    Regimul vizelor între UE şi America de Nord

    Niciodată
    n-a părut Uniunea Europeană mai vulnerabilă ca acum, la mai puţin de o lună de
    la sângeroasele atentate din Bruxelles, la două zile după rezultatul negativ al
    referendumului din Olanda privind acordul de asociere a Ucrainei şi în preajma
    celui privind posibila plecare a Marii Britanii. Aproape la unison, presa de pe
    continent califică referendumul olandez drept un nou semn de respingere a
    Europei, iar cea de peste Ocean scrie că olandezii au respins un
    acord comercial din cauza resentimentelor faţă de UE. Pe acest fundal
    angoasant, Europa încearcă să-şi recâştige coeziunea fără de care nu poate
    funcţiona, iar Bruxellesul se face purtătorul de cuvânt al statelor membre în
    raport cu partenerii nord-americani.

    Potrivit agenţiilor internaţionale de
    presă, Uniunea ar analiza posibilitatea introducerii vizelor pentru cetăţenii
    americani şi canadieni care călătoresc în spaţiul comunitar, în replică la
    lentoarea cu care Washingtonul şi Ottawa caută soluţii pentru a ridica vizele
    impuse unora dintre cetăţenii europeni. Statele Unite şi Canada păstrează
    obligativitatea vizei pentru cetăţenii români şi bulgari, ale căror ţări au
    aderat la UE în 2007. Americanii au exclus, de asemenea, din programul Visa
    Waiver, oferit cetăţenilor Uniunii, Croaţia, Ciprul şi Polonia.

    O
    dezbatere politică şi o decizie sunt evident necesare într-o problemă atât de
    importantă    , afirmă, acum, responsabilii comunitari.

    Dezbaterile ar putea
    avea loc marţi, cu aproape o săptămână înainte de vizita preşedintelui
    american, Barack Obama, în Europa, în cursul căreia vor avea loc negocieri pe
    marginea unui tratat bilateral, Washington – Bruxelles, de comerţ şi
    investiţii. Ar fi cel mai mare acord comercial din istorie şi ambele părţi consideră
    că există mari şanse de adoptare înainte de sfârşitul mandatului lui Obama la
    Casa Albă, în ianuarie 2017.

    Pe de altă parte, impunerea de vize americanilor
    şi canadienilor ar putea nemulţumi puternica industrie turistică europeană,
    deja afectată de ameninţările teroriste.

    Sunt multe semne de întrebare în
    ce priveşte tratatul şi nimeni nu poate să spună cu exactitate cum se va
    încheia această poveste. Vom vedea dacă îl putem convinge pe Obama să îşi asume
    mai multe din cele pe care le dorim noi    , a declarat un membru al
    Parlamentului European.

    Pentru români, excluderea din programul Visa Waiver e
    cel mai frustrant dosar din relaţia altminteri excelentă cu Statele Unite. Cele
    două ţări sunt legate printr-un parteneriat bilateral strategic, sunt aliate în
    cadrul NATO, iar în România există importante baze militare şi investiţii
    economice americane.

    De asemenea, încă din secolul al 19-lea, America de Nord e
    gazda unei comunităţi româneşti care, deopotrivă în Statele Unite şi Canda,
    însumează astăzi circa jumătate de milion de membri. Din toate aceste motive,
    spun analiştii, renunţarea la obligativitatea vizelor pentru români e o măsură
    elementară şi urgentă.

    Der Europäische Rat hat am Dienstag in einer offiziellen Mitteilung die wesentlichen Fortschritte Rumäniens bei Justiz und Korruptionsbekämpfung begrü‎ßt. Somit bekräftigte der Rat erneut das Fazit des EU-Fortschrittberichtes im Rahmen des Kooperations-und Überprüfungsmechanismus, der zum Jahresanfang veröffentlicht wurde. Diese positive Tendenz, die sich in Rumänien abzeichnet, sei der Ausdruck einer immer grö‎ßeren Nachhaltigkeit der Reformen, so der Europäische Rat. Bukarest hätte Ma‎ßnahmen im Justizbereich in einem beeindruckenden Rhythmus umgesetzt, hie‎ß es weiter. Der Europäische Rat macht zudem darauf aufmerksam, dass ein breites und eindeutiges Engagement aller Institutionen und Akteure der Gesellschaft gegenüber Reformen vonnöten sei. Das spiele eine ausschlaggebende Rolle im Kampf gegen Korruption auf allen Ebenen, in der Unabhängigkeit der Justiz und weiteren Angelegenheiten mit Bezug auf Integrität. Selbst wenn Bukarest 2007 der EU beigetreten ist, bleibt die rumänische Justiz weiterhin unter EU-Aufsicht.



    Der Oberste Verteidigungsrat ist am Dienstag in Bukarest zu einer Sitzung zusammengekommen, um über die jüngste Enwicklung in der Flüchtlingskrise zu beraten. Themenschwerpunkte bildeten dabei auch die Ergebnisse bei der Bekämpfung der illegalen Abholzung, der aktuelle Stand der längerfristigen Ausrüstung der rumänischen Streitkräfte, sowie die politische Lage der benachbarten Republik Moldau.



    Zentralbankchef Mugur Isărescu hat am Dienstag gewarnt, dass Rumänien sich in einem entscheidenden Moment befände. Es sei besonders wichtig, vom Kurs der Fiskalkonsolidierung nicht abzukommen. Laut Isărescu bestünde jetzt das Risiko für Rumänien, mühsam erzielte Fortschritte teilweise zu verschwenden; daher seien klare und stabile Gesetze nötig. Der Beitritt Rumäniens zum Euroraum könne ein positiver Prozess sein, glaubt der Leiter der rumänischen Nationalbank. Die Reserven des Landes seien darüber hinaus um 6 Milliarden Euro gestiegen, dabei habe Rumänien die Kredite vom IWF fristgerecht zurückgezahlt, betonte der Notenbankchef. Die Situation bleibe trotz guter Wirtschafsentwicklung dennoch schwer für zahlreiche Menschen und den Mittelstand, kommentierte er ferner die Lage.



    Die Abschaffung der Visumspflicht bei Reisen in die USA — das so genannte Visa Waiver Programm – sei eine der Prioritäten Rumäniens und zahlreiche Mitglieder des US-Kongresses hätten sich dafür ausgesprochen. Das sagte der frühere rumänische Geheimdienstchef und jetztige rumänische Botschafter in den USA, George Cristian Maior der Nachrichtenagentur Mediafax. Die strategische Partnerschaft zwischen den USA und Rumänien funktioniere besonders gut sowohl aus politischer, wirtschaftlicher und sicherheitspolitischer Hinsicht. Die Voraussetzungen seien erfüllt, dass diese Partnerschaft genauso gut auch in Zukunft funktioniere und den Herausforderungen des 21. Jahrhunderts begegnen könne, egal wer gerade in Washington an der Macht ist, so Maior. Rumänien sei ein starker Staat mit einer klaren und strategischen Au‎ßenpolitik; dies seien Vorteile, die Bukarest nutzen sollte, um seine diplomatischen, politischen, wirtschaftlichen und militärischen Interessen zu fördern, fügte der rumänische Botschafter in Washington hinzu.



    AKTUALISIERT: Die rumänische Tennisspielerin Simona Halep, Weltranglistenfünfte, ist im Viertelfinale des mit Gesamtpreisen von 6 Millionen Dollar dotierten Turniers von Indian Wells in den USA. Sie bezwang die Tschechin Barbora Strycova (Weltranglistenplatz 37) im Achtelfinale. Strycova gab im zweiten Satz auf. Halep tritt im Viertelfinale gegen die Weltranglistenerste Serena Williams aus den USA an, die die Ukrainerin Kateryna Bondarenko besiegte.

    Includerea României în programul Visa Waiver este un obiectiv prioritar al Bucureştiului în relaţia cu Washingtonul şi există numeroşi membri ai Congresului american favorabili acestei idei – a declarat ambasadorul României în SUA, George Cristian Maior. Într-un interviu pentru Agerpres, el a apreciat că parteneriatul politic, economic şi de securitate dintre România şi SUA funcţionează extrem de bine în avantajul celor două ţări şi indiferent de cine va deţine în viitor puterea în SUA – republicani sau democraţi – există toate premisele ca acesta să funcţioneze la fel de bine şi să răspundă provocărilor secolului 21.



    Ministrul delegat pentru relaţiile cu românii de pretutindeni, Dan Stoenescu, aflat în vizită de lucru în Malaezia la sfârşitul săptămânii trecute, i-a vizitat în închisoare pe cei patru români deţinuţi în această ţară pentru trafic de droguri. Este vorba de un cetăţean român condamnat la moarte, de doi acuzaţi de trafic de droguri ale căror procese sunt încă în derulare şi de unul condamnat la 8 ani de închisoare şi 10 lovituri de ratan. Ministrul delegat le-a transmis deţinuţilor că statul român urmăreşte cu atenţie situaţiile lor şi că instituţiile de la Bucureşti fac eforturi pentru fiecare caz în parte. În cazul cetăţeanului condamnat la moarte, ministrul delegat Dan Stoenescu, în calitate de trimis special al preşedintelui Klaus Iohannis şi al premierului Dacian Cioloş, a transmis autorităţilor malaeziene scrisorile celor doi demnitari în care fac apel la clemenţă.



    Ministrul de Externe, Lazăr Comănescu, a activat, luni, celula de criză ca urmare a accidentului rutier din Turcia, soldat cu morţi şi răniţi, în care a fost implicat un microbuz în care se aflau 16 turişti români. Preşedintele Klaus Iohannis şi-a exprimat profundul regret pentru moartea cetăţenilor români şi a transmis condoleanţe familiilor victimelor. În legătură permanentă cu Ambasada României de la Ankara, şeful statului s-a asigurat că toţi răniţii beneficiază de asistenţă şi de cele mai eficiente măsuri de îngrijire medicală competentă. Mai mulţi români au fost implicaţi, în ultimii ani, în accidente în străinătate, cele mai multe fiind evenimente rutiere. Cel mai grav accident de acest gen a avut loc în iunie 2013, în Muntenegru, când un autocar cu turişti români s-a prăbuşit într-o prăpastie de 40 de metri. 18 persoane şi-au pierdut, atunci, viaţa şi 29 au fost rănite.



    Ministerul de Externe a salutat intrarea în vigoare, duminică, a unor modificări aduse la Acordul între guvernele României şi Republicii Coreea privind desfiinţarea reciprocă a vizelor. Principala modificare a Acordului se referă la scutirea de viză de lungă şedere pentru anumite categorii de persoane şi în anumite condiţii. Astfel, cetăţenilor fiecăreia din cele două ţări care sunt detaşaţi pe lângă reprezentanţele companiilor care se află şi desfăşoară activităţi comerciale pe teritoriul celeilalte ţări sau care au semnat contracte de muncă cu o companie care se află şi desfăşoară activităţi comerciale pe teritoriul celeilalte ţări li se va permite intrarea, pe teritoriul celeilalte ţări, fără viză pentru o şedere care să nu depăşească 90 de zile în orice perioadă de 180 de zile.



    Ora Pământului, cea mai mare mişcare de voluntariat pentru protejarea mediului, este marcată, în acest an, la Castelul Bran, pe 19 martie, prin oprirea iluminatului în intervalul 20.30-21.30. Ajunsă la o opta ediţie, Ora Pământului a angrenat, deja, peste 7.000 de oraşe din peste 160 de ţări din întreaga lume. Organizatorii, World Wide Fund for Nature, cheamă cât mai mulţi oameni să se alăture iniţiativei: anul acesta mesajul şi îndemnul pentru comunitatea Earth Hour din România este, în continuare, Dăruieşte naturii din energia ta. Românii sunt invitaţi să stingă luminile în case şi să iasă la o tură cu bicicleta, o alergare scurtă sau o simplă plimbare simbolică prin oraş, împreună cu prietenii, familia, vecinii, colegii. În loc să consume energie acasă, pot alege să dăruiască propria lor energie, în aer liber.

    MEETING – The countrys Higher Defence Council has convened today in Bucharest, in a meeting whose focal points include the latest developments in the migration crisis in the EU. The members of the council are also assessing the results of the fight against the illegal cutting of trees and the stage of the process of equipping the army by 2027. The agenda of the talks also covers such issues such as the evolutions in the Balkans and the impact on Romanias foreign policy and security, as well as Moldovas political outlook.



    ECONOMY – Romania is going through a crucial moment and it is important for it not to slow down the pace of fiscal consolidation or pay less attention to financial stability, the governor of the National Bank of Romania, Mugur Isarescu, said in Bucharest on Tuesday. According to the central bank governor, the country is running the risk of loosing, to a certain extent, the progress it has made and needs legislative stability and clear laws, which should not create confusion. The convergence to the Euro zone can be a beneficial process, a catalyst of reforms says the governor of the National Bank of Romania. In another move, the countrys reserves have increased by 6 billion Euros, and the country has paid back the money to the IMF, he underlined. Mugur Isarescu has admitted that many people and medium sized companies are going through difficult times and he said the GDP would be higher if the country had a better infrastructure.



    DIPLOMACY-Including Romania in the Visa Waiver Program is one of Bucharests priorities in the relation with Washington and there are lots of members of the US Congress who favour the idea, said Romanias Ambassador to the US George Cristian Maior in an interview carried on Monday by Agerpress news agency. He has stated that the partnership between Romania and the USA is a very good one, politically, economically and also with regard to security, and, no matter who will hold the reigns of power in the US in the future, be they the Republicans or the Democrats, the grounds have been set for this partnership to keep on going well and deal with all the challenges posed by the realities of the 21st century. Domestically, Romania is a very cohesive state and with a clearly set strategic line when it comes to its foreign policy, and all these strengths must be used in reaching its diplomatic, political, economic and military interests, the Romanian ambassador has also stated.



    ROAD ACCIDENT– A cell crisis has been activated within the Foreign Ministry in Bucharest, following the car crash in Turkey, in which two Romanian tourists died. Out of the other 14 Romanian citizens who were wounded in the accident, three are in a hospital in Antalya, one in a serious condition; the other 11 were only slightly injured. The Romanian Presidency and Foreign Ministry have sent condolences to the grieving families and have given assurances that all the Romanian citizens affected are properly taken care of. The most serious accident of this type occurred in June 2013, when a coach full of Romanian tourists crashed into a 40 m precipice. 18 people died then, and 29 were injured.



    SYRIA-As of today, Russia starts its military pull out from Syria, following the decision made public yesterday by President Vladimir Putin. The Kremlin leader says the measure should encourage the peaceful settlement of the Syrian conflict. In October 2015, Russia launched military operations in Syria, mainly air raids, to support the Bashar al Assad Administration. Moscow claims it targeted exclusively positions of the Islamic State terrorist network and helped the regime of the Syrian president to reconquer important territories from his opponents. The west denounced the raids, however, for having reportedly targeted Syrian insurgent groups. The decision by president Putin coincides with the resumption of inter-Syrian peace talks in Geneva. Whereas representatives of the Syrian opposition who participate in the US-Russian sponsored peace talks have hailed the Russian military withdrawal, the US had a cautious response. A White House spokesperson says it remains to be seen what Russias intentions are. Over 250,000 lost their lives in the past 5 years, since the start of anti-governmental protests in Syria.



    CAR BOMB– A car bomb exploded in a travelling vehicle on a street in downtown Berlin, killing the driver. According to the German police, an explosive device might be the cause of the blast, Reuters reports. The police forces are making thorough controls to see whether there are other explosive devices or not and called on the people living within the security perimeter set by the police to stay indoors.

    România rămâne un pilon al democraţiei şi al stabilităţii în regiune şi va continua să fie o sursă de securitate la frontiera de est a NATO şi a UE, a afirmat preşedintele Klaus Iohannis, în alocuţiunea sa la Conferinţa de securitate de la München. Seful statului a spus că, în actualul context geopolitic, zona Mării Negre se dovedeşte a fi crucială atât pentru securitatea regională, cât şi pentru întreaga securitate euroatlantică. Competenţa şi expertiza românească pot contribui substanţial la soluţionarea problemelor care alcătuiesc arcul de instabilitate din zona Mării Negre, a adăugat Klaus Iohannis.



    România va susţine, alături de Polonia, instituirea la nivel european a unor mecanisme de ajutor în sectorul laptelui şi în cel al cărnii de porc, care întâmpină mari dificultăţi – a declarat ministrul agriculturii, Achim Irimescu, înaintea Consiliului Uniunii Europene – Agricultură şi Pescuit, care are loc luni la Bruxelles. El a precizat că Bucureştiul va susţine demersurile Varşoviei, care va mai solicita şi mecanisme pentru încurajarea exporturilor, precum şi măsuri urgente care să conducă la ridicarea embargoului impus de Rusia pentru majoritatea produselor agroalimentare europene.



    Din 13 martie va intra in vigoare noul acord Visa Waiver dintre Coreea de Sud şi România, document semnat anul trecut. Anunţul a fost făcut, luni, de ministerul de Externe de la Seul. Conform acordului, oamenii de afaceri şi lucrătorii sud-coreeni vor putea să stea fără viză în România pe o perioadă de până la 180 de zile. De acelaşi avantaj vor beneficia şi oamenii de afaceri şi lucrătorii români care vor merge în Coreea de Sud. În prezent, numai sud-coreenii şi, respectiv, românii care călătoresc în scopuri non-profit sunt exceptaţi de la viză pentru o perioadă de până la 90 de zile.



    Ministerul Educaţiei a lansat în dezbatere actele normative care schimbă regulile în cazul doctoratelor. Acordarea si retragerea titlurilor vor fi în atribuţia şi responsabilitatea instituţiei organizatoare de studii universitare de doctorat, adică a universitătilor si a Academiei Române, a explicat, duminică, ministrul de resort Adrian Curaj. Potrivit acestuia, Consiliul Naţional pentru Atestarea Titlurilor, Diplomelor şi Certificatelor Universitare va fi instanţa de apel la deciziile universităţilor privind doctoratele.



    Cei aproape 50.000 de studenţi români aflaţi la studii în străinătate se pot înscrie, din această vară, să facă practică în consulatele şi ambasadele României din lume a anunţat ministrul economiei, Costin Borc. Potrivit acestuia, anunţurile vor fi postate pe site-ul dedicat programelor de practică: intership.gov.ro. El a explicat că iniţial va fi vorba de o perioada de 3 luni în timpul verii, dar apoi ar putea deveni o activitate constantă. Avantajul este pentru ambele părţi: guvernul va beneficia de tineri care vin cu dinamism şi idei noi, iar aceştia îşi pot completa cunoştinţele pe care le au pentru a-şi găsi un job mai departe.



    Echipa feminină de spadă a României a câştigat, duminică, medaliile de aur la concursul de Cupă Mondială de la Buenos Aires, în Argentina. În finală, româncele au învins Rusia cu 45-40. România conduce în clasamentul Cupei Mondiale de spadă feminin pe echipe, urmată de China şi Rusia. În concursul individual, Simona Gherman a cucerit medalia de bronz.

    No hay condiciones favorables para que Rumanía llegue a ser incluida en 2016 en el Programa Visa Waiver, anunció el pasado lunes el representante estadounidense en Bucarest, quien ha confirmado así que los viajes de los rumanos a Estados Unidos sin visado todavía son un objetivo lejano. Según ha destacado el embajador Hans Klemm, hay dos razones por las cuales Rumanía no tiene muchas posibilidades de ser aceptada en dicho programa. En primer lugar, la ley estadounidense exige que los participantes en Visa Waiver tengan una tasa de rechazo a las solicitudes de visado por debajo de un 3%.



    Pese a la buena evolución registrada en el último año, de los últimos datos estadísticos publicados resulta que en el caso de Rumanía esta tasa es considerablemente mayor ya que asciende a casi un 10%. En segundo lugar, el contexto político estadounidense no es favorable para la modificación de la ley de modo que el porcentaje mínimo aumente. Como Rumanía ha dado ya todos los demás pasos necesarios para entrar en el Programa Visa Waiver, la tasa de rechazo es el único impedimento que frena la libre circulación de los rumanos en Estados Unidos. Por tanto, según opina el embajador Klemm, la solución sería que los rumanos se informen correctamente sobre los requisitos y que sepan, antes de solicitar la visa, si cumplen los criterios para obtenerla. Al mismo tiempo se necesita un esfuerzo mancomunado de las autoridades de Rumanía y de Estados Unidos que deben explicar a la gente cuáles son los requisitos a cumplir para recibir el visado.



    Sin embargo, el esfuerzo común rumano — estadounidense supera mucho esta cuestión. Vinculadas por una asociación estratégica, para Bucarest y Washington la “seguridad” es el concepto clave de sus relaciones, que no se limita solo a la cooperación militar, sino que incluye también un crecimiento económico sostenible y el Estado de derecho. En el ámbito económico, la atracción de inversiones estadounidense mayores a Rumanía se ve afectada por la falta de una infraestructura moderna de transporte incluso en el sector energético. El embajador Klemm opina que la integración más profunda de Rumanía en la UE y el mejor uso de los recursos financieros comunitarios puestos a disposición de nuestro país serían muy beneficiosos para la creación de una infraestructura ventajosa para los inversores.



    Respecto a la consolidación del Estado de derecho, el diplomático norteamericano ha alabado la actividad de la Dirección Nacional Anticorrupción y ha recordado que en el ranking de Transparency International sobre la percepción de la corrupción, Rumanía ha subido diez puestos.



    Por fin, Rumanía y Estados Unidos, países socios dentro de la OTAN, quieren que el mar Negro sea una zona de libre navegación y un polo de estabilidad. En un contexto geopolítico complicado, Estados Unidos junto con sus aliados conceden cada vez más atención a las evoluciones de esta zona y elaboran contramedidas potenciales para consolidar la defensa en esta parte del mundo.

    The Black Sea area out of the Visa Waiver programme

    There are no favourable conditions for Romania to become part of the Visa Waiver programme in 2016. The announcement on Monday was made by US Ambassador to Bucharest, Hans Klemm, who confirmed the visa waiver for Romanians traveling to the United States was still a remote objective. According to ambassador Klemm, Romania doesn’t stand many chances to become part of the programme for two reasons.



    One is that visa applicants register a refusal rate that surpasses the legally required level of 3 per cent. The latest statistics made public more than a year ago show that, in spite of the progress made in this direction, this rate is considerably higher — standing at around 10%. On the other hand, the political context in the USA does not favour amendments to the law raising the minimum threshold required. As all the other needed steps for the Visa Waiver programme have been taken, the refusal rate is the only impediment to the Romanians’ free traveling to the United States.



    Under the present circumstances, a possible solution might be, according to ambassador Klemm, that Romanians may learn about the eligibility requirements to see, even before applying for a visa, if they qualify for it or not. A joint effort from both the Romanian and US authorities is needed to better explain to the Romanian applicants those eligibility requirements. But the joint Romanian-US efforts are exceeding the visa issue by far! Connected through a strategic partnership both Bucharest and Washington regard “security” as the centerpiece of their relations, centerpiece which is not confined only to military cooperation but it includes sustainable economic growth and the rule of law.



    In the field of economy, attracting bigger US investment in Romania is being hindered by the lack of a modern infrastructure in the transport and the energy sectors. In the opinion of the US ambassador to Bucharest, Hans Klemm, deepening Romania’s EU integration and a better use of community resources available, would be extremely beneficial for the creation of an infrastructure profitable for investors.



    As regards the process of strengthening the rule of law, the US official has hailed the activity of the National Anticorruption Directorate, recalling that Romania went up 10 positions in the latest Transparency International’s Corruption Perception Index. And last but not least, both NATO partners, Romania and the United States, are interested that the Black Sea be an area of free navigation and a pole of stability. In a complicated geopolitical context, the United States and its allies, pay increasing attention to the latest developments in the region, developing potential countermeasures in order to beef up security in this part of the world.

    Nu sunt condiţii favorabile ca România să devină, în 2016, parte a programului Visa Waiver. Vestea a venit, luni, din partea reprezentantului Washington-ului la Bucureşti, care confirmă, astfel, că deplasările românilor în Statele Unite fără viză rămân, încă, un obiectiv îndepărtat. Două sunt motivele pentru care, potrivit ambasadorului Hans Klemm, România nu ar avea prea multe şanse să fie acceptată în program.



    În primul rând, legea americană cere ca participanţii la Visa Waiver să aibă o rată de refuz sub 3%. Or, din ultimele statistici publicate acum mai bine de un an reiese că, în ciuda unei evoluţii în direcţia bună, această rată în România este considerabil mai mare – în jur de 10%. În al doilea rând, contextul politic american nu este favorabil modificării legii astfel încât procentul minim să fie crescut. Cum toţi ceilalţi paşi necesari pentru intrarea în programul Visa Waiver au fost făcuţi, rata de refuz reprezintă, în consecinţă, singurul impediment în calea liberei circulaţii a românilor în Statele Unite ale Americii.



    În consecinţă, soluţia ar fi – potrivit ambasadorului Hans Klemm – ca românii să se informeze corect asupra cerinţelor şi să ştie, înainte de a aplica pentru viză, dacă se califică sau nu pentru obţinerea ei. Este, totodată, nevoie de un efort comun al autorităţilor atât din România, cât şi din America să le explice oamenilor care sunt cerinţele pentru a fi eligibili. Efortul comun româno-american depăşeşte, însă, cu mult, chestiunea vizelor! Legate printr-un parteneriat strategic, Bucureştiul şi Washingtonul văd în ‘securitate’ conceptul-cheie al relaţiilor lor, concept care nu se limitează doar la cooperarea militară, ci include şi creştere economică sustenabilă şi stat de drept.



    În plan economic, atragerea de investiţii americane mai mari în România este grevată de lipsa unei infrastructuri moderne în transporturi şi în sectorul energetic. Or, în viziunea ambasadorului Hans Klemm, adâncirea integrării României în Uniunea Europeană şi folosirea mai bună a resurselor materiale comunitare puse la dispoziţie ar fi extrem de benefice pentru crearea unei infrastructuri profitabile investitorilor. Legat de consolidarea statului de drept, diplomatul american a salutat activitatea Direcţiei Naţionale Anticorupţie şi a amintit că, în clasamentul Transparency International privind percepţia asupra corupţiei, România a urcat 10 poziţii.



    Nu în ultimul rând, România şi Statele Unite, partenere în NATO, sunt interesate ca Marea Neagră să fie o zonă de liberă navigaţie şi un pol de stabilitate. Într-un context geopolitic complicat, SUA, alături de Aliaţii săi, acordă tot mai multă atenţie evoluţiilor din zonă şi dezvoltă potenţiale contramăsuri pentru a spori apărarea în această parte a lumii.

    The Romanian Foreign Ministry hails the decision by the Japanese authorities to extend, after January 1 2016, the temporary visa waiver for Romanian citizens travelling to Japan, for a stay of up to 90 days.



    Unlike the previous time, the visa exemption will be enforced as of January 1, 2016, for Romanian holders of both simple and temporary passports. The decision by the Japanese authorities is the result of an intense, years long dialogue, held at bilateral and trilateral level (the European Commission, Romania, Japan).



    The Romanian Foreign Ministry recommends to the Romanian citizens willing to travel to Japan in the following period of time, to access the Romanian Foreign Ministry’s website to get detailed information on the conditions that should be met to apply for the visa waiver.

    Die Vereinigten Staaten bleiben nach wie vor ein sehr starker Alliierter, Partner und Freund Rumäniens. Das bekräftigte der US-Botschafter in Rumänien, Hans Klemm, der auf einer Internetplattform die rumänische Bevölkerung zum Dialog aufgerufen hatte. Washington wünsche sich als strategischer Partner ein starkes und gesundes Rumänien, das ein nachhaltiges Wirtschaftswachstum erreicht. Wenn man weitere Investoren aus den USA ermutigen möchte, nach Rumänien zu kommen, müsse man sich auf die Korruptionsbekämpfung und die Verbesserung des Geschäftsumfeldes konzentrieren.



    Es seien bereits amerikanische Investitionen getätigt worden, in Bereichen wie der Informationstechnologie, Rechtsberatung und sogar Landwirtschaft, erklärte Klemm. Dennoch könne noch mehr getan werden, um weitere Unternehmer aus den USA anzulocken. Als Botschafter ermutige er amerikanische Unternehmen, die in Rumänien gebotenen Möglichkeiten zu berücksichtigen. Allerdings würden die Firmen ihre Investitionsentscheidungen auch von der Attraktivität des Geschäftsumfeldes in Rumänien abhängig machen. Gerade deshalb seien Transparenz, Berechenbarkeit und Verantwortung so wichtig, glaubt Klemm.



    Mehrere Besucher der Internetplattform stellten dem Botschafter Fragen zur Aufhebung der Visumspflicht für rumänische Staatsbürger. Die Obama-Verwaltung sei bemüht, geltende Gesetze zu ändern, der Vorgang sei aber sehr langwierig und kompliziert, lautete die Antwort des Diplomaten. Die Bestimmungen des Visa-Waiver-Programms hingen von der US-Gesetzgebung ab, deshalb müssten mehrere Kriterien erfüllt sein, damit sich ein Land für das Programm qualifizieren kann. Nichtsdestotrotz, müsse man dem allgemeinen Mythos über das Erlangen des US-Visums keinen Glauben schenken. Obwohl viele glauben, dass man das Visum nur sehr schwierig bekommt, ist das Antragsverfahren eigentlich sehr einfach, erklärte Klemm. Rumänien habe sich angestrengt, um die Kriterien zu erfüllen und die Entwicklung der abgelehnten Visumsanträge gehe in die richtige Richtung.



    Abschließend sprach der US-Botschafter auch über die neue Regierung in Bukarest. Er versicherte, dass die USA nach wie vor als sehr starker Alliierter, Partner und Freund Rumäniens angesehen werden können. Die Vereinigten Staaten hätten drei Prioritäten in diesem Zusammenhang: die Förderung der Sicherheit, Demokratie und des Wohlstandes. In dieser Hinsicht habe er sich von dem 10-Punkte-Programm der neuen Regierung inspirieren lassen, offenbarte Klemm. Denn auch darin ist die Rede von der Festigung der strategischen Partnerschaft mit den USA und des rumänischen Beitrags zur NATO. Ferner habe sich die Exekutive in Bukarest dazu verpflichtet, den Kampf gegen die Korruption fortzusetzen und die Unabhängigkeit der Justiz zu garantieren. Es sollen laut Programm auch Maßnahmen für die Verbesserung des Geschäftsumfeldes folgen, die von dem US-Botschafter begrüßt wurden.

    EU interior and justice ministers are holding emergency talks in Brussels today, following the deadly attacks in Paris. Representing Romania is Interior Minister Petre Toba. The EU ministers will discuss about tightening security and new counter-terrorism measures in the wake of the November 13 attacks that killed 129 people in the French capital. French PM Manuel Valls said that the functioning of the Schengen area might be questioned if authorities in each European country fail to take responsibility for the people transiting their territory. The tragic events in Paris, seen as the work of the Islamic State militant group and the impact of thousands of migrants who came to Europe fleeing conflicts in the Middle East, have triggered an internal debate on the Schengen area.




    Several gunmen stormed a luxury hotel in Malis capital Bamako on Friday firing shots and shouting “Allahu Akbar”, or “God is great” in Arabic. The attackers took 170 hostages but some of them were freed after being made to recite verses from the Koran, Reuters reports. The hotel lies just west of the city centre near government ministries and diplomatic offices. On March 7, five people were killed in an attack on a restaurant in Mali’s capital for which an Islamist group claimed responsibility.




    Three weeks after the horrific fire at Bucharest’s Colectiv club the death toll reached 58, after another patient died in a German hospital on Friday. The Romanian Health Ministry announced that 44 people are still in Bucharest hospitals, 11 of them in a critical and serius condition. Around 29 people are being treated in hospitals abroad. On October 30 a fire broke out during a concert at the Colectiv club in Romania’s capital city, as fireworks set insulation foam ablaze, triggering a stampede towards the single exit and trapping many inside.




    European Commissioner for Regional Policy, Corina Cretu, is today meeting in Bucharest with Prime Minister Dacian Ciolos, deputy PM Vasile Dancu and with several other officials. Talks will focus on measures to be taken by Romanian authorities to speed up EU funds absotbtion. The main goal is to start operational prgrammes for the 2014-2020 financial framework, under which Romania was allocated 35 billion euros. On Thursday the new Government headed by Prime Minister Dacian Ciolos, adopted an emergency ordinance regarding the structure of ministries. Moreover, PM Ciolos announced the setting up of a new ministry, for Public Consultation and Civic Dialogue.




    The United States Ambassador in Bucharest, Hans Klemm, has said, that his country will continue to be a very strong ally, partner and friend of Romania. Ambassador Klemm made this statement on Thursday, when he invited Romanians to an online discussion about diplomacy, his ambassadorial term in Romania, the US-Romania friendship and the cultural and educational exchanges between the two countries. Ambassador Klemm also said that Washington, as strategic partner, wants a strong and healthy Romania, with a sustainable economic growth. On the other hand, Klemm said that, contrary to the popular myth that getting a tourist visa for the US is extremely difficult, the visa application procedure is in fact very simple. The American official explained that for the time being the stipulations of the Visa Waiver programme depend on the American legislation and that there are certain criteria that a country has to meet in order to qualify.

    Infrastructure — La Commission européenne souhaite l’amélioration de l’infrastructure de transport surtout dans les pays moins développés de l’UE, a déclaré mercredi Corina Creţu, commissaire européenne en charge de la politique régionale, qui s’est rendue en visite officielle dans le département de Cluj, au centre de la Roumanie. Elle y a visité le tronçon actuellement en construction d’une autoroute qui devrait faire partie du corridor paneuropéen de transport IV, menant à la mer Noire. Corina Creţu a félicité les autorités roumaines pour avoir élaboré le Plan général des transports. Elle a également exprimé son espoir que la Roumanie attirera le plus de fonds européens possible pour ses projets d’envergure. L’Exécutif de Bucarest a approuvé en février la variante finale du Master plan des transports. Aux termes de ce document, d’ici 2030, la Roumanie nécessite des financements de plus de 45 milliards d’euros pour ses projets de transport routier, ferroviaire, naval, aérien et multimodal (qui combine au moins deux modes de transport différents). Le Plan général des transports prévoit entre autres la construction de 1.300 km d’autoroutes.



    Visas — La Roumanie remplit déjà une partie des critères d’inclusion dans le programme américain d’exemption de visa Visa Waiver — a déclaré, mercredi, le consul général des Etats-Unis à Bucarest, Henry Leighton. Un groupe d’officiels roumains et américains travaille à l’accomplissement des critères restants, a-t-il ajouté. Parmi les conditions auxquelles doit satisfaire tout pays souhaitant accéder au programme Visa Waiver figurent le renforcement du cadre législatif permettant l’échange de données avec les Etats-Unis, l’introduction des passeports électroniques, la mise en place de certaines mesures de lutte contre le terrorisme et la baisse en dessous de 3% du taux de refus des visas en une année fiscale. Selon Henry Leighton, en 2014, ce taux avait reculé en Roumanie pour la première fois en dessous de 10%, se situant à 9,8%. Visa Waiver permet à des ressortissants de certains pays de voyager aux États-Unis pour un voyage touristique ou daffaires, pour un séjour de 90 jours maximum sans obligation dobtenir un visa.



    Exercice — Le ministre roumain de la Défense, Mircea Duşa, a évalué, mercredi, l’exercice de mise en alerte, auquel ont pris part plus de 3000 militaires et 500 moyens techniques des garnisons du sud de la Roumanie. Un exercice de ce type, censé vérifier le niveau de préparation et d’exécution des commandes, n’avait plus été organisé en Roumanie ces six dernières années, pour des raisons financières. Le ministre Mircea Duşa s’est dit content du temps de réaction des militaires, dont une partie participera du 16 au 30 avril, à un autre exercice, multinational cette fois-ci, intitulé « Wind Spring 15 ». Il se déroulera avec la participation de 2200 militaires dotés d’armement et équipement appartenant aux armées de la Grande Bretagne, de la République de Moldova, de la Roumanie et des Etats-Unis. Parmi les activités visées figurent les plans opérationnels, les tirs de combat et la résolution de situations tactiques complexes.



    Soins médicaux — Dix blessés d’Ukraine seront soignés dans des hôpitaux militaires de Roumanie, dont celui de Bucarest, a déclaré mercredi le ministre roumain de la Défense, Mircea Duşa. Il a précisé que les blessés seront emmenés dès que toutes les formalités de transport auront été accomplies par voie diplomatique. Mircea Duşa avait fait savoir en mars dernier qu’une équipe de médecins militaires roumains allait se rendre en Ukraine pour le tri des blessés qui devraient ultérieurement bénéficier de traitement dans les hôpitaux de Roumanie.



    Rapatriement — Le ministère roumain de AE poursuit l’évacuation et le rapatriement des ressortissants roumains du Yémen, pays en proie à la guerre civile. Jusqu’ici 42 Roumains et 7 membres de leurs familles ont été rapatriés. Le Ministère roumain des AE poursuivra ses efforts d’évacuer en toute sécurité les Roumains se trouvant au Yémen, restant en contact permanent avec eux et avec toutes les autorités compétentes de la région.



    Inauguration — La Roumanie a inauguré mercredi un centre d’information à l’Université d’Etat de Comrat, capitale administrative de la région autonome de Gagaouzie, dans le sud de la République de Moldova, pays à population majoritairement roumanophone. Le centre assurera les conditions matérielles et didactiques nécessaires pour l’étude de la langue roumaine, ainsi que le milieu adéquat pour promouvoir la Roumanie, d’un point de vue culturel et touristique. Selon des sondages récents, la majorité des plus de 150 mille habitants de la Gagaouzie, turcophones chrétiens – orthodoxes, serait favorable à des relations plus étroites avec la Russie et la Turquie, alors que seulement 5% souhaitent le rapprochement avec l’UE. Les options des Gagaouzes diffèrent radicalement de l’orientation pro-européenne du gouvernement central de Chişinău. La République de Moldova a conclu en 2014 des accords d’association et de libre échange avec Bruxelles et espère intégrer l’UE à l’horizon 2020.



    Inventions – Ouverture, ce mercredi, de la 43e édition du Salon International des Inventions de Genève, à laquelle prennent part aussi 26 inventeurs roumains. L’ambassade de Roumanie en Suisse et la Principauté du Liechtenstein organiseront un événement destiné à faciliter les contacts directs entre les inventeurs roumains et les milieux des affaires, académiques et de recherche — innovation de Suisse. Vendredi, dans le cadre de la Journée de la Roumanie, les délégations présentes offriront des prix et médailles aux inventeurs roumains. Ces dernières années, la Roumanie a gagné le Grand prix du Salon de Genève et elle détient le plus grand nombre de médailles et d’inventions de tous les pays participants aux trois dernières éditions.

    Die politische und militärische Annäherung zwischen Rumänien und den Vereinigten Staaten war in letzten Jahren so intensiv wie nie. Doch es gibt auch genug Verbesserungspotenzial, da die bilateralen Beziehungen in zweierlei Hinsicht nachhinken — zum einen fehlen immer noch gro‎ße amerikanische Investoren in Rumänien, zum zweiten gehört Rumänien noch nicht zu den Ländern im US-Programm Visa Waiver, das eine visumsfreie Einreise der rumänischen Bürger in die USA möglich macht.



    In einem Interview mit Radio Rumänien hat der republikanische Kongressabgeordnete Mac Thornberry erklärt, dass in Washington ein hohes Interesse an einer teilweisen Änderung der Ma‎ßstäbe zur Aufnahme in das Visa Waiver Programm besteht, so dass auch Rumänien und Polen aufgenommen werden können. Allerdings sei es aufgrund der besonders intensiv geführten Migrationsdebatte in den USA wenig wahrscheinlich, dass das Programm in absehbarer Zukunft geändert wird, räumte Thornberry ein – er bestätigte so praktisch die Aussagen von Mark Taplin, des früheren Geschäftsträgers der US-Botschaft in Bukarest. Auch Taplin hatte gegenüber Radio Rumänien erklärt, dass es au‎ßerhalb von Visa Waiver wenige Staaten gibt, mit denen die USA so enge Beziehungen hat wie mit Rumänien.



    Ein weiteres au‎ßenpolitisches Ziel Rumäniens — der Schengen-Beitritt — rückt inzwischen in Reichweite. Der Beitritt war 2011 vor dem Hintergrund nicht ausreichender Reformen in der Justiz und kaum überzeugender Ergebnisse in der Bekämpfung der Korruption auf unbestimmte Zeit verschoben worden. Jetzt wird das Thema gerade wieder aktuell aufgerollt. Holland, das früher offen gegen einen Beitritt Rumäniens zu Schengen war, will die Frage neu prüfen und zu einer Entscheidung kommen. Kenner der rumänischen Au‎ßenpolitik sind der Meinung, dass Rumänien seine Aussichten auf eine Aufnahme in den Schengen-Raum verbessert habe, nachdem Erfolge in der Korruptionsbekämpfung vorzuzeigen sind und niemand mehr sicher vor den Ermittlungen der Staatsanwälte aus der Antikorruptionsbehörde DNA ist: Minister, Vorsitzende der Kreisräte, Abgeordnete, Bürgermeister, Richter und Staatsanwälte, Rechtsanwälte und Manager der staatlichen Betriebe und Ämter sind in letzter Zeit zum Ziel solcher Ermittlungen geworden.



    Allerdings scheint es, dass das Parlament in Bukarest sich immer wieder gegen die Interessen der Justiz oder die gesellschaftliche Moral stellt. Letzte Woche lehnte das Plenum des Senats die Zustimmung für die Untersuchungshaft des sozialdemokratischen Senators Dan Şova im Zuge einer Ermittlung wegen Amtsmissbrauchs ab. Die Einmischung der Politik in die Belange der Justiz scheint von den Bürgern jedoch nicht mehr widerspruchslos akzeptiert zu werden — in rumänischen Städten wie Bukarest, Cluj oder Sibiu, aber auch vor den diplomatischen Vertretungen Rumäniens in Rom, Mailand und Turin protestierten über das vergangene Wochenende Menschen gegen das Verhalten der Politik.

    In recent years, commentators have had every reason to conclude that Romania and the US have had one of their closest relationships in political and military terms in their history. However, despite this excellent relationship, the big American investors are yet to come and Romania has still not been included in the Visa Waiver program.



    As regards the visa waiver for Romanians, the Republican congressman Mac Thornberry said recently in an interview to Radio Romania that the US was highly interested in partially changing the Visa Waver program criteria to the benefit of Romania and Poland. However, he admitted that chances are slim for these changes to take effect soon, due to the heated debates caused by immigration in the US. The congressman thus confirms the statements made by the former charge d’affairs of the US Embassy to Bucharest, Mark Taplin in an interview to Radio Romania a few days ago. Taplin also said that, of the states that are not included in the Visa Waver program, there are not many to have such a close relationship with the US as Romania.



    Another major foreign policy goal for Romania, the Schengen accession, is back in the spotlight. Schengen accession has been repeatedly postponed since 2011 due the lack of legal reforms and what was seen as the unconvincing efforts of the Romanian authorities to fight corruption. The Netherlands, which openly voiced its reservations to Romania’s Schengen accession in the past, now says it will analyse Romania’s case and make a decision soon.



    According to analysts in Bucharest, Romania has now higher chances to join the free movement area, given its recent success in the fight against corruption. From ministers to county council presidents, MPs and mayors, prosecutors and magistrates, the efforts of the National Anti-corruption Directorate have been wreaking havoc among the corrupt members of public administration. Occasionally, however, Parliament has been known to resist these efforts. Last week, for example, the Senate rejected a request from the National Anti-Corruption Directorate to approve the arrest and pre-trial detention of senator and former transport minister Dan Sova. Outraged with Parliament’s position, many people held protests in several cities around the country, including the capital Bucharest. Parliament’s behaviour has also come under criticism from the Romanian community in Italy who staged a protest on Sunday before the Romanian diplomatic missions in Rome, Milan and Turin.

    Bukarest: Rumäniens Verfassungsgericht hat am Mittwoch alle Anfechtungen für die Annullierung des 1. Wahlgangs der Präsidentschaftswahl vom 2. November abgelehnt. Der 1. Wahlgang wurde vom sozialdemokratischen Ministerpräsidenten Victor Ponta mit 40,44 % der Stimmen gewonnen. Sein bürgerlicher Rivale, der Kandidat der christlich-liberalen Allianz und Bürgermeister von Sibiu, z.d. Hermannstadt Klaus Iohannis kam mit 30,37 % der Stimmen auf Platz zwei. Für den 2. Wahlgang hat sich Victor Ponta die Unterstützung des Senatsvorsitzenden Călin Popescu Tăriceanu, des Vorsitzenden der Gro‎ßrumänien-Partei Corneliu Vadim Tudor und des Unabhängigen Teodor Meleşcanu gesichert. Der Kandidat der Christlich-Liberalen Allianz, Klaus Iohannis, kündigte hingegen an, er werde mit niemandem für die Unterstützung im 2. Wahlgang verhandeln.     Bukarest: Die rumänischen Wahlberechtigten aus dem Ausland können für den 2.Wahlgang der Präsidentschaftswahl vom 16. November die nötige eidesstattliche Erklärung auf den Internetseiten des Zentralen Wahlbüros und des rumänischen Au‎ßenministeriums finden. Die Erklärungen können im Voraus ausgefüllt werden, sollen aber vor den Vertretern der Wahlbüros unterzeichnet werden, beschlo‎ß das Zentrale Wahlbüro. Innerhalb von 5 Tagen sollten auch die freien Stellen in den Wahlbüros im Ausland belegt werden. Das Zentrale Wahlbüro traf diese Ma‎ßnahmen nachdem am Sonntag, beim 1. Wahlgang vor den rumänischen Botschaften im Ausland lange Schlangen gebildet wurden und die Wahlberechtigten stundenlang warten mussten, um ihre Stimme abgeben zu können. Hunderte Rumänen konnten dennoch nicht wählen, weil die Wahlbüros um 21 Uhr geschlossen wurden.



    Bukarest: Der Senator Mircea Geoană, Vorsitzender des Sonderausschusses der Angeodnetenkammer und des Senats zum Schengenbeitritt Rumäniens hat in einem Schreiben an den neuen Mehrheitsführer im US-Senat Mitch McConnell seine Unterstützung gefordert, damit Rumänien und Polen ins Programm für Visumfreies Reisen in die USA Visa Waiver aufgenommen werden. Das Visa Waiver Program ermöglicht es den Bürgern der an diesem Programm teilnehmenden Länder für die Dauer von 90 Tagen oder weniger zu touristischen oder geschäftlichen Zwecken ohne ein Visum in die USA zu reisen. In seinem Schreiben betonte der Senator Geoană dass Rumänien und sie USA starke Verbündete und strategische Partner in Europa und der Welt seien. Am Dienstag übernahmen die Republikaner bei US-Kongresswahlen die Kontrolle über den Senat. 2010 hatten sie sich auch die Mehrheit im Repräsentantenhaus gesichert. Der neue Kongress soll sich am 3. Januar konstituieren.



    London: Die aus der EU stammenden Einwanderer haben in den letzten 10 Jahren durch Steuern mit 26 Milliarden Euro zur Staatskasse Gro‎ßbritanniens beigetragen. Das besagte ein Bericht, der von London University College erstellt und am Mittwoch in London veröffentlicht wurde. Ein Viertel der Summe stammte von osteuropäischen Einwanderern, die oftmals im Vereinigten Königreich stigmatisiert werden. Jügst wurde erneut eine heikle Debatte zum Thema Immigration ausgelöst. Der britische Premier David Cameron möchte die Einwanderung aus den EU-Mitgliedsaaten vor den Parlamentswahlen begrenzen. Er versprach auch bis 2017 ein Referendum über die EU-Mitgliedschaft Gro‎ßbritanniens zu organisieren, sollte seine Partei die Wahlen im Mai 2015 gewinnen.



    Sport: Der rumänische Fu‎ßballmeister Steaua Bukarest ist am Mittwoch nach Portugal gereist. Am Donnerstag tritt Steaua im Rückspiel gegen Rio Ave, in der Gruppe J der Europa-League an.
