    ELECTIONS Romania’s new Parliament will be comprised of 7 political parties. In Sunday’s general elections, the Social Democratic Party in power won the largest number of votes, around 22%, followed by the sovereigntist AUR party with roughly 18%, double their figure in the last election 4 years ago. Third comes the National Liberal Party, another member of the ruling coalition for the past 4 years, which won some 14% of the votes, and 4th is the right-of-centre USR party, with around 12%. The 5% parliamentary threshold was also made by the Democratic Union of Ethnic Hungarians in Romania, the extremist party S.O.S. Romania led by the controversial MEP Diana Șoșoacă, and the newly founded sovereigntist Young People’s Party (POT). The turnout was over 52%, the highest in the last 20 years. Outside Romania, some 800,000 Romanian nationals voted, 3 times more than in the previous parliamentary election.

     

    COURT The Constitutional Court of Romania is expected to decide today whether to validate or cancel the first round of the presidential election of November 24. On Thursday, the Constitutional Court judges requested the recount of all ballots, after receiving a complaint that votes obtained by a candidate who had withdrawn from the race at the last minute had been transferred to another contender. The recount decision was criticized by most of the candidates in the race, who warned that a possible cancellation of the November 24 election would generate tensions and instability. If the Constitutional Court validates the first round, the second round will take place on Sunday, December 8 between the top two candidates – Călin Georgescu, running independently and widely seen as a pro-Russian extremist, and the president of the USR party (opposition), Elena Lasconi.

     

    NATIONAL DAY Romania’s National Day, marked on December 1, was celebrated on Sunday throughout the country with parades, military and religious ceremonies, shows, artistic events, and fireworks. The traditional parade took place in the capital city, attended by over 2,500 Romanian and foreign military personnel. President Klaus Iohannis, who hosted his last National Day reception as head of state, sent a message of unity and solidarity to overcome crises and move forward with dignity.

     

    GAUDEAMUS The Gaudeamus Book Fair, organised by Radio Romania, takes place between December 4 and 8. This year’s edition has the writer Mircea Cărtărescu as honorary president. The official opening of the 31st edition takes place on Wednesday, December 4, at Radio Romania’s stand at the fair. The 200 participants have prepared hundreds of events on this occasion.

     

    PARDON The outgoing US President Joe Biden has announced that he has pardoned his 54-year-old son Hunter, who was found guilty of illegal possession of a firearm, of lying to prosecutors, and who pleaded guilty to tax fraud. When he took office, Biden promised not to interfere with the Justice Department’s decision-making. Now, the president, who leaves office on January 25, says Hunter Biden was selectively and unfairly prosecuted simply because he is his son. President-elect Donald Trump, a Republican, has described the move as an abuse.

     

    AID The UK will increase by GBP 19 mln its humanitarian aid to Gaza, where the situation is “catastrophic”, the British international development minister, Anneliese Dodds said ahead of traveling to Cairo for a conference on the subject, AFP reports. Dodds says that the people of Gaza are in vital need of food and shelter during the winter and that the Cairo event will be an opportunity to come up with concrete solutions to the humanitarian crisis. Dodds insists that Israel must act immediately to guarantee unhindered access for humanitarian aid to Gaza, while international aid organisations accuse the Israeli authorities of not allowing aid trucks to enter the besieged Palestinian territory in sufficient numbers. The UK has committed to a total of GBP 99 mln in humanitarian aid for the Palestinian territories this year, the British government said. (AMP)

    WEATHER The weather remains extremely hot in almost the entire Romanian territory where meteorologists have issued a series of code yellow, orange and red alerts for extremely high temperatures and thermal discomfort. The most affected is the Timis County in western Romania, for which a code red alert has been issued. Temperatures there are expected to reach 39 degrees Celsius and the Temperature-Humidity index to go over the 80 unit threshold. An orange code alert has been issued for another ten counties in the country’s west and south, including the capital city Bucharest where the highs of the day are expected to reach 38 degrees Celsius. The noon reading in Bucharest was 31 degrees.

     

    PARIS An icon of the French cinematography, Alain Delon, died today at his home in Douchy surrounded by his three children and his family. The actor was a star of the golden era of the French cinematography, and shot to fame with the parts he played in ‘The Samurai’ and ‘Borsalino’. Once described as the most beautiful man in the movies, Alain Delon starred in some of the best French productions of the 60s, such as ‘The Leopard’ and ‘Rocco and his Brothers’. From the 1990s his film appearances grew rare and although he appeared in more than 90 films during the course of his career, he won only one Cesar Award in 1985 for ‘Our story’ by Bertrand Blier. ‘Le Parisien’ called Delon ‘a legend of the cinema’ while ‘Liberation’ described him as ‘a leading figure of cinema, the actor with crazy charisma’. Alain Delon’s last major public appearance was to receive an honorary Palme d’Or at the Cannes film festival in 2019, when he delivered an emotional speech in which he appeared to bid farewell to cinema and his fans.

     

    ATHENS The Romanian firefighters who had joined the efforts of putting out fires in Greece were given a new assignment on Saturday; they are monitoring two regions in Attica. According to a press release by the General Inspectorate for Emergency Situations (IGSU), 16 firefighters with four fire engines have been deployed to Agia Kiriaki, while another 15-strong rescue team is getting ready to intervene in Rafina. Both teams are accompanied by Greek liaison officers, and according to IGSU, they are in stand-by, ready to intervene under the coordination of their Greek counterparts. The regions where the two Romanian teams have been deployed are known for being at higher risk of wildfires at this time of the year. Greece has applied for help from the European Union and is in a state of high alert after wildfires went out of control and have affected over 10 thousand hectares.

     

    BOOKFAIR The Gaudeamus book fair staged by our radio station is going on in Sibiu, central Romania. On the fair’s last day, on Sunday, people were invited to visit its 15 pavilions located in the city’s historical center known as the Big Square, and check on the huge offer of books, games, music and other educational materials. The fair is being attended by the most renowned publishing houses in the country. Besides its varied and huge book offer displayed on over 40 stands, the fair also included a series of editorial events, book launches and autograph shows, which are also available online at gaudeamus.ro.

     

    EXAMS Next week will be seeing the written exams of the second round of the Baccalaureate in Romania. On Monday students are to take exams in the Romanian language and Literature and in the following days in mathematics and history according to their chosen profile. The first results are to be listed on August 26th and the final ones after all applications have been solved, on August 30th. Over 33,600 students are to take their exams in this second round. Most of them, two thirds, are this year’s graduates. Over 78% of the students passed the baccalaureate exams in its summer session. The Ministry of Education plans to allow students to see their exam papers shortly after the grading so that they may decide whether to challenge results.

    WEATHER Meteorologists have issued code red alerts for extremely hot weather for seven counties in south-western Romania, whose residents are bracing up for temperatures up to 40 degrees Celsius these days. Another eight counties and the capital city Bucharest are under a code orange alert for hot weather and a higher temperature-humidity index. The highs of the day here are to stay around 38 degrees Celsius, while in the rest of the territory they will range between 34 and 37 degrees.

     

    STATISTICS Greenhouse gas emissions caused by economic activities in the EU dropped in 20 member countries last year, remained stable in Cyprus and rose in Romania, Malta, Lithuania, Latvia, Greece and Slovenia. The most significant reductions of these gases have been reported by Bulgaria, over 15% and Germany 7%. The process of curbing the greenhouse gas emissions has affected Europe’s GDP, which grew only 0.3%, according to Eurostat. Out of the 20 countries, which managed to curb their gas emissions, eight have also reported a drop in GDP, whereas 12 have announced minor GDP growths.

The information is included in a joint statement issued in Doha by the USA, Qatar and Egypt, the main mediators between Israel and Hamas. Washington presented a roadmap, which includes several stages for the cessation of hostilities and the release of the hostages kidnapped during the Hamas attack in southern Israel on October 7th. Now the way is open to save lives, to help the population in Gaza and reduce regional tensions – the mediator countries say. In response Hamas rejected the new Israeli conditions – two Hamas representatives told France Press. According to them, the new conditions include the presence of the Israeli forces in the Gaza Strip along its border with Egypt. The war that followed the Hamas attack in October led to a disastrous situation for almost all the 2.4 million famished Palestinians in the Gaza Strip. Furthermore, the Israeli bombardments and onslaught have caused the death of roughly 40 thousand Palestinians, mostly civilians.

    Budget – Le
    gouvernement de Bucarest poursuit cette semaine les efforts pour élaborer la
    nouvelle construction budgétaire pour 2024. Les principaux défis à relever sont
    représentés par la majoration des pensions de retraite et les projets
    d’investissements. Le premier ministre Marcel Ciolacu a assuré que la nouvelle
    loi des retraites est parfaitement soutenable et qu’elle permettra la hausse
    des pensions à deux reprises, une fois de 13,8% à partir du 1 janvier et une
    deuxième fois, à partir du 1 septembre, suite à une réévaluation. Le cabinet de
    Bucarest se fait une priorité de la poursuite des investissements, a fait
    savoir le ministre des Finances, Marcel Bolos. A ses dires, ce sera le
    ministère de l’Education qui se verra augmenter considérablement son enveloppe,
    notamment pour mettre en place les projets prévus par le Plan national de
    relance et de résilience. La nouvelle
    construction budgétaire devrait pouvoir couvrir la hausse salariale promise par
    le gouvernement au personnel de l’Education, à condition que celui-ci mette fin
    à la grève ayant bloqué le système en juin dernier. En attendant que la nouvelle grille unique des
    salaires soit mise en place à partir de 2025, le gouvernement s’engage à
    augmenter les salaires dans l’Education, ne serait-ce que partiellement.


    Corruption – Le président roumain, Klaus Iohannis a transmis au ministre de la Justice la demande de démarrer les poursuites pénales à l’encontre de deux ex-ministres de la Santé de l’Union Sauvez la Roumanie, Vlad Voiculescu et Ioana Mihăilă, et a informé le Parquet général au sujet de la formulation de ces demandes. Les deux ex-responsables sont poursuivis pour abus de fonction au sujet de l’achat des vaccins durant la pandémie, aux côtés de l’ex-premier ministre libéral Florin Cîţu. Ce dernier, accompagné de ses avocats s’est rendu lundi à la commission juridique pour consulter son dossier. M Cîţu, à présent sénateur libéral, affirme qu’il demandera à ses collègues du parti de voter pour la levée de son immunité parlementaire. Le Sénat décidera mercredi s’il accepte la demande de la DNA de démarrer les poursuites pénales dans le cas de Florin Cîţu, accusé de complicité d’abus de fonction.

    Emballages – Le premier centre régional de décompte et de tri des emballages du système de garantie-retour a été inauguré à Bontida, dans le nord-ouest de la Roumanie, alors que le système devrait devenir opérationnel le 30 novembre. Au total, le pays bénéficiera de 17 tels centres qui s’ouvriront progressivement et qui jouent un rôle crucial pour le bon fonctionnement du mécanisme. Le ministre de l’Environnement, Mircea Fechet, a expliqué qu’environ sept milliards de bouteilles en plastique PET, bouteilles en verre et cannettes en aluminium arriveront là où elles doivent arriver – à savoir dans les usines de recyclage. Nous allons transformer la Roumanie, ensemble, d’un pays du stockage des emballages en un pays du recyclage, promet le dignitaire roumain.

    Diplomatie – La ministre roumaine des Affaires Etrangères, Luminiţa Odobescu, a rencontré ce lundi à Bucarest le représentant spécial de l’UE pour le dialogue Belgrade-Priština, Miroslav Lajcak. La réunion se déroule en marge de la participation au séminaire sur l’élargissement de l’UE organisé par les groupes de réflexion European Council on Foreign Relations et GlobalFocus Center. La responsable roumaine a souligné l’importance de la poursuite du dialogue entre Belgrade et Pristina, facilité par l’UE, notamment dans le contexte de sécurité actuel et des vulnérabilités amplifiées par l’agression de la Fédération de Russie contre l’Ukraine. La ministre Odobescu a présenté les conclusions résultant des récentes visites qu’elle a entreprises dans la région, dans le cadre desquelles elle a réitéré le soutien ferme de la Roumanie au parcours européen des Etats des Balkans de l’Ouest, reposant sur les principes des propres mérites.

    Gaudeamus – Presque 100.000 personnes ont visité la Foire du livre Gaudeamus, patronnée par Radio Roumanie et qui s’est déroulée cinq jours durant, au Palais des Expositions Romexpo de Bucarest. Le livre le plus convoité a été Plus que passé’, un ouvrage de mémoire de la poétesse Ana Blandiana, paru chez les Editions Humanitas. Suite au vote du public, les trois éditions les plus recherchées en Roumanie sont Humanitas, Litera et Polirom. Le prix de la meilleure traduction d’une langue étrangère en roumain est revenu cette année à Alexandra Coliban pour sa traduction d’anglais du roman Crossroads de Jonathan Franzen. Le prix de la meilleure traduction du roumain en une langue étrangère a été remis au poète Serban Foarta pour la traduction en allemand de ses propres poèmes réunis dans le volume bilingue Schlimmericks. Arrivée à sa trentième édition, la Foire du livre Gaudeamus a réunis cette année 500 événements littéraires et éditoriaux. Le président d’honneur de l’édition 2023 a été le critique littéraire Ioan Bogdan Lefter.

    Météo – Temps morose mardi en Roumanie, malgré une légère hausse des températures à travers le pays. Des chutes de neige sont attendues sur le relief, alors que les pluies seront au rendez-vous sur le reste du territoire. Les maxima iront de 2 à 12 degrés. Les maxima iront jusqu’à 7 degrés sous la pluie à Bucarest.

    WEATHER Severe weather caused
    fresh problems in Romania, where heavy snowfalls and snowstorms affected 177 localities in 22 counties, according to the National Inspectorate for Emergencies. More than 660 vehicles were snowed under and over 540 trees were
    brought down by the wind. The most affected region was the east of the country,
    where roads were closed, railway traffic was disrupted and electricity and
    water supply discontinued. The Mihail Kogălniceanu International Airport
    (south-east) was closed, and so were the Black Sea ports on the Romanian coast.
    Schools were also closed down in 5 counties in the south-east.


    BUDGET The government will continue this week to work
    on the state budget for 2024. The main challenges are related to pension
    increases and large-scale investments. PM Marcel Ciolacu says the new pension
    law is sustainable and that next year’s budget will be able to increase
    pensions twice, on January 1st by 13.8 percent and then until September 1st.
    Carrying on large investment projects is the priority of the government for 2024
    as well, the finance minister Marcel Boloş said. According to him, the budget
    of the education ministry will be increased significantly next year, especially
    in order to fund the investment projects included in the National Recovery and Resilience
    Plan. This budget must also cover the salary increase that the government
    promised in order to end an all-out strike in June.


    RECYCLING The first regional sorting centre for packaging was opened
    in Bonţida, north-western Romania, as part of the Packaging Guarantee and
    Return System to become operational as of November 30. A total of 17 such
    centres will be opened across the country in the forthcoming period. The
    environment minister Mircea Fechet explained that around 7 bln glass and
    plastic bottles as well as aluminium cans will reach recycling facilities, and
    promised that Romania will switch from storing to recycling.


    INVESTIGATION President Klaus Iohannis submitted prosecution
    requests concerning 2 former health ministers, Vlad Voiculescu and Ioana
    Mihăilă (USR party), to the justice ministry. The two are probed into for abuse
    of office with respect to the procurement of vaccines during the COVID-19
    pandemic, in a case in which the former PM Florin Cîţu is also facing charges
    of complicity to abuse of office. The latter, accompanied by his lawyers, appeared
    before the Senate’s judicial committee to review the case file against him. Cîţu,
    currently a senator with the National Liberal Party, said he would request
    Senate to suspend his parliamentary immunity. A decision in this respect will
    be made on Wednesday.


    GAUDEAMUS In Bucharest, almost 100,000 people visited the 30th
    edition of the Gaudeamus Radio Romania Book Fair, which ended on Sunday evening
    with the awarding of trophies. The most coveted book of the Gaudeamus Fair was
    designated More than the past, by Ana Blandiana, from the Humanitas
    Publishing House. Also by public vote, Humanitas, Litera and Polirom were
    designated the best publishing houses of this year’s fair. The prize for
    translation from Romanian into a foreign language was won by Şerban Foarţă for
    the volume of bilingual Romanian-German poems Schlimmericks, and
    the prize for translation from a foreign language into Romanian was awarded to
    Alexandra Coliban for the translation from English of the novel
    Crossroads by Jonathan Franzen. The Book Fair hosted over 500
    publishing events over five days. The honorary president of the edition was the
    writer and literary critic Ion Bogdan Lefter.

    Céréales – La Roumanie a assumé un rôle particulièrement important dans le transit des céréales ukrainiennes vers les marchés internationaux et elle est toujours solidaire avec l’Ukraine, a déclaré samedi le premier ministre roumain, Marcel Ciolacu, dans une intervention enligne au Sommet de Kiev relatif à la sécurité alimentaire mondiale. Plus de 60% du total des exportations ukrainiennes de produits agricoles sont passées par les corridors de transport de Roumanie, a dit le chef du gouvernement de Bucarest. Il a ajouté que durant la période qui suit, les autorités de Bucarest visaient à augmenter la capacité de transport avec le soutien direct des partenaires internationaux et de l’Union Européenne. M Ciolacu a condamné les attaques illégales et injustifiées de la Russie en Ukraine, qui constituent des crimes de guerre, ainsi que les bombardements russes à proximité avec la frontière avec la Roumanie qui touchent l’infrastructure nécessaire au transport des céréales sur les marchés internationaux.

    Baia Mare – Le maire de la ville de Baia Mare, dans le nord-ouest, Cătălin Cherecheș, s’est enfui vendredi de Roumanie quelques heures avant d’être condamné à cinq ans de prison ferme pour corruption, ont annoncé ce samedi la Police roumaine aux frontières. Celui-ci aurait traversé la frontière en tant que passager dans un taxi et aurait utilisé les documents d’identité d’un membre de sa famille qui lui ressemblait physiquement. L’agent de la police aux frontières qui a vérifié ses documents est actuellement poursuivi.

    Corruption – En Roumanie, la commission
    juridique du Sénat doit répondre jusqu’à mercredi à la demande de la Direction
    nationale anticorruption visant le déclenchement des poursuites pénales dans le
    cas de l’ex premier ministre, actuellement sénateur libéral, Florin Cîţu. Il est accusé d’abus de fonction, dans le dossier de l’achat des vaccins anti-covid durant la pandémie. Les leaders du PSD et du PNL (qui constituent l’alliance gouvernementale) ont fait savoir que les parlementaires de leurs partis voteraient en faveur de la levée de l’immunité de Florin Cîţu. Les anciens ministres de la Santé de l’Union Sauvez la Roumanie (USR) – de Vlad Voiculescu et Ioana Mihaila sont accusés d’abus de fonction dans le même dossier, mais c’est au président Klaus Iohannis de donner son accord en faveur de la levée de leur immunité. Selon les procureurs, les trois responsables auraient décidé de l’achat de de 52 millions de doses de vaccins de plus que le nécessaire réel, provoquant ainsi un préjudice à l’Etat de plus d’un milliard d’euros.

    Gaudeamus – Malgré une météo particulièrement mauvaise, les passionnés de la lecture ont été nombreux à visiter ce samedi le Salon du livre Gaudeamus Radio România. Dans le pavillon central du centre d’exposition Romexpo de Bucarest, le public a été attiré par l’offre éditoriale, par les rabais considérables mais aussi par les principaux événements au programme du jour. Le pavillon de la Radio publique roumaine a accueilli par exemple un atelier de BD, déroulé en présence de l’écrivaine Ana Blandiana et le lancement de deux livres pour enfants. Egalement au sujet des lancements de livre, aujourd’hui la journaliste de RRI Monica Ghita -Stoica a lancé son volume « Il était une fois à la radio (1928-1938) ». Le livre vise les étudiants et les spécialistes philologues, aux journalistes, aux sociologues ainsi qu’au grand public qui souhaite découvrir quelle était la place de la Roumanie dans le secteur de la communication radiophonique internationale de 1928 à 1938. La 30e édition du Salon international du livre Gaudeamus Radio Roumanie, le plus vieil événement de ce genre du pays fermera ses portes dimanche.

    Environnement – L’Etat roumain propose le financement le plus important de l’Union européenne pour l’achat de voitures électriques et hybrides, a déclaré vendredi le secrétaire d’Etat du ministère de l’environnement, des eaux et des forêts, Bogdan Balanişcu. Il s’agit de tickets de valeur qui pourraient dépasser les 10 000 euros, pour un citoyen roumain qui souhaite s’acheter une voiture électrique. Le programme vise à faire sortir des routes quelque 250 mille voitures anciennes, afin de réduire la pollution que ces vieilles voitures créent, a expliqué le dignitaire. Selon les derniers chiffres envoyés par le ministère de l’Intérieur, quelque 8 000 véhicules à zéro émission de carbone ont été immatriculés en Roumanie durant le premier semestre de l’année 2023.

    Météo – La
    météo s’est dégradée dramatiquement ce weekend à travers le pays. Jusqu’à
    dimanche les températures ne dépasseront plus les 10 degrés. Des pluies et des
    chutes de neige sont attendues sur toutes les régions, y compris à Bucarest.
    D’ailleurs les météorologues ont émis deux alertes l’une code orange et l’autre
    code jaune valable le long de ce weekend sur le nord, mais aussi sur le sud-est

    Die Internationale Buchmesse Gaudeamus — Radio Rumänien“, eine der am meisten erwarteten Kulturveranstaltungen im Spätherbst, wurde am Mittwoch in Bukarest eröffnet und ist in vollem Gange. Ehrenpräsident der Messe ist der renommierte rumänische Schriftsteller, Literaturkritiker, Universitätsprofessor und Publizist Ion Bogdan Lefter. In seinem Statement hob er die Freude über die erneute Begegnung des Publikums mit Schriftstellern und Verlegern aus dem ganzen Land hervor, umso mehr es sich um eine Jubiläumsausgabe handelt:



    Als Lehrer sage ich ‚Gaudeamus igitur!‘ — ‚Lasst uns fröhlich sein!‘ — und ich denke dabei immer an Bücher, denn Bildung hei‎ßt Bücher lesen, und die Gaudeamus-Messe war ursprünglich eine Messe für Schulbücher und Lehrmaterialien. Eine Bildungsmesse schlechthin, die seit 1994 ständig wuchs, und jetzt stehen wir hier und sagen erneut: ‚Gaudeamus igitur!‘“




    Auf einer Fläche von 5 500 Quadratmetern werden bis Sonntag auf vier Etagen, an Ständen und in Veranstaltungsräumen fast 200 Teilnehmer erwartet. Die Aussteller warten mit einem vielfältigen Angebot auf, das Verlagsprodukte in verschiedenen Medienformaten für alle Altersgruppen und Interessensgebiete, Musik und Lernspiele umfasst. Nebst den seit Jahrzehnten etablierten namhaften Teilnehmern sollen in diesem Jahr auch viele Premieren stattfinden und neue Projekte vorgestellt werden.



    Alle Stände sind auch in virtueller Form auf der Website www.gaudeamus.ro zu finden, das Programm mit mehr als 500 Veranstaltungen aller Art soll den Besuchern die Planung ihres Messebesuchs erleichtern, zumal der Eintritt frei ist.



    Grund zum Feiern hatte auch der gute, alte Rumänische Rundfunk, der am 1. November sein 95. Jubiläum beging. Seit nunmehr 30 Jahren übt der Rundfunk die Schirmherrschaft über die Buchmesse Gaudeamus“ aus, die als älteste Buchmesse des Landes wesentlich zur Strukturierung des nationalen Buchmarktes beigetragen hat. Der Intendant des Rumänischen Rundfunks, Răzvan-Ioan Dincă, würdigte in seinem Statement die Bedeutung beider Jubiläen:



    Dieses Jahr feiern wir gleich zweimal: 30 Jahre Gaudeamus und 95 Jahre Radio Rumänien. Damit diese Jubiläen nicht nur nackte Zahlen vermitteln, sondern auch sinnbildlich für das Kulturleben des Landes bleiben, möchte ich betonen, dass wir weiterhin jene Veranstaltungen unterstützen werden, die der Gesellschaft einen Mehrwert bringen. Dazu gehört auch die Buchmesse »Gaudeamus«, die seit 30 Jahren ihren bewährten Beitrag leistet und unvermindert beliebt ist. Unser Publikum freut sich über den freien Zutritt und nutzt die Gelegenheit, um Bücher zu kaufen. Das ist das Ziel: Bücher erwerben und lesen!“

    VISIT The president of Romania
    Klaus Iohannis Wednesday visited the UNESCO Heritage-listed Island
    of Gorée in Senegal, and had talks with the officials of the House of Slaves,
    now a museum. Mr. Iohannis said that Romania
    will support the efforts of Senegal’s Association for the Protection of Children
    with Mental Disabilities to ensure a better life for these children. On
    Thursday the Romanian official is to be received by his counterpart Macky Sall.
    Thursday’s agenda also includes participation in the opening of the United Nations
    House in Senegal, the opening of a traditional mask exhibition and a meeting
    with Senegalese experts who have studied in Romania. Senegal concludes the
    Romanian president’s 10-day tour in Africa, which also included Kenya, Tanzania
    and Cabo Verde.


    MILITARY Eurofighter aircraft
    from Germany arrived in Romania on Wednesday, at the Mihail Kogalniceanu air base
    in the south-east of the country, in an enhanced air policing mission (Air
    Policing South), the German Embassy in Bucharest announced. In the previous
    weeks, large-scale preparations were conducted for the deployment of the German
    contingent of 150 troops. Four Eurofighter jets will be operational as of
    November 27, strengthening the air defence of NATO’s south-eastern flank.


    GAUDEAMUS The
    Gaudeamus Radio Romania International Book Fair opened its doors in Bucharest
    on Wednesday. It is one of the most eagerly awaited cultural events of the fall,
    reaching its 30th edition. Until Sunday, more than 500 releases and editorial
    events will take place at the fair. The longest-running book fair in the
    country gathers this year almost 200 participants, mainly publishing houses,
    but also educational, cultural and press institutions.


    ISRAEL The European Union, the US and Russia
    welcomed the deal for the release of 50 hostages held in Gaza, over a four-day
    ceasefire. The president of the European Commission Ursula von der Leyen said
    the Commission would use the truce to send as much humanitarian aid as possible
    to the Palestinian population in Gaza. In turn, the EU foreign policy chief,
    Josep Borrell, spoke about the European bloc’s willingness to get involved in finding
    a long-term solution to the conflict through the creation of a Palestinian
    state. The Palestinian Islamist group Hamas and the Israeli government have
    agreed on a 4-day ceasefire in Gaza and the release of 50 Israeli women and
    children in exchange for 150 Palestinian prisoners. The deal was brokered by Qatar.
    Hamas took around 240 hostages, including children and old people, during its
    attack on Israel in which another 1,200 people were killed according to Israeli
    sources. In turn, Hamas reported at least 13,300 Palestinians were killed in
    subsequent air strikes and the invasion of Gaza by the Israeli forces.



    BUDGET The 2024 EU budget was endorsed by the European Parliament convened
    in Strasbourg on Wednesday. The chief negotiator was the Romanian MEP Siegfried
    Mureşan. The EU budget currently stands at EUR 189 bln. According to Siegfried
    Mureşan, there are enough resources now to finance the European Union’s
    traditional priorities, such as the cohesion policy and the common agricultural
    policy. In these areas, Romania receives most of its non-reimbursable

    NRRP. The European Commission has announced that it has validated the changes made by Romania to the National Recovery and Resilience Plan. Among other things, there will be more funds for reforms and projects in energy and digitization. A similar decision was announced for Croatia, Finland, Greece and Poland. The new form of the NRRP must be approved by the European Ministers of Finance, after which an implementation decision will be issued by the European Council.



    G7+. The Romanian Minister of Foreign Affairs, Luminiţa Odobescu, participated, on Tuesday, in the G7+ meeting on supporting the energy infrastructure of Ukraine, in the Ministers of Foreign Affairs format, at the invitation of the US Secretary of State, Antony Blinken, in which context she emphasized the importance of a constant international support for Kiev. According to the MFA, Odobescu emphasized the role of the US in mobilizing partner states in efforts to support Ukraines energy sector. The head of Romanian diplomacy also mentioned the multidimensional assistance offered by Romania to the neighboring state, stressing the emergency support provided in the energy field. The meeting took place in videoconference format, with the participation of the Ukrainian Minister of Foreign Affairs, Dmitro Kuleba. The G7+ format dedicated to Ukraines energy infrastructure was launched last November in Bucharest. Officials from the USA, Japan, Canada, France, Germany, Italy, the United Kingdom, the Czech Republic, Estonia, Latvia, Lithuania, Poland, Romania, Slovakia, Bulgaria, Sweden and Norway took part in the fourth edition in this format organized on Tuesday , together with representatives of the EU, the European Energy Community and the United Nations Development Program.



    Tour. Romanian President Klaus Iohannis is travelling, today, to the island of Gorée in Senegal, a UNESCO heritage site, former outpost of the slave trade, where he will meet with local officials. The official talks with his counterpart, Macky Sall, will take place on Thursday, when a series of official documents will be signed. Also on Thursday, Klaus Iohannis will participate in the inauguration of the House of the United Nations in Senegal, the opening of an exhibition of traditional masks and will have a meeting with specialists from Senegal who studied at Romanian universities. Senegal is the last stage of the African tour undertaken by President Klaus Iohannis and his wife, Carmen. The previous stages of the ten-day tour of the Romanian presidential couple were Kenya, Tanzania and Cape Verde.



    Israel. Israeli Prime Minister Benjamin Netanyahu asked his government to support an agreement that would pave the way for the release of some of the hostages that Palestinian militants Hamas took to the Gaza Strip after the October 7 attack on Israel. Hamas took about 240 hostages during the attack, which left 1,200 dead, according to Israeli reports. Following the subsequent airstrikes and invasion of the Gaza Strip by Israeli forces, Hamas authorities claim that more than 13,300 Palestinians have been killed, including at least 5,600 children.     Football. The Romanian national football team won Group I of the EURO 2024 preliminaries, after defeating the Swiss team 1-0 on Tuesday in Bucharest. The tricolors prevailed with the goal scored in the 50th minute by Denis Alibec and finished the group undefeated. As a result of this performance, Romania will be in the second pool at the December 2 draw for the groups of the final tournament in Germany. It is the sixth time that Romanian footballers qualify for the final tournament of the European Championship, after the editions of 1984, 1996, 2000, 2008 and 2016. (MI)

    Die Buchmesse Gaudeamus findet dieses Jahr bereits zum 30. Mal in Bukarest statt. Hunderttausende Titel erwarten auch dieses Jahr ihre Leser auf der Buchmesse, die vom öffentlich-rechtlichen Radiosender Radio Rumänien organisiert wird. Auf dem Programm stehen Buchvorstellungen, Debatten, Ausstellungen, Kinderveranstaltungen. Da Radio Rumänien in diesem Jahr sein 95-jähriges Jubiläum feierte, hat das Nationale Hörfunk-Theater aus diesem Anlass eine besondere Veranstaltung bei Gaudeamus vorbereitet. Attila Vizauer, Chefredakteur des Nationalen Hörfunk-Theaters kommt zu Wort mit Einzelheiten: “Die Buchmesse Gaudeamus ist diesem schönen 95-jährigen Jubiläum von Radio Rumänien gewidmet. Auf der diesjährigen Gaudeamus-Messe wollen wir eine Sammlung von Hörspielen präsentieren, die natürlich den Büchern gewidmet ist, den literarischen Meisterwerken, die im Laufe der Jahre geschrieben wurden. Zu diesem Anlass haben wir eine Sammlung mit dem Titel 95 Jahre Radio, 95 Jahre Literatur zusammengestellt. Dieses Jahr, anlässlich des 95-jährigen Jubiläums von Radio Rumänien und des 25-jährigen Bestehens des Casa Radio Verlags, werden wir in einer unseren Musiksammlungen, Radio-Legenden, den Komponisten und Dirigenten Mihail Jora vorstellen. Genauer gesagt bieten wir eine CD mit Ballettmusik, die von Mihail Jora komponiert wurde. Mihail Jora ist im Zusammenhang mit diesen Jubiläen auch deshalb wichtig, weil der Konzertsaal des rumänischen Rundfunks seinen Namen trägt.



    In der Musiksammlungen Profil Interpretativ präsentieren wir einen Namen, der immer wieder ein gro‎ßes Publikum anzieht. Es handelt sich um den Geiger Alexandru Tomescu. Dieses Mal werden Alexandru Tomescu und die Stradivari-Geiger Elder Voicu Kompositionen von Beethoven, Brahms und Enescu vortragen, begleitet am Klavier von Sînziana Mircea”. Eine der Veranstaltungen, die am Stand des Verlags Casa Radio stattfinden, hat als Protagonistin die Schauspielerin Alexandrina Halic, die unvergessliche Rollen verkörpert hat, an die sich viele Generationen von Kindern erinnern. An der Veranstaltung, die in Zusammenarbeit mit dem rumänischen Radiotheater organisiert wird, nimmt der Schriftsteller und Publizist Ion Moldovan teil, Autor des Buches Alexandrina Halic.     Investments — The European Commission has approved the modification of Romanias National Recovery and Resilience Plan, the Ministry of Investments and European Projects announced on Tuesday in Bucharest. According to the line minister, Adrian Câciu, the modified form no longer includes the limitation of 9.4% of the gross domestic product for the expenses of the public pension system. The elimination of this ceiling was also announced by the PM Marcel Ciolacu.     Israel — The Romanian senators and deputies watched on Tuesday, during a joint plenary session, a film made available by the Israeli armed forces regarding the attacks of the Hamas group on October 7. The images were unedited and several parliamentarians left the room, declaring themselves shocked by the atrocities committed against the civilian population in Israel. At the end of the meeting, which was secret, without access for the media, the Israeli ambassador in Bucharest, Reuven Azar, declared that his country had the duty to eradicate all the military capabilities of the Hamas group and to ensure that this terrorist organization will no longer represent a future threat.     VISIT The president of Romania Klaus Iohannis today starts an official visit to Senegal, the last stage of his African tour. The agenda includes, among other things, a visit to the Senegalese association for the protection of children with mental disabilities, based in Dakar, a visit to the UNESCO Heritage-listed island of Gorée on Wednesday, and official talks with Senegals president Macky Sall on Thursday.     BUDGET The leaders of the Social Democratic Party and of the National Liberal Party in Romanias ruling coalition are holding talks today on the 2024 state budget law, which should be endorsed by December 10. According to government sources, the PM Marcel Ciolacu intends to adjust the method of earmarking ministry budgets, with appropriations granted based on programmes and projects. The participants will also discuss the replacement of the directors of agencies subordinated to the finance ministry, except for the Fiscal Administration Agency, and the reorganisation of these agencies in order to improve their operation. Also today, a meeting is scheduled between government officials, trade unions and employers associations. The head of the Romanian SME Association, Florin Jianu, says unions are expected to demand an increase of minimum wages as of January 1, 2024, but he says the business environment is unable to cope with a new increase after the one operated in October.



    ISRAEL The Senate and Chamber of Deputies are holding a secret meeting today, focusing on recent developments and the situation in Israel. The joint meeting was suggested by the MP representing the Jewish community in Romania, Silviu Vexler. Journalists are denied access to the meeting, and audio and video recording or live posts are prohibited.
