    Paris – The International Gymnastics Federation has officially confirmed that the Romanian Ana Maria Bărbosu receives the bronze medal in the floor final at the Olympic Games in Paris. The confirmation comes after the decision of the Court of Arbitration for Sport (TAS), following the explanatory reports submitted by the Romanian Gymnastics Federation and the Romanian Olympic and Sports Committee. TAS allowed the Romanian gymnast to obtain the bronze medal, as the appeal filed by the American athlete Jordan Chiles was submitted beyond the regulatory deadline. Thus, the ranking of the floor final was changed, which is why Ana Maria Bărbosu climbed to third place, and the Romanian Sabrina Voinea to fourth. The American gymnast dropped to fifth place. On the other hand, the request made by Sabrina Voinea was rejected. The gold medal went to the Brazilian Rebeca Andrade, while the silver went to the American Simone Biles.

     

    Olympics – On Sunday the Romanian athletes are competing in athletics and wrestling at the Olympic Games in Paris. Romania dropped to 23rd place in the overall ranking, with nine medals: three gold, four silver and two bronze. Today is the last day of the Olympic Games and, this evening, the closing ceremony will take place at the Stade de France. Romania’s flag bearer at the closing ceremony will be Mihaela Cambei, silver medalist in weightlifting. According to Radio Romania’s correspondent in Paris, the ceremony will not be without surprises and, according to the little information given to the press, the spectators will follow a sci-fi story: beings from space will try to bring back to life the missing Olympic Games. The closing ceremony is also intended to be a relay handover for the Summer Games due in 4 years’ time in Los Angeles.

     

    Earthquake – A 4.7 magnitude earthquake occurred, on the night of Saturday to Sunday, in the west of Romania, in the county of Arad, according to the information published by the National Research and Development Institute for Earth Physics. The earthquake occurred at a depth of five kilometers. This year, the strongest tectonic movement, of magnitude 4.3, took place in Vrancea county (east), in January, at a depth of 74 kilometers, and last year in February, an earthquake of 5.7 occurred in Gorj county (south-west), at a depth of over 6 kilometers.

     

    Untold – The biggest music festival in Romania, Untold, ends on Sunday in Cluj-Napoca (north-west). For four days, over 250 top national and international artists were invited to entertain tens of thousands of fans from all over the world. Among the guest artists are famous performers who have been to Romania before, such as Lenny Kravitz or DJ Salvatore Ganacci, as well as some new comers such as Sam Smith and Burna Boy. The latter is the only African artist who had two sold-out events, two years in a row, at the London Stadium. Numerous law enforcement agents are present in the area, their priority being to maintain order and combat drug trafficking.

     

    Enescu – The 19th edition of the George Enescu International Competition starts on August 31, in Bucharest. This year, there was a historic record of entries to the Enescu Competition: 555 young people from 27 countries applied for the three sections of the competition – violin, cello and piano. Out of these, only 149 were selected to participate in the first stage of the competition. Each section will have two elimination stages, the semi-final and the final. The George Enescu International Competition is an event held under the High Patronage of the President of Romania and financed by the Government of Romania through the Ministry of Culture.

     

    Inflation – In Romania, the inflation rate is to decrease towards the end of the year to 4%, a value lower than the one forecasted by the National Bank, namely 4.9%. The downward trend of this indicator will continue in 2025, reaching 3.4% at the end of the year, according to data presented by Governor Mugur Isărescu. He stated that the inflation forecast also took into account possible risks or uncertainties, including the conduct of fiscal and revenue policies, as well as the evolution of energy and food prices. The national bank governor also said that the inflation forecast was also the basis for the recent drop in the reference interest rate. The National Bank has recently reduced, for the second consecutive time, the monetary policy interest rate to the level of 6.5%/year from 6.75% per year. (LS)

    Fugitives – The Romanian Justice Ministry announces that it has brought back to the country other Romanian citizens who had fled abroad to avoid serving prison sentences, namely human traffickers and pimps. Among them there is a woman convicted of pimping at 6 years and 9 months, brought from the Netherlands. Another fugitive, brought from Italy, has to serve a sentence of 6 years and 1 month for human trafficking. We remind you that, this year, the so-called Fugitives Law entered into force, by which persons convicted and repatriated to serve their criminal sentence are obliged to pay the costs of being brought back to Romania. Only in 2023, the costs for bringing back to Romania over 800 Romanian citizens in this situation exceeded 10 million lei (around 2 million Euros).

     

    Untold – The biggest music festival in Romania, Untold, continues in Cluj-Napoca (north-west). Until Sunday, more than 250 top national and international artists perform for tens of thousands of fans from all over the world. Besides the concerts, the organizers have also prepared numerous thematic parties, and as a novelty, on the main stage, the performance of musical pieces is also done in sign language for people with hearing impairments. The authorities pay special attention to preventing the sale and consumption of drugs during the festival.

The national bank calculates an annual inflation rate of 3.4% for the end of next year, slightly below the previously estimated level. The central bank governor, Mugur Isărescu, stated that the inflation forecast also took into account possible risks or uncertainties, including the conduct of fiscal and revenue policies, as well as the evolution of energy and food prices.

     

    Moscow – The Russian aviation authority banned Russian airlines from flying into Israel’s airspace in the following nights, the dpa news agency reports. The ban entered into force on Saturday and is valid until August 16. Moscow did not provide a reason for the decision, but dpa believes it could be linked to a feared Iranian airstrike on Israel. Russia is a close ally of Tehran and has recently stepped up its deliveries of air defense weapons to the Iranians. Many international airlines have canceled their flights to Israel due to the threat of war in the region. Meanwhile, Israel has agreed to sending negotiators to the new talks on a cease-fire agreement and the release of hostages in Gaza, following an urgent appeal by the mediator countries – the United States, Egypt and Qatar. Hamas has not yet responded to the call, seen as an attempt to stop the escalation of the conflict, after the assassination of the political leader of the Palestinian group, Ismail Haniyeh. (LS)

Romania has so far won eight medals at the Olympic Games – three gold, four silver and one bronze. After the races on the 14th official day of competitions, Romania dropped to 20th place in the nations’ ranking. On Friday, to the astonishment of many Romanians, Cătălin Chirilă failed qualification in the final of the 1,000 m canoe singles event, although in the heats he had broken the 20-year-old record of the event. The athlete, a world champion in 2022 and world vice champion in 2023, declared that he was confused by the weather, the wind being quite strong and the waves big.

    MARKET The European Union is the biggest investor in the Republic of Moldova but also the main market for the Moldovan products. Deputy Prime Minister Dumitru Alaiba, who is also development minister in the government in Chisinau, says that roughly two thirds of the country’s exports are making it to the community market and over 80% of direct foreign investment comes from the EU countries. Romania, Cyprus, the Netherlands, Italy and Germany are the main investors in the Moldovan economy. Thanks to the measures aimed at liberalizing trade with the EU, the exports made by the Moldovan companies have reached impressive rates, Alaiba says. The country’s export of grapes and plums, for instance, has doubled since 2021 while the export of apples has grown one hundred times.

    RATE Romania’s Central Bank has revised down its inflation forecast for the end of 2024 to 4.0%, from a previous 4.9% and expects it to hit 3.4% by the end of 2025, according to data released on Friday. According to the bank’s governor Mugur Isarescu, the tendency to curb the inflation rate will continue for almost the entire projection interval, but the rate of disinflation is expected to slow down noticeably in the second part of it. It is also mentioned that the trajectory is marked by some oscillations, mainly induced by basic effects associated with past developments, such as increases in indirect taxes in January 2024, with a favorable effect in January 2025, or an increase in fuel excise duty in July 2024, with favorable effect in July 2025.

    FESTIVAL The biggest music festival in Romania, Untold, which kicked off in Cluj-Napoca, north-western Romania, on Friday night, brings together major artists from Romania and abroad. Besides concerts, it will also include numerous themed events and parties, and as a novelty, on the main stage, musical pieces will be interpreted in sign language for the hearing impaired people. Authorities have announced a series of measures aimed at ensuring the participants safety. Special attention has been paid to the prevention of drugs consumption and sale.

    WAR Ukrainian forces have carried on their onslaught in the Russian region of Kursk for the fourth consecutive day. The governor of Lipetsk, a region neighboring Kursk, said that last night the region was the target of a massive drone attack. According to Reuters, an air base in the area was also hit. This has been the largest Ukrainian ground attack launched on Russian territory since the beginning of the large-scale invasion of Ukraine two and a half years ago. Unlike the previous incursions, in which Russian citizens fighting alongside the Ukrainian army were involved, this time regular Kyiv forces, supported by tanks and armored vehicles, including those received from the United States and Germany, are participating. Ukraine has not officially confirmed the attack, but President Volodymyr Zelensky hinted at it. According to the Financial Times, the Ukrainians have so far captured 11 villages and a total territory of 350 square kilometers.

    FIRES The Romanian
    fire-fighters deployed to Greece worked on Saturday and Sunday together with
    their Greek colleagues to put out a fire in the Aragonitis area, around 55 km
    from the village of Vilia, in the region of Attica, the General Inspectorate
    for Emergencies announced. According to the institution, at the request of the
    Greek liaison officers, the Romanian unit supported the Greek fire-fighters
    with 4 fire engines, personnel rotating every 4 hours, and additional lighting
    equipment. Scores of Romanian fire-fighters have already taken part, over the
    past few weeks, in similar missions to help the Greek authorities manage
    extensive wildfires.

    BORDERS Road traffic across
    Romanian borders is difficult these days as Romanians leaving or returning from
    their holidays are queuing at checkpoints. According to the authorities, queues
    of tens of minutes are reported at Romania’s western and south-eastern entry checkpoints.
    Vehicle queues are recurrent every summer, although all available lanes are
    open, because of the high volume of checks border police are required to
    complete.


    UNTOLD The 8th edition of UNTOLD, one of
    the largest music festivals in Europe, held in Cluj-Napoca, central Romania,
    ends today. The theme of this year’s festival was Phoenix Light. The 4-day
    festival brought together well-known international artists like Armin Van
    Buuren, Goran, David Guetta, world-famous DJs like Martin Garrix, as well as
    many Romanian artists. Theme parties were organised, and music fans were
    entertained by international acrobats, animators, dancers, drummers from Romania,
    France, Spain, UK and Germany.




    HAFERLAND Today is the last day of Haferland Week
    Festival, currently in its 11th year, held near Sighișoara, the only
    medieval citadel still inhabited in south-eastern Europe. This is one of the
    most important events devoted to the culture of Saxons, a group of German ethnics
    that settled in Transylvania in the Middle Ages. The festival is held in 10
    localities in the region of Haferland (Oat Country). The theme of the event
    attended by officials and public personalities from Romania and Germany, was sustainability
    in Haferland’s Saxon villages. On Sunday, an event entitled The brass band is
    playing up the hill was followed by a religious service at the fortified church
    in Criţ. The public also attended woodworking, painting, weaving and embroidery
    workshops.





    GAMES Romania came out 2nd in the Francophonie Games hosted
    by Kinshasa (Congo), after Morocco, with a total 17 gold, 9 silver and 12 bronze
    medals. Third came Cameroon. On Saturday, the Romanian athletes won 2 medals, a
    silver and a bronze, in African wrestling. Romania participated in the Games
    with 57 athletes, competing in athletics, women’s basketball, freestyle and
    African wrestling, road cycling, table tennis and judo. The 9th
    Francophonie Games were held between July 28 and August 6. (AMP)

    Investments. In todays session, the Romanian Government has adopted the financing contract with the European Investment Bank for the support of the A7 Ploieşti (south) – Paşcani (northeast) highway project, worth 600 million euros. It is estimated that the work will be ready in 2025, one year earlier than the deadline assumed under the National Recovery and Resilience Plan. Also, the executive is to adopt the program for schools by means of which students will receive milk, vegetables and fresh fruit at school. Funded by European money, it will continue for the next six years, the main goal being to teach the little ones healthy eating habits. Also today, a draft decision will be discussed regarding the establishment of the national registry for the collection of information on all types of cancer, in order to monitor the incidence at the national level, for the evaluation and control of the impact of the disease and the development of public health policies.



    Budget. The Bucharest government is preparing an extensive plan to reduce state spending and to meet the deficit target of 4.4% of the GDP. Prime Minister Marcel Ciolacu and the Minister of Finance, Marcel Boloş, have presented a package with 50 measures. These aim, among other things, to reduce management positions in public institutions, the number of secretaries of state, undersecretaries of state and similar positions by 20%, capping the income up to which vacation vouchers and food allowances can be granted, merging some institutions public bodies with similar responsibilities or the abolition of vacant positions in the budgetary apparatus. Norms will also be introduced for staff, per diem, transport, accommodation or mobile phone expenses for public companies, public institutions or autonomous institutions subordinate to Parliament. According to information appearing in the public space, the package also includes measures regarding the increase in taxes for small and medium enterprises, as well as changes in the VAT rates. Marcel Ciolacu has announced that, regarding the increase in revenues, the measures will be discussed at the Ministry of Finance, together with the budget adjustment, but also with decisions aimed at reducing tax evasion and digitizing the public sector. The opposition criticized the plan of measures assumed by the governing coalition, which it says will not help maintain the deficit target.



    Air Force. A ceremony dedicated to the end of the mission of the Italian Air Force, deployed in Romania to carry out reinforced Air Policing missions, takes place today, at the 57 Mihail Kogălniceanu Air Base (south-east). Representatives of the leadership of the Ministry of National Defense from Bucharest, of the Italian Ministry of Defense, as well as of the Italian Embassy in Romania are participating. The approximately 150 soldiers (pilots and technical personnel) and Eurofighter Typhoon aircraft that formed the Italian detachment performed, together with soldiers of the Romanian Air Force, Enhanced Air Policing missions under NATO command. “It is the third rotation at Mihail Kogălniceanu of the Italian Air Force, after those carried out in 2019 and 2021 and the present one, which took place between 01.12.2022-31.07.2023”, reads a press released issued by the Defense Minsitry. The joint air policing missions contributed to increasing the reaction and deterrence capacity, as well as to strengthening the interoperability between the Romanian and Italian Air Forces.



    Evacuation. The four Romanian citizens in Niger, who requested support for evacuation were picked up by two flights organized by the French authorities and arrived safely in Paris, the Ministry of Foreign Affairs has informed. The ministry says there are currently no other requests for consular assistance and protection. According to the data available at the moment, there are another 20 Romanians on the territory of Niger who carry out their activities within the framework of two EU economic and military cooperation missions, and their evacuation procedures are managed by each mission separately. In order to avoid special situations in which Romanian citizens could find themselves, the MAE reminds that a travel warning has been issued for Niger. The United States has ordered the partial evacuation of its embassy in Niger following last weeks coup. Hundreds of foreign citizens have already been evacuated from the country, and the French embassy was attacked by protesters on Sunday.



    Pope. Today, in Lisbon, Pope Francis participates in the World Youth Day, a major event within the Catholic Church. About one million pilgrims from all continents are expected to participate. On Wednesday, the Sovereign Pontiff, who is on a five-day trip to Portugal, met with victims of sexual abuse committed by clerics of the Catholic Church and spoke about the need for its purification. Nearly 5,000 minors have been abused in Portugal by Catholic clergy over the past seven decades. Pope Francis also made a plea for peace and specifically referred to the war in Ukraine.



    UNTOLD. The 8th edition of the UNTOLD Festival, one of the largest in Europe, begins today in Cluj-Napoca (north-west Romania) and brings, for four days, on its eight stages, over 250 top Romanian and international artists. The theme of this years edition is “Phoenix Light, inspired by the legend of the Phoenix bird. The epicenter of the festival is the Cluj Arena stadium, where the main stage is set up. One of the best DJs in the world, Brazilian Alok, was chosen to officiate the opening ceremony. More than 400 thousand spectators are expected to attend UNTOLD. Among them are also music enthusiasts from Argentina, Germany, the USA or Great Britain, to enjoy artists such as Armin Van Buuren, Goran, David Guetta or Imagine Dragons. The organizers have taken special measures to ensure the safety of all participants.



    Football. Several Romanian teams are playing today in the Europa Conference League preliminaries. Sepsi OSK Sfântu Gheorghe (center) plays, at home, with ŢSKA Sofia from Bulgaria, after winning away from, with a score of 2-0. The Romanian champion, Farul Constanța (south-east), meets the Armenian team Urartu, after winning 3-2 a week ago. CFR Cluj (north-west), faces, also away from home, the Turks from Adana Demirspor, after the match ended in a draw in the first leg. Finally, FCSB takes on another team from Bulgaria, CSKA 1948 Sofia, after the Romanians won 1-0 the first match. (MI)

    Le Festival UNTOLD 2023

    La ville de Cluj-Napoca (nord-ouest) accueille à partir
    d’aujourd’hui et jusqu’au 6 août le
    festival de musique le plus important et le plus attendu de Roumanie. Il s’agit
    aussi de l’un des festivals du monde les plus populaires, si l’on prend en
    considération le nombre d’étrangers à la hausse qui se rendent en Roumanie
    spécialement pour l’occasion. Plus de 400 000 spectateurs sont attendus sur
    place, pour participer à la 8e édition d’UNTOLD.


    « Ce sera l’édition la plus électrisante, avec le
    plus grand nombre de participants jamais enregistré. On attend plus de 100 000
    spectateurs par jour. » a déclaré mardi, lors d’une conférence de presse,
    le directeur de communication, Edy Chereji.


    Les organisateurs promettent des expériences uniques pour
    tous les âges et tous les goûts. Pour la première fois, les enfants bénéficieront
    d’un espace spécialement créé pour eux, où les parents peuvent les laisser en
    toute sécurité pour bien profiter du festival.


    Un festival de street food, le plus grand de Roumanie,
    sera également mis en place. Le public friand du shopping, aura également
    l’occasion de choisir parmi les articles vestimentaires les plus intéressants
    mis en vente dans des endroits spécialement ouverts.


    Parlons aussi musique ! Plus de 250 artistes nationaux
    et internationaux des plus appréciés sont à l’affiche. La formation « Imagine Dragons », qui
    viendra pour la première fois en Roumanie, a promis un show exceptionnel. David
    Guetta et Armin Van Buuren reviendront à Cluj-Napoca. Ce dernier a déjà précisé
    à plusieurs reprises, que ce festival est son préféré et que du coup, il a
    préparé un moment spécial pour cette occasion.


    Toujours à l’affiche d’UNTOLD, on retrouve des artistes
    comme Bebe Rexha, Ava Max, Martin Garrix, Steve Aoki ou Salvatore Ganacci.


    Précisons aussi que le festival se déroule sur une
    superficie totale de 235 000 mètres carré. La scène principale, de plus de 500 tonnes,
    est dotée d’un écran LED de plus de 900 mètres carré, de 32 mètres de haut, 110
    mètre de large et 30 mètres de profondeur. Le toit a une ouverture de 24
    mètres.


    Le Festival UNTOLD est placé cette année sous le symbole
    de la Lumière de Phénix, Phoenix Lights, en anglais, qui figure sur les
    décorations de la scène principale (mainstage) et du stade Arena Cluj, éclairé
    par 1250 jeux de lumière. Des personnages magiques, des animateurs et des danseurs :
    voilà d’autres ingrédients du festival.


    Les organisateurs et les autorités locales collaborent
    pour le bon déroulement d’UNTOLD et pour la sécurité des spectateurs. Des
    milliers d’employés de la Gendarmerie, de la Police, de l’Inspection pour les
    Situations d’Urgence, de l’Agence Nationale Antidrogue et de la Bridage de lutte
    contre la criminalité organisée sont mobilisés durant les quatre jours du
    festival. 800 agents de sécurité privée épaulés par des équipages canins seront
    également déployés dans le périmètre de l’événement. En même temps, deux
    hôpitaux mobiles et trois centres de premiers soins fonctionnent sur place.

    BUDGET The ruling coalition made up of the Social Democratic Party and the National Liberal Party carry on talks on the fiscal measures that must be implemented in order to reduce the state budget deficit. Overall public expenditure cuts of some EUR 1.2 bln are targeted, concurrently with tax increases by a similar amount. Public institution mergers, the scrapping of 200,000 public sector jobs that are currently vacant, personnel downsizing and cuts in the management allowances paid by public companies are some of the measures considered by the government. The 2 parties have also agreed on 2 VAT rates, 9% and 19%, although a 5% VAT rate will be in place as an exception for books alone. The Social Democrats and the Liberals however differ as regards a proposed additional 1% tax on luxury homes and on the profits of companies with more than EUR 100 mln in turnover.



    E-COMMERCE Last year Romanians spent nearly EUR 7 bln online, one-quarter of the amount on clothes and footwear alone. According to a survey, the Romanian e-commerce market comprises a rough 100 online stores reporting over 1,000 orders per day. One in 5 Romanians regularly order online, and 50% of them do so twice every 3 months. In Europe, the share of online shopping rose from 55% in 2012 to 75% in 2022, with the highest increases reported in Estonia, the Czech Republic and Romania.



    FORESTRY A new draft Forestry Code was released for public consultation on Tuesday in Romania. The surface areas where forest clearing is banned will be increased approx. 10 fold, and the vehicles that carry wood illegally will be seized. The bill will also enable the government to take over the task of reforesting land that has been cleared and subsequently abandoned by its owners. The measures come after the European Commission initiated an infringement procedure against Romania for failure to implement several environment-related directives.



    FOREIGN AFFAIRS The Romanian foreign ministry warns citizens who are traveling or intend to travel to the Italian island of Sardinia that local authorities there have issued a code orange alert for wildfire risks. On the other hand, the ministry also announced it was taking steps to repatriate 4 Romanian nationals from Niger, as the security situation in that country is worsening.



    UKRAINE Russia’s continued attacks against the Ukrainian civilian infrastructure on Danube, in the proximity of Romania, are unacceptable. These are war crimes and they further affect Ukraine’s capacity to transfer their food products towards those in need in the world, the president of Romania Klaus Iohannis posted on Wednesday on social media. A Russian drone attack hit Ukrainian port infrastructure in Izmail, on the Danube, close to NATO-member Romania. According to Kyiv, the attack caused fires at the port and industrial infrastructure and damaged the elevator there. Russia started targeting Ukraine’s ports after terminating a UN deal enabling the country’s grain exports via the Black Sea.



    UNTOLD Thousands of gendarmes, firefighters, anti-drug and local police officers, as well as 800 private security guards, have been mobilized for the 4-day music festival UNTOLD in Cluj-Napoca, which begins on Thursday, to make sure that safety measures are complied with by all participants. Two mobile hospitals and 3 first-aid stations will be located near the festival site. The line-up for the 8th edition of UNTOLD, one of the largest music festivals in Europe, includes over 250 artists from Romania and abroad.     La 30ème édition du festival du théâtre de Sibiu
    (FITS)






    La 30ème édition du
    Festival international du Théâtre de Sibiu aura lieu du 23 juin au 2 juillet.
    Considéré comme l’un des plus importants festivals de théâtre et d’arts du
    spectacle au monde, et le troisième en Europe, après le Festival d’Avignon et
    le Festival international d’Édimbourg, le FITS aura pour thème cette année
    « Le Miracle ». Deux nouvelles sections compléteront en 2023 l’agenda
    habituel du festival : « La saison théâtrale de Sibiu » et
    « la Section Georges Banu ». Cette année, le Festival sera consacré à
    la mémoire du grand critique de théâtre d’origine roumaine, George Banu, décédé
    à Paris, le 21 janvier dernier.


    Parmi les spectacles à ne pas rater
    cette année, mentionnons « Dans la mesure de l’impossible » de
    l’auteur et metteur en scène portugais Tiago Rodrigues. Réalisé en 2022, durant
    la saison France-Portugal et écrit à partir d’entretiens avec une trentaine de
    collaborateurs du Comité international de la Croix-Rouge et de Médecins sans
    frontières, le spectacle, créé à la Comédie de Genève en février 2022, restitue
    l’expérience des travailleurs de l’humanitaire. Disons aussi que Tiago
    Rodrigues est l’actuel directeur artistique du Festival du théâtre d’Avignon.
    Le spectacle se jouera à Sibiu les 23 et 24 juin.

    Continuons la liste des coups
    de cœur avec « Le miracle du flamenco » de la Compagnie Estévez Pańos
    y Compańía, un spectacle qui présente sur la scène du festival les meilleurs
    danseurs de flamenco. La troupe s’est vu remettre par le Ministère espagnol de
    la Culture, le Prix national de la Danse. Toujours à l’agenda du Festival de
    Sibiu, un spectacle de cirque avec la Troupe guinéenne du Cirque du Baobab. Les
    amateurs de hip hop seront bien servis cette année, à Sibiu, quand les 28 et 29
    juin, ils auront la chance de voir « La gardien de l’âme », de Botis
    Seva
    , chorégraphe du collectif Far From The Norm.


    Le dramaturge, directeur de théâtre,
    journaliste et essayiste suisse, Milo Rau, sera présent à l’affiche du festival
    avec un spectacle à la frontière entre le réel et le virtuel. Rau l’envisage «
    tel un sport de combat », un théâtre au présent, du coup les 29 et 30 juin, la

    FEST – FDR à Timisoara, Capitale européenne de la Culture
    2023

    Du théâtre encore, mais à Timisoara
    cette fois-ci, dans le cadre du programme de la Capitale européenne de la
    culture 2023. Organisé par le Théâtre National de Timisoara, les Festival
    Européen des Arts du Spectacle de Timisoara et le Festival (d’art) Dramatique Roumain
    – FEST – FDR est en déjà en cours et il se poursuit tout le long de l’été. En
    voici quelques moments à ne pas rater.


    Tout d’abord, le 2 juin, le public venu
    dans la Grande Salle du Théâtre National de Timisoara a eu droit au spectacle «
    La Gioia »
    signé par le grand metteur en scène, comédien et écrivain italien
    Pippo Delbono. Acteur dans ses propres créations, il monte sur scène aux côtés
    de sa compagnie de « marginaux » – réfugiés, clowns, acteurs et
    autres – pour explorer ensemble les profondeurs de la joie, retrouvée dans les
    réalités les plus sombres en recréant un univers rempli de couleur et de
    chaleur où tous ceux qui se sont différents peuvent trouver une place.


    Puis, les 20 et 21 juillet
    prochain, le célèbre acteur américain John Malkovich se trouvera à Timisoara
    pour jouer dans le spectacle « The Infernal Comedy » (La comédie infernale) au
    Théâtre National de la ville. C’est une première absolue pour Timisoara et un
    moment essentiel de son programme en tant que Capitale européenne de la Culture
    2023. Nommé par deux fois aux Oscars et aux Golden Globes, ainsi qu’aux prix
    Bafta, John Malkovich est un acteur mondialement connu dont les films ont eu un
    impact international incontestable. « The Infernal Comedy » est un spectacle
    mise en scène par Michael Sturminger, qui l’a aussi écrit spécialement pour
    John Malkovich, en imaginant un dialogue entre le langage parlé et celui
    chanté. « The Infernal Comedy » a déjà été joué dans plus de 150 salles de
    spectacles sur 3 continents.


    Enfin, du 25 au 28 août les amateurs
    du théâtre contemporain sont attendus toujours à Timisoara, au spectacle
    trilingue « Union Place » de la Roumaine Elise Wilk présenté par une
    troupe de théâtre mixte roumaine-luxembourgeoise et autrichienne. Ce fut
    un défi pour son auteure d’écrire en roumain, en allemand et en anglais et sa
    pièce est d’autant plus intéressante que les spectacles joués dans plusieurs
    langues ne sont pas si nombreux que ça.


    A retenir donc : Pippo Delbono,
    John Malkovich et Elise Wilk – sont invités cet été dans le cadre du FEST – FDR
    à Timisoara. Et la liste des grands noms des arts du spectacle européen ne
    s’arrête pas là.




    TIFF 2023 : le cinéma à l’honneur



    Si vous préférez le cinéma, alors
    rendez-vous à Cluj-Napoca, au cœur de la Transylvanie, du 09 au 18 juin pour le
    Festival international du Film Transilvania (TIFF). A l’affiche : 200
    films d’une quarantaine de pays, mais aussi de grand noms du cinéma
    international pour invités. Parmi eux, l’acteur australien Geoffrey Rush, qui
    participera à la projection de son film « Shine », suivie par une session
    de Questions-réponses. S’y ajoute le célèbre réalisateur Oliver Stone qui y
    présentera son plus récent documentaire « Nuclear Now » mais aussi de
    son film déjà connu « Tueurs nés » (Natural Born Killers).
    Egalement, sur la liste des invités spéciaux du TIFF de cette année – l’acteur
    britannique Timothy Spall, qui sera récompensé pour l’ensemble de sa carrière
    lors du Gala d’ouverture du Festival, le vendredi 9 juin, Place de
    l’Union, à Cluj-Napoca. Vous l’avez certainement vu dans Harry Potter et dans
    d’autres blockbusters américains et britanniques. Ce ne sont là que quelques
    noms des personnalités du cinéma mondialement connues, qui se rendront en ce
    mois de juin à Cluj-Napoca. Créé en 2002, le Festival international du Film
    Transilvania est le premier et le plus grand festival de Roumanie consacré aux
    longs métrages et un des événements du genre les plus importants d’Europe,
    attirant chaque année plus de 100 000 participants. C’est aussi une
    compétition, qui se donne pour mission de découvrir les nouvelles voix du film
    et du documentaire, mais aussi une plate-forme pour le cinéma roumain
    contemporain.


    Electric Castle et UNTOLD, les rois de la musique
    électronique



    Parlons aussi musique. C’est toujours
    la ville de Cluj-Napoca qui accueille cet été deux moment majeurs consacrés à
    la musique électronique : les festivals Electric Castle et Untold.


    Du 19 au 23 juillet, le domaine
    entourant le château de Banffy, situé à une trentaine de km de Cluj en
    fait, attend au festival Electric Castle tous ceux qui souhaitent faire la
    fête sans arrêt, 5 jours durant. Oui, vous l’avez bien entendu : pendant
    Electric Castel les concerts s’enchaînent 24 h sur 24. Il y a des participants
    qui y habitent carrément 5 jours durant, dans un camping spécialement aménagé
    ou d’autres qui dorment tout simplement à la belle étoile dans un décor
    médiéval. En fait, chaque année une petite ville est recréée à zéro pour
    accueillir les spectateurs, avec un accent mis sur l’environnement ou la
    durabilité. Plus encore, les recettes issues de la vente des tickets sont
    utilisées pour la restauration du château de Banffy. Cette année, une bonnes
    cinquantaine d’artistes roumains et étrangers sont à l’affiche de la 9e
    édition du Electric Castel.


    Et ce n’est pas tout : du 3 au
    6 août
    , à Cluj, c’est la 8e édition du plus grand festival de
    musique électronique, UNTOLD. Devenu déjà une tradition, ce festival est le
    rendez-vous annuel incontournable des jeunes. Et cette année, des noms
    retentissants de la musique internationale sont à l’affiche, dont les plus
    attendus sont Armin van Buuren, David Guetta et Imagine Dragons, ces derniers
    en sont à leur première participation à cet événement. Mais la liste des
    musiciens invités est très longue pour tenir occupés les centaines de milliers
    de participants attendus devant les 4 scènes du stade Cluj Arena.

    Chacune de ces 4 scènes a son
    spécifique tant pour ce qui est de la musique que pour le décor : une pour
    la techno, une autre pour la musique house et d’ambiance, une 3e
    pour le style trance qui ne manque jamais à Untold et une 4e pour
    ceux qui aiment le rap, le breakbeat ou le dubstep.


    Les meilleurs DJ du monde se
    réunissent chaque année à Cluj-Napoca, pour le festival UNTOLD et cette année
    n’y fera pas exception.


    Summer Well près de Bucarest



    A Bucarest aussi on a droit à la
    bonne musique cet été. Du 11 au 13 août se tiendra le festival de musique
    Summer Well, l’un des plus attendus de Roumanie. Le festival, qui en est à sa
    12ème édition, se déroule chaque année au domaine de Stribey, à
    Buftea,
    à 25 km au nord de Bucarest. Au programme de cette année, des grands
    noms de la pop internationale avec Florence and the machine et Yungblud, de la
    musique électronique avec le groupe norvégien Royksopp et une kyrielle d’autres
    artistes en tous genres. Summerwell se démarque des autres grands festivals par
    sa volonté d’instaurer avant tout une atmosphère conviviale et de détente pour
    tous. Les festivaliers peuvent en effet profiter de l’immense parc dans lequel
    se déroule le festival pour se promener, pique-niquer au bord de l’eau ou
    encore faire la sieste entre deux concerts. Les familles peuvent profiter de ce
    lieu magique en journée et les amateurs de musique peuvent quant à eux danser
    près de la scène toute la nuit. Tout cela à une trentaine de minutes seulement
    de la capitale.


    Neversea, au bord de la mer


    Enfin, les concerts s’enchaînent cet
    été au bord de la mer Noire aussi. « Neversea » est le plus grand
    festival de musique de Roumanie organisé sur une plage. Depuis 2017, il se tient
    chaque année sur la plage Neversea Beach de Constanta. Cette année, il a lieu
    du 6 au 9 juillet et réunit à son tour de grands noms de la musique roumaine et
    internationale dont J Balvin, Lost Frequencies, Steve Aoki ou le musicien
    français Sébastien Léger. Somme toute, près de 60 artistes monteront sur les 4
    scènes de ce festival. Bref un mélange inoubliable de musique, danse, couchers
    de soleil et réveil du soleil sur la plage, acrobates, animateurs, ateliers
    créatifs, mer, liberté et bonne humeur – c’est ce que fait de Neversea une expérience
    unique.

    Roumanie, il y aura plein de festivals, pour tous les goûts.

    Irrigations
    La Roumanie devrait arriver jusqu’en 2027 à irriguer 2,6 millions d’hectares
    de terrain agricole, un objectif qui dispose d’un budget d’un milliard et demi
    d’euros provenant du budget national a annoncé le ministre de l’agriculture,
    Petre Daea. Sur un réseau de partage, le responsable roumain affirme que
    l’application du programme gouvernemental de réhabilitation du système
    d’irrigations devrait se réaliser chaque jour sans interruption. La superficie
    touchée cette année par la sécheresse s’élève jusqu’à présent à près de 215 000
    hectares dans 25 départements sur les 41 de la Roumanie dont plus de la moitié
    est cultivée avec du blé et du triticale, soit un hybride de blé et d’avoine,
    conformément aux données officielles.

    Banque centrale – La majoration du taux directeur de 0,75 %, à 5,5% par an est appliquée à partir d’aujourd’hui en Roumanie. C’est la sixième majoration du taux directeur cette année, par le biais de laquelle la Banque centrale roumaine tente de tempérer l’inflation. Avant la décision annoncée vendredi par la banque centrale, l’indicateur ROBOR pour 3 mois a augmenté de 8,11% à 8,12% par an, pour se chiffrer ce lundi à 8,14% par an. Les analystes s’attendent à une forte progression de cet indicateur, situation qui mènera à une nouvelle majoration des taux d’intérêt aux crédits à intérêt variable. Conformément aux analystes, par rapport au début de l’année, les mensualités aux crédits hypothécaires ont augmenté de près de 50% et carrément double par rapport au niveau d’il y a six ans. L’inflation relative au mois de juin a dépassé les 15 % et la banque centrale roumaine prévoit un plafonnement dans le troisième trimestre de l’année. Mardi, la banque centrale publiera un nouveau rapport trimestriel sur l’inflation.

    Untold Tombée de rideau dimanche dans la soirée sur le festival de musique électro Untold qui s’est déroulé à Cluj, dans le centre-ouest du pays, par des récitals d’artistes célèbres tels Tim Hox, Pascal Junior, Anne-Marie, J Balvin, Lost Frequencies, Hardwell, ATB et Tujamo. Un des moments les plus attendus a été celui du norvégien Kygo, le créateur du genre tropical house. Le DJ le plus connu au monde, David Guetta s’est également produit sur la scène d’Untold. Quatre jours durant, plus de 200 artistes roumains et étrangers sont montés sur les scènes de Cluj, dans le cadre d’Untold, un des plus importants festivals de musique Electro au monde.

    Anonimul – Coup d’envoi aujourd’hui dans le delta du Danube à Sfântu Gheorghe, du festival international du film indépendant Anonimul. Il s’ouvre par la projection du film « Mariupolis 2 », me dernier du réalisateur lituanien Mantas Kvedaravicius, capturé par l’armée russe et tué dans la région ukrainienne de Marioupol. Le programme du Festival prévoit aussi deux compétitions de court-métrages roumains e internationaux et une compétition de long-métrages. C’est le vote du public qui décidera des prix qui seront accordés. Toutes les projections sont accompagnées de rencontres et de dialogues entre cinéastes et le public.

    Ukraine – Le secrétaire général de l’ONU, Antonio Guterres, a demandé aujourd’hui que les inspecteurs internationaux aient accès à la centrale nucléaire de Zaporojie, après les bombardements qui ont ciblé le plus grand site nucléaire d’Europe ce weekend. La Russie et l’Ukraine s’accusent réciproquement d’avoir été à l’origine de cette attaque. Le président ukrainien Volodymyre Zelensky a accusé Moscou de terreur nucléaire qui justifie à son avis davantage de sanctions internationales sur le secteur nucléaire russe. Sur le terrain, les combats s’intensifient dans l’est de l’Ukraine, où la Russie tente d’occuper la région de Donetsk, dans le bassin du Donbass. Sur le front sud, les forces russes tentent de consolider leurs positions, alors que les ukrainiens lancent depuis un certain temps plusieurs contrattaques et annoncent préparer une contre-offensive pour libérer toute la région. La Russie a continué aussi ses bombardements contre les villes ukrainiennes, dimanche à Mykolaev et Donetsk où des dizaines d’attaques à roquettes ont eu lieu. La ville de Tchernivtsi est l’unique grande ville ukrainienne à ne pas avoir été attaquée, étant actuellement la région la plus sûre de tout le pays.

    Météo – Une alerte code jaune à la canicule est en vigueur jusqu’à mardi sur la moitié sud de la Roumanie, où l’inconfort thermique est particulièrement élevé. Les maximas iront généralement de 33 à 37 degrés. Par ailleurs, les météorologues ont également émis des alertes code orange et code jaune à l’instabilité valables sur près de trois quarts du pays. Jusqu’au 10 août des pluies à verse et des orages sont attendues sur le relief, sur le centre, mais aussi sur le sud-ouest, le nord et même sur le sud. La grêle est également possible. 33 degrés à Bucarest.

    INFLATION
    The National Bank of Romania Friday raised the monetary policy interest rate
    for the 6th time this year, in an effort to keep inflation in check.
    The key interest went up 0.75%, to 5,5% per year, and takes effect on Monday. The
    central bank also decided to raise the interest rates for loans and for
    deposits. Keeping a firm control on cash flows in the monetary market and
    maintaining the current levels of minimum compulsory reserves for banks’
    domestic and foreign currency liabilities are also decisions made on Friday by
    the National Bank. Experts expect a steady annual inflation rate in Q3 and a
    gradual decrease later on. In June the inflation rate reached 15.1%.


    DIASPORA
    The Romanians in the diaspora who plan to return and invest in a business that
    creates at least 2 new jobs may obtain funding of up to EUR 40,000 under the 3rd
    edition of the Start-Up Nation programme, the Romanian tourism ministry
    announced. Applicants whose start-ups create only one job may receive up to EUR
    20,000. To benefit from the EUR 4 million programme, applicants must submit
    proof of their residence abroad.


    BUDGET
    A state budget adjustment is scheduled for next week in Romania, according to
    PM Nicolae Ciucă. Among other things, expenses with supplies and services will
    be cut by 10% for each ministry. An analysis will also be conducted to ensure
    the coherence of the forthcoming budget adjustment and of the funding programmes
    for Romania.


    ECONOMY
    East-Europeans started to feel the effects of the war in Ukraine later than the
    major Western economies, due to 2-digit salary increases and generous
    subsidies. Now however, they have to reduce their expenses in order to make
    ends meet, reads a Reuters analysis, according to which the 2-digit inflation,
    the over 15% rise in foodstuff prices and the growing energy costs are affecting
    the spending power of people in Eastern Europe. In Poland, people are
    shortening their holidays, Czechs are saving by eating out less and looking for
    a second job, while in Hungary people are buying less food and a lot fewer
    durable goods. According to analysts, the risk of 2-digit inflation extending
    into 2023, as well as the new revised estimates regarding the Eurozone point to
    a risk of recession.


    NATURAL
    GAS An EU-wide 15% reduction of natural gas consumption will come into force
    early next week, the Czech presidency of the EU Council announced. The
    regulation was adopted officially, and the text will be published in the
    Official Journal on Monday and will take effect the next day. The president of
    the European Commission, Ursula von der Leyen, called on member states to
    prepare for the worst-case scenario of Russia suspending gas supplies. Member
    states must also secure 80% of their winter needs ahead of time.


    COVID-19 Over 6,400 new COVID-19 cases were confirmed on Saturday in
    Romania. More than 3,800 patients are hospitalised, nearly 260 of whom in ICUs,
    and 28 Covid-related deaths were reported.Since
    the start of the pandemic, nearly 66,200 people have died of COVID-19 in
    România.


    UNTOLD Cluj Napoca, north-western Romania, is hosting the most eagerly
    awaited music festival this summer, Untold. The event takes place on several
    stages, with over 200 Romanian and foreign artists, as well as the world’s best
    DJs, performing until Sunday night. This year’s theme of the festival is Temple
    of Luna, an artistic concept that highlights the mythological side of
    Transylvania, seen as a land of the night and magic. Scores of stands sell
    food, drinks, clothing and gadgets. The organisers expect over 400,000 people
    to attend this year’s edition.

    Noi modificări la Codul Fiscal


    Deși împovărați de o inflație ce a depășit de mult două cifre pe fondul majorării foarte mari a prețurilor la gaze naturale și energie, românii trebuie să facă față unor noi scumpiri. De la 1 august au intrat în vigoare modificări ale Codului Fiscal prin care s-au scumpit produsele din tutunși băuturile alcoolice. Jocurile de noroc vor fi impozitate, în funcţie de câştig, cu 3 până la 40%. Salariile din construcţii, agricultură şi industria alimentară sunt şi ele vizate de modificări, prin scăderea de la 30.000 (6 mii de euro) la 10.000 de lei (2 mii de euro) pe lună a plafonului până la care se aplică scutiri fiscale. Tot de la 1 august, pentru un contract de muncă part-time, angajatorul trebuie să achite taxe la nivelul salariului minim. Cele mai multe modificări fiscale se vor aplica, însă, de la 1 ianuarie 2023, când va creşte TVA-ul la serviciile din industria HoReCa şi la băuturile cu adaos de zahăr. Se va modifica, totodată, modalitatea de calcul a impozitului pe clădiri. Pe de altă parte, cei care au credite la bănci scot tot mai mulți bani din buzunar pentru a-și plăti ratele. Indicele Robor la trei luni în funcţie de care se calculează costul creditelor de consum în lei cu dobândă variabilă a ajuns la 8,11% pe an. Un nivel mai mare a fost înregistrat la 1 februarie 2010 – 8,15%. La începutul lui 2022, indicele era puțin peste 3% pe an. Aproape jumătate din creditele în lei acordate în România sunt calculate, în prezent, în funcţie de Robor.



    Romgaz bate palma


    Compania de stat Romgaz a anunțat, luni, că a finalizat achiziţia acţiunilor pe care americanii de la ExxonMobil le dețineau în proporție de 50% în proiectul Neptun Deep de exploatare a gazelor din Marea Neagră. România, foarte puțin dependentă de gazul rusesc, are cantități mari de gaze naturale neexploatate în Marea Neagră. Volumul estimat al zăcămintelor este de 200 de miliarde de metri cubi. Cea mai mare cantitate se află în perimetrul Neptun Deep, pe care Romgaz îl va exploata alături de OMV Petrom, primele gaze urmând să fie obținute de acolo la sfârşitul anului 2026 sau începutul lui 2027. Între timp, în perimetrul Midia, la aproximativ 120 de kilometri de ţărmul României, lucrările de exploatare efectuate de compania Black Sea Oil&Gas au început, iar primele cantităţi au fost livrate, deja, sistemului naţional. Săptămâna aceasta, ministrul Energiei, Virgil Popescu, a dat asigurări că, la iarnă, România nu va avea probleme în privinţa asigurării gazelor naturale și că este peste graficul asumat în faţa Comisiei Europene în privința stocurilor. Dacă, la 1 august, ținta era de 46%, iar la 1 septembrie de 57%, România are, deja, înmagazinat peste 59% din necesar.



    Cel mai mare contract pentru un lot de autostradă din România


    La Ministerul Transporturilor de la București a fost semnat, săptămâna aceasta, cel mai mare contract pentru un lot de autostradă din România. Este vorba de lotul 3 al autostrăzii A1 cuprins între orașele Sibiu, în centru, și Piteşti, în sud. Contractul are o valoare de 5,3 miliarde de lei (peste 1 miliard de euro), proiectarea durează 12 luni, iar lucrările aproape patru ani. Odată cu această semnare, toate cele cinci loturi ale autostrăzii Sibiu-Pitești sunt în fază de proiectare sau de şantier. Autostrada A1 este gândită să lege Bucureștiul de Nădlac, la granița de vest a României cu Ungaria, ca parte a Coridorului IV pan-european de transport.



    Recensământul la final


    18.150.000 de persoane s-au înregistrat până duminica trecută, în ultima zi a recensământului populaţiei şi locuinţelor, adică peste 95% din populaţia rezidentă estimată a României, indiferent de cetățenie sau etnie. Întârziat cu un an din cauza pandemiei, recensământul – eveniment de anvergură desfășurat o dată la zece ani – a debutat pe 1 februarie. Prima etapă, logistică, a fost urmată de cea a autorecenzării, pentru ca ultima etapă să fie rezevată colectării datelor prin interviuri faţă în faţă. În premieră pentru statistica din România, culegerea şi prelucrarea datelor au fost complet informatizate, cu alte cuvinte, s-a scos hârtia. În urma întrebărilor referitoare la studii, ocupație, venituri, religie, etnie ori locuință, profilulpopulației rezidente din România va fi creionat în detaliu. Scopul este de a oferi informaţii esenţiale pentru politicile publice, sociale sau economice, pentru dezvoltarea durabilă a comunităţilor, pentru mediul academic sau pentru oamenii de afaceri. Primele rezultate, parţiale, ale recensământului vor fi prezentate spre sfârşitul anului 2022. Cele finale vor fi cunoscute la sfârșitul lui 2023.



    Untold, la a şaptea ediţie


    Festivalul de muzică electronică Untold de la Cluj-Napoca şi-a deschis, joi, porţile pentru cea de-a şaptea ediţie.Pe parcursul celor 4 zile de desfășurare, între 4 şi 7 august, pe scenele festivalului au fost invitați să urce peste 200 de artişti români şi străini, între care J Balvin, David Guetta, Hardwell sau Vini Vici. Organizatorii speră că vor avea un record de spectatori. Untold este considerat cel mai mare festival de muzică electronică din România şi unul dintre primele cinci din lume.

    BNR – Les économistes en chef des
    banques commerciales de Roumanie s’attendent à ce que la BNR décide en réunion,
    ce vendredi, d’une majoration du taux d’intérêt directeur. Par ailleurs,
    l’institution financière approuvera son dernier rapport sur l’inflation qui,
    disent les experts, sera révisée à la hausse. En Roumanie, le taux Robor 3
    mois, en fonction duquel sont calculés les crédits à la consommation, en lei, a
    grimpé jeudi à 8,11%, soit son niveau le
    plus élevé des 12 dernières années. En début d’année, le taux était de
    seulement 3%. Par ailleurs, l’indice de référence Robor 6 mois a grimpé à 8,23%
    et celui pour 12 mois, à 8,34% par an. L’indice de référence des crédits à la
    consommation IRCC est de 2,65% par an. Par rapport au niveau enregistré en début
    d’année, les taux d’intérêt des crédits hypothécaires ont augmenté de plus de
    50% et ont quasiment doublé par rapport à leur niveau d’il y a six ans.














    Covid – Plus de 7700 nouveaux cas de Covid-19 ont été
    rapportés vendredi, en Roumanie. Plus de 4100 personnes positives sont hospitalisées
    à travers le pays dont presque 260 se trouvent dans des unités de soins
    intensifs. Le bilan pandémique des dernières 24 heures s’est alourdi aussi de
    26 décès supplémentaires. Le
    Ministère roumain de la Santé a annoncé, pour sa part, que les hôpitaux
    militaires de Sibiu, Cluj et Timisoara ont rouvert leurs sections destinées aux
    patients contaminés au coronavirus.












    UNTOLD – Deuxième jour du festival de musique
    électronique Untold, de Cluj, l’événement musical le plus attendu de l’été.
    Plus de 200 artistes et de nombreux DJ du monde figurent à l’affiche du
    festival qui a, cette année, pour thème, « Le temple de la Lune ». Il
    s’agit d’un concept artistique qui met en lumière la dimension mythologique de
    la Transylvanie, présentée comme un royaume de la nuit et de la magie. Les
    organisateurs s’attendent à quelque 400.000 spectateurs.


    Natation – 11 nageurs parmi lesquels le
    double champion mondial, David Popovici, représenteront la Roumanie aux
    Championnats européens de natation, qui auront lieu du 11 au 21 août, à Rome.
    Les sportifs roumains participeront aux épreuves de plongeon et de high diving.
    David Popovici est le grand favori des 100 et 200 mètres nage libre, après ses
    performances enregistrées cette année, à Budapest.






    Météo – En Roumanie, il fait chaud dans la plupart des
    régions et la canicule sévit dans le sud et l’ouest où l’inconfort thermique et
    l’indice humidex sont particulièrement élevés. Le ciel demeure plutôt bleu, à
    l’exception de la moitié Est du territoire où des pluies éparses sont attendues
    dans la soirée et dans l’après-midi. Le vent souffle légèrement sur le relief
    et les températures maximales vont de 28 à 37 degrés. 33 degrés à midi, à
    Bucarest. Une alerte jaune à la canicule, en vigueur jusqu’à dimanche, est
    actuellement en place dans 21 départements et dans la capitale, Bucarest. La
    vague de chaleur risque de perdurer et de déferler sur tout le territoire.
    L’indice humidex dépassera le seuil critique de 80 unités et les températures
    maximales iront de 33 à 37 degrés.

    INTEREST The 3-month ROBOR index, based on which the cost of consumer loans in lei with variable interest is calculated in Romania, rose on Thursday from 8.05% to 8.11% per annum, the highest level in the last 12 years. In early 2022, the index was 3% per year. Rates on mortgage loans and “First house” loans have increased by 50% since the beginning of the year and almost doubled as compared to a few years ago. IRCC, the reference index for consumer loans, is 2.65% p.a., up from 1.86% three months ago. In the last three months, more than 10,000 beneficiaries of the “First house” programme have requested to switch from ROBOR to IRCC for calculating loan interests.



    AIR FORCES As of August 4, the Canadian Royal Air Force is conducting an air policing mission in Romania. According to the defence ministry, a unit of 180 troops and 6 CF-188 Hornet aircraft, will operate under NATO command in the next 4 months, jointly with Romanian Air Force units, while another 2 aircraft will take part in drills organised jointly with NATO allies. This is the 6th rotation of Canadian troops at Romanias Mihail Kogălniceanu air base since 2017. Canadian forces were also deployed in Câmpia Turzii in central Romania in 2014. The presence of the CF-188 Hornet aircraft in Romania is part of the action plan for ensuring NATO operational capability in the eastern flank, and proves the Alliances unity and determination in response to recent security challenges, the Romanian defence ministry said.



    COVID-19 Three military hospitals in Romania have reopened wards for treating COVID patients. In Sibiu (centre), patients have five beds available, with another five available in Cluj Napoca (north-west). The Emergency Military Clinical Hospital in Timisoara (west) also reopened the Modular Medical Isolation and Treatment System, where patients have already been admitted. More than 4,000 people infected with coronavirus are currently hospitalised in Romania, and the number of those in Intensive Care is around 300. On Thursday, more than 8,600 new infections with SARS-COV-2 were announced in 24 hours. The authorities also reported 27 deaths.



    TAIWAN The Chinese army Thursday fired missiles towards the Taiwan Strait, shortly after the start of military drills around the island, France Presse and Reuters reported. China initiated large-scale live-fire drills around Taiwan in response to the visit of US House Speaker Nancy Pelosis visit to Taipei. Pelosi is the highest-ranking US official to visit Taiwan in the last 25 years. She assured Taipei of the USs commitment to supporting the democracy of the self-governed island claimed by Beijing. Taiwan has condemned the Chinese drills.



    UNTOLD Cluj-Napoca, in north-western Romania, is hosting until August 7 the UNTOLD electronica festival, currently at its 7th edition. For the opening night on Thursday, the organisers have brought to Romania, for the first time ever, a unique show by the German DJ and producer duo Claptone and 100 dancers and animators. The crowd will be welcomed by fantastic characters, international acrobats, animators, cheerleaders, dancers from Romania, France, the Netherlands, the UK, Germany and Ukraine, with parades, fireworks and laser shows. UNTOLD takes place in several locations, with the main stage placed in the Cluj Arena. The line-up includes the worlds best DJs, and the organisers expect nearly 400,000 people to attend. UNTOLD is one of the largest music festivals in the world. (AMP)
