    MEETING – The Executive
    Committee of the Social-Democratic Party is meeting today in Bucharest. The top
    issues on the agenda are the 2019 budget bill and preparations for the European
    Parliament elections due in May. Regarding the budget, Finance Minister Eugen
    Teodorovici said it will be approved in the Government session on Tuesday.
    Published on the website of the Finance Ministry, the bill is based on a 5.5%
    economic growth rate, a 2.8% inflate rate and a 2.5% deficit of the GDP.
    Additional funds will go to healthcare, transport and education while the
    ministries of the business sector, communications and energy will receive less
    funds. Mayors are unhappy as local authorities are expected to cover some of
    the social spending so far provided in the budget of central authorities. The
    right-wing opposition has criticized the bill.




    ELECTION – The Save
    Romania Union in opposition and the Liberty, Unity and Solidarity Party (PLUS)
    decided to form an election alliance ahead of the European Parliament elections
    due in May. The decision was taken on Saturday by the two parties’ executive
    committees. PLUS leader Dacian Ciolos, a former European Commission for
    Agriculture and Prime Minister of Romania, is top of the joint list for the
    ballot in May. The final list will be announced over the coming period, Save
    Romania Union Dan Barna said. The Democratic Union of Ethnic Hungarians has
    also designated its candidates for the European Parliament elections, and will
    decide on the final order in March.




    FLU EPIDEMIC – The death
    toll of the flu epidemic in Romania has reached 69. The latest victim is a
    41-year-old woman infected with the type-A flu virus. She also had a history of
    pre-existing medical conditions and hadn’t taken the flu vaccine. Health
    Minister Sorina Pintea said the flu is extending nationwide and expects the
    virus to be widely circulated in February as well. Some of the measures to
    counter the epidemic are harsher hospital access restrictions, antiviral
    medicine restocking, prophylactic treatment of people who come in contact with
    the sick and the vaccination of all unvaccinated medical staff.




    UKRAINE – The Foreign
    Ministry hails the celebration of 10 years since the International Court of
    Justice issued a ruling in the Maritime Delimitation in the Black Sea
    (Romania vs. Ukraine). According to a release issued by the Ministry, ICJ set
    the line of delimitation between the continental plateau and the economic areas
    of the two states, giving Romania 9,7000 skm of the 12,200 under dispute. The
    resolution of the ICJ was beneficial to both states, favouring the approach of
    a bilateral agenda constructively, also contributing to regional stability.
    According to the Ministry, the decision, which put an end to a 42-year-old
    dispute, became a reference point for subsequent maritime delimitations, being
    quoted extensively in the jurisprudence of the ICJ and other international
    courts of law, as well in the doctrine of international law in this matter.




    AWARDS – The winners of
    the 2019 BBC Audio Drama Awards are announced on Sunday as part of a ceremony
    venued at the BBC Broadcasting House Radio Theatre in London. The production of
    the Romanian Radio Broadcasting Corporation’s Radio Drama Department The
    Confession, Doina Papp’s adaption of Dostoevski’s The Demons, directed by
    Ilinca Stihi, is one of the three finalists selected for the Best European
    Drama section. The BBC Audio Drama awards celebrates the originality and
    qualify of on air and online radio drama shows as well as the actors, writers,
    producers and sound engineers’ creativity.




    TENNIS – The Romanian pair
    made up of Irina Begu and Monica Niculescu on Sunday won the doubles
    competition at the WTA tournament in Hua Hin, Thailand, totalling 250 thousand
    dollars in prize money. In the final the two defeated Ana Blinkova of Russia
    and Yafan Wang of China, 2-6, 6-1, 12-10. This is the second trophy for Begu
    and Niculescu, after the title won in Hobart. The two players also played the
    Wuhan and Moscow finals in 2015 and the one in Luxemburg in 2012.




    HANDBALL – Romanian
    champions CSM Bucharest on Saturday defeated 32-26 Krim Mercator Ljubljana of
    Slovenia in Group 2 of Champions League. CSM is now third-placed with 8 points,
    after Hungary’s Gyor with 12 and Vipers Kristiansand of Norway with 8 points.

    Météo – En Roumanie, les météorologues ont placé six départements et la capitale, Bucarest, en vigilance jaune à la pluie verglaçante et au verglas jusqu’à dimanche matin. Par ailleurs, le givre et le vent fort touchent les régions du sud et du sud-est du territoire où une alerte météo est en place jusqu’au 27 janvier. Seize départements, au total, sont affectés par le mauvais temps. Dans la capitale, des centaines d’arbres arrachés par le vent se sont écroulés, en abîmant des dizaines de voitures. Des coupures d’électricité ont affectés presque 120 milles personnes de 200 localités. Le mauvais temps a perturbé la circulation ferroviaire et routière, alors que les avions ont enregistré des retards au décollage. Des dizaines de personnes ont souffert des fractures après avoir glissé dans les rues couvertes de verglas. Plus de 12.000 salariés du ministère de l’Intérieur ont été mobilisés pour aider la population civile. Les météorologues prévoient une légère hausse des températures à partir de dimanche quand les températures maximales iront de -3 à 7 degrés.

    PLUS – L’ancien premier ministre roumain, technocrate, Dacian Ciolos, a été élu samedi, à une majorité de voix, à la tête du Parti PLUS de la Liberté, l’Unité et la Solidarité. Mon mandat sera d’une année seulement, après quoi des élections auront de nouveau lieu pour désigner une nouvelle direction, a tenu à préciser M. Ciolos, qui a affirmé se consacrer aux euro- parlementaires prévues au mois de mai. Ancien commissaire européen pour l’Agriculture, Dacian Ciolos est devenu premier ministre de la Roumanie en automne, 2015. Il a succédé à Victor Ponta dont le cabinet a démissionné sous la pression des Roumains qui sont sortis dans la rue après l’incendie de la boîte de nuit Colectiv. Le cabinet de Dacian Ciolos est resté en place jusqu’aux élections de 2016.

    Ratification – Le Ministère roumain des Affaires Etrangères a salué samedi la ratification, par le Parlement grec, de l’accord dit de Prespes qui rebaptise le pays voisin en République de Macédoine du Nord. Selon la diplomatie roumaine, les votes de vendredi au Législatif d’Athènes et celui du 11 janvier, au Parlement de Skopje, contribuent à dynamiser la perspective européenne et euro-atlantique des Balkans de l’Ouest. Washington a salué, lui aussi, la ratification, tandis que le secrétaire général de l’ONU, Antonio Guterres, s’est dit satisfait de la décision d’Athènes qui a mis fin à une trentaine d’année de querelle politique, en ouvrant à ce petit pays balkanique la porte de l’OTAN et de l’UE. Plusieurs milliers de Grecs ont clamé leur hostilité au texte portant le changement de nom, vue que le nom appartient déjà à une province historique de leur pays.

    Tennis – La Japonaise Naomi Osaka a remporté, samedi, l’Open d’Australie face à la Tchèque Petra Kvitova. À 21 ans, la joueuse devient numéro 1 mondiale, en détrônant de la tête du classement, la Roumaine, Simona Halep, éliminée dans les huitièmes de finale de Melbourne. Osaka est la première joueuse asiatique de tennis à devenir leader de la hiérarchie mondiale.

    In Rumänien sind derzeit in weiten Teilen gemischte Niederschläge und in den meisten Regionen ein bewölkter Himmel zu sehen. Im Westen und Südwesten sowie in den Bergregionen des Landes wurden Schneefälle gemeldet. In den zentralen und östlichen Regionen Rumäniens gibt es gemä‎ßigte Regenfälle und im Süden gemischte Niederschläge. Die Tageshöchstwerte liegen zwischen -3 und 10 Grad Celsius. Wettererscheinungen wie Schneefall, Schneeregen und Frost werden in den folgenden Stunden im gesamten Gebiet erwartet. Starke Schneefälle und Schneesturm haben den Schienen- und Stra‎ßenverkehr im Westen und Südwesten des Landes beeinträchtigt. In Städten und Dörfern in den westlichen Regionen Rumäniens wurden Stromausfälle gemeldet.



    In der westrumänischen Stadt Temeswar haben am Sonntag eine Reihe von Ereignissen stattgefunden, die den Beginn der antikommunistischen Revolution im Dezember 1989 markiert haben. Zu den sonntägigen Veranstaltungen gehörte eine festliche Sitzung des Gemeinderats, die dem Gedenken der Märtyrerhelden gewidmet war, Aktivitäten für Jugendliche und eine Jubiläumsausstellung. Am Samstag fand ein Freiheitsmarsch statt, der von einem Revolutionärenverband veranstaltet wurde. Montag ist ein Trauertag zum Gedenken der Revolutionsmärtyrer. Am 20. Dezember feiern die Rumänen den Tag, an dem Temeswar die erste kommunismusfreie Stadt Rumäniens wurde. Der Aufstand gegen die Diktatur von Nicolae Ceausescu begann am 16. Dezember 1989 in Temeswar und breitete sich rasch auf andere rumänische Städte aus. Bei den Auseinandersetzungen zwischen Demonstranten und der Bereitschaftspolizei wurden über 1.000 Menschen getötet und 3.000 verletzt. Rumänien war das einzige Land im Ostblock, in dem die kommunistische Diktatur durch Blutvergie‎ßen gestürzt wurde und ihre kommunistischen Führer hingerichtet wurden.



    Die EU-Kommissarin für Regionalpolitik, Corina Cretu, hat eine Reihe von Änderungen des Operationellen Programms für Gro‎ßinfrastruktur genehmigt, durch die mehr europäische Mittel für wichtige Infrastrukturprojekte in Rumänien bereitgestellt werden sollen, beispielsweise für einen neuen U-Bahnabschnitt und eine Autobahn. Durch diese Entscheidung erhöht sich die Kofinanzierungsrate für Projekte zur Entwicklung des europäischen Verkehrsnetzes, der unterirdischen und multimodalen Verkehrsinfrastruktur von 75% auf 85%. Der Beschluss wurde auch getroffen, um die Hafeninfrastruktur und den Hafenbetrieb zu unterstützen und die Möglichkeiten für die Entwicklung von Transportterminals, Logistik und grö‎ßeren Eisenbahnanlagen zu erhöhen. Dies gab die Vertretung der Europäischen Kommission in Rumänien bekannt.



    Der ehemalige rumänische politisch unabhängige Premierminster Dacian Ciolos hat bekanntgegeben, dass er und seine Anhänger eine neue politische Partei, die Partei der Freiheit, der Einheit und der Solidarität (PLUS), angemeldet haben, die an die Stelle der Bewegung Rumänien Zusammen treten wird. Ciolos sagte, dass die Anmeldung der letzteren seit 8 Monaten durch eine Anfechtung bei der rumänischen Justiz verzögert werde. Die neue Partei habe aber dieselben Werte wie die Bewegung Rumänien Zusammen, einschlie‎ßlich Integrität und Kompetenz. Dacian Ciolos war EU-Kommissar für Landwirtschaft. Er wurde im Herbst 2015 Premierminister, nachdem das linke Kabinett, angeführt von Victor Ponta, unter Protesten wegen des tragischen Brandes im Colectiv Club in Bukarest zurückgetreten war. Ciolos führte die Exekutive bis zu den Parlamentswahlen im Jahr 2016 an. In den vergangenen zwei Jahren kritisierte er ständig die derzeit linke PSD-ALDE-Regierung und die umstrittenen Änderungen, die die Mehrheitskoalition an den Justizgesetzen vorgenommen hat.
