    Republic of Moldova, crucial final

    On November 3, the citizens of the Republic of Moldova have to choose, for the position of head of state, between the pro-European Maia Sandu, the incumbent president, and the pro-Russian Alexandr Stoianoglo, supported by the socialists. Sandu, the favorite of the Western chancelleries, won the first round, of October 20, with over 42% of the votes, while Stoianoglo came second, with 26% of the votes. For most analysts, Sunday’s vote is all or nothing: the war started by Russia against the regime in Kyiv has caused the small state located between Ukraine and Romania multiple crises – energy, economic and, last but not least, a deep security crisis – and, they say, there would be no more room and time for wrong steps, if Chişinău really wants to definitively disconnect from its past of vassalage to Moscow and to enter the European family.

     

    Oleksii Arestovichi, former adviser to the Ukrainian head of state Volodymyr Zelensky, has recently warned that the Republic of Moldova will be drawn into the war if the presidential election is won by the pro-Russian candidate and that the country could turn into a Russian outpost for attacking Ukraine and Romania, if next year’s legislative elections bring to power a government close to Russia. He therefore urged Moldovans to vote for the pro-European candidate. On Sunday, Maia Sandu confronted Alexandr Stoianoglo in a televised debate, on which occasion she accused him of being the man of Moscow and of having allowed the escape from the country of some Moldovan oligarchs in conflict with the law, while he was the general prosecutor of Moldova. Actually, Maia Sandu dismissed Stoianoglo from that position.

     

    After the first round of the presidential election and the referendum for European integration, which passed by a slim margin, contrary to optimistic expectations, Maia Sandu accused the interference in the electoral process of some criminal groups that would have acted alongside foreign forces hostile to the interests of the country. The presidential election and the referendum were well organized, but the electoral campaign was marked by foreign interference and disinformation, the OSCE report noted. And the Observation Mission of the International Republican Institute, an American non-governmental organization, highlighted significant foreign interference in the electoral process, consisting in vote buying, mass manipulation, propaganda and forgeries.

     

    Moscow categorically denied any interference in the elections and referendum. For the decisive November 3 presidential round, it is important how the candidates eliminated after the first round are positioned. The leader of the populist Our Party group, Renato Usatîi, who came third, announced that he would not support any of the candidates. Predictably, the pro-Russians urged their supporters to vote against Maia Sandu, during whose mandate Moldova received the status of a EU candidate country and opened accession negotiations. (LS)

    INTERVIEW ‘Moscow does not give up the
    idea of taking over power in the Republic of Moldova and resorts to various
    actions in an attempt to instate a Russia-friendly government in Chisinau’, the
    country’s president Maia Sandu said in an interview to the Voice of Bessarabia.
    According to her, it is only the heroism of the Ukrainian army, which is
    keeping the frontline far from the Moldavian-Ukrainian border, but the country
    is facing the elements of a hybrid war. Sandu has given assurances that the
    people serving Russia’s interests are going to be identified but in order to
    achieve that, the country needs to strengthen the capabilities of its
    Intelligence and Security Service SIS.








    SUPPORT In Bucharest on Thursday Spain reiterated its full support for
    Romania’s accession to Europe’s border-free area Schengen, through the voice of
    its Interior Minister, Fernando Grande Marlaska Gomez. Romania has worked
    extraordinarily hard to achieve this goal and for a long period of time, the
    Spanish official has pointed out. Minister Gomez held talks with his Romanian
    counterpart, Lucian Bode, with bilateral cooperation against human and drug
    trafficking high on the agenda. According to Bode, Romania is fully ready to
    join the Schengen zone, and the decision last year was totally unfair. We
    recall that the only country, which opposed Romania’s entry into Schengen was
    Austria, on migration-related grounds.






    BILL The
    leaders of the ruling National Liberal Party and Social Democratic Party in
    Romania, Nicolae Ciucă and Marcel Ciolacu, have announced that they
    decided to support the proposal made by the Ministry of Justice regarding the
    establishment of a threshold of 9,000 lei (about 1,800 euros) up to which abuse
    of office is decriminalized. The announcements of the two come after the Senate
    approved a draft law that provides for a value threshold for abuse and neglect
    in the service in the amount of 250,000 lei. The change caused criticism and a
    street protest in Bucharest. The opposition Save Romania Union has warned that
    the value threshold of 50,000 euros for damage to the public budget to be
    considered a criminal offense was also provided for by the well-known Ordinance
    13 of 2017, which the government at the time abandoned after massive street
    protests.




    OECD The
    Secretary of State for Romania’s Accession to the Organization for Economic
    Cooperation and Development, Luca Niculescu, was appointed to the Steering
    Committee of the new OECD Regional Center in Istanbul. He welcomed the
    initiative to establish the Center, aimed at encouraging inter-regional
    cooperation, providing a platform for dialogue on public policies and
    supporting the states in the region to face the main economic and social
    challenges. According to a release by the Foreign Ministry in Bucharest, Luca
    Niculescu expressed, at the same time, the availability of the Romanian
    authorities to contribute with sectoral expertise to the activity of the OECD
    Regional Center in Istanbul, recalling that Romania provides financial support
    for the main regional programs of the organization.

    VISIT The president of Romania, Klaus Iohannis, received the
    PM of Poland Mateusz Morawiecki in Bucharest on Tuesday. Klaus Iohannis said
    Poland was a close and long-standing friend, a key strategic partner and a
    reliable ally for Romania. We are connected by sound shared strategic and
    security interests, which are further consolidated by today’s rather tense
    regional security context, the Romanian official said. Mr. Iohannis added that
    the 2 countries will maintain their unequivocal support for Ukraine for as long
    as necessary, and will boost their support for the most vulnerable and most
    severely affected partners in the region, especially the Republic of Moldova.
    In turn, PM Morawiecki said Romania and Poland were the pillars of the
    North-Atlantic Alliance in this part of Europe and highlighted the Allies’
    willingness to reinforce it through improved military cooperation. Previously,
    the PM of Romania Nicolae Ciuca had a meeting with his Polish counterpart, and
    together they attended the Romania-Poland Economic Forum organised by the
    Romanian Chamber of Commerce and Industry. Mr. Ciuca said bilateral trade had
    increased by 20% in 2022 compared to the previous year, reaching EUR 11bln.


    MOLDOVA The EU will
    prepare a support package for the Rep. Moldova before summer, the president of
    the European Council Charles Michel said in Chişinău on Tuesday, at a joint
    press conference together with Moldova’s president Maia Sandu. Chişinău has a
    lot of strong friends in Brussels, who want the Republic of Moldova to become a
    part of the EU family as soon as possible, Charles Michel also said, and added
    that this is a historic opportunity for Moldova and for its people. In turn, president
    Maia Sandu emphasised the importance of Moldova’s EU integration. European
    integration is the only path that ensures the survival of Moldova, its becoming
    a free and prosperous country. It is the only chance for its citizens to live
    in peace at home. We must withstand the hybrid attacks targeting our determination
    to be part of the free world, Maia Sandu said.


    DEFENCE The Romanian
    state secretary for defence policy, planning and international relations,
    Simona Cojocaru, is on an official visit to India until March 31, at the
    invitation of defence secretary Giridhar Aramane. According to the Romanian
    defence ministry, the two parties Tuesday signed an inter-governmental defence
    cooperation agreement. The document creates the framework for the development
    and consolidation of bilateral relations, through enhanced cooperation. The
    Romanian defence ministry also notes that it is for the first time in the
    history of the 2 countries’ bilateral relations that a cooperation agreement in
    this sector has been signed.


    PENSIONS The Senate’s
    specialist committees Tuesday issued a positive report on the bill on special
    pensions. The amendments tabled by the ruling coalition made up of the Social
    Democratic Party, National Liberal Party and the Democratic Union of Ethnic
    Hungarians in Romania were passed, although USR in opposition voted against and
    AUR party’s MPs abstained from voting. One of the changes accepted by the
    committees was that beneficiaries of multiple special pensions must choose only
    one of them within 30 days after the law takes effect. Other provisions in the
    bill are that pension benefits will be adjusted to inflation on a yearly basis,
    and that special pensions cannot be higher than the salary received while in
    office. As of Wednesday the bill will be discussed in plenary session by the
    Senate, the first parliamentary chamber to vote on it. (AMP)

    Brussels — Romania’s President, Klaus Iohannis, is participating, on Thursday and Friday, in the spring meeting of the European Council and in the Euro Summit in an extended format, hosted by Brussels. According to the Presidential Administration, they will tackle the situation in Ukraine, especially food security and the reconstruction process, climate change and measures to achieve the Sustainable Development Goals. “We must be united on the side of Ukraine, we must be in solidarity with Ukraine, we must help Ukraine with everything we can. It is very important that Ukraine has a strong position and that we can do many things”, said the Romanian president in a press conference before the start of the Council. There will be other extremely important topics, President Iohannis also said, related to the economy, the single market, competitiveness. They will discuss the best methods to prevent the deindustrialization of Europe and the energy issue, as well as the situation of the Republic of Moldova, which will receive substantial additional aid from the EU.



    Chisinau – On a visit to Chisinau, accompanied by several ministers, the Romanian Prime Minister Nicolae Ciucă had talks with the President of the Republic of Moldova Maia Sandu and with the Prime Minister Dorin Recean. The meetings focused on issues related to the accession of this state to the EU, the way in which the republics economy can develop, the path to democratic reforms and the situation in the area in the context of the conflict in Ukraine. The leader from Chisinau thanked Romania for the support provided for the population and the economy of the Republic of Moldova to get through the complicated winter, caused by an exponential increase in energy and gas costs, and through the acute lack of supply of these resources, in particular following the interruption of supply by Gazprom for several months. Prime Minister Nicolae Ciucă thanked, in turn, for the decision of the Moldovan Parliament to adapt the legislation in accordance with the decision of the Constitutional Court, respectively to grant the Romanian language the status of official language in the Republic of Moldova. Consolidating the security environment in the Republic of Moldova and ensuring the resources to combat any form of destabilization of this country is a priority for Romania, Prime Minister Nicolae Ciucă also said during the discussions with Dorin Recean. Romania is our advocate in all European institutions, therefore we can advance on our European path, said the Moldovan Prime Minister. During the meetings, the implementation stage of the support program for the Republic of Moldova presented, financed with 100 million Euros by the Government of Romania. In this sense, the Romanian Prime Minister announced the release of the first tranche worth 25 million Euros of this program.



    London – The Romanian foreign minister, Bogdan Aurescu, is on an official visit to the United Kingdom of Great Britain and Northern Ireland, at the invitation of his counterpart, James Cleverly. The two officials will discuss bilateral strategic partnership relations, as well as international developments, with an emphasis on the war in Ukraine, the situation in the Republic of Moldova, the relations between the EU and the United Kingdom and cooperation within NATO. On Wednesday, minister Bogdan Aurescu had a meeting with the UK Secretary of State for Defense, Ben Wallace, with whom he discussed, among other things, bilateral cooperation in the field of defense and within the North Atlantic Alliance, with an emphasis on the stability and security of the Black Sea. On the sidelines of the visit, the heads of the Romanian and British diplomacies will sign the updated Joint Declaration of the Strategic Partnership between Romania and the United Kingdom of Great Britain and Northern Ireland and will open the first edition of the Romania – United Kingdom Bilateral Forum.



    Protests – France is almost blocked today, on the ninth day of national mobilization against the pension reform. With a general strike in many areas and street demonstrations announced in almost 300 localities, the trade unions and the opposition want to force the French government to withdraw the law it has just adopted, which provides for the increase in the retirement age, from 62 to 64 years old. On Wednesday, President Emmanuel Macron said that the reform was an unfortunate necessity to protect the pension system and that he accepted its unpopularity.



    Film – The first feature film of the Romanian director Alexandru Belc – “Metronome” will be screened on Friday at the Muranów cinema in Warsaw. The film represents Romania at the Francophone Film Festival in Poland, which takes place between March 22 and 26 in Warsaw. Along with the Romanian film, the Festival includes eight other fiction films from Belgium, Canada, Switzerland, Luxembourg and Morocco, proposed by the French Institute in Poland, which is also the main organizer. At the most recent edition of the Cannes Film Festival, “Metronome” was awarded the Best Director Award in the “Un certain regard” section. (LS)

    FOOTBALL – Romanian selector Edward Iordanescu has summoned 26 players for the games with Andorra and Belarus, the first for the Romanian national football side in the qualifiers for Euro 2024 hosted by Germany. Romania will be up against Andorra in an away match on March 25th after which it takes on Belarus at home. Romanias eleven has been included in the first group of the qualifiers together with Switzerland, Israel, Kosovo, Belarus and Andorra. The first two squads in the ten preliminary groups will qualify for the final tournament. The last three places will be decided following the Nations League play-offs in March next year.

    MINISTRY – The Romanian Foreign Ministry reiterates the firm position of condemning and unrecognizing the illegal annexation by the Russian Federation of the Autonomous Republic of Crimea and the city of Sevastopol as well as its support for the independence, sovereignty and territorial integrity of Ukraine within its internationally-recognized borders. Nine years on since its illegal annexation by Russia on March 18th, Romanias Foreign Affairs Ministry says in a press release on Saturday that the annexation is a blatant violation of international law as well as of the multilateral documents signed by Russia, including the UN Charter and the Helsinki Final Act. According to the same sources Romania condemns the use of the Crimean territory by Russia during the illegal and unprovoked aggression commenced by Russia on February 24th 2022. Romania also doesnt recognize the illegal annexation by the Russian Federation of the regions in eastern Ukraine (Donetsk, Lugansk and Zaporizhzhia), which are an inalienable part of Ukraines national territory under the international law.

The Romanian-Slovenian match is due over April 14th and 15th at Sport Park Bonifika, in the Slovenian city of Koper. The winner will qualify for the competitions final tournament. The only direct match between the two sides took place in the year 2000 when Slovenia outperformed Romania 3-0 in Spain in the group one of the competition for the Europe-Africa Zone.

    Romania’s assistance for the Republic of Moldova continues


    Romania will continue to support the neighbouring Republic of Moldova to overcome the crises it is presently facing, the head of the Romanian diplomacy Bogdan Aurescu said in Chisinau on Monday during the visit he paid upon the invitation of his counterpart, Nicu Popescu.

    In another development, Minister Aurescu says that he doesnt have information on the risk of a Russian invasion of this country through northern Ukraine as they are now speculating in Chisinau.


    He says that Romania will be taking all necessary measures if need be, but at the moment he doesnt believe the neighbouring country is at risk, as the war Russia is presently waging in Ukraine has reached a deadlock.

    GAS
    According to data released by the national company Transgaz, on Monday morning
    Romania will rely on 3 billion cubic meters of stored gas, which is tantamount
    to a storage degree of 97.7% of its total capacity. Romania has exceeded the

    The minimum threshold of 80% approved for Romania in the new European

    ENERGY Romania is presently covering over 90% of

    Visite – La présidente de la République de Moldova entame aujourd’hui une visite officielle en Roumanie à l’invitation de son homologue Klaus Iohannis. Au cours de la conférence de presse qui a suivi les rencontres tête à tête et les réunions officielles, le chef de l’Etat roumain a caractérisé les entretiens de très consistantes, avec un accent particulier sur plusieurs thèmes d’intérêt bilatéral, vu les liens solides et sincères qui existent entre les deux Etats. Il a félicité Maia Sandu pour l’obtention par la République de Moldova du statut de pays candidat à l’adhésion à l’UE à l’occasion du Conseil européen de juin. C’est une réussite historique, un véritable moment décisif pour l’avenir de cet Etat, a affirmé Klaus Iohannis, qui a ajouté que la Roumanie n’abandonnera pas la République de Moldova et continuera à la soutenir par tous les leviers à sa disposition. Il a ajouté avoir décidé avec son homologue de Chisinau d’entreprendre plusieurs pas décisifs en ce qui concerne l’interconnexion des réseaux d’électricité des deux pays. Les deux hommes ont également évoqué le potentiel du gazoduc Iasi – Ungheni – Chisinau en tant qu’élément essentiel dans l’architecture de sécurité énergétique de la République de Moldova. Pour sa part, la présidente Maia Sandu a affirmé que le long des années, Bucarest s’est retrouvé aux côtés de Chisinau, soulignant que la voix de la Roumanie « a fortement résonné » à Bruxelles dans les efforts de soutenir l’ex République soviétique dans l’obtention du statut d’Etat candidat à l’adhésion à l’UE. Maia Sandu est également confiante que le partenariat moldo-roumain aidera à dépasser les difficultés provoquées par la guerre en Ukraine.

    national –
    La Roumanie célèbre aujourd’hui son hymne national. Conformément au
    ministère de la Défense, des cérémonies militaires se déroulent à travers le
    pays. A Bucarest, une messe a eu lieu devant le Palais du Cercle militaire
    national, suivi par un concert de l’orchestre de l’armée. A Râmnicu Vâlcea
    également, les autorités organisent en cette fin de semaine des événements
    consacrés à la chanson « Desteapta-te, române », « Eveille-toi
    Roumain », qui a été chantée pour la première fois dans un cadre officiel
    dans cette ville du sud de la Roumanie, il y a 174 ans. Aujourd’hui le conseil local de la ville se
    réunit dans le cadre d’une réunion festive, alors qu’une parade est prévue sur
    un itinéraire symbolique de l’histoire de la ville. La fête de l’hymne
    nationale a été proclamée par le Parlement roumain en
    1998. « Eveille-toi Roumain ! » a été composé par Antonn
    Pan et les paroles ont été écrites par la poète Andrei Muresanu. Le message de
    l’hymne national de la Roumanie a un fort impact et évoque l’unité nationale,
    le courage, la dignité et la responsabilité, affirme dans un communiqué le
    président du pays, Klaus Iohannis. Et au premier ministre roumain, Nicolae
    Ciuca d’ajouter que l’hymne, le drapeau et les armoiries définissent l’identité
    du peuple roumain et constituent le lien entre le passé, le présent et
    l’avenir.

    Football – Toutes les équipes roumaines de foot présentes dans la compétition européenne de la Conférence Ligue se sont qualifiés au troisième tour des préliminaires. Jeudi, Universitatea Craiova, dans le sud, a battu à domicile sur le score de 3 à 0 les Albanais de Vllaznia, après une égalité 1 partout dans le match aller. Au troisième tour des préliminaires, Craiova affrontera les ukrainiens de Zaria Lugansk. A Bucarest, sur l’Arène nationale, le FCSB a disposé sur le score de 4 buts à 2 des géorgiens de Saburtalo, équipe vaincue dans le match aller sur le score de 1 but à 0. Ce qui plus est, le FCSB rencontrera les Slovaques de Dunajská Streda. La mission la plus difficile a été celle de la gagnante de la Coupe de Roumanie Sepsi Sfântu Gheorghe dans le centre. Elle a été battue 2 buts à 0 par les Slovènes d’Olimpija Ljubljana, après une victoire 3 buts à 1 à domicile. Aux tirs aux buts, les Slovènes ont raté à deux reprises et c’est ainsi que Sepsi s’est qualifié pour rencontrer ensuite les suédois de Djurgården. Enfin, mercredi le CFR Cluj (nord-ouest) a terminé à égalité le match contre l’Inter Club d’Escaldes, d’Andorre – 1 partout – après une victoire 3 buts à 0 durant au match aller. Le CFR Cluj rencontrera ensuite le champion de la Biélorussie Șahtior Soligorsk.

    Sports – Les sportifs roumains ont remporté quatre médailles, dont deux d’argent et deux de bronze jeudi à la 16e édition d’été du Festival olympique de la Jeunesse européenne, à Banska Bystrica, en Slovaquie. Deux médailles ont été décrochées à l’athlétisme : Ştefania Alexandra Uţă et Denisa Capotă . Une autre médaille d’argent a été remportée en natation alors qu’au Judo, Rareş Ştefan Arsenie a terminé troisième dans sa catégorie des 90 kilos. A l’issue de quatre jours de compétition, la Roumanie a terminé 19e au classement des médailles avec une médaille d’or, quatre d’argent et trois de bronze.

    Sighisoara – C’est à Sighisoara, dans le centre de la Roumanie que se déroule ce weekend la 28e édition du premier festival médiéval de Roumanie. La cité de Sighisoara sera particulièrement animée avec toute sorte de spectacles de théâtre de rue, d’improvisation, de musique et de danse, le tout tournant autour de l’art médiéval. Si durant l’édition précédente le festival a réuni 11 000 visiteurs, les organisateurs s’attendent actuellement à recevoir quelque 16 000 visiteurs. Des feux d’artifices sont prévus dimanche soir à Sighisoara, l’unique cité médiévale habitée dans le sud-est de l’Europe.

    Météo – L’administration nationale de météorologie a émis une nouvelle alerte code jaune à la canicule qui vise 12 départements de Roumanie et la capitale Bucarest ces vendredi et samedi. Conformément aux prévisions, sur l’ouest et le sud du pays, la vague de chaleur devrait s’intensifier. Samedi dans l’après midi, l’inconfort thermique sera élevé et l’indicateur Humidex dépassera le seuil critique des 80 unités. Les maximas iront généralement de 33 à 37 degrés. Dimanche la vague de chaleur persistera sur le sud et le sud-est. Une alerte code jaune à l’instabilité est également valable jusqu’à dimanche dans la soirée sur plus de trois quarts du territoire. Les pluies à verse et les orages seront également au rendez-vous.

    VISIT The president of the R. of Moldova, Maia Sandu, is today on an
    official visit in Romania, at the invitation of her counterpart Klaus Iohannis.
    At the press conference following the official meeting, the Romanian president
    said the talks were solid and focused on many topics of bilateral interest,
    taking into account the long-lasting and sincere connections between the 2
    countries. He congratulated Maia Sandu on Moldova’s EU accession candidate
    status granted at the European Council meeting on June 23-24. This is a historic
    achievement, a landmark in the history of the country, Klaus Iohannis said, and
    added that Romania will continue to support Moldova through all the means available
    to it. Mr. Iohannis also pointed out that the 2 presidents agreed to take
    decisive steps in terms of inter-connecting the electricity networks of their
    countries, and discussed the potential of the Iaşi-Ungheni-Chişinău pipeline
    as a vital element of Moldova’s energy security. In
    turn, the
    president of Moldova, Maia Sandu, said Bucharest stood by Chisinau over the
    years, and Romania’s voice ‘resounded strongly’ in Brussels in support of
    Moldova’s EU candidate status. Maia Sandu voiced her confidence that the
    Moldovan-Romanian partnership will contribute to overcoming the difficulties
    entailed by the war in Ukraine.


    ANTHEM Every year on July 29 Romania celebrates National Anthem Day.
    According to the defence ministry, ceremonies are held today in all military
    units across the country. In Bucharest, a religious service was held in front
    of the National Military Palace, while in Râmnicu Vâlcea local authorities
    organized events devoted to the song Awaken Thee, Romanian!, which was first
    performed officially in this town 174 years ago. National Anthem Day was
    proclaimed by Parliament in 1998. The song was written by Anton Pann, on lyrics
    by the poet Andrei Mureşanu. The message of the National Anthem has a strong
    impact, and calls for national unity, courage, dignity and responsibility,
    president Klaus Iohannis said in a news release. In turn, PM Nicolae Ciucă said
    the anthem, national colours and the coat of arms define the identity of the
    Romanian nation and signify the strong connection between the past, present and
    future.


    FESTIVAL Sighişoara,
    in central Romania, is hosting this weekend the 28th edition of the
    first medieval festival in Romania. The Sighişoara citadel will be the stage of
    theatre performances, music and dance shows, improvisation, arts and crafts
    demonstrations. While the previous edition was attended by some 11,000
    visitors, the organisers hope 16,000 people will take part this year. A
    spectacular fireworks show is planned for the closing ceremony on Sunday night.
    Sighisoara is the only inhabited medieval citadel in south-eastern Europe.


    FOOTBALL All the Romanian football teams taking part in the European
    Conference League qualifiers have moved into the 3rd preliminary
    round. On Thursday Universitatea Craiova defeated the Albanian side
    Vllaznia 3-0 on home turf, after a 1-1 draw in the first leg. In the 3rd
    preliminary round, Craiova will play against the Ukrainian team Zaria Luhansk. In
    Bucharest, FCSB defeated Saburtalo (Georgia) 4-2, and is next to take on the
    Slovakian team Dunajská Streda. The Romanian Cup winners Sepsi Sfântu Gheorghe had
    the most difficult match on Thursday, against Olimpija Ljubljana of Slovenia, and
    lost 2-0, away from home, after having won 3-1 in the first leg. In the penalty
    shootouts, the Slovenians missed twice, and Sepsi moved forward in the
    competition. Their next opponent is Djurgården (Sweden). And on Wednesday, CFR Cluj drew 1-1 away from home
    against Inter Club d’Escaldes, of Andorra, after 3-0 at home, and are pitted

    COVID — The number of Covid-19 cases in Romania has been constantly decreasing since the spring, but it has recently started to increase again. 9,339 people were confirmed with Covid-19, on Thursday, in Romania. The total number of infections is below that of the previous day, but by almost 50% higher than last week. The number of those who need hospitalization also continues to increase: over 3,700 people, of whom 253 are in intensive care. There are about 600 children with Covid in hospitals. Specialists say that the current variant of the coronavirus, Omicron, can bypass the protection given by both vaccination and the disease, and recommend the immunization of people from vulnerable categories. Anti-Covid vaccines adapted for the Omicron variant should be available in Romania as of the autumn.



    Funds — The prime minister Nicolae Ciucă has said Romania’s absorption rate of European funds as part of the 2014-2020 financial exercise stands at 64.5%, a level similar to that of Germany and only slightly lower than France, but ahead of older member states like Belgium (59%) and Italy, Spain and The Netherlands (each with a little over 56%). According to Ciucă, Romania absorbed 22 billion Euros out of the 35 billion it is allocated in the 2014-2020 period.



    Drought – Drought has so far affected 150,000 hectares of farmland in 20 different counties across Romania, said the agriculture ministry, based on daily reports on the state of the crops. The irrigation systems are struggling to cope, owing to the drop in the level of the water used to feed the irrigation stations. The biggest such station, in Brăila county, in the south-east, was shut down because of the low Danube water flow. The station was providing water for 250,000 hectares of land in the region. The water flow of the river Prut, in the east, is also dropping, having already reached a record low level. Agriculture minister Petre Daea said the animal breeding sector is also affected by drought.



    Olympics — On Wednesday, Romania won the gold medal in the womens team artistic gymnastics competition of the 16th summer edition of the European Youth Olympics Festival in Banska Bystrica (Slovakia). Amalia Puflea, Amalia Ghigoarţă and Sabrina Voinea have had the upper hand over the representatives of Germany and Italy. After three days of competitions Romania has four medals: gold in the artistic gymnastics event, two silver medals won by Amalia Puflea in the individual all-around event and Aissia Claudia Prisecariu in the 200 m backstroke swimming event as well as a bronze medal won by Ana Maria Vişan in athletics, in the disc throw event. Romania is represented at the 2022 European Youth Olympics Festival by 92 athletes in 8 sports disciplines – athletics, swimming, cycling, gymnastics, judo, volleyball, handball and tennis. At the previous summer edition that took place in Baku, in 2019, Romania won no less than 19 medals: 4 gold, 10 silver and 5 bronze.



    Visit — The Romanian President, Klaus Iohannis, will receive the President of the Republic of Moldova, Maia Sandu, on Friday in Bucharest, on the occasion of her official visit to Romania, at the invitation of the Romanian head of state. It is the first direct bilateral meeting of the two heads of state after the Republic of Moldova (an ex-Soviet state with a majority Romanian-speaking population) received the status of candidate country to EU accesion. According to the Presidential Administration, Klaus Iohannis will reiterate Bucharests firm support for boosting the reform process in the Republic of Moldova, necessary for European integration. At the same time, the two officials will tackle regional developments in the context of the war launched by Russia against Ukraine as well as the ways to counteract its negative effects on Chisinau. Topics of central interest on the bilateral agenda will also be addressed, such as the energy security of the Republic of Moldova and sectoral cooperation in key areas – the Presidential Administration also shows.     One
    day after the European Commission recommended the member states to grant
    Ukraine and the Republic of Moldova the status of EU-accession candidate,
    Chisinau hosted for the first time a joint session of the Parliaments of
    Romania and the ex-Soviet, Romanian-speaking Republic of Moldova. ‘We are
    continuing to count on Romania, which is a major voice in European institutions’,
    leaders in Chisinau say. In the opening of the joint session, Moldovan
    president Maia Sandu, who signed the country’s EU accession request as early as
    March, said the recommendation of the European Commission is an important
    moment for the future of her state and the hope that all citizens need.




    Maia Sandu: Romania has always been by our side. Our
    relations today are at the highest level in the past 30 years. However, there
    is still more to do but Romania’s expertise and experience have been and will
    continue to be very helpful to us.




    In turn, Igor Grosu, the
    president of the Legislature in Chisinau hasreiterated
    the fact that the Republic of Moldova has constantly benefitted from
    unconditional assistance from Romania.




    Igor Grosu: Over the years Romania has been a genuine
    supporter of the Republic of Moldova and the range of cooperation has far
    exceeded the traditional character of relations of good vicinity.


    Igor
    Grosu has also said the commitments assumed by the Republic of Moldova on the
    reform of justice, fighting corruption and ensuring energy independence are
    clear and will be met. Chișinău has been given assurances of all the support
    Bucharest can provide for its European integration from the president of the
    Romanian Senate, Florin Cîţu.




    Florin Citu: The future of the Republic of Moldova is in
    the big European family. This is a fundamental desideratum for the Republic of
    Moldova and Romania alike due to the past, values and ideals that unite us.




    The
    president of the Chamber of Deputies in Bucharest, Marcel Ciolacu, has also
    given assurances that Romania will continue to stay together with the
    neighboring state. He pleaded for joint actions between the two countries
    especially for the benefit of their citizens.




    Marcel Ciolacu: The future we are building today must be together.
    And those who want to separate us certainly don’t work for the benefit of our
    citizens. And this joint construction project starts right here in Chisinau.




    Romania’s
    support for the Republic of Moldova’s European integration and the
    consolidation of bilateral cooperation in all fields of activity has been
    reiterated in a joint statement signed at the end of the aforementioned
    Parliamentary session. In the document both states are firmly condemning the
    aggression of the Russian Federation against Ukraine and are reiterating the
    full support for the independence, sovereignty and territorial integrity of
    Ukraine within its internationally-recognized borders.

    Romania and the Republic of Moldova, an ex-soviet Romanian-speaking country, enjoy extremely close relations as the two countries share the same language, history, culture and traditions. And these two states are going to have a first joint Parliamentary session in the near future, Ion Grosu, president of the Republic of Moldovas Legislature, has announced upon his meeting in Chisinau with Marcel Ciolacu, the president of the Chamber of Deputies in Bucharest. Igor Grosu said that he was happy that the first session would be hosted by Chisinau, which is a clear signal of support for the incumbent government. He described the bilateral relations as excellent while Romania is the Republic of Moldovas best economic partner and closest friend regarding the support provided for the countrys EU accession.


    In turn, Ciolacu has said that Bucharest has always been by Chisinaus side and reiterated Romanias commitment to supporting the Republic of Moldovas EU accession. “The Republic of Moldovas place is in the European Union. There is no other way for the Republic of Moldova to develop than to join the European Union,” Ciolacu says. In early March, the Republic of Moldovas president Maia Sandu signed the countrys EU accession request in a move, which was viewed by many as historic, as it happened in a difficult regional context, created by Russias military invasion of Ukraine and the crisis of the Ukrainian refugees who arrived in Moldova.


    Similar requests had been earlier submitted by Georgia and Ukraine It seems that we are facing a war of attrition, which is going to affect us all, Ciolacu went on to say adding that Bucharest and Chisinau must obviously help each other out of these economic crises and citizens must be supported by the two governments to overcome these situations as soon as possible. At the same time the head of the Chamber of Deputies believes the neighboring state is in no need of military support.


    Marcel Ciolacu: “I believe the Republic of Moldova does not need military backup, what it actually needs is to secure its borders, something to benefit the entire Europe and I believe that Romania must get more involved in this process together with the Republic of Moldova. Romania is really a shield for the Republic of Moldova and this is how things must be.”


    Ciolacu has also held talks with the head of the Moldovan state, Maia Sandu, who thanked him for the support Romania offered including the non-reimbursable 100-million-euro loan agreed upon the joint sessions of the governments of Chisinau and Bucharest in February and the 10-million-euro loan announced at the Berlin conference in April. After meeting the countrys Prime Minister Natalia Gavriliţa, Marcel Ciolacu said that Romania firmly supports the extension of the EUs financial assistance to the Republic of Moldova.

    TOUR The first lady of the United States, Jill
    Biden, has arrived in Romania, the first leg of a European tour, which will
    also take her to Slovakia. The plane carrying her landed at the Mihail
    Kogalniceanu airbase in south-eastern Romania, where Jill Biden will be meeting
    the US troops stationed there. On Saturday, when America celebrates Mother’s
    Day, Jill Biden will be visiting Ukrainian mothers and children who had to flee
    their country because of the war as well as aid workers and teachers who are
    helping these children to get integrated into a stable and safe school
    environment. Jill Biden will be meeting members of the Romanian government in
    Bucharest, too.








    GRANTS The government in Bucharest on Friday approved 60 million Euros
    in grants to four fields of the economy, such as the food industry,
    acquaculture, fish farming and agriculture – the Minister of Investment and
    European Projects, Marcel Bolos has announced. 5 thousand euros are to be
    granted to small enterprises, natural persons, authorised natural persons,
    family and individual enterprises doing businesses in the aforementioned
    fields. The total budget for this measure is around 50 million euros and will
    have over 10 thousand beneficiaries. The second measure is represented by the
    grants for working capital with a budget of 250 million euros. Grants of 15% of
    the turnover will be given to small and medium-sized enterprises, though they
    are not to exceed 120 thousand euros. The number of beneficiaries has been
    estimated at ten thousand.








    REFUGEES Over 860 thousand Ukrainian nationals
    have entered Romania since the Russian invasion of their country, which began
    on February 24. According to data released by the Border Police Inspectorate,
    since the onset of the invasion until Thursday at 24 hours, 866,916 Ukrainian
    citizens entered Romania. Since February 10th, before the beginning of the
    conflict, 901,445 Ukrainians have entered Romania.




    SURVEY A flash Eurobarometer survey carried out in all EU
    member states shows the vast majority of EU citizens approve of Brussels’
    response to Russia’s invasion of Ukraine and believe that Ukraine is part of the
    European family. Romanians also believe that the EU has shown solidarity with
    Ukraine, with 82% saying they are pleased with the response of their fellow
    nationals.

    VISIT The situation in Ukraine was high on the agenda of the formal
    talks the presidents of Romania, Klaus Iohannis, and Lithuania, Gitanas Nauseda
    held on Friday. Iohannis said that Romania supports the consolidation of the
    set of actions against Russia adding the only acceptable alternative must have
    as a result the restauration of the territorial integrity of the neighboring
    Ukraine. On the other hand, Iohannis announced that Romania would be hosting in
    Bucharest jointly with Germany and France the second edition of the support
