    LAW The government in Bucharest is today expected to endorse a series of legislative amendments aimed at stepping up criminal investigations in the case of sexual harassment in public institutions. The move comes after a series of sexual harassment cases have been reported in universities across the country. The new amendments are meant to ease the prosecutors’ access to notifications on this type of aggression, even if anonymous. We recall that criminal investigations have been launched against some university teaching staffers after former female students have denounced this type of behaviour. The government is also expected to amend the law on physical education and sports allowing the central public administration to earmark state funds to private sports clubs in order to support and develop their facilities for the training of the young generation. The government is also focusing on an a bill aimed at boosting the SMEs entitled Start-up Nation Romania 2024, funded through non-reimbursable external funds.

     

    SHIP ‘Romanian training vessel ’Mircea’ has been one of the most effective, smartest and well-trained ambassadors Romania has had in the past century, the country’s Prime Minister Marcel Ciolacu’ said upon the ship’s entry into the military port of Constanta, south-eastern Romania on Thursday, at the end of a six-week training voyage around the Black Sea and the Mediterranean. 86 cadets of the ‘Mircea the Old’ Naval Academy and 8 cadets from partner academies in Bulgaria, Latvia, Poland, Spain and Turkey were on board of the ship during the voyage. ‘Mircea’ set sail from Constanta on June 26th and its voyage included stopovers in Piraeus, Greece, Livorno, Italy, Toulon, France, Palermo, Italy and Bodrum, Turkey. ‘Mircea’ is a sailing sip built in Hamburg over 1938-1939, and since its maiden voyage, it has completed 45 training trips through the Black Sea, the Mediterranean and the Atlantic Ocean.

     

    OLYMPICS Romanian athletes are today competing in four Olympic disciplines in Paris: athletics, rhythmic gymnastics, kayak-canoe and wrestling. On Wednesday night, weightlifter Mihaela Valentina Cambei won silver in the 49 kg. category. Also on Wednesday, Catalin Chirila, world champion in 2022 and world vice-champion in 2023, directly qualified for the semifinals of the 1000 m. single canoe race after winning the third tier with a fresh Olympic record. Romania has so far won eight Olympic medals, three gold, four silver and one bronze and is currently ranking 14th in the nations standings.

     

    FOOTBALL Two Romanian football sides are today taking on their opponents in the Conference League’s play-offs, the third inter-continental competition. The vice-champions, CFR Cluj, will be up against Israeli side Maccabi Petah Tikva in Sofia, Bulgaria, while Romania’s cup holder Corvinul Hunedoara will be playing FC Astana of Kazakhstan in a home game. In another development, Romania’s champions FCSB ended in a one-all draw their away match against Sparta Prague on Tuesday in the first round of the Champions League’s third preliminary leg. The return match is due in Bucharest on 13 August.

    NATO, the US and Europe

    Born in 1958, a former ambassador to Washington and a former foreign minister in the early 2000s, when Romania was admitted into NATO, Mircea Geană was described as one of the most forefront Atlanticist politicians in Romania.



    Between 2005 and 2010, he led the Social Democratic Party, which has been dominating the Romanian political scene for over 3 decades. And, unlike a long line of Social Democratic leaders, from Ion Iliescu to Liviu Dragnea, via Adrian Năstase and Victor Ponta, he was never involved in criminal investigations or subject to allegations of plagiarism.



    In 2009, Geoană lost the presidential election to Traian Băsescu, by a small margin. Since October 17, 2019, the Romanian Mircea Geoană has been NATOs deputy secretary general, and as of late the media and political analysts in Bucharest have noticed he has been more often in Romania than in Brussels, which suggests he might be interested in running for president once again, at the end of this year.



    Just days ago, the NATO deputy chief came home again, to launch his book, Battle for the future of Romania. Thoughts of a Romanian at the top of NATO in Ploieşti.



    On this occasion, speaking about the large-scale NATO exercise due to take place in Poland soon and expected to be the largest since 1988, Mircea Geoană said he wished the exercise to be read as a determent by prospective opponents. 90,000 people, the most diverse equipment, all Allies (…) taking part in this exercise, Romania included (…) You show your strength and your ability to bring additional forces from North America to Europe in a quick and professional manner, and you prove that the entire Alliance is able to mobilise, Geoană said.



    He also explained that America needs allies in Europe and elsewhere in the world, and if Donald Trump returns to the White House after this autumns election, there will probably be “shifts in the emphasis” of the US-NATO relationship.



    Geoană cited what not only Trump, but all US presidents have said: many of the USs European allies do not invest in defence, and America has to pay for the Allies security while they mind their own economy and get cheap natural gas from the Russians. However, Geoană went on to say, in his last State of the Union address nearly 4 years ago, Trump praised NATO.



    Speaking about the extent to which the Romanian army is prepared for a prospective conflict, Geoană emphasised the importance of military drills. When you hear about such exercises, do not be concerned. What I hope for Romania (…) is for this bigger investment (…) to be able to lead to a rebirth of the defence industry (….) It is a pity not to try to create jobs, not to create an innovation ecosystem around the defence sector, the NATO official concluded. (AMP)

    Comme chaque année à cette période, la côte roumaine de
    la mer Noire est la destination préférée d’un grand nombre de Roumains, car le
    15 août, on célèbre la Journée de la Marine. Le week-end prolongé de cette
    année était une raison supplémentaire de choisir les stations balnéaires. Selon
    les données officielles, plus de 120 000 touristes se trouvent actuellement au
    bord de la mer pendant le pont organisé à l’occasion de la fête de la Dormition
    de la Mère de Dieu (la Sainte-Marie). Le taux d’occupation des logements dans
    les stations balnéaires dépasse les 90 %, et de nombreux hôtels, chambres
    d’hôte ou villas sont au maximum de leur capacité, malgré leurs prix parfois élevés.
    Mamaia, Eforie Nord et Neptun sont les stations balnéaires les plus fréquentées
    et les touristes affluent de toutes les régions du pays. Des événements se
    déroulent sur tout le littoral : des festivals de musique attirent des
    milliers de jeunes sur les plages de Venus et Vama Veche, et des soirées de théâtre,
    de musique et de ballet sont à l’affiche à Mamaia et Constanţa, où le chœur
    « Mandrigal » propose une série de représentations sur la falaise du Casino.
    Les événements ont commencé il y a quelques jours et se poursuivront tout au
    long de la semaine.


    L’évènement le plus important aura lieu le 15 août à
    Constanţa. Après une absence de quatre ans, les marins militaires présenteront
    l’exercice de démonstration intitulé « Les forces navales roumaines 2023 »,
    sur la scène maritime devant le commandement de la flotte. Après les discours
    des officiels et le service religieux, des ancres de fleurs seront lancées à la
    mer à la mémoire des héros marins, qui reposent au fond des eaux. Le dieu
    Neptune fera son apparition depuis la mer par une porte d’eau, sécurisée par
    des remorqueurs. Le coup d’envoi des démonstrations sera le salut d’ouverture
    de l’exercice effectué par des hélicoptères et des bateaux rapides, qui
    porteront les drapeaux de la Roumanie, de l’OTAN et de l’Union européenne. Il
    sera suivi par le défilé du navire-école « Mircea », ambassadeur
    honoraire de la Roumanie sur les mers et les océans, avec à son bord des cadets
    de l’Académie navale « Mircea l’Ancien ».


    Le public pourra admirer depuis les falaises de Constanța
    et Mangalia les exercices de démonstration des forces navales et le défilé de
    dizaines de navires militaires, aux côtés d’avions et d’hélicoptères, de
    soldats des structures de défense nationale, mais aussi des pays partenaires au
    sein de l’OTAN.


    Des jeux et des concours de matelotage seront organisés
    dans les ports touristiques. Le soir, après le retrait des marins avec des
    torches, les autorités locales offriront un spectacle multimédia organisé pour
    la première fois en Roumanie à l’aide de drones légers et de feux d’artifice.



    Le ministère des Affaires intérieures a annoncé avoir
    multiplié les dispositifs d’ordre public, notamment dans les zones encombrées,
    étant donné que des événements à large public seront organisés dans tout le
    pays. De nombreux Roumains ont également choisi la montagne pour se détendre sur
    leurs jours libres avant la fête de la Sainte Marie.

    TAXES Fresh talks are scheduled today in
    the Cabinet on tax-related measures designed to rebalance the state budget.
    The Social Democratic PM Marcel Ciolacu is to have meetings with the finance
    minister Marcel Boloș, and a report is expected from the national tax agency
    with respect to revenue collection. The ruling coalition is considering tax
    increases and the elimination of certain tax facilities, as well as the
    cancelling of 200,000 public sector positions that are currently vacant and a
    reduction of expenditure in ministries. According to the PM, the proposed
    measures will be implemented in 3 stages, beginning on September 1, October 1 and
    January 1, 2024.


    VEHICLES The local segment of the car
    scrapping programme Rablaˮ started today, in an effort by the Romanian
    authorities to get heavily polluting vehicles out of circulation. Apart from
    the funds provided by the Environment Ministry, local authorities contribute
    20% of the vouchers granted to citizens who de-register cars older than 15
    years. In a first stage in April, town halls enrolled in this programme, and as
    of today citizens may apply for the funds available in the programme, no later
    than the end of August. The Environment Ministry earmarked some EUR 50 mln for
    this programme, and estimates around 100,000 polluting cars will be scrapped.


    CONCERT The Bucharest National Opera
    orchestra Sunday night performed for the first time at the Musikverein hall in
    Vienna, which hosts the traditional New Year’s concert in the Austrian capital
    city. The concert was a tribute to the Romanian composer Ciprian
    Porumbescu, as the year 2023 was declared the year of Ciprian Porumbescu, to
    mark 170 years since the birth and 140 years since the death of the famous
    composer. The programme consisted exclusively of works by Ciprian Porumbescu:
    New Moon, the first Romanian operetta, the Ballad, the
    Romanian Rhapsody. The soloists, choir and orchestra of the
    National Opera House in Bucharest were conducted by Daniel Jinga, with special
    guests including maestro Gheorghe Zamfir and the soloist Maria Coman.


    TRAINING The training ship Mircea has today
    returned to the military port of Constanţa, after a 28-day training session in
    the Mediterranean. On board were 64 sophomore students with the Mircea cel
    Bătrân Naval Academy, as well as 10 exchange students from partner
    academies in Bulgaria, Poland, Turkey, Latvia, Italy and Spain. The training
    ship had stopovers in the ports of Piraeus in Greece, Taranto in Italy and Izmir
    in Turkey, and completed an over 2,200 mile journey.


    UKRAINE Ukraine has today confirmed that
    Saudi Arabia will host a peace summit aimed, according to Kyiv, at restoring
    peace in line with the Ukrainian formula, EFE reports. According to the head
    of Ukraine’s presidential office Andriy Yermak, apart from guaranteeing peace
    for Ukraine, the 10-point formula will create mechanisms to counter future conflicts. For
    Kyiv, the formula includes the withdrawal of Russian troops from its territory.
    According to Western diplomats, the choice of Saudi Arabia to host the talks is
    designed to facilitate the participation of China, which has good relations
    with Moscow and with Riyadh.


    SPORTS PM Marcel Ciolacu congratulated the
    Romanian athletes and coaches who took part in the European Youth Olympic
    Festival hosted this year by Maribor (Slovenia). He said Romania once again
    confirmed its rebirth as a sports powerhouse after it finished the competition
    with 20 medals, shoulder to shoulder with France, which came 3rd in
    the final ranking. Their result reconfirms their hard work, talent and the
    pride of proving to the world that we are a country which, in spite of
    difficulties, remains able to cultivate the spirit required of great champions,ˮ
    Ciolacu said. Romania’s performance at this year’s European Youth Olympic
    Festival was the best after the ones in a Bath (1995) and Paris (2003). (AMP)

    Fiscalité – De nouveaux pourparlers se déroulent aujourd’hui au sein du gouvernement de Bucarest sur le thème du paquet de modifications fiscales censées équilibrer le budget. Le premier ministre social-démocrate Marcel Ciolacu doit a rencontré le ministre des Finances, Marcel Boloș pour parcourir une étude du Fisc relative à la collecte des recettes budgétaires. La coalition PSD-PNL négocie la majoration de certaines taxes et l’élimination de plusieurs facilités fiscales, ainsi que la suppression de 200 000 postes non-occupés dans l’administration, parallèlement avec la réduction des dépenses des ministères. Selon le premier ministre, les modifications fiscales s’appliqueront en trois étapes, à compter du 1er septembre, du 1er octobre et du 1er janvier 2024.

    Navire école – Le navire école Mircea de la marine militaire roumaine, est arrivé aujourd’hui sur le Port militaire de Constanta en mer Noire, après une marche d’instruction de 28 jours. 64 cadets en 2e année de l’Académie navale « Mircea le vieux » se sont trouvés à bord du voilier, aux côtés de dix étudiants étrangers d’académies navales partenaires de Bulgarie, Pologne, Turquie, Lettonie, Italie et Espagne. Le navire-école Mircea a effectué des escales dans les ports de Pirée en Grèce, Tarant en Italie et Izmir en Turquie et parcouru au total 2 200 miles marins.

    Vienne – L’Opéra National de Bucarest a donné un concert en première pour rendre hommage au grand compositeur et violoniste roumain Ciprian Porumbescu dans la fameuse salle Musikverein à Vienne, qui accueille normalement le concert du Nouvel An. L’année 2023 a été dédiée à ce musicien roumain, né il y a 170 ans et décédé il y a 140 ans. Le spectacle a été composé exclusivement d’œuvres de Ciprian Porumbescu : « Crai nou » (Le nouveau prince) – le premier spectacle roumain d’opérette, « Balada » (La Balade), « Rapsodia Română » (La rapsodie roumaine) et « Tatăl Nostru » (Notre Père). L’interprétation a appartenu à l’orchestre de l’opéra national de Bucarest, sous la baguette de Daniel Jinga, et aux invités spéciaux de la soirée : le musicien et compositeur roumain Gheorghe Zamfir, virtuose de la flûte de Pan et la soliste Maria Coman.

    FOTE – Le premier ministre roumain Marcel Ciolacu a félicité les sportifs et les entraineurs roumains qui ont participé au Festival Olympique de la jeunesse européenne d’été déroulé en Slovénie à Maribor. Selon le chef du cabinet de Bucarest, la Roumanie a confirmé qu’elle redevenait une force mondiale, puisque ses sportifs ont terminé la compétition avec 20 médailles, un résultat comparable à celui de la France, qui a finit troisième dans le classement final. « Leur résultat est la re-confirmation du travail, du talent, et de la fierté de démontrer au monde que nous sommes un pays qui, malgré les difficultés, sait toujours comment il faut cultiver l’esprit nécessaire aux grands champions », a dit le premier ministre. La Roumanie a obtenu au Festival olympique de la jeunesse européenne sa meilleure performance après celles de 1995 à Bath et 2003 à Paris.

    Tacot – Coup d’envoi aujourd’hui du programme « le tacot local », un nouvel instrument par le biais duquel les autorités roumaines se proposent d’éliminer des routes roumaines les vieilles voitures polluantes. En effet, les propriétaires de ces véhicules se verront accorder une prime de 600 euros s’ils décident de les envoyer à la casse. Le budget est assuré à hauteur de 80 % par le ministère de l’environnement alors que les mairies y contribuent avec 20%. Ce programme se déroule jusqu’au 31 août dans la limite du budget alloué par le ministère de l’environnement, soit quelque 50 millions d’euros. Les autorités compter éliminer des routes roumaines quelque 100 000 véhicules polluants.

    Météo – Températures à la baisse sur la majorité des régions de la Roumanie. Une importante instabilité est présente sur la moitié est, où les phénomènes orageux sont présents. Sur le reste du territoire, le ciel est partiellement couvert et des pluies sont signalées en montagne. Les maxima vont de 22 à 29 degrés. 21 degrés et un ciel couvert en ce moment à Bucarest.

    ACCESSION The Spanish presidency of the European
    Union has included on the list of its priorities the issue of EU enlargement.
    In the first joint conference of the Spanish government and the European
    Commission, staged in Madrid on Monday, the head of the community Executive,
    Ursula von der Leyen says the accession of Ukraine and the Republic of Moldova
    is only a matter of time and there is no question mark on the will of the
    Europeans. In another development, the Spanish ambassador in Bucharest, Jose
    Antonio Hernandez Perez-Solorzano says his country supports the accession of
    Romania to the Schengen area. At the press conference at the European
    Commission Representation, which marked the beginning of the Spanish presidency,
    the diplomat said the issue of Romania’s and Bulgaria’s accession to Schengen
    will be included on the agenda of the Justice and Home Affairs Council most
    likely this autumn. In turn, Foreign Minister Luminita Odobescu says the
    Schengen zone will be stronger when Romania is a fully-fledged member.






    RESIGNATION
    Romanian president Klaus Iohannis has announced he took note of the resignation
    of Eduard Hellvig, the director of the Romanian Intelligence Service (SRI) and he decided he be awarded the ‘Romanian
    Star’ National Order in rank of Commander. Hellvig tendered his resignation on
    Monday arguing that it isn’t good for democracy to have one person exposed to
    classified information for a long period of time. He believes that the Romanian
    Intelligence Service has changed significantly during his term in office and is
    now able to react more effectively to the present day challenges in order to
    protect Romania. According to Catalin Drula, of the opposition USR, Eduard
    Hellvig’s mandate has failed since, in his opinion, the civil control over the
    institution did not exist. Eduard Hellvig was appointed the SRI director in
    2015.






    TENNIS
    Romanian tennis player Ana Bogdan has outperformed Russian Liudmila Samsonova
    in two sets in the inaugural round of the Wimbledon tennis competition, the
    year’s third Grand Slam tournament. Other three Romanians are on the main draw in
    London and will be playing on Tuesday, when Irina Begu will be up against Canadian
    player, Rebecca Marino, Sorana Cirstea will be playing Tatjana Maria of Germany
    and Jaqueline Cristian will meet Italian Lucia Bonzetti. The Canadian player of
    Romanian extraction, Bianca Andreescu, will take on Anna Bondar of Hungary in
    the first round.






    TRIP The Romanian Navy training brig
    the Mircea on Monday set sail from the Constanţa Military Port on
    the Black Sea on an international training journey. It has on board 67 cadets of
    the Mircea the Old Naval Academy and 12 foreign cadets from
    partner academies in Bulgaria, Germany, Poland, Turkey, Latvia, Spain and
    Italy. The training trip will last 28 days, during which the brig will moor in
    three ports: Piraeus in Greece, Taranto in Italy and Izmir in Turkey. In all
    these ports, the sailboat will be open for visits. The brig is to return to Constanta
    on July 31.

    Mircea Eliade: unpublished documents


    In the summer of 1942, the writer, journalist and historian of religion Mircea Eliade was briefly in Bucharest, between leaving his diplomatic post in London and taking over the one at the Romanian Embassy in Lisbon. This was the last time the author, then aged 35, saw his home country and, more importantly, his birth city, Bucharest, which he gave a mythical aura in his prose. This was also when he left his entire personal archive, with manuscripts, documents and scientific writings, in the care of his family, until his return which, in 1942, seemed not only possible, but simply natural. As we know, this never happened, and Eliade died abroad in 1986.



    The archive in Bucharest was kept by his sister, Corina, until her own death in 1989. Unfortunately, since then Eliades documents were neglected, and to this day they have not been properly accounted for and studied by experts. However, the Romanian Academys Institute for the History of Religions has recently managed to obtain an important part of this archive and to organise an exhibition entitled “Mircea Eliade: unpublished documents.” Historian Eugen Ciurtin, head of the Institute for the History of Religions, told us the troubled story of the efforts to recover Eliades manuscripts:



    Eugen Ciurtin: “We were able to prove, and we hope this will be included in the forthcoming months in a first volume of the complete collection of Mircea Eliades scientific work, that he picked some pages from the works he was preparing at the time and he took them with him in Portugal. But it was only a few pages. The archive he left in Romania contains tens of thousands of pages. As he says in a diary entry dating from August 1952, when he was already in Ascona, his entire youth was there. In his diary, Eliade is heartbroken to realise that his entire youth, everything he had lived, written, thought, read until the age of 33, including in India, might be lost forever. The horrors of the post-war period, his image as a fascist supporter and his inability to return prevented access to his manuscripts, which fortunately were protected by his family. Thanks to Constantin Noica, Sergiu Al-George and Arion Roșu, some of his Indology books, around 130 volumes, ended up in the “Eliade” Collection of the library of the Institute for the History of Religions. But the manuscripts themselves were not opened until 1981. It was Constantin Noica who did this in 1981, together with a young literary historian and high school teacher, Mircea Handoca, who got the familys permission to research the archive.”



    For many years, Mircea Handoca exchanged letters with Mircea Eliade, who in 1981 told him, “I persuaded my sister to allow you to research my manuscripts.”Mircea Handoca did this, and he also took part in the editing of several religious history books whose publication was permitted by the Communist regime. After Eliades sister died in 1989, her son, professor Sorin Alexandrescu, who lived in the Netherlands, gave the entire archive to Handoca for safekeeping. Eugen Ciurtin told us what happened next:



    Eugen Ciurtin: “Unfortunately, in March 1989, when Eliades sister died in an empty house, as Mr. Sorin Alexandrescu recounted, these manuscripts were appropriated by Mircea Handoca. Between March 1989 and September 2015, they could not be seen. Thousands and thousands of pages. So far only a few hundred pages, maybe a few hundred manuscripts have been auctioned, and only some of them could be recovered, and only some of them could be donated to the Institute for the History of Religions.”



    Although no rights on the archive had been transferred, Mircea Handoca never returned the documents to the rightful owners, and after his death in 2015, his heirs took them over. This is why, instead of being studied for academic purposes by experts, fragments of Eliades archive were auctioned in the past 2-3 years. Fortunately, they were purchased and then offered to the Institute by generous anonymous donors. Shortly after, the Institute started to research and organise them and put together the exhibition at the Museum of Romanian Literature in Bucharest. Visitors can find here the seeds of the comprehensive studies published by Mircea Eliade in the post-war years he spent in Paris and later on in Chigaco.



    Eugen Ciurtin: “We can see, for the first time, several very important essays from his Indian period and his Ph.D. thesis, in various stages of progress. Not only the text dated November 1932, but also the volume published in May 1936, “Yoga. Essay sur lorigine de la mystique indienne”. Then we have manuscripts of books for which we had not imagined we would ever see all the authors hesitations, amendments and changes operated until printing. There is the manuscript of “Borobudur: the Symbolic Temple” published in September 1937 in the Royal Foundations Magazine and included as such in the volume “The Island of Euthanasius” in 1943. We have the manuscript of the 1942 “Myth of Reintegration”, hand-written studies and reviews written for Zalmoxis magazine. And, interestingly, there is a previously unseen essay dated late 1930 – early 1931 and titled “What is wrong with Europe”. The media of 1930 announced this essay, but nobody knew anything about it until my colleagues found it. All these details will be included in this planned complete collection, because our goal is precisely to show an outline of what Eliade was planning to achieve.”



    Another fascinating find among the documents recovered by the Institute are pages handwritten by Mircea Eliade in Sanskrit when he was studying this language.



    Unfortunately, the full archive is still not available, and without an inventory of the documents, its content remains unknown.



    The exhibition at the National Museum of Romanian Literature is open until March, and was completed thanks to the work of the researchers Andreea Apostu, Ionuț Băncilă, Eugen Ciurtin, Daniela Dumbravă, Octavian Negoiță, Cătălin Pavel, Vlad Șovărel and Bogdan Tătaru-Cazaban. (AMP)

    The war in the neighboring Ukraine and the
    energy crisis it caused in the entire Europe has prompted the authorities in
    Bucharest to look for legislative solutions to ensure electricity, gas and heat
    supplies towards both the population and the economic players. As legislation hasn’t
    always been coherent in this field, the rules of the game have often changed.
    In its session on Wednesday, the last this year, the government endorsed a new
    draft ordinance, which eliminates the affidavit on electricity consumption.




    Before the new law, owners of one or more
    households had to produce an affidavit, which caused confusion among natural
    persons and suppliers alike. For this reason, the ruling PSD-PNL-UDMR coalition
    has decided to eliminate the aforementioned document. Also on Wednesday, the government
    decided to eliminate the 10 eurocents fuel subsidy, which is no longer applied
    starting January 1st




    Prime Minister Nicolae Ciucă says the
    authorities are ready to again apply the measure if prices are going to exceed
    the citizens’ purchasing power.




    The executive has announced additional
    taxes for energy suppliers, which announced significant profits against the
    latest crisis. Under the new legislation, taxes rose by 60% in the case of the
    companies operational in the field of oil, gas and coal exploitation and
    deliveries, which reported huge profits this year.




    Mihai Diaconu, state secretary with the
    Finance Ministry explains, that the law will be applied only in the case of the
    companies whose average profit has risen 20% in the past 4 years. The
    government pledges the money coming from the aforementioned taxes will go to
    investments.




    However, representatives of the companies
    in the field have described the new measure as too harsh, adding that 33% would
    have been a decent percentage.


    The government has also postponed until
    October 31st next year the closing down of the coal-operated power
    plants as well as the coal exploitation facilities. According to the
    commitments Romania has assumed under the National Plan of Recovery and
    Resilience, the aforementioned facilities should have been closed down by the
    end of this year. To motivate its decision, the government has invoked the extremely
    difficult energy situation in Romania and the entire Europe, including through
    the latest Russian attacks on Ukraine’s power infrastructure.

    SPORTS Former Romanian gymnast Catalina Ponor has become Romania’s 12th
    athlete to have been included in the International Gymnastics Hall of Fame
    during a ceremony hosted by Oklahoma City, the Romanian Gymnastics Federation
    announced on Monday. Ponor has thus joined those who have contributed to the
    development of this sport discipline such as Tatiana Gutu of Ukraine, Fabian
    Hambuechen of Germany and Chelsie Memmel of the USA. Ponor walked away with
    five Olympic medals including three gold, which she got in Athens in 2004. Her
    prize closet also includes five medals in world championships and eight in
    European championships.








    WEATHER Temperatures are
    slightly going down in southern and south-eastern Romania, which are also going
    to see an overcast sky, thunderstorms and wind. The highs of the day range
    between 22 and 31 degrees Celsius with a noon reading of 29 in Bucharest. A
    code yellow alert for heavy rainfalls and thunderstorms was issued last night
    for Bucharest and several other counties in southern Romania. A code yellow
    warning for bad weather was issued for three counties in southern Romania on
    Sunday night.








    FOOTBALL Romania’s national football side will be taking on
    Bosnia-Herzegovina on Tuesday in their Nations League second away match. In
    their first away game on Saturday night the Romanians conceded a 2-0 defeat to
    Montenegro, which will be up against Finland on Tuesday. Romania ranks last in
    its group with no points.

    VISIT Marcel Ciolacu, President of the Chamber of Deputes in Bucharest,
    on Monday held talks in Chisinau with Ion Grosu, president of Parliament in the
    Republic of Moldova, an ex-Soviet, Romanian-speaking country. According to Ciolacu
    the Republic of Moldova doesn’t need military support but needs to make its borders
    more secure and Romania must get involved more in this process. Ciolacu has
    also said that the place of the Republic of Moldova is in the EU and Romania’s
    duty is to help the neighboring country achieve this goal. In turn Igor Grosu
    announced a joint session of the two Parliaments to take place in Chisinau.
    According to the Moldovan official, talks focused on infrastructure, on ways of
    easing cross-border circulation, energy, infrastructure and healthcare. Besides Parliamentary talks, Ciolacu also
    has scheduled a series of meetings with the President and Prime Minister of the
    Republic of Moldova, Maia Sandu and Natalia Gavrilita, respectively.








    REFUGEES According to
    the Romanian Border Police Inspectorate roughly 7,000 Ukrainian nationals
    entered Romania on Sunday, 17% less than the previous day. Since the beginning
    of the conflict in the neighboring country, over 1.1 million Ukrainian
    nationals have crossed the border into Romania. Out of these, 90 thousand
    decided to remain but only 2,000 have got jobs in this country. The Romanian
    government wants to offer support to these refugees to help them get
    integrated, learn the language, get a job and access to education for their children.
    A national plan for the social inclusion of these refugees could be approved
    this week.








    SHIP The Romanian
    training ship Mircea today sets sail at Constanta, Romania’s main Black Sea port,
    for its second international training voyage. The mission, which is devoted to
    celebrating 150 years of Romanian sailing education, involves the participation
    of Romanian cadets from the ‘Mircea cel Batran’ Navy Academy and their foreign
    counterparts from Britain, Poland, Bulgaria and the United States. During the
    two-month voyage, the ship is expected to moor in five ports on the Mediterranean
    – Augusta, Genoa, Vallencia, Valletta and Alexandria.

    major club competition. The Romanians secured a 38-28 home win against Turkish side
    Spor Toto in the second leg’s third round. CSM had also won the first game in
    Ankara 33-27.






    A week ago, another Romanian side, Minaur
    Baia Mare, qualified for the round of 16 of the same competition after a double
    win against the Cypriotes from Parnassos Strovolou, whom they beat 28-25 and
    29-24. The round of 16 games have been scheduled for February concurrently with

    registered a draw and two defeats.








    The city of Medias on Saturday played venue for a match pitching FC
    Hermannstadt against Politehnica Iasi. Poli clinched a 1-0 win against Hermannstadt,
    which had been undefeated for three legs. Poli has thus left the last position
    on the table, which is now occupied by FC Arges. The other two games on Sunday ended

    Uruguayan Carlos de Pena opened the scoring for Dinamo,
    holder of the trophy, in the 20th minute, Gerson Rodrigues of Luxembourg
    on 31st minute and Spanish Fran Sol added the winner 7 minutes from
    time. Junior Moraes, a Ukrainian of Brazilian descent, who used to play for the
    Romanian side Gloria Bistrita, scored for Shaktar on 37 minutes allowing Dinamo
    to win their eighth Super Cup trophy. We recall the team in Kiev also reaped this
    trophy two years ago.






    Lucescu was hired as Dinamo’s headcoach in July although he was
    contested by the team’s fans for having coached its archrival Shakhtar Donetsk between
    2004 and 2016. Under Lucescu’s guidance Shakhtar won eight champion titles, six
    cups and seven Super Cups.






    Lucescu’s most important performance was the UEFA Cup in the
    2008-2009 season Shakhtar secured after a 2-1 win against Werder Bremen in the extra
    time.


    Mircea Lucescu, one of Romania’s best headcoaches, turned 75
    on July 29th. His first major result was to qualify our national
    football side for the European Championship in 1984. After 1990 he coached Italian football sides,
    Pisa, Brescia, Reggiana and Inter Milan.






    In 2000 he started coaching Turkish side Galatasaray with
    which he won UEFA Super Cup in Monte Carlo, after a 2-1 win in the extra time
    against Real Madrid. He then started coaching Shakhtar Donetsk in Ukraine, then
    Zenit Saint Petersburg for a year and from August 2017 until February 2019 he
    coached Turkey’s national side.

    IAEA The Romanian Foreign Minister, Ramona Mănescu, took part on Monday in Vienna in the opening of the General Conference of the International Atomic Energy Agency. On the sidelines of the meeting, the Romanian official had talks with her new Swedish counterpart, Ann Linde. The discussion focused on ways to strengthen bilateral ties and the cooperation at EU level, considering that the 2 countries have similar concerns regarding the eastern neighbourhood. Both parties emphasised the willingness to use their shared views on a number of topics in order to strengthen bilateral political dialogue. Ramona Mănescu also lobbied for the Romanian candidate for director general of the IAEA, ambassador Cornel Feruţă, the interim director of the Agency. The General Conference is the highest decision making body of the International Atomic Energy Agency and has convened every year, since 1957, to analyse and approve the budget and programme of the institution. Decisions are also made with respect to issues of interest to the member states and the international community.



    VESSEL The Romanian training ship Mircea is conducting a training programme on the Danube until September 23, to conclude the series of events devoted to the celebration of 80 years since the vessel became part of the Romanian Navy. Marines are inviting the public in 3 Danube ports on board the ship that has sailed more than 300,000 miles, that is 14 times the length of the Equator. On Sunday, the Mircea was in Tulcea, on Tuesday it will reach Galaţi, and on Thursday it is scheduled to arrive in Brăila.




    INCOMES Romania sees the widest gaps in the EU between the smallest and highest incomes of its citizens, with the incomes of the 10% richest Romanians being almost 6 times higher than those of the poorest 10%, reads a recent survey. For the EU as a whole, the ratio is 3.76. In the Czech Republic and Slovakia, the ratio is 2.83%, in Slovenia – 2.96%, in Finland – 3%, in Bulgaria – 5.22%, in Latvia – 5.29% and in Lithuania – 5.5%. According to the document, the 10% of the Romanians with the highest incomes make over 6,928 euro per year, whereas the 10% with the smallest incomes earn maximum 1,189 euro per year, i.e. 3.25 euro per day.

    VISIT The President of Romania, Klaus Iohannis, will be received at the White House on August 20 by the US President Donald Trump. The announcement was made last night in Bucharest and Washington. The White House news release reads that President Donald Trump looks forward to celebrating together with his Romanian counterpart 30 years since the fall of communism in Romania and the 15th year of Romanias membership in the North Atlantic Treaty Organisation. The White House also announced that the 2 leaders will discuss how best to meet the many shared security challenges facing the United States and Romania and ways to advance fair and reciprocal trade and energy partnerships. According to the Romanian Presidency, Klaus Iohannis will emphasise that Romania will continue to be a reliable strategic partner and a responsible and trustworthy ally of the US.




    CARACAL INVESTIGATION Romanian investigators Wednesday resumed searches at the Caracal home of Gheorghe Dincă, who alleged, after being apprehended more than a week ago, that he had killed and then incinerated 2 teenagers. On Tuesday, the investigators found in a forest near Caracal new bone and tooth fragments, which forensic experts found to be human. So far, only traces of 15-year old Alexandra Macesanus DNA were found in the ashes at Gheorghe Dincăs residence. A number of people were questioned and storage devices were searched. An outrageous series of mistakes made by the authorities in relation to the case has already led to high-level dismissals and resignations. The prosecutor division of the Higher Council of Magistrates requested the Judicial Inspection unit to check the activity of the Directorate Investigating Organised Crime and Terrorism and the prosecutors offices attached to courts, focusing on the way of handling criminal cases involving human trafficking and child trafficking, as well as offences like kidnapping and manslaughter in cases of missing persons. On Wednesday, State Secretary with the Interior Ministry Raed Arafat presented PM Viorica Dăncilă with a report on ways to improve the emergency call tracking system. Arafat coordinates an inter-ministerial committee set up in late July in the wake of the Caracal case.




    NAVY The Romanian Black Sea port of Constanţa launched a series of events devoted to Navy Day, traditionally celebrated on August 15. On Wednesday, the Day of sea resources and navy education, military divers held diving workshops for the 80 winners of a Facebook competition. Also, the military port hosted a ceremony welcoming the Mircea Training Ship from a sail devoted to the celebration of the vessels 80 years in the service of the Romanian Navy. Mircea sailed more that 8,500 miles in 93 days and stopped in 12 European ports, welcoming over 12,000 visitors on board. Until August 15, other Danube and Black Sea ports will also host concerts, book launches and interactive workshops devoted to the Romanian Navy Day.




    REPATRIATION A group of 15 people, Romanian citizens and their Syrian families, were repatriated on Tuesday via Turkey, the Romanian Foreign Ministry announced. The operation was completed with support from the Romanian embassies in Damascus and Ankara, of the Romanian Consulate in Istanbul and of Romanias Honorary Consul in Iskenderun. The Foreign Ministry also mentioned that since the start of evacuation operations in Syria, in 2011, 784 Romanian citizens and their families have been repatriated. At present, the Romanian Embassy in Damascus provides assistance and consular protection to citizens from various states, including Australia, Canada, France, the Republic of Moldova, Portugal, and others, based on individual requests.




    DIASPORA Nearly 9,000 Romanian citizens who intend to vote in this autumns presidential election, whether by post or in polling stations abroad, had enrolled on the dedicated online platform until Wednesday. The Romanian citizens who wish to vote by mail must fill in an online form posted on www.votstrainatate.ro, enclosing a scan or photo of their ID and a copy of the document proving their right to stay in a foreign country. The registration forms will be active until September 11. Approximately 9.7 million Romanians live abroad, according to data communicated by 70 diplomatic missions and centralised by the Ministry for the Romanians Abroad.

    Im Fall Caracal setzen die Ermittler die Untersuchungen fort. Nach seiner Inhaftierung vor mehr als einer Woche hatte der 66-jährige Gheorghe Dincă erklärt, dass er zwei Jugendliche getötet habe, die 15-jährige Alexandra Măceşanu und die 18-jährige Luiza Melencu. Dincă gestand im Anschluß, ihre Körper verbrannt zu haben. Am Montag fanden die Ermittler in einem Wald bei Caracal, an einem von Dincă angegebenen Ort, eine Tasche voller verkohlter Knochenfragmente und Asche. Es werden Tests durchgeführt, um festzustellen, ob die Überreste von der von der seit April dieses Jahres vermissten Luiza Melencu abstammen. Die bei Gheorghe Dincă zu Hause gesammelten Knochen und Asche zeigten nur Spuren der DNA von Alexandra Măceşanu. Das 15-jährige Mädchen wurde am 24. Juli vom Gelegenheits-Taxifahrer entführt, den sie anhielt, um aus ihrem Dorf schneller in die Stadt zu kommen. Dincă brachte die Schülerin stattdessen auf sein Anwesen am Stadtrand und missbrauchte sie. Am 25. Juli gelang es Alexandra, die Notrufnummer 112 anzurufen, und die Polizei um Hilfe zu bitten, aber die Behörden reagierten nur langsam und griffen ein, als es zu spät war. Die Reihe von inakzeptablen Fehlern, die in diesem Fall gemacht wurden, haben bereits zu Rücktritten und Entlassungen geführt.



    Die Regierung in Bukarest plant diese Woche die erste Haushaltsanpassung in diesem Jahr. Nach Angaben des Finanzministeriums handelt es sich um eine positive Anpassung, die das Haushaltsdefizit unter 3% drücken soll. Zusätzliche Fonds werden demnach dem Ministerium für Regionalentwicklung, dem Geheimdienst und dem Justizministerium bereitgestellt. Auch an das Finanzministerium gehen zusätzliche Mittel. Der Haushalt des Bildungsministeriums sowie des Ministeriums für europäische Finanzmittel und des Forschungsministeriums soll hingegen gekürzt werden. Laut dem Finanzministerium soll die Haushaltsanpassung die notwendigen Mittel für Renten und Gehälter sichern.



    Das Schulschiff Mircea, der dienstälteste ständige Vertreter Rumäniens auf den Meeren und Ozeanen der Welt, legt am Mittwoch im Hafen von Constanta an, am Ende einer Fahrt, die dem 80-Jahre-Jubiläum seit dem Start des historischen Segelschiffes im Dienst der rumänischen Marine gewidmet wurde. Zwischen dem 5. Mai und dem 7. August fuhr das Segelschiff Mircea 93 Tage lang über 8.500 Seemeilen und legte in 12 europäischen Häfen an (Syrakus, Barcelona, Almeria, Cadiz, Brest, Rouen, Den Haag, Hamburg, Southampton, Lissabon, Valleta und Istanbul). Ein besonderes Moment war das Anlegen am 27. Juni im Hamburger Hafen, wo das Segelschiff Mircea im Jahr 1938 gebaut wurde. In Hamburg begann vor 80 Jahren die lange Reise des Schulschiffes Mircea im Dienste der rumänischen Marine. Drei Monate lang befuhr das Schiff das Schwarze Meer, das Marmarameer, das Ägäische Meer, das Mittelmeer, den Atlantischen Ozean und die Nordsee. Der Name des Schulschiffes der rumänischen Marine stammt vom Wojwoden Mircea cel Bătrân (dt. Mircea der Alte), der vor 6 Jahrhunderten die Walachei regierte und unter dessen Herrschaft die Binnenschifffahrt und der Seehandel florierten.



    Der Monat Juli, der in Europa sehr hohe Temperaturen verzeichnete, war der heißeste in der Geschichte, wie Satellitendaten bestätigen. Die Ergebnisse stammen aus dem Europäischen Programm Kopernikus zum Klimawandel, dessen Experten sagen, dass dies das jüngste Zeichen dafür ist, dass sich die Erde in einem beispiellosen Ausmaß erwärmt. Laut Kopernikus lag die Durchschnittstemperatur im Juli um 0,56 Grad Celsius über dem Durchschnitt desselben Zeitraums zwischen 1981 und 2000 und um 1,2 Grad Celsius über dem vorindustriellen Niveau, der Bezugsgrundlage der UN-Experten für das Klimaforschung. Im Juli kam es in Westeuropa zu einer kurzen, aber intensiven Phase extremer Hitze, in der Rekordhöhen in Ländern wie Deutschland, Belgien und den Niederlanden gemeldet wurden. Auch in den nordischen Gebieten Alaska, Grönland und Teilen Sibiriens sowie in Zentralasien und Regionen der Antarktis waren die Temperaturen überdurchschnittlich hoch.



    TENNIS: Die Weltranglistenvierte Simona Halep trifft in ihrem Eröffnungsspiel des WTA-Turniers im kanadischen Toronto auf die Amerikanerin Jennifer Brady, Nummer 76 WTA. Beim Turnier mit Preisen im Wert von 2,83 Millionen Dollar besiegte Brady am Montag die Französin Kristina Mladenovic, Nummer 50 in der Weltrangliste.
