    ART THEFT Recovering the golden helmet of Cotofenesti and the three Dacian bracelets of Sarmizegetusa Regia, stolen on Friday night from the Drents Museum in the Dutch city of Assen, is a priority, the Romanian authorities say. The prime minister’s office is checking the culture ministry’s documents under which the artifacts had been sent to the exhibition, and the culture minister Natalia Intotero will meet with the royal family and the prime minister of the Netherlands to convey Bucharest’s firm message that the heritage pieces be recovered as quickly as possible. Romania’s PM Marcel Ciolcu has set up a task force comprising interior ministry, justice and culture ministry officials as well as Romanian police, to manage the retrieval of these items of immeasurable historical value.

     

    BUDGET The leaders of the Social Democratic Party, the National Liberal Party, and the Democratic Union of Ethnic Hungarians in Romania, in the ruling coalition, should meet today for talks on the state budget bill and on means to reduce the deficit to no more than 7% of GDP this year. The original deadline was today, January 27, but the bill could be postponed, as recent trade union protests prompted the ruling parties to announce they are looking for legislative solutions to alter the order underlying the budget law. The alterations, which will be operated in Parliament in the first half of February, concern payment of overtime on weekends or public holidays for employees in the defence, public order and national security system. The coalition would have wanted the budget bill to reach the government this week for approval, and to be sent to Parliament early next month.

     

    FOREIGN AFFAIRS The EU foreign ministers convene today in a Foreign Affairs Council (FAC) meeting, with the main topics on the agenda including the war in Ukraine, the Middle East crisis and relations with the US after Donald Trump’s return to the White House. The FAC meeting in Brussels is the first in this format organised under the Polish EU Council presidency, which began on 1 January, and will be chaired by the EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas. It is also the first such meeting attended by Emil Hurezeanu as head of the Romanian diplomacy. The EU ministers will also have informal conference call with their Ukrainian counterpart, Andriy Sybiga.

     

    AGRICULTURE The Romanian minister of agriculture, Florin-Ionuţ Barbu, takes part on Monday in the first AgriFish Council meeting of this year, held in Brussels. According to a news release issued by the Ministry of Agriculture and Rural Development (MADR), the agenda will concern the programme of the Polish presidency, unfair trading practices and strengthening the position of farmers in the food supply chain, trade and performance verification. The Polish EU Presidency will present its work programme and set out the main priorities in the field of agriculture and fisheries for the next six months. In turn, Member State officials will analyse the necessary revision of the performance verification procedure under the financing rules of the Common Agricultural Policy, the Romanian agriculture ministry explained.

     

    BACCALAUREATE High school senior students in Romania are taking the oral tests in the first session of this year’s Baccalaureate exam starting today. The assessment of communication skills in Romanian takes place until Wednesday, with the oral tests in ethnic minorities’ native languages held over three days, starting on January 29. The foreign language oral tests are scheduled between February 3 and 5, and digital skills will be tested between February 5 and 7. The organisation of these tests during the school year has been criticised by some students, teachers and education experts, especially because high school students must also attend classes during the exam days. The written tests in the Baccalaureate exam begins on May 30 and end on June 30, when the final results are to be announced.

     

    BELARUS The incumbent president of Belarus Alexander Lukashenko won the presidential election with 87.6% of the votes, according to an exit poll which also says his 4 opponents received 1-2% of the votes. International media say the elections are intended to give a seventh consecutive term to the authoritarian Lukashenko, in power since 1994 and viewed as the most compliant ally of Putin’s Russia. On the eve of the election, the EU diplomacy chief Kaja Kallas stated that the regime in Minsk has “no legitimacy” and called the “sham election” an affront to democracy. In turn, MEPs demanded that the results of the Belarus election not be recognized, especially since the previous elections, in 2020, which were very likely rigged, were followed by ruthless repression of protests. According to the UN, more than 300,000 Belarusians out of a total population of nine million have fled their country for political reasons, mainly to neighbouring Poland. There are reportedly over 1,200 political prisoners in Belarus. (AMP)

    Commemoration — The wounds caused by communism will never be fully healed, and our duty is to cultivate, every day, the respect for democratic values, as well as for the historical truth, and to educate the younger generations in this sense. This message was conveyed on Sunday by the Prime Minister Nicolae Ciucă on the occasion of the National Remembrance Day of Martyrs of Communist Prisons. “75 years ago, on the night of May 14/15, 1948, the communist authorities launched a vast repressive operation, marking the beginning of a long series of horrors. For almost half a century, Romania was in the darkness of totalitarianism, all the strongholds of democracy being destroyed, one by one” the prime minister said in his message. According to him, all this ordeal ended in December 1989, through blood sacrifice, when Romanians won the fight for freedom and democracy.



    Jobs – The number of jobs held in public institutions and authorities in Romania was, in March 2023, 1,277,054, 470 more compared to the previous month, 63.88% of which were in the central public administration, according to data published on the Finance Ministrys website. Out of the total of 815,788 employees in the central public administration, 600,805 worked in institutions fully financed from the state budget (plus 76 employees compared to February 2023). The largest number of occupied positions was recorded in the Education Ministry, respectively 295,367, the Interior Ministry – 125,184, the Defense Ministry – 71,989, the Finance Ministry – 24,695 and the Health Ministry – 18,202. In March, 461,266 people worked in the local public administration (plus 136), of whom 281,482 in institutions fully financed from local budgets (plus 434) and 179,784 in institutions fully or partially financed from own revenues (minus 166). The coalition government adopted, on Friday, the Emergency Ordinance on the reduction of public expenses, which, among other measures, stipulates, this year, the suspension of contests or exams for filling vacant or temporarily vacant positions, with the exception of unique jobs.



    Mission – A maritime vessel and two port surveillance and control sloops of the Romanian Coast Guard will participate, for two months, in the Mediterranean Sea, in an international Frontex mission to save human lives in danger. According to a Border Police General Inspectorate’s press release, submitted to the media on Sunday, they will carry out individual patrol, surveillance, search and rescue missions in the Mediterranean Sea, at the external maritime border of the European Union. The main objective of the joint operation, called THEMIS, is to support the Italian authorities in the surveillance and control of the Union’s maritime borders, as well as in the search and rescue of persons in distress at sea.



    Football – The national football team of Belarus will play in Hungary, behind closed doors, the June matches against Israel and Kosovo, from Group I of the EURO 2024 preliminaries, a group which also includes Romania – the Hungarian football federation announced, after UEFA ordered Belarus to play on neutral ground. Unlike Russia, excluded from UEFA competitions after the invasion of Ukraine, its ally Belarus was not suspended by the European football forum. Belarus started the EURO 2024 preliminaries with two defeats, against Switzerland (0-5, a match that took place in Serbia) and against Romania (1-2 in Bucharest). Winner of the match in Andora too, score 2-0, Romania is ranked 2nd in the group, after Switzerland, which has a better goal difference. The two top-ranking teams in each group qualify for the final tournament in Germany. Romania has participated in five editions of the European Championship, with the best performance being the quarter-final at EURO 2000.



    Berlin – The Ukrainian president, Volodymyr Zelensky, said on Sunday in Berlin that Ukraine and its Western supporters could make Russias defeat in the war in Ukraine “irreversible” as early as this year. He was received by President Frank-Walter Steinmeier and Chancellor Olaf Scholz, during his first visit to Germany since the start of the Russian invasion of Ukraine. Volodymyr Zelensky thanked Berlin for its help and solidarity following Germanys announcement that it will supply Kiev with weaponry worth nearly three billion dollars. In turn, Olaf Scholz said that the new package is a strong indication of support for the fight against the Russian invasion, support that will continue as long as necessary. The Defense Ministry in Berlin specified that the aid will include anti-aircraft defense systems, battle tanks, infantry vehicles, artillery ammunition and hundreds of reconnaissance aerial vehicles. This is the largest package of weapons provided by Germany to strengthen the Ukrainian armed forces, since the start of the war by Russia. (LS)

    European Championship in 2024. In qualifying Group 1, the Romanians have
    secured a 2-0 win against Andorra and a 2-1 home victory against Belarus. In
    both games, the team coached by Edward Iordanescu managed pretty good shows
    against the representatives of Andorra, currently ranking 153rd and
    Belarus, which is occupying the 97th position in a FIFA ranking. In
    the same ranking Romania comes 52nd.




    For the Romanian footballers
    these two matches proved to be real training sessions for the more difficult
    games to come in the month of June. The Romanians managed to surprise their
    opponents with crisp actions but unfortunately failed to capitalize on them
    most of the time. There is also room for improvement in the team’s defence
    line, which showed complacency refusing to believe the opponents could really
    pose a threat. But on Tuesday Belarus proved to be a force to be reckoned with
    and managed to reduce the difference with a goal in the 86th minute
    of the game. A draw against Belarus would spell disaster for the Romanian
    footballers who could thus see their qualifying chances down the drain.




    Now the lineup sent to the pitch
    by coach Iordănescu is ranking second in the group, on par with Switzerland,
    which is first thanks to a better goal average. The Swiss side thrashed Belarus
    5-0 on Saturday and secured a 3-0 home win against Israel. A surprising result
    was the one-all draw Andorra got in Kosovo against a side, which has 2 points
    and is presently ranking third in the group, right after Romania. Andorra comes
    in fourth and Israel fifth, each with a point. Belarus is the last side in the group with no
    point. The Romanians will next take on Kosovo in an away game on June 16th
    and three days later will be up against Switzerland. Their qualification campaign
    is due to resume in September.

    Justice – A Bucarest, la Commission parlementaire spéciale chargée des Lois de la Justice a approuvé lundi, avec 16 voix pour et 6 contre, le rapport du projet réglementant l’organisation et le fonctionnement du Conseil supérieur de la magistrature. Le rapport sera par la suite examiné par la Chambre des députés, la chambre décisionnelle dans cette affaire. Avant le vote, le député USR, en opposition, Stelian Ion, a demandé à la Commission parlementaire d’attendre la réponse de la Commission de Venise avant de se prononcer. Une sollicitation que le président de la Commission, le député libéral, Gabriel Andronache, a rejeté, en invoquant les délais dépassés du vote. Le prochain projet du paquet de lois de la Justice qui fera l’objet des débats au sein de la Commission parlementaire spéciale est celui qui gère l’organisation judiciaire.

    Belarus – Le ministère roumain des Affaires Etrangères a convoqué à Bucarest le chargé d’affaires par intérim du Belarus après que le président biélorusse, Aleksandr Loukachenko, eut affirmé que les Etats Unis poussaient l’Europe vers une confrontation militaire avec la Russie sur le territoire de l’Ukraine et que d’autres Etats, y compris la Roumanie y seraient directement impliqués. Bogdan Aurescu, le chef de la diplomatie roumaine a déclaré que « la Roumanie rejette fermement de telles affirmations inadmissibles qui alimentent la rhétorique d’un recours à la force et à la menace dans les relations internationales ». Le ministère des Affaires Etrangères de Bucarest rappelle que la Roumanie est un Etat membre de l’OTAN qui bénéficie de toutes les garanties sécuritaires qui en découlent.

    Oradea – La ville d’Oradea, dans le nord-ouest de la Roumanie, est en 6ème position dans le classement des meilleures destinations touristiques européennes réalisé suite aux votes des 500 000 touristes du monde entier, a annoncé le Ministère roumain du tourisme. Selon le classement, Oradea est considérée comme un modèle parmi les destinations touristiques roumaines, avec son paysage architectural surprenant et la richesse de son agenda culturel. Le classement comprend des destinations touristiques situées partout en Europe, et la Roumanie réussit à surclasser des pays comme l’Angleterre, l’Italie, la Grèce ou l’Autriche. Désignée cette année comme « la plus belle destination Art nouveau » d’Europe, Oradea mérite de se trouver sur la liste des destinations touristiques qu’il faut visiter au moins une fois dans sa vie.

    George Enescu – La dernière finale du Concours international George Enescu 2022 s’est achevée lundi, à Bucarest. Alexandra Segal d’Israël s’est située première dans la section piano. Le jeune musicien luxembourgeois, Benjamin Kruithof, a remporté la section Violoncelle, et la Roumaine Maria Marica, la section violon. Dans la section consacrée aux compositeurs, les gagnants ont été le Sud-Coréen, Shin Kim pour la musique symphonique et l’Italien Leonardo Marino pour la musique de chambre.

    Vent – Le vent fort qui a soufflé dimanche à travers la Roumanie a produit aussi des bénéfices. Selon une annonce publiée sur la page Facebook du Système énergétique national, la consommation d’électricité du pays a été assurée en grande partie de sources éoliennes. Plus de 40% de la production énergétique du pays a été produite par des centrales éoliennes, 20% par des centrales nucléaires et 13% par des centrales hydrauliques – a annoncé le Système énergétique national.

    Eurostat – Plus d’un tiers de la population européenne, soit 38%, affirme faire du sport au moins une fois par semaine, tandis que 45% des Européens avouent ne pratiquer aucune activité physique. La situation est pratiquement la même depuis cinq ans déjà, selon un rapport rendu public lundi, par Eurostat. Pendant les deux années de pandémie, 50% des Européens ont réduit les activités sportives ou les ont complètement arrêtées. En ce qui concerne la Roumanie, Eurostat montre que seulement 2% des Roumains font régulièrement du sport, un pourcentage inférieur à 2017 quand il était de 4%. Sur l’ensemble de la population roumaine faisant du sport, 18% affirment le pratiquer très souvent, un pourcentage bien inférieur à la moyenne européenne. 62% des Roumains ne font jamais du sport.

    Météo – Les températures continuent à chuter mardi encore, notamment dans l’ouest, le nord et le centre du pays où les valeurs seront inférieures à celles saisonnières. Les températures maximales iront mardi de 10 à 22 degrés. 21 degrés à midi, à Bucarest.

    Justice – Durant les débats par articles qui se sont déroulés dans le cadre d’une réunion marathon deux jours durant, seulement quelques uns des 600 amendements déposés ont été adoptés. L’opposition accuse la politisation de la Justice et demande que les actes normatifs ne soient plus soumis au vote avant une opinion de la Commission de Venise suite à la saisine de l’Union Sauvez la Roumanie. Le ministre de la Justice, Catalin Predoiu affirme pourtant que l’élaboration des projets a pris en compte les avis de cette institution. Le prochain projet dans le paquet de lois de la Justice qui fera l’objet des débats au sein de la Commission parlementaire spéciale est celui qui gère l’organisation judiciaire.

    Carburants – La coalition gouvernementale de Bucarest se réunit aujourd’hui pour débattre du maintien de la compensation de 50 bani, soit 10 centimes d’euros par litre de carburants, après la fin du mois en cours. Les autorités préparent des mesures d’économie de l’énergie dans le contexte de la baisse des livraisons de gaz de Russie et des efforts de réduire la dépendance énergétique du pays. Le premier ministre Nicolae Ciucă a annoncé que l’exécutif visait à introduire un programme censé stimuler le remplacement des ampoules classiques par des ampoules économiques. Ce qui plus est, chaque ministère doit présenter un plan de mesures visant la réduction du gaspillage énergétique. Entre temps, les dépôts de gaz de Roumanie ont atteint le seuil minimum de remplissage de 80% de leur capacité, conformément à l’objectif de l’Union européenne. D’ailleurs au niveau communautaire les stocks couvrent 84% de la capacité de stockage. Par ailleurs, l’Institut national de la statistique a annoncé que la Roumanie avait importé durant les sept premiers mois de l’année une quantité de gaz naturel de plus de 1,3 millions de tonnes, soit 17% environ inférieure à celle de la période similaire de l’année dernière.

    Funérailles – Les funérailles d’Etat de la reine Elisabeth II se déroulent aujourd’hui à Londres. 2 000 personnes y ont été invitées, dont 500 chefs d’Etat et de gouvernement, ainsi que de nombreux autres dignitaires étrangers. Le président roumain, Klaus Iohannis et sa majesté Margarita, la gardienne de la couronne de Roumanie et Radu le prince consort participent également aux funérailles de la souveraine britannique. Ces quatre derniers jours des centaines de milliers de britanniques ont passé de longues heures pour pouvoir passer par le cercueil de la reine, qui sera transféré aujourd’hui du Palais du Parlement à Westminster Abbey, où une cérémonie religieuse est prévue. Ensuite le cortège funéraire se dirigera vers l’Arc Wellington de Londres. Aucun avion ne survolera Londres durant cette période. Le dernier voyage de la reine Elisabeth II mènera jusqu’au Palais Windsor où elle sera enterré dans la crypte de l’église près de son époux, Philippe.

Selon le classement Europe’s best destinations, Oradea est considérée comme un modèle parmi les destinations touristiques roumaines, avec son paysage architectural surprenant et la diversité de sa programmation culturelle. Le classement comprend des destinations touristiques situées dans toute l’Europe, et la Roumanie réussit à surclasser des pays comme l’Angleterre, l’Italie, la Grèce ou l’Autriche.     Manif – Des milliers de protestataires s’étaient réunis dimanche devant le siège du gouvernement de Chisinau, en République de Moldova voisine, pour dénoncer l’inflation à la hausse et la flambée des tarifs des carburants, demandant aussi la démission de la présidente pro-occidentale Maia Sandu. Selon l’agence de presse Reuters, ce fut la plus grande manifestation de cette petite république ex-soviétique depuis la réélection de Maia Sandu en 2020. A ce moment-là, celle-ci avait promis de lutter contre la corruption. « Moldova est actuellement en mort clinque, à cause des autorités actuelles », a déclaré Dinu Turcanu, un politicien d’opposition.

    Ukraine — Au 16ème jour de la guerre en Ukraine, les troupes russes continuent à avancer lentement vers Kiev, tandis que de nouveaux bombardements ont eu lieu à Marioupol. Les frappes aériennes se sont abattues vendredi sur les villes de Dnipro, Lutsk et Ivano-Frankivsk, dans l’ouest du pays. A sont tour, l’Etat major des forces armées ukrainiennes a annoncé que dans la région de Tchernihiv, dans le nord, les troupes russes subissent des pertes sévères. A son tour, le ministre ukrainien de la Défense, Oleksii Reznikov, a affirmé que les forces russes déployées en Ukraine ont tué plus de civils ukrainiens que de combattants. Au Kremlin, le président Vladimir Poutine a déclaré vendredi quil allait autoriser des « volontaires » à aller se battre en Ukraine, et son ministre de la Défense, Sergueï Choïgou, a précisé que 16 000 combattants du Proche-Orient étaient prêts à aider les forces russes dans le Donbass. Lors d’une entrevue à Moscou avec son homologue biélorusse, Aleksandr Loukachenko, Poutine a affirmé avoir constaté certains changements positifs dans les discussions avec Kiev. Le Kremlin n’exclut pas une entrevue entre Vladimir Poutine et Volodymyr Zelensky, mais il faudrait que cette rencontre soit minutieusement préparée pour déboucher sur des résultats, a fait savoir le porte parole de la présidence russe, Dmitri Peskov. Par ailleurs, le leader russe, Vladimir Poutine, rencontre vendredi à Moscou son homologue biélorusse, Aleksandr Loukachenko, pour discuter ensemble de la guerre en Ukraine, mais aussi de la coopération économique dans le contexte des sanctions imposées à la Fédération de Russie. Des pays occidentaux ont durci leurs sanctions contre le Belarus après qu’il eut accueilli sur son territoire des troupes russes. Jeudi, les négociations d’Ankara, entre les chefs des diplomaties russe et ukrainienne, Sergueï Lavrov et Dmitro Kuleba, ont débouché sur un échec. On a juste évoqué la promesse de poursuivre les efforts humanitaires d’évacuation des civils, sans que Moscou prenne un engagement ferme.     COVID-19 Little over 4,000 new
    SARS-CoV-2 infection cases were reported on Wednesday in Romania, along with 62
    related deaths, one of which from a previous date, according to the
    authorities. Since the start of the pandemic 2 years ago, nearly 2.8
    million people have caught the disease in the country, and some 65,000 died. At
    midnight on Tuesday, Romania lifted all COVID-related restrictions. Face
    covering is no longer compulsory, and access to public areas is no longer
    conditional on the digital certificate.


    POLL More than 3-quarters of Romanians (75.2%) believe Russia is
    the main party responsible for the war in Ukraine, and only 4.6% point to
    Ukraine, according to an INSCOP MONITOR opinion poll. Close to 8% of the
    respondents believe the West to be guilty for the conflict. Also, 79.2% of the
    respondents agree with the sanctions imposed by the EU and the US against
    Russia, with only 14.1% against them. The number of Romanians who believe their
    country is heading in the right direction has gone up from 19.9% in February to
    35.9%. According to INSCOP, this is because Russia’s aggression reminded people
    of the importance of Romania’s NATO and EU membership and of what this
    security and development umbrella means for the country. Moreover, we have
    all seen infinite proof of kindness and exceptional mobilisation among people
    to support the refugees, which might have had a positive influence on how
    Romanians see their own country today, the organisation explains.


    VISIT Romania’s President, Klaus Iohannis, will receive the US
    Vice President, Kamala Harris in Bucharest on Friday. According to the
    Presidency, Allied measures to strengthen NATO’s deterrence and defence posture
    on the eastern flank will be discussed, including the prospect of further
    increasing the US and allied military presence in Romania. They will also
    address the coordination of the transatlantic community concerning new
    sanctions against Russia in response to its invasion of Ukraine. The presence
    of Vice President Kamala Harris in Romania reconfirms the solidity of the
    bilateral Strategic Partnership, the Romanian Presidency also says.


    SANCTIONS 14 business people in key sectors of Russian economy and 146 members
    of the Federation Council (the upper chamber of Russia’s parliament) have been
    added to the list of people who can no longer travel to the EU and whose assets
    in Europe are frozen. The European black list, put together in 2014 when Russia
    annexed Crimea, now comprises a total of 862 individuals and 53 organisations. Member
    countries have also decided to ban the export of maritime navigation and radio
    communication technology to Russia, after having already targeted the aviation
    sector. They also decided to restrict Swift services to 3 Belarusian bank. Furthermore,
    the EU prohibits transactions involving assets of Belarus’s central bank,
    and are drastically restricting the access of Belarus to European financial
    markets for amounts of over EUR 100,000. The measures were approved by EU member
    states in Brussels and will take effect after publication in the Official
    Journal. They are designed to prevent Russia from bypassing the sanctions
    against its own financial and banking sector. The EU accuses Belarus of being
    complicit in Russia’s invasion in Ukraine.


    REFUGEES Nearly 320,000 Ukrainian citizens have entered Romania
    since the onset of the Russian invasion until Tuesday at midnight, the Romanian
    Border Police announced. Of these, about 235,000 have already left Romania. On
    Tuesday, the inflow of Ukrainian refugees declined slightly. Both the Romanian
    authorities and civil society have mobilised quickly and efficiently to provide
    accommodation, food, clothing and medicines to those fleeing the Russian
    invasion. The Romanians’ efforts have been praised by international political leaders

    Ministerul Afacerilor Externe a ridicat nivelul de alertă pentru Belarus la nivelul 5 din 9, în contextul deteriorării situaţiei de securitate, cauzată de agresiunea militară ilegală a Rusiei împotriva Ucrainei, realizată inclusiv prin utilizarea teritoriului acestui stat. MAE le recomandă cetăţenilor români să evite călătoriile neesenţiale în Belarus, iar celor care se află temporar în această ţară să ia în considerare părăsirea teritoriului cât mai curând, prin intermediul mijloacelor de transport încă disponibile. Totodată, românii sunt sfătuiţi să evite complet orice deplasare în zonele din vecinătatea frontierei dintre Belarus şi Ucraina. Ministerul arată că, prin acest demers, România se aliniază alertelor de călătorie emise recent de cea mai mare parte a statelor membre ale Uniunii Europene care au reprezentare diplomatică la Minsk. MAE precizează că Ambasada României este pregătită să acorde protecţie şi asistenţă consulară şi le solicită românilor care se află în Belarus să-şi notifice coordonatele prezenţei prin platforma e-consulat.ro sau la telefonic la numărul de urgenţă al reprezentanţei diplomatice +37 529 106 00 90.



    Numărul total de cetăţeni cu drept de vot înscrişi în Registrul Electoral la data de 28 februarie a fost de 18.857.523, cu 13.565 mai mic decât la 31 ianuarie, transmite Autoritatea Electorală Permanentă. Din totalul de alegători români care figurează în Registrul Electoral, 766.447 aveau domiciliul sau reşedinţa în străinătate şi erau deţinători de paşaport electronic. Cei mai mulţi cetăţeni români cu drept de vot din afara graniţelor ţării, înscrişi în Registrul Electoral, se află în Republica Moldova – 232.773, Germania – 108.713, Italia – 72.343, Statele Unite ale Americii – 61.840, Spania – 48.525, Canada – 44.442, Israel – 42.829 şi Ungaria — 27.033.



    Ambasadorul României la Londra, Laura Popescu, a avut o întrevedere cu Mitropolitul Iosif al Europei Occidentale şi Meridionale, care s-a aflat într-o vizită pastorală în Marea Britanie, scrie basilica.ro.     Expoziția de pictură “Flori și culori”, semnată de artista israeliană de origine română Meshipaz Arbel, a fost deschisă la sediul Institutului Cultural Român de la Tel Aviv cu ocazia Zilei Internaţionale a Femeii. Manifestarea, deschisă în perioada 8-24 martie, reuneşte o serie de picturi în ulei de mari dimensiuni, în care artista explorează profunzimile culorii, reflectate în diferitele fațete și perspective ale regnului vegetal. Cu acelaşi prilej, ICR Tel Aviv a organizat evenimentul multidisciplinar “Femeia în arte”, care a inclus lecturi de poezie semnată de autoare românce. Interpretarea i-a aparţinut actriței Sandra Sade, personalitate culturală marcantă a comunității israelienilor de origine română, care a urcat pe scena celor mai importante teatre din Israel și a interpretat roluri memorabile în filme și seriale de televiziune israeliene. Momentul a fost transmis live, iar înregistrarea poate fi urmărită pe canalul de Youtube al reprezentanței culturale.

    Ministerul Afacerilor Externe informează marţi, 8 martie, că a fost ridicat nivelul de alertă pentru Republica Belarus la 5 din 9, Evitaţi călătoriile neesenţiale!, de la nivelul de până acum 3 din 9, Zone sau intervale de timp care pot fi periculoase.

    Potrivit MAE, decizia a fost luată în contextul deteriorării situaţiei de securitate din regiune, cauzată de agresiunea militară ilegală a Federaţiei Ruse împotriva Ucrainei, realizată inclusiv prin utilizarea teritoriului Republicii Belarus, şi ţinând cont de evoluţiile în planul situaţiei regionale umanitare şi de securitate.

    MAE precizează că, prin acest demers, România se aliniază la nivelul alertelor de călătorie emise recent de cea mai mare parte a statelor membre UE care au reprezentare diplomatică în Republica Belarus.

    Conform noului nivel de alertă, MAE recomandă cetățenilor români să evite călătoriile neesențiale în Republica Belarus, iar celor care se află temporar în această țară să ia în considerare să părăsească teritoriul Republicii Belarus cât mai curând, prin intermediul mijloacelor de transport disponibile (pe cale aeriană cu zboruri comerciale încă disponibile sau pe cale rutieră).

    Das russische Außenministerium hat am Montag bestätigt, dass die russisch-ukrainischen Verhandlungen in Belarus begonnen haben, berichten internationale Nachrichtenagenturen. Wie das Pressebüro von Präsident Volodimir Zelenskyj mitteilte, fordert die Ukraine bei den Gesprächen einen sofortigen Waffenstillstand und den Rückzug der russischen Streitkräfte aus dem ukrainischen Gebiet. Die russische Delegation wird von Präsidentenberater Wladimir Medinskij und die ukrainische Delegation von Verteidigungsminister Oleksi Reznikow geleitet. Ebenfalls am Montag forderte Präsident Zelenskyj die EU auf, den sofortigen Beitritt der Ukraine im Rahmen eines Sonderverfahrens zu ermöglichen, so Reuters. Unser Ziel ist es, an der Seite aller Europäer zu stehen und vor allem gleichberechtigt zu sein. Ich bin sicher, das ist richtig. Ich bin sicher, wir haben es verdient, sagte das ukrainische Staatsoberhaupt in einem Video, in den sozialen Medien. Der slowenische Premierminister Janez Jansa sprach sich für ein schnelleres Verfahren für den EU-Beitritt der Ukraine aus, während sein tschechischer Amtskollege Petr Fiala sagte, es müsse ein klares Signal gegeben werden, dass dies willkommen sei. Reuters erinnert daran, dass sich die politische und wirtschaftliche Isolation Russlands am Montag vertieft hat. Vor Ort stoßen die russischen Streitkräfte beim größten Angriff auf einen europäischen Staat seit dem Zweiten Weltkrieg in der ukrainischen Hauptstadt Kiew und anderen Städten auf erbitterten Widerstand.



    Das Parlament in Bukarest hat am Montag in einer gemeinsamen Sitzung eine Erklärung verabschiedet, in der es die Aggression der Russischen Föderation gegen die Ukraine verurteilt, den Rückzug aller russischen Streitkräfte fordert und seine nachdrückliche Unterstützung für die Souveränität und territoriale Integrität der Ukraine und für ihre legitimen Bestrebungen, sich in die NATO und die EU zu integrieren, betont. Der ukrainische Präsident Volodimir Zelenskyj dankte Rumänien für seine Unterstützung und seinen bedeutenden Beitrag zu den Verteidigungsfähigkeiten seines Landes. In einer Botschaft in den sozialen Medien dankte er seinem Bukarester Amtskollegen Klaus Iohannis für die Unterstützung des EU-Beitritts der Ukraine. Die EU-Kommissarin für Inneres, Ylva Johansson, dankte den rumänischen Behörden und Bürgern für ihre Hilfe für die Flüchtlinge aus der Ukraine. Im ganzen Land werden Spendenaktionen organisiert. Freiwillige sorgen dafür, dass die Hilfe die Grenzgebiete erreicht. Das rumänische Verteidigungsministerium hat alle 11 seiner Militärkrankenhäuser auf die medizinische Versorgung und Behandlung verwundeter Soldaten und Soldatinnen in der Ukraine vorbereitet.



    Die rumänischen Behörden kündigten am Montag an, Quellen zu sperren, die im Kontext der Ukrainekrise falsche Nachrichten verbreiten.     Der rumänische Energieminister Virgil Popescu stellt heute in der Abgeordnetenkammer die Lösungen der Regierung für die steigenden Energiekosten vor. Die Behörden wollen ab dem 1. April sowohl für die Bürger als auch für Unternehmen einheitliche Strom- und Gastarife auf der Grundlage des monatlichen Verbrauchs einführen. Außerdem wurden Schutzmaßnahmen für Großverbraucher eingeführt. Ebenfalls heute findet in Brüssel eine außerordentliche Sitzung des Energierates statt. Der Schwerpunkt dieser liegt auf der Versorgungssicherheit und den steigenden Energiepreisen.



    Der rumänische Senat hat den Gesetzentwurf zur Abschaffung der Spezialabteilung zur Ermittlung von Justizstrafsachen (SIIJ) gebilligt. Die umstrittene Abteilung hat die ausschließliche Zuständigkeit, Straftaten, die von Richtern und Staatsanwälten, die Mitglieder des Obersten Justizrates sind, begangen wurden, zu verfolgen. Die Europäische Kommission kritisierte die Spezialabteilung und äußerte den Verdacht, dass sie nur geschaffen wurde, um sensible Akten von der Staatsanwaltschaft zur Korruptionsbekämpfung auf die SIIJ zu übertragen.



    Die Zahl der neuen COVID-Fälle in Rumänien geht weiter zurück. Am Sonntag wurden mehr als 4.200 gemeldet. In Krankenhäuser sind Corona-Kranke interniert, 946 davon auf Intensivstationen.

    Ukraine — Le président ukrainien, Volodymyr Zelensky, a refusé, dimanche, une offre russe de négociations au Belarus, affirmant que les autorités de Minsk étaient complices à l’invasion russe, mais a laissé la porte ouverte à des négociations ailleurs, apprend-on par Reuters et France Presse. Antérieurement, le Kremlin avait annoncé qu’une délégation russe attendait ses homologues ukrainiens pour des négociations dans la ville de Gomel du Belarus. « Nous ne pouvons pas aller au Belarus ; des avions et des roquettes sont envoyés sur notre sol à partir de son territoire », ont fait savoir des sources officielles de Kiev. Qui précisent que déposer les armes par l’armée ukrainienne est une demande avancée par Moscou en vue des négociations. Selon le commandant en chef des Forces armées de l’Ukraine, Valery Zalujni, un missile de croisière a été tiré, dimanche, sur Kiev, à partir du territoire de la République du Belarus, et a été abattu par l’armée ukrainienne. Entre temps, la Russie poursuit son assaut, au 4e jour de l’invasion. L’armée ukrainienne affirme maintenir ses positions, bien qu’elle reconnaisse que la situation autour de Kiev empire. Elle confirme aussi l’entrée des troupes russes à Kharkiv, deuxième ville comme grandeur, dans le nord de l’Ukraine. La communauté internationale accroît le nombre de sanctions économiques contre la Russie, et aussi l’aide militaire accordée au gouvernement ukrainien. L’UE, le Royaume-Uni, le Canada et les Etats-Unis ont émis un communiqué commun s’engageant à exclure certaines banques russes du système de messagerie Swift. Notons que c’est un système de transaction qui est à la base du système financier mondial, utilisé par 11 000 banques de 200 pays et territoires pour faire des transactions. Le président Zelensky a salué la formation d’une « coalition » internationale de pays fournissant une aide à lUkraine. Il a demandé, en même temps, à la communauté internationale d’annuler le droit de vote de la Russie au Conseil de sécurité de l’ONU, et a estimé que les actions de Moscou avaient « les caractéristiques dun génocide ».



    Roumanie-Ukraine : La Roumanie accordera à l’Ukraine une nouvelle aide de 3 millions d’euros consistant en carburants, vestes pare-balles, casques, munitions, équipements militaires, mais aussi des aliments, de l’eau et des médicaments. Le gouvernement a aussi annoncé sa disponibilité à faire soigner des blessés ukrainiens dans le réseau sanitaire roumain. Bucarest a pris des mesures complémentaires afin d’assurer la bonne gestion des flux de réfugiés ; ils se voient apporter le soutien nécessaire et fournir logement et assistance médicale. Des transports ont été mis à disposition par les autorités roumaines pour prendre en charge les réfugiés ayant franchi la frontière ukrainienne à pied. Par ailleurs, l’Exécutif roumain a décidé de mettre en place une plateforme, accessible depuis le site internet du gouvernement, pour toute personne ou organisation souhaitant apporter son soutien aux réfugiés ukrainiens. L’ONU estime que l’invasion de l’Ukraine par la Russie pourrait engendrer l’une des plus importantes crises de réfugiés, avec plus de 5 millions de personnes qui abandonneraient leur domicile. D’autre part, plusieurs Etats européens ont annoncé l’envoi de militaires ou d’armements en Roumanie. L’Armée française a annoncé la mobilisation de 9 500 hommes, dont près de 500 seront déployés sur le territoire roumain. La Belgique a annoncé que 300 hommes seraient dépêchés en Roumanie afin de contribuer à l’effort de l’OTAN pour consolider le flanc est. L’Italie a elle aussi décidé d’envoyer plusieurs avions et des soldats en Roumanie.



    Covid — Le nombre de personnes atteintes de Covid-19 continue de baisser quotidiennement en Roumanie. Dimanche, un peu plus de 4 200 nouveaux cas ont été rapportés, et 59 décès. Environ 7 000 malades sont hospitalisés. Selon le ministre de la Santé, Alexandru Rafila, la Roumanie envisage la possibilité de lever certaines restrictions lorsque le nombre des patients en réanimation baissera à 900. Le nombre de ceux qui choisissent de se faire vacciner décroît aussi ; ainsi, 650 personnes se sont fait inoculer la première dose en l’espace de 24 h. En Roumanie, le plus grand nombre de cas de personnes infectées au SARS-CoV-2 depuis le début de la pandémie — 40 018 — a été enregistré le 1er février.



    Code de la route — De nouvelles dispositions du Code de la route sont entrées en vigueur en Roumanie. Elles prévoient une augmentation du montant des amendes, un allongement de la durée de suspension du permis de conduire pour les chauffeurs agressifs et pour excès de vitesse ainsi qu’une aggravation des sanctions en cas de circulation à contre-sens. Ce nouveau Code de la route offre aussi la possibilité à la police de confisquer pendant 12 heures le permis de conduire des automobilistes escortés pour des analyses médicales, si le médecin estime que ces derniers pourraient être sous l’influence de drogues ou de l’alcool.



    Météo — Ciel couvert aujourd’hui en Roumanie, avec des pluies et des chutes de neige en montagne et du vent dans les régions du sud et du sud-est du pays. Les températures maximales seront comprises entre 3 et 11 degrés, avec 9 degrés à Bucarest. L’Administration nationale de météorologie a place huit départements du sud-est du pays en vigilance jaune au vent fort et aux tempêtes de neige, valable du lundi matin au mardi à midi. Selon les météorologues, pendant cette période, des précipitations seront présentes sur le sud-est du pays, notamment des chutes de neige.     MILITARY President Klaus Iohannis and NATO’s secretary general Jens Stoltenberg
    will visit the Mihail Kogălniceanu Air Base 57, the Romanian Presidency

    that the US and France deciding to strengthen their military presence in Romania
    is a ‘firm sign of the coherence and consistency of Euro-Atlantic solidarity’ and
    invited other Allied countries as well to consider contributing troops to the
    multinational structures in Romania.


    DRILLS Russia and Belarus Thursday began 10 days of military exercises near
    the border with Ukraine and Poland. According to the Russian defence ministry, the drills are aimed at the tasks of repelling
    external aggression while conducting a defensive operation, countering
    terrorism and protecting common interests.
    NATO is concerned that the Russian military build-up in Belarus is part of a
    plan to attack Ukraine. Moscow denies plans to invade Ukraine, and says it will
    pull out its troops from Belarus as soon as the drills are over. According to Radio
    Romania’s correspondent in Moscow, Russia relocated troops and equipment from
    as far as Siberia and the Far East, 10,000 km away, for the exercise in
    Belarus.


    GOVERNMENT The governments of Romania and the Republic of Moldova will hold their
    first joint meeting in Chişinău on Friday, with the Romanian PM Nicolae Ciucă scheduled
    to also have talks with president Maia Sandu and the Moldovan parliament
    speaker Igor Grosu. A joint action and solidarity plan for the energy sector
    will be put together within 6 months of signing a joint memorandum on energy
    security, which is scheduled for Friday, the Romanian government spokesman Dan
    Cărbunaru said. He added that a bill was passed on the mutual recognition of
    diplomas. Over 12,000 students and 2,000 pupils from Moldova are currently
    attending Romanian schools. The 2 governments are also to sign an agreement on
    Friday concerning the building, maintenance, repair and use of a cross-border
    bridge in Ungheni. Another agreement between the 2 states will concern roaming
    and international call tariffs.


    ECONOMY Romania’s economy went up by 6.3% in 2021, thanks to a
    sound domestic demand, but the pace will slow down to 4.2% this year, to reach
    4.5% in 2023, according to the winter economic forecast released by the
    European Commission on Thursday. Last autumn the EC estimated Romania’s GDP
    would grow by 7% in 2021, with rates of 5.1% and 5.2% forecast for 2022 and
    2023 respectively. The most recent data concerning confidence in the economy
    indicate positive, although moderated economic growth prospects, especially in services,
    retail, constructions and industry. Private consumption is also expected to
    recover in the second half of the year, when restrictions will be eased out and
    inflation will slow down. Meanwhile, the EC substantially adjusted its 2022
    inflation forecast for Romania, from 4% estimated in November to 5.3% this
    winter, after a 4.1% inflation rate in 2021.


    TENNIS The Romanian tennis player Irina Begu Thursday managed a
    spectacular win against Petra Kvitova of the Czech Republic, 6-4, 6-0, which
    secured her a place in the quarter-finals of the WTA 500 tournament in Sankt
    Petersburg, Russia. Another Romanian, Jaqueline Cristian, lost to Aleksandra
