    OSCE PA – The 31st session of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe continues in Bucharest. Until Wednesday, MPs from over 50 states will be discussing the war in Ukraine. Participants have called for peace, stability and the observance of international regulations. Artificial intelligence, climate change, combating drug and human trafficking as well as migration are other topics high on the agenda for talks.

     

     

    SECURITY – An additional 1,000 police officers and firefighters are deployed to seacoast resorts this weekend, the Interior Ministry announced in the context of a wave of violence in Black Seacoast resorts. 357 crimes are reported in the last week, the Constanța City Police inspectorate announced, most incidents occurring the wake of spontaneous brawls and alcohol abuse. According to estimates, some 180 thousand tourists are this weekend in seacoast resorts.

     

     

    FITS – In news from the International Theatre Festival in Sibiu (FITS), actor Constantin Chiriac, the director of the “Radu Stanca” National Theatre in Sibiu and president of the International Theatre Festival in Sibiu was hospitalized after suffering from digestive issues caused by excessive heat, doctors say. Aged 67, Constantin Chiriac was unwell during Saturday evening’s star-awarding ceremony for the Sibiu Walk of Fame. The ceremony paid homage to French actress Isabelle Adjani, American actor John Malkovich and Norwegian playwright Jon Fosse, the recipient of the 2023 Nobel Prize in Literature. The International Theatre Festival in Sibiu is set to close on Sunday.

     

     

    ELECTION – French voters are this weekend hitting the polls as part of the first round of snap elections, a historical ballot held after president Emmanuel Macron dissolved Parliament after his party sustained a bitter defeat in the June 9 European Parliament election. Some 49 million voters are expected to cast their votes to elect the 577 representatives in the National Assembly, the lower chamber of Parliament. The populist and nationalist right is favorite to win according to polls, with a wide margin ahead of Emmanuel Macron’s party. The second round is scheduled for July 7.

     

     

    WIMBLEDON – Romanian tennis players enrolled in the women’s singles at Wimbledon will take on tough opponents in the opening round. Gabriela Ruse (152 WTA) will take on Elena Rybakina of Kazakhstan (4 WTA), the 2022 champion. Jaqueline Cristian (62 WTA) will go up against Bianca Andreescu of Canada (165 WTA). Anca Alexia Todoni (141 WTA), who has qualified to the main draw for the first time in her career, will play Elisabetta Cocciaretto of Italy (41 WTA). Irina Begu (127 WTA) will take on Lin Zhu of China (60 WTA). Ana Bogdan (50 WTA) will play Cristina Bucșa of Spain (63 WTA). Sorana Cîrstea (29 WTA and seeded 29th) will play Sonay Kartal of Great Britain (295 WTA). Romanian-born British player Emma Răducanu (168 WTA), the beneficiary of a wild card, will play Ekaterina Alexandrova of Russia (22 WTA and seeded 22nd).

     

     

    EURO 2024 – The European Football Championship underway in Germany on Sunday will see matches on day 2 of the round of 16. England will play Slovakia while Spain will take on Georgia. On Saturday, the defending champions Italy were knocked out by Switzerland 0-2, while the host country Germany defeated Denmark 2-0. Romania will play the Netherlands on July 2 on Allianz Arena in Munich. The Romanian team qualified from the top of Group E after beating Ukraine 3-0, losing 0-2 to Belgium and drawing 1-1 against Slovakia. All teams in Group E had 4 points at the end of the group phase, but Romania topped the standings owing to a better goal average ratio. The last time Romania qualified to the round of 16 was at EURO 2000. This is the first time Romania wins a group in a world or European competition. (VP)

    ELECTION The ruling coalition made up of the Social Democratic Party and the National Liberal Party is to make a decision today on the date of the presidential election. The two parties are considering 2 dates for the first election round, September 15th or 29th. The government has until early July to pass an emergency order on the calendar of the presidential election, if the vote is to be held in September. The Liberals insist however that the election should be organized towards the end of the year, although they had initially agreed with a date in September. They argue that holding the election in September would disrupt the start of the new school year, and the campaign would overlap the holiday season. The Social Democrats, on the other hand, rule out any change in the agreed calendar. The 2 ruling parties must also decide whether to have separate candidates for the presidential post. On June 9th, they had a common candidate list for the European Parliament election, but had separate candidates in the local elections.

     

    FOREIGN AFFAIRS The Romanian foreign minister Luminiţa Odobescu took part on Monday in the EU Foreign Affairs Council in Luxembourg. On this occasion, Mrs. Odobescu highlighted the importance of stepped-up military support for Ukraine and mentioned the decision of Romania’s Supreme Defence Council to transfer a Patriot system to Ukraine.

     

    FUNDING On Monday Romania received close to EUR 1.1 bln from the European Union for projects in the energy sector, particularly for renewable energy production. According to an EU news release, Romania and 9 other countries received total funding of EUR 3 bln, intended for 39 programmes. The largest amount was given to Romania, followed by the Czech Republic (EUR 835 mln) and Poland (EUR 700 mln).

     

    ACCESSION The ex-Soviet republics of Moldova and Ukraine today begin their official EU accession negotiations. The first talks are to be held in Luxembourg, and during this process Chişinău and Kyiv must align their national legislation to the bloc’s regulations. According to Radio Romania’s correspondent in Brussels, since their recognition as candidate countries, the two states have made general adjustments in key areas, proving their willingness to adapt to the EU legislation. Beginning with these inter-governmental conferences, Ukraine’s and Moldova’s progress in the implementation of relevant reforms will be assessed separately. Analysts believe this could be an advantage for Moldova, which according to the European Commission has made better progress than Ukraine so far.

     

    FORUM The Romanian interior minister Cătălin Predoiu takes part on June 25 – 27 in the Salzburg Forum Ministerial Conference in Laxenburg, Austria. According to the interior ministry, the event focuses on current and future challenges in the field of security and migration, including security and migration challenges for the EU in 2024 – 2029, security along the Danube in the context of digitization, as well as migration and migrant smuggling.

     

    THEATRE The Performing Arts Market opened today in Sibiu (central Romania) as part of the famous Sibiu International Theatre Festival. Currently in its 27th edition, the Performing Arts Market has, this year as well, face-to-face, hybrid and online components. More than 80 officials for cultural organisations and institutions in over 30 countries convene in Sibiu to establish contacts and implement joint projects. The Festival founder and president, Constantin Chiriac, says this is the only performing arts market in Romania and in Eastern and Central Europe.

     

    FOOTBALL In the European Football Championship hosted by Germany, the last matches in Group D and C are scheduled for tonight. In Group D, the Netherlands take on Austria and France play Poland, while in Group C, England plays against Slovenia, and Denmark against Serbia. Romania concludes its Group E matches on Wednesday in Frankfurt, with a game against Slovakia. In the same group, Belgium is scheduled to play against Ukraine. All 4 teams in the group have 3 points each, with Romania still first-placed in the group thanks to a better goal difference. A draw against Slovakia is enough for the team to move up into the eighth-finals. (AMP)

    FAC – On the sidelines of the Foreign Affairs Council (FAC) meeting in Luxembourg, EU Foreign Ministers on Monday adopted a new package of sanctions against Russia, the 14th since the start of the invasion in Ukraine. EU Foreign Ministers also adopted a military assistance package for Ukraine worth 1.4 bln EUR. For the first time, the funds will be disbursed from the frozen assets of Russia’s Central Bank. The EU plan to use frozen Russian assets is separate from the decision taken by G7 leaders this month to use future Russian frozen assets to fund 50 bln EUR worth of loans to Ukraine. Representing Romania was Foreign Minister Luminița Odobescu.

     

     

    FUNDS – The European Union disbursed nearly 3 bln EUR from the Modernization Fund to 39 energy projects to be implemented in 10 Member States, including Romania. This is the largest such disbursement so far. The funds will help Member States attain their climate and energy goals and will contribute to attaining EU’s long-term objective of becoming climate neutral by 2050.

     

     

    EU ACCESSION – The European Union on Tuesday is expected to launch EU accession negotiations with the Republic of Moldova and Ukraine, the Belgian presidency has announced. The two countries’ negotiation chapters will be assessed separately. We recall the EU officially launched negotiation talks with Ukraine and the Republic of Moldova in mid-December 2023. Earlier this month, the European Commission announced Kyiv and Chișinău have officially met all requirements to open negotiation talks.

     

     

    BLOUSE – June 24 marks the International Day of the Romanian Blouse, a specific item of traditional clothing.  Last weekend, Romanian and Moldovan communities in Belgium celebrated this special day. A symposium was held at Château de la Solitude, a heritage building in Auderghem, Brussels. Two debates were also held on this occasion, attended by a large audience, interested to learn more about ethnography and folklore, the process behind the manufacturing of the Romanian blouse and the transition from tradition to modernity. The connection between the Romanian blouse and the celebration of the Sânziene, gentle fairies in Romanian mythology, as well as literature on related folk stories were also topics of debate.

     

     

    RECORD – The Romanian-Moldovan-German Cultural Center in Nuremberg, Germany, entered the Guinness Book of Records twice for the longest belt manufactured within the space of three months, measuring over 1,600 meters and the heaviest belt, weighing 70 kg. The initiative was launched at the end of February, and since then over a thousand Romanians from all over the world have joined the project and helped manufacture the longest chain belt. Each segment displays the motif of a specific area of Romania, Ionela van Rees-Zota, coordinator of the Cultural Center, told Radio Romania. “We have a representative or an association from almost every county in Romania. We have people from all over the world, from New Zealand to the Republic of Moldova and from Norway to Asia”, Ionela van Rees-Zota said.

     

     

    FITS – The International Theatre Festival in Sibiu (FITS) continues. Over 830 events involving 5,000 artists from 82 countries, including reputed theatre directors and playwrights such as John Malkovich, Tim Robbins, Pippo delBono or Neil LaBute are expected to take part. The “Performance Exchange” was opened on the sidelines of the festival on Monday. Having reached its 27th edition this year, the event brings together over 80 representatives of cultural institutions and organizations in over 30 countries to establish connections and carry out joint projects.     PENTECOST Orthodox and Eastern Catholic Christians in Romania Sunday celebrated the descent of the Holy Spirit upon the Apostles of Jesus, a feast day also known as the Pentecost and in Romanian as “Rusalii”. The Pentecost is a symbol of the establishment of the Christian Church, 50 days after the Resurrection of Christ and 10 days after Ascension Day. Believers evoke the moment when the Holy Spirit gave the 12 Apostles the gift of speaking many languages to preach to the crowds, and when the first 3,000 people were baptised, thus establishing the first Christian community.

     

    FOREIGN AFFAIRS The Romanian foreign minister Luminiţa Odobescu takes part on Monday in the Foreign Affairs Council in Luxembourg, focusing on the Russian aggression in Ukraine, the situation in the Middle East, the developments in Georgia. The EU foreign ministers will also have an informal exchange of opinions with their counterparts in the Western Balkans, as part of a working luncheon. According to the Romanian foreign ministry, talks on Russia’s aggression against Ukraine will focus on the recent developments on site and the support the EU must provide to Ukraine, particularly in the military area. The participants will also discuss new restrictions against Russia and Belarus, the EU-Ukraine security commitments and will assess the Ukraine Peace Summit held in Switzerland on June 15-16.

     

    MOLDOVA The Republic of Moldova’s Sovereignty Day was marked in Romania’s neighbouring country on Sunday. Since it adopted its Sovereignty Declaration on June 23, 1990, Moldova has struggled with difficulties, but it has remained a peaceful and democratic state, in which the Moldovan nation has been sovereign and has decided the fate of the state, the country’s president Maia Sandu pointed out. She added that the citizens will decide whether to join the EU in a referendum scheduled for this autumn. In her address, Sandu also said that the years of independence have taught Moldova democracy and freedom cannot be taken for granted and must be defended every day.

     

    TIFF The winner of this year’s Transylvania International Film Festival is the Indian film “Girls Will Be Girls”, directed by Shuchi Talati, a drama on the condition of women in a repressive system. Another Indian film, “The Adamant Girl,” by Vinothraj Palani, received the jury’s special award. The Indian director was also awarded at TIFF in 2021, for his debut work, “Pebbles”. Also at the TIFF Gala, the director Sebastián Quebrada won the best director award for “El Otro Hijo.” The best actor award went to the Iranian Hasan Pourshirazi, for his performance in “The Old Bachelor”, while “Dismissed” by Horia Cucută and George ve Ganćaard was voted the best feature in the Romanian Film Days.

    DIPLOMACY Romania has made progress towards inclusion in the US “Visa Waiver” programme, the Romanian foreign minister Luminiţa Odobescu told Radio Romania, at the end of a visit to Washington. According to her, “there has been substantial progress in the legislative area, with the relevant legislation already adopted by the Romanian side. There has also been progress in terms of visa renewal, so as to get the visa refusal rate below 3%. I am taking this opportunity to further request support for visa renewal, because we need as many approved visas as possible, a lot is still to be done and we hope we will be able to reach this goal as soon as possible.” In Washington, the Romanian diplomacy chief had a number of meetings with senior US officials, including the secretary of state Antony Blinken.

     

    MIGRANTS Eleven migrants from Bangladesh, Syria, Ethiopia and Egypt have been caught trying to cross the Romanian border into Hungary illegally. They were hiding in metal rolls carried on a lorry driven by a Turkish national. The illegal migrants, aged 15 to 40, were trying to get into the Schengen area. They are now probed into for attempted illegal border crossing, while the driver may be charged with migrant smuggling.

     

    FITS The 31st Sibiu International Theatre Festival (FITS), offers the public on its 3rd day a wealth of theatre performances, music, circus and exhibitions. Today’s highlights include an organ concert by Stefan Donner, a circus performance titled “YouGur”, and the play “Scandal behind the scenes”. According to the organisers, the 10-day festival comprises 830 events: theatre performances, music, dance, circus, exhibitions and public reading sessions will bring together over 5,000 artists from 82 countries.

    WEATHER Weather experts in Romania have issued a number of alerts for Sunday, June 23, concerning extreme heat and significant heat stress in most of the country. A code red alert for extreme heat will be in place the south of Romania. The heat wave will be persistent and temperatures will be extremely high for the 5th consecutive day, reaching 38-39 degrees Celsius, with lows around 20 degrees.

     

    EMPLOYMENT The number of public sector employees in Romania in April 2024 was 1,292,549,up 3,009 since the previous month, according to data made public by the finance ministry. Of the over 826,000 employees in the central public administration, more than 600,000 were working in institutions fully funded from the state budget. The largest number of such positions was reported in the education ministry (302,230), followed by the interior ministry (123,859), defence ministry (73,818), finance ministry (24,762) and health ministry (18,156). Working in local public administration institutions this April were 466,308 people, of whom 286,443 in institutions fully funded from local budgets and 179,865 in institutions fully or partly financed from other revenues.

     

    DISINFORMATION The Romanian foreign minister Luminiţa Odobescu and the US Secretary of State Antony Blinken signed in Washington a Memorandum of Understanding on countering information manipulation. Among other things, the document provides for the coordinated development of relevant strategies, as well as for the involvement of independent media, civil society and the academia in fighting disinformation. According to a news release, the two officials have also reviewed the progress made by Romania towards inclusion in the Visa Waiver Programme, and have reconfirmed their commitment to close cooperation in view of reaching this goal as soon as possible. During her visit to the US, organised in the context of celebrating 20 years since Romania joined NATO, the Romanian diplomacy chief also had meetings with the National Security Council senior director for Europe Michael Carpenter, with whom she discussed items on the Romanian-US economic and security agenda, as well as regional developments and preparations for the forthcoming NATO Summit in Washington. Also, during a meeting with Samantha Power, USAID administrator, Luminiţa Odobescu highlighted the two countries’ shared interest in strengthening the resilience of partners in the Black Sea region, with a focus on the Republic of Moldova.

     

    ORGANISED CRIME The Romanian interior minister Cătălin Predoiu had a meeting with the British ambassador to Bucharest, Giles Matthew Portman. The talks focused on measures to be taken in order to curb transnational organised crime. According to the interior ministry, another topic approached by the 2 officials was improving the efficiency of police work, including institutional reforms, so as to handle current challenges. Predoiu highlighted the very good cooperation between the two countries, as well as the opportunities to further develop it under the Romanian-British Strategic Partnership. The Romanian official pointed out that border protection is a priority for Romania, whose goal is to strengthen and protect the Schengen area. Mr. Predoiu also mentioned that the implementation of the Pact on migration and asylum would be both a challenge for the Member States, and an opportunity to improve national migration and asylum management systems.

     

    FESTIVAL Sibiu, in central Romania, is hosting the 31st International Theatre Festival (FITS). For 10 days, the public can choose from as many as 830 events, including theatre performances, music, dance, circus, exhibitions and public reading sessions, which bring together over 5,000 artists from 82 countries. Internationally acclaimed actors, directors and writers such as John Malkovich, Tim Robbins, Pippo delBono and Neil LaBute are also expected to attend. Many of the international productions in FITS may be viewed online this year, on the online platform “Scena Digitală” of the Sibiu “Radu Stanca” National Theatre, the main organiser of FITS 2024. “In terms of the number of participants, the number of partners, the diversity of projects in the festival, I believe this is the most complex cultural event in Romania and a major one at international level,” said the culture minister Raluca Turcan, who attended several events in the Festival, including the opening of the Romania-Poland Cultural Season, the first in the history of the 2 countries’ bilateral relations.

    WEATHER A code red alert for extreme heat is in place today in 5 counties in the south of Romania, with temperatures expected to reach 38-39 degrees Celsius. On Sunday the heat wave is predicted to stay in place and even extend to the capital city Bucharest as well. Later this afternoon, heavy rainfalls and storms are expected in the northern part of the country.

More than 20,000 Romanian fans will support the team in Cologne tonight. This is Romania’s 6th participation in the Euro, after the ones in 1984, 1996, 2000, 2008 and 2016.     FITS30, ediția aniversară a 30 de ani sărbătoriți de Festivalul Internațional de Teatru de la Sibiu, a adus evenimente spectaculoase și o organizare demnă de sărbătorirea vârstei de 30 de ani de existență: 10 zile de festival cu nu mai puțin de 825 de evenimente, în care au fost implicați 470 de voluntari. 231 de expoziții. Invitați din 81 de țări. În total 5000 de participanți, dintre care reprezentanți a 47 de universități de top din Platforma de Cercetare Doctorală și invitați de la 21 de universități de profil teatral. Mai mult, FITS30 a co-existat și în mediul online prin platforma digitală care a prezentat 42 de spectacole online. 250 de drone au desenat cerul vechiului oraș Sibiu (centrul României) în cadrul festivităților de deschidere și închidere a festivalului, iar peste 90.000 de oameni au umplut străzile orașului în zilele FITS30.



    În capitală, la București, cu ocazia FNT (Festivalul Național de Teatru) ediția cu numărul 33, iubitorii teatrului au avut parte de 11 zile de festival. Spectacole, conferințe, expoziții, prezentări de instituții și proiecte culturale, evenimente online, spectacole radiofonice, toate armonizate în tema festivalului “FNT, laboratoarele sensibilului”. Ediția din 2023 a FNT a arătat că festivalul analizează, cercetează și pune în valoare dinamica, tendințele și direcțiile fenomenului teatral românesc actual. O selecție de 30 de spectacole cu peste 50 de reprezentații, dintre care o premieră absolută: spectacolul “Gertrude” de Radu F. Alexandru (dramaturg contemporan) în regia celebrului regizor Silviu Purcărete la Teatrul Național București.


    FNT a adus pe scena națională 21 de spectacole ale companiilor de stat din țară, 9 spectacole ale companiilor de stat și independente din București, 3 spectacole de teatru selectate din străinătate, 9 spectacole în școli în cadrul modulului FNT Educațional, ateliere de teatru pentru copiii cu deficiențe, 6 spectacole-lectură, 21 de spectacole de teatru radiofonic, evenimente online, dezbateri culturale, 32 de lansări de carte, 2 masterclass-uri și multe alte evenimente culturale ce au îmbogățit pe parcursul festivalului scena culturală din capitală.



    Din perspectiva premierelor teatrale, TNB, cea mai mare scenă a țării, a adus în noua stagiune, deschisă în septembrie 2023, nume mari ale teatrului românesc care să performeze pe scenele TNB: regizorii Silviu Purcărete și Tompa Gabor. Spectacolul “Opera de trei parale” de Bertolt Brecht în regia lui Gelu Colceag sau cunoscuta regizoare Chris Simion-Mercurian aducând premiera spectacolului “Nora” de Henrik Ibsen pe scena naționalului bucureștean.



    Ca o încheiere a imaginii teatrala a anului 2023, Premiile UNITER (Uniunea Teatrală din România) au fost prezentate în gala ediției cu numărul 31 de la Timișoara, oraș ce a fost în acest an Capitală Europeană a Culturii. Peste 250 de artiști au fost prezenți la gală, omagiind fenomenul teatral românesc.



    2023 a fost un an al adaptării și evoluției lumii teatrale și culturale românești, un an bogat, prolific, efervescent. Publicul a găsit în fenomenul teatral vechiul prieten într-o haină nouă, proaspătă, cu noi căutări de limbaj sau de exprimare artistică. Teatrul, actorii, oamenii de teatru au fost și rămân, în 2023 și în timpurile ce au trecut sau vor veni, oglinda vie a vieții, a societății, a marilor teme sau preocupări umane.

    Justice Day — The Justice Minister, Alina Gorghiu, pleaded, in her message on Justice Day, for collaboration and dialogue in finding good and balanced solutions to ensure both the functionality and efficiency of the judicial system, as well as the quality of the justice act. The legal system needs now, more than ever, unity, balance, mutual trust and openness. This is the message sent on Sunday, on Justice Day, by the president of the High Court of Cassation and Justice, Corina-Alina Corbu. She says that this anniversary takes place, this year, in a complicated context marked by tension, which should not have an impact on the citizens. The statements come in the context in which the representatives of the High Court challenged at the Constitutional Court the changes made to the special pension system which benefits the magistrates. Prosecutor General Alex Florența stated, in his message, that the legislative changes related to the magistrates pensions were made by simulating a dialogue, ignoring the principles of loyal cooperation and mutual respect that the powers of the state owe to each other. The chief prosecutor of the National Anticorruption Directorate (DNA), Marius Voineag, said, on Justice Day, that the role of the Directorate in the entire judicial system contributes to the development of Romanian society and to reaching the countrys real potential as a member of the EU and NATO. According to him, the issue of fighting corruption remains as topical as before because Romanians are perfectly aware of the fact that each act of corruption means the waste of public resources, missed opportunities for the country and a more uncertain future for the future generations.



    Festival — The Sibiu International Theater Festival ends on Sunday with a performance of the show “Faust”, directed by Silviu Purcarete, followed, at midnight, by a demonstration with drones. The Walk of Fame was enriched, on Saturday, with seven more stars, attributed to important names in the world of Performing Arts. One of the stars was awarded to the president of the Festival, Constantin Chiriac, director of the Radu Stanca theater in Sibiu. He was also decorated by the Presidency of Romania with the National Order of Merit in the rank of Officer. The distinction was granted in sign of appreciation and gratitude for the professionalism and dedication put at the service of art and the public, for the important contribution brought to the domestic and international affirmation of the values ​​of Romanian theatre. Thanks to the tireless involvement of maestro Constantin Chiriac, Sibiu International Theater Festival – FITS is today a landmark for Sibiu and for Romania, as well as an example of the multiple benefits that the promotion of culture can bring to local communities, the Culture Minister Raluca Turcan wrote on Facebook.



    Tennis — The Romanian womens table tennis team won the gold medals at the European Games in Krakow – Malopolska (Poland), on Saturday evening, after defeating the German team in the final with the score 3-2. Romania led 2-0, but the Polish players had a come back and equalized the score, and later Bernadette Szocs scored the winning point. The Romanian athlete also won the individual competition. Romania won four medals in table tennis at the European Games in Poland, two gold and two bronze. Romania now has a total of 16 medals, six gold, five silver and five bronze, at the European Games in Poland. On the other hand, the pair Monica Niculescu (Romania)/Eri Hozumi (Japan) lost 2-0 to the pair Lidia Morozova (Belarus)/Ingrid Gamarra Martins (Brazil) in the doubles final of the WTA 250 tennis tournament from Bad Homburg (Germany). The match was interrupted on Saturday in the first set due to the rain.



    Weather – Meteorologists have issued a warning for severe atmospheric instability, valid throughout Sunday, in three-quarters of Romanias territory. Thus, in the mountainous area, in the north-west, center, north-east, south-west and partially in the south and south-east, there will be periods of showers, including torrential ones, electrical discharges, short-term wind gusts of 55…70 km/h, isolated gales and hail. The maximum temperatures, decreasing compared to the previous day, will generally fall between 25 and 34 degrees C, except for the eastern and south-eastern regions which will enjoy warm weather.     Des votes au Parlement

    Le Parlement roumain a consacré
    la dernière semaine de la session parlementaire avant les grandes vacances aux
    projets de loi des régimes spéciaux de retraite. Lundi, le Législatif a voté en
    faveur de la suppression de ces régimes de retraite au bénéfice des
    parlementaires. Mercredi, deux autres votes ont eu lieu. L’un par lequel le
    Parlement interdit le cumul de la pension de retraite et du salaire dans la
    fonction publique. Y feront exception les élus du peuple, ce qui rend la loi
    facilement criticable. Parmi les autres catégories professionnelles faisant exception
    on retrouve aussi les professeurs, les médecins, les assistants maternels et
    les salariés de l’Académie roumaine, de la Banque centrale de Roumanie et
    d’autres institutions nationales.


    Par ailleurs, le Législatif a voté en faveur de la
    réforme des régimes spéciaux de retraite dont bénéficient les magistrats, les
    diplomates, les militaires, les fonctionnaires parlementaires et le personnel
    aéronautique et de la Cour des compte. Pourtant, le projet a été approuvé sous
    une forme modifiée au point où la réforme n’entrera en vigueur qu’à partir de
    2028. L’âge du départ à la retraite sera repoussé progressivement de 60 à 65
    ans, et les magistrats seront obligés d’avoir une ancienneté d’au moins 25 ans.


    Un impôt de 15% sera mis en place dans le cas des
    pensions de retraite dont le montant dépasse le salaire moyen net. L’USR, parti
    de l’opposition, a critiqué le vote du Parlement, en affirmant que tant que les
    régimes spéciaux de retraite ne sont pas entièrement supprimés, la Roumanie
    continuera à recenser 210.000 retraités bénéficiaires d’une retraite spéciale.
    La Haute Cour de Justice et de Cassation a contesté le caractère
    constitutionnel des régimes spéciaux de retraite et du cumul de la pension et
    du salaire. La réforme de la retraite s’inscrit parmi les jalons du Plan
    national de relance et de résilience.


    Le PNRR, un retour positif


    Avec 49 objectifs
    et jalons accomplis parmi les 51 intégrés dans le Plan national de relance et
    de résilience, la Roumanie a remporté haut la main l’examen de la Commission
    européenne et attend donc le versement d’une deuxième tranche de 3,22 milliards
    d’euros. Avec deux objectifs manqués dans le domaine des investissements
    énergétiques, le pays sera pénalisé de 53 millions d’euros. Cependant, ce
    retard peut encore être rattrapé, puisque la Roumanie dispose de six mois pour
    prouver avoir réussi à atteindre ces deux derniers jalons. Selon les dires du Premier
    ministre roumain, Marcel Ciolacu, l’évaluation positive de l’Exécutif européen
    est un signal encourageant pour son gouvernement qui fait de son mieux pour
    rattraper son retard et remplir tous les objectifs. La Roumanie bénéficie d’une
    enveloppe de plus de 29 milliards d’euros accordée par Bruxxelles pour mettre
    en place le PNRR. A l’heure actuelle, le pays a déjà reçu deux tranches de
    préfinancement d’un total de 3,3 milliards d’euros.




    Une nouvelle aide financière versée aux agriculteurs
    roumains


    La Roumanie se verra
    accorder 30 millions d’euros de la part de la Commission européenne pour
    soutenir les agriculteurs impactés par les importations de céréales
    ukrainiennes. C’est le deuxième paquet de soutien financier de la réserve
    agricole européenne que Bucarest reçoit de la part de Bruxelles. Parmi les cinq
    pays limitrophes de l’Ukraine censés se partager l’aide européenne, la Pologne
    et la Roumanie touchent la partie la plus consistante : respectivement 40 et 30
    millions d’euros. Ainsi, la Roumanie obtient une aide totale de 40 millions
    d’euros que le gouvernement multipliera par deux, suite à un accord avec la CE.


    Des préparatifs pour le sommet de
    Vilnius


    Des leaders des
    pays alliés se sont retrouvés à la Haye, en présence du secrétaire général de
    l’OTAN, dans le cadre d’une réunion consacrée au sommet de Vilnius, prévu à la
    mi-juillet. Présent aux débats, le président roumain, Klaus Iohannis a
    réaffirmé que la Russie est et continuera d’être une menace imminente pour la sécurité euroatlantique. Par conséquent, il
    a plaidé en faveur d’un renforcement de la posture dissuassive des alliées,
    parallèlement à la poursuite de l’aide accordée à Kiev et aux autres
    partenaires vulnérables de la région, notamment à la République de Moldova. En
    vertue de sa position stratégique, la Roumanie est directement concernée par la
    consolidation supplémentaire du Flanc oriental de l’Alliance, à travers une
    approche cohérente et unitaire de la part des pays alliés. Cela veut dire, a
    précisé Iohannis, qu’il faut se doter des forces armées et des capacités et
    équipements militaires nécessaires. En ce qui concerne l’Ukraine, puisque en
    2008, à Bucarest, les Alliés ont décidé de l’intégrer à un moment donné à
    l’OTAN, cet engagement doit être accompli, a conclu le président roumain.


    De la culture et du sport


    Le
    coup de coeur culturel de cette semaine est, sans nul doute, la 30ème édition
    du Festival international de théâtre de Sibiu. Plusieurs jours durant, la ville
    transylvaine, ancienne capitale de la culture européenne, a accueilli les bras
    grands ouverts des milliers d’artistes et des centaines d’événements à l’agenda
    d’un festival placé sous le signe du Miracle. Passons maintenant au sport où la
    joueuse de tennis, Simona Halep, accusée de dopage, en octobre dernier, a
    comparu devant le tribunal. L’ancienne numéro un mondiale et double championne
    à Roland Garos recevra un premier verdict en juillet. Rappelons qu’elle a
    quitté le classement des 50 meilleures joueuses mondiales après qu’elle s’est
    vu interdire la participation aux tournois.

    Laws on sensitive topics adopted by Parliament



    The Romanian Parliament dedicated this past week of the ordinary session to some bills related, in one form or another, to pensions. On Monday, senators and deputies eliminated the special pensions granted to MPs, thus renouncing a privilege considered immoral by the press and public opinion. Two other sensitive laws were passed on Wednesday. One puts a ban on cumulating pensions with salaries in the public system but exempts from this ban exactly the local elected officials and parliamentarians, which makes the bill controversial. Other professional categories exempted from the rule are the teaching staff and the specialized medical staff, foster carers, as well as employees of the Romanian Academy, the National Bank of Romania and some national agencies. The law that aims to reform the special pensions, which are only partially based on the contribution from the active period and which benefit magistrates, the military, diplomats, parliamentary staff, the Court of Accounts staff or the aeronautics staff, also received a favorable final vote. However, the bill underwent major changes. Actually, the application of the reform was postponed by five years, so that, until 2028, prosecutors, judges and the military can retire under the same conditions as before. The retirement age will increase in stages, and magistrates will be required, in order to retire, to have at least 25 years of experience in the specialty. Pensions that exceed the average net income will be taxed by 15%. The opposition Save Romania Union – USR, which favors the total elimination of special pensions, voted against the bill, claiming that, after its adoption, there will be 210,000 special pensioners in Romania as before. The High Court of Cassation and Justice contested the constitutionality of the law on special pensions and the one on cumulating pensions and salaries in the public system. The reform of the special pensions is a milestone in the National Recovery and Resilience Plan.



    The National Recovery and Resilience Plan – PNRR, positive assessment



    With 49 milestones and targets met, out of a total of 51, Romania successfully passed the European Commission’s test regarding the second payment request submitted under the National Recovery and Resilience Plan, worth 3.22 billion Euros. The two milestones that were not met are related to energy investments, and because of failing to meet these two targets, Bucharest will lose approximately 53 million Euros. However, nothing is irreparable, because Romania still has 6 months to prove that the two pending milestones have been met. Prime Minister Marcel Ciolacu says that the Commission’s positive assessment encourages the government to work to meet the targets, and he promises that the two delayed milestones in the energy field will be quickly recovered. Romania benefits from an allocation of over 29 billion Euros for the implementation of the National Recovery and Resilience Plan and has already collected two pre-financing installments with a cumulative value of approximately 3.8 billion Euros.



    New European aid for farmers



    Romania will receive 30 million Euros from the European Commission as support for farmers affected by massive imports of cheap grains from Ukraine. It is the second aid package, and the money comes from the Union Reserve Fund. Of the five EU member states that have a border with Ukraine or are in its vicinity, Poland and Romania benefited from the largest aid packages: Poland, almost 40 million Euros and Romania 30 million Euros. Cumulatively, packages one and two bring Romanian farmers a support of 40 million Euros, and the Romanian Government has the Commission’s agreement to double it.



    Preparations ahead of the NATO summit in Vilnius



    Leaders of NATO member states and the NATO Secretary General Jens Stoltenberg convened in the Hague for a meeting focusing on the preparation of the upcoming allied Summit, to be held in Vilnius in mid-July. Romanias president Klaus Iohannis also participated in the event. In the Netherlands, Iohannis reiterated that Russia is and will still be the immediate and the most direct threat to Euro-Atlantic security. Consequently, he insisted that the allies will have to be capable and ready to strengthen their position even further and continue to give the required support to Ukraine and to the most vulnerable partners, the Republic of Moldova, in particular. Given its strategic position, Romania is especially interested in further strengthening the Alliances Eastern Flank, through a coherent and unitary approach, Klaus Iohannis also stated. This means, according to him, providing the required forces, structures, capabilities and equipment, as well as the appropriate command and control arrangements. As regards Ukraine, if, in Bucharest, in 2008, the Allies decided that it should become a NATO member state, in Vilnius that commitment will have to be carried further, Klaus Iohannis said.



    Culture and sport


    The headline-grabbing event of the week is the International Theatre Festival in Sibiu, which has now reached its 30th edition. Throughout the festival, the central Transylvanian town, still bearing the hallmark if its Saxon heritage, is literally sizzling. Thanks to the Radu Stanca theatre halls, the unconventional spaces, the churches, squares and medieval streets, Sibiu has yet again been the generous host of performing arts. Thousands of artists and hundreds of events literally galvanized the festival, held under the sign of the ‘Miracle, the theme picked for the recently-held edition.


    In sport, the headline-grabbing event this week has been the hearing of the Romanian tennis player Simona Halep by the court judging the doping charges pressed against Halep in October 2022. The past months have been long and costly for the career of the athlete who will be 32 in September. Halep no longer has a place among the worlds top 50 tennis players since she could no longer take part in tournaments. Halep, the former WTA number 1 and two-time winner of a Grand Slam tournament, will receive a final court ruling in July. (LS, EN)

    The city of Sibiu in central Romania is once again the capital city of European theatre, to use an already conventional phrase.



    The Sibiu International Theatre Festival (FITS) hosted by the city every year is widely acknowledged as the largest performing arts event in Romania, designed as a multifunctional body and a creative platform for presenting new drama expression techniques.



    Every year, the programme is exceptionally rich: the most representative productions by major Romanian companies, critically praised international plays, daily street performances in the citys squares and in the fortified churches and medieval citadels around Sibiu.



    According to critics, FITS was the event that secured Sibiu the title of European Capital of Culture in 2007, the year when Romania was admitted into the EU. Thanks to the festivals performance exchange section, the citys “Radu Stanca” Theatre took part in some of the most important drama festivals in the world, including Edinburgh, Avignon, Naples, Brussels, Seoul, Tokyo, Porto and Frankfurt.



    Talking about the founder and president of the festival, the actor Constantin Chiriac, the culture minister Raluca Turcan said he was “a true ambassador of Romanian culture; the Sibiu International Theatre Festival is at present one of the most relevant theatre festivals in the world, and Sibiu, thanks to the festival, is one of the most attractive European cities that manage to grow through culture.” Constantin Chiriac is in fact the first Romanian to receive an excellence award from the Culture Ministry, at the initiative of the former minister Lucian Romaşcanu.



    This edition of FITS, which started on Friday, is the 30th in Romanias 33-year post-communist history. Until 2 July, over 800 events will take place in around 80 venues, bringing together some 5,000 artists and guests from 75 countries. This year, the theme chosen for the festival is “Miracle”.



    According to the media, one of the most spectacular performances was called “The Miracle of the Street,” with hundreds of viewers of all ages in attendance. In spite of the 31 degrees Celsius reported on Friday after noon in Sibiu, the Italian artists managed to transport the public into an entirely different place.



    One of the most touching moments in Sundays programme, the media also report, was the one devoted to the actor Mihai Mălaimare, the author and coordinator of a project called “Heritage”, devoted to the art of living statues. Taking part in the project are students with arts universities in Chişinău, Moldova, Constanţa, Craiova, Iaşi, Sibiu, Târgu Mureş and Timişoara. (AMP)

    Retraite – Les deux chambres du Parlement de Bucarest se
    réunissent ce lundi en séance commune pour voter le projet de loi censé
    supprimer les régimes spéciaux de retraite des parlementaires. Les
    représentants du PSD, initiateurs du document, affirment que l’acte normatif
    respecte toutes les conditions légales et que c’est une preuve de moralité de
    la part des sénateurs et des députés de renoncer à ces revenus. L’association
    des anciens parlementaires a annoncé attaquer la décision en justice.














    Collectif – Un nouveau collectif budgétaire
    pourrait avoir lieu en août, selon le ministre roumain des finances, Marcel Boloş. Il a précisé que, de cette façon, toutes
    les mesures annoncées par le Gouvernement de Bucarest porteront leur fruit à
    partir du 1er septembre. En ce qui concerne l’impact que ces mesures auraient
    sur le budget de l’Etat, le ministre a précisé qu’un calcul exact n’avait pas
    été encore fait. « Cette semaine, on examinera les dépenses publiques pour
    pouvoir communiquer l’impact budgétaire de ces mesures », a souligné le
    ministre Marcel Boloş. Il a précisé aussi que l’élimination des régimes
    spéciaux de retraites pour les membres du Parlement et l’interdiction de
    cumuler la pension de retraite avec le salaire feraient des économies significatives
    au budget public


    Baccalauréat – Coup d’envoi ce lundi, en Roumanie, du
    Baccalauréat. Plus de 130.000 élèves en Terminale passent aujourd’hui l’épreuve
    de langue et de littérature roumaine. Demain, ils auront l’épreuve obligatoire
    de spécialité et mercredi, la deuxième épreuve de spécialité au choix du
    candidat. Jeudi, les élèves appartenant aux minorités nationales passeront un
    examen de langue et de littérature maternelles. Par ailleurs, cette semaine,
    les collégiens apprendront les premiers résultats du Brevet.












    Diplomatie – La cheffe de la diplomatie roumaine,
    Luminita Odobescu, participe ce lundi à la réunion de ses homologues européens
    de Luxembourg. Les ministres des Affaires Etrangères de l’UE examineront
    ensemble la situation en Ukraine, avec un accent particulier sur les récentes
    évolutions sur le terrain et sur le soutien que ce pays nécessite. La réunion
    se déroule en présence du chef de la diplomatie ukrainienne, Dmitro Kuleba qui
    participera en visioconférence. Luminita Odobescu mettra en avant la nécessité
    que la communauté européenne continue à soutenir Kiev aussi longtemps qu’il le
    faudra. Dans son allocution, le haut représentant de l’Union européenne pour
    les Affaires étrangères et la Politique de sécurité, Josep Borrell, invoquera
    les mesures de soutien à la République de Moldova, adoptées récemment par les
    pays européens.


    FITS – Le Festival international de théâtre
    se poursuit à Sibiu, en Transylvanie. La semaine débute en force avec le
    spectacle Le Père de Florian Zeller qui a valu au protagoniste, le comédien
    Victor Rebengiuc, 90 ans, le prix du meilleur acteur dans un rôle principal de
    l’Union des théâtres de Roumanie. Toujours à l’affiche de cette journée de
    lundi, Roméo et Juliette dans la vision du Russe, Andriy Zholdak. Une autre
    pièce de Shakespeare, Macbeth, sera proposée par la troupe turque de théâtre,
    Tiyatro BeReZe. Et puis, la compagnie de danse espagnole Juan Carlos Avecilla
    Flamenco présentera Flamenco Fusion.














    Grèce – Les conservateurs du chef de file de la Nouvelle
    démocratie pour la Grèce, Kyriakos Mitsotakis, ont remporté haut la main les
    élections législatives de dimanche. Les 158 sièges remportés au Parlement lui
    assurent une majorité absolue pour former un gouvernement stable. Le parti
    Syriza n’a décroché que 18% des voix et 48 mandats. Les agences de presse
    rappellent que Kyriakos Mitsotakis a encouragé la relance économique suite au
    crash financier, tout en étant accusé d’attaques contre l’Etat de droit. En
    mars dernier, il s’est confronté à une nouvelle vague de colère après un
    accident ferroviaire soldé par 57 morts.


    Natation – Le nageur roumain, David Popovici, double
    champion mondial et européen, a remporté dimanche la course de 200 mètres nage
    libre au tableau de la 59ème édition de la Compétition Sette Colli Trophy de
    Foro Italico, à Rome. Samedi, Popovici avait remporté également la course de
    100 mètres nage libre. A chaque fois, le nageur roumain a enregistré un nouveau
    record. Cette compétition est la dernière avant les Championnats du monde de
    natation de Fukuoka, au Japon, qui se dérouleront du 13 au 30 juillet. La
    Roumanie y sera représentée par David Popovici et Andrei Mircea Anghel.

    se situant entre 24 et 31 degrés. Le ciel demeure couvert et des pluies éparses
    risquent de toucher le sud, le sud-ouest et le centre du territoire. A
    Bucarest, le ciel est plutôt voilé, avec de belles éclaircies qui alternent
    avec les nuages. A midi, nous avons 24 degrés. Les inondations produites suite
    aux précipitations abondantes de dimanche ont entraîné la mort d’une personne
    et des dégâts importants. Une alerte aux inondations est toujours en vigueur
    dans la plupart de la Roumanie. Une vigilance orange crue concerne les rivières
    du centre, de l’ouest, du sud et du sud-est. La plupart des régions sont
    placées en alerte jaune aux inondations en vigueur jusqu’à minuit.

    מהדורה ה30 של פסטיבל התיאטרון הבינלאומי (FITS) מסיביו (מרכז רומניה) מציעה לקהל עונה ישראלית לציון 75 שנים להקמת מדינת ישראל וציון 75 שנים ליחסים בילטרליים בין רומניה לישראל.



    המהדורה ה-30 של FITS, המתוכננת בין ה-23 ביוני ל-2 ביולי 2023, מביאה 5,000 משתתפים מ-75 מדינות, ומציעה 825 אירועים לקהל חובבי אומנויות הבמה.

    Bukarest: In Rumänien beginnt am Montag das Abitur mit den schriftlichen Prüfungen rumänische Sprache und Literatur. Am Dienstag legen die Zwölftklässler landesweit die obligatorische Profilprüfung ab und am Donnerstag den Test zur Wahl des Profils und der Spezialisierung. Am 29. Juni legen die Schüler, die nationalen Minderheiten angehören, die Prüfung in ihrer Muttersprache und Literatur ab. Nächste Woche werden die ersten Ergebnisse der nationalen Prüfung für Schüler, die die achte Klasse abgeschlossen haben, bekannt gegeben. Aufgrund des Generalstreiks im Bildungswesen wurden die Anmeldefristen für die nationale Prüfung und das Abitur bis zum 16. Juni verlängert.



    Sibiu: Das Internationale Theaterfestival FITS in Sibiu geht weiter mit Seaside Stories von Radu Afrim, das Stück, das mit dem UNITER-Preis für beste Auffürhrung ausgezeichnet wurde. In der den Outdoor-Aufführungen gewidmeten Sektion hat das Publikum die Möglichkeit, Das letzte Pionierwort zu sehen, eine moderne Show, die auf der Hip-Hop-Stra‎ßentanzkultur basiert und ein reichhaltiges Repertoire bietet. Die 30. Ausgabe der internationalen Theater-Festspiele hat am Freitag begonnen und ist die grö‎ßte Veranstaltung dieser Art in Rumänien. Das Festival bietet 800 Veranstaltungen an rund 80 Orten, an denen 5.000 Künstler und Gäste aus 75 Ländern teilnehmen.



    Moskau; Die Truppen der russischen paramilitärischen Gruppe Wagner haben damit begonnen, ihre Stellungen in Russland auf Befehl ihres Anführers Jewgeni Prigoschin zu verlassen, der sich direkt über die Autorität von Präsident Wladimir Putin hinweggesetzt hat, berichtet FP.     Sport: Der rumänische Schwimmer David Popovici hat am Samstag bei der Sette Colli Trophy im Foro Italico (Rom) den Wettbewerb im 100 m Freistil gewonnen. Bei den 50 m Rücken gewann der Rumäne Andrei Anghel die Bronzemedaille. Rumänien ist bei diesem Wettbewerb mit zehn Schwimmern vertreten.

Die Wassermengen werden 30…40 l/m2 und vereinzelt über 50…60 l/m2 betragen. Die Höchsttemperaturen liegen zwischen 24 und 30 Grad. Auch in Bukarest wird das Wetter unbeständig, mit Schauern und starken Windböen.
