    Athlete of the week

    Romanian women’s handball team Gloria
    Bistriţa late last week advanced to the EHF European League’s quarterfinals. Gloria
    grabbed a 34-29 away win against French opponents Nantes, a team that was at the
    top of the table in Group C, after the first three rounds. Two rounds ahead of
    the end of the League’s group stage, Gloria has secured one of the first two places
    in the Group, also booking its place among the competition’s top eight teams.


    In the match
    against Nantes, Gloria had the upper hand all throughout the game, being even
    nine goals clear of their French opponents. Gloria eventually secured a
    five-goal advantage. With nine goals scored, Gloria’s most efficient handballer
    was Bianca Bazaliu.


    Reason enough for Radio Romania International
    to designate Banca Bazaliu the Athlete of the week.


    Bianca Bazaliu was
    born in Slatina, on July 30, 1997. She made her debut in handball with the Slatina-based
    Sports High school team. At the age of 14 she was already signed up with Romania’s
    National juniors’ team. At the World Juniors’ Championship in 2014 Bazaliu was a
    member of the lineup that walked away with the gold medal. With 76 goals
    scored, Bianca came in 2nd according to the top scorers’ rankings. Also,
    Bianca Bazaliu was voted as a member of the tournament’s dream team, being designated
    the best left winger. Also in 2014, Bianca played for CSM Bucharest, the team
    with which, in 2016, won the Champions’ League. In 2019, Bianca Bazaliu had a
    short stint with Corona Brasov, then she returned to CSM Bucharest. A yearlong stint
    with Croatia’s Podravka Koprivnica followed. Since 2022, Bianca has been playing
    for Gloria Bistrita. Since 2014, Bianca Bazaliu has been an honorary citizen of
    her native town, Slatina, also being an honorary citizens of Romania’s capital
    city, Bucharest, since 2016.

    Romania’s men’s tennis
    team, in Athens this coming weekend goes against the national team of Greece,
    in a play-off confrontation counting towards maintaining the position in Davis
    Cup’s World Group I.


    For the match against
    Greece, Romania’s lineup is made of Marius Copil, Nicholas David Ionel, Cezar
    Creţu, Luca Preda and Victor Cornea.


    ATP 265th-placed Ionel and WTA 294th-placed
    Copil are the Romanian lineup’ s best-placed tennis players according to men’s
    singles rankings. In the men’s doubles, best-placed is Victor Cornea, ranking
    65th. Of the Greek team, best-placed is WTA number 7, Stefanos
    Tsitsipas.


    In the Davis Cup, Romania and Greece have
    twice gone against one another before. In 1933, in the Europe zone’s second
    round in Athens, Greece won, 4-1. In 1970 in Bucharest, Romania won, 5-nil, in a
    confrontation counting towards the Europe zone’s quarterfinals. Ilie Năstase,
    Ion Ţiriac, Viorel Marcu and Sever Mureşan were Romania’s tennis players back
    then, in the men’s singles confrontation. Ilie Nastase and Ion Tiriac proved their
    mettle in the men’s doubles


    This coming weekend will see matches being
    played, counting towards the 12th round as part of the Women’s EHF
    Champions League. In Group A on Saturday, CSM Bucharest play an away fixture
    against top of the table team, Hungary’s Gyor, which has 11 points in a similar
    number of matches played. CSM are 3rd-placed, after six wins and four defeats.


    In Group B, on Sunday Rapid play a home
    game against Ferencváros Budapest. Vice champions Rapid are 7th-placed,
    while Ferencvaros, 6th, with three wins each. The first two teams in
    each group play straight in the quarterfinals, while 3rd, 4th, 5th
    and 6th-placed teams will prove their mettle in the playoffs for a
    place in the quarterfinals.


    Three Romanian
    teams play in Europe’s second-tier competition, the EHF European League. On
    Saturday, in Group D, CSM Târgu Jiu play a home match against Norway’s Sola. After
    the first three rounds, CSM Targu jIu were unable to add a point to their record
    sheet. In Croatia on Sunday, Dunărea Brăila face Group B’s bottom-of-the-table
    team, Lokomotiva Zagreb. With four points, Dunarea Braila are the runner-up
    team in the group, after Thüringer of Germany. Also on Sunday, Gloria Bistriţa play an away game against French team Nantes.
    In Group C, with an equal number of points, five, Gloria and Nantes are at the
    top of the table. However, Nantes have a better goal average.


    Matches
    counting the 24th round as part of Romanian Football Super league
    are scheduled at the weekend. On Friday, FC Botoşani play Poli Iasi and FC U
    Craiova face Dinamo Bucharest. On Saturday in Ploiesti the local side Petrolul take
    on CFR Cluj, then in Bucharest, Rapid face Oţelul Galaţi. On Sunday, Universitatea
    Cluj play a home game against UTA, while in Sfântu Gheorghe, Universitatea
    Craiova play Sepsi. On Monday, FC Voluntari are pitted against Hermannstadt and
    FCSB play Farul Constanţa. 11
    points clear of the 2nd and 3rd-placed teams, CFR and Rapid, FCSB
    are at the top of the as-it-stands table.

    Romanian national football team’s goalie, Horaţiu
    Moldovan, has been transferred to Spanish club Atletico Madrid. The Spanish club
    paid to Rapid Bucharest football cub the sum stipulated in the termination contract,
    worth 800,000 Euro. Also 800, 000 Euro will be Horatiu Moldovan’s income for his
    first season with Atletico. Rapid was quick to fill in the gap in their pool of
    regulars, signing up Farul Constanta’s goal keeper, Marian Aioani, for whom the club paid 400,000 Euros.


    CFR Cluj football team has a new head-coach, Adrian Mutu. CFR sacked
    their former head-coach, the Italian Andrea Mandorlini, in the wake of CFR’s recent
    poor results. The straw that broke the camel’s back was CFR’s defeat this past
    weekend by the Superleague’s bottom-of-the-table team, FC Botosani. According to
    the domestic championship’s as-it-stands table, CFR are the runner-up team, 11
    points behind top-of-the-table team, FCSB.


    CSM CSU Oradea stays in the race for the quarterfinals as part of FIBA
    Europe Cup men’s basketball team. In a Group N home match on Wednesday, CSM CSU
    Oradea defeated Dutch opponents Leiden, 90-77. Second to German team Chemnitz, CSM
    CSU Oradea are the runner-up team in the group, with two wins in five games
    played. Italian team Varese are 3rd-palced in the group, also with two wins in
    4 games played. The first two teams in the group advance to the quarterfinals. CSM
    CSU Oradea play their decisive game at home, on February 7.


    Romanian women’s handball teams CSM Bucureşti and Gloria Bistriţa have won
    their debut games according to the National League’s away series. Holders CSM
    Bucharest defeated HC Zalău, 31-21, while Gloria defeated CSM Târgu Jiu, 25-18.
    CSM are at the top of the table, with 42 points, while Bistritsa are 2nd-placed,
    with 33, in 14 games played.

    All the Romanian players taking part in the Australian Open have left the competition. Victor Cornea, the last of the Romanians to be outplayed, lost the second round of the mens doubles, in which he partnered with Indias Nsriram Balaji. They were defeated on Saturday 6-3, 6-3 by Marcelo Arevalo (El Salvador) and Mate Pavic (Croatia), seeded no 10. On Friday, the last Romanian in the womens doubles had also been left behind: Ana Bogdan (Romania) and Rebeka Masarova (Spain) lost to seed no 6 Desirae Krawczyk (USA) / Ena Shibahara (Japan), 6-3, 6-1, in the second round. The other Romanian players in the womens doubles, Sorana Cîrstea and Monica Niculescu, had lost in the first round.



    In the womens handball Champions League, Group A, CSM Bucharest Sunday defeated the Swedish side Sävehof, 35 to 26. The Romanian champions are placed 3rd in the group and are due to play away from home against group leader Györ, in two weeks time. In Group B, Rapid lost away from home to the Danish team Ikast, 29 to 30. Three rounds before the end of the group stage, the Bucharest-based team is ranked 7th, and their next game is at home against Hungarys Ferencváros. The top 2 teams in the group go straight into the quarter-finals, while the teams ranking 3rd, 4th, 5th and 6th in each group move into the playoff stage.



    In the EHF European Leagues Group C on Saturday, Gloria Bistriţa drew 19-all at home against Nantes. The French side tops the group ranking with 5 points, on a par with second-ranked Gloria, but with a better goal average. Also on Saturday, in Group D, CSM Târgu Jiu took on Sola (Norway). The Scandinavian team won 40 to 29, with CSMs third defeat in a row sending them to the bottom of the group ranking. On Sunday in the competitions Group B, Dunărea Brăila defeated Lokomotiva Zagreb in Croatia, 30 to 29, and stays second in the group ranking, 2 points behind the group leader Thüringer (Germany).



    This past weekend saw matches counting towards the 22nd round of the Romanian football Super League. On Friday in Sfântu Gheorghe, Sepsi beat Politehnica Iaşi 6-0, and in Bucharest Rapid outplayed FC U Craiova 4-3. On Saturday, Universitatea Cluj won at home against Hermannstadt 2-1, and Petrolul defeated Dinamo Bucharest 1-0. On Sunday, bottom-ranking FC Botoşani managed a surprising 1-0 win against second-placed CFR Cluj. It was the Botoşani clubs second victory this championship, and the match cost the CFR Cluj coach Andrea Mandorlini his post. Also on Sunday, Farul Constanţa defeated Universitatea Craiova 2-1 away from home. The rounds last 2 matches take place on Monday: FC Voluntari vs Oțelul Galați and FCSB vs UTA Arad.

    counting towards the 11th round as part of the Champions League in Women’s
    Handball’s group stage are scheduled at the weekend. Romanian teams’ fixtures
    are scheduled on Sunday. Rapid Bucharest travel to Denmark for an away Group B
    match against Ikast. At present, Romanian vice-champions are 7th
    placed, with 7 points, and are in dire need of a good result if they want to keep
    their hopes alive they can still earn a place among the first six teams so they
    can go past the group stage. With 13 points, Ikast are 3rd-placed in
    the group. In Group A, CSM Bucharest play a home game against Swedish team
    Savehof, a bottom-of-the-table team with a record of ten defeats in ten games
    played. Holders CSM are 4th-placed in the group.


    Three other
    Romanian teams play in Europe’s second-tier competition, the EHF European
    League. On Saturday, Gloria Bistrița receive the visit of French top-flight
    team Nantes. According to group C table, Gloria Bistrita are 2nd-placed,

    Romania’s men’s water polo team has qualified
    to the quarterfinals as part of the European Championship in Croatia. On Thursday
    in Zagreb, in the quarterfinal’s playoffs Romania outclassed Georgia, 18 to 11. The team’s
    top scorer was Vlad Georgescu, with five goals. Silvian Colodrovschi scored four goals while Andrei
    Neamţu, three. Gaining accession among the championship’s first eight teams
    also meant the direct qualification, for Romania, to the World Championship scheduled
    in February in Dubai. Romanian also secured its ticket for the Olympic Games in
    Paris, this coming summer.


    The European Men’s Handball Championship is
    underway in Germany. In Group B on Friday, Romania faces Austria. On Sunday, Romania
    takes on Spain, while on Tuesday, our national team plays Croatia. Following a
    28-year gap, Romania has returned to the European championship. In 1996, when
    Spain was the host country of the European championship, Romania was 9th-placed.


    In women’s handball, matches are scheduled, counting
    towards the European Cups. In the Champions League, Rapid and CSM play their
    games this coming Sunday. In Group B, Rapid plays a home fixture against French
    opponents Metz. Romanian vice-champions Rapid are 7th-placed according
    to Group B tables, with 7 points. Metz are second-placed with 14. In group A, CSM Bucharest play an
    away fixture against another French team, Brest Bretagne. At present, holders CSM
    are 3rd-placed, with 11 points, while Brest Bretagne are 5th-placed,
    with 9 points on their record sheet.


    Three Romanian teams play in the EHF European
    League. In Group B on Saturday, Dunărea Brăila play an away fixture against German
    opponents Thuringer. Germania, cu Thüringer. Also on Saturday, Gloria Bistriţa plays

    We start with water polo. Romanias men’s water polo team obtained their second victory at the European Championship in Croatia. On Sunday, in Dubrovnik, the Romanian athletes defeated Slovenia, 13 to 5, after, in the first game, they had won 12 to 8 against the team of the Netherlands. Romania ranks first in group D, with 6 points, followed by Slovakia and the Netherlands, both with three points. In the last game in the group, the Romanians will be up against the Slovakian team on Tuesday. The two top-ranking teams qualify for the play-off for the quarterfinals.



    Next news from handball. This past weekend saw matches played within the European Women’s Handball Cups. In the Champions League, on Saturday, Rapid Bucharest lost, in Slovenia, to Krim Ljubljana, 24 to 25. In group B, Rapid is ranked 7th, on the last but one place with 7 points. In group A, on Sunday, CSM Bucharest defeated the Montenegrin team Buducnost Podgorica, 44 to 26, on home ground. The Romanian champions are ranked 3rd in the group ranking.



    In the EHF European League, the second continental women’s handball competition, three teams from Romania played over the weekend. On Saturday, in group C, Gloria Bistriţa defeated, at home, the Polish team Lublin, score 26 to 23. In group D, CSM Târgu Jiu was defeated, away from home by the Hungarian team Mosonmagyaróvár, score 33 to 27. Sunday, in Buzău, in group B, Dunărea Brăila won 27 to 21 against the French team Chambray Touraine.



    The European Men’s Handball Championship starts in Germany this week. Romania qualified for this championship after a 28-year break. At the last European championship participation, in 1996, when the competition took place in Spain, Romania took 9th place, after winning only two games, against Denmark and Hungary. Now, in Germany, the Romanian handball players will play in Group B, alongside Spain, Austria and Croatia. Romania’s first game is scheduled for Friday, in Mannheim, against Austria.



    We end with tennis. The Romanian players in the qualifying games for the Australian Open, the first Grand Slam tournament of the year, were the first to find out their opponents. According to the drawing of lots, Irina Bara will play Yuliya Hatouka from Belarus in the first round of the qualifiers. Miriam Bulgaru will be up against Ye-Xin Ma, from China, and Andreea Mitu will face Talia Gibson, from Australia. Sorana Cîrstea, Ana Bogdan and Jaqueline Cristian were directly accepted to the main draw. (LS)

  • The Year 2023 in sports (I)

    The year 2023 was eventful and auspicious for Romanian sports in terms of top-flight performance. 2023 has been a pre-Olympic year, so the athletes focused on securing their tickets for the Olympic Games in Paris. At the moment, the Romanian delegation has exceeded the number of 60 athletes. As regards representativity, the final number of athletes will eventually be decided by the international organizations’ ability to solve formalities related to the naturalization of several women athletes.




    Early into 2023, tennis tournaments of the southern hemisphere were held: they preceded the year’s first Grand Slam tournament, the Australian Open in Melbourne. Of the Romanians that took part in the tournament, best-placed was Irina Begu. Irina reached as far as the semi-finals of Adelaide International 1, a WTA 500 tournament, an event with 826,000 USD in prize money. Begu wasted the opportunity to play the final as she sustained a defeat by Aryna Sabalenka of Belarus. Throughout the year, Sabalenka would become WTA 1st placed tennis player. In the women’s singles in Melbourne, Irina Begu was the only Romanian competitor to reach the second round. Pairing up with Switzerland’s Viktorija Golubic in the women’s doubles, Monica Niculescu reached as far as the tournament’s round of 16. Best-placed in Melbourne was Elena-Gabriela Ruse, who played the semi-finals jointly with Ukraine’s Marta Kostyuk.




    In the wake of a long break, a Romanian athlete succeeded a notable result in winter sports. Valentin Crețu in February won the Nations Cup in skeleton sled, a contest held as part of a World Cup stage in Winterberg, Germany.




    As part of Rugby Europe Championship’s Group B, Romania sustained a 20-38 away defeat by Portugal. According to Group B tables, Portugal was at the top, with15 points, while Romania came in second, with 10. In judo, an eight-strong delegation represented Romana at the European Open in Warsaw. Best-placed was Mircea Croitoru, who walked away with gold in the 100+ kilograms category.




    In March, Romanian athletes won two medals at the European Indoor Athletics Championship held in Istanbul. Claudia Bobocea won silver in the 1,500m race, while Gabriel Bitan won bronze in the long-jump event.




    In rugby, Romania came in 3rd at the end of the second-tier competition, Rugby Europe Championship. In the 3rd-place final, in Badajoz, Romania defeated host country Spain, 31 to 25. Also in March, in women’s handball, CSM Bucharest and Rapid Bucharest qualified to the Champions League’s quarterfinals. CSM had secured its straight qualification to the quarterfinals being second-placed in Group A. Rapid was in dire need of a playoff win against Slovenia’s Krim Ljubljana. In the first leg, Krim succeeded a 29-24 home win, In the return leg in Bucharest, Rapid outclassed Krim 30-24 and won the tie, on aggregate. Eventually, Rapid and CSM were defeated in the quarterfinals, by Norway’s Vipers Kristiansand and Team Esbjerg of Denmark, respectively.



    In April, as part of the WTA 1000 tournament in Miami, an event with 8.8 million USD up for grabs, Sorana Cîrstea reached as far as the semi-finals, where she was defeated by Petra Kvitova of the Czech Republic. However, Cîrstea climbed 33 notches up according to the WTA rankings. At the European Wrestling Championships hosted by Croatia, the Romanian delegation walked home with five medals. Andreea Ana and Alexandra Anghel won gold in the 55-kg and 52-kg categories, respectively. Bronze medals were won by Cătălina Axente in the 76-kg category, Kriszta Incze in the 65-kg category and Denis Mihai in the 55-kg Greek-Roman category. At the European Weightlifting Championships hosted by Yerevan, Romania won 14 medals. Mihaela Cambei, Andreea Cotruța and Loredana Toma won gold medals, in the 49-kg snatch event, 55-kg clean and jerk and 71-kg total categories, respectively. Also in the women’s competition, Cosmina Pană won silver in the 45-kg snatch and total events, while in the men’s 55-kg competition, Valentin Iancu won silver in the clean and jerk event and bronze in the snatch and total events. At the European Gymnastics Championships hosted by Antalya, Turkey, the top performer for Romania was Sabrina Voinea, who won bronze in the floor final and ranked 4th in the vault event. In the men’s competition, Gabriel Burtănete ranked 4th in the vault event, while Andrei Muntean also finished 4th in the parallel bars final.




    In May, the Romanian men’s handball team secured qualification to the European Championships to be held in Germany in January 2024. The Romanian team finished 2nd in preliminary Group 4. Romania had last qualified to a final tournament in 1996. In tennis, Sorana Cîrstea won the WTA 100 tournament in Reus, Spain, totaling 100 thousand EUR in prizes. At the European Rowing Championships in Bled, Slovenia, Romania won 5 gold medals in 1 silver. On the first day of the finals, the women’s four crew won gold, while the men’s 8+1 crew grabbed silver. On the second day, Ionela Cozmiuc won gold in the women’s lightweight single scull event, whereas Ioana Vrînceanu and Roxana Anghel won gold in the women’s double-scull event. The defending Olympic champions Ancuța Bodnar and Simona Radiș won gold for Romania in the women’s pair event, while the women’s 8+1 crew won gold. Romania ranked 2nd in the medals standings after Great Britain.




    In June, the Polish city of Cracow hosted the European Games, where Romania grabbed a total of 17 medals, 6 gold, 6 silver and 5 bronze. The gold medals were won by Vlad Dascălu in mountain bike, Claudia Bobocea in the 1,500m race, Kinga Barabași in the women’s individual teqball and Apor Gyorgydeak in the men’s individual teqball, and finally in table tennis, Bernadette Szőcs in the women’s singles and the Romanian team in the team event.     Budget – Le chef de l’Etat roumain, Klaus Iohannis, a promulgué la loi du budget
    d’Etat et de la sécurité sociale 2024. La nouvelle construction budgétaire
    repose sur des investissements à hauteur de 7% du PIB et sur une croissance
    économique de 3,4%. Le déficit budgétaire est estimé à 5% du PIB. Le 15
    décembre, le gouvernement a approuvé les projets de loi du budget d’Etat et de
    celui de la Sécurité sociale 2024. Cinq jours plus tard et suite à une
    procédure accélérée, le Parlement a également donné son feu vert.




    Stratégie– Le gouvernement roumain a approuvé vendredi la
    Stratégie nationale pour l’éducation des adultes 2024-2027 qui se propose de
    développer la qualité en matière de formation continue d’adultes à travers le
    développement des compétences clé. D’ici 2027, la Roumanie se propose d’accroître
    le taux de participation des adultes à de tels programmes de 5,9% à 12%, en
    sachant que la moyenne européenne est de 11,9%. Le groupe ciblé par une telle
    stratégie est formé par des adultes actifs en capacité de travailler et de
    suivre des formations profesionnelles.


    Pays des Sicules -Le Sénat
    roumain a rejeté vendredi les initiatives législatives de l’UDMR quant à une
    potentielle autonomie du Pays des Sicules, au centre de la Roumanie. Jeudi, les
    documents ont reçu le vote négatif de la Chambre des députés aussi. Selon les
    députés de tous les autres partis parlementaires, les actes normatifs contreviennent
    à la Loi fondamentale du pays et portent préjudice à l’Etat de droit. Pour leur
    part, les initiateurs affirment que l’autonomie territoriale fonctionne déjà
    dans plusieurs pays européens. Les textes prévoient que les départements de
    Harghita et de Covasna et une partie du département de Mures deviennent
    autonomes, avec personnalité juridique. Cela permettrait à la langue hongroise
    d’acquérir le même statut que la langue roumaine. La région autonome aurait
    même un président élu par vote universel, pour un mandat de 4 ans. Le soi-disant
    Pays des Sicules, seule région de Roumanie à population mpajoritairement
    hongroise, a déjà bénéficié d’une telle autonomie entre 1952 et 1968.
    Les historiens affirment que ce fut un projet imposé
    à la Roumanie par le dictateur russe Staline, pour répondre aux insistances des
    leaders communistes de Budapest. Depuis 1990 et jusqu’à présent, le principal
    parti politique de la minorité hongroise de Roumanie, l’UDMR, a été représenté
    continuellement au Parlement. Depuis 1996, la formation a été cooptée à
    plusieurs reprises dans des coalitions politiques.








    Handball – La sélection de handball masculin de Roumanie a
    remporté vendredi le Trophée des Carpates après avoir battu la Géorgie, 31 à
    25. Dans la petite finale, la Géorgie a vaincu la Slovénie, 35 à 23. Le tournoi
    s’est déroulé à Pitesti, dans le sud de la Roumanie. Pour l’équipe roumaine
    ayant à sa tête le célèbre sélectionneur espagnol, Xavi Pascual, le Trophée des
    Carpates est le dernier teste avant le Championnat d’Europe – EHF Euro 2024 qui
    aura lieu en Allemagne, du 10 au 28 janvier. La Roumanie sera dans la poule B,
    aux côtés de l’Espagne, l’Autriche et la Croatie. Les deux équipes premièrement

    BUDGET President
    Klaus Iohannis Friday promulgated the state budget law and the social security budget
    law for the year 2024. Next year, Romania’s budget will be focused on
    investments of about 7% of the GDP, as well as on an economic growth rate of
    3.4%, while the budget deficit is estimated at 5% of the GDP. The government
    passed the bills on December 15, and the budgets were endorsed five days later
    by the joined chambers of the Romanian Parliament.


    PARLIAMENT Romania’s Senate Friday dismissed 3 bills
    tabled by the Democratic Union of Ethnic Hungarians in Romania regarding the autonomy of the Szeklers Land, a
    region in the centre of the country. The
    initiatives were rejected by the Chamber of Deputies on Thursday. At the
    plenary talks, the MPs from all the other parties stressed that the bills came against
    several articles in the Constitution and harmed the rule of law, while the
    initiators argued the opposite, saying that territorial autonomy worked in a
    number European states. The bills provided for the Covasna and Harghita
    counties and a part of Mureş county becoming autonomous, as part of a region
    with legal personality. In that presumed autonomous entity, the Hungarian
    language would have had the same status as the official language of the
    Romanian state. The land would also have its own president, elected for a
    four-year term by universal ballot. The so-called Szeklers Land, the only area
    in Romania where the Hungarian population is the majority, benefited from
    autonomy between 1952 and 1968. According to historians, this was an experiment
    in Soviet-occupied Romania imposed on Bucharest by the Kremlin dictator Joseph
    Stalin, at the insistence of the communist leaders in Budapest. The ethnic
    Hungarian population in Romania has been represented, without interruption, in
    the Parliament of post-communist Romania since 1990 until today, by the
    Democratic Union of Ethnic Hungarians. Since 1996, the UDMR has been part of
    numerous coalition governments in Bucharest, whether right-wing or left-wing.


    EDUCATION The Romanian government Friday passed the 2024 – 2027
    National Strategy on Adult Education, aimed at enhancing citizen participation
    in life-long learning programmes and at improving the quality of adult
    education and training. The targeted participation rate by the end of 2027 is
    12%, as against 5.9% at present. The EU average life-long learning
    participation rate is 11.9%. The low level of participation in lifelong
    learning schemes has led to persisting lack of skills, which prevents economic
    development and hinders Romania’s adjustment to a fast-changing labour market
    in the digital era, the government said in a news release.


    TIMIŞOARA The activities carried out part of the ‘Timişoara – European Capital
    of Culture 2023’ programme, including the Constantin Brâncuşi exhibition,
    received the most votes (29%) to receive the title of ‘event of the year 2023
    in Romania’, in a survey carried out by the Romanian Institute for Evaluation
    and Strategy (IRES). According to the poll, the second event that marked
    Romania in 2023 was the qualification of the national football team to the
    final tournament of the European Championship – UEFA EURO 2024, which will take
    place next summer in Germany (24% of responses). Regarding culture and free
    time, 58% of the survey respondents said that they read at least one book in
    2023, and 41% that they also bought books, 36% went to a show, and 20% went to
    a stadium or attended a sports competition. More than three quarters of the
    survey participants (76%) stated that they went to church this year.


    POLICE Close to 24,000 interior ministry staff will be on
    duty during the 4-day New Year’s holiday, while road traffic will be monitored
    by 360 radar speed guns and DUI check teams. Meanwhile, the authorities announced
    having seized over 100 tonnes of fireworks kits and opening more than 500 criminal
    investigations in this respect, and have once again called on parents not to
    buy firecrackers for their children as such materials may be extremely
    dangerous.

    HANDBALL The men’s national handball team of Romania Friday won the
    Carpaţi Trophy international handball tournament, organised in Pitesti,
    southern Romania, after defeating Georgia 31-25 in the final. For Romania, trained by the famous Spanish
    coach Xavi Pascual, this was the last test before the European Championship -
    EHF EURO 2024 to be held in Germany, between January 10 and 28, 2024. The
    Romanians will play in Group B, alongside Spain, Austria and Croatia. The first
    two ranked teams will qualify for the so-called main groups. A 4-times world
    champion in the 1960s-70s, Romania had not qualified for a European

    For Romania’s
    women’s handball team, the World Championship held these days in Denmark,
    Sweden and Norway came to an end. The Romanians finished on 12th place,
    after concluding the main group III stage on the 3rd place. Coach Florentin
    Pera’s students lost to Denmark and Germany, which finished on the top 2
    positions and moved on to the quarter-finals. Romania won all the other group
    matches, against Chile, Serbia, Japan and Poland, but this was not enough.




    Romania
    could have finished on a higher place in the final ranking, had they not lost
    their 3rd match in the world competition with a 16-goal defeat to Denmark.
    Because of its poor goal average, Romania was taken over in the final ranking
    by Brazil, Hungary and Slovenia, which came out 9th, 10th
    and 11th, respectively.




    Under these
    circumstances, the Romanian players’ chances to qualify for the pre-Olympic
    tournaments are now null. Basically, the World Championship in Scandinavia sends
    its winners straight to the 2024 Olympics, with the next 6 places in the
    standings securing a ticket to the pre-Olympic qualifiers due in April.




    Of the
    quarter-finalists, France, which hosts next year’s Games, and defending
    champions Norway, are already qualified for the Paris Olympics. Taking part in
    the pre-Olympic tournaments are also the Czech Republic, Montenegro, Sweden,
    Germany, Denmark and the Netherlands. And since one of these teams is set to
    win the World Championship, this will free an extra spot for the pre-Olympics
    qualifiers. This spot should have been taken by Brazil, which finished 9th,
    but because this team is already qualified thanks to their win of the
    Pan-American Games, its place was taken by Hungary.




    As for
    Romania’s performance at the World Championship, the progress made by the team
    since coach Florentin Pera joined the staff is quite notable. Although star
    player Cristina Neagu missed most of the matches because of an injury, the
    Romanian team played well and was on a par with the other participants, except
    for Denmark. Excellent performances came from Eliza Buceschi, who was the best
    player of the team in all the 4 matches won by Romania. Goalkeepers Daciana
    Hosu and Diana Ciucă also put up good performances, making up for the absence

    Romania ended the European Short Course Swimming Championship with two bronze medals. In Otopeni, near Bucharest, Andrei Ungur ranked 3rd in the final of the 100m backstroke on Friday, then, on Sunday, David Popovici also finished 3rd in the 100m freestyle race. In 2021, at the previous edition of the European short course swimming championship, in Kazan, Russia, Popovici won the gold medal in the 200m freestyle, and Robert Glinţă won silver in the 100m backstroke and bronze in the 50m backstroke.



    Now news from handball. Romania’s women’s handball team will not go to next year’s Olympic Games in Paris. At the World Championships taking place these days in Denmark, Norway and Sweden, coach Florentin Pera’s trainees missed the qualification in the quarterfinals, a performance that would have opened their way to the pre-Olympic tournaments. From the main Group III, Denmark and Germany, the two teams that defeated Romania, managed to obtain qualification. On Saturday, the Romanian handballers defeated Japan 32 to 28. Romania’s last match takes place on Monday, against Poland.



    We pass on to rugby. Dinamo Bucharest is Romania’s rugby champion again, after a 15-year break. On Saturday, at the Arcul de Triumf (Arch of Triumph) arena in Bucharest, in the final of the National League, the Dinamo players defeated the champion of the last four editions, Ştiinţa Baia Mare, score 17 to 13. It is the 17th national championship title won by Dinamo. SCM Timişoara won bronze, after defeating Steaua Bucharest in the third place match with the score 26-8.



    Now football. Over the weekend, matches were played in the Romanian Football Superleague, counting for stage number 19. On Friday, Poli Iași defeated UTA Arad 1-0 at home. On Saturday, FC Voluntari won, away from home, against Rapid Bucharest, 2-1. With the same score, Hermannstadt defeated, on Sunday, in Sibiu, Universitatea Craiova. Also on Sunday, Farul Constanţa won the match in Ovidiu with Petrolul Ploieşti 3-1, and the match in Cluj, between CFR and FCSB, ended in a draw 1-1. Monday will see two more matches: FC U Craiova 1948 with FC Botoşani and Dinamo Bucharest with Universitatea Cluj. The stage ends on Tuesday, when Oţelul will take on Sepsi Sfântu Gheorghe in Galati.     Diphtheria – The Romanian Health Ministry announced on Saturday that medical doctors detected strains of non-toxigenic cutaneous diphtheria in two men aged 38 and 40, drug users, infected with HIV. According to the quoted source, the two were admitted to an infectious diseases hospital in Bucharest, with skin lesions, but their evolution is favorable. The last case of diphtheria with toxigenic strains was registered in Romania in 1989. This type of diphtheria is prevented by vaccination from the first year of life, with the vaccine included in the National Program, the Health Ministry informs.



    Ukraine — The Romanian FM, Luminiţa Odobescu, reiterated, on Friday, Romanias support for opening accession negotiations between the EU and Ukraine, a topic which, along with the launch of a similar action for the Republic of Moldova, will dominate the European summit scheduled, in one week, in Brussels. During the discussions in Bucharest, the Ukrainian Deputy Prime Minister Olha Ştefanișina thanked Romania for the constructive dialogue related to the prospects of accession and pointed out that her country made enormous efforts to overcome the obstacles in the way of reforms. The deputy prime minister also recalled that the Ukrainian parliament adopted, on Friday, the amendments to the National Minorities Law, in order to implement the latest recommendations of the European institutions. On November 8, 2023, the European Commission positively assessed Ukraines reforms in the field of rule of law and fighting corruption, but asked Kyiv to make rapid improvements to the law on the use of national minorities languages ​​in the education system and the public space, according to the Venice Commissions recommendations. The decision to launch accession negotiations requires unanimity from the 27 member states, but is threatened by the opposition of the Hungarian PM Viktor Orban.



    Timişoara – 80,000 people have so far visited the Brâncusi Exhibition, open at the National Art Museum in Timişoara (western Romania) until January 28, 2024. According to the authorities, it is the most successful event of the European Capital of Culture program and represents the debut of major artistic projects. Timişoara officially ended the European Capital of Culture program with a festive gala held on Friday evening at the Palace of Culture. “Timişoara 2023 has shown that we can imagine a creative and prosperous future of solidarity, not just for our city, but for the entire Europe, said the mayor of the city, Dominic Fritz.     Handball — Romania’s womens handball team defeated Japan 32-28, in the second match of the main groups at the World Championship organized in Denmark, Norway and Sweden. In the first game, they lost to Germany. With four accumulated points, the Romanian handballers are ranked 3rd in a group led by Germany and Denmark. Their last match is on Monday, against Poland. Romania is the only team that participated in all 26 editions of the World Womens Handball Championship and has a gold medal, two silver medals and one bronze. In the previous edition, the Romanian players took 13th place.



    Swimming – The Romanian athlete David Popovici ranked only fourth in the final of the 200 m freestyle, on Saturday, at the European Short Course Swimming Championships (25 meters) in Otopeni, near Bucharest. Popovici, the defending European champion, had qualified for the final with the best time. On Friday, Andrei Ungur won the first medal for Romania, bronze in the 100m backstroke.



    Tel Aviv – Israel on Saturday continued bombing the Gaza Strip in the war against Hamas, after the US vetoed a UN resolution calling for an immediate ceasefire in Gaza, where the humanitarian situation is apocalyptic, according to NGOs. France Presse reports that Washingtons blocking the UN Security Council resolution was quickly condemned by the Palestinian Authority and Hamas terrorists, who have been in power in the Gaza Strip since 2007. The Israeli Foreign Minister Eli Cohen said a ceasefire would prevent the collapse of the Hamas organization. The war was triggered by a bloody attack committed on October 7 by Hamas commandos who infiltrated the Israeli territory, an attack in which 1,200 people, mostly civilians, were killed, according to Israeli authorities.     Headline-hitting these days is the IHF Womens World Handball Championship. Romania sustained a defeat in the competitions main group stage. In Denmarks Herning, Florentin Peras trainees on Thursday were outclassed by Germany, 24-22, after a confrontation where the winner was decided in the second part of the second half of the game. Romania had a 12-9 lead at half time. The teams top scorer was Eliza Buceschi, with 8 goals scored. Not completely recovered after a recent injury, Cristina Neagu was also on the pitch, for the first time at this edition of the world championship, and scored three goals.



    After their most recent run at the ongoing World Championship, Romania are 5th placed in Main Group III, with a mere two points on their record sheet. On Saturday, also in Herning, Romania faces Japan, the team that on Thursday defeated Denmark, 27-26. Advancing to the quarterfinals are the first two teams in descending order in each of the main groups.



    The European Short-course Swimming Championships are underway in Otopeni, near Bucharest. A 21-strong delegation of Romanian swimmers, 7 girls and 14 boys, will prove their mettle in the competition. Several events are scheduled later this week, with the Romanian swimmers standing a real chance to grab a medal. In 2021, at the previous edition of the Short-course Championships, held in Russias Kazan, David Popovici walked home with gold in the 200m freestyle event, while Robert Glinta won silver, in the 100m backstroke event, and bronze, in the 50m backstroke event.



    The last fixtures as part of Romanian Football Cups group stage have been played this week. On Thursday, in Group C, FC U Craiova grabbed a 2-nil home win against FCSB, while Bucharest Dinamo and Otelul Galaţi drew, 3-all. In the quarterfinals, scheduled on April 3rd, 2024, second-league team Corvinul Hunedoara go against CFR Cluj, FC U Craiova face FC Voluntari, Oţelul Galaţi play an away game against Universitatea Craiova, while Universitatea Cluj play a home fixture against FC Hermannstadt of Sibiu.



    Matches counting towards Romanian Football Super leagues 19th round are scheduled at the weekend and early next week. On Friday, Poli Iaşi are pitted against UTA Arad. On Saturday, Rapid Bucharest play FC Voluntari. On Sunday, FC Hermannstadt face Universitatea Craiova, Farul Constanţa go against Petrolul Ploieşti while CFR Cluj play FCSB. On Monday, FC U Craiova 1948 take on FC Botoşani, while Dinamo Bucharest go against Universitatea Cluj. The 19th rounds last game is Otelul Galatis home fixture against Sepsi Sfântu Gheorghe.     Gaza– 30 ressortissants roumains et des membres de leurs familles évacuées de la Bande de Gaza sont rentrés mercredi en Roumanie, à bord d’un avion militaire. C’est ce qu’a fait savoir le Ministère roumain des Affaires Etrangères selon qui, la course aérienne a été réalisée à l’aide du Ministère de la Défense nationale. Suite à une demande formulée par les autorités de la République de Moldova, des démarches diplomatiques ont été mises en place pour permettre l’évacuation de la Bande de Gaza de quatre personnes qui se trouvent dans l’attention de la mission diplomatique moldave sur place. Jusqu’à présent, 279 citoyens roumains et des membres de leurs familles ont été évacués de la zone de conflit. Les autorités roumaines poursuivent le dialogue avec les autorités israéliennes et égyptiennes pour permettre l’évacuation de tous les ressortissants roumains qui le souhaitent.


    Rougeole
    – Le ministère roumain de la Santé a déclaré l’épidémie de rougeole au niveau
    national. Cette mesure intervient après la confirmation depuis le début de
    l’année de quelque 2 000 cas d’infection. Rien que durant la dernière semaine
    du mois de novembre, quelque 200 cas d’infection ont été dépistés. Le ministère
    souligne que non seulement le nombre des malades a augmenté d’une manière
    inquiétante, mais aussi celui d’enfants nécessitant une prise en charge hospitalière.
    Les mesures adoptées par les autorités rendent désormais possible la
    vaccination des enfants âgés de 9 à 11 mois, ainsi que des non-vaccinés ou des
    ceux vaccinés au schéma incomplet. La rougeole est une maladie virale
    extrêmement contagieuse, qui suite à des complications telles l’encéphalite et
    la pneumonie peut mener au décès. Toute personne non immunisée soit par le
    vaccin, soit par une contamination antérieure risque d’attraper cette maladie.




















    Visite
    – Le premier ministre roumain, Marcel Ciolacu, poursuit sa visite officielle
    aux Etats Unis aux côtés des ministres de l’Economie, de la Défense et des
    Affaires Etrangères. Selon l’envoyée spéciale de la Radio publique roumaine, la
    délégation gouvernementale a quitté Washington à destination de New York, pour
    des pourparlers avec le président de l’Assemblée générale de l’ONU, Dennis
    Francis, avec le secrétaire général de l’organisation Antonio Guterres et avec
    le président du Conseil juif mondial, Ronald Lauder. Mardi, le chef de
    l’exécutif roumain a rencontré des membres du congrès américain pour discuter
    du partenariat stratégique bilatéral dans les domaines de la défense, de la
    sécurité, de l’énergie et du commerce. A l’issue de la réunion avec la
    secrétaire chargée de l’énergie, Jennifer Granholm, M Ciolacu a précisé que dans
    le contexte où la Roumanie cherche à assurer son indépendance énergétique, les
    projets des réacteurs 3 et 4 de la Centrale nucléaire de Cernavodă (sud-est) et
    du réacteur nucléaire de petites dimensions de Doiceşti (sud) restaient prioritaires,
    .






    Propriété
    – La Roumanie reste l’État membre de l’UE avec la plus forte proportion de
    propriétaires de logements. Selon Eurostat, quelque 95% de la population
    roumaine est propriétaire de son logement, contre moins de 70 % en moyenne dans
    l’UE. Au pôle opposé on retrouve l’Allemagne, où la moitié de la population vit
    dans un logement loué. Du point de vue des mètres carrés par tête de locataire,
    la Roumanie est en queue du classement, avec une moyenne d’1,1 mètre carré,
    tout comme la Slovaquie et la Pologne, tandis que la moyenne européenne est
    d’1,6 mètre carré par tête d’habitant.


    Eurobaromètre
    Selon 7 Roumains sur 10, le statut de membre de l’Union européenne s’avère
    bénéfique pour la Roumanie, selon l’eurobaromètre le plus récent réalisé par le
    Parlement européen. Parmi les principaux bénéfices, notons les nouvelles
    opportunités d’emploi, l’amélioration du niveau de vie et le rôle du bloc communautaire
    dans le processus de maintien de la paix. Selon le sondage, 75% des Roumains
    affirment se rendre aux urnes si des élections pour le parlement européen
    étaient organisées la semaine prochaine. Il s’agit d’un des taux de
    participation à ce scrutin les plus élevés. Cet eurobaromètre a été présenté
    par le Législatif de Strasbourg six mois avant les élections pour le Parlement
    européen prévues du 6 au 9 juin 2024. En 2019, seuls 51% des électeurs roumains
    se sont présentés aux urnes pour élire les eurodéputés roumains.

    Vaccins
    – L’ancien premier ministre roumain et sénateur libéral, Florin Cîtu, a été mis
    en accusation pour complicité d’un abus de fonction dans une affaire visant
    l’achat de vaccins anti-Covid à l’époque de la pandémie. Les procureurs
    accusent M. Cîtu d’avoir commandé trop de doses et d’avoir provoqué un
    préjudice d’un milliard de lei au budget public. Pour sa part, l’ancien premier
    ministre rejette les accusations et affirme faire confiance à la justice. A
    l’heure où l’on parle, il a perdu son immunité parlementaire. Deux autres
    anciens ministres de la santé sont accusés dans le même dossier. Il s’agit de
    Vlad Voiculescu et de Ioana Mihaila, les deux issus de l’USR. Ils comparaîtront
    devant les juges la semaine prochaine.


    Schengen
    – A l’issue du Conseil Justice Affaires Intérieures de mardi, de Bruxelles, la
    commissaire européenne aux affaires intérieures, Ylva Johansson, a déclaré que
    la Commission se donnait pour objectif d’adopter d’ici la fin de l’année une
    décision sur l’accès de la Roumanie et de la Bulgarie à l’espace européen de
    libre circulation. A Washington, le premier ministre roumain, Marcel Ciolacu a
    expliqué que le moment politique n’était pas favorable pour que la Roumanie
    réclame un nouveau vote au sein du Congrès JAI. Néanmoins, il s’est déclaré optimiste quant à la
    possibilité que le vote intervienne bientôt. Lors du Congrès JAI de l’année
    dernière, l’Autriche s’est prononcée
    contre l’accès de la Roumanie à Schengen, alors que les Pays-Bas se sont
    opposés à la Bulgarie. Pour que l’accès à l’espace Schengen puisse se faire, il
    faut l’unanimité des voix des participants au Congrès JAI.




    PISA
    – Les scores moyens décrochés par les élèves roumains ont été similaires à ceux
    de 2018 en mathématiques, lecture et sciences, selon le programme d’évaluation
    internationale des élèves PISA 2022, lancé à Bucarest. Conformément aux
    résultats finaux, la Roumanie s’est située sous la moyenne des
    Etats de l’Organisation pour la Coopération et le Développement
    Economique OCDE pour les trois domaines testés. L’Asie et particulièrement le
    Singapour se sont fait remarquer à nouveau dans le cadre de ce programme
    éducationnel déroulé par l’OCDE. Les spécialistes constatent une « baisse inédite de la performance des
    élèves » en général, notamment en Roumanie. En sont responsables la crise
    sanitaire, le manque d’enseignants qualifiés, la baisse de la qualité de
    l’enseignement, le manque de soutien pour les professeurs et les élèves et de
    coopération dans les écoles.





    Handball
    – La sélection nationale de handball féminin de Roumanie affrontera jeudi à
    Herning, au Danemark, l’Allemagne, lors de son premier match au sein du groupe
    III du Championnat du monde. Les sportives roumaines rencontreront par la
    suite, la Pologne et le Japon. Les deux équipes premièrement classées au sein
    du groupe se qualifieront dans les
    quarts de finale. La vedette de la Roumanie, Cristina Neagu, désignée à trois
    reprises meilleure joueuse du monde n’est pas entrée sur le terrain.




    Météo
    – Les 24 prochaines heures, le temps sera plutôt morose. Le ciel sera couvert
    et la neige tombera à la montagne et dans l’est du pays où une nouvelle couche
    va se former. Des précipitations seront signalées aussi dans le nord, le
    centre, le sud et le sud-est. Le vent soufflera légèrement sur le pays et plus
    fort dans le sud-est où les rafales atteindront les 50km/h. Les températures
