VISIT The president of Romania Klaus Iohannis, currently
on an official visit to the United Arab Emirates, Sunday travelled to Masdar
City, a model of sustainable urban development with solutions centered around
energy efficiency and environment protection. The Romanian official was presented
solutions for transport and urban cooling and ventilation, building energy
generation and optimum usage of natural light in schools and research
institutions. The solutions tested in Masdar City may be an inspiration for
other cities increasingly interested in sustainability, including in Romania. Contributions
to these solutions come, among others, from Romanian researchers as well,
affiliated to research institutes in Masdar City, the Romanian presidency said
in a news release. President Iohannis will be in the UAE until Tuesday, at the
invitation of his counterpart, Sheikh Mohamed bin Zayed Al Nahyan. The main
goals of the visit include strengthening the political and diplomatic dialogue
on topics of mutual interest, encouraging bilateral economic relations, which
are already on a significant positive trend, and attracting investments in the
Romanian economy through projects in fields like infrastructure, energy,
climate change, cybersecurity and food security.
REFUGEES The Romanian Border Police Inspectorate General
announced that on Saturday as many as 86,342 people entered Romania using
border checkpoints around the country. Of them, 8,510 were Ukrainian nationals.
Since February 10, 2022, two weeks before the Russian invasion of their
country, nearly 3.8 million Ukrainian citizens have entered Romania. Most of them have
travelled further on to western European countries, but around 100,000 of them
have chosen to stay in Romania, according to the authorities in Bucharest.
DIPLOMACY The Romanian diplomacy chief Bogdan Aurescu takes part on
Monday in the Foreign Affairs Council, a meeting of EU foreign ministers in
Brussels. He will also attend the joint meeting of EU foreign and defence
ministers, as well as in a conference of international donors for Turkey and
Syria, in the aftermath of the February earthquakes. The Foreign Affairs
Council will focus on Russia’s aggression against Ukraine, the dialogue between
Belgrade and Pristina, the situation in Tunisia and the latest developments in
Iran. Bogdan Aurescu will plead for continuing multidimensional support for Ukraine,
both at EU level and from the member states, with a focus on the quick
provision of military equipment and training for the Ukrainian army. According
to the Romanian foreign ministry, Mr. Aurescu will also support a consolidation
of the sanctions against Russia and a more efficient implementation of current
restrictions.
MILITARY Over 3,000 troops from Romania and 12 Allied and partner
states will take part in the Sea Shield 2023 multinational exercise, the most
complex event planned and spearheaded by the Romanian Navy this year. Taking
part in the event between March 20 and April 2 are forces from Albania,
Bulgaria, France, Georgia, Greece, Poland, Portugal, UK, the Netherlands, the Republic
of Moldova, Romania, the US and Turkey. The exercise contributes to promoting
Romania’s interests and initiatives at regional and international level, as
well as to enhancing inter-operability among the participating countries. Sea
Shield, a complex concept designed for the training of NATO forces, was
proposed by Romania at NATO’s summit in Warsaw in 2016, to boost security on
the Eastern flank.
HANDBALL Romania’s women’s handball champions, Rapid Bucharest, were
defeated on Sunday by Slovenia’s Krim Ljubljana, 29-24, in the first leg of the
playoffs for the Champions’ League quarter-finals. The second leg takes place
in Bucharest. This is Rapid’s first presence in the Champions’ League, and the
match against the Slovenian champions is also the team’s first march in European
competitions with the Danish manager Kim Rasmussen, who replaced Carlos Viver (Spain).
If they qualify into the quarter-finals, Rapid will be facing Kristiansand (Norway).
Romania’s vice-champions, CSM Bucharest, have already qualified into the
quarter-finals, where they will take on the winner of the playoff between the

Timişoara – The city of Timişoara, in western Romania, officially becomes, as of today, for one year, a European Capital of Culture. Approximately 16,000 people are expected to participate in the 130 events taking place this weekend, on the occasion of the official opening of the program. The entire city will be animated by concerts, exhibitions, street performances, theater plays, film screenings and workshops, all under the slogan “Shine your light — Light up your city!” More than 100 Romanian and foreign officials, including about 40 ambassadors, the Prime Minister Nicolae Ciucă and the European Commissioner Adina Vălean have confirmed their participation in the opening gala at the Palace of Culture in Timișoara. Moreover, Adina Vălean will hand the local authorities the “Melina Mercouri” award, worth 1.5 million Euros, which is awarded to cities that have fulfilled their commitments in the “European Capitals of Culture” program.
Chişinău – The new government of the Republic of Moldova (with a majority Romanian-speaking population) was inaugurated and sworn in before the pro-Western president Maia Sandu. Prime Minister Dorin Recean warned that in the coming period the intensity of hybrid attacks by the Russian Federation was likely to increase and that, in the event of an aggression, the neutrality status of the Republic of Moldova did not provide any guarantees. Radio Romania’s correspondents in Chişinău note that the government led by Recean will have to face not only a security situation complicated by the war in neighboring Ukraine, but also the economic and energy crises. The Romanian Prime Minister, Nicolae Ciucă, congratulated Recean for the vote obtained and for assuming the responsibility of leading the Government of the Republic of Moldova, and gave assurances regarding the continuation of the dialogue and the identification of support solutions for the European path.
Rome – The Speaker of Romania’s Chamber of Deputies, Marcel Ciolacu, continues his visit to Italy today. He is to meet with the Interior Minister, Matteo Piantedosi, and then he will meet with representatives of the diocesan communities in the Lazio Region. On Thursday, the Romanian official talked with the mayor of Rome, Roberto Gualtieri, about the organization of a bilateral economic forum in Rome. Marcel Ciolacu has said that Italy is Romanias second important commercial partner, and Rome is ‘home to over 200,000 Romanian citizens’. Also on Thursday, the president of the Chamber of Deputies met in Rome with his Italian counterpart, Lorenzo Fontana.
Conference – The Romanian Defense Minister, Angel Tîlvăr, and the Foreign Minister, Bogdan Aurescu, are participating, from Friday until Sunday, in the Munich Security Conference (MSC), a representative forum for discussions on the current dynamics of international security. Bogdan Aurescu participates, as the main speaker, in the round table Security in the Black Sea Region: From Cyberstorm and Brinkmanship to Border Confrontation?, organized by the think tanks New Strategy Center (NSC) and Center for European Policy Analysis (CEPA). Minister Angel Tîlvăr participates in the conference sessions focused on regional security developments, the implications of Russias war of aggression against Ukraine, as well as regional stability and security. He will also attend the debates on the conference report (Munich Security Report), a document that highlights the profound changes in the security environment and the consequences of the unprovoked and unjustified war waged by Russia in Ukraine. Among the guests are prominent personalities from NATO, the EU, the UN and other international organizations, as well as important global decision-makers.
Earthquake – A moderate earthquake, with a magnitude of 4.3, occurred on Friday in Gorj county (southwest Romania), at a depth of 15 kilometers, according to the data of the National Institute for Earth Physics. The intensity of the earthquake was revised from 4.4 to 4.3 degrees, following the operators calculations. On Tuesday, a 5.7 magnitude earthquake occurred in Gorj county, the largest ever produced in that area. The day before, the area was shaken by a 5.2 magnitude earthquake. On March 4, 1977, an earthquake with a magnitude of 7.2, the worst to hit Romania, resulted in the death of 1,570 people, most of them in Bucharest, and caused property damage estimated at over two billion dollars at the time. The earthquake generated an economic and social crisis that, according to historians, the communist dictatorship of the time could not overcome until its collapse in 1989. (LS)

School — School starts on Monday after the winter holidays, and the resumption of classes takes place in the context of a growing number of respiratory infections. Romania is in a state of moderate epidemic alert due to the flu, and the authorities decided that the directors of educational units should send recommendations to parents on how they can recognize the symptoms of such infections, in order to determine whether or not it is necessary to send their children to school. School inspectorates have the obligation to designate a person responsible for permanent communication with the public health departments and to inform the Education Ministry about any exceptional situation from an epidemiological point of view found in educational units. The school managements have the obligation to carry out the daily triage of pupils at the beginning of the first class, in each shift, to provide the necessary materials for the periodic disinfection of hands and surfaces and to periodically ventilate the rooms.
Timisoara – The first event within the “Timişoara – European Capital of Culture 2023” project is scheduled for Monday, when the vice-president of the Commission, Margaritis Schinas, will officially hand over this title in a ceremony at the Acropolis Museum in Athens. This year, Timisoara (western Romania) is one of the three European capitals of culture, along with the cities of Elefsina in Greece and Veszprém in Hungary. The official opening of the event will take place between February 17 and 19, and throughout the year no less than 50 shows, concerts, film premieres, exhibitions and other forms of cultural manifestation have already been included in the calendar of events. Participating are more than 2,500 artists from the country and abroad.

WB — The World Bank is worried that new adverse shocks could push the global economy into recession this year, with small countries being particularly vulnerable, Bloomberg reports. The warning is included in the biannual Global Economic Prospects report, which is to be published on Tuesday. Even in the absence of another crisis, global economic growth this year is expected to slow down significantly, reflecting the tightening of the monetary policy to counter high inflation, the worsening financial conditions and the continued disruption caused by Russias invasion of Ukraine, the report shows. And the managing director of the International Monetary Fund, Kristalina Georgieva, started the year 2023 by warning that the world would face a more difficult year than the previous one. One third of the world economy will be in recession because the US, the EU and China are slowing down simultaneously, the head of the IMF estimated.
Ukraine — New bombings took place in several parts of Ukraine, after the end of the 36-hour truce unilaterally decreed by Russia during the Christmas period. Ukrainian officials said at least one person was killed in the Kharkov region. Explosions were also reported in the southern cities of Zaporizhzhia and Melitopov. In the east, Russia continued to attack Ukrainian positions even during the truce, the BBC reports. President Volodymyr Zelensky has stated that that is proof of how false Moscows words are and that peace will be restored only after the Russian forces are expelled from his country.
Tennis — The Romanian tennis player Sorana Cîrstea managed to reach the main singles draw of the Adelaide International 2 (WTA 500) tournament in Australia, with total prizes of over 780,000 US dollars, after defeating the Estonian Kaia Kanepi on Sunday, in the last round of the qualifications. Instead, Ana Bogdan missed the tournament after she was defeated by the Czech player Katerina Siniakova. Another Romanian, Irina Begu, is directly qualified for the main singles draw, where she will face the Australian Storm Hunter. Begu reached the semifinals at Adelaide International 1 (WTA 500), where she was eliminated by the one who won the tournament, the Belarusian player Arina Sabalenka.
Protests – Approximately 10,000 Israelis participated, on Saturday evening, in Tel Aviv, in protests against the new right-wing government. Many Israelis accuse the administration led by Prime Minister Benjamin Netanyahu of endangering democracy through the proposed legal reforms. These would allow a simple majority of MPs to cancel the decisions of the High Court, the correspondent of the public station in Israel reports. The NGOs promise an unprecedented resistance of the civil society against these plans that would protect people maintained in high positions, who were already condemned definitively. The Justice Minister, Yariv Levin, requested the regulation of judicial control and the addition of more political representatives to the commission that selects the judges of the Supreme Court. (LS)
Romania’s general consolidated budget deficit was 4.2% of the GDP in the first 11 months of this year, compared to approximately 3.4% at the end of October. As compared to the similar period of 2021, when it stood at 4.7% of the GDP, the budget deficit decreased by 0.5% in the January-November period, the Finance Ministry officials say. Figures show that the deficit was 58.70 billion lei, i.e. almost 12 billion Euros. The deficit target for the current year is 5.8% of the GDP. The evolution of revenues, the Finance Ministry shows, was mainly influenced by the growth of non-tax revenues, revenues from VAT, of insurance contributions, of additional receipts from energy and European funds.
The expenses of the general consolidated budget amounted to approximately 475 billion lei, increasing by more than 19% as compared to the same period of the previous year. Expressed as a percentage of the Gross Domestic Product, expenses for the 11 months of 2022 registered an increase by 0.5% compared to the same period of 2021, reaching 34% of the GDP. Personnel expenses dominate the expenses chapter, which exceeded 100 billion lei.
On the other hand, inflation and the uncertainties generated by the armed conflict in Ukraine led to an increase in interest payments related to the public debt portfolio. Social assistance expenses also increased, by around 18%, an evolution influenced mainly by the increase, from January 1, 2022, of the pension point by 10% and of the minimum pension, as well as by the granting of financial aid for the pensioners of the public pension system that had pensions smaller than or equal to 1,600 lei. Expenditures on projects financed from non-reimbursable external funds, including subsidies from the European Union related to agriculture, were 31% higher compared to the 11 months of the previous year.
Expenditures for investments, which include capital expenditures, as well as those related to development programs financed from internal and external sources, exceeded 56 billion lei, up by 27% compared to the same period of the previous year. For next year, Romania has a budget based on a 2.8% economic growth rate and a deficit of 4.4% of the gross domestic product. The budget construction is not based on new taxes and is structured on an inflation rate of 9.6%. Money for the protection of the vulnerable categories was also included. Pensioners’ incomes will increase at the beginning of the year due to the increase in the pension point by 12.5% and the granting of various types of support. (LS)
Temeswar wird 2023 Kulturhauptstadt Europas sein. Diesen Ehrentitel verleiht das Straßburger Parlament seit 1985 jedes Jahr an eine oder mehrere Städte, um den Reichtum und die Vielfalt der Kulturen auf dem alten Kontinent hervorzuheben. Im Jahr 2007, als Rumänien der Europäischen Union beitrat, teilten sich diesen Titel Sibiu (Hermannstadt) und Luxemburg. Hermannstadt war die erste Stadt Rumäniens, die zur Kulturhauptstadt Europas ernannt wurde, und sie konnte von der damaligen Publicity reichlich profitieren, denn seitdem hat sie sich zu einem immer attraktiveren Touristenziel entwickelt.
In der vergangenen Woche wurde das Veranstaltungsprogramm für 2023 vorgestellt, das ein lebendiges und vielfältiges Kulturleben verspricht. Der Kalender sieht das ganze Jahr über durchschnittlich 30 Kulturveranstaltungen pro Woche vor. Das nächste Jahr ist eine historische Chance für die Stadt, aber auch für ganz Rumänien. Es ist die Chance, uns als Stadt, als Gemeinschaft und als Land zu verändern. Und ich wünsche, dass wir in ein paar Jahren auf das Jahr 2023 werden zurückblicken und sagen können, dass dieser Titel nicht nur das kulturelle Leben, sondern die ganze Stadt verändert hat“, sagte in diesem Zusammenhang der Bürgermeister Dominic Fritz.
Mehr als 2.500 Künstler werden im nächsten Jahr am Kulturprogramm teilnehmen, darunter mehrere hundert internationale Künstler, die auf den Bühnen und in den Ausstellungshallen der Stadt an der Bega auftreten werden. Literaturnobelpreisträger wie Orhan Pamuk und Olga Tokarczuk werden anwesend sein, und Peter Sloterdijk, der vielleicht bekannteste und meistdiskutierte deutsche Philosoph der Gegenwart, wird ebenfalls in einen Dialog mit dem in Deutschland lebenden rumänischen Filmregisseur Andrei Ujică treten. Auftreten werden der Kinderchor Singing Molenbeek“ aus Brüssel, die Tanzgruppe Chameleon Company“ aus Manchester, die Berliner Theatergruppe Rimini Protokoll sowie die Symphonieorchester aus Gera und Köln.

Auch rumänische Künstler, die in der ganzen Welt bekannt sind, werden mit Darbietungen aufwarten oder in Ausstellungen präsent sein. Zu den Events gehören Konzerte unter der Leitung von Cristian Măcelaru, dem Chefdirigenten des WDR-Sinfonieorchesters, und Gabriel Bebeșelea, dem jungen Chefdirigenten der Bukarester George-Enescu-Philharmoniker. Theaterinszenierungen unter der Regie von Andrei Șerban und eine Installation der Regisseurin und Videokünstlerin Adina Pintilie, die Rumänien auf der Biennale für zeitgenössische Kunst in Venedig vertrat, werden den Veranstaltungskalender ergänzen.
In Temeswar werden indessen die Veranstaltungen zum 33. Jahrestag der antikommunistischen Revolution vom Dezember 1989 fortgesetzt. Dazu gehören Aufführungen, Kurzfilmvorführungen in Schulen, Konzerte, Gottesdienste und Kranzniederlegungen. Der Funken der Revolution gegen das kommunistische Regime in Rumänien entsprang am 16. Dezember 1989 just in Timisoara, von wo aus der Aufstand auf die Hauptstadt und andere Städte übergriff. Am Dienstag, dem 20. Dezember, wird der Tag des Sieges gefeiert — am selben Tag 1989 wurde Temeswar zur ersten vom Kommunismus befreiten Stadt des Landes erklärt.
Summit — President Klaus Iohannis will participate, on Tuesday, in the EU – Western Balkans Summit, which will take place in Tirana, Albania. According to the Presidential Administration, the Summit in Tirana is the first event of the kind organized in a capital in the region, a fact that reconfirms the European commitment in relation to the states in the Western Balkans. On this occasion, the head of state will reiterate the availability of continued support for concrete efforts and actions to integrate the countries of the region into the European Union. At the same time, Klaus Iohannis will point out the aspects related to the need to strengthen the resilience of partners, as well as to the European support in sectors such as energy, digital transformation, cyber security and migration management. On the occasion of the Summit, the Tirana Declaration will be adopted, which reflects the support of the Union and of the member states towards the European perspective of the Western Balkans.
Budget — Romanias draft state budget and social insurance budget for 2023 will be posted on the website of the Finance Ministry on Tuesday for transparency reasons, and they will be on the agenda of the government meeting on Thursday. The ruling coalition proposes that the two draft laws should pass the Parliaments vote before the winter holidays. It will be the first time that the budget will be built on economic and social programs and also the first time that the amount allocated to Defense will be 2.5% of the GDP. It is believed that the budget built around programs will allow better monitoring of expenses, of the degree of implementation and of the real impact in the economy.
Bribe – The Romanian Parliament decided, on Monday, to dismiss Niculae Bădălău from the position of vice-president of the Court of Accounts, after the former Social Democratic MP was arrested on charges of bribery. There were 308 votes in favor and one abstention. The Social Democratic Party – PSD, which requested the dismissal, pointed out that keeping Niculae Bădălău in office would seriously affect the institutions credibility. The opposition equally demanded the initiation of the dismissal procedure. A week ago, the Bucharest Court of Appeal decided that former PSD senator Niculae Bădălău be arrested, for a period of 30 days, for bribery and influence peddling, in a case in which he is accused of offering bribe worth 170,000 Euros to a mayor from Giurgiu (south), in exchange for the granting of public works contracts.
Gaudeamus — The 29th edition of the Gaudeamus Radio Romania Book Fair opens on Wednesday at the Romexpo Compound in Bucharest. The event thus returns, after the pandemic, to the format that made it famous for over a quarter of a century as a solid landmark of the book market in Romania. 200 participants will offer the public an extremely varied range of editorial products, on different supports, suitable for all ages and fields of interest, music and educational games. The fairs honorary president will be the poet Ana Blandiana.
Sanctions — New economic sanctions applied to Russia by the European Union and the G7 group have come into force. They consist in capping the price at which Russia exports oil and in the European embargo on Russian oil imported by sea. The measures are meant to reduce Russias incomes, which it uses to finance its war machine. Although some experts fear a destabilization of the world market, Brussels decision includes a reserve margin, so that Moscow should not be forced to stop its exports. Capping is rejected by Russia, which claims that it will only sell oil to those countries that do not cap its price. In Bucharest, the energy minister Virgil Popescu gave assurances that the embargo on Russian crude oil will not affect Romania, given that the oil companies in our country have found alternative resources. He pointed out that, as of last week, the domestic oil companies and refineries had started processing only non-Russian crude oil. For his part, the general director of the TRANSGAZ company, Ioan Sterian, emphasized that there are no reasons to fear that Romania will run out of gas this winter.
Hospitality – Romanians spending at restaurants, cafes, pubs or fast-foods this year could be more than 30% higher than in 2021, exceeding 7.5 billion Euros, which is an absolute record for the food service industry, shows a study co-financed by the actors in the field and launched by the Hospitality Culture Institute. Practically, foodservice is becoming the most attractive sector for investments, which is also faced with two big problems: poor digitization and lack of staff, Florin Maxim, founder of the organization, said. According to the cited source, 9% of Romanians who go out spend more than 100 lei (20 Euros) per person on a restaurant meal, a figure that is growing significantly. Rund 500.000 Studenten stehen dieses Jahr an den Start. Anders als in den vergangenen Jahren war an der Eröffnungsfeier kein Minister zugegen, denn Rumänien hat seit vergangener Woche keinen Bildungsminister mehr. Nach Plagiatsvorwürfen gegen ihn hatte der amtierende Ressortchef Sorin Cîmpeanu das Handtuch geworfen. Die Lage im rumänischen Bildungswesen ist genauso desolat wie an der Spitze des Ministeriums. Das viel besprochene neue Bildungsgesetz wurde nicht verabschiedet, auf der Rangliste der weltweit besten1000 Universitäten befindet sich keine einzige rumänische Bildungsstätte. Auch das vom Präsidialamt unter den Stichworten Bildungsstandort Rumänien“ veranlasste Förderungsprogramm des Hochschulwesens scheint somit auf der Strecke geblieben zu sein — zu einer Parlamentsdebatte kam es nach den vielen Änderungsanträgen erst gar nicht mehr. Der Nationale Schülerrat hat in diesem Zusammenhang an Staatspräsident Klaus Johannis und Premierminister Nicolae Ciucă appelliert, zu schnell wie möglich einen neuen Bildungsminister zu ernennen. Der neue Amtsträger habe eine integre Person zu sein, deren berufliche Kompetenz außer jeden Zweifels steht, ein Minister, der sich politische Einmischungen verbittet und sich für reale und mutige Reformen“ einsetzt, heißt es in der Verlautbarung des Nationalen Schülerrates.
Staatspräsident Johannis nahm indessen an der Eröffnungszeremonie des neuen Universitätsjahres an der Bukarester Hochschule für Architektur teil und bemühte in seiner Rede ebenfalls die Notwendigkeit einer grundlegenden Reform des Bildungswesens. Was Plagiate anbelangt, müssen wir Null-Toleranz walten lassen“, fügte der Staatschef angesichts der nicht endenden Plagiatsskandale im höheren Dienst hinzu. Auch Premierminister Ciucă ließ sich die Gelegenheit nicht nehmen, eine Botschaft an die Studierenden zu entsenden. Das Hochschulwesen gehöre zu den Prioritäten der rumänischen Regierung, das Bildungsressort befinde sich gerade in einem Prozess der Umwälzungen und das neue Bildungsgesetz vermittle eine zukunftsorientierte Vision“, so der Chef des rumänischen Kabinetts.
Für die Studentenschaft sicherlich keine Trost spendenden Worte, denn wie jedes Mal zu Beginn eines neuen Universitätsjahres konfrontieren sich die Studis mit denselben Problemen: finanzielle Schwierigkeiten, Knappheit der Unterkünfte in den Studentenheimen, fehlende Zuwendungen für Ermäßigungen im öffentlichen Verkehr oder bei der Eisenbahn. Ansonsten gilt nach wie vor die universitäre Autonomie, d.h. über den zeitlichen Verlauf und die konkrete Abwicklung der Lehrveranstaltungen entscheidet jede Hochschule eigenständig. Auf der Uni Bukarest hat man beispielsweise entschieden, sowohl Präsenzunterricht als auch Online-Veranstaltungen anzubieten, allerdings darf das Online-Angebot höchstens 25% des gesamten Lehrveranstaltungskalanders ausmachen.
Was die Strukturierung des neuen Universitätsjahres anbelangt, so soll das Wintersemester bis 26. Februar 2023 dauern; in der Zwischenzeit gibt es zweimal Ferien, eine Prüfungszeit und eine Nachholperiode für verpasste oder nicht bestandene Prüfungen. Das Sommersemester beginnt am 27. Februar 2023 und soll im Juli enden — über das genaue Datum des Ferieneintritts entscheidet — je nach Prüfungszeit und etwaigen Praktika — wiederum jede Uni selbstständig. Auch der Fernunterricht ist ähnlich strukturiert, der einzige Unterschied ist, dass es insgesamt weniger Unterrichtsstunden gibt, dafür aber Lehrveranstaltungen auch an Wochenenden.
Zum Schluss eine Zahl aus der Statistik, aus der sich u.U. Trends ablesen lassen: Die meisten Neueinschreibungen von Studis verzeichneten die Universität Bukarest und die Polytechnische Hochschule in der rumänischen Hauptstadt.
