    The Constanta Casino

    We invite you to discover the story of the Casino in Constanta, the emblem of the largest Romanian port city on the Black Sea, founded by Greek colonists in antiquity under the name of Tomis. The name of this settlement is linked to the legend of the Argonauts, but especially the exile of the Latin poet Publius Ovidius Naso. The symbol of the city today is, indisputably, the casino, built in the Art Nouveau style, and inaugurated in 1910, on August 15, when Romania celebrates Navy Day.

    Since 1879, Constanta has been seen not only as a port, but also as a seaside resort. In 1880, the first dance hall was created – the Guarracino Hall, seriously damaged in 1891 by a strong storm. The following year, the city hall built a new building, which operated until the spring of 1910. The story of the casino itself begins, however, in 1903, when mayor Cristea Georgescu signed a contract with architect Daniel Renard, who would design the casino’s plans in the Art Nouveau style, explains Delia Roxana Cornea, interim director of the Constanța Museum of National History and Archaeology.

    “On August 15, 1910, this beautiful Carol I Communal Casino was inaugurated, the title with which it appeared in the press of the time, which treated this subject very well. We even have the menu served at the inauguration, with wild fowl eggs, fois gras, Drăgășani wine and other such products. The casino had a very good evolution until around the First World War. In 1916, Dobrogea fell under German-Bulgarian occupation and many of the buildings in Constanta were occupied, and upon departure were looted. This was also the case with the Casino, which had been transformed into a military hospital and, although it had the Red Cross on the roof, it seems that a bomb still fell on it, destroying part of the interior staircase. Rebuilt in the 1920s, the Casino regained its splendor in the interwar period when August 15 and the nautical celebrations were very intensely experienced by both locals and visitors. Other events also took place. Almost all charity balls took place at the Communal Casino, we have confirmations of the presence of various members of the royal family. The tradition was perpetuated on August 15 among Romanians, it has been celebrated with the same pomp for decades to the present day.”

    The Casino’s peak moment was reached, therefore, in the 1920s and 1930s, when Constanța became a very prosperous city, says historian and writer Cristian Cealera, a guide at the city’s National Museum of History and Archaeology.

    “Let’s not forget that there were 19 minorities in Dobrogea, but following a census in Constanța, which had a population of over 56,000 inhabitants in the 1920s, no less than 33 nationalities were registered. It is less known that, at that time, there were transatlantic flights from Constanța to New York, and that in some gardens, even on the terrace of the Casino, bands from New Orleans would come and play jazz. It is a history with salt and pepper, because we are talking about sopranos and tenors from La Scala in Milan, about groups of actors who fought to get a contract at the Casino in the summer. World boxing champions met at the Casino or on the improvised arena in front of the building. People loved coming here. Let’s not forget the Navy Days, August 15 was the most important event every summer. Of course, gambling, more prominent in the 1930s, brought both good and less good things. The whole city prospered, restaurants and hotels recorded very good incomes, but at the same time gambling claimed victims because, while the rich left Monte Carlo to come to Constanța because it was even cheaper, the less fortunate, the petty officials, the locals, did not know how to manage this problem, and hence many sad stories. We have all kinds of events recorded in the press of the time: suicides, scandals like “the girlfriend spent the boyfriend’s money who the next day eagerly followed her to shoot her on the Casino promenade.”

    After 1940, the building fell under a shadow, because World War II had already begun. It was occupied by German troops and then by Soviet troops, after October 1944. The casino had a sad story during the communist period, at least in the beginning. Although it was left in disrepair for a long time, the question of its reuse was raised again, and the renovation works in the 1950s used a workforce based not only on civilians, but also on political prisoners from the prisons and camps on the Danube-Black Sea Canal. A sad reality, also demonstrated by two notes written by the team led by architects Constantin Joja and Ion Cristodulo, political prisoners at the time. The first note was discovered in the walls of the casino during the restoration works that began in early 2020, and the second in 2023. From the 1980s until after 1990, the Casino in Constanța functioned as a restaurant-terrace. After 2000, it was closed to the public until sufficient funds and solutions for restoration were found. The building will host exhibition spaces dedicated to the history of the Casino and a multifunctional cultural center.

    TALKS Romania’s interim president Ilie Bolojan is holding consultations today with each parliamentary party, regarding Romania’s position at the extraordinary European Council due at the beginning of next month. In this complicated and dynamic context with changes at international level, Romania may have to adjust its foreign policy to the new challenges, Ilie Bolojan explained in a video message. “However, there are things that will not change, namely Romania’s national interests, a safe country, a prosperous country, a trustworthy country, at peace with its neighbours,” the interim president explained. “We are a safe country because we benefit from solid defence guarantees. We owe our security and that of Europe to the NATO shield and the guarantees entailed by the Strategic Partnership with the US. The presence of US and Allied troops on Romanian territory has done nothing but strengthen the security of Europe, and we will advocate for them to stay. The EU membership has ensured our progress as a country during these years. European investments and funds, access to markets and opportunities have generated prosperity and better living conditions. It is a path we must continue on”, Ilie Bolojan added. Also today, the interim president takes part in a conference call with the leaders of EU member countries, during which the French president Emmanuel Macron presents updates on his recent meeting with the US president Donald Trump.

     

    PARLIAMENT A no-confidence motion tabled by the self-styled sovereigntist opposition against the Romanian government is to be discussed and voted on this Friday. The signatories say that the current Cabinet is illegitimate, has lost its credibility as some of its members are linked to individuals involved in a high-profile criminal case, and is failing to implement its own governing program, in which it promised, among other things, an increase in pensions and allowances. Also in opposition, the declared pro-European USR announced that it would not back the motion. The ruling coalition comprising the Social Democratic Party, the National Liberal Party and the Democratic Union of Ethnic Hungarians in Romania say Romania needs serious solutions, not image strategies.

     

    UKRAINE Kyiv announced an agreement was reached with Washington on the joint development of Ukrainian mineral resources and the reconstruction of the country after the invasion launched by Russia 3 years ago. The deal, about which few details are known, could be signed in Washington this Friday. The arrangement was agreed after the US president Donald Trump demanded access to key Ukrainian minerals as compensation for the aid given to Ukraine in the war with Russia. Official sources quoted by Western media say that Washington has given up initial demands of USD 500 billion in revenues from natural resources, but has not provided the firm security guarantees demanded in exchange by Ukraine, which would be negotiated at a later date.

     

    VATICAN Pope Francis, 88, still in critical condition with double pneumonia, “spent a quiet night and is resting,” the Vatican said on Wednesday morning, the 13th day of his hospitalisation. According to the latest updates released on Tuesday evening, his condition is stable. The hospitalisation, the 4th and longest since the beginning of his term in 2013, raises serious concerns as Pope Francis is already weakened after a string of health problems in recent years, from colon and abdominal surgeries to difficulties walking.

     

    INVESTIGATION The former presidential candidate Călin Georgescu, a pro-Russian extremist, was taken in for questioning under a warrant by the General Prosecutor’s Office, judicial sources told AGERPRES. On Wednesday morning, prosecutors conducted dozens of searches across five counties, in a case related to the financing of his election campaign, the establishment of a fascist, racist or xenophobic organisation, as well as to promoting a cult of individuals guilty of genocide. Targeted by the investigation is also a close associate of Georgescu, Horaţiu Potra, the leader of a mercenary group that operated in Africa. According to the Prosecutor’s Office, investigations are conducted in this case for offences including actions against the constitutional order, failure to comply with the weapons and ammunition legislation, unlawful operations with pyrotechnic materials, public incitement, initiating or forming an organisation of a fascist, racist or xenophobic nature, as well as joining or otherwise supporting such a group. Investigations are also conducted for the public promotion of the cult of persons guilty of genocide, crimes against humanity and war crimes, as well as the public dissemination of fascist, extreme right, racist or xenophobic ideas, views or doctrines.

     

    CORRUPTION Twenty individuals have been detained over bribery charges in an investigation into illicit activity in the Port of Constanta (south-eastern Romania). Among others, the head of the Constanta branch of the Social Democratic Party, Ion Dumitrache, and several officers for the Maritime Ports Administration were detained. According to Anticorruption prosecutors, in 2024 and 2025 several businessmen allegedly promised and gave public officials bribes ranging from EUR 2,000 to 100,000, as well as other goods, to help them develop their businesses in the Constanta Port area, by speeding up asset transfer procedures, extending a waste collection contract, winning tenders or ensuring exclusive access to certain berths. The businessmen in question have allegedly promised an estimated EUR 6 million in bribes. The Bucharest Court dismissed prosecutor’s request for pre-trial arrest of 7 of the defendants, placing them under court supervision instead. Similar requests for another 13 defendants are yet to be heard.

     

    EDUCATION The Romanian education minister Daniel David has encouraged all stakeholders’ involvement in the development of high school framework plans. In a fresh roundtable on the topic held in Iași (northeast), the minister promised that proposals would be taken into account, and the documents may be amended, as has already happened following discussions and meetings in recent weeks, since the projects were submitted for public review. He warned that high school curricula are of critical importance, given the high level of functional illiteracy in various fields. David explained that, after this construction period, the high school curricula will be tested in various schools. The public review period ends next week, on March 6, and the final documents are to be presented in early May. (AMP)

    DAY Speaking in Constanta (the biggest Romanian sea port) during the festivities staged on Navy Day, the country’s president Klaus Iohannis said that Romania is acknowledged and appreciated by allies as a solid pillar of regional security and a major contributor to the process of consolidating NATO’s deterrence posture on the eastern flank. Here on the Black Sea coast, close to the aggression war, Russia is waging on Ukraine, we are clearly seeing more than ever the political, diplomatic and military efforts of Bucharest in the past years, the president went on to say. Thanks to these, Romania is today benefitting from the most solid guarantees of security, and its citizens are defended and protected against any potential threats. Iohannis told the sailors that the devotion, tenacity and the spirit of sacrifice, which define them, are an example of excellence, and the Romanian Naval Forces are a symbol of the national strength and resilience. Prime Minister Marcel Ciolacu also congratulated and thanked the sailors. ‘Many happy returns’ on this holy day of August 15th the day of St. Mary, the protector of sailors all over the world, Ciolacu wrote on a social network. On Thursday, 122 years since the first celebration of Navy Day, Romania’s Naval Forces staged a series of events, such as demonstrative exercises, exhibitions of armament and military equipment, interactive workshops, cultural activities and concerts of military music in the major cities on the Black Sea coast, on the Danube and even in capital city Bucharest.

     

    St. MARY Orthodox believers, who are a majority in Romania, and Catholics, on Thursday celebrated the Assumption of Mary, or St. Mary, an event which marks the Assumption into Heaven of Mary, the Mother of our Lord, Jesus Christ. St. Mary is the most appreciated human being by Christians after the Holy Trinity, whom they frequently invoke in their prayers. St. Mary is the patron saint of the largest number of monasteries in Romania and pilgrims, in large numbers, took to these monasteries, which are renowned for their miracle-working icons and relics.

     

    WEATHER Romania’s Administration of Meteorology on Thursday issued a series of code red, yellow and orange alerts for extremely hot weather in most of the Romanian territory. Temperatures are expected to range between 39 and 41 degrees Celsius in seven counties in the west and south-west. Another orange alert has been issued for the counties in the north-west, center and south with a temperature-humidity index over 80 units. The lows of the day will not go below 18 degrees Celsius in most regions and  Bucharest is in for more hot days and tropical nights, with soaring temperatures up to 39 degrees Celsius. Meteorologists say that the heat wave presently affecting the country is going to be felt for the next several days in most of its territory.

     

    TALKS The Romanian Defence Minister, Angel Tîvăr, on Thursday held talks with Admiral Ercument Ratlioglu, commander of the Turkish Navy, during the latter’s visit in Romania. High on the talks agenda were security in the Black Sea region and opportunities of bilateral, regional and allied cooperation. According to a communiqué by Romania’s Ministry of Defence, Minister Tîlvăr appreciated the good cooperation between the Turkish and Romanian armed forces materialized in large-scale joint drills, air policing missions, naval operations and military presence in the multinational structures deployed on the territories of the two countries. The ‘Operative Group for Combating Mines in the Black Sea represents the outcome of the two countries’ joint efforts being also proof of the cohesion and solidarity of riparian countries: Bulgaria, Romania and Turkey. It’s imperative that we work in coordination for strengthening security at the Black Sea and the naval field is one of the main interest points,’ Minister Tîlvăr says.

    The port of Constanţa – two new terminals

    The Romanian Black Sea port of Constanţa has expanded its operation capacity as two new terminals opened on Wednesday. One of them will allow wheel trucks to be unloaded straight from the vessels and will manage up to 80,000 vehicles a year, while a second, cargo terminal will handle heavy equipment for heavy and voluminous goods. The new facilities will help boost connectivity between the existing services of maritime and railroad transport in Romania, also improving the movement of goods between mainland Europe and the Black Sea, the Adriatic Sea and the North Sea.

    The investment, worth some 65 million euros, and developed by the Dubai-based company DP WORLD, “will help make the port of Constanţa into a regional hub”, said prime minister Marcel Ciolacu:

    These two new terminals will generate an additional one million tonnes of goods annually. This means billions more into the accounts of the companies operating here, revenues which will stimulate Romania’s economic growth. I’m convinced the new projects will bring substantial benefits and will facilitate interconnection at European and international level.”

    Transport minister Sorin Grindeanu said the investment will help transform the port of Constanţa into a hub that will be the basis for future transport routes to Turkey and Georgia. “We can now say that the port of Constanţa is the most efficient commercial transport alternative to the Caspian Sea and the Far East”, Grindeanu said. He added that 2023 saw a record number of goods transiting Constanţa and that in this context, bilateral cooperation also targets other transport sectors such as air, road and rail.

    The investment also marks the Dubai company’s 20-year-long anniversary of operation in Romania and is yet another significant landmark for the development of the partnership between Romania and the United Arab Emirates in the area of transport. The president of the company that made the investment, sultan Ahmed bin Sulayem said he was happy to see his company still in Romania after twenty years, and that Constanţa is the most important Black Sea port, with the biggest connectivity and with the best modern links with other ports.

    Constanţa is already the largest container port in the Black Sea and next year will see the opening of a new multi-transport platform following a 50-million-euro investment by the same company.

    Peste 13 milioane de persoane s-au înregistrat
    în cursul anului trecut în spaţiile de cazare din România, nivel în creştere cu
    10,5% faţă de 2022.

    Conform datelor publicate de Institutul Naţional de
    Statistică, aproape 85% au fost turişti români, iar durata medie a şederii a
    fost de una sau două zile, atât în cazul românilor, cât şi în cazul străinilor.
    Pe primul loc la numărul de turişti a fost capitala Bucureşti, urmata de
    judeţele Constanţa – de pe litoralul Marii Negre şi Braşov – zona
    montană din centrul tarii.

    Cele mai multe sosiri ale turiştilor străini cazaţi
    în structurile de primire turistică au provenit din Germania, Italia şi Israel.
    Plecările turiştilor români în străinătate, înregistrate la punctele de trecere
    a frontierei, au fost peste 19 milioane, de asemenea, în creştere cu 12,6% faţă
    de anul 2022.

    Peste 1,5 milioane de turişti
    străini au fost cazaţi în România în primele 9 luni din 2023, a anunţat la 15
    decembrie 2023 Institutul Naţional de Statistică. Cheltuielile acestora au
    depăşit 3,9 miliarde de lei (peste 784 de milioane de euro), respectiv 2.578 de
    lei (circa 519 euro) de persoană. Călătoriile pentru afaceri (inclusiv
    participarea la congrese, conferinţe, cursuri, târguri şi expoziţii) au
    reprezentat principalul motiv al sejurului pentru puţin peste 50% dintre
    turiştii străini sosiţi în România în perioada menţionată, cheltuielile lor
    reprezentând 55% din totalul cheltuielilor. Aproape 50% au călătorit în scop
    particular, cheltuielile lor reprezentând 45% din total. Călătoriile în scop
    particular includ călătorii pentru vacanţe, cumpărături, evenimente culturale
    şi sportive, vizitarea prietenilor şi rudelor, tratament medical, religie,
    tranzit. Peste 39% dintre turiştii străini şi-au organizat singuri sejurul, peste
    38% printr-o agenţie de turism, peste 9% atât pe cont propriu cât şi printr-o
    agenţie de turism. Principalul mijloc de transport utilizat pentru a sosi în
    România a fost avionul, folosit de 75% din numărul total de turişti, peste 17%
    au utilizat autoturisme proprii, iar aproape 6% autocare şi autobuze.


    Pe de altă parte, capacitatea de cazare turistică în România
    a crescut, la 31 iulie 2023, comparativ cu perioada similară din 2022, cu 2,7%
    la numărul locurilor de cazare şi cu 4,1% la numărul total de structuri de
    cazare turistică, potrivit Institutului Naţional de Statistică. Cele mai multe
    hoteluri erau de categoria 3 stele (peste
    54% din total), urmată de cele de 4 stele (peste 25%) şi două stele (peste
    15%). Hotelurile de 5 stele au fost în număr de 44 (cu 8 mai multe faţă de 31
    iulie 2022).


    Numărul locurilor de cazare turistică existente la 31 iulie 2023 a fost de
    433.500. Cele mai multe locuri, 205.500, erau în hoteluri, urmate de apartamente
    şi camere de închiriat (62.900 locuri), pensiuni agroturistice (58.100 locuri),
    pensiuni turistice (33.900 locuri), vile turistice (17.500 locuri), hosteluri (13.500
    locuri).


    Primele 3 judeţe după numărul total de structuri de primire turistică
    existente (inclusiv apartamente şi camere de închiriat), au fost: Constanţa, pe
    litoralul românesc al Mării Negre (cu aproape 1.500), Braşov, important oraş
    montan din zona centrală a României (cu peste 1.250 de structuri de cazare) şi
    Suceava, judeţ din nordul României cu o foarte bogată ofertă turistică (peste 800).


    Rămânând în domeniul ofertei turistice, Ministerul Economiei, Antreprenoriatului
    şi Turismului consideră că România are şase produse turistice principale: turismul
    rural, turismul cultural, cel de city break, turismul în natură, turismul activ
    şi de aventură, respectiv turismul balnear şi wellness. Până în prezent în
    România au fost recunoscute 133 de trasee cultural-turistice. În plus, România
    este inclusă în 11 rute culturale ale Consiliului Europei şi în 5 rute
    transnaţionale.

    Litoralul românesc al Mării Negre este o zonă ce poate atrage indiferent de sezon. Chiar dacă turiştii care aleg această destinaţie nu se pot bucura de aceleaşi tentaţii ca vara, marea crează peisaje ce taie răsuflarea, la temperaturi negative, devenind sursă de inspiraţie pentru fotografii iubitori ai naturii. Marea este înghețată la țărm, iar în larg ies aburi din apă, pe fondul diferențelor de temperatură, astfel încât apa mării pare că fierbe.



    Stabilopozii de pe diguri sunt acoperiți cu perdele de gheață, iar balustradele falezelor sunt împodobite de țurțuri cristalini. În golfuri, apa mării poate îngheța la mal. Lacurile sunt deja înțepenite, prinzând în chingi ambarcațiunile trase la mal. Promenada Cazinoului din Constanța atrage localnicii și turiștii aproape ca vara. Iar în Portul turistic Tomis, la adăpost de vântul de pe litoral, mii de păsări se odihnesc pe luciul îngheţat al apei.



    Traian Bădulescu, operator de turism, ne-a spus cu ce atrage litoralul iarna:


    “Şi în acest an continuă tradiţia românilor de a-şi petrece sărbătorile de iarnă pe litoralul românesc, chiar dacă vorbim de câteva mii de turişti. Ca o noutate din ce în ce mai mulţi turişti aleg şi Crăciunul pe litoral, nu doar Revelionul. Care sunt avantajele? Tarifele sunt ceva mai accesibile decât cele din staţiunile montane, pentru că vorbim de extrasezon în cazul litoralului. Dar, în acelaşi timp, în această perioadă sunt deschise hotelurile de 4 şi 5 stele, cu încălzire centrală, care pot fi deschise tot timpul anului, vorbim de cină festivă, artişti cunoscuţi invitaţi, fireşte, plus că multe hoteluri au şi centre de wellness şi SPA. În plus, reprezintă o experienţă inedită, să îţi petreci sărbătorile de iarnă la malul mării.


    Chiar şi pentru litoral este o creştere faţă de anul trecut, potrivit mai multor touroperatori, cu circa 15% la nivelul rezervărilor pentru litoral. Tradiţia este mai veche, mulţi români merg de Revelion şi pe litoralul vecin, cel bulgăresc, dar din fericire, creşte şi litoralul românesc. Ca o paranteză, chiar pe partea de rezervări early-booking, în perioada toamnei, între octombrie şi decembrie, numărul de rezervări a crescut pentru sezonul viitor, 2024, cu 15%.



    Iată semne bune şi pentru sezonul viitor estival!



    Dar până atunci, după o plimbare în bătaia aspră a vântului iernii, nimic nu se potriveşte mai bine decât un popas în vreunul din centre SPA de aici, care valorifică tradiţiile locale. Se găsesc astfel, centre care propun ritualuri în cadrul unui hamam tradiţional turcesc, eventual cu o exfoliere cu germeni de grâu, zahăr brun şi apă de rozmarin, posibil urmată de o împachetare cu pulbere din sâmbure de struguri şi în final un masaj de stretching. Sarea de mare, uleiurile de masaj şi măştile pe bază de argilă conferă celor ce le încearcă beneficii atât la nivel fizic, cât şi spiritual.



    Staţiunile Mamaia, Eforie Nord şi Jupiter oferă pachete turistice pentru cei care doresc să petreacă un sejur extra+sezon la malul mării.

    Ein bisher ungewöhnlich milder Herbst, der es den Menschen im Süden Rumäniens Anfang November noch erlaubte, im Hemd aus dem Haus zu gehen, hat sich nun in einen verfrühten Winter mit vielen Unannehmlichkeiten verwandelt.



    Das schlechte Wetter hat Rumänien und die umliegenden Länder gleicherma‎ßen getroffen und ein Chaos im Stra‎ßen- und Bahnverkehr verursacht. In der bulgarischen Hauptstadt Sofia sind wegen starker Windböen in mehreren Stadtteilen Bäume umgestürzt, und im Stadtzentrum bildete sich eine dicke Schneedecke. Für die gesamte Balkanhalbinsel, von Südbosnien bis Nordmazedonien, gilt ebenfalls eine Unwetterwarnung vor sinkenden Temperaturen und starkem Schneefall. Heftiger Wind wurde auch in Griechenland verzeichnet, obwohl die Temperaturen tagsüber über Null blieben. Starke Schneefälle gab es auch in Ungarn, wo es in einigen Regionen zu erheblichen Schneemassen kam. Auch dort bleiben die Temperaturen niedrig, und starker Wind verstärkt die Kälte noch.



    Eine Kaltluftfront aus dem Norden, die von den Meteorologen schon früh vorhergesagt wurde, sorgt für anhaltenden Schneefall. Schwierige Wetterbedingungen auch in der Ukraine, mit starkem Schnee und Schneeregen im Norden, einschlie‎ßlich der Hauptstadt Kiew, und Regen, Schneeregen und starkem Wind im Süden, besonders in den Regionen Odessa und Mykolajiw (Nikolajew). Winterliche Bedingungen herrschen auch auf den Stra‎ßen in der Republik Moldau, wo die Behörden aufgrund der Niederschläge eine ordnungsgemä‎ße Ausrüstung von Fahrzeugen empfehlen. An der Schwarzmeerküste wurden am Wochenende Windböen mit einer Stärke von 25–30 Metern pro Sekunde und Wellen von bis zu fünf Metern Höhe verzeichnet, die einige Uferbereiche überschwemmten.



    Am Sonntag wurde in den südöstlichen Landkreisen Rumäniens die Alarmstufe Rot wegen Schnee und Schneestürmen verhängt. Dutzende Nationalstra‎ßen waren für alle Arten von Fahrzeugen gesperrt. Auch die sogenannte Autostrada Soarelui“ (Sonnenautobahn), die Bukarest mit der Schwarzmeerküste verbindet, war zeitweise gesperrt. Auf den Landstra‎ßen im Südosten des Landes waren viele Menschen in ihren Autos eingeschlossen und mussten von der Feuerwehr in Sicherheit gebracht werden. Wo die Schneestürme ein Vorankommen der Rettungsfahrzeuge verhinderten, setzten die Retter ihren Einsatz zu Fu‎ß fort, um die festsitzenden Autos zu erreichen.



    In den betroffenen Landkreisen ist der Schulunterricht am heutigen Montag vielerorts ausgefallen. In allen Ortschaften, die vom extremen Wetter betroffen sind und in denen der Unterricht nicht reibungslos ablaufen kann, wurde der Unterricht ausgesetzt. Die Leitung der einzelnen Schulen wird in jedem Fall darüber entscheiden, wie der Lernstoff nachgeholt wird. Das Nationale Wetteramt kündigte indessen an, dass das Wetter in den kommenden Tagen weniger unbeständig wird, es bleibe allerdings weiterhin winterlich mit sehr niedrigen Temperaturen.

    Im Rahmen eines 800-Millionen-Euro-Projekts wurden Tausende von Tonnen Sand aus dem Meer herangeschafft und auf die betroffenen Abschnitte ausgeschüttet, um die Breite der Strände auf bis zu 100 Metern zu erweitern. Die Sanierung betraf auch zwei Deiche, die besondere Umweltverbesserungen mit sich brachten und einen wesentlichen Beitrag zur Entwicklung der biologischen Vielfalt im Meer und zur Verringerung des Risikos der Beschädigung oder des Verlusts von Lebensräumen leisteten.



    Zusätzlich zu den Arbeiten zur Anreicherung der Sandstrände wurden auch hydrotechnische Strukturen gebaut, um zusätzlichen Schutz zu bieten und den Schlick zurückzuhalten, sowie Arbeiten zur Verstärkung der Klippen durchgeführt. Auch die Arbeiten zur Belebung und Wiederherstellung des Meeresökosystems spielen eine wichtige Rolle. Laut einer Pressemitteilung des rumänischen Amtes für Wasserwirtschaft planen Fachleute, auf einer Fläche von fast 800 000 Quadratmetern Seegras anzupflanzen, um die Artenvielfalt im Schwarzmeerbecken zu schützen und die Qualität des Schwarzmeerwassers zu verbessern.



    Die Idee stammt von einer Gruppe britischer Wissenschaftler und wird weltweit angewandt und gefördert. Seegras ist die einzige blühende Pflanze der Welt, die unter Wasser bestäubt werden kann. Es bietet nicht nur einen Lebensraum für viele Meerestiere, sondern bindet auch 35mal schneller Kohlenstoff als ein Regenwald, sagen Experten. Warum diese Arbeiten notwendig sind, erläutert im Folgenden der Forscher Florin Zăinescu:



    Mehr als ein Drittel der erodierenden Strände am Schwarzen Meer liegen in Rumänien, und die Pläne zur Sandausschüttung an der rumänischen Küste beziehen sich eher auf den klimatischen Faktor, der diese Erosion begünstigen würde. Betrachtet man jedoch die Daten und die Dynamik der Sedimente, so stellt man fest, dass die Erosion durch anthropogene (menschliche) Eingriffe eher noch verstärkt wird. Was hat zu dieser Situation geführt? Zunächst einmal hat der Bau gro‎ßer Häfen wie Midia-Năvodari, nördlich von Mamaia, oder der Ausbau des Hafens von Constanța die Sedimentdynamik beeinflusst. An der rumänischen Küste bewegen sich die Sedimente aufgrund der Wellen aus dem Nordosten von Norden nach Süden, und ein gro‎ßer, ins Meer ragender Deich blockiert diese Ablagerungen, so dass die Strände nicht mehr mit Nährstoffen versorgt werden und nicht mehr natürlich wachsen können. Denn die Sedimente sind wie Nahrung für diese Strände. Ein weiterer menschlicher Eingriff, der zu diesem Phänomen führt, ist die Landgewinnung und Raumgestaltung, z.B. wenn Klippen mit Erdwallungen umgeben oder einbetoniert werden. Die Klippen sind eine natürliche Sedimentquelle für den Strand, und wenn wir sie einbetonieren oder eindeichen, um sie zu stabilisieren, werden die Strände automatisch nicht mehr mit diesem natürlich vorkommenden Sediment gespeist.“




    Sobald das Projekt zur Sandaufschüttung abgeschlossen ist, werden die Bewohner der rumänischen Küste besser geschützt sein, und die Touristen werden einen breiteren und modernen Strand genie‎ßen können. Darüber hinaus werde das Projekt auch positive Auswirkungen im sozialökonomischen Bereich haben, denn auch die Wirtschaftsakteure und Tourismusunternehmen in der Küstenregion werden davon profitieren, so die Verantwortlichen des rumänischen Amtes für Wasserwirtschaft. Der Forscher Florin Zăinescu sagt jedoch, dass Sandaufschüttungen nicht nur Vorteile, sondern auch Nachteile mit sich bringen können. Im Folgenden wägt er sie ab:



    Dadurch, dass wir breitere Strände mit mehr Ablagerungen bekommen, entsteht eine Art Pufferzone, die Gebäude und menschliche Aktivitäten vor dem Meer schützen kann. Ein weiterer Vorteil ist der Raum, der für die Menschen zu Erholungszwecken geschaffen wird. Mehr Strand bedeutet auch mehr Urlauber, denn schmale Strände sind nicht gerade ein Renner unter Touristen. Als Nachteil kann man die geringere Attraktivität der Strände nennen, denn am Strand von Eforie zum Beispiel hat man sowohl mit Deichen als auch mit Sand eingedämmt. Wenn man auf die Klippe von Eforie Nord steigt und gen Süden blickt, sieht man jetzt eine Menge Deiche, statt einen freien Blick aufs Meer zu genie‎ßen. Mir gefällt das nicht, aber vielleicht finden einige Touristen Gefallen an einem Spaziergang auf den Deichen. Au‎ßerdem wurden einige dieser Sandbänke mit einem Sand von minderwertiger Qualität aufgeschüttet, einem gröberem Sand, der manchmal auch voller Muscheln ist. Es scheint, dass solche Eingriffe auch eine Veränderung der Morphologie des Strandes bewirken. Vorher war der Abhang viel sanfter, das hei‎ßt, wir gingen ins Wasser und die Wassertiefe nahm allmählich zu. Jetzt ist er viel steiler und viel tiefer, was selbst für erfahrene Schwimmer gefährlich werden kann, denn steile Ufer begünstigen auch ein wenig die Entstehung stärkerer Strömungen. Und nicht zuletzt haben diese Eingriffe auch erhebliche ökologische Auswirkungen, d. h. es handelt sich um eine stark gestörte Umwelt: sowohl dort, wo das Sediment entnommen wird, als auch dort, wo es sich absetzt.“




    Neben der Anpflanzung von Seegras umfasst der Teil des Projekts, der sich mit der biologischen Vielfalt befasst, eine weitere Komponente, nämlich die Erhaltung und Entwicklung von Lebensräumen für zwei Muschelarten (Donacilla cornea und Donax trunculus). Zunächst wurde ein Pilotversuch durchgeführt, um zu sehen, ob die Muscheln einer Umsiedlung standhalten können, und die Erfolgsquote lag bei 100 %. Schlie‎ßlich hofft man, das Gebiet, in dem diese Muscheln wachsen, ausweiten zu können. Wir haben Strände, die künstlich unterstützt werden müssen, wie ein kranker Mensch, der ständig an den Maschinen angeschlossen ist, die seine lebenswichtigen Funktionen sicherstellen, weil die natürlichen Sedimentquellen durch menschliche Aktivitäten abgeschnitten wurden. Wir behandeln weiterhin die Auswirkungen und nicht die Ursachen der Krankheit. Das bringt enorme zusätzliche Kosten und Auswirkungen mit sich, die für Touristen unerwünscht sein könnten, sowie eine Anfälligkeit für den Klimawandel“, schlie‎ßt der Forscher Florin Zăinescu.

    Fregata Regina Maria – F-222, cu un elicopter IAR-330 Puma Naval şi un detaşament de operatori pentru forţe speciale (FOS) la bord, revine miercuri, 11 octombrie, în portul Constanţa, după ce a participat la misiunea NATO Sea Guardian în Marea Mediterană, potrivit Statului Major al Forţelor Navale.

    Pe durata misiunii, fregata F-222 a acostat în portul militar Souda din Insula Creta, unde militarii români au participat, la Centrul de pregătire NMIOTC (NATO Maritime Interdiction Operational Training Centre), la un modul de instruire specifică operaţiei NATO, precum şi în portul militar Alexandria din Egipt, pentru refacerea capacităţii de luptă şi pregătirea activităţilor viitoare pe mare. În cadrul misiunii, fregata ‘Regina Maria’ a desfăşurat acţiuni de monitorizare a spaţiului maritim sub gruparea navală NATO a Operaţiei ‘Sea Guardian’, a parcurs peste 5.000 de mile marine şi a interogat aproximativ 200 de nave comerciale, care au tranzitat raionul maritim din aria de responsabilitate, precizează sursa citată.

    Fregata Regina Maria a încheiat, astfel, cea de-a şasea participare a Forţelor Navale Române la Operaţia NATO Sea Guardian din Marea Mediterană, prin care Armata României a contribuit activ la promovarea valorilor democratice ale Alianţei Nord-Atlantice, atât prin asigurarea securităţii şi stabilităţii în bazinul mediteraneean, cât şi prin intermediul diplomaţiei navale, contribuind la îndeplinirea obligaţiilor asumate de România, cu privire la asigurarea securităţii maritime a Alianţei Nord-Atlantice şi lupta împotriva terorismului, alături de partenerii NATO.

    Une nouvelle tragédie roumaine


    La commune de
    Crevedia, près de la capitale roumaine, se trouve depuis une semaine sur la
    carte des tragédies nationales que l’on aurait pu éviter. Les explosions
    dévastatrices produites à une station de gaz liquéfié ont fait des morts et des
    dizaines de blessés, des pompiers pour la plupart. Même si les circonstances
    diffèrent, la catastrophe nous fait penser à l’affaire Colectiv, quand plus de
    60 jeunes sont morts dans l’incendie déclaré dans une boîte de nuit de
    Bucarest. Dans les deux situations, les enquêtes confirment des abus et des
    irrégularités ayant conduit au désastre. La station de GPL continuait à
    fonctionner, même si le certificat de fonctionnement lui avait été retiré en
    2020. Quatre enquêtes ont été déclenchées: l’une du Parquet général qui porte sur
    la cause des explosions, une deuxième du Parquet militaire qui vise
    l’intervention des pompiers et deux autres de la Direction générale de lutte
    contre la corruption qui examine de potentiels abus de fonction des
    fonctionnaires publiques. Suite aux deux déflagrations, les autorités roumaines
    se sont mobilisées et des contrôles sont en cours dans les stations-service à
    travers la Roumanie. Parallèlement, la presse a appris que l’un des
    actionnaires de la société qui détenait la station GPL de Crevedia est le fils
    d’un maire du Parti Social-Démocrate d’un autre département, qui finançait avec
    générosité le parti. D’ailleurs, en dix ans de fonctionnement, le chiffre
    d’affaires de la société en question a 500 fois augmenté.






    Le remaniement de la Police roumaine


    Les chefs de la
    Police de Constanţa, dans le sud-est de la Roumanie, ont démissionné après
    qu’un chauffeur de 19 ans, drogué, a perdu le contrôle du volant, tuant deux
    personnes et blessant trois autres. Les commissaires de police ont déposé leur
    lettre de démission au moment où le ministre des Affaires Intérieures, Cătălin
    Predoiu, a présenté les conclusions du rapport mené par le Corps de contrôle
    dans le cas de l’accident. Le responsable roumain s’est engagé à réorganiser
    toutes les structures de la Police à commencer par l’Inspection de la Police de
    Constanţa qui depuis quelques années, perd constamment la lutte contre la
    criminalité. Rappelons-le, un soir, un jeune de 19 ans drogué a tué deux jeunes
    et blessé trois autres dans la commune de 2 Mai, au bord de la mer Noire. Trois
    heures avant cet accident, un équipage de police alerté par un coup de fil avait
    arrêté le chauffeur de 19 ans et l’a soumis à un test d’alcoolémie dont le
    résultat fut négatif. Les policiers ont décidé de relâcher le jeune. Le
    ministre Predoiu a annoncé que plusieurs officiers impliqués dans le cas du
    chauffeur drogué sont actuellement enquêtés pour négligence professionnelle. Le
    ministre prévoit des modifications de la législation routière, une
    militarisation des institutions d’enseignement auprès du Ministère des Affaires
    intérieures et une réforme de l’Agence nationale de lutte contre la drogue, en
    rapport avec une hausse de la consommation de substances illicites en Roumanie.
    Dans ce contexte, la ministre de la Justice, Alina Gorghiu, a déclaré que la
    lutte contre les stupéfiants nécessitait un effort commun. Or, le nombre de
    procureurs en charge de tels dossiers est très réduit. Depuis le début de
    l’année, les 14 procureurs anti-drogue de Roumanie ont solutionné presque 4 700
    dossiers relatifs aux substances illicites.


    La réunion annuelle de la diplomatie
    roumaine


    Organisée
    traditionnellement à l’approche de la Journée de la Diplomatie, célébrée le 1er
    septembre, la réunion de la Diplomatie Roumanie de cette année a eu pour
    thématique la gestion des défis dans la zone de la mer Noire et la maximisation
    des opportunités. La Roumanie continuera à appuyer l’Ukraine tant que cela sera
    nécessaire et restera aux côtés de la République de Moldova en lui accordant de
    l’assistance financière, de l’expertise et du soutien politique en vue d’un
    parcours européen irréversible et de la construction d’un Etat sûr et prospère
    – a assuré le président roumain Klaus Iohannis devant les chefs des missions
    diplomatiques, ceux des bureaux consulaires et des directeurs des Instituts culturels
    roumains. Par ailleurs, c’est toujours un devoir de la Roumanie de rester un
    fournisseur authentique de sécurité et de prospérité dans la région, de sorte
    que la mer Noire devienne une région où la paix et la prospérité ne sont plus
    menacées – a encore souligné le président roumain. Objectif pas encore accompli
    dans le processus d’intégration totale dans l’Union européenne, l’adhésion de
    la Roumanie à l’espace Schengen reste une priorité pour la période à venir, a
    assuré le président roumain Klaus Iohannis. Par ailleurs, aux dires de la ministre
    roumaine des AE, Luminiţa Odobescu, la Réunion annuelle de la diplomatie
    roumaine est une occasion de mettre à jour les priorités dans un contexte
    dominé par la guerre d’agression menée par la Fédération de Russie en Ukraine,
    une menace sans précédent à l’adresse de la paix, de la sécurité et de l’ordre
    international fondé sur des règles. La ministre a aussi déclaré que les
    démarches censées renforcer l’image de la Roumanie au sein de l’UE, de l’OTAN
    et au niveau international seraient intensifiées.


    Le Festival international de musique
    classique « George Enescu » – à la 26e édition


    Jusqu’au 24
    septembre, Bucarest est la capitale musicale du Vieux continent. 3 500 artistes
    invités se succéderont sur la scène du Festival international de musique
    classique « George Enescu » qui réunira à l’affiche 90 concerts. Arrivé
    à sa 26e édition, il se déroule sous le slogan « La générosité
    à travers la musique ». L’édition de 2023 a un nouveau directeur
    artistique, le maître chef d’orchestre Cristian Măcelaru, qui dirige
    l’Orchestre national de France. En ouverture du festival celui-ci a
    dédié la Rhapsodie no. 2 du compositeur roumain George Enescu ; à tous
    ceux qui ont besoin de réconfort spirituel suite à la tragédie de Crevedia (à
    savoir les explosions et l’incendie produits à une station de gaz liquéfié du
    sud du pays qui ont fait de nombreux blessés). Parmi les orchestres importants
    qui participent à l’édition de cette année notons l’orchestre de la Philharmonie
    de Vienne, l’Orchestre Royal du Concertgebouw d’Amsterdam, l’Orchestre National
    de France, l’Orchestre de la Tonhalle de Zurich, l’orchestre symphonique de Londres
    et l’Orchestre de la Philharmonie tchèque. Des chefs d’orchestre de premier
    rang monteront sur la scène du festival, dont Cristian Măcelaru, Zubin Mehta,
    Sir Simon Rattle, Wilson Hermanto, Paavo Järvi, Delyana Lazarova, Lawrence
    Foster, Vladimir Jurowski. Parmi les 6 ensembles musicaux de Radio Roumanie,
    quatre ont été invités sur la scène du Festival. Il s’agit de l’Orchestre National
    de la Radio publique roumaine, l’Orchestre de Chambre de Radio Roumanie, la
    Chorale Académique de Radio Roumanie et la Chorale d’enfants de Radio Roumanie.

    équipage de police alerté par un coup de fil a arrêté le chauffeur de 19 ans et
    l’a soumis à un test d’alcoolémie dont le résultat fut négatif. Les policiers
    ont décidé de relâcher le jeune dans la voiture duquel, la police a découvert
    des substances interdites. Dans ce contexte, le ministre de l’Intérieur réclame
    un remaniement des cadres de la Police, à commencer par l’Inspection générale de
    a Police de Constanta qui depuis plusieurs années, perd constamment la bataille
    contre la criminalité. Le responsable de Bucarest a annoncé que plusieurs
    officiers impliqués dans le cas du chauffeur drogué sont actuellement enquêtés
    pour négligence profesionnelle. Parmi eux, le commissaire en chef de la Police
    départementale de Constanta, Adrian Glugă,
    qui a annoncé sa démission. Le ministre des Affaires Intérieures promet un
    remaniement complet des forces de l’ordre. « Fini les stratégies et les
    théories, place aux mesures concrètes, appliquées sur le terrain, dans la rue,
    là où le citoyen a besoin de se sentir en sécurité. Je vais commencer par
    mettre en place ces changements dans le département de Constanta avant de le
    faire au niveau national. Constanta et Bucarest sont les endroits les plus problématiques
    quand il s’agit de respecter la loi et de lutter contre la criminalité » a
    précisé Cătălin Predoiu.

    Dans ce contexte, la ministre de la Justice, Alina
    Gorghiu, a déclaré que la lutte contre les stupéfiants nécessite un effort
    commun. Or, a-t-elle dit, à l’heure où l’on parle, le nombre de procureurs en
    charge des dossiers visant les substances interdites demeure réduit. Mme la
    ministre a insisté aussi bien sur la nécessite de durcir les peines pour les
    chauffeurs qui prennent le volant après avoir consommé de l’alcool ou des
    drogues que sur l’importance des programmes de prévention des conduites
    addictives en milieu scolaire.


    Selon Alina Gorghiu, depuis le début de l’année et malgré
    un nombre réduit de seulement 14 personnes, les procureurs roumains anti-drogue
    ont solutionné presque 4700 dossiers visant des affaires de trafic de
    stupéfiants. 7000 autres dossiers sont en cours d’être solutionnés dont 2700
    ouverts durant les six premiers mois de 2023.

    Constanţa, will be up against Flora Tallinn of Estonia. The team coached by
    former football legend Gheorghe Hagi secured a 3-0 win through the goals scored
    by Denis Alibec, Constantin Budescu and Portuguese Diogo Queiros, so they stand
    good chances to qualify for the play-offs. If they beat Flora, the Romanians
    will be up against the loser of the match pitching the Azerbaijani eleven
    Qarabag and the Finns from HJK Helsinki, who are playing in the second
    continental competition, Europa League. Qarabag secured a 2-1 win in the first
    match.




    The holder of Romania’s Cup, Sepsi Sfântu Gheorghe will be taking on the
    vice-champions of Kazakhstan, Aktobe in an away game on Thursday. The match
    will be broadcast at 18 hours, Romania’s time. The first game ended in a draw, one-all.
    Brazilian Elder Santana put Aktobe in the lead in the 65th minute,
    but Sepsi leveled the scoring through Roland Varga one minute from time. The
    side to win the return game will meet in the play-off the winner of the match
    pitching the Norwegian side Bodø/Glimt against the Armenians from Pyunik Yerevan.
    The first match went to the Norwegians 3-0.


    At 20 hours Bucharest time, Romanian football side FCSB will be playing
    Danish team Nordsjælland in an away match. The first game in Bucharest a week
    ago ended in a goaless draw. Although without a man on the ground for more than
    a half an hour, the visitors managed to prevent the hosts from scoring in the
    match in Bucharest. The Romanians hope to do this in the away game and if they
    win they will meet the winner of the match opposing Azerbaijani side Sabah to
    FK Partizan of Belgrade. Sabah won the first match 2-0.

    Comme chaque année à cette période, la côte roumaine de
    la mer Noire est la destination préférée d’un grand nombre de Roumains, car le
    15 août, on célèbre la Journée de la Marine. Le week-end prolongé de cette
    année était une raison supplémentaire de choisir les stations balnéaires. Selon
    les données officielles, plus de 120 000 touristes se trouvent actuellement au
    bord de la mer pendant le pont organisé à l’occasion de la fête de la Dormition
    de la Mère de Dieu (la Sainte-Marie). Le taux d’occupation des logements dans
    les stations balnéaires dépasse les 90 %, et de nombreux hôtels, chambres
    d’hôte ou villas sont au maximum de leur capacité, malgré leurs prix parfois élevés.
    Mamaia, Eforie Nord et Neptun sont les stations balnéaires les plus fréquentées
    et les touristes affluent de toutes les régions du pays. Des événements se
    déroulent sur tout le littoral : des festivals de musique attirent des
    milliers de jeunes sur les plages de Venus et Vama Veche, et des soirées de théâtre,
    de musique et de ballet sont à l’affiche à Mamaia et Constanţa, où le chœur
    « Mandrigal » propose une série de représentations sur la falaise du Casino.
    Les événements ont commencé il y a quelques jours et se poursuivront tout au
    long de la semaine.


    L’évènement le plus important aura lieu le 15 août à
    Constanţa. Après une absence de quatre ans, les marins militaires présenteront
    l’exercice de démonstration intitulé « Les forces navales roumaines 2023 »,
    sur la scène maritime devant le commandement de la flotte. Après les discours
    des officiels et le service religieux, des ancres de fleurs seront lancées à la
    mer à la mémoire des héros marins, qui reposent au fond des eaux. Le dieu
    Neptune fera son apparition depuis la mer par une porte d’eau, sécurisée par
    des remorqueurs. Le coup d’envoi des démonstrations sera le salut d’ouverture
    de l’exercice effectué par des hélicoptères et des bateaux rapides, qui
    porteront les drapeaux de la Roumanie, de l’OTAN et de l’Union européenne. Il
    sera suivi par le défilé du navire-école « Mircea », ambassadeur
    honoraire de la Roumanie sur les mers et les océans, avec à son bord des cadets
    de l’Académie navale « Mircea l’Ancien ».


    Le public pourra admirer depuis les falaises de Constanța
    et Mangalia les exercices de démonstration des forces navales et le défilé de
    dizaines de navires militaires, aux côtés d’avions et d’hélicoptères, de
    soldats des structures de défense nationale, mais aussi des pays partenaires au

    étant donné que des événements à large public seront organisés dans tout le
    pays. De nombreux Roumains ont également choisi la montagne pour se détendre sur
    leurs jours libres avant la fête de la Sainte Marie.

    INDICTMENT The General Prosecutor’s Office in Romania on Thursday made
    public the indictment prepared by the military prosecutors, under which 16
    gendarme officers and non-commissioned officers had been indicted for their
    intervention in the anti-government meeting on August 10th 2018 in
    Bucharest. The Document shows the forceful intervention of the gendarmes
    against the peaceful protesters was illegal and unjustified. At the same time,
    the use by the gendarme troops of rubber sticks, pepper sprays, shields and
    other non-lethal weapons like stunt grenades and tear gas could be considered inhuman
    and degrading treatment. According to the document, there were clashes between
    the gendarmes and protesters in which the former were wounded but the situation
    on the ground did not justify a forceful intervention against the larger mass
    of peaceful protesters, which included women, children and older people. We
    recall that the General Prosecutor’s Office has brought to court high-ranking officers
    of the Gendarme troops that time for forgery and abusive conduct.












    ENERGY Energy prices in Romania will be
    capped this winter as it happened last season, Romanian Prime Minister Marcel
    Ciolacu said on Thursday. He called on the field ministries to prepare for the
    winter to come and make sure they are able to provide energy to the population
    at the capped prices, as they are now. During the government session on
    Thursday a law was endorsed providing for subsidizing some payments to energy
    suppliers so that the system may continue to be functional. Also on Thursday,
    the Executive endorsed another law allowing the citizens who obtained driving
    licences in other countries to get their Romanian equivalent following a
    driving exam without taking driving lessons as it was under the previous
    law.








    INFLATION The National Bank of Romania expects a slightly higher
    inflation towards the end of this year than it anticipated a few months ago.
    According to the new forecast presented, on Wednesday, by the governor of the
    Central Bank, Mugur Isărescu, towards the end of the year, inflation could
    reach 7.5%, up from the initial forecast of 7.1%, to then drop to 4.4% at the
    end of next year. According to Mugur Isărescu, economic growth shows
    signs of slowing down, as does consumption.






    DAY The
    Turkish corvette TCG ‘Kinaliada’ will make a stopover in the port of Constanţa,
    between August 12-16, to participate in the Romanian Navy Day, alongside
    Romanian military and civilian ships, informed the General Staff of the Naval
    Forces. On Tuesday, August 15, the Turkish corvette will join Romanian military
    ships at sea, participating in demonstration exercise ‘Romanian Naval Forces
    23’. It will consist of elements of reconnaissance-diversion, repelling the
    attack of enemy aviation, searching for and attacking an enemy submarine,
    repelling a maritime landing, combating illegal migration at sea. The Guard of
    Honor, set up on the seafront in front of the Fleet Command, will be made up of
    military platoons from France, the USA, Turkey, the 30th Guards Brigade ‘Mihai
    Viteazul’ and the Romanian Naval Forces. The evening of August 15 will end with
    the torchlight retreat of the sailors and a fireworks and drone show, which
    will mark the end of the 121st anniversary of the Romanian Navy.
