    SANCTIONS – EU Foreign Affairs Ministers on Monday greenlit the 15th package of sanctions against Russia since the launch of the full-scale invasion of Ukraine in February 2022. The new economic measures are designed to combat Russia’s efforts to bypass existing sanctions and to weaken its army and defense sector. Another 52 ships believed to be part of Putin’s so-called “shadow tanker fleet” were blacklisted. 32 companies were added to the list of export restrictions for contributing “to the technological enhancement of Russia’s defense and security sector”, the EU Council announced. Some of these entities are located in China, India, Iran, Serbia and the United Arab Emirates. 84 individuals and entities will be subject to fully-fledged sanctions (travel ban, asset freeze, prohibition to make economic resources available) “for actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine”. At the same time, the EU High Representative for Foreign Affairs, Kaja Kallas, has denied information according to which the EU was planning to deploy a peace-keeping corps to Ukraine. Representing Romania at the Foreign Affairs Council meeting was Foreign Minister Luminița Odobescu.

     

    CANDIDACY – Bucharest Mayor General, Nicușor Dan, has announced his intention to run as an independent candidate in the 2025 presidential election. At present, Romania is facing the most difficult period in its history after the 1989 anti-communist revolution, Nicușor Dan said, arguing in favor of a fundamental change in the way the authorities meet citizens’ expectations. The candidacy was not negotiated with pro-European parties in the new Parliament, the Bucharest official told journalists. Nicușor Dan needs to gather 200 thousand signatures to be able to run for the presidential office. We recall that last week the Constitutional Court of Romania annuled the second round of the presidential election slated for December 8 after allegations of Russian interference with the election process.

     

    NEGOTIATIONS – Leaders of pro-European parties (PSD, PNL, USR and UDMR) met on Monday for a new round of talks regarding the structure of the new government. The governing program and budget estimates have generated tensions. Finance Minister Marcel Boloș told leaders that the budget deficit will exceed 8% this year, and that the only way to boost budget revenues is to increase taxes and cut public spending. USR representatives criticized the Minister and argued against any tax increases, calling instead for slashing public spending and the disclosure of public data linked to the budget execution for November before deciding on the 2025 budget. A new meeting is expected to take place to decide on the final list of ministries that each party will control.

     

    TIMIȘOARA – The city of Timișoara (west) on Monday marks 35 years since the start of the anti-communist revolution of 1989. 35 years ago on December 16, parishioners of the local reformed church gather to voice support of Pastor László Tőkés, who was to be evicted by the former political police, the Securitate. Their protest quickly escalated into a genuine uprising, which triggered reprisals from the authorities. 100 people were killed and several hundreds were wounded. On December 20, Timișoara became the first city free of communism in Romania and the flame of revolution engulfed the entire country. Under the motto, “35 years of freedom”, the city this week is hosting a series of commemorative events devoted to the martyrs of the 1989 events, such as conferences, exhibitions, shows, concerts and film screenings. The ‘Freedom Portal’, an audio-visual installation, which reproduces the sounds recorded during the revolution, was inaugurated on Monday. Later in the evening the traditional march, “Heroes Never Die” took place. The city will observe a day of mourning on Tuesday, while the series of events will end on December 20 with a concert entitled ‘Rock for Revolution’. (VP)

    Bucharest Mayor General Nicușor Dan makes presidential bid

    Bucharest Mayor General, Nicușor Dan, has made public his intention to run in the 2025 presidential election. “We are at a turning point in our history, the most difficult after the Revolution. With their vote, Romanians have told us they have had enough”, Nicușor Dan told a press briefing on Monday evening.

    The Bucharest official said he will submit an independent candidacy. “I am open to talk with pro-European parties if they want to back my candidacy. Romania needs a president who makes sure the government truly follows the path to reforms that political parties support these days. I am confident Romanian society will take advantage of this unexpected moment to reflect and find the resources to move on, to make the change”.

     

    We recall that, after the December 1 parliamentary election, the pro-European parties that secured mandates in the new Parliament (PSD, PNL, USR, UDMR and the group of national minorities) signed a resolution to endorse a single candidate in the 2025 presidential election.  (VP)

    On November 24, on the day of the first round of the presidential election in Romania, the citizens of Bucharest were called to the polls also in a referendum initiated by the general mayor Nicuşor Dan. Those registered on the electoral lists had to answer two questions proposed by the mayor and a third one proposed by the Social Democratic Party – PSD (in the governing coalition). The first question was whether the citizens agree with the general mayor of Bucharest issuing the construction permits for the entire city of Bucharest, the second asked the citizens if the distribution of income taxes and local taxes and fees collected from the citizens of Bucharest should be approved by the General Council of the City of Bucharest? And the last question was whether the people of Bucharest want the municipality to deal with the prevention of drug use in schools. According to the data provided by the Permanent Electoral Authority, 731,990 citizens voted in the referendum, i.e. 40.96% of the number of those registered on the electoral lists. The referendum therefore passed the validation threshold of 30% and obtained a majority vote in favor of the three proposals.

     

    According to the CURS survey, 97% of the voters said YES for the centralization of building permits in Bucharest, 64% agreed with the second question and 82% voted for the program to prevent the consumption of drugs in schools. The vote must be confirmed by Parliament. “I want to thank the citizens of Bucharest who came in such large numbers to the referendum, I thank them for understanding the huge stakes for the city of this democratic exercise”, the general mayor Nicușor Dan stated, in a press conference. He said that, through their will, the city is returning to normality and reason, which was corrupted by the political games made 20 years ago, which led to chaos in town planning.

     

    At the same time, the general mayor warned the citizens of Bucharest that the big works that the city needs require time for administrative procedures. The general mayor, Nicușor Dan, also stated, after finding the results, that the political parties cannot ignore the will of 500,000 Bucharest residents and asked for their will to be transposed into legislation: “In the debate that we will have in a few weeks on the national budget law, the result of the referendum should be included. In the debate that we will have in the first half of 2025 on the Urban Planning Code, the result of the referendum should also be included, and the Fiscal Code should be amended according to the result of the referendum in the first half of 2025”.

     

    He also added that, after the local referendum, the money will be better distributed, and in terms of urban planning, authorizations will be issued legally. (LS)

    MOLDOVA – The fate of the Republic of Moldova is only for its citizens to decide, Romania’s president, Klaus Iohannis, wrote on X on Monday, hailing the result of the referendum on Moldova’s EU integration. A little more than half of total participants in the referendum, 50.46%, answered yes to the question “Do you support the review of the Constitution with a view to the Republic of Moldova joining the European Union?” At the same time, the incumbent president of Moldova, pro-European Maia Sandu, who is seeking a new term in office with support from the ruling Action and Solidarity Party, grabbed some 42.45% of the vote, while her main contender, Alexandr Stoianoglo, the candidate of the Party of Socialists, grabbed over 25.98%. The two will face each other in the second round of the presidential election slated for November 3. Facing Russia’s hybrid tactics, Moldova has shown it is independent, strong and wants a European future, European Commission president Ursula von der Leyen said. In turn, the European Parliament president, Roberta Metsola, congratulated Maia Sandu for her leadership and courage that shaped the course of history. In turn, the White House spokesperson on national security, John Kirby, said the results in Moldova show that the country’s democracy remains strong, despite Russia’s attempts at undermining it.

     

    REACTION – The Romanian Foreign Ministry on Monday hailed the manner Moldovan authorities organized Sunday’s ballot and referendum, in line with the highest democratic standards. At the same time, the Ministry expressed concern with the massive, systematic and concerted interference from the Russian Federation, signaled even before the ballot. The scope, complexity and toxicity of this interference was unprecedented, to the extent it sought to compromise the election, undermine democracy, promote anti-democratic and anti-European narratives and sway voters through illegal means. Moldova’s international partners must continue their support for this country to combat external actions designed to undermine key democratic process, such as the right to vote. Romania will continue to invest efforts and expertise to support Moldova’s European integration ambitions and consolidate its resilience against Russia’s ingressions, the Romanian MFA also states.

     

    REFERENDUM – The General Council of the City of Bucharest on Monday has voted in favor of holding a local referendum on the same day as the first round of the presidential election, on November 24, with 47 votes in favor and 2 against. Bucharest dwellers will be asked to answer three questions. The first two were proposed by Mayor General Nicuşor Dan and are related to the way in which state funds are divided between the Bucharest City Hall and the city districts and to the issuing of building permits in Bucharest, while the third, proposed by the Social Democratic Party, refers to combating drug use in schools. The three questions are: “Should the General Council of Bucharest decide on the distribution of revenues and local taxes between the Bucharest City Hall and city districts?”; “Should the Mayor General issue building permits for the entire capital city?” and “Do you agree that the Bucharest City Hall finance and implement a health education and drug use prevention programme in all schools in Bucharest?”

     

    INVESTIGATIONS – The Senate’s legal committee on Monday greenlit the prosecutors’ request to lift the immunity and search the digital records of Liberal Senator Eugen Pîrvulescu. Last week the Justice Ministry addressed a request to the Senate Speaker to lift Pîrvulescu’s immunity, which will now be subject to a secret vote in the Senate plenary sitting. Eugen Pîrvulescu is being prosecuted in an investigation where he stands accused of abettment of influence peddling. Last week the Chamber of Deputies voted to lift the immunity of former Health Minister Nelu Tătaru from the Liberal Party, who is accused of bribe taking.

     

    FESTIVALS – The Astra International Documentary Film Festival has kicked off in Sibiu. Over 100 documentary films are being screened in this year’s edition, which is held this week in various venues across the city, cinemas, performance halls and a special place called New Cinema Dome in the city’s main square. In the meantime, Bucharest is playing host to the National Theatre Festival, which will come to an end on October 28. (CM&VP)

    SUMMITS Romania’s president Klaus Iohannis participates on Thursday and Friday in the Nuclear Energy summit, the European Council proceedings and the extended Euro Summit underway in Brussels. According to a communiqué by the presidential administration in Bucharest, the Nuclear Energy Summit, staged by the International Atomic Energy Agency (IAEA) and the Kingdom of Belgium is today offering the heads of state and government the occasion of sharing a vision concerning the key role of the nuclear energy in reaching climate neutrality, energy security and economic development. The European Council is kicking off today with a working visit by the UN Secretary General, Antonio Guterres, which also includes an opinion exchange on the geo-political situation and present global challenges, mainly in the Middle East and the situation in Ukraine, a country invaded by the Russian troops. Emphasis will be laid on the continuation of the multidimensional support for Kyiv, including military support. President Iohannis will emphasize the fact that the neighboring Romania remains one of Ukraine’s firm supporters and plead for the continuation of the multidimensional support, including humanitarian, military and concerning the transit of the Ukrainian grain as long as it takes.’

     

    ELECTION Bucharest’s mayor Nicusor Dan has withdrawn the main executive prerogatives of the Liberal deputy mayor Stelian Bujduveanu, after physician Catalin Cirstoiu was announced the joint candidate for the Bucharest mayor seat by the PSD – PNL alliance. With support from the United Right Alliance, Nicusor Dan is running for a second term in office. In another development, the Central Technical Committee for coordinating the election for the local administration and the European Parliament on June 9th convened for a first session on Wednesday. The vice-president of the Permanent Election Authority, Marian Muhulet said there are no special challenges this year, in which Romania will be seeing all the four types of election, while the Deputy Prime Minister and Interior Minister Catalin Predoiu has made an appeal for transparency and equidistance in the process of staging fair election.

     

    PLAN Romania has two years to accomplish all the objectives assumed in the National Plan of Recovery and Resilience known as PNRR, a financial support package consisting of loans and grants mainly aimed at eliminating the issues caused by the COVID-19 pandemic. The warning was launched in Bucharest by the European Commission officials in charge of PNRR implementation. During the conference aimed at assessing the PNRR implementation in Romania, officials have cautioned against a potential situation that if Romania fails to meet the targets, the country can find itself in the situation of reimbursing the money. The Romanian officials however, have given assurances the Plan has generally achieved headway since last year.

    Cristian Măcelaru, directorul artistic al Festivalului George Enescu, a afirmat sâmbătă că balanţa a fost cuvântul care i-a definit conceptul pentru ediţia din acest an, pentru că şi-a dorit ca publicul, cel obişnuit cu muzica clasică, dar şi cel care nu este obişnuit să asculte o operă, să poată înţelege ce se transmite prin muzică.



    E necesar ca festivalul să deschidă uşile unui public foarte larg şi e necesar ca festivalul să continue o tradiţie – a prezenta în România lucrări care nu s-au făcut, lucrări care nu s-au mai cântat. Dacă vă uitaţi în programul care există pentru anul acesta veţi descoperi această balanţă. Nu vreau să fie nici un festival care să elimine posibilitatea de a include în sala de concerte pe cei care nu sunt obişnuiţi să asculte o operă care nu s-a mai făcut sau care nu e cunoscută şi de aceea am vrut să aduc o balanţă în care să avem un spectru complet a ceea ce se prezintă. (…)Festivalul are menirea de a da o direcţie, nu de a fi singura entitate care să producă acest fel de opere”, a declarat Cristian Măcelaru în cadrul unei conferinţe de presă a Festivalului George Enescu.



    El a amintit şi de ideea concertelor pentru familii şi s-a arătat surprins de cât de populare sunt acestea.



    Cum s-a spus despre concertele pentru familii, care au devenit nişte concerte despre care s-a vorbit foarte mult, sincer să fiu nu ştiam că vor fi atât de populare şi atât de discutate, dar această idee mi s-a părut o idee esenţială, de a introduce muzica clasică, muzica frumoasă unei generaţii foarte tinere. E foarte important să creăm aceste ritualuri despre a crea o cultură. Cultura nu vine de la nimic, e necesară pentru a creşte, pentru a o sprijini şi festivalul întotdeauna a avut responsabilitatea de a crea iniţiative frumoase în viaţa culturală din România, iar eu mi-am dorit foarte mult să folosesc această platformă pentru a împinge înainte ideea de a crea o cultură mai profundă pentru toată lumea, care începe cu copiii.



    De aceea această serie de patru concerte care vor fi prezentate în fiecare duminică a festivalului, sunt concerte pe care eu le-am conceput pentru orchestre din România, cu dirijori tineri care vor dirija aceste concerte şi fiecare concert are o poveste spusă prin muzică în care cei care vor veni la concert vor reuşi să înveţe puţin despre orchestră, să descopere o muzică contemporană pentru copii şi să găsească frumuseţea în muzica clasică”, a mai spus directorul artistic al festivalului.



    Ministrul Culturii, Raluca Turcan, a declarat că şi-ar dori ca mottoul ediţiei din acest an a festivalului, Generozitate prin muzică, să caracterizeze nu doar desfăşurarea festivalului la un nivel grandios, ci să caracterizeze şi interacţiunea dintre noi şi participarea la viaţa civică.



    Una dintre priorităţile Festivalului Enescu este facilitarea accesului la cultură şi la muzică pentru un public cât mai divers şi cât mai numeros. Aceasta este şi o prioritate a mandatului meu de ministru şi îmi doresc să se regăsească nu doar în cadrul Festivalului Enescu, ci şi în alte evenimente finanţate şi susţinute de Ministerul Culturii. Doar aşa cred că vom ajunge să avem ca ţară, ca societate o dezvoltare sustenabilă de calitate. Dezvoltarea prin cultură este cea care poate să definească calitatea unei societăţi. (…) Festivalul George Enescu este cel mai prestigios ambasador cultural şi este, în acelaşi timp, şi un purtător de mesaj al valorilor noastre spirituale şi al capacităţii naţiunii noastre de a traversa momente dificile şi de a se ridica cu rezilienţă prin muzică şi prin puterea culturii, a afirmat Raluca Turcan.



    Primarul Capitalei, Nicuşor Dan, a afirmat că Festivalul Enescu pune Bucureştiul şi România pe harta globală.


    Trăim într-o societate în care există o confuzie de valori şi o căutare de valori şi Festivalul Enescu impune un standard”, a apreciat el.



    Întrebat când va avea Bucureştiul o sală de concerte adecvată pentru mari concerte, primarul a răspuns că municipalitatea are în curs de elaborare un nou plan urbanistic general.



    Bucureştiului îi lipseşte o sală mai mare decât Sala Ateneului pentru muzică clasică. Municipalitatea este în curs de elaborare a noului plan urbanistic general. Planul urbanistic general va stabili un echilibru în dezvoltarea oraşului şi un echilibru în funcţiunile publice, de exemplu unde să fie sala polivalentă şi o locaţie pentru o mare sală de concerte este una din preocupările noastre de a identifica exact locaţia”, a susţinut primarul Capitalei.

    Primarul Capitalei, Nicuşor Dan, a anunţat că transportul public din
    Bucureşti este oficial şi pe hărţile Google. Într-o primă fază, e afişată planificarea
    curselor, ca mai apoi să poată fi urmărită în timp real funcţionarea
    mijloacelor de transport, pentru ca pasagerii să îşi poată planifica exact
    timpii de deplasare folosind harta direct de pe telefonul mobil.. Oricine intră
    pe Google Maps şi vrea să vadă cum ajunge dintr-un loc în altul folosind
    transportul public, va primi informaţiile dorite integrate în această
    aplicaţie. Pot fi găsite variantele de transport public pentru toată regiunea
    Bucureşti-Ilfov, incluzând aici transportul spre localităţile apropiate Chitila
    şi Buftea, dar și programul metroului şi al trenurilor de la Gara de Nord la
    Aeroportul Otopeni. Datele pentru transportul public la suprafaţă sunt preluate
    automat de pe serverele Asociaţiei de Dezvoltare Intercomunitară pentru
    Transport Public Bucureşti – Ilfov.



    În altă ordine de idei, odată cu venirea anotimpului rece, anvelopele de
    iarnă sunt obligatorii pe drumurile acoperite cu zăpadă, gheaţă sau polei şi
    mult mai eficiente atunci când temperaturile sunt scăzute, chiar şi acolo unde
    asfaltul este curat. Şoferii care nu respectă legislaţia rutieră riscă o amendă
    de până la 2.900 de lei (circa 585 de euro).


    Poliția Română a anunţat că fenomenele meteo precum zăpada, înghețul sau
    chichiura, deja prezente în unele zone din România, impun folosirea anvelopelor
    de iarnă pe autoturisme, autoutilitare și alte vehicule de transport. ‘Legea
    cauciucurilor de iarnă’ a intrat în vigoare în 2011, iar toţi cei care circulă
    pe drumuri publice acoperite de zăpadă, gheaţă sau polei sunt obligaţi să aibă
    anvelope de iarnă omologate. Chiar dacă drumul este uscat, se pot întâlni
    porţiuni unde există risc de formare a poleiului, de aceea sfatul poliţiştilor
    pentru şoferi este să nu conducă, nici măcar pe distanţe scurte, dacă
    autovehiculul nu este echipat cu anvelope de iarnă. Ele se identifică uşor,
    datorită prezenţei pe lateral a literelor M şi S, sub forma: ‘M+S’, ‘M.S.’ sau
    ‘M&S’. Amenda pentru neechiparea corespunzătoare a mașinii pe timp de iarnă
    este prevăzută în clasa a IV-a de sancțiuni, ceea ce înseamnă de la 9 la 20
    puncte-amendă, respectiv amendă între 1.305 lei (circa 263 de euro) și, cum
    spuneam, 2.900 lei (circa 585 de euro), iar sancțiunea contravențională este
    însoțită de reținerea certificatului de înmatriculare, care poate fi recuperat
    doar de la o reprezentanţă a Registrului Auto Român (RAR). Directorul general
    al RAR, Radian Tufă, a amintit şi el că anvelopele de iarnă oferă o aderenţă
    mai bună pe şosele în sezonul hibernal.

    Bukarest – Am Sonnabend sind die von der Regierung beschlossenen Corona-Öffnungsmaßnahmen in Kraft getreten. Zuvor sank die Corona-Neuinfektionsrate kontinuierlich im Land. Es besteht von nun an keine Maskenpflicht im Freien mehr, mit Ausnahme von Bahnhöfen, öffentlicher Verkehrsmittel, auf Märkten, Messen und in Bereichen, in denen Kundgebungen, Umzüge, Konzerte oder andere Versammlungen stattfinden. Auch die nächtliche Ausgangssperre wurde aufgehoben. Restaurants, Bars und Terrassen können im Zeitraum von 5 bis 24 Uhr öffnen. Es dürfen auch Sportwettkämpfe im Freien wieder stattfinden, jedoch mit einer Zuschauerbeteiligung von bis zu 25 % der maximalen Kapazität. Kulturelle Veranstaltungen sind ebenfalls erlaubt, mit einer Höchstzahl von 500 Menschen, unter Einhaltung der anderen Corona-Maßnahmen. Die Regierung stelle weitere Lockerungen beginnend mit dem 1. Juni in Aussicht, wenn die Pandemie weiter zurückgedrängt werden kann. Am Freitag wurden in Rumänien mehr als 110.000 Menschen gegen Corona geimpft, teilte das Nationale Komitee für die Koordinierung der Impfkampagne mit. Seit Beginn der Impfungen, im Dezember, 2020 wurden mehr als 3,8 Millionen Menschen mit mindestens einer Dosis geimpft. Fast 6,5 Millionen Impfdosen wurden verabreicht. In den letzten 24 Stunden wurden über 729 neue Corona-Fälle in Rumänien registriert. 72 Menschen sind im Kontext des Virus gestorben. 784 Corona-Patienten befinden sich auf Intensivstationen. Seit Beginn der Pandemie haben sich über eine Million Menschen mit dem neuen Coronavirus infiziert. Gleichfalls über 1.000.000 von ihnen gelten als gesund, mehr als 29.000 Infizierte sind gestorben.




    Bukarest – Am Montag werden 90 % der rumänischen Schüler wieder zur Schule gehen. Dies gilt für etwa 2,6 Millionen Kinder, die in Ortschaften leben, in denen die Infektionsrate mit dem neuen Coronavirus unter 1 je tausend Einwohner liegt. Bildungsminister Sorin Cîmpeanu präzisierte, dass dies auf 2.527 Ortschaften zutrifft. Weitere 654 Ortschaften, darunter auch die Landeshauptstadt Bukarest, haben eine Infektionsrate von über 1 je 1.000 Einwohner, und in diesen gibt es weiterhin Online-Unterricht. Der Minister sagte ferner, dass der Lehrplan für die diesjährigen Prüfungen an den Bedingungen des Fernunterrichts angepasst wurde, dass aber der Schwierigkeitsgrad der Prüfungen für die Nationale Bewertung und das Abitur gleich bleiben werde.




    Bukarest – Der Generalbürgermeister Bukarests, Nicușor Dan, hat angekündigt, dass er bei der Nationalen Korruptionsstaatsanwaltschaft (DNA) eine Beschwerde über einen geschätzten Schaden von mehreren Millionen Euro eingereicht hat. Nicușor Dan wurde im September 2020 als unabhängiger Bürgermeister, mit der Unterstützung der an der Regierungskoalition beteiligten Liberalen Partei und der USR gewählt. Er sagte, dass der Schaden während der vorherigen Verwaltung verzeichnet wurde, der seine Gegenkandidatin und heutige Senatorin der Sozialdemokratischen Partei, Gabriela Firea, vorstand. Das Kriminelles Schema ist umso zynischer, da es die Friedhöfe in Bukarest betrifft – sagte Dan, wollte jedoch, angesichts der gesetzlichen Bestimmungen und der Tatsache, dass mehrerer öffentlicher Institutionen darin involviert sind, keine weiteren Details liefern.




    Wetter – Die Temperaturen steigen weiter leicht an, das Wetter wird aber allmählich unbeständig. In der zweiten Tageshälfte kommt es vor allem im Gebirge und im südlichen Teil des Landes zu Schauern und Gewittern. Die Höchsttemperaturen lagen am Sonnabendmittag zwischen 18 und 27 Grad Celsius. Um die Mittagszeit verzeichnete Bukarest 21 Grad.

Suite à la baisse du taux d’incidence partout dans le pays, l’exécutif a décidé d’assouplir un certain nombre de restrictions. Le port du masque n’est plus obligatoire à l’extérieur donc, à l’exception des lieux très fréquentés, tels les marchés, les foires ou les arrêts des moyens de transport en commun. Les participants aux rencontres telles les rassemblements, les processions et les concerts sont eux aussi soumis au port du masque. A présent, c’est aux municipalités de décider si elles veulent élargir cette obligation – on attend notamment des précisions concernant les zones piétonnes et les parcs, généralement pris d’assaut durant les weekends. De surcroît, les magasins n’ont plus de restriction d’ouverture et les terrasses, les bars et les restaurants ont le droit d’ouvrir entre 5h du matin et minuit. Les compétions sportives en plein air peuvent se dérouler en présence de spectateurs – jusqu’à 25% de la jauge des stades ou des arènes sportives. Les événements culturels peuvent accueillir au maximum 500 personnes dans le public. D’autres levées de restrictions sont prévues pour les mois prochains, si le nombre de contaminations au nouveau coronavirus ne repart pas à la hausse. Pour cela, une seule solution, ne cessent de répéter les autorités : la vaccination. Hier, un nouveau record a d’ailleurs été enregistré en Roumanie – plus de 110.000 personnes vaccinées en 24 heures. Jusqu’à présent, 3,8 millions de personnes ont reçu au moins une dose de vaccin anti-Covid-19. Samedi, les autorités faisaient état de 729 nouveaux cas de contamination au Sars-Cov-2 sur 33.000 tests effectués. 72 personnes sont décédées des suites de l’infection dans les dernières 24 heures et 784 malades sont hospitalisés en soins intensifs.

    Education – 90% des élèves roumains iront physiquement à l’école lundi prochain – il s’agit des 2,6 millions d’élèves vivant dans les communes où le taux d’incidence est inférieur à un pour mille habitants. Cela concerne 2.527 communes précisément, a informé le ministre de l’Education nationale Sorin Cîmpeanu. Les cours se feront en ligne dans les autres 654 communes du pays, dont Bucarest, où le taux d’infection dépasse un pour mille habitants. Selon le ministre Cîmpeanu, le contenu des examens de cette année a été adapté au fait que la plupart des cours ont été délivrés à distance, mais le niveau de difficulté des tests reste inchangé par rapport aux années précédentes.

    Corruption – Le maire de la capitale roumaine, Nicuşor Dan, a porté plainte auprès des procureurs anti-corruption au sujet d’un préjudice estimé à plusieurs millions d’euros. Elu en septembre dernier en tant qu’indépendant, mais soutenu par le Parti national libéral et l’Union sauvez la Roumanie, Nicuşor Dan affirme que la municipalité de Bucarest a subi ce préjudice durant le mandat de sa prédécesseur, la socio-démocrate Gabriela Firea, vaincue lors des élections municipales de 2020 et sénatrice à présent. Le modèle infractionnel est d’autant plus cynique car il s’agit des cimetières de la ville – assène Nicuşor Dan, qui a refusé d’offrir davantage d’informations à ce stade, par souci du respect de la procédure juridique et du fait de l’implication dans le dossier de plusieurs institutions publiques.

    Volley-ball – L’équipe de Roumanie masculine de volley-ball rencontre aujourd’hui, à Ploieşti, dans le sud du pays, l’équipe de Suisse, dans un match du deuxième tour du groupe E des qualifications pour le Championnat d’Europe 2021. Nicuşor Dan, ein angesehener Mathematiker und langjähriger Bürgerrechtler, gewann im vergangenen Monat ein begehrtes Amt, das auch als Sprungbrett für seine politische Karriere dienen könnte. Einer seiner Vorgänger, Traian Băsescu, wurde Präsident, während ein anderer ehemaliger Bürgermeister, Victor Ciorbea, das Amt des Premierministers erlangte. Die Hauptstadt stellt insgesamt ein Zehntel der wahlberechtigten Bürger Rumäniens dar. Bukarester Bürgermeister verfügen in der Regel über die meisten Stimmen, mit Ausnahme des Präsidenten. Bukarest ist die reichste Stadt des Landes, mit sozialen und wirtschaftlichen Indikatoren, die über dem EU-Durchschnitt liegen, und mit einer dynamischen Demografie. Der neue Bürgermeister bat um Zeit, um all diese Probleme zu lösen.



    Nicuşor Dan sagte, dass Bukarest ausgezeichnete Aussichten habe, und er sich des Erfolgs sicher sei. Kurzfristig jedoch bat er die Bukarester um Geduld und Solidarität, denn die Probleme der Stadt sind ernst und dringend. Er fügte hinzu, dass wir es mit einer Gesundheitskrise zu tun haben, mit einer Heizungskrise, und einer Finanzkrise. Haben Sie Geduld, und wir werden alles lösen. Wir sind eine Gemeinschaft, und es liegt in unserer Verantwortung, diese Pandemie zu überwinden”, ermutigte er die Bukarester.




    Nicuşor Dan hat ein ausgezeichnetes Verhältnis zu dem liberalen Premierminister Ludovic Orban und verfügt im Bukarester Stadtrat, der von den Liberalen und der Allianz Union Rettet Rumänien – PLUS“ beherrscht wird, über eine Mehrheit, auf die er sich verlassen kann. Auf Bezirksebene gewannen die von diesen Parteien unterstützten Kandidaten nur drei Sitze, während die anderen drei an die Sozialdemokraten gingen.




    Landesweit war das Wahlergebnis auf Ebene der Landkreisräte ähnlich ausgeglichen. Die Sozialdemokraten hielten an ihren traditionellen Machtzentren im Süden und Osten fest, während die Liberalen ihren Einfluss im Westen festigten. Der Ungarn-Verband gewann die meisten Stimmen in den zentral rumänischen Landkreisen, in denen eine ungarische Mehrheit lebt. Die Allianz der Union Rettet Rumänien-PLUS, die von einem Drittel der Bevölkerung in Bukarest gewählt wurde, gewann zum erstmals auch die Bürgermeisterwahlen in den Gro‎ßstädten Braşov, Alba Iulia, Bacău und Timişoara. In der letzteren Stadt ist Dominic Fritz der neue Bürgermeister, ein Deutscher, der 2003 im Alter von 20 Jahren zum ersten Mal nach Rumänien kam. Mehr als die Hälfte der Bürger Timişoaras haben ihm ihre Stimme gegeben, was einmalig in der Geschichte dieser Stadt ist.

    the Bucharest City Hall in the September 27 local election, backed by the
    National Liberal Party and the Save Romania Union – PLUS Alliance, this
    Thursday took over his new mandate. A well-reputed mathematician and longtime
    civic militant, Nicuşor Dan last month won a much-coveted office, which might
    also serve as a springboard for his political career. One of his predecessors, Traian Băsescu,
    would become president, while another former mayor, Victor Ciorbea, would win a
    mandate of Prime Minister. The capital city totals a tenth of Romania’s
    eligible voters. Bucharest mayors are usually invested with the largest number
    of votes, with the exception of the president. Bucharest is the richest city in
    the country, with social and economic indicators above the EU average, and with
    a constantly changing demographics. However, the outgoing mayor,
    Social-Democrat Gabriela Firea, herself a contender in the local election, has
    left behind a city suffocated by pollution, paralyzed by heavy traffic and with
    a failing heating network and deficient infrastructure. The Bucharest City Hall
    presently has some 6,000 pending litigations and a debt of over €600 million,
    which does not include the tax obligations of municipal companies, as well as
    garnishments worth some €14.5 million. The new Mayor has asked for time to
    solve all of these issues. Nicuşor Dan:


    Bucharest has an extraordinary outlook and I am certain
    we’ll succeed. In the short-term, however, I’m asking the people of Bucharest
    to show patience and solidarity, because we’re dealing with serious matters of
    urgency. We are confronted with a health crisis, with a heating crisis, and we
    also have a financial crisis on our hands at Bucharest level. Patience, and we
    will solve everything. We are a community, and it is our responsibility to
    overcome this pandemic.


    Nicuşor Dan also enjoys an excellent relationship with
    Liberal Prime Minister Ludovic Orban, and has a majority in the Bucharest
    General Council, dominated by the Liberals and the Save Romania Union-PLUS
    Alliance, that he can rely on. At district level, candidates backed by these
    parties won only three seats, while the other three went to the
    Social-Democrats. At county level, the election score was similarly tied. The
    Social-Democrats held onto their traditional centers of power in the south and
    the east, while the Liberals consolidated their influence in the west. The
    Democratic Union of Ethnic Hungarians in Romania won the most votes in those
    counties in central Romania where Hungarian ethnics form the majority. Voted by
    a third of people in Bucharest, the Save Romania Union-PLUS Alliance for the
    first time won the mayor races in Braşov, Alba Iulia, Bacău and Timişoara. In
    the latter case, the new mayor is Dominic Fritz, born and raised in Germany,
    who first came to Romania in 2003, when he was 20-years-old. Over half of the
    people in Timişoara have voted for him, which marks a premiere for the history
    of this city.

    Susţinut, la scrutinul de pe 27 septembrie, de PNL şi de USR, independentul Nicuşor Dan, şi-a preluat, joi, în mod oficial,
    mandatul de primar general al Bucureştiului. Matematician foarte bine cotat în
    breaslă şi activist civic de cursă lungă, noul edil şi-a adjudecat, acum o
    lună, un trofeu politic râvnit de mulţi şi o posibilă trambulină spre demnităţi
    şi mai înalte. Unul dintre predecesorii săi, Traian Băsescu, avea să ajungă
    preşedinte, iar un altul, Victor Ciorbea, prim-ministru.


    Capitala
    însumează o zecime din totalul electoratului românesc, şi, exceptându-l pe
    şeful statului, edilul său e politicianul
    învestit cu cele mai multe voturi. Bucureştiul e şi oraşul cel mai bogat
    din ţară, cu indicatori economico-sociali peste media Uniunii Europene, şi cu
    demografia cea mai dinamică. Nicuşor Dan moşteneşte, însă, de la predecesoarea
    şi învinsa sa în alegeri, social-democrata Gabriela Firea, un oraş
    sufocat de poluare, paralizat de traficul supraaglomerat,
    cu regia de termoficare falimentară şi cu o infrastructură încă deficitară. Primăria
    Capitalei are, în prezent, 6.000 de litigii în care este implicată, datorii de
    3 miliarde de lei (echivalentul a peste 600 de milioane de euro), ce nu includ
    şi obligaţiile fiscale ale companiilor municipale, precum şi popriri de 70 de
    milioane de lei. Noul primar cere timp pentru rezolvarea acestor dosare.


    Nicuşor
    Dan: Bucureştiul are o perspectivă extraordinară şi nu putem să nu reuşim.
    Însă, pe termen foarte scurt, cer bucureştenilor răbdare şi solidaritate,
    pentru că sunt nişte probleme grave şi urgente cu care ne confruntăm. Suntem
    într-o criză sanitară, avem o criză a termoficării şi avem o criză financiară
    la nivelul municipalităţii. Răbdare şi le vom rezolva. Suntem o comunitate şi
    este responsabilitatea noastră să trecem prin această pandemie.


    Edilul
    beneficiază de o relaţie excelentă cu premierul liberal Ludovic Orban, precum şi
    de un consiliu general dominat confortabil de USR şi PNL. La sectoarele
    Capitalei, însă, candidaţii susţinuţi de aceste partide şi-au împărţit
    primăriile cu cei de stânga, trei la trei.


    Scoruri strânse între principalele forţe politice s-au înregistrat
    şi la şefiile consiiilor judeţene.
    Social-democraţii şi-au păstrat multe dintre
    fiefurile din sudul şi estul ţării, iar liberalii pe cele din vest. UDMR rămâne
    viora-ntâi în judeţele din centru, singurele în care populaţia de etnie
    maghiară e majoritară. Votată de o treime dintre bucureşteni, USR şi-a
    adjudecat, în premieră, şi câteva reşedinţe de judeţ: Braşov, Alba Iulia,
    Bacău sau Timişoara, unde s-a consemnat şi o premieră istorică. Noul
    edil e Dominic Fritz, născut şi crescut în Germania, venit prima oară în
    România la 20 de ani, în 2003, şi ales, acum, de mai bine de jumătate dintre
    timişorenii care au venit la urne.

    Zwei Wochen nach den Kommunalwahlen in Rumänien, die aufgrund der Coronavirus-Pandemie unter besonderen Bedingungen stattfanden, gab die Zentrale Wahlbehörde die endgültigen Ergebnisse bekannt. Wegen der Pandemie wurde, der ursprünglich für Juni angesetzte Wahltermin auf den 27. September verschobenen, dadurch verlängerte sich die Amtszeit der lokalen Vertreter um ein halbes Jahr. Nach Angaben der Zentralen Wahlbehörde, hat die älteste politische Partei Rumäniens, die regierende Nationalliberale Partei, bei den jüngsten Wahlen die meisten Stimmen erhalten, sowohl für die Bürgermeister – 34,58 % als auch für die Kommunal- und Bezirksräte. Die oppositionelle Sozialdemokratische Partei belegte mit 30,34 % Stimmen für die Bürgermeister den zweiten Platz. Bei der Zahl der Bürgermeister und Vorsitzenden der Bezirksräte liegen jedoch die Sozialdemokraten vor den Liberalen. Die Endergebnisse zeigen, dass die Mitte-rechts orientierte Allianz USR-PLUS, mit fast 7 Prozent, auf dem dritten Platz liegt. Was die Vorsitzenden der Bezirksräte anbetrifft, erhielt die PSD alleine 16 Sitze und vier aufgrund von Wahlbündnissen, die PNL-15-Sitze und zwei weitere aufgrund von Wahlbündnissen und der Ungarn-Verband – 4 Sitze.




    Die Wahl um das Amt des Oberbürgermeister Bukarests gewann der Mathematiker und Bürgeraktivist Nicusor Dan. Er trat als Unabhängiger, von der PNL und der USR-PLUS-Allianz unterstützter, Kandidat an. Nicușor Dan stellte sich schon ein mal dem Wettewerb um das Amt des Oberbürgermeisters der Hauptstadt. Diesmal gewann er jedoch deutlich die Konfrontation mit der amtierenden Bürgermeisterin Gabriela Firea, seitens der PSD, vor der er vor 4 Jahren verloren hatte. An zwei seiner Versprechen, mit denen er die Mehrheit der Bukarester, die an den Wahlen teilnahmen, überzeugte, wird er sich messen lassen müssen: der Zugang zu europäischen Mitteln, um die Probleme mit der Fernwärme zu lösen und den öffentlichen Verkehr an der Oberfläche oder im Untergrund zu verbessern. Auf der anderen Seite erhielt PSD die meisten Stimmen für den Generalrat und für die Gemeinderäte aus dem 1., 2., 5. und 6. Bezirk und in Allianz mit der sozialliberalen Humanististen im 4.Bezirk. Die Allianz USR-PLUS erhielt die meisten Stimmen für den Gemeinderat des 3. Bezirks. Die jüngsten Kommunalwahlen gelten als Test für die Parlamentswahlen, die am 6. Dezember stattfinden sollen. Doch auch dieser Termin steht in Fragen, denn es gibt eine Initiative, welche die Verschiebung der Parlamentswahlen für den 14. März 2021 vorschlägt. Der Ausgang ist offen.

    Two weeks after the local elections in Romania, which took place in special conditions, due to the coronavirus pandemic, the Central Electoral Bureau announced the final results. The pandemic changed the calendar of elections originally scheduled for June, which were postponed to September 27, thus extending the terms of local elected officials by half a year.



    According to the Central Electoral Bureau, the oldest political party in Romania, the ruling National Liberal Party, won the largest number of votes in the recent election, both at the level of mayoralties (34.58%), and at the level of local and county councils. The Social Democratic Party, in opposition, ranked second, with a score of 30.34% for mayoralties. However, in terms of the number of mayors and presidents of county councils, the Social Democrats outnumbered the Liberals. The final data show that the Save Romania Union – PLUS Alliance is in third place with a score of less than 7 percent.



    Regarding the positions of presidents of county councils, the Social Democratic Party got 16 seats by itself and 4 due to electoral alliances, the National Liberal Party won 15 seats and another 2 due to electoral alliances, and the Democratic Union of Ethnic Hungarians won 4 seats. In Bucharest, the General City Hall was won by the mathematician and civic activist Nicusor Dan. He ran as an independent, but supported by Liberals and the Save Romania Union – PLUS Alliance.



    This is the second time that Nicușor Dan run for the position of mayor general of the capital, but this time, he won the confrontation with the incumbent mayor Gabriela Firea, the candidate of the Social Democratic Party, to whom he had lost 4 years before. This year, two of the promises with which Nicusor Dan won over the majority of Bucharest residents who went to the polls are access to European funds to solve the problems related to district heating and improve surface and underground public transport.



    On the other hand, the Social Democratic Party got the biggest number of votes for the General Council and for the local councils of districts 1, 2, 5 and 6 and, in alliance with the Social Liberal Humanist Power Party, of district 4, and Save Romania Union – PLUS Alliance received most of the votes for the Local Council of district 3. The recent local elections are seen as a test for the parliamentary ones which should take place on 6 December. There is, however, an initiative of an independent deputy, who recently submitted to the Senate a bill proposing the postponement of the parliamentary elections for March 14, 2021. (M. Ignatescu)

    Elections locales — Le président Klaus Iohannis a déclaré lundi que la victoire aux élections locales était avant tout la victoire de la démocratie roumaine, mais aussi une victoire sans précédent pour la droite. Le chef de lEtat a souligné que, vu la crise sanitaire, le bon taux de participation à ce scrutin montre que la société agit avec maturité et sagesse. Les Roumains ont voté pour une nouvelle direction, celle du bon sens, du respect envers le citoyen, de la démocratie, a ajouté le président Iohannis. Il a félicité le PNL et l’Union Sauvez la Roumanie – PLUS pour le succès remporté lors des élections de dimanche et les a appelés à poursuivre la coopération afin qu’une majorité parlementaire puisse prendre contour après les législatives de décembre.


    Les résultats partiels du scrutin local qui a eu lieu dimanche en Roumanie montrent la défaite de la maire sociale-démocrate sortante de Bucarest, Gabriela Firea, devant le candidat indépendant Nicuşor Dan, soutenu par le Parti national libéral et l’Union Sauvez la Roumanie. Après le dépouillement de 95% des votes exprimés, Nicuşor Dan a remporté 42,78% des suffrages et Gabriela Firea 37,95%. Les candidats soutenus par le PNL et l’USR se sont adjugé trois des six arrondissements de la capitale roumaine, dans les trois autres, des candidats de gauche sont arrivés en tête du scrutin. La participation de l’électorat a dépassé les 46% à ces élections qui ont décidé les titulaires de 41 mandats de présidents de conseils départementaux, plus de 1.300 mandats de conseillers départementaux, 40.000 mandats de conseillers locaux et quelque 3.200 mandats de maires des villes et communes. A l’échelle nationale, le Parti social-démocrate semble avoir remporté 20 conseils départementaux sur un total de 41, le PNL – 17, et l’Union démocrate magyare de Roumanie – 4.



    Budget – Le déficit budgétaire de la Roumanie est passé à 5,18% du PIB après les huit premiers mois de 2020, contre les 2,1% enregistrés à la même période de lannée dernière, selon les données rendues publiques, lundi, par le ministère des Finances. Plus de la moitié du déficit s’explique par les mesures de lutte contre la crise provoquée par lépidémie de Covid-19, précise la même source. Selon les estimations officielles, le déficit budgétaire atteindra les 8,6% du PIB cette année, 5 points de pourcentage étant directement liés à la période de crise que traverse la Roumanie, note l’agence de presse Agerpres.



    Financement – La Commission européenne a approuvé la modification du programme opérationnel “Compétitivité” en Roumanie, en réorientant un financement de 550 millions deuros du Fonds de cohésion pour atténuer les effets négatifs de la crise provoquée par le coronavirus sur léconomie. Selon un communiqué de la CE, 120.000 petites et moyennes entreprises ainsi que certaines initiatives visant la numérisation et l’éducation en ligne devraient bénéficier de ces fonds. La Commission rappelle que la Roumanie a déjà mobilisé des fonds européens d’un montant de 350 millions deuros dans le secteur de la santé, pour soutenir les personnels en première ligne dans la lutte contre la pandémie. Grâce à linitiative dinvestissement en réaction au coronavirus, un total de plus de 900 millions deuros est actuellement mobilisé, au titre des fonds de la politique de cohésion, pour faire face à la crise actuelle et à ses effets en Roumanie.



    Parquet européen – La Cour de justice de lUnion européenne a accueilli ce lundi la cérémonie marquant le début officiel des activités du Parquet européen. La cheffe du Parquet européen, la Roumaine Laura Codruța Kovesi et les 22 procureurs représentant les États membres participant à cette coopération renforcée, se sont engagés à exercer leurs fonctions « en pleine indépendance dans l’intérêt de l’Union dans son ensemble ». Par l’accord conjoint, daté du 16 octobre 2019, le Parlement européen et le Conseil de lUnion européenne ont nommé Laura Codruţa Kovesi premier chef du Parquet européen. Dans le même temps, le Conseil de lUnion européenne, par décision du 27 juillet 2020, a nommé les premiers procureurs européens du Parquet européen. Le Parquet européen est un organe indépendant de lUnion chargé de rechercher, de poursuivre et de renvoyer en jugement les auteurs dinfractions portant atteinte aux intérêts financiers de lUnion (fraude, corruption, fraude transfrontière à la TVA supérieure à 10 millions deuros, par exemple). À cet égard, le Parquet européen diligentera des enquêtes, effectuera des actes de poursuite et exercera laction publique devant les juridictions compétentes des États membres. A l’épreuve de double masculin, le Roumain Horia Tecău et le Néerlandais Jean-Julien Rojer, tête de série n°12, affronteront le duo Cristian Garin (Chili) / Pedro Martinez (Espagne).
