La réforme fiscale du Gouvernement
roumain

Le gouvernement
de Bucarest assumera sa responsabilité devant le Parlement pour le paquet de
lois qui vise à réformer l’appareil administratif, à rétablir l’équilibre
fiscal et à combattre l’évasion fiscale. Le premier ministre, Marcel Ciolacu, a
plaidé pour des réformes profondes, en déclant que la Roumanie nécessite un
système fiscal équitable. Le gaspillage budgétaire, l’évasion et les
différentes méthodes pour contourner les taxes cumulées freinent le
développement du pays. Par ailleurs, deux jours après une grève
d’avertissement, les salariés de l’Administration fiscale ont protesté de
nouveau, jeudi, dans plusieurs villes de Roumanie, en réclamant la garantie de
leurs emplois, de leurs salaires et du statut de leur institution. Ils se
disent mécontents des mesures proposées par le gouvernement afin de réduire les
dépenses budgétaires et qui risquent d’impacter plus de 22.000 salariés du
système.

La
Roumanie soutient l’Ukraine

Dans une lettre adressée à Volodymyr Zelensky, à
l’occasion de la Journée de l’Indépendance de l’Ukraine, le chef de l’Etat
roumain, Klaus Iohannis a félicité son homologue ukrainien pour la « ténacité
avec laquelle le peuple
ukrainien défend l’indépendance, la
souveraineté et l’intégrité de son territoire face à l’agression russe ». Pour
sa part, le premier ministre roumain, Marcel Ciolacu, a transmis un message de
soutien au pays voisin, en précisant que la Roumanie soutiendrait l’Ukraine et
le peuple ukrainien jusqu’à l’obtention de la paix et de la liberté.
« Nous serons aux côtés de l’Ukraine et du peuple ukrainien jusqu’à
l’obtention de la victoire et tout au long du processus de
reconstruction » a précisé encore le chef du gouvernement roumain. Dans
une intervention en ligne dans le cadre du troisième sommet de la Plateforme
internationale pour la Crimée, la cheffe de la diplomatie roumaine, Luminita
Odobescu, a affirmé que Bucarest continuerait à soutenir l’Ukraine dans son
« combat courageux visant à reconquérir son intégrité territoriale ».
« Les récentes attaques contre les ports ukrainiens sur le Danube, à
proximité de la frontière roumaine, illustrent une fois de plus, la volonté de la
Russie d’escalader ce conflit », a déclaré la responsable roumaine. Elle a
souligné le fait que les autorités de Bucarest avaient soutenu l’Ukraine dès le
premier jour de guerre et qu’elles continueraient à le faire jusqu’à la « victoire finale ».

Lors d’une rencontre mercredi, à Vienne, avec son
homologue autrichien, Gerhard Karner, le ministre roumain de l’Intérieur,
Cătălin Predoiu, a affirmé que son ministère avait l’ambition de transformer la
Roumanie en « un exemple de protection frontalière». Le responsable roumain a
annoncé la signature d’un accord du règlement de Dublin qui facilite les
procédures d’asile. Et Predoiu d’affirmer que la migration restait un sujet
important pour la Roumanie. Pour sa part, le ministre autrichien a déclaré que
le modèle de coopération convenu par Vienne et Bucarest dans le domaine de la
lutte contre la criminalité transfrontalière devrait être encouragé au niveau
européen aussi. A ses dires, la collaboration transfrontalière a porté ses
fruits dans le cadre d’une action commune menée par les autorités roumaines,
hongroises et autrichiennes. Rappelons que l’Autriche est le seul pays qui
s’oppose à l’adhésion de la Roumanie à l’Espace Schengen, bien que le pays
remplisse depuis longtemps les conditions techniques nécessaires. Au niveau
global, le système Schengen a des défaillances, a réitéré mercredi Gerhard
Karner avant de préciser que pour sa part, un élargissement de l’Espace n’était
pas opportun.

été démis à leur demande

Quatre commissaires en chef de la Police
de Constanta ont été démis à leur demande, après l’accident survenu dans la
station de 2 Mai dans lequel un jeune de 19 ans conduisant sous l’influence de
plusieurs drogues a tué deux personnes et blessé trois. C’est ce qu’a déclaré
le ministre de l’Intérieur, Catalin Predoiu. Les policiers ont arrêté le
chauffeur trois heures avant l’accident
et l’ont relâché sans le soumettre à un test, malgré les drogues trouvées dans
la voiture et malgré le fait que sa conduite sur la route a inquiété un
conducteur qui a alerté la police. Après cet accident, la Police routière mène
des contrôles au niveau national pour dépister les chauffeurs qui conduisent sous
l’influence des substances interdites ou de l’alcool. L’Inspection de la police
judiciaire examine aussi les dossiers qui enquêtent sur la consommation de
produits illicites.

Les pompiers roumains
luttent contre les incendies de Grèce

Les pompiers
roumains déployés en Grèce ont dû participer mercredi à une mission
d’extinction d’un feu dévastateur de végétation près de l’autoroute en
direction de la ville grecque d’Alexandroúpolis. Plus de 50 pompiers,
appuyés par dix camions citernes, ont lutté contre les flammes, apprend-on
auprès de l’Inspection générale pour les situations d’urgence de Bucarest. En
parallèle, la situation est surveillée depuis l’espace grâce au programme
satellite européen Copernicus.

Des équipes roumaines dans le premier tour de
qualification à Europa Conférence Ligue

Le club champion
de Roumanie au football, Farul Constanta, a battu jeudi, sur terrain propre, les
Finlandais de HJK Helsinki, dans le premier tour de qualification à Ligue Europa
Conférence. Dans le même tour, l’équipe ayant remporté la Coupe de la Roumanie,
Sepsi Sfantul Gheorghe a fait match nul, en Roumanie, contre les
Norvégiens de Bodoe/Glimt. Les matchs retour auront lieu d’ici une semaine.

Russie – Evgueni Prigojine,
le patron du groupe Wagner serait décédé dans le crash de son jet privé dans la
région de Tver en Russie, fait savoir l’agence de presse TASS. L’agence de
presse russe cite l’Agence fédérale de transport aérien de Russie selon
laquelle une enquête a été déclenchée au sujet du crash d’un jet privé Embraer,
au bord duquel se trouveraient dix personnes dont Evgueni Prigojine. L’avion se
déplaçait de Moscou à Saint Pétersbourg. Selon les secouristes déployés sur
place, huit corps ont été recouverts, annonce aussi RIA Novosti.

Evgueni Prigojine était le
patron du groupe de mercenaires Wagner, dont le rôle a été décisif dans la
prise de la ville ukrainienne de Bakhmut. Après un coup avorté en Russie il y a
deux mois, le groupe Wagner a trouvé refuge au Bélarus, tout en continuant ses
opérations en Afrique. D’ailleurs, lundi Progojine s’était affiché en Afrique,
selon un e vidéo diffusée sur les réseaux sociaux.

Ukraine – La cheffe de la
diplomatie roumaine, Luminita Odobescu, accuse la Russie de viser
volontairement l’infrastructure essentielle aux exportations des céréales afin
de faire du mal aux citoyens ukrainiens. Cette réaction survient après la plus
récente attaque perpétrée par Moscou sur le Danube. L’attaque contre le port
d’Ismail est un crime de guerre, a affirmé la responsable de Bucarest sur les
réseaux sociaux. Elle s’est dite terrifée par les bombardements continuels de
la Russie contre le port mentionné, situé près de la frontière roumaine.
270.000 tonnes de céréales ont été détruits en un seul mois par les frappes
russes, s’est alerté pour sa part, le ministre ukrainien de l’Infrastructure,
Oleksandr Kubrakov.

a réaffirmé mercredi l’engagement de son cabinet d’intensifier les efforts de
lutter contre toutes les formes d’extrémisme, de conserver la vérité
historique, de stimuler les démarches censées éduquer les citoyens et notamment
les jeunes générations au sujet des moments sombres de l’histoire de la
Roumanie. Dans un message transmis mercredi, à l’occasion de la Journée
européenne de commémoration des victimes de tous les régimes totalitaires et la
Journée nationale de la Commémoration des victimes du fascisme et du
communisme, M. Ciolacu a affirmé que le négationnisme et l’apologie du régime
communiste peuvent toujours compromettre le progrès réalisé jusqu’ici pour
consolider la démocratie.

Tennis – La joueuse de tennis roumaine Gabriela Ruse a battu la Française
Kristina Mladenovic 6-2, 6-2, mardi, dans le cadre du premier tour du tournoi
de l’US Open, dernier Grand Chelem de l’année, qui se déroule dans les arènes
de Flushing Meadows à New York. Les Roumaines Jaqueline
Cristian et Miriam Bulgaru ont quant à elles été battues.

Météo –La canicule persistera jeudi aussi, en Roumanie, mais
seulement dans le sud et dans les régions de plaine. Les températures maximales
iront de 27 à 36 degrés. Nous aurons jeudi, à midi, 34 degrés dans la capitale
roumaine.

SECURITY Romanias security has been consolidated and the efforts to strengthen NATO structures on national territory, especially the NATO battle group established in 2022, will carry on, said President Klaus Iohannis, who attended the Navy Day ceremonies in Constanta on Tuesday. In turn, Prime Minister Marcel Ciolacu promised that the government would earmark the resources required for equipping and modernising the Romanian Naval Forces. Security at the Black Sea ensures the stability of the entire region and turns Romania into an important security provider, the speaker of the Senate, Nicolae Ciucă, also said.

ECONOMY The EU economy grew 0.5% and the Eurozone economy went up 0.6% in Q2 2023, compared to the corresponding period in 2022, with Ireland and Romania reporting the most significant growth rates, according to preliminary data released on Wednesday by the European Statistics Office (Eurostat). Among the EU member countries for which data are available, the highest growth rates in April-June 2023 are reported in Ireland (2.8%), Romania (2.7%), Cyprus and Portugal (2.3%), while the most important negative rates were in Estonia (-3%), Sweden (-2.4%), Hungary (-2.3%) and Poland (-1.3%). Across the ocean, the US GDP went up 0.6% compared to the previous 3 months and 2.6% against the corresponding quarter last year.

BACCALAUREATE Nearly 34,000 high school graduates in Romania, sitting the second session of this years Baccalaureate exam, Wednesday had the Romanian language and literature test, with papers graded digitally for the first time. The tests are scanned and uploaded on a platform, where they are assigned for grading to teachers in any part of the country except for the county where the student went to high school. The two tests in students major subjects are scheduled for August 17th and 18th. In order to pass the exam, candidates need an overall grade of at least 6 in their written tests. In the first Baccalaureate session, 75% of the candidates passed the exam.

TRAFFIC Over 2.2 million Romanians and foreigners crossed Romanias borders during the Assumption of Mary holiday period, up 24% compared to the corresponding period of last year, the Romanian Border Police announced. The most crowded checkpoints were those on the Hungarian and Bulgarian borders, and those in airports. During the same period, border police issued fines totalling over EUR 60,000 and seized assets of over EUR 600,000. More than 100 Romanian nationals were denied exit and 90 foreign nationals were not allowed to enter the country for various reasons.

UKRAINE The Romanian Defence Ministry strongly condemns the repeated strikes by Russian armed forces targeting critical infrastructure in Ukraine and regions inhabited by civilians in that country. The statement comes after on Wednesday morning the Danube River ports in Izmail and Reni, near the border with Romania, were hit by drone strikes. The war of aggression started by Russia against Ukraine is a blatant violation of international law, says the Defence Ministry, also adding that it has enhanced the monitoring of Romanias national territory and its maritime and airspace, jointly with NATO forces, to strengthen defence on the entire eastern flank and to deter possible aggressions against NATO member countries. DAY Naval forces are these days
staging a series of activities devoted to Navy Day here in Romania, which will
culminate on August 15, when Romanians are celebrating the Christian holiday of
the Dormition of the Mother of God, St. Mary, who is also the protector of
sailors. Various events and activities are being staged on this occasion in
Bucharest and the Romanian port-cities on the Danube – Braila, Tulcea and
Galati. The most important event will take place on Tuesday, August 15th
when, after a pause of four years, the seamen are expected to be presenting a
demonstrative exercise entitled ‘Romanian Naval Forces 2023’. Helicopters and
speed boats carrying the flags of Romania, NATO and the EU will be opening the
exercise, which is to be followed by a parade of the school-vessel ‘Mircea’,
Romania’s honorary ambassador on the world’s seas and oceans.

DRILL Roughly 250 servicemen from France and Luxembourg and 65
pieces of technical equipment of NATO battle group in Romania are going to
participate starting Monday until August 18th in a joint exercise in
the shooting range of Babadag, south-eastern Romania. The drill’s main aim is
to test the rapid deployment of troops and gear as well as to increase
interoperability among the forces of the NATO battle group. According to
sources with the Defence Ministry in Bucharest, the drill contributes to
raising military cooperation between Romania and the participant countries,
France, the Netherlands, Belgium and Luxembourg as well as to strengthening
NATO security on its Eastern Flank.

HOLIDAY The
Romanians are enjoying a four-day mini-holiday, after Monday, August 14th
has been declared a bank holiday here in Romania right ahead of the St. Mary
holiday on August 15th. Various events are being staged all over the
country and tens of thousands of pilgrims are expected at the Nicula Monastery,
in Cluj county, north-western Romania. Concerts are also taking place, such as
the Summer Well festival, in Buftea, close to Bucharest, while the days of the
city of Braila are also being celebrated. Many Romanians are celebrating these
days in the mountain resorts of the Prahova Valley, in southern Romania, while
the seaside resorts on the Romanian Black Sea coast are preparing for the busiest
weekend this summer. According to hotel owners here the tourists’ number is to
reach 110 thousand. The Romanian Interior Ministry has deployed over 8 thousand
police and 6 thousand gendarme troops to prevent any criminal activity during
the aforementioned holiday. The border check points at Romania’s border with
Hungary and Bulgaria are also benefiting from additional personnel.

GAUDEAMUS The Radio Romania Gaudeamus book fair is waiting for its
visitors in downtown Sibiu, central Romania with numerous titles, sales and
events. The organizers have prepared book launches and round-table talks for
all ages. The little ones have been invited to attend the launch of a collection
entitled ‘Children Readings from Grandma’, while adults can participate in
various events focusing on self-development. The event, which remains open
until Tuesday, has brought together over 40 participants, including some of the
best known publishing houses, the main suppliers of books, games, music and
educational materials.

RATE
According to data released by the National Institute for Statistics (the INS) in
July Romania’s inflation rate went down to 9.4% from 10.3% in June while prices
in food products went up by 16.24% and in non-food products by 4.25%. According
to the same sources, prices for services went up by 11.65%. Sugar, air
transportation and potatoes saw the highest price hikes this year, whereas oil
is the only commodity, whose price went down. According to the INS, the medium
average salary in Romania stood at nearly 930 Euros in June, 11 Euros higher
than in May this year. For the Social-Democratic Prime Minister, Marcel
Ciolacu, the lower inflation rate shows that the government’s measures aimed at
curbing inflation proved to be successful. He said the Executive would
cooperate with the country’s Central Bank in the fight against the rising
prices.

HOLIDAY
Romanians are in a four-day mini-holiday as August 14th is a bank
holiday in Romania where St. Mary is being celebrated a day later on August 15th.
Various events have been staged on this occasion all over the country and tens
of thousands of pilgrims are expected at the Nicula Monastery in Cluj,
north-western Romania. The Summer Well festival is underway until August the 13th
in Buftea close to Bucharest and the days of the Braila city are being
celebrated in this town in south-eastern Romania. Numerous tourists are being
expected in the mountains resorts in the Prahova Valley, southern Romania these
days, as well as on the Romanian Black Sea coast, which will be seeing its
busiest weekend. Hotel owners in the seaside resorts are expected to provide
accommodation to over 100 thousand tourists. Over 8 thousand police troops and
6 thousand gendarmes have been deployed to ensure safety and order during this
mini-holiday.

NAVY Romania’s naval forces are these
day staging a series of activities devoted to Romania’s Navy Day culminating on
August 15th when the Romanians are celebrating the Dormition of the
Mother of God, St. Mary, who is the protector of sailors. Events are underway
in the capital city and the port-cities on the Black Sea, Constanta and
Mangalia as well as on the Danube at Braila, Tulcea and Galati. These events
will reach the climax on august 15th in Constanta, where the sailors
will be presenting after a four-year recess the demonstrative exercise
‘Romanian Naval Forces 2023’. After the opening ceremony involving helicopters
and fast boats carrying the flags of Romania, NATO and the EU, the
school-frigate Mircea will be sailing in front of the participants. The
aforementioned vintage vessel has for decades been Romania’s honorary
ambassador on the world’s seas and oceans.

GRAIN Romania will be
taking additional measures aimed at doubling the Ukrainian grain transit
through its facilities. The Romanian authorities want to supplement the number
of pilots guiding the Ukrainian vessels carrying grain on the Danube to the
Black Sea. Upon a meeting held in Galati, eastern Romania, on Friday, an event
that brought together representatives of Ukraine, the Republic of Moldova, the
United States and the European Commission, the Romanian transport minister
Sorin Grindeanu spoke about the possibility for Ukraine to use other ports on
the Danube besides Braila and Galati. According to him the number of pilots
guiding the aforementioned grain shipments is to increase to 60 until the end
of August. The United States has pledged financial assistance to the neighbours
of Ukraine helping them to buy pilot boats to support regional efforts in this
respect, the US embassy has announced. According to the same sources, the
United States remains committed to the partnership with the Ukraine’s government
and people – including by providing financial support and supplies by expanding
alternative transport routes and streamlining the border crossing points.

WEATHER The PM of Romania Marcel
Ciolacu requested all the institutions in charge to centralise data on the damages
caused by the extreme weather over the past few days in Romania. Measures will
be taken subsequently to address the situation and to avoid similar occurrences
in the future, a government spokesperson said. According to the General
Inspectorate for Emergencies, over 50 localities in 19 counties and the capital
city Bucharest have been affected this week by storms and heavy rainfalls.
Several people died, and houses, buildings and vehicles have been damaged.

CANCER The government endorsed a National Plan on
Cancer Prevention and Treatment. The new programme facilitates quick access to
prevention measures, diagnostic, treatment and palliative services. The
healthcare minister, Alexandru Rafila, said investments would be made in the
field of oncology, and all services for patients would be free of charge,
including advanced radiation therapy. He added that the government would also
develop an innovation fund, mainly benefiting cancer patients. The plan will be
implemented in several stages over the next 5 years. Representatives of the
Federation of Cancer Patients Associations however are unhappy with the absence
of implementing rules for the plan, without which, they argue, it is impossible
to know how long it would take from diagnosis to the start of the actual
treatment.

DISSIDENT The High Court of Cassation and Justice in
Bucharest Thursday upheld a ruling clearing two former Communist political
police officers, Marin Pîrvulescu and Vasile Hodiş, of the charges related to
the torturing of dissident Gheorghe Ursu.
They were originally tried for crimes against humanity. The construction
engineer, poet and writerGheorghe Ursu was investigated by the Securitate in the ’80s,
after he sent letters to Radio Free Europe and kept a diary of the horrors
of the communist regime. He was arrested in September 1985 and died 2 months
later, after being beaten while in detention. After
Thursday’s ruling of the supreme court, the justice minister Alina Gorghiu said she would have liked not to see
any form of repression and torture validated. The Group for Social
Dialogue, a political and social NGO, says the supreme court’s decision to
acquit the torturers of the dissident Gheorghe Ursu is the most radical form of
rehabilitation of communist totalitarianism. Prosecutors are looking into
exceptional methods to challenge the ruling.

GREECE The Romanian foreign ministry warns the Romanian
nationals who are in Greece or intend to travel there that the local
authorities said the risks of wild fires remains high today in several parts of
that country. The situation is particularly serious in Rhodes, where 92
Romanian fire fighters are also deployed. In order to better respond to this
phenomenon, the European Commission announced plans to create its own firefighting
fleet, and procure an additional 12 aircraft to this end, deployed around the
Mediterranean, where most wildfires are reported.

SECURITY
The US Senate Thursday night endorsed the National Defence Authorisation Act
(NDAA), which included a bill on Black Sea security. With this decision, the US Senate confirms the
status of the Black Sea as a region of critical geo-strategic importance and
paves the way for enhanced US engagement in the region. The US Senate’s
decision also confirms the county’s strong support for a comprehensive US
presence in the Black Sea region, jointly with its allies and partners, in
strategic areas such as security and defence, economy, energy and democratic resilience, the
Romanian Ambassador to Washington Andrei Muraru
said. The bill endorsed by the Senate is to be reconciled in September with the
version of the NDAA already approved by the House of Representatives. A bill
similar to the
Black Sea Security Act is also pending in the House, with good chances to be
included in the reconciliation procedure and in the final text of the NDAA sent
to president Joe Biden.

FOOTBALL Three
Romanian teams played last night in the Europa Conference League qualifiers. Sepsi OSK Sfântu Gheorghe won, 2-0
away from home, the match against the Bulgarian side CSKA Sofia. Romanian
champions Farul Constanța also won their home match against FC Urartu, 3-2, while former champions CFR Cluj drew
at home against the Turkish side Adana Demirspor,

DIICOT The situation in several old people’s homes close to
Bucharest, where prosecutors had identified organized crime groups who were
exploiting and mistreating old and disabled people was being analyzed by the
Romanian government on Sunday. The country’s Prime Minister, Marcel Ciolacu,
has summoned several ministers and officials in the field and has announced
that inspections are to be carried out in all the foster centers for children,
the elderly and disabled people across the country. The Prime Minister has
asked for ‘zero tolerance for the crime groups who robbed those helpless
people’ and has announced that jointly with the Minister of Justice he set the
solution to this issue as a top priority. ‘What was happening in these ‘centers

DIICOT prosecutors, besides the poor conditions offered, the victims were

According to DIICOT sources, in two years the crime ring under investigation
managed to siphon off roughly 740 thousand Euros from several social assistance

temporary custody for 30 days, whereas others are under house arrest or judicial
control.

SUMMIT Romania’s President Klaus Iohannis will be participating in
the NATO summit in Vilnius on Tuesday and Wednesday, the presidential
administration in Bucharest has announced. The summit is to include three
high-level meetings of the North-Atlantic Council, in formats, which also
include Ukraine, the European Union as well as NATO’s Indo-Pacific partners. At
the summit, the Romanian president is expected to underline the fundamental
importance of continuing the implementation of the Madrid decisions on
strengthening the allied defence and deterrence posture on the Eastern Flank.
Iohannis will also reiterate the robust support for Ukraine, including its
NATO’s accession, as well as for the most vulnerable partners, especially for
the Republic of Moldova. According to the same sources, the head of the
Romanian state will be also referring to the need for having the importance of
the Black Sea region in the Euro-Atlantic security reflected in the allied
documents and decisions. In Vilnius, NATO Secretary General Jens Stoltenberg is
expecting that most allies announce their commitment to increasing defence
budgets to over 2% of the GDP starting next year. He said in Brussles that 11
member countries, Romania included, had already fulfilled this commitment.

FAIR The Gaudeamus Radio Romania Book Fair ended in Brasov,
southern Romania on Sunday. During the five-day event, the almost 40 exhibitors
put on displays thousands of books for all tastes and ages, music, educational
games and self-development books. The event also included book launches,
conferences and debates attended by local writers and not only by them. Adrian
Lesenciuc, poet, prose and essay-writer as well as literary critic was the
honorary president of the present edition.

POLICE Romanian policemen last week enforced 19 European arrest
warrants and 589 people, who are the subject of alerts in the Schengen
Information System, have been located on Romania’s territory. According to a
Romanian police communiqué, 30 documents and 45 vehicles sought by the Schengen
partners have been seized in Romania to be used as evidence within legal
procedures. At the same time, 199 people wanted by the Romanian authorities
have been identified by foreign partners on their territory, the communiqué also
says.

MEDALS Romania won six medals on Sunday in the World Rowing Cup III
in Lucerne, Switzerland: two gold, three silver and one bronze. In the medal
ranking, Romania came third after Britain and the Netherlands. The Romanian
women’s four and double scull became gold medalists in Lucerne.

Of drugs and violence in the Romanian schools

The consumption of psychoactive substances in schools is on the rise among the Romanian teenagers with bad consequences both for them and their families.

Anti-drug policemen have recently annihilated a major network of consumers and traffickers of banned substances. Most of these consumers were minors and communicating via the message network Telegram.

Early this week numerous search operations were carried out in Bucharest and other localities like Mures, in central Romania, Braila and Galati in the south-east and Dambovita in the south. Significant quantities of drugs and money have been seized on this occasion. Here is Catalin Tone, the head of the Antidrug service with the Brigade of Combating Organized Crime in Bucharest.

Catalin Tone: “This is an atypical case, which shows us again the serious dimension of the phenomenon of drug abuse and trafficking in Romania. 11,000 people have been active on a chat group suggestively entitled Sweet Grass, where 30-40 thousand daily messages have been reported. Talks here have mainly been about drugs, distribution, consumption, cocktails and blends. Also very serious is the fact there were 15-20 hundred minors in the aforementioned group, very young and not very responsible at their age.”

The Romanian society is in great need of initiatives for the education and information of the young people, the anti-drug expert says. Catalin Tone also believes Romania needs more clinics for the treatment of drug addiction. Another dangerous phenomenon which is gaining momentum in schools across Romania is violence and its negative impact on all those involved in the educational process.

The Ministry of Education estimates that within two weeks it will come up with a procedure for the management of violent cases in schools, which will enable teachers and any other employee in the countrys education system to promptly and properly deal with school violence. Education Minister Ligia Deca said that together with the ministries of Justice and the Interior, they are identifying the necessary law amendments, including in the areas of fines and obligations for parents. In turn, the trade unions representatives in education have announced their intention to table a legislative initiative in Parliament aimed at discouraging violence acts in schools. The decision was made after a series of events in several Romanian schools, which involved the physical aggression and humiliation of some teachers. An initiative aimed at discouraging school violence was voted by the Chamber of Deputies in 2018 but failed to get the Senate approval.

Visite
– Le président du Conseil européen, Charles Michel, entame lundi une visite
officielle à Bucarest pour des discussions avec le chef de l’Etat roumain,
Klaus Iohannis. A l’issue de leur entrevue, les deux responsables politiques
feront des déclarations de presse. La visite survient deux jours après la
réunion de Bruxelles des chefs d’Etat et de gouvernement de l’UE, consacrée
notamment à la situation en Ukraine.

Défense – Le ministre
roumain de la Défense, Angel Tîlvar, et les ambassadeurs des pays nordiques
accrédités à Bucarest ont examiné ensemble l’actuelle situation de sécurité
provoquée par la guerre menée par la Fédération de Russie en Ukraine. Le
ministre roumain a transmis aux représentants diplomatiques danois, estonien,
finlandais, suédois et lituanien la volonté de Bucarest de rester profondément
impliqué dans les efforts de développer les relations de coopération avec leurs
pays. Les discussions ont mis en avant l’importance de poursuivre le soutien
international accordé à l’Ukraine. Angel Tâlvar a réitéré l’importance
d’accorder le soutien des alliés aux partenaires à l’Est des frontières de
l’OTAN, comme la République de Moldova.

Economie -
L’agence de notation internationale Fitch Ratings vient de confirmer la note
BBB assortie d’une perspective négative de la Roumanie pour ses émissions
souveraines de long-terme en devises. La note F3 de la dette à
court terme en devises a été également confirmée par l’agence mondiale de
notation financière. Pour la première fois depuis avril 2020, celle-ci a révisé
à la hausse la perspective de la note de la Roumanie de négative à stable. La
décision de Fitch représente une preuve de confiance dans les perspectives de
croissance de l’économie roumaine, fondée sur la poursuite des programmes
gouvernementaux et sur l’encouragement des opportunités de développement du
pays, a déclaré le premier ministre Nicolae Ciuca. L’agence de notation Fitch a
mis en évidence aussi bien la résilience économique de la Roumanie dans le
courant de 2022 que sa stabilité politique lui ayant permis de gérer la crise
énergétique et celle provoquée par la guerre en Ukraine. Dans le contexte des fonds
européens que Bruxelles versera à Bucarest dans le cadre de l’exercice
financier pluriannuel 2021-2027 que via le Plan national de relance et de
résilience, le pays pourrait connaître une croissance économique de 2,3% d’ici
la fin de l’année et de 3% en 2024. Pour améliorer sa note, la Roumanie devrait
stabiliser sa dette publique en pourcentage du PIB à moyen terme, parallèlement
à la diminution de son déficit publique et des risques.

Protestations -
Des policiers et des militaires en réserve ont protesté samedi devant le siège
du Ministère des Affaires Intérieures de Bucarest pour réclamer la mise en
place sous sa forme initiale, de la loi des salaires et des pensions
militaires. Les protestataires demandent un système prédictible des pensions de
retraite, comme c’est le cas partout dans les pays membres de l’OTAN et de
l’UE. Les syndicalistes exigent également des bonus salariaux, la majoration du
ratio de nourriture et des suppléments financiers censés compenser le stress
neuropsychique. Vendredi, le Syndicat des militaires en réserve et celui des
Policiers ont organisé une marche de protestation pour dénoncer les problèmes
auxquels se confronte le système de la défense et de la sécurité nationale.

Police
– La Police roumaine a fêté samedi les 201 années écoulées depuis sa première
attestation documentaire. A cette occasion, différentes manifestations ont été
organisées à travers la Roumanie. « Les policiers sont ceux qui nous
protègent et qui jouent un rôle essentiel au sein du système de sécurité
nationale » a précisé le premier ministre, Nicolae Ciuca dans un message
transmis à cette occasion. Et lui de souligner la nécessité que la Police
roumaine se réinvente pour répondre aux nouveaux défis en matière de
criminalité.

Météo – Il fera
doux partout en Roumanie dans les 24 prochaines heures. L’instabilité
atmosphérique sera accentuée notamment dans la moitié orientale du territoire.
Des précipitations mixtes pourraient tomber à plus de 1700 mètres d’altitude.

Bakou – Le président roumain, Klaus Iohannis, entame aujourd’hui une visite de deux jours en Azerbaïdjan à Bakou, à l’invitation de son homologue azéri, Ilham Aliyev. Les deux hommes ouvriront la réunion ministérielle du Conseil Consultatif du Corridor sud de transport du gaz, occasion pour le chef de l’Etat de parler de l’implication de la Roumanie dans la sécurité énergétique européenne. Celle-ci se réalisera par l’élargissement de la coopération avec les partenaires de la région et par la diversification des sources et des routes de transport des ressources énergétiques. Ce qui plus est, Bucarest souhaite s’assurer depuis le Caucase les quantités de gaz dont il a besoin, à des coûts avantageux, afin de remplacer les importations en provenance de la Russie. Parallèlement, le président Iohannis doit rencontrer son homologue Ilham Aliyev sur l’élargissement de la coopération bilatérale dans des domaines tels les transports, le commerce, l’agriculture, l’éducation et la culture. Egalement sous la loupe : les projets d’interconnexion régionaux tels le câble sous-marin de transport de l’électricité.

Bosnie – La Roumanie va rester pleinement engagée dans les efforts menés pour maintenir un climat sûr et stable dans les Balkans de l’Ouest, a déclaré, mercredi, le ministre roumain de la Défense, Angel Tilvar, dans le cadre de sa visite sur la base militaire Camp Butmir en Bosnie Herzégovine. Le ministre est accompagné du chef d’Etat-major à la Défense, le général Daniel Petrescu a rencontré des militaires roumains participant à l’Opération EUFOR ALTHEA, le commandant de cette mission de l’UE, le général major Helmut Habermayer (Autriche), ainsi que la cheffe du commandement OTAN de Sarajevo, le général de brigade Pamela McGaha (Etats-Unis). ‘Nous sommes très fiers de la manière exemplaire dont les militaires roumains s’acquittent de la mission qui leur a été confiée’ a affirmé le ministre Angel Tilvar. L’opération EUFOR ALTHEA a été lancée en décembre 2004. Depuis 2012, elle se concentre sur l’entraînement et la consolidation des capacités des forces armées de Bosnie Herzégovine. A présent ce sont 1100 militaires issus de 21 pays qui participent à l’opération EUFOR ALTHEA. En mai, prochain la fonction de chef d’Etat-major sera occupée par un militaire roumain.

Syndicats – Environ 1000 employés de l’Education nationale ont manifesté, mercredi dans la capitale, mécontents de leurs conditions de salaire. Ils affirment que le personnel non enseignant est la seule catégorie qui n’a pas atteint le niveau de salaire de base prévu par la loi cadre pour l’année 2022. Les fédérations syndicales de l’éducation demandent au gouvernement d’adopter une loi afin que cette partie du personnel puisse recevoir le salaire promis, ils demandent également l’octroi de primes liées aux conditions de travail pour toutes les catégories de salariés de l’éducation nationale. La fédération syndicale Sanitas a annoncé qu’elle allait organiser à partir du 6 février des manifestations jusqu’à ce que leurs revendications soient satisfaites. Au nombre des revendications, parmi d’autres, on trouve la hausse des revenus de tous les salariés de la Santé publique et de l’assistance sociale d’au moins 15 % afin de compenser l’inflation. Policiers – Cinq agents de police du département de Brasov dans le centre de la Roumanie ont été arrêtés la nuit dernière dans un dossier de corruption qui a impliqué aussi plusieurs perquisitions dans des maisons privées et dans un commissariat de police. Selon le parquet, les cinq agents sont poursuivis pour corruption et abus de fonction, étant soupçonnés de ne pas avoir appliqué le Code de la Route. En effet, de décembre 2021 à janvier 2023, les agents du Ministère de l’Intérieur auraient demandé et reçu depuis différentes personnes des sommes d’argents et des objets valeureux afin d’éviter de se voir infligé des amandes.

ICR – Cette année, l’Institut culturel roumain financera par le biais de deux programmes la traduction des livres roumains en langues étrangères. Ces programmes sont ouverts aux éditeurs se trouvant à l’extérieur de la Roumanie et visant à simplifier l’accès à la culture roumaine par la traduction d’œuvres littéraires d’auteurs roumains et par la publication de revues consacrées à la culture et à la civilisation roumaines. Les dossiers peuvent être déposés exclusivement enligne, via email, jusqu’au 8 mars. Ces demandes seront évaluées par une commission d’experts indépendants.

Météo – Les températures demeurent toujours supérieures aux moyennes pluriannuelles sur la plupart des régions de la Roumanie. Le ciel est couvert sur les régions à l’intérieur de l’arc des Carpates, mais des nuages apparaitront aussi sur le reste du territoire. Il neige sur le nord et en montagne, alors que sur l’ouest des précipitations mixtes (pluie – neige) sont signalées. Des pluies verglaçantes sont également possibles donc soyez particulièrement attentifs si vous conduisez sur les routes de l’ouest. Les chutes de neige sont significatives sur le relief et notamment en montagne, à des altitudes de plus de 1 700 m, où la vitesse du vent dépasse les 90 km/h. L’Administration nationale de la météorologie a émis plusieurs alertes code orange aux tempêtes de neige valable sur cinq départements. Les maximas seront pourtant positifs allant de 0 à 10 degrés. 4 degrés et un soleil timide à Bucarest.

SCHOOLS
Schools and kindergartens reopened in Romania today after the winter break,
among seasonal flu and viral respiratory infection alerts. The authorities call
on parents not to send their kids to school if they have symptoms. The
education and health ministries have taken measures and issued guidelines to
prevent the transmission of respiratory viruses.

GOVERNMENT The government of Romania is
considering a number of projects for the forthcoming period, which have already
been agreed on within the ruling coalition, the PM Nicolae Ciucă announced.
Healthcare, education and investments, including the targets and benchmarks
undertaken under the National Recovery and Resilience Plan, are the main areas
to receive special attention. The government posted for public debate a draft resolution
on master’s, Ph. D, post-doctoral and research grants abroad. In terms of
healthcare system improvements, the proposed measures include hospital
revamping using EU funds.

UNEMPLOYMENT The unemployment
rate in Romania dropped slightly, from 5.5% in October to 5.4% in November,
according to data made public today by the National Statistics Institute. The
number of unemployed people aged between 15 and 74 estimated for November 2022
was 447,700, down from the 453,200 reported for the previous month and from the
450,000 reported for November 2021. The unemployment rate is 0.9% higher among
men (5.8% for men and 4.9% for women). Unemployment among youth under 24
remains at a worrying 22.9%, the INS warns. The number of unemployed people
aged 25 to 74 accounted for 74.3% of the total number estimated for November
2022.

CULTURE The first event in the series devoted to Timişoara – European
Capital of Culture in 2023 takes place today, when the vice-president of the
European Commission, Margaritis Schinas, will hand over this official title in
a ceremony held at the Acropolis Museum in Athens. This year, the city of Timişoara
in western Romania is one of the 3 European capitals of culture, alongside Elefsina
in Greece and Veszprém in Hungary. The official opening of the event is
scheduled for February 17 to 19, and throughout the year as many as 50 shows,
concerts, exhibitions and other cultural events will bring together more than
2,500 artists from Romania and abroad. Timişoara is included in a top of the best places to visit put together
by the British daily The Independent. The publication
recommends Timişoara’s Baroque buildings and historical squares, as well as art
exhibitions, classical music concerts and jazz festivals. The mayor Dominic
Fritz said this year’s priority is to attract both tourists, and investors.

BORDERS As many as 302,000 people and over 75,000
vehicles crossed into and out of Romania on Sunday. More than 92,700 people entered
Romanian territory, including 6,880 Ukrainian nationals. This brings the total
number of Ukrainian citizens having entered Romania since February 2022 to over
3.27 million.
Border checks are conducted efficiently at all checkpoints, in line with the
national and EU legislation, and the Border Police are working at full
capacity, the authorities announced.

UKRAINE Wars like the one in Ukraine, where civilian areas are
subjected to indiscriminate destruction, are a crime against God and
humanity, Pope Francis said on Monday. In his annual speech to diplomats
accredited to the Vatican, the Pope spoke about the war in Ukraine, with its
wake of death and destruction, with its attacks on civil infrastructures that
cause lives to be lost not only from gunfire and acts of violence, but also
from hunger and freezing cold. Meanwhile, Ukrainian forces are withstanding constant
Russian attacks on Bakhmut and other towns in the east of Donbas, the Ukrainian
authorities announced today. Bakhmut is holding out against all odds,
president Volodymyr Zelensky said in his Sunday address. The nearby town of
Soledar is also holding out, Although there is even more destruction there and
it is extremely hard, he added.

TENNIS The Romanian player Sorana Cîrstea (43 WTA) was defeated today by Beatriz Haddad Maia of Brazil (156 WTA), 7-6, 6-1, in
the first round of the Adelaide International 2 (WTA 500) tournament in Australia.Another
Romanian, Irina Begu, will play in the main draw against Australia’s Storm
Hunter. Begu reached the semi-finals of the Adelaide International 1(WTA 500), where

Jusqu’à 600 BMWs pour la police roumaine

« La
police roumaine pourrait se doter de 600 berlines allemandes BMW série 3 X-drive
pour renforcer son parc de Dacia Logan, Duster et VW Polo »,
c’est l’info qui est apparue dans la presse roumaine provoquant un véritable
débat en Roumanie. C’est le syndicat des policiers Europol qui a fait cette
annonce et qui accuse les responsables de la police nationale d’avoir favorisé
cette marque par le biais des critères inscrits dans le cahier des charges de
l’appel d’offres. D’ailleurs, un seul compétiteur s’y était inscrit : le
concessionnaire roumain de la marque BMW. Et ce n’est pas tout, les voitures
devraient être délivrées sans toute autre modification ou équipement
spécifique, c’est-à-dire le châssis n’est pas renforcé, il n’y a pas de feux supplémentaires
et les places arrière ne sont pas isolées du reste de l’habitacle. Un
autocollant avec le signe « Police » et un gyrophare ne suffisent pas
pour transformer une voiture banale en un véhicule de police, déplorent les
syndicalistes de la police roumaine.

D’ailleurs,
depuis la chute du communisme, l’achat de voitures nouvelles pour la police
roumaine a toujours été un événement public. Au début des années ’90, la police
s’est dotée de Renault 19 Chamade, premières voitures étrangères ayant
intégré les forces de l’ordre roumaines après la chute du communisme. Elles
furent suivies ensuite par des Volkswagen Vento et Passat à la
fin des années 90 et le début des années 2000, puis par des Dacia Logan
et ensuite par d’autres Volkswagen Polo achetées il y a 5 ans environ.
Actuellement, la vaste majorité des voitures de la police roumaine sont des Dacia
Logan et Duster assez récentes auxquelles s’ajoutent aussi les Polos.
Un parc automobile constitué donc de voitures spartiates, peu puissantes, mais
économiques. Il n’y a que quelques voitures plus rapides, des Audi A4 Quattro
dans les cortèges officiels. Mais voilà que désormais le ministère de
l’intérieur souhaite se doter de véhicules beaucoup plus puissants et rapides.
Mais comment est-on arrivé à choisir la marque bavaroise ?

L’ex
ministre des Transports, Catalin Drula, de l’Union sauvez la Roumanie,
actuellement en opposition accuse le ministère de l’Intérieur d’avoir organisé
un appel d’offres « à dédicace ». En effet, même si on admet
que la police a besoin de berlines rapides, puissantes, à traction intégrale,
la présence dans le cahier de charges, de certains critères, comme le nombre de
rapports de la boite automatique, une hauteur maximum du véhicule et une
certaine capacité du moteur a éliminé d’autres modèles aux performances
dynamiques similaires qui auraient pu remporter l’appel d’offres. La Mercedes
classe C a un moteur de 1,5 litres au lieu de 1,9 litres comme prévu dans le
cahier de charges, même si ses performances sont similaires. L’Audi A4 Quattro
a une boite de vitesse à 7 rapports alors que la police demandait une boite
avec au moins 8 rapports. Enfin, la Skoda Octavia et la VW Passat dépassaient
la hauteur maximum demandée par le ministère de l’Intérieur, un critère pour le
moins étrange. D’autres véhicules qui auraient pu respecter les critères
techniques de l’appel d’offres – Mercedes, Alfa Romeo e Jaguar – sont
proposés à des prix de catalogue de beaucoup supérieurs à celui de la BMW série
3, explique dans sa petite analyse du marché, l’ex ministre des Transports

police ont argué que les hommes de la loi avaient besoin de voitures rapides,
censées rivaliser avec les autos puissantes importées dernièrement en Roumanie
après la suppression de la taxe de pollution en 2017.

Et
pourtant, toute la presse a immédiatement rappelé que le patron du
concessionnaire officiel de la marque BMW en Roumanie est un ami proche du
président roumain Klaus Iohannis. Ce dernier s’est vu obligé de réagir et a
déclaré que ses amitiés n’ont pas pesé dans le résultat de l’appel d’offres et
que d’ailleurs, la Roumanie dispose de suffisamment d’autorités à même de
vérifier ces procédures. Entre temps, l’USR promet de saisir les institutions
de Bruxelles vu que la moitié du budget consacré à cet appel d’offres provient
de fonds européens.

Certes,
même si le prix unitaire d’une BMW dotée d’un gyrophare et d’un set
supplémentaire de roues d’hiver dépasse de peu les 32 mille euros – soit un
rabais de 10 000 euros du prix de catalogue du même véhicule – les spécialistes
se demandent quels seraient les couts d’entretien de ces véhicules ? Pour
une commande tellement importante, d’autres véhicules aux performances
similaires auraient couté même moins et auraient des coûts d’entretien
inférieurs.

Enfin,
on pourrait se demander aussi si la police avait-elle vraiment besoin d’un
nombre aussi élevé de véhicules performants – rappelons-le jusqu’à 600 – vu que
le réseau autoroutier roumain n’est pas tellement étendu. Autant de questions
qui jettent une ombre sur la fin du second mandat présidentiel de Klaus
Iohannis.

KING Senior British MPs Saturday swore an oath of allegiance to King Charles III, officially proclaimed king by the Accession Council,a body convened to confirm the new British monarchs throughout history. Both chambers of the British Parliament held special sessions, so that lawmakers may honour the Queen. Thousands have gathered in front of Buckingham Palace, the main residence of British monarchs in London, to pay tribute to Queen Elizabeth II, who passed away on Thursday, aged 96, at Balmoral Castle in Scotland. King Charles III confirmed that the day of the Queens funeral will be a banking holiday in the United Kingdom. The funeral will take place at Westminster Abbey in London, on Monday, 19 September. The Queens coffin will be brought to Edinburgh on Sunday and later on to London, where the Queen will lie in state at Westminster Hall. After the service, which will be attended by heads of state and government from around the world, the Queens coffin will be taken to Saint Georges Chapel at Windsor Castle, where the Queen is to be buried.

ENERGY EU energy ministers voiced support for emergency measures in response to the energy crisis, and even mentioned price capping for natural gas imports. At Fridays extraordinary meeting in Brussels, officials for the 27 Member States agreed that a “unified approach” was needed to address the rise in energy prices caused by Russias invasion in Ukraine. They gave the European Commission several days to come up with a solid and concrete plan, said the Czech industry minister Jozef Sikela, whose country holds the rotating presidency of the Union. Romania, which was represented by the energy minister, Virgil Popescu, pleaded for measures such as a price cap on Russian gas imports or an EU-wide platform for the joint procurement of natural gas. As for cutting down consumption, Bucharest said this should be voluntary, depending on national capacities and market developments.

FLIGHTS The national airline TAROM Saturday scheduled 2 additional flights to Greece to repatriate the Romanian passengers abandoned by the low-cost operator Blue Air, which announced it lacked funding even for fuel. TAROM has so far organised 4 other special flights, to Israel, Greece, Cyprus and Spain. Several thousand Romanians have been stranded in international airports since Tuesday night, when Blue Air announced it was suspending flights. Although the authorities have unfrozen the accounts of the airline, which had excessive debts to the Romanian state, Blue Air said it would only resume flights on 10 October. The transport minister Sorin Grindeanu urged Blue Air customers to try to find other options to return, and pointed out TAROM could not replace all the flights that had been cancelled. In 2020, during the COVID pandemic, Blue Air took out a state-guaranteed loan of over EUR 60 mln. This summer, it was fined EUR 2 mln by the Consumer Protection Authority, for cancelling over 11,000 flights in 2021 and 2022. Blue Airs current estimated debts amount to EUR 230 mln.

UKRAINE Romania and 3 other EU member states (Greece, Poland and Lithuania) call on the European Commission to grant them exemptions from the budget deficit rules, with respect to military expenditure, in order to be able to make the investments required after the Russian invasion in Ukraine. They want this expenditure excluded from the deficit calculation, so that the 3% of GDP ceiling required by the EU may be observed. The 4 countries argue that this would help them mitigate the risks facing the Union. Meanwhile, a report made public by the World Bank, the Ukrainian government and the European Commission indicates that Ukraines reconstruction after the Russian invasion may cost around USD 350 bln, with figures set to increase in the coming months, as the war continues. According to the report, reconstruction and revamping needs in the social, industrial and infrastructure fields are 1.5 times higher than Ukraines GDP in 2021. Russias aggression had caused direct damages of over USD 97 bln by 1 June, with the most affected areas including housing (40% of the total damages), transports (31%), trade and industry (10%). The regions of Donetsk, Luhansk and Kharkiv are the most heavily hit, followed by Kyiv, Chernihiv and Zaporizhzhia.

RUSSIA A number of Russian Deputies from the Sankt-Petersburg area were summoned to the police after requesting the impeachment of president Vladimir Putin for high treason, in relation to the Russian aggression in Ukraine. In a rare show of dissent, they called on Russias parliament to impeach the president for the death of Russian youth sent to war, for Russias economic downturn and brain drain, and for NATOs eastward expansion. Not least, they argued, the invasion of Ukraine had the opposite effects to those expected by Moscow. (AMP)
