    FAIR Over March 13-16 the Belgian capital is hosting the international book fair Brussels Book Fair 2025, one of the most important events of this kind in Europe. Romania is attending this fair with over five hundred titles on view at the stand of the Romanian Cultural Institute also known as ICR. There are books and albums translated in several languages, predominantly in French, some of which have been funded through the ICR programmes with a view to promoting the Romanian authors at international level. Besides Romanian authors, the ICR stand is also promoting authors from the Republic of Moldova, an ex-soviet Romanian-speaking country. The ICR is expected to stage several events, during which authors are going to have a dialogue with foreign authors or with the Belgian readership. The Brussels Book Fair is one of the most important cultural events in the Belgian capital, which is also the EU capital, and brings together several thousand authors, illustrators, publishers, critics as well as readers annually.

     

    EBRD The president of the European Bank for Reconstruction and Development EBRD, Odile Renaud-Basso, will be visiting Bulgaria and Romania next week, the aforementioned financial institution has announced in a communiqué. The visit of the EBRD president comes at a time when the institution is preparing fresh five-year strategies for both countries, which will be subjected for public consultations at the end of this year. The EBRD investment in Romania rose from 658 million Euros up to 707 million last year. The EBRD official will be seeing Prime Minister Marcel Ciolacu, Finance Minister, Tanczos Barna, Energy Minister, Sebastian Burduja, as well as representatives of the business environment, diplomats and representatives of civil society.

     

    ELECTION Candidates for the presidential election in May have two more days to register with the Central Election Bureau, the deadline being March 15 at midnight. So far, only two candidates are officially enrolled in the race, their candidacies having been validated by the Constitutional Court: Crin Antonescu, supported by the PSD-PNL-UDMR ruling coalition, and the Bucharest Mayor General, Nicuşor Dan, who runs as an independent candidate. Deputy Victor Ponta also registered his candidacy as an independent candidate, for which he was excluded from the Social-Democratic Party. On the other hand, the Constitutional Court’s decision to definitively reject the candidacy of independent candidate Călin Georgescu, a pro-Russian extremist who unexpectedly won the first round of last year’s presidential election, has prompted the parties that supported him, AUR and POT, to prepare a new electoral strategy. Thus, the leaders of the two parties, George Simion and Ana-Maria Gavrilă, announced they would both submit their candidacies for the presidential election, and one of them will withdraw once their candidacies are validated. The leader of USR, Elena Lasconi, who advanced to the second round last year, Diana Şoşoacă (from SOS Romania), who expressed confidence her candidacy would be upheld this time, as well as and MEP Cristian Terheş from the Romanian National Conservative Party, also submitted their candidacies.

     

    TRADE DEFICIT – Romania’s trade deficit increased by 38% in January, compared to the same period last year, the National Statistics Institute reports. In 2024, Romania exported goods worth €92.6 billion, while its imports stood at €133.4 billion. Romania’s deficit remains significant, especially in relations with China, Germany and Poland, while recording surpluses with the UK, the Republic of Moldova and the USA, although in smaller volumes. Trade in agricultural products and foodstuffs remains vulnerable, as Romania mainly exports raw materials and imports end products. To reduce the €5 billion trade deficit in this area, experts recommend a strategy focused on the export of value-added products and more efficient use of statistical data for better-founded economic decisions.

    CCR – The Alliance for the Union of Romanians (AUR), a sovereigntist opposition party in Romania’s Parliament, has described as abusive the Constitutional Court’s decision to invalidate the candidacy of the extremist Călin Georgescu in the presidential election. At the same time, the party announced that it would go on a parliamentary strike starting on Wednesday, along with the other sovereigntist parties. The Constitutional Court (CCR) confirmed on Tuesday the decision by which the Central Electoral Bureau rejected Călin Georgescu’s candidacy in the May presidential election. In December, the CCR had annulled the presidential election on the grounds that the electoral process had been flawed in his favor. The Social-Democratic Prime Minister Marcel Ciolacu stated that the unanimous decision of the Constitutional Court judges regarding Călin Georgescu’s candidacy closes an extremely tense and dangerous episode that Romania has experienced in recent months.

     

    MAE – The Romanian Foreign Ministry considers that the latest statement by the spokesman for the Russian President, Vladimir Putin, regarding the presidential election in Romania is unacceptable. Dmitri Peskov stated that the May election without the candidacy of Călin Georgescu would have no legitimacy and that Romania chose the path of defying democracy. The Romanian Foreign Ministry responded that Russia had not had free elections for almost 20 years and that an aggressor state could not give lessons of democracy. Romania does not accept foreign interference, the MAE also writes in a statement.

     

    Foot-and-mouth-disease – The National Sanitary Veterinary and Food Safety Authority (ANSVSA) in Bucharest has banned the transport of livestock, fodder, straw, compost and manure from Hungary to Romania, due to a confirmed outbreak of foot-and-mouth disease on a farm in Hungary, near the border with Slovakia. The ANSVSA has also imposed restrictions on animal products such as meat, milk and dairy products from the two countries. On Tuesday, the National Sanitary Veterinary Authority organized an emergency meeting with dairy farmers to discuss the necessary measures to protect Romanian farms. A few days ago, Germany also announced its first outbreak of foot-and-mouth disease in 36 years, on a farm near Berlin. Foot-and-mouth disease, which is highly contagious, is one of the most serious viral infections that can affect the livestock industry.

     

    Award – Romania’s interim president Ilie Bolojan on Wednesday decorated former international footballer Gheorghe Hagi with the National Order ‘The Star of Romania’. According to the Presidential Administration, the highest distinction of the Romanian state, the National Order ‘The Star of Romania in the rank of Knight’ is awarded to him in sign of recognition and appreciation for his entire sporting career, as well as for his active involvement in the popularization of football. Gheorghe Hagi is a role model and a source of inspiration for all generations, the cited source also states. Born in 1965, Hagi played for the Romanian national team at three world championships in 1990, 1994 (where he was appointed to the World Cup All-Star Team) and 1998, and at three European Championships, in 1984, 1996 and 2000. He was selected 125 times for Romania, second only to Dorinel Munteanu, and is the top scorer (along with Adrian Mutu), with 35 goals. As a player at Steaua Bucharest, he has three championship titles, three Romanian cups, and the European Super Cup in 1987, when, in Monte Carlo, he scored the goal from a free kick that gave the Romanians a 1-0 victory over the Soviets at the time, Dinamo Kiev. With Galatasaray Istanbul, he won 4 championship titles, 2 cups and two Turkish Super Cups, and in 2000 he led the team to win the UEFA Cup and, with Romanian Mircea Lucescu on the bench, the European Super Cup, performances unmatched in the history of Turkish football. After retiring from the pitch, he became a coach and founded the Viitorul (today Farul) Constanța club, with which he won the Romanian championship twice.

     

    Commission – The plenum of Romania’s Parliament has unanimously decided to establish a special joint commission of the Chamber of Deputies and the Senate to combat human trafficking. The aim of the initiative is to raise society’s awareness about the existence of human trafficking, and especially to adopt urgent measures to combat this scourge. The objectives of the Commission include analyzing the causes that favor human trafficking, including labor exploitation, sexual exploitation or trafficking of minors, as well as analyzing the activity of central and local public administration institutions and authorities in preventing, identifying, investigating and solving human trafficking. The commission will operate until the end of the current legislature, in 2028. According to the authorities, last year 610 victims of human trafficking were registered, and 152 people were convicted for involvement in this type of criminal act. (LS)

    CLASHES The leadership of REPER, an opposition party from outside the Romanian Parliament, on Monday submitted a criminal complaint for public incitement and outrage during the events on Sunday at the headquarters of the Central Election Office. The complaint is focusing on the public statements made by the president of AUR (from the ultra-nationalist populist opposition), George Simion, by mercenary Horatiu Potra and the former independent candidate in the presidential election, the pro-Russia, anti-western extremist, Calin Georgescu. Through their messages, the aforementioned people incited to violence against the state authority, which had as result acts of vandalism and aggression against the riot police in downtown Bucharest, REPER says. The National Liberal Party, of the ruling coalition, has also vehemently condemned and rejected any form of violence from the public or private life. Over 500 protesters were asked to produce identity cards following the violent protest on Sunday night before the headquarters of the Central Election Office and police is presently looking for those who got involved in anti-social actions. 13 gendarmes were wounded in the clashes between the protesters and riot police and four of them had to be admitted to hospitals. The protesters, mainly supporters of Calin Georgescu, also resorted to acts of violence shortly after the Election Office, also known as BEC, had rejected Calin Georgescu’s candidacy in the presidential election in May. BEC has motivated its decision upon the Constitutional Court’s ruling in December to cancel the first round of the presidential election won by Calin Georgescu.

     

    FIRES Military firefighters together with teams of forest rangers and voluntaries from the Services for Emergency Situations backed by planes of Romania’s Interior and Defence ministries are fighting to contain wildfires in over 20 localities around the country. Two people have lost their lives so far and others have been wounded and in some regions, the access of intervention teams has been prevented by the rough terrain. Authorities have reminded the citizens that burning dry vegetation is banned under the law and violators will be severely punished. Fines have been applied and criminal files have been opened against arsonists in the past days. Authorities have advised citizens to comply with the environment protection rules and resort to alternative land clearing methods.

     

    MEDAL Romanian athlete Andrei Rares Toader has reaped the gold medal in the shot-putting event at the European Athletics Indoor Championship in Apeldoorn, the Netherlands. With a throw of 21 meters and 27 centimeters Toader managed to set a new national record. Romania ends the aforementioned competition with two medals, Toader’s gold and another one of silver won by Diana Ana Maria Ion in the triple jump event. Seven Romanian athletes participated in the European Championships in Apeldoorn.

     

    TAXES Romania’s Finance Ministry has announced it will not change regulations over taxes and duties this year but it does not rule out changes where their application needs improvement. State Secretary Alin Marius Andries says that any such legislation amendment should be made after talks with all the parties interested. The main objective this year is the fiscal consolidation aimed at increasing the partners’ rust, including the international rating agencies and the European Commission, the official went on to say.

    WB Representatives of Romania’s Environment Ministry on Tuesday met World Bank officials for talks that focused on increasing the capability of creating and improving the programmes aimed at monitoring the quality of air at national level, ways of preventing wildfires and solutions regarding Romania’s vulnerability to drought and flooding. “Romania is on an ambitious course of sustainability and environmental reforms need solid investment and strong partnerships”, Environment Minister Mircea Fechet says, according to a communiqué released by the institution. Talks also focused on finding the most effective mechanisms of funding and implementing green projects be they about curbing CO2 emissions, waste management, reforestation, the protection of biodiversity or the transition towards circular economy. “We need innovative and sustainable solutions and the WB expertise provides valuable support in this sense” – the minister went on to say.

     

    TALKS Romania’s interim President, Ilie Bolojan, will be holding talks with all parliamentary parties on Wednesday to prepare Romania’s position at the special European Council meeting on March 6. The main topics of discussion are related to support for Ukraine and the preparation of the European Union’s common defense strategy, after the American administration announced that it wants to reduce its military presence in Europe. Each of the seven parties represented in Parliament and the parliamentary group of national minorities has been allocated an hour for discussions. In a message conveyed on Tuesday, Ilie Bolojan says that a series of decisions will be made at the upcoming summit, which is going to have a direct effect on Romania. “Against this complicated and dynamic background, when we are witnessing a series of changes at international level, it would be necessary for us to adjust our foreign policy to be able to handle these challenges. However there are things that aren’t going to change, namely Romania’s national interests, a safe and prosperous country, a trustworthy country at peace with its neighbours. We are a safe country because we are benefitting from solid defence guarantees” Ilie Bolojan said.

     

    MOTION A censure motion against the PSD-PNL-UDMR coalition government in Bucharest was submitted to Parliament on Tuesday. The document was signed by 154 parliamentarians from what is known as ‘the sovereignist bloc’ made up of SOS Romania, AUR and POT. However USR, also in opposition, has announced that it does not back the motion, as there are not enough votes to endorse it and that the process should have been initiated after the presidential elections in May. The signatories are accusing the Executive of illegitimacy, corruption and incompetence in managing the economy and European funds. PSD, PNL and UDMR believe the initiative will not be successful. The motion will be debated and voted upon on Friday.

     

    SALES The Romanian carmaker Dacia’s sales in Europe registered an annual decline of 5.2% in January, and the car manufacturer’s market share fell to 4.9% from 5.1%, data released on Tuesday by the Association of European Automobile Manufacturers say. The statistical data is valid for the European Union, the United Kingdom and the countries of the European Free Trade Association, namely Iceland, Liechtenstein, Norway and Switzerland. Large car manufacturers reported mixed sale developments in January: increases of 5.4% at Renault and 16.6% at Volkswagen, but a decrease of 12.2% at Ford. The European Commission is hosting talks between car manufacturers, suppliers and unions in the field, with a view to implementing plans at EU level to protect the automotive sector, vital for the prosperity of the community bloc. In recent weeks, European carmakers have announced plant closures and layoffs, amid competition from rivals in China and the prospect of additional tariffs from the US. The European car sector employs 13.2 million people and accounts for 10.3% of all jobs in the EU industry.

     

    RATE After ten months in which Romania had the highest average annual inflation in the EU, in January 2025 Hungary climbed to first position, with 5.7%, followed by Romania, with 5.3%, and Croatia, with 5 percent, according to data published by the European Statistical Office. At the opposite end, last month, the lowest average annual inflation rates in the EU were recorded in Denmark (1.4%), Ireland, Italy and Finland (1.7%). Compared to December 2024, Eurostat shows that the average annual inflation rate decreased in eight EU member states, including Romania, from 5.5% to 5.3%, remained stable in four and increased in 15 countries. The National Bank has revised upwards the inflation forecast in Romania for the end of 2025, from 3.5% to 3.8%. The Governor of the National Bank of Romania, Mugur Isărescu, anticipates that this indicator will reach 3.1% at the end of 2026.

    The Outcome of the Parliamentary Elections in Romania

    Pro-European parties have mustered the votes of 57% of the Romanians who went to the polls to cast their ballot for the country’s future legislature, whereas the so-called sovereignist, isolationist political groups have gathered 32%.

    The elections registered a record high turnout, over 52% – the largest in the past 20 years. And seven political groups have cleared the minimum 5% threshold to become part of the new Legislature.

    The incumbent ruling Social Democratic Party (PSD) got most of the votes followed by the sovereignist AUR, which doubled its number since the last election four years ago. The co-ruling National Liberal Party, a.k.a PNL, has obtained a better result than its leader in the last week’s presidential election. The number of votes it won was close to that obtained by the centre-right USR.

    The Democratic Union of Ethnic Hungarians in Romania has also cleared the minimum threshold and so has the extremist-sovereignist SOS Romania party led by the controversial MEP Diana Șoșoacă as well as the newly-established Young People’s Party (POT) founded by Ana-Maria Gavrilă, who had made it to Parliament on AUR tickets four years ago.

    Shortly after the exit-polls on Sunday night leaders of the seven parties made statements. “Through their vote in the Parliamentary elections the Romanians said they wanted the continuation of the country’s European and Euro-Atlantic progress”, Social-Democrat leader Marcel Ciolacu said.

    “This is an important signal the Romanians have sent the political class – to continue to develop the country on European money but at the same time to protect our identity, national values and faith,” the AUR leader, George Simion, said. According to him the Romanians want a change and the representatives of his party will ensure the observance of the national values and democracy and that dialogue is the solution to Romania’s future. The interim PNL president, Ilie Bolojan, has thanked the Romanians for their interest in the election and has assured them the Liberals will continue to support the state reforms. In turn, the USR leader, Elena Lasconi, has made an appeal to unity for defending democracy and European values.

    Most of the Romanians abroad have endorsed the AUR party, but options also included USR, SOS Romania and POT. Turnout abroad was also significant, standing at roughly 800 thousand voters, three times higher than in the 2020 election. The largest number of voters was reported in Britain, but also in Italy and Germany.

    TALKS Romania’s Prime Minister Marcel Ciolacu on Monday held talks with political parties on the presidential election schedule. The Save Romania Union, a.k.a USR, stood for holding these election in November, the term set by the law. The Alliance for the Union of Romanians (AUR) has voiced its readiness for the election in mid-September, as the head of the Executive repeatedly announced. The Democratic Union of Ethnic Hungarians in Romania (UDMR) wants these election in October, whereas SOS Romania chose the month of November. The latest government talks on the election schedule come against the disputes within the ruling PSD-PNL coalition. In another round of talks, concurrently with the government talks, the PNL leadership unanimously voted in favour of the month of November for the presidential election. We recall that this year, besides the presidential election, legislative elections are to take place in Romania in December .

     

    OSCE Bucharest is hosting the Parliamentary Assembly of the Organisation for Security and Cooperation in Europe, whose general theme is “The Role of the OSCE in the Current Security Architecture: A Parliamentary Perspective”. The 31st meeting of the Parliamentary Assembly is an event of a major geopolitical importance, according to the head of the Romanian Parliament’s delegation to the OSCE, Dan Barna. He added that Romania’s hosting it shows the recognition of its role in the regional context of the war in Ukraine and the European security developments for the OSCE countries. The war waged by Russia against Ukraine is one of the main topics on the agenda of the meeting, Barna also said. The over 250 MPs gathering in Bucharest these days will also discuss economic development, women’s and men’s equal involvement in political life and the involvement of young people in the decision-making process.

     

    PRICES Excise duties on fuel again went up in Romania from 1st July, with the price of one litre of petrol expected to go up by around 0.43 euros, while that of diesel oil by around 0.4 euros. Gas prices will also see some changes, with the regulatory body approving an increase of 19% on average in supply prices. The minimum wage goes up to 3,700 lei from 3,300, also from 1st July.

     

    POLL 74% of Romanians see inflation as the main reason why they will spend more in the next six months, according to a survey published by PricewaterhouseCoopers. Most respondents believe they will be spending more on food, clothing, DIY products and travel. 46% and 39% respectively say discounts, followed by promotional offers are the main reasons why people change brands. The purchasing decision is influenced especially by the ads on social networks, in the opinion of more than 70% of respondents, which is similar to worldwide trends. Facebook remains the most popular social media app in Romania, while younger users prefer Instagram and TikTok. 36% of Romanian consumers buy their products from physical shops, while 29% buy online on their PCs and 31% from their phones. The Voice of Consumer 2024 survey was conducted using a sample of 20,662 consumers from 31 countries and territories, including Romania.

    Bukarest: Ministerpräsident Marcel Ciolacu und die Vertreter der Landwirte und Spediteure haben am Freitag eine Einigung erzielt, die die Proteste zu Ende bringen könnte. Am Montag soll das Büro des Premierministers einen interministeriellen Ausschuss einrichten, der die besten Lösungen für die Forderungen der Demonstranten finden soll. Landwirte und Spediteure in Rumänien protestierten drei Wochen lang gegen hohe Betriebskosten, die niedrigen Preise für ihre Produkte, die Einfuhr billiger Lebensmittel aus der Ukraine und die von der EU im Rahmen ihrer Klimaschutzma‎ßnahmen eingeführten Beschränkungen.



    Bukarest: Am Samstag hat in der Gedenkstätte für die Opfer des Kommunismus in Sighetu Marmaţiei (Nordwesten) eine Gedenkfeier für den prominenten Politiker Iuliu Maniu, ehemaliger Ministerpräsident Rumäniens und Vorsitzender der Nationalen Christlich-Demokratischen Partei, stattgefunden. Maniu starb in der Nacht des 4. Februar 1953 im politischen Gefängnis von Sighet, wo er eine lebenslange Haftstrafe wegen Hochverrats verbü‎ßte, die vom kommunistischen Regime verhängt worden war. Sein Name wurde 1998 durch ein Urteil des Obersten Gerichtshofs rehabilitiert, und ihm zu Ehren wurde auf dem Revolutionsplatz in Bukarest ein Denkmal errichtet.



    Chişinău: Chişinău hat das Einreiseverbot gegen den Vorsitzenden der rumänischen nationalistischen Partei AUR, George Simion, um weitere fünf Jahre verlängert. Nach den Rechtsvorschriften der Republik Moldau können Ausländer zu unerwünschten Personen erklärt werden, wenn sie Aktivitäten durchführen, die die nationale Sicherheit oder die öffentliche Ordnung des Landes gefährden könnten, oder wenn es triftige Gründe für die Annahme gibt, dass sie dies beabsichtigen.     Washington: Die USA haben zahlreiche Luftangriffe gegen Ziele durchgeführt, die von iranisch kontrollierten Gruppen im Irak und in Syrien betrieben werden. Das Pentagon erklärte, die Angriffe seien eine Reaktion auf den jüngsten Drohnenangriff von Kämpfern, die vom Iran unterstützt werden, bei dem drei US-Soldaten auf einem Militärstützpunkt in Jordanien getötet wurden, berichtet die BBC. An den Angriffen vom Freitag waren B1-Langstreckenbomber beteiligt, die von den USA aus flogen. Der Iran verurteilte die Angriffe und behauptete, sie verletzten die Souveränität Syriens und des Irak”, berichtet AFP. In Bagdad gab ein Regierungssprecher bekannt, dass bei den US-Angriffen im Westirak mindestens 16 Menschen getötet wurden, darunter auch Zivilisten. In der Zwischenzeit wird der US-Au‎ßenminister Antony Blinken vom 4. bis 8.     AGREEMENT The PM

    Friday reached an agreement ending the recent protests. On Monday, the PM’s
    office will set up an inter-ministry committee tasked with identifying the best
    solutions for the protesters’ demands. Farmers and carriers in Romania
    protested for 3 weeks against high business costs, low prices for produce, the
    import of cheap foodstuffs from Ukraine and the constraints introduced by the
    EU as part of its climate change action.


    COMMEMORATION A
    ceremony commemorating the prominent politician Iuliu Maniu, a former prime
    minister of Romania and leader of the National Christian-Democratic Party, was
    held on Saturday at the Memorial for the victims of communism in Sighetu
    Marmaţiei (north-west). Maniu died on the night of February 4 1953, in the political
    prison in Sighet, where he was serving a life sentence for high treason
    pronounced by the communist regime. His name was cleared under a Supreme Court
    ruling in 1998, and a monument was erected in his honour in the Revolution
    Square in Bucharest.


    MOLDOVA Chişinău
    extended an entry ban against the leader of the Romanian nationalist party AUR,
    George Simion, by another 5 years. Under Moldova’s legislation, foreigners may
    be declared undesirables if they have or if there are strong reasons to believe
    they intend to conduct activities likely to endanger the country’s national
    security or public order. According to the R. of Moldova, the Romanian
    authorities have been notified in this respect, and George Simion challenged
    the decision in court. The AUR leader was expelled from Moldova in 2018, with
    an entry ban in place for a period of 5 years.


    MIDDLE EAST The
    US conducted scores of air raids against targets operated by Iran-controlled
    groups in Iraq and Syria. The Pentagon said the raids were a response to the recent
    drone attack by Iran-supported fighters, which killed 3 US troops at a military
    base in Jordan, the BBC reports. Taking part in Friday’s raids were B1
    long-range bombers, flying out of the US. Iran condemned the strikes, claiming
    they violated the sovereignty of Syria and Iraq, AFP reports. In Bagdad, a
    government spokesman announced the US strikes in western Iraq killed at least
    16 people, including civilians. Meanwhile, the US state secretary Antony
    Blinken will travel to Saudi Arabia, Egypt, Qatar, Israel and the West Bank
    between February 4-8, primarily to reach a deal securing the freeing of all the
    Israeli hostages kept in Gaza following the Hamas terror attack of October 7.


    TENNIS The
    Romanian player Marius Copil takes on Stefanos Tsitsipas, no. 10 in the world,
    in Athens today, in the first match between Romania and Greece in the playoffs
    for the Davis Cup World Group I. The second singles match will be pitting Nicholas
    David Ionel against Aristotelis Thanos. The doubles match and 2 other singles

    Die Wahlen 2024 haben das Potenzial, die aktuelle politische Landschaft Rumäniens umzukrempeln. Zunächst einmal wird es ein Kräftemessen zwischen den beiden Gro‎ßparteien geben, den beiden derzeit regierenden Parteien, die PSD und die PNL, die in dieser Legislaturperiode zum ersten Mal in Rumänien die Vereinbarung einer regelmä‎ßigen Rochade an der Spitze der Exekutive ausgehandelt und eingehalten haben. Die Sozialdemokraten kommen laut jüngsten Umfragen auf 30 %, die Liberalen auf 20 % der Wählerstimmen.



    Auf der anderen Seite ist die Opposition eher zerstückelt. Zum einen gibt es eine demokratische Opposition, die sich aus der neu gegründeten Vereinigten Rechten Allianz zusammensetzt. Zur Allianz gehören die Union Rettet Rumänien (USR), die Partei der Volksbewegung (PMP) um den ehemaligen Staatspräsidenten Traian Băsescu und die Rechte Kraft (FR). Der Ugarnverband UDMR stützt sich wie immer auf die ungarischstämmigen Wähler, eine konstante Wählerschaft, die dem Bündnis bislang als Juniorpartner oder Scharnierpartei die Beteiligung an Regierungskoalitionen ermöglicht hat.



    Ebenfalls in der Opposition befindet sich die Allianz für die Einheit der Rumänen (AUR), eine nationalistische, europaskeptische und in Teilen pro-russische Partei, die laut Meinungsumfragen 19,5 % der Wählerstimmen erhalten würde. Hinzu kommt der abtrünnige Flügel der AUR um die Senatsabgeordnete Diana Şoşoacă. Die aggressiv und medienwirksam auftretende Politikerin, die Verschwörungstheorien aller Art verbreitet, Parlamentssitzungen immer wieder mit Skandalauftritten stört und keinen Hehl aus ihrer pro-russischen Position macht, gründete ihre eigene Fraktion namens S.O.S. Rumänien. Laut Umfragen steht sie aktuell bei rund 5 % in der Gunst der Wähler in Rumänien und könnte somit bei den kommenden Parlamentswahlen auch die Wahlhürde einnehmen.



    Folglich könnten Parteien, die nahe der Rechtsau‎ßen-Grenze agieren, insgesamt etwa 25 % der Stimmen erhalten, einen Prozentsatz, der sich vor den Wahlen noch etwas erhöhen dürfte, während 70–75 % der rumänischen Gesellschaft immer noch für eine gemä‎ßigte Politik eintreten. Das Superwahljahr wird im Juni mit den Wahlen zum Europäischen Parlament eingeleitet. Der Soziologe Remus Ștefureac erläutert den innen- und au‎ßenpolitischen Kontext der diesjährigen Wahlen:



    Die Europawahlen werden nicht nur Rumänien, sondern die gesamte EU beeinflussen und meiner Meinung nach den Stand der Dinge angesichts des Aufkommens bestimmter Strömungen ein wenig umgestalten. Die Präsidentschaftswahlen in den USA sind ebenfalls eine heikle Angelegenheit — sie haben eine wichtige geopolitische Dimension für unsere Region, für die Entwicklung des Konflikts in der Ukraine und implizit für das Sicherheitsklima, von dem Rumänien direkt abhängt. Nicht zuletzt folgen die Wahlen 2024 auf eine Reihe von Krisen in den letzten vier Jahren, die von der Pandemie über eine Gesundheitskrise und eine Vertrauenskrise bis hin zu einer veränderten Art der Informationsvermittlung reichen. Im Grunde haben wir nach der Pandemie auch eine Explosion von Verschwörungstheorien, Desinformation und kollektiven Ängsten erlebt, gepaart mit einer Wirtschaftskrise, mit Inflation, einer Energiekrise und einem angsterregendem Sicherheitsklima. In der Praxis hat sich Rumänien seit fast 70 Jahren nicht mehr in einer solchen Situation befunden, mit einem Krieg vor der eigenen Haustür konfrontiert, in dem Russland der Aggressor ist. All dies führt zu einem erhöten Angstzustand, der die öffentliche Wahrnehmung stark beeinflusst, und die Ängste in der Gesellschaft sind breit gefächert, auch wenn sie sich im Moment auf innenpolitische Themen konzentrieren.“




    Sebastian Fitzek, Experte für Kommunikation in der Politik, ist der Auffassung, dass die politischen Auseinandersetzungen vor allem im Internet ausgetragen werden. Seiner Meinung nach wird es der erste vollständig digitalisierte Wahlkampf sein, mit massiver Nutzung von Social-Media-Plattformen durch alle Parteien:



    Facebook, Instagram, Tik Tok — sie alle werden zu hei‎ßen Zonen der Konfrontation, in denen die Kandidaten viel in gezielte Werbung und Armeen von Trollen, manchmal auch Fake News, investieren werden. Die Wahlkampfthemen werden sich im Allgemeinen um die Wirtschaft drehen, um die Anhebung des Lebensstandards, aber auch Kritik und das Thema Steuern werden natürlich immer präsent sein. Es wird einen heftigen Kampf zwischen dem AUR-Lager und den anderen Parteien geben, was bereits absehbar ist, es wird also ein extrem enger Kampf mit realen Chancen auf einen Regierungswechsel zwischen der PNL und der PSD. Offensichtlich werden beide Gro‎ßparteien, die nach dem Regierungsjahr 2023 bereits moralisch erschöpft sind, wahrscheinlich auch ein wenig Platz für die USR und dieses erst kürzlich geschlossene Rechtsbündnis machen. Dieses Bündnis wird versuchen, in die Regierungskoalition einzutreten, insbesondere wenn die PNL in der Wählergunst einbricht.“




    Auf europäischer Ebene werden Fragen der Sicherheit und der Migration ein Hauptthema der Wahlkämpfe sein, betont zum Schluss unseres Features der Universitätsprofessor und ehemalige Au‎ßenminister Adrian Cioroianu. Er verweist dabei auch auf die Anschläge in Europa in den letzten Jahren:



    Die Attentate hinterlassen Spuren. Das Gefühl, dass die eigene Identität als Gesellschaft verwässert wird, aber mehr noch, dass man einen Wurm in seinem sozialen Körper hat, der den Apfel von innen frisst, und dieser Wurm könnte der religiöse Extremismus sein, all das hat ein Problem aufgeworfen, an das wir vor 20 Jahren nicht gedacht hätten. Und ich denke, der Erfolg der nationalistischen und rechtsextremen Parteien hat auch viel mit der Einwanderungsproblematik zu tun, über die sie ein wenig mehr reden als die etablierten Parteien, die den Ton in der europäischen Politik angeben. Schauen Sie sich an, was in den Niederlanden passiert ist, was in den skandinavischen Ländern vor sich geht oder auch in südlichen Ländern wie Italien. Schauen Sie sich den Erfolg an, den Viktor Orbán mit seiner Politik in Ungarn einfährt, oder die Beliebtheit des österreichischen Bundeskanzlers Nehammer, der das Thema Migration am Leben erhält. Und diese Themen sind für immer breiter werdende Bevölkerungsschichten äu‎ßerst relevant.“

    Die in der Regierungskoalition verbündeten Sozialdemokraten und Liberalen haben beschlossen, getrennt in die Wahlen zu gehen, und der Wettbewerb zwischen den Gro‎ßparteien könnte die Bildung einer Regierungsmehrheit nach den Wahlen erheblich erschweren. Für die PSD werden die besten Ergebnisse prognostiziert: Einer jüngsten Umfrage zufolge würde sie rund 30 % der Stimmen erhalten, während die PNL bei 20 % in der Wählergunst verharrt. Politikbeobachtern zufolge war den Liberalen ihr Bündnis mit dem traditionellen Rivalen nicht zuträglich, während die Sozialdemokraten geringere Verluste einsteckten, weil sie eine stabile Wählerschaft haben. Ob zusammen oder getrennt auf dem politischen Parkett — die etablierten Parteien verlieren angesichts der wirtschaftlichen Probleme und ihrer Unfähigkeit, dauerhafte Lösungen zu finden, immer mehr an Zuspruch.



    Hingegen sind sogenannten Anti-System-Bewegungen und Parteien mit populistischen bis radikal nationalistischen Untertönen oder gar extremistischem Diskurs überall in Europa auf dem Vormarsch. In Rumänien ist der Sammelbecken für diese Strömungen die Allianz für die Einheit der Rumänen (AUR), die in Meinungsumfragen auf 19,5 Prozent kommt. Die AUR hat bislang diffus agierende nationalistische Kräfte um sich geschart und einen Gegenpol zu den etablierten Parteien geschaffen. Sie hofft, bei den Europawahlen am 9. Juni den entscheidenden Schritt in Richtung gro‎ße Politik zu machen, und die Europawahl könnte ihr eine perfekte Plattform dazu bieten.



    Doch vorerst ist auch das nationalistisch-populistische Lager gespalten. Schon bald nach ihrer Gründung konfrontierte sich die AUR mit einem abtrünnigen Flügel rund um die Senatsabgeordnete Diana Şoşoacă.     Es gibt jedoch auch eine demokratische Opposition zu den etablierten Gro‎ßparteien: Die Union Rettet Rumänien (USR), die Partei der Volksbewegung (PMP) und die Rechte Kraft (FD) haben Ende letzten Jahres offiziell eine Allianz der Vereinigten Mitte-Rechts-Parteien gegründet, die als Alternative zur gro‎ßen Koalition gilt. Besagte Parteien haben sich auch schon auf die Kandidatenliste für die Wahlen zum Europäischen Parlament geeinigt. Die USR war bislang die drittstärkste politische Kraft im Parlament, doch die ideologisch unklare Ausrichtung, missglückte Auftritte einiger ihrer Politiker und die mangelhafte Öffentlichkeitsarbeit haben die Partei mit nur noch knapp 12 Prozent auf den vierten Platz in den Wahlabsichten gedrückt. Die PMP und die FR haben mit dem ehemaligen Staatspräsidenten Traian Băsescu und dem ehemaligen liberalen Premierminister Ludovic Orban zwar prominente Gesichter an ihrer Spitze, doch beide Parteien dürften laut Umfragen auf weniger als 2 % der Wählerstimmen hoffen.



    Konstant mit rund 4 % dürfte der Ungarnverband UDMR bleiben, ein Bündnis von zumeist national-konservativen Kleinparteien, die sich der Wahrung der Rechte der ungarischen Minderheit verschrieben haben. Mit einer disziplinierten Wählerschaft hat es der UDMR bislang immer wieder ins Parlament geschafft und als Juniorpartner oder Scharnierpartei auch für Stabilität in so mancher Regierungskoalition gesorgt. Alles in allem: Das Superwahljahr 2024 wird auf jeden Fall spannend.

    Budget. Parliamentary procedures for the adoption of the 2024 budget begin on Monday morning. The plenary debates would begin on Tuesday evening, and the final vote is expected the following day, Wednesday, December 20. The drafts of the state budget law and the state social security budget law for 2024 include the pension and salary increases already announced, a percentage of approximately 7% of the gross domestic product for investments, significantly higher allocations than this year for education, transport or health. According to the calculations presented by the Romanian Prime Minister Marcel Ciolacu, the Government estimates an economic growth of 3.4%, a budget deficit of 5% and an average annual inflation of 6%. The parliamentary opposition in Bucharest, however, believes that the draft budget for 2024 has nothing to do with the real needs of Romanian society and is only an electoral document. The Save Romania Union estimates that the deficit will be much higher than in the executives calculations, because revenues are overestimated and certain expenses are not included. The party announced that it has submitted over 400 amendments to the draft budget, changes which it claims would correct the normative act.



    Commemoration. It was a day of mourning on Sunday in the western city of Timisoara, in memory of the heroes who lost their lives during the anti-communist Revolution of December 1989. December 17 is the day when dictator Nicolae Ceauşescu ordered the repression forces to open fire on the demonstrators. Memorial services were held in churches and at the Metropolitan Cathedral of Timisoara, and wreaths were laid by local authorities and revolutionary associations at the monuments dedicated to those who sacrificed their lives for freedom. Saturday was an open gates day at the Museum of the “Revolution Memorial” Association in Timisoara.. There were also exhibitions, concerts, a festive meeting of the City Council and a march in memory of the martyred heroes. The revolt against the communist regime in Romania broke out in Timişoara on December 16, 1989 and then spread, starting December 21, to Bucharest and other cities across the country.     Hostage. Prime Minister Marcel Ciolacu has stressed that Romania is with the international community in supporting the efforts of the State of Israel to release all the hostages kidnapped by Hamas. “The death of the 27-year-old artist Inbar Haiman, Pink, killed by Hamas terrorists, deeply saddened me. My heart goes out to her family and friends”, he wrote on social media on Sunday. According to the prime minister, negotiations to resolve conflicts are the viable solution for restoring peace and security in the region. The Ministry of Foreign Affairs in Bucharest had announced, on Saturday, the death of another hostage with dual citizenship, Israeli and Romanian, in the Gaza Strip, and the Embassy of the State of Israel in Bucharest announced her identity.     Schengen. Hungary will veto Bulgarias entry into the Schengen Area if Sofia does not remove the transit tax for Russian gas, the Hungarian Foreign Ministry announced on Saturday in a statement, Reuters reports. While Western European countries have made great efforts to get rid of Russian gas, landlocked Hungary has received 4.5 billion cubic meters of gas a year from Russia under a deal signed in 2021, mainly via Bulgaria and Serbia.     Oil. In the first ten months of 2023, Romania extracted 4% less oil than in the same period last year, according to the National Institute of Statistics in Bucharest. Crude oil imports amounted, in the indicated period, to 6.35 million TOE and were 12 percent below those recorded in the first ten months of 2022. According to the National Strategy and Forecast Commission, this years crude oil production was estimated to approximately 3 million tons of oil equivalent, down 2.3% compared to last year. The commission signals that Romanias crude oil production will be on a downward trajectory in the period 2023-2026, with an average annual rate of -2.2%, a consequence of the natural decline of deposits and the maintenance of existing production units.(MI)

    Ministrul Afacerilor Externe, Luminiţa Odobescu, a evidenţiat, la New York, la o reuniune informală a şefilor diplomaţiilor din statele membre UE, rolul României în asigurarea tranzitului de cereale ucrainene, în special după retragerea Rusiei din Iniţiativa privind grânele la Marea Neagră. Potrivit MAE, șefa diplomației a atras atenţia asupra creşterii presiunii asupra Coridoarelor Solidarităţii ale UE. În ceea ce priveşte agresiunea Rusiei împotriva Ucrainei, Luminiţa Odobescu a condamnat atacurile repetate ale Moscovei asupra porturilor ucrainene de la Dunăre, Reni şi Izmail, şi a informat în legătură cu fragmentele de dronă, similară celor folosite de armata rusă, descoperite pe teritoriul României. Totodată, ministrul a amintit implicarea activă a ţării în eforturile diplomatice la nivel european pentru a gestiona dialogul cu actorii globali privind consecinţele geopolitice ale războiului din Ucraina, în contextul Adunării Generale a ONU.



    Ministrul Apărării Naţionale, Angel Tîlvăr, a avut o întâlnire cu ambasadorul SUA în România, Kathleen Kavalec, în cadrul căreia au discutat şi despre recentele atacuri ale Rusiei asupra porturilor fluviale ucrainene, în proximitatea graniţelor României. Potrivit unui comunicat al MApN, Angel Tîlvăr şi-a exprimat preocuparea faţă de intensificarea acestor atacuri şi a precizat că ministerul colaborează cu structurile centrale şi locale cu competenţe în domeniul urgenţelor civile.


    El a precizat că Bucureștiul este în contact permanent cu structurile aliate, care sunt informate în timp real cu privire la situaţia generată de aceste atacuri. Totodată, a punctat importanţa suplimentării misiunilor NATO de poliţie aeriană, adresând mulţumiri pentru decizia SUA de a disloca aeronave F-16 în România şi a evidenţiat sprijinul consistent al SUA pentru avansarea proiectului Centrului de Pregătire F-16 din România. La rândul său, ambasadorul SUA a subliniat angajamentul Statelor Unite de a continua să furnizeze asistenţă României pentru consolidarea capacităţilor sale de apărare şi de a contribui substanţial la întărirea apărării şi descurajării aliate pe Flancul estic.



    Alianţa pentru Unirea Românilor vine în sprijinul românilor din diaspora prin lansarea platformei LINIA VERDE PENTRU CONSULATE. Aceasta este menită să îi ajute pe românii din afara graniţelor care întâmpină probleme la consulatele României de pe teritoriul ţărilor în care locuiesc. Potrivit unui comunicat AUR, românii din diaspora vor putea transmite sesizările şi cererile pe care le doresc soluţionate pe site-ul partidului, la adresa partidulaur.ro/liniaverde. Cererile vor fi preluate de consilierii grupurilor parlamentare AUR din Senat şi Camera Deputaţilor şi vor fi transmise spre soluţionare comisiilor de specialitate din Parlament prin intermediul deputaţilor şi senatorilor Alianței. Pe tot parcursul soluţionării sesizărilor primite, solicitanţii vor fi notificaţi despre stadiul în care se află cererea lor — mai anunță comunicatul.



    Pe 19 septembrie – eveniment dedicat Anului Jubiliar Iuliu Maniu (150 de ani de la naștere și 70 de ani de la trecerea sa în eternitate), organizat de Accademia di Romania, în parteneriat cu Ambasada României în Italia, Fundația Corneliu Coposu”, Fundația Academia Civică și Arhiepiscopia Majoră a Bisericii Unite cu Roma, Greco-Catolică. Gazdă a conferinței Rolul lui Iuliu Maniu în istoria României moderne” – ambasada României în Italia. Iuliu Maniu (8 ianuarie 1873 — 5 februarie 1953) a fost o personalitate marcantă a politicii românești încă dinainte de Marea Unire și până la venirea la putere a regimului comunist. Ca deputat în Parlamentul de la Budapesta, în 1906, a susținut cu fermitate cauza românilor transilvăneni și a avut un rol hotărâtor în procesul de pregătire a Unirii, fiind organizator și participant la Marea Adunare de la Alba Iulia de la 1 decembrie 1918.


    A ocupat de mai multe ori funcția de prim-ministru al României (noiembrie 1928-iunie 1930; iunie 1930-octombrie 1930; octombrie 1932-ianuarie 1933), a fost deputat în mai multe legislaturi și președinte al Partidului Național-Țărănesc. În urma procesului înscenat în 1947 de către comuniști, a fost judecat pentru înaltă trădare” și condamnat la închisoare pe viață. Și-a sfârșit zilele ca deținut politic în închisoarea din Sighet. A fost reabilitat în 1998 și recunoscut ca o figură de mare prestigiu politic și de înaltă ținută morală, una dintre marile personalități românești ale secolului XX.

    Cătălin Chirilă, medalie de aur la canoe simplu 500 m la Mondiale

    Sportivul român Cătălin Chirilă a cucerit medalia de aur în proba de canoe simplu pe 500 metri, la Campionatele Mondiale de kaiac-canoe de la Duisburg (Germania).



    Chirilă a fost urmat de germanul Conrad Scheibner şi de moldoveanul Serghei Tarnovschi.



    Cătălin Chirilă şi-a îmbunătăţit performanţa la 500 metri (probă neolimpică), după ce anul trecut obţinuse argintul la Mondialele de la Dartmouth (Canada).



    Canoistul va evolua sâmbătă în finala de la 1.000 metri (olimpică), în care s-a calificat cu al doilea timp. Competiţia contează pentru calificarea la JO 2024, primii 6 din finală urmând să obţină biletele pentru Paris. Chirilă este campionul mondial en titre în această probă.

    Bukarest: Das Schulschiff “Mircea” der rumänischen Marine wird am Montag im Hafen von Izmir in der Türkei anlegen. Das Schiff wird bis Donnerstag anlegen und in dieser Zeit für die Werte und maritimen Traditionen Rumäniens werben. Die diplomatische Vertretung Rumäniens hat über das Generalkonsulat in Izmir Besuche der Besatzung und der Kadetten an Bord zu den touristischen Sehenswürdigkeiten der Region, offizielle Treffen des Schiffskapitäns mit den örtlichen Behörden sowie einen Empfang an Bord des Schiffes mit Gästen aus den diplomatischen, zivilen und militärischen Behörden der Region geplant. Das Schiff hat eine 145-köpfige Besatzung, 64 Studenten des zweiten Studienjahres der Marineakademie “Mircea cel Bătrân” in Constanța und 10 ausländische Kadetten von Partnerakademien in Bulgarien, Polen, Lettland, der Türkei, Italien und Spanien.



    Bukarest: Belgien wird weiterhin Patienten mit schweren Verbrennungen aus Rumänien behandeln. Ein entsprechendes Abkommen wird demnächst unterzeichnet – kündigt der Gesundheitsminister der Regierung in Bukarest, Alexandru Rafila, an. Auf nationaler Ebene werde die Zahl der Krankenhausbetten für schwere Verbrennungen mit Unterstützung der Weltbank von 30 auf 50 erhöht.



    Bukarest: Die Allianz für die Einheit der Rumänen (AUR, in der Opposition im Bukarester Parlament) hat ihre Kandidaten für die Wahlen zum Europäischen Parlament im nächsten Jahr vorgestellt. Unter ihnen sind Senator Claudiu Târziu, Vorsitzender des Nationalen Rates der Partei, der Abgeordnete Cristian Terheș, der 2019 auf der Liste einer anderen Partei gewählt wurde, und der Unternehmer Mugur Mihăescu, ein ehemaliger Laienschauspieler, der durch seine Rolle als schwachsinniger Polizist Garcea bekannt wurde. Vor 1989 war Mihăescu ein Mitarbeiter der Securitate, der politischen Polizei der kommunistischen Diktatur. Das Durchschnittsalter der AUR-Kandidaten für das Europäische Parlament liegt bei 45 Jahren, und fast die Hälfte der Liste war für Frauen reserviert. Die Entscheidung, die Kandidaten für das Europäische Parlament etwa ein Jahr vor dem Wahltermin bekannt zu geben, ist eine Herausforderung für die Wahlkandidaten und ein Test für die Transparenz gegenüber den Wählern, die 11 Monate Zeit haben, diejenigen kennen zu lernen, die sie um ihre Stimme bitten – so die Allianz für die Einheit der Rumänen. Die Wahlen für die Vertreter der EU-Mitgliedstaaten im Europäischen Parlament finden vom 6. bis 9. Juni 2024 statt, die rumänischen Wahlen am letzten Tag des Monats Juni.



    Sport: Rumänien hat am Sonntag bei den U23-Ruderweltmeisterschaften in Plovdiv (Bulgarien) mit Andrada-Maria Morosanu und Iulia-Liliana Balauca die Goldmedaille im Frauen-Doppelzweier mit einer Zeit von 06 min 48 sec 50/100 gewonnen. Es handelt sich um die zweite rumänische Goldmedaille nach dem Erfolg des Frauen-Vieres mit Emanuela-Ioana Ciotău, Alexandra Ungureanu, Cristina Drugă und Patricia Cireș am Samstag. Bei den U23-Weltmeisterschaften 2022 in Varese (Italien) hatte Rumänien drei Medaillen gewonnen: Gold im Frauen-Doppelzweier, Silber im Frauen-Vierer und Bronze im Männer-Doppelzweier.
