    Defense – The Romanian Prime Minister Marcel Ciolacu welcomed the proposals launched by the head of the European Commission, Ursula von der Leyen, regarding the exemption of defense spending from the excessive deficit procedure, a solution for which Romania has constantly advocated, he said. In a message posted on Facebook, the prime minister also stated that Romania supports the allocation of additional funds for weaponry, provided that the money reaches Romanian factories. He also specified that Bucharest remains on the same coordinates so far, namely in favor of increasing the defense spending and against sending Romanian troops to Ukraine. The President of the European Commission proposed the creation of a new “ReArm Europe” plan, which could mobilize almost 800 billion Euros for defense investments in the European Union and for military aid for Ukraine invaded by the Russian army.

     

    Russia – The air and naval military attaché of the Russian Federation in Bucharest and his deputy have been declared persons not welcome (personae non gratae) on the territory of Romania. The decision of the Romanian authorities was communicated on Wednesday to the chargé d’affaires of the Russian Embassy in Bucharest, who was summoned to the Foreign Ministry headquarters. The institution specifies that the two military diplomats were sanctioned for carrying out activities that run counter to the provisions of the Vienna Convention on Diplomatic Relations of 1961. Recently, the name of the deputy Russian military attaché, Evgheni Ignatiev, appeared in the criminal file of the former presidential candidate, the pro-Russian extremist Călin Georgescu. Prosecutors claim that people around Georgescu are in contact with Russian military attaches, suspected of being agents of the military intelligence service in Moscow. On Wednesday, Calin Georgescu’s complaint against the judicial control measure was heard in Bucharest, in the file in which he is being investigated for six crimes, including incitement to actions against the constitutional order. According to him, a decision is expected on Thursday. He was placed under judicial control by prosecutors from the General Prosecutor’s Office last Wednesday for 60 days.

     

    Travel Fair – Romania’s tourist offers are promoted over March 4-6 at the Berlin International Tourism Exchange (ITB Berlin), the world’s largest travel trade fair. Germany, Romania’s number one trade partner, is also the largest market for Romanian tourism, Economy Minister Bogdan Ivan says. Last year, Romania reported a 10% increase in the number of German tourists, totaling some 240 thousand. At the ITB Berlin, Romania is promoted by means of cultural circuits, active and adventure tourism, holidays on the Black Sea coast and in the Danube Delta, rural tourism and city breaks. One of the top attractions this year is also the “George Enescu” International Festival. The 27th edition will be held over August 24 – September 21 in Bucharest, bringing together 4,000 musicians, reputed orchestras, conductors and soloists which are bound to turn Bucharest into the capital of classical music.

     

    EU funds – Romania has received over 100 billion Euros worth of European funds since its accession to the European Union in 2007, said, Wednesday, the Minister of Investments and European Projects, Marcel Boloş. According to the official, Romania is no longer an economic periphery, but a country that is quickly catching up, surpassing Poland, Hungary, Croatia and Greece in terms of the GDP per capita, an essential indicator of the standard of living. Minister Boloş recalled that the European funds received are found in the infrastructure, almost 900 km of motorways and expressways having been built in the last two decades, are also found in the expansion of the sewage network, in grants granted to companies to develop, in thousands of renovated, equipped or expanded schools and hospitals or in the creation of new stable jobs. The reality is that the EU has been and remains Romania’s partner in development, Marcel Boloş concluded.

     

    EU – The citizens of European Union member states, including Romanians, can apply, as of Wednesday, to obtain the electronic travel authorization required from April 2 to enter the United Kingdom or to transit this country on the way to another destination. Requests must be sent on the official UK ETA application. The Romanian Foreign Ministry specifies that the electronic visa will be valid for two years and can be used for multiple trips to the United Kingdom throughout this period. ETA costs 10 pounds, around 60 lei, for all age categories, including minors. The fee will be paid at the time of application, and the money will not be refunded in case of refusal, the Bucharest diplomacy also specifies.

     

    Transparency International – The global picture regarding the corruption perception index has deteriorated in the last 12 years, shows a study published on Wednesday by Transparency International. In the European Union, the average score decreased by two points in 2024 compared to the previous year. Germany, Italy, France, Spain, Slovakia and Hungary recorded negative trends. Other member states, such as Romania, stagnated below the Union average. Romania is on 65th place out of the 180 included in the study, on the same level as Montenegro, Kuwait and Malta. Among the recommendations of the Transparency International organization for Romania is the increase in awareness regarding the law that protects whistleblowers in the public interest, especially in areas such as public procurement, the prevention of money laundering and terrorist financing, environmental protection and public health.

     

    Football – Romania’s football champions, FCSB, on Thursday will take on Olympique Lyon of France at home in the round of 16 of Europa League. The return leg is scheduled for March 13 in France. The Bucharest club advanced to the round of 16 of Europa League after a two-leg win over PAOK Thessaloniki of Greece coached by the Romanian Răzvan Lucescu.

     

    Investigation – The Florida Attorney General’s Office is officially investigating the British-American influencer Andrew Tate and his brother Tristan, after the two arrived in Florida last week, dpa reports. The Tate brothers are also being investigated in Romania for human trafficking and exploitation of young women. They were arrested in Romania in December 2022 and were initially subject to a ban on leaving the country. However, Romanian authorities eventually allowed them to leave, and the two went to Florida. According to the German news agency, their release is rumored to have been brokered by the Trump administration, but the White House leader has denied any involvement. Andrew Tate, a former kickboxer, has become a symbol of online misogyny in recent years, along with his brother Tristan. Romanian prosecutors accuse the two of coercing women to produce commercial videos with sexually explicit content. Investigations have revealed at least 34 alleged victims, including a 15-year-old girl. Both brothers deny any wrongdoing. (LS)

    Survey – The candidates of the Social Democratic Party – PSD and the National Liberal party – PNL, Marcel Ciolacu and Nicolae Ciucă, would enter the second round of the presidential election in Romania, if elections were held next Sunday – shows a CURS survey published on Sunday. Regarding the parliamentary elections, the PSD leads in the preferences of the electorate, followed by its governing partner, the PNL. The survey, about which we talk in detail after the news, was conducted between August 6-22, on a sample of 1,067 respondents, with a margin of error of plus/minus 3%.

     

    Drought – The Romanian government will discuss, this week, the first set of measures for the farmers affected by the drought. Recently, the agriculture minister Florin Barbu and the farmers’ representatives have had a discussion aimed at granting compensations for the damage caused by the drought and for a new package of measures to combat the effects of the drought, a package that the minister is going to present to the members of the government. The authorities are also considering the creation of a mechanism agreed with the Financial Supervisory Authority for state insurance of an area of ​​about 7 million hectares with an insurance premium of 3,000 lei (600 Euros) for each hectare. The establishment of local irrigation systems and forest curtains is also under discussion.

     

    Weather – Almost all of Romania is under heat wave and severe thermal discomfort alerts, with maximum temperatures rising to 38 degrees Celsius. In the northwest, center-west, partially in the east and south, there is a code yellow alert for heatwave and high thermal discomfort. The temperature-humidity index will exceed the critical threshold of 80 units. The highs of the day will range from 34 to 36 degrees Celsius. In the coming days, the heat wave will subside and the atmospheric instability will increase. A Code Orange alert for hot weather is still in force today in 20 counties from the south, west, east and the city of Bucharest.

     

    Tennis – Three tennis players from Romania are performing today in the inaugural round at the US Open, the last Grand Slam tournament of the year. Coming from the qualifications, Gabriela Ruse will face Julia Grabher from Austria. The other two Romanian players on the singles table are Jaqueline Cristian, who will play against the Russian Daria Kasatkina, seed no. 12, and Ana Bogdan, who will meet the Dutch Arantxa Rus in the first round.

     

    Visa – The US administration is to announce, on October 15, a decision regarding the visa waiver for Romanians, which would apply starting from 2025, Romanian government sources stated. During this period, the Romanian executive is carrying out the “We qualify Romania” campaign, which aims at including the country in the American Visa Waiver program and at exempting it from obtaining travel visas to the US. As part of the campaign, launched on July 18, Bucharest undertook to meet the technical criteria for joining the Visa Waiver by September 30, 2024, the date on which the American fiscal year ends. Among them is a refusal rate below 3% of US B1 and B2 visas for business and tourism granted to Romanian citizens during the fiscal year 2024. In this sense, the government, through the Foreign Ministry, urges as many Romanian citizens as possible to renew their US visa by September 30.

     

    Attack – The German Chancellor, Olaf Scholz, is today going to Solingen, to the scene of the knife attack for which a Syrian, suspected of links with the Islamic State (IS) organization, was arrested, AFP reports. IS claimed responsibility for the attack and pointed out that the attacker acted to avenge Muslims in Palestine and elsewhere. According to the French news agency, Friday evening’s attack, which left three dead and eight injured during local festivities, increases the pressure on the head of government a week before elections in two states of the former communist Democratic Republic of Germany, where the far-right party AfD is well placed to get an unprecedented score. The party accused the successive governments of causing ‘chaos’ by accepting too many immigrants and called for an expulsion offensive.     Der rumänische Au‎ßenminister Bogdan Aurescu und der US-Au‎ßenminister Antony Blinken führten ein Telefongespräch über die strategische Partnerschaft zwischen den beiden Ländern sowie die Bemühungen zur Bekämpfung der Folgen des Krieges Russlands gegen die Ukraine. Das Gespräch diente auch der Vorbereitung der achten Runde des strategischen Dialogs zwischen Rumänien und den USA, die in diesem Monat in Bukarest stattfinden wird.




    Vor dem Hintergrund des ersten Jahrestages des russischen Angriffskrieges gegen die Ukraine erörterten sie dessen tiefgreifende globale Auswirkungen sowie die gemeinsamen Bemühungen zur Bekämpfung dieser. Der Leiter der rumänischen Diplomatie gab einen Überblick über die umfangreiche und multidimensionale Hilfe, die Rumänien der Ukraine seit Beginn des Krieges gewährt hat. Der amerikanische Au‎ßenminister dankte Aurescu für die konkrete, sehr umfangreiche und wichtige Unterstützung, die Rumänien der Ukraine geleistet hat“.




    Die beiden Beamten betonten die Bedeutung der kontinuierlichen Stärkung der Ostflanke der NATO. Bogdan Aurescu zeigte seine Wertschätzung für die Unterstützung der USA für die Verteidigung des gesamten verbündeten Territoriums, einschlie‎ßlich der Schwarzmeerregion und Rumäniens, auf dem Bukarest 9 Treffen in Warschau. Die Au‎ßenminister diskutierten auch Möglichkeiten, die Widerstandsfähigkeit in der Schwarzmeerregion durch einen strategischen Ansatz zu stärken und den freien, sicheren und wohlhabenden Charakter des Schwarzen Meeres nachhaltig zu festigen.




    Bogdan Aurescu unterstrich die erheblichen Auswirkungen des russischen Angriffskrieges gegen die Ukraine auf die Republik Moldau und bekräftigte Rumäniens feste, kontinuierliche und bedingungslose Unterstützung für die Republik Moldau, für die Stärkung ihrer Widerstandsfähigkeit und Sicherheit sowie für ihren europäischen Kurs“. Er betonte auch die Wichtigkeit der Aufnahme Rumäniens in das US-Programm für visumfreies Reisen.




    Rumänien beabsichtigt, ein Bataillon amerikanischer Abrams-Panzer zu erwerben, das normalerweise über 54 solcher gepanzerten Fahrzeuge verfügt. Die Entscheidung wird dem Parlament zur Zustimmung vorgelegt. Der Panzer der dritten Generation ist hocheffizient und kostet ab 10 Millionen Dollar. Die Vertreter des Verteidigungsministeriums erörterten auch die Beschaffung von Marinewaffen. Gleichzeitig wird davon ausgegangen, dass alle bestellten F-16-Kampfflugzeuge im Jahr 2024 ausgeliefert werden, nachdem der Vertrag über den Kauf von 32 dieser Flugzeuge aus Norwegen im vergangenen Jahr unterzeichnet wurde. Die rumänische Luftwaffe besitzt derzeit 17 F-16, die von Portugal gekauft und mit US-Hilfe aufgerüstet wurden, sowie ältere sowjetische MIG21 LanceRs.

    Politische Lage in Bukarest



    In Bukarest will die regierende Nationalliberale Partei das Bündnis mit der öko-liberalen USR nicht mehr erneuern und hat sich der Sozialdemokratischen Partei zugewandt, mit der sie 2013–2014 bereits einmal regiert hat. Es wird erwartet, dass die künftige Regierung den Ungarn-Verband mit einbezieht. Am Dienstag fanden die ersten offiziellen Verhandlungen zur Mehrheitsbildung statt. Die weiteren Gespräche konzentrierten sich auf das Regierungsprogramm. In vielen Bereichen waren sich PNL, PSD und der Ungarn-Verband von Anfang an einig, es gibt aber auch Meinungsverschiedenheiten. In den Verhandlungen über Wirtschaftsfragen schlugen die Sozialdemokraten beispielsweise vor, den Mindestlohn, die Mindestrente und das Kindergeld zu erhöhen. Die Liberalen fordern jedoch, dass die Erhöhung dieser Einkommen durch den Haushalt gedeckt sein muss. Sobald man sich auf ein gemeinsames Regierungsprogramm geeinigt hat, sollen die Gespräche über die Zusammensetzung des neuen Kabinetts fortgesetzt werden. Nach dem Ausscheiden der USR aus der Regierung im September wurde das Minderheitskabinett der Liberalen und des Ungarn-Verbandes durch einen Misstrauensantrag der Sozialdemokraten abgesetzt. Für diesen stimmte auch die USR. Seitdem hat Staatschef Klaus Iohannis nach Konsultationen mit den politischen Parteien zwei Premierminister mit der Regierungsbildung beauftragt, die jedoch im Parlament keine Mehrheit hinter sich bringen konnten.




    Überlastetes medizinisches System bei niedriger Impfrate



    Mit dem Rückgang der Zahl der Corona-Neuinfektionen in Rumänien ist auch das Interesse der Rumäninnen und Rumänen an der Impfung gesunken. Aus dem in dieser Woche veröffentlichten Bericht des nationalen Instituts für öffentliche Gesundheit geht hervor, dass fast 70 % der Corona-Infektionen und 90 % der Todesfälle auf Ungeimpfte entfielen. Die Behörden warnen, dass, bei Beibehaltung der jetzigen täglichen Impfquote, bis Ende des Jahres, 8,5 Millionen Menschen geimpft sein werden, d. h. die Hälfte der infrage kommenden Bevölkerung über 12 Jahren. Dies ist eine unzureichende Immunisierungsrate. Um die vierte Welle der Pandemie zu bewältigen, haben die Behörden den Haushalt des Gesundheitsministeriums um über 330 Millionen Lei (entsprechend etwas mehr als 66 Millionen Euro) aufgestockt. Das Geld stammt aus dem Reservefonds der Regierung und geht in Corona-Medikamente und nationale Gesundheitsprogramme. Das Gesundheitssystem wird aufgrund der überlasteten Krankenhäuser und der hohen Zahl an schweren Corona-Formen stark herausgefordert. Diese Woche ereignete sich ein Brand in einem Krankenhaus in der südrumänischen Stadt Ploiești. Zwei Patienten starben, eine Krankenschwester erlitt Verbrennungen. Dieser war nicht der erste Band in einer Gesundheitseinrichtung in Rumänien.




    Schülerinnen und Schüler nahmen den Unterricht wieder auf



    Rund zwei Millionen der insgesamt drei Millionen rumänischen Schülerinnen und Schüler sowie Vorschulkinder kehrten am Montag nach zweiwöchigen Corona-bedingten Ferien in die Schule zurück. In den Schulen, in denen mindestens 60 % des Personals gegen das Virus geimpft sind, findet wieder Präsenz-Unterricht statt. Der Koordinator der Impfkampagne, Valeriu Gheorghiță, fordert, dass die Schülerinnen und Schüler an dem Präsenzunterricht teilnehmen und die Erwachsenen die Sicherheit in den Schulen sicherstellen. Interims-Bildungsminister Sorin Cîmpeanu erklärte, dass die neuen, wenn auch umstritten, Maßnahmen Wirkung gezeigt und die Lehrer zum Impfen veranlasst haben. Außerdem hat das Bildungsministerium die Struktur des Schuljahres geändert und die Winterferien für die Schülerinnen und Schüler der Sekundarstufe und der Gymnasien verkürzt, damit sie den Lehrstoff nachholen können.




    Rekord-Inflation



    Die Inflation in Rumänien liegt weiterhin deutlich über den Prognosen und führte zu den höchsten Preissteigerungen der letzten Jahre. Aus dem am Donnerstag von der rumänischen Nationalbank veröffentlichten jährlichen Inflationsbericht geht hervor, dass die Inflationsrate im Dezember voraussichtlich 7,5 % erreichen und sich gegen Ende des nächsten Jahres auf 5,9 % einpendeln werde. Nach Angaben der Nationalbank und Wirtschaftsspezialisten, haben die Energie- und Kraftstoffpreise zu dem Anstieg geführt, der sich bis Mitte nächsten Jahres nicht legen werde. Der Sprecher der Zentralbank, Dan Suciu sagte gegenüber Radio Rumänien, dass der erhebliche Inflationsschub mit einhergehenden Preiserhöhungen bereits stattgefunden habe. Dan Suciu: TRACK Das größte Wachstum liegt hinter uns. Die Erhöhungen sind bereits erfolgt. Das bedeutet nicht, dass wir von nun an sinkende Preise haben werden. Es wird wahrscheinlich immer noch Preiserhöhungen geben, aber sie werden marginal sein“. Um die Inflation einzudämmen, beschloss die Nationalbank am Dienstag, sowohl den geldpolitischen Zinssatz als auch den Zinssatz, zu dem die Banken Kredite bei der Zentralbank aufnehmen können, anzuheben.




    Rumänisch-amerikanische Gespräche in Washington



    Der rumänische Außenminister, Bogdan Aurescu, sprach Anfang dieser Woche in Washington über die Vertiefung der Sicherheitszusammenarbeit mit den Vereinigten Staaten. Dabei wies er auf die alten ungelösten Konflikte in der Schwarz-Meer-Region hin. Seit mehr als zwei Jahrzehnten setzt sich Rumänien in Washington für die Schwarzmeer-Sicherheit als Teil der transatlantischen Sicherheit ein, erklärte Aurescu vor dem Atlantischen Rat. Zuvor hatte er US-Außenminister Anthony Blinken aufgefordert, die amerikanische Präsenz in der Region und speziell in Rumänien zu verstärken. Die beiden Länder bekräftigten ihr Engagement für die Stärkung der strategischen Partnerschaft, von der militärischen und sicherheitspolitischen Zusammenarbeit bis hin zur Kooperation in den Bereichen Wirtschaft, Energie und der menschlichen Beziehungen. Bogdan Aurescu betonte dabei das Interesse Rumäniens, als strategischer Partner der USA, Teil des Programms für visumfreies Reisen (Visa-Waiver-Programm) zu werden, das den rumänischen Bürgerinnen und Bürgern ermöglichen würde, ohne Visum in die Vereinigten Staaten zu reisen.

    COVID-19 The COVID-19 epidemic stays on an upward
    trend in Romania. Thursday was the second consecutive day with more than 7,000 new
    cases in 24 hours (7,095 new cases out of nearly 54,000 tests). The largest
    number of infections is reported in the capital Bucharest. The number of Covid
    patients in intensive care is now over 1,000, a situation last seen in early
    May in Romania, and the number of coronavirus-related deaths was 113. Over
    300 towns and villages in the country are now on the red list of places where
    the infection rate is over 3 per thousand. Meanwhile, the total number of vaccine doses
    administered to Romanians went over 10 million on Thursday.


    MEASURES The COVID digital certificate remains a requirement for
    access to indoor events in places with infection rates of over 3 per thousand, and
    it will be compulsory for children over 12, instead of over 6 as originally
    stipulated. Another measure allows businesses to stay open after 6pm, in places
    with infection rates between 3 and 6 per thousand. A night curfew will be in
    place over weekends wherever the infection rate is over 6 per thousand, and
    throughout the week in places with infection rates above 7.5 per thousand. PM
    Florin Cîţu also announced today that vaccinated people will be allowed to
    leave their homes without a sworn statement in places under curfew or lockdown.
    Meanwhile, an emergency order on the COVID
    digital certificate has been endorsed by the Senate and is next to be discussed
    in the Chamber of Deputies. The digital certificate was created at EU level to
    facilitate free travel during the pandemic. The document, which includes a QR
    code, certifies that the holder has been vaccinated, recovered from the disease
    or tested negative for COVID.


    AMBASSADOR
    Romania has been a candidate for accession to the Visa Waiver programme for
    almost 15 years, said the new Romanian ambassador to Washington, Andrei Muraru,
    who mentioned that there are only three EU member states whose citizens need a
    short-stay visa on US territory. According to Andrei Muraru, the visa rejection
    rate is currently at a fairly high level, around 10%, but he pointed out that
    Romanian and US authorities are working to bring it down to the maximum 3% allowed
    for the Visa Waiver. The Romanian ambassador to the US also said that an
    information campaign will be organized in Bucharest for citizens to find out
    how they can apply for a visa, why their applications are turned down and why
    they should not apply if they do not meet the criteria set by the American
    side.


    NAVY The
    Romanian Navy’s Vice-admiral Constantin Bălescu Minelayer will take part in
    the EUNAVFOR MED operation Irini, in the Mediterranean Sea, between
    the 1st of October and the end of this year. Romanian marines will
    ensure compliance with the arms embargo enforced by the UN on Libya. The
    mission also targets illegal trafficking in oil products, drugs and people, by
    monitoring sea traffic and inspections of suspicious vessels in the
    Mediterranean. A combat diver unit is on board, and the 85 crew members have
    been tested, vaccinated against COVID-19 and isolated in Romanian Navy
    facilities prior to the operation.


    INSURANCE The government passed an emergency order enabling drivers who need to
    have their cars repaired under an insurance policy issued by City Insurance to
    receive their claims more quickly under the Insurance Guarantee Fund. They will
    no longer have to wait for a court to declare the company bankrupt. When its
    license was cancelled, City Insurance had 3 million civil liability policies
    issued to car owners. The Prosecutor General’s Office Thursday had documents
    seized from the company headquarters, as part of a criminal investigation
    following a complaint filed by the Financial Supervising Authority.


    INFRINGEMENT The European Commission Thursday sent Romania and Poland letters of
    formal notice for not correctly incorporating certain aspects of the Offshore
    Safety Directive into their legal systems. These letters of formal notice are
    actually the official start of the infringement procedure. Romania and Poland
    have two months to address the shortcomings, otherwise the Commission may decide to
    send a reasoned opinion. Also on Thursday, the
    Commission took measures against 19 member states, Romania included, for
    failing to take the necessary steps to ensure their citizens benefit from the

    A
    priority of the Romanian diplomacy, Romania’s Schengen accession, originally
    scheduled for March 2011, is still a goal being pursued, in spite of the fact
    that, as president Klaus
    Iohannis recently pointed out, the country has met the accession criteria for
    over 10 years and is a model of security provision in the EU.


    The Romanian official also mentioned that
    the Schengen accession remains a major political objective and is part of the
    commitment Romania made under the EU Accession Treaty. We hope our efforts will
    be acknowledged soon and that a solution to wrap up this process will be found
    in due time, the head of state also said.


    Romania’s accession has been repeatedly
    postponed, over the opposition of some Member States, particularly the
    Netherlands, which put forth reasons related to the Cooperation and Verification
    Mechanism.


    The fact that Romania, alongside Bulgaria
    and, as of recently, Croatia as well, have met the requirements, has been
    acknowledged at EU level. Early this month, the European Commission presented a
    strategy for strengthening the Schengen area’s external borders and for
    avoiding the checks introduced by several countries in the area since 2015 and reinforced
    by the coronavirus pandemic. The Commission urged the Council to green light as
    soon as possible the 3 countries’ Schengen entry    .

    for home affairs, Ylva Johansson, argued that Schengen accession is an
    obligation for all the EU member states that fulfil the requirements, and said
    the 3 countries currently meet these requirements. We expect the Council to
    make this decision soon, so that Bulgaria, Romania and Croatia may become full
    members, the EU official added.


    For the time being, under a
    decision adopted on Friday by the European Commission, Romania and Bulgaria
    will have limited access to the Schengen digital system as of 1 July. They will
    be able to read visa information in the database that connects the border
    police forces on the EU’s external borders with the consular offices of member
    countries, but will not be able to introduce data in the system.


    Still, the authorities in
    the 2 states will be able to check the records of a visa applicant and the
    validity of Schengen visas issued by other Member States. The decision was
    made after both countries successfully completed a number of technical tests
    required for achieving connection with the system.


    Full access to the Schengen
    databases will be possible once Bulgaria and Romania have been fully integrated
    in the visa-free area, the Commission said.     (tr.

    Foreign Ministry discusses topical issues

    Romania has ‘exceptionally good relations with Israel, which is a strategic partner to Bucharest, but it also has ‘very good relations with the Palestinian side. The statement was made on a private tv station by the foreign minister, Bogdan Aurescu, who discussed the severe security situation in Israel and Gaza.



    The Romanian diplomat firmly condemned the rocket attacks from the territory controlled by the Islamist group Hamas over civilian targets in Israel. “We have voiced our deep regret for the loss of human lives and the hopes that this will not happen again. Unfortunately, such situations still occur, the Romanian official said.



    According to Aurescu, around 320-350 Romanian nationals, including people with dual citizenship, are currently in Gaza Strip, and the diplomatic missions in the region have been instructed to provide support to them, should such support be requested.



    Apart from this most important international issue at the moment, the Romanian diplomacy chief also discussed the delicate topic of the visas still required for the Romanian citizens who want to travel to the US, in spite of the strong strategic partnership between Washington and Bucharest and the EU criticism of the US.



    Bulgarians, Croatians, Cypriots and Romanians are the only EU citizens who need visas in order to enter the US, and the European Parliament has requested the Commission to activate the visa reciprocity mechanism and to suspend for one year the waiver of visa requirements for US citizens.



    This however is not a file of special political and diplomatic nature, but rather a technical matter. Minister Bogdan Aurescu explained that Romanians still need visas for the US because the rejection rate of 9-10% of the total number of applications is higher than the 3% ceiling admitted under the US law. Romania meets all the other criteria stipulated by the American legislation, except for the one concerning the rejection rate.



    This situation cannot be blamed on either the Romanian or the US authorities, but is related to the failure of some Romanian visa applicants to meet relevant requirements, Aurescu emphasised.



    He added that he had discussed the matter with the US Secretary of State, Antony Blinken. The two agreed that a joint Romanian-American information campaign is needed for the Romanian nationals who want to travel to the US, so as to make applicants seeking short-term stay visas in the US aware of the prerequisites for obtaining one. Those who find they do not meet these prerequisites might thus refrain from applying, and the rejection rate would therefore drop.



    There have been initiatives in the US Congress regarding possible exceptions from the visa requirements for citizens of allied countries, but such initiatives have failed, the foreign minister Bogdan Aurescu also said. (tr. A.M. Popescu)

    WB Romania’s economy is supposed to
    witness a 4.3% growth this year after last year’s contraction of 3.9% says the
    latest World Bank report published on Wednesday. According to the same report,
    the economic growth would be supported by the improved economic activity in the
    second half of 2021. This economic growth will also depend on the success of
    the vaccination rollout, the political response to the medical crisis as well
    as by the EU performances. World Bank also expects a 4.1% economic growth for
    the next year with an inflation rate around 3% in 2021 and of 3.2% in 2022.
    Inflation is expected to go down to 2.9% in 2023.








    COVID-19 Authorities in Bucharest have
    again pointed out that only through vaccination and observance of the
    prevention rules will Romania be able to get rid of the pandemic. According to
    physician Andreea Moldovan, state secretary with the Health Ministry, the third
    wave is different than the others, with a higher number of cases and increased gravity.
    In her opinion, if the prevention measures are relaxed and ignored by the
    people, they should remain in force for a longer period of time. Over 62
    hundred fresh Covid-19 infections were reported in Romania on Tuesday out of
    the roughly 30 thousand tests conducted. The total number of infections since
    the outbreak in Romania exceeds 946 thousand with a death toll of 23,400. 175
    new fatalities were reported on Tuesday and a record number of 1,405 people
    were in intensive care. In another development, the national vaccination
    rollout is in full swing in Romania with over 2 million vaccinated; half of
    them with the booster dose. The coordinator of the national vaccination rollout
    programme, physician Valeriu Gheorghita on Tuesday announced that over 3.3
    million doses are expected in Romania in April, including the first batch of
    160 thousand Johnson & Johnson single-shot jabs. The vaccination
    capabilities are also to increase in the next month with another 156 centers
    and mobile units. Family physicians are also expected to join the vaccination
    efforts.








    PROTESTS For the third time in a row, Bucharest
    and several big cities across Romania on Tuesday saw large-scale protests
    against the anti-Covid measures imposed by the authorities. Chanting
    anti-government slogans, the protesters called on the authorities to cancel the
    compulsory wear of masks and reopen gyms and fitness facilities. Romanian
    president Klaus Iohannis on Tuesday said that he understands the discontent of
    the Romanians after a year of restrictions, adding these measures are the only
    means that can help Romania to contain the pandemic. The Romanian president
    also said that protests are normal in a functional democracy but violence,
    extremism and xenophobia are intolerable and completely unacceptable. The
    president’s statement came after some violent protests in some of Romania’s
    cities. Opposition leader Marcel Ciolacu said that people took to the streets out
    of poverty and despair caused by the ongoing medical crisis.








    TALKS The Foreign Ministers of the USA
    and Romania, Antony Blinken and Bogdan Aurescu respectively on Tuesday talked
    on the phone over Romania’s contribution to NATO, energy security and the rule
    of law. Washington praised Romania for being a staunch NATO ally and for its
    commitment to strengthening security at the Black Sea, while Bucharest gave
    assurances these approaches would continue. The two officials also tackled the
    developing bilateral cooperation in the field of nuclear energy and the efforts
    of diversifying gas supplies in Europe. Minister Aurescu mentioned the priority
    of Romania’s government concerning the country’s OECD accession and voiced his
    conviction that the US would support Romania’s intention. He also highlighted
    the interest for the rapid advance in the Visa Waiver programme and an
    increased US military presence in Romania.






    FOOTBALL Romania’s national football side will be up against Armenia in Yerevan
    today in a game counting towards Group J of the World Cup 2022 preliminaries.
    The Romanians so far lost to Germany 1-0 but secured a 3-2 win against North
    Macedonia. Romania’s group also includes Lichtenstein and Iceland. The first
    sides in every group are to qualify for the final tournament, while the sides
    on the second position will be playing tie matches. Romania’s latest
    participation in a World Cup was in France in 1998. Unfortunately last night in
    Budapest, Romania’s Under 21 side failed to qualify for the quarter finals of
    the European Under-21 Championship after a nil-all with Germany in Group A. The
    Romanians left the competition with their heads held high and no defeat in a
    group with Germany, the Netherlands and Hungary.

    Nach Ablauf der Brexit-Übergangsphase stellte der zwischen der EU und dem Vereinigten Königreich ausgehandelte Partnerschaftsvertrag die Beziehungen auf eine neue Grundlage. Neue Regelungen traten in Kraft in Bereichen wie Verkehr, Arbeit, Studium, Handel. Wer seit dem 1. Januar 2021 in Gro‎ßbritannien arbeiten möchte, muss ein Visum beantragen. Dies gilt für alle EU-Bürger. Das Visum wird gemä‎ß eines punktebasierten Einwanderungssystems gewährt. Dafür muss jeder Bewerber 70 Punkte erreichen, indem er bestimmte Kriterien erfüllt. Das System beinhaltet obligatorische Anforderungen, wie ein Arbeitsplatzangebot von einem in Gro‎ßbritannien sesshaften Arbeitgeber, Bildungsanforderungen und obligatorische Englisch-Kenntnisse, sowie spezifische Anforderungen, wie ein bestimmtes Mindestgehalt, Arbeitskräftemangel in einem Wirtschaftszweig oder ein Doktortitel in einem genauen Bereich.



    Die Wiedereinführung des Visa-Systems in Gro‎ßbritannien sorgt für Unmut in der Beziehung der EU zum Königreich, denn die Visagebühren sind nicht für alle gleich. So erhalten Bürger aus 25 Staaten, zumeist aus der EU, Visa-Gebührenerlasse im Wert von 55 Pfund. Betroffen davon sind Unternehmer, Angestellte des Gesundheitsbereiches, Forscher und Zeitarbeiter. Gleichzeitig werden die britischen Arbeitgeber durch den Erlass einer Gebühr von 199 Pfund für eine sogenannte Sponsoring-Urkunde gedrängt, bevorzugt Arbeitnehmer aus diesen 25 Staaten einzustellen. Rumänien, Bulgarien, Estland, Litauen und Slowenien gehören nicht dazu. Daraufhin haben sich zahlreiche rumänische Europaabgeordnete gegen diese ungleiche Behandlung der Arbeitskräfte auf dem britischen Arbeitsmarkt bei der Europäischen Kommission beschwert. Der rumänische Europaabgeordnete Eugen Tomac erklärt:



    Es gibt bereits erste sehr klare Anzeichen, die belegen, dass die Regierung in London den Status der EU-Bürger in Gro‎ßbritannien diskriminierend auslegt. Wir stellen fest, dass rumänische Staatsbürger und nicht nur eine zusätzliche Gebühr im Vergleich zu den Bürgern anderer europäischen Staaten entrichten müssen. Wir sind sehr erbost darüber und haben die Kommission aufgefordert, die Regierung in London darauf anzusprechen, damit es diese diskriminierende Ma‎ßnahme zurücknimmt. Dieses Thema kocht in Brüssel hoch. Die europäischen Parlamentarier der betroffenen Staaten solidarisieren sich. Wir werden mit dem erforderlichen Nachdruck auf die Kommission einwirken, damit die Verhandlungen mit der Regierung in London zu einem positiven Ergebnis diesbezüglich führen.“



    Auch andere Staaten, die sich in der Visa-Frage ungleich behandelt fühlen, haben die Unterstützung der Kommission gefordert. Sie argumentieren, dass Brüssel diese Situation nicht hinnehmen kann, weil es das Prinzip der Nichtdiskriminierung zwischen den Staaten der EU missachtet. Dabei geht es nicht vordergründig um die 55 Pfund, die die Bürger der 5 Staaten zusätzlich gegenüber den anderen EU-Bürgern entrichten müssen, sondern um ungleiche Behandlung, die sich auch in anderen Fällen wiederholen kann. Die Europäische Kommission sollte die ungleiche Behandlung durch London fest und entschlossen anprangern und alle politischen und juristischen Hebel einsetzen, um das Recht auf Arbeit und die daraus hervorgehenden Rechte aller EU-Bürger zu schützen, fordert Eugen Tomac. Dabei kann er auf den Rückhalt zahlreicher Europaabgeordneter zählen.



    Die britische Regierung argumentiert diese Ma‎ßnahme mit dem Verweis auf die Europäische Sozialcharta — ein vom Europarat 1961 initiiertes völkerrechtlich verbindliches Abkommen, das der Bevölkerung innerhalb der Unterzeichnerstaaten umfassende soziale Rechte garantiert. Darin hei‎ßt es unter anderem, dass die Länder verpflichtet sind, die bestehenden Formalitäten zu vereinfachen und die Gebühren zu reduzieren oder ganz abzuschaffen. Laut der britischen Lesart ist Rumänien erst der überarbeiteten Fassung der Charta im Jahre 1996 beigetreten und könne deswegen nicht die Gebührenerlasse beanspruchen.



    Auf eine Anfrage einer anderen rumänischen Europaabgeordneten, Corina Creţu, versicherte EU-Ratspräsidentin Ursula von der Leyen, dass die Rechte der rumänischen Staatsbürger und ihrer Familien geschützt werden, in Übereinstimmung mit den Vorschriften des Partnerschaftsvertrages der EU mit dem Vereinigten Königreich. In Klartext hei‎ßt das, dass die Rumänen, die vor dem Ende der Übergangszeit beziehungsweise bis Anfang dieses Jahres in Gro‎ßbritannien lebten, dort weiterleben, arbeiten und studieren dărfen. Die Bedingungen ändern sich grundsätzlich für alle rumänischen Bürger, die nicht ihren Wohnsitz dort haben, aber in das Vereinigte Königreich ziehen wollen, erklärte Corina Creţu.

    Pandémie – Le gouvernement de Bucarest a décidé de prolonger de 30 jours l’état d’alerte en Roumanie, à commencer par ce samedi. Selon le chef du département pour les situations d’urgence, Raed Arafat, les mesures de protection sanitaire décidées antérieurement aux côtés des spécialiste épidémiologistes restent en vigueur et seront valables y compris durant l’élection parlementaire du 6e décembre. Pour ce qui est des bureaux de vote organisés à l’étranger, un ordre commun des ministères de la Santé et des AE sera émis pour réglementer les procédures sanitaires pendant le vote. De même, le gouvernement de Bucarest offrira temporairement, pendant la période de la pandémie, le droit à la libre pratique aux médecins licenciés des facultés de médecine et aux médecins résidents, quel que soit leur année de formation, pour qu’ils puissent travailler sous surveillance dans les hôpitaux ayant des sections pour les malades de Covid -19.

    Vendredi, la Roumanie a rapporté près
    de 9500 nouveaux cas d’infection au nouveau coronavirus dépistés en 24h. 1149
    malades sont actuellement en soins intensifs, alors que 174 malades de Covid
    dont décédés en Roumanie ces 24 dernières heures.

    Pays à risque – A Bucarest, le comité national pour les situations d’urgence a mis à jour la liste des pays à risque épidémiologique élevé dont les voyageurs seront placés en quarantaine une fois arrivés en Roumanie. La liste entre en vigueur ce vendredi. Parmi les pays se trouvant dans la zone jaune, dont les voyageurs seront tenus à s’isoler à domicile pendant 14 jours figurent l’Arménie, l’Autriche, la Bulgarie, la République tchèque, le Danemark, la France, la Jordanie, l’Italie, la Lituanie, Les Pays-Bas, la Pologne, La Slovaquie, l’Espagne, le Portugal, et la Hongrie. Par ailleurs, à compter du 23 novembre, toute personne arrivant en Espagne depuis un pays à risque épidémiologique devra présenter un test négatif au Sars-Cov-2 effectué au maximum 72 h d’avance, alors que le document doit être rédigé en anglais ou en espagnol. S’y ajoute un formulaire sur l’état de santé de chaque voyageur, à remplir avant le voyage en Espagne.

    Economie – La Roumanie a connu une baisse de 6% de son économie au 3e trimestre de cette année, par rapport à la même période de 2019, constate l’Institut national de la statistique. En revanche, par rapport au trimestre antérieur de 2020, l’économie roumaine a enregistré une croissance de 5,6%. De même, entre le 1er janvier et le 30 septembre 2020, le PIB de la Roumanie a baissé de 5,1% par rapport à la même période de 2019. Livres – La 27e édition de la foire du livre Gaudeamus, organisée par Radio Roumanie se déroulera du 16 au 22 novembre exclusivement en ligne.     Londres – A compter du 1er janvier prochain, les ressortissants de l’UE peuvent se rendre en Grande Bretagne sans visa pour une période maximum de 6 mois, selon le nouveau système d’immigration, publié par Londres. Plusieurs entrées au Royaume Uni sont permises au cours de la période mentionnée, mais il sera impossible d’y vivre pratiquement en se servant de la procédure des visas répétés, ni d’y travailler, ni d’y accéder des fonds publics. Pour travailler, vivre ou étudier en GB, il faudra demander un visa. Celui-ci sera accordé selon un système de points et il faudra remplir une demande de visa sur le site du gouvernement britannique. Les points sont accordés en fonction des critères remplis, selon les exigences de Londres.

    The Romanian foreign minister Bogdan Aurescu had political consultations in Washington with the US Secretary of State Mike Pompeo, on which occasion he welcomed the United States intention to strengthen its military presence in Romania.



    In turn, the American official appreciated the several decade-long partnership between the 2 states, recently illustrated by the intergovernmental agreement signed on October 9th for revamping and building a new reactor for the Cernavodă nuclear power plant in south-eastern Romania.



    The 2 officials discussed ways to strengthen relations in the field of defence, to enhance energy security in Europe by means of Black Sea gas development, as well as the Three Seas Initiatives potential to generate growth. They also tackled a stronger US involvement, including financial involvement, in projects targeting the interconnection of the north and south of the region, with both economic benefits and with a strategic impact on military mobility.



    The Romanian diplomacy chief explained for Radio Romania that the projects will be implemented through the Three Seas Initiative Investment Fund:



    Bogdan Aurescu: “Sometime, most likely by the end of the year, the Investment Fund will make public the projects it has selected in the first series to be financed by the Fund. We have also discussed the importance of launching as soon as possible the development of the energy resources on the Black Sea continental shelf, with American involvement, because these are extremely necessary for ensuring the energy independence of Romania, the Republic of Moldova, as well as other states in the region.



    On the other hand, Bucharest and Washington will have a joint task force working for Romanias inclusion in the Visa Waiver programme. Moreover, the European Parliament is to pass a resolution asking the European Commission to take measures with respect to the fact that Romanians need a visa to reach the US.



    Bogdan Aurescu: “Talks are held on a regular basis, because the situation is monitored and there is a dialogue between the US and the EU as regards mobility, including the Visa Waiver. During my discussion here I emphasized the importance that Romanian citizens attach to this programme and to Romania being included in the Visa Waiver, the symbolic importance and the sensitivity on the part of the Romanian people with respect to this goal. Secretary Pompeo has understood very well the goals and arguments we have presented, which is why we have agreed to set up this task force, to see the steps that need to be taken in the forthcoming period so that we may accomplish this goal.

    COVID-19 In Romania, 6 more people infected with the novel coronavirus died, taking the death toll to 1,360, the Strategic Communication Group announced on Wednesday. According to the latest data, the total number of COVID-19 cases in Romania is over 20,700. Of these, more than 14,900 have recovered, while 152 patients are in intensive care units. Around 3,300 Romanian nationals living abroad have so far tested positive for the virus, mostly in Italy, Germany and Spain, and 114 of them died. A large-scale testing programme begins in Bucharest today, aimed at determining the immunisation level, the City Hall announced. 10,500 people have been selected to take part, based on sampling conducted by the National Public Health Institute. The head of the Emergency Department (DSU), Raed Arafat, said on Tuesday night that the European Civil Protection structures are preparing for a possible second wave of the COVID-19 pandemic, but that no one can predict at present whether this will be more severe than the first. Arafat argued that full relaxation is not recommended and that, should a second wave start, some measures will have to be taken.



    PARLIAMENT In Bucharest, the finance minister, Florin Cîţu, is invited today to present explanations to the Senate’s economic and budget-finances committees concerning the Standard&Poor’s decision with respect to including Romania in their investment-grade category. Yesterday, a simple motion tabled by the Social Democratic Party in opposition against labour minister Violeta Alexandru was discussed and passed by the Senate. The Social Democrats requested the Labour Minister to step down over the emergency order on furlough and other measures concerning vulnerable categories, which was poorly written and required several successive changes. The minister was also criticised for how she handled the situation of the Romanian nationals who left the country to work abroad.



    PROTEST The ”Ambulanţa” National Trade Union Federation organised a 2-hour protest across Romania, to warn against the postponement of regulations concerning the ambulance personnel and the organisation of ambulance services in the country. The unionists are also disgruntled, among other things, with the authorities failing to pay the COVID-19 bonus and other incentives, and overlooking a number of legislative initiatives coming from the Federation.



    MEETING The Romanian interior minister Marcel Vela and the US Ambassador to Bucharest Adrian Zuckerman had a meeting focusing, among others, on the strategic partnership and the Visa Waiver programme. The 2 officials also discussed the cooperation between the US and Romania in the context of the COVID-19 pandemic and in fighting crime. At present Romania, Bulgaria, Croatia and Cyprus are the only EU member states not covered by the US Visa Waiver system.



    FUNERAL George Floyd, the African-American whose death while in police custody triggered anti-racism protests around the world, was buried in his home town, Houston. Calls for racial justice were the main theme of the funeral. In the US Congress, the Democrats yesterday tabled a police reform bill aimed at putting an end to racism in the system. According to Radio Romanias correspondent in Washington, the “Justice in Policing Act of 2020 is the most ambitious and comprehensive law enforcement reform attempted in Congress in recent decades, following the massive protests sparked by George Floyds death.



    PANDEMIC The total number of novel coronavirus infections worldwide now passes 7.2 million, with over 3.5 million patients recovered and 408,000 dead, according to worldometers.info. The US remains the worst hit country in the world, with nearly 113,000 deaths, followed by Britain with close to 41,000, Brazil (over 38,000) and Italy (over 34,000 deaths). Brazil, one of the most affected countries in the world, has resumed the release of data concerning the Covid-19 infections on the governments home page, following a Supreme Court ruling. In spite of the large number of victims, many countries continue to ease containment measures and reopen their economy.

Durch unsere vertiefende Partnerschaft werden wir neue Möglichkeiten für mehr Sicherheit, Wachstum und Wohlstand schaffen und besser in der Lage sein, auf gemeinsame globale Herausforderungen und Verantwortlichkeiten zu reagieren“, heißt es in der Erklärung.

    Ein heikles Thema, das bei dem Treffen angesprochen wurde, war die Energiesicherheit, und die gemeinsame Erklärung spiegelt dies wider und besagt: Die Vereinigten Staaten und Rumänien erkennen an, dass Energiesicherheit nationale Sicherheit ist. Wir unterstreichen unsere Ablehnung von Nord Stream 2 und anderen Projekten, die unsere Verbündeten und Partner von der Energie aus Russland abhängig machen. Die Erdgasressourcen in Rumänien haben das Potenzial, den Wohlstand unserer Nationen zu steigern und die Energiesicherheit Europas zu verbessern. Die Vereinigten Staaten und Rumänien werden prüfen, wie das Klima für Energieinvestitionen in Rumänien am besten so verbessert werden kann, dass beide Länder davon profitieren.“ Die beiden Staats- und Regierungschefs erörterten auch die Visaregelung für rumänische Staatsbürger, und in der Erklärung heißt es: Die Vereinigten Staaten bekräftigen ihre Unterstützung für die Bemühungen Rumäniens, gemäß den Anforderungen des Rechts der Vereinigten Staaten Anspruch auf Aufnahme in das Visa Waiver-Programm zu haben“.



    Diskutiert wurde auch über die Wirtschaftsbeziehungen der zwei Länder. Donald Trump und Klaus Iohannis haben die deutliche Zunahme des bilateralen Handels sowie das gegenseitige Interesse an einem Investitionsklima hervorgehoben, das Transparenz, Voraussehbarkeit und Stabilität gewährleisten soll. Daher verpflichten sich die beiden Parteien, ihre Handelsbeziehungen weiter zu stärken und verstärkte Investitionen in beide Richtungen zu fördern“. Dazu der rumänische Präsident Klaus Iohannis:



    Wir müssen mehr tun, sowohl in Bezug auf Handel als auch auf Investitionen. Es ist wichtig, neue Wege zu finden, um die wirtschaftliche Zusammenarbeit in Bereichen wie Energie, Cybersicherheit und Verteidigung auszubauen. Tatsächlich wurde zwischen den beiden Regierungen eine Absichtserklärung über die 5G-Technologie unterzeichnet, da die Sicherheit der Telekommunikationsnetze von großer Bedeutung ist.“



    Die Präsidenten Rumäniens und der USA sprachen auch über die ausgezeichnete Partnerschaft zwischen den beiden Ländern in den Bereichen Strafverfolgung und Korruptionsbekämpfung, die fest auf dem gegenseitigen Engagement für Rechtsstaatlichkeit und unabhängige Justiz beruht.



    Das Justizministerium schlägt schärfere Strafen für schwere Verbrechen vor



    Das rumänische Justizministerium verschärft die Strafe für schwere Verbrechen an der Person und ändert die Bedingungen für die Durchsuchung eines Hauses sowie die Bewährungsregeln. Ein Projekt zur Änderung der Strafgesetzbücher wurde von der Justizministerin Ana Birchall vorgelegt, die sagte, dass der Zweck der Regierung darin bestehe, Vorschriften zur Verhinderung von Tragödien zu erlassen, wie sie kürzlich in Caracal, Südrumänien, stattfanden, wo ein 66-jähriger Serienmörder zwei Jugendliche entführt, vergewaltigt und ermordet habe.



    Entführungen werden mit Freiheitsstrafen zwischen 2 und 8 Jahren geahndet. Die Altersgrenze für die Freilassung auf Bewährung wird von 60 auf 65 Jahre angehoben, ebenso wie andere kumulative Bedingungen, wie die, die den Verbrecher zwingen, 25 Jahre im Gefängnis zu sitzen, anstatt wie bisher 20 Jahre.



    Auch die Abteilung gegen Organisiertes Verbrechen und Terrorismus DIICOT wird über mehr Kompetenzen verfügen. Justizministerin Ana Birchall schlug vor, die DIICOT-Kompetenzen auch auf die erschwerenden Versionen von Verbrechen wie Entführung und Versklavung von Personen auszudehnen, da solche Straftaten schwerwiegend und komplex seien.



    Ein weiteres von der Regierung vorgeschlagenes Projekt zielt darauf ab, die Leistung des Notrufs 112 zu erhöhen. Eine der umstrittensten Regeln ist, den Kauf von Prepaid-Karten ohne Ausweis nicht zuzulassen, da sich im vergangenen Jahr fast die Hälfte der gesamten Notrufe als Streichanrufe erwiesen hat. Die Regelung ist in 22 europäischen Ländern bereits umgesetzt. Diese soll diese falschen Anrufe abschrecken und es einfacher machen, eine Person zu orten.



    Die rumänische Wirtschaft schreibt positive Konjunkturzahlen



    Das rumänische BIP ist in der ersten Jahreshälfte um 4,8% gegenüber dem gleichen Zeitraum 2018 gestiegen, so die jüngsten vom rumänischen Statistikinstitut und von Eurostat veröffentlichten Daten. Die Zahlen wurden am Mittwoch von Premierministerin Viorica Dancilă bekannt gegeben:



    Das zweite Quartal 2019 ist das fünfte, in dem wir ein progressives Wirtschaftswachstum von mehr als 1% von einem Quartal zum anderen verzeichnen. In der ersten Jahreshälfte stiegen die ausländischen Direktinvestitionen um 30% gegenüber dem gleichen Zeitraum 2018.“



    Laut Dancilă steht Rumänien in den ersten drei Monaten des Jahres 2019 an zweiter Stelle in Europa beim Wirtschaftswachstum. Die Ministerpräsidentin sagte auch, dass seit Anfang des Jahres über 53.000 neue Arbeitsplätze geschaffen wurden.



    Rumänische Fussballmannschaften spielen in den Gruppen der Europa League und Champions League



    Das Hinspiel zwischen dem rumänischen Fußballvizemeister FCSB und dem portugiesischen Team Vitoria Guimaraes bei den Qualifikationsspielen für die Gruppen der Europa League ging am Donnerstag mit einem Unentschieden 0:0 zu Ende. Das Rückspiel ist für nächste Woche geplant. Der rumänische Meister CFR Cluj verlor am Dienstag im Hinspiel der Champions-League-Playoffs mit 0:1 gegen Slavia Prag. Das Rückspiel findet am 28. August in Prag statt. Die Gewinner spielen dann in den Gruppen der Champions League, während die Verlierer in den Gruppen der Europa League spielen werden. Die beiden anderen rumänischen Teams der Europa League, Viitorul Constanta und CSU Craiova, sind in der Vorrunde ausgeschieden.

    Romania is not far from joining the Schengen visa-free area and from inclusion in the Visa Waiver programme, the European Commissioner for Migration and Home Affairs Dimitris Avramopoulos said. He took part in Bucharest in a EU-USA ministerial meeting on justice and home affairs. The event was organized under the Romanian Presidency of the Council of the EU.



    Dimitris Avramopoulos said Romania will be very soon a member of the Schengen area, given that it has met most of its relevant commitments. He also added that the day is not far when Romanians will be able to travel without a visa to the USA. Romania and 4 other EU member states, Bulgaria, Cyprus, Croatia and Poland, are waiting to be included in the Visa Waiver programme. Dimitris Avramopoulos talked about the importance of the cooperation between the US and the EU in terms of border management, security and migration.



    In March, the EU announced that as of 2021 US citizens will need visas in order to travel into Schengen countries. The European Commission had repeatedly requested Washington to waive visa requirements for the citizens of the 5 EU member states, because under the EU rules, all European citizens must have equal rights.



    Attending the meeting in Bucharest was also the US Attorney General William Barr, who on the sidelines of the ministerial event also had talks with Romanian officials, including President Klaus Iohannis and PM Viorica Dancila. The latter requested the support of the US Attorney General for Romania to be accepted in the Visa Waiver programme.



    The Prime Minister also said the Government of Romania is determined to find the best solutions to carry on the reform of the judiciary and criminal legislation, in line with Romanias international commitments, as well as with the recommendations of the Cooperation and Verification Mechanism, the Venice Commission, GRECO and the USA. The American official expressed his appreciation for the solid Strategic Partnership with Romania, which, he said, is the United States most reliable ally in the region.

    Anlä‎ßlich des Nationalfeiertages am 1. Dezember haben zahlreiche Staaten Glückwunschbotschaften an Rumänien gerichtet. Der moldawische Premier-minister, Pavel Filip, bedankte sich für die ununterbrochene Unterstützung, die Rumänien der benachbarten, mehrheitlich rumänischsprachigen Republik Moldawien leistete. Die guten Nachbarschaftsbeziehungen und die bilaterale Kooperation hätten sich im Laufe dieses Jahres sehr gut entwickelt, so Filip. Der US-Staatssekretär, Rex Tillerson, erklärte, Washington sei Bukarest dankbar für die strategische Partnerschaft und für die Zusammenarbeit zum Erreichen der gemeinsamen Ziele in puncto Wohlstand, Sicherheit und Demokratie. Auch der republikanische US-Kongre‎ßman Michael Turner gratulierte Rumänien zum Nationalfeiertag; dabei bedankte sich Turner im Namen der Rumänien-Freundschaftsgruppe des US-Kongresses für die kontinuierliche Kooperation während der 137 Jahre alten guten Beziehungen zwischen den zwei Staaten. Auch der republikanische US-Senator und Chef des Kommitees für Armeedienstleistungen des US-Senats, John McCain, hat eine Glückwunschbotschaft für Rumänien im Internet gepostet. Rumänien habe beträchtliche Fortschritte bei der Konsolidierung der Demokratie und sei ein Modell für die Bekämpfung der Korruption in der Region. In Bukarest hat am Freitag eine gro‎ße Militärparade unter dem Triumphbogen stattgefunden, an der etwa 3.500 Militärs, 50 Militärflugzeuge und 350 Kampffahrzeuge teilgenommen haben. Es beteiligten sich auch 300 ausländische Soldaten aus Bulgarien, Gro‎ßbritannien, Kanada, Frankreich, Deutschland, Griechenland, Italien, der Republik Moldawien, Polen, Portugal, der Slowakei, den USA, der Türkei und der Ukraine. In Bukarest wurde ebenfalls eine militärische und religiöse Zeremonie organisiert, wobei Blumenkränze am Grab des Unbekannten Soldaten abgelegt wurden. Auch in anderen rumänischen Städten wurden Feierlichkeiten und Veranstaltungen anlässlich des Nationalfeiertags organisiert. Der Nationalfeiertag wurde auch von den rumänischen Soldaten in Kandahar und Afghanistan gefeiert. Das Rumänische Kulturinstiut hat im Ausland verschiedene Events organisiert



    Es ist schon Tradition, dass am Nationalfeiertag Rumäniens, dem 1. Dezember, in den meisten rumänischen Städten den Start der Winterfeiern gegeben wird. Die Stadtverwaltung der Hauptstadt Bukarest hat am Freitag Abend in der Mitte der Stadt einen Weihnachtsmarkt mit mehr als 100 Marktbuden eröffnet und die Weihnachtslichter über Bukarest angezündet. Mehr als 3 Millionen Lichter werden bis Ende Januar die Stra‎ßen Bukarests zum winterlichen Glanz bringen. Bis zum 27. Dezember werden auf der Freilichtbühne des Weihnachtsmarktes bekannte Rock und Popgruppen, Volksmusiksänger und Chöre auftreten. Die Kinder können auch Schlittschuh laufen, das Haus des Weihnachtsmannes besuchen und allerlei Leckereien essen.



    Die Rumänen, die sich in dem von einem Brand zerstörten Mehrfamilienhaus in Bergkamen befanden, sind in Sicherheit. Dies gab das rumänische Au‎ßenministerium bekannt. In der Nacht zum Freitag kam es im nordrhein-westfälischen Bergkamen zu einem verheerenden Brand in einem Mehrfamilienhaus. 31 Menschen, darunter mehrere Rumänen, wurden bei dem Feuerdrama verletzt. Sie erlitten Rauchvergiftungen und wurden ins Krankenhaus gebracht. Die Polizei geht von Brandstiftung aus und sucht nun dringend nach Zeugen. Das Generalkonsulat Rumäniens in Bonn bleibt in Verbindung mit den betrofenen Rumänen und mit den Kommunalbehörden. Der rumänische Staatspräsident, Klaus Iohannis, erklärte, er hoffe, dass die Ermittlungen Aufklärung über den Vorfall bringen.



    Die Europäische Kommission hat den Beschluss Kanadas, ab dem 1. Dezember die Visapflicht für die rumänischen und bulgarischen Bürger aufzuheben, begrü‎ßt. Dies sei das Ergebnis von intensiven diplomatischen Anstrengungen sowie von politischen und technischen Verhandlungen zwischen der EU, Kanada Rumänien und Bulgarien. Das Rumänische Au‎ßenministerium hatte ebenfalls den Beschluss der kanadischen Behörden begrü‎ßt. Die rumänischen und bulgarischen Bürger werden ab 1. Dezember für touristische Reisen nach Kanada, die höchstens 6 Monate dauern, kein Visum mehr brauchen. Das Rumänische Au‎ßenministerium gab bekannt, dafür brauche man nur einen rumänischen gültigen Pass. Die Rumänen, die aber nach Kanada fliegen, benötigen eine Electronic Travel Authorization (eTA).
