    Summertime protests

    Accountants, economists and entrepreneurs on Monday took to the streets of Bucharest to draw attention to what they call ‘fiscal terror’, and measures endorsed without public talks but with a major impact upon the entire society.

    The event called “A Chaos-free Fiscal Administration” was attended by people from all over Romania who braved the extremely hot temperatures to voice their discontent. Protesters took to Victoriei Square in downtown Bucharest, close to the government building, and their delegation held talks with the authorities. They showed their disapproval towards the authorities’ latest decisions on digitizing the fiscal administration. They denounced the lack of transparency and the fact that the introduction of several mechanisms such as the e-invoice, e-VAT or e-transport, would rather increase bureaucracy as there is a larger number of forms to fill in and a lot of redundant information. Furthermore, the accountants complained that the technical instruments made available by the Finance Ministry do not function properly.

    The protesters also called for legislative predictability with a clear schedule for fiscal amendments, made public at least six months before implementation.

    In turn, authorities say the new measures are meant to combat tax evasion. At the same time, Finance Minister, Marcel Bolos, pledged to step up talks with those directly affected.

    A government’s decision allowing the police to suspend licenses of drivers who have refused to take an anti-doping test before getting the results of medical investigations has triggered discontent among drivers in Romania.

    According to the organizers, ”Prime Minister Marcel Ciolacu and Interior Minister, Cătălin Predoiu, are jeopardizing the lives and careers of thousands of innocent drivers who run the risk of getting criminal files and losing their jobs because of false positive tests’.

    Following protests, this government ordinance aimed at changing the Traffic Code in Romania, would be amended in the first session of the Executive. The Prime Minister has called on the Interior Minister to come up with new measures so that drivers should not be sanctioned on the basis of false positive drug tests on one hand and on the other hand the new measures should not compromise the fight against the use of banned substances.

    The field drug-test kits used by the Romanian police are error-prone and known to have produced false-positive errors in many situations. Forensic experts have explained that a series of food or medical substances can influence the aforementioned tests. One suchlike substance is codeine, which is normally used in the treatment of coughing.

    So, the Romanian authorities are in need of new, more effective drug-test kits, able to confirm a test in a couple of days. At present a test needs a couple of months to confirm and so need drivers to get back their suspended licenses.

    The date of Romania’s upcoming presidential election has sparked off heated debates inside the ruling coalition

    2024 is “an all-out election year” in Romania. With the elections for the local administration and for the European Parliament already consumed on June 9th, the ruling coalition in Romania convened last week for talks over the upcoming ballot, the presidential one, which sparked off heated debates inside the ruling coalition.

    The Liberals would like to push this election round towards the end of the year, to November or December, whereas the Social-Democrats are lobbying for the month of September, a date already agreed upon within the coalition, although informally.

    The Liberals argue that the September election and the holiday season in Romania would overlap and the voting may disturb the beginning of a new school year. So, talks over the election schedule continued into this week as well. The talks on Tuesday between the two ruling formations, the PSD and PNL, went on for three hours to eventually end in a deadlock. The Social Democrats are adamant that the first round of elections be held over September the 15th and 29th whereas the Liberals want to have them on November 10th or 24th.

    The PNL argues that the outcome of the previous election has reshaped the landscape for the upcoming presidential race, whereas the Social Democrats are insisting on implementing a decision that was assumed first.

    PSD has even called on the Liberal Interior Minister, Cătălin Predoiu, to decide over the date in September and forward it to the government for endorsement most likely on their next session on Friday. Here is the PSD spokesman Lucian Romascanu.

    Lucian Romaşcanu: ʺI believe that Minister Predoiu together with the National Liberal Party will do what they promised to do and we are going to have elections in September. And if they can block this, let’s see if they are going to do it. “

    In turn, the PNL’s deputy vice-president, Rareş Bogdan, says that the agreement they had in March is no longer valid and that the presidential election must take place in November.

    Rares Bogdan: ʺThe two parties, which convened in Poiana Brasov and in  Sâmbăta de Sus, have decided that each party have their own candidate for the presidential race. So, practically, the agreement in March was terminated as each party want to back their own candidate in the presidential election. So, from our viewpoint, the first proposal is becoming obsolete and we strongly believed these elections must be staged in the Constitutional term, in the month of November.”  

    Whether the presidential elections are taking place in September, November or December, let’s not forget that by the end of the present year, Romania will have to stage another round of election, for its Parliament seats.

    MOTION – The Chamber of Deputies today dismissed the simple motion against Finance Minister Marcel Boloș, filed by USR and Forța Dreptei opposition parties. The motion was debated yesterday, opposition members criticising the Minister for introducing a 10% tax on medical leave to cover the holes in the state budget. Minister Boloș is also accused of violating the law that stipulates that any tax must be enacted six months after its introduction. Marcel Boloș denied all accusations, slamming the opposition’s motion as a politicized initiative. The healthcare system is underfunded, and the government sought to discourage medical leave, which would bring less benefits to working employees, the Finance Minister said in response.

     

     

    TALKS – The president of Romania, Klaus Iohannis, today met his Moldovan counterpart, Maia Sandu. The head of state reiterated Romania’s firm support for Moldova’s EU integration efforts. President Iohannis is also expected to receive the president of Spain’s People’s Party, Alberto Núnez Feijóo, as well as the president of the European People’s Party in the European Parliament, Manfred Weber. Talks follow one day ahead of the EPP Congress scheduled to take place in Bucharest on Wednesday and Thursday.

     

     

    SCHENGEN – Romania is ready to join the Schengen area, not just with its air and maritime borders, which is expected to happen at the end of March, Interior Minister Cătălin Predoiu said on the sidelines of the Justice and Home Affairs Council meeting in Brussels. Romania could strengthen Schengen, which is why it is unfair our country should only be partly integrated in this area, Minister Predoiu went on to say. Romania reduced migration by nearly 60% last year, while only 40 people illegally crossed the Serbian border thanks to a pilot program, the Romanian official said. His Austrian counterpart, Gerhard Karner, said Vienna is in no hurry to make a decision regarding Romania’s full accession to the Schengen area.

     

     

    OECD – Prime Minister Marcel Ciolacu said that in 2026, Romania will manage to achieve one of its key objectives, namely to join the Organization for Economic Cooperation and Development (OECD). To that end, we need to implement reforms stipulated in the National Recovery and Resilience Plan (PNRR), the head of government added. The OECD comprises the world’s most developed states, which together account for 70% of global production and trade and 90% of foreign direct investment.

     

     

    BACCALAUREATE MOCK EXAMS– The mock Baccalaureate exam series continues today with the mandatory written exam for each profile, according to the timetable published by the Education Ministry. On Monday, high-school pupils took the Romanian language and literature written test. On Wednesday, they will sit an optional written test for each profile. Representatives of national minorities will sit the Romanian language and literature exam on March 7. Preliminary results will be announced on March 15. The Baccalaureate mock exams are held in over 1,320 schooling units, and will be taken by some 146,000 pupils, the Education Ministry reports.

     

     

    POLLUTION – Bucharest was ranked 35 in a list of the most polluted world capitals, according to a platform providing independent data on air quality. Other cities such as Berlin, Istanbul, Brussels or Warsaw rank above Romania, with in top position. The capital of Vietnam on Monday was blanketed by a thick haze of heavy pollution, caused by high levels of particulates from vehicle emissions and construction-linked fine dust. Air pollution is known to cause respiratory diseases and other chronic illnesses.

     

     

    HANDBALL – The Romanian men’s handball team, Dinamo Bucharest, is today playing Sporting Lisbon of Portugal at home in its first fixture in the EHF European League main group 4. In the same group, CSM Constanța is taking on Fucshe Berlin, the defending champions. Having secured 3rd place in the group tables, Dinamo will play the playoff match against the team in second place in group 3, possibly Bjerringbro-Silkeborg of Denmark. The first leg will be played in Bucharest on March 26, while the return leg will take place on April 2 away from home. CSM Constanța, on the other hand, is bottom of the group tables and is thus eliminated. (VP)

    Măsuri împotriva traficului de droguri şi de persoane

    Pe 1 februarie începe prima sesiune din acest an a
    Parlamentului de la București. Ministrul justiţiei,
    Alina Gorghiu, a solicitat adoptarea în procedură de urgenţă a proiectelor
    de lege privind combaterea traficului şi consumului de droguri. Ea a precizat că, în acest moment, sunt trei iniţiative cheie care ar
    putea să ducă la diminuarea acestui fenomen îngrijorător. Primul se
    referă la înfiinţarea Registrului Traficanţilor de Droguri. Potrivit aceastei initiative, care
    este în acest moment la Camera Deputaţilor, for decizional, traficanţii de
    droguri vor fi monitorizaţi în timp real de instituţiile statului şi astfel le
    va fi mult mai greu să desfăşoare acţiuni care duc la încălcarea legii.

    Al doilea proiect este blocat tot la Camera
    Deputaţilor și este     cunoscut sub numele de 2 Mai, după ce,
    vara trecută, lângă micul sat de la Marea Neagră, un băiat drogat de 19
    ani a intrat cu mașina într-un grup de tineri care mergeau pe marginea
    drumului, iar doi dintre ei au murit.     Anterior,
    șoferul fusese oprit de două ori, dar a fost
    lăsat să plece de la sediul poliției fără a fi testat pentru consum de droguri.
    În plus, i-au fost găsite droguri în mașină, care nu avea nici asigurare RCA
    valabilă.     Acest proiect prevede ca toţi
    traficanţii de mare risc să nu mai primească condamnari la închisoare cu
    suspendare, ci doar cu executare. Ultimul se referă la înfiinţarea unor centre
    de dezintoxicare şi recuperare a dependenţilor de droguri în fiecare din
    regiunile de dezvoltare ale României. Proiectul este în procedură la Senat.

    Recent, la Târgu Mureş a fost inaugurat primul centru privat de
    tratare a dependenţelor pentru
    persoanele consumatoare de droguri.     Serviciile includ tratament pentru
    dependenţă de cocaină, reabilitarea alcoolicilor, a adicţiilor pentru jocurile
    de noroc, dependenţă de sex, dependenţă de internet şi de shopping.

    În România, combaterea traficului de droguri rămâne o
    prioritate și va fi abordată cu acţiuni concrete la nivelul Poliţiei Române, a promis     ministrul de Interne, Cătălin Predoiu. Anul trecut,
    politistii de combatere a criminalitatii organizate din cadrul Politiei Romane,
    împreuna cu procurorii DIICOT, au avut aproape 900 de actiuni operative, in
    ceea ce privește combaterea traficului de droguri. Au fost făcute mii de
    percheziții domiciliare și destructurate zeci de grupuri infracționale
    organizate.

    Totodată, au fost confiscate 1.179 kilograme de droguri și au fost
    cercetate peste 4.000 de persoane, fiind trimise în judecată cel puțin 2500.
    Tot în 2023, au avut loc 187 de
    acţiuni operative pe linia combaterii traficului de persoane. 35 de grupări
    infracţionale organizate au fost destructurate     şi au fost
    trimise în judecată 465 de persoane pentru săvârşirea a circa 1.700 de
    infracţiuni. Dintre cele peste 1.300 de dosare penale în care Direcţia de
    Combatere a Criminalităţii Organizate a efectuat investigaţii în cursul anului trecut,
    jumatate au vizat fapte de trafic internaţional de persoane

    TALKS Romanian Prime
    Minister, Marcel Ciolacu is today having a new round of talks with trade
    unionists from the country’s medical system. In the meantime, representatives
    of the Sanitas Confederation, who threatened with an all-out strike, are
    presently picketing the Labour Ministry headquarters. Authorities and trade
    unionists have decided the setting up of a working group consisting of Sanitas
    representatives as well as experts from the ministries of Finance, Labour and
    Healthcare, to analyze specific issues facing every sector and every
    professional category in the field of healthcare and social assistance. Medical
    employees have called for a 20% pay rise. On Wednesday, another trade union
    federation, Hipocrat, announced its response to the unity appeal made by
    Sanitas and kicked off a signature campaign with a view to launching an all-out
    strike.






    CHANGES Mihai Popsoi, the incumbent vice-president
    of Parliament in the pro-western government of the Republic of Moldova, an
    ex-soviet, Romanian-speaking country, has been appointed Foreign Minister to
    replace the outgoing minister, Nicu Popescu, who stepped down. The new
    government reshuffle is to also include a new minister portfolio, that of
    European Integration. Ex-minister Popescu might become chief-negotiator for the
    country’s EU-accession.




    ISRAEL British Foreign Secretary,
    David Cameron, has told the Israeli Prime Minister Benjamin Netanyahu that
    Britain still believes in the need for a two-state solution after the later
    rejected the allies’ demands for Palestinian statehood. During a meeting in
    Jerusalem, the British official has reiterated his call for an ‘immediate
    humanitarian pause’ in Gaza, by opening more crossing points to allow crucial
    humanitarian aid into the besieged strip. In another development, the United
    States has deplored the recent Israeli attack on a UN shelter in Khan Yunis, the
    south of the Gaza Strip, which killed several people and has called for the
    protection of the UN sites. The Israeli army has announced it surrounded Khan
    Yunis and stepped up its operations against the terrorist group Hamas. According
    to Hamas sources roughly 26 thousand Palestinians, mostly civilians, have been
    killed in the Israeli bombardments and onslaught in Gaza, while the UN has
    cautioned against the famine caused by the latest Israeli-Hamas conflict.






    DRUGS Fighting drug
    trafficking remains a priority in Romania in spite of the extremely complex
    domestic agenda in 2024, Romanian Interior Minister, Catalin Predoiu said in
    Anvers, Belgium during the launch of a new platform aimed at fighting drug
    trafficking in Europe. Networks of domestic and international cooperation are the
    most effective ways to fight drug trafficking, Minister Predoiu says adding
    that Romania’s Police and Border Police as well as the institutions coordinating
    various financial activities, transport and logistics will resort to concrete
    measures aimed at keeping the phenomenon at bay.








    DRILL The biggest military
    drill staged by the North Atlantic Alliance since the Cold War kicked off on
    Wednesday. Roughly 90 thousand troops from the member states will be
    participating in Steadfast Defender 2024, which is due until May this year.
    Through this drill NATO wants to prove its capability of rapidly deploying
    troops from North America or from the other NATO areas in order to strengthen
    Europe’s defence. Steadfast Defender 2024 will be a clear demonstration of our
    unity, strength and determination to protect each other, our values and the
    rules-based international order, says the Supreme Allied Commander Europe,
    general Christopher Cavoli.

    Alianţă a porturilor împotriva drogurilor

    Problemea drogurilor devine tot mai acută nu doar
    în România, ci în întreaga Europă. Este nevoie, așadar, de măsuri coordonate,
    care să combată eficient traficul cu substanțe psihoactive a căror folosire
    creează probleme pentru fiecare consummator în parte și chiar distruge vieți.
    Tocmai de aceea, la Anvers, în Belgia, a fost lansată o nouă platformă de luptă
    împotriva traficului de droguri pe continentul european, lansare la care a
    participat și ministrul român de Interne, Cătălin Predoiu.

    Acesta a afirmat că,
    în ciuda agendei politice extrem de complexe din România, din 2024, combaterea traficului de substanțe ilicite
    rămâne o prioritate. Cătălin Predoiu a menționat că va aborda această
    prioritate prin acţiuni concrete la nivelul Poliţiei Române, al Poliţiei de
    Frontieră şi la nivelul instituţiilor care coordonează transporturi, activităţi
    logistice şi financiare din România.


    Ministrul de Interne a vorbit şi despre
    necesitatea unor acţiuni concertate în Portul românesc Constanţa, de la Marea
    Neagră. El a atras atenţia că, anual, Europa este
    inundată de cantităţi mari de droguri care intră în statele membre prin marile porturi,
    prin intermediul crimei organizate, corupţiei,
    şantajului, a ameninţărilor şi a unui complex de infracţiuni care sunt
    adevărate ameninţări la adresa securităţii naţionale a statelor membre.


    Cătălin
    Predoiu a amintit că, anul trecut, au fost lansate o serie acţiuni operative la
    nivelul Poliţiei Române, care au condus la destrămarea unor grupuri de crimă organizată şi că aceste
    acțiuni vor continua și în 2024.

    La nivelul Consiliului Suprem de Apărare a Ţării,
    funcţionează un grup de lucru care va coordona efortul integrat al mai multor
    instituţii pentru combaterea traficului de droguriˮ    , a precizat ministrul de
    Interne.


    Acesta a punctat că flagelul trebuie combătut în cooperare, atât
    internă, între instituţii, cât şi internaţională, la nivelul Comisiei Europene
    şi al statelor membre. Cătălin Predoiu a subliniat, încă o dată, că drogurile
    sunt o ameninţare la adresa securităţii naţionale, la adresa cetăţenilor, iar combaterea
    traficului de droguri a devenit o ştiinţă multidisciplinară.

    Se combină, aici,
    elemente de poliţie judiciară, dar şi cunoştinţe privind circulaţia banilor,
    spălarea lor, cunoştinţe de ordin financiar, cunoştinţe contabile, manageriale,
    logisticeˮ    , a mai spus ministrul de Interne.


    Problema drogurilor a căpătat
    amploare în România și a devenit extrem de vizibilă spaţiul public în special
    după accidentul din vară, de pe litoral, soldat cu doi morți și mai mulți
    răniți provocat de un tânăr șofer aflat sub influența substanțelor psihoactive.
    Consumul de droguri, mai ales în rândul tinerilor, continuă să fie o problemă
    și, aproape zilnic, autorităţile depistează persoane care au consumat astfel de
    substanţe.


    Chiar miercuri, procurorii DIICOT au reținut
    sau arestat mai mulți tineri implicați în traficul cu substanțe interzise la București
    și Oradea.

    Face au trafic de drogues
    qui prend de l’ampleur partout en Europe, y compris en Roumanie, l’UE a décidé
    de mettre en place une « Alliance des ports » pour harmoniser les mesures de
    lutte contre le trafic de drogue et combattre l’infiltration par les réseaux
    criminels. Cette plate-forme de lutte contre le trafic des stupéfiants a été
    lancée mercredi depuis le port d’Anvers, dans le cadre d’une cérémonie à
    laquelle a participé aussi le ministre roumain des Affaires Intérieures,
    Catalin Predoiu. La Roumanie, a-t-il déclaré, se fait une priorité de lutter
    contre les substances illicites en cette année 2024, une année déjà particulièrement
    chargée du point de vue de l’agenda de politique extérieure du pays. Et le
    responsable de Bucarest d’affirmer que des actions concrètes de lutte contre
    les drogues seront mises en place au niveau de la Police roumaine aux
    frontières et des institutions chargées de la coordination des transports, des
    activités financières et de la gestion des achats de Roumanie. Le ministre
    roumain s’est penché également sur la nécessité que Bucarest adopte des actions
    harmonisées dans le port roumain de Constanta, à la mer Noire.

    Chaque année,
    des quantités impressionnantes de drogues arrivent en Europe par les grands
    ports, par l’intermédiaire des réseaux de crime organisé qui par leurs actions
    menacent la sécurité nationale des pays membres. Catalin Predoiu a rappelé
    qu’en 2023, la Police roumaine a lancé une série d’opérations qui ont débouché
    sur le démantèlement de plusieurs réseaux criminels. De telles actions se
    poursuivront dans le courant de cette année aussi, a affirmé le ministre
    roumain de l’Intérieur. Et lui d’ajouter « qu’un groupe de travail a été
    mis en place au niveau du Conseil suprême de défense du pays dont le rôle est
    d’assurer la coordination des efforts de plusieurs institutions impliquées dans
    la lutte contre la drogue ».

    Pour mieux lutter contre ce fléau, il faut
    renforcer la coopération aussi bien intérieure, entre les différentes
    institutions publiques, qu’extérieure, au niveau de la Commission européenne et
    des pays membres. Les drogues représentent une menace à l’adresse de la
    sécurité nationale et des citoyens et le combat contre le trafic de drogues est
    devenue une science pluridisciplinaire, a fait savoir le ministre. « Il y
    a des aspects qui tiennent de la police judiciaire, mais aussi des informations
    financières, logistiques, managériales », qu’il faut connaître pour
    combattre ce fléau, a encore précisé Catalin Predoiu. La lutte contre les
    drogues a pris de l’ampleur en Roumanie, après qu’un jeune chauffeur sous l’influence
    des drogues a tué deux personnes sur une route de la côté roumaine à la mer
    Noire. La consommation des stupéfiants, notamment dans le rang des jeunes,
    reste un gros problème pour les autorités roumaines. Mercredi dernier, les
    procureurs de la Direction de l’enquête sur le Crime organisé et le terrorisme
    ont arrêté plusieurs jeunes à Bucarest et Oradea, impliqués dans le trafic de
    substances illicites.

    Summits. The future enlargement of the EU is on the agenda of talks in Brussels, where summits are scheduled from Wednesday to Friday. Attending on Wednesday the EU – Western Balkans summit, the head of the Romanian state, Klaus Iohannis, stated that Bucharest is of the opinion that the Western Balkans must reach the EU bloc and that ways must be found to speed up the negotiations. Several countries in the region have already started the negotiation process, and Bosnia and Herzegovina, which received candidate status last year, hopes to start them as well. The European Council meeting, which starts on Thursday, will discuss the opening of negotiations for Ukraine and the Republic of Moldova (ex-Soviet, predominantly Romanian-speaking), which are candidate countries. Recently, in a telephone conversation with the Moldovan president, Maia Sandu, Klaus Iohannis reiterated the support given by Romania to the European path of the neighboring state.



    Visit. The Romanian Minister of the Interior, Cătălin Predoiu, had a meeting in Bucharest with a delegation led by his Israeli counterpart, Moshe Arbel.     Budget. Romanias state budget for next year was built on an economic growth of 3.4%, an average annual inflation of 6% and a deficit of 5% of the GDP, according to the 2024-2026 Fiscal-Budget Strategy published on Wednesday. Construction will continue to be the most dynamic sector, the document states. Social insurance contributions (over 31% of total revenue) account for the largest share of the budget revenue in 2024, followed by VAT (over 20%), amounts received from the EU (almost 12% of total revenue), taxes on wages and income (about 8% of the GDP) and non-tax revenues (7.8% of total revenues).



    Middle East. The UN General Assembly voted for a resolution calling for an immediate ceasefire in Gaza and the immediate and unconditional release of the hostages held by Hamas. The resolution was adopted with 153 votes in favor, 10 votes against and 23 abstentions. The United States voted against the resolution, but president Joe Biden warned Israel that it is beginning to lose international support.



    Conference. Ukraine is the topic of an international conference hosted by the Romanian mountain resort of Sinaia. For two days, Romanian and foreign officials address topics such as the challenges of the reconstruction process of Ukraine, energy and food security, freedom of navigation and critical infrastructure, as well as the role that Romania can play in these areas. The relations between Romania and Ukraine will soon reach a true strategic partnership, in which an essential component will be the logistic center on the territory of our country for the reconstruction of and assistance for Ukraine, said the head of the Romanian Government, Marcel Ciolacu. The Prime Minister assured that Romania is acting and will continue to be the promoter of the concerted measures of the Euro-Atlantic Community for the reconstruction of Ukraine, within the European integration process. A video message came from the Ukrainian Prime Minister, Denys Shmyhal, who voiced confidence that his country will soon be part of the family of European nations. He stated that the Romanian-Ukrainian partnership was broad and comprehensive, and appreciated Bucharests support, both from a humanitarian and economic point of view.



    Army. The US Department of State has favorably approved the sale of Javelin anti-tank missiles to Romania worth about 80 million dollars, announced the Defense Security Cooperation Agency. The agency stated that the Bucharest government requested to purchase 263 Javelin FGM-148F missiles and 26 portable launchers for these missiles (Light Weight Command Launch Units). Their delivery to Romania supports the national security and foreign policy goals of the USA by contributing to increasing the security of a NATO ally, which is an important force for the political and economic stability of Europe, according to the justification document drawn up by the American side.



    Olympiad. The Romanian government has given prizes to almost 140 Romanian pupils who took part in international school Olympiads to reward them for the medals they won in these competitions, in a ceremony hosted on Tuesday by the National Theatre in Bucharest. The government allocated around 785,000 euros for the Romanian pupils, the teachers who trained them for the competitions, and their schools. Prime minister Marcel Ciolacu, who attended the event, said the 2024 budget bill has the highest sum earmarked for education in Romanias history, namely 4.1% of the countrys GDP. With every pupil who achieves excellence in their chosen field, we can build a better and prosperous future, he said.



    Exhibition. The Salvador Dali Universe exhibition was opened in Bucharest on Wednesday, showcasing for the first time in Romania a selection of works by the Catalan artist. The exhibition brings together 170 works, including sculptures, graphic art, etchings, miniatures from gold, diamond, emerald, sapphires and glass, as well as surrealist furniture, which can be visited until May next year.     Imigrări al Judeţului Ilfov au transmis că decizia a fost luată pe fondul
    majorării permanente a contingentului de cetăţeni străini nou admişi pe piaţa
    forţei de muncă din România, de la 5.500 în 2016 la 100.000 în 2022 şi 2023.
    Până la 27 noiembrie, activitatea Direcţiei pentru Imigrări a Municipiului Bucureşti
    şi Serviciului pentru Imigrări al Judeţului Ilfov s-a desfăşurat prin
    intermediul a 12 ghişee organizate în două containere metalice compartimentate.

    În prezent, activitatea de relaţii cu publicul la nivelul structurilor
    menţionate are loc exclusiv în punctul de lucru nou inaugurat în Complexul
    Comercial Grand Arena Mall, unde se preiau solicitările privind prelungirea
    dreptului de şedere, se eliberează avizele de angajare, se înregistrează
    rezidenţa şi se emit documente. Inspectoratul General pentru Imigrări a
    transmis că pentru eficientizarea şi fluidizarea fluxurilor de lucru se
    utilizează un sistem performant de gestionare a cozilor, sistem care este
    interoperabil cu cel integrat de management al străinilor.

    Astfel, sistemul de
    ticketing preia datele introduse de străini în aplicaţia de programare online,
    iar pe monitoarele din sala de aşteptare se afişează în mod automat toate
    informaţiile necesare, respectiv numărul programării, ora la care trebuie să se
    prezinte la ghişeu, ghişeul la care se va prezenta cetăţeanul străin, precum şi
    scopul prezenţei acestuia. Participant la inaugurarea noilor puncte de lucru,
    ministrul român al Afacerilor Interne, Cătălin Predoiu, a declarat că
    principalul segment al celor care vin în România îl reprezintă cei care doresc
    să îşi găsească un loc de muncă şi să-şi clădească o carieră. Acest lucru,
    spune ministrul, este şi în avantajul companiilor româneşti şi al economiei
    naţionale. Predoiu a punctat faptul că România este o ţară sigură şi va rămâne
    o ţară sigură pentru cetăţenii săi şi pentru străinii care decid să rămână pe
    teritoriul naţional o perioadă mai îndelungată.




    O iniţiativă
    legislativă, care prevede extinderea, de la un an la doi ani, a perioadei
    pentru care se acordă şi se prelungeşte autorizaţia de muncă pentru cetăţenii
    străini din afara UE care lucrează în România, a fost depusă în Parlamentul de
    la Bucureşti.     Potrivit proiectului, care a fost semnat de 16 deputaţi,
    autorizaţia de muncă se prelungeşte automat pentru noi perioade de până la doi
    ani în situaţia continuării raporturilor de muncă cu acelaşi angajator în baza
    contractului încheiat pe perioadă nedeterminată. Exceptate sunt cazurile în
    care se eliberează autorizaţii de muncă pentru lucrătorii sezonieri.

    Actul
    normativ mai stipulează că pentru prelungirea valabilităţii autorizaţiei de
    muncă peste perioada de valabilitate iniţială a contractului, încheiat conform
    Codului Muncii, este necesară prezentarea acordului scris al părţilor.
    Proiectul mai prevede că pentru obţinerea autorizaţiei de muncă pentru
    lucrătorii permanenţi, angajatorul nu va mai trebui să depună la Oficiul Român
    pentru Imigrări mai multe documente, între care actul constitutiv al societăţii
    sau de înfiinţare a persoanei juridice, certificatul de înmatriculare la
    oficiul registrului comerţului, certificatul de atestare fiscală, adeverinţa
    referitoare la forţa de muncă disponibilă pentru locul vacant comunicat de
    angajator sau procesul-verbal întocmit în urma selecţiei realizate pentru
    ocuparea posturilor vacante.

    Conform iniţiatorilor, această reglementare are
    scopul de a sprijini în mod direct mediul de afaceri care apelează la
    recrutarea şi angajarea de lucrători care provin din state non-UE, pentru a
    creşte competitivitatea companiilor care derulează afaceri în România. Proiectul

Das Treffen der Gruppe findet 20 Jahre nach der Gründung dieser informellen Plattform für Konsultationen auf Präsidentenebene zwischen 16 EU-Ländern statt. Der rumänische Präsident wird in einem Grundsatzreferat auf die Herausforderungen eingehen, vor denen die EU im Zusammenhang mit der russischen Aggression gegen die Ukraine steht, sowie auf die Maßnahmen, die zur Fortsetzung der multidimensionalen Unterstützung der Ukraine erforderlich sind. Am Samstag wird Präsident Iohannis von seinem portugiesischen Amtskollegen in Lissabon empfangen.



    Auf Einladung des US-Präsidenten Joe Biden hat der rumänische Staatspräsident Klaus Iohannis an einer neuen Runde politischer Konsultationen im kleinen Kreis mit verbündeten Staats- und Regierungschefs aus aller Welt teilgenommen. Die jüngsten Entwicklungen auf dem Kriegsschauplatz in der Ukraine, darunter Angriffe auf zivile Infrastrukturen in der Nähe Rumäniens, standen im Mittelpunkt der Gespräche. Klaus Iohannis forderte, dass Russland die Angriffe auf ukrainische Häfen einstellen sollte. Es ist notwendig, mehr Anstrengungen zu unternehmen, um sie zu schützen und zu verteidigen. Das Staatsoberhaupt sagte, dass wir jetzt mehr Fähigkeiten zur Erkennung und Abwehr von Drohnen brauchen. Präsident Biden unterstrich das Engagement der Vereinigten Staaten für die Sicherheit Rumäniens und unserer anderen Verbündeten an der Ostflanke. Kürzlich wurden zusätzliche US-Kampfjets vom Typ F-16 in unserem Land stationiert.



    Rumänien wird eine zusätzliche Infanteriekompanie in den Kosovo entsenden, nachdem der Nordatlantikrat zusätzliche Truppen zur Bewältigung der Lage auf dem westlichen Balkan genehmigt hat. Rumänien hat bereits etwa 250 Soldaten in Bosnien und Herzegowina sowie 80 im Kosovo. Am Dienstag sagte Verteidigungsminister Angel Tilvăr auf dem Warschauer Sicherheitsforum, dass Rumänien weiterhin entschlossen sei, Stabilität und Sicherheit in der Region zu gewährleisten. Die Spannungen im Kosovo haben zugenommen, nachdem ein paramilitärisches Kommando Ende letzten Monats an einer Barrikade im Norden der Provinz einen kosovo-albanischen Polizisten getötet und einen weiteren verletzt hat. Drei Mitglieder dieses Kommandos wurden bei einer Operation der Spezialeinheiten der Kosovo-Polizei bei einer Operation getötet.



    Der Internationale Währungsfonds prognostiziert für Rumänien in diesem Jahr ein Wirtschaftswachstum von 2,3 % und ein Haushaltsdefizit von 6 % des BIP. In einer Pressekonferenz zum Abschluss von Konsultationen mit Mitgliedern der rumänischen Regierung erklärte der Leiter der IWF-Mission in Rumänien, Jan Kees Martijn, dass das kürzlich von der Exekutive verabschiedete Steuerpaket ein Schritt in die richtige Richtung sei, wies aber darauf hin, dass auch andere Reformen erforderlich seien. Eine Erhöhung der Einnahmen um mehr als 2 % des BIP über das jüngste Steuerpaket hinaus wird in den nächsten zwei Jahren erforderlich sein, sagte er. Dem IWF zufolge wird die rumänische Wirtschaft mittelfristig ein Potenzialwachstum von 3 bis 3,25 % erreichen, da der Konsum und die Investitionen, die durch die Mittel des Nationalen Konjunkturprogramms unterstützt werden, stark bleiben. Der IWF hat auch darauf hingewiesen, dass die Inflationsrate bis Ende 2024 von 7 % auf 4 % sinken wird, aber weiterhin über dem Ziel der Rumänischen Nationalbank liegt.     After several tragic events caused by drug consumption shocked Romania this summer, Parliament in Bucharest is trying to toughen the legal means against the consumption, possession and traffic of illegal substances. Upon the USR initiative, Interior Minister Catalin Predoiu, who was Justice Minister before, has been invited to the Government Hour in the Chamber of Deputies to give assurances that the fight against this scourge together with fighting human trafficking and organized crime groups are a priority of his mandate. According to him there is a national anti-drug strategy endorsed by the government for the period between 2022 and 2026. He has also said that in the past three months, 44 organised crime groups have been dismantled and hundreds of kilograms of high-risk substances have been seized. Cătălin Predoiu has also defended the activity of his subordinated personnel.


    Catalin Predoiu: “There are hundreds, thousands of actions which resulted in the capture of drugs, and the protection of the citizens rights. What are we going to do next? I am reshuffling the entire inspectorate in Constanta. In record time the experts of the Ministry have made public a draft law aimed at reorganizing and rethinking the frame law for drug fighting.”


    Furthermore, Predoiu says that the ministry he leads has staged a special plan of measures for fighting drug trafficking in schools which comprises daily actions. He has accused the USR representatives that they are using the drug-related dramas as an electoral leverage as they are the promoters of a draft law for the legalization of a consumption of 3 grams of cannabis.


    During the debates, the former Interior Minister Lucian Bode has pleaded for a national pact, without political implications, for fighting drug trafficking.


    Lucian Bode: “This really means to defy an entire country; to come and support the legalization of drug consumption on one hand and on the other to call on the authorities to apply concrete measures. The drugs consumption issue is a complex threat, which calls not only for resources but also for vision and adjustability. Results cannot be obtained overnight as much as we want.”


    In response the USR say that they didnt get from the minister any satisfactory answer to the questions addressed in Parliament and have called for a serious reform of the Police forces. The USR MPs have said that the Interior Ministry is not doing its mandate properly. Here is USR leader, Ionuţ Moşteanu:


    Ionut Mosteanu “We have seen no answer to the questions we have asked the Minister. There are only figures because you can write anything on paper. The reality is different though. Drugs are sold in schools and no major network is being dismantled. You have corrupted employees, peoples trust in police is undermined by those who chose to turn the head to the other direction.”


    In turn the UDMR has called for the strengthening of the rule of law and the AUR representatives have underlined that the drug phenomenon is the result of the disastrous public policies in the past years.

    După ce mai multe evenimente tragice au avut loc, în această vară, în România, din cauza consumului de droguri, Parlamentul de la București încearcă să înăsprească mijloacele legale împotriva consumului, deţinerii şi traficului de substanţe halucinogene interzise.

    Astfel, la iniţiativa USR, ministrul de Interne, Cătălin Predoiu, anterior şi ministru al Justiţiei, a fost invitat la Ora Guvernului de la Camera Deputaţilor, unde a dat asigurărică lupta împotriva acestui fenomen, alături de combaterea traficului de persoane şi a grupurilor de crimă organizată, reprezintă prioritatea mandatului său. Oficialul a subliniat că există o strategie naţională antidrog adoptată de Guvern pentru perioada 2022-2026. El a mai declarat că în ultimele trei luni au fost desfiinţate 44 de grupuri organizate şi confiscate sute de kilograme de substanţe de mare risc.

    Cătălin Predoiu a apărat activitatea personalului din subordine: Există sute, mii de acţiuni care sunt rezultate în capturi de droguri, în protecţia drepturilor cetăţenilor. Ce facem în continuare? Reorganizez tot Inspectoratul de la Constanţa. În timp record, specialiştii ministerului au dat publicităţii un proiect de lege care reorganizează şi regândeşte, reîntăreşte cadrul normativ de combatere a drogurilor.

    Mai mult, spune Cătălin Predoiu, ministerul pe care îl conduce a organizat un plan special de măsuri pentru combaterea traficului de droguri în şcoli, cu acţiuni ce au loc zilnic. I-a acuzat, totodată, pe reprezentanţii USR că folosesc dramele provocate de droguri ca temă electorală, în condiţiile în care sunt promotorii unui proiect de lege pentru legalizarea unui consum de 3g de canabis.

    În cadrul dezbaterilor, fostul ministru de Interne liberal Lucian Bode a pledat pentru un pact naţional fără culoare politică pentru combaterea traficului de droguri. Lucian Bode: Aceasta este, într-adevăr, o sfidare la adresa întregii ţări; să vii, pe de o parte, să susţii legalizarea consumului de droguri şi, pe de altă parte, să ceri autorităţilor de aplicare a legii măsuri concrete. Problema drogurilor reprezintă o ameninţare complexă, care necesită nu doar resurse, ci şi multă viziune şi adaptabilitate. Rezultatele nu apar peste noapte, oricât ne-am dori.

    În replică, USR a spus că nu a primit de la ministrul de Interne niciun răspuns convingător la întrebările care au fost adresate în Parlament şi a cerut o reformă serioasă a Poliţiei. Deputaţii Uniunii au declarat că MAI nu-şi îndeplineşte mandatul, iar ministrul trebuie să răspundă.

    Liderul deputaţilor USR, Ionuţ Moşteanu: Nu am văzut niciun răspuns la întrebările pe care i le-am adresat domnului ministru. Nişte cifre, pentru că hârtia rabdă orice, însă realitatea rămâne. Sunt droguri în şcoli şi nici o mare reţea nu este destructurată. Aveţi corupţi în subordinea dvs. Încrederea în Poliţie o subminează cei care au întors capul în altă parte.

    La rândul său, UDMR a cerut întărirea statului de drept, iar reprezentanţii AUR au subliniat că amploarea fenomenului drogurilor este rezultatul politicilor publice dezastruoase din ultimii ani.

    our Strategic Partnership with the United States represents a pillar whose
    relevance has been reconfirmed and consolidated. We are profoundly committed to
    maintaining and strengthening the transatlantic relationship, the president
    went on to say adding that Romania’s accession to Europe’s border-free area, Schengen,
    remains a priority for the coming period. Bucharest is these days hosting the
    Annual Meeting of the Romanian Diplomacy, under the suggestive motto ‘A firm
    foreign policy of Romania’s: managing challenges and making the most of opportunities’.
    The special guests of Romania’s Foreign Minister,
    Luminita Odobescu, are her counterparts from Chile, Alberto van Klaveren Stork
    and Lithuania, Gabrielius Landsbergis. Against the background of Russia’s war
    of aggression in Ukraine, the event is focusing on the need for stepping up
    diplomatic dialogue and social-economic efforts with a view to strengthening
    the security architecture and the rule-based international order.






    POLICE The
    Romanian Minister of the Interior, Cătălin Predoiu, has announced that the new
    interim head of the Constanţa Police Inspectorate (IPJ) is Chief Commissioner
    Mădălina Sorina Vlangăr. She has replaced Chief Constantin Glugă, who announced
    his resignation following the investigation into the accident on May 2, in
    which a 19-year-old drugged driver killed two young people and injured another
    three. According to the minister, the entire organizational structure at IPJ
    Constanta will be rethought and adapted to the extent of the criminal
    phenomenon specific to this county and a new transitional managerial team will
    ensure the operation of the system until the new organization comes into

    TALKS The
    Romanian ministers of Finance, Labour and European Funds held talks in Brussels
    with the technical teams of the European Commission on issues related to the
    National Plan of Recovery and Resilience and the future law of special
    pensions. The Romanian authorities want to convince Brussels to accept a budget
    deficit of up to 5.5% instead of the previously assumed 4.4%. The one percent
    difference, the ministers say, comes from unplanned additional expenses owing
    to the war in Ukraine. Romania has spent 0.5% more from the GDP on defence-related
    issues and has incurred losses because of the imports of cheap Ukrainian grain.
    Radio Romania’s correspondent in Brussels recalls that Romania is the only
    country with an infringement procedure opened against it on budget deficit,
    which has been suspended due to the crisis.






    F-16 Romania’s Minister
    of Defence, Angel Tilvar, on Tuesday signed the letter of intent with the
    Netherlands and the US company Lockheed Martin on setting up the F-16 training
    center for Ukrainian pilots in Romania. According to the Romanian Defence
    Ministry, the Dutch Royal Forces will deploy several F-16 jet fighters to the
    86 Airbase in Romania while Lockheed Martin, which produces this aircraft, will
    ensure the technical support consisting of flight instructors and engineers. By
    setting up this centre, Romania joins the other NATO allies in the process of training
    the Ukrainian pilots allowing them to use these planes in the future. Minister Tilvar
    is presently in Toledo, Spain, to attend the informal meeting of the EU defence
    ministers.

    Poliția Română va s’hibă reorganizată.
