    Parlament wählt seine Führung für die beginnende Legislatur

    In Rumänien wird Călin Popescu Tăriceanu die Führung des Senats beibehalten. Liviu Dragnea wurde zum Chef der Abgeordnetenkammer gewählt. Die Führer der bereits entstandenen Regierungskoalition zwischen der Sozial-Demokratischen Partei (PSD) und der Allianz der Europäischen Demokraten und Liberalen (ALDE) waren die einzigen Vorschläge für diese Funktionen. Die Stimme, die sie für ihre Designation erhalten haben, zeigen auch welches Ausma‎ß die gebildete Mehrheit hat.



    Călin Popescu Tăriceanu wurde mit 87 Für- und 40 Gegen-Stimmen für ein neues Mandat an der Spitze des Senats gewählt. Er wurde von PSD und ALDE vorgeschlagen und das Ergebnis beweist, dass die Allianz der beiden Parteien im Parlament, mit der Unterstützung des Ungarnverbands, bereits funktioniert. Călin Popescu Tăriceanu forderte seine Senatorenkollegen auf, ihre Mission ernst zu nehmen und sich so einzusetzen, dass die Legislative zu einer starken Institution wird. Diese solle nicht nur eine dekorative Rolle spielen, sondern das neue Parlament solle die Rechte und Freiheiten der Bürger wahren. Tăriceanu sagte au‎ßerdem noch, das Parlament müsse seiner Rolle als Hauptgesetzgeber gerecht werden. Er betonte, dass das Parlament, der Grundbaustein der liberalen Demokratie“ sei und dass eine starke Legislative nichts als etwas Gutes“ für Rumänien darstellen könne.



    Seinerseits wurde Liviu Dragnea mit 216 Für- und nur 101 Gegen-Stimmen zum Vorsitzenden der Abgeordnetenkammer gewählt. Er forderte den Parlamentariern in seiner ersten Ansprache, dass sie unabhängig von ihrer politischen Richtung, zu Partner für die Unterstützung der wichtigen Vorhaben für das Land werden. Seiner Meinung nach müssten die Verfassungsreform und die Wiederherstellung des Vertrauens an das Parlament zu den Prioritäten der neuen Legislative zählen. Bemerkenswert ist, dass mindestens sechs Parlamentarier der Opposition für Dragnea und Tăriceanu bei den Kammern gestimmt hätten.



    Wie wird die neue Legislative aussehen? Die Sozial-Demokratische Partei, der unanfechtbare Sieger dieser Wahlen am 11. Dezember mit 45% der Stimmen und ihre Junioralliierte, die Allianz der Europäischen Demokraten und Liberalen, mit ungefähr 6%, werden die Mehrheit, auch wenn nicht bequem, in der neuen Bukarester Legislative haben. Nach den Wahlen schafften sechs politische Gruppierungen den Einzug ins Bukarester Parlament. Das neue Parlament hat 465 Mitglieder, um 120 weniger als in der vorherigen Gesetzgebung.



    Eine Verfahrensetappe war die Verteilung der Fachausschüsse unter den Parteien. Die Sozial-Demokraten erhielten die Führung der meisten von ihnen, sowohl in der Abgeordnetenkammer als auch im Senat. In der Abgeordnetenkammer erhielt die PSD die Führung von 10 Ausschüssen, darunter der Rechtsausschuss, Haushalt, Verteidigung, Arbeit und Gesundheit. Die National-Liberale Partei (PNL), die zweitgrö‎ßte Macht in der frischen Legislative erhielt die Führung von vier Ausschüssen. Die Partei Rettet Rumänien“ (USR) und die Europäischen Liberalen und Demokraten (ALDE) haben jeweils zwei erhalten und der Ungarnverband und die Partei Volksbewegung“ jeweils einen. Im Senat hat die PSD 11 Ausschüsse und die Liberalen fünf.

    Calin Popescu Tariceanu will hold on to his position as Senate Speaker, while Liviu Dragnea will be the new Speaker of the Chamber of Deputies. The two leaders of the ruling coalition made up of the Social Democratic Party and the Alliance of Liberals and Democrats were the only nominations for these positions and their votes show just how solid a majority the two parties enjoy in the two chambers of Parliament.



    Calin Popescu Tariceanu was trusted with a new mandate as Senate Speaker by 87 votes in favour and 40 against. He was nominated by both the Social-Democratic Party and the Alliance of Liberals and Democrats, which shows that the alliance of the two parties is strong, also enjoying the support of the Democratic Union of Ethnic Hungarians in Romania. Tariceanu has urged his fellow Senators to take their jobs seriously so as to make Parliament a powerful institution that should protect citizens’ rights and liberties. The Senate Speaker went on to say that Parliament should assume the role of primary legislator. Tariceanu said Parliament is the foundation of Liberal democracy, and a strong Parliament can only be beneficial for Romania.



    In turn, Liviu Dragnea, elected as Speaker of the Chamber of Deputies with 216 votes in favour and 101 against, has called on Deputies, irrespective of their political affiliation, to join efforts to support projects that are important for the country. Liviu Dragnea says reforming the Constitution and restoring citizens’ trust in Parliament should be the main priorities of the new Parliament.



    Also worth noting is that at least six MPs in the opposition have voted to nominate Dragnea and Tariceanu as the heads of the two chambers. As regards the majority in Parliament, the Social Democrats, who won 45% of the parliamentary vote on December 11, and its junior partners, the Alliance of Liberals and Democrats, grabbed 6% of the vote. Accordingly, the two parties enjoy a fairly solid majority in Parliament. A total of six political parties made it to Parliament.



    The new legislative body will have 465 members, 120 less than the previous legislature. In addition, the parties have also decided on the membership of Parliament’s subcommittees. The Social-Democrats have secured the leadership of the committees on budget, defense, labour and healthcare. The National Liberal Party, the second-largest parliamentary party, will control four committees. The Save Romania Union and the Alliance of Liberals and Democrats got two committees while the Democratic Union of Ethnic Hungarians and the People’s Movement Party will control one committee each. In the Senate, the Social-Democrats have taken hold of 11 committees, while five committees have been placed under Liberal leadership.

    În România, Călin Popescu Tăriceanu va deţine în
    continuare preşedinţia Senatului, iar Liviu Dragnea a fost ales şeful Camerei
    Deputaţilor. Cei doi lideri ai deja formatei aliante guvernamentale PSD -ALDE
    au fost singurele propuneri pentru aceaste funcţii, iar voturile obţinute
    pentru desemnarea lor arată care sunt cotele majorităţilor formate în cele două
    camere.

    Călin Popescu Tăriceanu a fost ales pentru un nou mandat de preşedinte
    al Senatului cu 87 de voturi pentru şi 40 împotrivă. El a fost propus de PSD şi
    ALDE, iar rezultatul arată că alianţa celor două partide funcţionează deja în
    Parlament cu susţinerea UDMR. Călin Popescu Tăriceanu şi-a îndemnat colegii
    senatori să îşi ia în serios misiunea şi să acţioneze astfel încât Legislativul
    să devină o instituţie puternică, şi nu una cu rol decorativ, iar noul
    parlament să protejeze drepturile şi libertăţile cetăţenilor. Tăriceanu a mai
    spus că Parlamentul trebuie să-şi asume rolul de principal legiuitor. El a
    punctat că Parlamentul este elementul de bază al democraţiei liberale, iar un
    Legislativ puternic nu poate reprezenta decât un lucru benefic pentru
    România.

    La rândul său, Liviu Dragnea, ales preşedinte al Camerei Deputaţilor
    cu 216 voturi pentru şi doar 101 împotrivă, le-a cerut parlamentarilor, în
    prima sa intervenţie, ca indiferent de culoarea politică să fie parteneri în
    susţinerea proiectelor importante pentru ţară. În opinia sa, reforma
    legislaţiei constituţionale şi restabilirea încrederii cetăţenilor în Parlament
    trebuie să fie priorităţile noului legislativ.

    De remarcat este că cel puţin
    şase parlamentari ai opoziţiei au votat pentru Dragnea şi Tăriceanu la Camere.
    Cum va arăta noul legislativ? PSD, învingătorul incontestabil al alegerilor din
    11 decembrie, cu 45% din voturi, şi aliatul său junior, ALDE, cu circa 6%, vor
    avea majoritatea, chiar dacă nu confortabilă, în viitorul Legislativ de la
    Bucureşti. După alegeri, şase formaţiuni politice au intrat în Parlament.
    Acesta are, acum, 465 de membri, cu 120 mai puţini decât în legislatura anterioară.

    Ca etapă procedurală, partidele şi-au împărţit deja comisiile de specialitate.
    Social-democraţii vor deţine conducerea celor mai multe dintre ele, atât la
    Cameră, cât şi la Senat. La , PSD va conduce 10 comisii,
    între care cea juridică, de buget, de apărare, muncă si sănătate. PNL, a doua
    forţă în proaspătul Legislativ, a obţinut şefia a patru comisii. USR şi ALDE au
    primit câte două, iar UDMR şi PMP, câte o comisie. La Senat, PSD are 11
    comisii, în timp ce liberalii au cinci.

    RESHUFFLE The four new ministers proposed by Romania’s technocratic Prime Minister, Dacian Ciolos were sworn in on Thursday in Bucharest. Mircea Dumitru, the rector of the University in Bucharest, becomes the Minister of Education, Sorin Buse, an experienced manager from the car industry, has been appointed Transport Minister while Romania’s present ambassador in Canada, Maria Ligor, has become Minister in the Department for the Relations with the Romanians Around the World. Dragos Tudorache, head of the Prime Minister’s Chancellery, has become the interim Communication Minister. These new ministers have taken over the seats following the amplest reshuffle made by Prime Minister Ciolos since taking over in November 2015.




    ANTI-CORRUPTION The Speaker of the Romanian Senate, Calin Popescu Tariceanu, was sent to court on Thursday by the anti-corruption prosecutors for false testimony and abetment in crime. The charges were levelled against him after the declarations he had made in a case regarding the alleged illegal retrocession of land. Given the position he is currently holding, Tariceanu is the second high-ranking official in the Romanian state. He is also co-president of the recently set up centre left Romanian Alliance of the Liberals and Democrats for Europe (ALDE), and between 2004 and 2008, when he was the leader of the National Liberal Party, he held the position of prime minister.




    SCHENGEN The Romanian Foreign Minister, Lazar Comanescu, said in Bucharest on Thursday that he hoped Romania would evolve towards accession to Schengen, after having proved that it can protect the EU’s foreign borders. Comanescu said that if admitted to Schengen, Romania would contribute to strengthening the EU’s capability of securing its borders, recalling that Bucharest is at present the second contributor to FRONTEX, the European agency in charge of securing the Union’s foreign borders. Comanescu has also explained that Romania is entirely observing the accession’s technical criteria. Initially planned for March 2011, Romania’s entry into Europe’s border-free area has been repeatedly postponed after some member states have showed reluctance towards the efficiency of the reform of the judiciary and the anti-graft fight.




    NATO SUMMIT Romania’s President Klaus Iohannis will be attending the NATO summit that is due to start on Friday. For two days, the NATO leaders will be taking key-decisions aimed at strengthening NATO’s defense and deterrence capacity, with focus on enhancing the allies’ solidarity and strengthening the Eastern flank. At the summit, Romania will get the development of the contingency plan, namely NATO’s reaction in case one of its members is attacked. A Romanian brigade will be turned into a multi-national task force, made up of 3,000-5,000 soldiers, of which 1,000 are to be deployed from the other member states by rotation. Another decision will concern the components of the anti-missile defense shield in Deveselu, southern Romania, which is to be integrated into the NATO system. Romania’s President Klaus Iohannis has stated that Romania’s stand at the Warsaw summit is in favour of solidarity and cohesion within the Alliance. The President has given assurances that Romania is and shall remain a credible ally and a pillar of stability and security in the region.




    HEADCOACH German headcoach Christoph Daum is the new selector of Romania’s national football side, the Romanian Football Federation announced on Thursday. Daum 62, has thus become the first foreign coach to be appointed at the helm of our national football side. Daum replaces Iordanescu, the one who led the Romanian eleven at Euro 2016 in France, where our team was eliminated as early as the group’s stage. With VfB Stuttgart, Daum won the title in Bundesliga and the Supercup in the early 1990s. He also coached Besiktas Istanbul into winning Turkey’s championship and Supercup and he reaped two other consecutive titles with another Turkish side, Fenerbahce. Cristoph Daum has also won Austria’s Championship-Cup with Austria-Vienna.

    US SECURITY SUPPORT– On Wednesday, the last day of his visit to the United States, Romanian Prime Minister Dacian Ciolos met with the US Secretary of Energy, Ernest Moniz, and with representatives of the American business sector. PM Ciolos held talks at the White House with the US Vice President Joe Biden and he requested and received the United States support for boosting military cooperation in the Black Sea area, under the NATO aegis. Vice President Biden has underlined that the continuation of reforms will consolidate Romanias democratic and economic development and the bilateral economic partnership. Dacian Ciolos also met with representatives of the Romanian community in Washington DC.



    PROSECUTION-The Romanian Senate Speaker, Calin Popescu Tariceanu, has denied, in a public letter, the accusations levelled at him by anti-corruption prosecutors, saying he is their victim. On Tuesday, the National Anti-Corruption Directorate announced that Tariceanu is prosecuted for false testimony and encouraging the offender. Tariceanu is the second most important official in the state, given the position he is currently holding, that of Senate Speaker. He is also co-president of the recently set up centre-rightist Alliance of Liberals and Democrats, (ALDE). Between 2004 and 2008, when he was the leader of the National Liberal Party, he held the position of prime minister.



    EDUCATION-Negotiations between trade unions in education and Government representatives will continue, after Tuesdays talks ended without an agreement. Unionists are pushing for salary increase and are unhappy with the amounts earmarked for education. The president of the Federation of Trade Unions in Education, Marius Nistor, has said that unless a solution is reached in the next round of negotiations, on June 1 trade unions will stage a rally in Bucharest. Also on Wednesday, defence industry and environment workers have protested in Bucharest, asking for bigger salaries.



    ECONOMY-Romanias state budget in the first quarter of this year has an additional amount of three billion lei, that is 665 million euros, while the level of taxes and duties collected by the National Agency for Fiscal Administration in the first four months of 2016 is by 3% bigger than initially estimated, Finance Minister Anca Dragu told Radio Romania News Channel. Minister Dragu has warned, however, over the fact that the recent VAT cuts triggered negative inflation. According to a report by the National Bank of Romania, the VAT tax has impacted around 70% of the prices and an improvement of the inflation rate will only be seen at the beginning of next year.



    GREECE BAILOUT CASH– Eurozone finance ministers have reached a deal with Greece, after marathon talks in Brussels, to unlock 10.3 billion euros in vital bailout cash. The IMF, one of Greeces main lenders, have insisted to phase in the debt. The disbursement was conditional on Greece delivering on reform promises.



    WEATHER-Hundreds of households have been flooded in central, eastern and northern Romania because of the storms in the past few days. An orange code alert is in place for high water levels in northern and central Romania while storms are expected in north, east, centre and south-east.



    TENNIS – Romanian Simona Halep, WTAs no.6 on Wednesday defeated 7-6, 6-2, Kazakh Zarina Diyas (WTA’s no 90), in the second round of the Roland Garros, the second most important Grand Slam tournament of the year. In the next round, Halep will meet Japanese Naomi Osaka. In a dramatic match played on Wednesday evening, Irina Begu defeated Coco Vandeweghe 6-7, 7-6, 10-8. Also on Wednesday in the first round of the double tennis competition, the pair Florin Mergea/Rohan Bopanna (Romania/India) defeated the French pair Stephane Robert/Alexandre Sidorenko, 6-2, 6-2.

    Romania’s state budget in the first quarter of this year has an additional amount of three billion lei, that is 665 million euros, while the level of taxes and duties collected by the National Agency for Fiscal Administration in the first four months of 2016 is by 3% bigger than initially estimated, Finance Minister Anca Dragu told Radio Romania News. Minister Dragu has warned, however, over the fact that the recent VAT cuts triggered negative inflation. According to a report by the National Bank of Romania, the VAT tax has impacted around 70% of the prices and an improvement of the inflation rate will only be seen at the beginning of next year.




    Eurozone finance ministers have reached a deal with Greece, after marathon talks in Brussels, to unlock 10.3 billion euros in vital bailout cash. The IMF, one of Greece’s main lenders, have insisted to phase in the debt. The disbursement was conditional on Greece delivering on reform promises.




    Romania’s national football team meets Congo today in a friendly match in Como, Italy. The match, just like that against Ukraine, scheduled for Sunday in Turin, is part of a campaign held in preparation for the European Championship due in France, this summer. Romania and the host country will play the opening match, in Paris, on June 10. Also playing in Group A are Switzerland and Albania.

Dies kündigte am Dienstag die Antikorruptionsbehörde DNA. Sein Name kommt in einer Akte vor, in der die Staatsanwälte illegale Rückerstattungen von Grundstücken untersuchen. Aufgrund seines derzeitigen Amtes ist Tăriceanu zurzeit der zweitwichtigste Mann im rumänsichen Staate. Au‎ßerdem ist er Ko-Präsident einer neulich gegründeten bürgerlichen politischen Gruppierung, des Bündnisses der Liberalen und Demokraten ALDE. Zwischen 2004 und 2008, war er Führer der National-Liberalen Parei und Premierminister. Dutzende Personen wurden in der Akte der illegalen Rückerstattungen von Grundstüchen und Waldflächen in den benachbarten Gegenden Bukarests von den DNA-Staatsanwälten angeklagt.



    BUKAREST: Die Staatsanwälte setzen die Untersuchungen über den Tod des Besitzers des Unternehmens Hexi Pharma fort. Seine ehemalige Firma steht im Mittelpunkt des Skandals um die verdünnten Desinfektionsmittel steht, Dan Condrea, ist am Sonntagabend bei einem Autounfall gestorben. Darüber hinaus steht die Krise im rumänischen Gesundheitswesen auf der Agenda des Obersten Verteidigungsrates, der diese Woche stattfinden soll.



    BRÜSSEL: Rumäniens Staatssekretär für europäische Angelegenheiten, Cristian Badescu, hat am Dienstagin Brüssel am Rat für allgemeine Angelegenheiten teilgenommen. Er beteuerte, dass Rumänien die Findung von gemeinsamen Lösungen auf EU-Ebene in puncto Migration, unterstützt. Laut dem rumänischen Au‎ßenministerium habe Badescu die Ergebnisse der Implementierung des EU-Türkei-Abkommens begrü‎ßt. Beide Seiten müssten sich weiterhin engagiert zeigen um die Fortschritte der Migrations-Verwaltung zu konsolidieren.

    Corruption — Le président du Sénat de la Roumanie, Călin Popescu-Tăriceanu, fait l’objet d’une poursuite pénale pour faux témoignage et pour avoir entravé le déroulement de l’enquête dans un dossier de restitution illégale de biens ayant provoqué une perte de 135 millions deuros à lEtat, a annoncé mardi la Direction nationale anticorruption (DNA). Titulaire de la deuxième fonction d’Etat, M. Popescu-Tăriceanu est aussi co-président d’une formation politique de centre-droit récemment constituée, l’Alliance des libéraux et des démocrates ALDE. Entre 2004 et 2008, lorsqu’il était à la tête du Parti national libéral, il a occupé le fauteuil de premier ministre. Rappelons que les procureurs anti-corruption ont mis en examen plusieurs dizaines de personnes, impliquées dans des restitutions illégales de forêts et de terrains dans la banlieue de Bucarest.



    Enquête — L’enquête sur l’accident de la route, qui a coûté la vie à Dan Condrea, le patron de la compagnie productrice de désinfectants Hexi Pharma, se poursuit. La mort de M. Condrea est survenue alors que sa compagnie se trouve au cœur du plus gros scandale du système de santé roumain, déclenché par l’information que les produits de Hexi Pharma étaient fortement dilués. Une vérification de l’ADN et une expertise technique de la voiture impliquée dans l’accident sont en cours. Entre 2014 et 2016, 152 établissements médicaux ont signé avec Hexi Pharma des contrats d’achats de produits biocides d’un montant d’environ 51 millions de lei, près de 11 millions et demi d’euros.



    Economie — Les banques de Roumanie ont réalisé, au premier trimestre de cette année, un profit net 1,17 milliards d’euros, qui dépasse de 43% celui enregistré pendant la même période de l’année dernière. Entre 2010 et 2014, les pertes nettes des banques se chiffrent à 1,8 milliards d’euros. Par ailleurs, les institutions bancaires ne pourront plus imposer aux clients de payer des commissions pour certaines opérations, telles l’ouverture d’un compte ou le retrait d’argent au distributeur de billets. La Roumanie doit appliquer une directive européenne en ce sens, d’ici l’automne.



    Réunion — Le secrétaire d’Etat aux affaires européennes, Cristian Bădescu, a participé, mardi à Bruxelles, à la réunion du Conseil Affaires Générales (CAG) de l’UE. Il y a rappelé la position favorable de la Roumanie à une solution commune européenne de gestion de la migration, ainsi que sa contribution importante à la protection des frontières extérieures de l’Union. Le ministère des affaires étrangères de Bucarest précise que M. Bădescu avait salué à Bruxelles l’implémentation de l’Accord UE — Turquie, soulignant la nécessité que les deux parties maintiennent leur engagement, en vue de la consolidation des progrès enregistrés dans la gestion du phénomène migratoire.



    Sommet — La Roumanie fera preuve de solidarité à un moment où le monde est confronté, selon l’ONU, à la plus grave crise humanitaire depuis la Seconde guerre mondiale, a déclaré le ministre roumain de l’emploi, Dragoş Pâslaru, qui dirige la délégation de la Roumanie au Sommet Humanitaire Global organisé par les Nations Unies, qui se déroule à Istanbul.     GENERAL AFFAIRS COUNCIL –State Secretary for European Affairs with the Romanian Foreign Ministry, Cristian Badescu, on Tuesday attended a meeting of the General Affairs Council, held in Brussels. The Romanian official expressed Romania’s support for finding common solutions at EU level to the migration crisis. According to the Romanian MFA, Badescu hailed the results of the implementation of the EU-Turkey agreement, highlighting the need to maintain the commitment of both sides to consolidating progress on managing migration. Cristian Badescu also reiterated Romania’s support to joint efforts to ensure the security of the EU’s external borders.

Dragos Paslaru has made clear that the Romanian delegation’s mandate is to support all commitments proposed by the UN, relating to such issues as refugees, for instance, and even to come up with private initiatives, in such domains as emergency assistance and education, where Romania has already had a significant contribution. The European Commission has decided to disburse additional funds to humanitarian aid aimed at reducing the effects of the Syrian crisis on its neighbours. Official data show that, at global level, some 60 million people have been forcibly displaced and 125 million are in dire need of assistance.



    EUROPEAN FUNDS — Romania reports delays in the process of accessing European funds in healthcare, which is a matter of concern for the European Commission, the EU Commissioner for Regional Policy, Corina Cretu, has warned in Bucharest. In the healthcare sector, Romania’s degree of absorption since the start of the year is ZERO, the European Commissioner underlined. Corina Cretu has also drawn attention that Bucharest might lose the 326 million Euros available to it to develop infrastructure and medical assistance services if the needs in the domain of healthcare are not identified by the end of the year.





    INVESTIGATION — Experts continue the investigation into the circumstances of the car crash in which Dan Condrea, the owner of the Hexi Pharma biocide producer, died on Sunday evening. Condrea has died at a time when his company is at the centre of the biggest scandal in the Romanian healthcare system, after it was disclosed that his company supplied diluted disinfectants. Prosecutors from the General Prosecutor’s Office have demanded a DNA identification analysis as well as technical analysis of the car in order to cast light on the circumstances in which the accident occurred. Hexi Phrama signed contracts worth 51 million lei for the delivery of biocides in the 2014-2016 period to 152 medical units across the country, the Prosecutor General’s office has announced.

    Propunere pentru intrarea în insolvenţă a TVR

    Preşedintele Senatului, copreşedintele ALDE, Călin Popescu-Tăriceanu, propune modificarea în regim de urgenţă a Legii de organizare şi funcţionare a societăţilor publice de radio şi televiziune, astfel încât postul public de televiziune să poată intra în insolvenţă, nu însă şi în faliment:



    “Propunerea este foarte simplă, se referă la două aspecte. Introducerea unui articol suplimentar care să poată permite Consiliului de administraţie al TVR să ceară intrarea în insolvenţă şi, sigur, o modificare suplimentară, pe perioada insolvenţie consiliul de administraţie ar trebui să se rezume numai la supravegherea politicii editoriale. Administratorul judiciar este cel care face conducerea economică a societăţii pe perioada de insolvenţă”.



    Tăriceanu a declarat că va discuta chiar astăzi modificarea legii cu membrii grupurilor parlamentare, recunoscând că are nevoie atât de susţinerea PSD, cât şi a PNL. Proiectul de modificare a Legii 41 referitoare la organizarea Radioului şi Televiziunii publice ar urma să fie depus de copreşedintele ALDE, în cel mai scurt timp, la Camera Deputaţilor, Senatul fiind în acest sens cameră decizională.



    Procedura de insolvenţă ar putea reprezenta o soluţie pentru televiziunea publică, este de părere şi deputatul PNL, Gheorghe Ialomiţianu – membru al comisiei de buget. În opinia sa, măsura trebuie însoţită de un program de restructurare susţinut financiar de Guvern. Ialomiţianu susţine că propunerea legislativă a senatorului PSD, Georgică Severin, de modificare a legii de funcţionare a Radioului şi Televiziunii publice, nu poate rezolva problemele financiare ale TVR:



    “Nu rezolvă problema Societăţii Române de Televiziune pentur că societatea are nevoie de resurse financiare pentru că are datorii foarte mari. Mai mult încurcă şi încurcă şi Societatea Radio care merge bine, adică funcţionează normal şi nu are probleme financiare. Fac apel la colegii de la PSD să nu stricăm ceea ce merge bine la Societatea de Radio”.

    Preşedintele Senatului, Călin Popescu Tăriceanu, copreşedinte al ALDE, apreciază că actuala situaţie de la Televiziunea Română nu se rezolvă prin separarea funcţiilor de director general şi de preşedinte al consiliului de administraţie (CA) şi consideră că TVR se poate redresa doar printr-un efort comun al Guvernului şi al Parlamentului.



    Dl. Popescu Tăriceanu crede că Radio România a avut o evoluţie total diferită de cea a TVR, deşi funcţionează în baza aceleaşi legi şi cu aceeaşi structură de organizare: Analizez în comparaţie situaţia de la Radiodifuziune şi de la Televiziunea Publică. Văd că acolo formula de preşedinte director general-consiliu de administraţie funcţionează cu rezultate bune, şi anume audienţa e primul criteriu, şi al doilea, situaţia financiară. La ambele capitole, Radioul stă bine. La Televiziune, la ambele capitole stăm prost. Nu e problema cumulului acestei poziţii, de preşedinte, cu cea de director general, deci eu nu favorizez găsirea unei soluţii prin separarea celor două funcţii; aceasta nu rezolvă, după părerea mea, problema serioasă care este la televiziune. Cred că revine Parlamentului, dar şi Guvernului obligaţia comună de a găsi împreună o soluţie cât mai rapidă, care înseamnă, printre altele, refacerea veniturilor cu care televiziunea poate să funcţioneze”.



    Luni, 29.02, este data limită până la care proiectul de modificare a legii de organizare şi funcţionare a Societăţilor Române de Radio şi Televiziune iniţiat de senatorul PSD Georgică Severin este în dezbatere publică. Iniţiatorul propune separarea funcţiei de preşedinte al consiliului de administraţie de cea de director general la cele două instituţii media.

    VISIT-The Romanian authorities are carrying on with the measures meant to reform the judiciary and have set as their main priority to observe the recommendations made in the European Commissions latest report issued under the Cooperation and Verification Mechanism, the Romanian justice minister, Raluca Pruna, said in Bucharest Monday, fresh from a meeting with the European Commissioner for Justice, Consumers and Gender Equality, Vera Jourova. The Romanian official added that Romania was ready to assume its own assessment within internal mechanisms, which mainly consist in the strategy for the development of the legal system and in the new National Anti-Corruption Strategy. Previously the European Commissioner had met with the Romanian Prime Minister, Dacian Ciolos. The two officials talked about cooperation with the European Commission in the field of justice, the anti-corruption fight, the lifting of the Mechanism for Cooperation and Verification as well as about the consumer protection policy, gender equality, the social inclusion of the Roma population and the proposal of setting up, at EU level, the position of European Prosecutor General.



    ECONOMY– An IMF mission is expected in Bucharest between March 2 and 15, for the annual assessment of the Romanian economy. The mission, led by the new head of the IMF mission for Romania, Reza Baqir, will meet with Romanian high officials, with representatives of the political parties, of trade unions, business associations, of the academic environment and the banking system. The assessment of the economy is, according to Article IV of the IMF Statute, a compulsory monitoring exercise for all member states. After the examination of the national situation, general recommendations are made related to monetary, financial and economic policies to be acted upon so as to ensure stability and a positive development of the economy. At present, Romania has no running agreement with the IMF.



    APPOINTMENT-The former deputy governor of the National Bank of Romania, Cristian Popa, has been appointed Vice-President and member of the Management Committee of the European Investment Bank. He will take office on March 1. The EIB is the financial institution of the EU and the Banks Board of Governors consists of 28 European Union Finance Ministers. The bank grants loans mainly to the EU states at very advantageous interest rates for investments in such domains as transport, communications, industry, agriculture, energy, education, healthcare and SMEs. The Romanian Vice-President coordinates the funding activities in Romania, Bulgaria, Cyprus, Greece, Macedonia and the countries of the European Free Trade Association (EFTA).



    HEALTHCARE-One of the children hospitalized at the “Marie Curie hospital in Bucharest with the hemolytic uremic syndrome is still in intensive care, but his condition is stable, sources with the healthcare ministry report. The cause of infection is the E.Coli bacteria which has generated an epidemic in Arges county, in the south, since the beginning of February. In Arges county more than 50 children are still in hospital with serious digestive infections. The National Sanitary-Veterinary Authority has announced that the E.Coli bacteria has been found in cow cheese in Curtea de Arges, a town in the same county, and in poultry products made in a household in Bacau county, eastern Romania.

    LAW ON DEBT DISCHARGE-
    The Romanian Senate on Monday unanimously adopted the law on debt discharge,
    which provides for discharging someone’s debt if they give the mortgaged dwelling
    to the bank. The draft law is to be debated by the Chamber of Deputies, which
    is the decision making body in this case.


    SURVEY- More than 9 in 10 Romanians say they have little or very little confidence in the political parties, a survey conducted by the Romanian Evaluation and Strategy Institute, shows. Three quarters of the respondents have unfavourable opinions of the parties and only 6% of them say these parties are representing the citizens interests. Political leaders are believed to be the main beneficiaries of the parties activity. Some 6 in 10 Romanians prefer an independent politician and only 3 in 10 favour a politician affiliated to a political party. The sociological survey was conducted ahead of the local elections due in summer and of the legislative ones, due in autumn. The elections will be organised by the technocratic government led by Prime Minister Dacian Ciolos, which took office in November, following the resignation of the cabinet led by Social-Democrat Victor Ponta, as an outcome of the street protests against the corruption of the political class.



    MASS MEDIA– The Speaker of the Romanian Senate, Calin Popescu Tariceanu, has said the Romanian Television Company (TVR), which is facing severe financial problems, can redress itself only by a joint effort of the Romanian Government and Parliament. He said the separation of the two positions of Chairman and CEO, respectively, is not a solution to the issue. Tariceanu has also said the National Radio Broadcasting Corporation has had a totally different evolution from that of the Romanian Television Company, in terms of both ratings and financial results, although it functions based on the same law and with the same organizing structure, that is the formula: Chairman and CEO. The deadline for the public debate on the draft bill meant to amend the law regulating the organization and functioning of the Romanian Radio and Television Corporations expired on Monday. The initiator of the law proposes the separation of the positions of Chairman and CEO, in the two media institutions.

Weitere Maßnahmen wären erforderlich, so zum Beispiel die wirksame Einnhame von TV-Gebühren, die Nachprüfung der Kosten für die Nutzung der TV-Relais, die im Besitz der Nationalen Gesellschaft für Funkkommunikation stehen. Zudem müsse das öffentlich-rechtliche Fernsehen laut Tăriceanu mehr Zeit den Werbespots in seinen Programmen widmen. Der Vorsitzende der Parlamentspartei Volksbewegung Eugen Tomac sagte seinerseits, dass seine Partei die Fusionierung des öffentlich-rechtlichen Fernsehens mit dem öffentlich-rechtlichen Rundfunk nicht befürworte. Im Vergleich zum öffentlich-rechtlichen Rundfunk, der eine gute Leistung erbringt und dank seiner Transparenz nach wie vor das Vertrauen der rumänischen Bürger genießt, sei der Sender TVR in den letzten 20 Jahren hingegen, mit wenigen Ausnahmen, schlecht verwaltet worden, so Tomac. In den letzten Tagen äußerten sich allerdings viele Politiker gegen die Idee der Fusionierung des öffentlich-rechtlichen Fernsehens mit dem öffentlich-rechtlichen Rundfunk.



    Bukarest: In Rumänien sind in der letzten Woche weitere 12 Menschen an Schweinegrippe gestorben, meldete das Nationale Zentrum zur Überwachung und Kontrolle von Ansteckenden Krankheiten in Bukarest. Insgesamt sind bis jetzt in Rumänien 33 Menschen an Grippe gestorben; 31 waren mit dem Virus AH1N1 infiziert, das die sog. Schweinegrippe verursacht, und 2 mit dem Virus AH3. Die Grippeerkrankungen verbreiten sich mittelmäßig, vor allem im Süden des Landes, so die Fachärzte.



    Bukarest: Der rumänische Gesundheitsminister Patriciu Achimaş Cadariu hat den Rücktritt der Leitung des Kinderkrankenhauses Piteşti gefordert, nachdem ein neuer Fall von hämolytisch-urämischem Syndrom bei einem Kind im Alter von 16 Monaten verzeichnet wurde. Das Kind wurde vor 11 Tagen in mehrere Krankenhäuser in Argeş und danach mit Darminfektionen nach Bukarest gebracht. Mehr dazu nach den Nachrichten.



    Bukarest: Am Freitag hat das Oberste Gericht in Bukarest beschlossen, das die liberale Senatorin Doina Tudor nicht in U-Haft muß, aber unter Gerichtskontrolle gestellt wird. Gegen Doina Tudor laufen Ermittlungen wegen Beihilfe zur Bestechlichkeit. Die Ermittlungen laufen auch gegen Daniel Tudor, ihren unter Hausarrest gestellten Ehemann und früherer Vizepräsident der Finanzmarktaufsicht. 2013 soll die Abgeordnete Doina Tudor ihrem Mann geholfen haben, 200.000 Euro von einem Versicherungsunternehmen zu kassieren, um die Firma nach einer Kontrolle zu begünstigen.



    Bukarest: Der US-Botschafter in Bukarest Hans Klemm, hat am Freitag erklärt, dass die heutige Welt mit Bedrohungen aus allen Richtungen konfrontiert wird, und im Osten Russland die europäische Sicherheit destabilisiert. Dies erklärte Klemm bei einer Konferenz zu Sicherheitsfragen, die in mittelrumänischen Cluj/Klausenburg stattgefunden hat. Moskau bezeichne die NATO als größte militärische Gefahr aus dem Ausland, und behaupte, dass die Einrichtung von Antiraketensystemen wie dasjenige im rumänischen Deveselu die globale Stabilität unterminieren würde, so Hans Klemm. Das Raketenschutzschild sei aber nur zur Verteidigung bestimmt, die USA werden weiterhin militärische Einrichtungen in Europa installieren, die europäische militärische Infrastruktur modernisieren und die militärischen Kräfte der Alliierten innerhalb der NATO unterstützen, sagte noch der US-Botschafter in Bukarest.



    Bukarest: 22 Länder, einschließlich Rumänien, werden an der Anaconda-NATO, der wichtigsten militärischen Übung in der Gegenwartsgeschichte Polens, teilnehmen. Mehr als 27.000 Militärs aus den NATO-Ländern werden in der Zeit vom 7.-17. Juni an dieser wichtigen Übung teilnehmen, die kurz vor dem NATO-Gipfel vom 8. und 9. Juli in Warschau stattfinden wird. Parallel zu Anaconda findet auch die militärische Übung Saber Strike statt – es geht um die Perfektionierung der Manöver in den Ländern des Baltikums, in Rumänien und in Bulgarien, mit Beteiligung von militärischem Personal und Ausrüstungen aus Deutschland und Polen.
