    Securitatea alimentară globală – acțiuni în urma reuniunii miniștrilor agriculturii G20

    Securitatea alimentară este în prezent principala provocare la
    nivel mondial. Actuala criză alimentară globală este întreţinută de războiul
    Rusiei împotriva Ucrainei. Pe 28 septembrie a avut loc în Bali, reuniunea
    miniştrilor agriculturii G20. Discuţiile purtate reflectă faptul că în toate
    domeniile substanțiale, de la tranziția către sisteme alimentare durabile până
    la importanța comerțului deschis, membrii G20 au obținut un consens și chiar
    progrese în comparație cu anii precedenți. Miniștrii agriculturii din G20 au
    subliniat importanța abordării crizei alimentare actuale într-un mod durabil și
    au subliniat urgența transformării sistemelor globale alimentare. Asigurarea
    securităţii alimentare globale rămâne însă un subiect deschis, subiect abordat
    şi în Parlamentul European.

    Cu această ocazie, eurodeputatul Dacian Cioloş, a
    atras atenţia asupra necesităţii promovării investiţiilor Uniunii Europene în
    domeniul alimentar.


    Criza alimentară a
    început înainte de izbucnirea războiului în Ucraina. Războiul nu face decât să
    accentueze o criză alimentară care era deja prezentă în mai multe regiuni din
    lume. De altfel, în ultimii ani, din 2015 încoace, vedem că ne îndepărtăm de
    obiectivul de a pune capăt foametei și securității alimentare, obiectiv pe care
    ni l-am fixat. Și asta arată că sistemul alimentar pe care încercăm să îl
    construim și la nivel global este unul fragil. În politica noastră de
    parteneriat, faptul de a furniza doar input-uri țărilor partenere nu o să ne
    ajute să eradicăm foamea pe termen lung. Evident, în situații de criză, cum e
    cea prezentă, trebuie să intervenim cu ajutoare alimentare acolo unde este urgent
    nevoie. Însă, pe termen mediu, pe termen lung, trebuie să ne gândim la o
    politică de investiții în primul rând coerentă, să recunoaștem faptul că, așa
    cum noi, în Uniunea Europeană avem o diversitate de modele agricole, așa există
    și în țările partenere și să recunoaștem și să integrăm această diversitate în
    politica noastră de cooperare și de parteneriat și, în același timp, să ne
    asigurăm că avem coerență între politicile noastre europene, între politica
    agricolă, politica de mediu. Trebuie să permitem agricultorilor să producă și
    să ne gândim și la durabilitate, dar și politica comercială și politica de pe
    lanțul alimentar trebuie să fie coerente, altfel nu o să ne atingem obiectivul.


    Acțiunile coordonate ale țărilor
    Uniunii Europene pentru a combate criza alimentară mondială se axează pe patru
    direcții de acțiune: solidaritate, producție durabilă, comerț şi
    multilateralism.

    Avions – Des avions de combat des Forces aériennes roumaines au service de combat et de Police Aérienne ont rempli samedi une mission de police aérienne dans l’espace aérien national afin d’intercepter et d’escorter un avion civil qui assurait le vol Poznan-Tel Aviv, suite à une alerte à la bombe à bord de l’aéronef. Après l’interception, les avions roumains ont escorté l’avion civil conformément à la législation et aux procédures en vigueur en Hongrie, d’où la mission a été continué par des avions de combat hongrois. La mission, ordonnée par le Centre de l’OTAN d’opérations aérienne a été réalisée dans des conditions de sécurité maximales.

    Ukraine – Le président ukrainien, Volodymyr Zelensky a déclaré qu’avait de s’enfuir de Kherson, les envahisseurs russes ont complétement détruit l’infrastructure critique de cette ville du sud de l’Ukraine. Il a promis que tout sera rétabli mais a averti que ce processus devrait durer une longue période de temps. Le maire de la ville a également averti que la localité ne disposait pas de stocks de pain, ni de médicaments après avoir été abandonnée vendredi par les forces russes d’occupation. Après la reconquête de la ville, l’attention de l’Ukraine est concentrée désormais sur la situation humanitaire critique à Kherson, dont les habitants sont dépourvus de chaleur et d’électricité. Selon la BBC, il existe des inquiétudes à propos d’une nouvelle attaque de la Russie contre la ville, vu que son aéroport international a été la cible de frappes d’artillerie.

    G20 – COVID – L’Indonésie, qui préside le G20 a lancé dimanche un fonds pour préparer une réponse aux futures pandémies, fait savoir l’agence Reuters. Le président indonésien Joko Widodo a souligné pourtant que les fonds alloués jusqu’ici au monitoring, à la recherche et à l’amélioration de l’accès aux vaccins étaient insuffisants. Ce fonds est destiné aux pays aux petits et moyens revenus et le président a déclaré qu’il s’attendait à davantage d’appui pour ceux-ci. Les contributions des Etats Unis, de l’Union européenne et de l’Indonésie s’élèvent à quelque 1,4 milliards de dollars. Sa création est une réaction à la frustration de nombre d’Etats en cours de développement envers la façon dont ils ont dû combattre la pandémie de coronavirus. Les Etats riches ont constitué des stocks de ressources, y compris de vaccins contre la Covid 19. La Banque Mondiale qui gère ce fonds et l’OMS qui assure le conseil ont souligné dans un rapport que pour préparer la réponse à d’autres pandémies il fallait ramasser 10,5 milliards de dollars par an.

    Elections USA – Les démocrates se sont adjugés le contrôle du Sénat américain après une victoire inespérée aux élections de mi-mandat dans l’Etat du Nevada. C’est une victoire aussi pour le président Joe Biden qui est à la moitié de son mandat présidentiel, parce que c’est le Sénat qui valide les candidats proposés par le locataire de la Maison Blanche et qui peut rejeter les projets de la Chambre des Représentants en cas de majorité républicaine, notamment dans le domaine de la Justice. C’est la meilleure performance d’un parti au gouvernement aux élections de mi-mandat pour le Congrès et nombre de républicains évoquent déjà le besoin de changements au sein de leur parti. Ils disposent toutefois d’un nombre de sièges qui s’approche plus que celui des démocrates des 218 nécessaires pour assurer la majorité dans la Chambre des représentants. Si les Républicains arrivent à obtenir la majorité, celle-ci serait certainement plus petite que les estimations, selon la correspondent de la radio publique roumaine à Washington.

    ASEAN – Le président américain Joe Biden, a dit ce dimanche aux participants au Sommet de l’Asie de l’est en Cambodge que les lignes de communications entre les Etats Unis et la Chine resteraient ouvertes afin de prévenir tout conflit. Selon l’agence Reuters, M Biden a déclaré que les Etats Unis seront en compétition avec la Chine et parleront ouvertement de la situation des droits de l’Homme dans cet Etat. Il a également souligné l’importance de la paix dans le détroit du Taiwan et de garantir la liberté de la navigation dans la mer de la Chine du sud. Parallèlement, le leader de la Maison Blanche a condamné l’invasion « brutale et injuste » de la Russie et Ukraine et les tests balistiques nord-coréens. La semaine prochaine l’Asie accueille le Sommet du G20 en Indonésie. Avant cet événement, M Biden rencontrera son homologue chinois Xi Jinping, pour la première fois après le début de son mandat alors que les relations entre les superpuissances sont au plus bas depuis des décennies.

    CONDOLENCES President Klaus Iohannis conveyed condolences to the family of Japans former PM, Shinzo Abe, who died on Friday from his injuries after being shot in the street by an attacker. “He was a strong defender of democracy and multilateralism, but also a true friend,” Iohannis posted on Twitter. Japans ex-PM was shot dead by a former member of the Japanese defense forces, the Japanese public broadcaster NHK reports. Abe, 67, was delivering a campaign speech near a train station in the western Japanese city of Nara when he was the target of an armed attack. Armed violence is extremely rare in Japan, where firearms are banned. Shinzo Abe was the longest-serving Japanese prime minister in history. He led the Japanese executive from 2006 to 2007 and then from 2012-2020. He resigned two years ago for health-related reasons.



    STATISTICS Romanias economy grew by 5.1% in the first quarter of the year, compared to the previous quarter, according to preliminary data made public today by the National Statistics Institute. Compared to the corresponding period of 2021, Romanias GDP went up 6.4%, the institution said, to over RON 343.5 bln.



    GOVERNMENT Petre Daea was sworn in as minister of agriculture and rural development on Friday at the Cotroceni Palace. Attending the ceremony was president Klaus Iohannis, PM Nicolae Ciucă, the interim Senate speaker Alina Gorghiu, the Chamber of Deputies speaker Marcel Ciolacu, and presidential advisers. President Klaus Iohannis had signed the decree appointing Petre Daea as agriculture minister earlier that day. On Wednesday the leaders of the Social Democratic Party voted unanimously in favour of the appointment. The former agriculture minister, Adrian Chesnoiu, also a parliament member, stepped down and left the party after the National Anti-Corruption Directorate had requested permission to prosecute him for abuse of office.



    NATURAL GAS An interconnector between the gas pipelines in Greece and Bulgaria, which became operational on Friday, gives Romania access to other natural gas resources, in an international context in which it becomes increasingly likely that Moscow will suspend deliveries to the European Union. Romania will be able to help other states in the region reduce their dependence on Russian gas, said Prime Minister Nicolae Ciuca in Athens, where he paid a working visit and met with his Greek counterpart, Kyriakos Mitsotakis.




    FORUM Russias war of aggression against Ukraine has generated the most severe security crisis in Europe since WW2, state secretary in Romanias defence ministry Simona Cojocaru said at the “Atlantic – Black Sea” Security Forum held in Bucharest. In her opinion, if Russia reaches its military goals in the east of Ukraine, its operational efforts will most likely focus on the Ukrainian territories north-west of the Black Sea. Therefore, the risk of regional instability might grow significantly, posing a major challenge to Romania. The most dangerous scenario for Ukraine, Romania and NATO would be a land corridor to Odessa and a connection to Transdniester, Simona Cojocaru explained. In a video call, Ukraines defence minister Oleksiy Reznikov said Russias aggression on his country will continue until countered by strong resistance. Terror cannot be stopped by diplomacy alone, he emphasised.




    MEETING The foreign ministers of the worlds 20 most developed economies had a closed-doors meeting, marked by the conflict in Ukraine. The meeting held on the Indonesian island of Bali brought together Moscow and its harshest critics for the first time since Ukraine was attacked. During the talks attended by Russias foreign minister Sergey Lavrov, the EUs High Representative for foreign affairs and security policy Josep Borrell urged all participants to help end the war, restore Ukraines sovereignty and guarantee the containment of the global fallout. The US Secretary of State Antony Blinken stressed that Russia has heard “a strong chorus from around the world… about the need for the aggression to end”. “To our Russian colleagues: Ukraine is not your country. Its grain is not your grain. Why are you blocking the ports? You should let the grain out,” Blinken told Lavrov. The latter in fact left the meeting hall where Russia was criticised. According to the German foreign minister Annalena Baerbock, this proves Moscows unwillingness to cooperate. The Indonesian foreign minister Retno Marsudi also called for an end to the war in Ukraine.



    SWIMMING Romanias David Popovici Friday won another gold medal at the European Junior Swimming Championship held in Otopeni, near Bucharest, in the mens 50m freestyle final, with 22.16 seconds. This is the 4th medal for Popovici, after the gold in the mens 4x100m freestyle relay and the 200m freestyle race, and silver in the 4x100m medley relay. On Thursday, another Romanian athlete, Vlad Stancu, won the 1,500m freestyle final. Romania now has a total of 6 medals, 4 of them gold and 2 silver. David Popovici, 17, is also the defending senior world champion in the 100m and 200m freestyle events, won in Budapest. Taking part in the championship in Otopeni are some 500 athletes from 42 countries. Romania is represented by 26 swimmers, 14 boys and 12 girls. (AMP)

    ministers of the world’s largest economies have gathered in a closed-door G20
    meeting, overshadowed by the conflict in Ukraine. The meeting, held on the
    Indonesian island of Bali, has brought together Moscow and its harshest
    critics, for the first time since the start of the war in Ukraine. At the
    meeting of the foreign ministers of the G20 member countries, which was also
    attended by Russian Foreign Minister Sergei Lavrov, the High Representative of

    Appointment. President Klaus
    Iohannis has signed the decree appointing Petre Daea as Minister of Agriculture
    and Rural Development. On Wednesday, the leadership of the Social Democratic
    Party voted unanimously for Petre Daea to return to the Ministry of
    Agriculture. The former Minister of Agriculture, the deputy Adrian Chesnoiu,
    retired from office and suspended himself from the Social Democratic Party, as
    the National Anticorruption directorate requested his criminal investigation in
    a case in which he is accused of abuse of office. He claims that he did not
    commit any act of criminal nature or corruption and asked his colleagues in the
    Chamber of Deputies to vote for the lifting of his immunity, which happened at
    the end of last month.






    Conviction. Police officer
    Derek Chauvin has been sentenced to 21 years in prison by the US federal
    justice for violating the African-American George Floyd’s civil rights, France
    Presse reports. The 46-year-old former officer had already been sentenced to
    22-and-a-half years in prison for murder by Minnesota state justice, but
    appealed the sentence. On May 25, 2020, in a Minneapolis police operation,
    Derek Chauvin knelt on George Floyd’s neck for nearly nine minutes. The
    African-American man died in the incident. The footage of the crime, which went
    viral, sparked widespread protests against racism and police violence in the
    United States.






    Swimming. After three days
    of competition at the European Junior Swimming Championships in Otopeni, near
    Bucharest, Romania climbed to the first place in the country rankings with five
    medals, of which three gold and two silver. This afternoon, David Popovici (17
    years old), the new double world champion in seniors in 100 and 200 m
    freestyle, will swim in the final of the 50 m freestyle even, and Aissia
    Claudia Prisecariu in the final of the 200 m backstroke. We recall that
    Thursday was a very good day for Romania. Vlad Stancu managed a new performance
    winning the 1500 m freestyle. For Stancu it is the second gold medal after the
    one won with the 4×100 m relay, a triumph to which David Popovici, Stefan Cozma
    and Patrick Dinu also contributed. Also yesterday, Bianca Costea managed to win
    a silver medal in the 50 m freestyle. On Wednesday, David Popovici won his
    second gold medal in this competition, winning the final of the 200 m
    freestyle. On the same day, the mix Romanian relay, including David Popovici,
    Patrick Sebastian Dinu, Bianca Costea and Rebecca Aimee Diaconescu, won the
    silver medal in the 4×100 m freestyle. About 500 athletes from 42 countries are

    COVID-19 The total number of COVID-19 cases in Romania since the start of the pandemic passes 418,000. On Sunday, 5,800 new cases were reported. Another 131 coronavirus-related deaths were also confirmed, taking the death toll to over 10,000. A further 1,174 patients are currently in intensive care. The health minister said at present there are around 1,390 intensive care beds, with another 280 to be available in the coming period. Local lockdowns were introduced in several towns and villages with large number of cases, including around the capital Bucharest. President Klaus Iohannis said this is a measure that has proved effective in containing the epidemic. He added similar measures are being considered in many other localities, but that in the coming 2-3 weeks things will return to “somewhat normal parameters. Iohannis announced he would have a meeting on Monday with the health, interior and defence ministers, to clarify aspects related to the anti-COVID vaccination campaign, which he sees as a matter of national security.



    GAUDEAMUS Another 30 new events could be watched online on Sunday, the last day of the Gaudeamus Radio România book fair, held exclusively online this year because of the COVID-19 pandemic. A rich diversity of events could be accessed on the Fairs Facebook page and website. By Saturday night, the events website had reported more than 40,000 single users. Nearly 200 books were presented online. Apart from the virtual book releases on Facebook and on gaudeamus.ro, the vote for the publics favourite book continued. The Gaudeamus Radio România book fair is a cultural project with a tradition of more than 2 decades. Over 100 companies are taking part, including some of the biggest publishing houses in Romania and distributors of Romanian and foreign books, music and games.



    FILM The 5th BUZZ International Film Festival, based in Buzau and devoted to European cinema, is held exclusively online this year. Until Thursday, November 26, film lovers are invited to enjoy Romanian and European films free of charge. According to the organisers, the Festival has 4 competition sections: fiction features, documentaries, short films and student films. Most of the works in the competition are screened for the first time in Romania. This years surprises include Radu Ciorniciucs documentary, “Home, awarded in major international festivals. In the BUZZ Women section, the highlights include ‘Creativ’, a documentary by Ioana Grigore, and Nora Fingscheidts ‘System Crasher,’ winner of the Silver Bear – “Alfred Bauer Award in Berlin in 2019.



    G20 The leaders of the worlds 20 biggest economies, convening at the virtual G20 summit, hosted for the first time by Saudi Arabia, pledged to secure accessible pricing and fair access to COVID-19 vaccines, tests and treatments, and that poorer countries are not affected. According to the meetings outcome document, the participants promised to support a global project on vaccines, tests and medicines. The main topic on the agenda of the summit was the fight against the Covid-19 pandemic. The French president Emmanuel Macron said, “We need to avoid at all costs a scenario of a two-speed world where only the richer can protect themselves against the virus and restart normal lives. In turn, the president of the European Council, Charles Michel, proposed an international treaty on pandemic, which would be very useful, he argued, even if the World Health Organisation must remain at the forefront of future health crisis management.

    été recensés de samedi à dimanche, ce qui porte le bilan des victimes à plus de
    10.000. De même, 1174 patients sont en soins intensifs. Sur l’ensemble des
    Roumains au diagnostic confirmé de Covid-19, environ 70% ont guéri. Plusieurs
    localités, dont certaines autour de la capitale, où le nombre de cas s’est
    accru, ont été confinées. C’est une manière de garder sous contrôle la
    pandémie, c’est une méthode qui a déjà prouvé son efficacité, a insisté le président
    Klaus Iohannis. Il s’attend à ce qu’une la situation sanitaire retrouve une « certaine
    normalité » dans deux ou trois semaines. Le chef de l’Etat aura lundi une
    réunion avec les ministres de la Défense, de la Santé et de l’Intérieur pour
    éclaircir tous les aspects relatifs à la campagne de vaccination anti-Covid,
    qu’il considère une question de sécurité nationale.








    Gaudeamus – Dimanche, une trentaine d’événements ont figuré à l’affiche du dernier jour de la Foire
    du livre Gaudeamus, organisée par Radio Roumanie, en ligne. Samedi plus de 40.000
    visiteurs uniques avaient été enregistrés sur le site de l’événement qui a
    proposé environ 200 lancements de livres. La Foire Gaudeamus a préservé cette
    année la continuité d’un projet culturel ayant une tradition d’un quart de
    siècle, avec une version intégralement en ligne. Les événements réunissent une
    centaine de compagnies du domaine, dont les maisons d’édition les plus
    prestigieuses de Roumanie ainsi que des distributeurs de livres, de musique et

    G20 – Le sommet des G20 – le groupe des plus grandes économies mondiales -
    s’est poursuivi dimanche, organisé en première par l’Arabie Saoudite. Les
    réunions se tiennent en visioconférence et ont pour principal thème la pandémie
    de coronavirus. Dimanche, les leaders participants se sont engagés à assurer un
    prix accessible et à distribuer correctement les vaccins anticovid. Ils ont promis
    de soutenir un projet global pour les vaccins, les tests et les traitements. De
    son côté, le président français, Emmanuel Macron, a affirmé qu’il y aurait une
    véritable lutte pour éviter le scénario où seuls les riches du monde ont accès
    à ce vaccin.. Par ailleurs, le président du Conseil Européen, Charles Michel, a
    lancé l’idée de la création d’un traité international pour les pandémies, qui
    serait très utile, même si l’OMS reste au centre de la lutte contre toute crise

Am Sonntag überstieg die Zahl der Corona-Toten 10.000, wobei 131 in den letzten 24 Stunden gemeldet wurden. In derselben Zeitspanne wurden 5.837 Neuinfektionen verzeichnet. Die höchste Inzidenz wurde in Bukarest und im zentral rumänischen Landkreis Cluj registriert. 1.174 Patienten benötigen z. Z. intensivmedizinische Behandlung. Von allen mit Covid-19 Bestätigten Menschen haben sich etwa 70 % erholt. In mehreren Orten, darunter einige in der Nähe der Hauptstadt, wo die Zahl der Fälle stark zugenommen hat, wurden Bewegungseinschränkungen eingeführt.     – Das Gipfeltreffen der G20 – der Gruppe der grö‎ßten Volkswirtschaften der Welt — wird diesen Sonntag fortgesetzt und findet zum ersten Mal in Saudi-Arabien statt. Die Sitzungen werden per Videokonferenz abgehalten und konzentrieren sich auf die Coronavirus-Pandemie. Am Sonnabend forderten die teilnehmenden Staats- und Regierungschefs ihre Kollegen an der Spitze anderer wohlhabender Nationen auf, dafür zu sorgen, dass der Corona-Impfstoff weltweit zugänglich und verfügbar sein wird. Apart from the virtual book releases on Facebook and on gaudeamus.ro, the vote for the publics favourite book continues. The Gaudeamus Radio România book fair is a cultural project with a tradition of more than 2 decades. Over 100 companies are taking part, including some of the biggest publishing houses in Romania and distributors of Romanian and foreign books, music and games.



    G20 The online summit of the worlds 20 biggest economies, G20, hosted for the first time by Saudi Arabia, continues on Sunday. The main topic on the agenda is the fight against the Covid-19 pandemic. On Saturday, the participants called for affordable and equitable access to vaccines and other tools to combat the COVID-19 pandemic, including for poorer nations. The French president Emmanuel Macron said, “We need to avoid at all costs a scenario of a two-speed world where only the richer can protect themselves against the virus and restart normal lives. In turn, the German Chancellor Angela Merkel urged her counterparts to make sure the vaccine will reach poorer nations as well. Meanwhile, the president of the European Council, Charles Michel, proposed an international treaty on pandemic, which would be very useful, he argued, even if the World Health Organisation must remain at the forefront of future health crisis management.

    NUCLEAR The European Commission approved the cooperation agreement signed by Romania with the USA in the field of nuclear energy, the Romanian Economy Minister Virgil Popescu said in a Facebook post. He added that 7 billion USD worth of funding has been obtained from the US for the revamping of Cernavoda Unit 1, the building of Units 3 and 4 and for putting together projects in the field of energy. Virgil Popescu says the agreement will ensure Romanias energy security, investments and jobs in many sectors. A consortium will be set up to this aim, comprising companies from the US, Romania, Canada and France.

    Une séance plénière du Parlement européen s’est tenue ce jeudi. Mais elle a tout d’une exception ; l’hémicycle de Bruxelles est resté presque vide, seuls le président de l’institution, David Sassoli, et 32 députés qui devaient prendre la parole étaient présents. Tous les autres députés ont voté en ligne, depuis chez eux. L’objectif de cette séance exceptionnelle : l’adoption de mesures en réponse à la crise provoquée par la pandémie du coronavirus.

    Pour commencer, le PE a approuvé la création du fonds d’investissement promis il y a plus de deux semaines par la présidente de la Commission européenne Ursula von der Leyen. Le montant total de 37 milliards d’euro devrait servir à soutenir les systèmes de santé, les PMEs, le marché de l’emploi et les secteurs économiques les plus vulnérables. Les députés européens ont aussi voté l’extension de l’utilisation du Fonds de solidarité de l’Union européenne. Jusqu’ici destiné à aider les Etats membres en cas de désastre naturel, il a été élargi pour couvrir également les urgences sanitaires. Cela permettra aux Etats membres de bénéficier d’aides supplémentaires de 800 millions d’euros. Le PE a également voté la suspension temporaire des normes européennes concernant les créneaux horaires sur les aéroports pour soutenir ainsi les compagnies aériennes, fortement impactées par la crise actuelle. Autrement, elles auraient été obligées de maintenir leurs vols, même vides, dans le seul but de conserver leurs créneaux.

    Le président de l’institution, David Sassoli, ainsi que les autres députés européens qui ont pris la parole, ont tous réclamé plus de solidarité et de collaboration entre les Etats membres. Un autre point vital selon les députés : le maintien des frontières intérieures ouvertes pour permettre la livraison d’équipements médicaux et de marchandises. David Sassoli a réitéré le fait que le Parlement ne cessera pas son activité, malgré la pandémie. « C’est la seule manière de servir les gens, nos communautés et le personnel médical qui se sacrifie dans les hôpitaux d’Europe », a précisé le haut responsable. Egalement présente à la séance, la présidente de la Commission européenne a indiqué que la libre circulation des biens et des services était le seul moyen d’approvisionner les régions qui sont dans le besoin. Ursula von der Leyen a plaidé pour une action commune des Etats européens et pour le maintien du marché unique.

    Jeudi toujours, les leaders du G20, réunis eux aussi en visioconférence extraordinaire, ont promis d’injecter plus de 5.000 milliards de dollars dans l’économie mondiale. Cela devrait être une réponse coordonnée des 20 plus importantes économies mondiales face à la pandémie de coronavirus. Parmi les autres mesures annoncées : l’augmentation des capacités de production pour faire face à la demande accrue d’équipements médicaux, le maintien des flux transfrontaliers de biens et de services, la résolution des perturbations qui affectent les chaînes d’approvisionnement mondiales et la facilitation du commerce international. Des pays gravement affectés par le coronavirus, comme l’Espagne, la Jordanie, Singapour et la Suisse, se sont joints à la réunion du G20, ainsi que les dirigeants de plusieurs organisations internationales : les Nations Unies, la Banque mondiale, l’Organisation mondiale de la santé et l’Organisation mondiale du commerce. Nach monatelangen Gesprächen wurde am Samstag schlie‎ßlich ein beispielloses Bündnis zwischen der proeuropäischen ACUM-Gruppe und der pro-russischen Sozialistischen Partei von Präsident Igor Dodon geschlossen. Maia Sandu, eine ehemalige Ministerin und Beraterin der Weltbank, wurde am Samstagnachmittag zur Premierministerin ernannt. Die Vereinbarung der ACUM-Sozialistischen Partei war gegen die Entscheidung des Verfassungsgerichts, das am Freitag die Auflösung des Parlaments und die Durchführung von Neuwahlen anordnete. Das Gericht hat heute eine Petition der Demokratischen Partei vom Samstag angenommen, die die Legitimität der neuen Regierung in Frage stellte, Dodon aus dem Präsidium entlie‎ß und den ehemaligen Ministerpräsidenten Pavel Filip zum Interimspräsidenten ernannte. Letzteres hat am 6. September Parlamentswahlen. Keine der beiden Parteien gewann bei den Parlamentswahlen im Februar die Mehrheit der Sitze, ACUM gewann 26 und die Sozialistische Partei 35 der 101 Sitze der Versammlung. Beide Parteien wollen die Demokratische Partei, die von Vlad Plahotniuc, einem mächtigen Oligarchen, geführt wird, aus der Regierung heraushalten. Die ehemalige Regierungspartei gewann im Februar 30 Sitze.



    Der rumänische Finanzminister Eugen Teodorovici hat die Delegation des EU-Rates bei der Sitzung der Finanzminister und Zentralbankpräsidenten geleitet, die am Wochenende im japanischen Fukuoka stattfand. Laut einer Pressemitteilung des Finanzministeriums standen Themen wie Entwicklungsfinanzierung, Weltwirtschaft, internationale Besteuerung, globale Ungleichgewichte, Bevölkerungsalterung, Investitionen in Infrastruktur und Fragen des Finanzsektors auf der Tagesordnung. Die Finanzminister der G20 und die Gouverneure der Zentralbanken verabschiedeten eine offizielle Erklärung, die die Ergebnisse des Treffens enthält, hei‎ßt es auch in der Pressemitteilung.



    Römisch-katholische Christen haben am Sonntag Pfingsten gefeiert, das in den meisten Fällen im orthodoxen Rumänien unter anderem durch eine Pilgerfahrt nach Şumuleu Ciuc geprägt ist, an der jedes Jahr Zehntausende von Ungarstämmigen teilnehmen. Das marianische Heiligtum in Şumuleu Ciuc hat sich zum wichtigsten katholischen Pilgerort der Region entwickelt. Vor einer Woche wurde es auch von Papst Franziskus besucht, der sich auf einem pastoralen Besuch in Rumänien befand.



    Hunderte von Menschen aus dem Ausland, die 1990 aus Rumänien adoptiert wurden, ist es in den letzten vier Jahren gelungen, ihre biologischen Eltern über eine Facebook-Seite zu finden. Diese Seite wurde von einer Rumänin aus Landkreis Buzau eröffnet, die sich in Irland niederlie‎ß, und ihrerseits 26 Jahre zuvor nach ihrem Bruder suchte und den sie schlie‎ßlich in Manchester, Gro‎ßbritannien, fand. Die Facebook-Seite Die niemals vergessenen rumänischen Kinder“, die 2015 von Ileana Cunniffe Băiescu gegründet wurde, erhält täglich Anfragen von Adoptierten und hat 60.000 Anhänger. Sie hat gestanden, dass sie in vier Jahren etwa 15 hundert Anfragen erhalten hat und dass etwa 70%-80% der Fälle gelöst wurden.



    SPORT: Die rumänische Fu‎ßballmannschaft ist in Malta, wo sie am Montag in der Qualifikation für die Europameisterschaft 2020 gegen die Gastgeber-Nationalmannschaft antreten soll. Am Freitag zog Rumänien gegen Norwegen, das zwei Mal von zu Hause weg war. In den ersten beiden Gruppenspielen, die im März stattfanden, unterlagen die Rumänen in Stockholm gegen Schweden und gewannen zu Hause gegen die Färöer. Spanien führt die Tabelle der Gruppe F mit 9 Punkten an, gefolgt von Schweden mit 7 Punkten und Rumänien mit 4 Punkten auf dem dritten Platz. Die beiden besten Teams jeder Gruppe qualifizieren sich für das Finalturnier. Die Auslosung der Euro 2020 findet am 30. November in Bukarest statt. In der rumänischen Hauptstadt werden auch 4 Endspiele ausgetragen, 3 in der Gruppenphase und eines im Achtelfinale. In diesem Zusammenhang wird das rumänische Team diesen Monat an der U21-Fu‎ßball-Europameisterschaft in Italien und San Marino in Gruppe C sowie in England, Frankreich und Kroatien teilnehmen.

    Conseil de sécurité – La
    Roumanie restera « profondément » engagée pour soutenir l’Organisation
    des Nations unies et la campagne pour obtenir un siège de membre non permanent
    au Conseil de sécurité « a consolidé le profil international du pays », est-il dit dans un communiqué de presse du ministère des
    affaires étrangères de Bucarest. Vendredi, la candidature de la Roumanie à un
    siège non permanent pour le mandat 2020-2021 au Conseil de sécurité n’avait
    reçu que l’appui de 58 Etats membres des Nations Unies, 132 autres lui ayant
    préféré l’Estonie. Le président Klaus Iohannis a attribué cet échec aux «
    déclarations irresponsables faites par des représentants de haut niveau, qui
    ont fait que la candidature de la Roumanie au Conseil de sécurité de l’ONU soit
    reçue avec réticence ». Des voix de la coalition gouvernementale PSD-ALDE affirment, pour leur part, que c’est le président
    qui en est le plus responsable, en sa qualité de coordonnateur de la diplomatie
    roumaine.


    Finances – Le ministre roumain des finances,
    Eugen Teodorovici, se trouve à la tête de la délégation du Conseil de l’Union
    européenne à la réunion G20 des ministres des finances et des gouverneurs des
    banques centrales, qui a lieu jusqu’à dimanche à Fukuoka, au Japon. A l’agenda
    de la réunion – des thèmes tels le financement du développement, l’économie
    globale, l’imposition internationale, les déséquilibres mondiaux, le vieillissement
    de la population, les investissements dans l’infrastructure et les problèmes du
    secteur financier. En fin de réunion, les ministres des finances et des
    gouverneurs des banques centrales du G20 présenteront les résultats de leurs
    travaux dans un communiqué officiel, précise le ministère des finances de Bucarest.


    Proposition
    – Le gouvernement de Bucarest propose que le ministère de la défense prenne en
    charge le Cimetière des héros de Valea Uzului (centre) et de lui conférer le
    statut de cimetière international. Cette décision devrait être prise après des
    consultations avec toutes les parties impliquées, précise la première ministre
    roumaine Viorica Dăncilă, via un communiqué. Mme Dăncilă a sollicité, de
    manière appuyée, ce dimanche, que les symboles d’Etat de la Roumanie et les
    normes de l’ordre public soient respectés. Elle a appelé à une attitude
    responsable dans les actions et les déclarations politiques concernant la
    situation de Valea Uzului, dans le département de Harghita (centre). La cheffe
    du gouvernement de Bucarest souligne qu’une approche politique de ce qui s’y
    est passé n’est pas en mesure de contribuer à trouver une solution constructive
    et elle rejette toute tentative de certains leaders d’obtenir du capital
    politique. La Police roumaine a ouvert une enquête pénale dans le cas de destruction
    de la porte d’entrée du cimetière de Valea Uzului, où sont enterrés des
    militaires de plusieurs nationalités tombés sur le front, après que des
    représentants d’organisations roumaines étaient entrés de force, pour
    participer à la commémoration des soldats roumains qui y reposent. La
    Gendarmerie a confirmé les moments de tension sur place, précisant qu’il n’y
    avait eu de violences ni entre les ethniques roumains et les membres de la
    communauté hongroise de la zone, ni entre les deux groupes de gens et les
    forces de l’ordre. Ce message de la gendarmerie contredit les affirmations
    contraires, faites par des politiciens hongrois de Roumanie et de Hongrie.






    Pèlerinage
    – Les chrétiens romains-catholiques célèbrent, en cette fin de semaine, la
    Pentecôte, fête religieuse qui est aussi marquée, en Roumanie, pays
    majoritairement chrétien orthodoxe, par le grand pèlerinage de Şumuleu Ciuc
    (centre), auquel participent chaque année des dizaines de milliers de fidèles
    ethniques hongrois. Le sanctuaire marial franciscain accueille le plus grand
    pèlerinage catholique de la région. La semaine dernière, il avait été visité
    par le pape François, qui avait effectué une visite pastorale en Roumanie.


    CHISINAU
    – La Cour constitutionnelle de la République de Moldova a décidé, ce samedi, de
    l’inconstitutionnalité de l’élection de la socialiste pro-russe Zinaida
    Greceanîi aux fonctions de présidente du Parlement de Chişinău. Les socialistes
    et la droite pro-européenne avaient voté en faveur de l’élection de Mme Greceanîi,
    après que les juges constitutionnels moldaves avaient aussi décidé que le
    Parlement n’avait plus le droit de fonctionner, son mandat étant considéré
    comme expiré. Le président moldave pro-russe Igor Dodon a reporté la signature
    du décret de dissolution du parlement, et il a déclaré que la république était
    à un pas d’être déstabilisée. La situation actuelle intervient au bout de trois
    mois et demi de tentatives échouées de constituer une majorité parlementaire,
    suite aux élections parlementaires lors desquelles les socialistes pro-russes d’Igor Dodon
    ont remporté 35 des 101 sièges de députés. Le parti démocrate, de
    centre-gauche, au pouvoir, de l’oligarque controversé Vladimir Plahotniuc, a 30
    députés, le bloc ACUM de la droite pro-européenne – 26, le parti populiste du
    maire russophone de la ville d’Orhei (centre), condamné en première instance à
    sept ans et demi de prison pour la fraude d’un milliard de dollars dans le
    système bancaire moldave – 7, et 3 députés indépendants.

    UN Romania remains “deeply committed to supporting the UN, and the campaign for a non-permanent seat in the Security Council “has strengthened the countrys international profile, reads a news release issued by the Romanian Foreign Ministry. The statement comes after on Friday Romania, supported by only 58 countries, failed to win a seat in the 2020-2021 Security Council, being outrun by Estonia, which got 132 votes. President Klaus Iohannis blamed the failure on “irresponsible statements by some top officials, which generated reluctance with respect to Romanias candidacy. On the other hand, voices in the ruling coalition made up of the Social Democratic Party and the Alliance of Liberals and Democrats say the President, as coordinator of Romanian diplomacy, has most of the responsibility. The Security Council includes 5 permanent members with veto rights: the USA, Russia, China, France and the UK. Another 10 members have 2-year terms, after which they are replaced by countries from the same region. Next year 5 seats will be vacant, 2 for Africa, one for Asia-Pacific, one for Latin America and the Caribbean and one for Eastern Europe. To be elected in the UN Security Council, a country needs the support of two-thirds of the General Assembly members, which means at least 129 votes out of the 193 voting member states.




    G20 The Romanian finance minister Eugen Teodorovici is heading the EU Council delegation at the Finance Ministers and Central Bank Governors meeting held this weekend in Fukuoka, Japan. According to a news release issued by the Finance Ministry, the agenda of talks includes topics like financing for development, global economy, international taxation, global imbalances, population ageing, investments in infrastructure and financial sector issues. The G20 finance ministers and central bank governors will adopt an official declaration comprising the outcomes of the meeting, the news release also says.




    TENSIONS The Government suggests that the National Defence Ministry should take over the administration of the Heroes Cemetery in Valea Uzului and make it an international cemetery. A decision will be made after consultations with all stakeholders, PM Viorica Dăncilă says in a news release. She also calls for respect for Romanias state symbols and for public order, and urges responsibility in all political statements and actions concerning the situation in Valea Uzului, Harghita County. Soldiers of various nationalities, killed in the 2 world wars, are buried here. The Romanian Police opened a criminal investigation concerning the destruction of the access gate to the Valea Uzului graveyard, after on Thursday members of several Romanian organisations forced their way in, to attend a Heroes Day commemoration. According to the gendarmes, tensions were reported, but there were no violent clashes between the Romanian and the Hungarian ethnics in the area or with the police forces, as some Hungarian politicians had claimed.




    WHITSUNDAY Roman-Catholic Christians celebrate the Pentecost, which in mostly Orthodox Romania is marked, among other things, through a pilgrimage to Şumuleu Ciuc, attended every year by tens of thousands of Hungarian ethnics. The Marian shrine in Şumuleu Ciuc has become the most important Catholic pilgrimage site in the region. A week ago, it was also visited by Pope Francis, who was on a pastoral visit to Romania.




    MOLDOVA The Constitutional Court of the Republic of Moldova Saturday ruled that the appointment of the pro-Russian Socialist Zinaida Greceanyi as Parliament Speaker is unconstitutional. The ruling is final and cannot be appealed. The Socialists and the pro-European right wing voted to appoint Greceanyi after the Court decided that the mandate of the current Parliament ended. The countrys pro-Russian president Igor Dodon postponed signing a decree to dissolve Parliament, and said the republic is on the verge of being destabilised. These developments come after 3-and-a-half months of failed attempts at forming a parliamentary majority. In the February 24 legislative elections, Dodons Socialists won 35 of the 101 seats in Parliament. The ruling Democratic Party, headed by the controversial oligarch Vladimir Plahotniuc, has 30 MPs, while ACUM bloc, a pro-European right-wing cartel, has another 26. Seven seats were won by the populist party headed by the Mayor of Orhei town, Ilan Shor, a politician sentenced by a court of first instance to 7 and a half years in prison for his involvement in Moldovas billion dollar banking fraud. 3 other MPs are non-affiliated.




    FOOTBALL Romanias football team is in Malta, scheduled to play against the host national team on Monday in the Group F qualifiers for the 2020 European Championships. On Friday Romania drew against Norway, 2-all away from home. In the first 2 matches in the group, played in March, the Romanians were defeated by Sweden in Stockholm, and won at home against Faroe Islands. Spain tops the Group F standings with 9 points, followed by Sweden with 7, with Romania coming in 3rd with 4 points. The top 2 teams in each group qualify into the final tournament. The drawing for Euro 2020 takes place in Bucharest on November 30. The Romanian capital city will also host 4 final tournament matches, 3 in the group stage and one in the 8th-finals. In related news, Romanias team will play this month in the European Under-21 Football Championships in Italy and San Marino, in Group C, alongside England, France and Croatia.
