Eine Woche nach den römisch-katholischen und den evangelischen Christen feiern die orthodoxen Christen weltweit das Osterfest. Heute ist Karsamstag, der letzte Tag der Karwoche und der zweite Tag des österlichen Triduums. Am Karsamstag, dem Tag der Grabesruhe Jesu Christi, gedenken die Christen seines Abstiegs in die Unterwelt, bei dem er nach seiner Kreuzigung die Seelen der Gerechten seit Adam befreit habe. Die orthodoxen Christen in Rumänien und in aller Welt feiern am Sonntag die Auferstehung Jesu Christi. Eine Delegation der Rumänischen Patriarchie ist nach Jerusalem gereist, um das Heilige Licht zu empfangen und es um Mitternacht beim Osternachtgottesdienst an die Gläubigen in Rumänien zu verteilen.
Mehr als 50.000 Angestellte des Innenministeriums, Polizisten und Gendarmen, werden diese Tage für Ordnung und öffentliche Sicherheit in Rumänien sorgen. Sie werden besonders in den Gegenden, wo Klöster und Kirchen liegen, einsatzbereit sein. Diese Tage werden rund 700 öffentliche Veranstaltungen stattfinden, an denen mehr als 250.000 Menschen erwartet werden. Die Verkehrspolizei wird mit mehr als 300 Einsatzwagen den Verkehr überwachen und wird auch von Hubschraubern unterstützt. 800 Feuerwehrwagen und 300 Teams des Rettungsdienstes SMURD sind auch bereit, bei eventuellen Notsituationen zu intervenieren.
Der Staatspräsident Klaus Iohannis hat am Samstag eine Botschaft anlässlich des Internationalen Roma Tages an die Öffentlichkeit gerichtet. Dabei sagte der rumänische Staatschef, es sei wichtig, die Traditionen, die Werte, die Wünsche und Bestreben der Roma-Gemeinden zu verstehen, um Lösungen für die soziale Inklusion der Roma zu finden und gleichzeitig ihre kulturelle Identität zu bewahren. Jedes Jahr am 08. April findet der Internationale Roma-Tag statt, in Erinnerung an den ersten Internationalen Roma-Kongress, der 1971 in London stattgefunden hat. Roma ist der Oberbegriff für eine Reihe ethnisch miteinander verwandter, ursprünglich aus dem indischen Subkontinent stammender Bevölkerungsgruppen. Roma leben als ethnisch-kulturelle Minderheit auf allen Kontinenten, in ihrer großen Mehrheit jedoch in Europa und dort vor allem in Südosteuropa und einigen mitteleuropäischen Staaten, sowie in Spanien und Frankreich. Sehr viele Roma-Angehörige werden sowohl aufgrund ihrer ethnischen Zugehörigkeit als auch aufgrund ihrer sozialen Situation marginalisiert und stehen so im Schnittpunkt zweier Formen gesellschaftlicher Ausgrenzung. In manchen europäischen Staaten sind sie über eine gesellschaftliche Randstellung hinaus noch in jüngster Zeit offener Verfolgung ausgesetzt gewesen oder noch ausgesetzt.
Das Bukarester Institut Eudoxiu Hurmuzachi“ für die Rumänen in aller Welt organisiert zusammen mit dem Bildungszentrum Lauder-Reut“ in der Zeit 9.-13. April den Marsch der Holocaust-Überlebenden – zusammen mehr erfahren“. An diesem Kulturprojekt beteiligen sich junge Menschen aus 52 Ländern. Die rumänische Delegation besteht aus Schülern und Lehrern von der Lauder-Reut-Schule in Bukarest und von Schulen aus der Republik Moldau. Das Projekt ist Teil des Programms Karavane der rumänischen Identität“, das vom Institut Eudoxiu Hurmuzachi“ und vom Ministerium für die Rumänen in aller Welt organisiert wird. Besagtes Programm enthält mehrere Kulturevents zur Förderung der rumänischen Kultur und zur Konsolidierung der nationalen Identität der Rumänen und ist Teil des Strategischen Programms Rumänischer Kulturraum – Hundert Jahre seit der Großen Vereinigung – 1918-2018“
Bukarest: Rumänien droht ein weiteres Verfahren vor dem Gerichtshof der EU, wenn das Parlament in Bukarest beschließt, dass 70% des in Rumänien erzeugten Erdgases an einer einzigen Börse zu verkaufen ist. Das sagte der europäische Energiekommissar Miguel Arias Canete am Dienstag. Die Kommission meint, dass dadurch der Wettbewerb beeinträchtigt wird. Gegen Rumänien läuft bereits ein Vertragsverletzungsverfahren wegen der Einstellung der Erdgasexporte.
Bukarest: Die rumänische Premierministerin Viorica Dancila hat am Dienstag in Chisinau mit ihrem moldauischen Amtskollegen Pavel Filip über eine intensivere Kooperation diskutiert. Dancila sagte dabei, dass Rumänien mehr im Nachbarland investieren wolle. Rumänien unterstütze weiterhin die Moldau auf dem Weg nach Europa, so die Premierministerin, die auch zur Fortsetzung der zwischen der EU und der Moldau im Assoziierungsvertrag von 2014 vereinbarten Strukturreformen aufrief. Außenminister Teodor Melescanu richtete ähnliche Apelle am Montag aus Brüssel, wo er eine Sitzung der sogenannten Gruppe für die Europäische Aktion der Moldau präsidierte.
Bukarest: Die Chefin der Antikorruptionsbehörde DNA Laura Codruta Kövesi ist am Dienstag von Vertretern des Obersten Rates der Richter und Staatsanwälte in Bezug auf ihre Aktivität als DNA-Chefin angehört worden. Die Anhörung fand im Rahmen des Verfahrens zur Widerrufung Kövesis aus dem Amt als DNA-Leiterin statt, das vom Justizminister Tudorel Toader beantragt wurde. Das Verfahren wurde von den Staatsanwälten des Obersten Rates der Richter und Staatsanwälte negativ bewertet. Während der Anhörung erklärte Kovesi, die von dem Justizminister formulierten Vorwürfe seien falsch. Die Chefin der Antikorruptionsbehörde DNA Laura Codruta Kövesi sagte, die Antikorruptionsbehörde habe in ihrer Amtszeit die besten Ergebnisse erzielt. Der Justizminister hatte letzte Woche zum Teil schwere Vorwürfe gegen Kövesi erhoben – er sprach über Handlungen, die in einem Rechtsstaat nicht zu tolerieren seien. Kövesi habe Druck auf die Regierung ausgeübt, die Arbeit ihrer Dezernenten nicht überprüft und Verfahren verzögert, sagte der Minister. Auch Interviews mit den westlichen Medien seien ihr vorzuwerfen, die dem Ansehen Rumäniens geschadet haben, kritisierte der Minister ferner. Das letzte Wort hat Präsident Klaus Johannis der erklärte, es geben keine Gründe für die Entlassung der DNA-Chefin. Auch Kövesis direkter Vorgesetzer, Generalstaatsanwalt Augustin Lazăr, erkennt keinen rechtmäßigen Grund für ihre Entlassung. In Bukarest und in anderen Großstädten fanden fast täglich Proteste gegen die Widerrufung Kövesis aus dem Amt als DNA-Leiterin statt.
Bukarest: Der erste Vizepräsident der Europäischen Kommission Frans Timmermans, EU-Kommissar für Bessere Rechtssetzung, interinstitutionelle Beziehungen, Rechtsstaatlichkeit und Grundrechtecharta unternimmt am Donnerstag einen offiziellen Bukarestbesuch. Laut den Vertretern der Europäischen Kommission in Rumänien wird Timmermans mit dem rumänischen Staatschef Klaus Iohannis, der Premierministerin Viorica Dăncilă, dem Senatsvorsitzenden Călin Popescu-Tăriceanu, sowie mit dem Vorsitzenden der Abgeordnetenkammer Liviu Dragnea zusammenkommen. Frans Timmermans wird eine Pressekonferenz in Bukarest beim Sitz der Vertretung der Europäischen Kommission halten. Andererseits sagte er in einer Erklärung für das Portal caleaeuropeana.ro, er erwarte von den Bukarester Behörden Erklärungen über den Antrag zur Amtsenthebung der Leiterin der Antikorruptionsbehörde Laura Codruţa Kovesi.
Bukarest: Die Staatsanwälte der DNA haben am Dienstag beim letzten Termin in einem Prozess vor dem OGH Gefängnisstrafe für den früheren sozialdemokratischen Premierminister Victor Ponta und seinen Parteifreund und Ex-Verkehrsministers Dan Sova beantragt. Beiden Politikern werfen sie Korruptionsstraften und andere Delikte vor. Ponta soll zwischen 2007 – 2008 von der Anwaltskanzlei Sova umgerechnet knapp 40.000 Euro für Scheindienstleistungen bekommen haben. Damit sei Ponta für die Vergabe von Aufträgen staatlicher Energiekonzerne an die Kanzlei von Sova bezahlt worden, vermuten die Ankläger.
Bukarest: Der rumänische Verteidigungsminister Mihai Fifor unternimmt bis Mittwoch einen Staatsbesuch in Israel auf Einladung seines Gegenübers Avigdor Lieberman. Die Hauptthemen auf der Diskussionsagenda sind die bilaterale Zusammenarbeit im Verteidigungsbereich und die Entwicklungen der internationalen Sicherheitslage. Laut dem Korrespondenten von Radio Rumänien in Israel seien im Programm der rumänischen Delegation auch Treffen mit dem Vorsitzenden des Verteidigungs- und Außenpolitikausschusses des Parlaments Avi Dichter und ein Besuch des Holocaust-Memorials ‘Yad Vashem’ in Jerusalem vorgesehen. Dieses Jahr feiern Rumänien und Israel 70 Jahre ununterbrochener diplomatis cher Beziehungen.
La décision américaine a tout de suite appelé à une réunion d’urgence du Conseil de Sécurité de l’ONU. Des émeutes dans les territoires palestiniens occupés et des manifestations dans plusieurs pays musulmans se sont ensuivies.
Benjamin Netanyahu, le premier ministre israélien, s’est rendu dans une brève tournée pour essayer de convaincre d’autres pays, cette fois européens, et obtenir le soutien de l’UE. Abordant le sujet avec la Haute représentante de l’Union européenne pour les affaires étrangères et la politique de sécurité, Federica Mogherini, le premier ministre israélien estimait que : « Tous les pays européens ou la plupart transféreront leurs ambassades à Jérusalem, la reconnaîtront comme la capitale de l’Etat hébreu, et s’engageront résolument, avec nous, au bénéfice de la sécurité, de la prospérité et de la paix. » C’était le message que le leader israélien adressait aux décideurs européens à l’occasion ».
Ce message s’est néanmoins heurté à la position communautaire exprimée de façon ferme par Federica Mogherini: «Nous pensons que la seule solution réaliste dans le conflit opposant Israël à la Palestine se fonde sur deux Etats, avec Jérusalem comme capitale des deux, aussi bien de l’Etat d’Israël que de l’Etat Palestine. Telle est notre position résolue et nous continuerons d’observer les accords internationaux conclus au sujet du statut de Jérusalem jusqu’au moment où le statut final de la ville sainte sera décidé suite à des négociations entre les parties impliquées.»
La paix dans cette zone géopolitique, l’une des plus sensibles au niveau mondial, est souhaitée par tout le monde, et cela a été souligné dans toutes les déclarations officielles. C’est d’ailleurs l’argument qui a été invoqué lorsque, début décembre, le président Donald Trump s’est résolu à faire le geste que ses prédécesseurs avaient ajourné depuis très longtemps. En effet, tous les 6 mois, le président des Etats-Unis ajournait la décision votée il y a longtemps par le Congrès américain, visant la reconnaissance de Jérusalem comme capitale de l’Etat hébreu.
Invité par Radio Roumanie, Iulian Chifu, le directeur du Centre pour la prévention des conflits de Bucarest, a expliqué le contexte existant dans cette région : « La dispute sur le statut de Jérusalem est ancienne et historique. Il existe là des éléments symboliques des trois principales religions monothéistes, et les Arabes palestiniens voudraient en faire également leur capitale, à Jérusalem Est, là où est située la Mosquée Al-Aqsa. Donc, le grand problème de la division de Jérusalem, qui serait censé être la capitale de deux Etats, c’est une question qui a fait débat lors de chaque processus de paix. Le geste est donc plutôt symbolique, je dirais, mais cet aspect symbolique revêt au Proche Orient un très grand impact, et les coûts et les répercussions de tout cela, on va les constater, vous allez voir. »
C’est que le processus de paix au Proche Orient est en quelque sorte grippé, selon les analystes, et que la décision prise dans ce contexte par Donald Trump se veut comme la seule variante afin de débloquer la situation.
Iulian Chifu : « C’était présenté comme une formule pour remettre les choses à plat. Maintenant, mon espoir, c’est que Washington ait également pensé à gérer les conséquences d’un tel changement. Parce que lorsqu’on remet les choses à plat, on peut se retrouver aussi bien devant un bon résultat, mais le plus souvent on se verra confronter à une situation pire qu’avant. N’oublions pas l’histoire de l’apprenti sorcier. On pourrait se retrouver face à une situation de ce genre. Pour l’instant, je laisserais passer le premier moment d’émotion pour y voir plus clair. Cela va durer, je ne sais pas, peut-être deux mois, et ce n’est que par après que l’on pourrait évaluer. Ce n’est qu’après que l’on saura si cette zone arabe et palestinienne, mais aussi le monde en général, les grandes puissances, les puissances régionales pourraient s’accommoder de cette nouvelle réalité. Ce n’est qu’à la suite de cela que l’on va pouvoir conclure si le geste était avantageux. A première vue, c’est outrepasser la ligne rouge, c’est mettre le feu aux poudres à cette paix fragile du Proche Orient, telle qu’on la connaît. »
D’autre part, dit le politologue Iulian Chifu, il n’y a pas de précédent qu’un accord de paix puisse être conclu sans impliquer les deux parties en conflit : « Un processus de paix unilatéral n’existe que lorsque l’une des parties en conflit gagne de manière absolue la situation sur le terrain. Or, nous le savons bien, une telle situation serait insoutenable. L’histoire du Proche Orient nous l’a déjà démontré. Il y a déjà eu des moments où l’une ou l’autre partie croyait avoir remporté la bataille, pour se retrouver peu de temps après confrontée à la situation du terrain. C’est pourquoi je resterais très réservé, attentif aux évolutions ultérieures. »
« De nos jours, il n’existe plus des conflits lointains ou proches », disait l’ancien premier ministre roumain, Mihai Tudose. « De ce point de vue, tout conflit qui met en danger la stabilité, la sécurité de nos concitoyens, constitue une préoccupation », a-t-il ajouté. Selon lui, la Roumanie demeure solidaire de ses partenaires, qu’il s’agisse des membres de l’Union européenne ou de l’OTAN, pour tout effort qui mène à la stabilité et à la sécurité dans la zone. Diplomatie – L’ambassade de Palestine à Bucarest salue la déclaration du président Klaus Iohannis qui a réaffirme la position de l’Etat roumain au sujet du statut de Jérusalem. Selon un communique rendu public ce samedi, l’ambassadeur Fuad Kokaly affirme que « par sa décision de ne pas considérer le déplacement de l’ambassade à Jérusalem comme une option légitime, la Roumanie fait à nouveau preuve de respect envers les principes de droit et envers la loi internationale. » Cette déclaration intervient après la conversation téléphonique de vendredi entre le président roumain Klaus Iohannis et le premier ministre israélien Benjamin Netanyahu durant laquelle le responsable roumain a affirmé que le statut de Jérusalem constituait un thème central des négociations de paix au Proche Orient et que son statut devrait être établi suite à un accord direct entre israéliens et palestiniens. La Roumanie souligne aussi le besoin d’une résolution juste et durable du conflit israélo-palestinien par la mise en œuvre de la solution « des deux Etats » : Israël et Palestine Une éventuelle décision sur le déplacement de l’ambassade de Roumanie de Tel Aviv à Jérusalem peut être adoptée uniquement en vertu de ces paramètres et tenant compte des évolutions du processus de paix dans la région. Le président roumain Klaus Iohannis a également assuré que la Roumanie soutenait le développement, la consolidation et la diversification des relations avec Israël qui ont un caractère stratégique pour Bucarest. L’entretien téléphonique a eu lieu à l’initiative du chef de l’exécutif israélien, qui a remercié à la Roumanie de s’être exprimé par une abstention le mois dernier lorsque l’Assemblée générale de l’ONU a condamné la décision des Etats-Unis de reconnaitre Jérusalem en tant que capitale d’Israël.
Magistrature – Le Conseil supérieur de la magistrature a depuis ce vendredi une nouvelle direction. La juge Simona Camelia Marcu a été élue présidente de l’association professionnelle des magistrats dont le nouveau vice-président est le procureur Codruţ Olaru. Les deux responsables ont évoqué l’unité du système et l’ouverture envers les autres pouvoirs de l’Etat. La nouvelle présidente du Conseil, Simona Marcu a souligné l’importance de la relation avec la société, et le caractère de service public de la Justice. Le vice-président Codruţ Olaru a plaidé pour des garanties totales, constitutionnelles et légales, pour la consolidation du statut des magistrats. Présent, ce vendredi à la réunion du Conseil supérieur de la Magistrature, le chef de l’Etat roumain, Klaus Iohannis, a critiqué la procédure d’adoption des lois de la Justice. Les récentes modifications apportées aux lois de la Justice par la coalition PSD ALDE, ont été contestées tant au Parlement, par les partis de l’opposition, que dans la rue par la société civile et par une partie des magistrats. Les contestataires affirment que, dans leur nouvelle forme, les trois documents transgressent la loi fondamentale et ont un caractère confus. Le pouvoir soutient en échange que ces actes réglementaires n’avaient plus été revisités depuis 13 ans et ont donné naissance à des anomalies liées à la carrière des magistrats et ont rendu possibles des abus de la part des procureurs et des juges.
Tennis – La joueuse roumaine de tennis, Simona Halep, numéro 1 mondiale a remporté le tournoi WTA de Shenzhen en Chine ce samedi après avoir vaincu Katerina Siniakova de République Tchèque, celle qui détenait jusqu’ici le trophée sur le score de 6 – 1, 2 – 6, 6 – 0. Les Roumaines Simona Halep et Irina Begu ont remporté samedi le titre de l’épreuve de double du tournoi, grâce à la victoire 1 – 6, 6 -1, 10 – 8 dans la finale contre le double Barbora Krejcikova/Katerina Siniakova de République Tchèque, principales favorites de la compétition.

Dimanche également, les orthodoxes de rite ancien, c’est-à-dire membres des
communautés russe, ukrainienne, arménienne et serbe fêtent Noël, 13 jours après
la date du calendrier grégorien. La séparation des églises orthodoxes de rite
ancien a eu lieu au début du 20e siècle, lorsque le Patriarcat
Œcuménique de Constantinople a décidé de passer du calendrier julien à celui
grégorien.

Handball – La sélection de handball masculin de Roumanie affronte ce samedi, à Calarasi, dans le sud du pays, l’équipe du Portugal dans la finale du Trophée Carpati. La Bahreïn et la Tunisie se disputent la troisième place de la compétition. Sous la direction de l’entraineur espagnol Xavier Pascual, la Roumanie se prépare aussi pour le premier tour des qualifications aux Championnats du monde de 2019. Celles-ci se dérouleront du 11 au 13 janvier à Bolzano, en Italie. Les Roumains auront pour adversaires l’Ukraine et les Iles Féroé. Seuls les gagnants des 6 groupes préliminaires joueront en juin prochain dans le play-off du tournoi final, accueilli par l’Allemagne et par le Danemark.
Météo – Températures inhabituellement élevées pour cette période d’année qui est traditionnellement caractérisée par de grands froids. Les températures, à la hausse par rapport à hier vont de 5 à 15 degrés. 10 degrés et du soleil à Bucarest. Ciel variable plutôt clair, avec quelques nuages sur le nord où les pluies sont plutôt isolées. De l’avis des météorologues, une légère baisse des températures n’est à prévoir que pour la semaine prochaine.
MAGISTRACY – Romanias President Klaus Iohannis on Friday criticized the procedure whereby the justice laws were adopted, expressing hope the laws will be improved and that Constitutional Court judges will analyse them proficiently and objectively. The statement was made during a meeting of the Higher Council of Magistracy. The recent modifications to the justice laws have been challenged both in Parliament by opposition parties as well as in the street by civil society, as well as some magistrates. The three laws referring to the statute of magistrates, judicial organization and the functioning of the Higher Council of Magistracy have been referred to the Constitutional Court by the National Liberal Party and the High Court of Cassation and Justice. The president and vice-president of the Higher Council of Magistracy were elected during the meeting, which also occasioned a review of the institutions activity in 2017.The new head of the Higher Council of Magistracy, judge Simona Marcu, has sent a message of unity to the magistrates and a message of openness to the other state powers. The new vice-president of the Council is prosecutor Codrut Olaru.

abstaining from voting, in December 2017, on the occasion of the
adoption by the UN General Assembly of a resolution on the status of
Jerusalem. President Iohannis reiterated Romania’s stand, namely that Jerusalem
is a key issue during the peace negotiations and its status should be
established following a direct agreement between the sides. Consequently, a
possible decision on moving the Romanian Embassy from Tel Aviv to Jerusalem can
be made only based on those elements, also by taking into consideration future
evolutions of the Middle East Peace Process. The two officials have also talked
about the current situation in Iran. The Romanian president has expressed
regret over the loss of human lives following the recent protests and voiced
hope
that violence will cease and the freedom of expression and freedom of peaceful
assembly will be observed.
VISIT – Japans Prime Minister Shinzo Abe has announced that at the end of next week he would visit several countries in Eastern Europe, including Romania, Bulgaria, Serbia, Estonia, Latvia and Lithuania. This will be the first visit by a Japanese Prime Minister to this region, Kyodo news agency reports. “I will expand the borders of Japanese diplomacy, while at the same time asserting our close coordination in connection to North Korea and other pressing issues facing the international community, Prime Minister Shinzo Abe said.
HEARING – Romanian Health Minister Florian Bodog was heard on Thursday by the Directorate for Investigating Organized Crime and Terrorism as witness in the case where a reputed urosurgeon, Mihai Lucan, is accused of embezzlement. Cluj Mayor Emil Boc was subpoenaed in the same case. Both Florian Bodog and Emil Boc have denied any involvement in the case. Well revert to this topic after the news.
TOURISM – The number of bookings with Romanias tourist accommodation units has gone up by 6.2% in the first 11 months of 2017 as compared to the same period in 2016, totalling 25 million, reads a recent survey published by the National Statistics Institute. Arrivals in Romania reached 11 million, up by 10.4%. Romanians accounted for nearly 80% of total accommodations, as compared to foreign tourists representing 20%. With a 73% share, most tourists came from Europe, while 85% of these were citizens of EU Member states.
FRONTEX – Romania contributed three maritime patrol ships to FRONTEX operations aimed at supporting Greek authorities to monitor and control the EUs external borders throughout 2017. Consisting of six crews totalling 150 border police officers, the Romanian border police vessels carried out patrol, surveillance and rescue operations in the Aegean Sea, both individually and in cooperation with the crews of the other ships deployed by EU Member States to Greece. During the operations the crews completed hundreds of missions and took part in over 20 rescue operations at sea, helping save some 1,800 people, mostly women and children, who were subsequently safely transported to shore. The last crew, made up of 26 officers of the Romanian Border Police, onboard the MAI 1104 patrol ship, returned to the port of Constanta on Thursday.
STUDENTS – Romanias top-performing students who graduated with high scores in universities abroad were rewarded on Thursday as part of the Gala of Romanian Students Abroad. In the “Europa University section the first prize went to Claudia Mitrofan, a student at Cambridge University in Great Britain. Maria Bostenaru of Karlshrue University in Germany won the award for best post-grad student, while Raluca Andreea Manea, a student at Caroline University in Prague, grabbed the award for best Erasmus student. Magistrature — Ce vendredi, à Bucarest, lors de la réunion plénière du Conseil supérieur de la magistrature, le chef de l’Etat roumain, Klaus Iohannis, a critiqué la procédure d’adoption des lois de la Justice. Le président compte sur une amélioration de ces actes réglementaires et s’attend à ce que les juges de la Cour constitutionnelle les examinent avec professionnalisme et beaucoup d’objectivité. Les récentes modifications apportées aux lois de la Justice ont été contestées tant au Parlement, par les partis de l’opposition, que dans la rue par la société civile et par une partie des magistrats. Les trois actes réglementaires relatifs au statut des magistrats ainsi qu’à l’organisation judiciaire et au fonctionnement du Conseil supérieur de la magistrature ont été attaqués à la Cour constitutionnelle juste après leur adoption, dans le cadre de deux saisines déposées par le Parti national libéral et par la Haute Cour de Cassation et de Justice. Les contestataires affirment que, dans leur nouvelle forme, les trois documents transgressent la loi fondamentale et ont un caractère confus. Le rapport de l’institution pour l’année 2017 a également été présenté vendredi, et les participants ont élu le président et le vice-président du Conseil. La nouvelle cheffe du CSM, la juge Simona Marcu, a transmis un message d’unité aux magistrats et un d’ouverture vis-à-vis des autres pouvoirs de l’Etat. Le procureur Codruţ Olaru a été élu vice-président.
Discussion — Le président Klaus Iohannis a eu, vendredi, une discussion téléphonique avec le premier ministre israélien, Benjamin Netanyahu, à l’initiative de ce dernier. Selon un communiqué de l’Administration présidentielle, la discussion a visé le stade et les perspectives de développement des relations bilatérales, et la problématique du statut de Jérusalem a été abordée aussi, dans ce contexte. M Netanyahu a adressé des remerciements pour le vote d’abstention de la Roumanie à l’adoption de la Résolution de l’Assemblée générale des NU de décembre dernier sur le statut de Jérusalem. Le président Iohannis a réitéré la position de la Roumanie, selon laquelle Jérusalem constitue un thème central dans les négociations de paix, et que son statut devrait être fixé suite à la conclusion d’un accord direct entre les parties. Par conséquent, une éventuelle décision dans le sens de muter l’ambassade de Roumanie de Tel Aviv à Jérusalem peut être prise uniquement sur ces éléments, eu égard aux évolutions futures du processus de paix au Proche Orient. Les deux officiels ont également discuté de la situation actuelle d’Iran. Le président roumain a exprimé son regret pour les pertes de vies humaines enregistrées suite aux récentes protestations, et l’espoir que les violences cesseraient, et que la liberté d’expression et la liberté de réunion pacifique seraient respectées.
PSD — Codrin Ştefănescu, le secrétaire général adjoint du PSD (principale composante de la coalition au pouvoir à Bucarest), a précisé pour Radio Roumanie que le successeur de Doina Pană au ministère des Eaux et des Forêts serait désigné à la réunion de la direction du parti qui se tiendra lundi. Mercredi dernier, Doina Pană a démissionné de ses fonctions pour des raisons de santé. Codrin Ştefănescu a ajouté que l’opportunité d’organiser un congrès extraordinaire du PSD, mais aussi une restructuration du cabinet Tudose pourraient être discutées aussi. Il a rejeté l’idée de l’existence de plusieurs bords à l’intérieur du PSD, estimant toutefois qu’il est normal que des points de vue divergents soient exprimés. La réunion prévue lundi aura lieu sur la toile de fond des spéculations à l’égard des rapports de plus en plus froids entre le leader du PSD, Liviu Dragnea, et le premier ministre Mihai Tudose.
Visite — Le premier ministre japonais Shinzo Abe fera à la fin de la semaine prochaine une tournée dans plusieurs pays d’Europe de l’Est, dont la Roumanie, a-t-il annoncé. Selon l’agence Kyodo, c’est la première visite d’un premier ministre japonais dans cette partie du monde. « Je vais élargir les frontières de la diplomatie japonaise, confirmant en même temps notre étroite coordination dans la gestion du problème de la Corée du Nord et d’autres questions auxquelles est confrontée la communauté internationale », a déclaré Shinzo Abe.
Tourisme — Le total des nuitées passées dans les structures d’hébergement de Roumanie a augmenté de 6% durant les 11 premiers mois de l’année 2017, par rapport à la période similaire de l’année 2016, pour se chiffrer à plus de 25 millions, selon les chiffres rendus publics ce vendredi par l’Institut national de la statistique. Les arrivées ont augmenté de 10,4%, et ont dépassé la barre des 11 millions. Les nuitées des touristes roumains dans les structures d’accueil touristique ont compté pour plus de 80% du total. Par ailleurs, la plupart des touristes étrangers qui ont visité la Roumanie provenaient des Etats membres de l’UE.
Tennis — La joueuse roumaine de tennis Simona Halep, n° 1 mondiale, s’est qualifiée ce vendredi en finale du tournoi WTA de Shenzhen en Chine après avoir vaincu sa compatriote Irina Begu 6 — 1, 6 — 4. C’est la deuxième finale que Simona Halep joue à Shenzhen après celle de 2015, qu’elle a remportée. Bukarest: Rumäniens Staatschef Klaus Iohannis hat am Freitag an der Plenarsitzung des Obersten Rates der Richter und Staatsanwälte (CSM) die jüngsten Änderungen der Justizgesetze und deren Verabschiedungsverfahren kritisiert. Im Anschluß äußerte Klaus Iohannis seine Hoffnung, dass die besagten Rechtsnormen verbessert werden und dass sie das Verfassungsgericht objektiv und professionell überprüfen wird. Die jüngsten Änderungen der Justizgesetze sind sowohl im Parlament von den Oppositionsparteien als auch auf der Straße von der Zivilgesellschaft und einem Teil der Richter und Staatsanwälte angefochten worden. Die drei Rechtsnormen betreffend den Statut der Richter und Staatsanwälte, die Rechtsverfassung und die Funktion des Obersten Rates der Richter und Staatsanwälte wurden unmittelbar nach ihrer Verabschiedung durch die Legislative beim Verfassungsgericht von der opositionellen Nationalliberalen Partei und von dem Obersten Justiz- und Kassationshof angefochten. Die Gegner der besagten Änderungen weisen darauf hin, dass die drei Gesetze gegen die Verfassung verstoßen und für Verwirrung sorgen. Die kontroversesten Änderungen beziehen sich auf die materielle Haftung der Richter und Staatsanwälte, auf die Gründung einer Sonderabteilung zur Ermittlung der Straftaten in der Justiz im Rahmen der Generalstaatsanwaltschaft und die Satzung der Gerichtsinspektion. Bei der Sitzung soll heute der Bericht der Anstalt für das Jahr 2017 vorgetragen und die Leitung des Rates gewählt werden.
Bukarest: Der rumänische Staatschef Klaus Iohannis hatte am Freitag ein Telefonat mit dem israelischen Premierminister Benjamin Netanyahu. Laut einer Mitteilung der Präsidialverwaltung zählten unter den angegangenen Gesprächsthemen die Lage und die Entwicklungsperspektiven der bilateralen Beziehungen, sowie der Status Jerusalems. Netanyahu bedankte sich für die Stimmenthaltung Rumäniens anlässlich der Billigung der Resolution der UN-Generalversammlung im Dezember 2017 hinsichtlich des Status von Jerusalem. Der rumänische Staatspräsident Klaus Iohannis hob erneut hervor, Jerusalem sei ein zentrales Thema im Rahmen der Friedensverhandlungen, sein Status solle infolge eines direkten Abkommens zwischen den Seiten festgelegt werden. Ein eventueller Beschluss betreffend die Verlegung der rumänischen Botschaft nach Jerusalem, könne nur auf Grund dieser Elemente getroffen werden, im Hintergrund der künftigen Evolutionen des Friedensprozesses im Nahen Osten. Besprochen wurde auch die aktuelle Lage im Iran. Der rumänische Staatschef drückte sein Mitgefühl für die verlorenen Menschenleben aus, sowie die Hoffnung, dass die Gewalt gestoppt werde und die Ausdrucksfreiheit und die Freiheit für friedliches Treffen respektiert werden.
Bukarest: Der Bürgermeister des nordwestrumänischen Cluj-Napoca Emil Boc und der Gesundheitsminister Florian Bodog sollen in der kommenden Woche von den Ermittlern der Direktion zur Bekämpfung des Organisierten Verbrachens und Terrorismus DIICOT angehört werden. Die beiden müssen im Bezug auf das Strafverfahren befragt werden, in dem dem berühmten Urologe Mihai Lucan vom Institut für Nierentransplantation in Cluj Steuerhinterziehung im Wert von einer Million Euro zur Last gelegt wird. Bukarest: Im Verlauf des Jahres 2017 haben sich drei rumänische Patrouillenboote mit einer Besatzung von insgesamt 150 Grenzpolizisten an der Operation der Europäischen Agentur für Grenz-und Küstenwache FRONTEX beteiligt. Die rumänischen Polizisten haben den griechischen Behörden operative Unterstützung bei der Kontrolle der Außengrenzen der EU gewährleistet. Die rumänische Grenzpolizei hat individuelle und gemeisame Patrouillen zur Suche und Überwachung in der Ägäis eingesetzt und sich im Rahmen der Operation an hunderten Missionen und 20 Suche-und Rettungsaktionen beteiligt. Rund 1.800 Menschen (mehr als die Hälfte davon Frauen und Kinder) wurden somit vor Ertrinken gerettet und in Sicherheit gebracht. Die letzte rumänische Crew, die aus 26 Grenzpolizisten der Küstenwache besteht, ist am Donnerstag am Bord eines Patrouillenbootes MAI 1104 in den rumänischen Hafen Constanţa zurückgekehrt.

The Royal House will continue to deploy all efforts, alongside the state institutions, for the country to advance within the EU and NATO, Princess Margareta, Custodian of the Crown, also said. Attending the Parliament’s solemn session were former presidents Emil Constantinescu and Traian Basescu, Prime Minister Mihai Tudose, the speakers of the Senate and the Chamber of Deputies, Calin Popescu-Tariceanu and Liviu Dragnea and Patriarch Daniel of the Romanian Orthodox Church. King Michael I died on December 5, at 96 years of age, in Switzerland. Ever since, Romanians have been bringing flowers and candles at the Romanian and Swiss residences of the Royal House. The King’s body will be brought to the country on December 13. The authorities have declared a national mourning on December 14, 15 and 16. King Michael I, the last of Romania’s 4 sovereigns, will be buried on Saturday, December 16, in Curtea de Arges, in the south of the country, where all Romanian royalty are interred. Many Romanian and foreign personalities are expected to attend the funerals. Historians agree that by having the pro-German Marshall Ion Antonescu arrested and having the country join the Allies, Michael I helped shorten WW2 by six months. Forced by the Communists to abdicate in 1947, the ex-King was only allowed to return to Romania after the fall of communism. He was one of the strongest supporters on Romania’s joining NATO and the EU.
CORRUPTION – The Group of States against Corruption (GRECO), the Council of Europe’s anti-corruption body, convened in plenary sitting, has decided to make an urgent assessment of the draft laws in the Romanian justice system. According to the Council of Europe’s communiqué on Monday, various institutions and public persons from Romania and from abroad have voiced serious concerns at the fact that these projects might endanger the effectiveness of the battle against corruption and might undermine the independence of the judiciary. This is the first time when GRECO uses this newly introduced regulation. It can be applied when an institutional reform, a legal initiative or a procedural revision can lead to a serious violation, by a member state, of the Council’s anti-corruption standards. Thousands of people took to the streets once again on Sunday night in Bucharest and other major cities, to protest the changes to the justice laws promoted by the ruling coalition made up of the Social Democratic Party and the Alliance of Liberals and Democrats. The protesters say the Power is attempting to have the judiciary subordinated to political circles and to stop the fight against corruption.
LAWS — The Chamber of Deputies in Bucharest endorsed on Monday the changes to the status of magistrates proposed by the special parliamentary committee for the justice laws. In keeping with the new provisions, prosecutors become part of a hierarchy topped by the justice minister. Also, the head of state may no longer challenge judge and prosecutor appointments but can still hold his current responsibilities with regard to appointing the prosecutor general and the heads of the National Anti-Corruption Directorate and of the Directorate for Investigating Organised Crime and Terrorism. The bill will be submitted to the Senate, the decision making body in this case.
BUDGET — The Parliament of Romania begins the debates on the 2018 state budget bill this week. The public budget is based on a 5.5% economic growth rate and earmarks higher funds for healthcare, education, agriculture and investments. The state budget and social security budget bills were distributed on Thursday to the MPs, who had until this morning to submit amendments. The proposals will be discussed by Parliament’s specialised committees starting on Tuesday and will be finalised on Saturday. Debates on the amended texts will begin next Monday in Parliament, with the final vote scheduled on December 21.
STATISTICS — Romania’s trade deficit in the first 10 months of the year was 10.2 billion euros, nearly 2.3 billion euros more than in the corresponding period of 2016, the National Statistics Institute announced. According to the institution, in October, Romania’s exports exceeded 5.7 billion euro, while imports reached 7 billion euros. As compared to October 2016, exports were 13.3% higher, and imports rose by 16.7%. The intra-EU trade accounted for 75.9% of Romania’s total imports and exports in the first 10 months of the year.
ISRAEL — While on a visit to Brussels on Monday, the Israeli Prime Minister Benjamin Netanyahu hailed the US President Donald Trump’s decision to recognise Jerusalem as the capital of Israel, and said he expected European countries to follow suit. Ahead of a meeting with EU foreign ministers, Netanyahu pointed out that Trump’s decision, condemned by Palestinians and by the European governments, would make Middle East peace possible. He called on Palestinians to recognise Israel as a Jewish state and Jerusalem as its capital. Netanyahu had a meeting on Monday with the EU foreign policy chief Federica Mogherini, who welcomed the first visit by an Isaraeli PM to the EU in 22 years. She emphasised that the bloc would respect the “international consensus” on the status of Jerusalem and reiterated the Union’s commitment to a two-state solution. The UN Secretary General, Antonio Guterres, says Trump’s recognising Jerusalem as the capital of Israel threatens to compromise the Israel-Palestinian peace efforts. Street protests against the decision continued in Muslim countries, while the Arab League has called on the US Administration to reverse it, on grounds that it will escalate tensions in the region.
HANDBALL — Romania’s women’s handball team was defeated by the Czech Republic on Monday, 27-28 in the round of 16 of the World Championships in Germany. Romania had won four matches in group A against Paraguay, Slovenia, Spain and Angola and had lost the match against France. Romania won the bronze medal in the previous championship, held in 2015, and is the only team to have taken part in all the 22 world final tournaments in the history of the competition.

MICHAEL I On Monday, Romanias Parliament will gather in solemn session to honour the last sovereign of Romania, King Michael I, who died on December 5th in Switzerland, aged 96. The coffin will arrive in Romania on December 13th, and on December 16th the former king will be buried in Curtea de Arges, the final resting place of the Romanian royal family. Michael I took the throne in September 1940, and for a long time his was a merely ceremonial role, with the pro-Germany strongman Ion Antonescu actually ruling the country. But on August 23, 1944, the King had Marshall Antonescu arrested, broke the countrys ties with the Axis and had Romania join the anti-Nazi coalition. Historians agree that this decision shortened the war by months, saving tens of thousands of lives. He was forced by the communists to abdicate in 1947 and was able to return to the country only after the fall of the regime. He was one of the most important promoters of Romanias joining NATO and the EU.
BUDGET Next week, the 2018 budget and social security bill will reach the joint budget-finance committee of the Romanian parliament. The final vote on the 2018 budget is scheduled for December 21st. Representatives of the ruling coalition made up of the Social Democratic Party and the Alliance of Liberals and Democrats in Romania say that the budget is balanced and sustainable, but the opposition MPs say the time allocated for debate is too short and the bill needs improvement. Next years budget is based on a estimated 5.5% economic growth rate, an annual inflation rate of 3.1% and a budget deficit below 3% of the GDP. The estimated monthly net salary is the equivalent of some 570 euro. According to the Romanian Government, health, education and investment are next years priorities. On the other hand, the budget deficit might start decreasing as of 2019, to reach 1.45% of the GDP in 2021. These estimates were presented in the macroeconomic report drawn up by the Finance Ministry, a document which accompanies the 2018 budget bill.
EU FUNDS According to data provided by the European Commission, at the request of the AGERPRES news agency, Romania has spent only 1.1% of the European money allocated within the 2014-2020 financial framework, as compared to countries like Bulgaria and Poland, which have spent 7.5% and 6.5% respectively. The largest part of this amount, approximately 242 million Euro, has been spent through the Regional Development Fund. The countries that have spent less than Romania from the structural and investment funds are Austria, with 0.3%, and Ireland, with 0.9%. AGERPRES recalls that the Romanian Minister Delegate for European Funds Marius Nica has stated recently that in 2023 Romania will be presented as an example of European fund absorption and the percentage of 89% corresponding to the 2007-2013 time-frame is not bad. As regards the 2014-2020 framework, the Romanian minister has stated that 20 of the 27 EU countries have complained about bureaucracy and cumbersome procedures for the implementation of European funds.
ROMANIA 100 The president of the Romania 100 platform, the former technocrat Prime Minister Dacian Ciolos, announced on Sunday that the platform, created by people wishing to change politics in Romania, will give birth to a party. The new party will be presented in the coming months and will be open for collaboration with the right-wing opposition. Dacian Ciolos headed a government of specialists from November 2015 until January 2017, when the reigns of power were taken over by the leftist coalition made up of the Social Democratic Party and the Alliance of Liberals and Democrats. The Ciolos Cabinet was established after the resignation of the Social-Democrat Government headed by Victor Ponta, against the background of large-scale anti-corruption rallies triggered by the tragedy that occurred at the Colectiv club in Bucharest, where 64 young people died in a fire.
PROTESTS New street protests were staged on Sunday in Bucharest and other cities across the country against the ruling coalition. People are unhappy with the changes brought to the justice laws. Promoted by the left-wing coalition and virulently criticised by civil society and the heads of the main judicial institutions in Romania, the controversial bill is currently in Parliament for debate. According to the bill, the head of state cannot alter the nominations for the leadership of the High Court of Cassation and Justice, but will still be able to maintain previous responsibilities with regard to the appointment of the Prosecutor General and of the heads of the National Anticorruption Directorate and the Directorate for Investigating Organised Crime and Terrorism. Also, a magistrate will no longer be suspended automatically when taken to court. Under the new laws, a special department will be set up to investigate the magistrates accused of crimes that are related to the justice field.
FAC The Romanian State Secretary George Ciamba will attend in Brussels on Monday the Foreign Affairs Council (FAC). The main topics on the agenda of talks are developments in the Middle East and Iraq. Also, there will be a joint session of the EU foreign ministers and development ministers, focusing on the implementation of the decisions made at the African Union – European Union summit, which was held in Abidjan on November 29-30. Also on Monday, on the sidelines of the Foreign Affairs Council, the European foreign ministers will take part in a working breakfast hosted by Federica Mogherini, the High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission. The special guest will be the Israeli Prime Minister Benjamin Netanyahu.
ISRAEL Before travelling to Brussels on Monday for talks with the EU foreign policy and security chief Federica Mogherini and EU foreign ministers, the Israeli Prime Minister Benjamin Netanyahu on Sunday met in Paris with President Emmanuel Macron. Macron told Netanyahu that Paris disapproved of the White Houses decision to recognize Jerusalem as capital of Israel, but at the same time condemned any threat to Israels security. He also told the Israeli Prime Minister that he ought to “give peace a chance” and “make gestures toward the Palestinians.” Macron suggested that one such gesture would be the freezing of Israeli settlement construction in the West Bank. The Israeli-Palestinian conflict must be resolved through a negotiated, two-state solution both parties agree on. Previously, Netanyahu had stated that Europes reaction to US President Donald Trumps decision to recognize Jerusalem as capital of Israel was hypocritical and said he would not accept a double standard from it. Federica Mogherini herself has criticised the White Houses announcement, just like the USs European allies. Also, the Arab League Foreign Ministers have called on Washington, in a resolution made public after a meeting in Cairo on Sunday, to cancel the decision. They have urged the international community to recognize a Palestinian state having east Jerusalem as capital.
HANDBALL The first matches in the round of 16 of the World Womens Handball Championship are taking place in Germany. The Romanian national team, which has qualified from the first position in Group A, will take on the Czech squad on Monday. If it wins, Romanian will play against the winner of the game pitching the Netherlands against Japan. From the previous edition of the world championship, in 2015, Romania came home with bronze. Romania is the only side that has participated in all the 22 editions of the championship held so far.

In Belgrad ist der zweite Balkangipfel zu Ende gegangen,
an dem sich neben dem serbischen Präsidenten Aleksandar Vučić auch der
rumänische Premierminister Mihai Tudose und die Regierungchefs Bulgariens und
Griechenlands, Boyko Borisov bzw. Alexis Tsipras beteiligt haben. Die
Premierminister Rumäniens, Bulgariens und Griechenlands sprachen dabei ihre
Unterstützung für einen Beitritv Serbiens zur EU aus.
Die vier Länder prüften den Stand wichtiger Infrastrukturprojekte in Energie
und Verkehr. Der erste Gipfel fand im Oktober im bulgarischen Varna statt, der
dritte soll kommenden März in Bukarest veranstaltet werden.
Über 100 neue Fälle von Masernerkrankungen sind in der
letzten Woche in Rumänien gemeldet worden. Betroffen sind mehr als ein Drittel
aller Landkreise. Die Gesamtzahl der Krankheitsfälle seit Ausbruch der Epidemie
liegt bei über 100.000; vor allem ungeimpfte Menschen erkrankten und 36 von
ihnen starben. Die Sterberate liegt im Schnitt bei einem Todesfall je 1.000
Erkrankungen, Kinder können jedoch durch Impfungen geschützt werden, behaupten
Behörden.

zur Anerkennung Jerusalems als Hauptstadt Israels kritisiert.

Meleşcanu. Die beiden Seiten müssen diese Lösung im gemeinsamen Dialog und ohne
einseitige Maßnahmen erreichen, die sich negativ auf die Verhandlungen
auswirken, so der Außenminister. Die Ankündigung von US Präsident Donald Trump
sei ein sehr deutliches Signal, dass die USA sich für die Auffindung einer
Lösung engagieren wollen.
Bei einem Raketenangriff der israelischen Armee sind
inzwischen am Samstag im Gazastreifen zwei Hamas-Kämpfer getötet worden,
teilten die dortigen Behörden mit. Die israelische Armee erklärte, dass sie am
Samstag als Reaktion auf Raketenangriffe aus dem Gazastreifen mehrere
militärische Einrichtungen der Hamas in dem Küstenstreifen aus der Luft
attackiert habe. Auch am Freitag hatten die palästinensischen Behörden zwei
Tote gemeldet. Die Israelis zählten drei Raketenangriffe aus dem Gazastreifen,
durch die niemand verletzt wurde.
Rumäniens
Handball-Damen, haben die bei der Weltmeisterschaft in Deutschland haben am
Freitag eine neue Variante der Teamaufstellung ausprobiert – und gegen Frankreich prompt verloren.
Allerdings stand Rumänien nach Siegen gegen Paraguay, Slowenien, Spanien und Angola
bereits als Sieger der Gruppe A fest. Nun ist am Montag Tschechien dran. Bei
der WM von 2015 war Rumänien drittstärkstes Land – es ist auch das einzige, das
an allen 22 bisherigen Endrunden der WM teilgenommen hat.
Diplomatie — La Roumanie continue de soutenir la solution à deux Etats – Israël et Palestine -, vivant côte à côte en paix et en sécurité, a déclaré vendredi à Bucarest le ministre roumain des Affaires étrangères, Teodor Meleşcanu. Il a souligné que cette solution devait être trouvée par le biais du dialogue direct entre les deux parties et non par le recours à des mesures unilatérales qui risquent d’avoir un impact négatif sur les pourparlers. Selon le chef de la diplomatie de Bucarest, l’annonce du président américain, Donald Trump, concernant la reconnaissance de Jérusalem comme capitale d’Israël est un signal très clair de la volonté de Washington de s’impliquer dans la recherche d’une solution. Cette annonce a provoqué une forte réaction internationale. L’Arabie saoudite, allié traditionnel des Etats Unis, l’a qualifiée d’irresponsable, les alliés européens traditionnels de la Maison Blanche ont exprimé leur opposition, tandis que la Russie et la Chine sont inquiètes quant à une aggravation des conflits au Moyen Orient. Toutes les factions palestiniennes ont condamné la décision de Donald Trump. Des manifestations de grande ampleur ont eu lieu à Gaza. De nombreux Etats de la région considèrent que la modification du statut de la ville de Jérusalem provoquera des tensions religieuses.
OTAN – Un bureau de liaison de lOTAN a été inauguré vendredi à Chisinau, capitale de la République de Moldova, après maints atermoiements. Y ont été présents, entre autres, Rose Gottemoeller, secrétaire générale adjointe de l’Alliance nord-atlantique, et Pavel Filip, premier-ministre de la République de Moldova. Mme Rose Gottemoeller a souligné à cette occasion que l’inauguration de ce bureau était un signe évident et une confirmation de l’importance particulière que l’OTAN prête à sa relation avec Chisinau. A son tour, le premier — ministre moldave a déclaré que l’inauguration de cet office de liaison est un élément de normalité, qui témoigne également de l’ouverture à l’international de la République de Moldova. Pour sa part, le président moldave pro-russe, Igor Dodon, a affirmé que l’ouverture de ce bureau de liaison de lOTAN mettrait en danger la sécurité de l’Etat et affecterait la souveraineté, l’intégrité territoriale et l’indépendance du pays. Les experts affirment, eux, qu’il s’agit d’une simple mission diplomatique, qui emploiera exclusivement des civils, comme c’est le cas des missions similaires de l’Alliance en Géorgie, Russie et Ukraine.

Bukarest: Der Rechtsstaat und die Unabhängigkeit der Justiz sowie die Integrität öffentlicher Ämter sind Verfassungsgüter, die nicht zur Verhandlung stehen, begrenzt oder abgeschafft werden können – das verkündete Präsident Klaus Iohannis zum Tag der Verfassung am 8. Dezember. Als Staatschef und Wächter über die Verfassung rief Iohannis die Institutionen des Landes auf, nicht nur den Wortlaut sondern auch den Geist des Grundgesetzes zu wahren – das sei eine unverzichtbare Voraussetzung für eine gute Führung der Gesellschaft. Die rumänischen Bürger seien im Geist der Verfassung einiger denn je und treten aktiv für die Einhaltung der Grundsätze ein. Die Botschaft des Präsidenten erfolgte vor dem Hintergrund der Straßenproteste gegen die umstrittenen Justizreformpläne der Regierungskoalition.
Bukarest: In Rumänien gedenken zahlreiche Menschen König Mihais des Ersten, der am Dienstag in der Schweiz im Alter von 96 Jahren nach langem Leiden gestorben war. In Bukarest legen Passanten Blumen und Kerzen beim Königlichen Palast und beim Elisabeth-Palast, der Bukarester Residenz der königlichen Familie nieder. Der Sarg des letzten Königs Rumäniens wird am Mittwoch, dem 13. Dezember nach Rumänien überführt und im Ehrensaal des Schlosses Peleş in Sinaia aufgebahrt. König Michael I. soll in der Königlichen Gruft in der Kathedrale von Curtea de Argeş, im Süden des Landes, beigesetzt werden. Die rumänische Regierung hat für den 14., 15. und 16. Dezember eine dreitägige Staatstrauer ausgerufen.
