    November 20, 2024 UPDATE

Schengen – The Romanian Interior Minister, Cătălin Predoiu on Wednesday talked, during a video conference, with his Hungarian counterpart, Sandor Pinter, on the subject of Romania’s accession to the Schengen area with land borders. The Romanian official stated that a good opportunity was created for the meeting that will take place in Budapest on November 22, in which the European Commissioner for Home Affairs, Ylva Johansson, will also participate. With this discussion, I concluded a set of three successive meetings with the Austrian minister, Gerhard Karner, the Bulgarian minister, Atanas Ilkov, and the Hungarian minister, Sandor Pinter, in which I intended to harmonize the positions, so that the Budapest meeting should result in a new step forward for Romania’s accession to Schengen with land borders, Catalin Predoiu added.

Commissions – The Romanian Parliament approved, with a large majority of votes, the setting up of two commissions of inquiry to investigate the expenses made by the Presidential Administration in the last 10 years and to ‘investigate the real estate mafia’. The first commission was initiated by the social-democratic groups in the governing coalition with the liberals. The members of the commission want to find out, among other things, the sums paid by the Presidential Administration for the rental of planes, for the internal and external travel of the president of the country or the expenses incurred for the development of the golf courses pertaining to protocol villas. The other commission of inquiry, initiated by the National Liberal Party starting from the Nordis case, aims to identify the ways in which homes in the project stage were sold to two or more people and to identify the mechanisms through which homes promised to bona fide buyers are later resold through fictitious companies. The mandate of the current parliament will end at the end of this year, so the two commissions only have time to investigate until the winter holidays.

Ukraine – The Romanian Embassy in Kyiv has taken additional measures to ensure the protection of its staff. The Romanian Foreign Ministry says that the activity was limited to emergency actions, in coordination with the diplomatic missions of the other allied and EU member states, considering the security developments in Ukraine. The situation is constantly monitored and, in consultation with the Ukrainian authorities, the measures will be adapted according to developments. Ukraine used, on Tuesday, for the first time, American ballistic missiles against a target on the territory of Russia, as a result of the permission received from the Biden administration, which is at the end of its mandate. A thousand days after the beginning of the Russian invasion, the European Parliament promises Ukraine that the EU will stand by it as long as necessary. The Ukrainian leader, Volodymyr Zelensky, stated that, without European aid, Ukraine would have fallen under Russian occupation.

Football – The Romanian national football team won the match with Kosovo 3-0 after the latter abandoned the match, the European Football Union announced on Wednesday. The Kosovo players abandoned Friday’s game in Bucharest, from the League of Nations, with only a few tens of seconds before the end, at the score 0-0. They motivated their decision by the fact that some spectators chanted “Serbia, Serbia”. Kosovo has declared its independence, but it is not recognized by Serbia or Romania. The team from Kosovo left the field for the same reasons in the match between the two teams in September 2023, in the EURO 2024 preliminaries, but later the Kosovo players returned to the pitch after about an hour and the match could end (2-0 for Romania). Following UEFA’s decision on Wednesday, Romania finished C2 with 18 points and promoted to League B. Kosovo ranked second with 12 points, Cyprus finished third with 6 points and Lithuania is on last position, without any point.

According to MApN, the aircraft join the 16 planes already in Romania to strengthen the training capacity of the Center, which currently has a total of 18 aircraft of this type. By establishing the European F-16 Training Center, Romania has committed to providing a high-quality training environment, with access to state-of-the-art technical resources and know-how, not only for Romanian pilots, but also for those from allied and partner states, including Ukraine. The F-16 Center contributes to the creation of common operational standards and to strengthening the capacity of the North Atlantic Alliance to face the complex challenges in the Black Sea region and in Eastern Europe. Support for Ukraine

With the number of casualties on the rise, ammunition and troops in short supply, with US financial aid stalled and the prospect of Donald Trump’s presidency on the horizon, Ukrainians are fearful, after two years of war, of what the future may have in store for them. Kyiv recognizes that the situation is extremely difficult for its forces but remains equally determined to win. “Ukraine will succeed” President Volodymyr Zelensky stated, on February 24, with the same conviction as in the first days of the conflict, from Hostomel airport, captured by the Russian troops in the first hours of the invasion and the scene of violent fights. The EU remains just as determined in its support for Kyiv. More than ever, we strongly support Ukraine – financially, economically, militarily, and morally. Until the country is finally free, said the president of the European Commission, Ursula von der Leyen, who welcomed the extraordinary resistance of the Ukrainian people. Going to Kyiv together with the Italina Prime Minister, Giorgia Meloni, the Prime Minister of Belgium, Alexander De Croo, and the Prime Minister of Canada, Justin Trudeau, the head of the EC announced the transfer to Ukraine, in March, of a first tranche of the macro-financial aid worth 50 billion Euros offered to Kyiv from the EU budget until 2027.

At the end of a G7 video conference summit led from Kyiv by the Prime Minister Giorgia Meloni, the leaders of the seven most developed countries promised on Saturday that they would support Ukraine as long as needed, adding that they would look for ways to make Russia pay for the damage caused by the invasion. The G7 countries also committed “to act against third parties that materially support Russia’s war, including by imposing new measures against entities in third countries”. ‘We urge the approval of additional aid to cover Ukraine’s outstanding budget needs in 2024’ the G7 statement also said, alluding to the blocking by the Republicans in the US Congress of the additional 61.4 billion dollars financial assistance package requested by the Democrat President Joe Biden.

On Saturday, in Kyiv, President Zelenski signed, on the other hand, bilateral security agreements with the Italian and Canadian prime ministers. Italy and Canada thus joined Great Britain, Germany, France and Denmark in concluding a 10-year security agreement with Kyiv – agreements meant to strengthen Ukraine’s security until it becomes a NATO member. Also on Saturday, one day after the EU approved its 13th package of sanctions against Russia, Britain announced a 245-million-pound-sterling worth of financial package to help Ukraine rebuild its ammunition stocks. The Romanian Prime Minister in Ukraine

The one-day visit by the Romanian delegation headed by Prime Minister Marcel Ciolacu to the neighboring Ukraine, invaded by the Russian troops, has occasioned the signing of a memorandum on strengthening cooperation and ensuring the safe transit of the Ukrainian products towards the world markets. This also includes an appendix for the strategy of developing the road infrastructure and the border checkpoints between the two countries. The European Commission has promptly hailed the agreement in Kyiv, which confirms the consistent support Romania gives to Ukraine in order for the latter to export its farm and industry products, a major source for war expenses.

“Romania has a pivotal role in the functioning of the Solidarity Lanes and is engaging constructively with all the parties concerned, including through the EU-Ukraine Solidarity Lanes Joint Coordination Platform. The Commission encourages such close cooperation between the EU Member States and Ukraine”, a communiqué of the EU Executive says.

During the meeting between Marcel Ciolacu and Denis Shmyhal an agreement has been signed for the construction of a road bridge over the Tisa River as well as a series of documents on cooperation in the fields of defence and pharmaceutics industry. In Kyiv, the Romanian Prime Minister has been received by the head of state Volodymyr Zelensky and held talks with Parliament chairman Ruslan Stefanchuk

Ciolacu has reminded the hosts that in order to join the EU, Ukraine must comply with clear principles including the rights of minorities. Over 400 thousand ethnic Romanians are living in the neighboring country mostly in northern Bukovina, the north and south of Bessarabia and the Hertza Land, all Romanian territories annexed through an ultimatum by the Stalinist Soviet Union back in 1941 and inherited by Ukraine as a successor state in 1991.

After the invasion, numerous ethnic Romanians have gone to fight for Ukraine in the war against Russia.

The good news with which Ciolacu came back was that the authorities there no longer recognize the so-called Moldovan language, under which Romanians used to be discriminated against. Rejected by all the linguists, the concept of the Moldovan language was coined in the first years of the Bolshevik regime out of a purely ideological reason: the creation of a false ethnic identity, which should legitimize Moscows imperialist tendencies. Even the last head of the political police KGB in the Republic, General Tudor Botnaru, admitted more than three decades ago, that “everything had been made to diminish the love for a literary Romanian language in order to promote primitive Moldovan principles.”

Earthquake — 46 years were marked on Saturday since the devastating earthquake of March 4, 1977, in Romania. The earthquake, with a magnitude of 7.4 on the Richter scale, was strongly felt throughout the country, especially in the south and east. More than 1,500 people lost their lives then, most of them in Bucharest. Most of the deaths in Bucharest occurred as a result of the total or partial collapse of dozens of buildings. The 1977 earthquake had its epicenter in the Vrancea area (east), the most active in Romania. However, recent earthquakes in the south, where such phenomena are very rare, prompted the authorities to start a national campaign to evaluate the buildings where schools and hospitals are operating, to see if they are vulnerable to earthquakes. If this is the case, they will be refurbished, after previously identifying the funding sources. In Bucharest, the first rapid visual evaluations of buildings ahead of the consolidation process are to begin by September. Among the buildings that will have priority are the blocks of flats with at least three stories built before 1968, as well as the buildings where educational or medical units are operating. The Minister of Development, Public Works and Administration, Cseke Attila, declared on Saturday that almost 400 buildings from all over the country that are to be consolidated currently benefit from over 6 billion lei (about 1.2 billion Euros) worth of funding from national and European funds.

The repatriation of the body will be carried out after the completion, by the Greek authorities, of all the specific procedures in such special situations, shows a Foreign Ministry press release. who had convened in Brussels, to step up arms deliveries for his country to be
able to move faster than Russia, which invaded Ukraine a year ago. We need

without a free Ukraine. He has also called on the EU leaders to support Kyiv’s
peace plan and hold the Kremlin accountable. Zelensky has also asked for new
sanctions against Moscow, which should focus, among other things, on the
Russian defence industry. Earlier he had told the European MPs that the defence
of the Ukrainian territory against the Russian invasion was the defence of
Europe. The Ukrainian president is on a European tour, which also took him to London
    and Paris.

MEETING According to the president of the European Council, Charles Michel,

TOLL The death toll of the earthquakes that hit
Turkey and Syria on Monday continues to rise, exceeding 20,000 dead on
Thursday, and the chances of survival for the people trapped under the rubble
are diminishing. The bad weather and cold are complicating the rescuers’ task,
given that the first 72 hours are crucial to find survivors, according to the
head of the Turkish Red Crescent, Kerem Kinik. Twitter has become inaccessible
to Turkey’s main mobile telephony providers amid growing online criticism of
the authorities’ handling of the tragedy. We had difficulties at the
beginning with the airports and on the roads, but we are better today and
tomorrow we will be even better – President Recep Tayyip Erdogan said on
the eve, apparently to defuse the population’s anger over the slow reaction of
his regime. In power since 2003 and a candidate for a new mandate in the May

Growth. Romanian Prime Minister Nicolae Ciucă has announced that,
according to data from the National Commission for Strategy and Prognosis, the
Gross Domestic Product in 2022 increased by 49 billion euros compared to 2021.
He added that, regarding the economy, the forecast for 2022 is also favorable,
with an increase of 2.8%. The Prime Minister has also appreciated the role that foreign investments played
in the Romanian economy last year and the effective absorption of European
funds. Nicolae Ciucă highlighted the importance of dialogue with the
entrepreneurial environment in the country and supporting Romanian capital. The
Prime Minister has announced that farmers will have more than 100 million euros
available under the state aid scheme for reducing the excise duty on diesel
fuel used in agriculture. In turn, the
Minister of Finance, Adrian Câciu, has stated that Romania has changed the type
of economic engine, moving from a ‘slow’ one from the period of the COVID-19
pandemic, to a sustainable one, based on economic incentives.

Aid. This year, the state will
grant aid worth 1,400 lei for the payment of energy, heat, gas or wood bills to
certain vulnerable categories in Romania: pensioners, people with disabilities
who have low incomes, beneficiaries of social aid and families receiving
support allowance. There is only one condition: the net income of a family
member should not exceed 2,000 lei (approx. 410 Euros). This aid will be

Kyiv. Ukrainian authorities have announced the intention to
open new crossing points on the border with Romania, in the Chernivtsi region,
to facilitate the transport of goods and the movement of people, after the latest
traffic jams. According to the Ukrainian authorities, in addition to the
Dyakivtsi-Rackovets crossing point, which will be put into use in the coming
period, two more new customs points are being prepared: the one between Sepit
and Izvoarele Sucevei and another between Rusca and Ulma. They have not been
operating since 2010. The traffic through the Siret border crossing, which had
recorded unprecedented values, is much smoother than at the end of last year,
when there were queues of over 40 kilometers on the Ukrainian side, but there
are still problems due to power cuts
caused by the situation in neighboring Ukraine.

Military. Less than 20 kilometers from the border with Ukraine, the
Leclerc tanks, the main means of attack of the French battle group deployed in
Romania, have arrived at the Smârdan shooting ground in Galati (south-east).
The place is hosting an extensive training exercise, for which approximately
600 French soldiers have been mobilized, with 200 combat vehicles. The
Smârdan exercise is the largest currently carried out by NATO on the eastern
border of the EU. On Friday, the Romanian Minister of Foreign Affairs, Bogdan
Aurescu, and his counterparts from France and the Netherlands, Catherine
Colonna and Wopke Hoekstra respectively, will visit the Getica National
Training Center in Cincu (center). According to the MFA, the program of the
ministers’ visit will include interactions with military personnel, especially
French and Dutch, and visits to several military facilities jointly used by the
    allied troops deployed in Romania.

Ukraine. Now that the United States and Germany have pledged to send
advanced tanks to Ukraine, their rapid delivery in sufficient numbers is vital
for defense against Russia, President Volodymyr Zelensky said, thanking the allies for their decision. The United
States and Germany announced on Wednesday that they would send Abrams and
Leopard 2 tanks to Ukraine. The decision, long awaited in Kyiv, would help the
Ukrainian army in a potential spring counteroffensive against the Russian
forces in the occupied territories. Moscow said that sending tanks to Ukraine would
    be a dangerous provocation.

Infections. In Romania, last week the number of cases
of respiratory infections decreased to a quarter the number recorded the
previous week, down to 103 thousand. This number is, however, 21% higher than
the weekly average between 2015 and 2020. The National Institute of Public
Health announced that over 4,500 cases of influenza were registered, most of
them in Bucharest. Since the start of the winter season, 36 people have died
from the flu, and nearly 1.5 million have gotten flu shots. Some hospitals are
still overcrowded, even though the number of cases has decreased. (MI)

    December 22, 2022 UPDATE

Commemoration. Events commemorating the anti-communist revolution of 1989 continue in Romania. Religious ceremonies and laying of flowers have been heldin all major cities across the country. December 22, 1989 was the day when tens of thousands of people took to the streets and forced dictator Nicolae Ceaușescu to flee the country in a helicopter that took off from the building of the former Central Committee of the Communist Party. The revolution that toppled the communist regime broke out in the capital city on December 21 with a huge rally staged by Nicolae Ceaușescu, who thus hoped to appease the population and stay in power. The rally turned violent and the memory of the heroes who were killed that day was honored on Wednesday through ceremonies and laying of flowers in emblematic venues. President Klaus Iohannis paid a floral tribute at the roadside cross in University Square, also observing a moment of silence. We recall that the spark that ignited the 1989 anti-communist revolution was lit in Timișoara, western Romania. The revolution quickly spread to Bucharest and other cities. Overall, 1,000 people were killed and some 3,000 wounded in clashes with the security forces. Romania is the only country in Eastern Europe where the transition from communism resulted in bloodshed.

Diaspora. Bucharest is hosting the conference titled “Romania beyond the borders”, organized by the Alliance for the Union of Romanians (AUR). The meeting with representatives of Romanian communities abroad is designed to identify clear-cut and realistic solutions to some of the problems facing the Romanian diaspora today. The conference put up for debate a few of the most important measures and decisions Romania needs to take with respect to Romanians living abroad: boosting the number of polling stations abroad to provide Romanians with real chances of casting their vote, providing unconditional protection to every Romanian citizen abroad, introducing dedicated classes of Romanian language, culture and history addressing children and young people living abroad by cooperating with Bucharest authorities and host countries, as well as making more consular staff available and providing them with special training. Other measures include simplifying proceedings for unlocking activities in Romanias representative offices abroad or opening community centers in the Diaspora that should hire qualified staff to provide legal and administrative counseling.

EU funds. The European Commission has allocated 9.6 billion euros to Romania for the Transport Program. The main objective is to bridge the gap in the development of Romanias transport infrastructure, ensuring at the same time the achievement of the European objectives of sustainable and safe mobility. One of the projects under the “new investment projects” chapter, according to the approved plan, is the A13 Bacău (northeast) – Braşov (center) highway, with a funding of almost 2.4 billion euros. Under the Transport Program, the financial support is aimed at improving road connectivity, increasing road safety, the efficiency of Romanian railways, the attractiveness of rail passenger transport, the development of sustainable mobility in urban nodes, but also naval and multimodal (combined) transport.

Ukraine. Support for Ukraine is not an act of charity, but an investment in global security and democracy, Ukraines president Volodymyr Zelensky said in a speech before the US Congress. The Kyiv leader also called for maintaining support for Ukraine. Washington is by far Ukraines most important weapons supplier, and American equipment delivered to Ukraine, such as Javelin anti-tank systems or HIMARS missile launchers, have been instrumental in repelling Russian attacks. On this occasion, the United States have promised a new assistance package worth 1.85 billion USD, which includes an anti-air missile system, requested by Ukraine a while ago, considering that cities and infrastructure are constantly targeted by Russian shelling. During his meeting with president Joe Biden, Volodymyr Zelensky said it will take more Patriot systems to fend off Russian attacks. Zelenskys surprise visit to Washington occurred 300 days since the start of Russias invasion, and was his first visit abroad since the start of the war on February 24.

Minorities. The Romanian Ministry of Foreign Affairs terms as regrettable the fact that the law on national minorities in Ukraine was adopted by the Supreme Rada in Kyiv, in the absence of a new consultation of the Venice Commission. It is also regrettable that the law was adopted in the absence of an adequate consultation of the representatives of the Romanian community in Ukraine, as requested by the authorities in Bucharest, says the MFA. According to the cited source, the Romanian side constantly invoked in the contacts with the Ukrainian side the promise of the president of Ukraine, Volodymyr Zelensky, according to which the people belonging to the Romanian community in Ukraine would benefit from the same treatment that the people belonging to the Ukrainian community benefit from in Romania. Adopted a few days ago, the law does not solve the problems of education in the Romanian language and does not give minorities more rights.

Holidays. The Romanian Ministry of the Interior announced, on Thursday, special measures to maintain public order on Christmas and New Years Eve. According to the source, over 24,500 policemen, gendarmes, border guards, firefighters and employees from other structures will be mobilized every day. The traffic police will act with 290 radar devices and with devices that signal the consumption of alcohol and prohibited substances while driving. As the authorities expect a new wave of tourists in the mountain resorts of the Prahova Valley (south-central), they announce that they have also trained specialized teams of mountain gendarmes. HANDBALL Romania’s national handball side on Wednesday qualified for the main
groups of the European Championship – EHF EURO 2022 after a 31-23 win against

against France and the Netherlands, have managed to qualify for the
competition’s next stage after securing a win in the second half of the game. The

and Montenegro over November 4-20. Romania has participated in all these
editions with the exception of 2006, the best result being the bronze medal

BORDER Romania has been actively supporting us in the fight
against the aggressor, Romania supports the idea of setting up an international
tribunal and is supporting our future – Ukraine’s Prime Minister Denys Shmyhal
said in the opening of the border checkpoint in Vicovul de Sus, Romania and
Krasnoilsk, Ukraine. Our citizens will come back through these border
checkpoints and the consistent humanitarian aids from the EU countries are coming
to our people also through these border checkpoints. According to him another
seven checkpoints are planned to open at the common border. In these special
moments Ukraine is going through, tragic moments after the Russian aggression,
we need to show solidarity and unity – Romanian Prime Minister Nicolae Ciuca
has said. According to him the mobility of people and goods has become of vital
relevance as the illegal, planned and unprovoked aggression of the Russian
Federation is having disastrous effects upon the Ukrainian citizens and the
government in Kyiv. The aforementioned border checkpoint is the first between
Ukraine and an EU member after the beginning of the Russian invasion.

Saturday at the Brongniart palace. According to the presidential
administration, the debates during the forum will be focusing on major topics
on the international agenda such as geo-political conflicts with global
consequences, the aggravation of the climate change, the succession of the

participate in a panel entitled Present and future – how to manage the effects

FLAG DAY Events are organised in county capitals and in Romanian
localities hosting military units, to celebrate National Flag Day on the 26th
June. National Flag Day was introduced to mark the day in 1848 when the
revolutionary government proclaimed the red, yellow and blue flag as the
national colours of all Romanians. National Flag Day was introduced under a
    1998 law.

REFUGEES The Romanian Border Police announced that on the 25th
June, 12,570 Ukrainian nationals (down 2.6% since the previous
day) crossed the border into Romania. Since Ukraine’s invasion by the Russian
army on the 24th February, until midnight Saturday, Romania received 1,324,823 Ukrainian
citizens. Of them, 80,000 chose to stay in Romania and benefit from the
protection and safety provided by the Romanian authorities, the PM Nicolae
Ciucă said. The government of Romania came up with a national protection
and inclusion plan addressing the Ukrainian nationals that benefit from
temporary protection. The plan includes children’s access to education and
access to jobs for the adults.

UKRAINE Heavy blasts were heard on Sunday at dawn in Kyiv,
affecting a residential compound near the centre of the city, international
news agencies report. The incident comes hours before the opening of a G7 summit
in Germany, discussing the situation in Ukraine. Kyiv had previously been hit
in early June, while another shelling was reported in late April, during a
visit by the UN secretary general Antonio Guterres.

MOLDOVA Russia’s ex-president and PM Dmitri Medvedev threatens the
Republic of Moldova that it will see its natural gas supplies cut and exports
of agri-food products to the Russian market banned, if Chişinău joins the
West’s economic sanctions against Moscow. Medvedev, currently vice-president of
the Security Council, posted on his Telegram channel an extensive article on
the Republic of Moldova, which Thursday was recognised as a EU candidate country.
According to Radio Romania’s correspondent in Moscow, Medvedev says the
accession process may take decades, which makes Moldova’s annexation by Romania
an easier option. And, Medvedev argues, both Bucharest and Chişinău are making
efforts in this respect. He mentioned a recent joint meeting of the parliaments
of the 2 countries and said the president of Moldova, pro-Western Maia Sandu, would
be ready to renounce the country’s independence. Medvedev also argues that
these plans are supported by the US and the EU. Founded on part of the eastern
Romanian territories annexed by Stalin’s Soviet Union in 1940, today’s R. of Moldova
declared its independence from Moscow in 1991.
