    BUCHAREST – Romania’s President Klaus Iohannis resigned on Monday, a day before an impeachment vote in Parliament, demanded by the opposition parties. Iohannis said that the resignation would take effect on February 12 and that he made the decision to step down in a bid to limit the fallout of what he believed would have been a divisive and damaging vote for the nation. At the same time, externally, none of the country’s allies would have understood why Romania was impeaching its president, after, in fact,  the procedure for electing a new president had already started, Iohannis also said. His second term expired on December 21, 2024, but was extended by the Constitutional Court with the annulment of the first round of the presidential elections in November. In keeping with the law, Senate speaker and Liberal leader Ilie Bolojan will assume the role of interim president on Wednesday, until the new president is elected. The interim president of Romania can promulgate laws, request their reexamination by the Constitutional Court, appoint and dismiss ministers and serve as supreme commander of the Armed Forces. However, he cannot dissolve Parliament, initiate a referendum and appoint another prime minister.

     

    REACTIONS – The opposition parties in the Bucharest Parliament, which had initiated the procedure to impeach outgoing President Klaus Iohannis, welcomed the latter’s decision to resign. MP Dan Tanasa, with the Alliance for the Union of Romanians (AUR) said that Iohannis was in office illegally and that the Romanians no longer wanted him. Also from the opposition, the head of the Save Romania Union (USR), Elena Lasconi, said that the president’s resignation does not offer answers regarding the annulment of last year’s election and that, thorough changes are further needed in the relation between citizens and the state institutions. Representing the governing coalition, the Liberal mayor of Cluj-Napoca, Emil Boc, said that resignation is preferable to impeachment, which would have complicated both the domestic political scene and Romania’s credibility abroad. The Social Democratic mayor of Craiova, Olguţa Vasilescu, pointed out that, as regards the presidential elections, the ruling coalition’s candidate continues to be the former Liberal leader Crin Antonescu. The latter said that Klaus Iohannis’ resignation was a wise decision as it pre-empted the impeachment bid and a referendum. Senate speaker Ilie Bolojan, head of the Liberal Party, a member of the ruling coalition, will take over as interim president with limited powers until the election.

     

    INVESTIGATION – Five people were taken in for questioning following the 15 house searches that Romanian police carried out on Monday in Ilfov, Prahova, Buzau and Arges counties, in the case of the conflict in Urziceni, not far from the capital Bucharest, in which two people died. Also, after a series of searches carried out Monday in Brasov county, another nine people were taken to the police station for questioning. Interior Minister Catalin Predoiu signaled the fact that the involvement of several state structures was needed to combat organized crime and dismantle crime groups. He said that although hundreds of organized crime groups have been dismantled in recent years, they are regenerating, and solving this problem may take years. We remind you that, at the end of last week, two people died and five were injured, following a shooting incident involving over 25 people, members of two families in Urziceni and Prahova.

     

    ECONOMY – An International Monetary Fund delegation concluded its discussions in Bucharest with the main institutions in charge of Romania’s monetary and fiscal policies. It was not an assessment mission, but only a fact-finding one, and PM Marcel Ciolacu assured the IMF experts of the government’s determination to comply with the budget deficit target of 7% of the GDP and to implement the reforms undertaken in the National Recovery and Resilience Plan. The IMF made public its latest forecasts regarding the Romanian economy last autumn, when it estimated a 7% deficit for the end of 2025, the same as predicted by the government. However, the IMF’s estimates are more optimistic both as regards the economic growth rate and the inflation. In turn, World Bank officials welcomed the government’s reform plan and the attention paid to investments, noting that Romania is a strong and resilient partner.

     

    SUPERMARKETS –  PM Marcel Ciolacu said legislation should be introduced so that all products in major stores should have the same mark-ups. One day ahead of a boycott on supermarkets announced for Monday by the supporters of the former presidential candidate Călin Georgescu, PM Ciolacu presented, in an online post, the Romanian products he had bought. Roughly 800,000 Romanians work in the over 4,500 large stores in the country, and the taxes paid by such chains account for 13% of the revenues to the state budget. Moreover, according to data from the agriculture ministry, 70% of the products in retail stores in Romania are made in Romania. Early this month, customers in several Balkan countries joined a large-scale boycott on supermarkets, amid rising food prices. The protests that started in Croatia have spread to Bosnia, Montenegro and Serbia.

     

    KOSOVO – Kosovo’s left-wing nationalist PM Albin Kurti claimed victory in Sunday’s parliamentary elections, saying he was optimistic about forming a new government. Unlike in the previous term, however, his party will not be able to form a parliamentary majority on its own. Kurti and other Kosovo party leaders have made it clear that they have no intention of working together, making it unclear how a ruling coalition could be formed in Pristina.

    PRESIDENT A third request to impeach president Klaus Iohannis may be analysed today by the leaders of the Romanian parliament in a joint meeting of the two chambers’ standing bureaus. The request is signed by 178 MPs, most of them from the self-proclaimed sovereigntist opposition (the Young People’s Party, AUR and SOS Romania) but there are also 26 signatories from the pro-EU Save Romania Union. Under the Constitution, the president can be removed from office only with a majority of the votes of senators and deputies, and only if the president breaches the Constitution. A total of 234 votes are needed, which the opposition does not have. On the other hand, the presidential candidate of the ruling coalition, the former Liberal leader Crin Antonescu, admitted that the coalition leaders could have a meeting with president Iohannis today, concerning the opposition’s impeachment attempt. In an interview on the public television station, Antonescu said that the meeting was not announced publicly and that the president may decide to step down. Mr. Iohannis has announced twice so far that he did not intend to resign. On December 21, his second and last five-year presidential term under the Constitution came to an end, but his term was extended until a new head of state has been elected and validated by the Constitutional Court.

     

    BUDGET President Klaus Iohannis Monday signed into law the 2025 state budget and social security budget bills. These were endorsed last week by the joint chambers of Parliament. The budget is based on a 2.5% economic growth rate and a budget deficit of 7% of GDP. The finance minister Tanczos Barna stated in the joint parliament meeting that the 2025 state budget is ‘modest’ and is based on a prudent increase in revenues, ‘without exaggeration’. He also pointed out that the social security budget law provides ‘primarily for pension payments’.

    POLICE Romanian police are still searching for the attackers involved in Saturday’s violent incident in Urziceni (not far from Bucharest), in which 2 people were killed and 5 others wounded. On Sunday, police found several weapons buried in a courtyard in the town, including a hunting rifle, a pistol with non-lethal ammunition and a belt with 5 cartridges. According to initial reports, the conflict broke out between members of two clans, and the reason is said to be related to the relationship between two youngsters. Over 25 people were involved in the clash.

    Romania and regional security

    The consolidation of cooperation in the field of regional security, with an emphasis on the EUFOR Althea mission, in which Romania assumed a significant role, was included in the agenda of talks occasioned by the bilateral meeting of the Romanian Defense Minister, Angel Tîlvăr, on Wednesday, in Sarajevo, with his counterpart from Bosnia and Herzegovina, Zukan Helez. Against the backdrop of increasingly complex security challenges in the Western Balkans region, Minister Tîlvăr reiterated Bucharest’s firm commitment to actively contributing to efforts to maintain peace and stability in the region. “Romania has always been a firm supporter of security in the Western Balkans and the European path of the Republic of Bosnia and Herzegovina, and the EUFOR Althea mission, to which we are currently contributing with the most important contingent, represents a central pillar in the international efforts on this level. We are proud of our constant contribution, and we are ready to take over the command of EUFOR in 2025, a commitment that reflects our determination in this regard”, said Angel Tîlvăr.

     

    The bilateral defense cooperation agreement, signed in June 2024, was another important topic on the agenda of the two ministers’ discussions. The document establishes the framework for the deepening of military collaboration between the two states, including aspects of joint training, exchange of experience and logistical support. At the same time, Angel Tîlvăr conveyed a message of solidarity to the people affected by the recent floods in Bosnia and Herzegovina and informed that the aid recently sent by the Romanian Government to this country, as humanitarian support, will be supplemented. Previously, Minister Angel Tîlvăr was in Kosovo, where he met with the command team of the NATO peacekeeping operation KFOR, to which Romania has an important contribution, and with the Romanian soldiers on mission in this theater of operations. The North Atlantic Alliance has been conducting the multinational peacekeeping operation KFOR (Kosovo Force) since 1999, when it was decided to create an international security presence in Kosovo. “As a member of NATO and the European Union, Romania is ready to comply with its obligations and support allied efforts to maintain security and promote peace in the Western Balkans region”, the Romanian minister pointed out.

     

    He also met with the Romanian military working in the Camp Film City and Camp Novo Selo military bases in Pristina. The minister highlighted the excellent cooperation between the Romanian forces and those deployed by the allies in the KFOR Operation. “The lesson learned by Romania in the last three decades in which it has contributed to peace enforcement and peacekeeping missions and operations is that security is obtained by countering challenges where they exist, in order not to allow instability to reach home,” Minister Angel Tîlvăr concluded.     EXPO “As strategic partners and as NATO allies we stand together in the face of Russia’s unprovoked and illegal aggression to support Ukraine and strengthen collective deterrence and defence within the Alliance”. The statement belongs to the ambassador of the United States in Bucharest Kathleen Kavalec and was made during the photo exhibition marking 25 years of Strategic Partnership between the two countries inaugurated in Galati, Romania’s biggest port on the Danube. Entitled “We the people” the aforementioned photo exhibit is exploring the security, diplomatic, cultural, economic relations between the two peoples.

     

    RELATIONS Romania’s Chamber of Trade and Industry, also known as CCIRR, has extensively promoted the economic relations with Japan and Romania can represent a business opportunity for Japanese companies given the performances obtained by the Romanian entrepreneurs in the fields of IT&C, green energy and innovative technologies – the CCIRR president Mihai Daraban said. On Thursday he had an official meeting with the Japanese ambassador in Bucharest, Katae Takashi, who underlined the importance and potential of the economic cooperation between the two countries. The diplomat says that Japan sees Romania as a strategic partner in Eastern Europe and encourages the Japanese investors to explore the business and investment opportunities here.

     

    EDUCATION Poverty is severely affecting school performance, training practices are discriminatory, some students end up unmotivated and most of them would like to emigrate – a report drawn up by the Save the Children organization says. According to European data, school dropout is affecting an increasing number of Romanian children. A 16% dropout rate was reported among the students in Romania’s secondary education in the 2022-2023 school year and 25% among high-schoolers. High dropout discrepancies have been reported in various environments, 3% in the big cities, 14% in the country’s smaller cities and 27% in the villages. At national level, two out of five students in the country’s secondary education system have failed to pass their final exams. Their number is 2.5% higher in the rural area.

     

    FOOTBALL Romania’s national football side is today making its debut in the fresh season of the Nations league. The Romanians will be first taking on Kosovo away, while on September 9 they will be playing Lithuania in a home game. Romania’s group C also includes Cyprus. A first place means direct promotion to the B League whereas the runner-up will play a tie match to get promotion. A fourth position means demotion to the D League, whereas a third position will keep our side in the same C League until the next edition. Our side’s qualification for the Nations League’s group will have a direct effect over the European preliminaries for World Cup 2026. The Romanian national side is being coached by a football and coaching legend, Mircea Lucescu, who comes back at its helm after an absence of almost four decades. The former headcoach, Edward Iordanescu, stepped down after Euro 2024, when Romania had made it to the round of 16.

     

    WEATHER The weather remains warm in Romania, but it’s expected to gradually turn unstable. Showers have been reported in the east, south and south-west and are to extend to the other regions in the next couple of hours. The highs of the day are ranging between 24 and 33 degrees Celsius, with 27 degrees in Bucharest at noon. Hydrologists have today issued a code yellow alert for flooding for six counties in the country’s east and south-east.

    Ministrul apărării naţionale, Angel Tîlvăr, și șeful Statului Major al Apărării, generalul Gheorghiță Vlad, au discutat joi, 21 decembrie, prin videoconferinţă, cu echipele de comandă ale structurilor Armatei României dislocate în misiuni externe în Bosnia și Herțegovina, Republica Centrafricană, Bulgaria, Kosovo și Polonia.

    Ministrul apărării naționale a fost informat de comandanţii de detaşamente cu privire la situaţia de securitate din zonele de responsabilitate, modul în care militarii își îndeplinesc misiunile și măsurile luate în vederea celebrării apropiatelor Sărbători de Iarnă.

    Ministrul Tîlvăr le-a mulțumit militarilor pentru modul exemplar în care își îndeplinesc misiunile departe de țară și de familii, precum și pentru relațiile excelente de colaborare cu camarazii de arme din celelalte țări aliate și partenere alături de care acționează în teatrele de operații.

    M-am bucurat să aflu din raportările dumneavoastră că starea de sănătate și moralul militarilor se află la cote excelente în toate teatrele de operații. Știu cât de dificilă este perspectiva Sărbătorilor petrecute departe de casă și de cei dragi, dar am încredere că veți rămâne la fel de concentrați și de motivați pentru a vă face datoria acolo unde sunteți dislocați. Vă transmit dumneavoastră și familiilor care vă susțin necondiționat de acasă Sărbători Fericite, un An Nou plin de realizări și de bucurii și, așa cum vă spunem de fiecare dată, vă așteptăm cu drag, pe toți, acasă, la finalizarea cu succes a importantelor misiuni care v-au fost încredințate, le-a transmis Angel Tîlvăr militarilor aflați în misiune.

    La rândul său, generalul Gheorghiță Vlad a remarcat nivelul excelent al îndeplinirii sarcinilor de către toate detașamentele dislocate în misiuni externe și a solicitat echipelor de comandă întărirea măsurilor de vigilență și pregătirea riguroasă a activităților care vor fi executate în perioada următoare. Șeful Apărării le-a transmis militarilor că este foarte mulțumit de modul în care își îndeplinesc misiunile peste hotare. Înainte de a-i felicita cu ocazia Crăciunului și Anului Nou, le-am cerut colegilor din teatrele de operații ca, în baza experienței acumulate, să propună, ajustări procedurale pentru viitoarele misiuni și să se asigure că personalul în curs de repatriere după finalizarea misiunii ajunge acasă până la data de 25 decembrie. Nu în ultimul rând, pentru că suntem într-o perioadă cu mari provocări operaționale, i-am îndemnat să mențină starea de vigilență și nivelul maxim de îndeplinire a sarcinilor, inclusiv în zilele următoare, marcate de sărbătorile de iarnă, a declarat generalul Gheorghiță Vlad.

    Ministrul Apărării Naţionale, Angel Tîlvăr, alături de noul şi de fostul şef al Statului Major al Apărării, general Gheorghiţă Vlad şi general Daniel Petrescu, au discutat, joi, prin videoconferinţă, cu echipele de comandă ale structurilor dislocate în misiuni externe în Bosnia şi Herţegovina, Kosovo, Republica Centrafricană, Polonia şi Bulgaria, informează un comunicat MApN.

    Conducerea MApN a fost informată de comandanţi cu privire la situaţia de securitate din zonele de responsabilitate, stadiul îndeplinirii misiunilor, starea de sănătate şi moralul personalului aflat în misiuni externe.

    Ministrul Apărării le-a urat tuturor militarilor La mulţi ani! de Ziua Naţională a României, i-a felicitat pentru modul în care îşi execută misiunile şi le-a transmis că ei sunt cu adevărat ambasadori ai României peste hotare.

    Am fost, de curând, în Bosnia-Herţegovina şi Kosovo, unde am vizitat principalele baze în care sunt dislocaţi militarii români şi ne-am putut informa la faţa locului cu privire la modul excelent în care cele două companii suplimentare au fost dislocate în cele două teatre de operaţii, m-am informat cu privire la rezultatele foarte bune obţinute în îndeplinirea sarcinilor fixate de comenzile celor două operaţii şi mă bucur că şi astăzi veştile sunt foarte bune. Suntem permanent la curent şi cu activitatea forţelor Armatei României care acţionează în Polonia şi în Bulgaria, precum şi în misiunea de instruire a UE din Republica Centrafricană, a cărei comandă este asigurată de un general român. Tuturor vă transmit aprecierile şi recunoştinţa noastră pentru modul ireproşabil în care vă faceţi datoria. Preţuirea noastră şi familiilor pe care le aveţi acasă şi care vă susţin moral pentru a vă putea dedica importantelor sarcini pe care le vi le-aţi asumat departe de casă, a spus ministrul Angel Tîlvăr.

    Generalul Daniel Petrescu a mulţumit, la final de mandat, tuturor militarilor aflaţi la datorie în misiuni externe pentru modul de îndeplinire a misiunilor, pentru profesionalismul şi competenţa dovedite zi de zi, într-un mediu de securitate plin de provocări.

    Suntem foarte mândri de felul în care acţionaţi, de atitudinea profesionistă pe care o aveţi în aceste misiuni deloc uşoare, de maturitatea cu care aţi planificat şi cu care executaţi activităţile cerute de specificul fiecărui teatru de operaţii. După încheierea misiunii din Afganistan, suntem din nou într-un moment de vârf în ceea ce priveşte participarea cu forţe la misiuni externe şi faceţi o imagine foarte bună armatei române prin modul în care aţi desfăşurat dislocările în teatre, prin felul în care executaţi misiunile zilnice, a transmis generalul Petrescu.

    Şeful Statului Major al Apărării, generalul Gheorghiţă Vlad, a apreciat nivelul de pregătire al militarilor din detaşamentele dislocate în teatrele de operaţii şi a cerut echipelor de comandă să rămână concentrate pe îndeplinirea obiectivelor şi pe asigurarea celor mai bune condiţii de muncă şi trai.

    Fiecare dintre cei aflaţi în misiuni în teatrele de operaţii aţi fost certificaţi că aveţi pregătirea şi competenţele necesare să menţineţi standardele ridicate de performanţă dovedite de militarii români în teatrele de operaţii. Ştiu că sunteţi conştienţi că acţionaţi, acolo unde vă aflaţi, în numele României, ai căror ambasadori sunteţi şi am încredere că vă veţi face cu toţii datoria şi că vă veţi întoarce cu toţii, sănătoşi acasă.     Tel-Aviv – Israël a pressé samedi les Palestiniens d’évacuer rapidement le nord de la bande de Gaza laissant présager d’une prochaine offensive terrestre, une semaine après l’attaque sanglante et sans précédent lancée par le mouvement islamiste palestinien Hamas. Le délai accordé aux civils palestiniens du nord de la bande de Gaza de partir vers le sud de celle-ci a expiré à 16 h locales, soit 13 heures TU. Israël a constamment accusé le groupement terroriste Hamas d’utiliser les civils en tant que boucliers humains. Selon l’armé israélienne, ses bombardements contre la bande de Gaza ont tué un autre leader du Hamas. Les attaques terroristes lancées par le Hamas contre Israël, les plus meurtrières de l’histoire de cet Etat ont fait plus de 1 300 morts et plusieurs milliers de blessés. Une centaine de personnes, israéliennes et étrangères, ont été pris en otage et amenées dans la Bande de Gaza. Enfin, les palestiniens annoncent que depuis samedi dernier plus de 2 200 personnes ont été tuées et près de 10 000 blessées au Gaza et en Cisjordanie.

    Le ministères des AE de Bucarest a confirmé samedi le décès dans le contexte
    de la situation sécuritaire d’Israël et de la Bande de Gaza de deux autres
    personnes à double nationalité israélo-roumaine, domiciliés en Israël.
    L’ambassade de Roumanie à Tel Aviv est en dialogue avec les autorités
    israéliennes pour vérifier les informations relatives à la disparition d’une
    personne à double nationalité israélo-roumaine. Au total, quatre personnes à
    nationalité roumaine sont décédées dans ce pays depuis le début de la guerre. 58
    ressortissants roumains sont rentrés samedi d’Israël, à bord d’un vol aérien par
    une compagnie aérienne privée, fait savoir le ministère des Affaires Etrangères
    de Bucarest. L’équipe consulaire mobile de l’Ambassade de Roumanie à Tel Aviv
    et l’Office de représentation de Roumanie à Ramallah est prête à accorder de
    l’assistance consulaire aux ressortissants roumains d’Israël qui souhaitent revenir
    en Roumanie. Le ministère des Affaires Etrangères recommande aux ressortissants
    roumains qui se trouvent toujours sur le territoire de cet Etat de suivre
    strictement les conseils des autorités israéliennes. Plus de 2 200 Roumains ont
    quitté Israël suite aux attaques du Hamas.

    Paris – Le musée du Louvre a Paris, le plus grand du monde, a exceptionnellement fermé samedi à la mi-journée « pour raisons de sécurité », alors que la France est en alerte « urgence attentat » au lendemain d’une attaque islamiste a Arras. Le château de Versailles, a également été évacue samedi après-midi après une alerte a la bombe, a appris l’AFP de sources policières. L’alerte a la bombe est passée par un message anonyme sur le site moncommissariat.fr, a précisé a l’AFP une source proche du dossier.

    Notation
    L’agence de notation Standard & Poor’s a reconfirmé la notation
    souveraine de la Roumanie à BBB – avec une perspective stable, fait savoir le
    ministère des Finances de Bucarest. La décision repose sur le niveau bas de la
    dette extérieure et gouvernementale et sur les perspectives solides de
    croissance. Selon le ministre de tutelle, Marcel Boloş, cette confirmation aide
    le pays à accéder les marchés des capitaux à des couts plus réduits et
    d’attirer davantage d’investissements étrangers, ce qui contribuera à la
    croissance économique et pour les citoyens cela signifie créer des emplois et
    améliorer la qualité de la vie. Standard & Poor’s estime que l’économie
    roumaine enregistrera cette année une hausse de 2,3%.

    Transports – La Commission européenne a approuvé un schéma d’aide de 24 millions d’euros, demandé par la Roumanie pour soutenir les investissements dans les ports maritimes et intérieurs, dans le contexte de la guerre de la Russie contre l’Ukraine. La mesure, partiellement financée par les fonds de cohésion, soutiendra les opérateurs portuaires privés pour qu’ils puissent améliorer le fonctionnement des couloirs de solidarité Ukraine – Union européenne. Le but de la mesure est de remédier les déficiences liées à la capacité des infrastructures portuaires par l’achat d’équipements pour le transport des marchandises des distances courtes et par le développement des capacités de stockage temporaire. L’aide ne dépassera pas les 2 millions d’euros par bénéficiaire et sera accordée jusqu’au 31 décembre.

    Kosovo – La mission roumaine au Kosovo a été renforcée de 130 militaires, a annoncé le ministère de la Défense de Bucarest. Actuellement, l’opération de l’OTAN KFOR implique quelque 210 militaires roumains. La décision de majorer le dispositif roumain a été adoptée suite à l’autorisation par le Conseil de l’Atlantique Nord de renforcer la présence militaire pour gérer la situation actuelle dans les Balkans de l’Ouest. Sur le terrain, dans le nord du Kosovo, où les tensions s’amplifient depuis plusieurs mois, le principal parti serbe souhaite organiser au plus vite des élections. Depuis près d’une année, aucun serbe ne travaille plus dans des institutions publiques telles la police et la Justice. Tous les serbes ont démissionné en novembre dernier lorsque le gouvernement de Pristina ont annoncé interdire l’utilisation des plaques d’immatriculation serbes au Kosovo. Lorsque les nouveaux maires albanais élus avec une participation de mois de 4% ont commencé à s’installer, les manifs ont rapidement dégénéré en révolte. Une trentaine de militaires du KFOR ont été blessés dans ces heurts.

    Conversation — Romania’s President, Klaus Iohannis, had a telephone conversation with his Israeli counterpart, Isaac Herzog, on Friday. According to the Presidential Administration, Klaus Iohannis condemned, once again, the unacceptable terrorist attacks against Israel and expressed regret that these violent acts resulted in numerous victims among innocent civilians. During the conversation, the two heads of state expressed their deep regret for the fact that two Romanian citizens are among the victims. Klaus Iohannis has given assurances to his Israeli counterpart that Bucharest is ready to provide emergency assistance at any time, if necessary, and thanked President Isaac Herzog for the support provided by the Israeli authorities to Romanian citizens, especially in terms of the repatriation, until present, of over 2,160 Romanian citizens in safe conditions. The Romanian Foreign Ministry states that the mobile consular team from the Romanian Embassy in Tel Aviv and the Romanian Representative Office in Ramallah and the team of the rapid reaction unit of the Foreign Ministry crisis cell will continue to remain at the Ben Gurion Airport in Tel Aviv, to provide consular assistance to Romanian citizens at the airport.



    Israel — The Israeli Defense Forces announced today a new six-hour window, between 10:00 hours (07:00 GMT) and 16:00 hours (13:00 GMT) local time, during which Palestinians can safely leave the northern part of Gaza Strip. Israel has repeatedly accused Hamas of using civilians as human shields. Israels order for residents to evacuate Gaza has been met with widespread criticism, and the UN has called for its cancellation, stressing that a “catastrophic situation” might occur. The Israeli militarys order for more than a million Palestinians to leave the northern enclave is seen as a sign that it is planning an imminent ground offensive.



    Kosovo — The Romanian mission in Kosovo has been supplemented with 130 soldiers, the National Defense Ministry announced. At this moment, approximately 210 Romanian soldiers are performing missions within the NATO KFOR operation. The decision to boost the Romanian forces was made following the authorization by the North-Atlantic Council to supplement the forces to manage the current situation in the Western Balkans. On the ground, in northern Kosovo, where tensions have been increasing for several months, the main Serbian party wants to organize elections as soon as possible. For almost a year, no Serb has worked in institutions such as the police or justice. All the Serbs resigned last November when the Pristina government announced it was banning the use of Serbian license plates. When the new Albanian mayors, elected with a turnout of less than 4%, went to their office, the demonstrations quickly degenerated into riots. Around 30 KFOR soldiers were injured in these clashes.



    Tourism — Romania will be promoted as a tourist destination for one month, between October 15 and November 15, on the British BBC television station. TV producer Charlie Ottley, known for his documentaries about Romania, such as “Wild Carpathia” and “Flavors of Romania” also collaborated in designing the campaign. The Ministry of Economy and Tourism points out that the purpose of the action is to increase the visibility of Romania as a tourist destination in Europe, with special focus on Great Britain. The ministry also mentions that the BBC is available in almost all countries of the world, the content being accessible in millions of hotel rooms, on planes, cruise ships and mobile devices.



    Tennis – The Romanian tennis player Sorana Cîrstea (world number 26) will be the main favorite of the Transylvania Open (WTA 250) tournament, which starts on Monday, in Cluj-Napoca (north-west), after Caroline Garcia and Donna Vekic announced they were no longer participating in the competition, the organizers announced. The French player Garcia (10 WTA) and the Croatian Vekic (21 WTA) announced that they are withdrawing for medical reasons. There are five players from Romania in the main singles draw: Sorana Cîrstea, Patricia Ţig, Ana Bogdan, Jaqueline Cristian and two players who received wild cards: Gabriela Ruse and Miriam Bulgaru. The Transylvania Open, with total prize money worth nearly 260,000 dollars this year, has been designated the best tournament in the world in 2022 in the WTA 250 category.



    Pilgrimage – More than 200,000 people have so far passed before the relics of Saint Parascheva and Saint Hierarch Andrew of Crete, placed in a special canopy in the courtyard of the Metropolitan Cathedral in Iasi (northeast). The largest number of pilgrims is expected, however, today, when the Holy Liturgy also takes place. Considered the protector of the suffering people, and also of the eastern region of the country, Saint Parascheva is celebrated, on October 14, throughout the Romanian Orthodox Patriarchate. (LS)

    Rumänien wird demnächst eine Infanteriekompanie entsenden, die als Teil der strategischen Reserve für die NATO-Operation im Kosovo nominiert wurde. Dies hat das Verteidigungsministerium in Bukarest mitgeteilt. Die Entscheidung folgt der Genehmigung des Nordatlantikrats, zusätzliche Truppen zu schicken, um die aktuelle Situation auf dem westlichen Balkan zu bewältigen. Als Mitglied der NATO und der Europäischen Union ist Bukarest verpflichtet, militärische Kräfte und Mittel für die Bemühungen zur Aufrechterhaltung eines stabilen Sicherheitsumfelds in der Balkanregion bereitzustellen, die historisch als Pulverfass Europas“ bekannt ist. Rumänien gehört zu den fünf EU-Ländern, die den Kosovo nicht anerkennen. Seine Truppen sind dort, um den Frieden zwischen den Volksgruppen zu bewahren. Derzeit hat Rumänien rund 330 Soldaten im Westbalkans stationiert.




    Die Spannungen im Kosovo eskalierten erneut, nachdem eine paramilitärische Bande von mehreren Dutzend Männern Ende letzten Monats einen kosovo-albanischen Polizisten getötet und einen weiteren verwundet hatte. Drei Mitglieder des Kommandos, allesamt Kosovo-Serben, wurden bei einem Einsatz der kosovarischen Spezialpolizei getötet. Die Präsenz serbischer Truppen in der Grenzregion erinnert an das Verhalten Russlands gegenüber der Ukraine vor seiner Invasion“, sagte die Au‎ßenministerin des Kosovo, Donika Gervalla-Schwarz. Wir haben in den vergangenen Jahren keine solche Truppenkonzentration erlebt“, so Gervalla-Schwarz, und die Waffen, die sie dort haben, die Panzer, geben uns ein ungutes Gefühl, da wir nicht wissen, wie die internationale Gemeinschaft reagieren wird“. Die Au‎ßenministerin Kosovos forderte die EU auf, Ma‎ßnahmen gegen Serbien zu ergreifen, wie das Einfrieren des Kandidatenstatus. Die Vereinigten Staaten hatten angekündigt, dass sie eine Aufstockung der serbischen Truppen an der Grenze zum Kosovo beobachten. Vergangene Woche sagte der serbische Präsident Aleksandar Vučić, dass seine Truppen nicht die Grenze zu einer ehemaligen serbischen Provinz überschreiten werden. Diese wurde 2008 unabhängig von Belgrad. Eine Eskalation des Konflikts würde Serbiens Bemühungen, der Europäischen Union beizutreten, schaden. Der Befehlshaber der serbischen Armee, General Milan Moisilovic, erklärte, dass er den Rückzug von etwa der Hälfte der mehr als 8 000 Soldaten angeordnet habe.

    La Roumanie va déployer prochainement une compagnie d’infanterie, qui fait partie de sa réserve stratégique dans le cadre de la mission de l’OTAN au Kosovo, a fait savoir le ministère de la défense de Bucarest. Cette décision s’inscrit dans les efforts du Conseil de l’Atlantique Nord de renforcer les forces déjà déployées sur le terrain pour gérer la situation actuelle dans les Balkans de l’ouest. La Roumanie s’est engagée en tant que membre de l’OTAN et de l’UE de contribuer avec des forces et avec des moyens militaires aux efforts de maintien d’un milieu stable de sécurité dans la région des Balkans, connue historiquement comme « la poudrière de l’Europe ». Aux côtés de l’Espagne, de la Grèce, de Chypre et de la Slovaquie, la Roumanie est un des cinq Etats membres de l’UE à ne pas reconnaitre l’Etat kosovare et ses troupes s’y trouvent sous mandat international pour préserver une paix fragile entre les communautés serbe et albanaise. A présent la Roumanie compte 330 militaires déployés sur des théâtres d’opérations des Balkans de l’ouest, dont 250 en Bosnie Herzégovine et 80 au Kosovo.

    Les tensions au Kosovo se sont amplifiées à nouveau, après plusieurs années d’accalmie. Fin septembre, un gang paramilitaire composé de plusieurs dizaines d’hommes a tué un policier kosovare albanais et blessé un autre près du village de Banka, dans le nord de la province. Trois membres de ce commando, constitué de serbes kosovares ont été ensuite tués durant une opération lancée par les forces spéciales de la police kosovare. Le déploiement des troupes serbes à la frontière du Kosovo fait penser aux actions de la Russie envers l’Ukraine, juste avant son invasion – a affirmé la ministre kosovare des Affaires Etrangères, Donika Gervalla-Schwarz. Selon elle « il n’y a jamais eu une telle concentration de troupes au cours des dernières années » et « l’armement dont ils disposent, tous les chars nous créent une mauvaise sensation parce que nous ne savons pas comment va répondre la communauté internationale ». Mme Gervalla-Schwarz a demandé à l’Union européenne d’adopter des mesures contre la Serbie, notamment de geler son statut de pays candidat à l’adhésion.

    La semaine dernière, les Etats Unis avaient déjà constaté une concentration inquiétante de l’armée serbe le long de la frontière avec le Kosovo. Et ce fut également la semaine dernière que le président serbe, Aleksandar Vucic a déclaré qu’il ne comptait pas ordonner à ses troupes de traverser la frontière avec l’ex-province serbe, dont la majorité de la population est albanaise et qui a proclamé son indépendance face à Belgrade en 2008. Une escalade du conflit serait nuisible aux aspirations de la Serbie d’adhérer à l’UE affirme M Vucic. Ensuite ce fut le commandant de l’armée serbe, le général Milan Moisilovic à déclarer avoir ordonné le retrait de la moitié des plus de 8 mille militaires déployés à la frontière. (Bogdan Matei)

    România contribuie la menţinerea păcii în Kosovo

    România va disloca în perioada imediat următoare o companie de infanterie, nominalizată ca parte a rezervei strategice în cadrul operațiunii NATO din Kosovo – a informat ministerul Apărării de la Bucureşti.



    Decizia vine ca urmare a autorizării de către Consiliul Nord Atlantic a suplimentării forțelor pentru gestionarea situației curente din Balcanii de Vest. Bucureştiul și-a asumat, ca membru al NATO și al Uniunii Europene, angajamentul de a contribui cu forțe și mijloace militare la efortul de menținere a unui mediu stabil de securitate în regiunea balcanică, consacrată istoric drept butoiul cu pulbere ale Europei”.



    Alături de Spania, Grecia, Cipru și Slovacia, România este una dintre cele cinci țări membre ale Uniunii Europene care nu recunosc statul kosovar, iar trupele sale se află acolo sub mandat internaţional, pentru a prezerva pacea fragilă dintre comunităţi. În acest moment, România are dislocați în teatrele de operații din Balcanii de Vest aproape 330 de militari, dintre care aproximativ 250 în Bosnia și Herțegovina și circa 80 în Kosovo.



    Tensiunile din Kosovo s-au amplificat din nou, după ce o bandă paramilitară, compusă din câteva zeci de bărbaţi, a ucis, la sfârşitul lunii trecute, un poliţist kosovar albanez şi a rănit un altul în apropierea satului Banka, în nordul provinciei. Trei membri ai acestui comando, toţi sârbi din Kosovo, au fost, ulterior, ucişi în cursul unei operaţiuni lansate de forţele speciale ale poliţiei kosovare. Desfășurarea de trupe sârbești la granița cu Kosovo amintește de comportamentul Rusiei față de Ucraina înainte de invadarea acesteia — a afirmat ministrul kosovar de Externe, Donika Gervalla-Schwarz.



    Ea susține că nu a existat o asemenea concentrare de trupe în ultimii ani”, iar armamentul pe care îl au acolo, tancurile, ne creează o senzație proastă, pentru că nu știm cum va răspunde comunitatea internațională”. Gervalla-Schwarz a cerut Uniunii Europene să ia măsuri împotriva Serbiei, precum înghețarea statutului său de candidat la admitere.


    Încă de săptămâna trecută, Statele Unite anunțaseră că monitorizează o masare îngrijorătoare a armatei sârbe de-a lungul frontierei cu Kosovo.



    Tot săptămâna trecută, preşedintele Serbiei, Aleksandar Vucic, a declarat că nu intenţionează să ordone trupelor sale să treacă graniţa cu fosta provincie sârbă, cu populație majoritar albaneză, care și-a proclamat independența față de Belgrad în 2008. O escaladare a conflictului ar dăuna aspiraţiilor Serbiei de a adera la Uniunea Europeană — afirmă Vucic. Ulterior, comandantul armatei sârbe, generalul Milan Moisilovic, a declarat că a dispus retragerea a circa jumătate din cei peste opt mii de militari masaţi pe frontieră.

    Visite
    – Le chef de l’Etat roumain, Klaus Iohannis, entame vendredi une visite de
    quatre jours au Portugal, à l’invitation de son homologue, Marcelo Rebelo de
    Sousa. Selon l’administration présidentielle, Iohannis participera vendredi, en
    qualité d’invité spécial, à la réunion anniversaire du Groupe Arraiolos, à
    Porto. La réunion réunira 16 chefs d’État de l’UE et abordera des sujets tels
    que la guerre en Ukraine. Dans son allocution, Klaus Iohannis se penchera sur
    les défis auxquels l’Europe se confronte dernièrement, dans le contexte de
    l’invasion russe en Ukraine et sur l’aide pluridimensionnelle dont Kiev a
    besoin. Samedi, le président roumain sera reçu par son homologue portugais, à
    Lisbonne.




























    Kossovo -
    La Roumanie déploiera un bataillon supplémentaire d’infanterie au Kossovo. La
    décision survient à une décision du Conseil de l’Atlantique nord de renforcer
    sa présence militaire dans la région. A l’heure où l’on parle, presque 250
    soldats roumains sont déployés en Bosnie et Herzégovine et 80 au Kossovo.
    Mardi, à l’occasion du Forum pour la sécurité de Varsovie, le ministre roumain
    de la Défense, Angel Tîlvar, a affirmé que la Roumanie continuait à contribuer
    à la stabilité et la sécurité dans la région. Les tensions au Kossovo ont escaladé
    après qu’un policier kosovar albanais a été tué et un autre blessé dans une
    embuscade menée par un commando serbe lourdement armé.


    FMI
    – Le FMI prévoit pour cette année une croissance économique de 2,3% pour la
    Roumanie et un déficit budgétaire de 6% du PIB. Lors d’une conférence de presse
    soutenue à l’issue des discussions avec les membres du gouvernement roumain, le
    responsable de la mission du FMI pour la Roumanie, Jan kees Martijn, a précisé
    que même si le paquet fiscal adopté récemment par l’Exécutif de Bucarest était
    un pas dans la bonne direction, d’autres mesures s’avèrent nécessaires.
    « Une hausse des revenus de plus de 2% du PIB sera nécessaire dans les
    deux années à venir » a-t-il souligné. Selon le FMI, l’économie roumaine
    atteindra à moyen terme un potentiel de croissance de 3 à 3,25% au fur et à
    mesure que la consommation et les investissements réalisés via le Plan national
    de relance et de résilience restent puissants. Le Fonds a également prédit une
    baisse de l’inflation de 7 à 4% d’ici la fin de l’année prochaine. A son tour,
    le premier ministre roumain, Marcel Ciolacu a déclaré que son cabinet était entièrement
    motivé à soutenir la croissance économique, à diminuer les dépenses publiques
    et à lutter contre l’évasion fiscale. Et lui de préciser que la délégation du
    FMI a apprécié l’image dont jouit l’économie roumaine qui est à la hausse et
    dont le rôle régional est de plus en plus important.












    CSAT
    – Le président roumain a convoqué une réunion du Conseil suprême de défense du
    pays le 12 octobre, au Palais présidentiel de Cotroceni. Les discussions
    porteront notamment sur la consommation des drogues parmi les jeunes et les
    élèves roumains, ce qui représente un risque majeur à la sécurité individuelle
    et nationale, selon l’administration présidentielle. Un autre sujet à l’agenda
    des pourparlers sera la sécurité dans la région de la mer Noire dans le
    contexte de l’agression russe en Ukraine et les conséquences pour la Roumanie.
    Le Conseil suprême de défense de la Roumanie examinera aussi les capacités
    militaires dont l’armée devra se doter
    dans les dix ans à venir, tout comme d’autres thèmes d’actualité visant la
    sécurité nationale.




    Consultations -
    Le président roumain, Klaus Iohannis, a participé à une conférence téléphonique
    avec le chef de l’administration américaine, Joe Biden et avec plusieurs
    dirigeants de pays alliés des États-Unis, dans le contexte des récentes
    évolutions en Ukraine, notamment des attaques russes contre l’infrastructure
    civile proches des frontières roumaines. Le président roumain a appelé la
    Russie à arrêter ses frappes contre les ports ukrainiens du Danube et a plaidé
    pour le renforcement de la posture de dissuasion et de défense sur le flanc est
    et dans la région de la mer Noire. Le leader de Bucarest a plaidé pour des
    capacités accrues de détection des drones et pour le renforcement de la défense
    aérienne. Le leader de la Maison Blanche a réitéré l’appui de son pays à la
    sécurité en Roumanie et dans les autres pays alliés du flanc Est de l’OTAN. A
    titre d’exemple, il a rappelé le récent déploiement en Roumanie des avions de
    combat F-16.

    Protestations – Des avocats de
    Bucarest et de plusieurs régions de Roumanie ont participé mercredi, à un
    mouvement de protestation organisé par l’Union nationale des Barreaux de
    Roumanie. Une heure durant, les protestataires ont refusé d’entrer dans les
    salles d’audience des tribunaux pour attirer l’attention sur les problèmes auxquels
    se confronte la justice roumaine. Ils ont dénoncé plusieurs aspects
    inquiétants, tels des centaines de milliers de lei à récupérer représentant les
    honoraires des avocats d’office.






















    Santé
    – Plus de 16 millions de personnes cotisent à la Sécurité sociale en Roumanie,
    mais seulement la moitié d’entre elles contribuent au Fonds national unique des
    assurances maladie. Le reste sont des catégories exonérées telles les enfants
    de moins de 18 ans scolarisés, les étudiants, les apprentis, les doctorants ou
    encore les jeunes de moins de 26 ans issus des foyers. Les mêmes facilités sont
    accordées aux déportés, aux vétérans de guerre, aux invalides ou aux veuves des
    anciens combattants. Les personnes handicapées, les malades chroniques, les
    femmes enceintes, les femmes qui viennent d’accoucher et les retraités sont
    également exonérés.









    Météo
    – En Roumanie, les températures dépasseront la moyenne saisonnière dans les 24

    COURT — Romania’s Constitutional Court postponed again, for Thursday, a decision regarding the law that allows people to cash in both a pension and a salary at the same time. This is the third postponement of the Court in connection with the notification made by the High Court of Cassation and Justice on this topic. The law refers to measures that allow people entitled to retirement to continue working. The High Court says that the document is unconstitutional in its entirety. In keeping with the law, state employees will not be allowed to cash in both a salary and a pension. People found in this situation will have 30 days to opt for one of the two rights. The law passed by Parliament on June 28 also provides for some exemptions. Thus, people elected in positions of authority or public dignity will be allowed to receive both the pension and the salary from the state. Of the nine judges of the Constitutional Court, six receive both the pension and the salary.




    IMF — Romanian Prime Minister Marcel Ciolacu is holding talks today with representatives of the International Monetary Fund, who have travelled to Bucharest for the annual assessment of the Romanian economy. The IMF team met Tuesday with the MPs from the budget-finance committees and highlighted two big problems: the increase in expenses and the low rate of labor force among the population. According to the commission members, the package of fiscal measures assumed by the Government seems to have the approval of the IMF experts.




    TROOPS — Romania will deploy additional troops to Kosovo, after the North Atlantic Council green lighted the presence of more forces to manage the situation in the West Balkans. Romania already has around 250 soldiers in Bosnia and Herzegovina and 80 in Kosovo. On Tuesday, on the occasion of the Security Forum in Warsaw, the Romanian Minister of Defense, Angel Tîlvăr, said his country remains firmly committed to ensuring stability and security in the region.




    TALKS – Romanian President Klaus Iohannis, participated, via conference call, at the invitation of the United States President, Joe Biden, in a new round of political consultations with the allied global leaders, in the context of the recent developments in Ukraine, including of attacks on civil infrastructure near Romania. Iohannis said that Russia must stop the attacks on the Ukrainian ports on the Danube and asked for the consolidation of NATO’s deterrence and defense posture on the eastern flank and the Black Sea.     PRICES – House prices dropped by 1.1% in the European Union in the second quarter of 2023, compared to the same period in 2022, according to data made public by Eurostat. This is the first year-on-year decrease since the first quarter of 2014. Nine EU countries recorded lower prices in the second quarter of 2023 than in the previous year, but in the other 17 member states, house prices keep going up. The sharpest decrease was recorded in Germany – almost 10% – and the most significant increase was recorded in Croatia – 13.7%. Romania reported an advance of just 0.1% in the second quarter of 2023, after a 4.6% increase in the first three months of this year. (EE)

    România suplimentează forțele din Balcani pentru a gestiona situația din Kosovo. România pregătește dislocarea suplimentară a unei companii de infanterie în Balcanii de Vest. Ca urmare a autorizării de către Consiliul Nord Atlantic cu privire la suplimentarea forțelor pentru gestionarea situației curente din Balcanii de Vest, România va disloca în perioada imediat următoare o subunitate de nivel companie, nominalizată ca parte a rezervei strategice la dispoziția SACEUR, în cadrul operației NATO KFOR din Kosovo, transmite MApN pe pagina sda de facebook.

    Potrivit MApN: România are dislocați în teatrele de operații din Balcanii de Vest aproape 330 de militari, dintre care aproximativ 250 în Bosnia și Herțegovina (țara noastră fiind unul dintre cei mai importanți contributori cu trupe la operația UE EUFOR ALTHEA din această țară, la care asigură funcția de șef de stat major, de nivel general de brigadă) și aproximativ 80 de militari în Kosovo, în operația NATO – KFOR.


    România, și-a asumat, ca aliat NATO și stat membru UE angajamentul de a contribui, cu forțe și mijloace militare la efortul de menținere a unui mediu stabil de securitate în regiune, potrivit aceleiaşi surse.
