PSD — The executive committee of the Social Democratic Party, the main party in the governing coalition, will meet on Monday in Bucharest, high on the agenda being the nomination of a new minister of waters and forests, after on Wednesday the incumbent minister Doina Pană stepped down invoking medical reasons. According to party sources they might also tackle the organization of an extraordinary congress, the designation of the future candidate for next year’s presidential election as well as a possible restructuring of the government. The meeting is taking place against the backdrop of speculations regarding the souring relations between the PSD leader Liviu Dragnea and the PM Mihai Tudose.

Justice — Romanian NGOs called on President Klaus Iohannis, in an open letter, made public on Sunday, to mediate the current conflict between the state and the society. The 19 signatory civic groups claim that the political power is trying to undermine the anti-corruption fight, to endanger the prosecutors’ independence and to subordinate the judiciary. The NGOs want the president to call on the Venice Commission, which should clarify whether the modifications brought to the justice laws that Parliament adopted last December are compatible with the fundamental standards of the rule of law. The recent modifications wanted by the governing coalition made up of the Social Democratic Party and the Alliance of Liberals and Democrats were contested by part of civil society, by the rightwing opposition and by some magistrates. The protesters say that the laws, in their new form, violate the Constitution and are rather confusing. On the contrary, the power claims that the laws had not been revised in the past 13 years, thus giving rise to deviations related to the careers of magistrates and allowing abuses by prosecutors and judges.

Bucharest — The embassy of Palestine in Bucharest hails the declaration made by President Klaus Iohannis, which reiterates the stand of the Romanian state on the status of Jerusalem. According to a press release, ambassador Fuad Kokaly believes that, through its decision of not considering a legitimate option moving its embassy to Jerusalem, Romania once again proves respect for the law principles and the international law. The declaration follows Friday’s phone conversation between Klaus Iohannis and the Israeli PM Benjamin Netanyahu, when the Romanian president said that Jerusalem was a central topic of the Middle East peace negotiations and that its status should be established following a direct agreement between Israelis and Palestinians. Romania also underlined the need for a correct and long-standing resolution of the conflict, by implementing the solution of the two states, Israel and Palestine, which should coexist in peace and security, as the only viable solution. Consequently, a possible decision on moving Romania’s Embassy from Tel Aviv to Jerusalem may me made only based on the aforementioned conditions. During the phone conversation, President Iohannis reiterated that Romania continued to support the development, consolidation and diversification of relations with Israel, which have a strategic nature. The Israeli PM thanked Romania for having abstained from vote last month, when the UN General Assembly condemned the recognition of Jerusalem by the US as the capital of Israel.

Handball — Woman handball player Cristina Neagu, a member of Romania’s national team and of CSM Bucharest was chosen best player of 2017 following a survey made by the European Handball Federation and based on the vote of more than 40 thousand fans. Cristina Neagu is the winner with 52%, being followed by Hungarian player Anita Gorbicz with 38%. Norwegian Nora Mork got 4% of the votes, Iveta Luzumova of the Czech Republic got 3% and Katarina Bulatovic of Montenegro got only 1%. As part of the same survey, fans designated Croat Luka Cindric as best male handball player of 2017. Cristina Neagu, also voted best handballer of the world in 2016, has recently won, for the 5th consecutive time, the title of best Romanian handball player.

Saint John the Baptist — Romanian Orthodox and Greek Catholic believers on Sunday celebrated the feast of Saint John the Baptist, the last prophet of the Old Testament. He baptized Jesus Christ in the Jordan and called his the Redeemer. As many as 2 million Romanians celebrated their name day on Sunday. Also on Sunday Orthodox old-rite believers belonging to the Russian, Ukrainian and Serbian communities celebrated Christmas, 13 days later than the day marked in the Gregorian calendar.

Berlin — The German Chancellor Angela Merkel on Sunday launched a new round of talks with a view to forming a government coalition, which should put an end to a prolonged political deadlock. More than 3 months after the parliamentary elections, Germany does not have a new government yet. The talks, scheduled to last for 5 days, will be attended by representatives of the Christian Democratic Union, Mrs. Merkel’s party, of the Christian Social Party and of the Social Democratic Party. Commentators consider these talks as the last chance for the formation of a stable governing coalition. The right of center Christian Democratic Union and the left of center Social Democratic Party have governed together 8 out of the past 12 years. (news translated by Lacramioara Simion)

CORRUPTION – The Social Democratic party, the top ruling coalition partner in Romania, rules today on the fate of two of its cabinet members. Rovana Plumb, managing European funds, and Deputy Prime Minister Sevil Shhaideh, Minister of Development, are accused of corruption in the so-called Belina case. Head of the Anti-Corruption Directorate Laura Kovesi asked Parliament to greenlight a criminal investigation into Rovana Plumb’s case. The case hails back to the time when she was head of environmental protection, and she is suspected of conspiracy to commit abuse of office. Sevil Shhaideh’s case involves land deals that date back to the time when she was an undersecretary in the Ministry of Regional Development. The opposition called for the two ministers to resign, for the sake of Romania’s image abroad and the credibility of the government. The chairman of the Social Democratic Party said for television that the prosecutors’ move was fiction, an attack on the government, and that the real target were the party and the chairman himself.

BERLIN – Angela Merkel’s Conservatives, the Christian Democratic Union (CDU) and its Bavarian arm, the Christian-Social Union (CSU), have won the parliamentary election on Sunday in Germany, with 33% of the ballot. The Christian-Democrats are followed by their coalition partners, the Social Democrats, which won 20% of the vote, and the nationalist right wing Alternative for Germany, which for the first time went over the threshold that places them in the Bundestag, 12.6% of the vote.

ENESCU – On Sunday, the George Enescu International Festival came to a close in Bucharest with a concerto held by violinist Liviu Prunaru and the Royal Amsterdam Orchestra. This year’s edition brought to the public dozens of recitals and concerts in Bucharest and several cities across the country. The event was covered in detail by Radio Romania’s domestic channels.

BREXIT – A new round of negotiations for the Brexit starts today in Brussels. AFP snnounced that the EU expect concrete proposals from the UK, after three rounds of negotiations with no notable results. One of the main objects of contention regards the rights of citizens directly affected by the UK leaving the union. Prime Minister Theresa May, while on a visit to Italy on Friday, pleaded in favor of a so-called soft Brexit, with a two year transition period, in an attempt to relaunch negotiations. She promised she would live up her country’s financial commitments towards the European Union, without advancing precise figures.

TENNIS – Romanian tennis star Monica Niculescu, 65th seeded, plays today in the WTA tournament in Wuhan, China, with 2.3 million dollars in prize money. Another Romanian, Simona Halep, currently second in the world, plays in the second round against Russian Daria Kasatkina, who, in turn, defeated American Alison Riske. On Sunday, the third Romanian in the tournament, Sorana Carstea, 46th seeded, qualified to the second round.

HEAT Romania is in for more hot days. Meteorologists have issued a code orange alert for heat in two counties in southern Romania and a code yellow alert for another 24 counties and the capital Bucharest. The discomfort index is expected to rise above 80 while maximum temperatures will be ranging between 38-39 degrees Centigrade. Thunderstorms and even hail are expected in western regions as well as heavy rainfalls in 19 counties until Sunday at noon.

RADIO The Gaudeamus Book Fair staged by Radio Romania kicked off in the Black Sea city of Constanta on Saturday. Another major event is marking 50 years since Radio Holiday started its summer broadcasts. The fair is waiting for locals and tourists alike with an attractive book offer as well as numerous publishing events and contests. Over August 12th and 15th, Radio Romania Orchestras are giving free open air concerts of classical, pop and traditional music.

ELECTION German chancellor Angela Merkel on Saturday kicked off her election campaign for the general election on September 24th with a pledge: to bring down the unemployment rate under 3% with a zero deficit until 2015. During a support-rally for the Christian-Democratic Union Party in Dortmund, Mrs. Merkel said that Germany is in a good situation but the world is passing through a period of changes and uncertainty. She defends the European project, which she describes as ‘the greatest security and the greatest peace project’ adding that ‘strengthening Europe means strengthening Germany’. According to the latest polls, CDU might obtain between 38% and 40% of the votes, whereas the rival Social-Democratic Party could muster between 23% and 24% of the votes.

EGGS The Romanian Poultry Breeders Union is giving assurances the eggs selling on the Romanian market are safe for consumption and that chicken farms in Romania aren’t using fipronil — the insecticide that caused the closing down of hundreds of farms in the EU and the withdrawal of millions of eggs from the EU markets. The authorities are monitoring the situation and are regularly taking samples. On Thursday in western Romania, inspectors with the National Food Safety Authority seized a ton of contaminated liquid yolk coming from Germany. According to the European Commission, 15 EU countries and other two non-EU states, Switzerland and Hong Kong have been affected by the contaminated-eggs scandal.

HOLIDAY The Romanian authorities have taken a series of measures allowing the Romanians to enjoy the mini-holiday of Saint Mary, which is also the Romanian Navy Day. Over 24 thousand troops of the Interior Ministry are assuring the public order, road safety and traffic towards the seaside and the mountain resorts. The Transport Ministry has added new trains and more rail personnel. Over August 12th and 15th Romania will be seeing over 200 religious, cultural and military ceremonies and services devoted to Navy Day, celebrated in the Romanian sea port of Constanta on the same day with the Dormition of the Mother of God, protector of the sailors.

Präsident Iohannis hat im Rahmen einer Pressekonferenz nach dem Europäischen Rat in Brüssel die wichtigsten Gesprächsthemen des Gipfels zusammengefasst. Zur Sprache gekommen seien für Europa extrem wichtige Themen, wie etwa die gemeinsame Verteidigung, die interne und externe Sicherheit, die Migrationsfrage, die Digitalagenda, die Wirtschaft und der Klimawandel, so Iohannis. Ferner sei beim Rat die PESCO-Strategie gebilligt worden, die eine strukturierte und ständige Zusammenarbeit im Bereich Verteidigung anvisiert. Die Sanktionen gegen Russland wurden für weitere sechs Monate verlängert. Darüber hinaus habe der Europäische Rat eine engere Kooperation mit der Online-Industrie beschlossen, berichtete der rumänische Präsident. Sozialnetzwerk-Betreiber wurden aufgefordert, Maßnahmen zur Eindämmung der Hassreden im Internet zu treffen. Auf den Brexit angesprochen erklärte Iohannis, dass sowohl die EU der 27 als auch Großbritannien sich auf die Notwendigkeit einer bereichsorientierten Verhandlung geeinigt hätten. Zuerst sollten heikle Themen wie die Staatsbürger, Finanzen und Irland zur Debatte stehen. Erst nachdem in diesen Bereichen erhebliche Fortschritte erzielt seien, müsse man auch die zukünftige Zusammenarbeit nach dem Austritt Großbritanniens in die Verhandlungen einschließen. Im Namen Rumäniens plädierte Staatschef Iohannis für eine enge Zusammenarbeit zwischen allen Mitgliedsstaaten der Union in allen Sicherheitsfragen. Außerdem sprach er sich gegen den Vergleich mit der NATO und gegen EU-Parallelstrukturen zum Militärbündnis aus.

Präsident Klaus Iohannis hat sich am Freitag in Brüssel mit seinem französischen Gegenüber Emmanuel Macron getroffen, der zum ersten Mal an einem EU-Gipfel teilnimmt. Die beiden Staatschefs diskutierten über die Aufnahme Rumäniens in Schengen, den Stand und die Perspektiven der bilateralen Beziehungen, sowie die innenpolitische Lage in Bukarest.

Trotz Brexit bleibt Großbritannien ein Freund und Partner Rumäniens, versicherte der britische Botschafter in Bukarest, Paul Brummell. Das Jahr 2017 sei das intensivste aus der Sicht der militärischen Partnerschaft zwischen den beiden Ländern. Rumänen, die in Großbritannien leben, arbeiten und studieren, sind willkommen, sagte Brummell, der besonders die Fachkenntnsse der rumänischen Ärzte in seinem Land lobte. Der amtierende rumänische Außenminister Teodor Meleşcanu wies seinerseits darauf hin, dass der gemeinsame Handel letztes Jahr bei vier Milliarden Euro lag.

Der strategische Dialog zwischen der Moldau und den USA ist in Chişinău 25 Jahre nach Aufnahme diplomatischer Beziehungen wieder angelaufen. Die Ankündigung machten der moldauische Außenminister Andrei Galbuş und die stellvertretende Assistentin des US-Staatssekretärs, Bridget Brink, im Rahmen einer Pressekonferenz in der moldauischen Hauptstadt. Die Zusammenarbeit soll sich auf die Gründung gemeinsamer Arbeitsgruppen stützen. Die Situation in der Republik Moldau sollte nach Auffassung der deutschen Bundeskanzlerin Angela Merkel von den Institutionen der EU aufmerksam im Auge behalten werden. Merkel hatte sich am Rande eines Treffens der EVP in Brüssel mit der moldauischen Spitzenpolitikerin und früheren Präsidentschaftskandidatin Maia Sandu getroffen, die die Wahlen gegen den prorussichen Sozialisten Igor Dodon verloren hatte. Ebenfalls in Brüssel wies der rumänische Europaabgeordnete Andi Cristea jüngste Erklärungen Dodons als unverantwortlich zurück – der moldauische Präsident hatte erklärt, dass die Hälfte der EU-Gelder für die Moldau in Chişinău gestohlen werden. Dodon will eine Aufkündigung des Assoziierungs- und Freihandelsabkommens zwischen seinem Land und der EU und eine stärkere Annäherung zu Russland.

Visite – Le président de la Roumanie, Klaus Iohannis, participe, ce mardi, à Berlin, à une cérémonie de commémoration des victimes du refuge et de l’expulsion, organisée au Musée historique allemand, lors de laquelle il doit prononcer un discours. Toujours mardi, Klaus Iohannis, prendra part aux festivités accueillies par l’ambassade de Roumanie à Berlin pour marquer les 50 ans écoulés depuis l’établissement des relations diplomatiques bilatérales. Lundi, au premier jour de sa visite en Allemagne, le chef de l’Etat roumain a eu des entrevues avec la chancelière allemande Angela Merkel ainsi qu’avec son homologue, Frank-Walter Steinmeier.

Politique – La crise politique se poursuit à Bucarest à la veille du vote du Législatif sur la motion de censure que la coalition gouvernementale formée par le Parti social-démocrate et l’Alliance des libéraux et des démocrates a déposée contre son propre gouvernement. Même s’il a perdu l’appui politique de la coalition et si la plupart des ministres ont déposé leur démission, le premier ministre Sorin Grindeanu refuse de démissionner. Le leader du PSD, Liviu Dragnea, mais aussi le président de l’ALDE, Calin Popescu Tariceanu, ont déclaré que le changement du gouvernement s’imposait en raison des retards pris dans la mise en pratique du programme de gouvernance. Ces propos ont été rejetés par le premier ministre qui accuse de manque d’objectivité les auteurs du rapport d’évaluation de son activité. Celui-ci a été réalisé par un proche du président social-démocrate. Le cabinet Grindeanu avait été installé à la suite du scrutin législatif de décembre 2016. Si la motion est adoptée, ce sera pour la première fois dans l’histoire de la Roumanie post-communiste qu’une coalition au pouvoir renverse sont propre gouvernement.

Justice – La Haute Cour de cassation et de justice de Bucarest débat ce mardi des nouveaux délais de jugement dans les dossiers visant le président du Sénat, Călin Popescu-Tăriceanu, le président de la Chambre des députés, Liviu Dragnea, l’ex premier ministre Victor Ponta et l’ancien vice-premier ministre et ministre de l’Intérieur, Gabriel Oprea. Călin Popescu-Tăriceanu est accusé de faux témoignage et d’avoir favorisé l’activité du délinquant dans une affaire de rétrocession de terrains situés dans le nord de la capitale. Quant à Liviu Dragnea, il est accusé d’instigation à l’abus de pouvoir relatif à l’embauche de deux membres du Parti social-démocrate comme employées de la Direction d’Assistance sociale du département de Teleorman (sud du pays). Enfin, le chef d’accusation formulé contre Gabriel Oprea est celui d’abus de fonctions dans la dépense de certaines sommes du budget du Département de renseignement et de protection interne du ministère de l’Intérieur. L’ancien premier ministre Victor Ponta et l’ex député Dan Şova font l’objet d’un dossier portant sur des passations de marchés publics pour les complexes énergétiques de Turceni et de Rovinari (sud-ouest). Victor Ponta est accusé de faux en écritures sous seing privé, de complicité d’évasion fiscale et de blanchiment d’argent, faits qu’il aurait commis en sa qualité d’avocat. Dan Şova est accusé de complicité d’abus de fonctions, de faux en écritures sous seing privé, d’évasion fiscale et de blanchiment d’argent.

Enquête – A Bucarest, les travaux de la Commission parlementaire chargée d’enquêter sur les élections présidentielles de 2009 seront prolongés de 60 jours, en raison du grand nombre de documents à examiner. Ce mardi, devaient être auditionnés la cheffe du Parquet national anticorruption Laura Codruţa Kövesi, qui en 2009 occupait le poste de procureur général de Roumanie et l’ancien premier adjoint du directeur du Service romain de renseignement, Florian Coldea. Tous les deux avaient fait savoir lundi qu’ils ne se présenteraient pas devant la Commission. La création de cette commission avait été décidée suite aux révélations d’un journaliste controversé, selon lequel les élections présidentielles auraient été influencées par de hauts dignitaires. C’est le représentant de la droite, Traian Băsescu, qui avait remporté le scrutin présidentiel de 2009 contre son rival social-démocrate Mircea Geoană.

Exercice – Un exercice militaire conjoint roumano-américain se déroule à Câmpia Turzii, dans le centre-nord de la Roumanie. Y prennent part près de 200 militaires roumains, pilotes et personnel technique, ainsi que deux aéronefs MiG-21 LanceR et des hélicoptères IAR-330 Puma. La partie américaine y participe avec 300 soldats et des aéronefs F-15. Selon le ministère roumain de la Défense, cet exercice, qui devrait s’achever en août, offre aux militaires roumains la possibilité d’exercer les techniques, les tactiques et les procédures associées aux opérations aériennes, en conformité avec les normes de l’OTAN.

Réfugiés – Le 20 juin marque, depuis 2001, la Journée mondiale des réfugiés. Selon le Haut Commissariat des Nations Unies pour les réfugiés, leur nombre atteignait, fin 2016, le chiffre historique de 65,6 millions. Le conflit en Syrie, qui a commencé en 2011, continue de générer le plus grand nombre de réfugiés (5,5 millions au total), avec près de 825.000 nouveaux enregistrements en 2016, précise encore le rapport du Haut Commissariat de l’ONU pour les réfugiés. Depuis 1991, près de 27 mille personnes ont sollicité une forme de protection en Roumanie. 5000 ont déjà obtenu le statut de réfugié ou une protection subsidiaire. Par ailleurs, depuis le début de l’année en cours, 1.700 demandes d’asile ont été déposées auprès des autorités roumaines. La plupart des demandeurs d’asile sont originaires de Syrie, d’Irak et du Pakistan.

Roumanie – Allemagne, une relation privilégiée

L’année 2017 marque le 50e anniversaire de l’établissement de relations diplomatiques au niveau d’ambassade entre le Bucarest communiste et la République fédérale d’Allemagne de l’époque, ainsi que le 25e anniversaire de la signature du Traité de coopération et de partenariat entre la Roumanie post-communiste et l’Allemagne réunifiée.

Ennemie pendant la première guerre mondiale et pendant les derniers mois de la deuxième, alliée et partenaire au sein de l’OTAN et respectivement de l’UE, l’Allemagne s’est toujours attiré le respect et l’admiration des Roumains. L’efficacité et le sérieux des Allemands sont proverbiaux en Roumanie et le slogan de campagne de Klaus Iohannis pour la présidentielle de 2014, celui d’un pays du travail bien fait, n’a pas été choisi par hasard. Membre de la communauté allemande de Roumanie, descendent des colons saxons établis en Transylvanie au Moyen Âge, le président Iohannis est très à l’aise à Berlin, constatent les commentateurs.

Lundi, il a abordé, avec le président fédéral, Frank-Walter Steinmeier, et avec la chancelière Angela Merkel, les relations bilatérales privilégiées, l’état de l’UE et des rapports transatlantiques. A la différence de la froideur évidente récemment installée entre Berlin et Washington, la visite du président de la Roumanie à la Maison Blanche et ses pourparlers avec Donald Trump, au début de ce mois, sont considérés comme un grand succès de politique étrangère.

A Berlin, M. Iohannis a rappelé que : «La relation transatlantique n’est pas une simple option politique ou diplomatique. Elle est le fondement de notre civilisation de type démocratique et doit être préservée très très bien en tant que telle. Moi, j’ai l’impression que nombreux sont ceux qui comprennent, peu à peu, qu’affaiblir cette relation serait une grande erreur; presque tout le monde a adopté un discours politique menant indiscutablement à une nouvelle amélioration de cette relation, car l’Europe a besoin de l’Amérique et inversement et la collaboration entre l’OTAN et l’UE doit produire rien d’autre qu’un effet de synergie. »

A son tour, Angela Merkel a affirmé que la relation entre l’Europe et l’Amérique devait rester très bonne et que l’UE et l’OTAN ne devaient pas être perçues comme étant en concurrence. La chancelière n’a pas caché sa satisfaction de constater que Bucarest et Berlin partageaient les mêmes points de vue sur des dossiers sensibles, tels le Brexit la protection des frontières communautaires, la migration et le terrorisme.

Mme Merkel considère que la Roumanie a enregistré des progrès importants en matière de fonctionnement de l’Etat de droit, tout en attirant l’attention qu’un ralentissement de la lutte anticorruption ne serait pas une bonne idée – allusion transparente aux convulsions politico-judiciaires actuelles de Bucarest. Le président Iohannis a assuré Berlin que la nouvelle crise politique de Roumanie n’aurait pas d’impact négatif sur la politique étrangère du pays, ni sur les engagements pris envers l’OTAN et l’UE.

DIPLOMACY – The Romanian Foreign Minister, Teodor Meleşcanu, is taking part until Sunday in the 53rd Munich Security Conference. He will present Romanias stand on the European and global security situation and will emphasise the importance of the trans-Atlantic relations and of the role of NATO and the EU in the current international context. On Friday, on the side-lines of the Conference, the Romanian official had talks with his French counterpart, Jean-Marc Ayrault, who invited him to Paris in the forthcoming period, an invitation accepted by Melescanu. The Romanian FM also had a meeting with his Ukrainian counterpart, Pavlo Klimkim, with whom he discussed regional developments. The Munich Security Conference is a prestigious security forum, which traditionally brings together leaders and decision-makers in the field of security and defence from around the world.

MUNICH SECURITY CONFERENCE – The Chancellor of Germany, Angela Merkel, has today called on the world powers, including the US, not to abandon international cooperation against the new challenges to global security. Addressing the Munich Security Conference, Merkel emphasised that multi-national organisations like the EU, NATO and the UN provided a vital framework for addressing the refugee crisis and Islamist terrorism. The German Chancellor also said the European Unions relations with Russia remained challenging, but that cooperation with Moscow was still important in the fight against Islamist terrorism. Attending the Conference, the US Vice-President, Mike Pence, pointed out, in the first major foreign policy statement of the new American Administration, that Washington would support NATO and stand by Europe, even as it looked for new ways to cooperate with Russia.

BUSINESS – The government is the main promotion element for Romania, because American investors look at taxes, stability, predictability and efficiency, and the competition between the countries in the region is tough, said Eric Stewart, head of the American-Romanian Business Council (AMRO). In an interview to the Romanian news agency Agerpres, Stewart said there are investment opportunities in Romania for the American companies in fields like defence, energy, agriculture and healthcare, considering that we will see a shift in focus of the Trump administration towards Europe. He announced that the American-Romanian Business Council would organise an economic mission in Romania in late March, in which 10-12 major American companies will take part, some of them already present in the Romanian market.

AIRPORTS – Romania tops the rankings of the European airports with the quickest increase in passenger flows in 2016, according to a report of the Airports Council International (ACI Europe). Die rumänische Regierung will den Haushaltsentwurf für das laufende Jahr nach der Stellungnahme des Obersten Landesverteidigungsrates billigen. Rumäniens Präsident Klaus Iohannis hatte am Freitag eine Sitzung Landesverteidigungsrates für Dienstag, den 31. Januar einberufen. Ursprünglich hatte die Exekutive angekündigt, dass sie den Haushaltsentwurf für 2017 bereits am Freitag billigen und ihn anschließend dem Parlament zur Debatte vorlegen möchte. Laut dem Premierminister Sorin Grindeanu habe die Regierung bei der Planung des diesjährigen Staatshaushalts alle im Regierungsprogramm der Koalition vorgesehenen Maßnahmen berücksichtigt. Die Haushaltsvorlage basiert auf einem Wirschaftswachstum von 5,2% und einem geschätzten Haushaltsdefizit von 2,96% des BIP, soder rumänische Premier.

In Bukarest und anderen Städten des Landes haben sich am Sonntagnachmittag wie vor einer Woche mehrere Tausend Demonstranten für eine Protestkundgebung verabredet. Sie kritisieren das geplante Begnadigungsgesetz und die geplante Änderung des Strafgesetzbuches. Die Gesetzentwürfe seien unpassend, lautete der Vorwurf aus Kreisen der bürgerlichen Opposition, der Zivilgesellschaft und Justizbehörden. Die kollektive Begnadigung und die Änderung bestimmter Artikel des Strafgesetzbuches seien notwendig, behauptet indes der neue Justizminister, der die Maßnahme mit der Überfüllung der Justizvollzugsanstalten begründete. Die Überfüllung sei sowohl vom Europäischen Gerichtshof für Menschenrechte als auch vom Verfassungsgericht gerügt worden. Doch Kritiker der geplanten Gesetze vermuten, dass die aktuelle Regierung mit ihrem Vorhaben eigentlich Straffreiheit für einflussreiche Politiker oder Mitglieder der Verwaltung verfolgt. Die Proteste am Sonntagabend finden einen Tag vor der öffentlichen Debatte zum Begnadigungsgesetz statt, die vom Justizminister organisiert wird.

Deutschlands Bundeskanzlerin Angela Merkel (CDU) hat dem rumänischen Staatschef Klaus Iohannis bei seinem Einsatz für die Korruptionsbekämpfung den Rücken gestärkt. In einem Telefonat am Freitag habe sie Iohannis ihrer vollen Unterstützung bei der konsequenten Fortsetzung des Anti-Korruptionskurses“ versichert, teilte ihr Sprecher Steffen Seibert in Berlin mit. Eine Aufweichung der Korruptionsbekämpfung und Relativierungen des Rechtsstaats und der Reformpolitik wären ein völlig falsches Signal“, fügte er hinzu. Merkel dankte dem rumänischen Staatsoberhaupt laut Seibert für dessen Impulse für die ausgezeichneten bilateralen Beziehungen und würdigte die enge Zusammenarbeit in europapolitischen Fragen“. Weiteres Thema des Telefonats sei der EU-Gipfel am 3. Februar in Malta gewesen. Die sozialdemokratische Regierung von Ministerpräsident Sorin Grindeanu hatte am Mittwoch zwei Dekrete veröffentlicht, nach denen Strafgefangene, die zu weniger als fünf Jahren Haft verurteilt wurden, aus dem Gefängnis entlassen werden sollen. Sollten die Dekrete verabschiedet werden, würden davon rund 2500 Häftlinge profitieren – darunter Politiker, die wegen Korruption in Haft sitzen. Die Regierung will die Neuregelung am Parlament und am Staatspräsidenten vorbei per Dekret beschließen, berichtete APA.

The European leaders, waiting for the Trump administration

The EU foreign policy chief told reporters that the bloc was looking for a “partnership which is based on common interests with the United States.” “The European Union has its own, solid, autonomous, strong policies,” Mogherini said. “We always like good company but we determine our own policies.”

In another move, other comments made by Donald Trump, according to whom NATO is “obsolete”, have stirred concern among the NATO member states, contradicting the stand taken by the US defence secretary, designated by Trump, the German foreign minister said. Frank-Walter Steinmeier responded to Trump’s comments by saying it was time Washington made a better agreement, by increasing the other countries’ contributions to NATO’s budget. It will also be interesting to follow the evolution of the relations between Donald Trump’s America and Vladimir Putin’s Russia. EU-Gipfel in Bratislava: Europa braucht viele Reformen

Die EU-Staats- und Regierungschefs haben sich vergangene Woche im Rahmen eines informellen Gipfels in Bratislava getroffen. Es ging vor allem darum, das europäische Projekt nach dem Brexit-Referendum wieder anzukurbeln. In diesem Zusammenhang wurde eine Schwerpunktliste für die europäischen Institutionen und Mitgliedsstaaten erstellt.

Die EU-Mitgliedsstaaten wollen sich in den kommenden Jahren vermehrt auf die interne und externe Sicherheit konzentrieren. Ma‎ßnahmen zur Terrorismusbekämpfung, der Schutz der Au‎ßengrenze und die Beziehungen zu den Staaten Nordafrikas wären hier die Schlagwörter. Allerdings äu‎ßerten sowohl einige der führenden Politiker als auch Politikexperten unmittelbar nach dem Gipfel in Bratislava ihre Kritik.

Die härteste Reaktion hatte Italiens Ministerpräsident Matteo Renzi. Er bezeichnete das Treffen in der slowakischen Hauptstadt als verpasste Gelegenheit für die Festlegung konkreter Ma‎ßnahmen, vor allem angesichts der Migrationsfrage. Die Abschlusserklärung von Bratislava beziehe sich weder auf ein Engagement der EU zugunsten der afrikanischen Länder noch auf die Bekämpfung des Migrationsproblems oder das soziale Europa, sagte Renzi im Interview mit der Tageszeitung Corriere della Sera.

Deutschlands Bundeskanzlerin Angela Merkel zeigte sich derweil optimistisch über die Zukunft der EU. Der Geist von Bratislava war ein Geist der Zusammenarbeit“, sagte Merkel bei einem gemeinsamen Auftritt mit dem französischen Präsident François Hollande nach dem Treffen. Alle seien sich einig gewesen, dass es jetzt weder um gro‎ße Erklärungen noch um Vertragsänderungen geht, sondern dass es vorrangig darum geht, Taten zu zeigen, dass wir unseren Anspruch für die Bürger nachvollziehbar umsetzen“. Merkel scheute andererseits nicht davor, die Meinungsverschiedenheiten innerhalb der EU und das Scheitern des von ihr vorgeschlagenen Verteilungsschlüssels für Flüchtlinge einzuräumen.

Unterdessen appellierte EU-Kommissionspräsident Jean-Claude Juncker bei seiner Rede zur Lage der EU im Europaparlament in Stra‎ßburg vergangenen Mittwoch an die Staaten. Sie sollten ihren fairen Anteil“ bei der Neuansiedlung und Umsiedlung von Flüchtlingen zu leisten.

Absolute Priorität“ ist für Juncker die Verteidigung der EU, vor allem gegen den Terrorismus. Seit 2004 gab es in Europa mehr als 30 Terroranschläge, 14 davon im Vorjahr. Wir waren in der Trauer solidarisch, wir müssen auch in unserer gemeinsamen Reaktion geeint bleiben“, erklärte er. Den Terroristen müsse gezeigt werden, dass sie keinerlei Chance haben, wenn sie versuchen, unsere Werte anzutasten“, so Juncker.

Bis November werden wir den Vorschlag für ein Europäisches Reiseinformationssystem vorlegen, ein automatisiertes System zur Erteilung von Einreisegenehmigungen in die EU. So werden wir wissen, wer nach Europa reist, noch bevor er oder sie ankommt. Sicherheit an den Grenzen bedeutet auch, dass der Austausch von Informationen und nachrichtendienstlichen Erkenntnissen prioritär behandelt wird. Dazu werden wir Europol stärken, indem wir ihr einen besseren Zugang zu Datenbanken und zusätzliche Ressourcen geben. Ein Europa, das beschützt, verteidigt seine Interessen auch über seine Grenzen hinweg. Die Faktenlage ist simpel: Die Welt wächst. Und wir schrumpfen. Heute machen wir Europäer 8% der Weltbevölkerung aus — 2050 werden es nur noch 5% sein. Bis dahin werden Sie unter den führenden Wirtschaftsnationen der Welt kein einziges EU-Land mehr finden. Aber die EU gemeinsam? Wir wären immer noch einer der Spitzenreiter.“

Jean-Claude Juncker setzt inhaltlich künftig auf einen besseren Au‎ßengrenzschutz der Union und auf eine stärkere Verteidigungsunion. Heute verteidige die EU ihre Grenzen mit dem Grenzschutz und der Küstenwache. Er wolle, dass ab Oktober mindestens 200 Grenzschützer auch an den Au‎ßengrenzen Bulgariens aufgestellt werden“, so Juncker. Die Verteidigung werde 20 bis 100 Milliarden pro Jahr kosten“. Er schlage deshalb vor, bis Jahresende einen europäischen Fonds für Verteidigung einzurichten, um aktiv Forschung und Innovation anzuregen, so der EU-Kommissionspräsident.

Im Kampf gegen Arbeitslosigkeit will Juncker den milliardenschweren Plan für Investitionen in Europa deutlich ausweiten. Er wolle die Laufzeit des Fonds nach 2018 um weitere drei Jahre verlängern und das angestrebte Investitionsvolumen auf bis zu 630 Milliarden Euro anheben, kündigte Juncker an. Der Luxemburger sieht in einem Ausbau von Internetverbindungen und der Verfügbarkeit von kostenlosem Internetzugang nicht nur eine Chance, die Menschen in Europa näher zusammenrücken zu lassen, sondern auch um mehrere Millionen neuer Jobs zu schaffen. Bis 2020 will der Kommissionspräsident dafür sorgen, dass in den Zentren aller europäischen Gro‎ßstädte freier WLAN-Zugang zur Verfügung steht. Parallel dazu will er das schnelle mobile Internet, 5G, ausbauen. Bis zum Jahr 2025 soll es flächendeckend in allen europäischen Staaten verfügbar sein. Au‎ßerdem müsse man Europa besser erklären können, glaubt Juncker.

Unsere Kinder haben etwas Besseres verdient. Ein Europa, das ihre Art, zu leben, schützt und erhält. Ein Europa, das sie stärker macht und verteidigt. Ein Europa, das sie beschützt. Es ist an der Zeit, dass wir alle — die EU-Institutionen, die Regierungen, die Bürgerinnen und Bürger — die Verantwortung dafür übernehmen, dieses Europa aufzubauen. Gemeinsam.“

Juncker beendete seine Rede mit dem Satz: Die Geschichte wird sich nicht an uns erinnern, sondern an unsere Fehler.“ Experte Jan Kovac vom Prager Institut für Internationale Beziehungen glaubt, dass Europas führende Politiker nicht imstande seien, die Union und ihrer Bürger näher zu bringen. Die einzige Lösung bestünde laut Kovac darin, dass die politischen Strategien Bereiche betreffen, mit denen möglichst viele Menschen etwas anfangen können.

Corruption – Les procureurs de la Direction nationale anticorruption ont placé en détention provisoire le vice-président de l’Agence nationale du médicament et des dispositifs médicaux, Lazar Iordache, poursuivi pour pots-de-vin et trafic d’influence. Selon les procureurs anti-corruption, entre avril et juin 2016, Lazar Iordache a promis à une personne occupant un poste de direction au sein du ministère de la Santé 5% des sommes allouées à deux hôpitaux. Le 26 avril dernier, il aurait donné quelque 28.000 euros au fonctionnaire en question pour qu’il exerce son influence auprès des responsables du ministère pour signer les allocations budgétaires. Les sommes promises et remises par Lazar Iordache provenaient des fonds octroyés par le ministère de la Santé pour la construction d’une station d’épuration de l’eau d’un hôpital et pour en doter un autre d’équipement médical.

Transports – Les transporteurs routiers de Roumanie poursuivent leur grève à la japonaise contre laugmentation des primes dassurance de responsabilité civile. Lundi, des centaines de chauffeurs ont roulé à vitesse réduite et bloqué, pendant des heures, la circulation sur plusieurs routes nationales. Ils se proposent de continuer les protestations jusquà ce que les primes dassurance civile diminuent. En cas de réponse négative de la part des autorités, les transporteurs routiers organiseront une protestation nationale le 15 septembre, qui pourrait réunir quelque 40.000 véhicules. Par ailleurs, des fermiers poursuivent leur grève de la faim devant le siège du gouvernement de Bucarest, et nenvisagent pas de renoncer à leur protestation si le Gouvernement ne verse pas les subventions accordées par tête danimal.

Explosion – Une équipe d’experts tente de déterminer les causes de l’explosion survenue lundi à la raffinerie de Petromidia, à Navodari, dans le sud-est de la Roumanie, qui a fait 4 victimes, dont une est décédée mardi. Les trois autres blessés sont hospitalisés à Bucarest. Deux réservoirs d’azote et une pompe d’essence ont explosé, la déflagration étant suivie par un incendie éteint tard dans la soirée. Les autorités ont mis en place le plan rouge d’intervention, ce qui a permis de sauver immédiatement les personnes en difficulté et de limiter les risques. Après avoir effectué des tests, les spécialistes ont constaté que les valeurs d’émissions de gaz dans l’air ne mettaient pas en danger la vie de la population.

Brexit – Les leaders des trois principales économies de la zone euro, la chancelière allemande Angela Merkel, le président français François Hollande et le premier ministre italien Matteo Renzi, se sont penchés lundi, en Italie, sur limpact de la décision de la Grande Bretagne de quitter lUE. Selon Angela Merkel, lUE doit prouver quelle peut prospérer même sans la Grande Bretagne. « Nous respectons la décision du Royaume Uni, mais, naturellement, nous souhaitons que ce soit clair, que les 27 autres Etats membres œuvrent pour une Europe prospère et sûre », a ajouté la chancelière allemande. A son tour, le premier ministre italien Matteo Renzi a déclaré quil était nécessaire de prendre des mesures solides pour relancer la croissance économique par des investissements de qualité et des réformes structurelles. Football – Les seules équipes roumaines de foot qui participent aux compétitions européennes, à savoir le champion national Astra Giurgiu et le vice-champion Steaua Bucarest, jouent cette semaine les matches retour des qualifications pour les groupes des compétitions continentales. Météo – L’instabilité atmosphérique diminue en Roumanie, mais le ciel reste plutôt couvert sur le sud et le centre du pays et des orages avec des pluies à verse pourraient faire leur apparition par endroits, accompagnés de grêle. Les quantités d’eau pourraient aller de 20 à 25 litres au mètre carré. Sur le reste du territoire, le temps sera plutôt beau, tandis que les maximales doivent s’encadrer entre 25 à 31 degrés.

Brexit: Reacții ale liderilor europeni

Regrete, dar respect pentru decizia britanicilor în privința apartenenței la UE. Astfel pot fi rezumate reacțiile liderilor europeni după referendmul din Marea Britanie.

Am luat notă, sigur, cu regret de rezultatul referendumul derulat în Marea Britanie, însă e o opțiune a cetățenilor britanici pe care o respectăm. […]România dorește să își continue drumul european, calea europeană și să fie un actor proactiv al procesului de evoluție al UE, care, cu siguranță, se va înregistra după această decizie a Marii Britanie”, a spus Dacian Cioloș, premierul României.

Nu”, a fost răspunsul tranșant al președintelui Comisiei Europene, Jean-Claude Juncker, întrebat dacă votul de ieri este începutul sfârșitului pentru UE. “Ne așteptăm ca Marea Britanie să înceapă discuțiile pentru ieșirea din UE cât mai curând posibil, oricât de dureros ar putea fi acest proces”, se arată într-o declarație comună semnată de Jean-Claude Juncker, președintele Consiliului European, Donald Tusk, președintele Parlamentului European, Martin Schulz, și premierul olandez Mark Rutte, a cărui țară deține președinția semestrială a UE.

De altfel, mulți lideri ai statelor membre au ținut să menționeze că UE nu va face concesii Marii Britanii după decizia luată.

Cancelarul Germaniei, Angela Merkel, a primit vestea Brexit-ului cu un profund regret” și a spus că viitorul Europei unite depinde de “voința și capacitate de a lua deciziile cele mai bune iar UE să nu îndepărteze de Marea Britanie”.

Liderul de la Paris a precizat că Franța va propune ca Uniunea să se concentreze pe lururile esențaiel, precum securitatea, creșterea economică, locuri de muncă și armonizarea fiscală și socială.

ANTI-CORRUPTION SUMMIT Romania’s deputy Prime Minister Costin Borc and Justice Minister Raluca Pruna over Wednesday and Thursday will be participating in an anti-corruption Summit in London as well in the conference preceding it entitled ”Together in the fight against corruption”. According to the Justice Ministry in Bucharest, the summit hosted by British Prime Minister David Cameron, will be attended by international leaders, representatives of the business environment and civil society. High on the agenda will be government transparency, the enforcement of anti-corruption laws at international levels, consolidating international institutions and information confidentiality at corporation level.

PUBLIC PROCUREMENT A new law package on public procurement was passed on Tuesday by the decision-making Chamber of Deputies in Bucharest, a month later than the date set by the European Commission, which has criticised Romania for the delay. The new law has taken over community directions introducing rules that should be enforced in all EU countries. The adoption of the new legislative framework will simplify the public procurement process and reduce the number of contests. The Romanian Royal Family on Tuesday, May 10th celebrated Monarchy Day at the Peles Castle in Sinaia, a castle built by King Carol I. The Royal Standard has been raised at Peles for the first time since king Mihai’s abdication in 1947.

Am Donnerstag haben Ministerpräsident Dacian Cioloş und Bundeskanzlerin Angela Merkel bilaterale Gespräche in Berlin Geführt. Merkel unterstrich die sehr guten wirtschaftlichen Beziehungen, die noch weiter ausgebaut werden sollen. Voraussetzung sei die Verbesserung des Rechtssystems und der Verwaltung in Rumänien sowie die Bekämpfung der Korruption. Hier seien in letzter Zeit beachtliche Erfolge erreicht worden, konstatierte die Kanzlerin. Ministerpräsident Cioloş betonte, dass Rumänien nach Deutschland der größte Unterstützer der europäischen Grenzagentur Frontex sei und bei der Sicherung der EU-Außengrenzen sich bereits wie ein Schengen-Land verhalte. Cioloş sagte, dass Deutschland ein strategisch wichtiger Partner für Rumänien und sein wichtigster Handelspartner mit 20% des Handelsaustausches in Wert von über 20 Milliarden Euro jährlich ist. Er fügte außerdem hinzu, dass er die Absicht hat, nach Deutschland zurückzukehren, um bestimmte Bundesländer mit dem Zweck der Ankurbelung der bilateralen wirtschaftlichen Zusammenarbeit zu besuchen. Weltbank korrigiert Wachstumgsprognosen für Rumänien nach oben

Die Weltbank hat die Wirtschaftswachstum-Prognose Rumäniens für dieses Jahr von 3,2 % auf 3, 9 % verbessert. Auch die Prognose für 2017 wurde von 3,5 % auf 4,1 % nach oben korrigiert. In ihrem letzten Bericht betreffend die Lage der Weltwirtschaft, der am Mittwoch veröffentlicht wurde, hat die Weltbank auch das Bruttoinlandsprodukt-Plus Rumäniens für letztes Jahr von 3 % auf 3,6 % revidiert. Andererseits bleibt der Leitzins in Rumänien unverändert bei 1,75 %. Das hat die rumänische Notenbank am Mittwoch beschlossen. Die Weltbank sieht in ihrem jüngsten Bericht die Wirtschaft der Region Mitteleuropa-Zentralasien, der auch Rumänien gehört, im Jahr 2016 um 3% und in den kommenden zwei Jahren um 3,5% wachsen. Die Prognose gilt nicht für den Euroraum. Die Rumänische Zentralbank verzeichnete darauf, dass die Beschleunigung des Wirtschaftswachstums Rumäniens im 3. Quartal des vorigen Jahres durch die Steigerung des privaten Verbrauchs unterstützt wurde. Das sei auf die Einnahmensteigerung der Bevölkerunk, auf die Erholung der Kreditierung, auf die Reduzierung der Direktbesteuerung und auf ein größeres Vertrauen in die Wirtschaft zurückzuführen. End letzten Jahres verfügte Rumänien über Fremdwährungsreserven von 32 Milliarden Euro.

Verteidigungsminister gibt Prioritäten der Armee bekannt

Für 2016 gibt Verteidigungsminister Mihnea Motoc die Erhöhung der Anzahl der Übungen mit rumänischer Beteiligung auf 400 bekannt. Von diesen werden mehr als 100 multinationale Übungen sein. Außerdem soll die operative Fähigkeit der Armee vor dem Hintergrund einer höheren Haushaltszuweisung. Durch das politische Abkommen über die Steigerung des Verteidigungshaushalts hatte man letztes Jahr das notwendige Einvernehmen erlangt, damit dieser 2017 2% des BIP erreicht. Dieser Prozentsatz soll außerdem mindestens für die kommenden zehn Jahre aufrechterhalten werden. Das Mitgliedsland Rumänien konsolidierte seine Stellung in der Allianz, nachdem in der zweiten Hälfte des vorigen Jahres in Bukarest zwei verbündete Kommandos aktiviert wurden – das der Multinationalen Süd-Ost-Abteilung und das der Integrationseinheit der Nato-Kräfte. Gleichzeitig wurde die technische Einsatzbereitschaft des amerikanischen Raketenabwehrschirms im südrumänischen Deveselu vermittelt, da seine wichtigsten Bestandteile fertiggestellt wurden.

Rumänien von heftigen Schneefällen betroffen

Rumänien wurde mit dem ersten heftigen Schneefall dieses Winters konfrontiert. Drei Menschen sind wegen der niedrigen Temperaturen, die vergangene Woche sogar –16 Celsius erreichten, ums Leben gekommen. Außerdem nahmen Krankenwagen dutzende Personen, die an Unterkühlung leideten, von der Straße, aus Hausfluren oder aus ihren Häusern. In Bukarest beschloss man Tee und warme Suppe an Obdachlose zu verteilen. Auf den Straßen im Süden und Südwesten des Landes fuhr man diese Woche unter Winterbedingungen. In vielen Eisenbahnbezirken wurden Geschwindigkeitsbegrenzungen eingeführt und einige Züge verzeichneten Verspätungen. Im zentralrumänischen Cluj (Klausenburg) ist ein Flugzeug aus der Piste hinausgerollt, weil die Landebahn nicht rechtzeitig vom Schnee geräumt wurde. Auch der Flugverkehr fand unter winterlichen Bedingungen statt. In den Schwarzmeerhäfen wurde die Tätigkeit vorübergehend eingestellt.

The Romanian Government is signing a memorandum with the World Bank in Bucharest on Monday meant to boost the efficiency of public administration and to support structural reforms. Under the partnership concluded with the WB, the public administration employees will be assessed, without the assessment involving layoffs. Also a continuous professional training system will be set up and mechanisms will be created in order to prevent corruption, the Romanian PM Dacian Cioloş explained. On Wednesday the Government will continue talks on the modifications of the new Fiscal Code. Talks will also focus on exempting people without incomes from paying contributions to the public healthcare system.

The new head of the IMF mission to Romania, Reza Baqir, will visit Bucharest between January 12 –15, in order to be introduced to the Romanian authorities, the IMF resident representative for Romania and Bulgaria, Guillermo Tolosa, has said today. He will replace Adrea Schaechter, the head of the IMF mission for Romania, Ukraine and Kosovo, who has ended her two-and-a-half-year mandate, in accordance with the common job rotation policies. Reza Baqir has been working for the IMF since 2000, as chief of the IMF’s Debt Policy Division.

The Romanian ambassador to Oslo will hold talks on Wednesday with the representatives of the Norwegian Ministry of Children on the case of the 5 minors coming from a mixed Romanian-Norwegian family that were taken over by the Norwegian authorities and entrusted to a surrogate family. Thousands of Romanians from Romania and abroad have protested over the past days against this decision, which takes away from the natural family children aged between 4 months and 9 years old, claiming that their parents allegedly inflicted physical punishment on their children and tried to religiously indoctrinate them.
