The most widely discussed topic in
Romania these days is the death of Hexi Pharma owner Dan Condrea in a car crash
on Sunday. For several weeks, he had been the most hated figure in Romania,
after a piece of investigative journalism, later confirmed by lab tests,
revealed that his company had been producing and selling diluted disinfectants
to tens of hospitals. The local media speculate that Condrea’s death
conveniently occurred one day before he was due to be heard by prosecutors and
may well be the end of investigations into the web of complicity at the top of the public healthcare sector, without which his diluted disinfectant business could
not have thrived for so many years.
However, the Condrea-Hexi Pharma
affair is just the tip of the iceberg. Bribery in the public healthcare sector is
more widespread than in other areas, and as many as 75 people have been
prosecuted for corruption in this field in the past two years alone, said the
chief prosecutor of the National Anti-Corruption Directorate, Laura Codruta
Kovesi. She also said that these corruption cases also involved foreign
companies, and called for a strategic approach to this problem:
Current investigations conducted by
the Anti-Corruption Directorate indicate that corruption in this sector takes
the form of the same, repetitive actions. Without clear prevention and control
measures, such actions and the mechanisms that have made them possible will
occur again. We need a strategic approach to preventing corruption,
particularly when it comes to sectors that directly affect the lives of our
citizens, such as the health sector.
Kovesi says that corruption in the
healthcare system can only be eliminated if the people being investigated or
convicted for bribe-taking lose their public offices. She also announced that
investigations were being conducted throughout the country concerning the
procurement of medical supplies, equipment and pharmaceuticals. As a relevant
example, two well-known public figures in the field, both of whom were former
chiefs of the National Health Insurance Agency, Vasile Ciurchea and Irinel
Popescu, are being prosecuted for abuse of office. They have reportedly ordered
the purchase of over-priced software and technical assistance services, causing
damages of nearly 17 million euros.
The prosecutors’ probe into the
system comes against the backdrop of constant protests by healthcare unions,
which decry the low salaries in the sector and demand pay rises on an almost
quarterly basis. While absurd, the situation confirms opinions according to
which the problem is not that the system is under-funded, but rather that the
people working in the system are stealing too much.
Cel mai fierbinte şi răsunător dosar al momentului este, la Bucureşti, moartea, duminică, într-un accident de circulaţie, a patronului firmei HexiPharma, Dan Condrea. De câteva săptămâni, acesta era cel mai detestat personaj public din ţară, după ce o investigaţie de presă, confirmată de analizele de laborator, relevase că firma sa fabricase şi distribuise în zeci de spitale dezinfectanţi diluaţi, incapabili să mai prevină infecţiile intraspitaliceşti soldate cu nenumărate victime.
Convenabilă pentru mulţi, afirmă presa, ieşirea din scenă a lui Condrea, cu doar o zi înainte de o nouă audiere la care fusese convocat de procurori, poate însemna şi îngroparea informaţiilor legate de complicităţile la vârful sistemului sanitar, fără de care afacerea lui cu dezinfectanţi diluaţi n-ar fi prosperat aproape un deceniu.
Cazul Condrea-Hexi Pharma nu e, însă, decât vârful icebergului. Proporţia mitei în sănătate este mai mare decât în alte sectoare şi mai mult de 75 de persoane au fost trimise în judecată, doar în ultimii doi ani, pentru fapte de corupţie în acest domeniu – a avertizat procurorul-şef al DNA, Laura Codruţa Kovesi. Ea a mai spus că în cazurile de corupţie sunt implicate şi companii din străinătate şi a pledat pentru o abordare strategică în lupta împotriva acestui fenomen.
Laura Codruţa Kovesi: Investigaţiile actuale ale DNA în dosarele pe care acum le avem în lucru ne arată că faptele de corupţie se manifestă prin aceleaşi acţiuni repetitive. În lipsa unor măsuri clare de prevenire şi control, tipologia faptelor investigate şi mecanismele care au permis săvârşirea faptelor se repetă. Este necesară o abordare strategică de prevenire a corupţiei, mai ales când vorbim de domenii care afectează direct viaţa cetăţenilor, aşa cum este domeniul sănătăţii.”
Procurorul-şef apreciază că, în domeniul sănătăţii, corupţia nu poate fi eliminată decât prin pierderea funcţiilor publice de către cei anchetaţi sau condamnaţi pentru luare de mită. D-na Kovesi a mai anunţat că sunt în plină desfăşurare, în toată ţara, anchete privind achiziţia de produse auxiliare, medicamente şi aparatură medicală.
Elocvent studiu de caz, două celebrităţi din breasla medicală, foştii şefi ai Casei Naţionale de Asigurări de Sănătate, Vasile Ciurchea şi Irinel Popescu, sunt urmăriţi penal de DNA pentru abuz în serviciu într-un nou dosar de corupţie. Ei sunt acuzaţi de cumpărarea unor programe informatice şi servicii de asistenţă tehnică la preţuri supraevaluate, care ar fi provocat un prejudiciu de aproape 17 milioane de euro.
Ofensiva procurorilor contra putreziciunii din sistemul sanitar are loc pe fondul protestelor continue ale sindicatelor din domeniu, printre cele mai vocale din ţară, care, invocând lefurile mici, nu obosesc să solicite, aproape trimestrial, majorări salariale. Absurdă, situaţia le dă dreptate comentatorilor care spun că, de fapt, nu sistemul e subfinanţat, ci oamenii din sistem fură prea mult.

Ein bizarrer Zufall: Dan Condrea, Eigentümer der Firma Hexi Pharma und Hauptverdächtiger in einem strafrechtlichen Fall wegen der verdünnten Desinfektionsmittel, die seine Firma an die Krankenhäuser geliefert haben soll, verlor am Sonntagabend sein Leben in einem Autounfall. Die Polizei kündigte die Aufnahme von Ermittlungen gegen Unbekannt wegen fahrlässiger Tötung an, ohne die Möglichkeit eines Selbstmordes auszuschließen, denn an der Unfallstelle hat man keine Bremsspuren gefunden.
Condrea hätte am Montag bei der Generalstaatsanwaltschaft für neue Anhörungen vorstellig werden müssen. Es bestand eine hohe Wahrscheinlichkeit, dass er festgenommen wird. Der Verkehrsunfall ist Teil einer verstrickten Affäre, in dem die Firma Hexi Pharma — Hauptlieferant von Desinfektionsmitteln für das Gesundheitswesen — verwickelt war. Eine journalistische Recherche brachte die Unregelmäßigkeiten von Hexi Pharma zum Vorschein, wenn man bedenkt, dass die Bekämpfung der Infektionen in den Krankenhäusern eine lebenswichtige Angelegenheit ist, die in jedem Gesundheitssystem der zivilisierten Welt entsprechend behandelt wird. Die Leichtigkeit, wenn nicht Leichtsinnigkeit, mit der Hexi Pharma die Gesundheit der Patienten aufs Spiel gesetzt hat, veranlasste die Staatsanwälte, Anschuldigungen wegen der Hinderung der Krankheitsbekämpfung bzw. wegen Fälschung von Arzneimitteln zu formulieren. Das Gericht legte der Firma etliche Verbote auf, mit Fokus auf das Auflösungs- oder Liquidationsverfahren, den Verkauf der Aktiva und die Herstellung von Biozyden. Infolge des Ausmaßes dieses Skandals reichte Gesundheitsminister Patriciu Achimaş-Cadariu seinen Rücktritt ein und die Krise im Gesundheitswesen wird diese Woche das Hauptthema im Obersten Landesverteidigungsrat sein. Auch Staatspräsident Klaus Iohannis meldete sich mit einer Stellungnahme zum Skandal:
Das Problem wird nicht im Obersten Landesverteidigungsrat gelöst. Im Obersten Landesverteidigungsrat bespricht man z.B. die Wechselwirkung zwischen dem Gesundheitsministerium und den Nachrichtendiensten. Allerdings liegt die Lösung nicht beim Obersten Landesverteidigungsrat, sondern bei den befugten Institutionen des Staates. Richtlinien müssen vom Gesundheitsministerium erarbeitet werden. Das Gesundheitsministerium muss außerdem die Normen verbessern, Verfahren schaffen, die zur Vorbeugung anderer Probleme dieser Art beitragen müssen. Die Staatsanwälte und Polizisten müssen die Schuldigen finden.“
Selbst wenn es besonders ernste Konsequenzen geben sollte, ist die Frage der Desinfektionsmittel nur ein Teil des grauen Puzzles im Gesundheitswesen. Die chronische Unterfinanzierung, die sich auch in den Gehältern des medizinischen Personals widerspiegelt, die Beschaffungspolitik der Sanitäranstalten, der allgemeine Zustand der Krankenhausinfrastruktur und der Verdacht über Absprachen auf den Arzneimittelmarkt nähren das Misstrauen der Rumänen gegenüber dem Gesundheitssystem. Ein System, das schon seit geraumer Zeit, theoretisch zumindest, in die Kategorie Landesprioritäten“ fällt.
Un seul sujet domine la presse roumaine ce lundi : la mort du patron de la société Hexi Pharma, productrice des désinfectants dilués dont la découverte dans la plupart des hôpitaux de Roumanie a généré un énorme scandale ces dernières semaines.
Ca o coincidenţă bizară, după ce firma pe care o patrona, Hexi Pharma, a intrat în vâltoarea unui uriaş scandal judiciaro-mediatic legat de dezinfectanţii diluaţi livraţi spitalelor româneşti, Dan Condrea şi-a pierdut viaţa, duminică, într-un accident rutier. Poliţia a anunţat deschiderea unui dosar penal pentru ucidere din culpă, fără să excludă ipoteza unei sinucideri, fiindcă la faţa locului nu s-au găsit urme de frânare. Condrea urma, luni, să se prezinte la Parchetul General pentru noi audieri, cu şanse mari ca împotriva sa să fie luată o măsură preventivă.
Accidentul rutier intră într-un context mai larg, în care, de acum, fosta sa companie – funizor principal pe piaţa dezinfectanţilor din Sănătate – trece prin momente delicate. O investigaţie jurnalistică a scos la iveală neregulile comise de Hexi Pharma, în condiţiile în care combaterea infecţiilor intraspitaliceşti este o chestiune de viaţă şi de moarte, tratată ca atare în orice sistem medical din lumea civilizată.
Lejeritatea, dacă nu chiar inconştienţa, cu care Hexi Pharma a tranzacţionat sănătatea pacienţilor i-a determinat pe procurori să aducă acuzaţiile de zădărnicire a combaterii bolilor şi, respectiv, de falsificare de produse. Instanţa, la rându-i, a impus firmei mai multe interdicţii, cu accent pe procedura de dizolvare sau lichidare, înstrăinărea activelor şi producerea de biocide.
Ca dovezi ale magnitudinii scandalului, ministrul sănătăţii, Patriciu Achimaş-Cadariu, şi-a prezentat demisia, iar criza din sănătate va fi, săptămâna aceasta, tema centrală a reuniunii Consiliului Suprem de Apărare a Ţării (CSAT). Chiar dacă, recunoaşte şeful statului, Klaus Iohannis:
“Nu în CSAT se rezolvă problema. În CSAT se discută, se găseşte unde sunt interconexiunile între ce fac, de exemplu, Ministerul Sănătăţii şi Serviciile. Dar rezolvarea chestiunilor nu este la CSAT, este la instituţiile abilitate. Politicile trebuie create la Ministerul Sănătăţii. Tot Ministerul Sănătăţii trebuie să vină cu norme îmbunătăţite, trebuie să creeze proceduri care previn apariţia altor probleme de acest tip. Procurorii, poliţiştii trebuie să îi caute pe cei care, dacă există, sunt vinovaţi de încălcarea legii”.
Pe de altă parte, deşi are consecinţe extrem de grave, problema dezinfectanţilor este doar o piesă în puzzle-ul sumbru reprezentat de Sănătate. Subfinanţarea cronică, reflectată şi în salariile cadrelor medicale, politica de achiziţii a unităţilor sanitare, starea generală a infrastructurii spitaliceşti ori suspicinile ce planează asupra pieţei medicamentelor, ca exemple, alimentează neîncrederea în sistem. Unul care, teoretic, intră, şi nu de ieri, de azi, în categoria “priorităţi naţionale” .

The Romanian PM Dacian Cioloş continues his working visit to the US. His main objective is to further develop economic cooperation between the 2 countries starting from the Strategic Partnership. On Monday, the Romanian official met in Detroit with Board members of the Ford Company and visited the company’s research and innovation center. In the next days Dacian Cioloş will hold talks, in Washington, with vice-president Joe Biden as well as with other American officials. During the visit Romania’s official delegation headed by the PM Dacian Cioloş will meet with representatives of the US business sector and with members of the Romanian community in the US.
The Romanian Foreign Minister, Lazăr Comănescu, on Monday participated in Brussels in the Foreign Affairs Council meeting. According to the Romanian Foreign Ministry the Romanian official highlighted the need to identify new ways to prevent the funding of terrorist groups. The talks focused on the EU regional strategy for Syria and Iraq/the anti-ISIS stretegy, the EU’s global strategy as well as the external aspects of migration. Also on Monday minister Comănescu also participated in the ministerial meeting of the Eastern Partnership that includes the 28 EU countries plus 6 partner states: the Republic of Moldova, Ukraine, Georgia, Armenia, Azerbaijan and Belarus. Talks focused on reiterating the joint commitment of the EU and its partners to continuing to promote the Eastern Partnership as a strategic instrument of action of the EU in its eastern neighborhood. The partnership is based on common interests and commitments and on supporting the reform process in the partner states.

The feature film tells the story of a small town physician who has to settle an incident involving his daughter right before her graduation exam. Another Romanian director, Bogdan Mirica, won the film critics’ award for his movie “Dogs” in the Un Certain Regard section. The Palme dOr went to Ken Loach for “I, Daniel Blake”, and the Grand Prize went to ”Its Only the End of the World” by Xavier Dolan.
Romania’s best woman tennis player, Simona Halep, world’s no. 6, on Monday defeated the Japanese Nao Hibino (71 WTA) 6-2, 6-0 in the first round of the Roland Garros tournament. In what seems to be a bizarre coincidence, the owner of Hexi Pharma, the company that has been selling diluted biocides to hundreds of Romanian public hospitals, apparently died in a car accident on Sunday afternoon. Condrea was presumably found dead after he crashed into a tree, on a local road north of Bucharest. The Police have announced the opening of a criminal investigation in this case. They dont rule out the possibility of a suicide, as they found no breaking marks at the accident site. The victim was found disfigured, so the police assumed it was Dan Condrea as they found his ID documents in the car. The identity of the victim will only be confirmed after a DNA test.
On Monday, Condrea was supposed to be heard by prosecutors again, running the risk of being detained. Just a few weeks ago, a journalistic investigation showed how the concentration of biocides supplied by Hexi Pharma to health-care units all over the country was up to ten times lower than legally required. Consequently, the company has been prosecuted for actions running counter to disease prevention and counterfeiting. Also, the Court has imposed some legal restrictions on Hexi Pharma in terms of liquidation procedure and its right to produce and sell biocides, to name just a few.
The resignation of the Health Minister, Patriciu Achimas Cadariu, and this weeks meeting of the Higher Defence Council to discuss the issue show the magnitude of the scandal.
President Klaus Iohannis, however, has warned that a meeting will not solve the problem: “This problem wont be fixed at the meeting of the Higher Defense Council. Here we discuss the issue and find connections between, lets say, the activity of the Health Ministry and the Intelligence Services on this matter. But the solution does not lie with the Higher Defense Council but with the relevant institutions. Policies in the field should be drawn up by the Health Ministry. Its also the Health Ministry that should come up with improved norms, with procedures likely to prevent this sort of problems. And its up to prosecutors and policemen to find the people who broke the law.
The diluted disinfectants issue, although extremely serious, is only a small part of the gloomy picture painted by the Romanian healthcare system. Severely under financed for years, the staffs small salaries, the procurement policy, the poor hospital infrastructure and the suspicions regarding the pharmaceutical market have fuelled peoples lack of trust in the system, a system that seems to be a “national priority only in theory.

STATE VISIT — Romanian PM Dacian Ciolos started on Sunday a four day working visit to the United States. His main objective is to develop further economic cooperation as part of the Strategic Partnership between the two countries. According to Radio Romanias correspondent, todays agenda includes a meeting in Detroit with the management of Ford automotive company and a visit to the company R&D center. The Prime Minister will further hold talks in Washington with VP Joe Biden and the secretaries of agriculture, commerce and energy. As part of the visit, the premier and his delegation will also be meeting members of the Romanian community and Romanian businesspeople.
COUNCIL — Romanian Foreign Minister Lazar Comanescu, takes part today in the Council for Foreign Affairs. On the agenda in Brussels are the EU regional strategy for Syria and Iraq, the anti-ISIS strategy, and migration, according to the Romanian Foreign Ministry. At a working lunch, the ministers will discuss the EUs global strategy, in preparation for the European Council of June 2016. Comanescu will also be attending the meeting of foreign ministers of EU countries with their counterparts in the Eastern Partnership, made up of the Republic of Moldova, Ukraine, Georgia, Armenia, Azerbaijan and Belarus), where talks will focus on achieving the aims set at the summit in May 2015.

ANTI-CORRUPTION — In Bucharest, representatives of police and anti-corruption organizations from 9 countries, along with representatives of the EC and the European Health Fraud and Corruption Network are debating for two days investigating corruption in the healthcare system. The meeting is hosted by the Romanian National Anti-corruption Directorate. The purpose of the working group is to offer a framework for dialog, discussing case studies and best practices in fighting corruption in the medical field. Among the participating countries are Austria, Germany, Moldova, Serbia and Spain.
Hexi-Pharma Skandal weitet sich aus
Ein Skandal erheblichen Ausmaßes zeigt erneut auf, wie anfällig das rumänische Gesundheitswesen ist. Journalisten hatten vor einiger Zeit bei ihren Ermittlungen festgestellt, dass das Unternehmen Hexi Pharma stark verdünnte Desinfektionsmittel verkaufte. Die Konzentration soll teilweise um bis zu zehn Mal geringer gewesen sein als vorgesehen. Ein schwerer Vorwurf, wenn man bedenkt, dass die Sterilzonen und die Instrumente in den OP-Sälen über Leben und Tod der Patienten entscheiden können.
Anschließende Kontrollen in Dutzenden von Krankenhäusern haben inzwischen die Schlussfolgerungen der journalistischen Recherche bestätigt.. Der Gesundheitsminister trat aus seinem Amt zurück. Die Generalstaatsanwaltschaft leitete ein Strafverfolgungsverfahren gegen Hexi Pharma ein, der offizielle Vorwurf lautet auf Vereitelung der Krankheitsbekämpfung und Produktfälschung.
Staatspräsident Klaus Iohannis und Ministerpräsident Dacian Ciolos haben im Rahmen einer Beratungsrunde eine zügige Änderung des Gesetzes über öffentliche Beschaffungen im Gesundheitswesen vereinbart. Damit soll eine effizientere Kontrolle der Produkte gewährleistet werden, die auf der Einkaufsliste von Krankenhäusern stehen. Die Standardisierung der Beschaffungen wird dazu führen, dass die Kliniken und Krankenhäuser über normkonforme Produkte verfügen, die das Leben der Patienten nicht gefährden, war in einer Mitteilung des Präsidialamtes zu lesen. Wie lange die verdünnten Desinfektionsmittel in den Krankenhäusern in Umlauf waren müssen jetzt die Staatsanwälte ermitteln. Der Nachrichtendienst habe laut eigenen Angaben in den letzten fünf Jahren mehrere Vermerke zur schlechten Qualität der Desinfektionsmittel an die legalen Informationsempfänger geschickt. Das sind der Staatspräsident, der Ministerpräsident, die Präfekten und die Kreisräte.
Lohnerhöhungen im öffentlichen Sektor stehen unter Debatte
Der rumänische Arbeitsminister Dragoş Pîslaru hat am Dienstag den Entwurf der Dringlichkeitsverordnung zur Entlohnung der öffentlichen Bediensteten in Rumänien zu Debatte gestellt. Die Hauptänderungen betreffen die komplette Umstrukturierung des Entlohnungssystems im Gesundheits- und im Bildungsbereich und die Einführung eines Prämiensystems basierend auf Leistungskriterien für die Angestellten der beiden Bereiche. Diese sollen die Prämien beginnend mit dem 1. Januar 2017 erhalten. Der Entwurf sieht auch die Beseitigung der Unebenheiten in der Entlohnung für die gleiche Funktion, am selben Arbeitsplatz vor. Alle Gehälter sollen auf das derzeitige Höchstgehaltsniveau für jede einzelne Berufskategorie angehoben werden. Premierminister Dacian Cioloş erklärte, dass der Entwurf einige Unebenheiten im System ausbügeln wird. Der Fokus wird dabei auf das Gesundheitswesen gesetzt, allerdings nicht auf alle Bereiche, denn die Exekutive muss sich in gewissen Haushaltsgrenzen halten. Laut Arbeitsminister Dragoş Pîslaru, werden infolge dieser Maßnahmen über 1,2 Millionen höhere Gehälter erhalten und mit Sicherheit wird keiner weniger bekommen als jetzt. Als Antwort sagt der Vorsitzende des Nationalen Gewerkschaftsblocks Dumitru Costin, dass nur 400.000 öffentliche Bedienstete Lohnerhöhungen erhalten werden und der Rest von 800.000 nicht. Der Entwurf zur Entlohnung der öffentlichen Bediensteten hat für die Unzufriedenheit der Gewerkschaften gesorgt, besonders im Bildungswesen. Diese behaupten, dass der besagte Entwurf nur die Probleme in der Gesundheit und in der Zentralverwaltung lösen würde. Die Auswirkung auf den Haushalt infolge der Änderungen des Entlohnungssystems der öffentlichen Bediensteten beläuft sich auf rund 2,3 Milliarden Lei. Davon sollen 1,2 Milliarden Lei um die Unebenheiten auszubügeln und 1,022 Milliarden für die Gesundheitsreform zugewiesen werden.

Der rumänische Staatschef Klaus Iohannis ist am Mittwoch in Vilnius mit der litauschen Staatspräsidentin Dalia Grybauskaite zusammengekommen. Die beiden Würdenträger diskutierten über die regionale Sicherheit und über die gemeinsame Position Rumäniens und Litauens beim Nato-Gipfel in Warschau. Beasonders wichtig sei eine ausgewogene Position betreffend die Konsolidierung der Ostflanke der Nato, in dem Sinne, dass die Maßnahmen sowohl den Süden als auch den Norden der Ostflanke betreffen, sagte Klaus Iohannis. Was die Flüchtlingskrise betrifft, sei das Treffen von Sanktionen gegen die EU-Staaten, die keine Migranten aufnehmen wollen, keine wirksame Lösung. Eine Alternative wäre die Verstärkung der EU-Außengrenzen, mit besonderer Hervorhebung der Europäischen Agentur für die operative Zusammenarbeit an den Außengrenzen der Mitgliedstaaten der Europäischen Union FRONTEX, im Rahmen derer Rumänien an zweiter Stelle nach Deutschland einen wichtigen Beitrag leistet, sagte noch Iohannis. Die litauische Staatspräsidentin Dalia Grybauskaite sagte ihrerseits, Rumänien und Litauen hätten ähnliche Positionen zu diesem Thema, in dem Sinne, dass die Europäische Union ihre Grenzen schützen und den Immigranten Integrationsmöglichkeiten bieten sollte.
Das Bukarester Dorfmuseum feiert 80. Jubiläum
1936 wurde in Bukarest eines der ersten ethnographischen Freilichtmuseen der Welt gegründet: das Dorfmuseum. Am 10. Mai wurde das Museum im Beisein des Königs Karl II und der wichtigsten politischen, kulturellen und religiösen Persönlichkeiten das Museum eingeweiht. Am 17. Mai wurde es dann dem Publikum zugänglich gemacht. Die Gründung des Dorfmuseums ist das Ergebnis
intensiver Forschungen. Zehn Jahre lang wurden die Forschungsarbeiten in etwa 600 Ortschaften Rumäniens von Universitätsprofessor Dimitrie Gusti geleitet.
In den 80 Jahren seit der Gründung wuchs natürlich die ethnographische Sammlung des Museums. Als es eröffnet wurde, waren im Museum nur 29 Orinigal-Häuser aus unterschiedlichen Regionen Rumäniens zu sehen. Heutzutage sind es 370 Häuser, die Stück für Stück nach Bukarest gebracht und hier wieder aufgebaut wurden. Die Museums-Sammlung umfasst zudem 60 Tausend Objekte. Das Bukarester Dorfmuseum wurde deshalb in Form eines Dorfes gebaut, mit Häusern, Strassen, Kirchen, Brunnen und öffentlichen Plätzen.
Anlässlich des 80. Jubiläums hat Rumäniens Staatschef dem Dorfmuseum Dimitrie Gusti den Kultur-Verdienst-Orden in der Klasse Großoffizier verliehen. Durch diese Auszeichnung zeigt der rumänische Staats seine Schätzung gegenüber einem Museum, das eine große Rolle in der rumänischen Kultur und Forschung spielt. Mehr als 500 Tausend Menschen besuchen jährlich das Bukarester Dorfmuseum.
Scandalul dezinfectanţilor diluaţi din
spitalele româneşti se extinde
Cel mai recent scandal
din sistemul sanitar românesc, cel al dezinfectanţilor diluaţi din spitale, a
adus subiectul sănătăţii pe agenda viitoarei şedinţe a Consiliului Suprem de
Apărare a Ţării, din 27 mai. Preşedintele Klaus Iohannis a precizat, joi, într
-o conferinţă de presă, că a luat decizia după ce acest scandal a arătat ce pagube
imense pot apărea din cauza nepăsării şi a corupţiei din sistemul de sănătate
publică.
Şeful statului a mai spus că trebuie găsiţi vinovaţii şi predaţi justiţiei. Scandalul a izbucnit dupa ce o
investigaţie jurnalistică dezvăluia, cu ceva timp în urmă, că substanţele
dezinfectante furnizate de compania Hexi Pharma unităţilor sanitare ar avea o
concentraţie chiar şi de zeci de ori mai mică decât normele. Controalele
efectuate în zeci de spitale au confirmat concluziile investigaţiei
jurnalistice. Gravitatea situaţiei a dus chiar la sistarea operaţiilor, pentru
câteva zile, în unele spitale. Depăşit de situaţie, ministrul Sănătăţii Patriciu Achimaş Cadariu a demisionat. El a fost inlocuit de economistul Vlad Voiculescu, fost director de
cabinet în ministerul Finanţelor. Acesta a fost implicat, de-a lungul timpului,
în activităţi caritabile în domeniul sănătăţii din Romania. Intre timp, Parchetul General a
început urmărirea penală împotriva companiei Hexi Pharma, acuzată de
zădărnicirea combaterii bolilor şi falsificarea de produse. Parchetul trebuie
să stabilească, între altele, de cât timp sunt folosiţi dezinfectanţii, în
condiţiile în care
Serviciul Român de Informatii susţine că, în ultimii cinci ani, a trimis
informări, în mod constant, despre calitatea proastă a acestora beneficiarilor
direcţi – spitalele, dar şi preşedintelui României, primului ministru, miniştrilor,
prefecţilor, consiliilor judeţene.
Proiectul OUG privind salarizarea bugetară
din România în dezbatere publică
Proiectul de ordonanţă de urgenţă
privind salarizarea bugetarilor din România a fost lansat marţi spre dezbatere
publică. Principalele modificări se referă la
restructurarea completă a sistemului de salarizare în Sănătate şi Educaţie şi
introducerea unui sistem de premiere bazat pe criterii de performanţă pentru
angajaţii din cele două domenii, care ar urma să beneficieze de bonusuri de la 1 ianuarie 2017. Proiectul mai prevede eliminarea diferenţelor de
salarizare pentru funcţii egale şi muncă egală în cadrul aceleiaşi unităţi. Premierul Dacian Cioloş a precizat că proiectul va corecta unele
disfuncţionalităţi din sistem, dar nu pe toate. Potrivit
Ministrului muncii,
Dragoş Pîslaru, în urma aplicării acestor măsuri, peste 1, 2 milioane de
angajaţi la stat vor avea salarii mai
mari şi nimănui nu i se va reduce retribuţia. In replică, preşedintele Blocului
Naţional Sindical, Dumitru Costin, spune că doar 400.000 de bugetari din cei 1,
2 milioane vor beneficia de creşteri salariale. Sindicatele sunt nemulţumite de
proiect şi ameninţă cu proteste. Sindicaliştii din
învăţământ au anunţat că vor organiza, pe 1 iunie, un marş de protest,
iar cei din administraţia publică locală ameninţă cu declanşarea conflictului
de muncă şi boicotarea alegerilor locale.

Preşedintele Romaniei,
Klaus Iohannis, a facut o vizită oficială de două zile în Lituania, unde a
discutat cu oficialii de la Vilnius despre relaţiile bilaterale, migraţie, securitatea regională şi poziţia
comună pe care cele două ţări o vor avea la summitul NATO de la Varşovia din
luna iulie. După convorbirile cu omoloaga sa, Dalia Grybauskaite, Klaus
Iohannis a afirmat că Bucureştiul şi Vilniusul au un parteneriat puternic, au
interese, viziuni şi valori commune. România şi Lituania au poziţii similare
referitoare la migraţie, în sensul că Europa trebuie să-şi protejeze graniţele,
prin întărirea controlului la frontierele externe, a mai spus Iohannis. El a
subliniat că abordarea prin sancţiuni pentru statele membre UE care se opun relocării
migranţilor nu rezolvă nimic.Şeful statului
român a declarat, pe de altă parte, că
este importantă o ‘abordare echilibrată’ în ceea ce priveşte consolidarea
flancului estic al NATO.
Muzeul Satului din Bucureşti a
împlinit 80 de ani de existenţă

din Bucureşti,
unul din cele mai vechi spaţii de
expunere în aer liber din Europa şi unul dintre cele mai vizitate locuri din
România, a aniversat, marţi, 80 de ani de existenţă, prin inaugurarea unei noi
aripi. Sociologul Dimitrie Gusti a
avut ideea, în perioada interbelică, de a aduce în Capitală zeci de gospodării
din toate regiunile României. În prezent, muzeul adăposteşte 370 de monumente şi 60 de mii
de obiecte de patrimoniu. Conceput
ca un muzeu sociologic, misiunea lui este de a înfăţişa vizitatorilor
realitatea vieţii satului, aşa cum era sau este ea trăită de ţăranul român. Aproximativ 500.000 de turişti români şi străini
vizitează anual acest muzeu.
CFR Cluj a câştigat ediţia 2016 a
Cupei României la fotbal
CFR Cluj a câştigat ediţia a 78-a a Cupei României la
fotbal, marţi, pe Arena Naţională din Bucureşti, după ce a învins-o pe Dinamo
Bucureşti cu scorul de 5-4 la loviturile de departajare. CFR şi-a trecut în palmares a patra cupă,
în timp ce Dinamo rămâne cu 13
astfel de trofee. Meciul a avut o semnificaţie aparte pentru Dinamo, în
condiţiile în care, recent, fostul său jucător camerunez Patrick Ekeng şi-a
pierdut viaţa pe gazon, din cauza unor probleme cardiace. Cupa României este al
doilea trofeu decernat în acest sezon, după ce Astra Giurgiu a câştigat titlul
de campioană.
La compañía Hexi Pharma que ha dado lugar al escándalo de la medicina rumana relacionado con los desinfectantes diluidos, ha retirado su solicitud de entrar en insolvencia presentada ante el Tribunal de Bucarest. Acusada de diluir las sustancias de esterilización que suministraba a varios hospitales de todo el país, la compañía es objeto de un proceso penal en este caso investigado por la Fiscalía General, por participación inadecuada en el delito de obstaculizar el combate de las enfermedades.
Los representantes de la compañía presentaron, la semana pasada, una solicitud para entrar en insolvencia argumentando que ya no podían hacer frente a las deudas comerciales y fiscales a raíz de la coyuntura económica desfavorable.La compañía afirmaba que tenía que pagar deudas por un valor de 23 millones de lei al presupuesto de Estado, y a varios suministradores, así como atrasos a dos compañías del extranjero por un valor de más de 20 millones de euros. Pese a ello, los representantes de la compañía cambiaron de opinión y el pasado martes, los jueces tomaron nota de que la empresa había retirado la solicitud de entrar en insolvencia.
La decisión de la compañía llega tras la tomada por parte de los jueces, que habían admitido una solicitud de la Fiscalía General, de llevar a cabo varias medidas de prevención con respecto a Hexi Pharma. Entre éstas figura la prohibición de iniciar el procedimiento de disolución o liquidación, de fusionar, dividir o reducir el capital social, y la prohibición de producir y comercializar productos biocidas. Otra medida se refiere a la prohibición de enajenar los activos, los pagos, las transferencias de dinero, salvo las necesarias al pago de los servicios y los salarios. Con respecto a las investigaciones en el caso de los desinfectantes diluidos, éstas avanzan rápidamente, ha declarado el fiscal general de Rumanía, Augustin Lazar:
“En un plazo razonable vamos a efectuar una investigación efectiva para poder aclarar estas cosas. Desde la fecha de notificación, el fiscal implicado en la investigación avanza a un ritmo muy rápido.”
Durante las investigaciones relacionadas con Hexi Pharma, los fiscales han efectuado incluso análisis físicos y químicos de los productos incriminados. El fiscal general Augustin Lazar mencionaba que en este caso se beneficia de todos los recursos necesarios tanto por parte del Ministerio Público, así como por parte de la Policía Judicial y que el objetivo es el de identificar a las personas responsables. Entretanto, la actividad de la compañía Hexi Pharma es controlada también por la Agencia Nacional de Administración Fiscal que verifica incluso sus relaciones con las empresas del extranjero.
Das Unternehmen Hexi Pharma, das im Mittelpunkt des Skandals der verdünnten Desinfektionsmittel steht, hat seinen Insolvenzantrag zurückgezogen. Dem Unternehmen wird vorgeworfen, es habe stark verdünnte Desinfektionsmittel verkauft. Die Konzentration solle teilweise um bis zu zehn Mal geringer gewesen sein als vorgesehen. Ein schwerer Vorwurf, wenn man bedenkt, dass die Sterilzonen und die Instrumente in den OP-Sälen über Leben und Tod der Patienten entscheiden können.
Gegen das Unternehmen Hexi Pharma ermittelt nun die Generalstaatsanwaltschaft. Die Vertreter des Unternehmens hatten vergangene Woche einen Insolvenzantrag beim Landgericht Bukarest eingereicht und erklärten, sie können die Handel- und Finazschulden wegen der ungünstigen Wirtschaftslage nicht zahlen. Das Unternehmen behauptete, die Schulden beziffern sich auf rund 23 Millionen. Es gehe um Schulden an den Staatshaushalt, an verschiedenen Liferanten und unbezahlte Rechnungen an zwei ausländischen Unternehmen in Wert von über 20 Millionen Euro. Die Hexi Pharma-Vertreter haben ihre Meinung geändert und haben am Dienstag ihren Insolvenzantrag zurückgezogen. Der Beschluss der Firma kommt, nachdem die Richter mehrere Maßnahmen gegen Hexi Pharma eingeleitet haben. Darunter zählt auch das Vorbot der Auflösung und Abschaffung des Unternehmens, Verbot der Fusion, des Teilens oder der Kürzung des Kapitals, sowie der Verbot der Herstellung und des Verkaufs von Biozyden. Eine weitere Maßnahme bezieht sich auf das Verbot, die Aktiva zu verkaufen und auf das Vorbot von Geldtransfer.
Generalstaatsanwalt Augustin Lazăr sagte über die Ermittlung folgendes:
Wir führen effektiv eine Ermittlung durch und werden natürlich die Sachen klären. Wenn der Fall bedeutend ist, dann arbeitet der Staatsanwalt in einem alerten Rythmus. Sie werden das auch bemerken können. Es gibt zahlreiche Strafverfolgungen.
Die Staatsanwälte überprüfen die verdünnten Desinfektionsmittel physisch und chemisch. Augustin Lazăr erklärte, die Gerichtspolizei stelle alle notwendigen Ressourcen für die Lösung dieses Falls zur Verfügung. Ziel sei, dass die verantwortlichen Personen identifiziert werden. Zur Zeit kontrolliert die Nationale Agentur für Steuerverwaltung die Tätigkeit des Unternehmens und die Beziehungen von Hexi Pharma mit ausländischen Unternehmen.

Also, the company is banned from alienating any of its assets, to make payments and transfers, except for those for salaries and utilities. As regards the investigation into the diluted disinfectants case, it is running fast, the Romanian General Prosecutor Augustin Lazar has said.
Augustin Lazar: “Within a reasonable timeframe we will be able to conduct an effective investigation and to clarify all this. In such a case, which the prosecutor knows is a serious one from the very date of notification, things run fast, as you can see yourselves. This is a matter of large-scale prosecution.”
In the investigation into the case concerning Hexi Pharma, prosecutors are even conducting physical and chemical tests on the incriminated products. Augustin Lazar has stated that the case benefits from all the necessary resources, including from the Public Ministry and the Judiciary Police, and the aim is to identify and hold the guilty ones accountable. In the meantime, the activity of the Hexi Pharma company has been also checked by the National Fiscal Administration Agency, which is not looking into the company’s ties with foreign companies.
