    WAR IN
    UKRAINE
    – The fires at the Zaporizhzhia nuclear power plant in southern Ukraine
    occupied by the Russian invasion forces fuel fears of a major nuclear disaster.
    International experts are still waiting on the military forces on the ground to
    allow them to visit the plant, whereas the Russians and the Ukrainians accuse
    each other of launching artillery fire that might destroy the nuclear
    installations. The governor of the Zaporizhzhia Oblast, Oleksandr Starukh, has
    urged the locals to take iodine pills in the event of a radiation leak. 10
    shells allegedly went off close to an installation storing spent nuclear fuel
    and another 3 near a building that houses fresh nuclear fuel. On the other
    hand, radiation levels remain within normal limits.




    REFUGEES – The Border Police General Inspectorate announced
    that some 538 thousand people, both Romanian and foreign nationals, entered or
    left Romania on Saturday using some 142 thousand transport vehicles. Some 14
    thousand Ukrainian citizens entered Romania on Saturday, up by 7.60% compared
    to the previous day. Some 2.1 million Ukrainian citizens have entered Romania
    starting February 10, two weeks before the start of the war in this country.




    COVID-19
    – 1,403 new cases of SARS-CoV-2 were reported in the last 24 hours in Romania,
    1,315 less compared to the previous day, the Health Ministry announced on
    Sunday. Since the start of the pandemic nearly three years ago, some 3.2
    million people got infected. 260 patients are currently treated in ICUs, of
    whom 212 have not taken the vaccine. In the last 24 hours, six COVID patients
    have died. Since the start of the pandemic, some 66 thousand people diagnosed
    with COVID-19 have died.


    CRASHES
    -
    A light aircraft crashed on Sunday morning in Colibița
    lake
    in northwestern Romania, carrying two people onboard, the Bistriţa-Năsăud County
    Inspectorate for Emergency Situations announced. The pilot, a 65-year-old man,
    died, while the passenger, a 45-year-old German national, suffered minor
    injuries and was transported to hospital for further medical investigations. On
    Saturday, prosecutors with the Bucharest Court of Appeal opened an
    investigation into the plane crash in Letca Veche, Giurgiu County in southern
    Romania, which killed two people, a 54-year-old man who was piloting a small
    plane and a 27-year-old woman, his relative. Their bodies were found carbonized
    by first responders. The man had a vast piloting experience and seems to have
    attempted to crash-land the plane. According to eye-witness reports, the plane had
    caught fire before crashing. The cause of the crash might be a technical
    problem with the aircraft’s engine.




    WATER RESERVE – Romania’s water
    reserve dropped at the start of this week, although urban areas reported
    plentiful supplies. According to the Water Management Authority, reservoirs
    receded from 80% in July to 70% at present. In nearly 700 settlements, local
    authorities have introduced water supply restrictions. The prolonged drought
    has destroyed hundreds of thousands of hectares of farmland.


    ROWING – Romanian
    athlete Cătălin Chirilă scooped bronze in the 500m single canoe race at the
    World Supercup in Oklahoma, the USA. The medal is the latest achievement in
    what has been an excellent season for Chirilă, who won gold in the 1000m event
    and silver in the 500m event at the World Championships in Halifax, Canda, as
    well as gold in the 1000m race and bronze in the 500m race at the European
    Championships in Munich, Germany.


    POLO – The Romanian women’s polo team on Sunday lost 24-3 to Greece in Group A
    at the European Polo Championships underway in Split, Croatia. In the first
    match on Saturday, Romania lost to Germany 10-15. Romania was drawn in a group
    alongside the Netherlands, Croatia, Hungary, Greece and Germany. This is the
    first presence for the Romanian women’s team at a European Polo Championship.




    TENNIS – Romanian
    tennis player Simona Halep is seeded 7th in the women’s singles at
    the US Open and on Monday will take on Daria Snigur of Ukraine (WTA 125), who
    reached the main draw after playing the preliminary rounds. A former world no.
    1, Halep last year reached the round of 16 at the US Open, while her best
    performance in this competition was the 2015 semi-final. Irina Begu, WTA no.
    34, will take on Elise Mertens of Belgium (WTA 32) in the opening round.
    Mertens leads 3-0 head-to-head. Sorana Cîrstea, (WTA 38) will play Laura
    Siegemund of Germany (216 WTA). Each player has previously won a match against
    their opponent. Gabriela Ruse (102 WTA) will have a complicated match against
    Daria Saville of Australia (WTA 73). Finally, Jaqueline Cristian will return to
    the tennis court after a long absence owing to a serious injury and will go up
    against the competition’s second seed, Anett Kontaveit of Estonia. Another
    three Romanian tennis players, Ana Bogdan, Alexandra Cadanțu-Ignatik and

    LAWS – Draft
    laws on the reform of Romania’s education system could be submitted to the
    government in early September, Education Minister Sorin Cîmpeanu has announced. The minister says that upon public debates over
    the documents, almost 15 hundred amendments are to be assessed by experts with
    the ministry. We recall that representatives of the teaching staff, students,
    parents and society have called for the extension of the period of debates, but
    the ministry turned down the proposal.




    ORDINANCE -The
    government in Bucharest has endorsed an emergency ordinance providing for a 30
    Euros pay rise for state employees starting August 1st, Labor
    Minister Marius Budăi has announced, adding that the raise is only one fourth
    of the level stipulated in Law 153 for the year 2022 and it accounts for 2
    billion lei of the state budget. According to Budăi, almost one million out of
    the 1.2 million state employees will benefit from the new ordinance. The
    medical personnel and several other categories had already benefitted from the aforementioned
    pay rise.




    TRADE – Romania’s exports of drinks have increased by 52 % in
    the first five months of 2022 up to 108 million Euros, the National Institute
    for Statistics has announced. Between January and May this year Romania’s
    imports of beverages grew by 45% up to 251 million Euros, which resulted in a
    trade deficit of 143 million Euros. According to Bucharest media, the most
    sought-after drink is the Romanian version of the French cognac. The demand for
    this product has significantly increased on markets in Europe, the USA and
    Japan.




    PURCHASE – The Mintia thermoelectric power plant, part of the
    Hunedoara Energy Complex, was bought by Mass Global Energy Rom, part of Mass
    Group Holding, a company from the Middle East dealing in the fields of energy,
    steel and cement works for a 91-million-EUR fee. This is one of the largest transactions
    in the Romanian energy sector and, also the biggest insolvent company sold in
    recent years in Romania. Mass Global Energy Rom was the only participant in
    Friday’s tender.




    FOOTBALL – Romania’s football champions CFR Cluj qualified to the
    groups of Europa Conference League after a 1-0 home win on Thursday against
    Slovenian side NK Maribor in the play-offs. The first game in Slovenia ended in
    a goaless draw. FCSB, runner up in the Romanian championship, have also
    qualified after a 3-1 away win against their Norwegian opponents Viking.
    Another Romanian side Universitatea Craiova was eliminated in the play-offs by
    the Israeli side Hapoel Beer-Sheva during the penalty shootout. Following
    Friday’s draw, FCSB will play in a group alongside West Ham United (England),
    Anderlecht Brussels (Belgium) and Silkeborg (Denmark). CFR was drawn in a group
    alongside Slavia Prague (the Czech Republic), Sivasspor (Turkey) and Ballkani
    (Kosovo).




    TENNIS -Romanian
    tennis player Simona Halep will be up against an opponent from the qualifying
    round at the US Open, the year’s last Grand Slam tournament. Halep last year
    made it to the round of 16 of the aforementioned competition, her best
    performance being in 2015, when she played in the semifinals. Another tennis
    player from Romania, Irina Begu, will be up against Elise Mertens of Belgium
    who has so far won all head-to-head matches. Sorana Cîrstea, also from Romania, will be up
    against Laura Siegemund of Germany while Gabriela Ruse will be playing Daria
    Saville of Australia. Another Romanian player Jaqueline Cristian will be up

    UKRAINE – Russia’s unjustified, unprovoked and illegal
    aggression must stop!, Romania’s president Klaus Iohannis said in a message
    marking the Independence Day of Ukraine today. I reiterate Romania’s firm
    support and solidarity with Ukraine and the brave Ukrainian people who are valiantly
    defending their country, the president added. A similar message was conveyed
    by Romania’s Foreign Minister, Bogdan Aurescu, who said that Romania acted to
    provide Kyiv authorities with assistance from the first days of what he has
    called the most serious crisis facing Europe in the last decades, while
    Romanian citizens have done everything in their power to help Ukraine and
    Ukrainian refugees who fled the horrors of war. In turn, president Volodymyr
    Zelensky promised all Ukrainian territories will be recaptured, and that Kyiv
    will retaliate if any attacks target its territory today. The United States
    have warned that Moscow might today launch cruise missiles targeting civilian
    and government infrastructure, asking all American citizens to leave Ukraine
    immediately. Also today, Washington is expected to announce the largest single
    installment of US security assistance to Ukraine worth 3 billion USD. Leaders
    taking part in the second summit of the Crimea Platform on Tuesday promised
    support for Kyiv, calling on Moscow to withdraw its troops.


    GOVERNMENT -
    The Romanian Government is expected to adopt in today’s meeting amendments to
    the justice laws, namely the draft law on the status of judges and prosecutors,
    the draft law on judicial organization and the draft law on the Superior
    Council of Magistracy. All three projects have been greenlit by the Superior
    Council of Magistracy. The Ministry of Justice last week pointed out that no
    provision in the three laws ignores the mandatory character of Constitutional
    Court rulings. The announcement came after public accusations were circulated,
    describing the bills as ‘backward-looking’ and breaching and even ‘selling’
    national sovereignty. Critics have argued the laws discard the possibility of
    disciplining judges who disregard Court rulings, favoring instead the
    enforcement of EU law in this field. In the two years they have been discussed
    in public, the laws have sparked heated debates and attracted criticism from
    magistrates’ associations and civil society.




    FORUM – The
    greatest concern of Bucharest authorities is that young people studying abroad might
    not return home, Prime Minister Nicolae Ciucă said
    today in the opening of the 2nd edition of the Forum of Romanian
    Students Worldwide. We would very much want you to return home and help our
    country move forward. You must know your contribution and vision are truly
    needed so that together we can develop Romania, the Prime Minister told students
    taking part in the forum in Bucharest. Running until August 29, the forum will
    bring together 150 students from abroad and Romania, who will address relevant
    issues facing Romanian society. Under the special guidance of 11 chairs,
    participants will draft a document offering solutions in the fields of
    education, youth, healthcare, justice, labor and economy, European affairs,
    energy and the environment. The final recommendations will be included in a
    joint Resolution, which will be submitted to the relevant ministries and
    authorities. The forum is organized by students and youth associations from
    Romania and abroad, in cooperation with the Department for Sustainable
    Development.




    TENNIS -
    Tennis players Irina Begu and Sorana Cîrstea have been knocked out from the round of 16 at the
    WTA 250 tournament in Celveland, the USA, totalling over 250 thousand USD in
    prizes. Begu, who last year played the final in cleveland, lost to Sofia Kenin
    of the USA, while Sorana Cîrstea was
    ousted by Magda Linette of Poland. Begu and Cîrstea are on the main draw at US
    Open, alongside Simona Halep and Jaqueline Cristian. Another 4 Romanian tennis
    players are competing in the US Open preliminaries. The US Open is due to start

    Coronavirus – 2 648
    nouveaux cas de personnes infectées au SARS-CoV-2 dépistés en 24 h ont été
    rapportés samedi en Roumanie, après plus de 48 000 tests effectués, a fait
    savoir le Groupe de communication stratégique. Dans le même laps de temps, 47
    personnes sont décédées des suites d’une contamination au Covid-19. Samedi
    encore, le nombre de personnes hospitalisées en Roumanie se montait à 4 454,
    dont 581 se trouvaient dans des unités de Réanimation – Soins intensifs. Parmi
    elles, 116 patients sont mineurs, dont 8 en soins critiques. A l’heure où l’on
    parle, 5,2 millions de Roumains sont complètement immunisés, soit un tiers
    seulement de la population éligible.


    Par ailleurs, la République de Moldova voisine connaît une des hausses
    les plus importantes des cas de coronavirus et de décès causés par le Covid.
    Cette dernière semaine seulement, le nombre des contaminations a augmenté de
    43%, alors que le nombre des décès a plus que doublé.








    Rentrée – Ce lundi 13 septembre ce sera
    la rentrée des classes pour les près de 3 millions d’élèves roumains. La
    nouvelle année scolaire comporte 34 semaines réparties sur deux semestres. Les
    cours s’achèveront le 11 juin 2022. Pour le premier jour d’école, les festivités
    seront permises aussi en présence des parents, mais le port du masque sera
    obligatoire, tout comme la distanciation sociale, a fait savoir le ministre de
    l’Education, Sorin Cîmpeanu. Déjà environ 2 400 élèves de 12 localités se
    verront obligés de démarrer la nouvelle année scolaire en distanciel, vu que
    dans leurs villes le taux d’infection au coronavirus dépasse les 6 cas par
    mille habitants. Le ministre a aussi exprimé son espoir que des progrès
    importants dans la vaccination des élèves seraient faits après la rentrée,
    surtout que les autorités sont prêtes à envoyer des équipes mobiles dans les
    écoles pour faciliter l’immunisation.




    Festival Untold – Untold, le
    plus important festival de musique électronique d’Europe s’achève ce dimanche à
    Cluj-Napoca (centre-ouest). Plus de 200 DJs et artistes sont montés présents sur
    les sept scènes du festival, après près de deux années de pause. L’édition de
    pandémie d’Untold a apporté aussi une première. Les organisateurs ont délivré
    aux participants des bracelets épidémiologiques attestant le fait que leurs
    porteurs sont vaccinés, qu’ils ont eu l’infection au coronavirus ou se sont
    fait tester récemment. Plus de 100 000 spectateurs ont déjà assisté aux
    événements du festival qui a commencé jeudi. A l’affiche – les DJ les plus
    importants du monde. Cette année, Cluj-Napoca a accueilli, entre autres, David Guetta,
    DJ Snake, Afrojack, Martin Garrix, Nina Kravitz ou Paul Kalkbrenner.








    Festival Enescu – Le Festival international George Enescu se poursuit. A l’affiche à
    Bucarest, ce dimanche : l’orchestre de musique chambre de la Philharmonie
    de Brème, avec au pupitre Jeremy Roller et la soprano allemande Diana Damrau
    comme soliste, qui proposeront au public des morceaux de la création de Richard
    Strauss et de Tchaïkovski. A Sibiu, le célèbre violoniste Gil Shaham donnera un
    récital portant sur la création de Johann Sebastian Bach. A Cluj- Napoca,
    l’orchestre et la chorale de l’Opéra national de Cluj, dirigés par David
    Crescenzi, présenteront l’opéra « Macbeth ». L’édition 2021 est la
    25e de sa création, en 1958, et célèbre 140 années de la naissance du grand
    compositeur roumain George Enescu. 32 orchestres de 14 pays y participent. Par
    ses formations musicales et ses spécialistes audio, Radio Roumanie est
    coproducteur du festival international George Enescu, aux côtés de la
    Télévision roumaine.




    Tennis – La jeune joueuse de tennis britannique d’origine roumaine, Emma
    Raducanu (18 ans) a remporté le trophée de l’US Open, après avoir vaincu en
    finale la Canadienne Leylah Fernandez (19 ans). Venue des qualifications,
    Emma Raducanu a remporté ce trophée sans avoir perdu un seul set, ce qui est
    une première pour le tennis mondial. Qui plus est, ce n’est que la 2e
    participation de la jeune joueuse à un tournoi du Grand Chelem, après celui de
    Wimbledon, où elle a dû quitter la compétition dans les 8e de finale
    pour des raisons médicales. Emma Raducanu, dont le père est roumain et la mère
    est asiatique, fait donc un bond spectaculaire dans le classement du tennis
    mondial, depuis la 150e place à la 23e.




    Météo – Nous avons une belle journée ensoleillée ce dimanche, presque partout
    en Roumanie. On attend quelques nuages et quelques gouttes de pluie sur les
    montagnes seulement dans l’après-midi. Les maxima de la journée iront de 22 à

    Solidarité – Le président de la Roumanie, Klaus Iohannis, a adressé une lettre à son homologue américain, Joe Biden, à l’occasion de la commémoration des 20 années écoulées depuis les attaques terroristes du 11 septembre 2001 aux Etats-Unis, les plus sanglantes de l’histoire. Le chef de l’Etat roumain souligne qu’après les attentats, la souffrance commune s’est transformée en solidarité et en un but commun, aux Etats-Unis et partout dans le monde, dans les pays alliés et partenaires, y compris en Roumanie. Selon M Iohannis, la détermination générale de faire face aux défis communs demeure une leçon précieuse, toujours pertinente, à une époque marquée par des menaces provenant tant d’acteurs étatiques que non-étatiques. Le président Iohannis a réaffirmé que la Roumanie est aux côtés du peuple américain, elle est engagée à lutter contre le terrorisme et l’extrémisme violent, quelle que soit l’idéologie, ainsi qu’à renforcer nos valeurs communes : la démocratie, les droits de l’homme, la liberté d’expression et l’Etat de droit. A l’occasion de la commémoration de deux décennies depuis les attaques terroristes du 11 septembre 2001, dans lesquelles près de 3 000 personnes ont péri, dont quatre citoyens roumains, le ministère des Affaires étrangères de Bucarest transmet un message de solidarité et de profonde compassion aux familles des disparus dans ce tragique événement, mais aussi aux survivants et aux sauveteurs qui ont risqué leur propre vie dans les opérations de sauvetage. Le ministre Bogdan Aurescu a adressé, à l’occasion, une lettre au secrétaire d’Etat des Etats-Unis, Antony Blinken. Il y réitère le fait que de telles attaques violentes et de telles manifestations extrémistes ne peuvent nullement être justifiées. Il met en exergue l’engagement ferme et de longue durée de la Roumanie de participer, aux côtés des Etats-Unis, partenaire stratégique de la Roumanie, et de la communauté internationale, aux efforts communs de lutte contre le terrorisme et l’extrémisme violent.



    Coronavirus — La Roumanie a enregistré, samedi, 2 648 nouveaux cas de contamination au coronavirus. Sur l’ensemble des nouveaux cas de Covid-19, la plupart sont enregistrés à Bucarest — 345 – et dans les départements de Timis (ouest), Cluj (centre), et Constanta (sud-est). 47 personnes sont décédées des suites d’une contamination au Covid-19. Le nombre de personnes hospitalisées en Roumanie se monte à près de 4 454. 581 sont dans des unités de Réanimation – Soins intensifs. 116 patients sont mineurs, dont 8 en soins critiques. 5,2 millions de Roumains sont complètement immunisés, soit un tiers seulement de la population éligible.



    Tennis — La Britannique Emma Răducanu (18 ans), fille d’un Roumain, est devenue la première joueuse de tennis de l’histoire arrivée par qualification qui accède à un tournoi du Grand Chelem. Elle a vaincu en deux sets, par 6-1, 6-4, la Grecque Maria Sakkari à New York, dans les demi-finales de l’US Open. Răducanu, 150e au classement WTA avant cette compétition, affrontera pour le trophée un autre jeune espoir du tennis mondial, la Canadienne Leylah Fernandez (19 ans, 78e WTA). Cette dernière a vaincu à son tour, à l’avant-dernier acte, la Bélarusse Arina Sabalenka, 2e du monde, qu’elle a dépassée en trois sets : 7-6, 4-6, 6-4. La finale entre Emma Răducanu et Leylah Fernandez sera la première entre deux adolescentes à un tournoi majeur, après celle gagnée par l’Américaine Serena Williams face à la Suisse Martina Hingis, à l’édition 1999 de l’Open des Etats-Unis. Emma Răducanu atteint cette performance déjà à sa deuxième participation à un tournoi du Grand Chelem, après celui de Wimbledon, après celui auquel elle a été contrainte d’abandonner dans les huitièmes de finale, en raison de problèmes médicaux.

    Bukarest: In Rumänien sind der stellvertretende Ministerpräsident Dan Barna und die anderen Minister der USR PLUS aus dem Koalitionskabinett des Liberalen Florin Cîţu zurückgetreten, wie sie am Montagabend angekündigt hatten. Die USR PLUS ist der Meinung, dass der Premier die Koalition platzen lie‎ß, nachdem er unerwartet den Justizminister Stelian Ion entlassen hatte. Am Freitag hatten die USR PLUS und die nationalistische Partei AUR einen Misstrauensantrag gegen das Kabinett Cîţu eingereicht. Die ständigen Ausschüsse des Senats und der Abgeordnetenkammer versuchen heute, sich auf einen Zeitplan für den Antrag zu einigen.



    Bukarest: Trotz des Rücktritts der USR PLUS-Minister hat Premierminister Florin Cîţu eine Kabinettssitzung einberufen, um über eine neue Haushaltsanpassung zu beraten. Der Premierminister kündigte Montag Abend an, dass das Haushaltsanpassungsgesetz verabschiedet wird, unabhängig davon, ob die Partei USR PLUS aus der Regierungskoalition aussteigt oder nicht. Bei der Haushaltsanpassung werden die meisten Finanzmittel dem Gesundheitsministerium, den öffentlichen Finanzen, der Entwicklung und den Investitionen zugute kommen. Die Haushaltskürzungen werden das Arbeitsministerium, den Senat und den Rechnungshof betreffen.



    Bukarest: In Bukarest findet ab Dienstag das jährliche Treffen der rumänischen Diplomaten statt, an dem die Leiter der diplomatischen Vertretungen und konsularischen Büros Rumäniens im Ausland teilnehmen. Den Vorsitz des Treffens führt Au‎ßenminister Bogdan Aurescu. Das Hauptthema des diesjährigen Treffens ist das Konzept der Resilienz, das im Zusammenhang mit der Pandemiekrise an Bedeutung gewinnt. Auf der Gesprächsagenda stehen zudem neue Entwicklungen wie der Klimawandel, der digitale Wandel, die wachsende Bedeutung neuer Technologien und die Cybersicherheit. Au‎ßenminister Bogdan Aurescu hat ebenfalls Gespräche mit seinem moldawischen Amtskollegen Nicolae Popescu geplant, der an dem Treffen teilnimmt. Im Mittelpunkt der bilateralen Gespräche steht die Unterstützung Rumäniens für die von der neuen Regierung in Chişinău durchgeführten Reformen und für die EU-Beitrittsbemühungen der Republik Moldau.



    Bukarest: Der rumänische Staatspräsident Klaus Iohannis wird am Donnerstag auf Einladung seines Amtskollegen Guy Parmelin zu einem offiziellen Besuch in die Schweiz reisen. Nach Angaben des Präsidialamtes findet der Besuch aus Anlass des diesjährigen Jubiläums der 110-jährigen diplomatischen Beziehungen zwischen den beiden Staaten statt. Die Gespräche werden sich auf die Stärkung der bilateralen Zusammenarbeit konzentrieren, einschlie‎ßlich der wirtschaftlichen Zusammenarbeit, mit Schwerpunkt auf Investitionen. Die Schweiz ist der zehntgrösste ausländische Investor in Rumänien.



    Bukarest: Die Zahl der Neuinfektionen mit Covid-19 bleibt in Rumänien hoch: Am Montag wurden 1.035 Neuinfektionen und 25 Todesfälle gemeldet. Es gibt 405 Intensivpatienten. Von den Patienten in den Krankenhäusern sind 107 unter 18 Jahre alt, und 5 von ihnen befinden sich auf der Intensivstation. In den letzten 24 Stunden wurden mehr als 8.000 Menschen geimpft, aber die Gesamtzahl der vollständig geimpften Rumänen liegt bei fast 5,2 Millionen, was immer noch weniger als ein Drittel der gesamten in Frage kommenden Bevölkerung ausmacht.

    COVID-19 – The daily number of COVID-19
    infections is on the rise. The pandemic is again putting additional strain on
    medical units across the country, as for several days the number of infections has
    exceeded the 1,500 mark. 1,242 new cases of COVID infection were reported on
    Sunday, in addition to 11 related fatalities. Over 3,000 people are being
    treated for COVID-19 in hospitals across the country, while 372 people are currently
    in intensive care. Health Minister Ioana Mihăilă announced additional ICU beds
    will be made available in Bucharest, where the largest number of new cases was
    reported. Over 6,600 people were vaccinated against COVID-19 on Saturday, while
    5.1 million people have completed the vaccination scheme. On the other hand,
    Romania has sent 100 thousand rapid antigen COVID tests to neighboring Moldova.
    Romania’s ambassador to Chişinău, Daniel Ioniţă, said the donation reflects the
    special relations between Romania and the Republic of Moldova. So far Romania
    has donated 500,000 anti-COVID-19 vaccine shots to neighboring Moldova.


    POLITICAL
    CRISIS – President Klaus Iohannis intervened in the political crisis in
    Romania, calling on the USR-PLUS alliance to resume dialogue within the ruling
    coalition and come up with a viable and reasonable solution to overcome the
    political deadlock. USR-PLUS didn’t back down and continued to call for the
    resignation of Liberal Prime Minister, Florin Cîţu. Their decision was
    motivated by the Prime Minister’s choice to dismiss the USR-PLUS Justice
    Minister, Stelian Ion, who opposed one of the government’s infrastructure
    projects. The president considers the Alliance’s decision to sign and file a
    no-confidence motion against their own government, alongside AUR, an
    ultra-nationalist party, is an insult against all Romanians. In turn, Prime
    Minister Florin Cîţu also called on his junior coalition partners to show
    responsibility, saying that making a new nomination for the position of Justice
    Minister would immediately solve the problem. The motion filed by USR-PLUS and
    AUR was signed by 122 MPs. For the document to be adopted in Parliament, a
    minimum of 234 votes are required, which means USR-PLUS and AUR will need the support
    of other parliamentary parties.




    LIST -
    The updated list of countries representing an epidemiological risk was
    published on Sunday by the National Committee for Emergency Situations. Serbia,
    Estonia and Albania have entered the red zone, while all arrivals from this
    country will enter quarantine, unless they provide proof of vaccination or that
    they had the disease. Norway, Austria and Bosnia Herzegovina have now entered
    the yellow zone, in addition to Spain and Lichtenstein, where infection rates
    have dropped. People coming from these areas will not enter quarantine if they
    provide proof of vaccination, of a PCR negative test or if they’ve had the
    disease.




    DIPLOMACY
    – The Romanian Ministry for Foreign Affairs over September 7-9 is organizing
    the Annual Meeting of Romanian Diplomacy, the Ministry announced in a release
    published on Sunday. This year’s theme is titled Diplomatic action to
    consolidate Romania’s resilience. Traditionally organized around Romanian Diplomacy
    Day, this year the event will be held online and will involve the participation
    of the heads of Romania’s diplomatic missions and consular offices abroad.
    Attending will also be the Foreign Minister of the Republic of Moldova, Nicolae
    Popescu, who will be paying an official visit to Bucharest, the Foreign
    Minister of Greece, Nikos Denidas, who will also be in Romania for an official
    visit. Keynote speeches will be delivered by Italy’s Minister for Foreign
    Affairs and International Cooperation, Luigi Di Maio, the Indian Foreign
    Minister, Australia’s Minister of Trade, Tourism and Investments, as well as
    European Commission and OSCE officials. European Commission vice-president for
    democracy and demography, Dubravka Šuica, the Secretary General of the Organization
    for Security and Cooperation in Europe, Helga Schmid, who will give online
    presentations, as well as Thomas Garrett, the Secretary General of the
    Community of Democracies, who will attend the meeting physically.




    PATZAICHIN
    – The several-time Olympic canoe champion Ivan Patzaichin passed away on Sunday,
    aged 71, the Romanian Olympic and Sports Committee writes on its Facebook page.
    Ivan Patzaichin won seven medals at the Olympic Games, four gold and three
    silver. He took part in five editions of the Games, from 1968 to 1984. He is
    also the holder of 22 world titles. He went on to become a great coach, his
    trainees winning 150 Olympic, world and European medals. He was the
    vice-president of the Romanian Federation of Kayak-Canoe and the vice-president
    of the Romanian Olympic Committee. Elected in 1990, Juan Antonia Samaranch, the
    chairman of the International Olympic Committee, bestowed on Patzaichin the
    Platinum Wreath, the highest Olympic distinction, becoming the only Romanian to
    hold this title. In 2000 he was given the Faithful Servant national order in
    rank of knight. In April, 2019, Ivan Patzaichin was also awarded the Golden
    Wreath, the highest distinction of the Romanian Olympic and Sports Committee.

    COVID-19 – 1,470
    new cases of COVID infection were reported on Thursday in Romania, in addition
    to 26 related fatalities. Some 2,600 patients are currently treated in hospital
    for coronavirus, of whom 322 are in intensive care. The constant increase in
    the number of infections has not determined Romanians to take the anti-COVID
    vaccine. Less than 8,000 people got immunized on Wednesday.




    POLITICS
    -Romania’s president, Klaus Iohannis, earlier today signed the decree to
    dismiss Stelian Ion from the position of Justice Minister. At the same time,
    the president designated Lucian Bode, the current Interior Minister, as interim
    Justice Minister. Late last night, the USR-PLUS alliance in the ruling
    coalition announced it withdraws all political support for Liberal Prime
    Minister Florin Cîţu. Tensions escalated after the head of government announced
    the dismissal of Justice Minister, Stelian Ion, who refused to greenlight a
    comprehensive infrastructure project dubbed Anghel Saligny. Stelian Ion said
    today that he had identified a number of constitutional and illegal issues in
    the project. USR-PLUS has called for negotiations to appoint a new Prime
    Minister. Should they break down, the alliance will support the no-confidence
    vote against the Prime Minister. UDMR Deputy Prime Minister Hunor Kelemen said
    the Anghel Saligny project needs to be adopted before the budget adjustment,
    expressing confidence that ruling coalition parties will break the political
    stalemate in this matter. From the opposition, PSD leader Marcel Ciolacu told
    USR-PLUS MPs they should either step down from the ruling coalition, or take
    the vote of no-confidence against Florin Cîţu.




    FOREIGN AFFAIRS -
    Romania’s Minister for Foreign Affairs, Bogdan Aurescu, is taking part in an
    informal meeting of the EU Foreign Ministers, held in Gymnich format, hosted by
    Kranj in Slovenia today and tomorrow. High on the meeting’s agenda are the
    crisis in Afghanistan, the EU’s approach to the Gulf region, EU-China relations
    and the migration deadlock at Belarus’s borders, which impacts border crossing
    into Lithuania, Poland and Latvia. The Romanian official will express
    solidarity with the aforementioned states, saying that using migration against
    EU member states is unacceptable. European Ministers will also discuss in
    detail the developments in Afghanistan and their impact on the EU’s strategic
    interests and will analyze political options as well as possible actions in
    terms of humanitarian aid and security. Minister Aurescu is also expected to
    express support for a new EU strategy on Afghanistan and to stress the
    importance of a concerted EU effort. The Romanian official will also underline
    the importance of European and Euro-Atlantic solidarity, as well as the need
    for the EU to coordinate with the UN and NATO.




    ENESCU FESTIVAL
    – Today, on the sixth day of the George Enescu International Music Festival,
    the Radio Concert Hall will host its first concert. Under the patronage of the
    Royal House of Romania, the Symphonic Orchestra of the Braşov Philharmonic will give a Royal Concert in the Music of the 21st
    century series. Conducting will be Răzvan Apetrei. Also today, the Lausanne
    Chamber Orchestra will give a new concert at the Romanian Athenaeum, whereas
    the Bucharest Palace Hall will host a new concert in the Great World Orchestras

    Coronavirus en Roumanie – Vers la mi-septembre on s’attend à ce que les nouveaux cas
    de coronavirus dépassent les 2000 contaminations quotidiennes, au lieu de 1500
    comme estimé auparavant, a déclaré le chef de la campagne nationale de
    vaccination anticovid, Valeriu Gheorghiţă, dimanche, dans une interview
    télévisée. Les autorités ne s’attendent pas à une évolution épidémiologique
    positive dans les semaines à venir, bien au contraire, on pense que la
    situation va empirer vu le que le variant Delta devient dominant en Roumanie
    aussi, a-t-il encore expliqué. A son avis la hausse du nombre des cas
    s’explique par une mobilité et une interaction accrues entre les gens et par le
    faible respect des normes de prévention. Dimanche, 868 nouveaux cas ont été
    recensés sur quelque 30 000 tests effectués, soit un taux de positivité de
    2,8%, ont fait savoir les autorités de Bucarest. 1938 malades de Covid-19 étaient
    hospitalisées dimanche, dont 269 en
    réanimation soins intensifs. De même, 19 décès liés au coronavirus ont été
    enregistrés de samedi à dimanche. Toutefois, l’intérêt de la population pour la
    vaccination reste très bas. Jusqu’ici quelque 5 millions 100 mille Roumains été
    vaccinés au schéma complet.




    Parlement – Le
    Parlement de Roumanie entame cette semaine sa session d’automne. Le mercredi 1er
    septembre, le président du Législatif de la République de Moldova voisine, Igor
    Grosu, sera présent, à l’invitation du président de la Chambre des Députés de
    Bucarest, Ludovic Orban. A l’agenda du Parlement de Bucarest figurent entre
    autres le projet de la Loi du consommateur vulnérable, un document censé aider
    les familles aux bas revenus à payer leurs factures d’énergie ou de gaz. De
    même, les sénateurs attendent que la coalition à la gouvernance décide de la
    manière dont sera supprimée la Section spéciale pour l’investigation des
    infractions en justice, une décision longuement attendue. Enfin, le PSD,
    principal parti de l’opposition a déjà fait part de son intention de déposer
    une motion de censure contre le gouvernement du libéral Florin Cîtu.






    Afghanistan -
    La Roumanie peut recevoir des migrants d’Afghanistan, à condition que les
    vérifications soient réalisées par les structures sécuritaires de l’Etat
    roumain, a déclaré le ministre roumain de l’Intérieur, Lucian Bode. Bucarest peut
    recevoir des journalistes, des magistrats, des étudiants bénéficiant de bourses
    en Roumanie et en général des personnes courant un risque imminent en Afghanistan.
    Pour ce qui est des flux des migrants aux frontières roumaines, le pays se
    trouve sur la route de transit des Balkans Occidentales, c’est pourquoi, depuis
    le 1er janvier 2021environ 47 000 migrants ont tenté d’entrer en
    Roumanie. a encore précisé le ministre.




    Pompiers – Le
    premier ministre roumain Florin Cîtu a félicité lundi les pompiers roumains qui
    ont aidé à éteindre les incendies de végétation en Grèce et ont fait « un
    excellent travail » à son avis. La Roumanie a récemment déployé en Grèce 142
    pompiers, 8 camions-pompe, trois citernes, un camion d’intervention à réserve
    d’eau, cinq véhicules de première intervention et commandement, mais aussi un
    drone dans la deuxième mission des pompiers roumains dans ce pays, qui est
    touchée depuis plus d’un mois par des incendies de végétation. Auparavant, une
    centaine de pompiers et une vingtaine de véhicules ont contribué à éteindre les
    incendies sur l’île d’Eubée.


    Population – Au
    1er janvier 2021, La population résidente de la Roumanie était
    inférieure à 19 millions 200 mille personnes, soit une baisse de 142 000
    personnes par rapport à la même période de 2020, a fait savoir l’Institut
    national de la Statistique (INS). La cause principale en est un taux d’accroissement
    démographique négatif, vu que le nombre des décès dépasse de 120 000 celui des
    naissances. La population urbaine est majoritaire, avec 53,6% tout comme la
    population féminine, avec un taux de 51%. Avec un rapport de 124 personnes
    âgées pour une centaine de jeunes âgés de moins de 15 ans, le vieillissement démographique
    est un phénomène qui ne cesse de s’accentuer, constate aussi l’INS.

    météo est instable en Roumanie en ce début de semaine. Les températures sont
    inférieures à la normale saisonnière dans l’ouest, le centre et le nord du pays
    où l’on attend des pluies à verse. Sur le reste du territoire le temps

    COVID-19 – Romania remains
    in the green zone, although the number of COVID-19 patients requiring medical
    treatment is on the rise. There are 1,115 people now being treated for
    coronavirus in hospitals across Romania, the highest number reported in the
    last three months, while 269 people are in intensive care. 868 new cases of
    infection and 19 related fatalities were reported on Sunday by the Group for
    Strategic Communication, most new cases being signaled in Bucharest and in
    Cluj, Timiş and Iaşi counties. Since
    the start of the vaccination campaign, 5.1 million people have completed the
    full vaccination scheme. Health Minister Ioana Mihăilă said that if the
    epidemiological context worsens, travel restrictions may target only people who
    haven’t taken the vaccine, and that schools will stay open for as long as
    possible. The Romanian official also said the authorities shouldn’t cover the
    costs entailed by testing as long as the vaccine is free of charge and widely
    available.




    PANDEMIC – The list of
    countries with a high epidemiological risk will come into force on Sunday at
    midnight. Greece, Turkey, North Macedonia, Spain and Switzerland are in the red
    zone, which means all arrivals from these countries will be exempted from
    quarantine only if people provide proof of vaccination. The yellow zone now
    includes Bulgaria, Serbia, Albania, Slovenia, Japan, Palestine and the
    Philippines. Romanians returning from the yellow zone will not enter quarantine
    if they have the vaccine, had the disease of provide a PCR negative test. The
    United Arab Emirates, Kuwait and the British Virgin Islands are now in the
    green zone.




    EXHIBITION – A Romanian Air
    Force aircraft on Sunday transported to Spain artifacts to be presented in the
    exhibition Archeological Treasures of Romania – Dacian and Roman Roots.
    Bringing together 835 exceptional exhibits from the collections of 39 museums in
    Romania, the exhibition will be opened to the general public at the National
    Museum of Archaeology in Madrid, and is being coordinated by Romania’s History
    Museum. The exhibition will open on September 30 and will close at the end of
    January, 2022. It is organized under the aegis of the Romanian Ministries of
    Culture and Foreign Affairs, with support from the Defense Ministry, and is
    part of the Agenda of Public and Cultural Diplomacy devoted in 2021 to marking
    140 years of diplomatic relations between Romania and Spain. The exhibition
    also enjoys the high patronage of His Majesty, King Felipe 6th of
    Spain and of Romania’s president, Klaus Iohannis.




    MOLDOVA – Moldovan
    Parliament speaker Igor Grosu on September 1 will be attending the opening of
    the second session of the Romanian Parliament. Over August 31 – September 2 the
    Moldovan official will pay an official visit to Bucharest, invited by his
    Romanian counterpart, Liberal Ludovic Orban. Romania reiterates its firm and
    wide support for the processes of reform and European integration of the
    Republic of Moldova, Romania’s president Klaus Iohannis on Friday said in
    Chişinău. The Romanian official pointed out Romania and Moldova are bound by a
    solid relationship: a communion of language, culture and history. The president
    said the people of Moldova have expressed their firm option in the latest
    election for the pro-reform trajectory and irreversible European accession of
    their country, offering a worthy example to follow by other states in the
    region. The president gave assurances Romania will remain Moldova’s trusted
    partner in the future as well. The president attended festivities marking 30
    years since the proclamation of independence of neighboring Moldova.




    FESTIVAL – A new edition
    of the George Enescu International Festival has started. This year the Festival
    has reached its 25th, edition, marking 140 years since the birth of
    the great Romanian composer. Over 3,500 artists will take part over August 28 -
    September 26 in the festival. Concerts will be held in Bucharest, Sibiu,
    Timişoara, Iaşi and Constanţa, and will be divided in four sections: Great
    World Orchestras, Concerts and Recitals, Music of the 21st Century and Enescu
    and his Contemporaries. Russian conductor Vladimir Jurowski, this year’s
    artistic director, says the event will bring together the most important musicians
    from all over the world, helping promote the values of united Europe. Radio
    Romania is co-producer of the Festival.




    TENNIS – 4 of the 5
    Romanian tennis players who qualified to the main draw at the US Open will play
    in the opening round on Monday. Simona Halep (13 WTA) will play Camila Giorgi
    of Italy (36 WTA). Irina Begu (74 WTA) will go up against Andrea Petkovic of
    Germany (66 WTA). Ana Bogdan (106 WTA) will play Rebeka Masarova of Spain (231
    WTA). Gabriela Ruse (108 WTA) will take on Marketa Vondrousova of the Czech
    Republic (40 WTA). Finally, Sorana Cîrstea (38 WTA) will play
    Veronika Kudermetova of Russia (31 WTA) on Tuesday. (VP)

    Coronavirus en Roumanie – La Roumanie reste dans la zone verte de la situation
    épidémiologique, mais le nombre des nouveaux cas de coronavirus est à la
    hausse, tout comme celui des patients en soins intensifs. Dimanche, 868
    nouveaux cas ont été recensés sur quelque 30 000 tests effectués, soit un taux
    de positivité de 2,8%, ont fait savoir les autorités de Bucarest. 1938 malades
    de Covid-19 sont hospitalisées en ce moment, dont 269 en réanimation, soit 26 de plus par
    rapport à samedi. De même, 19 décès liés au coronavirus ont été enregistrés de
    samedi à dimanche. Toutefois, l’intérêt de la population pour la vaccination
    reste très bas. Jusqu’ici quelque 5 millions 100 mille Roumains été vaccinés au schéma complet.
    Dans ce contexte, la ministre de la Santé, Ioana Mihaila, a fait savoir que si
    les chiffres de la pandémie empiraient, les autorités prendraient en compte la
    mise en place de nouvelles restrictions de circulation pour les personnes non
    vaccinées. Les écoles seront les dernières à être concernées par des
    restrictions, a encore précisé la ministre. A son avis, les autorités ne
    devraient pas supporter les dépenses des tests pour certaines catégories
    sociales, tant que l’immunisation est gratuite pour tous.


    Pays à risque
    – La liste des pays à risque épidémiologique vient d’être mise à jour par les
    autorités roumaines. Désormais sur la liste rouge, des pays à grand risque
    épidémiologique l’on retrouve la Grèce (qui y était déjà), la Turquie, la
    Macédoine du Nord, l’Espagne et la Suisse. Cela veut dire que seuls les
    voyageurs vaccinés contre le coronavirus ne seront pas tenus à observer la
    quarantaine en rentrant en Roumanie depuis ces pays. Sur la liste jaune l’on
    retrouve maintenant des pays où les cas de contamination au coronavirus sont à la
    hausse, tel la Bulgarie, la Serbie, l’Albanie, la Slovénie, le Japon, la
    Palestine et les Philippines. Les touristes arrivant de ces pays en Roumanie
    devront présenter le certificat de vaccination, une preuve d’avoir eu la
    maladie ou un test PCR négatif pour éviter la quarantaine. Enfin, dans la zone
    verte, sans risque épidémiologie figurent les Emirats Arabes Unis, le Koweït et
    les Îles Vierges Britanniques.






    Moldova – Le
    président du Parlement de Chisinau, le pro-occidental Igor Grosu effectuera une
    visite officielle en Roumanie du 31 août au 2 septembre, à l’invitation du
    président de la Chambre des Députés de Bucarest, Ludovic Orban. Mercredi, le 1er
    septembre, Igor Grosu participera, à Bucarest, à l’ouverture de la 2e
    session du Législatif de la Roumanie. La Roumanie reconfirme son engagement
    ferme et ample de soutenir les processus de réforme et d’intégration européenne
    assumés par les autorités moldaves, a déclaré vendredi à Chisinau le président
    roumain Klaus Iohannis. Un lien très fort unit les deux pays qui partagent
    la même langue, la même culture et la même histoire, a-t-il précisé. Aux
    récentes élections parlementaires, la société moldave a opté sans
    équivoque pour un parcours favorable aux
    réformes et un parcours européen irréversible, étant un exemple à suivre pour
    toute la région, a ajouté Klaus Iohannis.






    Exposition -
    Un avion des Forces aériennes roumaines a transporté dimanche, en Espagne, les
    objets qui seront présentés dans le cadre de l’exposition « Trésors
    Archéologiques de la Roumanie – les racines daces et romaines ». L’exposition
    réunit 835 objets d’exception provenant des collections de 39 musées roumains,
    elle sera ouverte au public au Musée national d’archéologie de Madrid, étant
    coordonnée par le Musée national d’histoire de la Roumanie. L’inauguration aura
    lieu le 30 septembre prochain et l’exposition pourra être visitée jusqu’à la
    fin janvier 2022. Organisée sous l’égide des ministères roumains de la Culture
    et des AE, avec le soutien du ministère de la Défense, cette manifestation fait
    partie du Programme de diplomatie publique et culturelle marquant
    l’anniversaire des 140 années de relations diplomatiques entre la Roumanie et
    l’Espagne. L’exposition est aussi organisée sous le haut patronage du Roi
    Philippe IV d’Espagne et du président de la Roumanie, Klaus Iohannis.






    Théâtre – Tombée
    de rideau, ce dimanche, du Festival international de théâtre de Sibiu. 10 jours
    durant, 2000 artistes de 38 pays y ont présenté leurs spectacles de théâtre,
    danse, cirque, opéra, musique, leurs acrobaties et défilés, conférences,
    expositions, ateliers et spectacles-lecture, soit au total 600 manifestations
    artistiques. Les spectacles en ligne n’ont pas manqué non plus dans le contexte
    de la pandémie. Dimanche, au dernier jour du festival une trentaine de
    spectacles figuraient à l’affiche, tenus dans les salles ou en plein air. La
    fin du festival a été marquée, comme d’habitude par son feu d’artifices devenu
    déjà une tradition.


    Festival Enescu
    – La 25ème édition du Festival International George Enescu a débuté samedi
    soir. Plus de 3 500 musiciens roumains et étrangers participent dont 32
    orchestres de 14 pays du 28 août au 26 septembre à cette édition qui marque les
    140 ans écoulés depuis la naissance du plus grand compositeur roumain, George
    Enescu. Les spectacles auront lieu dans plusieurs villes de Roumanie. Bucarest,
    la capitale, accueillera pas moins de 78 spectacles. L’édition 2021 « réunira les plus
    importants musiciens du moment, tout en promouvant l’idée des cultures
    européennes unies » a affirmé le directeur du festival, le chef
    d’orchestre russe, Vladimir Jurowski. Radio Roumanie est, aux côtés de la
    Télévision publique, co-producteur du Festival international George Enescu.


    US Open -
    Quatre des cinq joueuses de tennis roumaines qualifiées au tableau principal de
    l’US Open, le dernier tournoi du Grand Chelem de l’année, jouent lundi. Simona
    Halep (n° 13 mondiale) affronte l’Italienne Camila Giorgi (n° 36 WTA), Irina
    Begu (n° 74 WTA) joue contre l’Allemande Andrea Petkovic ( n° 66 WTA), Ana
    Bogdan (n° 106 WTA) aura pour adversaire Rebeca Marasova d’Espagne (n° 231
    WTA). Enfin, notre compatriote Gabriela Ruse (n° 108 WTA) qualifiée en première
    au tableau principal du tournoi américain, affrontera au premier tour la
    Tchèque Marketa Vondrousova (n° 40 WTA). La 5e joueuse roumaine
    présente dans cette compétition, Sorana Cîrstea (n° 38 WTA) joue mardi contre
    la Russe Veronica Koudermetova (n°31 WTA. )


    Météo – La
    météo est toujours instable en Roumanie. Les températures seront inférieures à
    la normale saisonnière dans l’ouest, le centre et le nord du pays où l’on
    attend des pluies à verse. Sur le reste du territoire le temps s’améliorera et
    les pluies deviendront éparses. Lundi on attend des maxima allant jusqu’à 29
    degrés.

    SIBIU – The
    International Theatre Festival in Sibiu came to a close on Sunday. For nine
    days, over 2,000 artists from 38 countries turned the city into one huge stage.
    Nearly 600 performances, conferences, exhibitions, workshops and other special
    events were held, most of which with physical crowd attendance, but also in
    hybrid format and online.




    GEORGE
    ENESCU
    – Great world orchestras, reputed Romanian and foreign artists are taking part
    in the 25th edition of the George Enescu International Music
    Festival that kicked off at the Bucharest Concert Hall on Saturday. Over the
    next month, 32 orchestras from 14 countries will climb on stage, and viewers
    will have to abide by COVID-related health regulations. Sunday’s agenda
    includes a concert at the Auditorium concert hall of the National Fine Arts
    Museum in Bucharest, while the Moldovan Chamber Orchestra, conducted by
    Cristian Florea, will open the section Enescu and his Contemporaries. The
    Romanian Athenaeum in Bucharest hosts a concert given by the Philharmonic
    Orchestra of Zagreb conducted by Dawid Runtz, with violinist Valentin Şerban
    and cellist Jae Min Han, last year’s winners of the George Enescu International
    Music Contest, as soloists. Also on
    Sunday, the London Symphonic Orchestra conducted by Simon Rattle and the Radio
    Academic Choir conducted by Ciprian Ţuţu will perform works by Enescu and
    Strawinski at the Bucharest Concert Hall, marking 50 years since the death of
    Igor Strawinski and 140 years since the birth of George Enescu. The 2021
    edition of the George Enescu festival is also held in Satu Mare, Cluj, Sibiu, Braşov, Iaşi, Piteşti and Constanţa.
