie solaire, Une heure pour la Terre ». Magor Csibi: « Des nouveautés, il y en a tous les ans. Par exemple, en 2013, nous avons mené une campagne portant sur lénergie renouvelable. Sachant, toutefois, quen dehors du fait de produire cette énergie il faut aussi mettre en place une stratégie bien définie, nous avons proposé pour 2014 un nouveau concours, dont le prix consiste en des panneaux solaires dune valeur de 20 mille euros. Nous aiderons ainsi les gagnants, que ce soit un ménage ou une institution, à passer à lénergie renouvelable. Afin de participer à notre concours, les gens sont invités à remplir un formulaire. Pour ce faire, ils doivent connaître quelques notions générales, ce qui les pousse à apprendre davantage sur ce type dénergie. Dernier détail : nous avons compté près de 5 mille participants au concours. »



    La campagne « Une heure pour la Terre » (Earth Hour), a été lancée en 2007 par lorganisation WWF. En 2013, plus de 7.000 villes de quelque 152 pays à travers le monde ont éteint les lumières pendant une heure. Un geste dont le message porte sur léconomie délectricité et par conséquent, sur la réduction des émissions de gaz à effet de serre et la lutte contre le réchauffement climatique…(trad. : Mariana Tudose)

  • TIMISOARA – Capitale EARTH HOUR 2013

    La ville de Timisoara a remporté le titre de Capitale EARTH HOUR 2013 lors d’une compétition entre les villes roumaines ayant assumé des projets ambitieux pour protéger l’environnement. Cette année, 13 villes étaient en lisse , les villes ayant obtenu les trois premières positions à la suite de l’évaluation des dossiers aux termes du règlement ont été admises à l’étape finale lors de laquelle les habitants des trois villes ont du faire la collecte de la plus grande quantité possible de bouteilles PET en une seule journée. La ville de Timisoara a bénéficié de la meilleure mobilisation ramassant 3,6 tonnes de PET. Les villes de Botosani et de Ploiesti ont suivi. Cette compétition a été organisée par WWF Roumanie dans le contexte de l’événement EARTH HOUR du 23 mars.



    Ce jour-ci, tout éclairage publique s’éteint pendant une heure afin de conscientiser les problèmes de l’environnement, comme explique le vice-maire de la ville de Timisoara, Dan Diaconu : “Parlant des déchets, nous avons eu à Timisoara, depuis 2007, la collecte séparée des déchets en deux parties : déchets humides et déchets secs. Ce système fonctionne bien et hormis l’implication des citoyens dans cette collecte sélective, la Société de Salubrité et la Mairie de Timisoara bénéficie d’une station moderne de récupération des déchets, une des rares de Roumanie, qui permet l’utilisation et le recyclage presque complet des déchets. Dans le même domaine, on vise en 2013 une importante direction de développement de l’infrastructure d’administration des déchets ce qui a mené à un investissement appelé Valorisation énergétique des combustibles alternatifs obtenus des déchets municipaux en réalisant une installation et son intégration dans la Centrale de Chauffage Centralisé du Sud de Timisoara. Il s’agit d’une centrale électrique et de chauffage dont le combustible est constitué par la fraction sèche des déchets collectés dans notre municipalité et qui a une grande importance tant dans le domaine de la gestion des déchets que dans la manière dont la population ressent le prix du chauffage et la forme de réalisation de l’énergie thermique et électrique. »



    Les habitants de Timisoara ont également à leur disposition un service gratuit de collecte à domicile des déchets et équipements électriques de grandes dimensions. La mairie de Timisoara s’occupe des projets d’efficacité énergétique, de conservation de la biodiversité, d’éducation et communication, des projets qui lui ont aidé à accumuler le plus grand nombre de points dans la compétition de cette année, comme détaille Dan Diaconu : “Dans l’immédiat , nous allons implémenter des installations comportant des panneaux solaires pour préparer l’eau chaude ménagère dans la plupart des écoles et des institutions publiques, ce qui veut dire, pour nous, de se soucier de l’environnement. Au niveau des sources d’éclairage de Timisoara, on a remplace les lampes à vapeurs de mercure avec des lampes à vapeurs de sodium et des DEL. Pratiquement, les luminaires des rues ont été remplacés par les installations des plus performantes , ce qui a mené à une baisse de consommation d’énergie de quelques 30%. Dans la plupart des parcs de la ville les réverbères ont été remplacés par des cellules photo-voltaïques. En matière de stratégie locale en matière de changements climatiques, au delà d’une efficacité accrue de l’éclairage publique, nous nous orientons vers des sources d ‘énergie regénérable, et non pas seulement, car il y a autour de la ville de Timisoara nombre de parcs photo-voltaïques.”



    Ces dernières années, les espaces verts de Roumanie ont rétréci sans cesse. La tendance est, au contraire, d’accroître ces superficies jusqu’à la moyenne européenne qui est de 26 mètres carrés d’espace vert par habitant. En dépit du fait que Timisoara est souvent surnommée « ville des parcs et des fleurs » la superficie verte n’est pas suffisante, comme explique Dan Diaconu : “Les espaces verts représentent un des points forts de notre ville car, actuellement, la superficie de nos espaces verts totalise à Timisoara quelques 550 hectares , sans prendre en compte la Forêt Verte comptant, également, comme partie de notre municipalité et qui est un terrain à végétation forestière. Nous n’avons pas encore atteint le niveau exigé par l’UE car nous n’avons que 18 mètres carrés de verdure par habitant, tout en conservant l’espoir d’y parvenir. Certes, on parle des zones vertes aménagées par la municipalité par-ce que nous ne disposons pas d’une statistique à 100% correcte à cet égard, sans compter sur le fait que la Forêt Verte autour de Timisoara, principal poumon de la ville, n’est pas prise en compte par cette statistique verte. Chez nous il n’y a pas de grand problème en matière d’espaces vertes. Nous disposons d’un beau nombre de parcs, raison pour laquelle notre ville a été baptisée la vile des parcs et des fleurs mais ce problème continue de nous préoccuper et, chaque année, nous essayons d’en élargir la superficie pour l’agrément et la promenade. Dans les 2 ou 3 années à venir, nous tentons d’achever la ceinture forestière de la municipalité de Timisoara entamée ces dernières années, qui se développe à présent par le boisement avec quelques dizaines de milliers d’arbustes et qui sera terminée le plus tôt possible. »



    Chaque année, le mouvement EARTH HOUR initié et coordonné à l’échelon planétaire par WWF (World Wide Found for Nature) acquiert des proportions croissantes. Depuis sa première édition, en 2007, lors des la participation d’une seule ville- Sydney- et jusqu’à présent, plus de 6500 villes de 163 pays y ont participé. Presque deux milliards de personnes du monde entier veulent avoir une contribution concrète au salut de l’environnement. L’année dernière, lors de la première édition nationale de cette compétition, c’est la ville de Bistrita qui a remporté le titre officiel de capitale EARTH HOUR , suivie par les villes de Timisoara et de Iasi…(trad.
