    STRIKE Romanian public health insurance personnel have suspended relations with the public indefinitely, because their salaries have not been increased for over 6 years. The protest disrupts services to patients and it might jeopardise the disbursement of expenses incurred by healthcare service providers, the head of the National Trade Union Bloc Dumitru Costin explained. He said the National Health Insurance Agencys budget can cover the requested pay raises, but that the measure must be endorsed in Parliament, where a bill in this respect has been pending for a long period and is currently stuck in the Chamber of Deputies. The health minister Alexandru Rafila said suspending the provision of healthcare services is unacceptable, and that he hoped for a dialogue between the management and the staff of the National Health Insurance Agency.



    BUDGET The ruling coalition have started talks on next years public budget. The government has approved a memorandum drawn up by the finance ministry, which lists the significant public investment projects on which the budget will be based. The transportation ministry has the largest number of projects in the list, i.e. 108 projects in various implementation stages, which means this ministry will receive the largest appropriations in the 2024 budget.



    HOSTAGES The Romanian foreign ministry announced that checks conducted by the Romanian authorities based on the information provided by Israel indicate that another person with dual (Romanian and Israeli) citizenship and living in Israel is a hostage in the Gaza Strip. The foreign ministry also announced that the Romanian Embassy in Tel Aviv and the Romanian Consulate in Haifa are in touch with the Israeli authorities. So far 4 people with Romanian and Israeli citizenship are known to be held hostage by the Hamas terrorists.



    ISRAEL The US secretary of state Antony Blinken arrived in Tel Aviv on Friday morning to persuade Israel to ensure the protection of Palestinian civilians in the Gaza Strip. This is Blinkens second trip to the Middle East since the Hamas Islamists attacked Israel on October 7. International mass media report that the US diplomacy chief will have meetings with the Israeli PM, Benjamin Netanyahu, and with members of his security cabinet. From Israel, Blinken is to travel next to neighbouring Jordan. Meanwhile, Israel announced that its forces have surrounded Gaza City, the largest urban centre in Gaza and previously controlled by Hamas.



    BOOK FAIR The Gaudeamus Radio Romania Book Fair invites book lovers to Timişoara, a European Capital of Culture in 2023. The fair takes place until Sunday, and it brings together scores of publishers presenting their most recent releases, best-sellers, special offers and discounts. Todays most eagerly awaited event is the launch of a volume of dialogues between Robert Şerban and the contemporary Romanian poet Şerban Foarţă. Q&A sessions with writers, roundtables and book signing events are also scheduled. The Timisoara-based writer Patricia Lidia released a volume entitled “Adventures in Brancusis World,” an event that complements the exhibition devoted to the great Romanian-born sculptor opened these days at the National Art Museum in Timişoara.     Budget. The parties in the governing coalition in Bucharest have started discussions on the draft budget for the coming year. It will be outlined on a much lower deficit target than in 2023 and will have to take into account the future pension law and the reform of the single salary scheme. Previously, the government approved, in Thursdays meeting, the list of priority public investment projects for 2024, a memorandum that will form the basis of the budget development. According to the document, the Ministry of Transport owns the most projects, 108, which are in various stages of completion, and would receive 90% of the investment funds. The Justice Minister Alina Gorghiu has stated that she would like the future budget to fund projects such as the Justice District, the construction of two penitentiaries, new vouchers for crime victims and the rehabilitation of the premises where magistrates work. Prime Minister Marcel Ciolacu has said that the budget must be built on projects and maintain this years pace and even exceed it in terms of funding.



    Protest. On Thursday, the employees of the national and county health insurance houses stopped work with the public indefinitely, unhappy with the fact that the authorities are not finding solutions to ensure decent salaries in this field. According to a statement from the National Trade Union Bloc, the processing of documents received from services providers, businesses, medical leave and national health programmes may be seriously disrupted. Trade unions say that, together with the management of the National Health Insurance Houses, they tried to solve the salary problems in this institution, proposing draft legislation to address the issue. The bill was, however, amended by MPs to include all public sector health workers and withdrawn from Parliament because of its high financial impact. The president of the National Trade Union Block, Dumitru Costin, has sated that this is an issue well-known by the Government and Parliament, as the union talked with the PM, the Speaker of the Chamber of Deputies and the ministers of labor and finance. He has also said that there are funds to increase the salaries of all employees in the health insurance sector. On the other side, the Health Minister Alexandru Rafila says that the interruption in the provision of medical services is unacceptable. According to him, although the National Health Insurance House has the biggest budget in Romania, there is a problem related to contribution, as only 5 million people contribute to the insurance fund, while 19 million benefit from medical services.



    Poll. An IRSCOP poll using a sample of almost 1,000 respondents shows that 86% of people in Romania believe the Hamas attack on 7th October in which 1,400 people were killed, is to be condemned. 66% believe Israel has the right to attack Hamas in Gaza to destroy this organization, and 78% agree that Romania should immediately provide humanitarian aid to the civilian population in Gaza. 36% of respondents are more worried about the conflict in the neighboring Ukraine than that in Israel, while 35% are equally worried about both. 46% believe Romania has done too much for Ukraine, while 40% believe it has done as much as was needed. 79% have little or very little trust in their governments ability to protect the population in the event of an armed threat.



    Hostages. The Romanian Ministry of Foreign Affairs has announced that a fourth citizen with dual citizenship, Israeli and Romanian, residing in Israel, is being held hostage in the Gaza Strip. The Embassy of Romania in Tel Aviv and the Consulate General of Romania in Haifa maintain contact with the Israeli authorities on this issue. On Thursday, in Bucharest, approximately 300 people participated in a solidarity rally with the hostages taken by Hamas. The demonstrators carried flags and photos of those kidnapped or killed and placards in support of the State of Israel. The confirmed number of hostages rose to 242, according to the latest data updated by the Israeli Defense Forces. According to spokesperson Daniel Hagari, most of the captives are believed to be alive.



    Anniversary. Radio Romania on Wednesday celebrated 95 years since its first live broadcast. An awards gala was held to mark the event, with 12 excellence awards being granted in different fields, from culture, education and science to multiculturalism and healthcare. At the end of the gala, Radio Romanias president and director general Răzvan Ioan Dincă unveiled the Radio Romania application.



    Gaudeamus. The city of Timisoara, this year a European Capital of Culture, is hosting, until Sunday, the Gaudeamus Book Fair, organized by Radio Romania. The fair gathers 40 of the most important publishers and book distributers from across the country. The Romexpo Center in Bucharest will also host a Gaudeamus fair between the 22nd and the 26th of November. (MI)

Pe 24 decembrie 2019, Parlamentul a decis instituirea zilei de 1 noiembrie ca Zi Națională a Radioului, în semn de recunoaștere a rolului determinant pe care Radioul îl are în istoria României.

    Radio România rămâne reper de credibilitate pentru ascultători, iar faptul că peste trei milioane de români aleg zilnic postul public de radio confirmă acest lucru. Cu peste 3,6 milioane de ascultători zilnic, Radio România este lider de piaţă, conform ultimului studiu de măsurare a audienţei.

    Security – Romania’s security has
    been consolidated and the efforts to strengthen the structures of the North-Atlantic
    Alliance on the territory of the country, especially the NATO battle group
    established in 2022, will be continued, said President Klaus Iohannis, who, on
    Tuesday, attended the ceremonies in Constanta (southeast), which marked Navy
    Day. In turn, the Prime Minister Marcel Ciolacu gave assurances that the government
    would allocate the necessary resources for equipping and modernizing the
    Romanian Naval Forces. Security at the Black Sea ensures the stability of the
    entire region and turns Romania into an important security provider, the speaker
    of the Senate, Nicolae Ciucă, also said.

    Government – The Romanian government resumes discussions
    about the measures to balance the state budget. The executive should finalize
    and adopt, by the end of the month, the emergency ordinances for reducing the
    expenses of the civil servants’ apparatus and the increase in the budget revenue
    receipts. According to a draft law, which appeared in the public space, owners
    of luxury cars whose value exceeds 100,000 Euros will have to pay a tax, IT
    employees whose salaries exceed 10,000 lei per month (about 2,000 Euros) will
    no longer be exempted from taxes, and workers in constructions and agriculture
    will have to pay health insurance contributions. At the same time, state
    employees who have a gross monthly salary of over 10,000 lei may no longer
    receive holiday vouchers. The government also intends to increase the excise
    duty on sugar and to impose only two VAT rates of 9 and 19%. SMEs with incomes
    up to 300,000 lei could be taxed with 1%, and those that exceed this income,
    with 3%. Last but not least, companies that shift profits would have to pay a
    15% surtax on the amounts transferred. As to the emergency ordinance regarding
    the reduction of the size of the state apparatus, the government is analyzing
    the possibility of abolishing 200,000 unfilled positions, merging some public
    institutions and reducing the number of state secretaries, management
    positions, members in the boards of administrators and the number of members in
    the cabinets of local authorities.

    Tennis – The Romanian tennis player Sorana Cîrstea started
    the WTA 1,000 tournament in Cincinnati, in the American state of Ohio with a
    victory. Cîrstea, 31st in the WTA ranking, passed the Russian
    Ekaterina Alexandrova in the first round with a score of 6-0, 6-2 and will meet
    in the second round Maria Sakkari, from Greece, seeded 8th in the
    tournament. A second Romanian player in the main draw, Irina Begu, was defeated
    by the Czech Marie Bouzkova, 6-2, 6-2. However, in the doubles, the pair Irina
    Begu from Romania and Sara Sorribes Tormo, from Spain, qualified for the round
    of 16 after defeating the pair Elisabetta Cocciaretto (Italy) / Mayar Sherif
    (Egypt) 7-6 (7/5), 6-3). The Romanian-Spanish pair will meet the pair Storm
    Hunter (Australia) / Elise Mertens (Belgium), seed number two, in the round of
    16.

    Gaudeamus – The Gaudeamus Radio Romania Book Fair in
    Sibiu (center) has come to an end. For five days, approximately 15,000 visitors
    attended the event, more than at the previous edition. Conni Chifor, a representative
    of the fair, talked about the very large number of children present and said
    that, for them, literature was definitely the queen of the ball. She added that
    the public, including those who watched the events online, could participate in
    numerous contests with book prizes. The next edition of the Gaudeamus Radio
    Romania Book Fair will take place in Iasi (east), during the first week of
    school, between September 13-17.

    Baccalaureate – Almost 34,000 high school graduates
    from Romania, enrolled for the second session of the Baccalaureate exam, are today
    taking the Romanian language and literature exam, with the papers being
    assessed digitally for the first time. The tests will be scanned and uploaded
    to a platform that will distribute them to two teachers from any corner of the
    country, except from the county of origin of the student. On Thursday, the
    mandatory written test in the specialty subjects is scheduled. The optional test,
    at the student’s choice, in the specialty subject is scheduled for August 18
    and on August 21 candidates who belong to national minorities will take the
    written test in their native language and literature. The first results will be
    announced on August 25, followed by the final results on August 29 after
    examining potential appeals. In order to pass the baccalaureate exam, high
    school graduates must pass all language and digital skills assessment tests and
    must obtain an exam average grade of at least 6.00 in the written tests. At the
    first session of the Baccalaureate exam, only 75% of the registered candidates
    passed the exam.

    UN – Almost
    10,000 civilians have lost their lives since the beginning of the war in
    Ukraine, according to the UN. Thus, 9,444 civilians have died, including 500
    children, and more than 16,940 have been injured since the beginning of the
    Russian invasion in February 2022. The real figure is probably much higher. The
    UN notes that the toll is not complete because data is missing from several
    regions, especially from Mariupol, Lisiceansk and Severodonetsk, occupied by the
    Russian forces after heavy fighting, and also from Kyiv. The figures also show
    that the vast majority of those killed (7,339) died in Ukrainian regions bombed
    by Russia and defended by the Ukrainian army. In the regions of Donetsk and
    Lugansk, in the east, there were significantly more casualties on both sides of
    the front than in the capital Kyiv, in the center and west of Ukraine. The UN
    report also notes that more civilians died in the first months of the war. In
    the spring and summer of 2023, between 170 and 180 civilians lost their lives

    DIICOT The situation in several old people’s homes close to
    Bucharest, where prosecutors had identified organized crime groups who were
    exploiting and mistreating old and disabled people was being analyzed by the
    Romanian government on Sunday. The country’s Prime Minister, Marcel Ciolacu,
    has summoned several ministers and officials in the field and has announced
    that inspections are to be carried out in all the foster centers for children,
    the elderly and disabled people across the country. The Prime Minister has
    asked for ‘zero tolerance for the crime groups who robbed those helpless
    people’ and has announced that jointly with the Minister of Justice he set the
    solution to this issue as a top priority. ‘What was happening in these ‘centers
    of horror’ have shown us the total dehumanization of some persons that I cannot
    call people.’ No resignations or dismissals have been announced. According to
    DIICOT prosecutors, besides the poor conditions offered, the victims were
    forced to do the most humiliating works. At the same time the abusers used to
    be announced beforehand by their accomplices in various state institutions
    about the upcoming inspections, allowing them to keep the abuses secret.
    According to DIICOT sources, in two years the crime ring under investigation
    managed to siphon off roughly 740 thousand Euros from several social assistance
    directions in Ilfov and Bucharest. Some of those involved have been placed in
    temporary custody for 30 days, whereas others are under house arrest or judicial
    control.






    SUMMIT Romania’s President Klaus Iohannis will be participating in
    the NATO summit in Vilnius on Tuesday and Wednesday, the presidential
    administration in Bucharest has announced. The summit is to include three
    high-level meetings of the North-Atlantic Council, in formats, which also
    include Ukraine, the European Union as well as NATO’s Indo-Pacific partners. At
    the summit, the Romanian president is expected to underline the fundamental
    importance of continuing the implementation of the Madrid decisions on
    strengthening the allied defence and deterrence posture on the Eastern Flank.
    Iohannis will also reiterate the robust support for Ukraine, including its
    NATO’s accession, as well as for the most vulnerable partners, especially for
    the Republic of Moldova. According to the same sources, the head of the
    Romanian state will be also referring to the need for having the importance of
    the Black Sea region in the Euro-Atlantic security reflected in the allied
    documents and decisions. In Vilnius, NATO Secretary General Jens Stoltenberg is
    expecting that most allies announce their commitment to increasing defence
    budgets to over 2% of the GDP starting next year. He said in Brussles that 11
    member countries, Romania included, had already fulfilled this commitment.








    FAIR The Gaudeamus Radio Romania Book Fair ended in Brasov,
    southern Romania on Sunday. During the five-day event, the almost 40 exhibitors
    put on displays thousands of books for all tastes and ages, music, educational
    games and self-development books. The event also included book launches,
    conferences and debates attended by local writers and not only by them. Adrian
    Lesenciuc, poet, prose and essay-writer as well as literary critic was the
    honorary president of the present edition.

    warrants and 589 people, who are the subject of alerts in the Schengen
    Information System, have been located on Romania’s territory. According to a
    Romanian police communiqué, 30 documents and 45 vehicles sought by the Schengen
    partners have been seized in Romania to be used as evidence within legal
    procedures. At the same time, 199 people wanted by the Romanian authorities
    have been identified by foreign partners on their territory, the communiqué also
    says.






    MEDALS Romania won six medals on Sunday in the World Rowing Cup III
    in Lucerne, Switzerland: two gold, three silver and one bronze. In the medal
    ranking, Romania came third after Britain and the Netherlands. The Romanian
    women’s four and double scull became gold medalists in Lucerne.

    – Die Regierung diskutiert heute die Situation in den Heimen im Kreis Ilfov, in der Nähe von Bukarest, wo ältere und behinderte Menschen misshandelt wurden. Der Regierungschef, Marcel Ciolacu, spricht mit mehreren Ministern über die erforderlichen Ma‎ßnahmen, um solche Situationen zu verhindern. Die Dokumente der Direktion für Ermittlungen gegen das organisierte Verbrechen und den Terrorismus zeigen, dass die Heiminsassen unter entsetzlichen Bedingungen leben mussten. Einige Staatsbedienstete halfen bei der Vertuschung des Leidens der Menschen. Die kriminelle Gruppe erlangte innerhalb weniger als zwei Jahren mehr als umgerechnet 740 000 Euro von mehreren Sozialhilfedirektionen in Ilfov und Bukarest. Einige Angeklagte wurden für 30 Tage in Untersuchungshaft genommen. Andere stehen unter Hausarrest oder unter richterlicher Aufsicht. Marcel Ciolacu forderte die Entlassung der Direktoren der Nationalen Agentur für Zahlungen und soziale Inspektion sowie der Agentur des Kreises Ilfov. Die Präfekturen teilten mit, dass Kontrollkommissionen gebildet worden seien.




    – Präsident Klaus Iohannis wird am Dienstag und Mittwoch am NATO-Gipfel in Vilnius, Litauen, teilnehmen. Auf dem Programm des Gipfels stehen drei Treffen auf höchster Ebene der NATO, mit der Ukraine, der Europäischen Union und den indopazifischen Partnern. Das Staatsoberhaupt wird bei dem Treffen die Bedeutung der weiteren Umsetzung der Madrider Beschlüsse zur Stärkung der Abschreckungs- und Verteidigungsbereitschaft der Verbündeten an der Ostflanke betonen. Klaus Iohannis wird seine Unterstützung für die Ukraine, insbesondere bei der Verwirklichung ihres NATO-Beitritts, sowie für den schwächsten Partner, die Republik Moldau, bekräftigen. Das Staatsoberhaupt wird sich dafür einsetzen, dass die Bedeutung der Schwarzmeerregion für die euro-atlantische Sicherheit in den zu verabschiedenden Dokumenten und Beschlüssen zum Ausdruck kommt. Der NATO-Generalsekretär Jens Stoltenberg erwartet, dass die meisten Verbündeten eine Verpflichtung zur Erhöhung des Verteidigungsbudgets auf über 2 % des Bruttoinlandsprodukts ab dem nächsten Jahr eingehen werden. Er teilte in Brüssel mit, dass 11 Mitgliedsländer, darunter Rumänien, dieser Verpflichtung bereits nachgekommen sind.




    – Im vergangenen Monat wurden 19 europäische Haftbefehle vollstreckt, wobei sich 589 im Schengener Informationssystem ausgeschriebene Personen auf rumänischem Staatsgebiet befanden. Laut einer Pressemitteilung der rumänischen Polizei wurden 30 Dokumente und 45 Fahrzeuge auf rumänischem Staatsgebiet beschlagnahmt. Gleichzeitig wurden 199 von den rumänischen Behörden gesuchte Personen von den ausländischen Partnern in ihrem Hoheitsgebiet identifiziert.




    – Die Buchmesse Gaudeamus Radio Rumänien endet heute in Braşov, (deutsch: Kronstadt). Während der fünf Messetage boten rund 40 Aussteller Bücherliebhabern eine gro‎ße Auswahl an Titeln für jeden Geschmack und jedes Alter, Musik, Lernspiele und Bücher zur persönlichen Entwicklung. Es gab viele Veranstaltungen, die mit Schriftstellern aus der Stadt und darüber hinaus zusammenhingen. Der rumänische Dichter, Prosaist, Essayist und Schriftsteller Adrian Lesenciuc war der Ehrenpräsident dieser Ausgabe.




    – In Rumänien ist es wärmer geworden. Der Himmel ist wechselnd bewölkt, im Bergland fällt vereinzelt Regen. Der Wind weht schwach bis mä‎ßig, mit Verstärkungen im Südosten, Osten und Hochgebirge. Die Höchsttemperaturen lagen zwischen 25 und 33 Grad. Am Mittag betrug die Temperatur in Bukarest 29 Grad.

    of committees to do the checking.

    Saturday’s win against Danielle Collins and Alison Riske-Amritraj of the USA. The
    Romanian-Ukrainian pair, Gabriela Ruse and Marta Kostiuk has also qualified for
    the second round and will take on Miriam Koloziejova and Marketa Vondrousova of
    the Czech Republic on Monday. Romania is no longer represented in the main
    draw, after Sorana Cirstea lost to Brazilian Beatriz Haddad Maia on Saturday.

    étudiants francophones Gaudeamus, dont il détient toujours la présidence
    honorifique. Après des études de maîtrise à la même université de Bucarest, il
    suit cette année un Master en Relations internationales et diplomatie à
    l’université Jean Moulin de Lyon. Francophone militant, ingénieur passionné,
    Wael Chebbi se distingue par-dessus tout pour son engagement civique. Homme de cœur
    et de conviction, on le retrouve impliqué dans l’organisation des dernières
    élections législatives et présidentielles dans son pays d’origine, mais aussi
    en Roumanie, à travers l’organisation estudiantine qu’il avait fondée, et
    l’aide apportée de diverses manières aux réfugiés ukrainiens depuis le début du
    conflit chez nos voisins. Mais pourquoi a-t-il jeté son dévolu sur la Roumanie
    et qu’a-t-il trouvé dans notre pays d’attrayant ? Wael Chebbi :


    « Bonjour,
    et merci déjà pour votre invitation. Ecoutez, je suis venu en Roumanie en 2014,
    pour suivre des études d’ingénieurie à la Faculté d’Ingénierie en langues
    étrangères de l’université Polytechnique de Bucarest. C’est là que j’avais
    décroché mon diplôme de licence en Electronique et télécommunications. Ce qui
    est certain, c’est que l’année 2014 représente un tournant dans ma vie
    personnelle, et professionnelle bien entendu. Il s’agit pour moi d’une aventure
    merveilleuse, dans l’un des plus beaux pays d’Europe, et du monde, si vous me
    le permettez ».


    Mais pourquoi la Roumanie, et pourquoi Bucarest ?


    « Il est
    vrai qu’au départ, je ne cherchais qu’une université européenne. C’était mon
    seul critère. Et la Roumanie venait de rejoindre l’Union européenne, c’était en
    2007. Je cherchais aussi de suivre des études d’ingénierie
    en français, car pour nous, Tunisiens, le français est une langue qui nous est
    proche. Et j’avais alors tout simplement cherché sur internet la meilleure
    université de Roumanie. Qu’elle n’a été ma joie de découvrir que l’université
    Polytechnique de Bucarest dispensait des cours en français, et qu’elle avait
    développé une filière qui m’intéressait tout particulièrement. Sachez
    d’ailleurs que la Roumanie accueille pas mal d’étudiants du Maghreb, tunisiens,
    marocains, algériens. Alors, bon, j’embarque, et me pose en Roumanie. Et là,
    patatras, je tombe de haut. Je suis d’emblée confronté à une autre langue, à
    une autre culture, et puis l’hiver, ça caille. Je n’y étais pas habitué, et je
    commence alors à douter. Mais c’est mon implication civique qui m’a aidé. Je
    commence à m’impliquer dans la vie estudiantine, à suivre ensuite aussi des
    stages en entreprise, et là je commence à me sentir chez moi, parmi les miens.
    Et la vie est plaisante en Roumanie, les gens, la nature, j’adore. Depuis lors,
    9 années sont passées, vous savez. En un coup de vent. »


    Vous vous sentez donc vraiment chez vous actuellement ici,
    en Roumanie, à Bucarest…


    « En effet, en effet. Pour moi la Roumanie c’est
    maintenant chez moi. Homesweet home. J’avais 20 ans à
    l’époque, j’en ai presque 30 actuellement. Un tiers de ma vie je l’ai passé
    ici. Alors, c’est un peu normal d’avoir ce sentiment. A la fin de mes études
    universitaires, mon prof m’avait dit : Maintenant vous n’êtes pas juste un
    ingénieur électronicien, vous êtes aussi l’ingénieur de votre destin. Et cela était
    vrai. La Roumanie peut sembler de premier abord difficile d’apprivoiser pour un
    étranger. Mais il s’agit aussi d’une terre d’opportunités. Certes, la France
    aussi présente plein d’opportunités, notamment pour les francophones, pour ceux
    qui parlent la langue, qui sont accoutumée à sa culture, et c’est un peu mon
    cas. D’ailleurs, lorsque j’avais jeté mon dévolu sur la Roumanie, j’aurais pu
    choisir d’aller étudier en Suisse. Mais j’avais désiré vivre une aventure,
    m’éloigner un peu de ce qui m’était familier. Et lorsque j’avais informé mes
    parents de mon choix, j’avais formulé les choses exactement ainsi : j’ai
    envie d’aller vivre dans un pays où aucun des miens n’y avait mis les pieds.
    C’est aussi simple que cela ».


    Et alors, aujourd’hui, en quels mots décrivez-vous à votre famille, à vos
    amis votre pays d’élection et d’adoption ?


    « A mes
    amis je leur dis que je suis Roumain de cœur. Je vous le disais, je me sens
    chez moi. J’ai des amis, j’ai ma famille ici. Après près de dix années passées
    ici, j’ai plus d’amis en Roumanie qu’en Tunisie. La Roumanie fait aujourd’hui
    partie de moi, et aussi de mes projets d’avenir. Vous savez, je me lance dans
    l’entrepreneuriat, et j’ai pas mal d’idées et de projets, et tous sont en lien
    avec la Roumanie. »


    Vous passez le plus clair de votre temps à Bucarest. Vous
    avez une fois écrit qu’il s’agit de la plus belle ville au monde. Qu’en est-il ?


    « En effet,
    Bucarest est une très belle ville. Et je dis cela pas juste pour la beauté
    architecturale de la vieille ville, mais en pensant aussi à ses habitants. Les
    Roumains sont peut-être le peuple le plus accueillant d’Europe. Il existe un
    sens de la famille, de l’amitié, toutes ces choses qui font sens ici. Lorsqu’on
    se trouve dans la rue et que l’on a besoin d’un coup de main, on fait appel à
    quelqu’un, et puis trois autres se pointent pour te proposer leur aide. Et
    c’est bien pour cela que je crois que la Roumanie soit probablement le plus
    beau pays au monde ».


    Malgré tout, est-ce qu’il y a des choses qui vous
    interpellent, qui ont le don de tempérer quelque peu votre enthousiasme ?


    « Certes,
    les choses peuvent toujours être améliorées, et cela où que ce soit. Et si je
    me permets de parler de certaines choses qui me dérangent, c’est parce que
    j’aime tant la Roumanie. Prenez, par exemple, le système de santé. J’avais pu
    suivre de près l’évolution des choses lors de la pandémie de Covid-19. Je crois
    que la Roumanie vaut un meilleur système public de santé, surtout que les
    médecins d’ici sont de véritables professionnels. Mais il y a des améliorations
    à apporter au sein du système. Ensuite, il manque toujours d’autoroutes. Un si
    beau pays mais tellement difficile d’accès. Je ne sais pas, si j’avais envie
    d’aller maintenant à Suceava par exemple, j’hésiterais de me lancer du coup. Or
    cette région de Suceava est d’une beauté à couper le souffle, c’est le paradis
    sur terre. Mais pour s’y rendre, ceci est une autre paire de manches. Ces
    quelques kilomètres d’autoroute en plus, cela ferait un grand changement. Pour
    le quotidien des Roumains, mais aussi pour tous les amoureux de la

    UE – Présent vendredi à la réunion informelle des
    ministres des Affaires étrangères des États membres de l’UE, le chef de la
    diplomatie roumaine, Bogdan Aurescu a réaffirmé la nécessité d’un soutien
    permanent à l’Ukraine afin que le pays sorte victorieux de son conflit avec la
    Russie. Organisée à Stockholm, par la
    présidence suédoise du Conseil de l’UE, la réunion a porté principalement sur
    la guerre en Ukraine, ainsi que sur les relations entre l’UE et la Chine. Le
    ministre Aurescu a insisté sur la nécessité de l’isolement de la Fédération de
    Russie dans le monde et de la mise en place de nouvelles sanctions qui mettent
    davantage de pressions sur le Kremlin. Par ailleurs, il a plaidé en faveur de
    l’intégration européenne de l’Ukraine, de la République de Moldova et de la
    Géorgie. Une ouverture cette année, des négociations d’adhésion de Kiev et de
    Chisinau à l’UE transmettrait un message fort qui refléterait l’engagement à
    long terme de Bruxelles envers ces deux pays. Quant à l’avenir des rapports
    entre l’Europe et la Chine, le diplomate a montré que l’UE devrait rester unie
    et lutter contre son dépendance dans différents domaines.
















    Musées
    – Le Réseau national des musées de Roumanie annonce un record absolu
    d’événements culturels enregistrés à la Nuit des musées, qui a lieu ce samedi,
    dans le cadre d’une édition conjointe Roumanie – République de Moldavie. Cette édition propose le plus grand nombre
    d’expositions de ces 19 dernières années: 311 dont 297 de Roumanie et 14 de
    République de Moldavie. À Bucarest, environ 60 événements sont proposés par les
    musées, les galeries d’art, les centres culturels et d’exposition, les
    théâtres, ou encore les lycées et autres institutions culturelles. Pour cette
    édition de 2023, le War Childhood Museum présente pour la première fois en
    Roumanie, son exposition Écoutez qui propose un parcours d’exposition extrêmement
    émouvant, construit autour d’objets et de témoignages d’enfants touchés par la
    guerre. L’exposition peut être visitée gratuitement au Musée
    national du paysan roumain. Parmi les institutions roumaines qui ouvrent en
    première leurs portes pour cette Nuit des musées, mentionnons l’Athénée
    roumain, le Musée du Football ou encore la Chambre du Commerce et des
    Industries. La précédente édition de la Nuit des Musées en Roumanie a réuni 260
    musées et centres de culture de plus de 90 localités.








    Livre – Le Salon du livre Gaudeamus se poursuit samedi, à Oradea,
    dans le nord-ouest de la Roumanie. Des dizaines de maisons d’édition attendent
    le public jusqu’à dimanche, avec des milliers de titres, des jeux éducatifs et
    de la musique, sur les 45 stands mis en place pour l’occasion.


    Eurovision – La finale de l’Eurovision se déroule ce samedi
    13 mai à Liverpool (Royaume-Uni) et le concours sera organisé « au nom » de
    l’Ukraine, gagnante de la précédente édition. Onze artistes ukrainiens,
    parmi lesquels le gagnant de la précédente édition, Kalush Orchestra, monteront
    sur scène. Hormis le Big five, les plus gros
    contributeurs financiers du concours, c’est-à-dire la France, l’Espagne,
    l’Allemagne, l’Italie, et le Royaume-Uni, mais aussi l’Ukraine, vainqueur l’an
    dernier, vingt autres nations ont gagné leur ticket lors des deux demi-finales,
    les mardi 9 et jeudi 11 mai. Le représentant de la Roumanie, Theodor Andrei, a
    raté sa qualification. Dans l’histoire de ses participations à l’Eurovision, la
    Roumanie s’est située deux fois en troisième position, en 2005, à Kiev, grâce à
    Luminiţa Anghel & Sistem et en 2010, à Oslo, grâce à Paula Seling et Ovi et
    une fois en quatrième position, en 2006, à Athènes, grâce à Mihai Trăistariu.

































    Météo – En Roumanie, les températures sont à la hausse
    par rapport à la journée de vendredi, tout en restant inférieures à la moyenne
    saisonnière. Le ciel est couvert et des pluies éparses peuvent tomber sur le
    nord-ouest et le centre du territoire. Des précipitations sous forme de neige
    et de giboulée sont signalées à plus de 1800 mètres. Les températures iront ce

    Visit. The European Commissioner for Transport, the Romanian Adina Vălean, is paying formal visits to the Republic of Moldova and Romania, between May 9 and 11.     Ordinance. The Romanian Finance Ministry published on its website, on Monday evening, the draft emergency ordinance by means of which the Government hopes to save over 5 billion lei (1 billion Euros) to the budget. The measures proposed include a 10% reduction in goods and service spending in public institutions, as well as a hiring freeze, with certain exceptions. Also, the number of positions in the offices and chancelleries of the central public administration is to be reduced by half. The government is expected to adopt the document this week.



    Cybersecurity. The new European Cybersecurity Competence Center was inaugurated, on Tuesday, in Bucharest, with the participation of Prime Minister Nicolae Ciucă and of several senior European officials, a press release from the European Commission Representation in Romania reads. This center aims to support innovation and industrial policy in the field of cyber security, as well as to develop and coordinate EU projects in the field. According to the prime minister, the presence in this part of Europe of an essential component for strengthening the EUs cyber resilience reconfirms the attention given to our common efforts to protect the economy, the citizens and the public institutions. The decision to select Bucharest as the host city of the Center also took into account the very attractive local ecosystem, the Romanians knowledge, skills, innovation and talent in the field of cyber security, Ciuca stressed. Attending the inauguration event, Roberto Viola, Director-General of the European Commissions Directorate General for Communications Networks, Content and Technology (DG CONNECT) said that Bucharest competed with five other European cities to host such a center and won thanks to its vibrant system of researchers that promote innovation and thanks to the skills they have in the field of cyber security. “Europe is becoming increasingly digitized and there are risks and benefits during this process. The risk is that opponents of democracy will attack the foundations of democracy and the way of life of the citizens and of Europe” , the European official added.



    Milk. In Romania, the negotiations between the big milk retailers and processors have ended, so the price of milk has already dropped, on average by 20% in most stores.     Ukraine – Ukraine announces that it has intercepted a missile attack by the Russian forces on the capital Kyiv.     mai citit târg de carte din România revine, începând de miercuri, 10 mai, într-unul dintre cele mai primitoare orașe din țară, Oradea. Târgul de Carte
    Gaudeamus Radio România își deschide porțile în Piața Unirii pentru cea de a noua
    ediție.



    Evenimentul este organizat de Radio România, prin echipa Gaudeamus și Radio
    România Cluj, și Asociația pentru Promovarea Turismului din Oradea și Regiune -
    VizitOradea.com, partener tradițional al acestei etape a Caravanei Gaudeamus,
    cu sprijinul Primăriei Municipiului Oradea.




    Târgul va fi deschis zilnic, în perioada 10 – 14 mai, între orele 10.00 și
    21.00, iar accesul publicului va fi gratuit. Deschiderea oficială a ediției va

    Michel Beine (Belgique) – La poésie et les poétesses roumaines

    Notre auditeur belge, Michel Beine, souhaite apprendre davantage sur la poésie roumaine et sur les poétesses roumaines. Il convient de préciser que les genres littéraires, que ça soit en prose ou en vers, ne diffèrent pas d’un pays à l’autre. En fait, la littérature circule, heureusement et elle ne reste pas enfermée entre les frontières de tel ou tel pays. Surtout en Europe, nous avons pratiquement les mêmes types de poésie. En vers libre ou en rime, la poésie roumaine peut être lyrique, épique, engagée, spirituelle, narrative, descriptive. Mais, de nos jours, comme partout dans le monde occidental, la poésie et la littérature échappent à toute contrainte linguistique et stylistique ce qui permet aux auteurs de créer librement.

    Quant aux femmes poètes de Roumanie, celles-ci font une poésie très importante et de plus en plus visible. Surtout depuis quelques années, il y a un courant féministe qui prend de l’ampleur en littérature et en poésie aussi. Il y a des anthologies de poésie féminine, il y a de plus en plus de femmes poètes ou romancières en lice pour les prix littéraires, la poésie féminine sort des clichées et donc, elle met sur le tapis une problématique actuelle, tels la place de la femme au sein de la société, la maternité, la santé, la violence domestique, la discrimination, etc. Et puisqu’on parle de poésie, je voudrais en profiter pour vous signaler une anthologie en trois volumes de poésie roumaine traduite en français par un poète roumain vivant en France. Il s’agit de Radu Bata à qui on doit le Blues roumain. Il s’agit, comme je viens de le dire, d’une anthologie en trois tomes qui regroupe des poètes des plus divers de Roumanie, aussi bien des grands classiques comme Mihai Eminescu ou Nichita Stanescu que des plus contemporains, tels Ciprian Macesaru ou Ana Barton. Radu Bata est l’auteur de plusieurs recueils de poésettes qui ont déjà rencontré un franc succès. Par exemple, son recueil Le Philtre des nuages et autres ivresses a été lauréat du prix du Salon du Livre des Balkans (Paris, 2015). Ses recueils, tout comme l’anthologie du Blues roumain, vous pouvez les acheter en France.

    Pour revenir à votre question sur la poésie contemporaine, il convient de mentionner que la poésie a de nouveau le vent en poupe dans les rangs des jeunes. Ma fille, par exemple, à ses 18 ans, s’intéresse beaucoup aux jeunes poètes. Il y a plusieurs festivals de poésie à travers la Roumanie, les Editions qui publient de la poésie sont de plus en plus visibles dans le cadre des Salons littéraires, Bookfest ou Gaudeamus. A l’occasion du Festival international de littérature et de traduction littéraire FILIT de Iasi, la poésie se voit réserver une nuit blanche pendant laquelle des dizaines de poètes consacrés ou anonymes se succèdent toute la nuit, sur une scène, pour lire des poèmes. Des soirées littéraires et des ateliers consacrés à la poésie existent dans toutes les grandes villes de Roumanie, notamment à Bucarest, Timisoara, Iasi, Cluj ou Oradea. A la fin, je voudrais rappeler que même le grand écrivain roumain, Mircea Cartarescu, figurant parmi les nominés au Prix Nobel de littérature est à la base un grand poète reconverti en prosateur. Ses livres, dont plusieurs sont traduits en français aussi, construisent un univers onirique propre à la poésie. Voilà, cher Michel Beine, quelques mots sur la poésie. Pour vous encourager à lire de la poésie roumaine, je vous dit que parmi les poèmes que Radu Bata a traduit en français pour son anthologie du Blues roumain, il y a, dans le deuxième et le troisième volume, quelques poèmes dont l’auteur, ou plutôt l’autrice, vous la connaissez bien, ne serait-ce que du voix.     Protests — On Friday, the Romanian farmers are organizing protests in several counties and in Bucharest, dissatisfied with the solution found by the European Commission to the problems and serious imbalances facing the Romanian agri-food sector, against the background of market distortions caused by the armed conflict in Ukraine. According to the farmers, the total elimination, since the middle of last year, of customs duties on all goods from Ukraine has exported the effects of the war, commercially speaking, to the neighboring countries, creating an involuntary dumping effect, as it has stimulated Ukrainian farmers to sell cheaper. The representatives of the Romanian farmers point out that this measure has not helped and will not help the Ukrainians to resume their production cycle. Instead, it has strongly disrupted the market in Romania.



    Beijing – The head of the European Commission, Ursula von der Leyen, and the French President Emmanuel Macron are discussing today, in Beijing, with the Chinese President, Xi Jinping, especially about Chinas role in finding a peace solution in Ukraine. The two are trying to convince the Chinese leader to exert his influence on Russia to end the war. Shortly after arriving in Beijing, Emmanuel Macron expressed concern about growing tensions between China and the West, and Ursula von der Leyen adopted a tougher stance, warning that the future relations between China and the EU will be influenced by how Beijing will approach the war in Ukraine. For the moment, Western allies only see an ever-closer economic rapprochement between China and Russia. The issue was on the agenda of the meeting of the NATO foreign ministers on Wednesday, who expressed concern about the Chinese-Russian partnership, which threatens Ukraine. In response, NATO decided to close ranks with its partners in the South Pacific. The NATO Secretary General, Jens Stoltenberg announced that the leaders of Japan, South Korea, Australia and New Zealand are also invited to the summer summit of the Alliance in Vilnius, in which the Ukrainian president will also participate.



    Gaudeamus – The Gaudeamus Radio Romania Book Fair, organized for the 22nd time in the heart of Transylvania, in the city of Cluj, takes place from Thursday until Sunday. The event is hosted in 14 exhibition pavilions, including over 60 stands that bring together the offer of numerous publishing houses, Romanian and foreign book distributors, producers and distributors of music and games. The virtual stands of the participants can be found on www.gaudeamus.ro, in the online version of the fair, so that the editorial novelties, special offers and surprises prepared by the participants are also accessible to book lovers who cannot visit the fair. More than 30 book launches and presentation sessions are organized, numerous book-prize contests, as well as the “Miss Reading” contest – one of the highlights of the Gaudeamus Fairs for over 15 years.



    Codes – The Romanian Chamber of Deputies adopted the draft laws that regulate the criminal and criminal procedure codes in the form drafted by the Ministry of Justice, without any amendment. Thus, they gave up the setting of a value threshold from which criminal sanctions are applied for abuse and negligence in office, as the senators had decided. Also, they kept the possibility of using phone tapping made by specialized services as evidence in the case of several crimes, including tax evasion and corruption. The Chamber of Deputies is a decision-making body in this case.



    NATO – On Friday, the NATO Deputy Secretary General Mircea Geoană will visit the South-East Multinational Brigade from Craiova (southern Romania), whose Command has the mission to ensure the command and control of a NATO operation of the Article 5 type – Collective Defense, contributing, in this way, to the consolidation of the South-Eastern flank of the Alliance, to the security of the territory and the population of the member states. The NATO official made this announcement in an interview given to AGERPRES news agency, in Brussels, after the conclusion of the meeting of foreign ministers from the allied states, which took place on Tuesday and Wednesday. Mircea Geoana spoke in the interview about the expansion of the North Atlantic Alliance and the relationship with the partner countries, as well as about the agenda of his mandate as NATO Deputy Secretary General, which was extended until October 2024. Mircea Geoana also referred to the war in Ukraine. In his opinion, the Kremlin leadership has been using the nuclear rhetoric in the most unprofessional and irresponsible way, even before the start of the war in Ukraine.



    Visit – The former president of the European Commission, Jean-Claude Juncker, is visiting Bucharest today. He will be received by president Klaus Iohannis and will be granted the title of Doctor Honoris Causa by the Academy of Economic Studies (ASE). The event takes place in the context of the manifestations organized by the higher education institution, on the occasion of the 110th anniversary of its establishment on April 6. Jean-Claude Juncker was the President of the European Commission from 2014 to 2019.

    Fermiers – Les
    fermiers roumains organisent vendredi des protestations dans plusieurs
    départements du pays et à Bucarest, mécontents de la solution identifiée par la
    Commission européenne aux problèmes et aux déséquilibres graves auxquels se
    confronte le secteur de l’agro-alimentaire de Roumanie, sur la toile de fond
    des distorsions sur le marché causées par le conflit armé d’Ukraine. Selon les
    fermiers, l’élimination totale, à commencer par la mi-2022, des taxes de douane
    pour tous les marchandises d’Ukraine a mené à la propagation sur le plan
    commercial des effets de la guerre dans les pays limitrophes par un effet
    involontaire de dumping, puisque les fermiers ukrainiens ont été obligés à
    vendre leurs céréales en dessous du coût de production. Les représentants des
    fermiers roumains avertissent que cette mesure ne les a pas aidés et n’aidera
    pas non plus les fermiers ukrainiens à redémarrer le cycle de production, mais
    elle a fortement perturbé le marché roumain.

    OTAN – Le secrétaire général adjoint de l’OTAN, Mircea Geoana visitera vendredi la brigade multinationale sud-est à Craiova, dans le sud de la Roumanie, dont le commandant a la mission d’assurer la commande et le contrôle d’une opération de l’OTAN déclenchée en vertu de l’article 5 qui porte sur la défense collective, contribuant ainsi à la consolidation du flanc sud-est de l’Alliance, à la sécurité du territoire et de la population des Etats membres. Cette annonce a été faite dans le cadre d’une interview accordée à l’agence de presse Agerpress, à Bruxelles, à l’issue de la réunion des ministres des Affaires Etrangères des Etats de l’Alliance qui a eu lieu mardi et mercredi. Mircea Geoana a évoqué dans son interview l’élargissement de l’Alliance et la relation avec les pays partenaires, ainsi que l’agenda de son mandat de secrétaire général adjoint de l’OTAN, qui vient d’être prolongé jusqu’en octobre 2024. Au sujet de la guerre en Ukraine, Mircea Geoana a déclaré que le Kremlin utilisait la rhétorique nucléaire d’une manière irresponsable et non-professionnelle, même avant de déclencher le conflit dans ce pays.

    Législation – La chambre des Députes de Bucarest a adopté les projets de lois qui gèrent les codes pénal et de procédure pénale dans la variante élaborée par le ministère de la Justice, sans aucun autre amendement. Les députés ont renoncé au seuil en dessous duquel des sanctions pénales pour l’abus de fonction et la négligence professionnelle sont appliqués, tel que décidé par les Sénateurs. La possibilité d’utiliser les interceptions téléphoniques en tant que preuves dans le cas de plusieurs infractions, y compris pour l’évasion fiscale et la corruption figure toujours dans le texte législatif. La chambre des Députés est la chambre décisionnelle dans ce dossier.

    Académie – L’ex-président de la Commission européenne, Jean-Claude Juncker, fait aujourd’hui une visite à Bucarest, où il est reçu par le président Klaus Iohannis. M Juncker se verra accorder le titre de dicteur Honoris Causa de l’Académie des Etudes économiques. L’événement se déroule dans le contexte des événements organisés par l’institution d’enseignement supérieur à l’occasion des 110 ans écoulés depuis sa création. Jean-Claude Juncker a été président de la Commission européenne de 2014 à 2019.

    Gaudeamus – Coup d’envoi aujourd’hui de la foire du livre Gaudeamus Radio Roumanie, dont la 22e édition est organisé au cœur de la Transylvanie à Cluj qui devra fermer ses portes dimanche. Cinq jours durant, l’événement est accueilli dans 14 pavillons d’exposition avec plus de 60 stands qui réunissent l’offre de nombreuses maisons d’éditions de Roumanie, de distributeurs de livres romains et étrangers, de producteurs et de distributeurs de musique et de jeux. Les stands virtuels des participants sont à retrouver aussi sur www.gaudeamus.ro. Une trentaine de sessions de lancements de livres, de nombreux concours ainsi que d’autres événements, dont un concours de beauté figurent au programme de la Foire Gaudeamus.

    Tennis – La joueuse roumaine de tennis, Irina Begu s’est qualifiée dans les huitièmes de finale du tournoi WTA 500 de Charleston en Caroline du sud. Begu (32 ans, 37e WTA) a battu mercredi l’américaine Sofia Kenin (24 ans, 142e WTA) sur le score de 6-1, 6-4. Sofia Kenin, championne de l’Open d’Australie en 2020 et finaliste à Roland Garros la même année, fait son retour après une année d’absence du circuit. Dans les huitièmes de finale, Irina Begu affrontera une autre américaine, Jessica Pegula (29 ans, 3e WTA), principale favorite du tournoi.

    Météo – Il fait inhabituellement froid en Roumanie en cette période et c’est pourquoi une alerte météorologique est en vigueur jusqu’à samedi matin. Les maximas vont aujourd’hui de -1 à 12 degrés. Sur la moitié nord du pays il neige et le vent provoque des tempêtes de neige. Il y a du vent fort aussi sur le sud et l’est. L’est et le nord-est de la Roumanie a été jusqu’à ce matin sous alerte code rouge aux tempêtes de neige et aux chutes de neige. Plusieurs centaines de personnes immobilisées dans leurs voitures par la neige ont été sauvées par les pompiers et les bénévoles et les services d’urgences ont répondu à plus de 750 appels. Les hydrologues ont également émis des alertes aux inondations concernant plusieurs rivières de l’ouest du pays. 8 degrés à Bucarest.
