    Der Stadtrat von Bukarest hat grünes Licht für die Einführung einer Abgabe auf Autos gegeben, deren Motor nicht die Euro 5 Umweltnormen einhalten und in der Hauptstadt fahren. Für Euro-4-Fahrzeuge wurde die Zahlung der Abgaben um ein Jahr auf Januar 2021 verschoben. Ab 2022 gilt ein vollständiges Verbot des Zugangs von Fahrzeugen mit Euro 1 und Euro 2 Motoren, ab 2024 auch mit Euro 3-Motoren. Die Oberbürgermeisterin von Bukarest, Gabriela Firea, hat festgelegt, dass die Einnahmen für Umweltprojekte und den Kauf umweltfreundlicher Verkehrsmittel verwendet werden soll. Von der Abgabe befreit sind Menschen mit Behinderungen und ihre Betreuer, Mopeds und Motorräder, Autos der Rettungsdienste und der Sicherheitskräfte sowie Wagen der Finanzpolizei und Ü-Wagen der Medienanstalten.



    Rumäniens designierter Premierminister Ludovic Orban hat am Donnerstag die Liste der Kandidaten für die Minister seines Kabinetts vorgelegt. Es soll 16 Minister und einen Vizepremier haben – die liberale Spitzenpolitikerin Raluca Turcan. Nominiert wurden unter anderen Cătălin Predoiu für das Justizministerium, Florin Catu für das Finanzministerium und Bogdan Aurescu für das Au‎ßenministerium. Laut dem Regierungsprogramm sollen in erster Linie Ma‎ßnahmen zur Organisierung der bevorstehenden Präsidentschaftswahlen getroffen werden. Au‎ßerdem soll ein Kandidat für das Amt des EU-Kommissars seitens Rumäniens vorgeschlagen, der laufende Haushalt berichtigt und der Haushaltsplan für 2020 erstellt werden. Die Liberalen könnten allerdings nicht auf die Stimmen der Partei Pro Rumänien zählen, nachdem eine Verhandlungsrude am Mittwoch scheiterte. Das neue Kabinett muss auch um die Stimmen der Partei der Volksbewegung bangen. Die Union Rettet Rumänien und die bisherige Regierungspartei ALDE haben hingegen angekündigt, sie hätten sich mit den Liberalen geeinigt.



    Eine Entscheidung zur Ernennung der ehemaligen Leiterin der Rumänischen Antikorruptionsbehörde Laura Codruta Kovesi zur Leiterin der künftigen Europäischen Staatsanwaltschaft EPPO ist am Mittwoch von EU-Parlamentspräsidenten David Sassoli und dem finnischen Minister für europäische Angelegenheiten Tytti Tuppurainen unterzeichnet worden. Die Idee zur Gründung der Institution stammt von der ehemaligen rumänischen Justizministerin und Europaabgeordneten Monica Macovei. Die Europäische Staatsanwaltschaft soll Ende 2020 als unabhängige Institution ihre Arbeit aufnehmen und für die Ermittlung und Verfolgung von Straftaten gegen den EU-Haushalt wie Korruption oder grenzüberschreitenden Betrug zuständig sein. Der EPPO sind bisher 22 Mitgliedsländer beigetreten.



    Rumänien gehört für die Plattform AirBNB zu den 5 begehrtesten Reisezielen für 2020, so eine Erklärung des rumänischen Tourismusministeriums. Vertreter der Online-Buchungsplattform beschreiben Rumänien als bekannt für seine einzigartigen Landschaften und platzieren es neben den USA, Spanien, Thailand und Australien unter den beliebtesten Zielen. AirBNB schätzt, dass Rumänien im Jahr 2020 einen Anstieg der Buchungen um fast 300% gegenüber 2019 verzeichnen wird.



    Der Tag der rumänischen Armee wird am Freitag mit einer Reihe von Ereignissen in allen Kasernen des Landes gefeiert. Zeremonien finden auch an den Einsatzstandorten im Ausland statt. Bei Denkmälern rumänischer Soldaten in Österreich, Bosnien-Herzegowina, Bulgarien, der Tschechischen Republik, der Republik Moldau und Ungarn werden Blumenkränze niedergelegt. Am 25. Oktober 1944 befreite die rumänische Armee Nordsiebenbürgen von der horthystischen Besatzung und führte neben den Alliierten weitere Kämpfe um die Gebiete Ungarns, der Tschechoslowakei und Österreichs. Im Zweiten Weltkrieg kamen mehr als 170.000 rumänische Soldaten ums Leben, weitere Hunderttausende wurden verwundet oder vermisst gemeldet.

    Negotiations for the formation of a new government



    The Romanian President Klaus Iohannis has designated the leader of the National Liberal Party — PNL, Ludovic Orban, to form a new government after consultations with the parliamentary parties, following the dismissal of the Dancila cabinet through a motion of no confidence. Ludovic Orban has had consultations with the parliamentary parties (the Alliance of Liberals and Democrats, the Democratic Union of Ethnic Hungarians in Romania, Pro Romania, the People’s Movement Party and Save Romania Union) that backed the motion in order to ensure the number of votes necessary for the investment of the new government, that is 233 of the total of 465 votes. The representatives of the national minorities announced their support for the future cabinet. So far, the idea of a Liberal government has been gaining ground. Ludovic Orban needs to present, by next week, the structure of the new cabinet and the names of the candidates that will take ministerial seats. The Social Democrats have announced they will not go in Parliament to ensure the quorum at the vote on the new government.



    On October 10 Parliament passed a motion of no confidence against the Social Democratic government headed by Viorica Dancila who said that her government was leaving with their duty accomplished. She called on the President, whom she considers the mastermind of the government dismissal, to urgently appoint a capable government. The leader of the National Liberal Party, which initiated the motion, pointed out that Romania needed serious projects and a government that should prove fairness. The political battle of these days is even fiercer as the presidential election will be held next month and both the incumbent president Klaus Iohannis and the outgoing prime minister are running in the race.



    Brexit agreement



    The leaders of the 27 EU member countries, among whom President Klaus Iohannis, approved, on Thursday evening, in Brussels, the new Brexit deal and have invited the EC, the EP and the Council of the EU to take all the necessary steps for this agreement to take effect on November 1. The agreement stipulates that Northern Ireland will remain in the UK’s customs territory but the island of Ireland will be aligned to some EU rules, meaning goods must be checked on entry to the island rather than border checks between Northern Ireland and the Republic. This is to avoid the reemergence of a physical border between Ireland and Northern Ireland and to consequently maintain the Good Friday agreement. The British PM Boris Johnson said the deal was mutually advantageous for both the EU and the UK and called on the British MPs to vote for it. If the British Parliament ratifies the document, it could be approved by the EP during next week’s plenary session.



    Repatriation of the Queen Mother Helen of Romania



    The remains of Queen Mother Helen of Romania, born Helen of Greece and Denmark, were repatriated on Friday to Romania to be subsequently laid to rest with her son King Mihai I of Romania, who died in 2017, in the royal necropolis in Curtea de Arges (in the south). Queen Helen, the wife of Prince Carol II and the mother of Romania’s last king, lived her last 34 years in exile in Italy and Switzerland. She died in 1982 and was buried in Lausanne. A descendent of the royal family of Greece, Queen Helen married with Prince Carol II of Romania in 1921, but 7 years later she divorced her husband due to his infidelities. Queen Helen was devoted to the education of her only son Mihai whom she closely advised during his 7- year reign. During the War Queen Helen intervened on several occasions to persuade general Antonescu to spare the Jews targeted by the government’s anti-Semitic policy. That is why the State of Israel gave Helen posthumously, in 1993, the title of Righteous Among the Nations in recognition of her actions during the Second World war towards Romanian Jews. The last king of Romania Mihai 1 died on December 5, 2017 aged 96 at his home in Switzerland. He was also the last of the 4 kings of the German dynasty Hohenzollern-Sigmaringen instated in power in Romania in 1866 that built modern Romania.



    Laura Codruţa Kövesi, validated as European Chief Prosecutor



    The former head of the National Anti-Corruption Directorate in Romania, Laura Codruţa Kövesi, was validated as the first head of the new European Public Prosecutor’s Office by the Conference of Presidents of the EP, made up of the parliamentary groups’ leaders and the president of the EP. This was the last formal step of the appointment procedure and Parliament announced that Laura Codruta Kövesi could start her 7-year mandate at the helm of the European Public Prosecutor’s Office which is an independent office with the competence to investigate, prosecute and bring to judgment crimes against the EU budget. Laura Codruta Kövesi is the first person to occupy this position which she obtained in spite of the opposition expressed by the Social Democratic government of Romania.



    Mircea Geoană is the new deputy secretary general of NATO



    Romanian diplomat Mircea Geoană on Thursday officially took up his post as NATO’s Deputy Secretary General being the first Deputy Secretary General from Central and Eastern Europe. He replaced American Rose Gottemoeller, whose mandate was a first as she was the first women in the Alliance’s 70-year history that occupied such a post. Mr. Geoană most recently served as the President of the Aspen Institute Romania. He was also previously President of the Romanian Senate, Foreign Minister, and Romania’s Ambassador to the United States. (translation by L. Simion)

    Der designierte Premierminister Rumäniens, Ludovic Orban, setzt die Gespräche mit den Parteien fort, die das Misstrauensvotum gegen die sozialdemokratische Regierung unterstützt haben, um genügend Stimmen für ein neues Kabinett zu erhalten. Notwendig sind 233 von insgesamt 465 Stimmen. Am Donnerstag fanden Konsultationen mit der Allianz der Liberalen und Demokraten ALDE, der Demokratischen Union der Ungarn in Rumänien UDMR und der Partei Pro-Rumänien Pro Romania statt. Am Freitag diskutiert Ludovic Orban mit den Vertretern der Union Rettet Rumänien USR. Die Abgeordneten, die die Gruppe der ethnischen Minderheiten vertreten, haben bereits gesagt, dass sie ein mögliches Orban-Kabinett unterstützen werden. Am Mittwoch fanden Gespräche mit der Partei Volksbewegung PMP statt, die Orban als ermutigend bezeichnete, da auch die Möglichkeit diskutiert wurde, dass diese Partei in der Regierung vertreten sein könnte. Ludovic Orban muss bis nächste Woche die Struktur seines Kabinetts und die Vorschläge für die Minister vorstellen. Die Soziademokraten vonn der PSD sollen laut eigenen Angaben bei der Abstimmung nicht im Parlament anwesend sein, damit das notwendige Quorum nicht erreicht wird.




    EU-Kommissionschef Jean-Claude Juncker hat am Donnerstag erklärt, dass nach intensiven Gesprächen eine neue Vereinbarung über den Austritt Londons aus der Europäischen Union erzielt wurde. Die Ankündigung erfolgte auf dem Brüsseler Gipfel, der am Donnerstag und Freitag stattfindet. Jean-Claude Junker bezeichnete das Abkommen als fair und ausgewogen und empfahl den Staats- und Regierungschefs der 27 EU-Mitgliedstaaten, es zu genehmigen. Der rumänische Staatschef Klaus Iohannis erklärte auf dem Treffen, das neue Abkommen ändere nichts an der Situation der Rumänen im Vereinigten Königreich und er sei zuversichtlich, dass das Dokument vom Europäischen Rat gebilligt werde. Präsident Iohannis hatte auch ein Treffen mit der nächsten gewählten Präsidentin der zukünftigen EU-Kommission, Ursula von der Leyen, die seinen Standpunkt zur Ernennung eines neuen Kommissars aus Rumänien teilte. Zuvor hatte der rumänische Staatspräsident Klaus Iohannis gesagt, er würde nicht akzeptieren, dass die PSD-Regierung in Bukarest – entlassen durch einen Zensurantrag – einen Vorschlag machen würde. Das Europäische Parlamenthat die Abstimmung für die Validierung der nächsten EU-Kommission verschoben, da die Kandidaten aus drei Ländern – Rumänien, Ungarn und Frankreich – im Validierungsprozess abgelehnt wurden. Rovana Plumb und Laszlo Trocsanyi, die Vorschläge für EU-Kommissare aus Rumänien und Ungarn, wurden aufgrund des Verdachts auf mögliche Interessenkonflikte und die französische Kandidatin Sylvie Goulard aus ethischen Gründen abgelehnt. Auf der Tagesordnung des Brüsseler Gipfels stehen neben dem Brexit auch die Beziehungen zur Türkei vor dem Hintergrund der jüngsten Entwicklungen in Syrien und des Mehrjahreshaushaltsplans der EU. Die Staats- und Regierungschefs diskutieren auch über Migration, die Bekämpfung des Klimawandels und die Erweiterung der EU.




    Die ehemalige Chefin der Nationalen Antikorruptionsbehörde in Rumänien, Laura Codruţa Kövesi, ist von der Konferenz der Präsidenten des Europäischen Parlaments, die sich aus den Vorsitzenden der verschiedenen Fraktionen und dem Sprecher des Europäischen Parlaments zusammensetzt, als europäische Generalstaatsanwältin bestätigt worden. Dies war der letzte offizielle Schritt im Ernennungsverfahren, wobei das Europäische Parlament bekanntgab, dass Kövesi nun ihr siebenjähriges Mandat als Leiterin der Europäischen Staatsanwaltschaft beginnen kann.     Mircea Geoană hat am Donnerstag das Mandat des stellvertretenden NATO-Generalsekretärs übernommen; es ist die höchste Position, die ein Rumäne in der Hierarchie der Nordatlantischen Allianz einnimmt. Die Entscheidung wurde diesen Sommer von NATO-Generalsekretär Jens Stoltenberg bekanntgegeben. Mircea Geoana ersetzt die Amerikanerin Rose Gottemoeller. Ihre Amtszeit war eine Premiere, denn sie war die erste Frau, die in der 70-jährigen Geschichte der Nordatlantischen Allianz eine solche Position innehatte. Das Mandat von Mircea Geoană ist auch eine Premiere, denn der rumänische Diplomat ist der erste Würdenträger aus Osteuropa, der stellvertretender NATO-Generalsekretär wird. Mircea Geoană ist der Gründer und Präsident des Aspen Romania Institute. Er war Präsident des rumänischen Senats, Außenminister und Botschafter Rumäniens in den USA.




    Eine dreitägige Übung, die im Gebiet der Schlangeninsel und in den internationalen Gewässern des Schwarzen Meeres durchgeführt wurde, geht heute zu Ende. Rumänien hat daran mit der Marinekorvette Counter Admiral Horia Macellariu neben dem ukrainischen Raketenboot Pryluky und dem US-Zerstörer USS Porter teilgenommen. Nach Angaben des Generalstabs der Rumänischen Marine trägt die Übung dazu bei, die Partnerschaft zwischen der Ukraine und den NATO-Mitgliedstaaten im Bereich der Seestreitkräfte zu festigen. Ziel der Übung ist es, die Interoperabilität der verschiedenen Besatzungen auf taktischer Ebene auf NATO-Niveau im Hinblick auf die Bekämpfung von Sicherheitsbedrohungen zu erreichen.

    Consultations
    –     Ludovic Orban, le premier ministre nommé mardi soir par le président roumain
    Klaus Iohannis, poursuit la série de négociations avec les partis
    parlementaires pour s’assurer le nombre de voix nécessaires à son investiture. Pour
    assurer la validation de son cabinet, Ludovic Orban a besoin de l’appui de 233
    sénateurs et députés sur un total de 465. Aujourd’hui, M Orban doit rencontrer
    les représentants de l’Alliance des libéraux et des démocrates, de l’Union
    démocrate magyare de Roumanie et de Pro Romania, alors que demain il devra
    rencontrer les responsables de l’USR. Les représentants des minorités
    nationales ont déjà annoncé leur appui pour le prochain cabinet. Mercredi,
    Ludovic Orban a rencontré les responsables du Parti du Mouvement Populaire pour
    des négociations caractérisées d’encourageantes par le premier ministre
    désigné. Selon celui-ci, la participation du PMP au gouvernement a également
    été évoquée. Ludovic Orban a jusqu’à la semaine prochaine pour présenter la
    composition du nouveau gouvernement, ainsi que les candidats pour les
    ministères. Par ailleurs, le Parti social-démocrate a annoncé qu’il ne serait
    pas présent dans le Parlement au moment du vote de confiance pour ne pas
    permettre que le quorum nécessaire à la validation du nouveau gouvernement soit
    atteint.

    Bruxelles – Un accord sur le Brexit a été annoncé jeudi par Jean-Claude Juncker et le Premier ministre britannique Boris Johnson, juste avant un sommet européen et a l’issue de longues journées de tractations épineuses. M. Juncker a qualifié l’accord d’équitable et équilibré. Il a recommandé aux dirigeants des 27, qui commençaient a arriver a Bruxelles pour le sommet, de donner leur feu vert. Dans la foulée de ces annonces, la livre a gagné 1% face au dollar, les milieux économiques redoutant les conséquences potentiellement dévastatrices d’un no deal le 31 octobre. Cet accord devra encore être ratifié par les parlements britannique et européen. Les chefs d’Etat et de gouvernement des 27 évoqueront aussi la lutte contre les changements climatiques, qui constitue une priorité de la prochaine commission ainsi que l’élargissement de l’UE. Le président roumain, Klaus Iohannis participe aussi au Sommet européen.

    Justice – L’ancienne cheffe du parquet anticorruption roumain Laura Codruta Kovesi, a été confirmée comme première cheffe du parquet européen antifraude, un nouveau-poste clé au sein des instances de l’UE, a annoncé mercredi le Parlement européen. Cette magistrate roumaine, icône de la lutte anticorruption, selon l’AFP est nommée pour un mandat de sept ans et peut désormais entrer en fonction. Le président du Parlement européen David Sassoli et les chefs des groupes politiques de cette assemblée ont entériné la nomination de Mme Kovesi, décidée dans le cadre d’un accord en septembre avec les représentants des Etats membres. La candidature de Mme Kovesi, 46 ans, avait été approuvée malgré l’hostilité de Bucarest. Au total, 22 Etats membres de l’UE participent au parquet européen. Organe indépendant qui doit etre opérationnel fin 2020, le parquet européen sera chargé de rechercher, poursuivre et renvoyer devant la justice les auteurs d’infractions portant atteinte aux finances de l’UE, telles que la corruption ou la fraude transfrontalière a la TVA excédant 10 millions d’euros.

    Gaz – La Roumanie pourrait devenir le producteur de gaz le plus important de l’UE, situation censée lui offrir de la sécurité et de l’indépendance. C’est ce qu’a déclaré à Ploiesti dans le sud, la ministre des Affaires Etrangères, Ramona Manescu, dans le cadre d’un sommet sur l’énergie. Elle a précisé que la Roumanie bénéficiait d’un appui considérable accordé par les Etats-Unis dans le cadre des « l’Initiative des trois mers ». Les ressources énergétiques de la Roumanie ont également figuré à l’agenda de la réunion Aspen Energy Summit 2019. De l’avis des participants au sommet, ces ressources peuvent contribuer considérablement à la prospérité du pays et à la sécurité énergétique de l’Europe.

    Défense
    –     Aujourd’hui c’est le dernier jour d’un exercice de trois jours impliquant
    aussi la corvette roumaine « Contraamiral Horia Macellariu », déroulé
    dans les eaux internationales de la Mer Noire près de l’Ile des Serpents. Y
    participent aussi le navire lance-missile ukrainien Pryluky et le destroyer
    américain USS Porter. Cet exercice
    trilatéral contribue à la consolidation du partenariat entre l’Ukraine et les
    Etats membres de l’OTAN et vise à réaliser l’interopérabilité des équipages au
    niveau tactique par l’application des procédures de l’OTAN.

    Finances – Le niveau très bas des taux d’intérêt encourage les entreprises à assumer un niveau des dettes susceptibles de devenir une bombe à retardement évaluée à 19 mille milliards de dollars en cas de nouvelle récession mondiale, affirment les experts du Fmi dans le rapport biannuel de l’institution du la stabilité financière mondiale. Selon l’institution financière internationale, les stimulants proposés par les banques centrales à travers le monde ont en effet encouragé les entreprises à s’endetter davantage, et certaines entreprises auront des difficultés à rembourser leurs dettes. Les entreprises du monde ne pourront pas rembourser près de 40% de leurs dettes.

    Government talks. The Romanian President Klaus
    Iohannis is having talks with parliamentary parties with a view to forming a
    new government. On Friday, after the first round of talks, he spoke about the
    urgent need for a political transition government made up of the National
    Liberal Party or formed around this party, which was the initiator of the no-confidence
    motion that led to the collapse of the Social Democratic government last Thursday.
    According to Klaus Iohannis, the new government needs to draft the budget for
    2020 and to ensure the organisation in good conditions of the November
    presidential elections.






    European prosecutor. The
    Council of the EU on Monday confirmed the appointment of the Romanian Laura
    Codruta Kovesi to the post of European chief prosecutor and the appointment is
    next to be confirmed by the European Parliament, according to a statement from
    the Council of the EU. Laura Codruta Kovesi is currently a prosecutor with the
    General Prosecutor’s Office of the High Court of Cassation and Justice of
    Romania. She has previously held various positions of prosecutor during her
    career in Romania, among which chief prosecutor of the National Anti-Corruption
    Directorate.




    Meeting. The South-Eastern Europe Defence (SEDM) ministers
    are meeting in Bucharest on Wednesday. According to a statement from the
    Romanian defence ministry, the meeting will be a good opportunity to reiterate
    Bucharest’s commitment to the projects carried out as part of this initiative
    and its support for proposals to consolidate it as a main form of cooperation
    in south-eastern Europe given the developments of the security environment in
    the region. The South-East Europe Defence
    Ministerial (SEDM) Process is a regional initiative aimed at maintaining peace
    and consolidating good neighbourly relations and close cooperation among the
    states in south-eastern Europe by providing a platform for political and
    military dialogue and becoming involved in practical projects in the area of
    security and regional stability.




    EU-Turkey. The European Union condemned on Monday the military operation
    undertaken by Turkey in north-eastern Syria which gravely undermines the
    stability and security of the entire region. Attending a meeting of the EU’s
    Foreign Affairs Council in Luxembourg, EU foreign ministers agreed to limit
    arms exports to Turkey. Romania was represented at the meeting by Dan Neculăescu, under-secretary in the foreign ministry.






    EU-Japan. Romania’s Senate on Monday adopted the bill
    for the ratification of the strategic partnership agreement between the European
    Union and Japan, the first ever to be concluded between the two sides. Signed
    in July last year in Tokyo, the agreement will provide a legal basis for
    improving bilateral cooperation and within international and regional
    organisations and bodies, resting on two pillars: political dialogue and
    cooperation in the area of foreign policy and security on the one hand, and
    technical cooperation for development on the other. The bill has also been
    adopted by Romania’s Chamber of Deputies.

    Consultations — The Romanian President Klaus Iohannis is today having a new round of talks with the parliamentary parties with a view to forming a new government. He will announce on Tuesday, at the latest, the proposal for prime minister. On Friday, after the first round of talks, the head of state showed the urgent need for a transitional government made up of the National Liberal Party or around this party which initiated the motion of no confidence that led to the dismissal of the Social Democratic government. According to Klaus Iohannis the new government needs to draft the budget for 2020 and to ensure the organization in good conditions of the November presidential election. The Liberal leader Ludovic Orban might take the seat of PM. The Alliance of Liberals and Democrats – ALDE, a former partner of the PSD in the ruling coalition, supports a Liberal government but on certain conditions. The Save Romania Union wants early elections that should be organized by the future government early next year. The People’s Movement Party — PMP and the Democratic Union of Ethnic Hungarians – UDMR in Romania are against early elections. The Ethnic Hungarians will make a proposal for prime minister to President Iohannis and the PMP wants the new government to pass an emergency decree under which mayors should be elected in two rounds of voting. Pro Romania party has not ruled out a possible participation in the new government. PSD has not taken part in the consultations. The Social Democrats’ leader Viorica Dancila subsequently announced that they would support a Liberal government is the Liberals signed the so-called Pact for the Romanians’ welfare.



    European prosecutor – The Council of the EU on Monday confirmed the appointment of the Romanian Laura Codruta Kovesi to the post of European chief prosecutor and the appointment is next to be confirmed by the EP, shows a communiqué of the Council of the EU. Laura Codruta Lovesi is currently a prosecutor with the General Prosecutor’s Office of the High Court of Cassation and Justice of Romania. She has previously held various positions of prosecutor during her career in Romania, among which chief prosecutor of the National Anti-Corruption Directorate.



    Luxembourg – Dan Neculăescu, a secretary of state with the Foreign Ministry, is participating in Luxembourg in the meeting of the EU Foreign Affairs Council. High on the agenda of the Council meeting are topical international issues such as the situation in Syria, Turkey and Afghanistan. According to a Foreign Ministry communiqué, during a working lunch the European officials have the opportunity to informally exchange opinions with the Ukrainian foreign minister Vadym Prystaiko.



    Orthodox pilgrimage — The largest Orthodox pilgrimage organized in Romania and one of the largest pilgrimages in Europe, continues in Iasi, in northeastern Romania, at the Holy Relics of the Saint Parascheva who is commemorated on October 14. Das Europäische Parlament hat am Dienstag mit dem Rat der Europäischen Union eine endgültige Einigung über die Ernennung von Kovesi erzielt. Die Verhandlungen begannen im Frühjahr dieses Jahres, wobei das Parlament die Kandidatur Kovesis während des gesamten Verfahrens unterstützte, obwohl einige EU-Minister zunächst Widerstand leisteten. Frau Kövesi ist die perfekte Wahl, um EU-Generalstaatsanwältin zu werden. Sie verfügt über ausgezeichnete fachliche Kompetenzen. Darüber hinaus nimmt Rumänien derzeit keine Schlüsselpositionen in der EU ein. Frau Kövesi wird eine der führenden Frauen der EU sein“, sagte der spanische Abgeordnete Fernando Lopez Aguilar, der Vorsitzende des Ausschusses für Grundfreiheiten des Europäischen Parlaments.

    Letzte Woche stimmte der Ausschuss der Ständigen Vertreter in der Europäischen Union für die Ernennung von Kovesi zum Europäischen Generalstaatsanwalt. Damals führte die ehemalige Leiterin der Obersten Rumänischen Korruptionsbekämpfungesbehörde, das Ergebnis der Abstimmung auf das rumänische Justizsystem und die Menschen, die sich für die Korruptionsbekämpfung einsetzen zurück. Laura Codruta Kovesi:


    Ich glaube, wir sollten diese Abstimmung als eine Errungenschaft aller Rumänen verstehen, die in den letzten Jahren den Kampf gegen die Korruption unterstützt sowie die Rechtsstaatlichkeit und die europäischen Werte verteidigt haben“.



    Die Einigung über die Ernennung Kovesis zur Europäischen Generalstaatsanwältin muss nun vom Europäischen Parlament und vom Rat der Europäischen Union offiziell bestätigt werden. Brüssel sagt, die Europäischen Staatsanwaltschaft wird in der Lage sein, alle Straftaten gegen den EU-Haushalt wie Steuerhinterziehung, Korruption und grö‎ßeren grenzüberschreitenden Mehrwertsteuerbetrug zu untersuchen, zu verfolgen und vor Gericht zu bringen.     The former head of the National Anticorruption Directorate, Laura Codruta Kovesi, has received the backing of the Council of the European Union in her race for the position of European chief prosecutor. On Thursday the Committee of Representatives of European Union Member States gave Kovesi 17 of the 22 votes in favour. The European Public Prosecutors Office (EPPO) will be founded next year and start its activity in 2021. According to European law, the European prosecutor is jointly appointed by Parliament and the Council for a one-time seven-year term in office. Having spearheaded the fight against corruption for years, but also believed to have instrumented an abusive prosecution system, Kovesi has often been labelled as Romania’s most powerful woman. According to Mrs. Kovesi, the vote is also the result of the civic actions and street protests staged by ordinary citizens, who have constantly supported her ever since she was sacked from the helm of the Directorate, believing, as she often said, that “corruption can be defeated, never give up!


    Romanian President Klaus Iohannis hailed Thursdays vote, saying it is an important victory and a confirmation of the appreciation that Kovesi enjoys.     Preparations for voting abroad

    The European Parliament condemns the Ribbentrop-Molotov pact


    80 years since the start of WW2, the European Parliament has passed a resolution condemning a secret agreement between Nazi Germany and the Soviet Union that paved the way to the horrors of World War II. The resolution says that on August 23, 1939, “the communist Soviet Union and Nazi Germany signed a Treaty of Non-Aggression, known as the Molotov-Ribbentrop Pact, and its secret protocols, dividing Europe and the territories of independent states between the two totalitarian regimes and grouping them into spheres of interest, which paved the way for the outbreak of the Second World War. The resolution calls on the European Commission to decisively counteract “efforts by the current Russian leadership to distort historical facts and whitewash crimes committed by the Soviet totalitarian regime.



    The resolution marks the 80th anniversary of the outbreak of World War II, a conflict that “led to unprecedented levels of human suffering and the occupation of countries in Europe for many decades to come. The document warns of “extremist and xenophobic political forces in Europe that it says “are increasingly resorting to distortion of historical facts and condemns “all manifestations and propagation of totalitarian ideologies, such as Nazism and Stalinism, in the EU.



    The European Parliament expresses, through this resolution, its deep respect for each victim of these totalitarian regimes and calls on all EU institutions and actors to do their utmost to ensure that horrific totalitarian crimes against humanity and systemic gross human rights violations are remembered and brought before courts of law, and to guarantee that such crimes will never be repeated. It stresses the importance of keeping the memories of the past alive, because there can be no reconciliation without remembrance, and reiterates its united stand against all totalitarian rule from whatever ideological background. In Bucharest, President Klaus Iohannis hailed the resolution. Romania lost, in 1940, under the Ribbentrop-Molotov Pact, Bessarabia and Northern Bukovina, which at present form part of Moldova and Ukraine.



    Plans to levy taxes on high pensions


    The Senate’s budget and finance committee has given green light to a bill to levy a 30% tax on special pensions amounting to between 7,000 lei, the equivalent in lei of 1,480 euros, and 10,000 lei, which is 2,115 euros. Pensions higher than 10,000 lei are to be subject to a 50% tax rate. This measure, proposed by Finance Minister Eugen Teodorovici, initially formed part of a package discussed during a budget adjustment made at the beginning of August. The budget and finance committee also adopted a bill under which the pensions of former presidents of the country should be subject to the same tax rate system. Minister Teodorovici has said that the impact of this measure on the state budget is around 105 million euro for next year. The measure has triggered harsh criticism from the magistrates, who say it is a violation of the independence of justice. The average pension in Romania at the end of July amounted to the equivalent in lei of around 251 euros.



    The George Enescu International Festival comes to a close


    The 24th edition of the Geroge Enescu International festival ends on Sunday. Apart from concerts, the festival also hosted a competition in which 180 visual artists have reinterpreted in images music composed by George Enescu. The winner of the competition is graphic artist Adriana Pop from Cluj. The George Enescu festival began on the 31st of August and will come to an end on the 22nd of September. This year, it has brought together more than 2,500 of the world’s greatest musicians in 84 different concerts and recitals. Events as part of the festival are held in Bucharest and other cities in Romania as well as in Germany, France, Italy, Canada and the Republic of Moldova.

    Auf der Sitzung des Ausschusses der Ständigen Vertreter der Mitgliedstaaten (COREPER) am Donnerstag hat Kövesi die Stimmen von 17 der 22 Staaten bekommen, die an dieser neuen europäischen Initiative teilnehmen, die ab dem nächsten Jahr eingerichtet wird und 2021 in Kraft treten wird.



    Gemä‎ß den europäischen Rechtsvorschriften wird der europäische Staatsanwalt im gegenseitigen Einvernehmen zwischen dem Europäischen Parlament und dem Rat der EU für eine nicht verlängerbare Amtszeit von sieben Jahren ernannt. Nach Ansicht der Kommentatoren ist die Wahl Kövesis nun beschlossen Sache, da das Parlament bereits offen seine Unterstützung für ihre Kandidatur bekundet hat. Laura Codruta Kövesi, die für die eine Seite den Kampf gegen die Korruption anführte und für ihre Gegner ein missbräuchliches Polizeisystem symbolisierte, wurde oft als die prominenteste weibliche Figur auf der politischen Szene Rumäniens bezeichnet.



    Kurz bevor sie von Präsident Klaus Iohannis nach einer Entscheidung des Verfassungsgerichts aus dem Amt entlassen wurde, räumte Frau Kövesi bei einer Debatte in New York im UN-Hauptquartier ein, dass die grö‎ßte Herausforderung für Rumänien darin bestand, die Unabhängigkeit seiner Richter zu wahren. “Es gab mehrere Versuche, die Anti-Korruptionsgesetze zu ändern, um die von den Staatsanwälten zur Korruptionsbekämpfung eingesetzten Rechtsinstrumente zu begrenzen oder bestimmte Tatsachen zu entkriminalisieren. Es gab Fälle, in denen das Parlament es ablehnte, die Immunität einiger der Korruption beschuldigter Politiker aufzuheben. Die gesamte Justiz war das Ziel gefälschter Nachrichten”, fasste die ehemalige DNA-Chefin die politischen Entwicklungen in Rumänien in den letzten Jahren zusammen, wobei führenden Politikern immer wieder vorgeworfen wurde, den Kampf gegen die Korruption zu blockieren.



    Aber über die Kontroversen hinaus sprechen die Statistiken für sich: Während Kövesis fünf Jahren als Leiterin der rumänischen Anti-Korruptions-Staatsanwaltschaft stellte die von ihr geleitete Institution 14 Minister und ehemalige Minister und 53 Parlamentarier vor Gericht, von denen gegen 27 ein rechtskräftiges Urteil erging. Vor kurzem kündigte die moldauische Premierministerin Maia Sandu an, dass sie sich einen europäischen Juristen an der an der Spitze der Generalstaatsanwaltschaft ihres Landes wünscht und bot Kövesi die Stelle an.



    Die politische Klasse in Bukarest reagierte widersprüchlich auf den faktischen Erfolg der Kandidatur von Kövesi. Regierungschef Viorica Dancila und der Vorsitzende der Allianz der Liberalen und Demokraten, Calin Popescu Tariceanu, äu‎ßerten ihre Unzufriedenheit und bestätigten ihre Kritik an der ehemaligen Chefanklägerin der DNA. Im gegnerischen Lager begrü‎ßten Präsident Iohannis und die Oppositionsparteien PNL und USR die Nachricht aus Brüssel und versuchten dabei nach Ansicht von Analysten, ihre eigenen Verdienste in den Vordergrund zu stellen. Was Laura Codruta Kövesi selbst angeht, so sagte sie, dass ihr Erfolg auch der Erfolg aller Rumänen sei, die durch ihr Engagement und ihren Protest gegen ihren Rücktritt bewiesen haben, dass “Korruption besiegt werden kann, wenn die Bürger nicht aufgeben”.

    ELECTION Candidates in the presidential election in November have
    Sunday as deadline to enlist with the Central Electoral Office. Incumbent
    president Klaus Iohannis backed by the opposition National Liberal Party and
    Dan Barna, supported by the USR-PLUS Alliance also in opposition, have enlisted
    today. The country’s incumbent Prime Minister and leader of the ruling PSD,
    Viorica Dancila and the opposition PMP leader Theodor Paleologu submitted their
    applications on Thursday. The first round of the presidential election is due
    on November 10th and the second round two weeks later.










    PROTEST Environmental and human rights organizations have kicked
    off a week of protests in Romania denouncing the lack of effective measures to
    fight climate change. Romania’s capital city Bucharest will today see a protest
    march, due to end in front of the Environment Ministry meant to draw attention
    to pressing climate issues Romania is currently facing and the necessary solutions
    for major pollutants in this country. The move is part of a larger
    international anti-pollution campaign, which will culminate with a massive
    rally in New York on Friday, three days ahead of the UN Climate Summit. A
    report recently published by French scientists shows that global warming is
    faster than it was initially thought.










    FESTIVAL The last three days of the George Enescu International Festival are
    rich in musical events. The ‘Banatul’ Philharmonic Orchestra, based in
    Timisoara, western Romania will today give a concert at the Radio Concert Hall
    in Bucharest, while at the Romanian Atheneum, also in Bucharest, French
    ensemble ‘Les Talens Lyriques’ led by Cristophe Rousset will be performing ‘Julius
    Caesar in Egypt’ by George Frideric Handel. Canadian soprano Karina Gauving
    will play the Cleopatra role in the show. Arnold Schoenberg’s opera ‘Moses and
    Aaron’ will be performed by the George Enescu Philharmonic Orchestra. The
    George Enescu Festival, which has Radio Romania as co-producer, has brought
    together over 2500 of the world’s best artists who performed in 84 concerts and
    recitals. Bucharest and other Romanian cities as well as cities in five
    countries, such as Germany, France, Italy, Canada and the Republic of Moldova

    NATO
    Over 80 servicemen and military gear belonging to Romania’s Air and Ground
    Forces are participating in NATO days hosted by Ostrava, in the Czech Republic.
    Romania has the statute of special partner in this event. NATO Days in Ostrava
    is a public event staged annually, which consists of air shows and exhibitions staged
    by the police and armed forces of NATO participant and partner countries.
    Speaking yesterday in the opening of an exhibition entitled ‘We are Together:
    Romania and the USA in NATO’ at the US embassy in Bucharest, Romanian Prime
    Minister Viorica Dancila said that Romania remains firmly committed to its
    pledge to allocate 2% of its GDP for defense. Dancila went on to say that
    Bucharest would continue to actively and responsibly contribute to promoting NATO values to its neighbours.










    FOOTBALL Romania’s football champions CFR Cluj secured a 2-1 win
    against Lazio Rome in a home match on Thursday counting towards Europa League
    group E. The other group match pitching
    French side Rennes against Celtic Glasgow ended in a draw, one-all. Lazio will
    be playing Rennes and Celtic will be up against CFR Cluj on October 3rd.

    PROSECUTOR Romania’s
    former anti-corruption prosecutor Laura Codruta Kovesi on Thursday was voted by
    most of the EU ambassadors to become the EU’s first public prosecutor, the EU
    Observer has announced. According to US News, Kovesi, who will become the EU’s
    first anti-fraud prosecutor, got support from the member states in spite of opposition
    from the government in Bucharest.

    été votée jeudi, par le Conseil de l’UE au poste de chef du futur Parquet
    Européen, avec 17 votes favorables sur un total de 22. Mme Kovesi devient ainsi
    le premier procureur européen en chef de cette institution nouvellement créée.
    A noter que le la candidate n’a pas bénéficié du soutien du gouvernement de
    Bucarest, l’ambassadeur de la Roumanie au sein du Comité des représentants
    permanents de l’UE ayant voté contre elle. Notons que le PE et le Conseil de
    l’UE devaient arriver à un commun accord pour nommer le futur chef du Parquet
    Européen, le PE avait déjà exprimé son soutien pour la candidate roumaine.


    Roumains de l’étranger – Les financements non-remboursables alloués par Bucarest ont été le principal sujet débattu par la ministre chargée de la relation avec les Roumains du monde, Natalia Intotero, et la communauté roumaine d’Italie. Les entretiens ont eu lieu à Rome, à la fin d’une visite prolongée de la ministre en Italie. D’autres sujets ont également figuré à l’agenda : les droits et les obligations des Roumains, la lutte contre la traite humaine et les moyens de voter mises à la disposition des Roumains de la diaspora sur la toile de fond de l’entrée en vigueur, en août, de la nouvelle législation électorale. Selon Mme Intotero, les responsables de Bucarest souhaitent entrer en contact avec les communautés roumaines de l’étranger avant le début de la campagne électorale pour l’élection présidentielle de novembre prochain, notamment avec les communautés les plus nombreuses, afin de faire mieux circuler les informations.

    Migration – 5,3 millions de personnes ont quitté leurs pays d’origine l’année dernière, pour s’installer dans des Etats plus développés, lit-on dans un rapport publié à Paris par l’Organisation de coopération et de développement économique (OCDE). La Roumanie occupe la 2e place des pays ayant connu la migration la plus forte, après la Chine. Selon le document, près de 500.000 Roumains ont émigré en 2018. La plupart ont opté pour l’Allemagne, la Grande Bretagne et l’Italie. Pour ce qui est de la migration vers la Roumanie, la plupart des migrants sont venus depuis la République de Moldova voisine, pays majoritairement roumanophone, mais aussi depuis la Chine et la France.

    Festival Enescu – Les mélomanes de Bucarest et de 10 autres villes roumaines, auront droit aujourd’hui à une nouvelle soirée musicale d’exception dans le cadre du festival international de musique George Enescu. A Bucarest, la chorale d’enfants de la radiodiffusion roumaine montera sur la scène de l’Athénée roumain aux côté de l’Orchestre national de Lille et la chorale de la Philharmonie George Enescu, du chef d’orchestre Alexandre Bloch et de la fameuse actrice Marion Cotillard, dans le spectacle « Jeanne au bûcher ».     Football – Le club champion de football de la Roumanie, CFR Cluj (nord-ouest) affronte ce jeudi les Italiens de Lazio Rome, dans la première étape de la Poule E de la Ligue Europa. Dans le même groupe, les Français de Rennes jouent contre les Ecossais de Celtic Glasgow. Laut EU-Recht wird der Chefankläger im gegenseitigen Einvernehmen zwischen Parlament und Rat für eine nicht verlängerbare Amtszeit von sieben Jahren ernannt.



    Kövesi ist in Rumänien nicht unumstritten. Für die eine Seite gilt sie als Vorreiterin im Kampf gegen die Korruption, für die anderen als Hauptfigur eines missbräuchlichen Polizeisystems für die anderen. Nur an ihrer Macht zweifelten wenige. Kurz bevor sie im Juni 2018 von Präsident Klaus Iohannis nach einer Entscheidung des Verfassungsgerichtshofs entlassen wurde, räumte sie in New York während einer Debatte am Sitz der Vereinten Nationen ein, dass die grö‎ßte Herausforderung für Rumänien darin besteht, die Unabhängigkeit von Richtern und Staatsanwälten zu gewährleisten. “Es wurden wiederholt Versuche unternommen, die Antikorruptionsgesetzgebung zu ändern, um die von den Staatsanwälten zur Korruptionsbekämpfung eingesetzten Rechtsinstrumente zu begrenzen oder bestimmte Straftatbestände zu entkriminalisieren. Bei mehreren Gelegenheiten wurde die Aufhebung der Immunität von Politikern, die der Korruption beschuldigt werden, abgelehnt. Die gesamte Justiz ist mit Angriffen durch fake news oder öffentliche Äu‎ßerungen konfrontiert worden, die das Vertrauen in die Justiz schwächen könnten”, sagte die ehemalige Chefin der DNA vor der UNO. Sie fasste so die Geschichte der letzten Zeit zusammen, in der der Mehrheit der PSD-ALDE-Regierung vorgeworfen wurde, den Kampf gegen die Korruption einstellen und sich die Justiz unter den Nagel rei‎ßen zu wollen.



    Doch abgesehen von den Kontroversen sprechen Statistiken für sich selbst. In den letzten fünf Jahren hat die DNA unter der Leitung von LC Kövesi 14 Minister und ehemalige Minister und 53 Parlamentarier vor Gericht gestellt. 27 von ihnen wurden bereits rechtskräftig verurteilt. Im gleichen Zeitraum ordnete die DNA Sicherstellungsma‎ßnahmen in Höhe von 2,3 Milliarden Dollar an. Vor kurzem kündigte Maia Sandu, die neue proeuropäische Premierministerin der benachbarten Moldau an, sie wünsche sich eine europäische Staatsanwältin an der Spitze der Generalstaatsanwaltschaft, und habe diesbezüglich eine Einladung an die ehemalige DNA-Behördenleiterin geschickt.



    Die Kommentatoren sind währenddessen zunehmend zuversichtlich, dass Kövesi die zukünftige Leiterin der Europäischen Staatsanwaltschaft EPPO wird und nächstes Jahr ihren Job antritt.

    PROSECUTOR The president of France, Emmanuel Macron, told president Klaus Iohannis over the telephone on Friday that France would withdraw Jean-François Bohnerts candidacy and would back the Romanian Laura Codruța Kövesi instead for the post of head of the European Public Prosecutors Office, the Romanian Presidency announced. Previously, the European Parliament reaffirmed its support for the former head of Romanias Anti-Corruption Directorate becoming the chief EU prosecutor. This spring the European Parliament decided to back Kovesis candidacy, whereas the EU Council preferred the French Jean-Francois Bohnert. Several rounds of negotiations between the 2 institutions yielded no results. Under the rules of organisation of the new EPPO, the Parliament and Council must jointly appoint the EU chief prosecutor, for a non-renewable 7-year term in office.




    VISIT The Romanian State Secretary Maria Magdalena Grigore had bilateral meetings with high-ranking UN officials, during a visit she is making to the USA. According to a news release issued by the Romanian Foreign Ministry, the topics included means to meet sustainable development goals, transport connectivity, the cooperation between Romania and the UN Development Programme, Romanias contribution to peacekeeping missions, international humanitarian assistance and economic developments in the world. Maria Grigore emphasised the importance of the UN in the current world context, and mentioned the progress made by Romania as an emerging donor, both in the field of official development assistance and of humanitarian aid.




    INVESTMENTS A delegation from the Romanian Ministry for the Business Environment, Trade and Entrepreneurship is in Japan until July 26th, to attract Japanese investors in Romania. According to the Ministry, the agenda of the visit includes meetings and talks in Osaka, Kobe, Kyoto and Tokyo, with Japanese governmental officials and representatives of the local business and banking community, concerning the new business opportunities entailed by the Economic Partnership Agreement between the EU and Japan. Meetings will also be held with representatives of major Japanese corporations. The talks are aimed at identifying trade and investment projects of mutual interest. Last year, the bilateral trade amounted to 710 million US dollars. The main Romanian products exported to Japan included tobacco, wood, honey, vehicle components and accessories, clothes, pharmaceuticals and electrical appliances, whereas Romanias imports from Japan consisted in automobiles, tools and equipment, metal and chemical products, optical and photographic equipment and devices.




    FESTIVAL The 11th Film and Histories Festival continues in Rasnov, central Romania. Until July 28th, a special new venue in the centre of the town will be hosting film screenings, theatre performances, Baroque and rock music concerts. Conferences and roundtable talks will also be organised, on topics such as the 1989 Romanian Revolution, economic freedom, the music of freedom, freedom won and lost, cinema and freedom. Other topics approached include the Romanian migration, Europes post-Brexit future, the digital society and minorities. The 50th anniversary of the first Moon landing and the 70th anniversary of the founding of NATO will also be marked. The 2019 edition of the Festival will also host a Summer School for 72 university students and 23 high school students from Romania and the neighbouring Republic of Moldova.




    HOLIDAY In a military and religious ceremony held in Bucharest on Romanian Aviation Day, celebrated every year on 20th of July, the Romanian Defence Minister Gabriel Les thanked the Romanian military and civil aviators for their devotion and paid tribute to those who sacrificed their lives. On the same day, Orthodox and Catholic Christians in Romania celebrated Prophet Elijahs feast day. According to the Bible, the prophet lived nearly 2,800 years ago and brought back faith in the Hebrew God among the people of Israel. Elijah did not die like a human, but was taken to heavens in a chariot of fire. Due to this biographic detail, St. Elijah is the patron saint of the Romanian Air Forces. Nearly 130,000 Romanians also celebrated their name day on Prophet Elijahs Feast Day.



    PHYSICS Romanias team, made up of 4 students from Bucharest, Iaşi (north-east), Timişoara (west) and Baia Mare (north), won 3 gold medals and a silver medal in the first edition of the Balkan Physics Olympiad, held in Thessaloniki, Greece between July 14th and 18th, the National Education Ministry announced. Taking part were secondary school and high school students aged 16 or under at the time of the competition. Eleven countries attended this first edition of the Olympiad.




    YOUTH Romania will be represented by 103 athletes in the 15th Summer European Youth Olympic Festival, held between July 21st and 27th in Baku (Azerbaijan). The Romanian Olympic and Sports Committee announced the participants are athletes aged between 14 and 18, who will take part in the athletics, cycling, artistic gymnastics, handball, swimming, judo, wrestling, tennis and volleyball events. The Committee also says the Romanian delegations objective is to come home with 8 to 10 medals from Baku.

    EUROPEAN PROSECUTOR – According to a communiqué issued by the Romanian Presidential Administration, in a phone conversation on Friday, the French President Emmanuel Macron told the Romanian President Klaus Iohannis that he would withdraw the candidacy of Jean Francois Bohner and support the Romanian Laura Codruta Kovesi as European Chief Prosecutor. Previously, the European Parliament had recalled its support for the former head of Romanias National Anticorruption Directorate. The European Parliament decided in spring to support Laura Codruta Kovesi, but the Council of the EU preferred the French candidate Jean-Francois Bohnert. Several rounds of negotiations between the delegations of the two institutions have ended in no result. According to the Regulation establishing the future European Public Prosecutors office, “The European Parliament and the Council shall appoint by common accord the European Chief Prosecutor for a non-renewable term of 7 years.”



    JHA – On Thursday and Friday, the Romanian Justice Minister Ana Birchall participated in the informal meeting of the Justice and Home Affairs Council in Helsinki, the first organized by the Finish Presidency of the Council of the EU. According to a communiqué issued by the line ministry, the Romanian official said that, in the past years, Romania had paid growing attention to alternatives to detention, as viable solutions to the development of judicial cooperation in criminal matters. The minister also said that the Finish Presidency would continue the discussions started by the Romanian Presidency in the first half of the year, with regard to the path to be followed in that respect. Topics of common interest were discussed at the meeting in Helsinki, such as strengthening the rule of law, the independence, quality and effectiveness of the national justice systems and the importance of fair trials, as well as detention and alternatives to detention against the background of judicial cooperation.



    MINISTERIAL – At the Ministerial to Advance Religious Freedom, organized by the US Department of State in Washington, the Romanian State Secretary Maria Magdalena Grigore has stressed the fact that Romania will always be a supporter and promoter of religious freedom and tolerance, reads a communiqué issued by the Romanian Foreign Ministry. We believe that ethnic and religious diversity are sources of development, which enrich any culture or society, and the recent visit paid by Pope Francis to Romania confirmed the inter-confessional harmony in the country, the Romanian official also said. The ministerial conference gathered some 100 foreign ministers and high-ranking government officials from all over the world. The participants discussed current challenges to religious freedom and analyzed and identified concrete means to fight religious persecution. The meeting, hosted by the Secretary of State Mike Pompeo, is the largest event of its kind in the world. Romania adhered to two of the declarations adopted at the conference, one concerning the respect for religion and faith, and the other one on the protection of places of worship.



    FINANCING – The Romanian Finance Ministry has finalized the external financing plan for this year, by collecting 2 billion Euros from the second issue of Euro-bonds in 2019, the institution announced on Friday. The issue was oversubscribed 2.6 times, and the ministry speaks of a balanced presence of European and American investors. Finance Minister Eugen Teodorovici has stated that the interest in the Eurobonds issued by the Romanian state confirms investors long-term trust in the performance of the Romanian economy.



    DEFICIT – In the first quarter this year, Romania registered the highest government budget deficit in the EU. According to Eurostat, public spending was higher than revenues, with 4.5% of the GDP, against a European average of only 0.6%. Romania ranked first also with regard to the increase in the government budget deficit compared to the last quarter of last year, with an increase of 1.7%. As regards the government debt against the GDP, at the end of the first quarter this year Romania was among the countries with the lowest levels, being one of the 13 countries that registered a drop.



    FESTIVAL – The 11th Rasnov Histories and Film Festival kicked off on Friday, to last until the 28th of July. Spectators will have the opportunity to watch film screenings, theatre performances, rock and baroque music concerts, held in a special place in the center of the town. The festival will also host debates on topics such as the 1989 anti-Communist revolution, economic freedom, the music of freedom, earned freedom – lost freedom or cinema and freedom. Romanian emigration, the future of Europe after Brexit, digitization and minorities are other topics to be approached. The festival will also mark 70 years since the setting up of the North Atlantic Alliance and 50 years since the first moon landing.
