Visit — Next week the Romanian president Klaus Iohannis will pay an official visit to Japan and a state visit to the Republic of Singapore, the Presidential Administration announced on Friday. The Romanian official will visit Japan between March 6 and 8 and will have meetings with Emperor Naruhito, the Prime Minister Fumio Kishida, as well as with other officials. The main target and event of this visit is to raise the bilateral relationship to the level of Strategic Partnership, through the signing of the Joint Declaration by the Romanian President and the Japanese Prime Minister, a declaration establishing the Strategic Partnership between the two countries. The Japanese state is the largest Asian investor in Romania. The state visit of the Romanian head of state to Singapore will take place between March 9 and 10, being the first visit to this country in the last 20 years by a president of Romania. Klaus Iohannis will have official talks with his counterpart Halimah Yacob and with Prime Minister Lee Hsien Loong. The main aim of this visit is to boost bilateral relations, especially in the economic and investments fields.

Mission — A detachment made up of approximately 100 soldiers and four F-16 Fighting Falcon aircraft of the Romanian Air Force will participate in the enhanced air policing mission in the Baltic States, between April and July. According to National Defense Ministry, the main objective of the mission carried out in the airspace of Lithuania, Latvia and Estonia is to prevent the violation of allied airspace and to provide assistance to military and civilian aircraft in emergency situations emerged during the flight. The enhanced air policing mission in the Baltic countries under NATO command – Baltic Air Policing is carried out on the basis of a system of tasks rotation carried out by the allied countries since 2004.

Protests — In Iași, in eastern Romania, a series of protests by education trade unions started on Thursday, against the background of salary dissatisfaction of the employees. Similar picketing will take place, in the next period, throughout the country. The trade unionists protest against their low salaries, the lack of salary increments and the problems related to the payment of overtime. The Education Minister, Ligia Deca, says that the complaints concern the current legislation and promises that in the future law, that is being currently drafted, pays will be progressive, based on the average salary.

Canal — On March 15 Romania will start measurements on the Chilia arm and the Bystroe Canal, in order to clarify the contradictory information on the subject of their dredging by the Ukrainians. The working schedule will be established on Monday, and the action will last approximately 10 days. The announcement was made on Friday by the Romanian Transport Ministry, after a meeting between Romanian and Ukrainian experts, at which it was established that experts from Kyiv as well as third-party institutions will assist in the measurements. The Ukrainian side will ensure the security of the Romanian ships and personnel during these actions. The meeting was the first between specialists from the two countries, after Romania accused Ukraine of carrying out dredging works on the canal, a situation that could have an impact on the Danube Delta ecosystem.

Drugs — Drug trafficking will be punished in Romania with bigger penalties, according to a law adopted by Parliament and promulgated on Friday. The law provides for a prison sentence of 3 up to 10 years and the prohibition of certain rights for cultivating, producing, manufacturing, experimenting, transporting, buying or selling dangerous drugs. Until now, these acts were punishable by imprisonment of up to 7 years. Also, the new regulations establish that, for the import or export of dangerous drugs, the punishment can reach 15 years in prison, and in the case of high-risk substances trafficking, such as cocaine, the punishment can reach up to 20 years. If the death of the victim occurs, the penalties applied can reach 25 years in prison. Over 10% of Romanians between the ages of 15 and 64 have consumed at least one type of illicit drug, and, according to the National Anti-Drug Agency, cannabis continues to be one of the most used prohibited substances, especially among students.

Working visit — The director of the Romanian Intelligence Service – SRI, Eduard Hellvig, was on a working visit to the USA, where he had meetings with Avril Haines, the director of the US National Intelligence Community and with William J. Burns, the CIA director. According to a SRI press release issued on Friday, the discussions focused on the regional and global security situation in the current context and the dynamics of the operational situation. They highlighted the importance of cooperation and the exchange of information between the SRI and the US intelligence, the results obtained and the ways to continue the strategic partnership in the analyzed fields. The SRI leadership and the heads of the US intelligence structures reconfirmed their firm commitments to continuing working together to prevent and to counter aggressions that threaten national and regional security, including aggressions with a global impact. Nächste Woche wird der rumänische Staatschef Klaus Iohannis einen offiziellen Besuch in Japan und der Republik Singapur abstatten. Der rumänische Präsident wird zwischen dem 6. und 8. März Japan besuchen und dort mit Kaiser Naruhito und Premierminister Fumio Kishida zusammentreffen. Dabei sollen die Gesprächspartner eine gemeinsame Erklärung zur Gründung einer strategischen Partnerschaft zwischen den beiden Ländern unterzeichnen. Der japanische Staat ist der größte asiatische Investor in Rumänien. Der Staatsbesuch des rumänischen Präsidenten in Singapur findet am 9. und 10. März statt und ist der erste eines rumänischen Präsidenten in den letzten 20 Jahren. Klaus Iohannis wird offizielle Gespräche mit seiner Amtskollegin Halimah Yacob und mit Premierminister Lee Hsien Loong führen. Ziel des Besuchs ist der Ausbau der bilateralen Beziehungen, insbesondere in den Bereichen Wirtschaft und Investitionen.

Am Donnerstag haben im ostrumänischen Iași eine Reihe von Protestaktionen von Bildungsgewerkschaftern gegen die Lohnpolitik der Regierung begonnen. Ähnliche Aktionen werden in der nächsten Zeit im ganzen Land angekündigt. Die Gewerkschafter sind unzufrieden mit den niedrigen Gehältern, den fehlenden Zulagen und den Problemen im Zusammenhang mit der Bezahlung von Überstunden. Die Bildungsministerin Ligia Deca erklärt, dass sich die Beschwerden auf die derzeitige Gesetzgebung beziehen, und verspricht, dass in dem künftigen Gesetz, an dem derzeit gearbeitet wird, die Gehälter progressiv sein werden, ausgehend von dem Durchschnittsgehalt auf nationaler Ebene.

Rumänien wird am 15. März mit Messungen am Chilia-Arm und am Bastroe-Kanal beginnen, um widersprüchliche Informationen über deren Ausbaggerung durch die Ukrainer zu klären. Der Zeitplan für die Arbeiten wird am Montag festgelegt, und die Aktion wird voraussichtlich etwa 10 Tage dauern. Dies teilte das Verkehrsministerium in Bukarest am Freitag nach einem Treffen zwischen rumänischen und ukrainischen Experten mit, bei dem vereinbart wurde, dass Experten aus Kiew sowie dritte Institutionen an den Messungen teilnehmen werden. Die ukrainische Seite wird die Sicherheit der rumänischen Schiffe und des Personals während dieser Maßnahmen gewährleisten. Das Treffen war das erste zwischen Fachleuten aus beiden Ländern, nachdem Rumänien die Ukraine beschuldigt hatte, den Kanal zu vertiefen, was auf das Ökosystem des Donaudeltas negative Folgen habe.

Direktor des Rumänischen Geheimdienstes Eduard Hellvig stattete den USA einen Arbeitsbesuch ab, bei dem er mit Avril Haines, Direktorin der US National Intelligence Community, und William J. Laut einer am Freitag veröffentlichten SRI-Pressemitteilung konzentrierten sich die Gespräche auf die regionale und globale Sicherheitslage im aktuellen Kontext und die Dynamik der operativen Situation. Die Bedeutung der Zusammenarbeit und des Informationsaustauschs zwischen dem SRI und den US-Diensten, die erzielten Ergebnisse und die Möglichkeiten zur Fortsetzung der strategischen Partnerschaft in den besprochenen Bereichen wurden hervorgehoben. Die SRI-Führung und die Leiter der US-Geheimdienststrukturen bekräftigten ihre feste Entschlossenheit, weiterhin zusammenzuarbeiten, um Aggressionen zu verhindern und zu bekämpfen, die die nationale und regionale Sicherheit bedrohen, einschließlich solcher mit globalen Auswirkungen.

Der Gesetzentwurf über die Ersetzung des Ausdrucks moldauische Sprache durch rumänische Sprache in allen Gesetzen der Republik Moldau, einschließlich der Verfassung, wurde am Donnerstag im Parlament von Chisinau verabschiedet. Das Dokument wurde genau an dem Tag verabschiedet, an dem 31 Jahre seit dem Ausbruch des Dnjestr-Krieges vergangen sind, in dessen Folge sich die russischsprachige Region Transnistrien von der Republik Moldau abspaltete. Nach Angaben von Radio Chisinau protestierten die kommunistischen und sozialistischen Abgeordneten vehement gegen den Gesetzentwurf.

350.000 Rumänen werden in den nächsten Tagen Energieausweise erhalten, nachdem das Ministerium für Investitionen und europäische Projekte die Situation der Menschen geklärt hat, die nicht von Anfang an auf den Listen aufgeführt waren. In den Fällen, in denen nicht festgestellt werden konnte, wie viele Personen in einem Haus leben, wurden eidesstattliche Erklärungen vorgelegt, aus denen hervorging, dass die Voraussetzungen für den Erhalt der jeweiligen finanziellen Unterstützung erfüllt waren. Bisher haben bereits 1,7 Millionen Menschen die Karten erhalten, aber fast 600.000 Bescheide wurden ausgestellt, weil sie die Voraussetzungen für den Erhalt der Hilfe nicht erfüllten, d.h. den Schwellenwert von 2.000 Lei (etwa 400 Euro) überschritten. Nach Angaben des Ministeriums wurden seit dem 20. Februar über 225.000 Zahlungen in Höhe von insgesamt über 71 Millionen Lei (über 14 Millionen Euro) geleistet. Die Beihilfe wird in zwei Raten zu je 700 Lei (ca. 140 Euro) gewährt und kann für die Bezahlung von Strom, Gas, thermischer Energie in einem Zentralheizungssystem, Brennholz, Heizöl und anderen Arten von Heizmaterialien verwendet werden.

BUDGET In 2022 Romania saw a budget deficit
of roughly EUR 16.5 bln, nearly 1% smaller than in the previous year. According
to the finance ministry, the deficit dropped from 6.73% to 5.68% of GDP. Revenues
amounted to approx.. EUR 94 bln, up 21% since 2021, fuelled by the VAT rise,
growing EU funding and revenues in the energy sector. Expenditure exceeded EUR
110 bln, down 0.8% since the previous year.

DIPLOMACY Lithuania firmly
supports Romania’s Schengen accession and
voices willingness to carry on an active dialogue with the other EU partners in
this respect, especially in today’s extremely difficult security context, the
Lithuanian foreign minister, Gabrielius Landsbergis told his Romanian
counterpart, Bogdan Aurescu, in a telephone discussion. The talks were held as
Romania is set to resume this year its participation in the air policing
missions in the Baltic Sea region. The 2 officials praised the very good
bilateral relations and the efficient coordination as part of the EU, NATO and
regional projects such as the Three Seas Initiative and The Bucharest Nine.

CORRUPTION The former manager of Romania’s national football team, Victor Piţurcă, has
today left the Bucharest Police Detention Centre, where he was held for 24 hours by
anti-corruption prosecutors in an influence peddling investigation. According
to judicial sources, Victor Piţurcă was placed under court supervision, and prosecutors
also initiated criminal proceedings against his son, Alexandru. The case
concerns the procurement of non-compliant production lines and the sale of face
masks to the Defence Ministry during the Covid-19 pandemic.Gabriel
Ţuţu, the head of military producer and exporter Romarm, was also involved in
the operation.

GOVERNMENT The government of Romania is to pass today a
bill authorising 2 loans from the European Investment Bank. The nearly EUR 294
mln will be used for investments, upgrade and rehabilitation works in 26 hospitals in Romania. Another bill on today’s agenda
provides for up to 50% increases of the monthly allowances paid to the county
council chairpersons and deputies and to the mayors and deputy mayors of the
administrative units that implement projects financed from non-reimbursable EU
funds, foreign loans and under the Recovery and Resilience Mechanism. The
government is also to amend an order regulating energy subsidies and other
support measures for vulnerable citizens.

NATO NATO will continue to strengthen its partnership
with Japan amid the ongoing war in Ukraine, NATO Secretary-General Jens
Stoltenberg said on Tuesday during a visit to Japan, where he had a meeting
with Prime Minister Fumio Kishida. Jens Stoltenberg’s tour, which included a
stop in South Korea, is designed to strengthen ties with the Asian allies in
the context of the war in Ukraine and rising competition with China. In an
address in Seoul, the NATO official called on South Korea to increase its military
support to Ukraine.

KOREA Also in Seoul, the US defence secretary Lloyd
Austin and his South-Korean counterpart, Lee Jong-sup, promised to extend the
scope of the 2 countries’ joint military exercises, in a move by Washington to
reassure its Asian ally of its support amid growing threats from North Korea. Tensions
in the Korean Peninsula deepened in 2022, following North Korea’s frequent
military tests, including launches of intercontinental ballistic missiles. (AMP)

ROME Prime Minister Giorgia Meloni and the
ministers making up Italy’s most right-wing and Eurosceptic cabinet since 1946
were sworn in on Saturday, AFP reports. The head of the League formation,
Matteo Salvini and Antonio Tajani, a leading figure in Silvio Berlusconi’s
Forza Italia are the country’s new deputy prime ministers. The ministers appointed by Giorgia Meloni, who
obtained with her post-fascist party Fratelli d’Italia a historic win in the
legislative elections last month with 26% of the votes, have shown readiness to
ease tensions caused by the coming to power of a far-right Prime Minister. The
nomination of the former president of the European Parliament Antonio Tajani
for the position of Foreign Minister has been hailed by the president of the
European People’s Party Manfred Weber as a guarantee for a pro-European Italy.
The head of the Romanian government, Nicolae Ciuca, has congratulated the new
Italian Prime Minister, voicing his confidence that the two countries will
continue to develop their Consolidated Strategic Partnership.

COVID The European Centre for Disease
Prevention and Control has cautioned against the spread of a new Omicron
subvariant, which is expected to increase the number of infections in Europe,
the EFE Agency has reported. Preliminary surveys conducted in Asia have shown
the aforementioned subvariant could evade the immune response of the human
body. Andrea Ammon, director of the aforementioned institution has called on
European states to remain vigilant about the spread of the new subvariant and
monitor the number of infections as well as the hospital treatment of patients.
According to the same institution, raising the vaccination rate remains a
priority, and that risk groups, such as the elderly and the people with
comorbidities, need additional booster doses.

TENNIS Romania’s best tennis player and
two-times major winner, Simona Halep, has been provisionally suspended after
testing positive for a banned anti-anemia blood-booster called roxadustat at
the latest edition of the US Open. The world’s former number one, Halep
described the ban as ‘the biggest shock of her life’ and denied knowingly
taking any banned substance. Throughout my whole career, the idea of cheating
never even crossed my mind once, as it is totally against all the values I have
been educated with. Facing such an unfair situation, I feel completely confused
and betrayed, the athlete wrote on Twitter. The 31 year old Romanian athlete
and winner of the Roland Garros tournament in 2018, says that her fight was not
about ‘titles and money’ but her honour and that she hoped the truth would
eventually come out.

PERMITS Specialised structures with the
Romanian Interior Ministry have in the past 24 hours issued 302 residence
permits for Ukrainian refugees. A total of 78 thousand such permits have been
issued since March. According to authorities in Bucharest only one Ukrainian
citizen has applied for asylum in the past 24 hours. Roughly 44 hundred
Ukrainians have applied for asylum in Romania since the beginning of the
conflict and they are benefitting from all the rights stipulated in the
national legislation. According to the same sources, 83 thousand people have
crossed the borders into Romania in the past 24 hours, out of which 93 hundred
are Ukrainian citizens.

VISIT The use by Russia of the nuclear
weapon would be ‘an act of hostility against humankind’, Japanese Prime
Minister Fumio Kishida said during his visit to Australia on Saturday, France
press reports. The Russian intimidation concerning the use of nuclear weapon is
a severe threat to the peace and security of the international community and is
absolutely unacceptable, says the leader of the only country ever hit by a
nuclear weapon. In 2023, Kishida is expected to welcome the G7 leaders in
Hiroshima, the town which was razed to the ground by an atomic bomb in 1945
when 140 thousand people died. The city of Nagasaki was also bombed three days
later. In another development, Australia and Japan on Saturday signed an
agreement on security issues aimed at offsetting China’s military power in the
region.

ITU – More than 3,000 leaders and delegations from 193 countries are gathering in Bucharest, as of Monday until October 14, to set the global direction of digital transformation and to choose the future leadership of the International Telecommunication Union (ITU), the UN agency for information technology and communications. During the three weeks, the delegations will include representatives of private companies, academic institutions and national, regional and international bodies involved in the organizations activities regarding radio communications and the standardization or promotion of digital transformation in line with the UN Sustainable Development Goals. Romania is the first country in the EU to organize this large-scale event and where the general policies of the ITU will be established, as well as the strategic and financial plans for the period 2024-2027.

Tokyo — The Romanian Prime Minister, Nicolae Ciucă, and the Speaker of the Chamber of Deputies, Marcel Ciolacu, are in Japan, where, on Tuesday, they will participate in the state funeral organized in honor of the former Japanese Prime Minister Shinzo Abe, who contributed decisively to the start of actions meant to raise the relations between the two countries at the level of a strategic partnership. Shinzo Abe was killed on July 8 by a former officer with a homemade gun during a campaign speech. During Monday’s talks with the Japanese Prime Minister, Fumio Kishida, Nicolae Ciuca said that raising the relations between Romania and Japan to the level of the Strategic Partnership is an opportune political act in the current international context, which materializes the remarkable vision of the former Prime Minister Shinzo Abe in the foreign policy field. An important point of the meeting was the security and defense component, one of the four cooperation pillars of the future Strategic Partnership, the talks also focusing on economic cooperation, given that Japan is the largest Asian investor in Romania. The Japanese Prime Minister appreciated the presence of his Romanian counterpart in Tokyo and assured him of his full support for the conclusion of the Strategic Partnership and the consolidation of bilateral cooperation, including at external level, in the regional and international context that requires the protection of democracy and the rule of law.

IMF — The International Monetary Fund (IMF) has revised upwards Romania’s economic growth forecast for 2022 up to 4.8%, the Finance Ministry announced on Monday. In June, the chief of the IMF mission for Romania, Jan Kees Martjn, announced that the IMF had improved Romania’s economic growth forecast at almost 3.5%- 4.5% for 2022 and 2023. The reforms included in the National Recovery and Resilience Plan are on schedule and will significantly contribute to our mission, as well as the fiscal sustainability measures, the management of public investments and the budget consolidation, the Romanian finance minister Adrian Câciu said. An IMF team, led by Jan Kees Martijn, visited Bucharest, between May 30 and June 10, for the annual analysis of the Romanian economy, known as the Article IV Consultation.

Refugees – The Border Police General Inspectorate informs that, on Sunday, more than 90 thousand people, of whom almost 10 thousand Ukrainian citizens, entered Romania through border points throughout the country. The figure represents a decrease of 7.6% as compared to the previous day. As of February 10, 2022 (a pre-conflict period), more than 2.4 million Ukrainian citizens have crossed the border into Romania, the Border Police General Inspectorate also announced.

Flu – Health experts expect a significant impact of the flu in the 2022-2023 cold season. They draw attention that vaccination against the flu remains extremely important in reducing the risk of double infection – with the classic flu virus and with SARS-CoV-2, especially among vulnerable categories. In Romania, the first tranches of flu vaccines have already arrived. They can be administered in family doctors offices.

Rome – Italys far-right leader, Giorgia Meloni, claimed victory in Sundays election on behalf of the right-wing bloc that won most of the seats in Parliament, according to exit polls. Georgia Meloni, who leads the most voted party, Fratelli dItalia, could become the first woman prime minister in the history of the country, if the president entrusts her with the mandate. The alliance of conservative parties, which also includes Matteo Salvinis League and Silvio Berlusconis Forza Italia party, obtained between 41.5% and 45.5%, enough to guarantee control of both Houses of Parliament. The center-left could win between 25 and 29 % of the vote, while the populist Five Star Movement, which ran alone, between 14 and 18 %. The new parliament in Rome will have a smaller number of deputies, 400 instead of 630, and 200 senators, instead of the current 315.

Parliament — On Monday, the debates on the articles related the status of magistrates were resumed in the Romanian Parliament. It is the third bill from the package of new justice laws, drafted by the justice ministry and assumed by the government. The marathon debates in the special parliamentary committee for justice laws have led to the adoption, so far, of over 140 of the 294 articles of the law on the status of judges and prosecutors. Most articles passed in the form proposed by the Government. This week, Parliament also resumes the debates on the energy ordinance, a document currently debated by the Senate’s specialized committees. The Social Democrats (in the governing coalition) say that the bill must be improved and demand that the price cap be related to current consumption and not to last years consumption, as requested by the opposition USR. The PNL (also in the governing coalition) wants the ceiling to be set according to the consumption of the last three years for each individual month. At the debates in the Senate, the representatives of the Romanian Energy Regulatory Authority said that the fairest way to establish the cap is to take as reference the consumption registered over a certain period of time, because a calculation of the energy price based on the current bill would be complicated for suppliers. GRAIN 211 ships carrying 4.7 million tons of agricultural products have
so far left Ukraine under an agreement brokered by the United Nations and
Turkey to unblock Ukrainian sea ports, the ministry of infrastructure in
Ukraine has announced. The agreement signed on July 22nd in Istanbul
provides for setting up safe corridors for the transport of Ukrainian grain.
Ukraine’s grain exports slumped after the Russian invasion in late February and
the blockade on the country’s Black Sea ports, driving up global food prices
and prompting fears of shortages in Africa and the Middle East. Ukraine, a
major grain producer and exporter, used to have monthly grain shipments up to 6
million tons before the war. After the Russian invasion, Ukraine had to shift
to the road and river transport infrastructures to ship its grain to Eastern
Europe, but the quantities exported have been significantly lower due to some
logistic shortcomings.

MEDALS Romanian rowers walked away with four gold medals from the World
Championships in Racice, the Czech Republic. The winners are the lightweight
single women’s scull, the men’s double scull, the women’s double scull and the
women’s eight. The Romanian delegation participated with 11 boats and managed
to qualify in nine finals. In the medals’ standings Britain ranks first
followed by Italy and Romania. At the previous edition of the aforementioned
competition in Ottensheim, Austria, the Romanian men’s four and women’s double
sculls obtained two silver medals.

VISIT Over September 26-28, Romania’s Prime Minister, Nicolae
Ciuca is paying a visit to Tokyo to participate in the state funeral staged in
the honor of the country’s former Prime Minister Shinzo Abe. According to a
government communiqué, the former Japanese Prime Minister made a significant
contribution to lifting the bilateral relations between the two countries to
the degree of a strategic partnership during the visit he paid to Bucharest in
2018, being the first Japanese Prime Minister to have visited Romania. Japan
is one of Romania’s main partners in Asia both at political and economic level
and there are all the prerequisites to transform this bilateral relation spanning
more than one century into a privileged relation at the level of strategic
partnership, Prime Minister Ciuca has said. On the sidelines of his visit to
Tokyo, the Romanian official will be received by his Japanese counterpart Fumio
Kishida and will be having talks with the delegation of the Japan-Romania
Parliamentary Friendship League chaired by Ichiro Aisawa and with Hosoda
Hiroyuki, Speaker of the House of Representatives of Japan.

REFUGEES Roughly 10,400 Ukrainian nationals entered Romania on Saturday,
6.3% more than in the previous day, the Romanian border police have announced.
Since February 10th, over 2.4 million Ukrainians have entered
Romania most of them transiting it. In the past 24 hours, the Romanian
authorities have issued 77 residence permits for the Ukrainian citizens. According to the
Interior Ministry in Bucharest, 70 thousand such permits have been issued since
March 18th. Since the beginning of the conflict in Ukraine, roughly
44 hundred Ukrainians have applied for asylum in Romania.

IT Romania has this week become European champion in the
2022 Junior Informatics Olympiad. According to the Society for Excellence and
Performance in Computing, students from Romania won two gold, four silver and
one bronze medal at the aforementioned competition staged online by Ukraine,
which brought together 170 competitors from 132 countries. The winners are
students from the cities of Bucharest and Ploiesti in southern Romania and
according to the teachers training them Romania is the only country that has
managed to win gold in every edition of the aforementioned competition.

GRAIN 211 ships carrying 4.7 million tons of agricultural products have

Ukraine has announced. The agreement signed on July 22nd in Istanbul
provides for setting up safe corridors for the transport of Ukrainian grain.
Ukraine’s grain exports slumped after the Russian invasion in late February and
the blockade on the country’s Black Sea ports, driving up global food prices
and prompting fears of shortages in Africa and the Middle East. Ukraine, a
major grain producer and exporter, used to have monthly grain shipments up to 6
million tons before the war. After the Russian invasion, Ukraine had to shift
to the road and river transport infrastructures to ship its grain to Eastern
Europe, but the quantities exported have been significantly lower due to some
logistic shortcomings.

ELECTION Italy might for the first time have a woman as a Prime Minister after
the legislative election today. And also for the first time since WWII, the far
right could come to power. According to the polls, Brothers of Italy, a party led
by Giorgia Meloni, with origins in a fascist movement is likely to gather
almost 25% of the votes. The far-right coalition, which is expected to win 50%
of the votes, also includes Matteo Salvini’s League and Silvio Berlusconi’s
Forza Italia. The pro-European left wing is expected to muster fewer than 30%
of the total number of votes. According to Radio Romania correspondent in
Italy, in spite of the importance of this election, many Italians aren’t going
to the polls, which might destabilize the domestic situation. Polls show that
90% of the Italians are worried by soaring energy prices. Parties came with a
wide range of solutions, although not all of them have been presented clearly.

VISIT Over September 26-28, Romania’s Prime Minister, Nicolae
Ciuca is paying a visit to Tokyo to participate in the state funeral staged in
the honor of the country’s former Prime Minister Shinzo Abe. According to a
government communiqué, the former Japanese Prime Minister made a significant
contribution to lifting the bilateral relations between the two countries to
the degree of a strategic partnership during the visit he paid to Bucharest in
2018, being the first Japanese Prime Minister to have visited Romania. Japan
is one of Romania’s main partners in Asia both at political and economic level
and there are all the prerequisites to transform this bilateral relation
spanning more than one century in a privileged relation at the level of
strategic partnership, Prime Minister Ciuca has said. On the sidelines of his
visit to Tokyo, the Romanian official will be received by his Japanese
counterpart Fumio Kishida and will be having talks with the delegation of the
Japan-Romania Parliamentary Friendship League chaired by Ichiro Aisawa and with
Hosoda Hiroyuki, Speaker of the House of Representatives of Japan.

SPORT The Romanian women’s double scull as well as women’s and men’s
eights from Romania are today participating in three finals of the World Rowing
Championships underway in Racice, the Czech Republic. The Romanian men’s double
scull made up of Marius Cozmiuc and Sergiu Bejan became gold medalist on
Saturday while on Friday Ionela Cozmiuc of Romania came first in the
lightweight women’s single scull race. We recall that Cozmiuc also walked away
with gold from the European Championships in Munich this summer.

REFUGEES According to sources with the Romanian Border Police, 10,385
Ukrainian citizens entered Romania on Saturday, 6.3% more than in the previous
day. Since February 10th, 2,408,155 Ukrainian nationals have entered
Romania. Checking at Romania’s borders has been done in accordance with the
provisions of the national and community legislation.

CONDOLENCES President Klaus Iohannis conveyed condolences to the family of Japans former PM, Shinzo Abe, who died on Friday from his injuries after being shot in the street by an attacker. “He was a strong defender of democracy and multilateralism, but also a true friend,” Iohannis posted on Twitter. Japans ex-PM was shot dead by a former member of the Japanese defense forces, the Japanese public broadcaster NHK reports. Abe, 67, was delivering a campaign speech near a train station in the western Japanese city of Nara when he was the target of an armed attack. Armed violence is extremely rare in Japan, where firearms are banned. Shinzo Abe was the longest-serving Japanese prime minister in history. He led the Japanese executive from 2006 to 2007 and then from 2012-2020. He resigned two years ago for health-related reasons.

STATISTICS Romanias economy grew by 5.1% in the first quarter of the year, compared to the previous quarter, according to preliminary data made public today by the National Statistics Institute. Compared to the corresponding period of 2021, Romanias GDP went up 6.4%, the institution said, to over RON 343.5 bln.

GOVERNMENT Petre Daea was sworn in as minister of agriculture and rural development on Friday at the Cotroceni Palace. Attending the ceremony was president Klaus Iohannis, PM Nicolae Ciucă, the interim Senate speaker Alina Gorghiu, the Chamber of Deputies speaker Marcel Ciolacu, and presidential advisers. President Klaus Iohannis had signed the decree appointing Petre Daea as agriculture minister earlier that day. On Wednesday the leaders of the Social Democratic Party voted unanimously in favour of the appointment. The former agriculture minister, Adrian Chesnoiu, also a parliament member, stepped down and left the party after the National Anti-Corruption Directorate had requested permission to prosecute him for abuse of office.

NATURAL GAS An interconnector between the gas pipelines in Greece and Bulgaria, which became operational on Friday, gives Romania access to other natural gas resources, in an international context in which it becomes increasingly likely that Moscow will suspend deliveries to the European Union. Romania will be able to help other states in the region reduce their dependence on Russian gas, said Prime Minister Nicolae Ciuca in Athens, where he paid a working visit and met with his Greek counterpart, Kyriakos Mitsotakis.

FORUM Russias war of aggression against Ukraine has generated the most severe security crisis in Europe since WW2, state secretary in Romanias defence ministry Simona Cojocaru said at the “Atlantic – Black Sea” Security Forum held in Bucharest. In her opinion, if Russia reaches its military goals in the east of Ukraine, its operational efforts will most likely focus on the Ukrainian territories north-west of the Black Sea. Therefore, the risk of regional instability might grow significantly, posing a major challenge to Romania. The most dangerous scenario for Ukraine, Romania and NATO would be a land corridor to Odessa and a connection to Transdniester, Simona Cojocaru explained. In a video call, Ukraines defence minister Oleksiy Reznikov said Russias aggression on his country will continue until countered by strong resistance. Terror cannot be stopped by diplomacy alone, he emphasised.

MEETING The foreign ministers of the worlds 20 most developed economies had a closed-doors meeting, marked by the conflict in Ukraine. The meeting held on the Indonesian island of Bali brought together Moscow and its harshest critics for the first time since Ukraine was attacked. During the talks attended by Russias foreign minister Sergey Lavrov, the EUs High Representative for foreign affairs and security policy Josep Borrell urged all participants to help end the war, restore Ukraines sovereignty and guarantee the containment of the global fallout. The US Secretary of State Antony Blinken stressed that Russia has heard “a strong chorus from around the world… about the need for the aggression to end”. “To our Russian colleagues: Ukraine is not your country. Its grain is not your grain. Why are you blocking the ports? You should let the grain out,” Blinken told Lavrov. The latter in fact left the meeting hall where Russia was criticised. According to the German foreign minister Annalena Baerbock, this proves Moscows unwillingness to cooperate. The Indonesian foreign minister Retno Marsudi also called for an end to the war in Ukraine.

SWIMMING Romanias David Popovici Friday won another gold medal at the European Junior Swimming Championship held in Otopeni, near Bucharest, in the mens 50m freestyle final, with 22.16 seconds. This is the 4th medal for Popovici, after the gold in the mens 4x100m freestyle relay and the 200m freestyle race, and silver in the 4x100m medley relay. On Thursday, another Romanian athlete, Vlad Stancu, won the 1,500m freestyle final. Romania now has a total of 6 medals, 4 of them gold and 2 silver. David Popovici, 17, is also the defending senior world champion in the 100m and 200m freestyle events, won in Budapest. Taking part in the championship in Otopeni are some 500 athletes from 42 countries. Romania is represented by 26 swimmers, 14 boys and 12 girls. (AMP)

– Der ukrainische Präsident Volodymyr Selenskyj hat die Verteidigungsminister von mehr als 40 Ländern, die am Montag an einer Online-Tagung zusammenkommen, aufgerufen, der Lieferung von Mehrfachraketenwerfern an die ukrainische Armee zuzustimmen. Nach Angaben der europäischen Website POLITICO zögern die USA, die die von Kiew angeforderten Mehrfachraketenmodelle besitzen und auch exportiert haben, der Ukraine solche Waffen zu liefern. Sie befürchten, die ukrainische Armee wäre dann in der Lage Bombardierungen tief auf russischem Gebiet durchzuführen. Die Raketen, mit denen diese Systeme ausgestattet sind, haben eine Reichweite von bis zu 500 Kilometern. Selenskyjs Ersuchen kommt zu einem Zeitpunkt, an dem Russland seine Angriffe auf die Ostukraine verstärkt hat, auf die es sich nun, nach der Niederlage in der Region Kiew, konzentriert. Die russische Armee setzt die ukrainischen Streitkräfte vorwiegend in der Region Luhansk unter Druck, die zusammen mit Donezk den sogenannten Donbass bildet. Die russische Armee hat ihre Angriffe in der Ostukraine verstärkt. Russland war es zuvor gelungen, Mariupol am Ende einer fast dreimonatigen gewaltsamen Belagerung einzunehmen und die Hafenstadt weitgehend zu zerstören. Reuters berichtet, dass die Russen an der gesamten Ostfront Flugzeuge, Artillerie, Panzer und Raketen einsetzen. Unterdessen ist der polnische Präsident Andrzej Duda zu einem Besuch in der Ukraine eingetroffen und wird eine Rede im Parlament in Kiew halten. Laut einer auf der Website des Warschauer Regierungschefs veröffentlichten Erklärung ist Duda der erste ausländische Präsident, der seit Beginn des von Russland geführten Krieges am 24. Februar vor dem ukrainischen Parlament spricht.

– In Rumänien hat die diesjährige Ausgabe des Sozialprogramms “Küste für alle” begonnen. Touristen können in Hotels an der rumänischen Schwarzmeerküste zu niedrigen Preisen übernachten. Nach Angaben von Branchenvertretern liegen die Preise bis zu 70 % unter denen der Hauptsaison. Es stehen 4.000 Unterkunftsplätze zur Verfügung. Urlaubspakete können auch mit von der Regierung ausgestellten Urlaubsgutscheinen bezahlt werden. Die beliebtesten Urlaubsorte sind Mamaia, Eforie Nord, Neptun und Saturn. Das Programm, das in diesem Jahr zum 40. Mal aufgelegt wird, ist das einzige Sozialprogramm in Rumänien, das vollständig von der Wirtschaft, d. h. den lokalen Arbeitgebern im Gastgewerbe, unterstützt wird. Für jeden ausländischen Touristen, der mindestens vier Nächte in Rumänien verbringt, könnten Reisebüros laut einem derzeit öffentlich diskutierten Gesetzentwurf 40 Euro erhalten. Die Regelung gilt dem Dokument zufolge bis zum 31. Dezember 2023 und kann um ein Jahr verlängert werden. – US-Präsident Joe Biden ist in Japan eingetroffen – die zweite und letzte Etappe seiner ersten Asientour seit seinem Amtsantritt. Ziel der Reise ist es, die Beziehungen der USA zur asiatisch-pazifischen Region zu stärken. In Südkorea, wo Biden zwei Tage verbrachte, konzentrierten sich die Gespräche primär auf die Bedrohung durch das nordkoreanische Atomprogramm. Joe Biden wird am Montag mit Premierminister Fumio Kishida und Kaiser Naruhito zusammentreffen, bevor er am Dienstag am Ouad-Gipfel teilnimmt, einem diplomatischen Format, dem die USA, Japan, Indien und Australien angehören.

– Nordkorea meldete am Sonntag 186.000 neue Fälle von “Fieber”, das mit einer Corona–Infektion in Verbindung gebracht werden könnten. Damit stieg die Gesamtzahl der möglichen Infektionen auf 2,64 Millionen, seit das Virus offenbar seit Mitte April im Land zirkuliert. Die offizielle Nachrichtenagentur KCNA meldete au‎ßerdem einen neuen Todesfall, der möglicherweise mit Corona in Verbindung steht, womit sich die Gesamtzahl der Todesfälle auf 67 erhöht. Die Zahlen deuten auf eine rasche Ausbreitung des neuen Coronavirus und eine ungewöhnlich niedrige Sterblichkeitsrate – etwa 0,003 Prozent – in einem Land ohne Testkapazitäten und ohne Impfstoff gegen COVID-19 hin. Sowohl Südkorea als auch die USA haben dem von Kim Jong-Un geführten Regime gesundheitliche Hilfe angeboten, einschlie‎ßlich der Lieferung von Impfstoffen. Bisher gab es keine Reaktion. Die meisten Experten gehen davon aus, dass Pjöngjang medizinische Hilfe aus China erhält und an der Unterstützung durch internationale Organisationen interessiert wäre, aber noch nicht bereit ist, Impfstoffe zu erhalten.

Kimono und Ie: zwei Symbole in einer Ausstellung

Die Ausstellung, die am 24. Juni eröffnet wurde, feiert 100 Jahre diplomatischer Beziehungen zwischen Japan und Rumänien. Die Kuratorin der Ausstellung Iulia Gorneanu, sagt, die Initiative sei im rumänischen Kulturraum neu: Es ist eine einzigartige Ausstellung, die zum ersten Mal diese beiden ikonischen Kleidungsstücke, der Kimono und die rumänische Trachtenbluse zusammenbringt. Natürlich hoffe ich, wie jeder Kurator, dass die Ausstellung von so vielen Menschen wie möglich besucht wird und die Stücke bewurdert werden, wie sie halt verdienen. Zudem hoffe ich, dass die Bluse als UNESCO-Weltkurturerbe eingetragen wird, ein Projekt, das von Rumänien – in Partnerschaft mit der Republik Moldau — angesto‎ßen wurde. Ich hoffe, dass die rumänische Trachtenbluse unter ihrem dem Namen Ie, irgendwann Teil der universellen Sprache wird, so wie die Wörter Kimono, Sari, Poncho und andere.

Es gibt viele Gemeinsamkeiten zwischen Ie und dem Kimono: Zunächst einmal sind es traditionelle Kleidungsstücke, die einen absolut überwältigenden Einfluss auf die Mode des 20. Jahrhunderts hatten. Gro‎ße Modehäuser, gro‎ße Designer haben aus diesen Kleidungsstücken zeitgemä‎ße Produkte abgeleitet. Der Kimono und die Ie sind die beiden Arten von Kleidungsstücken, die irgendwie das Paradigma verändert haben.” Die im Kulturzentrum Expo Arte in Bukarest ausgestellten Objekte sind Kimonos und Sammlerstücke, die von Iulia Gorneanu und Mihaela Bădin Chilian entworfen und von der japanischen Künstlerin Ayako Funatsu präsentiert werden. Iulia Gorneanu kommt erneut zu Wort mit Einzelheiten: Ich versuche schon seit 4 oder sogar 5 Jahren, dieses Projekt auf die Beine zu stellen, da ich wei‎ß, dass wir im Jahr 2021 – am 24. Juni, dem Tag der rumänischen Trachtenbluse Ie – 100 Jahre diplomatischer Beziehungen zwischen Rumänien und Japan feiern. Am 24. Juni 1921 wurde die rumänische Gesandtschaft in Tokio eröffnet. Ich sagte mir, dass eine Veranstaltung zur Kulturdiplomatie in diesem Zusammenhang willkommen ist, zumal die beiden Kleidungsarten echte Träger der Identität ihrer Völker sind, sowohl für Japan als auch für Rumänien.

Es gibt Hochzeitskimonos, Trauerkimonos und Zeremonienkimonos, und sowohl die Kimonos als auch die Ie sprechen über den Status der Frau in der Gemeinschaft, über ihre Gefühle, über ihren kulturellen Hintergrund. Darüber hinaus gibt es auffällige Ähnlichkeiten im Muster. Auf einigen der Exponate fand ich gängige grafische Symbole, uralte Symbole. Das ist keine Überraschung, solche Symbole kursieren überall auf dem Planeten. Alte Kulturen haben eine gemeinsame Schicht, die seit dem Neolithikum absolut evident ist. Zum Beispiel kann man leicht die Ähnlichkeiten zwischen unserer Cucuteni-Töpferware und der Töpferware anderer Zivilisationen sehen, selbst wenn sie geografisch weit entfernt sind. Ich hoffe, dass es mir dieses Jahr gelungen ist, eine andere Geschichte für Mittsommer zu erzählen.”

Hiroko Ogawa: „Rumänien hat sehr schmackhaftes Obst und Gemüse“

Bis zum Alter von 59 Jahren lief Hiroko Ogawa über 200 Marathonläufe, darunter den Wohltätigkeitsmarathon Help Autism“, bei dem die Strecke zwischen Bukarest und der bulgarischen Hauptstadt Sofia zurückgelegt wird. An diesem Wohltätigkeitsmarathon nahm sie fünfmal hintereinander teil. Hiroko lernte Rumänisch recht flei‎ßig, integrierte sich allerdings schnell in die Atmosphäre hier, die ihr sehr gefällt. Sie erzählt uns, warum sie Rumänien zu ihrer zweiten Heimat gemacht hat:

Danke für die Einladung und ich bin so froh, dass ich hier bin. Ich bin 2006 in Rumänien angekommen, das hei‎ßt, es sind bereits 14 Jahre vergangen. Ich bin eine Marathonläuferin aus Osaka und habe 2004 an einem Laufwettbewerb in Frankreich in der Vertretung von Japan teilgenommen. Dort traf ich einen Rumänen, in den ich mich verliebte und der mich nach Rumänien einlud. Das erste Jahr, sogar die ersten beiden Jahre waren sehr schwierig, weil wir kein Rumänisch sprechen konnten, und wenn ich auf die Stra‎ße ging, sagten mir einige Leute, dass ich Chinesin sei. Die Leute schauten mich neugierig an. Aber dank der Leichtathletik habe ich viele Freunde gefunden, mit denen ich lief, von der jungen Generation bis zu den Veteranen, also Läufern über 90 Jahre. Von ihnen habe ich die rumänische Sprache gelernt, von meinen Laufkollegen habe ich praktisch Rumänisch sprechen gelernt.“

Hiroko interessiert sich für rumänische Rezepte, die sie in der Vergangenheit in einem persönlichen Blog veröffentlicht hat. Jetzt schreibt sie auf ihrer Facebook-Seite über die Realitäten Rumäniens und erhält viele begeisterte Reaktionen, vor allem von japanischen Freunden. Sie bereitet so oft wie möglich rumänisches Essen zu, denn sie war von Anfang an von unserer Gastronomie begeistert:

Ja, Sie haben sehr schmackhaftes Obst und Gemüse. Ich verstehe, dass das dem Boden zu verdanken ist, der sehr gut ist. Zum Beispiel sind jetzt Wassermelonen, Gurken und Tomaten gereift, die sehr gut sind. Leider haben wir in Japan Obst und Gemüse wie Kunststoff, sie haben keinen Geschmack. Und die rumänische Gastronomie hat diesen Geschmack wie zu Hause. Jede Mutter hat ihr eigenes Rezept. Wenn ich zum Beispiel zu Ostern zu meinen Freunden gehe, kocht jede Mutter Sarmale (Kohl-Fleisch-Rouladen), aber in jedem Haus haben sie einen anderen Geschmack. Ich war sehr beeindruckt. Es ist schwer, Sarmale zu kochen, ich habe es höchstens geschafft, gefüllte Paprika zuzubereiten.“

Die Familie und die Verwandten verstanden anfangs nicht, warum Hiroko sich 2006 entschied, nach Rumänien zu ziehen, aber nachdem sie das Land gemeinsam besucht und entdeckt haben, hatten sie keinen Zweifel daran:

Leider haben die Menschen in Japan bisher nur wenig Information über Rumänien erhalten. Ja, wir alle wissen, dass Rumänien in Europa liegt, aber das war’s auch schon. Vorher kannte ich vielleicht eine Marathonläuferin, Lidia Şimon, die Turnerin Nadia Comăneci, die Zeit des Kommunismus und einen berühmten Fu‎ßballspieler, Hagi. Aber ich habe viele Dinge über Rumänien hier entdeckt und ich möchte über dieses Land schreiben und darüber informieren, was hier für die Japaner gut und schön ist. Meine Freunde und Verwandten haben verstanden, warum ich mich entschieden habe, in Rumänien zu leben. Glücklicherweise kamen einige meiner Freunde zu Besuch nach Rumänien, und wir entdeckten das Land gemeinsam als Touristen. Sie alle wurden gro‎ße Fans von Rumänien. Insgesamt kamen sie dreimal nach Rumänien. Das erste Mal besuchten wir nur Bukarest, Sinaia und Braşov, das zweite Mal unternahmen wir eine Reise nach Cluj, zur Saline Turda, und nach Maramureş. Das dritte Mal entdeckten wir Suceava, das Kloster Putna und die Vielzahl der Klöster, die zum UNESCO-Erbe gehören.“

Rumänien hat Hiroko nicht nur mit seinen wunderbaren Landschaften erobert, sondern vor allem wegen der Atmosphäre, in der sie sich so wohl fühlt. Wir haben sie gefragt, ob das Leben hier sie in irgendeiner Weise verändert hat, da die beiden Kulturen, die japanische und die rumänische, so unterschiedlich sind:

Ja, die beiden Kulturen sind sehr eigenartig, aber bisher ist es mir gelungen, alle Unterschiede zu akzeptieren. Die Rumänen sind gro‎ßzügiger, freundlicher und kommunikativer zu mir, und ich habe mich verändert. Ich war sowieso ein offener Mensch, aber in Rumänien fühle ich mich freier.“

Bauingenieur aus Moldaurepublik will erdbebensichere Gebäude entwerfen

Eugen Moşnoi kommt aus Cioreşti, Republik Moldau. Der an der Technischen Hochschule in der moldauischen Hauptstadt Chişinău ausgebildete Bauingenieur hat sich im dritten Studienjahr einen alten Traum erfüllt: 4 Monate lang in den USA mit dem Programm Work & Travel zu arbeiten. Unser Gesprächspartner sagte über diese Erfahrung:

Ich habe als Koch gearbeitet und eine sehr gute Erfahrung gemacht. Ich wollte die amerikanische Kultur kennenlernen und daraus lernen, ich wollte aus unmittelbarer Nähe sehen, wie die Leute dort leben, wie sie wohnen — das war mein Traum. Es hat mir gefallen. Diese reiche Erfahrung kann ich nicht vergessen, die USA sind ein gut organisierter und industriell fortgeschrittener Staat, ein reiches Land. Ich habe in Chicago gelebt und dort konnte ich feststellen, dass die amerikanische Gesellschaft eine profitorientierte Gesellschaft ist. Die Amerikaner wissen, wie man aus Nichts Geld machen kann. In der amerikanischen Gesellschaft kann man schnell lernen, wie man Ideen umsetzen kann. Die Menschen sind offen und hilfsbereit. Ich habe im Tourismus gearbeitet und viele Freundschaften angeknüpft, besonders mit anderen Osteuropäern wie Rumänen und Polen, dank dieser Erfahrung habe ich jetzt Freunde auch aus der ehemaligen Sowjetunion. Meine amerikanische Erfahrung war eine Erfahrung, die ich nicht vergessen kann.“

Sein Abenteuer als Student im Ausland ging aber nicht zu Ende. Im letzten Studienjahr hat Eugen ein Erasmus-Plus-Stipendium erhalten und somit seine Diplomarbeit als Student der Technischen Hochschule in Timişoara (Temeswar) geschrieben. Im Anschluss hat er das Masterstudium im Bereich Bausanierung in der westrumänischen Stadt abgeschlossen und 2018 sein Doktorstudium in der Fachrichtung Bauinstallationen angefangen. Dank eines Erasmus-Stipendiums hat er bis Februar 2020 vier Monate lang eine Forschung am Technischen Institut in Nagoya, Japan, durchgeführt. Über seine Erfahrung in Japan erzählte unser Gesprächspartner:

Es ist sehr beeindruckend zu sehen, wie gut die japanische Gesellschaft funktioniert. Es ist eine sehr gut organisierte Gesellschaft, die Menschen sind Perfektionisten, sehr höflich und hilfsbereit und kommen immer den Bedürfnissen der Ausländer entgegen. Diese reiche Erfahrung war natürlich auch beruflich ein gro‎ßer Gewinn, ich habe zudem das Land bereist und die beeindruckende japanische Kultur kennengelernt. Ich habe eine sehr schöne Erfahrung gesammelt.“

Nach Abschluss seines Studiums möchte Eugen Moşnoi in Rumänien bleiben. Derzeit arbeitet er in einer Baufirma in Timişoara und möchte eine Stelle als Lehrkraft an der Technischen Universität bekommen:

Die Rumänen und Moldauer sind meiner Meinung nach ein einziges Volk, wir haben eine gemeinsame Kultur und dieselbe Sprache. Ich sehe keinen Unterschied zwischen den beiden Ländern au‎ßer der Situation im politischen Leben. Rumänien bietet so viele Möglichkeiten, ich habe hier so viele Chancen gekriegt, ich möchte an der Uni bleiben und hier unterrichten, wir machen ein ganz gutes Team hier an der Technischen Universität in Timişoara, im Bereich der Metallstrukturen. Ich möchte meine Kenntnisse in diesem Bereich vertiefen und neue Methoden entwickeln, um Gebäude erdbebensicher zu bauen. Mein Traum ist zu unterrichten, neue Generationen von Bauingenieuren auszubilden, das ist meiner Meinung nach der schönste Beruf.“

Ayako Funatsu: Wahlrumänin aus Japan will Volkskunst beider Heimaten verbinden

Ayako Funatsu wurde in Yokohama bei Tokio geboren. In der Lokalzeitung ihrer Stadt hat sie in den Neunzigern einen Artikel über Rumänien gelesen. Der Artikel hat sie dazu bewegt, das weit entfernte und für sie interessant erscheinende Land im Südosten Europas zu besuchen. Zwei Wochen lang hat sie Rumänien bereist, von Sibiu (Hermannstadt) bis Suceava, und während der Reise Menschen kennengelernt, mit denen sie auch heute noch häufig im Kontakt ist. Nach 1995 hat Ayako jedes Jahr Rumänien besucht und im Jahr 2000 ist sie nach Rumänien gezogen. In Rumänien hat sie als Reiseleiterin gearbeitet und den japanischen Touristen mit viel Enthusiasmus ihre Wahlheimat gezeigt. Doch was war ihr erster Eindruck von Rumänien?

Ich war 25, als ich Rumänien zum ersten Mal besuchte, und nie zuvor hatte ich ein so schönes Land mit so vielen freundlichen und warmherzigen Menschen gesehen. Den japanischen Touristen habe ich die Bukowina gezeigt, die mir so nah am Herzen liegt und mich bei meinem ersten Besuch hier so stark beeindruckte. Ich habe ihnen über die rumänische Geschichte erzählt, die ich sehr interessant finde. Ich glaube, ich kenne die rumänische Geschichte besser als die japanische. Natürlich waren die japanischen Touristen auch von der rumänischen Küche und der Gastfreundschaft der Rumänen sehr beeindruckt. Jedes Mal, als wir ein Dorf in Rumänien besuchten, zeigten uns die Menschen ihre Häuser und luden uns sogar zum Essen ein. Ich liebe auch mein Land, natürlich, aber in Japan sind die Beziehungen anders. Die Rumänen sind offen, sie empfangen ihre Gäste mit offenen Armen, das ist etwas, was man in Japan schon lange nicht mehr macht.“

Ayako Funatsu hat im westrumänischen Timişoara (Temeswar) Kommunikationswissenschaft und Öffentlichkeitsarbeit studiert, dann hat sie angefangen, Origami-Workshops zu halten. Derzeit führt sie ihr eigenes Geschäft. Sie bastelt Papierblumen nach japanischer Kunst und möchte ihre Kunst einmal im Rumänischen Kunstmuseum ausstellen. Ayako war von den rumänischen Traditionen schon bei ihrem ersten Besuch in Rumänien sehr beeindruckt. Jetzt spricht sie Rumänisch flie‎ßend und übt dennoch jeden Tag. Rumänisch ist allerdings die erste Fremdsprache, die sie gelernt hat, und daher möchte sie ihre Kenntnisse vertiefen. Sie singt rumänische Liebeslieder, sie liebt die Gedichte des romantischen Dichters Eminescu, sie liest rumänische Literatur, sie trägt die traditionelle Trachtenbluse ie (auch: iie — dt. Leinenbluse). Wie sie uns eröffnete, hat sie fünf traditionelle Trachtenblusen in ihrer Garderobe und sie trage eine jeweils andere jeden Tag und zu den orthodoxen Festen. Jeden Feiertag verbringt sie auf dem Lande. An einer Ostermesse in einer orthodoxen Kirche hat sie 1997 zum ersten Mal teilgenommen. Seitdem sie im Jahr 2000 nach Rumänien gezogen ist, beteiligt sie sich jedes Jahr um Mitternacht an der Ostermesse und sonntags am Gottesdienst in einer orthodoxen Kirche. Selbst wenn sie die Predigt nicht vollständig versteht, fühle sie sich wohl in einer orthodoxen Kirche. Ayako Funatsu möchte als Künstlerin eine Kunst schaffen, die es noch nicht gibt, eine Mischung aus japanischer und rumänischer Volkskunst. Dafür möchte sie in Rumänien bleiben, weil sie hier die Inspirationsquelle ihrer Kunst findet.

Der amtierende rumänische Premierminister Ludovic Orban nimmt an der 56. Münchner Sicherheitskonferenz teil, die am Sonntag zu Ende geht und an der hochrangige Vertreter aus Politik und Wirtschaft präsent sind. In seiner Eröffnungsrede am Freitag kritisierte Bundespräsident Frank-Walter Steinmeier die Gro‎ßmächte USA, China und Russland, die durch ihre Haltung zur internationalen Politik die Welt weniger sicher machen. Dutzende Staats- und Regierungschefs, Minister, Vertreter der Wirtschaft, internationaler Organisationen und der Wissenschaft sind in München zusammengekommen, um über die Sicherheitsbedrohungen im euro- atlantischen Raum, die heutigen Krisen und das Verhältnis zwischen der Europäischen Union und der NATO zu diskutieren. Zuvor war Ludovic Orban Ehrengast der Münchner Europakonferenz. Dort hat der auf die Standfestigkeit Rumäniens mit Bezug auf Europa hingewiesen.

Die Vereinigten Staaten werden Energieprojekte im Wert von 1 Milliarde Dollar in den Ländern Mittel- und Osteuropas finanzieren, die Mitglieder der Drei-Meer-Initiative sind, um ihre Energieunabhängigkeit von Russland zu stärken, kündigte US-Au‎ßenminister Mike Pompeo am Samstag auf der Münchner Sicherheitskonferenz an. Dabei handelt es sich um einen 80-jährigen chinesischen Touristen, der seit Ende Januar in Paris im Krankenhaus interniert war. Eine gemeinsame Mission mit China unter der Leitung der Weltgesundheitsorganisation beginnt an diesem Wochenende mit der Untersuchung des Ausbruchs. Ein rumänischer Staatsbürger an Bord des Kreuzfahrtschiffes Westerdam, das in Kambodscha angedockt hatte, wurde von Phnom Pen nach Rumänien transportiert. Laut dem rumänischen Au‎ßenministerium wurden alle Besatzungsmitglieder und Passagiere auf das Coronavirus getestet. Der Befund war negativ. In Bukarest teilte das Gesundheitsministerium mit, dass in Rumänien bisher kein Fall gemeldet wurde. Ein rumänischer Staatsbürger auf dem Kreuzfahrtschiffe Diamond Princess, in den japanischen Hoheitsgewässern, wurde jedoch positiv auf das neue Lungenentzündungsvirus getestet und in ein japanisches Krankenhaus verlegt. Die diplomatische Vertretung Rumäniens in Japan steht in Kontakt mit dem rumänischen Bürger im Krankenhaus und den anderen rumänischen Staatsbürgern an Bord des Schiffes.

Die rumänischen Vorschläge um das von der Europäischen Kommission gegen Rumänien eingeleitete Vertragsverletzungsverfahren wegen illegalen Holzeinschlags und des Versäumnisses, ein nationales Luftqualitätskontrollprogramm abzuschlie‎ßen sind am Freitag in Brüssel vom rumänischem Umweltminister Costel Alexe und dem europäischen Umweltkommissar Virginijus Sinkevičius erörtert worden. Die beiden Beamten befassten sich auch mit Fragen in Zusammenhang mit der Artenvielfalt, der Erweiterung des Natura-2000-Netzes, der Entwicklung des Luftqualitätsüberwachungssystems, der Abfallwirtschaft und der Umweltfinanzierungsprogramme, hie‎ß es in einer Erklärung des rumänischen Umweltministeriums. Masern-Fälle nehmen in Rumänien zu, 53 neue Fälle wurden diese Woche gemeldet. Die Gesamtzahl der Fälle beträgt 19.381, darunter 64 Todesfälle. Masern ist eine ansteckende Krankheit, die oft zu Komplikationen führt. Einer von vier Menschen, die an Masern erkranken, muss ins Krankenhaus eingeliefert werden, und für einen von 1.000 Patienten verläuft die Krankheit tödlich. Die Prävention gegen Masern wird durch Impfungen erreicht.

Die rumänische Tennisspielerin Simona Halep, die Nummer 2 der Welt, gilt als Favoritin des WTA-Turniers in Dubai, Vereinigte Arabische Emirate, das am Montag beginnt und 2,6 Millionen Dollar wert ist, als Erste gesetzt. Halep spielt direkt in den Achtelfinalen, wo sie auf die Siegerin zwischen der US-Amerikanerin Alison Riske und der Tunesierin Ons Jabeur trifft. Halep hat das Turnier in Dubai 2015 gewonnen.
