Multilateralism – The Romanian Foreign Minister Bogdan Aurescu on Friday participated in a ministerial videoconference of the Alliance for Multilateralism, on the occasion of the 75th anniversary of the United Nations. According to the Romanian Foreign Ministry, the participants assessed the way in which the international system acted in the context of the COVID-19 pandemic and looked into ways to consolidate the multilateral architecture, especially in the health domain. The participants also looked into the fight against infodemic — this complex information phenomenon with various elements among which fake news, hearsay, inaccurate pieces of information which undermine the stability of societies, the credibility of institutions and induce panic and anxiety among people. In his speech minister Bogdan Aurescu hailed the 75th anniversary of the UN, the creation of the organization being a reference moment in the international system set up after WWII. He expressed Romania’s firm commitment to multilateralism and underlined the importance of protecting and consolidating multilateralism to face the challenges generated by the pandemic, including the so-called infodemic. The meeting, hosted by Jean-Yves le Drian, the French Foreign Minister and Heiko Maas, the German Foreign Minister, was attended by more than 40 ministers, state secretaries and other officials from around the world.

Coronavirus RO — In Romania, latest figures published by the Strategic Communication Group show more than 25,600 cases of coronavirus infection. Most of the cases have so far been reported in Bucharest and Suceva county, in the north east. Of the contaminated people, more than 18,100 have recovered, with 1,579 people having died. In this context, the Liberal PM Ludovic Orban has asked the authorities to mobilize and undertake more checks. He has pointed out that in the context of the danger posed by the coronavirus being questioned by some politicians, the current public information campaign must convince citizens to observe protection rules. In another development, Romanian researchers say that people who have been contaminated and recovered from COVID-19 infection are quite unlikely to get infected again. They have reached this conclusion after having analyzed the SARS-CoV-2 virus identified in Romania and which was proved to originate from China. Most probably the spread of the virus in Romania occurred at community level, across the country’s regions.

Coronavirus world — The total number of coronavirus cases around the world has exceeded 9.9 million, with 496 thousand deaths reported, according to worldometers.info. The epicenter of the pandemic is now on the two American continents, where Brazil is expected to reach soon the threshold of 1.3 million contaminations. So far 56 thousand Brazilians have been killed by the virus and the situation is worsening, as the virus is spreading to smaller localities from where the patients are transported to urban centers with better medical infrastructure. The hardest hit country remains the US with more than 127 thousand deaths and 2.5 million confirmed cases. In another move, the EU member states have to decide on a list of 15 states whose citizens can travel to the EU as of July 1. The proposed list includes 14 countries: Algeria, Australia, Canada, Georgia, Japan, Montenegro, Morocco, New Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia and Uruguay and possibly China. Also the list might include such states as Andorra, Monaco, the Vatican and San Marino.

Weather –— Hundreds of people have been evacuated and hundred of households, plots of land and roads in the southwest of Romania have been flooded by the Jiu River which outburst its banks. In the northeast, on the Prut River, the high flood propagating from Ukraine is now subsiding, after having reached its maximum level on Friday. The weather is warm with rainfalls in the north and northwest. The highs of the day range from 28 to 32 degrees C, with a 30 degree reading in Bucharest at noon. (tr. L. Simion)

Coronavirus
Romania. Coronavirus
infections pass 19,600 in Romania, while the death toll goes up to 1,288. More than 13,800 have recovered. The
authorities say the country is on a downward trend as far as new cases are
concerned, with increasingly fewer serious cases and a low community transmission
rate. Now is the time to start testing the population to establish the scale of
infection, said the health minister Nelu Tataru. He signed an order to approve
this survey, which is to be coordinated by the National Institute for Public
Health. The testing will be carried out from June to September and will involve
the harvesting of 29,000 samples, with the first results expected in autumn.
The health minister says this survey is necessary to be able to establish
future public health protection measures.

Coronavirus
world. Global coronavirus infections near 6.4 million, while the death toll
stands at 380,000, according to data from Johns Hopkins University.
More than a quarter of confirmed cases, 1.8 million, were reported in the
United States, which also has the highest death toll, 106,000. Brazil saw a new
record number of deaths, with the total number passing 30,000. In Europe,
Russia has the highest number of cases, 423,000, while the UK has the highest death
toll, almost 40,000. To prevent a second wave, everyone arriving in the UK as
of 8th June will be asked to self-isolate. A series of restrictions
remain in place in Italy, which is today opening its borders with the Schengen
countries. 20 European states, including Germany, Denmark, Belgium Switzerland,
Poland, Romania, Russia and Hungary, have not yet resumed flights to Italy.

Repatriation. The
foreign ministry in Bucharest says that on 1st June it facilitated
the repatriation of 70 Romanian citizens from Turkey and another 190 from the
UK, as they were stranded abroad following travel restrictions to curb the
pandemic. The Romanian authorities also facilitated the return of two Turkish
citizens, two Greek citizens and an Iranian citizen who had their residence in
Romania. As part of the move, 124 foreign nationals were able to travel to the
UK and 58 Turkish nationals to Turkey.

Middle East. In a telephone conversation with
his Israeli counterpart Gabriel
Ashkenazi, the Romanian foreign minister Bogdan Aurescu conveyed
Romania’s full readiness to deepen and expand bilateral cooperation in all
areas of mutual interest. The two officials agreed to hold, most likely in the
first part of next year, a third joint meeting of their respective cabinets.
They also hailed the excellent level of Romanian-Israeli relations, which have
been consolidated over seven decades of uninterrupted diplomatic ties and
expressed their appreciation for Israel’s community of Romanian origin. The
Romanian foreign minister reiterated his country’s constant support for the
consolidation of the EU-Israel dialogue, including with respect to the peace
process in the Middle East. In this context, minister Aurescu reaffirmed
Romania’s support for a sustainable solution founded on the co-existence, in
peace and security, of two states, Israel and Palestine.

GRECO. Rule of law is one of the fundamental values of the
European Union, lying at its very foundation. Preserving it and holding
responsible those who abuse the confidence of the European citizens is
essential in maintaining the legitimacy of the Union, especially in a time of
crisis of confidence, warns the Chief European Public Prosecutor Laura Kovesi
in a feature article in the annual report of the Council of Europe’s
anticorruption body, the Group of States against Corruption or GRECO. Kovesi,
who formerly headed Romania’s Anticorruption Directorate, said the creation of
the European Public Prosecutor’s Office, which will become operational at the
end of the year, is an important step in this direction, with the potential to
completely change the paradigm in the field of criminal justice. She also said
she wanted the new body to be a flexible, result-oriented institution, whose
effectiveness of proceedings will be accompanied by strict compliance with the
fundamental guarantees of the persons who are subject to the investigations.
The European Public Prosecutor’s Office will be an independent institution in
charge of investigating, prosecuting and
bringing to judgment crimes against the EU budget, such as fraud, corruption or
cross-border VAT fraud involving more than 10 million euros.

US protests. Tens
of thousands of Americans again took to the streets on Tuesday for the 8th
day in a row to protest against the death of a black man, George Floyd, after a
white police officer knelt on his neck for 8 minutes. Demonstrations were held
in many cities across the US. In Washington, protesters defied an overnight
curfew, while New York saw violent clashes and looting. The former US president
George W. Bush said the protesters should be heard, while the Democratic
leaders continued to criticise Donald Trump, who stood for a tough response to
maintain order and who even threatened to call in the army. Anti-racism
protests were also held on Tuesday night in France, with clashes between
protesters and the security forces taking place in Paris. The French protesters
called for justice in the case of Adama Traoré, a 24-old man who died in police
custody four years ago.

TOLL
The total number of people killed by the new coronavirus in Romania has reached
215, the Strategic Communication Group announced on Wednesday. The number of
the infected currently stands at 4761 after 344 new cases have been reported.
528 out of the people infected have been declared cured and left hospitals but
162 patients are in the ER units for treatment. 651 Romanians have been
infected with the new virus abroad while 37 Romanian nationals have lost their
lives abroad since the beginning of the crisis. The country’s president Klaus
Iohannis has again called on citizens to observe the measures imposed and stay
at home during the Easter holidays adding that he will be doing the same, spend
the holidays at home with wife and no guests. Health minister Nelu Tataru said
that Romania is yet to reach the peak of the pandemic, which is most likely to
happen late this month. Also on Wednesday, with a landslide majority, the
Senate in Romania passed a draft law providing for granting survivor’s benefits
and other compensations to family members of the medical personnel who lost
their lives in the fight against the virus.

RESIGNATION EU science chief Mauro Ferrari has resigned over the
response of the EU bloc to the coronavirus outbreak. Ferrari, who took over in
January for a four-year term, has invoked the institutional resistance and
bureaucratic infighting within the EU complex structures to his proposal for a
wide scale scientific programme to combat COvid-19. EU governments and
institutions have been accused of chaotic response to the pandemic, failing to
respond quickly and not working together, Reuters reports. On Wednesday, for
example, European finance ministers failed to
reach an agreement on a common relief package to counteract the effects of the
coronavirus pandemic. In another development, the EU prepared a 15.6 billion
euro plan aimed at assisting partner countries in fighting the pandemic. The
money will benefit African countries, countries included in the vicinity
policy, like the Western Balkans, Middle East and North Africa, countries in
Asia the Pacific area, Latin America and the Caribbean

EVENT The 15th edition of
Bookfest International Book Fair due to take place in Bucharest between the 27th
and the 31st of May has been cancelled. The decision comes after an
announcement by president Klaus Iohannis that the state of emergency will be
extended for another 30 days, until mid-May. Japan was supposed to be the guest
country of the fair this year. Bookfest is one of the many major cultural
events cancelled because of the coronavirus outbreak in Romania.

COVID
‘The Covid-19 crisis
has pushed us to rethink connectivity in all dimensions, on both sides of the
Atlantic. The free movement of people, goods and ideas – the nerves that kept
our world in motion – has started facing baffling setbacks. These times of
restraints and uncertainty may stem democracies from thriving and may bring
inevitable if temporary limitations upon our democratic societies. Our
democratic values, no matter how deeply rooted in our common thinking, will be
inevitably challenged by the temporary physical limits put in place in the face
of this invisible enemy. It is our mission to step up efforts nationally and at
EU level to reassure Europe’s citizens. We must act to protect the social
fabric of our built-in democratic interdependence, safeguard the freedom of
movement of essential goods and provide real prospects for resuming the freedom
of movement of people as soon as possible’, Romanian Minister Bogdan Aurescu wrote
in an article carried by the EU Observer. We recall that the number of people
infected with the new coronavirus the world over has exceeded 1.4 million and
82 thousand people have so far lost their lives. 300 thousand people have been
cured. Five countries have more than 100 thousand cases, the USA, Spain, Italy,
France and Germany. 1939 people have died in the past 24 hours on the US
territory, the highest daily toll registered since the beginning of the
outbreak. 11 Romanian doctors and four nurses are helping their colleagues in
Lombardy, northern Italy for a period of 14 days.

INTERVIEWS Specialized committees of
the Romanian Parliament are interviewing the ministers that would form Prime
Minister Ludovic Orban’s second cabinet. On Tuesday, economy minister Virgil
Popescu and Foreign Minister Bogdan Aurescu got endorsed, whereas Ion Stefan
proposed for the Ministry of Development, Ionut Stroe at the Ministry of Youth
and Sports, Catalin Predoiu for the Ministry of Justice and Monica Anisie for
the Ministry of Education were rejected. On Monday, Nicolae Ciuca, the current
interim minister of defense, was the only one to get endorsement. Another
three, namely Finance Minister Florin Citu, Interior Minister Marcel Vela and Environment
Minister Costel Alexe got negative opinions. The 16 ministers of the Orban 2
government, which has the same structure and membership as the government
dismissed by means of a no-confidence vote, are being heard until Wednesday,
and the investiture vote is scheduled for February 24. The Prime Minister
Designate has decided to maintain the same membership of the Government because
he was satisfied with their activities. The opposition Social Democratic Party
has announced it will not vote the candidates proposed to form the new
government. The National Liberal Party’s plan is to get the two governments
rejected, in order to dissolve Parliament and start early elections. The Parliamentary
elections might thus be held between the 15th and the 30th
of June, which is within the same timeframe as the local elections.

MINISTER Romania’s president Klaus Iohannis received the Foreign and
European Affairs Minister of Slovakia, Miroslav Lajcak in Bucharest on Tuesday.
The two officials hailed the way in which the two national minorities are integrated
in the two societies, Romanian and Slovak, significantly contributing to the
development of the ties between the two countries. Iohannis also evoked the
excellent relations between the two countries built upon historical and
cultural affinities as well as on converging interests in the political,
economic and security fields. The two high officials voiced their commitment to
carrying on the consolidation of the bilateral relation, including of the
political dialogue. Also on Tuesday, the Slovak official met the head of the
Romanian diplomacy Bogdan Aurescu who said that Romania endorses a future
decision on opening accession negotiations with Albania and North Macedonia as
soon as possible.

DRILL The Chief of Staff of the
Romanian Army, General – Lieutenant Daniel Petrescu, on Tuesday attended, at
the ‘General Emanoil Ionescu’ 71 Air Base in Campia Turzii, in north-western
Romania, the Distinguished Visitors’ Day of the Romanian – American Exercise
DACIAN REAPER-20. The event was also attended by US ambassador to Romania,
Adrian Zuckerman. One of the most advanced drones in the world, owned by the US
Army, was presented on the occasion. Over January – March 2020, the Airbase in
Campia Turzii is hosting this event organized and planned in 2019. The US
soldiers are members of a unit that carries out information, surveillance and
research missions from the Miroslawiec airport in Poland.

GOVERNMENT Romania’s Prime Minister designate Ludovic
Orban has submitted to Parliament a list of the new cabinet’s ministers and the
updated governing programme with a view to launching procedures for their swearing
in. Orban has specified the new cabinet has the same ministers as the one sacked
through a no-confidence motion last week. We recall the motion had been tabled
by the Social Democrats and UDMR in response to the former cabinet’s assuming
responsibility for returning to the two-round voting system in the local election.
The Liberals have announced they are not going to vote for their own executive
hoping this will lead to early election. However, the Social Democrats, who aren’t
in favour of early election, said they are ready for any kind of election. In
the meantime, the Social-Democrats have notified the country’s Constitutional
Court, dissatisfied with Orban’s second nomination as a Prime Minister and are
invoking an institutional conflict between Parliament and the presidency.

HANDBALL Thailand will be Romania’s opponent in the women’s
pre-Olympic handball tournament in Montenegro together with the host country
and Norway, the International Handball Federation has announced. The
tournaments will be held over March 20th and 22nd. The
first two sides in each tournament will qualify for the upcoming Tokyo
Olympics.

MEETING Romania’s Foreign Minister Bogdan Aurescu on Monday met Rafael
Grossi, director of the International Atomic Energy Agency (IAEA) on the
sidelines of the International Conference on Nuclear Security held under the
presidency of Romania and the Republic of Panama. Aspects related to political
and technical cooperation between Bucharest and IAEA were tackled as well as
topical issues on international agenda with emphasis on Iran’s nuclear programme.
Aurescu mentioned the IAEA designation of the International Institute of
Nuclear Research in Pitesti, southern Romania as an International Centre of
Excellency for Research Reactors. The International Conference on Nuclear
Security is an IAEA major event in the field of nuclear security and takes
place once in three years.

STATISTICS The trade balance deficit deepened in
Romania in 2019, standing at 17.28 billion euros, by 2.16 billion more than in
2018. Exports increased by 1.9% and imports by 4.2%, according to data released
on Monday by the National Statistics Institute. The highest shares in the
structure of exports and imports are represented by automobiles and transport
equipment and other manufactured goods. 6.9% of total exports was represented
by foodstuffs and livestock, while the imports of the same category of goods
stood at 7.8%. According to the Institute, Romania’s exports of raw materials,
non-food products, mineral fuels and lubricants dropped.

Défense – Les intérêts de la Roumanie et de ses ressortissants n’ont pas été touchés par la situation en Irak et au Moyen Orient, a déclaré aujourd’hui le ministre des Affaires Etrangères, Bogdan Aurescu. Il a ajouté que la Roumanie coordonnait constamment ses actions avec ses partenaires de l’UE et de l’OTAN, ainsi qu’avec ses partenaires stratégiques, dont notamment les Etats-Unis. Le chef de la diplomatie roumaine et le ministre roumain de la Défense, Nicolae Ciuca sont auditionnés aujourd’hui au sujet de la situation au Moyen Orient, dans le cadre d’une réunion commune des Commissions sénatoriales de défense, ordre public et sécurité nationale et respectivement de Politique étrangère. La semaine dernière, le ministre de la défense, Nicolae Ciuca a affirmé que dans les structures spécialisées, le suivi et l’évaluation de la situation au Moyen Orient se poursuivait, pour que les mesures nécessaires puissent être adoptées.

OTAN – Les forces navales roumaines assument officiellement jeudi le commandement du groupement naval permanent de lutte contre les mines de l’OTAN, qui réunira des bâtiments de guerre de Bulgarie, Allemagne, Italie, Espagne et Turquie. Le capitaine commandeur Valentin Cătălin Vlad sera le commandant du groupement de janvier à juin, alors que le navire de commandement sera le mouilleur de mines « Vice-amiral Constantin Balescu ». Aux côtés des 64 membres d’équipage, à bord du bâtiment se trouvera aussi l’Etat major du groupement, formé de 14 militaires roumains et trois étrangers. Le chef de l’Etat major est un officier espagnol. Le groupement sera actif en Mer Noire et dans la Méditerranée afin d’assurer la capacité de réaction immédiate au niveau de l’OTAN.

Culture – La Roumanie et la République de Moldova célèbrent aujourd’hui la fête de la culture nationale qui coïncide avec l’anniversaire du grand poète Mihai Eminescu. Cette année c’est pour la première fois que le public de tous les coins du pays participe à des événements culturels simultanés. Le 15 janvier est devenu fête de la culture nationale suite à une loi adoptée par la Chambre des Députés en 2010.

Grippe aviaire – La Roumanie a rapporté la découverte d’un foyer de grippe aviaire H5N8 dans un élevage du comté de Maramures, dans le nord, premier cas découvert en Roumanie depuis trois ans, a annoncé ce mercredi l’Organisation mondiale de la santé animale. Ce virus a tué plus de 11 mille oiseaux sur les 19 mille qui existaient dans cet élevage, alors que le reste des oiseaux ont été euthanasiés, selon l’organisation qui cite un rapport de l’autorité nationale sanitaire vétérinaire de Roumanie. En 2006, une pandémie de grippe aviaire a frappé la Roumanie, avec comme point de départ un élevage du centre du pays qui commercialisé illégalement des oiseaux vivants dans plusieurs localités.

Football – L’ancienne star du foot roumain, Adrian Mutu est officiellement le nouveau sélectionneur de l’équipe nationale des moins de 21 ans de Roumanie. Adrian Mutu (44 ans) a joué sous les couleurs de la sélection nationale dans 77 matchs officiels, devenant le meilleur buteur roumain avec 35 buts à égalité avec Gheorghe Hagi. Adrian Mutu a joué pour Inter Milan, Chelsea, Juventus et Fiorentina. Il est l’unique Roumain à avoir inscrit une centaine de buts dans le championnat italien. Il remplace Mirel Radoi, une autre ancienne star du foot roumain, qui a été promu comme coach de la sélection nationale de Roumanie. L’année dernière, sous la baguette de Radoi, les espoirs du foot roumain se sont qualifiés dans les demi-finales du Championnat européen et par conséquent aux JO de Tokyo.

Tennis – Quatre joueuses roumaines de tennis – Irina Bara, Laura Paar, Patricia Ţig et Elena-Gabriela Ruse participent ce mercredi à Melbourne au premier tour des qualifications à l’Open d’Australie, premier tournoi du Grand Chelem de l’année qui se joue du 20 janvier au 2 février. Trois autres roumaines – Simona Halep (4e mondiale), Sorana Cârstea et Irina Begu participent directement au tableau principal de la compétition. Mardi, la Roumaine Ana Bogdan a battu l’Australienne Ivana Popovic 7-6, 6-4 dans le premier round des qualifications au tableau principal de simple. Monica Niculescu a battu l’ukrainienne Angelina Kalinina 7-6, 6-2 pour affronter au premier tour la Bulgare Viktoria Tomova.

Bucharest is closely monitoring the situation in the Middle East

Through its Foreign Ministry, Romania
has announced it is closely monitoring the situation in the Middle East after
Iran acknowledged against the political turmoil last week that it had shot down
a Ukrainian passenger plane. According to the diplomacy in Bucharest, the
monitoring includes the observance of the Vienna convention, which regulates
the diplomatic relations and the liberty to associate in public places.

Hundreds of students gathered in
Tehran on Saturday night to bring homage to the 176 victims mostly Iranian and
Canadian of the 737 Boeing plane shot down by mistake by an Iranian missile
shortly after its take-off from the Tehran airport. Iran’s Islamic
Revolutionary Guard Corps have assumed responsibility for shooting down the
passenger plane of Ukraine Airlines International.

Missiles fired due to human error
have regrettably caused the horrific crash of the Ukrainian plane and the death
of 176 innocent people. Investigations continue to identify and prosecute this
great tragedy and unforgivable mistake. The Islamic Republic of Iran deeply
regrets this disastrous mistake. My thoughts and prayers go to all the mourning
families. I offer my sincerest condolences, Iranian president Hassan Rohani
wrote on Twitter.

In response his Ukrainian
counterpart Volodymyr Zelensky said that Kiev expects Tehran to conduct
complete investigation so that the culprits may be punished and Iran offer
compensations. In turn, Canadian Prime Minister Justin Trudeau said he expects
the Iranian authorities to fully cooperate in the investigation over the
incident and that his government is working together with foreign partners to
make sure the investigation is complete and detailed.

The EU High Representative for
Foreign, Security and Defence Policies Josep Borrell has summoned the EU
foreign ministers, Romania’s Bogdan Aurescu included for a special session on
Middle East issues. During the session, the head of the Romanian diplomacy has
urged the EU members to get actively involved in easing tensions and boosting
dialogue in the region. Aurescu has equally voiced Romania’s support for NATO’s
increased role in the Middle East and in fighting terrorism. Bucharest believes
in the EU & NATO complementary action.

Bukarest blickt auf die Krise im Nahen Osten

Die mit Spannung erwartete Rede des US-Präsidenten Donald Trump am Mittwochabend hat vorerst die grö‎ßten Ängste beschwichtigt. Eine militärische Konfrontation im Nahen Osten steht nicht unmittelbar bevor und die Vereinigten Staaten sagen, dass sie offen für Verhandlungen über ein neues Abkommen mit dem Iran eintretten, einem Land, dessen Atomwaffenprogramm wohlbekannt ist. Diese Aussage des amerikanischen Präsidenten erfolgt zu einem sehr angespannten Zeitpunkt, nachdem die Vereinigten Staaten den iranischen General Qassem Soleimani getötet haben. Am Mittwoch kündigte Donald Trump zudem an, zusätzliche Wirtschaftssanktionen gegen den Iran verhängen zu wollen. Er rief die NATO zu einem stärkeren Engagement im Nahen Osten auf und forderte gleichzeitig China und Russland auf, das 2015 mit Teheran abgeschlossene Atomwaffenabkommen aufzugeben und einer neuen Zusammenarbeit zuzustimmen. Washington will Frieden mit denen machen, die ihn wollen“, sagte der amerikanische Präseine zum Abschlss seiner Rede im Wei‎ßen Haus.

Die Angriffe auf die amerikanischen Militärstützpunkte im Irak, die vor dieser Rede stattfanden, haben jedoch weltweit die Gemüter aufgewühlt, so auch in Rumänien, wo Bukarest beschlossen hat, 14 rumänischen Soldaten vorübergehend aus diesem Land zu verlegen. Bukarester Beamte riefen zu einem besonnenen und diplomatischen Umgang mit der Krise auf.

Der rumänische Au‎ßenminister Bogdan Aurescu sagte: “Rumänien bekräftigt nachdrücklich seine Forderung nach Deeskalation. Wir können Ihnen auch mitteilen, dass die rumänischen Soldaten in der Koalition gegen den islamischen Staat nicht betroffen sind, was eine gute Nachricht ist. Da auch die Region Erbil, in der eine Gemeinschaft von etwa 180 Rumänen lebt, mit Raketen beschossen wurde, haben wir über das rumänische Generalkonsulat in Erbil bestätigt bekommen, dass rumänische Staatsangehörige von diesen Entwicklungen nicht betroffen sind.”

Roxana Diaconescu ist eine Rumänin, die seit fast einem Jahr in der Gegend um Erbil lebt. Sie ist 35 Jahre alt, arbeitet an ihrer Doktorarbeit in Politikwissenschaften und ist Teil einer NGO, die humanitäre Programme umsetzt. Gegenüber Radio Rumänien erklärte sie: Ich habe den iranischen Angriff nicht mitbekommen, obwohl ich nicht weit von der Militärbasis entfernt wohne, die sich im Bereich des Flughafens befindet. Ich habe die Schie‎ßerei nicht gehört. Ich wusste eigentlich nichts, bis ich am Morgen die Nachrichten las. Es war ein normaler Arbeitstag, ich ging ins Büro, mein Kind ging zur Schule. Jeder ist irgendwie besorgt darüber, was passieren könnte, jeder fragt sich, ob die Vereinigten Staaten zurückschie‎ßen werden oder nicht. Bisher haben die NGOs noch nicht mit der Rückführung ihrer ausländischen Experten aus dem Irak begonnen“.

Es ist wichtig, die öffentliche Meinung zu beruhigen, fügt der rumänische Verteidigungsminister Nicolae Ciucă hinzu. Bukarest beobachtet und analysiert die Situation im Nahen Osten, um die notwendigen Ma‎ßnahmen zu ergreifen, merkte er an.

Elections. The election campaign ahead of the second round of Romania’s
presidential elections on Sunday continues until Saturday morning at 7 am local
time. The incumbent president Klaus Iohannis, who is endorsed by the National
Liberal Party, now in power, is facing the former Social Democrat prime
minister Viorica Dancila. According to the Permanent Election Authority, the
total number of registered voters is 18,217,411. In
the first round, which saw 14 candidates in the race, Iohannis won almost 38%
of the votes and Dancila a little over 22%. Voter turnout stood at 51.19%. In
the diaspora, where voting took place over three days, a record turnout was
reported, with 675,000 people casting their ballots. The second round of voting
is also taking place over three days abroad: on Friday between 12 am and 9 pm
and on Saturday and Sunday between 7 am and 9 pm, with the possibility for the
voting to be extended until midnight. The foreign ministry has already distributed
the materials needed for the voting process abroad. 4,608,1754 ballots
were distributed among the 835 polling stations set up abroad, 100,000 more
ballots than was requested in the first round.

USR. 75% of the members of the Save Romania Union, the third largest
party in Parliament, want Dan Barna to remain president of the party, according
to the results of an online ballot, the remaining 25% wanting him to resign.
Barna said previously he was ready to hand in his resignation, following
disappointment over his performance in the presidential elections, when he
failed to reach the second round. Barna got 15% of the votes, which is below
the result of the USR-PLUS alliance in the European elections last May, where
they won 22% of the vote.

NATO. The Romanian foreign minister Bogdan Aurescu told a NATO ministerial
meeting in Brussels that Romania does not share the view that the Alliance is
in crisis and underlined that NATO’s adjustment process should continue. At the
end of the meeting, NATO secretary general Jens
Stoltenberg reiterated that NATO remains the ultimate guarantee of European and
transatlantic security. On the sidelines of the meeting, Bogdan Aurescu also
had talks with the US secretary of state Mike Pompeo, saying Romania will
continue to take part in foreign military missions and allocate 2% of GDP
spending to defence and give priority to putting into practice the two
memoranda signed recently by the two sides on cooperation in the civilian nuclear field and that of 5G infrastructure. The Romanian minister also had talks with his
counterparts from France, Croatia, Estonia and Norway.

Fair. The 26th edition of the
Gaudeamus Book Fair organised by Radio Romania is under way in Bucharest. Today’s
programme features book launches and talks with writers, historians and experts
from various fields, as well as debates on topics such as contemporary poetry
in various interpretations and writers who opposed dictatorships. 900 different
events are scheduled over the five days of the fair and 230 exhibitors are showcasing
their products, from very diverse fields. This year’s edition of the fair is
dedicated to the 30th anniversary of the anti-communist revolution
of December 1989. The poet Mircea Dinescu and the actor Ion Caramitru, who were
prominent figures of the revolution, are honorary co-presidents of the fair.

Handball. The Romanian men’s handball side Dinamo Bucharest have theoretically
won Champions League Group D after defeating the Russian side Chekhovskie
Medvedi 34-23 at home on Wednesday night. Dinamo, who had already booked their
tickets for the League play-offs, have 15 points and are followed by the Polish
side Orlen Wisla Plock and the Danish side GOG Gudme, with 9 points each. In their
final group match, Dinamo are facing Gudme away on the 1st of
December. We recall that in women’s handball, both the Romanian champions SCM
Ramnicu Valcea and the vice-champions CSM Bucharest have advanced to the Champions
League main round, with matches scheduled to take place at the start of next
year.

Economie – Le ministère roumain des Affaires étrangères a annoncé avoir pris acte des recommandations de la Commission européenne publiées dans le Rapport par pays dans le cadre du mécanisme du Semestre européen 2018. La diplomatie de Bucarest précise qu’elle coordonnera l’élaboration de la position nationale, et ce pour assurer une participation aussi large que possible. Bucarest envisage de prendre une part active à l’élaboration et à l’adoption des recommandations par le Conseil de l’UE. Le ministère des Affaires étrangères de Bucarest remarque que la Roumanie fait partie des Etats qui n’enregistrent pas des déséquilibres macroéconomiques. La diminution récente des contributions au deuxième pilier des retraites fait baisser à court terme la pression sur la capacité du gouvernement de maintenir les équilibres au niveau macroéconomique. Malgré tout, cette diminution des contributions destinées au volet privé des retraites pourrait affecter les marchés de capitaux, selon la CE. Ces contributions sont passées 5,1% à 3,75% à compter de l’année en cours, même si, selon la législation antérieure, cette contribution aurait dû croître jusqu’à 6% du salaire brut.

Convergence – Selon le Rapport de convergence pour lannée 2018 publié ce mercredi par la Commission européenne, la Roumanie ne remplirait à lheure actuelle quune seule des quatre conditions nécessaires à son intégration dans lespace monétaire européen, plus précisément celle relative aux finances publiques. En effet, Bucarest ne satisfait pas aux critères de convergences relatifs à la stabilité des prix, au taux de change et aux taux des prêts à long terme. Qui plus est, sa législation na pas été entièrement harmonisée avec le Traité sur le fonctionnement de lUE. Par ailleurs, tous les sept pays candidats à ladhésion à lespace monétaire européen unique respectent le critère concernant la gestion des finances publiques, alors quaucun des sept ne respecte lensemble des conditionnalités. En mars dernier, le gouvernement roumain a décidé de constituer une commission nationale spécialement chargée du plan visant ladoption de la monnaie unique. Selon les analystes, ladhésion de la Roumanie ne serait pas envisageable avant 2022.

Conseil de sécurité – Lors d’un débat portant sur « La protection des civils dans les conflits armés » organisé par la présidence polonaise du Conseil de Sécurité de l’ONU, l’ambassadeur roumain à l’ONU, Ion Jinga, a souligné la contribution de Bucarest aux opérations de maintien de la paix et à la protection des civils en temps de conflit armé. Et le diplomate roumain de mettre en lumière le rôle majeur de la coopération internationale, du respect des droits de l’homme et du droit international humanitaire dans la prévention des conflits. A l’heure actuelle, un millier de Roumains- militaires, observateurs et conseillers participent, dans le monde, à des missions internationales. Sur ce total, 700 contribuent sous l’égide de l’OTAN, aux missions d’Afghanistan, Kossovo et Bosnie- Herzégovine.

Justice – La procureure en chef du Parquet national anticorruption (la DNA), Laura Codruţa Kövesi, a affirmé, dans un discours prononcé au siège des Nations Unies à New York, que le plus grand défi pour la Roumanie, c’était de préserver l’indépendance des juges et des procureurs. Des tentatives répétées de modifier la législation anticorruption afin de limiter les instruments législatifs utilisés par les procureurs ou pour ne plus incriminer certains faits ont été constatées. Des cas où la levée de l’immunité des politiciens accusés d’infractions de corruption ont existé – a dit Mme Kövesi dans son discours prononcé à l’occasion d’un débat marquant le 15e anniversaire depuis l’adoption de la Convention des Nations Unies contre la corruption.

Transporteurs – Bucarest accueille mercredi et jeudi les travaux du Comité exécutif de la Fédération européenne des Transporteurs, EFT ciblés sur les problèmes actuels auxquels se heurtent actuellement les transports maritimes, routiers, navals, ferroviaires et aériens. Dirigés par Frank Moreels, président de la Fédération et par Eduardo Chagas, secrétaire général EFT, les débats se déroulent en présence de plusieurs responsables roumains parmi lesquels les présidents des deux chambres du Parlement, Liviu Dragnea et Calin Popescu Tariceanu et le ministre des Transports, Lucian Sova. Cest pour la première fois que lEFT organise son comité exécutif ailleurs quà Bruxelles.

Délinquance – 714 incidents de nature pénale ayant pour auteur ou victime des citoyens étrangers ont été enregistrés à Bucarest l’année précédente, selon une étude sociologique intitulée « Etranger en Roumanie », et réalisée par le Service Analyse et prévention de la criminalité de la Police locale de Bucarest. 511 étrangers, dont 400 hommes, sont ainsi tombés victimes de divers types d’infractions, 130 dans la zone centrale de la ville, le plus souvent dans les restaus et les bars, sous l’influence de l’alcool. En outre, 86 citoyens étrangers ont été mis sous accusation pour avoir passé illégalement la frontière d’Etat.

Criminalité – 14 personnes ont été retenues en Espagne et 5 en Roumanie dans le cadre d’une opération antifraude coordonnée par Europol et Eurojust. Le groupe criminel était dirigé depuis les deux pays mentionnés et agissait en Allemagne, République tchèque, Hongrie, Italie et Pologne. Les préjudices causés s’élèvent à au moins 8 millions d’euros. Les criminels ont réussi à tromper des hôpitaux, des mairies et de nombreuses sociétés commerciales en devenant les bénéficiaires directs de transferts d’argent dans des comptes faux. Selon la correspondante de Radio Roumanie à Madrid, les autorités espagnoles ont précisé que les investigations se poursuivaient et que le préjudice pourrait être encore plus élevé.

Météo – Il fera vraiment beau en Roumanie les prochaines 24 heures, et les températures ne cesseront pas de grimper. Ce n’est que dans les régions de l’ouest de la Roumanie et dans les Carpates qu’un risque de pluies subsiste. Les minimales seront de 7 à 17°C, alors que les maximales iront de 24 à 31° C, en fonction des régions.

Rumänien reagiert auf Anschläge in Berlin und Ankara

Das Jahresende 2016 ist in Blut getränkt. Die Anschläge von Berlin und das Attentat auf den russischen Botschafter in Ankara haben einmal mehr gezeigt, dass kein europäisches Land vor dem Terrorismus geschützt ist. Am Montagabend war ein LKW absichtlich auf einen Weihnachtsmarkt in der Stadtmitte von Berlin gelenkt worden, dabei starben zwölf Menschen und 49 wurden zum Teil schwer verletzt. Der Berater des rumänischen Präsidenten, Bogdan Aurescu, drückte in einer Beileidsbekundung die Anteilnahme des Präsidialamtes mit den Hinterbliebenen, den Behörden und dem deutschen Volk aus, angesichts der unschuldigen Opfer, der bei dieser unvorstellbaren Tragödie“ verstorbenen und verletzten Menschen.

Ministerpräsident Dacian Cioloş erwähnte in einem Beileidsschreiben an die deutsche Bundeskanzlerin Angela Merkel die Solidarität der Rumänen mit dem deutschen Volk in diesem schwierigen Moment. Rumänien verurteile aufs Schärfste jegliche Art von Terror-Anschlägen und plädiere für koordinierte und entschlossene Anstrengungen auf internationaler Ebene für die Bekämpfung des Terrors, hei‎ßt es in der Mitteilung des Regierungschefs noch.

Terroristen könnten jederzeit und überall zuschlagen, einschlie‎ßlich in Rumänien, behaupten Sicherheitsexperten. Allerdings sei die Gefahr eines Attentats auf rumänischem Gebiet kleiner als in den Staaten, die an der vordersten Front im Kampf gegen den IS stünden. Die Zeitung Adevărul zitiert den Experten für externe Sicherheit, Dan Claudiu Degeratu, der die Vorteile Rumäniens im Verhältnis zu anderen europäischen Staaten aufzählt: Das Land nimmt wenige Flüchtlinge auf und erfreut sich noch eines guten Images im Nahen Osten. Darüber hinaus sei die islamische Gemeinschaft in Rumänien nicht radikalisiert. In Deutschland, das im Vergleich dazu mehr als eine Million Flüchtlinge aufgenommen habe, sei die Lage anders, erklärt Universitätsprofessor Ştefan Popescu:

Die Tatsache, dass Deutschland für lange Zeit, das ganze Jahr 2015 und den ersten Teil des Jahres 2016, seine Tore offen hielt, bedeutet nicht gleichzeitig, dass es nicht anfällig ist. Im Gegenteil, das Land war noch mehr ausgesetzt… Jetzt ist es zum ersten Mal zum Ziel eines Terroranschlags geworden, obwohl es nicht mit Streitkräften beteiligt ist, so wie Frankreich in Subsahara-Afrika oder im Nahen und Mittleren Osten.“

Die Lage in Syrien war auch Vorwand für die kaltblütige Ermordung des russischen Botschafters in Ankara, Andrej Karlow. Das Au‎ßenministerium in Moskau bezeichnete den Vorfall als Terroranschlag. Präsidentenberater Aurescu sprach von einem abscheulichen Akt“. Ministerpräsident Cioloş betonte, derartige barbarische Angriffe auf diplomatische Vertreter seien in keinster Weise rechtfertigt und müssten um jeden Preis bekämpft werden“. Au‎ßeminister Lazăr Comănescu verweist in einem Schreiben an seinen russischen Kollegen Sergej Lawrow auf die Bedeutung der Bekämpfung von Terroranschlägen und die Verurteilung der Verantwortlichen vor Gericht. Vergesst Aleppo nicht, vergesst Syrien nicht!“ — rief der Angreifer, während er mehrere Schüsse auf den russischen Botschafter abgab. Solange unsere Ortschaften nicht in Sicherheit sind, werdet ihr euch auch nicht sicher fühlen“, lautete die offenbar gegen Russland gerichtete Drohung, ein Land, das direkt an den Militäraktionen in Syrien beteiligt ist.

WARSCHAU: NATO-Generalsekräter Jens Stoltenberg hat vor Beginn des NATO-Gipfels die Umwandlung einer rumänischen Brigade in eine multinationalle Kampfeinheit bekannt gegeben. Die Maßnahme zielt darauf ab, die NATO-Präsenz im Südosten Europas zu stärken. Stoltenberg stellte in einer Rede vor Auftakt des Gipfels in der polnischen Hauptstadt die aktuellen Herausforderungen für die nordatlantische Allianz vor. Darunter erwähnte er die Stärkung der Verteidigung innerhalb und außerhalb der NATO-Grenzen. Erwartet werden beim Warschauer Gipfel Maßnahmen zur Stärkung des Nordteils der Ostflanke und zum wirksamen Schutz gegen mögliche Angriffe aus dem Süden. Rumänien wird beim Gipfeltreffen von Staatschef Klaus Iohannis vertreten. Iohannis wird dabei für eine erhöhte Aufmerksamkeit gegenüber dem Schwarzmeeeraum und eine ausgewogene NATO-Präsenz an der Ostflanke plädieren. Anschließend wird Iohannis betonen, es sei durchaus wichtig, dass die beim letzten NATO-Gipfel in Großbritannien vereinbarten Maßnahmen umgesetzt werden. Am Rande des Gipfels in Warschau wurde am Freitag die gemeinsame Erklärung NATO-EU über die Kooperation in den Bereichen Cyber-Sicherheit und Migration unterzeichnet.

BUKAREST: Drei rumänische Militärschiffe beteligen sich an der multinationalen Marineübung BREEZE 16, die im Zeitraum 11.-17. Juli in den bulgarischen und internationalen Schwarzmeer-Gewässern stattfindet. Das gab der Generalstab der rumänischen Marine bekannt. Es handelt sich um die Fregatte Königin Maria“, mit 240 Militärs in der Besatzung, den Kreuzer für Seeminenräumung Unterleutnant Alexandru AXENTE“ sowie den Raketenträger Lastunul“ (Schwalbe) mit 60 Militärs in der Besatzung. Die rumänischen Schiffe sind Teil der Spezialkräfte, die Rumänien der Nordatlantischen Allianz zur Verfügung stellt. Die Teilnahme rumänischer Militärschiffe an NATO-Übungen gewährleistet die Interoperabilität zwischen den Militäreinheiten der NATO-Mitglieder.

CHISINAU: Der neue rumänische Botschafter in der benachbarten Moldau, Daniel Ioniţă, hat seine Prioritäten angekündigt. Das sind die Unterstützung für die europäischen Bestrebungen der Moldau und die Fortsetzung wichtiger Projekte im sozialen und im Energiebereich. Ioniţă apellierte an die Behörden in Chisinau, die Reformen weiterzuführen und zu vertiefen. Rumänien sei der solideste und ehrlichste Partner der Moldau auf derem Weg nach Europa. Die Moldau sei eine ewige strategische Priorität der rumänischen Außenpolitik“, sagte der Botschafter laut einem Bericht des Radio Rumänien- Korrespondenten in Chisinau abschließend. Die Republik Moldau entstand auf einem Teil der von der Sowjetunion 1940 infolge eines Ultimatums angeschlossenen rumänischen Gebiete. Nach der Niederlage des neo-bolschewistischen Putschs von 1991 erklärte das Land am 27. August desselben Jahres seine Unabhängigkeit.

BUKAREST: Der slowakische EU-Vorsitz will den rumänischen Ex-Außenminister Bogdan Aurescu zum ehrenamtlichen Berater für Recht und interinstitutionelle Angelegenheiten ernennen. Aurescu erklärte via Twitter, er werde die Einladung annehmen und die ehrenamtliche Tätigkeit gleichzeitig mit seiner aktuellen Tätigkeit als Präsidentenberater für Außenpolitik ausüben. Der gelernte Jurist und Karrierediplomat war im Zeitraum 2004-2009 der von Rumänien entsandte Agent am Internationalen Gerichtshof in Den Haag. In dieser Eigenschaft vertrat er Bukarest im Grenzstreit mit der Ukraine um die Abgrenzung des Kontinentalsockels im Schwarzen Meer. 2009 wurde Rumänien in dem Fall Recht gegeben. Aurescu war ab November 2014 für ein Jahr Außenminister Rumäniens.

Visite en Israël et en Palestine du chef de la diplomatie roumaine

Le chef de la diplomatie roumaine vient d’achever sa visite en Israël et à Ramallah, en Cisjordanie. Lors d’un entretien avec le premier ministre israélien, Benjamin Netanyahu, et avec la ministre des Affaires étrangères, Tzipi Hotovely, Aurescu a avancée l’idée d’une nouvelle session commune des deux gouvernements- de Bucarest et de Tel Aviv- d’ici 2016.

Dans une interview à Radio Roumanie, le responsable roumain a déclaré: La Roumanie a de bonnes relations avec Israël, des relations privilégiées, j’oserais dire, surtout du point de vue politique. Nos rapports bilatéraux sont très bons et ils se développent depuis 67 ans. Lors des discussions que j’ai eues avec le premier ministre Netanyahu et avec Mme Hotovely, nous avons décidé de préparer une nouvelle séance commune de nos gouvernements. La dernière a eu lieu en 2014. On a donc avancé l’idée d’une première session de la Commission mixte économique bilatérale à organiser le plus vite possible, vers le début de l’année prochaine, par exemple. Je vous signale que le volume des échanges commerciaux roumano- israéliens s’est monté en 2014 à plus de 530 millions de dollars. Une somme importante, mais insuffisante compte tenu du potentiel de nos rapports bilatéraux.

Aux dires du ministre roumain des Affaires Etrangères, sans doute les prémices existent pour de nouveaux investissements israéliens en Roumanie ou encore pour accroître les échanges commerciaux ou faire des projets dans des domaines d’intérêt communs tels les TI ou la cyber-sécurité.

Après la visite en Israël, Bogdan Aurescu s’est rendu dans les territoires palestiniens pour des discussions sur la sécurité dans la région et les perspectives du processus de paix au Moyen Orient. Bogdan Aurescu: Il est important d’œuvrer au renforcement du climat de confiance entre les deux parties. Lors des pourparlers que j’ai eus aussi bien à Jérusalem qu’à Ramallah, j’ai constaté que la méfiance règne des deux côtés. Or, il est évident qu’une fois recréé un climat de confiance et grâce aux efforts de l’UE et des Etats-Unis, on pourrait reparler à un moment donné d’une reprise du processus de paix au Moyen Orient.

A l’issue d’une réunion avec les membres de la communauté roumaine basée en Palestine, Bogdan Aurescu a mis en évidence la disponibilité de l’Etat roumain d’accorder le soutien nécessaire à ses ressortissants en difficulté. Par ailleurs, il a exprimé son appréciation à l’égard des membres de la communauté israélienne d’origine roumaine et a rappelé leur contribution au développement de la société israélienne et au renforcement des relations avec la Roumanie.

Bruxelles – Les leaders des 28 se réunissent aujourd’hui à Bruxelles pour un nouveau sommet consacré à la migration. La Commission prépare des mesures à long terme pour contrôler le flux de migrants, tels la réforme du système européen d’asile et un schéma permanent de redistribution des réfugiés. Les pourparlers viseront notamment l’aide destinée aux pays autour de la Syrie et la coopération avec la Turquie qui accueille déjà plus de deux millions de Syriens. La Roumanie est représentée au Sommet par le président Klaus Iohannis. Avant le sommet, le chef de l’Etat rencontrera le président du Parlement européen Martin Schultz. Hier soir, il s’était entretenu avec des responsables roumains des institutions européennes.

Bucarest – Le gouvernement de Bucarest a approuvé un projet de loi portant majoration de la somme d’argent accordée à un demandeur d’asile. Le montant que l’Etat roumain accorde pour la nourriture a été triplé alors que celui offert pour d’autres dépenses a augmenté de 10 fois. Pour la saison chaude, les dépenses mensuelles pour chaque réfugié sont estimées à 250 euros, tandis que pour la saison froide elles s’élèveraient à 270 euros. La loi établit aussi les conditions conformément auxquelles les demandeurs de protection internationale pourraient bénéficier des programmes nationaux de santé, d’accès au marché de l’emploi et des systèmes d’assurances sociales prévus pour les citoyens roumains. La loi contribuera à consolider les droits des demandeurs d’asile, à faire augmenter l’intégration des bénéficiaires de protection internationale en Roumanie et à prévenir les phénomènes négatifs spécifiques à la migration illégale.

Washington – La Constitution roumaine garantit la liberté d’expression religieuse et prévoit l’indépendance de toutes les religions qui sont également libres de s’organiser conformément à leurs propres statuts, note le Rapport du Département américain d’Etat sur la Liberté religieuse en 2014. Selon ce document, même si le cabinet de Bucarest a continué à mettre en œuvre les recommandations de la Commission Internationale d’étude de l’Holocauste en Roumanie, les minorités religieuses et notamment l’Eglise greco-catholique récupèrent assez lentement leurs propriétés confisquées dans le passé. Le rapport passe en revue aussi une série d’incidents à caractère antisémite – déclarations et attitudes négationnistes ainsi que cérémonies de commémoration de membres de la Légion de l’archange Michel – organisation d’extrême droite d’avant la Seconde Guerre mondiale. Les autorités roumaines ont pourtant déclenché des investigations dans tous ces cas, notent aussi les autorités de Washington. L’Institut Elie Wiesel poursuit son activité d’éduquer le public sur l’Holocauste et nombre de politiciens roumains condamnent publiquement les attitudes antisémites et négationnistes exprimées lors d’émissions télévisées ou sur des sites Internet, selon le département d’Etat.

Bucarest – La présence des Etats Unis en Europe constitue un engagement sérieux de ce pays pour la sécurité mondiale et la présence américaine en Roumanie est un facteur qui nous rassure a déclaré le ministre roumain des AE, Bogdan Aurescu aujourd’hui dans le cadre d’un colloque organisé par l’Institut Aspen Roumanie. Le chef de la diplomatie roumaine a passé en revue la situation dans le voisinage oriental et méridional ainsi qu’au Proche Orient, soulignant que seule une communauté euro-atlantique unie pourrait faire face aux menaces actuelles et projeter de la stabilité. Sur cette toile de fonds, au moment où la communauté euro-atlantique se trouve à un tournant, la Roumanie pourrait agir en tant qu’allié fort à la frontière orientale de l’OTAN et de l’UE, a déclaré le ministre Aurescu, précisant que cette position de pont pourrait générer la stabilité et la prospérité dans la région.

Visite – Le vice-président de la Commission européenne chargé de l’union énergétique, Maros Sefčoviči, se rend aujourd’hui à Bucarest dans le cadre d’une série de visites à travers l’Europe. Le responsable communautaire devra s’entretenir avec des membres du gouvernement et du Parlement, ainsi qu’avec des représentants de la société civile et du secteur industriel, afin de leur présenter les avantages de l’Union énergétique pour la Roumanie. Le vice-président de la Commission européenne participera également à un colloque sur des sujets stratégiques et de sécurité énergétique. A l’heure actuelle, l’UE est le plus important importateur mondial d’énergie, qui couvre 53% de sa consommation de sources extérieures. L’union énergétique vise à assurer à l’Europe une énergie bon marché, sûre et durable.

Ramallah – Une délégation parlementaire roumaine, dirigée par le président de la Commission de politique étrangère, Petru Filip se trouve aujourd’hui à Ramallah, en Cisjordanie pour des entretiens avec des membres du Conseil législatif palestinien. Hier, en Israël, les sénateurs roumains ont rencontré les représentants du Parlement israélien et du gouvernement de Jérusalem. A cette occasion, ils ont réaffirmé l’intention de la Roumanie de soutenir les perspectives du processus de paix, aux côtés des partenaires internationaux. Le chef de la délégation, Petru Filip a évoqué le rôle de médiateur que la Roumanie a joué par le passé dans la zone du Proche Orient. La visite de la délégation du Parlement de Bucarest en Israël et dans les territoires palestiniens s’achève le 17 octobre.

Dette – La
dette extérieure de la Roumanie a diminué cette année de 5 milliards d’euros,
selon la Banque centrale de Bucarest. Plus de la moitié de cette baisse est due
à une diminution de 3 milliards d’euros de la dette publique. Les chiffres
publiés par la Banque centrale roumaine concernent la situation au début du
mois dernier, lorsque la dette publique est descendue sous la barre des 30
milliards d’euros. A la fin août, l’Etat roumain avait remboursé toutes ses
dettes envers le FMI.

PSD – Le Comité exécutif national du PSD, principale composante de la coalition au pouvoir en Roumanie, analyse aujourdhui le résultat du scrutin interne dhier par lequel Liviu Dragnea a été élu président du parti. Cest pour la première fois que le leader a été élu par tous les plus de 530 mille adhérents. Le Comité exécutif national définira également la structure de léquipe de direction dont les membres seront élus par le Congrès extraordinaire du 18 octobre.

Football – Léquipe nationale de football de Roumanie a joué, dimanche soir en déplacement, contre la sélection des Îles Féroé, son dernier match de qualification à lEURO 2016. Les Roumains se sont adjugé la victoire par 3 à 0 et avec elle la qualification au tournoi final européen de France. La dernière présence de la Roumanie à un tournoi final européen remonte à 2008. Les adversaires de la Roumanie dans le groupe F ont été lIrlande du Nord, également qualifiée, la Hongrie, la Finlande, la Grèce et les îles Féroé.

Exercice – Des militaires roumains, américains, bulgares et ukrainiens effectuent, du 12 au 15 octobre, des exercices en commun dans les eaux internationales de la mer Noire. La Roumanie y est présente avec une frégate, une corvette et deux avions MIG 21 Lancer. Les Etats Unis ont envoyé le destroyer USS Porter et un avion de patrouille maritime, la Bulgarie et lUkraine participent, chacune, avec une frégate . Les exercices, axés sur des stratégies de lutte anti-sous-marine, vont vérifier la capacité de dérouler des actions en commun dans le cadre dopérations en mer Noire. Des responsables militaires américains ont déclaré que la participation à de tels exercices était une mission permanente de la 6e Flote des USA.

Education – En Roumanie, le ministère de léducation nationale et les syndicats du secteur ont ce lundi les négociations finales sur une nouvelle majoration salariale pour les enseignants. Le ministre Sorin Câmpeanu a déclaré, à une chaîne de télévision, que la hausse des salaires pourrait entrer en vigueur au 1er décembre. Deux autres majorations ont été appliquées cette année : 5% en mars et 5 autres% en septembre. De lavis du ministre, les rémunérations devraient être majorées graduellement sur les 4 ans à venir, pour que les diplômés universitaires choisissent la carrière enseignante. Le ministre de léducation nationale a également annoncé une réforme du programme scolaire, qui sera mise en œuvre entre 2017 et 2020 et qui devrait privilégier la formation de compétences à la place du stockage dinformations.

Rugby – Léquipe nationale de rugby de Roumanie a perdu, ce dimanche, le match contre lItalie sur le score de 32 à 22, ratant ainsi la qualification à la prochaine édition de la Coupe du monde. Sur les quatre rencontres de la Poule D, « Les Chênes » tricolores en ont perdu trois, étant vaincus par la France, lIrlande et lItalie, et gagné celle qui les a opposés à la sélection canadienne.

FMI – Unes mission technique du FMI est attendue cette semaine en Roumanie. A lagenda des discussions figurent notamment le budget dEtat 2016 et la possibilité de conclure un nouvel accord avec Bucarest. Cette visite a lieu dans le contexte où le FMI vient de réviser à la hausse ses estimations visant la croissance économique de la Roumanie. Une augmentation du PIB de 3,4% cette année et de 3,9% en 2016, sont les nouveaux chiffres avancés par le Fonds. Le quatrième accord consécutif de la Roumanie avec le FMI a expiré le mois dernier ; dun montant de 2 milliards deuros, il était du type préventif, mais les autorités de Bucarest nont pas recouru à ces fonds. Le ministre roumain des finances, Eugen Teodorovici déclarait récemment que Bucarest allait déposer une sollicitation officielle pour la conclusion dun nouvel accord avec le FMI.

Affaires Etrangères – Le ministre roumain des AE Bogdan Aurescu participe aujourdhui à Luxembourg à la réunion du Conseil AE. Selon un communiqué du ministère de Bucarest, les débats porteront sur la finalisation de laccord politique pour la formation dun gouvernement dunion nationale en Lybie, sur les conséquences qui en découlent pour lavenir de ce pays, sans oublier la situation en Syrie, ni le sujet de la migration en perspective du Sommet de Malte prévu pour le mois de novembre.
