    Helsinki — The Romanian defense minister Gabriel Leş participated on Wednesday and Thursday in Helsinki in the informal meeting of the EU defense ministers. The meeting focused on artificial intelligence and new technologies, the impact of climate change and of the environment on security and defense as well as the issue of a coordinated maritime presence. The issue of hybrid threats was tackled during a joint meeting with the foreign ministers. Minister Leş hailed the effort to increase visibility of artificial intelligence on the EU’s strategic agenda. Also, the Romanian defense minister supported the efforts aimed at identifying solutions for sustainable energy in the field of defense and reiterated Romania’s constant support in this regard. During its presidency of the Council of the EU, Romania organized the 4th meeting of the advisory forum on energy sustainability in the defense and security fields.



    Cyprus – The minister for the Romanians abroad Natalia Intotero, who was on a working visit to the Republic of Cyprus, met with the Cypriot president Nikos Anastasiadis with whom she talked about the Romanian community in Cyprus, the two countries’ bilateral relation and the projects run by the Romanian ministry. Minister Intotero highlighted the initiatives for promoting Romania’s values all over the world, the programs run by the Romanian government with a view to supporting the Romanian communities abroad to promote and preserve their ethnic, cultural and linguistic identity. Minister Intotero also had a meeting with the members of the Romanian community in Cyprus. In turn, president Nikos Anastasiadis congratulated the Romanian authorities for their interest in the Romanian communities aboard and for setting up of a ministry meant to deal with their problems.



    Film festival — The 76th edition of the ‘Mostra’ International Film Festival continues in Venice until September 7. The event is officially recognized by the International Federation of Film Producers’ Associations as the oldest festival in the world. This year, 21 films will be competing for the Golden Lion. Romanian cinematography will be represented by the documentary ‘Colectiv’ by Alexander Nanau, a movie whose world premiere will be on September 4. The film describes the aftermath of the fire that the broke out during a rock concert in the Colectiv club in Bucharest, on October 30, 2015 which killed 64 and wounded many.



    Volleyball — Romania’s volleyball team was defeated on Thursday by the team of Azerbaijan 3-0 in their last match in Group C of the European Championship hosted by Budapest. In the first 4 matches in the group, Romania defeated the teams of Hungary and Estonia 3-1 each and lost to the Netherlands 0-3 and Croatia 1-3. The first 4 teams in the group will qualify to the eighth finals of the competition. Romania returned to a European tournament final after 4 years. The Romanians’ best result in the European Championship was the bronze medal in 1963. (update by L. Simion)

    Défense – Le ministre roumain de la Défense, Gabriel Leş, participe ce jeudi, à Helsinki, en Finlande, à la réunion informelle des ministres des Etats membres de l’UE. Une session commune des ministres de la Défense et des Affaires étrangères est prévue aujourd’hui, ciblée sur des sujets d’actualité relevant des menaces hybrides. La réunion est présidée par Federica Mogherini, haute représentante de l’UE pour les Affaires étrangères et la politique de sécurité. Y participent en tant qu’invités le secrétaire général de l’OTAN, Jens Stoltenberg, et le secrétaire général adjoint aux opérations de maintien de la paix de l’ONU, Jean-Pierre Lacroix. Mercredi, à l’agenda de la réunion ont figuré des thèmes tels que la présence maritime coordonnée, l’intelligence artificielle et les nouvelles technologies, les effets des changements climatiques et de l’environnement sur la sécurité et la défense.

    Population – Au 1er janvier 2019, la population résidente de la Roumanie était de 19,4 millions de personnes, soit une baisse de 125.000 personnes par rapport à la même date de 2018, a fait savoir ce jeudi de l’Institut national de la statistique. Selon l’institution, la principale cause de cette baisse est le taux négatif des naissances (c’est-à-dire que le nombre des personnes décédées dépasse celui des naissances). La Roumanie reste un pays de l’émigration, un autre phénomène qui entraîne la baisse de la population. L’année dernière quelque 240.000 Roumains ont émigré, soit 20.000 de plus par rapport à 2017. Par ailleurs, le processus de vieillissement s’est approfondi par rapport à janvier 2018, le nombre des personnes âgées de 65 ans et plus étant à la hausse, constate aussi l’Institut national de la statistique.

    Gaz – L’Autorité nationale de régulation de l’énergie met en garde contre le risque de se retrouver dans l’impossibilité fournir du gaz pendant l’hiver à tous les consommateurs de Roumanie. Il existe des suspicions raisonnables quant à la diminution des livraisons de gaz russe, via l’Ukraine. Si l’on y ajoute la faible capacité des autres points d’interconnexion, il n’est pas exclu de devoir priver de gaz certaines catégories de consommateurs et d’avoir recours au mazout pour faire fonctionner certaines centrales thermiques. C’est pour la première fois que les autorités roumaines parlent du danger que les importations de gaz ne périclitent, après l’expiration, le 31 décembre 2019, de l’accord sur le transit du gaz russe par l’Ukraine. En début de semaine, le président de l’Autorité nationale de régulation de l’énergie, Dumitru Chiriţă, affirmait que le stockage du gaz pour l’hiver a été réalisé à 97%.

    Fontaines – Les fontaines urbaines situées Place Unirii, au cœur de la capitale roumaine, Bucarest, ont été reconnues, homologuées et cataloguées par World Record Academy comme étant «le plus long système de fontaines chorégraphiques synchronisées au monde » – a fait savoir mercredi la compagnie chargée de la gestion des eaux, Apa Nova. La reconnaissance internationale par l’Académie des records mondiaux survient une année après le lancement de la « Symphonie de l’eau », show aquatique mêlant l’eau, la musique et la lumière, qui se tient chaque week-end au centre-ville. Plus de 219.000 touristes et Bucarestois ont assisté aux 70 spectacles qu’on a dénombrés depuis lors.

    Moldova – Les Etats Unis soutiennent la souveraineté et l’indépendance de la République de Moldova, qui doit décider seule de son avenir, sans influences venues de l’extérieur. C’est ce qu’a déclaré à Chisinau, John Bolton, le conseiller en matière de sécurité nationale du président américain Donald Trump. A l’issue d’une entrevue avec la première ministre moldave, Maia Sandu, John Bolton a affirmé que Washington soutenait toujours les efforts du gouvernement de Chisinau de solutionner le conflit en Transnistrie, région séparatiste pro-russe sortie de facto de la gestion de Chisinau en 1992. Selon les correspondants de Radio Roumanie dans la capitale moldave, Mme Maia Sandu a présenté au conseiller américain les priorités de son Exécutif, dont la lutte contre la grande corruption, la réduction de la pauvreté et la création d’opportunités de développement économique. Des négociations suivront bientôt avec l’OTAN, afin de mettre sur pied un nouveau plan d’actions communes, a encore fait savoir Maia Sandu.

    Football – Le club vice-champion de Roumanie, FCSB, affronte ce jeudi les Portugais de Vitoria Guimarães, comptant pour le play-off de qualification dans les groupes de la Ligue Europa. Le match aller a été terminé à égalité, 0 partout. Mercredi, le club champion de Roumanie, CFR Cluj (nord-ouest) s’est incliné à Prague devant les Tchèques de Slavia Praga, au 2e tour des play-offs de la Ligue des Champions, score 0 à 1. Vaincue sur le même score dans le match aller, CFR Cluj évoluera dans les groupes de la Ligue de Champions, alors que le Tchèques, dans La Ligue Europa.

    Tennis – A l’US Open, la joueuse roumaine de tennis Simona Halep (27 ans, n° 4 WTA) affronte aujourd’hui l’Américaine Taylor Townsend (23 ans, n° 116 WTA), au 2e tour de ce dernier tournoi du Grand Chelem de l’année. A son tour, la Roumaine Ana Bogdan aura pour adversaire la Croate Petra Matric, alors que Sorana Cîrstea jouera contre Aliona Blosova d’Espagne. Enfin, dans la compétition masculine, le seul représentant de la Roumanie, Marius Copil rencontrera le Français Gael Monfils, au 2e tour de l’épreuve de simple.

    Volleyball – L’équipe féminine de Roumanie de volleyball rencontre ce jeudi les sportives d’Azerbaïdjan, pour le dernier match du Groupe C du Championnat d’Europe, qui se tient en Hongrie. Lors des quatre premiers matches comptant pour le Groupe C, la Roumanie a vaincu les équipes du pays hôte et de l’Estonie, sur le même score de 3-1. En revanche, elle s’est inclinée devant les équipes néerlandaise et croate, score 0-3, respectivement 1-3. Les quatre meilleures équipes de chaque groupe se qualifieront pour les huitièmes de finale. La Roumanie participe au tournoi final de cette compétition après quatre ans d’absence. Son meilleur résultat au Championnat d’Europe est le bronze décroché en 1963.

    Gouvernement — Le président de la Roumanie, Klaus Iohannis, a déclaré, mercredi, que l’actuel cabinet dirigé par la sociale – démocrate Viorica Dancila, a besoin d’une nouvelle confirmation par le Parlement. Il a sollicité le lancement de procédures en ce sens et averti qu’il rejetait en totalité les propositions de remaniement avancées par la première ministre. Les sociaux-démocrates sont minoritaires au Parlement après l’annonce, lundi, par l’Alliance des libéraux et des démocrates, partenaire junior du Parti social-démocrate dans la coalition au pouvoir, qu’il quitterait l’Exécutif et passerait dans l’opposition. Trois des quatre ministres issus de l’ALDE ont déposé leurs démissions, tandis que le leader de cette formation politique, Calin Popescu-Tariceanu, a fait savoir qu’il quitterait lui aussi ses fonctions de président du Sénat. La cheffe du gouvernement, Viorica Dancila, a quant à elle déclaré qu’elle restait au pouvoir pour continuer à mettre en place le programme de gouvernance qui lui avait valu la victoire aux élections législatives de 2016. Elle a précisé que la ministre des Affaires étrangères, Ramona Mănescu, promue par l’ALDE, garderait ses fonctions, ayant rejeté l’appel à la démission lancé par Tariceanu.



    Budget — Au bout des six premiers mois de l’année en cours, le déficit du budget général consolidé de la Roumanie se monte à 18 milliards de lei, soit l’équivalent de près de 4 milliards d’euros. Ce déficit, qui représente 1,76% du PIB, est un peu plus du double de celui enregistré sur la même période de 2018, dans le contexte où les frais de personnel ont augmenté de 21,5%. Selon les données publiées par le ministère des Finances su son site, les frais d’investissements se sont élevés à 15 milliards de lei, soit 4,9 milliards de plus par rapport au même intervalle de temps de l’an dernier.

    Die Bukarester Regierungskoalition PSD-ALDE ist am Montag abend auseinandergebrochen. Die Allianz der Liberalen und Demokraten ALDE, der Juniorpartner der Koalition, geht in die Opposition; die ALDE-Minister werden am Dienstag aus der Exekutive ausscheiden. Laut dem ALDE-Vorsitzenden Calin Popescu Tariceanu kommt die Entscheidung, nachdem die PSD, mit der ALDE die Regierungskoalition bildete, den ALDE-Antrag auf eine Umstrukturierung der Regierung und ein neues Regierungsprogramm nicht unterstützt hat. Ferner erklärte Calin Popescu Tariceanu dass er als Senatsvorsitzender zurücktreten werde und auch nicht mehr beabsichtige, für die Präsidentschaftswahl zu kandidieren. ALDE werde den unabhängigen Präsidentschaftskandidaten, den ehemaligen Schauspieler Mircea Diaconu, unterstützen, der auch von der Partei Pro Rumänien unterstützt wird. Die Abstimmung fand bei einem Treffen der Ständigen Delegation von ALDE statt; bei demselben Treffen stimmte die ALDE-Führung auch für eine Allianz mit der Partei Pro Rumänien des ehemaligen PSD-Premierministers Victor Ponta ab. Die Premierministerin und PSD-Vorsitzende Viorica Dăncilă hat ihrerseits in einem sozialen Netzwerk erklärt, die Sozialdemokratische Partei PSD werde die Regierung des Landes fortsetzen. Ferner erklärte Viorica Dancila, dass die PSD die Stabilität der Regierung sicherstellen wird, und dass die externe Glaubwürdigkeit wichtig sei. Gemäß der Verfassung und den Entscheidungen des Verfassungsgerichts ist die sozialdemokratische Premierministerin Viorica Dăncilă verpflichtet, innerhalb von 45 Tagen im Parlament eine erneutes Bestätigungsvotum zu beantragen, da sich die politische Farbe der Regierung ändert. Wenn die Premierministerin die notwendigen 233 Stimmen nicht bekommt, bleibt die Regierung interimistisch. ALDE hat vier Minister in der Regierung, dies sind Grațiela Gavrilescu, stellvertretende Ministerpräsidentin und Umweltministerin, Ramona Mănescu, Außenministerin, Anton Anton, Energieminister und Viorel Ilie, Minister für Beziehungen zum Parlament.



    Die vom Exekutivkommitee der Sozialdemokratischen Partei am Samstag beschlossenen Vorschläge für neue Minister sind am Montag von Ministerpräsidentin Viorica Dancila an Präsident Klaus Iohannis übermittelt werden. Die Vorschläge des PSD-Exekutivkommitees lauten: die Richterin Dana Gîrbovan für das Justizministerium, der Generalsekretär der Sozialdemokratischen Partei, Mihai Fifor, für das Innenministerium, Senator Serban Valeca für das Bildungsministerium. Die Interims-Justizministerin Ana Birchall wird Vize-Premierministerin für Partnerschaften und der Abgeordnete Iulian Iancu wird Vizepremierminister in Wirtschaftsfragen. Die Ankündigung, dass die Richterin Dana Gîrbovan als Justizministerin vorgeschlagen wird, wurde von der Opposition heftig kritisiert. Die Opposition erinnerte daran, dass Dana Gîrbovan eine glühende Verfechterin der Änderungen der Justizgesetze war, die von den Regierungsparteien PSD und ALDE durchgeboxt wurden, mit der Absicht, sich die Richter und Staatsanwälte unterzuordnen und den Kampf gegen die Korruption zu stoppen.



    In der rumanischen Hauptstadt Bukarest findet vier Tage lang das jährliche Treffen der rumänischen Diplomatie statt, das vom rumänischen Außenministerium veranstaltet wird. Themen der Gespräche sind die Zukunft der EU und ihre globale Rolle, die transatlantischen Beziehungen, die Beziehungen zu den östlichen Nachbarn, europäische Angelegenheiten, die politischen und wirtschaftlichen Beziehungen Rumäniens zu den Ländern des asiatisch-pazifischen Raums, des Nahen Ostens, Afrikas und Lateinamerikas, die humanitäre Hilfe und der Beitrag zu Frieden und Sicherheit in der Welt. An dem Treffen der rumänischenn Diplomatie beteiligen sich die Außenministerin Ramona Manescu, der Minister für europäische Angelegenheiten George Ciamba und die Leiter der konsularischen und diplomatischen Vertretungen Rumäniens im Ausland. Besondere Gäste des diesjährigen Treffens sind die Außenminister Bulgariens und der Republik Moldawien sowie der kroatische Staatssekretär für europäische Angelegenheiten. Am Montag, dem ersten Tag des Diplomaten-Treffens in Bukarest unterzeichneten das rumänische Aussenministerium und das UN-Programm für Entwicklung eine Vereinbarung zur Zusammenarbeit.



    Die Entscheidungen der rumänischen Regierung über die Präsidentschaftswahlen im November treten diese Woche in Kraft. Das Dokument enthält Informationen und Vorschriften über die Abstimmung in Rumänien und im Ausland. Die Frist für die Einreichung von Bewerbungen ist der 22. September. Der Wahlkampf beginnt am 12. Oktober. Der erste Wahlgang findet am 10. November und der zweite am 24. November statt.



    Am Montag, dem letzten Tag des G7-Gipfels im französischen Biarritz, appellierte der UN-Generalsekretär, Antonio Guterres, an die internationale Gemeinschaft, sich stärker für die Verteidigung der Amazonasregion einzusetzen, die von verheerenden Waldbränden heimgesucht wird. Frankreichs Präsident Emmanuel Macron hat angekündigt, dass die G7-Industriestaaten einen 20-Millionen-Dollar-Fonds vereinbart haben, mit dem die Staaten im Amazonasgebiet die Waldbrände bekämpfen können. Gleichzeitig sagte Macron, in den kommenden Monaten werde eine internationale Initiative der UN-Staaten für die Amazonasregion gestartet, die analysieren wird, wie die betroffenen Gebiete aufgeforstet werden können.



    Das rumänische Damen-Volleyball-Nationalteam besiegte Estland am Sonntag in Budapest mit 3:1 in der Gruppe C der Europameisterschaft. Dies ist der zweite Sieg der Rumäninnen in Folge, nachdem sie am Samstag mit 3:1 das Team des Gastgeberlandes Ungarn besiegt hatten. Die Niederlande liegen mit 6 Punkten nach 2 Spielen an der Spitze der Gruppe, gefolgt von Rumänien mit 6 Punkten nach 3 Spielen, Kroatien, Ungarn, Aserbaidschan und Estland. Am Dienstag tritt Rumänien gegen Kroatien an.

The gold medals went to Laura Georgeta Coman, in the 10 meter air rifle event, and to the pair Catalin Chirila and Victor Mihalachi in the 1,000 m canoe event. The silver medals went to Dacian Barna and Andreea Bogati in the mixed aerobics event, to the Ovidiu Ionescu/ Bernadette Szocs pair in the table tennis mixed doubles event, and by the womens table tennis team, made up of Bernadette Szocs, Elizabeta Samara, and Daniela Dodean. Romanias first bronze medals went to sambo fighters, Daniela Poroineanu, in the 56-kilogram category, Anda Mihaela Vâlvoi, in the 64-kilogram category and Alina-Petronela Paunescu in the plus 80 category. The other bronze medals went to Romanias representatives in group aerobic gymnastics. They are Gabriel Bocşer, Mihai Alin Popa, Dacian Nicolae Barna, Dorin Marian Broţei and Andreea Bogati. The last of the bronze medals went to Krista Incze in wrestling, in the 62 kg category.

In the womens first round, Romania features six players, Simona Halep, Mihaela Buzarnescu, Ana Bogdan, Sorana Cirstea, Monica Niculescu, and Elena-Gabriela Ruse. In the mens competition only Marius Copil features on behalf of Romania.

    Last week’s most important sporting performance was the headway made by Romania’s ice hockey side in the second world echelon, after coming first in group B of the world Championship staged in Talin, Estonia. Coached by Slovakian Julius Penzes, the Romanians won all their matches in the group against Poland, Japan, the Netherlands and Estonia.



    Three Romanian tennis players have qualified for the second round of the WTA tournament in Madrid. Sorana Carstea, who benefited from a wildcard, has secured her most important win this year against 13th-seeded US challenger Madison Keys, whom she defeated 3-6, 6-4, 6-1.     Romanian volleyball side, CSM Arcada Galati have for the first time become national champions after a 3-0 away win against Steaua Bucharest. In the women’s competition CSM Volei Alba Blaj on Saturday secured their fourth title of champions after also a three-nil win against Stiinta Bacau. Incumbent champions CSM Bucharest have lost 1-3 their away game against CSM Targoviste.

Sorana Carstea, who benefited from a wildcard, has secured her most important win this year against 13th-seeded US challenger Madison Keys, whom she defeated 3-6, 6-4, 6-1. Halep reached as far as the semifinals, where she sustained a defeat by Czech challenger Carolina Pliskova in two sets, 7-5, 6-1. Had she outclassed Pliskova, Simona Halep would have once again claimed the top position in the WTA rankings.

However, Ferencvaros grabbed three wins in a row, 7-2 at home, then 2-1 and 3-2 in Miercurea Ciuc. The fifth match is scheduled this coming Tuesday in Budapest. The final is played according to the best-out-of-seven -matches system.



    We continue with news from women’s basketball. Sepsi Sfintu Gheorghe has won Romania’s Cup in women’s basketball. This past Sunday, Sepsi outclassed Municipal Satu Mare in the finals, 69-65. Sepsi Sfintu Gheorghe won the trophy for the fifth time around. We recall Sepsi had also won the trophy in 2008, 2015, 2016 and 2018.

    Référendum – Le président roumain Klaus Iohannis reçoit aujourd’hui à Bucarest
    les représentants des magistrats pour évoquer la situation du système
    judiciaire roumain. Mardi, le chef de l’Etat a reçu des représentants de la
    société civile de Roumanie, pour des consultations sur l’organisation d’un
    référendum sur la justice. Une des organisations participantes a annoncé, à la
    fin de la réunion, que le référendum en question sera bien tenu le 26 mai, date
    des élections européennes. APADOR-CH, une association roumaine de défense des
    droits de l’Homme, critique quant à elle l’organisation d’une consultation publique
    en même temps que les élections pour le Parlement européen. Selon eux, une telle
    consultation des citoyens ne peut être utilisée pour influencer le résultat des
    élections. La Cour constitutionnelle avait décidé récemment que l’organisation
    simultanée d’un référendum et des élections européennes était en accord avec la
    loi fondamentale du pays.








    Washington – Nous continuons avec des nouvelles de la visite de première ministre
    roumaine aux Etats-Unis. Selon un communiqué du gouvernement de Bucarest, Viorica
    Dăncilă a rencontré à Washington la présidente de la Chambre des représentants
    des États-Unis, Nancy Pelosi. La cheffe du gouvernement roumain a remarqué à
    cette occasion l’évolution positive de la coopération bilatérale roumano-américaine
    dans le domaine de la sécurité, y compris par la mise en place d’un programme
    ambitieux de dotation des forces armées roumaines. Les deux officielles ont
    apprécié équitablement le soutien fort accordé par le législatif américain à l’OTAN
    et au renforcement de la solidarité au sein de l’Alliance. Nancy Pelosi a
    souligné notamment que la consolidation des relations entre les législatifs de
    la Roumanie et des Etats-Unis aura une contribution importante pour une Alliance
    transatlantique basée sur des valeurs et intérêts communs.










    Transports – Les représentants de la Fédération des Syndicats des Transports et
    des services publics de Roumanie seront présents aujourd’hui, à Strasbourg, au
    rassemblement organisé par la Fédération européenne des travailleurs des
    transports. La manifestation sera le point de clôture de la campagne pour une
    Europe équitable dans le domaine des transports lancée par la Fédération
    européenne il y a une semaine. Les travailleurs des transports de 41 pays,
    membres de la Fédération européenne, demandent l’arrêt du dumping social et de
    l’exploitation salariale des transporteurs européens, des emplois corrects, un
    transport sûr et accessible pour tous les citoyens, mais aussi l’arrêt de la
    compétition déloyale dans ce domaine. La démonstration vise aussi à montrer l’unité,
    la solidarité et le pouvoir du mouvement syndical européen.




    Sports – Le
    match du Groupe F de qualification au Championnat européen de football, de
    l’année prochaine, entre les sélections de Roumanie et des Îles Féroé s’est
    terminé sur la victoire des Roumains, au score final de 4 à 1. La rencontre a
    eu lieu, hier soir, à Cluj (nord-ouest). Dans le même groupe, l’Espagne a battu
    Malte, alors que la Norvège et la Suède ont terminé à égalité. Pour l’instant,
    la Roumanie occupe la troisième position dans le Groupe F, derrière l’Espagne
    et la Suède.


    En volleyball féminin,
    l’équipe vice-championne de Roumanie et d’Europe, CSM Alba Blaj, a subi, mardi,
    une nouvelle défaite devant l’équipe italienne Busto Arsizio, dans le match
    retour de la finale de la Coupe CEV, 3 sets à 1. Les Italiennes avaient aussi
    remporté le match-aller, 3 sets à 0.




    En tennis, la joueuse roumaine Simona Halep
    affronte aujourd’hui la Chinoise Qiang Wang, dans les quarts de finale du
    tournoi de Miami (Etats-Unis). Dans la compétition de double, la Roumaine Monica
    Niculescu et l’Américaine Abigail Spears se sont qualifiées dans les quarts de
    finale, grâce à la victoire en trois sets devant le double roumano-allemand
    Simona Halep /Julia Goerges.

    DETENTION The European Committee for the Prevention of Torture (CPT) has voiced concern with what it called the abuse and improper conditions still to be found in Romanian detention centres. In a release made public today following a visit to 10 detention facilities this February, CPT members point to cases of physical ill-treatment by prison personnel and police on detainees as well as violence among detainees. They urge the Interior Ministry and the Romanian Police Inspectorate General to send a clear message that ill-treatment of detained individuals is illegal, unprofessional and will be punished accordingly. The CPT appreciates the efforts made since 2014 to reform the penitentiary system in Romania, particularly in terms of the development of the parole service, a 30% reduction of prison population and the introduction of compensations for those detained in overcrowded prisons.




    EPPO The first round of negotiations between the European Parliament and the Council of the EU on the appointment of the new European chief prosecutor is scheduled for tomorrow. Romanias former anti-corruption chief Laura Codruţa Kövesi is one of the candidates for this post. In case the negotiation teams fail to reach an agreement tomorrow, further rounds will be held on March 27, April 4 and 10. The head of the European Parliament Antonio Tajani has recently sent the Romanian minister delegate for European Affairs George Ciamba, the incumbent chairman of the Council of the EU, the official letter announcing Laura Codruţa Kövesi as the European Parliaments candidate for the chief of the European Public Prosecutors Office. The Council of the EU on the other hand supports Jean-Francois Bohnert, of France. The EPPO, set to be up and running by end-2020, will be an independent body in charge of investigating and prosecuting crimes against the EU budget. The European chief prosecutor has a non-renewable 7-year term in office.




    SOCIAL EU-wide expenditure for social protection amounted to 2,890 billion euro in 2017, accounting for 18.8% of the GDP and for 41.1% of the total government spending, the European statistics bureau Eurostat announced today. Pension benefits accounted for 10% of the Unions GDP. Social protection spending was below 13% of GDP in Ireland, Lithuania, Malta, Latvia, Romania, the Czech Republic and Bulgaria, whereas 6 member states—Finland, France, Denmark, Italy, Austria and Sweden—allotted at least 20% of their GDP to this area.




    BREXIT The EU ministers for European affairs convene in Brussels today to prepare the European spring summit. They will also discuss the latest developments in the Brexit case, given that March 29 is the end of the 2-year period since the UK notified its intention to leave the Union. European leaders expect London to state clearly its intentions for the future, and many of them want the European bloc to deny a new extension of the deadline. Until a new vote in the British Parliament on the withdrawal deal, which London has already rejected twice, the EU ministers will analyse the political and judicial consequences of a Brexit deferral. Meanwhile, the president of the European Council, Donald Tusk, had meetings with key EU leaders, including the German Chancellor Angela Merkel and the President of France, Emmanuel Macron.





    AWARDS Odeon Theatre in Bucharest hosted last night the 19th edition of the Radio Romania Culture Awards Gala. The event rewarded the most important achievements in Romanian culture last year. Recipients included writer Gabriela Adameşteanu, stage director Radu Afrim, and screenplay writer Ivana Mladenović. “Teach for Romania Association won the section on education, for projects conducted in schools in underprivileged communities. A lifetime achievement award also went to pianist Valentin Gheorghiu.




    VOLLEYBALL The Romanian womens volleyball team CSM Alba Blaj is playing at home today against the Italian side Yamamay e-work Busto Arsizio, in the first leg of the CEV Cup finals. The second leg is scheduled next week in Italy. In the semis the Romanians beat their co-nationals of Ştiinţa Bacău (3-nil in both legs), and the Italians outplayed the Hungarian team Swietelsky Bekescsaba. Last year, Alba lost the Champions League finals to the Turkish side VakifBank Istanbul.

    On Wednesday in the return leg of the semis, Alba Blaj grabbed a 3-nil win against another Romanian team, Stiinta Bacau. The match was hosted by the central Transylvanian town of Sibiu. We recall Romania’s vice-champions had won the first leg also 3-nil, away from home. In the return leg, the best player for Alba Blaj was Ioana Maria Baciu, with 19 points on her record sheet. Also compelling recognition for Alba Blaj were Serbian player Ana Lazarevic, with 9 points, and her US teammate Sonja Newcombe, with 8 points on her record sheet. Noteworthy players for Stiinta Bacau were Ana Cristina Cazacu, who succeeded 9 points, and Bulgarian Slavina Koleva, with 8 points.



    In the final, Alba Blaj will face Italian challengers Busto Arsizio. We recall that in the semis, Arsizio defeated Hungarian opponents Swietelsky Békéscsaba, coached by the Romanian Bogdan Paul. Busto Arsizio won both legs of the tie, 3-nil.

In 1966 and 1967, the European Champions Cup final pitted two Romanian teams against one another, Rapid and Dinamo. The latter emerged as winner every time.



    The 1960s also saw notable performances in the Romanian men’s volleyball. All told, Rapid won the European Champions’ Cup three times, sustaining a number of four defeats. Dinamo won three finals and lost final confrontations three times. Steaua Bucharest twice reached as far as the finals, but never won. 1981 was the last year when a Romanian men’s volleyball team won a European competition, as Dinamo walked home with the Champions’ Cup.

    JUDICIARY The Government of Romania Tuesday passed changes to the controversial Emergency Order 7 on the justice laws, which had triggered protests across the country. Under the changes announced by Justice Minister Tudorel Toader, only prosecutors with at least 15 years of seniority may hold top positions in the Public Ministry, and only the prosecutors division of the Higher Council of Magistrates, instead of the entire body, is required to give an advisory opinion on appointments. Also, good reputation will no longer be a criterion in dismissing magistrates, and the salaries of IT experts in the judicial system remain unchanged. Tudorel Toader made no comments on the controversial provisions regarding the new division investigating magistrates, which stay in place. The new changes have been operated despite the negative opinion of the Higher Council of Magistrates. Last Sunday in Bucharest and other major cities nearly 8,000 people protested against Emergency Order 7 modifying the justice laws. The prosecutors and judges in some 80 courts and prosecutors offices in half the country have also protested these days, by suspending work or by picketing court buildings.




    VISIT The Romanian PM Viorica Dăncilă announced a working visit to Brussels on Wednesday and Thursday, when she will attend 2 events devoted to equal opportunity and promoting womens rights and will have meetings with senior EU officials, including the European Commission first vice-president Frans Timmermans and the Brexit chief negotiator Michel Barnier. This years edition of the Womens European Council is held in a partnership with the Romanian presidency of the Council of the EU, and will focus on better representation of women in politics and on promoting women into leadership positions, Viorica Dăncilă said. The second event will be organised by Romanias permanent representation to the EU, and will also be devoted to gender equality. The Romanian PM also added that on Thursday and Friday in Brussels, the Justice and Home Affairs Council will convene, chaired by Interior Minister Carmen Dan and Justice Minister Tudorel Toader. The agenda includes EU-wide cooperation in the field of the judiciary and border security, the Common European Asylum System and the Unions response to migration and terrorism.




    FLU Two more people died in Romania because of the flu, the National Centre for Infectious Disease Monitoring and Control confirmed on Tuesday. The 2 women were over 80 and also suffered from other, chronic conditions, and only one of them had been immunised against the flu. The total number of deaths caused this season by the flu has reached 165. According to the latest data, over 1.3 million people have been vaccinated so far.




    VOLLEYBALL The Romanian womens volleyball team CSM Alba Blaj Tuesday defeated Ştiinţa Bacău 3-0, in the return leg of the Romanian semi-final of the CEV Cup, the second top official competition in Europe. Alba Blaj had also won the first leg, in Bacau, 3-0, a week ago. Last year, Alba also played the Champions League final, which they lost in Bucharest to the Turkish club VakifBank Istanbul. The other semi-final of the CEV Cup pits Hungarian team Swietelsky Bekescsaba against Yamamay e-work Busto Arsizio of Italy.
