TREATY – Romanian President Klaus Iohannis has said that the French-German Cooperation and Integration Treaty in Aachen mirrors the commitment of France and Germany to consolidate the European project. According to President Iohannis Romania will continue to be close to the two countries in their efforts to reach this goal. Attending the ceremony in Aachen, along President Iohannis, who represents the country holding the six-month presidency of the Council of the EU, were European Council President Donald Tusk and the European Commission President Jean-Claude Juncker. The Aachen Treaty is based, from a political and juridical point of view, on the Elysee French-German Treaty of 1963 that set the basis for a historic reconciliation between Germany and France. The Aachen Treaty is aimed at adjusting the relations between the two states to the challenges of the 21st century, laying emphasis on the cohesion of the two countries action at European level.

EUROPEAN AGENDA -
Romanian PM Viorica Dăncilă will pay a
two day working visit to Brussels as of Wednesday to present the priorities of
the Romanian Presidency of the Council of the European Union, in a plenary
session of the European Economic and Social Committee, due on Thursday. According to a communiqué issued by the
Romanian Government, the Romanian PM will have a bilateral meeting with the
NATO Secretary General, Jens
Stoltenberg, to assess the main points on the agenda of the Alliance, laying
emphasis on the issues of interest for Romania and on Bucharest’s contribution
to the implementation of the allied policies and decisions. The agenda of the
visit also includes the participation in the official ceremony devoted to the
International Holocaust Remembrance Day, organised by the European Jewish Congress,
under the patronage of the President of the European Parliament, Antonio
Tajani. Viorica Dancila will also meet with the President of the European Economic
and Social Committee, Luca Jahier, and will attend a meeting of the European
Socialists. Alongside high European officials and members of the Romanian
Government, Viorica Dancila will attend the opening of a photo exhibition and a
concert devoted to the start of the Romanian Presidency of the Council of the
European Union.

ECOFIN – The Romanian Finance Minister, Eugen Teodorovici, chaired in Brussels on Tuesday, the first meeting of the Economic and Financial Affairs Council (ECOFIN) during the mandate of the Romanian Presidency of the Council of the EU. The European line ministers discussed, among other things, about a prospective programme on supporting investment, innovation and job creation in the EU. Teodorovici expressed confidence that the EU investment program will continue and will have the capacity to support investment and innovation in the member states and most importantly to help those geographic regions and sectors that havent from sufficient strategic European funds so far. The EU Finance Ministers have also discussed a number of important packages, such as the Economic and Monetary Union, the capital markets as well as the modernization of the VAT system.

BRUSSELS – Most of the Romanian Governments ministers are in Brussels until Wednesday to present the agenda and priorities of the Romanian presidency of the Council of the EU before expert committees of the European Parliament. On Tuesday, the Education Minister Ecaterina Andronescu took the floor and said that the Erasmul Plus Program, that on early education and the high quality care of small children as well as that on foreign language teaching are the three files that Romania has to manage in the field of education, during its 6 month tenure, at the helm of the Council of the European Union. Also on Tuesday, Agriculture Minister Petre Daea said before the Committee on Environment, Public Health and Food Safety with the EP that the Romanian Presidency will be oriented towards citizens and will pay special heed for the EU policies to be permanently based on the principle of cohesion between the Member States.

FLU – Romanian medical authorities have warned that immunization is the most effective protection measure against the flu virus, given that the country is facing a flu epidemic. The number of deaths cased by the flu this winter stands at 28. Children are the most affected by the disease. Daily triages have been recommended in schools and kindergartens.

BREXIT – British PM Theresa May on Monday set out her Brexit plan B to MPs, which she was obliged to do under the EU Withdrawal Act after the defeat of her plan in the House of Commons last week. A change to her initial deal is that the government has scrapped the £65 (€73.69) fee EU citizens were going to pay to secure the right to continue living in the UK after Brexit. Once again, the British prime minister vowed to find a solution to the Irish backstop, which she said was the key issue blocking her deal going through. May once again rejected calls for a second referendum. May’s deal will now be debated in Parliament on January 29. A vote is expected the same day. The prime minister will then take the conclusions back to the EU. The UK is scheduled to leave the EU on Friday, March 29, 2019, at 11 pm UK time.

ACADEMY AWARDS NOMINATIONS – The Academy Awards nominations were announced on Tuesday. “Best Picture nominations include such films as “Black Panther, “BlacKkKlansman, “Bohemian Rhapsody, “The Favourite, “Green Book, “Roma, “A Star Is Born and “Vice. TENNIS – Romanian Filip Jianu, aged 17 and Spains Nicolas Alvarez Varona have qualified to the quarterfinals of the junior mens doubles at the Australian Open, after defeating the all-British pair Jacob Fearnley/Connor Thomson 6-3, 6-7, 10-8. Traité – Le président roumain, Klaus Iohannis, représentant de lEtat qui exerce la présidence tournante du Conseil de lUE, a participé, à Aix-la-Chapelle, en Allemagne, à la cérémonie de signature du Traité de coopération et dintégration franco-allemandes. Il a déclaré à loccasion que le nouveau traité reflétait lengagement des deux pays à consolider le projet européen et que la Roumanie continuait à rester auprès deux pour que cet objectif soit accompli. A la cérémonie ont également été présents le président du Conseil européen, Donald Tusk, et le président de la Commission européenne, Jean-Claude Juncker. Le traité bilatéral d’Aix-la-Chapelle a pour fondement politique et juridique le Traité franco-allemand de l’Elysée, signé en 1963, qui a mis les bases de la réconciliation historique entre la France et l’Allemagne. Le nouveau traité vise à adapter les relations des deux Etats aux défis du XXIe siècle, un accent particulier étant mis sur la cohésion de leurs actions à léchelle européenne. Le traité est également censé renforcer les liens dans plusieurs domaines: économie, politique étrangère, éducation et culture, recherche et technologie, environnement, coopération transfrontalière et société civile.

Conseil UE
– La première ministre Viorica Dăncilă ira mercredi pour deux jours en visite
de travail à Bruxelles. A l’occasion, elle présentera, jeudi, les priorités de
la présidence roumaine du Conseil de l’UE, à la réunion plénière du Comité
économique et social européen. Selon un communiqué de l’Exécutif de Bucarest,
Mme Dancila rencontrera le secrétaire général de l’OTAN, Jens Stoltenberg, pour
aborder les principaux sujets à l’agenda de l’Alliance, dont notamment les
questions d’intérêt pour la Roumanie et pour la contribution roumaine à la mise
en œuvre des politiques de l’organisation. L’agenda de la visite comprend la
participation de la première ministre à la cérémonie officielle de la Journée
internationale de commémoration de l’Holocauste, organisée par le Congrès juif
européen, sous le haut patronage d’Antonio Tajani, le président du Parlement
européen. Viorica Dancila va par ailleurs rencontrer le président Comité
économique et social européen, Luca Jahier, et prendra part à la réunion des
socialistes européens. Accompagnée par d’autres officiels européens et par
certains membres du Cabinet de Bucarest, Viorica Dancila sera présente au
vernissage de l’exposition photo et au concert marquant le début de la
présidence roumaine du Conseil de l’UE.

Bruxelles – La plupart des ministres du cabinet de Bucarest se trouvent à Bruxelles jusquà mercredi pour présenter devant les commissions spécialisées du Législatif européen le programme et les priorités de la présidence roumaine du Conseil de lUE dans leurs domaines respectifs. Mardi, cétait le tour dEcaterina Andronescu, ministre de lEducation, qui a déclaré que le programme Erasmus+, qui traite entre autres de léducation précoce, des soins accordés aux enfants en bas âge et celui concernant lapprentissage des langues étrangères sont les trois dossiers que la Roumanie devra gérer pendant sa présidence à la tête du Conseil de lUE. Mardi toujours, le ministre de lAgriculture, Petre Daea, a déclaré devant la Commission pour lenvironnement, la santé publique et la sécurité alimentaire du Parlement européen que la Roumanie exercerait son mandat avec un souci particulier pour préserver les intérêts du citoyen européen et quelle suivrait le respect du principe de cohésion entre les Etats membres lors de la conception des politiques européennes.

ECOFIN – Le ministre roumain des Finances, Eugen Teodorovici, a présidé mardi, à Bruxelles, la première réunion du Conseil Affaires économiques et financières (ECOFIN) du mandat de la présidence roumaine du Conseil de lUE. Les ministres européens des Finances réunis à loccasion ont débattu en marge dune proposition de programme censé soutenir les investissements, linnovation et la création demplois au sein de lUE. Teodorovici sest montré confiant que le programme des investissements européens se poursuivra cette année encore, et que lUnion est en capacité de soutenir les investissements et linovation dans les Etats membres, en soutenant en priorité les régions et les domaines qui nont pas bénéficié de fonds européens à suffisance dans le passé. Les ministres des Finances ont en outre abordé le sujet de lUnion bancaire, les marchés de capitaux et les systèmes de perception de la TVA.

Grippe – Les autorités sanitaires roumaines insistent sur le fait que la vaccination demeure la solution la plus sûre et la plus efficace pour prévenir la grippe, vu que le moment approche où lépidémie sera déclarée. Le bilan des victimes de la grippe sest alourdi à 28. Cette maladie touche surtout les enfants.

Météo – Le temps semble saméliorer en Roumanie, bien que le ciel restera plutôt couvert et quun risque de précipitations, notamment sous forme de neige, guette toujours en altitude, mais aussi dans les régions de nord et de nord-est du territoire. Les températures minimum varieront entre -6 et +3°, alors que les maxima pourraient atteindre 11°C.

Sommet – La première ministre roumaine Viorica Dancila participe ce lundi, 3 décembre, à Zagreb, à l’ouverture du Sommet de l’Initiative centre-européenne. La réunion va marquer la fin du mandat de la Croatie à la tête de cette initiative régionale. Le principal thème du sommet de Zagreb porte sur la coopération régionale, avec un accent particulier mis sur la promotion des valeurs et des pratiques démocratiques, sur les rapports de bon voisinage et sur la stabilité régionale. Les participants se pencheront aussi sur des projets économiques d’interconnexion énergétique et de transport. Viorica Dancila aura aussi une série d’entretiens bilatéraux avec la présidente croate, Kolinda Grabar Kitarovic, avec le premier ministre et le président du Parlement croate. Mardi et mercredi, la cheffe du gouvernement roumain et son cabinet feront une visite de travail à Bruxelles pour participer à une réunion commune avec l’Exécutif communautaire. La visite intervient dans le contexte de la prochaine présidence roumaine de l’UE.

Motion – Cette semaine, le Sénat de Bucarest examinera et votera pour ou contre la motion simple avancée par le PNL et l’USR, d’opposition, contre le ministre du Tourisme, Bogdan Trif. Les initiateurs de la démarche affirment que la Roumanie se trouve actuellement en queue du classement européen concernant le domaine touristique, et ils reprochent au ministre de tutelle « un manque total de transparence ». Selon les signataires de la motion, Bogdan Trif ne devrait pas se trouver à la tête du ministère, surtout qu’il a raté l’occasion de promouvoir la Roumanie à l’étranger à l’occasion du centenaire.

Justice – La Cour suprême de Justice de Roumanie a décidé lundi de reporter au 14 janvier toutes les audiences sur les dossiers pénaux prévues aujourd’hui. Il s’agit de plus de 20 affaires en appel, dont celle concernant le leader du PSD et président de la Chambre des députés, Liviu Dragnea. Rappelons-le, celui-ci a été condamné en première instance à 3 ans et demi de prison ferme pour instigation à l’abus de fonction. La décision de la Haute Cour de Cassation et de Justice survient après que la Cour d’Appel de Bucarest a suspendu le tirage aux sorts des 5 juges, membres des chambres d’instruction, comme l’avait prévu, en novembre, la Cour Constitutionnelle. Le tirage aux sorts a été contesté par Liviu Dragnea sous prétexte que la Cour suprême n’a pas attendu la motivation de la Cour Constitutionnelle.

Agriculture – La Roumanie a produit cette année plus de 30 millions de tonnes de céréales, trois millions de plus par rapport à l’année dernière. Notre pays se classe premier en Europe pour les récoltes de maïs et de tournesol, a tenu à préciser le ministre de l’Agriculture, Petre Daea. En 2018, la Roumanie a semé 2,4 millions d’hectares de maïs et plus d’un million d’hectares de tournesol. Selon les statistiques rendues publiques en novembre par Eurostat, la Roumanie était en 2017, la 8ème puissance agricole de l’UE.

Handball – La sélection roumaine de handball féminin rencontre ce lundi l’Allemagne, au Championnat d’Europe en France. Ce match du groupe D est le deuxième des Tricolores, qui battu la République Tchèque samedi, 31 à 28. Pour sa part, l’Allemagne a triomphé de la Norvège, sur le score de 33 à 32. Les trois premières équipes accèdent aux groupes principaux. L’équipe roumaine entraînée par l’Espagnol Ambros Martin, en est à sa treizième participation. La Roumanie s’est classée 5ème à l’édition 2016 du Championnat et troisième en 2010.

Tennis – La joueuse de tennis roumaine, Simona Halep, numéro 1 mondial, participera au tournoi de Sidney, en Australie, prévu du 6 au 12 janvier. La numéro 2 mondiale, l’Allemande, Angelique Kerber, y sera également présente. En plus de ces deux championnes, une troisième figurera aussi au tableau principal de la compétition: il s’agit de la Japonaise, Naomi Osaka, médaille d’or à l’US Open et troisème dans le classement international.

Varsovie – « Jamais les menaces liées aux changements climatiques n’ont été si importantes qu’aujourd’hui », a affirmé la secrétaire des Nations Unies sur le climat, Patricia Espinosa, en ouverture de la Conférence sur le climat de Katowice, en Pologne. On s’attend à ce que l’année prochaine soit l’une des années les plus chaudes de l’histoire, a-t-elle alerté. Plus de 20.000 délégations se sont réunies en Pologne pour participer à la plus importante réunion sur le climat depuis la signature de l’Accord de Paris, en 2015.

Météo – Le temps continue à se réchauffer, même si les températures négatives persistent dans le sud et l’est du pays. Le ciel est plutôt nuageux au centre et dans le nord du territoire, tandis que les pluies risquent de faire leur apparition par endroits. Il neige en altitude. Târgul de agricultură INDAGRA

Cel mai mare eveniment cu profil
agricol şi agro-alimentar din România, Târgul INDAGRA este în
desfăşurare, până
duminică, la București. Potrivit organizatorilor, în aceste zile sunt așteptați peste 65 000 de vizitatori. Sute
de firme din 25 de ţări îi aşteaptă pe aceștia cu mii de produse şi zeci de
evenimente. Sunt expuse maşini şi utilaje agricole, produse alimentare
tradiţionale, mărfuri din agricultura bio, seminţe, pomi fructiferi, flori,
sunt organizate degustări de alimente şi de vinuri. Premierul Viorica Dăncilă a
vizitat târgul și a susţinut că produsele româneşti autentice trebuie să fie
sprijinite pentru a se face cunoscute pe plan internaţional. Șefa Executivului
a mai spus că trebuie găsite soluţii concrete pentru susţinerea producătorilor
din România.

Prezent, la rândul său la INDAGRA, ministrul agriculturii, Petre
Daea, a vorbit despre rezultatele bune obţinute în acest an de fermierii
români: Guvernul, prin politicile agricole şi prin
alocările bugetare, a uşurat drumul fermierilor spre succesul producţiei şi
câştigului. Deşi a fost un an capricios, care prin desfăşurarea lui a pus o
serie întreagă de piedici în desfăşurarea lucrărilor în câmp, totuşi rezultatele
obţinute onorează efortul femierilor, satisfăcându-le în mare parte dorinţa de
câştig şi progres. Până la această dată, am reuşit să punem în funcţiune
sistemul de irigaţii pentru 1,2 milioane de hectare, asigurând apa gratuită
pentru fermieri şi punând la adăpost 850.000 ha, prin construirea celor 60 de
puncte de lansare antigrindină, care au făcut posibilă protejarea plantaţiilor
viticole, astfel încât întreaga producţie obţinută a fost adusă pe liniile de
prelucrare, obţinând cea mai mare producţie de struguri de peste 1,27 milioane de
tone, ce reprezintă un record de producţie.

La 15 ani de la dispariţia
producţiei autohtone, în cadrul târgului international de la București este
prezentat oficial primul tractor agricol, cu un concept 100% românesc. În
fabricarea sa, inginerii au integrat piese româneşti în
proporţie de 80%, preţul de vânzare pleacând de
la 34.500 de euro. Producţia în serie a acestui
tractor va începe în aprilie 2019, la Reghin, iar în primul an, se
estimează că vor fi fabricate şi vândute circa 200 de unități.

La INDAGRA, și
standurile de zootehnie prezintă cele mai noi și performante utilaje şi
instalaţii din domeniu, dar pentru prima dată, au dispărut ţarcurile cu
animale. Din păcate, ele lipsesc de la ediţia din acest an din cauza pestei
porcine africane care a dus la închiderea tuturor târgurilor de animale. Până
acum, pe teritoriul României au fost confirmate peste 1060 de focare în peste o
treime din județele țării, iar peste 356 de mii de animale au fost
sacrificate.

Bukarest: Die rumänische Abgeordnetenkammer hat die Vorlage zum Offshore-Gesetz zur Erschließung der Erdgasreserven im Schwarzen Meer an die Fachausschüsse zurückgeschickt. Die erste angerufene Kammer, der Senat, hatte beschlossen, dass die Erdgasunternehmen höchstens 60% der Steuer auf Zusatzeinnahmen absetzen können; die Fachauschüsse in der Unterkammer begrenzten den Anteil auf 30%. Eine frühere Fassung des Gesetzes war von Staatspräsident Klaus Iohannis an das Parlament zurückgeschickt worden.

Straßburg: Die Europäische Kommission verfolgt die jüngsten Entwicklungen in Rumänien mit Besorgnis – das sagte Kommission-Vizepräsident Frans Timmermans zum Auftakt einer Debatte im EP zur Lage in Rumänien. Das Land habe Rückschritte in der Justizreform und der Korruptionsbekämpfung gemacht, meinte er. Dazu gehören die umstrittenen Änderungen am StGB und an den Justizverwaltungsgesetzen und die Entlassung der Chefin der Antikorruptionsbehörde Laura Codruta Kövesi. Timmermans forderte die Behörden auf, die Kooperationsprotokolle der Staatsanwaltschaften mit den Geheimdiensten zu prüfen. Die Europäische Kommision werde die entsprechenden Schlüsse ziehen, wenn die Änderungen an den Vorschriften im Justizbereich trotz aller Einwände angenommen werden. Premierministerin Viorica Dancila warf ein, dass aufgrund der Kooperationsprotokolle Millionen Bürger abgehört wurden. Sie verteidigte die Justizreformen ihrer Regierung. Dancila zufolge habe hingegen der Kooperation- und Verifizierungsmechanismus der EU versagt, weil er der Willkür und den Menschenrechtsverletzung keinen Einhalt geboten habe. Dancila nahm zudem die rumänische Gendarmerie in Schutz – die Ordnungskräfte seien am 10. August bei der Demonstration gegen die Regierung nicht unverhältnismäßig brutal eingeschritten, sondern lediglich genau so, wie es Ordnungskräfte auch in anderen Ländern tun. Dancila verlangte, dass Rumänien als gleichberechtigter Partner in der EU behandelt wird.

Bukarest: Experten der Europäischen Kommission sind am Mittwoch in Bukarest mit einer Delegation des Innenministeriums zusammengekommen. Die Delegation wurde von dem Generalstaatsanwalt Augustin Lazăr geleitet. Unter den angegangenen Themen zählten die Gründung einer Abteilung für die Untersuchung der Verbrechen in der Justiz, die Abänderungen des Strafgesetzes und der Strafprozessordnung, sowie der Justizgesetze. Die Europäische Kommission monitorisiert durch den Kooperations- und Überprüfungsmechanismus die Entwicklungen der rumänischen Justiz seit dem EU-Beitritt 2007.

Bukarest: Im Unterhaus ist am Mittwoch ein sogenannter einfacher Antrag gegen Finanzminister Eugen Teodorovici gescheitert. Die Liberalen hatten ihm ein Versagen der Fiskalstrategie vorgeworfen und dem Minister verlangt, auf eine Sondersteuer auf Treibstoff zu verzichten. Bukarest: Landwirtschaftsminister Petre Daea hat am Mittwoch in Brüssel bei der Kommission zusätzliche Mittel für die Entschädigung der Landwirte und Betriebe, die von der afrikanischen Schweinepest betroffen worden sind, beantragt. Bisher erfolgten Zahlungen für 5.000 von 6. 000 gestellten Anträgen; die Gesamtleistungen belaufen sich auf rund 54 Mio RON oder 11,5 Mio EUR.

Bukarest: Der rumänische Bildungsminister Valentin Popa hat nach einem Treffen mit dem Chef der Sozialdemokraten Liviu Dragnea seinen Rücktritt bekanntgegeben. Valentin Popa erklärte, die rumänische Sprache und Rumänien seien nicht zu verhandeln. Alle Kinder, die in Rumänien leben, müssen die rumänische Sprache kennen, um eine Chance im Land zu leben und arbeiten zu können, zu haben. Der Ungarnverband hatte bekanntgemacht, dass er die parlamentarische Zusammenarbeit mit der Allianz PSD-ALDE unterbrechen werde, bis das Problem des Unterrichts der rumänischen Sprache im Gymnasium, wo in anderen Muttersprachen unterrichtet wird, gelöst werde. Valentin Popa bekleidete das Amt des Bildungsministers seit Januar 2018.

New York: Rumänien wird während der EU-Ratspräsidentschaft im ersten Halbjahr 2019 einen offenen Migrationsansatz fördern. Dieser soll laut Präsident Klaus Iohannis darauf abzielen, einvernehmliche Lösungen auf Ebene der EU-Mitgliedstaaten zu finden. Der Staatschef äußerte sich dazu bei einer Tagung mit dem UN-Hochkommissar für Flüchtlinge Filippo Grandi in New York. Iohannis plädierte ferner vor dem UN-Tribunal, Rumänien für den Zeitraum 2020-2021 als nichtständiges Mitglied des Sicherheitsrats zu wählen. In seiner Ansprache vor der UN-Generalversammlung hatte der Präsident erklärt, Rumänien sei ein verantwortungsvoller Partner bei der Förderung der gemeinsamen Agenda der Vereinten Nationen. Er sagte auch, dass Rumänien während der EU-Ratspräsidentschaft die Partnerschaft der Union mit den Vereinten Nationen stärken werde.

Bukarest: Rumäniens Verteidigungsminister Mihai Fifor hat sich am Mittwoch mit dem amerikanischen Amtskollegen James Mattis im Pentagon getroffen, hieß es in einer Pressemitteilung des Ministeriums in Bukarest. Bukarest: Landwirtschaftsminister Petre Daea, diskutiert in Brüssel über die Ausgleichszahlungen, die Rumänien von der Europäischen Kommission angesichts der Afrikanischen Schweinepest erhält. Offiziellen Daten zufolge wurde die rumänische staatliche Entschädigung bei über 4.000 der 6.000 genehmigten Anträge in Höhe insgesamt circa 15 Millionen Euro bereits ausgezahlt. VISIT Romanian Prime Minister Viorica Dancila’s working visit to Brussels
has ended. Social Democrats with the European Parliament criticized before
the Romanian official the referendum for family, which bans same-sex marriages
adding that such ideas don’t belong in the European Socialist family. Socialist
MEPs have called for clarity in a series of issues, including major corruption
cases and the referendum for family as Romania is going to take over the EU
rotating presidency next year. During her visit to Brussels, the Romanian
official held talks with Franziska Maria Keller and Philippe Lamberts,
co-presidents of the Greens/EFA Group in the European Parliament whom she
briefed upon the domestic political situation and the reforms initiated by the
government. On Tuesday, Viorica Dancila held talks with Udo Bullman, president
of the Group of the Progressive Alliance of Socialists & Democrats in the
European Parliament and with the president of the Group of European People’s
Party, Manfred Weber. The Prime Minister presented the reforms initiated by
the government in key domains for Romania pointing out they are the outcome of
a transparent inter-institutional cooperation with the consultation of the European
partners.

POLL
Romania has not been
competitive in terms of workforce availability for the first time since 2015
says a poll over the business environment published on Wednesday by the Foreign
Investors Council. On the other hand investors have noticed an improved fiscal regime
and that companies have succeeded in adjusting to the changes made in 2017. No
major fiscal changes have been announced for this year. The Council has
maintained a past opinion that the lack of investment and predictability is
eating away at the competitiveness and growth potential of the Romanian
economy. The poll has been conducted every semester.

MOTION The Chamber of
Deputies on Wednesday rejected the simple motion tabled by the National Liberal
Party, in opposition, against the agriculture minister, Petre Daea. The
document was debated upon on Tuesday. The Liberals denounce minister Daea’s
lack of action to contain the African swine fever epidemic in Romania and
demanded his resignation. The National Liberal Party says the population’s food
safety was at risk and that the pork industry has been compromised in Romania
for a long time from now on. In response, the agriculture minister said the
relevant authorities had taken the measures established at European level for
such cases and the evolution of the Swine fever, for which there is no vaccine
or cure at the moment, is strictly monitored. Some 900 outbreaks have been
confirmed in several counties across the country since the emergence of the
first outbreak in Romania in late July 2017.

RadiRo Season tickets are
available as of today for the symphonic concerts given during the RadiRo
International Festival, the only festival in Europe and the world devoted to
radio orchestras, organised by Radio Romania. The festival runs between October
18 and 25, in Bucharest. The musical highlight of the autumn in Bucharest will
bring together some of the best known radio symphony orchestras in Great
Britain, Switzerland, Ireland and Germany, Big-Bands from Denmark and Croatia,
alongside Radio Romania’s National Orchestra and the Big Band. The novelty this
year is a series of jazz concerts given among others by the Romanian-born
vocalist, Aura Urziceanu.

UN GENERAL ASSEMBLY — Romania’s President, Klaus Iohannis, will give a national address during the general debate of the 73rd session of the UN General Assembly. He will refer to the current challenges to peace, equitability and sustainability of the UN member states and to the role played by the UN in tackling these issues. The Romanian president will also dwell on Romania’s commitments as a member state, the more so as the country will hold the rotating presidency of the EU Council in the first half of 2019, underlining that strengthening the relationship between the EU and the UN is a priority. Last but not least, Klaus Iohannis will also approach the issue of Romania’s candidacy for a new mandate of non-permanent member of the UN Security Council for the 2020 — 2021 period. The UN General Assembly this year is focussing on gender equality, migration and refugees, working in decent conditions, the role of young people with respect to peace and security, supporting the rights of disabled people, actions taken in the field of climate change and revitalising the activity of the organisation.

VISIT– Romanian PM Viorica Dăncilă is currently on a working visit to Brussels. During the talks she will approach topical issues on the European agenda, in the run up to Romania’s taking over the rotating presidency of the EU Council. Dancila will also reiterate Bucharest’s readiness to actively contribute to the process of reflecting on and building Europe’s future. On Tuesday, Viorica Dăncilă held talks with European officials, among whom Udo Bullmann and Manfred Weber. DEFENCE — Romanian defence minister Mihai Fifor underlined in Washington on Tuesday Bucharest’s efforts to consolidate security on NATO’s eastern flank. He also mentioned Romania’s commitment to observe the equitable role, risk and responsibility sharing principle within the Alliance. According to a communiqué issued by the Defece Ministry, during his visit to the US, Fifor has had a series of meeting with representatives of companies active in the defence industry, together with whom he approached issues related to prospective cooperation in the field. On that occasion, the Romanian official restated the Romanian government’s intention to develop all national strategic acquisition programs, through the Romanian defence industry.

CONSTITUTIONAL COURT — Romania’s Constitutional Court has today postponed until October 16 the discussion on the notification sent by president Klaus Iohannis relative to the changes brought to the Law on the Status of local officials. The president says the changes introduce new sanctions for local and county counsellors, which are stipulated by another law, namely that referring to the conflict of interest. Klaus Iohannis also shows in the notification he sent to the Constitutional Court that these provisions run counter to the Constitution, which provides for law clarity.

La peste porcine africaine en Roumanie

Les familles qui ont subi des pertes suite à la peste porcine africaine seront aidées à reprendre lélevage des cochons dans leurs petites fermes paysannes après la disparition des foyers de la maladie. Cest lannonce faite par le ministre de lAgriculture, Petre Daea, qui a précisé que cette aide gouvernementale sajoutera aux compensations financières accordées pour les animaux abattus et que la mesure sera mise en œuvre après léradication du virus.Petre Daea: « Nous avons déjà envoyé dans le nord-ouest du pays le directeur chargé de lactivité zootechnique au sein du ministère de lAgriculture. En respectant le programme élaboré, au moment où le foyer a été neutralisé, certaines procédures seront appliquées pour évaluer la situation dans chaque ferme paysanne. Si, au bout des 90 jours du délai prévu il ny a plus de contaminations, lélevage des cochons sera repris ».

Petre Daea a aussi déclaré quil se rendrait jeudi à Bruxelles, pour aborder, de manière concrète, avec les responsables de la Commission Européenne les dédommagements à accorder à la Roumanie suite à lépidémie de peste porcine africaine, les sommes devant être versées au budget dEtat. Selon les données présentées par le ministre de lAgriculture, des dédommagements se chiffrant à 71 millions de lei (soit environ 15 millions deuros), ont déjà été accordés, couvrant 4 mille des 6 mille dossiers acceptés. Cette somme provient de fonds nationaux, auxquels sest ajoutée par la suite une aide financière européenne.

La peste porcine africaine a touché jusquici un tiers des comptés du pays, des foyers de la maladie ayant été confirmés dans des centaines de localités. Plus de 300 mille cochons ont été abattus. Parallèlement, les autorités continuent dappliquer des mesures pour prévenir la propagation de la maladie et surveiller la situation – déclarait pour la Radio publique le porte parole de lAutorité nationale sanitaire vétérinaire et pour la sécurité des aliments (ANSVSA), Rareş Hăbeanu : « Des tests sont effectués sur létat de santé des animaux. Des mesures sont appliquées et les tests sont effectués plus fréquemment, en fonction de la menace, dans les zones vers lesquelles se déplace le virus, selon nos prédictions ».

Pour prévenir la propagation de la maladie, les sangliers, considérés comme des facteurs de dissémination virale, sont abattus. Dans certains comtés, les foires danimaux ont été interdites et des contrôles routiers ont été institués pour vérifier les véhicules transportant des animaux vivants ou des produits à base de viande. Les équipes procèdent au contrôle de la marchandise, des conditions de transport de celle-ci et des documents sur sa provenance.(Trad.Dominique)

Pesta porcină africană în România

Autorităţile
îi vor ajuta pe cei care au avut de suferit în urma pestei africane să reia
creşterea porcilor în gospodării, după dispariţia focarelor de boală. Anunţul a
fost făcut de ministrul Agriculturii, Petre Daea, care a precizat că măsurile,
care se vor adăuga compensaţiilor financiare pentru animalele ucise, vor fi puse
în aplicare după eradicarea virusului: Deja am trimis în partea de nord-vest a ţării directorul care se ocupă
cu activitatea de zootehnie din Ministerul Agriculturii. Pe baza programului,
pe fiecare familie în parte, ştiindu-se când s-a neutralizat focarul, trebuie
să se realizeze anumite proceduri şi evaluăm dacă lucrurile merg în paşi
normali, nu mai apar contaminări, ca imediat după cele 90 de zile să putem să
reluăm activitatea.

Petre Daea a mai spus că joi va merge la Comisia
Europeană pentru a discuta concret despre despăgubirile care trebuie acordate
în urma pestei porcine africane, astfel încât să fie aduşi banii la bugetul de
stat. Potrivit datelor prezentate de ministru, despăgubirile au fost date până
acum în cazul a peste 4.000 dintre cele 6.000 de dosare autorizate, în total
fiind vorba despre 71 de milioane de lei (circa 15 milioane de euro). Este
vorba despre fonduri naţionale acum şi apoi europene, a precizat Daea. Pesta
porcină africană a afectat până în prezent o treime dintre judeţele ţării, în sute
de localităţi fiind identificate focare, iar peste 300 de mii de porci au fost deja
sacrificaţi.

În paralel, autorităţile continuă să aplice măsuri pentru
prevenirea extinderii bolii, situaţia fiind în permanent monitorizată, a
declarat la Radio România, purtătorul de cuvânt al ANSVSA, Rareş Hăbeanu :
Se fac examene, mai ales asupra stării
de sănătate a animalelor şi, de asemenea, în zonele apropiate de focare sau în
zonele unde, conform predicţiilor noastre, se deplasează virusul pestei porcine,
se iau măsuri, se întăresc aceste măsuri şi se fac analize mai frecvent, în
funcţie de gradul de periculozitate pe care noi îl observăm în anumite zone ale
ţării. În rândul măsurilor menite să prevină răspândirea pestei porcine
africane se numără şi împuşcarea mistreţilor – consideraţi vectori ai
propagării bolii. De asemenea, în unele judeţe s-a decis închiderea tuturor
târgurilor de animale şi efectuarea de controale în trafic, fiind verificate
maşinile care transportă animale vii sau produse din carne. Sunt controlate
documentele de provenienţă, marfa şi condiţiile de transport.

UN GENERAL ASSEMBLY – UN Secretary General, Antonio Guterres, on Tuesday deplored what he called
an increasingly chaotic world order, in the opening speech of the annual UN
General Assembly session. Cooperation among states is increasingly difficult,
with severe divides within the Security Council, Antonio Guterres has
underlined. Attending are some 130 heads of state and government. Romania is
represented by president Klaus Iohannis. The theme of the general debate of the
73rd session of the UN General Assembly is Making the United Nations Relevant to All People: Global Leadership and Shared Responsibilities
for Peaceful, Equitable and Sustainable Societies. In his Wednesday
address during the general debates, Romanian President, Klaus Iohannis, will
underline the need for an efficient response to the main challenges to
international peace and security, concurrently with the need to identify the
root causes of these crisis-generating conflicts.

VISIT

Dăncilă is currently on a working visit to Brussels. On Wednesday, she will
have a series of talks with representatives of the political groups in the

HEARINGS– The Defence Committee of the Romanian
Senate on Tuesday held hearings on the August 10th protest in Bucharest. The hearings had been demanded
by the opposition in order to clarify the violent gendarme intervention. Among the people who were deposed were
Bucharest Prefect Speranta Cliseru, Interior Minister Carmen Dan, and the head
of the contingent of gendarmes deployed at the event, Laurentiu Cazan. Hundreds
of lawsuits have been filed by the people injured in the events of August 10.
On Friday, the head of the gendarmes corps and his deputy were indicted for the
violence that ensued at the protest. Recently, Interior Minister Carmen Dan
said that the forceful intervention of security forces was in response to a
threat to public order, and that the intervention was legal.

LAW – Romania’s Constitutional Court on Tuesday
rejected the notification sent by president Klaus Iohannis on the
unconstitutionality of the changes brought to the Law on the status of judges
and prosecutors. The head of state took the law to the Constitutional Court, considering
that it violates constitutional norms and principles, both in terms of the way
in which it had been debated and adopted, and in terms of its content. Now, the
draft law is to be promulgated by president Klaus Iohannis.

MOTION– The Chamber of Deputies on Tuesday debated a simple motion filed by
the National Liberal Party, in opposition, against the agriculture minister,
Petre Daea, whom they accused of incompetence in managing the African swine
fever crisis in Romania. The Liberals say they have resorted to this mechanism
after the ruling coalition made up of the Social Democratic Party and the
Alliance of Liberals and Democrats refused to set up a parliamentary committee
to investigate the way in which the Romanian line authorities intervened to
contain the epidemic. The simple motion will be voted upon on Wednesday. Since
the emergence of the first African swine fever outbreak in Romania, in late
July 2017, approximately 900 outbreaks have been confirmed, in several
counties.

MEETING
– Romania’s Prosecutor
General, Augustin Lazăr, on Tuesday met in
Bucharest with a delegation led by the Deputy Prosecutor General of neighbouring
Serbia, Miljko Radisavljevic. Augustin Lazăr has made an overall presentation
of the judiciary in Romania, and of the way the Public Ministry is organised,
detailing its activity and prerogatives. Other issues on the agenda of talks
included intellectual copyright and international judicial cooperation. The
visit was held as part of the project Fight Against Organised Crime in the Western
Balkans, organised by the Centre for International Legal Cooperation, based in
the Hague, in the Netherlands.

REP.
OF MOLDOVA – The
Speaker of the Moldovan Parliament, Andrian Candu, on Tuesday validated two new
ministers after having signed the necessary decrees instead of president Igor
Dodon. On Monday, the Constitutional Court of the Republic of Moldova decided
to temporarily suspend the prerogatives of the president, after he refused to
sign the decrees on the nomination of the new agriculture and health ministers
in the cabinet led by Pavel Filip. Dodon has
twice refused to sign the decrees, which runs counter to the Constitution. It
is for the fourth time that president Dodon gets suspended.

TENNIS – Romanian
tennis star Simona Halep, no.1 WTA, on Tuesday was defeated by
Slovakia’s Dominika Cibulkova in Wuhan, China, in a tournament with 2.7
million dollars in prize money. In the previous round, Cibulkova defeated

Bukarest: Der rumänische Staatschef Klaus Iohannis hat am Donnerstag in Bukarest die Delegation der Venedig-Kommission empfangen. Der Besuch der Venedig-Kommission soll am Freitag zu Ende gehen. Landespräsident Iohannis erklärte, er schätze das Fachwissen der Kommission, sowie die von der Kommission ausgedrückten Meinungen hinsichtlich der Justizgesetze, des Strafverfahrens und der Strafprozessordnung. Die Rolle der Experten der Kommission sei Rumänien zu helfen, eine moderne und gut funktionierende Gesetzgebung zu haben. Die Experten erklärten, die Stellungnahme der Kommission betreffend die Änderung des Strafverfahrens und der Strafprozessordnung in Rumänien solle in der Plenarsitzung am 19.-20. Oktober gebilligt werden. Die Parlamentarische Versammlung des Europarates hatte dies zuvor beantragt. Die Delegationsmitglieder sollen weiter mit Justizminister Tudorel Toader zu Gesprächen zusammenkommen. Außerdem sind Diskussionsrunden mit Vertretern der Justizbehörden geplant, darunter am Obersten Gerichtshof, der Generalstaaatsanwaltschaft, den Antimafia- und Antikorruptionsstaatsanwaltschaften und am Obersten Richterrat. Schließlich wollen die Entsandten der Venedig-Kommission Mitglieder des Parlaments, Abgeordnete des Sonderausschusses für die Änderung der Justiz-Gesetze sowie Verbände der Richter und Staatsanwälte und der Zivilgesellschaft treffen. Die von der Regierungskoalition aus PSD und ALDE beschlossenen Gesetzesänderungen waren von der bürgerlichen Opposition, den Medien und den NGOs scharf kritisiert worden. Sie werfen der Parlamentsmehrheit vor, den Kampf gegen die Korruption stoppen und den Richterstand unterwerfen zu wollen.

Bukarest: Die afrikanische Schweinepest breitet sich in Rumänien weiter aus. Laut Angaben der Behörde für Tiergesundheit und Lebensmittelsicherheit seien über 200 Ortschaften in 12 Landkreisen bereits betroffen. Die Anzahl der Infektionsherde sei auf knapp 900 angestiegen, einschließlich der kommerziellen Schlachtbetriebe. Das Virus war zum ersten Mal Ende Juli 2017 in Rumänien nachgewiesen worden, seitdem mussten rund 230.000 infizierte Schweine notgeopfert werden. Die Regierung will den Angestellten der von der Pest betroffenen Betriebe mit einer Eilverordnung unter die Arme greifen: Personen, die inzwischen aufgrund der Epidemie arbeitslos geworden sind sollen für höchstens sechs Monate einen Schadenersatz erhalten, erklärte Ministerpräsidentin Viorica Dăncilă. Das Schweinepest-Virus kann nicht auf Menschen übertragen werden und ist von daher ungefährlich, allerdings sind die ökonomischen Auswirkungen recht stark.

Bukarest: EU-Landwirtschaftskommissar Phil Hogan ist für einen zweitägigen Besuch in Bukarest und Klausenburg nach Rumänien gereist. Der europäische Amtsträger traf sich in der Hauptstadt mit Ministerpräsidentin Dăncilă, die bei den Gesprächen die Europäische Kommission um technische und finanzielle Unterstützung zur Eindämmung der Folgen der Schweinepest bat. Kommissar Hogan stellte im Gegenzug eine Hilfe vonseiten der Kommission für die betroffenen rumänischen Züchter in Aussicht und erinnerte daran, dass 75% der in EU-Haushalten gezüchteten Schweine aus Rumänien stammten. Ebenfalls am Donnerstag kam Hogan mit Rumäniens Landwirtschaftsminister Petre Daea und Mitgliedern der Parlamentsausschüsse für europäische Angelegenheiten, Landwirtschaft und ländliche Entwicklung zusammen. Gemeinsam mit der EU-Kommissarin für Regionalpolitik, der Rumänin Corina Creţu wird Hogan am Freitag in Klausenburg an einer öffentlichen Debatte zu Haushaltsthemen teilnehmen.

Bukarest: Die EU-Kommissarin für Regionalpolitik Corina Creţu hat einen sechstägigen Besuch in ihrem Heimatland angetreten. Dabei trifft sie Vertreter der Lokal- und Regionalverwaltung, evaluiert europäische Förderprojekte und beteiligt sich an Konferenzen auf hoher Ebene. Nach ihrem gestrigen Besuch in Hermannstadt ist Creţu heute in der Bergbau-Stadt Petroşani zu Gast. Dort geht es bei einer Konferenz um die Gegenwart und Zukunft der Kohlengruben im Zusammenhang mit der Energiewende und der Nutzung von erneuerbaren Energien.

Rumänien trifft Maßnahmen gegen die afrikanische Schweinepest

Mehr als 140.000 Schweine wurden in Rumänien in den letzten Wochen wegen Schweinepest getötet. Es gibt weder Impfung noch Behandlung gegen diese Krankheit, die schwer unter Kontrolle zu halten ist. Das Virus entwickelt Antikörper, so dass es keinen Impfstoff dagegen gibt.

Zur Zeit gibt es in Rumänien 4,5 Millionen Schweine, so der rumänische Landwirtschaftsminister Petre Daea. Ein Viertel der Landkreise sind betroffen. In den Orten, wo das Virus identifiziert worden ist, wurden die Schweine geschlachtet. Einen dramatischen Fall finden wir im Kreis Brăila, im Südosten des Landes, und zwar bei der größten rumänischen Farm, der zweitgrößten in Europa.140 Tausend Schweine werden getötet. Der Prozess soll ungefähr ein Monat lang dauern. Der rumänische Landwirtschaftsminister erklärte, die Euthanasie von Schweinen sei die beste Methode, es werden weiterhin Maßnahmen gegen die Verbreitung der afrikanischen Schweinepest getroffen.

Die rumänischen Behörden haben Straßenkontrollen angeordnet, damit keine kranke Tiere oder verdächtige Schweinefleischerzeugnisse aus den infizierten Zonen transportiert werden und haben den Verkauf von Schweinefleisch in bestimmten Märkten verboten. Petre Daea fügte hinzu, er habe Brüssel um Unterstützung gebeten. 12 Staaten gewähren nun Hilfe Rumänien, einem Land, das fünf Jahre Vorbeugungsmaßnahmen getroffen hat.

Die rechtsgerichtete Opposition in Bukarest und der rumänische Staatschef Klaus Iohannis beschuldigen die Regierung PSD-ALDE des Missmanagements. Rumänische Farmer riskieren in Konkurs zu gehen. Ex –Ministerpräsident Dacian Cioloş spricht von einer besonderen schweren Krise, die die Zerstörung des ganzen zootechnischen Schweinesektors in Rumänien und der Entlassung tausender Mitarbeiter als Folge habe. Dacian Cioloş fügte hinzu, er habe derartige Situationen als EU-Agrarkommissar konfrontiert. Wenn man rechtzeitig eingreift, können die Sachen unter Kontrolle gehalten werden. Cioloş habe darauf aufmerksam gemacht, dass der Export von Schweinefleisch für eine Zeit gestoppt werden könne, was bedeutende Auswirkungen, wie zum Beispiel eine höhere Inflation, haben werde.

Measures to curtail the impact of the African swine fever

In the last few
weeks, over 140,000 pigs have been killed in Romania, pigs contaminated by the
African swine fever, an illness that is hard to check as there are no cures.
Furthermore, the virus does not develop antibodies and so, no vaccines can be
made.

At the moment,
there are about 4.5 million pigs in Romania, as Minister of Agriculture Petre
Daea said, and one quarter of the country’s counties are affected by the ASF
virus, but not entirely. There are areas where the virus has been identified
only in one household and other areas where it has infected big farms with tens
of thousands of pigs or even one hundred thousand pigs.

The euthanasia
of pigs has been decided in all cases. The most dramatic case has been reported
in Braila County in the south-east, where there is the biggest pig farm in
Romania and the second largest in Europe; 140,000 pigs at the afore-mentioned
farm have been gassed and buried, a process estimated to last about one month.

The population
should know that there is no other way to deal with the African swine fever but
euthanasia, no matter how painful that might be, the Minister made it clear,
adding that measures would further be taken to curb the extension of the virus.
The sale of pork has been banned in markets and road disinfection filters have
been put in place at the entry of counties where outbreaks have been reported.

Minister Daea
went on to say that Romania had asked Brussels for help to fight the African
swine fever and 12 states have offered support to Romania, a country, which according
to Petre Daea, has taken preventive measures against that virus for 5 years
now.

However, the
right wing opposition and President Klaus Iohannis accuse the Social-Democrat-ALDE
government of faulty management of the situation saying that many farmers risk
going bankrupt. Former prime minister Dacian Ciolos points to an extremely serious crisis that
might destroy the entire pig farming sector in Romania and trigger the laying
off of thousands of employees in that sector.

Dacian Ciolos
says that when he was minister of agriculture in Romania or European
Commissioner for Agriculture and Rural Development he was confronted with such
situations. At that time, it was proved that things could be kept under control
if action was taken in due time. Last but not least, he warned that pork
exports risked being stopped for a while which would have significant
follow-ups, including the growth of the inflation rate.
