    Economic cooperation between Romania and Qatar

    Romania can be the door to Qatar’s investment in the European Union, Prime Minister Marcel Ciolacu said in Doha, on Wednesday, during talks with his Qatari counterpart, Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani.

    The Romanian Prime Minister underlined that the two states have the capacity to build an in-depth partnership that might acquire strategic values. According to the Prime Minister, the bilateral partnership with Qatar should be extremely pragmatic and built around concrete economic projects and investments. Marcel Ciolacu explained this is the reason why he was accompanied by several ministers in his cabinet, holders of portfolios from strategic areas of mutual interest, such as transport, energy, economy, agriculture and digitalization.

    Several bilateral cooperation documents were signed during the working visit to Doha, with the  value of the projects presented by the Romanian officials exceeding 15 billion Euros.

    In their turn, the Qatari authorities stated their interest in getting Bucharest’s support to promote their priorities in relation to the European Union.

    One of the Romanian government delegation’s objectives is the Black Sea Port of Constanţa (in South-Eastern Romania), that offers multiple logistical opportunities and which will certainly play an important role when the reconstruction of Ukraine begins.

    Prime Minister Marcel Ciolacu: “Our priority is the Port of Constanta, which has become the most important distribution hub at the Black Sea, for Central and Eastern Europe. We will also discuss the possibility of developing other infrastructure projects, including ways to increase the capacity of the Timisoara International Airport, to finance the construction of the Comarnic – Braşov highway and upgrade the Predeal-Braşov railway. We are talking about mature projects that can be carried out through public-private partnership”.

    In another move, the Romanian Prime Minister mentioned the opportunity created by the new natural gas exploitation works in the Black Sea and emphasized the Romanian specialists’ expertise in the field. According to Marcel Ciolacu, these are elements that can facilitate the involvement of prominent Romanian relevant companies in programs designed to develop the oil output, through advanced methods of hydrocarbon recovery from mature or hard-to-reach deposits in Qatar.

    As far as agriculture is concerned, talks focused particularly on ways to facilitate the export of Romanian produce to Qatar, under mutually beneficial terms.

    On this occasion, a Memorandum of Understanding was signed between the two states regarding cooperation in the field of veterinary quarantine, the import and export of living stock and poultry, not affected by epidemics and contagious diseases.

    Prime Minister Ciolacu also underlined that Romania has a competitive advantage in such fields as real estate, tourism, IT and cyber security, the defense industry and mineral waters. All these, the Prime Minister pointed out, offer opportunities for direct Qatari investments in the Romanian economy and pave the way for the development of an in-depth bilateral partnership.

    MEETING – Romanian President Klaus Iohannis is today meeting, in Bucharest, with the Director General of the International Atomic Energy Agency (IAEA), Rafael Mariano Grossi. The talks that the latter had on Monday with Romanian officials such as Prime Minister Marcel Ciolacu, Foreign Minister Luminița Odobescu and Energy Minister Sebastian Burduja focused on the close collaboration between Romania and the IAEA in the development of the civil nuclear program and on the prospects for deepening cooperation in the energy field. The foreign official highlighted Romania’s international profile and its responsible and internationally recognized nuclear policy.

     

    DEFICIT – Romania’s trade balance deficit in the first two months of this year was 4.142 billion euros, by 228.4 million euros smaller than the one recorded in the same period in 2023, according to data from the National Institute of Statistics, published on Tuesday. In February, a trade deficit of 2.174 billion euros was registered. Statistical data show that between January 1 and February 29, 2024, exports totaled 15.042 billion euros, and imports – 19.184 billion euros. Compared to the same period of last year, exports decreased by 0.1%, and imports by 1.2%. In the first two months of 2024, important shares in the structure of exports and imports are held by the product groups: machinery and transport equipment (47.3% for export and 36.3% for import) and other manufactured products (29.1% for export and 27.9% for import). The value of intra-EU27 exchanges of goods in the mentioned period was 11.045 billion euros for shipments and 14.111 billion euros for introductions, representing 73.4% of total exports and 73.6% of total imports.

     

    FISHING – The general ban on fishing began on Tuesday in all natural waters in Romania, according to an order approved by the Ministry of Agriculture and the Ministry of the Environment. Consequently, commercial and recreational activity is to be resumed on June 8, with some exceptions. The ban will last 60 days in the natural fishing habitats, while in the waters that form the state border with Ukraine it will last 45 days, being prohibited from April 16 to May 30. The fishing prohibition period is established depending on the reproduction season of the aquatic fauna, so that it is protected, with a view to sustainable exploitation. During the prohibition period, fishermen can carry out their activity in private lakes.

     

     

    EU – The European Commission has approved an aid scheme for Romanian businesses of approximately 2.5 billion euros. This is intended to protect companies affected by Russia’s war of aggression against Ukraine. The European Commission concluded that the reintroduction of support for Romanian companies remains necessary, adequate and proportionate to remedy the significant disturbances in the economy of a member state. The scheme aims to ensure that the affected companies continue to have enough liquidities.

     

    VISIT – The Romanian Prime Minister, Marcel Ciolacu, announced that he will make official visits to Qatar and the United Arab Emirates. He hailed what he called Qatar’s direct involvement in rescuing Romanian citizens from the Gaza Strip, the scene of the war between the Israeli army and the Palestinian Islamist movement Hamas, and said he wanted to reiterate his thanks to the Qatari leaders. In the United Arab Emirates, Ciolacu also said, he will hold talks on possible investments in the development of the Constanţa Port (south-east), the TAROM state owned airline and the Bucharest Airport.

     

    CARS – The number of new car registered in Romania went down by 22% in March compared to the same month last year and by more than 17% compared to the previous month, according to the Automobile Manufacturers and Importers Association. The electric car segment experienced a setback of almost 36% compared to the same period in 2023. As regards the market share depending on the engine, gasoline cars occupy the first place, with over 58%, followed by electric ones, with almost 24%, and Diesel, with almost 18%. In March 2024, the best selling 100% electric cars in Romania were Dacia Spring and Tesla

    NATO Romania’s NATO accession represented the fulfillment of a historic aspiration and a security imperative and now the alliance is an essential pillar of our foreign and security policy, Romania’s Foreign Minister Luminita Odobescu said in a speech during a ceremony marking 75 years since the foundation of NATO.  According to the head of the Romanian diplomacy, the alliance has passed the test of time and proved strategic vision, determination, resilience, and adjustment abilities. NATO has become stronger in terms of size and influence, the minister went on to say. Romania is firmly devoted to NATO’s permanent adjustment process so that it may become stronger and better prepared for the future” – Romanian president Klaus Iohannis said in a message on a social network. In turn, Prime Minister Marcel Ciolacu said the present development in terms of security at regional and global levels confirms the need for a joint defensive concept in response to Russia’s expansionist ambitions and the aggression against Ukraine. NATO Secretary General, Jens Stoltenberg, said the United States and Europe are stronger and safer within the Atlantic Alliance. It was announced the member countries are working on a financial framework for a 100 billion dollars military aid for Ukraine. Part of the allies said they would be backing the Czech initiative to buy weapons for Kyiv from third countries.

     

    BANK Romania’s Central Bank, also known as BNR, on Thursday decided to keep the yearly key interest rate at 7%, a figure, which remained unchanged for one year and four months. The interest levels the banks can take loans from the Central Bank and those they get while keeping their deposits at the Central Bank have also been kept. The annual inflation rate went up to 7.41% in January and to 7.23 a month later and according to BNR experts, it will continue its downward trend in the following months.

     

    INVESTIGATION The European Commission has opened two in-depth investigations in Romania in connection to possible problems with the implementation of a big EU-funded project. According to a statement from Brussels, the target is a tender launched by a company from Rovinari for the design, construction and exploitation of a photovoltaic park. The project is partially funded by the EU’s Modernisation Fund and the Commission believes there are sufficient indications that two of the bidders received foreign subsidies that distort the internal market. One of the consortiums that made a bid is listed on the Hong Kong exchange and the other is subordinated to the China Central People’s Government. Under the EU Foreign Subsidies Regulation, companies are obliged to notify their public procurement tenders in the EU when the estimated value of the contract exceeds €250 million, and when the company was granted at least €4 million in foreign financial contributions from at least one third country in the three years prior to notification.

    The economic forum Romania – The Republic of Moldova

    Romania and the Republic of Moldova want to connect their capital markets, the heads of the governments in Bucharest and Chisinau told a bilateral economic forum held in the Romanian capital city.

    The move would allow the Moldovan companies to expand and the state to take another step towards its EU integration. Romanian Prime Minister Marcel Ciolacu said that in the relationship between Romania and Republic of Moldova the time of flower bridges is over and now it’s the time for investment and the projects with an economic impact. He encouraged the companies in the neighboring state to use the Bucharest Stock Exchange until that in Chisinau has enough liquidity.

    Marcel Ciolacu: “The capital market is an essential pillar of the economic interconnection between the two countries. We have the energy zone, where this interconnection already functions at full throttle and which proved vital for the Republic of Moldova in the past year. All our efforts are destined to helping the Republic of Moldova to take big and steady steps to come closer to the European Union. We are helping it with top Romanian experts who are presently working in key positions in Chisinau. We are helping it with massive annual investments of hundreds of millions of Euros. We are helping it with a bilateral trade volume, which has tripled in the past decade. 

    In turn the head of the Moldovan government, Dorin Recean, has said the interconnection of the two capital markets is not easy to accomplish, but represents an opportunity for the companies in the Republic of Moldova to expand and go regional. He underlined that in spite of the war in neighboring Ukraine, the Cabinet in Chisinau has managed to stabilize the economy and the Republic of Moldova has a business-oriented fiscal-budgetary policy aimed at reducing bureaucracy, and digitizing the public services.

    Dorin Recean: ”What we need to do in the following period of time, is to attract investors, to attract the business environment to come and invest in the opportunities the Republic of Moldova offers. They already are in the energy sector, in infrastructure, the industrialization of agriculture, the IT sector, the pharmacy sector, the sector of electronic appliances. Today, Romania is the most important trade partner of the Republic of Moldova and we are glad the trade volume is on the rise.”

    The stock exchange is an extremely important pillar in supporting the economy and the local companies, the president of the Bucharest Stock Exchange, Radu Hanga said. He said the institution he leads is ready to offer expertise to its Moldovan counterpart, until the latter functions at optimum parameters and has the liquidity it needs.

    MOTION – The Chamber of Deputies today dismissed the simple motion against Finance Minister Marcel Boloș, filed by USR and Forța Dreptei opposition parties. The motion was debated yesterday, opposition members criticising the Minister for introducing a 10% tax on medical leave to cover the holes in the state budget. Minister Boloș is also accused of violating the law that stipulates that any tax must be enacted six months after its introduction. Marcel Boloș denied all accusations, slamming the opposition’s motion as a politicized initiative. The healthcare system is underfunded, and the government sought to discourage medical leave, which would bring less benefits to working employees, the Finance Minister said in response.

     

     

    TALKS – The president of Romania, Klaus Iohannis, today met his Moldovan counterpart, Maia Sandu. The head of state reiterated Romania’s firm support for Moldova’s EU integration efforts. President Iohannis is also expected to receive the president of Spain’s People’s Party, Alberto Núnez Feijóo, as well as the president of the European People’s Party in the European Parliament, Manfred Weber. Talks follow one day ahead of the EPP Congress scheduled to take place in Bucharest on Wednesday and Thursday.

     

     

    SCHENGEN – Romania is ready to join the Schengen area, not just with its air and maritime borders, which is expected to happen at the end of March, Interior Minister Cătălin Predoiu said on the sidelines of the Justice and Home Affairs Council meeting in Brussels. Romania could strengthen Schengen, which is why it is unfair our country should only be partly integrated in this area, Minister Predoiu went on to say. Romania reduced migration by nearly 60% last year, while only 40 people illegally crossed the Serbian border thanks to a pilot program, the Romanian official said. His Austrian counterpart, Gerhard Karner, said Vienna is in no hurry to make a decision regarding Romania’s full accession to the Schengen area.

     

     

    OECD – Prime Minister Marcel Ciolacu said that in 2026, Romania will manage to achieve one of its key objectives, namely to join the Organization for Economic Cooperation and Development (OECD). To that end, we need to implement reforms stipulated in the National Recovery and Resilience Plan (PNRR), the head of government added. The OECD comprises the world’s most developed states, which together account for 70% of global production and trade and 90% of foreign direct investment.

     

     

    BACCALAUREATE MOCK EXAMS– The mock Baccalaureate exam series continues today with the mandatory written exam for each profile, according to the timetable published by the Education Ministry. On Monday, high-school pupils took the Romanian language and literature written test. On Wednesday, they will sit an optional written test for each profile. Representatives of national minorities will sit the Romanian language and literature exam on March 7. Preliminary results will be announced on March 15. The Baccalaureate mock exams are held in over 1,320 schooling units, and will be taken by some 146,000 pupils, the Education Ministry reports.

     

     

    POLLUTION – Bucharest was ranked 35 in a list of the most polluted world capitals, according to a platform providing independent data on air quality. Other cities such as Berlin, Istanbul, Brussels or Warsaw rank above Romania, with in top position. The capital of Vietnam on Monday was blanketed by a thick haze of heavy pollution, caused by high levels of particulates from vehicle emissions and construction-linked fine dust. Air pollution is known to cause respiratory diseases and other chronic illnesses.

     

     

    HANDBALL – The Romanian men’s handball team, Dinamo Bucharest, is today playing Sporting Lisbon of Portugal at home in its first fixture in the EHF European League main group 4. In the same group, CSM Constanța is taking on Fucshe Berlin, the defending champions. Having secured 3rd place in the group tables, Dinamo will play the playoff match against the team in second place in group 3, possibly Bjerringbro-Silkeborg of Denmark. The first leg will be played in Bucharest on March 26, while the return leg will take place on April 2 away from home. CSM Constanța, on the other hand, is bottom of the group tables and is thus eliminated. (VP)

    VISIT – Romanian Senate Speaker Nicolae Ciucă is today paying an official visit to Moldova for talks with the pro-European administration. Nicolae Ciucă will meet Parliament Speaker Igor Grosu, as well as Moldovan president Maia Sandu. Ciucă and Grosu will plant saplings in the Botanical Gardens in Chișinău. Yesterday, Nicolae Ciucă congratulated the Moldovan leadership for their “responsible and balanced approach to security issues, particularly at a time ridden with regional challenges”, a reference to the war in neighboring Ukraine.

     

    STATISTICS – Romania has a record-high number of 5.75 million employees, former Labor Minister Marius Budăi has said, claiming that “public investment and state subsidies have helped create new jobs and ensure decent wages”. The net average salary in Romania has exceeded 1,000 EUR, the Social-Democrat politician says.

     

    ELECTION – Candidates in the European Parliament election can also enroll in the local election, according to a draft emergency decree on the joint organization of the two ballots, recently launched for debate by the Interior Ministry. The elections will be held on June 9. To prevent two officials from holding office at the same time, the mandates of newly elected mayors will be validated on September 27, when the mandate of the current local officials is set to expire. At the same time, acting mayors and county council presidents will be allowed to run on behalf of a political party other than the one they represented in the previous round of election. The PSD-PNL government says the joint organization of local and European Parliament elections will ensure greater participation in the European ballot and help curb public spending. We recall the presidential election will be held in September whereas the parliamentary election has been slated for December.

     

    MEETINGS – Prime Minister Marcel Ciolacu will attend the Party of European Socialists Congress, hosted by Rome on Friday and Saturday. The Congress is expected to adopt the joint Socialist platform ahead of the European Parliament election and designate the candidate for the European Commission presidency. A meeting of the European S&D Group will be held in Bucharest in April. Next week, the Romanian Liberal Party is also expected to host the European People’s Party Congress, to be attended by some 2,000 participants.

     

    OECD – The OECD has this week given its first formal approval regarding Romania’s bid to join the OECD, the Romanian Finance Ministry reports. The Working Party of Senior Budget Officials conducted a review of Romania’s progress on December 19, 2023. At the time, the Finance Ministry presented the reforms Romania has undertaken to align its economic policies to OECD standards and practices in the field of budget governance. Being part of the OECD is not just about having access to top-quality expertise in a large array of fields, but also comes with opportunities, such as attracting foreign investment, boosting innovation and competitiveness, Finance Minister Marcel Boloș said.

     

    NAVALNY – The Russian police are patrolling the Moscow cemetery where the Russian opposition leader, Alexei Navalny, is expected to be entombed later today. The funeral is held two weeks since Navalny died in a Siberian prison. His death generated suspicion and allegations from his supporters and some Western leaders, who accuse Vladimir Putin of being responsible for the death of Alexei Navalny, commonly seen as the Kremlin’s public enemy no. 1. The Kremlin denied all accusations. A climate of fear now reins in Russia, with Moscow harshly punishing opponents and critics, although it is unclear how many Russians will come to pay their respects, whether they will be allowed inside the church and how security forces will ensure crowd control, international media writes.

     

    MĂRȚIȘOR – Romanians celebrate the coming of spring on March 1, also known as Mărțișor. The symbol of this popular holiday is the March trinket, usually an item of jewelry accompanied by a red and white string. Traditions associated with Mărțișor were inscribed on UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity in 2017. (VP)

    Environmental protection must not be neglected, Romanian President Klaus Iohannis has said during a meeting that brought together several NGOs in the field.  According to the president, thanks to the projects run by various NGOs, citizens have better understood the benefits of some actions aimed at environmental preservation and have become real partners in the green transition. Nevertheless, there are still challenges to address; the Romanian President went on to say. Iohannis says that he stands for the need of a national pact, under which the environmental protection becomes a priority and has underlined the importance of education for the environment and climate.

    Klaus Iohannis: “We are talking about projects, which propose new activities for students or contribute to the training of teachers to complete the still limited government capabilities in terms of environmental education. Moreover, many organizations have been taking moves directly involving communities in nature preservation but also in energy transition. Through suchlike projects, citizens are better understanding the benefits of some environmental activities and are becoming certain partners in the green transition.”

    The Romanian President believes that efforts aimed at protecting the environment can be implemented so that they may benefit the national economy.

    Klaus Iohannis:  “Measures in terms of energy access and energy efficiency must support the most vulnerable consumers through investment that simultaneously reduce both the bills and the pollution. At least part of the green technology used in the new investment must be made in Romania to create fresh jobs and added value.”

    In turn, Romania’s Prime Minister Marcel Ciolacu has underlined the active role civil society is playing in developing and implementing environment policies. He pleaded for partnerships between the public sector and civil society with a view to contributing to the protection and preservation of natural resources and the creation of a cleaner and safer environment for the Romanian citizens.

    Marcel Ciolacu: “Sometimes, some people forget that economic and social development must take into account and be in a state of balance with nature. And for this reason, your role is all the more so important as all these desiderata – sustainable development, fighting climate change, the rehabilitation and protection of natural areas, education and raising people’s awareness – have to be the main pillars, Romania’s development must be based upon.

    The minister has recalled a series of successful projects run in the past years, which contributed to the promotion of sustainable development and mentioned that politicians, through the decisions they make, must take into account the reality in Romania’s economy and social environment as well as the NGOs proposals.

    Le premier ministre en visite en Italie


    La Roumanie et l’Italie se trouvent dans une
    nouvelle étape de développement de leur partenariat stratégique renforcé, a
    affirmé jeudi, à Rome, le premier ministre Marcel Ciolacu. Et lui de préciser
    que la déclaration commune signée avec son homologue de Rome, Giorgia Meloni,
    jette les base d’un plan d’action censé consolider les relations bilatérales.
    « Nous avons apprécié l’ouverture de Mme Meloni vers un renforcement de la
    coopération économique et vers la mise en valeur de la communauté roumaine
    vivant en Italie, tout comme des Italiens de Roumanie » a déclaré M.
    Ciolacu. Et lui de rassurer les ressortissants roumains de la Péninsule des
    efforts déployés par les autorités de Bucarest pour solutionner leurs dossiers
    de retraite. Par ailleurs, le chef du gouvernement roumain a affirmé espérer
    que Mme Meloni soutiendra les démarches lancées en 2012 et censées permettre la
    signature d’un accord entrel’Archevêché
    orthodoxe de Roumanie et le gouvernement italien au sujet du statut du clergé
    orthodoxe roumain.

    Les pourparlers de Marcel Ciolacu avec Giorgia Meloni ont
    été principalement dominés par la dimension économique, en sachant qu’en 2023,
    les échanges commerciaux bilatéraux se sont chiffrés à plus de 20 milliards
    d’euros. « L’Italie est le deuxième partenaire commercial de la
    Roumanie »
    a affirmé Ciolacu, avant d’ajouter « C’est avec grande
    satisfaction que je remarque que les Roumains de la Péninsule figurent en
    deuxième position dans le classement des étrangers qui mettent en place leurs
    propres entreprises en Italie ». L’occasion d’appeler les hommes
    d’affaires italiens à investir en Roumanie.

    Par ailleurs, la réunion des
    cabinets roumain et italien a porté aussi sur des sujets figurant à l’agenda
    européen et international. Jeudi encore, Marcel Ciolacu a été reçu en audience
    privée par le Pape François avant de s’entretenir avec le secrétaire d’Etat du
    Saint Siège, le cardinal Pietro Parolin.


    La visite en Italie de la délégation roumaine s’est
    clôturée par un forum économique italo-roumain. Mercredi, au premier jour de sa
    visite à Rome, Marcel Ciolacu a rencontré le maire de la ville et des
    représentants de la communauté roumaine sur place.




    Prévisions économiques



    La Banque centrale de Roumanie a révisé
    à la baisse ses prévisions d’inflation pour la fin de cette année, de 4,8% à
    4,7%, selon les données rendues publiques jeudi par le gouverneur de la BNR,
    Mugur Isarescu. L’institution financière estime que le taux d’inflation chutera
    à 3,5% d’ici la fin de l’année prochaine. Néanmoins, M. Isarescu affirme qu’une
    série de facteurs internes et externes sont susceptibles d’impacter l’évolution
    du taux d’inflation, notamment la conduite de la politique fiscale et les
    évolutions en liaison directe avec les deux conflits militaires, celui
    d’Ukraine et de Gaza.

    Par ailleurs, la BNR n’exclut pas une baisse du taux
    directeur après avoir décidé de le garder à 7%. Mugur Isarescu rappelle que la
    baisse du taux directeur devient possible seulement au bout de deux mois
    consécutifs durant lesquels le taux d’inflation a chuté. Enfin, l’Institut
    national de la Statistique annonce une croissance économique de 2% pour l’année
    dernière. La majoration dépasse aussi bien le niveau enregistré au sein de
    l’UE, qu’au sein de la zone euro où la majoration du PIB a été de seulement
    0,5%.

    hôpitaux de Roumanie, y compris de Bucarest, la capitale, ont été la cible
    d’une cyberattaque qui a crypté leurs bases de données, a fait savoir la
    Direction nationale chargée de la Sécurité informatique. La plupart des
    hôpitaux affectés disposaient des copies de sauvegarde.

    Dans une déclaration
    pour Radio Roumanie Actualités, le ministre de la Santé, Alexandru Rafila, a
    précisé que certains hôpitaux affectés avaient remédie à la situation.

    De nouvelles
    normes de sécurité seront mises en place afin de mieux lutter contre de tels
    actes criminels qui déstabilisent le système national médical. La Direction
    d’investigation contre le crime organisé et le terrorisme a lancé une enquête
    contre X. Ce n’est pas la première fois que les institutions roumaines sont victimes
    d’une cyber-attaque.


    De l’or et du
    bronze pour les sportifs roumains



    L’athlète roumaine, Mihaela Valentina Cambei, a été
    sacrée meilleure haltérophile européenne en 2023, après avoir remporté trois
    fois l’or en catégorie 49 kilos aux Championnats d’Europe de Sofia, en
    Bulgarie.

    Par ailleurs, la sportive roumaine, Andreea Beatrice Ana, a gagné la
    médaille d’or en catégorie 55 kilos aux Championnats européens de lutte séniors
    déroulé à Bucarest, après une victoire, jeudi, en finale, contre la Moldave,
    Mariana Drăguţan.

    Jeudi encore, le Roumain, Cătălin Preda, s’est classé troisième au concours
    masculin de plongeon de haut vol aux Championnats du monde de natation de Doha,
    au Qatar.

    Désigné en 2023 meilleur plongeur de haut vol, le Roumain Constantin
    Popovici n’a obtenu cette fois-ci que la 8ème place. L’année dernière, aux
    Championnats du monde de Fukuoka, Popovici a remporté l’or, tandis que son
    compatriote, Catalin Preda, a gagné la médaille d’argent. En 2022, Popovici
    s’est classé encore une fois en première position de l’épreuve de haut plongeon

    The Prime Minister of Romania visits Italy

    Romania and Italy are entering a new stage of development of their consolidated strategic partnership, Prime Minister Marcel Ciolacu said on Thursday in Rome. He pointed out that the joint statement he signed with Prime Minister Giorgia Meloni lays the foundations for an action plan that will strengthen relations between the two states at another level. “I appreciated the openness of Ms. President Meloni regarding the intensification of economic cooperation, but also for the valorization of the Romanian diaspora living in Italy, as well as the Italian community in our country,” said Ciolacu, in joint statements made alongside his Italian counterpart. Marcel Ciolacu conveyed to the Romanians in Italy that the authorities in Bucharest are at their disposal, and thanked the Italian Prime Minister and the Ministry of Labor and Social Policies of this country for unblocking the situation regarding the settlement of the pension files of the Romanians who worked in the Peninsula. At the same time, the head of the Government expressed his hope that Prime Minister Meloni will also support the steps to complete the negotiations on the agreement between the Romanian Orthodox Bishopric and the Italian Cabinet, started in 2012, regarding the status of Romanian Orthodox clergy, in the context in which the Orthodox Bishopric provides essential support for Romanians in Italy. During the joint meeting of the two Governments, the main topic was related to the economic dimension, given the fact that bilateral trade exceeded 20 billion euros in 2023, a new record. “Italy is Romania’s second trade partner. At the same time, I notice, with satisfaction, that the Romanians over here have reached the second place in a ranking of foreigners who open businesses in Italy, with tens of thousands of companies and individual enterprises”, highlighted Ciolacu. He also launched a call to Italian companies to invest in Romania. On the other hand, the meeting of the Cabinets from Bucharest and Rome also provided the opportunity to discuss topics on the European and international agenda. Also on Thursday, Prime Minister Ciolacu was received at the Vatican, in a private audience, by Pope Francis, and then he discussed with the Secretary of State of the Holy See, Cardinal Pietro Parolin. The visit of the Romanian delegation to Italy ended with an Italian-Romanian economic forum. On Wednesday, on the first day of his visit to Italy, the head of the Bucharest executive had a meeting with the mayor of Rome and representatives of the Romanian community in the Peninsula.

    Economic forecasts

    The National Bank of Romania has slightly lowered its inflation forecast at the end of this year to 4.7%, and anticipates a value of 3.5% for the end of 2025. The Governor of the National Bank of Romania, Mugur Isărescu, says that there are, however, a number of internal and external factors that can leave their mark on the evolution of inflation, among the most important being the conduct of fiscal policy, as well as the developments related to the two unfolding military conflicts. On the other hand, the Central Bank does not rule out a decrease in the monetary policy interest rate, after recently deciding that this indicator should remain at 7% per year. According to the governor of the NBR, Mugur Isărescu, the reduction of the reference interest rate, taken into account by any bank when granting loans to clients, individuals or companies, can only take place after two consecutive months of falling inflation. For its part, the National Institute of Statistics shows that Romania’s economy grew by 2% in 2023. The increase is above the level recorded both in the EU and in the euro zone, where the gross domestic product grew by only 0.5 percent.

    Cyber attack on hospitals in Romania

    26 hospitals in Romania, including Bucharest, were affected, this week, by a cyber attack that encrypted the data from the servers of these units, announced the National Cyber Security Directorate. Most of the affected medical units, however, had backups. The Minister of Health, Alexandru Rafila, stated for Radio Romania that some of the affected units managed to fix their problems, and the competent institutions will develop a new technical standard aimed at preventing such actions that destabilize the medical system. The national organized crime division has opened a criminal case, in which criminal investigations are carried out in rem, in connection with the cyber attack. In the past, computer attacks have also targeted public institutions in Romania.

    Gold and bronze medals for Romanian athletes

    Mihaela Valentina Cambei was awarded the title of the best European weightlifter of the year 2023, on Monday, in Sofia, Bulgaria, after winning three gold medals in the 49 kg category, at the European Championships, announced the Romanian Weightlifting Federation on its Facebook page. On the other hand, on Thursday, Romanian athlete Andreea Beatrice Ana won the gold medal in the 55 kg category, at the European Wrestling Championships for seniors in Bucharest, after defeating Mariana Drăguţan from the Republic of Moldova in the finals . Also on Thursday, Romanian athlete Cătălin Preda won the bronze medal in the men’s high jump event (27 meters), at the World Swimming Championships in Doha, Qatar. Romanian Constantin Popovici, the holder of the world title, ranked only eighth. At the World Championships in Fukuoka, last year, Popovici won the gold, and Preda took the silver. Popovici also won gold at the 2022 European Championships, where Preda also took the silver.

    It’s hard to imagine any other country with which Romania has so many affinities and connections than Italy. The two countries have kindred, Romance languages, countless cultural exchanges, a common history of national unification at the end of the Great War, long-lasting dictatorships (a fascist one in Rome and a communist one in Bucharest), restored democracies which for decades have been eroded by unstable governments, political corruption and also share a passion for football – all that binds the two countries’ people, despite the geographical distance. At present, Romania and Italy are both NATO allies and partners at EU level, tied by a bilateral strategic partnership. Italy also hosts the largest Romanian community abroad – some 1 million people. Italy is Romania’s second-largest trade partner and the second export destination for Romanian products, as well as the second-largest supplier of goods to Romania. Last year, two-way trade stood at over 20 bln EUR, the largest volume in Italy’s history. Italy ranks 6th in terms of foreign investors in Romania. Romania and Italy want to boost their cooperation, according to a joint statement to develop the consolidated strategic partnership between the two states, signed in Rome by Prime Ministers Giorgia Meloni and Marcel Ciolacu. According to Radio Romania’s correspondent, the joint government session also occasioned the signing of other memorandums for cooperation in such fields as defense, law enforcement, the judiciary, start-ups, nuclear energy, cyber-security, tourism, civil protection or the training of public workers.

     

     

    “Italy is Romania’s second destination market and supplier of goods and the main investor in Romania in terms of the number of firms with Italian capital. Over 50,000 Italian companies operate in Romania, which signals the excellent level of our relations. Italy is also well represented in several strategic sectors, from energy, large infrastructure and agribusiness to banking and healthcare”. Italy’s prime Minister Giorgia Meloni pointed out.  In turn, Romania’s Prime Minister highlighted the good relations between the two states.

     

     

    “I’m here to convey a strong message to Italian businesses: come and invest in Romania, it will be worth it. The Italian business sector in Romania contributes to the economic development of our country”.

    dépassé le niveau record de 20 milliards d’euros. « Nous avons apprécié
    l’ouverture de Mme Meloni vers un renforcement de la coopération économique et
    vers la mise en valeur de la communauté roumaine vivant en Italie » a
    déclaré M. Ciolacu. Pour sa part, Giorgia Meloni a précisé que la déclaration
    commune augmente le potentiel de coopération bilatéral. « La communauté
    roumaine est la communauté étrangère la plus nombreuse de chez nous. Forte de
    plus d’un million de personnes, elle a une contribution très importante dans
    notre pays ». En visite à Rome, le premier ministre roumain a été reçu
    aussi par le pape François et a eu des discussions avec le secrétaire d’Etat du

    Cyber-attaque – « Personne ne doit payer la rançon demandée par les
    cybercriminels après l’attaque contre le système informatique « Hippocrate »,
    puisque cela ne garantit pas la possibilité de récupérer les données volées».
    C’est la recommandation ferme de la Direction nationale de Sécurité
    Cybernétique de Roumanie, suite à la cyber-attaque perpétrée dans la nuit du 11
    au 12 février dernier contre la compagnie roumaine Romanian Soft Company (RSC, www.rsc.ro) qui gère le système informatique
    utilisé par les hôpitaux de Roumanie. Cette attaque a perturbé l’activité de 26
    hôpitaux roumains.


    Grève – Les représentants de la Fédération Syndicale Sanitaire
    de Roumanie ont poursuivi leurs protestations jeudi, devant les sièges du
    ministère des Finances et de la Chambre des Députés. Ils continuent à menacer d’entrer
    en grève générale. La Fédération se propose d’organiser de tels rassemblements
    chaque semaine, avant une ample protestation devant le siège du gouvernement, prévue
    le 11 mars prochain, Jour national du personnel sanitaire. Leur principale
    revendication porte sur la majoration d’au moins 25% des salaires pour toutes
    les catégories salariales du système de soin.
















    Routiers – En
    Roumanie, les chauffeurs routiers demandent l’aide du gouvernement pour supprimer
    les contrôles à la frontière bulgare, qu’ils considèrent comme abusifs et en
    raison desquels ils sont obligés de passer plusieurs journées à la douane avec le
    pays voisin. L’Union Nationale des Camionneurs de Roumanie demande
    l’intervention d’urgence du premier ministre, des ministres des Transports et
    des Affaires étrangères, ainsi que de l’ambassadeur roumain à Sofia. Même en
    l’absence de mesures concrètes pour remédier à cette situation, les chauffeurs
    routiers réclament que l’adhésion de la Roumanie à l’espace Schengen de libre
    circulation se fasse séparément de celle de la Bulgarie. A leur dire, une adhésion
    de Bucarest à la zone de libre circulation pourrait réduire les temps d’attente
    à la frontière avec la Hongrie. À noter que la Roumanie et la Bulgarie ont
    obtenu une adhésion partielle à Schengen, à compter de mars prochain,
    uniquement par voie aérienne et maritime.


    BNR – La Banque

    Education – Les
    politiques américaines et roumaines censées accroître le bien-être des élèves
    ont dominé mercredi, les discussions que la ministre roumaine de l’Education,
    Ligia Deca, a eues avec son homologue américain, Miguel Cardona, en présence de
    l’ambassadeur roumain aux Etats-Unis, Andrei Muraru. En visite aux Etats-Unis,
    Mme Deca a mis en évidence les efforts déployés par le gouvernement roumain
    d’accroître le budget de l’Education. D’autres thèmes ayant dominé les débats
    ont été l’insertion sociale des enfants des réfugiés, la stratégie de lutte
    contre l’antisémitisme et l’utilisation des nouvelles technologies dans les
    activités pédagogique.


    Natation – Le sportif roumain Cătălin Preda a remporté la
    médaille de bronze de l’épreuve masculine de plongeon de haut vol (27 m),
    jeudi, aux Mondiaux de natation de Doha, au Qatar. Il partage le podium avec le
    Britannique Aidan Heslop (Iere place) et le FrançaisGary
    Hunt ( 2e place). Notre compatriote Constantin Popovici, champion
    mondial, s’est classé en 8ème position seulement. Et c’est toujours ce jeudi à Doha, que
    l’équipe nationale masculine de water-polo s’est classée 10e au
    Championnat du monde de water-polo, après une défaite face aux Etats-Unis sur
    le score de 13 buts à 9.


    Météo – Ces 24 prochaines heures, le ciel sera plutôt bleu
    partout en Roumanie, à l’exception de l’est et du sud-est où des pluies éparses
    sont attendues. Vendredi, nous aurons entre 5 et 14 degrés.

    Zusammenlegung von Wahlgängen: Erste Sondierungsgespräche in der Koalition ergebnislos ausgegangen





    In Rumänien finden in diesem Jahr gleich vier Wahlgänge statt — Europawahlen, Kommunalwahlen, Parlamentswahlen und Präsidentschaftswahlen. Ein noch nie dagewesenes Superwahljahr 2024, und die politischen Parteien fiebern schon jetzt dem Wettbewerb um die Gunst der Wähler entgegen. Allen voran die Sozialdemokraten und Liberalen, die trotz der regierenden Koalition auch Kontrahenten bei den Wahlen bleiben. Vor diesem Hintergrund gibt es seit vergangener Woche Überlegungen, einige Wahlgänge zusammenzulegen. Doch geht es dabei nicht nur ums Ansinnen, Geld zu sparen oder den Wählern den Urnengang zu erleichtern — für die PSD wie für die PNL steht auch politisches Kalkül dahinter, daher wird vorerst noch taktiert.



    Die am gestrigen Montag stattgefundenen Beratungen der Koalitionspartner sind ergebnislos ausgegangen — konkret wurde kein Einvernehmen über eine mögliche Zusammenlegung verschiedener Wahlgänge erzielt. Im Raum steht die Zusammenlegung der Wahlen für das Europäische Parlament mit den Kommunalwahlen am 9. Juni, und später im Herbst könnten die Parlamentswahlen zeitgleich mit dem ersten oder zweiten Urnengang für die Präsidentschaftswahlen stattfinden, so die Überlegungen. Den Liberalen würde eher die zweite Variante passen, wie PNL-Chef Nicolae Ciucă noch vor den Unterredungen mit dem Koalitionspartner eröffnete:



    Die Rede ist von einer Zusammenlegung mehrerer Wahlgänge, damit die Wähler nicht gleich fünfmal innerhalb von sechs Monaten zu den Urnen müssen. Die Parlamentswahlen gleichzeitig mit der Stichwahl für das Präsidentenamt stattfinden zu lassen, könnte daher eine Lösung sein. Nach unserer Auffassung wäre allerdings der erste Urnengang für die Präsidentenwahl auch im Sinne der Wahlgesetzgebung besser geeignet gewesen für eine Zusammenlegung mit den Parlamentswahlen. Deshalb haben wir noch vor diesen Unterredungen grünes Licht vom Ständigen Büro der Partei für Verhandlungen zu diesem Vorsto‎ß eingeholt.“




    Doch dem Koalitionspartner PSD schwebt eher eine Zusammenlegung der Kommunalwahlen mit den Europawahlen vor — als grö‎ßte Partei mit einer disziplinierten Wählerschaft würde sie davon profitieren. Zudem hat sich aus dem bisherigen Verlauf der Wahlgänge im postkommunistischen Rumänien gezeigt, dass regierende Parteien mit dem grö‎ßeren Gewicht in der Regel besser bei Kommunalwahlen abschneiden. Ein weiteres Treffen der Spitzenpolitiker der Sozialdemokraten und Liberalen ist auf kommenden Freitag anberaumt, und es ist fraglich, ob bis dahin ein für alle tragbarer Kompromiss ausgehandelt werden kann. Dennoch stehen beide Gro‎ßparteien unter Druck — bis Anfang März muss die Exekutive die entsprechenden gesetzlichen Bestimmungen für die Europawahlen erlassen. Marcel Ciolacu, Chef der Sozialdemokraten und amtierender Premierminister, drängt auf die Festlegung eines klaren Zeitplans für die Wahlen, an dem nicht mehr gerüttelt werden sollte:



    Für mich als Premierminister, aber auch als Parteivorsitzender, ist es wichtig, dass wir vor den Wählern als Koalition auftreten, die den Bürgern Respekt entgegenbringt — daher müssen klare Termine für alle Wahlen festgelegt werden, um endlose Diskussionen über Zusammenlegungen oder Terminverschiebungen zu vermeiden. Deshalb brauchen wir einen klaren Kalender, alle demokratischen Parteien sollten sich dazu bekennen, und damit treten wir dann auch an. Wir haben alle möglichen Wahlen in einem Jahr — das ist eine Premiere in Rumänien.“




    Die Opposition läuft Sturm gegen eine mögliche Zusammenlegung unterschiedlicher Wahlgänge. Die querbeet von linksliberal bis rechtsnationalistisch zu verortenden Oppositionsparteien sind der Auffassung, dass eine Überschneidung der Wahlen nur für die Regierungsparteien von Vorteil wäre. Allesamt erachten sie die Zusammenlegung unterschiedlicher Wahlgänge als undemokratisch und verfassungswidrig und wollen im Falle einer derartigen Entscheidung vor das Verfassungsgericht klagen.

    Die nationale Direktion für Cybersicherheit in Rumänien führt eine Untersuchung durch, nachdem in den letzten zwei Tagen 20 Krankenhäuser, die die IT-Plattform Hippocrate nutzen, von einem Cyberangriff betroffen waren. Ein 21. Krankenhaus, das Kinderkrankenhaus in Pitesti (Süden), ist seit Samstag betroffen. Die anderen 79 Einheiten des Gesundheitssystems wurden vom Internet getrennt und sind Gegenstand weiterer Untersuchungen, um festzustellen, ob sie Ziel eines Angriffs waren oder nicht. Die meisten der betroffenen Krankenhäuser haben Sicherungskopien ihrer Daten angelegt, was eine leichtere Wiederherstellung der Dienste ermöglichen könnte, wenn sich die Lage wieder normalisiert. Das Hippokrates-System ist das System, das die medizinischen Aktivitäten in den Krankenhäusern mit der staatlichen Krankenkasse verbindet. Wenn es nicht mehr funktioniert, können die medizinischen Leistungen nicht an die CNAS gemeldet werden. Wir erinnern daran, dass vor kurzem ein weiterer Computerangriff die Website der Abgeordnetenkammer betraf, von der Hunderte von Dokumenten gestohlen wurden, darunter auch solche, die nicht für die Öffentlichkeit bestimmt sind.

    Der rumänische Ministerpräsident
    Marcel Ciolacu wird am 14. und 15. Februar zu einem Arbeitsbesuch nach Rom
    reisen, wo er am dritten gemeinsamen Treffen der rumänischen und der
    italienischen Regierung teilnehmen wird, 13 Jahre nach dem letzten
    zwischenstaatlichen Gipfel. Der Premierminister wird Gespräche mit dem
    Ministerpräsidenten der Italienischen Republik, Georgia Meloni, führen und an
    der Plenarsitzung der beiden offiziellen Delegationen sowie an der
    Unterzeichnungszeremonie der bilateralen sektoralen Dokumente teilnehmen. Auf
    dem Programm des Besuchs stehen auch ein Treffen mit dem Bürgermeister von Rom,
    Roberto Gualtieri, sowie ein Treffen mit Vertretern der rumänischen
    Gemeinschaft in Italien. Italien ist einer der wichtigsten Wirtschaftspartner
    Rumäniens, und die Organisation des Wirtschaftsforums, das sich auf Bereiche
    wie IT&C, Energie, verarbeitende Industrie und Maschinenbau, Infrastruktur
    und Agrar- und Ernährungswirtschaft konzentriert, ist eine weitere
    ausgezeichnete Gelegenheit, unsere wirtschaftliche Zusammenarbeit zu
    verstärken, sagte Premierminister Marcel Ciolacu. Marcel Ciolacu wird von Papst
    Franziskus im Vatikan in Audienz empfangen werden und mit dem
    Kardinalstaatssekretär zusammentreffen.


    Die Unterstützung der europäischen Integration der Republik Moldau (ehemalige Sowjetunion, überwiegend rumänischsprachig) ist ein festes Ziel, das die rumänische Regierung auf der Grundlage der strategischen Partnerschaft für die europäische Integration der Republik Moldau verfolgt. Diese Erklärung wurde heute in Bukarest vom rumänischen Außenminister Luminiţa Odobescu während der Konsultationen mit der stellvertretenden Premierministerin für europäische Integration des Nachbarstaates, Cristina Gherasimov, abgegeben. In diesem Zusammenhang dankte Gherasimov Bukarest für die ständige Unterstützung und das energische Handeln auf politischer Ebene bei der Sicherstellung der für Chisinau günstigen Entscheidungen, die in den letzten Jahren auf europäischer Ebene getroffen wurden. Das Außenministerium unterstreicht, dass der Besuch der stellvertretenden Ministerpräsidentin Cristina Gherasimov in Rumänien eine Bestätigung der besonderen Beziehungen zwischen den beiden Staaten und des ausgezeichneten Zustands des bilateralen Dialogs darstellt.



    Der rumänische Präsident Klaus Iohannis hat am 21. Februar den Obersten Verteidigungsrat (CSAT) des Landes einberufen, teilte die Präsidialverwaltung mit. Nach Angaben der zitierten Quelle stehen folgende Themen auf der Tagesordnung: die Entwicklung der Sicherheitslage in der Schwarzmeerregion im Zusammenhang mit der russischen Aggression gegen die Ukraine und die Auswirkungen auf Rumänien, die Fortschritte im Bereich der Verteidigungsplanung, insbesondere die Entwicklung von Ausstattungsprogrammen und die Schritte zur Aufstockung des Personalbestands sowie die Personalbindung. Ebenfalls auf der Tagesordnung stehen ein Bericht über die Tätigkeit des Operativen Rates für Cybersicherheit im Jahr 2023 und der Bericht der CSAT über die Tätigkeit im vergangenen Jahr. Während des Treffens sollen auch andere aktuelle Themen im Bereich der nationalen Sicherheit analysiert werden, so die Präsidialverwaltung.



    Die Führer der regierenden PSD-PNL-Koalition in Rumänien haben am Montag keine Einigung über die Zusammenlegung der Wahlen erzielt. Es gibt zwei Szenarien – die Abhaltung der Europawahlen am 9. Juni zusammen mit den Kommunalwahlen und gegen Ende des Jahres die erste oder zweite Runde der Präsidentschaftswahlen zusammen mit den Parlamentswahlen. Sollte keine Einigung erzielt werden, würden die vier Wahlen pünktlich stattfinden. Ein neues Treffen zwischen PSD und PNL findet am Freitag statt. Einzelheiten nach den Nachrichten.



    Das Außenministerium in Bukarest rät rumänischen Staatsbürgern, die in von Malariafällen betroffene Länder reisen wollen, sich über die Bedingungen in diesen Gebieten zu informieren. Das Ministerium empfiehlt den Bürgern, sich vier bis sechs Wochen vor der Reise an eine internationale Impfstelle zu wenden. Grund für diese Empfehlung ist die jüngste Zunahme von Malariafällen, die in einigen Fällen zum Tod der Infizierten geführt haben. Fachleute des öffentlichen Gesundheitswesens weisen darauf hin, dass der Impfplan vor einer Auslandsreise individuell gestaltet und vom Arzt empfohlen wird, je nach Reiseziel, Reisedauer und den spezifischen Krankheitsrisiken des jeweiligen Gebiets.

Die dem Internationalen Radiotag gewidmete UNESCO-Erklärung mit dem Titel Radio, der zuverlässige Wegweiser in einer Welt im Wandel ist auf den Websites aller Sender der Rumänischen Rundfunkgesellschaft zu finden.     Enclavă între România şi Ucraina invadată de trupele ruse, Republica Moldova este în prima linie a războiului hibrid orchestrat la Kremlin – a afirmat, marţi, ministrul român de Externe, Luminiţa Odobescu, la întâlnirea cu omologul său de la Chişinău, Mihai Popşoi, care a făcut la Bucureşti prima sa vizită peste hotare de la preluarea mandatului. Potrivit Luminiței Odobescu, ultimii doi ani au fost extrem de dificili pentru administraţia pro-occidentală de la Chişinău, confruntată cu un val nemaiîntâlnit de acţiuni de destabilizare şi de provocări,puse la cale de oamenii Moscovei.

    Luminiţa Odobescu Din nefericire pentru cei care finanţează astfel de planuri şi din fericire pentru Republica Moldova, Chişinăul a rezistat şi va rezista. Îşi consolidează capacităţile instituţionale, este în plin proces de reforme şi, mai ales, este ferm ancorat în parcursul său european.
    Şefa diplomaţiei de la Bucureşti a reiterat susținerea României pentru integrarea europeană a statului vecin, majoritar românofon.

    Candidatăla admiterea în Uniunea Europeană, Republica Moldova a primit, în decembrie, acceptul Bruxellesului de a începe negocierile de aderare. Şi, ca de fiecare dată, România e cel mai energic şi consecvent susţinător al acestui proiect.

    Mihai PopşoiAcum, în acest context, am fost asigurat încă o dată că România va continua să ne acorde sprijin prioritar, cuprinzător şi solid în proiectele care vizează consolidarea securităţii energetice, dezvoltarea infrastructurii, avansarea pe parcursul de integrare europeană, precum şi dezvoltarea capacităţilor instituţionale pentru implementarea eficientă a reformelor în Republica Moldova.

    Continuarea şi consolidarea relaţiilor strategice cu România în toate domeniile este o prioritate pentru Republica Moldova – a fost mesajul pe care ministrul Popşoi i l-a transmis şi premierului român, Marcel Ciolacu, care a pledat, la rândul său, pentru dezvoltarea de proiecte comune, în interesul cetăţenilor din cele două state. Acestea vizează, între altele, interconectarea energetică, precum şi aceea din domeniul transporturilor, atât rutier, cât şi feroviar. România, a mai afirmat Mihai Popşoi, rămâne pe primul loc în calitate de partener comercial al Republicii Moldova, este în topul clasamentelor principalilor investitori de acolo, iar numărul întreprinderilor româneşti din statul vecin e în creştere.

    Pe de altă parte, atât responsabilii politici de la București, cât şi cei de la Chişinău reafirmă că agresiunea Federaţiei Ruse împotriva Ucrainei reprezintă o violare gravă a dreptului internaţional, iar victoria Kievului este indispensabilă pentru securitatea şi stabilitatea regiunii Mării Negre.
