STATISTICS – Romania’s population stood at 19.4 million people on January 1,
2019, by 125,500 people less compared to the same period last year, reads a
provisional estimate of the National Statistics Institute made public today.
According to the Institute, the main cause of this demographic shrinkage is the
negative population growth rate. Another reason is the high number of
emigrants. Last year, some 240,000 people left the country, by 20,000 more than
in 2017. Population aging has also increased compared to January 1, 2018, the
number of people aged 65 and above being on the rise.

MEETING – Romania’s Defence and Foreign Ministers, Gabriel Les and Ramona
Manescu, are today attending the informal meeting of the EU’s Foreign Ministers
hosted by Helsinki. On the last day of the event a joint panel of the defence
and foreign ministers will focus on hot topics in the field of hybrid threats.
The meeting is chaired by the EU’s High Representative for Foreign Affairs and
Security Policy, Federica Mogherini. Attending the panels were NATO Secretary
General Jens Stoltenberg and the UN Deputy Secretary General for Peace
Operations, Jean-Pierre Lacroix. On Wednesday, talks tackled maritime
coordination, artificial intelligence and new technologies, as well as the
impact of climate change.

VISIT – US President Donald Trump’s national security advisor, John
Bolton, today on a visit to Chisinau, said the United States supports the
sovereignty and independence of the Republic of Moldova, a country that must
decide its future without outside interference. Subsequent to his meeting with
Prime Minister Maia Sandu, John Bolton said Washington continues to support the
Moldovan Government’s efforts to settle the conflict in Transdniestr, a
pro-Russian breakaway region east of Moldova. According to Radio Romania’s
correspondent in Chisinau, Prime Minister Sandu outlined the main priorities of
her Government, including combating top-level corruption, reducing poverty and
creating opportunities for economic developments. Sandu and Bolton also
discussed the possibility of increased cooperation with NATO by means of a new
joint action plan.

VOLLEYBALL – The Romanian women’s volleyball team is today playing Azerbaijan
in the last Group C fixture at the European Championship in Hungary. In the
first four games, Romania defeated Hungary and Estonia 3-1, and lost to the
Netherlands and Croatia, nil-3 and 1-3, respectively. The first four teams in
each group will advance to the quarterfinals. This is Romania’s first
participation after a four-year break. Our best result was bronze in 1963.

FOOTBALL – Romania’s vice-champions FCSB are today playing Vitoria Guimaraes
of Portugal away from home in the return leg of the Europa League playoffs. The
first leg ended nil-all. On Wednesday, Romania’s champions CFR Cluj lost nil-1
away from home to Slavia Prague of the Czech Republic. In the first leg on home
turf, CFR had lost nil-1. CFR will however play in the Europa League group
phase this season.

TENNIS – Romanian tennis player Simona Halep, world no. 4, is today
playing Taylor Townsend of the United States in the second round at US Open.
Ana Bogdan, will be going up against Petra Martic of Croatia, while Sorana
Cirstea will take on Aliona Bolsova of Spain. Finally, in the men’s
competition, Marius Copil will play Gael Monfils of France.

Am Tag des Gedenkens an die Opfer von Faschismus und Kommunismus hat der rumänische Präsident Klaus Iohannis in einer Botschaft betont, dass die Ehrung der Opfer ein entschlossenes Handeln im Einklang mit authentischen demokratischen Prinzipien bedeutet. Vor 80 Jahren war am 23. August der Hitler-Stalin-Pakt unterzeichnet worden. Der rumänische Präsident sagte im Kontext, dass faschistische und kommunistische Regimes nicht relativiert werden dürften und dass es verpflichtend sei, die beiden Ideologien in all ihren Formen entschieden zu verurteilen. Er erinnerte auch daran, dass König Michael I. am 23. August 1944 beschlossen hatte, das Bündnis mit Deutschland aufzukündigen und sich den Alliierten anzuschlie‎ßen. Historiker schätzen, dass dieser Schritt den Krieg in Europa um ein halbes Jahr verkürzt und Hunderttausende von Menschenleben gerettet hatte. Drei Jahre später, als das Land unter sowjetischer Besatzung von einer Marionettenregierung geführt wurde, musste König Michael abdanken und ins Exil gehen.

Die rumänische Premierministerin Viorica Dancila hat am Freitag nach dem Nationalen Exekutivkomitee der Sozialdemokratischen Partei PSD, der Nummer eins in der Bukarester Regierungskoalition, die Vorschläge der Minister angekündigt, die am Montag an Präsident Klaus Iohannis übermittelt werden sollen. Die Vorschläge des Exekutivkommitees lauten: die Richterin Dana Gîrbovan für das Justizministerium, der Generalsekretär der Sozialdemokratischen Partei, Mihai Fifor, für das Innenministerium, Senator Serban Valeca für das Bildungsministerium. Die Interim-Justizministerin Ana Birchall wird Vizepremierministerin für Partnerschaften und der Abgeordnete Iulian Iancu wird Vizepremierminister in Wirtschaftsfragen, sagte die PSD-Vorsitzende Viorica Dancila. Die Sitzung des PSD-Exekutivkomitees fand am Rande des Parteikongresses statt.

In Rumänien konnten die Bürger nur noch bis Freitag über den Entwurf einer Notfallverordnung zur Verbesserung der Leistungsfähigkeit des einheitlichen Notrufsystems 112 mitdiskutieren. Die wichtigste Bestimmung betrifft Prepaid-Telefonkarten, die nur nach der Vorlage eines Ausweises erworben werden sollen. NGOs kritisieren diese Bestimmung und argumentieren, dass diese Frage über ein Gesetz nach sorgfältigen Debatten im Parlament geregelt werden sollte, da hier Grundrechte berührt werden. Die Behörden sind ihrerseits der Ansicht, dass diese Bestimmungen falsche Notanrufe verhindern würden und dass Menschen in Schwierigkeiten schneller gefunden werden könnten. Ähnliche Einschränkungen beim Kauf von Prepaid-Karten bestehen bereits in vielen europäischen Ländern.

Junge Menschen im Alter von 12 bis 18 Jahren aus Osteuropa, die in England und Schottland studieren, sehen sich zunehmend mit Rassismus und Fremdenfeindlichkeit konfrontiert, so eine Studie der Glasgower Strathclyde University. Das Referendum für den Brexit und der migrationsfeindliche Diskurs einiger politischer Akteure haben dazu geführt, dass derartige Vorfälle in den letzten drei Jahren zugenommen haben. 77% der befragten Studierenden seien Opfer gewesen. Die Hälfte davon gab an, dass die Übergriffe nach dem Referendum über Brexit im Jahr 2016 zugenommen hätten. Jugendliche beschrieben verbale Angriffe auf der Stra‎ße und im öffentlichen Nahverkehr sowie körperliche Angriffe vor allem in Schulen. Einige Kinder warfen Lehrern vor, diese Vorfälle zu ignorieren.

Der rumänische Fu‎ßballvizemeister FCSB hat sich am Donnerstag im Heimspiel gegen die portugiesische Mannschaft von Vitoria Guimaraes in der Rückrunde der Qualifikationsspiele für die Gruppen der Europa League torlos getrennt. Der rumänische Meister CFR Cluj verlor hingegen am Dienstag im Hinspiel der Champions-League-Playoffs die Partie gegen Slavia Prag 0-1. Das Rückspiel findet am 28. August in Prag statt. Der Gewinner spielt in den Gruppen der Champions League, während der Verlierer in die Gruppen der Europa League absteigt. Die beiden anderen rumänischen Teams, Viitorul Constanta und CSU Craiova, sind in der Vorrunde der Europa League ausgeschieden.

Die rumänische Regierung hat die erste Anpassung des Staatshaushalts im Jahr 2019 beschlossen

Die rumänische Regierung hat am Montag die erste Anpassung des Staatshaushalts und des Sozialversicherungsetats im Jahr 2019 beschlossen. Bei der Anpassung geht es um eine Erhöhung der Mittelzuweisungen für die Ministerien für Finanzen, Umwelt, Arbeit und regionale Entwicklung und für den rumänischen Geheimdienst. Ressorts wie Verkehr, Wirtschaft und Bildung müssen hingegen mit weniger Geld auskommen. Finanzminister Eugen Teodorovici wies darauf hin, dass im ersten Quartal des laufenden Jahres ein Wirtschaftswachstum von 5% verzeichnet wurde und dass er am Haushaltsdefizitziel von 2,76% festhält. Finanzminister Eugen Teodorovici:

“Die Haushaltsanpassung stellt die erforderlichen Beträge für die Auszahlung von Renten und Gehältern bereit, sowie für die Finanzierung laufender Investitionsvorhaben, die wir gegen Ende des Jahres ankurbeln wollen. Dabei handelt es sich nicht um Kürzungen der einzelnen Etats, sondern um die nach unten gerichtete Anpassung einiger zum Zeitpunkt der Haushaltsvorbereitung 2019 überdimensionierter Rahmen.”

Die oppositionelle Nationalliberale Partei PNL ist der Ansicht, dass die Haushaltskorrektur auf falschen Zahlen beruht. Die liberale Opposition bemängelte, dass die Regierung ein Loch von umgerechnet fast 2 Milliarden Euro verschleiern wolle. Der PNL-Vorsitzende Ludovic Orban:

“Diese Haushaltskonstruktion zeigt, dass die Exekutive und die parlamentarische Mehrheit der PSD-ALDE praktisch Geld aus Steuern verschwendet und Geld für ihre Klientel ausgegeben haben und für allerlei Vorhaben, die nichts mit den Interessen der Bürger zu tun haben. Sie ist heute ein Zeichen dafür, dass die Existenz der für die Arbeit der öffentlichen Dienste erforderlichen Mittel in Frage gestellt wird.”

Die Allianz der Liberalen und Demokraten ALDE, der Koalitionspartner der PSD, kritisierte die Ma‎ßnahmen — sie zeigten, dass der Haushalt unrealistisch geplant worden sei. Die ALDE fordert nichts Geringeres als ein neues Regierungsprogramm und ein umstrukturiertes und kompetenteres Kabinett.

Am 15. August wurde der Tag der rumänischen Marine gefeiert

Am 15. August wurde an der Schwarzmeerküste der Tag der rumänischen Marine gefeiert. Die Zeremonien begannen am Mittwoch mit Kranzniederlegungen am Denkmal der Seeleute in Constanta, am Denkmal der Marinehelden in Mangalia und am Friedhof der Helden in Tulcea. Am Donnerstag gab es Veranstaltungen zum Tag der Marine in Constanta, Mangalia, Tulcea, Braila und Galati sowie in der Hauptstadt Bukarest. Am Donnerstag haben 15.000 Besucher an den Feierlichkeiten in Constanta anlässlich des Tages der rumänischen Marine teilgenommen. Rumänische und ausländische Soldaten mit Dutzenden von Schiffen und Flugzeugen lieferten eine beeindruckende Show ab. An den Veranstaltungen beteiligten sich auch Marine- und Luftstreitkräfte aus der Ukraine, Italien und aus der USA. Im Mittelpunkt der Veranstaltungen stand das Ausbildungsschiff Mircea, das von Präsident Klaus Iohannis zu Ehren der 80 Jahre im aktiven Marinedienst mit einem Orden ausgezeichnet wurde. Zum Auftakt der Feierlichkeiten sagte Präsident Klaus Iohannis, dass das Schwarzmeergebiet eine strategische Region sowohl für die NATO als auch für die EU sei und dass die maritime Dimension ein wesentliches Element darstelle. Verteidigungsminister Gabriel Les sagte wiederum, dass die Sicherheitslage im Schwarzen Meer die NATO veranlasst habe, angemessene Verteidigungs- und Abschreckungsma‎ßnahmen zu ergreifen. Die strategische Position Rumäniens an der Ostgrenze von EU und NATO bringe Chancen, aber auch Herausforderungen für die rumänische Armee und insbesondere für die Marine, so der Verteidigungsminister.

Die 17. Ausgabe der Sommeruniversität Izvoru Mureşului fand diese Woche in der gleichnamigen Ortschaft im Kreis Harghita (Zentralrumänien) statt. Das diesjährige Thema hie‎ß ”Rumänien und die Rumänen im Ausland, ein Jahr nach dem hundertjährigen Jubiläum der Gro‎ßen Vereinigung”. Zu den diskutierten Themen gehörten die Wahrung der Identität der Rumänen in der Ukraine und der Republik Moldau im Kontext der regionalen geopolitischen Entwicklung und des rumänischen nationalen Interesses sowie der Umgang der Parlamentsfraktionen und öffentlichen Institutionen mit Rumänen im Ausland und den multiethnischen Regionen in Rumänien. Zur Sommeruniversität kamen Teilnehmer aus Rumänien und der Diaspora sowie aus der Republik Moldau, der Ukraine, Ungarn, Serbien und Bulgarien, Vertreter der Medien und der Zivilgesellschaft sowie Mitglieder der akademischen Gemeinschaft aus Rumänien und dem Ausland. Der Staatssekretär im Ministerium für Kultur und nationale Identität, Alexandru Pugna, der an der Veranstaltung teilnahm, erinnerte daran, dass 2019 durch eine Regierungsverordnung beschlossen wurde, jedes Jahr 4 Millionen Euro für die rumänischen Kirchen in der Diaspora bereitzustellen, um die rumänischen Gemeinden im Ausland bei dem Versuch zu unterstützen, ihre nationale Identität au‎ßerhalb der Landesgrenzen zu wahren. Die Vertreter der rumänischen Gemeinden in Serbien, der Ukraine und Bulgarien haben den rumänischen Staat um Unterstützung gebeten, um ihre nationale Identität zu wahren. Die Vertreter der Rumänen aus Covasna, Harghita und Mureş forderten ihrerseits die Einrichtung einer Struktur auf Exekutivebene, deren Hauptziel darin besteht, die Rechte und die kulturelle und individuelle Identität der rumänischen Gemeinschaften in den drei mehrheitlich von Ungarn bewohnten Landkreisen zu achten und die Diskriminierung der Rumänen aus der Gegend aufgrund ethnischer Kriterien zu bekämpfen.

Die rumänische Premierministerin Viorica Dăncilă hat am Freitag angekündigt, sie werde nächste Woche dem Staataspräsidenten Klaus Iohannis Vorschläge für Regierungsressorts übermitteln, deren Interim am 15. August abgelaufen ist. Viorica Dăncilă sagte, die Nominierungen für die freigewordenen Ministerpositionen werden in einer Sitzung des Nationalen Exekutivkommitees der regierenden Sozialdemokratischen Partei diskutiert, bevor sie dem Staatspräsidenten vorgelegt werden. Derzeit hat Rumänien Interimsminister für Bildung und Inneres, und es wird auch ein Vorschlag für das Amt des stellvertretenden Premierministers für Wirtschaftsfragen unterbreitet.

Die Behörden in Galati, im Südosten Rumäniens, haben zwei weitere Ausbrüche der afrikanischen Schweinegrippe gemeldet. Fast 500 Schweine wurden getötet, und es wurden Ma‎ßnahmen ergriffen, um die Ausbreitung der Krankheit zu verhindern. Derzeit hat sich die afrikanische Schweinegrippe in mehr als der Hälfte der rumänischen Landkreise ausgebreitet, wobei fast 750 aktive Seuchenherde gemeldet wurden. 400.000 Schweine wurden bislang getötet.

Rumänien wird im Herbst dieses Jahres das Format für Kooperation in Europafragen mit Frankreich und Deutschland wieder einführen. Das kündigte der rumänische Minister für europäische Angelegenheiten, George Ciamba, bei Radio Rumänien an. Er sagte, dass angesichts der signifikanten Investitionen deutscher und französischer Unternehmen in Rumänien eine solide Grundlage für die Zusammenarbeit nicht nur in wirtschaftlicher Hinsicht bestünde. Ciamba teilte mit, dass der französische Minister für europäische Angelegenheiten nächsten Monat Bukarest besuchen wird.

Ab Freitag dürfen Bürger in Rumänien die sechs Lieder auswählen, die Rumänien im ersten sogenannten Songbuch der EU vertreten werden. Bisher haben 65.000 Menschen aus 26 EU-Mitgliedstaaten ihre jeweiligen Lieblingslieder ausgewählt, berichtet der Organisator der Veranstaltung, die Organisation European Union Songbook, auf ihrer Internetseite.

Das EU-Songbook ist ein Pionierprojekt, das von einer gemeinnützigen Organisation initiiert wurde, die weder politische noch finanzielle Verbindungen zu Brüssel hat. Die erste Ausgabe des EU-Songbuchs wird am Europatag, dem 9. Mai 2020, veröffentlicht.

TENNIS – Der rumänische Tennisstar Simona Halep ist am Donnerstag im Achtelfinale des WTA-Turniers in Cincinnati von der Amerikanerin Madison Keys mit 6:1, 3:6, 7:5 besiegt worden. Halep gewann das Turnier, bei dem diesmal drei Millionen Dollar Preisgeld ausgeschrieben waren, allerdings schon dreimal: 2015, 2017, 2018. Die Wimbledon-Siegerin, die auf Platz vier der Weltrangliste liegt, bereitet sich auf die US Open als letztes Grand Slam Turnier des Jahres vor. Im vergangenen Jahr war sie dort in der ersten Runde ausgeschieden.

FCSB s-a calificat în play-off-ul Europa League la fotbal

FCSB, vicecampioana României, s-a calificat în play-off-ul Europa League la fotbal. Fotbaliștii români au învins echipa cehă FK Mlada Boleslav cu scorul de 1-0 (0-0 la pauză), joi seara, pe Stadionul Mestsky din Mlada Boleslav, în manşa secundă a turului al treilea preliminar. Roș-albaștrii au obținut o victorie la limită prin golul înscris de Ionuț Panțîru, în minutul 90, după ce scorul fusese 0-0 în prima manşă.

FCSB va juca în play-off cu formaţia portugheză Vitoria Guimaraes, primul meci pe teren propriu, în data de 22 august.

Pe de altă parte, Universitatea Craiova a fost eliminată din Europa League la fotbal după ce a terminat la egalitate, 1-1 (0-1), cu AEK Atena, joi seara, pe Stadionul Olimpic OACA Spyros Louis din Atena, în manşa secundă a turului al treilea preliminar.

Universitatea a făcut un joc foarte bun, mai ales în repriza a doua, pe care a controlat-o autoritar, dar nu a reuşit decât o remiză de onoare, părăsind Europa după ce AEK s-a impus cu 2-0 la Craiova.

below par. After the first leg of the third preliminary round, Universitatea
Craiova and FCSB stand slim chances to go through to the competition’s playoff.

On home turf, Universitatea Craiova
lost to AEK Athens, nil-2. In the previous season AEK played in the Champions
League’s group stage and for the game against Universitatea, AEK’s Petros
Mantalos and Croatian Marko Livaja scored, on 60 and 84 minutes, respectively.
UEFA banned Universitatea Craiova’s fans from attending the match against AEK
because of the incidents in Craiova’s game against Honved Budapest.

However,
UEFA’s regulations system allows children under 14 to attend matches of their
favorite team, even if regular fans have been banned from attending, so no less
than 3,500 children fans supported Universitatea in their match against AEK
Athens.

In Giurgiu, FCSB were held to a
blank draw by Czech contenders Mlada Boleslav. FCSB had a poor run in the first
half of the game, yet they dominated the second half, created scoring
opportunities but failed to score. Qualification will be decided in the second
leg, to be played on August 15. The winner will prove their mettle in the playoff,
and will most likely face Portuguese side Vitoria Guimaraes, a team that
secured a 3-nil away win against Latvia’s Venspils.

In the first leg counting towards
Champions League’s third preliminary round, CFR Cluj drew in the home fixture
against Celtic Glasgow, 1-all.

This coming weekend will see
matches being played, counting towards the fifth round of domestic League One.
On Friday, Academica Clinceni face Chindia Targoviste and Politehnica Iasi are
pitted against Dinamo Bucharest. On Saturday, Gaz Metan Medias play a home game
against Astra Giurgiu, while CFR Cluj take on FC Hermannstadt, also on home
turf. On Sunday, Universitatea Craiova play a home game against Sepsi Sfantu
Gheorghe, while in the southern Romanian town of Pitesti, FCSB play a home game
against FC Voluntari. The 5th round’s last match on Monday will see
Viitorul Constanta facing FC Botosani on the former team’s home ground. Ahead of
round 5, Vitorul Constanta and CFR Cluj are at the top of the table, with 10
points each. Universitatea Craiova are 2nd-placed, with 9 points.

round 5, Vitorul Constanta and CFR Cluj are at the top of the table, with 10

Two Romanian football teams Universitatea Craiova and FCSB on Thursday managed to qualify to the 3rd preliminary round of Europa League. In Craiova, Universitatea played against the Hungarians from Honved Budapest. In the match played in Hungary, the two teams had ended the match in a 0 all draw, just like in Craiova, and the extra time also ended with no results. Towards the end of the extra time an event occurred, which might sanction the team from Craiova. On minutes 119 the Northern Irish referee Arnold Hunter was hit by an object thrown from the terraces and he fell to the ground. He came to his senses after a couple of minutes, but could no longer lead the match being replaced by the replacement ref who blew the whistle to end the match soon after. Then came the penalty kicks when Craiova footballers scored three times and Honved only one time. In Europa League’s 3rd preliminary round, Universitatea Craiova will take on the Greek eleven AEK Athens, the first round being scheduled for August 8th in Craiova.

In Giurgiu, FCSB took on the Armenian team Alaşkert, after the Romanians had defeated them 3-0 in the previous match. In the return match, FCSB’s Florin Tanase opened the score on minutes 10 from a penalty kick after he got fouled in the penalty box by Haik Işhanian. Surprisingly, Alaşkert took control of the match and on minutes 24 Brazilian Gustavo Marmentini scored an equalizer after FCSB’s goalkeeper Andrei Vlad rejected the ball. The Armenians took the lead on minutes 28 when Marmentini converted a penalty kick. Defender Mihai Bălaşa fouled Brazilian Thiago Galvao and he was eliminated. Galvao brought the score to 3-1 at the end of the first half. It was only on minutes 59 that FCSB managed to score again through Florinel Coman. The match ended 3-2 for the Armenians. In the 3rd preliminary round FCSB will play against the Czech team Mlada Boleslav, with the first match being scheduled for Thursday in Romania.

The 3rd team that represented Romania in the 2nd preliminary round of Europa League, Viitorul Constanta defeated the Belgian team Ghent 2-1 in Ovidiu. That was not enough for qualification though, given that the Belgians had won the match in Ghent last week 6-3. New ministers in the Romanian government

On Wednesday, the Romanian
president Klaus Iohannis signed the appointment of Nicolae Moga and Ramona
Manescu to the positions of interior minister and foreign minister
respectively. The two were sworn in on the same day. Nicolae Moga, a former
senator from Constanta and former vice-president of the Senate in the Standing
Bureau replaced outgoing Carmen Dan at the helm of the interior ministry.
Ramona Manescu joined the Alliance of Liberals and Democrats – ALDE, in the
governing coalition, in 2017. Previously she held the position of transport
minister. An MEP since 2007, Ramona Manescu was appointed foreign minister,
thus replacing outgoing Teodor Melescanu. Through another presidential decree,
Mihai Fifor was appointed vice-prime minister for Romania’s strategic
partnerships.

Romanians in the Diaspora

The Romanian president has
promulgated the law on early and postal voting for the Romanians in the
Diaspora, which allows them to cast their vote for 3 days in order to avoid
what happened at the May 26 EP elections, when many Romanians abroad could not
vote because of the very long queues. According to the new law, the Romanian
citizens abroad will be able to vote either by post or in advance from Friday
to Sunday. On the last voting day, the vote may be extended until midnight for
those people who are inside the polling stations or queuing outside. The
procedure will also be applied in Romania. For the postal vote, Romanians
abroad will have to register on the permanent electoral lists for the Romanians
in the Diaspora by means of an online form that can be found on the website of
the Permanent Electoral Authority. They will also have to attach a scanned copy
or a photo of their ID to this form. They can register on this list starting on
Sunday on the platform www.votstrainatate.ro.
The website was created by the Electoral Authority, to have a clearer record of
Romanians abroad and to provide them with more info on the voting process. An
information campaign has also been started by the Ministry for the Romanians
Abroad that has recently announced that over 5 and a half million Romanians
have left the country. Alongside the Romanians in the historical communities,
there are almost 10 million Romanians living outside the country’s borders,
show data provided by Romania’s 70 diplomatic missions and centralized by the
Ministry for the Romanians Abroad. According to the line minister Natalia
Intotero those who leave the country are discontented with the lack of
financial means, with their small incomes, the lack of a decent job, the poor
quality of the political class and the all pervasive corruption. Minister
Intotero also announced that the ministry officials were preparing a draft law
on the social and professional reinsertion of Romanians who want to return
home, a bill that will be forwarded to Parliament in September. August will see
the start of the 2nd stage of the national campaign ‘Information at
home! Security abroad’ meant to inform Romanians ahead of deciding to leave the
country. The campaign also targets the Romanians abroad who want to return.

European Commission issues warnings for Romania

The European Commission has
launched infringement procedures against Romania in 11 fields, including air
pollution, financial services, transposing firearms standards into national law
or illegal migration. On Thursday the Commission pointed out Bucharest has not
lifted restrictions on natural gas trade among member states, as stipulated by
EU law. The Commission also noticed that one of the changes brought to the
energy law provides for the obligation to sell natural gas on the internal
market as a priority, which is in breach of EU law, creating unwarranted
barriers to gas exports. The environment authorities in Bucharest said they
will take steps to immediately solve the problems in the field. Another
procedure was launched in the case of failing to enact EU standards regarding
combating child abuse, sexual child exploitation and child pornography.

A Romanian appointed as interim head of the International Atomic Energy
Agency

Romanian Cornel Feruta, a career
diplomat for over 20 years, was appointed interim director general of the
International Atomic Energy Agency pending a permanent designation. The
appointment follows the death of the former head of the institution, Yukiya
Amano, at a time of intense diplomatic negotiations over Iran’s nuclear programme.
Cornel Feruta was a chief coordinator with the Agency, a former chief of staff
for Yukiya Amano. In the 2007-2012 period he also held the position of
Romania’s Permanent Representative to International Organizations in Vienna.

Romanian football teams enrolled in European inter-club competitions

Romanian vice-champions FCSB on
Thursday defeated Armenia’s FC Alashkert 3-nil in the first leg of the Europa
League second preliminary round. CSU Craiova drew nil-all against Honved
Budapest away from home, while Viitorul Constanta lost 3-6 away from home against
Belgium’s KAA Gent. The return legs are scheduled for next week. On Wednesday,
Romanian champions CFR Cluj defeated 1-nil Maccabi Tel Aviv of Israel in the
first leg of the Champions League second preliminary round. The return leg is
scheduled for July 30 in Israel.

SMEs – Half of Romania’s SMEs are experiencing financial
difficulties, considering 10% have declared bankruptcy and 40% have restricted
their activity in the last two years, Ovidiu Nicolescu, honorary president of
the National Council for Romanian Small and Medium-Sized Enterprises said
earlier today. Attending the official launch of the White Charter of SMEs,
Nicolescu recalled these enterprises account for over 50% of the country’s GDP,
also making a significant contribution to exports. Ovidiu Nicolescu pointed out
the main difficulties have to do with personnel shortage, bureaucracy and
inflation. Attending the event was Prime Minister Viorica Dancila, who said the
Government’s public policies are inefficient in the absence of sustained
cooperation with employers’ associations and entrepreneurs, irrespective of
where the capital is coming from. The Romanian official went on to say that
entrepreneurs can contribute innovation and competitiveness, and the Government
keeps funding programmes such as Start-up Nation and encouraging exports. The
Prime Minister recalled some of the measures adopted to deal with labor market
shortages, such as increasing the minimum wage, tax benefits and encouraging
vocational qualification.

PROSECUTORS -
Daniel Horodniceanu, Catalin Borcoman and Claudiu Dumitrescu have been
nominated by Romania’s Justice Ministry for the position of European
Prosecutor. Justice Minister Ana Birchall will submit the names to the Council
of the European Union. The European Prosecutors will report to the European
Chief Prosecutor, a position Laura Codruta Kovesi, the former head of the
National Anticorruption Directorate, is vying for. The European Prosecutor’s
Office will specialize in combating fraud related to VAT and community funds
and is set to begin its activity by the end of next year. So far, 20 member
states have signed off on the project, including Romania. The Prosecutor’s
Office will investigate, indict and prosecute cases of embezzlement of
structural funds, tax evasion and other crimes infringing on the EU’s financial
interests. The institution will be headquartered in Luxemburg. According to the
European Commission, every year public authorities in Europe incur VAT-related
losses tantamount to some 50 billion euros.

HEAT WAVE – A new
heat wave is affecting Western Europe, the second within less than a month.
Record-high temperatures were reported on Wednesday in Belgium, the
Netherlands, Germany, Italy, Luxemburg and Switzerland. In Western Germany
temperatures exceeded 40 degrees Celsius, while highs in the Netherlands went
up to 39.2 degrees. Some bridges in Amsterdam and Haarlem are expanding. The
municipality is spraying water over them to cool them down. In Belgium a code
red alert against extreme heat was declared, after temperatures reached 39.9
degrees in the northeast. Meteorologists say Paris may see an all-time high
today, above the 40.4 degrees mark, reported in 1947, as temperatures may go as
high as 43 degrees. The temperature record was exceeded in Great Britain as
well, over 38.5 degrees.

INDICTMENT – The
former treasurer of the Social-Democratic Party, Mircea Draghici, has been
indicted by anticorruption prosecutors in an embezzlement case. Draghici
allegedly pocketed 380,000 euros in subsidies disbursed by the Permanent
Election Authority. Prosecutors have decided to splat the cause in the case of
the former chief of the Permanent Election Authority, Daniel Barbu, who is
being prosecuted for failing to monitor the subsidies allocated to political
parties and for halting ongoing inspections. According to prosecutors, the
Social-Democratic Party tasked Draghici with managing the party’s assets and
funds. Draghici allegedly pocketed the money pursuant to signing a real estate
rental contract. The subsidized money was given to Draghici to cover the
partial payment accounting for two thirds of a building.

UK – British
Prime Minister Boris Johnson will chair his first Cabinet meeting today before
addressing Parliament. The key positions in the British Government will be held
as Sajid Javid, who will be taking over as Finance Minister, Dominic Raab as
Foreign Minister, Priti Patel as Interior Minister and Jeremy Hunt as Defense
Minister. Overall 17 ministers and state secretaries from the former May
Cabinet were dismissed or have resigned, among them Justice Minister David
Gauke, Finance Minister Philip Hammond and Minister for International
Development, Rory Stewart.

FOOTBALL -
Romanian football champions CFR Cluj on Wednesday defeated Maccabi Tel Aviv of
Israel 1-nil on home turf in the first leg of the Champions League second
preliminary round. If it advances to the third round, CFR Cluj will play either
Celtic Glasgow of Scotland or Estonia’s Nomme Kalju. Today, in the first leg of
Europa League, Romanian Cup winners Viitorul Constanta are taking on KAA Gent
of Belgium, while vice-champions FCSB are going up against FC Alashkert of
Armenia. Finally, CSU Craiova is playing Honved Budapest. The return legs are
scheduled for next week. In the next round, Viitorul will play the winner
between AEK Larnaca of Cyprus or Levski Sofia of Bulgaria, FCSB will play
either Mlada Boleslav of the Czech Republic or Ordabasy Shymkent of Kazakhstan,
while Craiova will take on AEK Athens of Greece.

Auf dem Kongress der PSD, am 3. August soll diese Kandidatur bestätigt werden. Zuvor hat die Vorsitzende der Sozialdemokraten Gespräche mit Calin Popescu Tariceanu, dem Vorsitzenden ihres Koalitionspartners ALDE und mit Victor Ponta, dem Vorsitzenden der Partei Pro Rumänien, über die Unterstützung eines gemeinsamen Kandidaten der Linken im Präsidentschaftswahlkampf geführt. Diese Gespräche endeten in einer Sackgasse. Politische Beobachter schätzten, Dancila liegt in der Wählergunst auf dem 3. Platz, nach dem Amtsinhaber, Klaus Iohannis, der von den Liberalen unterstützt wird und dem Vorsitzenden der bürgerlichen Allianz USR-PLUS, Dan Barna.

Die regierende PSD und ALDE haben sich geweigert, das Abkommen unter Begründung zu unterzeichnen: einige Vorschläge der beiden Parteien seien vom Präsidenten nicht akzeptiert worden.

Der frühere britische Au‎ßenminister Boris Johnson wurde am Dienstag zum Vorsitzenden der regierenden konservativen Partei gewählt und wird anstelle von Theresa May Premierminister. Rumänische Studenten haben zwei Silber- und drei Bronzemedaillen bei der 60. Internationalen Mathematik-Olympiade in Bath, Gro‎ßbritannien, vom 10. bis 22. Juli erhalten. Das teilte das rumänische Bildungsministerium mit. Dies ist der renommierteste Wettbewerb dieser Art und wurde 1959 auf Initiative der Rumänischen Gesellschaft für Mathematikwissenschaften ins Leben gerufen, wobei die erste Ausgabe im rumänischen Brasov stattfand. Damals nahmen sieben Ländern daran teil. In Rumänien wurde dieser Wettbewerb bisher sechsmal ausgetragen, zuletzt im vergangenen Jahr in der zentral rumänischen Gro‎ßstadt Cluj.

Der rumänische Titelverteidiger CFR Cluj tritt am Mittwoch gegen Maccabi Tel Aviv in einem Spiel an, das für die zweite Vorrunde der Champions League zählt. Am Donnerstag spielen drei weitere rumänische Mannschaften in der Vorrunde der Europa League. Echipele de fotbal care reprezintă România în calificările pentru Liga Europa au debutat cu bine. În manşa întâi a primului tur preliminar, Universitatea Craiova s-a impus în Azerbaidjan, cu 3-2, în confruntarea cu Sabail, iar FCSB a câştigat, la Giurgiu, cu 2-0, în faţa echipei Milsami Orhei, din Republica Moldova.

Pentru craioveni, a fost prima victorie într-o cupă europeană din ultimii 26 de ani. Superioritatea oltenilor a fost clară, iar antrenorul Corneliu Papură crede că echipa sa putea marca mai multe goluri. Pentru Universitatea au înscris Alexandru Mateiu, Nicuşor Bancu şi Mihai Roman, în timp ce, pentru azeri, a înscris, de două ori, Aghabala Ramazanov. Manşa secundă se va juca la Craiova, în data de 18 iulie. Dacă trece de Sabail, Universitatea va juca în turul al doilea preliminar cu învingătoarea dintre Žalgiris Vilnius, din Lituania, şi Honved Budapesta, din Ungaria. Joi, maghiarii s-au impus, acasă, cu 3-1.

FCSB a plecat drept favorită în confruntarea cu Milsami Orhei. Echipa bucureşteană s-a impus graţie a două goluri marcate de Florin Tănase şi are în continuare prima şansă la calificarea în faza următoare. Scorul putea fi mai mare, dar FCSB a ratat mai multe ocazii clare de gol.
