    BUDGET – Romania’s draft state budget for 2025 will be finalized today.  On Saturday it will be approved by the Government and next week by Parliament, Finance Minister Tanczos Barna announced. He said that the budget includes money for investment in infrastructure and for the payment of salaries and pensions, at the level of November 2024. The budget will be built on a deficit of no more than 7% of the Gross Domestic Product. The funds allocated to the Presidential Administration, the Senate and the Chamber of Deputies will be smaller and the budgets of some ministries, such as Environment, Health, Education or Transport, will increase.

     

    ENERGY – Bucharest’s Energy Minister, Sebastian Burduja, has announced  that the Court rejected Greenpeace’s request to suspend the work on the Black Sea gas exploitation. He said that this is a victory for Romania’s energy independence and that the strategic project that Greenpeace tried to block in court will double Romanian gas production, create jobs and bring over 20 billion euros to the budget. Moreover, the gas from the Black Sea will ensure a more stable and lower price for Romanians, and Romania will become a regional energy supplier. Last year, Greenpeace requested in Court the suspension of the environmental agreement for the Neptun Deep project, due to concerns related to environmental protection, climate change and compliance with legislation. Neptun Deep is owned in equal shares by OMV Petrom company and the state owned company Romgaz. Production will be approximately 8 billion cubic meters annually for approximately 10 years.

     

    EVACUATION – Numerous Romanians, employed by a private military company operating in the eastern Democratic Republic of Congo (DRC), crossed the border into neighboring Rwanda on Wednesday to surrender to the authorities there, sources in Kigali said, quoted by international news agencies. The Romanians had been hired to fight alongside the Congolese army in the conflict that opposes it to the M23 rebel group, supported by Rwanda, in the Goma region. The Rwandan Ministry of Defense confirmed their surrender and spoke of “280 Romanian mercenaries” being evacuated by buses to the capital, Kigali.

     

    CRASH – An American Airlines passenger plane and a US military Black Hawk helicopter crashed into the Potomac River after a mid-air collision near Reagan Washington National Airport, US officials said, quoted by international news agencies. According to Washington media, several bodies were pulled from the water and no survivors were found. American Airlines said there were 64 people on board the plane – 60 passengers and four crew members. Three military personnel were on board the helicopter. Romanian President Klaus Iohannis sent a message of solidarity, to the American people. “Our thoughts go out to the families of the victims”, Iohannis wrote on platform X.

     

    FOOTBALL – Romanian football champion FCSB and the famous English team Manchester United will meet on Thursday evening at the National Arena in Bucharest, in the eighth and final round of the main phase of the Europa League. United is in fourth place in the standings, with 15 points, and FCSB is in eighth place, with 14 points. The top eight teams qualify directly for the round of 16, while the teams ranked 9-24 must get past the the play-off to advance to the round of 16.

     

    RUGBY – The Romanian national rugby team will make their debut on Friday evening in Bucharest, in a match against Germany, in the 2025 edition of the Rugby Europe Championship. The Romanians will also play against Belgium, on February 8, away, in Mons, and Portugal, on February 15, at home, in Botoşani (northeast). Romania can secure direct qualification for the Rugby World Cup in Australia, if it finishes the championship in one of the first two places of the group. With one exception, Romania has participated in all the world final tournaments.

    TALKS Leaders of the ruling coalition in Bucharest convened on Wednesday for their first meeting this year. They decided that the first round of the presidential election be held on May 4 and the second on May 18. The coalition also reconfirmed the former PNL leader, Crin Antonescu as their common candidate for the presidential race. They also decided that the 2025 budget be presented before January 27 so that it might get Parliament approval in the first week of February. The Minister of Finance, Tánczos Barna, had earlier said the draft budget would observe the deficit cap of 7% of the GDP, without new tax increases, but through a more rigorous control of public spending. On the other hand, the unions called on the Ombudsman to appeal at the Constitutional Court the article in the recent emergency ordinance that provides for the freezing of pension indexation. The ordinance, which came into force on January 1, also provides for the freezing of salaries, the elimination of some tax benefits and the restriction of certain benefits.

     

    VISAS Romanians will be able to travel to the USA without a visa starting March this year. The only thing they need is a notification in a platform known as ESTA – Electronic System for Travel Authorization, the country’s Foreign Minister, Emil Hurezeanu said on Wednesday. Romania’s inclusion in the Visa Waiver programme will be formally marked on Friday, January 10, through an event staged in Washington DC. The US State Secretary of Homeland Security, Alejandro Mayorkas, and Romania’s ambassador in Washington, Andrei Muraru, are going to meet to record Romania’s accession to the US visa-free programme. The technical details and the date of the effective activation of the new travel regime are to be announced shortly. The Romanian citizens no longer need to give interviews at the US consulate while the travel permit, which replaces the present visas, will be valid for two years, with an unlimited number of entries into the United States. The aforementioned permit can be used for visits up to 90 days with the cost of 21 US dollars, says a notification posted on the Facebook page of Romania’s embassy in Washington.

     

    OMV The Austrians from OMV have concluded an agreement with the German utility group Uniper regarding the supply of natural gas under the Romanian “Neptun Deep” project in the Black Sea, as of 2027, Reuters reports. The deal comes after Russia stopped delivering gas through Ukraine on January 1, as well as a wider reduction in the European Union’s energy purchases from Russia due to the invasion of Ukraine. In the “Neptun Deep” area there are reserves of gas estimated at approximately 100 billion cubic meters, which makes it one of the most important extraction area in the EU. OMV and the Romanian state producer Romgaz own equal shares of the “Neptune Deep”. In total, Romania’s territorial waters of the Black Sea are said to host reserves of approximately 200 billion cubic meters of gas.

     

    ENERGY The liberalization of the energy market as of April 1, together with appropriate preparation while there is still time, is the only option for Romania – claims the president of the NGO Asociaţia Energia Inteligentă (Smart Energy Association), Dumitru Chiseliţă. In his opinion, the biggest challenge of the year is related to the fact that on March 31 the current capping and compensation scheme for natural gas and electricity prices will expire. Chiseliţă believes that an extension of this measure involves large expenses from the state budget, with the payment of compensations to suppliers. In addition, he mentions Romania’s commitments to the European Union for market liberalization, appreciating that a possible continuation of the ceiling will lead to a decrease in community funds, which Bucharest cannot afford.

    On Tuesday, the Romanian company Romgaz launched its first issue of bonds on the Bucharest Stock Exchange, worth 500 million EUR. Romgaz is the largest producer and main supplier of natural gas in Romania, where the state is the majority shareholder with 70% share participation. Along with OMV Petrom, Romgaz contributes to the national strategic project Neptun Deep in the Black Sea, which foresees total investments standing at 4 billion EUR, half of which must be covered by Romgaz. Total production is estimated at approximately 100 billion cubic meters of natural gas. Recently, Transocean Barents, the huge drilling platform contracted for the Neptun Deep project, arrived on the Black Sea coast, in Constanţa. Drilling will start in 2025, and the first gas will be exploited in 2027. Meanwhile, the money raised from the bond issue will be used by Romgaz to finance Neptun Deep, but also other goals in the company’s investment program. It’s worth mentioning in this respect that Romgaz aspires to enter the electricity supply market. Equally, the company seeks to transition to a low-carbon emission operating format. The bonds, also listed on the Luxembourg Stock Exchange since early October, represent only the first installment in a medium-term program that will allow Romgaz to issue bonds with a total value of 1.5 billion EUR.

     

    Investor interest in these financial instruments is already significant, Romgaz CEO Răzvan Popescu says. However, in addition to important international investors, pension funds and other entities operating in Romania have also invested in Romgaz’s bond issue to an extent of approximately 20%. The issue was oversubscribed approximately 12 times, with pre-orders of around 6 billion EUR having been already submitted, a success praised by Secretary of State in the Prime Minister’s Office, Mihai Precup:

     

    “This, I think, is perhaps the biggest bond issue at the level of Eastern Europe by a state-owned company. In the last two years, after Hidroelectrica, today we are witnessing the largest bond listing in the history of Eastern Europe by a state company, a historic day”.

     

    In turn, the president of the Financial Oversight Authority, Alexandru Petrescu, says that Romgaz’s bond issue contributes to the achievement of Romania’s strategic objectives in the field of energy:

     

    “It is not just another instrument with fixed income. I think it sends a clear message – we are taking an important step in terms of the resilience of the energy sector, with a positive impact not only on Romania, but on Central and Eastern European”.

     

    The bonds have a maturity of 5 years and a fixed interest rate of 4.75% per year. (VP)

    ALERT A new RO-Alert message was issued for the northern part of ​​Tulcea County (south-eastern Romania), after the national defence and security structures detected a possible attack by the Russian Federation on some targets on the territory of Ukraine. These messages are aimed at informing the people in the Romania-Ukraine border area that there are possible Russian attacks on Ukrainian territory and that some objects might fall on Romanian territory. The Romanian defence ministry firmly condemns once more these attacks carried out by the Russian Federation against Ukrainian civilian infrastructure, which are unjustified and are serious breaches of international law.

     

    WARNING The Ministry of Foreign Affairs strongly advises Romanian nationals who are in Lebanon to leave that country by the air routes still available. The travel warning regarding major security risks is still valid, and commercial flights and travel routes may also be affected, according to the ministry. Some 1,136 Romanian citizens and their family members have so far registered their presence in Lebanon, at the Romanian Embassy in Beirut. On the ground, Iran announced that its attack on Israel had ended, after it launched more than 180 missiles in its direction on Tuesday night. Tehran says it targeted the infrastructure of the enemy state. According to international media, targets included the headquarters of the Israeli intelligence service, Mossad, as well as the most important air base, Nevatim, which is also used by Israel’s F- 35 long-range stealth strike fighter fleet. According to the Radio Romania correspondent in Israel, there is no information regarding the loss of human life and damages.

     

    VISA WAIVER Romania meets all the technical conditions to be part of the Visa Waiver Program, the Romanian ambassador to the US, Andrei Muraru, said in a social media post. He also said that Romanians would most likely be allowed to travel visa-free in the first half of next year. “Should all the conditions and preparations proceed successfully, the program could take effect sometime in 2025” the US ambassador to Romania, Kathleen Kavalec, said on Tuesday. However, Ambassador Kavalec said, a number of important steps still need to be completed in the coming months to establish whether Romania is, in fact, eligible to participate in the Visa Waiver Program.

     

    ELECTIONS The president of the National Liberal Party in the ruling coalition in Romania, Nicolae Ciucă, has officially entered his candidacy in the presidential election with the Central Electoral Bureau. He has submitted lists of over 1.5 million signatures supporting his bid. Also today, the president of the Democratic Union of Ethnic Hungarians has also announced his candidacy, after gathering over 270,000 signatures. So far, candidates for the top position in the Romanian public administration also include George Simion (AUR party), Elena Lasconi (USR party), and Călin Georgescu, running independently. The deadline for entering candidacies for the presidential election is October 5, and lists of at least 200,000 supporters are required. The first round of the presidential election is scheduled on November 24, and the second one on December 8.

     

    NATURAL GAS OMV Petrom, a corporation in which the Romanian government holds 20% of the stock, announced that 2027 will see the first natural gas supplies extracted via the “Neptun Deep” project. “Neptun Deep” is the largest natural gas project in Romania’s exclusive economic zone in the Black Sea and the first Romanian deep-water offshore project. OMV Petrom says works on the gas platform to be installed in 2026 have already started in shipyards in Italy and Indonesia. The platform will be approx. 140 high, with a 40 sq m base and will weigh over 7,000 tone. It will support the upper section of the Neptun platform, an element of the infrastructure required for the development of natural gas deposits. OMV Petrom also pointed out that “Neptun Deep” will contribute to the country’s energy security.

     

    DEFENCE The Romanian defence minister, Angel Tîlvăr, had an official meeting on Wednesday with his Portuguese counterpart, Nuno Melo. The 2 officials discussed the Romanian-Portuguese cooperation in the defence and security sector, both in bilateral terms and as members of NATO and the EU. other topics on the agenda included the Black Sea security situation and measures to consolidate NATO’s defence and deterrence posture on the Eastern flank. Angel Tîlvăr appreciated Portugal’s contribution to joint exercises and activities, the country’s commitment as part of the NATO Enhanced Vigilance Activities, with the deployment of a military unit to the Multinational Brigade South-East, headquartered in Craiova, and its presence in other Allied structures on Romanian territory.

     

    TENNIS The Romanian player Simona Halep made her comeback to professional competitions, with a 6-2, 4-6, 6-4 win against Arina Rodionova (Australia), in the first round of the WTA 125 tournament in Hong Kong.     Extracția de gaze românești
    din Neptun Deep, tot mai aproape


    Planul
    final de dezvoltare a zăcămintelor comerciale Domino şi Pelican Sud din
    perimetrul românesc Neptun Deep din Marea Neagră a fost confirmat, joi, de
    Agenţia Naţională pentru Resurse Minerale. Anunţul a fost făcut de OMV Petrom
    şi Romgaz, companiile austriacă, respectiv românească ce exploatează gazele
    naturale din perimetrul menţionat. Prin urmare, proiectul Neptun Deep intră în
    faza de dezvoltare, care presupune atât atribuirea contractelor, cât şi
    executarea activităţilor de foraj şi construire a infrastructurii necesare
    pentru extragerea gazelor naturale. OMV Petrom şi Romgaz vor investi până la 4
    miliarde de euro pentru faza de dezvoltare a proiectului Neptun Deep, care va
    genera o producţie de circa 100 de miliarde de metri cubi de gaze naturale,
    începerea producţiei fiind estimată pentru anul 2027. Perimetrul Neptun Deep are
    o suprafaţa de 7.500 kmp şi se află la o distanţă de circa 160 km de ţărm, în
    ape cu adâncimi cuprinse între 100 şi 1.000 de metri. Explorarea perimetrului a
    fost accelerata în 2008, iar prima descoperire de gaze a avut loc în 2012.



    România și războiul din
    Ucraina


    Ministerul
    de Externe de la București a confirmat că însărcinatul cu afaceri ad-interim al
    Ambasadei României la Moscova a fost convocat de autorităţile ruse, pentru a-i aduce
    la cunoștință că introduc cote identice privind numărul personalului diplomatic
    şi tehnico-administrativ al României în Rusia, în oglindă cu recenta decizie a autorităţilor
    române prin care a fost limitat numărul personalului Ambasadei Ruse la Bucureşti.
    Întreaga responsabilitate pentru adoptarea măsurilor de reducere a numărului de
    agenţi diplomatici şi funcţionari tehnico-administrativ ruși aparţine exclusiv
    părţii ruse, în condiţiile continuării războiului ilegal de agresiune în
    Ucraina şi a creşterii riscurilor de securitate în regiunea Mării Negre – a
    precizat Ministerul român de Externe. Pe de altă parte, armata rusă a atacat,
    din nou, porturile ucraineneReni
    şi Izmail de la Dunăre. Izmail este situat la doar câteva sute de metri de
    România.

    Preşedintele Klaus Iohannis a vorbit de crime de război, iar
    Ministerul Apărării a transmis că, în urma evaluărilor, nu au fost identificate
    ameninţări militare directe la adresa teritoriului României sau a apelor sale
    teritoriale. Atacurile Rusiei vin după ce aceasta s-a retras din acordul care
    permitea exportarea cerealelor ucrainene în siguranţă pe Marea Neagră. Or, traficul
    pe Dunăre este ultima rută prin care Ucraina își poate exporta cerealele pe
    calea apelor, iar România încearcă să elimine aglomerația de pe fluviu generată
    de decizia Moscovei. Datele arată că, în prezent, Dunărea şi gurile de vărsare
    ale fluviului sunt aglomerate cu nave care încearcă să intre sau să iasă din
    porturile ucrainene.



    Un nou Cod Silvic în România


    În
    România a fost lansat în dezbatere publică,pe
    1 august, un nou Cod Silvic. Suprafeţele împădurite pe care tăierile la ras vor
    fi interzise ar urma să crească de aproximativ 10 ori, iar maşinile care
    transportă ilegal material lemnos să fie confiscate. Autoritățile au precizat
    că, la ora actuală, tăierile la ras sunt interzise pe aproximativ 5% din
    suprafaţa împădurită a României, iar prin proiectul noului Cod Silvic, această
    interzicere se va aplica unei suprafeţe de aproape 50%. În baza noului Cod,
    Statul va putea, totodată, să îşi asume împădurirea terenurilor care au fost în
    trecut despădurite şi ulterior au fost abandonate de proprietari. Odată cu adoptarea
    acestui proiect de lege se va modifica şi Codul Penal, care va pedepsi cu
    închisoare de până la cinci ani falsul în declaraţii cu privire la
    transporturile de material lemnos.



    ʹRabla Localʹ, un succes


    Săptămâna
    aceasta, în România a demarat programul ʹRabla Localʹ, prin care persoanele
    fizice pot să îşi dea maşina mai vechede
    15 ani la casat în schimbul a 3 mii de lei (circa 600 de euro), fără a fi
    obligați să își cumpere o alta nouă. 80% din bani sunt plătiți din bugetul de
    Stat, iar 20% – din bugetele locale. În program s-au înregistrat 500 de

    Localʹ şi-a atins obiectivul – după cum declara ministrul Mediului, Mircea
    Fechet, potrivit căruia sunt, deja, localităţi care au epuizat fondurile
    alocate. Celelalte două programe existente în România – ʹRabla Clasicʹ şi ʹRabla
    Plusʹ – se bucură, de asemenea, de un interes major şi înregistrează creşteri
    semnificative faţă de anul trecut – a spus, la rândul său, preşedintele
    Administraţiei Fondului pentru Mediu, Laurenţiu Neculaescu. Datele de până acum
    arată o creştere cu 25% a înmatriculărilor de maşini noi cu motoare termice şi
    cu 57% a celor electrice, în timp ce importul de maşini rulate a scăzut cu 21
    de procente.

    government, OMV Petrom and Romgaz will invest up to EUR 4 bln at this stage of
    the project, which will generate an output of around 100 billion cubic metres
    of natural gas, beginning in 2027.


    HOSPITALS Electrical systems in around 300 hospitals in Romania have
    been checked, and the estimated budget for revamping them is over EUR 140 mln,
    the healthcare minister Alexandru Rafila announced. He said the money would
    come from EU funds under regional programmes, and that the electrical and fire
    safety systems in 21 hospitals have been completely reconstructed. Rafila also
    announced a programme called Good and safe meals for patients, for the revamping
    of kitchen and catering units in more than 250 public healthcare institutions,
    with a budget of roughly EUR 450 mln.


    FIREFIGHTERS PM Marcel Ciolacu congratulated the Romanian rescuers
    who Friday completed their mission in Greece, for their altruism, courage and
    efforts, and wished good luck to the Romanian fire-fighters that will replace
    them in helping the Greek authorities and population struggling with extensive
    wildfires. Romania and Europe stand by the Greek nation in need of support,
    and we hope that together we will bring things to normal as soon as possible,
    Marcel Ciolacu said. On Friday Romania deployed a new wildfire specialist unit
    to Greece. Ninety Romanian fire-fighters replaced their colleagues who took
    part in a similar mission in the past 2 weeks, under the EU Civil Protection
    Mechanism.


    BORDERS The Border Police Inspectorate announced that measures to reduce
    traffic congestion at checkpoints on the Romanian-Hungarian and
    Romanian-Bulgarian borders continue this weekend. The institution announced
    that personnel will be increased to the maximum capacity allowed by the
    existing infrastructure, and mobile check units will be used. Around 3,800 border
    police will be working every day at checkpoints around the country. The border
    police also recommend the use of the Trafic On-line app on www.politiadefrontiera.ro,

    The final development plan for the exploitation of the commercial gas fields in the Neptun Deep area in the Black Sea has been confirmed by the National Agency for Mineral Resources, the two companies exploiting natural gas in the Neptun Deep area, OMV Petrom and Romgaz, have announced. The project thus enters the development phase, when contracts are handed out, foray activities are carried out and the necessary extraction infrastructure is built. OMV Petrom has already signed the main contract worth 1.6 bln EUR with the Italian company Saipem, a multinational oilfields services corporation and one of the largest companies of its kind in the world. Saipem will provide management, planning, procurement, manufacturing, assembly, maritime transport, installation, testing and operationalizing services for the natural gas measurement station as well as for the shore and land segments of the gas production pipeline, which will be built by other contractors. The contract was handed out based on a public tender. Neptun Deep is the largest natural gas development project in the Romanian Black Sea, and OMV Petrom and Romgaz will invest some 4 bln EUR in the development phase. Neptun Deep is expected to generate a production of some 100 bln cubic meters of natural gas, making Romania the largest producer of natural gas in the EU.



    On the other hand, in June OMV Petrom announced the discovery of new oil and gas fields in the southeast and south of Romania. Investment in the foray and exploration works stand at approximately 20 mln EUR. Overall, discoveries stand at over 30 mln BOE (barrel of oil equivalent) in renewable resources, which is tantamount to three fourths of the production OMV reported in 2022. OMV Petrom is the largest energy company in South-Eastern Europe, with an annual oil and gas production of approximately 43 mln BOE in 2022. The Group is also represented in Romania and neighboring states, owning approximately 780 filling stations under two brands – OMV and Petrom. 42% of the companys stake is owned by Romanian shareholders – the Ministry of Energy some 20.7%, whereas 21.7% is owned by pension funds in Romania, in addition to some 500 thousand individual investors and other entities. In the case of Romgaz, the Romanian state owns 70% of the companys shares. OMV Petrom is also the largest contributor to the state budget, with 39 bln EUR worth of taxes and dividends paid over 2005-2022. During the same period, the company also invested some 17 bln EUR in Romania. In 2022, taxes paid by OMV Petrom accounted for 7% of Romanias fiscal revenues. (VP)

The Prime Minister said that he will not give up on this reform, regardless of pressure. The trade unionists, however, demand that the Government abandon the draft ordinance and start consultations with the stakeholders. They argue that the solution is not to cut employees means of subsistence, namely meal vouchers or food allowances, but rather to significantly reduce the overburdened central government apparatus, to implement the referendum decision to reduce the number of parliamentarians or even to cut public subsidies for political parties . The trade union confederations warn that, in its current form, the normative act will drastically reduce incomes in the budget sector and will trigger large-scale social conflicts.

    alţi contractori. Atribuirea contractului s-a făcut în urma unui proces public
    de achiziţie.

    Neptun Deep este cel mai mare proiect de gaze naturale din
    zona românească a Mării Negre, iar OMV Petrom şi Romgaz, vor investi până la 4
    miliarde de euro pentru faza de dezvoltare a acestuia. Neptun Deep va genera o
    producţie de circa 100 miliarde de metri cubi de gaze naturale, România devenind
    astfel cel mai mare producător de gaze naturale din UE.

    Pe de altă parte, în luna
    iunie, OMV Petrom a anunțat că a descoperit noi resurse de ţiţei şi gaze
    naturale în sud-vestul şi sudul României, investiţia în campania de foraj de

    L’Agence
    nationale des ressources minérales de Roumanie a confirmé la variante finale du
    projet de développement des gisements de gaz naturels du périmètre Neptun Deep,
    en mer Noire. Une information fournie par les compagnies OMV Petrom et Romgaz,
    qui exploitent le gaz dans le périmètre mentionné. Le projet est donc entré
    dans la phase finale de sa mise en œuvre, qui implique l’attribution des
    contrats et l’exécution des activités de forage et de construction de
    l’infrastructure nécessaire à l’extraction du gaz. La compagnie OMV Petrom a
    déjà signé le contrat principal, d’un montant de 1,6 milliards d’euros, avec la
    compagnie SAIPEM, une multinationale italienne de services pétroliers parmi les
    plus grosses compagnies du domaine au monde, qui devra livrer des services de
    management, design industriel, achats, fabrication, assemblage, transport
    maritime, installation, essai et mise en fonction des installations maritimes
    prévues.

    Le contrat se réfère aussi à l’essai et la mise en fonction de
    dispositifs pour mesurer le gaz et pour les sections du gazoduc construites par
    d’autres compagnies dans les eaux près des rives et sur le sol. L’attribution
    du contrat est le résultat d’un appel d’offres. Neptun Deep est le plus grand
    projet gazier de la zone roumaine de la mer Noire, OMV Petrom et Romgaz allant
    investir près de 4 milliards d’euros dans sa phase de développement. Ce projet devrait
    produire environ 100 milliards de mètres cubes de gaz naturels, propulsant la
    Roumanie parmi les plus grands pays producteurs de l’Union européenne.


    Par
    ailleurs, en juin dernier, OMV Petrom a annoncé la découverte de nouveaux
    gisements de pétrole et de gaz naturels dans le sud et le sud-ouest de la
    Roumanie, ayant investi quelque 20 millions d’euros dans une campagne de forage
    d’exploration. Ensemble, les nouvelles ressources s’élèvent à plus de 30
    millions de barils équivalents pétrole, ce qui représente trois quarts de la
    production totale réalisée par la compagnie en 2022. OMV Petrom est la plus
    grande compagnie énergétique d’Europe du sud-est, sa production de pétrole et
    de gaz au niveau du groupe s’étant chiffrée l’année dernière à environ 43
    millions bep. En Roumanie et dans les pays voisins, le groupe détient quelque
    780 stations essence sous les deux marques OMV et Petrom.

    L’actionnariat
    roumain détient plus de 42% des actions d’OMV Petrom, dont l’Etat roumain via
    le ministère de l’Energie – 20,7% ; des fonds de retraite privés – 21,7%
    auxquels s’ajoutent 500.000 investisseurs individuels et d’autres entités
    roumaines. Chez Romgaz, l’Etat roumain détient 70% des actions. D’un autre
    point de vue, OMV Petrom est le plus important contributeur au budget de l’Etat
    en Roumanie, auquel il a versé, entre 2005 et 2022, environ 39 milliards
    d’euros de taxes, impôts et dividendes. Sur la même période, la compagnie a

Sie wurde von der Präsidentin Maia Sandu empfangen und führte Gespräche mit ihrem Amtskollegen Nicu Popescu. Die beiden unterstrichen die Unterstützung, die Rumänien der Republik Moldau in Form von humanitärer Hilfe, Energieressourcen und Unterstützung bei der Resilienzbildung bietet.     Rumänische Richter und Staatsanwälte protestieren gegen Rentenreform



    Die Richter und Staatsanwälte verschiedener Gerichte und Staatsanwaltschaften im ganzen Land legten am Mittwoch ihre Arbeit nieder. Sie protestierten dadurch gegen das Vorhaben der Regierung, die Bedingungen für die Dienstaltersrente zu ändern. Richter und Staatsanwälte argumentieren, dass eine Änderung die Unabhängigkeit der Justiz gefährden würde. Die Liste enthält Grundbedarfsartikel wie Brot, Milchprodukte, Fleisch, Eier, Mehl, Maismehl, Öl, Gemüse und Obst. Die Regierung erörterte am Donnerstag in erster Lesung die Beihilferegelung für rumänische Hersteller von Baumaterialien. Im Inland hergestellte Materialien sollen günstiger verkauft werden, um die Einfuhren zu reduzieren. Derzeit werden mehr als 70 % der verwendeten Materialien importiert, und die Regierung beabsichtigt, diesen Anteil zu reduzieren. Das Budget für das Programm könnte sich auf 150 Millionen Euro belaufen. Zudem bewilligte die Exekutive hat auch Soforthilfen in Höhe von maximal 1,4 Millionen EUR für Menschen, die von Überschwemmungen, Erdrutschen und gefährlichen Wetterereignissen betroffen sind.     Entwicklungsplan für Erdgasfelder im Schwarzen Meer

    Romanian magistrates protested, discontented with the prospect of being left without special pensions



    Magistrates from several courts and prosecutor’s offices across Romania suspended their activity on Wednesday, showing discontent with the Governments intention to change the conditions under which they can obtain special pensions. Judges and prosecutors argue that changing the special pension scheme would violate the independence of the judiciary. The ruling coalition made up of the Social Democratic Party – PSD and the National Liberal Party – PNL wants to gradually increase the retirement age for judges and prosecutors up to 65 years, and for the pension to be calculated based on their income from several years, not just from the last year of activity. The Justice Minister, Alina Gorghiu, said that she respects the magistrates’ right to free expression, but insisted that dialogue, not protest, is the solution to any problem of the judicial system. The reform of the legislative framework regarding the special pensions scheme is a promise made to the European Union by the Romanian authorities under the National Recovery and Resilience Plan. On the other hand, on Thursday, the draft law on the abolition of special pensions for senators and deputies received a favorable opinion, gathering a majority of votes, in the specialized Parliament committee. The president of the committee, the Social-Democratic MP Eugen Bejinariu explained that, if unconstitutional elements of the bill are identified, other solutions will be found to reduce or eliminate the special pensions of parliamentarians.



    Measures announced by the Romanian Government



    The prices of some basic food products may decrease in the next period, the Prime Minister Marcel Ciolacu announced on Thursday. He claims that this decrease will not put pressure on Romanian producers. Marcel Ciolacu stated that he received a response from the large store chains regarding the scheme for reducing markup percentages. This years budget for the aid scheme could be 150 million Euros, but the Finance Ministry will have the final say. The Executive also approved the granting of emergency aid to support the population affected by floods, landslides and dangerous meteorological phenomena, up to the amount of 1.4 million Euros. Households in the center, south-west and south of the country were affected, this month, by heavy rainfalls. The support and intervention of the military firefighters was needed to remove the negative effects generated by the bad weather.



    Development plan for gas deposits in the Romanian area of ​​the Black Sea

Die Ankündigung wurde von Premierminister Marcel Ciolacu gemacht, aber die Diskussionen werden fortgesetzt. Damit die Senkung Wirklichkeit wird, wird entweder eine freiwillige Vereinbarung der Verkäufer oder eine Dringlichkeitsverordnung in Betracht gezogen, aber in beiden Fällen versichert der Premierminister, dass die Exekutive keinen Druck auf die rumänischen Produzenten ausüben will.

Ihm zufolge ist das Projekt Neptun Deep das Ergebnis einer guten Zusammenarbeit zwischen staatlichen Institutionen und dem Privatsektor und wird Rumänien zu einem langfristigen, berechenbaren und bedeutenden Lieferanten von Energiesicherheit machen.



    Rumänien und die Republik Moldau haben die Äußerungen des von Russland eingesetzten Gouverneurs der besetzten Region Cherson in der Südukraine verurteilt, der als Reaktion auf einen angeblichen ukrainischen Angriff auf eine der Brücken, die den Kontinent mit der von Moskau annektierten ukrainischen Halbinsel Krim verbinden, damit gedroht hat, dass die russische Armee eine Brücke über den Fluss Prut angreifen könnte. Das Außenministerium in Bukarest bezeichnete solche an die Republik Moldau gerichteten Äußerungen, die sich aber auch auf einen Teil des Territoriums des NATO-Mitglieds Rumänien beziehen, als inakzeptabel. Gegen die Ausländer wird wegen versuchten betrügerischen Überschreitens der Staatsgrenze ermittelt, gegen den TIR-Fahrer wegen Menschenschmuggels.



    In der Stadt Sibiu in Zentralrumänien findet ab heute das Internationale Theaterfestival statt. Das Thema dieser 30. Ausgabe lautet Wunder. Das größte jährliche Treffen der darstellenden Künste bietet ein Programm mit über 800 Innen- und Außenveranstaltungen – Theater in jeder Form, Tanz, Zirkus und Musik -, an denen rund 5 000 Künstler und Gäste aus 75 Ländern teilnehmen werden. Alle Aufführungen im Freien sind kostenlos. Das Festival hat auch die Online-Sektion beibehalten. In dieser Kategorie sind 40 Aufführungen enthalten, die auch von denjenigen besucht werden können, die nicht nach Sibiu kommen können. Die offizielle Eröffnung findet mit der Aufführung Eine Kathedrale voller Orgeln aus der evangelischen Kathedrale St. Maria in Sibiu statt. Das Internationale Theaterfestival wird am 2.
